DOCTOR BOLTON HAD A VISION OF VISUALLY DISPLAYING THE SUCCESS OF OUR PROGRAM, SHOWING STUDENTS AND BUSINESSES THAT HAVE JOINED. SUCCESS ACROSS HARFORD COUNTY. THAT'S WHERE THE GIS PROGRAM CAME IN AT NORTH HARFORD HIGH SCHOOL. GIS STANDING FOR GEOGRAPHIC INFORMATION SYSTEM, IS A TECHNOLOGY USED TO CAPTURE, STORE, ANALYZE AND VISUALIZE SPATIAL DATA, MEANING DATA THAT IS LINKED TO SPECIFIC LOCATIONS ON EARTH. GIS IS WIDELY USED IN CIVIL ENGINEERING AND OTHER RELATED FIELDS FOR TASKS LIKE URBAN PLANNING, INFRASTRUCTURE DESIGN, AND ENVIRONMENTAL ASSESSMENTS. OUR CTE OFFICE ALWAYS TRIES TO CREATE REAL WORLD EXPERIENCES IN ALL OUR AREAS FAMILY AND CONSUMER SCIENCE, BUSINESS, TECHNICAL EDUCATION, AND OUR SIGNATURE AND MAGNET PROGRAMS. AND I THINK YOU WILL ENJOY THEIR PRESENTATION TONIGHT WHEN WE GET DOWN IN A COUPLE SLIDES. IN JANUARY, WE HAD ONE OF OUR APPRENTICESHIP BUSINESS PARTNERS VISIT THE GIS CLASS SO THEY COULD DEMONSTRATE THEIR WORK AND HAVE CAREER RELATED DISCUSSIONS ABOUT IT. CYBERSECURITY AND GIS.

THIS BUSINESS PARTNER WAS SO IMPRESSED, HE SAID, WE MUST SHOW MORE PEOPLE THE WORK. SO IN FEBRUARY, WE INVITED MARYLAND STATE DEPARTMENT OF EDUCATION COORDINATOR FOR APPRENTICESHIP AND INDUSTRY RECOGNIZED CREDENTIALS AND OUR LOCAL APPRENTICESHIP NAVIGATOR FROM THE MARYLAND DEPARTMENT OF LABOR TO NORTH HARFORD HIGH SCHOOL TO OFFER THE STUDENTS TO DEMONSTRATE THEIR HEAT MAP TO THEM. SAME RESULTS. MORE PEOPLE NEED TO SEE THIS. WE'RE CATCHING THE THEME HERE, SO THEY'RE DOING GREAT. THEN IN MARCH, AFTER THAT FEBRUARY MEETING, THIS CLASS WAS ASKED TO SHOWCASE THEIR WORK TO ALL 24 LEAS AT THE MONTHLY MSDE APPRENTICESHIP MEETING. ONCE AGAIN, THIS GROUP OF STUDENTS SHINED AND WITH THAT OPPORTUNITY, I WILL NOW TURN THE PRESENTATION OVER TO MR. MORRELL TO SPEAK A LITTLE MORE ABOUT GIS AT NORTH HARFORD HIGH SCHOOL.

THE NEAT PART ABOUT THIS, AS IT'S PROGRESSED FROM MSD, MSD SHOWCASE, DEPARTMENT OF LABOR SHOWCASE, WE NOW CURRENTLY WORK WITH CECIL COUNTY, CAROLINE COUNTY, CHARLES COUNTY, ANNE ARUNDEL COUNTY, AND FREDERICK COUNTY. AND THESE STUDENTS HAVE THEY ARE THE LEADS. SO WHEN THE COUNTIES HAVE CONTACTED US THROUGH MSD, THESE STUDENTS ARE ASSIGNED TO A SPECIFIC COUNTY.

THE SAME THINGS YOU'RE GOING TO SEE TONIGHT. THEY DEVELOPED FOR EVERY COUNTY AND BALTIMORE CITY.

SO IT'S IN THE IT'S IN THE WAITING. AND IT ALLOWS THEM TO DO THE SAME THINGS THAT MAY BE SEEN HERE WITH SOME TWISTS THAT YOU MIGHT LEARN ABOUT BASED ON YOUR QUESTIONS TONIGHT. BUT REALLY HOW THIS EVOLVED, CERTAINLY FROM DOCTOR OLSEN'S IDEA, IT'S SOMETHING WE LOOKED AT LAST YEAR, BUT THESE GUYS PERFECTED THIS YEAR. AND ONE OF THE THINGS THAT WE NOTICED ABOUT IT IS THAT IT WAS HARD TO USE FOR PEOPLE WHO AREN'T SUPER FAMILIAR WITH GIS. ARCGIS ONLINE CAN SOMETIMES BE A MORE DIFFICULT OR INTRICATE APPLICATION TO USE, AND SO FOR US, WE SAW AN AREA THAT WE COULD IMPROVE UPON AND MAKE SOMETHING EVEN BETTER. SO WHERE WE BEGAN IS TAKING THIS BASIC MAP, BUILDING OFF OF WHAT LAST YEAR'S CLASS HAD DONE, AND TURNING IT INTO WHAT IS CALLED AN ARCGIS DASHBOARD, WHICH IS ESSENTIALLY A MORE STREAMLINED, EASY TO USE VERSION OF WHAT IS ON ARCGIS ONLINE THAT WE HAVE BEEN ABLE TO

GET PRETTY CLOSE TO WHAT WE THINK IS WHAT IS USEFUL, AND ALSO SOMETHING THAT WE'VE BEEN ABLE TO GIVE TO OTHER COUNTIES, AS WELL AS PUBLISH ON THE WEBSITE. SO EACH OF THESE POP UPS HAS THE ABILITY TO BE CUSTOMIZED. AS WAS REPORTED, WE HAVE STILL NOT RECOVERED OUR PRE-COVID ABSENTEE RATES, AND WHEN 4.6% ABSENTEEISM IS THE GOAL, OUR CURRENT 15.6% SEEMS TO BE A CLEAR FACTOR IN OUR PERFORMANCE RESULTS.

BETWEEN OUR TEST SCORES AND RANKING AND HOW IMPORTANT IT IS TO DO. BUT IF IT WAS, WE KNOW THAT IT WOULD NOT BE HELPING OUR CHILDREN. SO THAT IS WHY IT IS IMPORTANT TO REJECT PULL OUT PROGRAMS THAT IMPACT THE SCHOOL DAY, THAT ARE NOT FOCUSED ON THE INDIVIDUAL CHILD'S NEEDS. OTHERWISE IT IS A NET NEGATIVE FOR THAT CHILD AND FOR ANY CLASSROOM THAT CHILD IS IN AND FOR THE SYSTEM AS A WHOLE. PROGRAMS SUCH AS LIFEWISE THAT ARE WORKING TO CREATE SUCH A PULLOUT PROGRAM IN OUR COUNTY, DO NOTHING TO HELP THE INDIVIDUAL CHILD'S ACADEMIC PERFORMANCE. MISSING SCHOOL CAN LEAD TO GAPS IN KNOWLEDGE, MAKING IT HARDER FOR STUDENTS TO KEEP UP WITH THE CURRICULUM. SO THAT'S SOMETHING I THINK THAT THE BOARD NEEDS TO KIND OF FOCUS ON, YOU KNOW, HOW WE'RE GOING TO INCORPORATE AI RESPONSIBLY WITHOUT TAKING THE TEACHER OUT OF THE PROCESS OF THE TEACHER STUDENT RELATIONSHIP. I MEAN, IF YOU LOOK JUST AT THE NON OR SPECIAL EDUCATION, $4.2 MILLION, WE DO NOT HAVE ANYTHING BUILT INTO THE BUDGET NEXT YEAR SIGNIFICANTLY TO COVER THAT 4.2. AND THE STATE IS EXPECTED TO SHIFT ANOTHER APPROXIMATELY MILLION DOLLARS TO US FOR THIS BY THE END OF THE YEAR. WE DON'T HAVE THE FINAL NUMBERS YET ON THAT, SO THAT NUMBER WILL BE ■MORE NEGATIVE NEXT YEAR MOST LIKELY. SO I AM CONCERNED ABOUT WHERE WE'RE HEADED, AND THE DECREASE IN FUND BALANCE THIS YEAR WILL MOST LIKELY BE SIMILAR NEXT YEAR. AND NOT TO MENTION THE TEXTBOOK CHALLENGE. WE DO NOT HAVE FUNDING FOR TEXTBOOKS EITHER IN THE OPERATING BUDGET OR THE CAPITAL BUDGET. SO IT'S VERY DIFFICULT TO RUN A SCHOOL SYSTEM WITHOUT AN ADEQUATE BUDGET FOR TEXTBOOKS. SO WE COULD EASILY FACE A NEGATIVE THERE AS WELL. WHEN WILL WE GET THE LINE BY LINE REVIEW OF A DETAILED BUDGET BEFORE WE HAVE TO APPROVE IT FOR NEXT YEAR? SO WE DON'T HAVE A FINAL BUDGET THIS YEAR BECAUSE SO THE FY 25 BUDGET THAT'S ONLINE, THAT IS THE LINE BY LINE DETAIL, THE ADDITIONS AND SUBTRACTIONS TO THAT WHICH ARE INCLUDED IN THE FY 26 BUDGET IN THE EXPENDITURE SECTION.
