SOME OF THIS IS MY I LOST MY SISTER A COUPLE OF WEEKS AGO. SO I'M BACK HERE AND I'M REALLY GLAD TO SEE ALL OF YOU HERE, TOO. THANK YOU. HAPPY NEW YEAR, EVERYONE. THANK YOU FOR JOINING US TODAY. I APPRECIATE THE INSPECTOR GENERAL'S SWIFT INVESTIGATION INTO THE MATTER SURROUNDING OUR SUPERINTENDENT. I JUST WANTED TO LET YOU GUYS KNOW THAT I'M STILL GOING TO CONTINUE TO FIGHT FOR INCREASED VOTING RIGHTS FOR THE STUDENT MEMBER OF THE BOARD TO INCLUDE CALENDAR. I THINK THIS IS A VERY IMPORTANT DECISION THAT IS MADE AT THE COUNTY LEVEL AT, YOU KNOW, AT OUR BOARD OF ED HERE. AND I THINK THAT THE STUDENT'S VOICE SHOULD BE REPRESENTED IN THAT VOTE. I'M NOT GOING TO COMMENT MUCH ON THE RECENT, RECENT THINGS THAT HAVE BEEN HAPPENING AT THE BOARD, OTHER THAN I THINK THAT THIS BOARD NEEDS TO BE ABLE TO REALIGN ITSELF AND GET OUR EYE BACK ON THE BALL WHEN IT COMES TO STUDENT ACHIEVEMENT AND DOING WHAT'S RIGHT FOR OUR SCHOOL SYSTEM AND FOR OUR TEACHERS, STAFF AND STUDENTS, WE ARE DISTRACTED AND WE NEED TO WE NEED TO GET BACK ON TRACK TO CONTINUE TO SERVE IN THE CAPACITY THAT WE WERE ELECTED OR APPOINTED TO DO. I WOULD LIKE TO KIND OF REPEAT WHAT DOCTOR MUELLER AND MR. SEWELL HAD SAID. I'VE LOOKED AT THE HISTORICAL MODELS AND THE SUCCESSES AND FAILURES AS SEEN BY HIRSCH, AND A RESTRUCTURING PUBLISHED BY BLOOMBERG PRESS. I'VE LISTENED TO THE CYNICISM BY JOHN GATTO AND DUMBING US DOWN, AS WELL AS CULTURAL CHALLENGE IN THE NEGATIVE OUTCOMES OF SOCIAL MEDIA AND THE ANXIOUS GENERATION BY JONATHAN HAIDT, AS WELL AS NUMEROUS STUDIES AND ANALYSIS OUT OF UNIVERSITIES THAT HAVE TO ADDRESS THIS COMPLEX ISSUE OF PUBLIC EDUCATION. AND WHILE I DON'T BELIEVE THAT THERE IS A PERFECT SYSTEM OUT THERE, AND I YOU KNOW, I THINK HARFORD COUNTY DOES THE, YOU KNOW, THE BEST THAT THEY CAN GIVEN THE MARYLAND'S APPROACH. BUT MARYLAND'S APPROACH IS AN APPROACH OF CONSTANT CHANGES WHERE THERE'S CHANGES IN METRICS AND FRAMEWORKS. AND THIS RUSH TO CONSTANTLY CHANGE IS NOT IN LINE WITH MY RESEARCH AND THE PUBLICATIONS OF THE FROM THE EXPERTS. WE SIMPLY JUST CANNOT AFFORD TO USE A MODEL OF HURRY UP AND RECREATE AND REDEFINE THAT PUBLIC EDUCATION IS SO FOND OF. WE NEED TO BRING BACK DISCIPLINE AND WELL DEFINED EXPECTATIONS, ACHIEVEMENT CRITERIA THAT IS MEANINGFUL. I VOICED AND ARTICULATED THOSE GOALS TO DOCTOR. BOLSON IS NOW ON LEAVE. THOSE WERE NOT MET. THOSE WERE NOT MY GOALS WERE NOT MET. THEY WEREN'T THEY WEREN'T GIVEN THE TIME THAT THEY SHOULD HAVE BEEN ALLOTTED BY THE ADMINISTRATION. SOME OF YOU ARE GOING TO EXPECT CERTAIN CERTAIN VOTES HERE IN THE OPEN SESSION. I CAN TELL YOU THAT YOU MAY BE DISAPPOINTED BY NOT SEEING WHAT YOU MIGHT BE EXPECTING, BUT WE HAD A CLOSED SESSION PRIOR TO THIS AND WITHOUT DISCLOSING WHAT HAPPENED IN THAT CLOSED SESSION, SUFFICE IT TO SAY THAT EVERYTHING WILL HAPPEN IN ITS DUE COURSE. WE NEED TO REALIGN THE SCHOOL TO FOCUS ON EXACTLY WHAT DIANE SAID, WHICH IS THE STUDENT ACHIEVEMENT WE ARE. WE ARE WOEFULLY BEHIND IN STUDENT ACHIEVEMENT. WE HAVE A 51% 52% FUNCTIONAL LITERACY RATE IN EIGHTH GRADE IN THE COUNTY, AND WE HAVE A BUDGET OF 800, CLOSE TO $800 MILLION. THROWING MORE MONEY AT SOMETHING DOESN'T SOLVE PROBLEMS. PEOPLE SOLVE PROBLEMS. AND THAT'S WHAT WE'RE GOING TO DO. AND IT'S A STEP BY STEP PROCESS, AND WE'RE GOING TO GET IT DONE ONE WAY OR ANOTHER. OUR OBLIGATION IS TO LEAD WITH A STEADY HAND, NOT WITH FEAR, SPECULATION OR EMOTION, BUT WITH CLARITY, RESPONSIBILITY AND TO A FIRM COMMITMENT TO WHAT IS RIGHT. THAT INCLUDES TAKING ALLEGATIONS SERIOUSLY, ENSURING PROPER PROCESSES ARE FOLLOWED, AND PROTECTING BOTH THE INTEGRITY OF THIS DISTRICT AND THE RIGHTS OF ALL INDIVIDUALS INVOLVED. WHEN YOU TAKE A LOOK AT OUR TOTAL ENROLLMENT, ALTHOUGH OUR ENROLLMENT HAS DECREASED OVER THE LAST 15 YEARS, THE STUDENTS THAT WE SERVED ARE HAVE INCREASED. AND SO WE NEED TO BE PAYING ATTENTION TO AND BEING RESPONSIVE TO THE NEEDS OF OUR STUDENTS. WE HAVE TO BE ATTUNED TO THE FACT THAT OUR SPECIAL ED POPULATION HAS INCREASED. WE HAVE TO BE MINDFUL THAT OUR STUDENTS THAT RECEIVE FREE AND REDUCED LUNCH NEED TO BE ADDRESSED, AND THEN WE HAVE TO BE ALSO SUPPORTIVE OF OUR ENGLISH LANGUAGE LEARNERS TO MAKE SURE THAT WE HAVE THE SUPPORTS THAT ARE IN PLACE TO SUPPORT THEM PROACTIVELY. OUR COMMITMENTS. THAT BEING SAID, THE ITEMS IN THE BUDGET THAT ARE LISTED ARE FOR CLASSROOM SUPPORT, INSTRUCTIONAL SUPPORT, INTERVENTIONS, AND TEACHERS AND STAFF. IN ORDER TO MEET THE NEEDS OF OUR OF OUR STUDENTS. IN ADDITION TO THAT, WE'RE ALSO EXCELLING IN MAKING SURE THAT OUR STUDENTS LEAVE HARFORD COUNTY PUBLIC SCHOOLS EMPLOYABLE. AND SO WE'RE ALSO LOOKING TO PROVIDE SOME ADDITIONAL SUPPORT FOR HARFORD YOUTH WORKFORCE INVESTMENT THAT WILL GIVE OUR STUDENTS THE OPPORTUNITY TO EARN NONCREDIT COURSEWORK AND SOME SERVICE RECOGNIZED CREDENTIALS, AND THEN MAKE THEM MORE EMPLOYABLE AND ALSO ASSIST THEM IN IF THEY HAVE ASPIRATIONS TO GO TO COLLEGE, BECAUSE IT'S GOING TO DEFRAY THE COST OF SOME OF THOSE OTHER ENDEAVORS THAT THEY MAY HAVE. AND THEN FINALLY, WE HAVE THE LITERACY POLICY THAT HAS BEEN ESTABLISHED BY MSDE, AND THAT IS GOING TO CALL FOR US TO BE PREPARED TO OFFER INTERVENTIONS FOR OUR STUDENTS IN PRE-K THROUGH THIRD GRADE WHO MAY BE PERFORMING BELOW PROFICIENCY. AND SO THERE IS A FUNDING LINE TO MAKE SURE THAT WE HAVE PROACTIVE STRATEGIES IN PLACE TO ADDRESS THE LITERACY OF OUR YOUNGEST LEARNERS. WE KNOW THAT COMPLIANCE IS A BIG PART OF WHAT WE DO IN EDUCATION. AND AGAIN, I MENTIONED SOME OF THE UNFUNDED MANDATES. ONE OF THE BIGGEST CHALLENGES WE HAVE THIS YEAR IS MAKING SURE THAT ANY TEACHER THAT IS GOING TO BE COMING IN FOR THE NEXT SCHOOL YEAR, THAT WE'RE HITTING THAT $60,000 MARK FOR THEIR SALARY.

AND SO YOU WILL SEE THAT WE HAVE REQUESTS IN THERE TO MAKE SURE THAT WE'RE ABLE TO MEET ALL OF THE THE REQUIREMENTS THAT ARE IDENTIFIED, EITHER IN FEDERAL LAW OR IN OTHER MANDATES FROM MSDE. AND THEN FINALLY, JUST LIKE OUR HOME BUDGETS HAVE CHANGED BECAUSE OF THE INCREASE OF OPERATIONAL COSTS, THOSE COSTS ALSO COME UPON THE SCHOOL SYSTEM. THOSE BUDGETS ARE REALLY NOT FINALIZED UNTIL THE END OF THE YEAR, WHEN WE KNOW MORE ABOUT WHAT IS GOING TO GO WITHIN THOSE THE UNRESTRICTED BUDGET WE WILL SPEND THE MOST TIME ON AND GO THROUGH THOSE REQUESTS FOR INCREASES. SO OUR TOTAL REVENUE, WE ARE PROPOSING A $52.4 MILLION INCREASE, WHICH WOULD TAKE OUR OPERATING BUDGET TO $724.9 MILLION, WHICH IS A 7.8% INCREASE OVER LAST YEAR. SO WE ARE ESTIMATING THAT IS SIMPLY AN ESTIMATE BASED ON CALCULATIONS WE MAKE, THAT MARYLAND WILL GIVE US AN $11 MILLION. FOR THIS PRESENTATION.

WE ARE SHOWING NOT USING FUND BALANCE IN THE BUDGET BECAUSE, AS WE'VE DISCUSSED BEFORE, RECURRING EXPENSES NEED TO BE FUNDED BY REVENUES THAT ARE AVAILABLE TO US. THAT MAKES OUR REQUEST TO THE LOCAL GOVERNMENT OF $53.9 MILLION, WHICH IS A 15.5% INCREASE. THESE ARE THE LINE BY LINE REQUESTS TO INCREASE AND WITHIN THE BUDGET AGENDA ONLINE. THERE BEHIND THIS, THERE ARE EXPLANATIONS TO EACH OF THESE LINE ITEMS. SO IT GIVES YOU FURTHER EXPLANATION OF WHAT WE'RE REQUESTING. SO WE'RE HAPPY TO ANSWER QUESTIONS AS WE GO THROUGH THAT. BUT FOR ANYONE LOOKING TO REFERENCE WHAT THE PURPOSE OF EACH OF THESE ITEMS ARE, THOSE ARE LISTED IN THAT PRESENTATION. SO OUR WAGE PACKAGE BASED ON BOARD PARAMETERS IS $28.3 MILLION. IN OUR INSTRUCTIONAL SECTION WE HAVE ITEMS TWO THROUGH 11. WE DO HAVE SOME THINGS HIGHLIGHTED HERE. AND THE FIRST ONE, ALL OF THEM SHOW THE CHANGE FROM ONE FUNDING SOURCE TO ANOTHER. THE FIRST ONE IS HIGHLIGHTED IN YELLOW. THAT IS REALLY A REQUIREMENT IS IT IS A SHIFT FROM RESTRICTED TO OPERATING. WE HAD THE PRE-K EXPANSION GRANT IN THE CURRENT YEAR, AND PART OF THEIR GRANT REQUIRES THAT WE MOVE ALL OF THAT FUNDING OVER TO THE OPERATING BUDGET IN THE SUBSEQUENT YEAR. SO WE'VE SEEN THAT IN THE LAST SEVERAL YEARS, BUDGETS, IT'S NOT NEW, BUT THAT IS WHAT THAT PARTICULAR ITEM IS. THE OTHER TWO ITEMS WILL EXPLAIN AS WE GET INTO DETAIL WHAT THOSE ARE, BUT THOSE ARE ACTUALLY REQUESTS TO MOVE FROM ONE FUNDING SOURCE TO THE OPERATING BUDGET. LINE THREE IS OUR PRE-K PARAEDUCATORS. THAT WOULD BE ADDING TO PER PRE-K CLASSROOM. WE HAVE 20 ADDITIONAL TEACHERS FOR PRE-K TO SECOND. AS DOCTOR MACK DESCRIBED, WE ARE FOCUSING ON OUR EARLY LEARNERS, SO WE WANT TO MAKE SURE THAT THOSE EARLY GRADES HAVE ADDITIONAL SUPPORTS. WE'RE REQUESTING EIGHT MULTILINGUAL LEARNER TEACHERS, NINE TITLE ONE OVER STAFFS FROM FY 26. SO TITLE ONE DOES NOT COME OUT. THOSE ARE FEDERAL FUNDS. THOSE DO NOT GET FINALIZED UNTIL THE VERY END OF THE FISCAL YEAR. SO I BELIEVE IT MAY HAVE BEEN JUNE LAST YEAR WHEN WE WERE NOTIFIED THAT WE WERE LOSING FUNDING. AT THAT TIME, IT WAS VERY LATE AND WE OPTED TO RETAIN THE NINE TEACHERS AND PAY THEM OUT OF THE OPERATING BUDGET. SO WE BELIEVE THEY'RE NEEDED, AND WE ARE REQUESTING THAT WE INCLUDE THOSE IN THIS BUDGET FOR NEXT YEAR. IN ADDITION, THERE'S A COORDINATOR POSITION FOR CAREER TECHNICAL EDUCATION THAT TITLE FOUR IS FUNDING. WE ARE REQUESTING THAT BE MOVED. WE SEE IT AS A CRITICAL POSITION. SO WE ARE REQUESTING THAT THAT THAT BE MOVED TO THE OPERATING BUDGET AS WELL. OUR TEXTBOOK AND CONSUMABLE LINE IS AN ESTIMATE OF NEED. SO WE HAVE WE'VE TALKED BEFORE. WE HAVE VERY LITTLE IN OUR OPERATING BUDGET FOR TEXTBOOKS. WE RUN A SCHOOL SYSTEM WITH NO BUDGET, BASICALLY FOR TEXTBOOKS. MANY YEARS AGO, THE COUNTY MOVED OUR TEXTBOOK REQUEST TO CAPITAL, AND WE DID RECEIVE FUNDING IN CAPITAL. WE HAVE USED THAT OVER

THE YEARS. THERE IS NOTHING LEFT. SO WE HAVE NO FUNDING FOR TEXTBOOKS. AND WE BELIEVE ESPECIALLY FOR THE CONSUMABLE PIECE, WHICH MUCH OF OUR CURRICULUM HAS SHIFTED TO, THAT WE NEED TO HAVE THAT IN THE OPERATING BUDGET BECAUSE IT IS A RECURRING COST. WE ARE REQUESTING $300,000 FOR STUDENT EXECUTIVE FUNCTION, SUPPORT AND INTERVENTION, WHICH IS FOR BOTH GENERAL AND SPECIAL EDUCATION, STATE MANDATED LITERACY INTERVENTIONS AND ASSESSMENTS, AND THE HARFORD YOUTH WORKFORCE INVESTMENT THAT IS A TOTAL OF 79 POSITIONS, $8.5 MILLION. AND ED SERVICES. WE HAVE A SMALL REQUEST FOR COST INCREASES FOR GRADUATION, RENTAL RENTALS FOR OUR HIGH SCHOOLS, $35,000. FACILITIES AND OPERATIONS. THESE COSTS ARE REALLY INCREASES THAT WE HAVE NOT BEEN ABLE TO INCORPORATE INTO THE BUDGET IN THE PAST, BUT AS WE KNOW, WE HAVE INCREASING COSTS FOR EVERYTHING. SO THAT'S $896,000 PRE-EMPLOYMENT PHYSICALS, THE SAME THING. THAT COST IS GOING UP. WE NEED TO GET THAT INTO OUR BUDGET. WE DO NOT HAVE CAPACITY IN THAT. THOSE LINE THE INSURANCE AND FID CHARGES, THESE ARE ALL ESTIMATES. THEY ARE BASED ON WHAT WE KNOW RIGHT NOW, EITHER FROM THE PROPOSED WAGE PACKAGE OR WHAT OUR INSURANCE CARRIERS HAVE PROVIDED US. ALL OF THESE NUMBERS ARE ADJUSTED AS WE GET MORE TOWARDS THE END OF THE YEAR. SO RIGHT NOW THEY ARE OUR BEST GUESS. WE HOPE THEY COULD COME DOWN. UNFORTUNATELY, IN A COUPLE YEARS WE'VE HAD THEM GO UP, SO WE'LL HOPE FOR THE BEST.

THE ATHLETIC TRAINERS THAT WE HAVE IN OUR BUDGET ARE. PROVIDER HAS NOTIFIED US THAT, YOU KNOW, THEIR COSTS ARE INCREASING AND THEY'RE ASKING US FOR A PRICE INCREASE AS WELL.

SAFETY AND SECURITY. WE HAVE ANNUAL MAINTENANCE THAT WE NEED TO INCORPORATE INTO THE BUDGET FOR THE ADDITIONAL SECURITY THAT WE HAVE. AND AS WE'VE DISCUSSED WITH SPECIAL EDUCATION, OUR NONPUBLIC PLACEMENT COSTS HAVE INCREASED DRAMATICALLY. FOR LAST YEAR'S BUDGET. WE ACTUALLY CAME BEFORE YOU AND ASKED TO APPROPRIATE ADDITIONAL REVENUE IN ORDER TO FUND THOSE COSTS. SO WE ARE ASKING TO PUT MORE MONEY INTO THAT LINE ITEM TO PLACE OUR SPECIAL NEEDS STUDENTS AS NECESSARY. OUR EARLY COLLEGE PROGRAM IS WE'RE REQUESTING SIX POSITIONS, $1.2 MILLION AND THEN TRANSPORTATION. BASED ON OUR INCREASE IN SPECIAL EDUCATION STUDENTS, WE NEED AN ADDITIONAL SIX POSITIONS, THREE DRIVERS AND THREE ATTENDANTS TO SUPPORT OUR SPECIAL NEEDS STUDENTS IN NEW BUSSES. AND THEN OUR CONTRACTED BUS INCREASE THAT GOES UP EVERY YEAR BASED ON OUR CONTRACTS. AND THAT $2 MILLION IS AN ESTIMATE FOR NEXT YEAR. SO THE TOTAL OF THAT INCREASE IS $52.4 MILLION AND 91 POSITIONS. THIS IS SIMPLY A SUMMARY OF WHAT I'VE JUST GONE THROUGH. BASED BY EACH AREA. YOU SEE THE 91 POSITIONS AND THE $52.4 MILLION OR 7.8% INCREASE. AGAIN, OUR RESTRICTED NUMBERS. YOU SEE THE FY 26 AND THE FY 27 NUMBERS AND THE PROPOSED CHANGE THERE. AGAIN, WE WILL UPDATE THOSE TOWARDS THE END OF THE YEAR. AND AT THAT MEETING, IT WAS STATED THAT THE COST FOR THAT PROGRAM. I BELIEVE MELISSA ASKED THE QUESTION ABOUT FUNDING FOR THAT PROGRAM, AND DOCTOR BALSAM RESPONDED THAT THE COST FOR THAT PROGRAM WOULD ALREADY BE INCLUDED IN THE EXISTING BUDGET, AND THAT THERE WOULD BE. HE INDICATED THAT THERE WOULD BE NO ADDITIONAL COST NECESSARY BECAUSE EACH STUDENT IS FUNDED PROGRAM BY PROGRAM. AN EXAMPLE OF A MIDDLE SCHOOL BOY WHO WAS ATTACKED BY ANOTHER BOY, REPEATEDLY, AND THEN HAVE HIS HEAD SLAMMED INTO A LOCKER BEFORE FINALLY STAFF INTERVENED. WHEN MOM ASKED THE ADMIN, MY KID IS. THIS WAS BEFORE CHRISTMAS BREAK. MY KID IS TERRIFIED TO RETURN TO SCHOOL AND THE ADMIN WAS LIKE, WE'LL HANDLE IT. THE APPROPRIATE CONSEQUENCE WILL BE DOLED OUT. SHE'S LIKE, BUT MY KID'S TERRIFIED. WE KNOW THAT ERIC DAVIS'S PHONE WAS THE ONE THAT WAS USED TO MAKE THE CALL TO THE POLICE, SO IT APPEARS THAT THESE PEOPLE MAY HAVE KNOWN ABOUT THIS INCIDENT FROM THE VERY BEGINNING. WHY DID THEY NOT SHARE IT WITH ALL OF THE OTHER BOARD MEMBERS IN A TIMELY MANNER? POINTON HAS NOW ASSURED US THAT 2020 MONTHS LATER, THAT THE OIG SAYS THAT NO STUDENT DATA WAS COMPROMISED. HOW CAN HE KNOW THAT FOR SURE? AND WHY WASN'T THIS MADE KNOWN 20 MONTHS AGO? NOW, POINTON HAS RESIGNED HIS POSITION EFFECTIVE IMMEDIATELY. HOW CONVENIENT FOR HIM. RECENT REPORTS SAY THAT DIANNE MACK HAS BEEN GIVEN THIS NEW JOB. NO OFFENSE, MISS MACK.
