LIBERTY AND JUSTICE FOR ALL. WE'RE VERY EXCITED TONIGHT TO KICK OFF THIS MEETING WITH A VERY SPECIAL RECOGNITION. AND THAT IS TO ROY WILLIAMS ELEMENTARY SCHOOL, WHO HAS EARNED THE MARYLAND PURPLE STAR SCHOOL DESIGNATION FROM THE MARYLAND STATE DEPARTMENT OF EDUCATION. IT IS THE FIRST SCHOOL IN HARFORD COUNTY TO RECEIVE THIS HONOR. THIS PURPLE STAR SCHOOL DESIGNATION IS AN AWARD GIVEN TO SCHOOLS THAT DEMONSTRATE AN EXCEPTIONAL COMMITMENT TO SUPPORTING THE UNIQUE AND EDUCATIONAL AND SOCIAL EMOTIONAL NEEDS OF MILITARY CHILDREN. ROY WILLIAMS HAS MORE THAN 42% OF ITS STUDENT POPULATION CONNECTED TO THE MILITARY. THEY WILL HOLD THIS DESIGNATION FOR TWO YEARS, AND WE WERE REALLY EXCITED TO CELEBRATE YOU TONIGHT. SO I HAVE A FEW PEOPLE. WE'RE GOING TO HAVE A PROCLAMATION. SO IF I COULD HAVE COUNTY EXECUTIVE BOB CASTLE, COUNTY COUNCIL PRESIDENT PAT VINCENT AND ROY WILLIAMS, ELEMENTARY SCHOOL PRINCIPAL ROSE MARTINO AND VICE PRINCIPAL MISS STEPHANIE HARRIS, IF YOU WILL JOIN US AT THE PODIUM.

RIGHT THERE. WHEREAS, ROY WILLIAMS ELEMENTARY SCHOOL HAS BEEN AWARDED THE PRESTIGIOUS MARYLAND PURPLE STAR SCHOOL DESIGNATION BY THE MARYLAND STATE DEPARTMENT OF EDUCATION. AND WHEREAS, ROY WILLIAMS ELEMENTARY SCHOOL IS THE FIRST SCHOOL WITHIN THE HARFORD COUNTY PUBLIC SCHOOLS TO RECEIVE THIS DISTINGUISHED RECOGNITION. AND WHEREAS THE MARYLAND PURPLE STAR SCHOOL PROGRAM WAS ESTABLISHED BY THE MARYLAND GENERAL ASSEMBLY IN 2022 TO RECOGNIZE SCHOOLS THAT DEMONSTRATE AN EXCEPTIONAL COMMITMENT TO SUPPORTING MILITARY CONNECTED STUDENTS AND THEIR FAMILIES. AND WHEREAS, THE BOARD OF EDUCATION COMMENDS ROY WILLIAMS ELEMENTARY SCHOOL FOR ITS OUTSTANDING LEADERSHIP, COMPASSION, AND DEDICATION IN FOSTERING A WELCOMING AND SUPPORTIVE ENVIRONMENT FOR MILITARY CONNECTED STUDENTS AND THEIR FAMILIES. AND WHEREAS, THE MARYLAND PURPLE STAR SCHOOL DESIGNATION WILL REMAIN IN EFFECT FOR THE 2026 TO 2027 AND 2027 THROUGH 2028 SCHOOL YEARS SERVING AS A TESTAMENT TO THE SCHOOL'S CONTINUED COMMITMENT TO EXCELLENCE, SERVICE AND SUPPORT FOR MILITARY CONNECTED STUDENTS AND FAMILIES. I WANT TO CELEBRATE ROSE MARTINO AND HER STAFF AND MISS HARRIS FOR THE WORK THAT THEY'VE DONE. THEY WENT THROUGH A VERY RIGOROUS PROCESS OVER THE LAST COUPLE OF YEARS. AND THIS YEAR, THAT WORK FINALLY PAID OFF. I'VE SEEN FIRSTHAND THAT COMMITMENT THAT THIS TEAM PUTS TOWARDS ALL OF THEIR STUDENTS, BUT ESPECIALLY TO OUR FAMILIES THAT ARE MILITARY FAMILIES. AND SO I WOULD LIKE TO JUST CONGRATULATE YOU. I'M EXCITED. AND IT REALLY DOES SET THE BAR. WE HAVE MANY FAMILIES THAT WE SERVE THAT ARE MILITARY CONNECTED, AND ROY WILLIAMS WILL BE JUST A MODEL SCHOOL, AND WE HOPE TO HAVE MANY MORE SCHOOLS TO SERVE UNDER THIS DESIGNATION. SO CONGRATULATIONS. THANK YOU. IT THIS REALLY MEANS A LOT. I APPRECIATE WHAT YOU ALL YOU ALL HAVE DONE. I WAS A AS A CHILD IN OUR SCHOOLS WHEN MY DAD WENT OFF TO WAR AND I WAS A CHILD IN OUR SCHOOLS, MY BROTHER WENT OFF TO WAR AND I. MY CHILDREN WERE IN OUR PUBLIC SCHOOLS WHEN I WENT OFF TO IRAQ FOR THREE YEARS AND THAT WAR. AND THEN I WATCHED MY OWN SON, WHO WAS A GRADUATE OF CPS, GO OFF TO AFGHAN WAR. SO THIS ALL MEANS A LOT TO ME. I MEAN, REALLY PERSONALLY. AND I, I SAW THE DIFFERENCE THAT SCHOOL SUPPORT CAN MAKE OR NOT MAKE IN IN HELPING THE CHILDREN COPE. AND I'VE BEEN OVER TO YOUR SCHOOL AND SEEN THE. WHEN YOU SEE THESE MILITARY MOMS AND DADS FROM APG GETTING INVOLVED AND YOU KNOW THAT THEY'RE LIKE THOSE SUPER PTA SUPPORTERS, IT'S REALLY FANTASTIC. AND, AND THE CHILDREN. AND I JUST REALLY APPRECIATE THAT YOU ALL TAKEN THIS SERIOUSLY TO WORK WITH THE KIDS. WE GOT A PROCLAMATION OR CITATION ON BEHALF OF THE COUNTY GOVERNMENT THANKING YOU ALL FOR FOR YOUR OUTSTANDING SUPPORT FOR MILITARY STUDENTS AND FAMILIES. AND CONGRATULATIONS. SO FOR THE BOTTOM OF MY HEART, THANK YOU VERY MUCH FOR ALL OF YOU. SO I TOO, AM VERY PLEASED TO BE HERE AND HONORED TO REPRESENT THE COUNTY COUNCIL, TO RECOGNIZE THE SCHOOL FOR ITS ACHIEVEMENTS. AND AS YOU KNOW, I'VE HAD AN OPPORTUNITY TO VISIT THE SCHOOL A COUPLE OF TIMES ALL THROUGH THE RENOVATIONS. IT'S AN OUTSTANDING FACILITY. YOU GUYS DO A GREAT JOB. YOU MISS HARRIS AS THE LEADERS AT THAT SCHOOL. THE CHILDREN ARE FANTASTIC. AND I'M VERY, VERY PLEASED TO SEE THAT WE HAVE SOMETHING IN OUR COUNTY THAT IS ABSOLUTELY FOCUSED ON OUR MILITARY FAMILIES, CHILDREN. AS I ALWAYS SAY, OUR CHILDREN ARE OUR GREATEST ASSET. ALL RIGHT. NEXT UP, WE WANT TO TAKE A MOMENT TO RECOGNIZE THE STUDENTS THAT SERVED ON THE SUPERINTENDENT'S STUDENT ADVISORY COUNCIL. SO THIS COUNCIL PROVIDES A PLATFORM FOR STUDENTS TO ENGAGE IN MEANINGFUL DIALOG WITH THE SUPERINTENDENT. AND THE STUDENT REPRESENTATIVE TO THE BOARD OF EDUCATION ENSURES THAT STUDENT VOICES AND PERSPECTIVES ARE HEARD IN DISTRICT DECISION MAKING. STUDENT REPRESENTATIVES FROM EVERY MIDDLE AND HIGH SCHOOL MEET EIGHT TIMES A YEAR, INCLUDING FOUR SMALL GROUP SESSIONS WHERE THEY COLLABORATE ON PROJECTS AND INITIATIVES THAT ADDRESS ISSUES IMPORTANT TO THEIR SCHOOLS AND THEIR COMMUNITIES THROUGH DISCUSSION, LEADERSHIP, DEVELOPMENT, AND TEAMWORK. THIS COUNCIL MEMBERS HELP IDENTIFY STUDENT NEEDS, SHARE IDEAS, AND CONTRIBUTE TO POSITIVE CHANGE ACROSS THE

SO I JUST WANT TO LET YOU ALL KNOW THAT THIS IS AN AMAZING GROUP OF YOUNG PEOPLE. I HAD THE OPPORTUNITY TO MEET THEM IN JANUARY AND WE WERE VIRTUAL AND THE CAMERAS WERE OFF. AND SO BY THE SECOND TIME WE MET, I SAID, I REALLY NEED THE CAMERAS ON SO I CAN SEE YOUR FACES. AND BY THE THIRD TIME WE MET, OH, CAMERAS WERE ON, THEY WERE ENGAGED AND THEY'VE HAD SOME OF THE BEST IDEAS. THEY CREATED PASSION PROJECTS THAT RANGED FROM FOCUSING IN ON MENTAL HEALTH TO SCHOOL SAFETY. THEY DID PASSION PROJECTS THAT FOCUS ON CTE AND COLLEGE AND CAREER READINESS. AND SO I BROUGHT THEM TO OUR EXECUTIVE LEADERSHIP TEAM AND THEY WOWED THEM. AND SO OUR JOB NOW AS THE LEADERS OF HARFORD COUNTY PUBLIC SCHOOLS IS TO TAKE THEIR VISION AND TRY TO FIGURE OUT HOW WE CAN TURN IT INTO A YES AND LET THEIR WORK AND THEIR VOICE BE ELEVATED. IN HARFORD COUNTY PUBLIC SCHOOLS, THIS IS THE FIRST TIME THAT WE'VE SEEN THIS LEVEL OF PARTICIPATION AND THIS OUTWARD ENERGY TO MAKE IT COME ALIVE. A LOT OF TIMES THEY DO THEIR PROJECTS, AND THEN WE'RE KIND OF WONDERING HOW IT HAPPENED. AND IT WAS REALLY A BIG COMMITMENT OF MINE, OF MINE, MISS DOCTOR STANTON AND THIS TEAM AND MRS. HEALTH TO MAKE THESE THESE PASSION PROJECTS COME ALIVE. SO I'M LOOKING FORWARD TO THE WORK THAT THEY'VE DONE, COME INTO FULL FRUITION OF THE WORK THAT WILL SHOW UP IN OUR COUNTY. GOOD EVENING, PRESIDENT STRAUSS AND SUPERINTENDENT MAC. MY NAME IS AUDREY VOSS AND I'M THE COORDINATOR OF CPS. I'M DELIGHTED THIS EVENING TO BRING WITH YOU OUR FUTURE TEACHERS OF HARFORD COUNTY PUBLIC SCHOOLS, OUR STUDENTS, WHO ARE CURRENTLY IN THE CDA AND TAM PROGRAM. I'M GOING TO INTRODUCE EACH ONE OF THEM TO YOU AND LET YOU KNOW THE SCHOOL THEY'RE AT AND THE PROGRAM THEY'RE IN. I HAVE ILA MALINOWSKI, STUDENT, PATTERSON MILL. SHE IS IN THE CDA PROGRAM. SHE IS AN EDGEWOOD HIGH SCHOOL AND IN THE TAM PROGRAM. ALSO JOINING US IN OUR AUDIENCE THIS EVENING IS THE TEACHERS WHO ARE SUPPORTING THESE STUDENTS, WHO ARE REALLY THE HEARTBEAT OF THE EDUCATORS RISING PROGRAM. THEY ARE PAIGE MALINOWSKI, SAMMY BROWN, AND MICHELLE GOLDBERG.

MY NAME IS ISLA MALINOWSKI. I'M A JUNIOR AT PATTERSON MILL HIGH SCHOOL, WHERE I'M IN THE CDA PROGRAM, AND I'M THE CURRENT PRESIDENT OF OUR EDUCATORS RISING CHAPTER.

I'M HERE TONIGHT TO TELL YOU A LITTLE BIT ABOUT EDUCATORS RISING AND WHERE WE COME FROM.

SO THE ROOTS OF THIS ORGANIZATION GO BACK FURTHER THAN MOST PEOPLE REALIZE. PDK INTERNATIONAL HAS BEEN A PROFESSIONAL ASSOCIATION FOR EDUCATORS SINCE 1906. IN 1937, THE NEA LAUNCHED FUTURE TEACHERS OF AMERICA, CREATING THE FIRST NATIONAL NETWORK OF STUDENTS INTERESTED IN TEACHING. IN 1994 THAT BECAME THE FUTURE EDUCATORS OF AMERICA, OR FFA, AS YOU MIGHT KNOW IT. AND THAT SAME YEAR, PDK TOOK OVER AND RAN THE PROGRAM FOR OVER A DECADE. IN 2015, PDK MADE THE DECISION TO REBRAND IT AS EDUCATORS, RISING, MODERNIZING THE ORGANIZATION WITH NEW STANDARDS AND RESOURCES THAT SCHOOLS HAD BEEN ASKING FOR.

THEN, IN 2017, IN RESPONSE TO SCHOOLS WANTING THE PROGRAM CONNECTED TO REAL CAREER PATHWAYS, EDUCATORS RISING ALIGNED WITH CTE CAREER AND TECHNICAL EDUCATION, MAKING IT AN OFFICIAL PART OF THE CAREER PATHWAY SYSTEM STUDENTS LIKE US ARE IN TODAY. BY 2020, GROWING THE NEXT GENERATION OF TEACHERS HAD BECOME PDC'S PRIMARY MISSION, WITH EDUCATORS RISING AT THE CENTER OF THAT WORK. THE PROGRAM IS DESIGNED FOR HIGH SCHOOL STUDENTS, BUT SCHOOLS ARE FINDING GREAT SUCCESS STARTING AS EARLY AS MIDDLE SCHOOL, CATCHING STUDENTS EARLY AND GIVING THEM MORE TIME TO EXPLORE AND PREPARE FOR A CAREER IN EDUCATION. THAT'S THE FOUNDATION WE'RE BUILDING ON HERE IN HARFORD COUNTY. SO WHO EXACTLY ARE EDUCATORS RISING STUDENTS IN HARFORD COUNTY? THESE ARE OUR TAM TEACHING AS A PROFESSION. STUDENTS, OUR CDA CHILD DEVELOPMENT ASSOCIATE STUDENTS, AND REALLY ANY STUDENT WHO HAS AN INTEREST IN EDUCATION OR WORKING WITH CHILDREN. EDUCATORS RISING AS A CAREER AND TECHNICAL STUDENT ORGANIZATION, OR CTSO DESIGNED FOR HIGH SCHOOL STUDENTS WHO ARE INTERESTED IN EXPLORING THE TEACHING PROFESSION. OUR MEMBERS COME FROM ALL KINDS OF BACKGROUNDS, BUT WE SHARE ONE THING IN COMMON A PASSION FOR EDUCATION AND MAKING A DIFFERENCE IN STUDENTS LIVES.

IN HARFORD COUNTY, STUDENTS LIKE US ARE ENROLLED IN EDUCATION AND TRAINING PATHWAYS AND EDUCATORS RISING IS THE STUDENT ORGANIZATION THAT BRINGS THAT COURSEWORK TO LIFE.

THE BEAUTY OF THIS PROGRAM IS THAT IT'S NOT JUST FOR STUDENTS WHO ARE 100% SURE THEY WANT TO BE A TEACHER. IT'S FOR ANY STUDENT WHO IS CURIOUS ABOUT EDUCATION, LOVES WORKING WITH KIDS, OR WANTS TO EXPLORE WHAT A CAREER IN TEACHING REALLY LOOKS LIKE BEFORE THEY EVER SET FOOT IN A COLLEGE CLASSROOM. AN EDUCATORS RISING CHAPTER IS BUILT AROUND FIVE KEY COMPONENTS CHAPTERS, CURRICULUM, COMMUNITY CONFERENCE, AND COMPETITIONS. TOGETHER, THESE GIVE STUDENTS A COMPLETE EXPERIENCE. A LOCAL HOME BASED IN OUR SCHOOL CHAPTER. REAL STANDARDS ALIGNED CURRICULUM TO LEARN FROM A NATIONAL COMMUNITY OF FUTURE EDUCATORS. THE OPPORTUNITY TO COMPETE AND SHOWCASE OUR TEACHING SKILLS AT A NATIONAL CONFERENCE WHERE WE CONNECT WITH RISING EDUCATORS FROM ACROSS THE COUNTRY. AND THE DATA SHOWS IT'S WORKING OF STUDENTS WHO PARTICIPATE IN EDUCATORS RISING 80% INDICATE AN INTEREST IN EDUCATION PROFESSIONS. 50% INTEND TO PURSUE TEACHING CREDENTIALS THROUGH A COLLEGE OR UNIVERSITY, AND 12% OR MORE GO ON TO ACTUALLY ENTER THE TEACHING PROFESSION. THAT LAST NUMBER MIGHT SOUND SMALL, BUT CONSIDER THIS NATIONALLY, TEACHER PREPARATION PROGRAMS ARE SEEING DECLINING ENROLLMENT. EVERY STUDENT WE CAN INSPIRE, DEVELOP, AND SEND INTO A CLASSROOM MATTERS. EDUCATORS RISING IS MOVING. THE NEEDLE IN HARFORD COUNTY IS NOW A PART OF THAT EFFORT. WHAT MAKES HARFORD COUNTY ESPECIALLY UNIQUE IS THAT WE'RE THE ONLY COUNTY IN ALL OF MARYLAND THAT HAS AN EDITOR RISING CHAPTER AT EVERY SINGLE HIGH SCHOOL THAT IS MADE POSSIBLE THROUGH A GRANT FROM THE DEPARTMENT OF LABOR, WHICH HAS PROVIDED EXTRA FUNDING TO HIGH SCHOOLS IN OUR COUNTY TO SUPPORT AND SUSTAIN THESE CHAPTERS. EDITOR RISING IN HARFORD COUNTY IS ALSO SUPPORTED BY TEACH OUR DISTRICT'S OWN INITIATIVE TO GROW AND DEVELOP FUTURE EDUCATORS RIGHT HERE IN OUR HOME. TEACH CPS AND EDITOR RISING GO HAND IN HAND, CREATING A CLEAR AND SUPPORTED PATHWAY FOR STUDENTS WHO WANT TO PURSUE A CAREER IN EDUCATION FROM HIGH SCHOOL ALL THE WAY INTO THE CLASSROOM. THIS MEANS THAT EVERY HIGH SCHOOL STUDENT IN HARFORD COUNTY HAS ACCESS TO THIS PROGRAM, REGARDLESS OF WHICH SCHOOL THEY ATTEND. NO OTHER COUNTY IN MARYLAND CAN SAY THAT WE ARE PROUD TO BE SETTING THAT STANDARD, AND WE WANT TO MAKE SURE THAT THIS BOARD KNOWS THAT YOUR SUPPORT AND THE STRUCTURES THAT YOU HAVE PUT IN PLACE HAVE MADE THIS THE POSSIBILITY. FROM A PRACTICE PERSPECTIVE, STUDENTS INVOLVED IN EDITOR RISING PROGRAMS SIGNIFICANTLY OUTPERFORMED THEIR PEERS. ON AVERAGE, EDITOR RISING STUDENTS SCORED 14 POINTS HIGHER THAN STUDENTS WHO DID NOT GO THROUGH THE PROGRAM. BLACK EDITOR RISING STUDENTS PERFORM EIGHT POINTS HIGHER ON THE NATIONAL AVERAGE, AND HISPANIC EDITOR RISING STUDENTS PERFORMED TEN POINTS HIGHER. THIS IS NOT JUST GOOD NEWS FOR INDIVIDUAL STUDENTS. IT'S EVIDENT THAT THIS PROGRAM IS ACTIVELY WORKING TO DIVERSIFY AND STRENGTHEN THE TEACHING PROFESSION. THE TEACHER PERSPECTIVE DATA IS EQUALLY COMPELLING. 82% OF TEACHERS BELIEVE THAT EDITOR RISING PROGRAMING HAS PREPARED STUDENTS TO ENTER THE PROFESSION UPON COMPLETION, AND 64% OF TEACHERS BELIEVE THAT THEIR STUDENTS HAVE ACQUIRED STRONG TEACHING SKILLS, SPECIFICALLY BECAUSE OF EDUCATORS RISING. WHAT THIS TELLS US IS THAT EDITOR RISING IS NOT JUST A CLUB OR AN ELECTIVE. IT IS A PROVEN, DATA BACKED PROGRAM THAT PRODUCES BETTER PREPARED TEACHERS. WHEN HARFORD COUNTY INVESTS IN EDUCATORS RISING, IT IS ASSISTING IN A PIPELINE OF FUTURE EDUCATORS WHO WILL BE MORE QUALIFIED, MORE DIVERSE AND MORE COMMITTED TO OUR COMMUNITY THAN EVER BEFORE. LAST YEAR, MARYLAND HAD 84 HIGH SCHOOL AND MIDDLE SCHOOL CHAPTERS WITH 962 HIGH SCHOOL STUDENT MEMBERS RANKING SEVENTH IN THE NATION FOR TOTAL MEMBERSHIP. THAT'S ALREADY IMPRESSIVE, BUT HERE'S WHAT MAKES THIS YEAR SPECIAL FOR US. HARFORD COUNTY WENT FROM ZERO OFFICIAL CHAPTERS TO TEN HIGH SCHOOL CHAPTERS, WITH 125 STUDENT MEMBERS ALL IN A SINGLE YEAR. THIS IS REMARKABLE GROWTH, AND WE'RE PROUD TO BE A PART OF IT. TO PUT THAT INTO PERSPECTIVE, HARFORD COUNTY PUBLIC SCHOOLS WENT FROM HAVING NO OFFICIAL EDUCATORS RISING CHAPTERS AT ALL TO HAVING THE LARGEST CHAPTERS AND STUDENT ENROLLMENT IN THE ENTIRE STATE OF MARYLAND IN JUST ONE YEAR. THIS DIDN'T HAPPEN BY ACCIDENT. IT HAPPENED BECAUSE OUR TEACHERS, SCHOOL ADMINISTRATORS, AND DISTRICT LEADERS BELIEVED IN US AND INVESTED IN OUR FUTURE TEACHERS. WE ARE ESPECIALLY PROUD TO SHARE THAT HARFORD COUNTY HAS TWO STUDENTS SERVING AS MARYLAND STATE OFFICERS FOR EDUCATORS RISING FOR THE 2025 THROUGH 2026 SCHOOL YEAR. BEYOND OUR CHAPTERS AND COMPETITIONS, HARFORD COUNTY STUDENTS HAVE ACCESS TO SOMETHING TRULY UNIQUE AND THE MARYLAND EDUCATORS RISING INTERNSHIP AND TRAINING PROGRAM, ALSO KNOWN AS MERIT. MERIT, IS A HANDS ON INTERNSHIP PROGRAM DESIGNED TO GIVE HIGH SCHOOL STUDENTS REAL CLASSROOM EXPERIENCE. STUDENTS ARE PLACED IN A SCHOOL SETTING WHERE THEY OBSERVE, ASSIST, AND EVENTUALLY LEAD INSTRUCTION, PROGRESSING THROUGH FOUR STAGES PREPARING, OBSERVING, ASSESSING, AND INTERNING. THIS ISN'T JUST SHADOWING A TEACHER FOR A DAY. STUDENTS COMPLETE A MINIMUM OF 30 HOURS IN A CLASSROOM, BUILD A PROFESSIONAL PORTFOLIO AND DEVELOP SKILLS IN LESSON PLANNING, CLASSROOM MANAGEMENT, AND WORKING DIRECTLY WITH STUDENTS. THIS IS A MEANINGFUL INVESTMENT IN STUDENTS WHO ARE SERIOUS ABOUT PURSUING A CAREER IN EDUCATION. LAST YEAR, 1100 COED YOUTH PARTICIPATED IN THE SCOUTING PROGRAM, WHICH WAS COMPRISED OF 44 PACKS AND TROOPS CHARTERED BY LOCAL CHURCHES AND COMMUNITY ORGANIZATIONS, 550 SCOUTING ADULT LEADERS SERVED THE YOUTH OF HARFORD COUNTY, PROVIDING A HIGH QUALITY SCOUTING PROGRAM EVERY WEEK. SCOUTING'S ANNUAL SCOUTING FOR FOOD DRIVE COLLECTED OVER 14,000 POUNDS OF FOOD THAT STAYED HERE IN HARFORD COUNTY, DISTRIBUTED TO LOCAL FOOD BANKS AND PANTRIES.

BETWEEN THE FALL. BETWEEN THE SCOUTING OF FOOD DRIVE AND THE OTHER GOOD TURNS IN OUR COMMUNITY, SCOUTS PARTICIPATED IN OVER 10,000 DOCUMENTED HOURS OF COMMUNITY SERVICE LAST YEAR.

FURTHER. FURTHER, SCOUTING EARNED OVER 2000 MERIT BADGES, HELPING THEM LEARN NEW AND VALUABLE LIFELONG SKILLS THAT WILL BE USED FOR THE REST OF THEIR LIVES. IN 2025, 40 SCOUTS EARNED THE PRESTIGIOUS RANK OF EAGLE SCOUT, PROVIDING LEADERSHIP TO YOUTH AND CONTRIBUTING AN IMPRESSIVE $45,000 WORTH OF MATERIALS ADDED TO THE LOCAL COMMUNITIES THROUGH THEIR EAGLE SCOUT PROJECTS, BENEFITING LOCAL COMMUNITY ORGANIZATIONS.

IT DOESN'T GO BACK FAR ENOUGH IN TIME TO SHOW YOU A MORE COMPLETE HISTORY OF HOW THE COUNTY ADMINISTRATION HAS SYSTEMATICALLY UNDERFUNDED CAPITAL PROJECTS OVER THE LAST 15 YEARS OR SO. I SENT YOU ALL AN EMAIL WITH DETAILS. SO JUST TO HIGHLIGHT, LET'S LOOK AT SCHOOL REPLACEMENTS. I STARTED ATTENDING THESE BOARD MEETINGS BACK IN 2017. THE 2017 EDUCATIONAL FACILITIES MASTER PLAN CALLED FOR THE REPLACEMENT OF HARFORD ACADEMY. IT CALLED FOR THE REPLACEMENT HARFORD ACADEMY BUILDING TO BE USED THIS CURRENT SCHOOL YEAR. NOW, YOUR PLAN SAYS IT WON'T BE IN USE UNTIL FY 2030. OLD POST ROAD ELEMENTARY WAS PLANNED TO BE COMPLETED THIS COMING SCHOOL YEAR. NOW YOU ARE EXPECTING IT WON'T BE COMPLETED UNTIL FY 2031. AND IF YOU LOOK BACK FURTHER, IN 2008 AND 2009, MODERNIZING OLD POST ROAD ELEMENTARY WAS ON THE LIST FOR RIGHT AFTER YOUTH'S BENEFIT ELEMENTARY IN 2010. THAT GOT CHANGED FROM A MODERNIZATION TO A COMPLETE REPLACEMENT. IN 2012, IT RANKED AS THE FOURTH HIGHEST PRIORITY. BUT THEN THE BIG CAPITAL PROJECTS MOSTLY STALLED, AND OLD POST ROAD ELEMENTARY IS STILL WAITING. I WANT TO BE CLEAR, I DO NOT BLAME YOUR STAFF FOR ANY OF THESE DELAYS.

I BLAME THE COUNTY. THE COUNTY HAS DRAMATICALLY UNDERFUNDED THE CAPITAL BUDGET FOR THE LAST DECADE AND A HALF. 10 TO 15 YEARS AGO, IT WAS UNDERSTANDABLE THE COUNTY WAS

STILL RECOVERING FROM THE GREAT RECESSION AND SCHOOL BUILDINGS WERE IN BETTER SHAPE DUE TO SIGNIFICANT SPENDING IN THE 1990S AND 2000. BUT NOW, LOOKING AT 2027 AND BEYOND, THE COUNTY HAS BUILT UP THIS HUGE DEBT OF OVERDUE RENOVATIONS AND REPLACEMENTS. WE NEED YOU ALL TO LOBBY THE COUNTY TO TACKLE THIS BACKLOG, TO ACTUALLY BE FISCALLY RESPONSIBLE, INSTEAD OF FOCUSING ON GIVING THE FALSE APPEARANCE OF IT, WHICH IS WHAT THEY'RE DOING NOW. THE KKK AND THE NEO-NAZIS ARE NEITHER EMBRACED NOR SUPPORTED BY THE AMERICAN PEOPLE, BUT WHEN CONVENIENT, THEY APPARENTLY ARE SUPPORTED BY THE SPLC. IN ECHOING THIS FALSE CHARGE OF SYSTEMIC RACISM, MARYLAND CONDUCTS ANTI-BIAS TRAINING FOR TEACHERS AND SCHOOL BOARD MEMBERS AS PART OF A 2024 LEGISLATIVE MANDATE. THIS TRAINING REFERENCES SPLC'S LEARNING FOR JUSTICE CURRICULUM AND OTHER SO-CALLED ANTI-BIAS RESOURCES, SAYING THAT THEY PROVIDE A COMPREHENSIVE CURRICULUM AND THE MATERIALS NEEDED TO ADDRESS RACISM, SEXISM AND HOMOPHOBIA IN OUR SCHOOLS. I SAY THAT THIS BIASED TRAINING PROGRAM SHOULD NO LONGER BE TRUSTED TO EVALUATE THE BIAS IN OTHERS. THE MARYLAND DEPARTMENT OF EDUCATION STATES THAT IT'S NOT AWARE OF ANY LOCAL SCHOOL SYSTEMS INCORPORATING SPLC MATERIALS INTO TRAINING FOR TEACHERS OR BOARD MEMBERS. HOWEVER, THESE MATERIALS ARE MANDATED AT THE STATE LEVEL, SO THEY SURELY FILTER DOWN TO THE LOCAL LEVEL. THE DEPARTMENT OF EDUCATION IS NOT JUST BEING DISINGENUOUS, IT IS LYING AS THEY OFTEN DO. FAR FROM BEING AN AGENT FOR SOCIAL JUSTICE, THE SOUTHERN POVERTY LAW CENTER IS THE SOURCE OF RACIAL HATRED THAT THEY ASSIGN TO OTHERS.

THEY HAVE TRIED TO DEFAME GROUP DEFAME GROUPS SUCH AS MOMS FOR LIBERTY AND THE FAMILY RESEARCH COUNCIL BY LABELING THEM AS HATE GROUPS. THE SPLC, LIKE THE MARYLAND DEPARTMENT OF EDUCATION, WOULD HAVE US BELIEVE THAT IF YOU DISAGREE WITH THEM, THAT DISAGREEMENT CONSTITUTES HATE. WELL, THINK OF IT. WHY? WHY DO WE? WHY DO WE HAVE CRITICAL THINKING AT ALL? WHY ENGAGE IN DEBATE OVER IDEAS WHEN YOU CAN SIMPLY ELIMINATE YOUR OPPOSITION BY SLANDER? THIS BOARD NEEDS TO WAKE UP. ONE OF THE STUDENTS IN THIS TEACHER'S CLASSROOM BROUGHT A SACK OF ROTTEN CHERRIES AND THREW THEM ALL OVER THE CLASSROOM, HITTING THE OTHER STUDENTS AND CREATING A MESS. THE KID WAS BACK IN THEIR SEAT. THE VERY NEXT MORNING, THIS TEACHER WENT ON TO POST QUOTE, 27 OTHER STUDENTS AT PERIOD FEELING UNSAFE. THAT IS THE MATH. NOBODY ON THE ADMINISTRATIVE SIDE IS WILLING TO DO THE COST OF LEAVING ONE DISRUPTIVE STUDENT IN THE ROOM, CAUSING 27 OTHER STUDENTS WHO DO NOT LEARN THAT HOUR, AND A TEACHER WHO WILL NOT BE BACK NEXT YEAR, END QUOTE. PARENTS, SAVE YOUR CHILDREN. GET THEM OUT OF GOVERNMENT, RUN SCHOOLS, PUT THEM IN SCHOOLS THAT IMPLEMENT DISCIPLINE AND ORDER AND TEACH TRADITIONAL ACADEMICS.

THESE STUDENTS ARE HUNGRY FOR THE TRUTH, GOD'S TRUTH. MANY OLDER STUDENTS ARE DONE WITH THE WOKENESS AND DIE. THEY'VE BEEN FED FOR SEVERAL YEARS. AND TURNING TO BIBLICAL TRUTH, MAYBE THAT WAS WHAT WAS NEEDED TO BRING THESE STUDENTS TO THE TRUTH ON THEIR OWN. SEVERAL LOCAL CHURCHES ARE FILLING UP WITH THE YOUTH AND YOUNG FAMILIES. THEY ARE JOINING PRAISE TEAMS, SUNDAY SCHOOLS AND SERVING IN OUTREACH PROGRAMS. THE TREND IS GROWING. THEY ARE DEVELOPING A STRONG

THANK YOU. I, TOO, HAD THE PRIVILEGE OF ATTENDING ALL OF OUR GRADUATIONS THIS SEASON, AND I WANT TO THANK EVERYONE THAT CONTRIBUTED TO THOSE GRADUATION CELEBRATIONS. AND CONGRATULATIONS TO THE CLASS OF 2026. AS WE WERE AT THE GRADUATIONS, HAD AN OPPORTUNITY TO HEAR FROM A LOT OF OUR STUDENTS AND THE GRATITUDE THAT THEY HAVE FOR THE EDUCATORS THAT HAVE CHANGED THEIR LIVES AND HAD AN IMPACT ON THEM. SO WE'RE GRATEFUL TO THE EDUCATORS, AND WE'RE GRATEFUL TO THE FAMILIES THAT HAVE SUPPORTED OUR STUDENTS. AND TO BE ABLE TO DO THAT AS SUPERINTENDENT OF HARFORD COUNTY PUBLIC SCHOOLS WAS INDEED REWARDING. AS AN ADDED BONUS, I ALSO HAD A GRADUATE. MY SON GRADUATED FROM COLLEGE, WHICH IS HARD TO BELIEVE. PARTICIPATING IN THE GRADUATIONS, WE HAD AN OPPORTUNITY TO RECOGNIZE STUDENTS THAT ARE GOING OFF TO SERVE OUR MILITARY. AND SO THAT WAS A VERY PROUD MOMENT FOR US, AS WELL AS THOSE STUDENTS WHO EARNED THEIR ASSOCIATE'S DEGREE, AS WELL AS THEIR HIGH SCHOOL DIPLOMA WHILE THEY WERE IN HIGH SCHOOL. THAT THAT IS JUST WHAT IS AMAZING ABOUT THE WORK THAT WE DO IN HARFORD COUNTY PUBLIC SCHOOLS AND THE SUCCESS THAT WE'RE SETTING OUR STUDENTS UP FOR. WE ALSO HAD THE OPPORTUNITY HERE, THE TALENTS OF OUR STUDENTS. WE HAD THE NATIONAL ANTHEM PLAYED BY A VIOLIST AS WELL AS A GUITARIST.

AND SO THAT WAS A UNIQUE OPPORTUNITY THAT WE HAD. AND THEN, OF COURSE, ALL OF THE STUDENT MUSICIANS AND THE VOCALISTS THAT SANG THROUGHOUT THE CELEBRATIONS, CHANGING GEARS JUST SLIGHTLY, WE EXPERIENCED THE SITUATION AT SOUTHAMPTON MIDDLE SCHOOL THIS WEEKEND, WHERE THE EXTERIOR FACADE FELL OVER THE WEEKEND, AND I WANT TO THANK OUR FACILITIES DEPARTMENT AND OUR FIRE RESCUE DEPARTMENT FOR THEIR QUICK RESPONSE AND FOR OUR STAFF, FOR THEIR QUICK RESPONSE, AND FOR WORKING DILIGENTLY OVER THE WEEKEND TO ADDRESS THIS. TEAMS WORK THROUGHOUT THE ENTIRE WEEKEND TO ASSESS THE SITUATION, TO SECURE THE AREA, AND TO ENSURE THAT THERE WERE OUR STAFF AND OUR STUDENTS COULD RETURN SAFELY THIS WEEK. AS I SAID MANY TIMES BEFORE, WHAT HAPPENS FOR TEACHING AND LEARNING HAPPENS INSIDE AND OUTSIDE OF THE CLASSROOM. AND THIS IS JUST ONE EXAMPLE OF HOW THAT OCCURS.

WHILE NO ONE WANTS TO SEE ANYTHING LIKE THIS HAPPENS, IT SERVES AS A REMINDER TO HOW IMPORTANT IT IS TO INVEST IN OUR FACILITIES. PREVENTIVE MAINTENANCE, MODERNIZATION EFFORTS, AND ROUTINE UPKEEP IS ESSENTIAL FOR PRESERVING OUR SAFE AND LEARNING OUR SAFE LEARNING ENVIRONMENTS. THIS IS WHY OUR CAPITAL FUNDING REQUESTS ARE SO IMPORTANT, AND WHY TONIGHT'S PRESENTATION ON THE FACILITIES MASTER PLAN IS CRITICAL TO HEAR AND TO UNDERSTAND. TONIGHT, WE RECOGNIZE ROY WILLIAMS ELEMENTARY SCHOOL AND THE STUDENTS THAT SERVED ON THE SUPERINTENDENT ADVISORY COMMITTEE. I WOULD LIKE TO HAVE IMANI. TO STAND, PLEASE. WHEN YOU GET MORE TOWARDS THE BEL AIR AREA AND THE ROUTE 40 CORRIDOR, THAT'S REALLY WHERE YOU START TO SEE THOSE NUMBERS GO UP AND THE AVAILABLE CAPACITY GO DOWN. BUT WE ALSO HAVE SOME OLDER BUILDINGS IN, IN OUR INVENTORY, AND THEY REALLY WEREN'T DESIGNED FOR TODAY'S EDUCATION. SO SOME OF

YOU MIGHT FEEL A LITTLE MORE RESTRICTED, YET THEIR CAPACITY NUMBERS ARE LEVEL, AND CAPACITY IS REALLY A COUNT OF CLASSROOMS AND HOW MANY KIDS CAN FIT IN A CLASSROOM. SO KEEP THAT IN MIND WHEN WE'RE TALKING ABOUT THE STATE RATED CAPACITY. IT'S A FORMULA USED TO CALCULATE CAPACITY FROM A SCHOOL, BUT IT CAN FEEL DIFFERENT FROM BUILDING TO BUILDING. WHEN WE LOOK AT OUR STATE FACILITY CONDITION INDEX. SO THE STATE EACH YEAR COMES THROUGH. SINCE 2022, THEY ACTUALLY STARTED GOING THROUGH AND EVALUATING OUR BUILDINGS, THEIR SYSTEMS. SO I HAVE A FEELING THAT WILL IMPACT OUR SCORES GOING FORWARD AS WELL. ONCE THEY COME BACK AND DO THOSE EVALUATIONS, THEY DO ABOUT A QUARTER OF OUR SCHOOLS EVERY YEAR. SO IT'S NOT EVERY SCHOOL THAT GETS HIT EVERY YEAR. IT TAKES SOME TIME FOR THAT DATA TO CATCH UP. WHEN WE'RE LOOKING AT OUR SCHOOL FACILITY INDEX, MOST OF OUR BUILDINGS FALL WITHIN THAT VISIBLY NEED OF REPAIR OR UNRELIABLE. THERE ARE WE HAVE FIVE THAT ARE IN THAT SATISFACTORY AREA, AND THEN TWO THAT FEEL LIKE NEW, WHICH OF COURSE WOULD BE OUR NEWER FACILITIES, AND THEN TWO, THAT ARE GOOD AND COMFORTABLE. AGAIN, THEY WOULD BE OUR NEWER FACILITIES THAT HAVE RECENTLY BEEN REDONE. WHEN YOU'RE LOOKING AT THE OVERALL SYSTEMS WITHIN OUR BUILDINGS, YOU CAN SEE HERE ONE OF THE MAJOR THINGS THAT STAND OUT IS THE PLUMBING, BECAUSE THAT'S SOMETHING THAT WE MIGHT GO IN WHEN WE DO SOMETHING SUCH AS AN HVAC SYSTEMIC, WE CAN UPGRADE SOME OF THE ELECTRICAL SYSTEMS, WE CHANGE OUT THE HVAC. IF YOU LOOK AT OUR PAST FIVE YEARS OF FUNDING, YOU CAN SEE THE MAJORITY OF OUR FUNDING COMES FROM OUR LOCAL GOVERNMENT, AND THEN WE GET ABOUT 32% FROM STATES. SOME OF THAT IS THROUGH

THE STATE HEALTHY SCHOOLS GRANT, WHICH HAS GONE AWAY AT SUNSET, SO THAT THAT PROGRAM IS NO LONGER AVAILABLE. WE DID GET THE HOMESTEAD WAKEFIELD ELEMENTARY SCHOOL PROJECT THROUGH THE BUILT TO LEARN FUNDING. THAT WAS A STATE FUNDING SEPARATE FROM THE REGULAR CIP FUNDING. SO THAT KIND OF BRINGS THAT PERCENTAGE OF THE STATE UP. AND THEN YOU CAN SEE MOST OF IT COMES FROM REALLY LOCAL FUTURE BONDS, LOCAL PAYGO. AND THEN WE ALSO HAVE SOME END OF YEAR TRANSFERS THAT WE COME THROUGH. IF A PROJECT FINISHES AND HAS A BALANCE, WE CLOSE THAT OUT AND JUST TRANSFER IT INTO OTHER AREAS WITHIN THE THING, WITHIN DIFFERENT CATEGORIES. WHEN YOU LOOK AT OUR FIVE YEAR REQUEST VERSUS WHAT WAS FUNDED, YOU CAN SEE WE'RE CONTINUALLY GOING UP WITH OUR REQUEST, BUT THE FUNDING LEVELS ARE PRETTY MUCH STAYING ABOUT THE SAME. SO AS MANY OF YOU KNOW, WE ALL DEAL WITH INFLATION IN OUR DAILY LIVES AND EVERYTHING WE DO, SCHOOL CONSTRUCTION OR CONSTRUCTION IN GENERAL HAS INCREASED SIGNIFICANTLY HIGHER THAN TYPICAL INFLATION. AVERAGE STATE AVERAGE FOR SCHOOL CONSTRUCTION IS ABOUT THREE AND A HALF TO 4% ANNUALLY. SO IT COULD BE A LITTLE LESS A LITTLE MORE EACH YEAR. BUT THAT JUST GIVES AN IDEA. SO I'D LIKE TO GO THROUGH WHAT THAT ACTUALLY MEANS WHEN WE TALK ABOUT DEFERRED MAINTENANCE. AND WHAT DOES THAT MEAN TO US OVERALL? IF WE HAVE A CERTAIN AMOUNT THAT WE DESIGNATE, WE NEED THIS MUCH TO MAINTAIN OUR SCHOOLS EACH YEAR. SO WE TRY TO FLATTEN IT OUT ACROSS ALL 55 BUILDINGS, RIGHT? AND THEN WE GET THAT FUNDING. EVERYBODY COMES IN STATE AND LOCAL COME IN, THEY FUND US FOR THAT FUNDING. THAT'S GREAT. SO THE NEXT YEAR COMES AND THEY SAY, HEY, YOU NEED $62 MILLION AGAIN TO RUN THE SCHOOL SYSTEM AND OPERATE IT. HOWEVER, WE HAVE THAT LITTLE TINY BIT THERE OF INFLATION AND WE RECEIVE FLAT FUNDING. SO YOU HAVE THAT LITTLE BIT THAT GOES ABOVE THAT AMOUNT, THEN CARRIES ON TO THE NEXT YEAR. THERE'S OUR FIRST YEAR OF DEFERRED MAINTENANCE. ON TOP OF THAT, WE HAVE OUR $62 MILLION AGAIN. SO OVER TIME, WE'RE REALLY HAVING A BACKLOG OF ISSUES AND A BACKLOG OF MAINTENANCE CONCERNS THAT REQUIRE ADDITIONAL FUNDING. BUT IT PUTS US SO FAR BEHIND WHEN WE'RE DEVELOPING OUR BUDGETS. SO THAT'S WHY YOU SEE THAT SPIKE AS WE GO FORWARD AND START ASKING FOR REQUESTS EVERY YEAR. THERE'S NEW NEEDS, EVERY YEAR THERE'S SOMETHING ON TOP OF THAT. SO PRIORITIZING OR KEEPING SOMETHING THE SAME IS PRETTY DIFFICULT WHEN YOU'RE DEALING WITH THE INFLATION LEVELS THAT WE ARE. AND THEN OF COURSE, THE STATE GOVERNMENT THAT HAS NOT INCREASED THEIR FUNDING, AND THEN THAT PUTS A BURDEN ON THE LOCAL. SO LIKE I SAID, THE FUNDING CHALLENGES, WE HAVE NUMEROUS CAPITAL NEEDS. THAT LIST IS CONTINUOUSLY GROWING, AND OUR FACILITIES AND ALL OF THEIR SYSTEMS ARE CONTINUOUSLY AGING. WE HAVE THAT LIMITED STATE FUNDING. I DON'T SEE THAT CHANGING ANYTIME SOON, BUT WE CAN HOPE THAT RISING CONSTRUCTION COSTS, IN ORDER FOR US TO CONTINUE TO MAINTAIN TIMELINES, WE WOULD REQUIRE FORWARD FUNDING FROM OUR LOCAL GOVERNMENT THAT THEIR THEN PUTS STRAIN ON THE LOCAL FUNDING CAPACITY. SO THESE ARE SOME OF THE THINGS THEY'RE KIND OF COMPETING AGAINST EACH OTHER AS WE'RE MOVING FORWARD. AS WE TALK ABOUT SOME OF THESE CHALLENGES, WHAT DOES THIS MEAN FOR OUR BUILDINGS? INDUSTRY STANDARDS SAY THAT AN AVERAGE LIFE EXPECTANCY OF A BUILDING IS 50 YEARS NEW CONSTRUCTION. 25 YEARS LATER, YOU REPLACE THOSE SYSTEMS THE HVAC, THE PLUMBING, THE ROOF, EVERYTHING THAT'S IN YOUR HOUSE THAT YOU HAVE TO GO THROUGH THAT NOBODY LIKES TO DO. YOU CAN IMAGINE WHAT THE IMPACT IS ON MAINTENANCE AND OPERATING BUDGETS AND OVER TIME, WHAT THE COST IS WITH INFLATION GOING UP IN THOSE REPLACEMENTS. SO I COME HERE EVERY YEAR AND I GIVE THIS DATA AND WE TALK ABOUT WHY DOES THIS MATTER? AND I DO TALK A LOT ABOUT THE OPERATING AND MAINTENANCE BUDGETS AND HOW IT IMPACTS THAT. AND I JUST WANT TO POINT THAT OUT BECAUSE I TALK ABOUT MAINTENANCE AND, YOU KNOW, THROW THESE NUMBERS UP THERE. BUT THERE IS A REASON THAT ALL OF THIS MATTERS TO STUDENTS THAT ARE SITTING IN THE CLASSROOM EVERY DAY. WITH THAT, I WILL GO INTO OUR CAPITAL NEEDS.
