THE BUDGET SURVEY WAS GOOD, BUT I STILL WORRY THAT THE VAST MAJORITY OF OUR FAMILIES DON'T KNOW ABOUT THE BUDGET RISKS AND LIKELY CUTS. NOW IS THE TIME FOR BROAD PUBLIC NOTICE. WHILE WE CAN STILL DO MORE ABOUT IT. I SENT YOU AN EMAIL RECOMMENDING THAT YOU ALL WATCH THE PUBLIC COMMENTS AND BUDGET DISCUSSIONS FROM THE JUNE 11TH, 2018 BOARD MEETING CONCERNING A MUCH SMALLER DEFICIT THAN YOU FACE. IT WAS SAID, QUOTE, PROGRAMS AND SERVICES ARE GOING TO BE COMPROMISED IN ORDER TO BALANCE THIS BUDGET. THIS IS NOT SOMETHING ANYBODY WANTS TO DO. END QUOTE. CLOSING DARLINGTON ELEMENTARY MAY NOT BE SOMETHING ANYBODY WANTS TO DO, BUT YOU SHOULD STILL ANALYZE THE COSTS AND BENEFITS OF DOING SO.

CLOSING SWIMMING POOLS MAY NOT BE SOMETHING ANYBODY WANTS TO DO, BUT YOU SHOULD STILL DISCUSS IT AS AN OPTION. BACK IN 2018. THE BOARD DID NOT WANT TO DO THE CUTS THAT THEY ENDED UP DOING AGAIN IN 2019. THE BOARD DID NOT WANT TO MAKE THE CUTS. SEVERE STUDENT FACING CUTS THAT THEY ENDED UP MAKING. I'M GUESSING THAT YOU ALL HAVE NO IDEA HOW YOU WILL BALANCE THE BUDGET, SO DON'T TAKE ANYTHING OFF THE TABLE YET. CLOSING A SCHOOL WOULD BE UGLY. CHARGING FOR TRANSPORTATION WOULD BE UGLY. BUT WHEN I WAS IN ELEMENTARY SCHOOL, WE HAD BUS TICKETS. WE PAID FOR RIDING ON THE BUS. I'M NOT SAYING THAT YOU SHOULD DO THAT. I'M SAYING THAT YOU CAN'T DISCOUNT THE OPTION AT THIS POINT IN THE PROCESS. IF YOU CAN'T GET A MAJOR FIX FROM THE STATE AND COUNTY, YOU ARE LIKELY TO EXHAUST THE GOOD AND BAD OPTIONS AND HAVE TO DEBATE AMONG THE UGLY OPTIONS. IT HAS 36 UNITS, 20 WORDS PER UNIT, AND ONE UNIT CAN BE COMPLETED EACH WEEK. INSTRUCTIONS INCLUDE WRITING EACH WORD TWICE, COMPLETING THE SENTENCES WITH THE CORRECT WORD, AND ENDING WITH A UNIT TEST.

COST OF THE SPELLING BOOK $8.85. A SECOND BOOK IS FOR MULTIPLICATION AND DIVISION.

THIS BOOK HAS A VARIETY OF STRATEGIES FOR MEMORIZATION, INCLUDING WORD PROBLEMS, COST $11.99. THERE ARE A WHOLE VARIETY OF WORKBOOKS FOR LEARNING. MANY OTHER SUBJECTS, SUCH AS HISTORY, GEOGRAPHY, SOCIAL STUDIES, AND SCIENCE. TOTAL COST FOR ALL OF THESE WORKBOOKS PER CHILD PER YEAR 100 TO $125 AND DISCOUNTS ARE GIVEN WHEN YOU BUY IN BULK. SPELLING BEES ARE ANOTHER FUN OPTION TO TEACH AND CHALLENGE THE STUDENT. ONE ACCOMPLISHED CHALLENGE LEADS TO THE NEXT CHALLENGE AND TURNS INTO A LIFETIME OF A DESIRE TO LEARN. WHEN THE STUDENTS START OUT AT SUCH A YOUNG AGE WORKING AND RELYING ON COMPUTERS, THEY ARE BEING DENIED THE TRAINING AND ABILITY TO WRITE NEATLY AND PROPERLY, AND THEY LEARN TO DEPEND ON SPELL CHECK. HOW ARE THEY TO DIFFERENTIATE BETWEEN TH E R AND T H E R E? COMPUTERS GET DROPPED AND BROKEN, COSTING MULTIPLE DOLLARS TO REPAIR OR REPLACE. IN ADDITION, THINGS POP UP TO TEMPT AND DISTRACT THEM FROM THEIR FROM THEIR ASSIGNMENTS. THE COMPUTER ALSO BECOMES AN ADDICTION TO THESE YOUNG MINDS. HAVING A WORKBOOK LEADS THEM TO FOCUS ON THE LESSON. THOUSANDS OF DOLLARS CAN BE SAVED BY A RETURN TO BOOKS. MANY OF US HERE, INCLUDING SEVERAL OF YOU ON THE BOARD, WERE EDUCATED USING WORKBOOKS. OLD SCHOOL. WELL, AMERICA WAS BUILT ON OLD SCHOOL KNOWLEDGE GAINED FROM BOOKS WITH THE PROFICIENCY RATES BEING WHAT THEY ARE. RETURNING TO WORKBOOKS IS THE BETTER EDUCATIONAL AND FINANCIAL PLAN, ESPECIALLY FOR THE ELEMENTARY GRADES. YOU AND ALL THE ADULTS INVOLVED IN THESE CHILDREN'S LIVES AND EDUCATION ARE RESPONSIBLE FOR KEEPING THEIR GOD GIVEN, FRAGILE MINDS FROM BEING CORRUPTED. BENJAMIN RUSH WAS ONE OF THE MOST NOTABLE OF OUR FOUNDING FATHERS. HE WAS THE FATHER OF AMERICAN MEDICINE AND THE ONLY SIGNER OF THE DECLARATION TO HOLD A MEDICAL DEGREE. RUSH WAS ALSO CONSIDERED TO BE THE FATHER OF PUBLIC EDUCATION IN AMERICA.

HE WAS NEVER SELECTED AS SUPERINTENDENT OF THE YEAR, BUT HE DID FOUND FIVE UNIVERSITIES, INCLUDING DICKINSON COLLEGE, FRANKLIN AND MARSHALL, AND THE UNIVERSITY OF PENNSYLVANIA.

THUS, WE MIGHT PAY HIM SOME HEED AS TO HOW WE SHOULD BEST EDUCATE OUR CHILDREN. HE SAID THAT OUR PUBLIC SCHOOLS SHOULD HAVE THREE OBJECTIVES. FIRSTLY, THAT STUDENTS SHOULD BE TAUGHT TO LOVE AND SERVE GOD. SECONDLY, TO LOVE AND SERVE THEIR COUNTRY, AND THIRDLY, TO LOVE AND SERVE THEIR FAMILY. WHY PUT COUNTRY AHEAD OF FAMILY? WELL, HE SAID, IF YOU EVER LOSE CONTROL OF YOUR COUNTRY, IT WILL BECOME THE ENEMY OF YOUR FAMILY. HOW TRUE THAT IS. PROVEN TO BE. HE ALSO SAID THAT EDUCATION WITHOUT THE BIBLE IS WORTHLESS AND THAT PATRIOTISM IS AS MUCH A VIRTUE AS IS JUSTICE. UNFORTUNATELY, THESE TENETS OF OUR FOUNDING ARE NO LONGER TAUGHT TO OUR CHILDREN. THEY MIGHT LEARN THIS FOR THEMSELVES, IF ONLY THEY COULD READ. BUT YOU DON'T TEACH THAT VERY WELL EITHER. TESTING HAS REPEATEDLY PROVEN THAT FUNDING FOR HARFORD COUNTY PUBLIC SCHOOLS DOES NOT EQUATE TO FUNDING EDUCATION. THERE ARE SOME WHO MIGHT URGE US TO DISREGARD DOCTOR RUSH. AFTER ALL, WASN'T HE ONE OF THOSE WHO PLANTED THE SEEDS OF SYSTEMIC RACISM? WELL, NO. ACTUALLY, NOTHING COULD BE FURTHER FROM THE TRUTH. RUSH BELIEVED THAT HUMAN BEINGS WERE NATURALLY DISPOSED TOWARD FREEDOM REGARDLESS OF THEIR RACE. HE ONCE WROTE, I NEED SAY HARDLY ANYTHING IN FAVOR OF THE INTELLECT OF THE NEGROES, OR OF THEIR CAPACITIES FOR VIRTUE AND HAPPINESS, EVEN THOUGH THERE ARE SOME WHO SUPPOSE THEM TO BE INFERIOR TO EUROPEANS IN THIS REGARD. THE BILLIONS OF DOLLARS FOR FEDERAL ELEMENTARY AND SECONDARY SCHOOL EMERGENCY RELIEF FUNDS WERE ALLOCATED TO PROVIDE REMOTE LEARNING, SAFETY OF STAFF AND STUDENTS AND PRESERVE THE INTEGRITY OF THE EDUCATIONAL SYSTEM. THEY WERE NOT TO BE USED TO BUILD UP DEI AND OTHER ACTIVIST INITIATIVES. NOW THAT THE COVID FUNDS ARE DRYING UP AND THE RECKLESS SPENDING OF GLASSMAN IS GONE, SOMEHOW THE BUDGET CRISIS IS ALL BOB CASSERLY'S FAULT. THIS SEEMS TO BE TYPICAL LIBERAL PROGRESSIVE PLAYBOOK BUILD UP USELESS BUREAUCRATS THAT DO NOTHING TO SUPPORT THE CORE MISSION OF ACADEMICS DURING OVERSPENDING, AND THEN LEAN TIMES HIT THREATENED TO REDUCE THE ESSENTIALS. DISTRICTS ACROSS THE NATION THAT HAVE USED PANDEMIC MONEY TO BOLSTER STAFF AND ADMINISTRATION POSITIONS NOW

FACE A FISCAL CLIFF. IT IS ESTIMATED AT 129,000. TEACHING POSITIONS WILL NEED TO BE CUT IN THE NEXT YEAR. THE US EDUCATION HAS ALREADY CUT 25,396 POSITIONS THIS YEAR IN ORDER TO MEET THEIR BUDGETS. I GUESS THIS MUST BE BOB CASSERLY'S FAULT. THIS IS GOING ON ALL OVER THE COUNTRY.

MICHIGAN PUBLIC SCHOOLS HAD TO REDUCE 5100 POSITIONS TO RETURN TO PRE-PANDEMIC LEVELS. MANY SCHOOL SYSTEMS ARE OFFERING MANAGEMENT LEVEL EMPLOYEES IN THEIR CENTRAL OFFICES, CLASSROOMS, POSITIONS AT LOWER PAY RATES OR THE PINK SLIP. CPS NEEDS TO FOLLOW THIS TREND.

COMBINE THIS ALL WITH THE FACT THAT SCHOOL ENROLLMENTS ARE TO FALL MORE THAN 10% BY 2030, LEAVING LESS FUNDING FOR PUBLIC EDUCATION. ONCE AGAIN, I GUESS THIS IS BOB CASSERLY'S FAULT.

THE STATE SUFFERING THE BIGGEST BUDGET CRISIS. OUR HAWAII, CALIFORNIA, NEW MEXICO AND NEW YORK ALL DEEP BLUE STATES. PROGRESSIVES JUST CAN'T SEEM TO EFFECTIVELY MANAGE THEIR BUDGETS. THIS IS WHY DONALD TRUMP GOT $365 MILLION IN HIS CAMPAIGN, AND ONLY SPENT 340.

AND HARRIS RECEIVED OVER A BILLION AND ENDED UP TENS OF MILLIONS IN DEBT. WE ALL KNOW THE RESULTS. AMERICA FACED SIMILAR BUDGET PROBLEMS BACK IN THE 1970S. TEACHERS UNIONS PERSUADED PRESIDENT CARTER TO CREATE THE DEPARTMENT OF EDUCATION AND SHOVEL MILLIONS IN FEDERAL FUNDS TO ELIMINATE REDUCTIONS. WITH THE NATION HAVING A $35 TRILLION DEBT, WE CAN'T REPEAT THAT DISASTER AGAIN. FUND THE ESSENTIALS AND ELIMINATE THE NON. THANK YOU.

I WANTED TO SHARE SOME POSITIVE THINGS THAT ARE HAPPENING IN OUR SCHOOL SYSTEM WITH REGARDS TO OUR COMMUNITY. AT LARGE. EXCUSE ME. SO JUST TO START, I'M A MUSIC TEACHER AT HALLS CROSSROADS ELEMENTARY SCHOOL, AND WE ARE A COMMUNITY SCHOOL WITH OVER 50 ACTIVE COMMUNITY PARTNERS. MANY OF OUR FAMILIES EXPERIENCED FOOD INSECURITY AND MOUNTAIN CHRISTIAN CHURCH HAS PROVIDED WHAT THEY CALL THEIR BACKPACK BLESSINGS, WHICH ARE FOOD ITEMS THAT THEY PACKAGE IN A DRAWSTRING BACKPACK. THE FIRST YEAR IN THIS PROGRAM, THEY PROVIDED FOOD WEEKLY FOR 25 FAMILIES. THIS PROGRAM WAS EXPANDED TO 100 FAMILIES AND NOW IN PARTNERSHIP WITH PRESTON AUTOMOTIVE, PROVIDING FOOD FOR 115 FAMILIES A YEAR. IN ITS FOURTH YEAR, THE ABERDEEN BUFFALO SOLDIERS, A LOCAL MOTORCYCLE GROUP, DELIVER THEM TO OUR CLASSROOMS WEEKLY RIGHT DOWN THE STREET. ABERDEEN FIRST BAPTIST CHURCH HAS AN ADOPT A TEACHER PROGRAM. WE RECEIVE MONTHLY CARDS OF ENCOURAGEMENT, SWEET TREATS, OPPORTUNITY TO CONNECT WITH THEM AND TO SHARE PRAYER REQUESTS. HARRIS HAD A GREAT RAPPORT WITH THE STUDENTS AND A USER FRIENDLY ENVIRONMENT FOR LEARNING, SO IT WAS REALLY GREAT TO SEE A CLASS LIKE THAT. AS YOU KNOW, WE ARE CONTINUING TO WORK TOWARD THE BUDGET. WE'VE HAD OUR BUDGET REVIEW COMMITTEE MEETINGS CONTINUE. TWO OF THEM ACTUALLY, SINCE THE LAST BOARD MEETING. WE'RE MEETING WITH DIRECTORS AND OTHERS AT THE CENTRAL OFFICE TO TRY TO FIND AREAS WHERE WE CAN FIND EFFICIENCY AND THUS REDUCE THE BUDGET NEEDS. WE HAVE NOT EVEN COME CLOSE TO FINDING SUFFICIENT AREAS TO ACHIEVE $60 MILLION IN SAVINGS. WE HAVE COME TO THE REALIZATION THAT TO CONTINUE TO MEET THE STATUTORY REQUIREMENTS OF BLUEPRINT AND SPECIAL EDUCATION, THAT CUTS WILL NEED TO BE MADE IN EXPENSES THAT ARE NOT REQUIRED BY LAW. THE NON-ESSENTIAL FUNCTIONS. AND AS DOCTOR BOYNTON SAID AT THE OPEN BUDGET MEETING A COUPLE OF WEEKS AGO, THOSE AREAS NOT DIRECTLY RELATED TO OUR CORE PURPOSE OF ACADEMIC INSTRUCTION, EVEN IF WE REDUCE THE BUDGET FOR EXPENSES SUCH AS TRAVEL CONFERENCES AND CONSULTANTS, WE ARE NOT EVEN CLOSE TO MAKING UP OUR EXPECTED FUNDING SHORTFALL.

SOME ACTIVITIES AND SERVICES MAY NEED TO BECOME FEE BASED. THIS IS NOT WHAT WE WANT TO DO, BUT WE MUST LOOK AT WHAT WE CAN AFFORD WHEN WE ARE ABLE TO DISTINGUISH THE NICE TO HAVE AREAS AND AREAS WHERE WE NEED TO INCREASE EFFICIENCY AND GET DOWN TO A CORE BUDGET, THEN WE WILL BE ABLE TO DEFEND OUR REQUEST FOR ADDITIONAL FUNDS. AT OUR LOCAL HIGH SCHOOL, HAVE A GREAT MIDDLE AND HIGH SCHOOL. HOWDY, GRACE, AND IT WAS A REALLY GREAT OPPORTUNITY BECAUSE THIS IS SOMETHING THAT HARFORD COUNTY HASN'T BEEN ABLE TO HOST OR PARTICIPATE IN. AND OVER TEN YEARS. SO WE'VE BEEN REALLY TRYING TO GET THAT COUNTY SPOTLIGHT. AND IT WAS AMAZING HAVING ALL STUDENTS HIGH SCHOOL AND MIDDLE SCHOOLERS AROUND THE STATE COME AND SEE OUR BEAUTIFUL SCHOOL AND HAVE THESE GREAT DISCUSSIONS, ESPECIALLY WITH THESE DIFFERENT ROUNDTABLE OPPORTUNITIES THAT WE HAD. AND I ALSO WANT TO CLOSE OFF THAT BECAUSE, YOU KNOW, IN THE SEASON OF GIVING, I WANTED TO SHOUT OUT TWO COUNTY CHARITIES THAT I THINK THAT WE SHOULD ALL BE ABLE TO GIVE BACK TO, ESPECIALLY DURING THIS TIME OF SEASON. ONE OF THEM IS THE BEL AIR LIBRARIES CHILDREN'S CHARITY BOOK SALE, AND THAT IS ON DECEMBER 13TH TO 14TH FROM 10 A.M. TO 4 P.M. FOR BOTH DAYS AT THE BEL AIR LIBRARY, AND ALL ITEMS ARE SOLD AT $0.50, WHICH ALL PROCEEDS ARE GOING TO THE CHILDREN'S LITERACY PROGRAMS. THIS EVENING, THE BOARD WILL VOTE ON A COMPREHENSIVE SECURITY PACKAGE, ONE THAT BUILDS ON THE MEASURES THAT WE'VE ALREADY PUT INTO PLACE. INCLUDED IN THE CONSENT AGENDA TONIGHT IS A CAREFULLY CRAFTED PLAN THAT INCORPORATES A WIDE RANGE OF PHYSICAL AND ELECTRONIC SECURITY ENHANCEMENTS, ALL DESIGNED TO CREATE SAFER ENVIRONMENTS FOR OUR STUDENTS AND FOR OUR STAFF.

WE PUT CAREFUL CONSIDERATION INTO SELECTING SOLUTIONS THAT WILL REMAIN MOSTLY NONINVASIVE, TRANSPARENT, AND THAT WILL NOT DISRUPT SCHOOL OPERATIONS. THESE UPGRADES INCLUDE IMPROVEMENTS TO SURVEILLANCE SYSTEMS, THE DEPLOYMENT OF ARTIFICIAL INTELLIGENCE, SENSORS FOR WEAPONS AND ANOMALY DETECTION, AND ADVANCED WEAPONS DETECTION SYSTEMS UTILIZING MILLIMETER WAVE AND MAGNETOMETERS. WE'RE ALSO INTRODUCING NONINVASIVE RADAR SENSORS FOR BATHROOMS, WHICH WILL MONITOR OCCUPANCY AND DETECT IF INDIVIDUALS ARE LINGERING LONGER THAN EXTENDED PERIODS. THESE SENSORS WILL ALSO LISTEN FOR DISTRESS SIGNALS LIKE HELP OR STOP, AND THEY'LL ALSO USE NANOTECHNOLOGY TO DETECT VAPING, SMOKING AND OTHER DRUGS. THESE ARE JUST A FEW EXAMPLES OF THE MEASURES THAT ARE BEING IMPLEMENTED, AND THERE ARE MANY MORE IN THIS COMPREHENSIVE PACKAGE. I'M PLEASED TO SHARE THAT WE'VE RECEIVED TREMENDOUS SUPPORT FROM THE COUNTY EXECUTIVE'S OFFICE. MUCH OF THIS INITIATIVE WILL BE FUNDED THROUGH GRANTS FROM THE COUNTY EXECUTIVE'S OFFICE, WHICH IS ALSO COMMITTED TO DEDICATING THREE ADDITIONAL SCHOOL RESOURCE OFFICERS TO OUR SCHOOLS. ADDITIONALLY, THE BOARD WILL BE APPROVING TEN NEW SAFETY LIAISON OFFICERS WHO WILL BE DEPLOYED COUNTY WIDE WITH SPECIAL ATTENTION TO PROVIDING ADDITIONAL COVERAGE AT OUR ELEMENTARY SCHOOLS AS A PART OF OUR LONG TERM COMMITMENT.

FURTHER SECURITY UPGRADES WILL REMAIN A TOP PRIORITY IN THE CAPITAL BUDGET. THESE MEASURES, WHICH WILL HOPEFULLY PASS THE BOARD TONIGHT, ARE ROOTED IN OUR UNDERSTANDING THAT SAFETY AND SECURITY ARE FOUNDATIONAL. IF OUR STAFF AND OUR STUDENTS DO NOT FEEL SAFE AND WELCOMED, IF THEY COME TO SCHOOL WITH FEAR OR ANXIETY, WE CANNOT ACHIEVE OUR PRIMARY GOAL OF ACADEMIC EXCELLENCE. I WANT TO THANK EVERYONE WHO CONTRIBUTED TO THE DEVELOPMENT OF THE SECURITY PACKAGE, INCLUDING DREW MOORE AND HIS TEAM, DONOVAN BROOKS AND HIS TEAM, DOCTOR ERIC DAVIS, LAUREN STRAUSS, DENISE PERRY ALL MEMBERS OF THE AD HOC SAFETY COMMITTEE THAT WE STOOD UP, AND DOCTOR SEAN PAULSON FOR HIS STUDY LEADER. WITH THAT SAID, I MUST ACKNOWLEDGE AN ISSUE THAT CANNOT BE SOLVED WITH SECURITY SYSTEMS ALONE. THE SIGNIFICANT BEHAVIORAL PROBLEMS THAT EXIST IN OUR SCHOOLS. THIS BOARD IS FULLY COMMITTED TO ADDRESSING THESE ISSUES WITH THE SAME SERIOUSNESS AS PHYSICAL SECURIT.

TO OUR PARENTS, WE NEED YOUR COOPERATION. WE CANNOT ADDRESS THESE CHALLENGES WITHOUT YOUR PARTNERSHIP. YOU PLAY A CRITICAL ROLE IN ENSURING YOUR CHILD'S BEHAVIOR REFLECTS THE STANDARDS THAT WE ARE STRIVING TO UPHOLD IN OUR SCHOOLS. YOU NEED TO KNOW WHAT YOUR CHILDREN ARE DOING.

YOU NEED TO KNOW WHO YOUR CHILDREN ARE SPENDING TIME WITH. YOU NEED TO KNOW WHETHER OR NOT YOUR CHILDREN ARE IN SCHOOL. YOU NEED TO KNOW WHAT'S ON THEIR PHONES. YOU NEED TO KNOW WHAT'S IN THEIR ROOMS, IN THEIR BAGS. IF YOUR CHILD ENGAGES IN HARMFUL BEHAVIOR, YOU MAY BE LEGALLY RESPONSIBLE NOT ONLY CIVILLY, BUT POTENTIALLY CRIMINALLY. AS WE'VE SEEN IN OTHER CASES, SUCH AS THE RECENT INCIDENT IN GEORGIA, WHERE THE PARENTS OF A STUDENT INVOLVED IN SCHOOL VIOLENCE WERE HELD CRIMINALLY ACCOUNTABLE FOR THEIR CHILDREN'S ACTIONS. DO NOT LET THIS BE YOU.

YOUR INVOLVEMENT AND YOUR VIGILANCE ARE CRITICAL TO ENSURING THAT YOUR CHILDREN, OUR STUDENTS, ARE MAKING CHOICES THAT UPHOLD SAFETY AND SECURITY AND THE INTEGRITY OF OUR SCHOOL.

ON THE ISSUE OF DISCIPLINE, THIS BOARD HAS MADE IT CLEAR THAT WE ARE RISE. WE ARE RAISING THE STANDARDS. WHILE THIS SECURITY PACKAGE WILL GO A LONG WAY, WE WILL NO LONGER TOLERATE DISRUPTIVE BEHAVIOR. FIGHTS, VIOLENCE, BULLYING OR DISRESPECT TOWARDS OUR EDUCATORS AND OUR STAFF AND OUR SCHOOLS. THE CELL PHONE POLICY, WHICH WAS IMPLEMENTED EARLIER THIS YEAR,

IS THE FIRST OF THESE EFFORTS TO RAISE OUR STANDARDS, AND IT APPEARS TO BE WORKING WELL. BY REMOVING DISTRACTIONS FROM STUDENTS HANDS AND KEEPING THEM FOCUSED ON THE TASKS IN THE CLASSROOM. EARLIER THIS YEAR, THE BOARD ALSO UNANIMOUSLY PASSED A DRESS CODE POLICY.

WHILE THIS BOARD HAS BEEN TOLERANT IN ITS IMPLEMENTATION DUE TO OTHER POLICIES AND PRIORITIES, THIS POLICY ALIGNS WITH THE BOARD'S BROADER EFFORTS TO ELEVATE STANDARDS ACROSS THE BOARD. MY EXPECTATION IS THAT THERE WILL BE AN EDUCATION AND ENFORCEMENT MECHANISM IN PLACE FOR THE DRESS CODE POLICY AT THE START OF THE NEW YEAR IN JANUARY. SO IT CLEARLY WAS IN NEED OF SOME UPDATES, BOTH FROM A LEGAL PERSPECTIVE. SO SOME OF THE REFERENCES AND THINGS LIKE THAT TO THE EDUCATION ARTICLE AND THE VARIOUS RIGHTS OF APPEAL. AND THEN ALSO JUST FOR PRACTICAL PURPOSES OF HOW THIS BOARD HANDLES ITS APPEALS. SO VERY LENGTHY PROCESS. I THINK WE STARTED MAYBE IN THE SUMMERTIME SOMETIME DURING THE SUMMER. AND MR. SZOKA WAS KIND ENOUGH TO ATTEND TWO DIFFERENT BOARD POLICY REVIEW COMMITTEE MEETINGS TO GO OVER A PROPOSED NEW POLICY. AS WELL AS TO DEVELOP A PROCEDURE. SO FOR TONIGHT, WE HAVE IT'S READY FOR A VOTE. NOW THAT IT'S BEEN PUBLISHED, PUT OUT FOR PUBLIC COMMENT FOR ACTUALLY MORE THAN 30 DAYS AT THIS POINT. THE POLICY, WHICH IS APPEALS AND HEARINGS TO THE BOARD OF EDUCATION, WHICH OUTLINES THE PURPOSE OF THE POLICY, CITES TO THE RELEVANT LAW AND GIVES THE POLICY STATEMENT WITH A LINK TO THE PROCEDURE. TO GIVE SOME STRONG DEFINITIONS TO HELP GUIDE PEOPLE WHO MAY BELIEVE THAT THEY HAVE AN APPEAL THAT'S RIGHT BEFORE THE BOARD TO KNOW WHAT THEIR RIGHTS ARE AND HOW THEY GO ABOUT NOTING THEIR APPEAL. SO TONIGHT WE'RE ASKING THAT TO VOTE TO DELETE THE EXISTING POLICY, WHICH AGAIN, IS THE 2004 VERSION. AND REPLACE IT WITH THE APPEALS AND HEARINGS TO THE BOARD OF EDUCATION POLICY.

AND I THINK THE PURPOSE BEHIND THE AMENDMENT TO THE POLICY IS TO REALLY TO BRING IT UP TO DATE AND TO MAKE IT CONSISTENT WITH THE MARYLAND ANNOTATED CODE AND RULES AND PROCEDURES. AND IN THE DOCUMENT WE COVER, REALLY FOUR DIFFERENT APPEAL PROCEDURES. AND THEY DEAL WITH 4 TO 5 APPEALS AND SEVEN, 305 APPEALS DEALING WITH STUDENTS, AS WELL AS SIX 202 APPEALS DEALING WITH TEACHER AND TEACHER APPEALS. WE WANTED SOMETHING THAT WE COULD PUT PUT OUT THERE SO THAT SOMEONE LOOKING AT THIS WOULD UNDERSTAND WHAT, FOR EXAMPLE, WOULD BE THE TIME FRAME FOR NOTING AN APPEAL AND THE PROCESS BY WHICH THE APPEAL WOULD BE HEARD. SO I THINK, YOU KNOW, WHAT WE'VE DONE IS TAKING REALLY AN OLD APPEAL THAT HAD HAD REALLY CEASED TO BE USEFUL AND TO MAKE IT SOMETHING THAT WE ALL CAN WORK WITH. ALL RIGHT. THANK YOU. WE HAVE BEEN, YOU KNOW, ADVOCATING FOR A LONG TIME AND REALLY HAVE HAD IT IN PLACE THAT WE NEED A MAJORITY OF BOARD MEMBERS TO ATTEND THESE APPEALS SO THAT DECISIONS MADE WOULD ACTUALLY REFLECT THE WILL OF THE MAJORITY OF THE BOARD. I THINK THAT IS THE CONCERN THAT I HAVE, ACTUALLY, BECAUSE I FEEL LIKE THE BOARD HAS OVERSIGHT ON POLICIES, BUT THE BOARD DOESN'T HAVE OVERSIGHT ON PROCEDURES. SO IF THERE'S CHANGES THAT NEED TO BE MADE TO A PRACTICE THAT THE BOARD IS DOING THAT I FEEL LIKE THAT SHOULD BE BROUGHT TO THE BOARD TO ADDRESS THOSE CONCERNS AND TO MAKE THOSE CHANGES, INSTEAD OF JUST DOING IT WITHOUT THE BOARD EVEN BEING AWARE OF THOSE CHANGES BEING MADE. SO IT WOULD IT WOULD REALLY BE I UNDERSTAND WHAT YOU'RE SAYING, MISS HAHN. THIS WOULD BE IN A SITUATION. AND MR. ZUCKER CAN CAN BACK ME UP HERE. BUT IT'S THERE ARE FOUR BODIES OF LAW THAT TELL US HOW THE APPEALS NEED TO BE. SO IT WOULD BE MORE IN A SITUATION WHERE THERE'S BEEN A CHANGE TO THE LAW. IF THERE IS A CHANGE IN THE LAW, WHICH WOULD NEED TO BE REFLECTED IN THE PROCEDURE, AND IT'S UPDATED THAT THE BOARD IS NOTIFIED. I MEAN, I THINK THAT WE DO THAT ALREADY, BUT THAT WOULD BE MY ONLY REQUEST. YEAH, I WOULD THINK THAT WE WOULD SEE CHANGES TO THIS POLICY THAT WOULD ONLY COME ABOUT AFTER THE LEGISLATURE HAS CHANGED THE EDUCATION ARTICLE, AND WE MIGHT NEED TO COME IN AND GRAPH THOSE CHANGES INTO THIS POLICY THAT WE'RE SO THAT WE'RE CONSISTENT WITH MARYLAND LAW. THE ONLY THING I DIDN'T SEE IN HERE DOES THAT MAYBE I MISSED IT. DOES IT ADDRESS HOW APPEALS MUST BE RECEIVED BY THE BOARD? I KNOW WE'VE GONE BACK AND FORTH ABOUT WRITING VERSUS EMAIL. IN MY OPINION, I THINK INSTEAD OF HAVING TO LINK TO A PROCEDURE, I THINK THAT WE NEED TO HAVE THE POLICY, SINCE YOU'RE GOING TO BRING IT TO THE BOARD ANYWAY FOR CHANGES THAT THAT NEEDS TO BE INCLUDED IN THIS POLICY. AND ONE OF THE THINGS I WANTED TO POINT OUT BEFORE I TURN IT OVER TO MISSY IS THAT WE REALLY HAVE PRIORITIZED SAFETY IN GOING OVER WHAT THE BOARD'S PRIORITY LIST WERE. SO I THINK YOU'RE GOING TO SEE THAT REFLECTED IN THIS PRESENTATION. SO WITH THAT, I WILL TURN IT OVER TO MISS VALENTINO. THANK YOU. SO I WILL KIND OF PICK UP WHERE WE LEFT OFF. WE HAVE ALREADY GONE THROUGH OUR STATE SUBMISSION. WE MADE THAT SUBMISSION IN OCTOBER. THE BOARD APPROVED THAT IN SEPTEMBER. WE'RE STILL WAITING FOR MORE INFORMATION FROM THE STATE TO FIGURE OUT HOW MUCH FUNDING WE CAN EXPECT TO RECEIVE, AND OUR LOCAL PLANNING APPROVALS FOR THOSE. BUT TODAY, WE'RE FOCUSED ON THOSE COUNTY ONLY FUNDED THOSE LOCAL PROJECTS. WE HAVE TWO MAIN SOURCES OF FUNDING THAT COME FROM OUR COUNTY. ONE IS BONDS BASICALLY BORROWING MONEY AND THE OTHER IS PAY. AS YOU GO. OR BASICALLY IF YOU THINK OF YOUR OWN BUDGET GOING OUT AND PAYING IN CASH MONEY THAT YOU HAVE IN HAND. FOR THOSE TYPES OF SMALLER PROJECTS. WHEN WE GET INTO THIS, I JUST WANTED TO TALK A LITTLE BIT ABOUT SOME OF THE SAFETY AND SECURITY GRANT. THINGS THAT WE'VE BEEN WORKING WITH. THIS WAS PASSED IN LEGISLATION IN 2018, AND IT ACTUALLY CAME FORWARD. FOR FY 2019 WAS THE FIRST YEAR OF FUNDING FOR THAT. IT IS A STATE NONCOMPETITIVE GRANT. SO THEY SET UP AN AMOUNT THAT EACH LEA RECEIVES. WE RECEIVE ABOUT $350,000 ANNUALLY FOR THAT. AND THAT IS ISSUED

THROUGH THE MARYLAND CENTER FOR SCHOOL SAFETY AND THE INTERAGENCY COMMISSION ON SCHOOL CONSTRUCTION. OR YOU MAY HEAR ME REFER TO THEM AS THE ICC. MORE FREQUENTLY. JUST TO KIND OF GO THROUGH SOME OF THE THINGS THAT WE'VE BEEN ABLE TO CHECK OFF OF OUR LIST SINCE THAT ACTUALLY WENT INTO PLACE. AND IF THERE'S EVER A NEED WE CAN ADVOCATE FOR KEEPING THIS SOURCE OF FUNDING AROUND FOR IMPLEMENTING THESE THROUGH THE STATE. THE ONE WAS THE UPGRADED SECURITY CAMERA SERVERS. WE TALK ABOUT SOME OF THESE HIGHER RESOLUTION CAMERAS AND THE TECHNOLOGY ON THE BACK END TO SUPPORT THEM WAS NEEDED. SO WE WERE ABLE TO UPGRADE THEIR SERVERS AT EACH AND EVERY ONE OF OUR SCHOOLS. CAMERA REPLACEMENTS. WE HAVE REPLACED UPGRADED EXISTING CAMERAS AT 17 OF OUR SCHOOLS IN THE SYSTEM. OUR CLASSROOM LOCKS THE ABILITY TO LOCK DOWN A CLASSROOM, EASILY CLOSE A DOOR AND TURN THE KNOB. THAT WAS NOT EXISTING IN ALL OF OUR SCHOOLS FOR VARIOUS REASONS OVER TIME. WE WERE ABLE TO GO IN AND UPDATE THE LOCKS AT EACH AND EVERY ONE OF OUR SCHOOLS AND EVERY CLASSROOM NOW HAS THE ABILITY TO LOCK DOWN. SECURITY VESTIBULES. WE WERE ABLE TO GET A SECURITY VESTIBULE AT NORTH HARFORD HIGH SCHOOL. ACCESS CONTROL SYSTEMS. WE REFER TO IT HERE AS SOMETHING LIKE THE RING CAMERA SYSTEM. IT'S AT FISHEYE CAMERA SYSTEM. PRIOR TO THAT, THE CAMERAS WERE TYPICALLY UP HIGH. THE FRONT DESK WAS LOOKING AT THE TOP OF SOMEONE'S HEAD.

COULDN'T REALLY FIGURE OUT WHO WAS STANDING AT THE DOOR AND ASKING TO HAVE ACCESS TO THE BUILDING. THIS ENABLED THEM TO ENGAGE THEM FACE TO FACE AND BE ABLE TO SEE WHO'S ACTUALLY THERE, AND ASK THEM WHY THEY NEED TO ENTER THE BUILDING. WE WERE ABLE TO DO THAT AT ALL OF OUR BUILDINGS, AND THEN WE ALSO HAVE THE CISCO PHONE SYSTEM UPGRADES. WE HAVE SINCE MOVED OVER AND PARTNERED WITH THE COUNTY, BUT WE WERE ABLE TO UPGRADE THOSE SYSTEMS AT A FEW OF OUR SCHOOLS UTILIZING THIS THIS SOURCE OF FUNDING POINT OF INFORMATION. MR. SO NOT ONLY ARE THEY OUT OF A WARRANTY, BUT YOU CAN'T REALLY GET PARTS FOR THEM. YOU CAN'T UPGRADE THEM, YOU CAN'T DO ANYTHING. SO YOU REALLY NEED TO GO THROUGH AND REFRESH AND REPLACE PLACE. WE'RE JUST GOING IN AND REPLACING THE ONES THAT NEED TO BE UPGRADED. I WAS TRYING TO FIGURE OUT JUST THE INVENTORY NUMBER THAT THOSE THAT MAY BE STILL THERE, THAT WE NEED TO BE CONCERNED ABOUT, AND WE HAVE THEM IN OUR CAPITAL REQUEST, AND WE CAN PROVIDE A LIST OF THE ONES THAT WERE REPLACED AND THE ONES THROUGH THE GRANT PROGRAM, AND THEN ALSO JUST NEEDED NUMBERS IN THAT SPECIFIC. AGAIN, THAT'S KIND OF HOW WE'RE EXPANDING COVERAGE WHEN WE'RE FINDING AREAS THAT YOU MAYBE NOT HAVE AS MUCH COVERAGE, WE MAY BE ABLE TO ADD CAMERAS THERE TO BRING THAT UP. AND THEN WE ALSO HAVE THE LOCAL DOOR ALARMS, WHICH IS SOMETHING THAT WE TALKED ABOUT. AND THAT'S REALLY THOSE DOORS THAT AREN'T THOSE MAIN ACCESS POINTS, BUT BE ABLE TO ALERT PEOPLE IF SOMEONE'S COMING OR GOING FROM A DIFFERENT AREA OF THE BUILDING. AND THEN WE HAVE THOSE DIFFERENT CAMERA UPGRADES. THE NUMBER ONE PRIORITY IS THAT FIRST SECURITY CAMERA UPGRADE. THOSE ARE ALL THE CAMERAS THAT ARE CURRENTLY SITTING AT END OF LIFE, MEANING WE CAN'T NO LONGER MAINTAIN THOSE. THEN WE HAVE THAT SECOND GROUPING THAT EXPIRE IN 2025. SO WE'RE ASKING FOR FY 26 FUNDING. SO THAT WILL COME AVAILABLE JULY 1ST, 2025. SO THOSE CAMERAS WILL BE GOING INTO THAT CYCLE. AND THEN THAT THIRD SET OF END OF LIFE CAMERAS IN 2026. AND THEN WE HAVE A FEW OTHER THINGS. WE HAVE THE HICKORY ANNEX AND BUS LOT SECURITY. THERE'S A LOT OF CONSTRUCTION GOING ON OVER THERE. A LOT OF APARTMENTS BEING BUILT AND A LOT MORE FOOT TRAFFIC COMING THROUGH THOSE SITES. THAT'S JUST TO KIND OF SECURE THOSE AREAS. AND THEN THE STADIUM LIGHTING WE ARE CURRENTLY UNDER GETTING READY TO START A STUDY FOR OUR LIGHTING TO AND FROM AND OUR SECURITY PATHWAYS. AND THIS HERE WOULD UPGRADE, PROVIDE SOME FUNDING, ADDITIONAL FUNDING TO HELP US IMPLEMENT SOME OF THOSE NEEDS.

AND THE RFQ IS ACTUALLY ON THE STREET. SO WAS THE TOTAL 26 FUNDING WE'RE REQUESTING FOR THIS GRANT. THIS IS NOT THE GRANT. THIS ONE HERE IS FOR OUR CIP. THE PRIOR ONE WAS THE GRANT. THIS HERE IS THE GRANT FUNDING IS THESE THE SSP. SO THIS HERE ARE THE TOPICS. THESE ARE THE ITEMS THAT WE'RE INCLUDING IN OUR CAPITAL. FY 26. QUESTION. WE TYPICALLY WOULDN'T FENCE AN ENTIRE CAMPUS, MORE OF AN AREA. IT'S SOMETHING THERE MIGHT BE OTHER THINGS WE CAN LOOK AT TO, TO TRY TO ADDRESS SOME OF THE CONCERNS THAT HE BROUGHT UP THAT AREN'T ADDRESSED IN THIS PRESENTATION, BECAUSE THAT WAS THE FIRST TIME THAT I KNOW THE TEAM HEARD THAT TODAY. AND SO IF I'M DOING LIKE BACK OF THE ENVELOPE MATH HERE, RIGHT, WE'RE GOING TO GET DOWN TO WHAT, LIKE NOT EVEN THROUGH THE ENTIRE FIRST CATEGORY OF REQUESTS, MORE THAN LIKELY BASED ON HISTORICAL AND THE PFAS, THEY'RE AT NUMBER EIGHT AT LIKE 5 MILLION. THAT'S LIKE A BIG A HUGE CHUNK OF WHAT'S NEEDED. YES. AND WHEN YOU LOOK AT A LOT OF THESE, LIKE PFAS, THAT REALLY WASN'T EVEN INCLUDED LAST YEAR. THAT'S WHAT I MEAN. THAT IS AGE APPROPRIATE AND THE POLICIES AND THE PROCEDURE IS UNDER THE OVERSIGHT OF THE DIVISION OF CURRICULUM, INSTRUCTION AND ASSESSMENT, AS WELL AS THE RECONSIDERATION PROCESS. A RECONSIDERATION COMMITTEE IS HAS BEEN FORMED AND THAT COMMITTEE COMES TOGETHER TO ADDRESS ANY RECONSIDERATION, REQUEST OR BOOK CHALLENGES THAT ARE SUBMITTED FROM ANY PARENT. AND ONE OF THE THINGS THAT I HEARD FROM SEVERAL PEOPLE RELATED TO THE CONCEPT OF EQUITY, I CAN TELL YOU THAT THIS WAS PRESENTED TO OUR BOARD POLICY REVIEW COMMITTEE BACK IN OCTOBER, AND WE HAD A REALLY GOOD DISCUSSION AND WHAT THAT A LOT OF WHAT THAT HAS TO DO WITH IS MAKING SURE, LIKE, NOT ALL STUDENTS HAVE PARENTS OR GRANDPARENTS OR OTHER FAMILY MEMBERS OR NEIGHBORS THAT PROVIDE THEM WITH BOOKS, WITH ACCESS TO BOOKS AND THAT'S A REALLY IMPORTANT FUNCTION OF OUR SCHOOL LIBRARY. SO A LOT OF THOSE TYPES OF REFERENCES ARE REALLY WANTING TO MAKE SURE THAT WE MEET THE NEEDS OF THOSE STUDENTS AS WELL. YOU KNOW, AGAIN, LIKE HOLIDAY TIMES OR WHATEVER. SOME, SOME STUDENTS MIGHT GET BOOKS UNDER THE TREE OR, YOU KNOW, AND OTHERS DON'T. AND SO THAT'S THAT'S REALLY WHAT THE NATURE OF THAT DISCUSSION WAS. BUT IF THERE'S WAYS THAT WE CAN CLEAR UP ANY LANGUAGE OR WHATNOT, YOU KNOW, TO ADDRESS CONCERNS, WE'RE HAPPY TO DO THA. MAKE SURE IT'S ALL SYNCED AND COVERING EVERYTHING TOGETHER. IT SEEMS LIKE IT'S AT THE POLICY LEVEL TO STATE SOME OF THESE THINGS CLEARLY, AND I MEAN, I GET IN THE LAST POLICY WHERE MOST OF THE LAWS AND SO FORTH WERE IN THE PROCEDURE, BECAUSE THOSE WERE THE DETAILS AND THAT MADE SENSE. BUT FOR THIS ONE, I THINK WE NEED TO MAKE, YOU KNOW, SOME CLEAR STATEMENTS AND PUT THEM IN THE POLICY AND ONE OF THEM IS THAT WE SHOULD ALL AGREE THAT SEXUALLY EXPLICIT MATERIALS ARE NOT APPROPRIATE IN SCHOOLS, AND MAYBE WE NEED TO DEFINE THOSE A LITTLE BETTER. AND SO IN OTHER WORDS, WHEN YOU SAY APPROPRIATE MATERIALS TO SUPPORT INSTRUCTIONAL PROGRAMS, THAT'S GREAT. YOU SAY THAT IN THE POLICY, YOU SAY IT IN THE PROCEDURE, BUT THEN SOME OF THE OTHER LANGUAGE DOESN'T QUITE MATCH THAT. SO ANYWAY, MORE INPUT TO FOLLOW. BUT SO ANY CHANGES THAT WE REALLY WANT THAT ARE SIGNIFICANT CHANGES. YOU WOULD HAVE TO DO THOSE NOW BECAUSE YOU'RE JUST ABOUT TO GO OUT FOR THE 30 DAY PUBLIC COMMENT, RIGHT? TO THE POLICY. YES. BUT MOST OF THE SUBSTANCE OF THIS IS IN THE PROCEDURE.

YEAH. SO IT'S LIKE THE ONE THAT WE JUST HAD WHERE IT WAS SORT OF AN OVERARCHING POLICY TO BE IN COMPLIANCE WITH THE LAW. BUT THE DETAILS WERE IN THE PROCEDURE. SO. SHE WENT TO THE LIBRARIAN AND SHE GOT NO RESPONSE. SO THEN SHE WAS TRYING TO GO UP THE LADDER. IT GOT TO THE POINT WHERE SHE WANTED TO FILL OUT THE FORM AND IT ASKED FOR HER STUDENTS INFORMATION. NOBODY WANTS TO PUT THEIR STUDENTS INFORMATION ON THESE FORMS. THEY DON'T WANT TO INCLUDE THEIR STUDENT IN THE CONVERSATION OR IN THE IN THE PROCESS. SO I FEEL LIKE WE NEED TO HAVE, YOU KNOW, SOMETHING GO OVER. WE NEED TO GO OVER THE PROCESS OF THE REEVALUATION COMMITTEE AND THE PROCESS OF HOW THAT IS ACTUALLY PUT FORWARD AS WELL, BECAUSE WE'RE NOT TRYING TO MAKE IT INCONVENIENT HERE FOR PEOPLE TO, YOU KNOW, PUT A BOOK UP TO BE RECONSIDERED. THERE WAS ONE. OKAY. JUST IN THE LAST WELL, IN THE LAST ONE THAT'S BEEN. SO WHY AREN'T WE WHY AREN'T MORE PEOPLE DOING IT? IS IT BECAUSE OF, YOU KNOW, THE ANONYMITY ISSUE THAT SHE'S TALKING ABOUT, OR IS IT WHAT IT MIGHT BE THAT THE BOOK IS NOT ACTUALLY IN THE LIBRARY? SO TOMORROW, THE STATE BOARD OF EDUCATION IS RELEASING THE MDE REPORT CARD DATA, WHICH IS WHERE WE WHERE WE SEE OUR STAR RATING. AND I FEEL A LITTLE AWKWARD IF I SAID, YOU KNOW, REALLY CELEBRATED THAT TOO MUCH BECAUSE FRANKLY, I, I'M NOT A HUGE FAN OF THE STAR RATINGS BECAUSE I DON'T THINK THEY'RE A REALLY GOOD WAY TO MEASURE A SCHOOL'S EFFECTIVENESS. THAT SAID, YOU KNOW, LAST YEAR, YOU KNOW, WE SAW RATINGS CHANGE AND SOME OF OUR SCHOOLS, WE HAD A FEW SCHOOLS GO UP, BUT WE HAD MORE SCHOOLS DROP LAST YEAR. AND THEN NOW THIS YEAR, WE'RE SEEING MORE COMING BACK UP. BUT SO EVEN THOUGH I THINK WE HAVE A LITTLE MORE CAUSE FOR CELEBRATION THIS YEAR, STAR RATINGS, I'M STILL NOT A HUGE SUPPORTER OF THE STAR RATING PROCESS. SO I JUST PUT THAT OUT THERE FOR CONTEXT. THAT SAID, I THINK THE BIGGEST THING THAT IS KIND OF INFLUENCING THE UPS AND DOWNS IN IN OUR STAR RATINGS ACROSS THE SCHOOLS HAS TO DO WITH CHRONIC ABSENTEEISM.

AND I KNOW WE HAVE A TEAM THAT'S BEEN WORKING VERY HARD ON THAT. AND ACTUALLY LET ME FIND IT HERE. WE HAVE SOME SCHOOLS AND I JUST WANT TO LIST I KIND OF WANT TO CALL OUT THESE FIVE SCHOOLS WHO ACTUALLY HAD THE GREATEST IMPROVEMENT. IN OTHER WORDS, REDUCING CHRONIC ABSENTEEISM. SO THE OUR SCHOOLS WITH OUR FIVE SCHOOLS WITH THE MOST IMPROVEMENT WERE HALLS, CROSSROADS ELEMENTARY, MAGNOLIA ELEMENTARY, MAGNOLIA MIDDLE, HARFORD TECHNICAL HIGH SCHOOL, AND HAVRE DE GRACE HIGH SCHOOL. THEY THEY ALL MADE DOUBLE DIGIT IMPROVEMENTS IN CHRONIC ABSENTEEISM, AND I JUST HAD THE BENEFIT OF HEARING A PRESENTATION ON KIND OF THE NATIONAL PERSPECTIVE OF CHRONIC ABSENTEEISM, BECAUSE THIS IS SOMETHING THERE'S ACTUALLY A NATIONAL, I WOULD SAY, COMMISSION, BUT THERE'S SORT OF THREE MAJOR ENTITIES WHO ARE WORKING TOGETHER TO FOCUS ON THIS AND THE ONE OF THEIR SORT OF AMBITIOUS GOALS IS REDUCING CHRONIC ABSENTEEISM IN OUR SCHOOLS BY 50% IN THE NEXT FIVE YEARS. AND I THINK THREE OF THESE FIVE SCHOOLS ACTUALLY REDUCED IT BY 50% IN THE LAST YEAR ALONE. NOW WE AS A DISTRICT, WE'VE MADE GOOD PROGRESS. I THINK WE'VE WE'VE AGAIN OUTPERFORMED THE STATE IN TERMS OF OUR PROGRESS WITH THIS. BUT CHRONIC ABSENTEEISM IS ACTUALLY SOMETHING WELL, IT'S BEEN AROUND. IT'S NOT SOMETHING WE'VE REALLY FOCUSED ON FOR MANY YEARS. IT'S REALLY SOMETHING THAT'S TAKEN A LOT OF IT'S GOTTEN A LOT MORE ATTENTION SINCE THE PANDEMIC. AND WHEN YOU THINK ABOUT CHRONIC ABSENTEEISM, IT REALLY IS THE COMBINATION OF UNEXCUSED ABSENCES, EXCUSED ABSENCES AND SUSPENSIONS BECAUSE THEY'RE ALL THEY'RE KIND OF THE THREE REASONS WHY STUDENTS MISS SCHOOL. AND ONE OF THE MOST STUBBORN ISSUES WITH CHRONIC ABSENTEEISM IS THE EXCUSED ABSENCES. AND IT DOESN'T MATTER THE REASON A STUDENT'S ABSENCE WASN'T ABSENT WHEN IT COMES TO ATTENDANCE. ONE OF THE REASONS WE'VE MADE SO MUCH PROGRESS IN CHRONIC ABSENTEEISM IS BECAUSE OF THE WORK OF MANY OF THE PEOPLE IN THE SCHOOLS, AND YOU'LL NOTICE OF THE SCHOOLS ON THE LIST, MOST OF THESE SCHOOLS ARE ALSO IN OUR COMMUNITY SCHOOLS AND OUR PRIORITY SCHOOLS. UNDER THE BLUEPRINT, RESOURCES HAVE GONE TO THOSE SCHOOLS. PUPIL PERSONNEL, WORKERS, SOCIAL WORKERS. THESE ARE THE PEOPLE WHO'VE BEEN ASSIGNED TO THESE SCHOOLS WHO, YOU KNOW, PART OF THEIR JOB IS REACHING OUT TO FAMILIES AND HELPING FOCUS ON THIS ABSENTEEISM ISSUE, BECAUSE IT IS A HUGE IT'S HAD A HUGE IMPACT ON STUDENT ACHIEVEMENT. SO OUR TEACHERS CAN'T BE EFFECTIVE IF OUR STUDENTS AREN'T IN THEIR IN THEIR CLASSES. AND SO, YOU KNOW, ON THE ONE HAND, I THINK WE'VE MADE A LOT OF PROGRESS. I'M REALLY PLEASED. BUT IT IS SOMETHING AGAIN, PIGGYBACKING ON DOCTOR BOYNTON, SOMETHING THAT WE STILL NEED A LOT OF HELP FROM OUR FAMILIES TO ADDRESS. SO VERY EXCITING TO HAVE ONE OF OUR STUDENTS RECOGNIZED IN THAT WAY. WE'VE HAD A LOT OF GOOD ATTENTION FOR THE APPRENTICESHIP WORK, AND SO THAT WAS THAT WAS A PRETTY GOOD WEEK.
