I VERY MUCH ENJOYED THAT. SO I ENCOURAGE PARENTS AND GUARDIANS. IF YOU CAN FIND IT WITH ANY OF FIRST JOIN YOUR P T. A S. AND THEN CONSIDER VOLUNTEERING, BUT IT'S NOT MANDATORY. CONSIDER VOLUNTEERING FOR EVENTS OR BEING A PART OF A COMMITTEE OR EVEN BEING A BOARD MEMBER OF EUROPE, TAS. I THINK WE STILL HAD A REALLY PRODUCTIVE CONVERSATION. AND I HOPE THE STUDENTS WERE ABLE TO BRING A NEW PERSPECTIVE TO OUR BOARD MEMBERS AS WELL. SO I KNOW I ENJOYED IT, AND I HOPE THEY DID AS WELL AND I HOPE IT ONLY ENCOURAGES THEM TO COME TO MORE EVENTS LIKE THIS AND CHECK THEIR VOICE. SO THAT'S ALL. THANK YOU. THANK YOU, MISS PERRY. WELCOME EVERYONE HERE AND THOSE LISTENING IN WELCOME BACK FROM WINTER BREAK. I HOPE YOU HAD AN ENJOYABLE AND REVITALIZING HOLIDAY. SO IS EVERYONE SAID THE NEXT BIG THING ON OUR PLATE IS THE BUDGET FOR THE FISCAL YEAR, 2025. I PROPOSE THAT OUR NUMBER ONE PRIORITY SHOULD BE TO TAKE CARE OF OUR EDUCATORS IN THE CLASSROOMS AND RETAIN OUR EDUCATORS BY IMPROVING CLASSROOM ENVIRONMENTS. THIS INCLUDES ADDRESSING BEHAVIOR ISSUES, REDUCING REDUCING OVERBURDENING THINGS LIKE THAT. UM AS ALWAYS, WE AS PARENTS TO CONTINUE TO SUPPORT THEIR CHILDREN IN SCHOOL PARTICIPATION AND BEING RESPECTFUL TO EVERYONE SO THANK YOU. WE'LL MOVE VIRTUALLY TO MISS BRUCE. YES I JUST WANT TO SAY HAPPY NEW YEAR TO EVERYONE, AND I'M LOOKING FORWARD TO A PRODUCTIVE 2024. THANK YOU. THANK YOU AND MS ALVAREZ. I WANT TO WELCOME EVERYBODY BACK FROM WINTER BREAK AND I WANT TO SAY THAT I'M SORRY THAT I CANNOT BE THERE WITH YOU TODAY IN PERSON, BUT I WANT TO THANK EVERYBODY THAT IS IN ATTENDANCE. UM AND HOPE THAT EVERYBODY FEELS WELCOMED AND APPRECIATE IT. I ALSO WANT TO THANK THE NUMBER COMMENTS THAT WE GOT ON THE IMPLEMENT. WHETHER POLICY UM WE REALLY APPRECIATE THE INPUT THAT WE GET FROM THE COMMUNITY. AND THEN, UM, FINALLY, I JUST WANTED TO SAY TODAY THAT I ATTENDED THE LEGISLATIVE AND FEDERAL ADVOCACY COMMITTEE MEETINGS LIKE EVERYBODY DIDN'T KNOW THAT THE THAT THE PRE FILED BILLS, UM FOR THE STATE HAVE BEEN RELEASED. UM THEY CAN BE FOUND ON THE MARYLAND GENERAL ASSEMBLY WEBSITE. UM AND THAT MOST OF THEM ARE BILLS THAT WERE BROUGHT UP BEFORE THE ASSEMBLY LAST YEAR AND ARE JUST BEING REINTRODUCED. AND THEN IF YOU WOULD LIKE TO SEE, UM, THE PRIORITIES FOR THE MARYLAND ASSOCIATIONS OF BOARDS OF EDUCATION, UM YOU CAN GO TO

[00:10:05]

THE MAPLE WEBSITE AND FIND THOSE PRIORITIES THERE. THANK YOU. THANK YOU, MISS HAN. GOOD EVENING, EVERYONE AND THANK YOU SO MUCH FOR COMING. I WOULD ALSO LIKE TO WISH EVERYONE A HAPPY AND HEALTHY NEW YEAR. ON JANUARY 3RD MYSELF ALONG WITH DR POYNTON, MISS SUPERNOVA, AND MR SEWELL HAD THE LISTENING SESSION WITH THE STUDENTS. THERE WERE MANY COMMON THEMES ACROSS THE BOARD, AND HOPEFULLY WE'LL BE ABLE TO ADDRESS SOME OF THOSE CONCERNS IN THE COMING MONTHS.

IT WAS A VERY INFORMATIVE SESSION AND I LOOK FORWARD TO CONTINUING SINNING SESSION IS I THINK IT'S THE FIRST WEEK IN IN FEBRUARY, SO WE'LL CONFIRM THAT IN JUST A COUPLE OF MINUTES, UM TEACHER OR FINALIST GROUP LAUNCHED THERE. AND A LOVE FOR READING.

. TO MEED ATTENDED GRADUATION WITH HIM AT THE END OF LAST SHELL, BARRY. SO THANK YOU FOR WHAT YOU DO. I APPRECIATE IT. READING IS SO IMPORTANT AND TO GIVE BACK TO THE NEXT GENERATION OF YOUNGER STUDENTS WHAT YOU'RE WORKING ON THEIR ABSOLUTELY AMAZING SO WE'VE GOT A LOT TO GET DONE TONIGHT AND THIS YEAR? YES THE NEXT LISTENING SESSION IS SCHEDULED

[ Public Comments]

GOOD EVENING. I'M DAVID BAUER. AND THIS EVENING. MY COMMENTS ARE MOSTLY JUST FOR THE FIVE

[00:15:01]

BOARD MEMBERS WHO VOTED IN FAVOR OF THE FINAL CALENDAR FOR NEXT YEAR. SO LAST MEETING YOU HAD PUBLIC COMMENTS FROM THE PRESIDENT OF TWO OF THE HCPS EMPLOYEE BARGAINING UNITS, THE FIRST POLITELY SAID. YOU ARE NOT TALKING TO YOUR SCHOOL BASED STAFF ABOUT PROPOSED POLICIES AND YOU NEED TO THE PRESIDENT OF YOUR LARGEST BERGEN NG UNIT NOTED THAT YOU ALL QUOTE, QUESTION AND PICK APART EVERY DECISION. THE LEADERS IN THIS DISTRICT MAKE AND YOU CLEARLY DO NOT TRUST THE EXPERTS AND YOU MAKE UP YOUR OWN POLICY IS WITHOUT CONSIDERATION FOR FACTS OR THE REALITY OF PUBLIC EDUCATION. SO WHAT DID YOU DO? YOU REJECTED THE GUIDANCE OF YOUR CALENDAR. SO YOU REJECTED THE GUIDANCE ON THE CALENDAR FROM YOUR SENIOR PERSONNEL. YOU REJECTED THE FINDINGS OF YOUR CALENDAR COMMITTEE. WHICH HAD CONSIDERED YOUR POST LABOR DAY START CALENDAR PROPOSAL AND DETERMINED IT WAS NOT IN THE BEST INTERESTS OF THE SCHOOL DISTRICT. YOU REJECTED THE TESTIMONY FROM STAFF ABOUT THIS YEAR'S CALENDAR SURVEY. HE REJECTED THE COMMENTS FROM THE STUDENT BOARD MEMBER. POP QUIZ. SEVERAL OF YOU REFERRED TO A SURVEY DONE LAST YEAR. IN 2022 ABOUT THE CALENDAR AS JUSTIFICATION FOR A POST LABOR DAY START. SO WHAT WAS THE WORDING OF THE QUESTION ABOUT THE START DATE LAST YEAR? THE ANSWER IS THERE WAS NONE. HTTPS DID NOT ASK ABOUT THE START DATE IN THEIR REQUEST FOR COMMENTS LAST YEAR. I TRULY WONDER IF YOU HAVE REGISTERED HOW BADLY YOU MESSED UP LAST TIME. DR PLANKTON. WE'VE TALKED BEFORE ABOUT PERCEIVED LEGITIMACY. CONSIDER THAT INCLUDING THE STUDENT MEMBER. MORE THAN 70% OF THE ELECTED MEMBERS OF THE BOARD VOTED FOR THE CALENDAR COMMITTEE'S PROPOSAL. BY CONTRAST, 100% OF THE APPOINTED MEMBERS OF THE BOARD VOTED TO DISRESPECT THAT WORK. TO DISRESPECT THE HCPS STAFF ACROSS THE WHOLE PIECE SCALE. WHO GAVE YOU THEIR EXPERT FEEDBACK? ALSO DR PUTIN. IS THIS THE FIRST VOTE THAT THE STUDENT MEMBER VOTED OPPOSITE YOU DID THAT REGISTER? IN CONCLUSION UNLESS THE COUNTY EXECUTIVE OFFERED TO FULLY FUND YOUR BUDGET REQUEST IF WE START AFTER LABELED LABOR DAY YOUR CALENDAR VOTE WAS A GRAVE ERROR.

THANK YOU. OUR NEXT SPEAKER IS CHRIS FENDRICH. HMM. HELLO. IN THE LAST MEETING. THE ISSUE OF POST VERSUS PRE LIBERTY START WITH VOTER ON WELL, THE ISSUE IS CLOSED. I WOULD LIKE TO EXPRESS MY DISAPPOINTMENT WITH THE BOARD'S DECISION. FIRST THE RESULTS OF THE SURVEY WITH QUESTIONS HAVING THE MAJORITY OF VOTES IN FAVOR OF A PRE LABOR DAY START WAS THE ONLY JUSTIFICATION OF TAMPERING EVEN THOUGH IT WAS STATED THAT THE DATA WAS CLEANED INDEPENDENTLY REVIEWED. IN THE PREVIOUS MEETING, BOTH THE CALENDAR COMMITTEE AND THE BOARD EXPRESSED ONE THING COMMUNITY INPUT. NOT EVERYONE IN THE COMMUNITY HAS A STUDENT PIN TO SUBMIT A SURVEY ALSO INPUT FROM THE COUNTY COMMITTEE AND THE TEACHERS ASSOCIATION WAS IGNORED. FINALLY MULTIPLE ARTICLES AND RESEARCH PAPERS ON THE TOPIC INDICATE THE SOLE REASON FOR A POST LIBERTY START IS ECONOMIC PROVIDING CHEAP LABOR FOR BUSINESSES AND THE LAST HURRAH FOR TOURISM SHOULD NOT BE THE RESPONSIBILITY OF THE BOARD OF EDUCATION. YOUR JOB IS TO ENSURE THE ACADEMIC SUCCESS OF HARFORD COUNTY STUDENTS. WHICH IS STATED AS A PRIORITY, BUT THIS DECISION DOES NOT SUPPORT THANK YOU. OUR NEXT SPEAKER IS WILLIAM MARTINO.

GOOD EVENING. RECENTLY THE WORLD WITNESSED THE DISGRACEFUL DEMONSTRATIONS BY HIGH SCHOOL.

IN COLLEGE AGE STUDENTS ALL AROUND THE WORLD, THE NATION SUPPORTING SUPPORTING HAMAS. A FEW DAYS AGO, A HIGH SCHOOL BASKETBALL GAME IN NEW YORK WAS STOPPED IN THE THIRD QUARTER.

DUE TO AGGRESSIVE PHYSICAL PLAY IN ANTI SEMITIC SLURS TOWARDS JEWISH ATHLETES. HAMAS IS A

[00:20:01]

TERRORIST ORGANIZATION. IT'S SLAUGHTERED. 1400 ISRAELIS RATE COUNTLESS WOMEN BEHEADED LITTLE CHILDREN AND TOOK 240 HOSTAGES. FAMOUS JEWISH PSYCHIATRIST VIKTOR FRANKL ONCE WROTE. THE HOLY COST WASN'T CREATED BY THE GERMAN MINISTRY OF DEFENSE. BUT WAS CREATED IN THE LECTURE HALLS OF ACADEMIA. END QUOTE. HE SURVIVED IT, HE WOULD KNOW. LESS THAN 15% OF AMERICANS OVER THE AGE OF 25 SUPPORT HAMAS. HOWEVER MORE THAN 48% UNDER THE AGE OF 24 SUPPORT HAMAS. I BELIEVE THIS PRO TERRORIST SENTIMENT IS A DIRECT RESULT OF YEARS OF INDOCTRINATION. LED BY D. E. I AND CRT CONCEPTS PUSHED ON THE PUBLIC SCHOOLS AND UNIVERSITY LEVEL EDUCATION. WHAT IS HAPPENING IN AMERICA? AMERICA'S EDUCATIONAL INSTITUTIONS ARE REFLECTION OF WHAT WAS HAPPENING IN 19 THIRTIES GERMANY. NEXT WEEK, WE CELEBRATE MARTIN LUTHER KING'S BIRTHDAY. A GREAT CIVIL RIGHTS LEADER SAID IN ONE OF HIS MOST FAMOUS SPEECHES. I HAVE A DREAM THAT CHILDREN WILL ONE DAY LIVE IN A NATION WHERE THEY WILL NOT BE JUDGED BY THE COLOR OF THEIR SKIN, BUT THE CONTENT OF THEIR CHARACTER. MATERIALS SUCH AS D E. I AND CRT BASED EVERYTHING ON THE COLOR OF YOUR SKIN WHILE COMPLETELY IGNORING THE CONTENT OF YOUR CHARACTER. THE PUBLIC SCHOOLS HAVE FAILED TO LIVE UP TO MLK'S DREAM. THE ACTIVIST TEACHINGS IN THE PUBLIC SCHOOLS AND UNIVERSITIES HAVE POISONED OUR CULTURE AND TURN CAMPUSES AND TO MORAL AND IDEOLOGICAL SEWERS THAT HAVE SPREAD ANTI SEMITISM, ANTI CHRISTIANITY AND ANTI CONSTITUTIONAL PRINCIPLES ON THE YOUTH. IT'S TIME TO SHED ACTIVIST MATERIAL. AND REFOCUS OUR EDUCATIONAL SYSTEM BACK TO ACADEMICS. THANK YOU. OUR NEXT SPEAKER IS CHRISTIE CRAWFORD SMITH. PLEASE. STATE THE NAME OF YOUR GROUP AND YOU SEE FIVE MINUTES. GOOD EVENING. AS YOU KNOW, I'M CHRISTIE CRAWFORD AND I'M, THE PRESIDENT OF THE HARFORD COUNTY EDUCATION ASSOCIATION PROUDLY REPRESENT 75% OF HCPS EDUCATORS. EDUCATORS WHO ARE TIRED OF YOU TALKING ABOUT THEM AND NOT TO THEM. THE LAST BOARD OF ED MEETING. NUMEROUS COMMENTS WERE MADE THAT WE ARE FAILING OUR STUDENTS.

THIS IS NOT THE FIRST TIME AND EDUCATORS ARE QUITE FRANKLY OR SICK OF YOU SAYING IT. FROM WHERE I STAND. THE ONLY PEOPLE FAILING OUR STUDENTS THIS BOARD YOU WEREN'T DOING NOTHING TO SUPPORT INSTRUCTION. INSTEAD YOU CONTINUE TO MANUFACTURE OUTRAGE AND DISRESPECT THE EXPERTS WHO PUT THEIR HEART AND SOUL INTO THEIR JOBS. SENSITIVE SEPTEMBER 18TH MEETING 11 TEACHERS RANGING FROM 1 TO 8 YEARS OF EXPERIENCE HAVE CONTACTED ME PERSONALLY TO TELL ME THAT THEY WILL NOT BE RETURNING TO HARPER COUNTY PUBLIC SCHOOLS NEXT YEAR. EACH OF THEM HAS SAID THAT THEY ARE APPLYING AND EITHER BALTIMORE OR CECIL COUNTY'S OR BOTH. THEY ALL SAID THAT THEY DO NOT WANT TO WORK FOR A BOARD OF EDUCATION WHO CONTINUALLY DISRESPECT AND DISREGARD THEM, AND THEY KNOW THAT THEY HAVE OPTIONS. THIS IS A MAJOR PROBLEM AND YOU DON'T SEEM TO BE LISTENING. BUT MAYBE IT'S BECAUSE YOU DON'T CARE. I'M NOT SURE. I REMIND YOU ONCE AGAIN THAT EDUCATORS ARE THE EXPERTS IN PUBLIC EDUCATION. IF IT'S ABOUT US, WE NEED TO INCLUDE US IN THE CONVERSATION.

IF THIS CONTINUES, NO ONE WILL WANT TO WORK IN HARTFORD COUNTY EDUCATORS HAVE OPTIONS ESPECIALLY BETTER FUNDED OPTIONS LIKE BALTIMORE COUNTY. EDUCATORS ARE ALSO TIRED OF YOU MAKING DECISIONS FOR THEM AND NOT WITH THEM. THE LATEST EXAMPLE IS A 2425 CALENDAR AT THE LAST BOARD MEETING. SOME MEMBERS OF THIS BODY PROVIDED WHAT APPEARED TO BE A SURPRISE VERSION OF THE CALENDAR. IT IS OBVIOUS THAT YOU WANTED TO POST LABOR DAY STARTS SO BADLY THAT YOU CHOSE NOT TO PROPERLY VET THE FINAL VERSION OF YOUR CALENDAR. AND BECAUSE OF THAT, THERE ARE CONCERNS THAT MUST BE ADDRESSED. ALTHOUGH YOU COMPLETELY IGNORED THE PLIGHT OF THE PLIGHT OF EDUCATORS AND THE NEED FOR AN INSTRUCTIONAL CALENDAR THAT SERVES THE NEEDS OF THIS DISTRICT. FROM AN EDUCATIONAL STANDPOINT, YOU CREATED SOMETHING THAT DOESN'T SUPPORT INSTRUCTION OR THE NEEDS OF EDUCATORS. BUT AS LONG AS SCHOOL STARTS AFTER LABOR DAY, NONE OF THAT SEEMS TO MATTER TO BE CLEAR. ACADEMIC ACHIEVEMENT MATTERS TO EDUCATORS. AND YOU SAY THAT IT MATTERS TO YOU, BUT YOUR ACTIONS TELL US OTHERWISE. THE BREAKDOWN OF THE ACA ACADEMIC QUARTERS IS A MAJOR CONCERN, AND I BELIEVE IT MUST BE ADDRESSED IMMEDIATELY. IN YOUR CALENDAR. FIRST QUARTER IS ONLY 41 DAYS. SECOND QUARTER IS 46 DAYS. THIRD QUARTER IS 44 AND FOURTH QUARTER IS 49. THERE IS OBVIOUS ABSOLUTELY NO JUSTIFICATION FOR FIRST QUARTER ONLY BEING 41 DAYS. AND ALTHOUGH YOU DON'T BELIEVE EDUCATORS WHEN WE TRY TO EXPLAIN THIS BEFORE FOUR OR FIVE DAYS DOES MAKE A DIFFERENCE IN STUDENT ACHIEVEMENT. THEREFORE FIRST QUARTER NEEDS TO BE CLOSER TO 45 DAYS. THIRD QUARTER. HAVING ONLY 44 DAYS IS PROBLEMATIC BECAUSE IT'S THE TIME OF YEAR WHEN THE

[00:25:02]

MOST INCLEMENT WEATHER HAPPENS. CLOSURES AND DELAYS WILL REDUCE THE ALREADY SMALL WINDOW FOR INSTRUCTION. YOU MAY WANT TO LOOK AT THAT AGAIN. LET'S FACE. LET'S FAST FORWARD TO FOURTH QUARTER. I WOULD LIKE TO POINT OUT THAT WITHOUT ANY INCLEMENT WEATHER AGAIN, YOU DECIDED THAT 49 DAYS IS AN APPROPRIATE LINK FOR FIRST QUARTER. FOURTH QUARTER. SORRY THE PEOPLE WHO MADE THAT DECISION WERE CLEARLY NEVER CLASSROOM TEACHERS IF THIS DISTRICT EXHAUST ALL OF THEIR INCLEMENT WEATHER DAYS, FOURTH QUARTER WILL BE 55 DAYS. I MUST ASK, BUT I'M CONFIDENT THAT I KNOW THE ANSWER. DID YOU EVEN BOTHER TO LOOK AT ANY OF THIS? DO YOU HAVE ANY UNDERSTANDING THAT THE LENGTH OF THE MARKING PERIOD IS IMPORTANT AND WHY IT IMPACTS ACHIEVEMENT? BY PROVIDING 10 WEEKS OF SUMMER VACATION. DID YOU CONSIDER HOW ANY HOW THIS WOULD IMPACT KNOWLEDGE RETENTION? HAVE YOU SPENT HAVING TO SPEND MORE TIME RE TEACHING AT THE BEGINNING OF THE SCHOOL YEAR AGAIN WITH ONLY 41 DAYS IN FIRST QUARTER, IT'S GOING TO IMPACT INSTRUCTION IN PIECING WHAT ABOUT OUR STUDENTS WHO LIVE IN POVERTY? WHAT IS YOUR PLAN TO ENSURE THAT THESE STUDENTS ARE PROPERLY FED WITHOUT THE ADDITIONAL FUNDS FROM THE FEDERAL GOVERNMENT? WE KNOW THAT MONEY ISN'T COMING FROM THIS COUNTY EXECUTIVE. WHILE YOU CLAIM TO SUPPORT THE HARD WORKING STAFF IN THE SCHOOL SYSTEM, YOU CLEARLY DO NOT SHOW IT. MEMBERS OF THIS BOARD NOT ONLY DISRESPECTED MR USMAN'S PRESENTATION ON DECEMBER 18TH, BUT YOU DISRESPECTED HIM. YOU OWE HIM AN APOLOGY. ANOTHER EXAMPLE OF YOUR CONTINUED DISRESPECT FOR HCPS EDUCATORS IS IF YOU LOOK AT YOUR 2425 CALENDAR, DECEMBER, 20TH YOU MADE THAT A FULL WORKDAY? YES IT'S AN EARLY DISMISSAL FOR STUDENTS. BUT YOU SEEM TO FORGOTTEN THAT NON INSTRUCTIONAL EMPLOYEES WHO ARE WHO ARE NOT WORKING IN A SCHOOL OR OR EVEN JUST THOSE WHO DO THAT AREN'T THERE FOR INSTRUCTION. DO NOT BENEFIT FROM A FROM A STUDENT EARLY DISMISSAL. THERE'S NO BENEFIT TO THEM THE LAST DAY BEFORE WINTER BREAK IS HISTORICALLY BEEN AN EARLY DISMISSAL HOLIDAY FOR STAFF AND YOU HAVE STOLEN THAT TIME FROM THEM. THIS WAS DISCUSSED ALL OF THE CALENDAR COMMITTEE MEETINGS. SO I LEFT TO ASSUME THAT YOU JUST DON'T CARE BECAUSE YOU DIDN'T DO ANYTHING ABOUT IT. THIS ISN'T A POPULARITY CONTEST. NOT EVERYONE IS GOING TO LIKE YOU. BUT IT WOULD BE NICE TO AT LEAST RESPECT YOU. IF YOU WANT TO GAIN OUR RESPECT AND SHOW UP WHEN IT MATTERS, SUPPORT EDUCATORS WORK TO ADDRESS REAL ISSUES WHEN NECESSARY, AND WE HAVE YET TO SEE ANY OF THAT FOR MANY OF YOU AND WE'RE WAITING. THANK YOU. OUR NEXT SPEAKER IS JANINE CANEDO.

GOOD EVENING. UM. MY GOAL IS TO SPEND THE NEXT 2.5 MINUTES, GIVING A DIFFERENT PERSPECTIVE AS TO EQUITY INCLUSION AND DIVERSITY. THOSE WHO CHAMPIONSHIP. THIS BELIEF THERE ARE DOING THE RIGHT THING. BUT. I'M GOING TO ADD AN ADDITIONAL LAYER IN THE HISTORY OF OUR COUNTRY. NEVER. HAS AN ORGANIZED EFFORT IN THE NAME OF THE E I EVER WORKED. IN FAVOR OF OUR COUNTRY. D E. I HAS LED TO DIVISIVENESS. EQUITY EQUALS EQUAL OUTCOMES, REGARDLESS OF EFFORT. THIS. DESTROYS WHAT THIS COUNTRY HAS BEEN BUILT ON. SOMEBODY ALWAYS LOSES. AND IN THIS CASE. PEOPLE ARE GETTING TARGETED AND THIS MAY BE VERY UNPOPULAR. BUT IT'S WHITE.

CHRISTIANS THAT ARE BEING TARGETED. HMM AND THIS WAS HIGHLIGHTED BY THE RECENT NASHVILLE SHOOTING OF STUDENTS OF A CHRISTIAN SCHOOL SHOOTER OPENLY COMMENTED ON THESE WHITE PRIVILEGED KIDS. IF YOU THINK WHAT YOU WERE DOING, CREATE NO HARM. YOU'RE VERY FOOLISH. UM.

IN TERMS OF THE BUDGET. I HOPE THAT THIS BOARD WILL, UH DEMONSTRATE. I DON'T JUST DEMONSTRATE SOME CLARITY IN TERMS OF WHAT MOST IMPORTANT. AND IN TERMS OF TEACHERS, AND I'LL BE REALLY BRIEF. YOU'RE PAID FOR ABOUT 100 AND 60 DAYS A YEAR. UM EVERY TEACHER SALARY

[00:30:07]

THAT I'VE LOOKED AT MAKES MORE THAN ME AND I AM A PRESCRIBER OF MENTAL HEALTH. MEDICATIONS AND PEOPLE IN CRISIS. I KNOW THIS IS WILDLY UNPOPULAR BUT GIVEN THE NUMBER OF DAYS TEACHERS WORKS.

THEY'RE MAKING A PRETTY GOOD LIVING. MHM AND I'LL BE PROVIDING COUNTY EXECUTIVE CASTLE LEE AN EXCEL SHEET TO HIGHLIGHT THAT. THANK YOU. OUR NEXT SPEAKER IS KATHY KOVALEVSKY. GOOD EVENING. IT'S BEEN SEVERAL YEARS SINCE I WAS 1/4 GRADE STUDENT AT ST DOMINIC'S, BUT THERE ARE MOMENTS OF YOUR SCHOOL CAREER THAT STICK WITH YOU. HAD A CLASSMATE NAMED PAULA. I DIDN'T KNOW POLICIES STORY, BUT POLISH UNIFORM WAS TATTERED AND TWO SMALL. HER SHOES WERE FALLING APART. SHE OFTEN APPEARED DIRTY, AND WE ALL KEPT A HEALTHY DISTANCE FROM PAULA, AND SHE WAS CONSTANTLY ANGRY AND WOULDN'T HESITATE TO TAKE A SWING AT ANYONE. IT DIDN'T GO UNNOTICED THAT ALMOST EVERY DAY AT LUNCH AS WE ARE UNPACKED OUR FOOD FROM HOME.

THAT OUR TEACHER MRS GORKY WOULD REACH INTO HER OWN BAG AND GIVE PAULA FOOD TO EAT. OCCASIONALLY ONE OF MY CLASSMATES WOULD ASK. MRS GORKY NEVER HAD HER OWN LUNCH, AND MRS KIRKY WOULD SAY WE'RE NOT GOING TO TALK ABOUT THAT. THEN ONE DAY PAULA WAS ABSENT. AND INSTEAD OF WORKING OUT OF OUR RELIGION BOOKS, MRS GORKY READ FROM THE GOSPEL OF MATTHEW, WHERE JESUS TALKS ABOUT BEING FED WHEN HUNGARY BEING PROVIDED DRINK WHEN THIRSTY AND BEING CLOSED WHEN NAKED. WHEN ASKED WHEN THESE THINGS OCCURRED , JESUS REPLIED. WHATEVER YOU DID, FOR THE LEAST OF MY BROTHERS YOU DID FOR ME. MRS. KIRKY NEVER MENTIONED PAULA'S NAME DURING THAT LESSON. BUT ANYTIME AFTER WHEN A STUDENT ASKED WHY SHE GAVE PAULA FOOD, MRS GORKY WOULD REPLY. REMEMBER WHAT THE GOSPEL OF MATTHEW TOLD US? HELPING OTHERS IS NOT EXCLUSIVE TO CHRISTIANITY. ALL RELIGIONS THAT I KNOW OF CALL ON THEIR FOLLOWERS TO PERFORM WORKS OF CHARITY AND TO HELP THE LESS FORTUNATE AND FOR THOSE WHO CHOOSE TO FOLLOW NO RELIGION AT ALL HELPING OTHERS IN NEED. IT'S JUST PART OF BEING A DECENT, CARING HUMAN BEING. WHILE IT WOULD BE WONDERFUL IF ALL OF OUR STUDENTS CAME TO SCHOOL EVERY DAY WITH THEIR BASIC NEEDS MET. THAT ISN'T OUR REALITY. AND THE COMMUNITY SCHOOLS MODEL LOOKS TO ADDRESS THOSE BASIC NEEDS FOR THOSE STUDENTS AND FAMILIES THAT NEED HELP. COMMUNITY SCHOOLS HELP TO PROVIDE FOOD, CLOTHING AND EDUCATIONAL MATERIALS AND INSIST ASSIST IN CONNECTING FAMILIES TO COMMUNITY RESOURCES. RESEARCH PROVIDES A STRONG JUSTIFICATION FOR USING COMMUNITY SCHOOLS TO MEET THE NEEDS OF LOW ACHIEVING STUDENTS IN HIGH POVERTY SCHOOLS AND TO HELP CLOSE OPPORTUNITY AND ACHIEVEMENT GAPS FOR STUDENTS FROM LOW INCOME FAMILIES. STUDENTS OF COLOR ENGLISH LEARNERS AND STUDENTS WITH DISABILITIES. SO WHEN I HEAR PEOPLE ADVOCATE FOR CHRISTIANITY IN OUR SCHOOLS AND THEN SPEAK AGAINST COMMUNITY SCHOOLS, I'M TRULY PUZZLED. PERHAPS THOSE WHO ARE SO TAKEN ABACK BY THE THOUGHT OF FEEDING HUNGRY CHILDREN AND MAKING SURE BASIC NEEDS ARE BEING MET SO THAT THOSE CHILDREN STAND. THE BEST CHANCE OF LEARNING SHOULD SPEND A FEW DAYS IN SOME OF OUR MORE ECONOMICALLY CHALLENGED SCHOOLS. AND LOOK AT THE FACES OF THE CHILDREN BEFORE TAKING SUCH UMBRAGE WITH THE COMMUNITY SCHOOLS MODEL. IT IS MY HOPE THAT THE NUMBERS COMMUNITY SCHOOLS WILL CONTINUE TO GROW, AND I'M HAPPY TO SEE MY TAX DOLLARS INVESTED IN OUR NEEDY CHILDREN. SO WISELY. THANK YOU. OUR NEXT SPEAKER IS ROB COLLINS. IT'S MY FIRST BOARD MEETING.

LITTLE NERVOUS ABOUT THANK YOU, WADE FOR ALL OUR COMMUNICATIONS DEALING WITH THIS ISSUE ABOUT TO BRING UP AND THANKS FOR ALL YOUR BOARD MEMBERS, FOR ALL YOU DO FOR OUR COMMUNITY. YOU GUYS HAVE A REALLY IMPORTANT JOB. UM IF YOU WERE TO GOOGLE WHAT IS THE WORLD'S OLDEST SPORT? YOUR SEARCH RESULTS WOULD SHOW YOU THAT IT'S WRESTLING. ORIGINATED AROUND 3000 BC IN EGYPT AND MESOPOTAMIA. THE SPORT OF WRESTLING BEEN AROUND FOR OVER 5000 YEARS YET IN 2020 FALSE IN HIGH SCHOOL, TOOK THE REST OF THEM AWAY FROM THE WRESTLERS. AND TURN IT INTO AN ATHLETIC ROOM. SINCE THEN, THERE HAVE BEEN PLENTY OF EXCUSES AND FINGER POINTING AS TO WHY THE WRESTLING ROOM WAS MOVED AND WHY THEY CAN'T GET IT BACK. IN THE 30 YEARS THAT I'VE BEEN WRESTLING THAT I'VE INVOLVED IN THIS RUSTLING COMMUNITY ALL ACROSS OUR STATE AND OUR COUNTRY . I'VE NEVER BEEN TO HIGH SCHOOL THAT DID NOT HAVE A WRESTLING ROOM. NOW ONE OTHER SPORT OF PAULSON WAS KICKED OFF THEIR HOME THEIR FIELD THEIR COURT ANYWHERE THAT THEY'RE SUPPOSED TO PRACTICE EXCEPT FOR THE WRESTLING TEAM. INSTEAD. NOW THE TEAM HAS BEEN RELEGATED TO A SECOND FLOOR QUAD IN THE MIDDLE OF CLASSROOMS FOR EACH DAY. THEY'VE GOT TO SPEND AN HOUR

[00:35:04]

SETTING UP THE MAT AND OUR TAKING DOWN THE MAP. THIS IS ALSO A COST PROHIBITIVE WITH THE QUALITY OF THE EXPENSIVE TAPE. HMM IT DOESN'T END THERE. IT KIND OF JUST SNOWBALLS ARE JUNIOR LEAGUE TEAM THIS YEAR HAS 111 WRESTLERS IN IT. IT'S THE LARGEST RIGHT REC TEAM IN HARFORD COUNTY. WE'VE BEEN RELEGATED TO THE MIDDLE SCHOOL AND AUXILIARY GYMNASIUM. TWO DAYS A WEEK OR AGAIN. WE'VE GOT TO GET THERE AN HOUR EARLY TO SET UP AND STAY AN HOUR LATE TO TAKE EVERYTHING DOWN. HMM. IF WE HAD A RESTING ROOM. LIKE MOST LIKE ALL OF THE HIGH SCHOOL I'VE EVER BEEN TO HAS THIS WOULD NOT BE HAPPENING ALL JUNIOR LEAGUES RUSSELL AND PRACTICE AT THE HIGH SCHOOL WRESTLING THAT TEAM WE WOULDN'T HAVE TO WORRY ABOUT TAKING DOWN MATT SETTING UP MATS AND THE KIDS WOULD HAVE THEIR HOME BACK. HMM. THIS ISSUE IS NOT GOING ANYWHERE. THE PROGRAM IS GETTING BIGGER AND IGNORING THIS IS NOT GOING TO MAKE IT GO AWAY. WRESTLING IS ONE OF THE MOST AFFORDABLE SPORTS AS WELL AS THE ONLY EQUIPMENT YOU NEED IS A 30 PAIR $30 PAIR OF WRESTLING SHOES. I FEEL IT. OVER THE PAST THREE YEARS, WE HAVE FAILED OUR STUDENTS AND OUR WRESTLERS AT FALLSTON HIGH SCHOOL, AND IT DOESN'T SEEM LIKE ANYTHING IS GOING TO HAPPEN RIGHT NOW, BECAUSE ALL THE SUGGESTIONS THAT WE'VE BEEN MADE HAVE JUST FALLEN ON DEAF EARS.

AND FINALLY, A WRESTLING MAT ONLY TAKES UP 1500 SQUARE FEET OF ROOM. I THINK THERE ARE SEVERAL SOLUTIONS THAT WOULD BE ACCEPTABLE TO CORRECT THIS ISSUE . AND I HOPE THAT WE CAN FIND A SOLUTION TO THIS TOGETHER. THANK YOU GUYS, FOR ALL YOU DO. OUR NEXT SPEAKER IS CHRISTINA LYNN OSHA. YES WE DO NEED GOD BACK IN OUR SCHOOLS. ONLY FEAR THE LORD AND SERVE HIM IN TRUTH WITH ALL YOUR HEART FOR CONSIDER HOW GREAT THINGS HE HAS DONE FOR YOU FIRST. SAMUEL. TOP ALBERTA HEALTH SERVICES EXECUTIVE, DR ALBERT DAVID VILLIERS WAS CONVICTED OF SEXUALLY ASSAULTING A SEVEN YEAR OLD BOY AND HE WAS SENTENCED TO 5.5 YEARS IN PRISON ON JUNE 13TH 2023. THE EXECUTIVE WAS CHARGED WITH SEXUALLY TOUCHING IT WITH MAKING SEXUALLY EXPLICIT MATERIALS AVAILABLE TO A CHILD. THE VICTIM'S STATEMENT DESCRIBED THAT HE FELT PAIN IN HIS HEART AND THAT ITS HEART TURNED BLACK AFTER BEING SHOWN PORNOGRAPHY. WE NEED TO DISCONTINUE THE EVIL PRACTICE OF MAKING PORNOGRAPHY AND SEXUALLY EXPLICIT READING MATERIALS AVAILABLE TO OUR CHILDREN, AS MENTIONED IN THE ALBERTA HEALTH SERVICES EXECUTIVES CASE THE CHILD WAS SEVERELY TRAUMATIZED BY THE PORNOGRAPHY PUT IN FRONT OF HIM. HE FELT PAIN IN HIS HEART AND HIS HEART TURNED BLACK, HE SAID. THIS IS WHAT WE ARE DOING TO OUR CHILDREN EVERY DAY IN THE HARTFORD COUNTY PUBLIC SCHOOLS WE'RE TAKING AWAY THEIR CHILDHOOD INNOCENCE WITH EVERY PORNOGRAPHIC AND SEX FILLED BOOK ON EVERY SCHOOL DAY THAT THOSE BOOKS WERE ALLOWED TO REMAIN AVAILABLE TO OUR CHILDREN. IN 1969, VICE PRESIDENT, PLANNED PARENTHOOD PARENTHOOD FEDERATION OF AMERICA CREATED A SET OF PROPOSALS TO LIMIT THE U. S POPULATION GROWTH. ACCORDING TO THE ARTICLE . UST POPULATION PLAN HITS NEW MILESTONE ANOTHER PART OF THE STRATEGY IS USING GENDER CONFUSION, IDEOLOGY TO PREVENT MASS BIRTHS, WHEREAS MEN AND WOMEN NATURALLY BREED MASCULINE IZING WOMEN AND FEMINIZING MEN CONTRAVENING GENERAL GENDER NORMS IS AN EFFECTIVE WAY TO STAGNATE A POPULATION SO NOT ONLY ARE WE TELLING OUR CHILDREN LIES ABOUT THEIR GENDER, LEADING THEM IN THE DIRECTION OF UTILIZING IRREVERSIBLY HARMFUL, HARMFUL DRUG TREATMENTS AND SELF MUTILATING SURGERIES, THEREFORE, INDIVIDUALLY HARMING OUR CHILDREN, BUT WE'RE ALSO CONTRIBUTING TO THE DEMISE OF OUR SPECIES. WE ARE AGREEING TO OUR OWN EXTINCTION. GENDER IS NOT A CHOICE. LET'S LOVE OUR CHILDREN, ENOUGH TO GIVE THEM THE TRUTH AND NOTHING BUT THE TRUTH. PROVERBS 31 8 SPEAK UP FOR THOSE WHO CANNOT SPEAK FOR THEMSELVES ENSURE JUSTICE FOR THOSE BEING CRUSHED. GOD DESTROYED SODOM AND GOMORRAH FOR THE VERY SAME THINGS WE ARE PROMOTING AND TEACHING IN SCHOOLS, MORAL RELATIVES, MORAL RELATIVISM IS THE NEW RELIGION. LET'S NOT MAKE OURSELVES A TARGET FOR GOD'S WRATH AS THEY DID WHATEVER YOU DECIDE, YOU WILL BE JUDGED. RIGHTLY OUR CHILDREN'S LIVES ARE IN YOUR HANDS. MAY GOD BLESS AND GOD, YOU AND YOUR DECISION MAKING OUR NEXT SPEAKER IS JACOB BENNETT.

HELLO JACOB BENNETT, HARTFORD COUNTY COUNCIL AND PUBLIC SCHOOL TEACHER FIRST THANK YOU FOR MAKING THE WEATHER CALLED EARLY FOR TOMORROW. I DON'T THINK ANYBODY WAS ON THE BOARD IN 2018 WHEN THE WIND STORM HIT. UM BUT THE CALL WAS NOT MADE EARLY ENOUGH TO DO AN EARLY DISMISSAL BEYOND AN HOUR AND THAT CAUSED OUR SCHOOLS AND HAVING DEGREES. I MEAN, HAVING DEGREES ELEMENTARY SCHOOL DINK AT OUR LAST BUS IN UNTIL, LIKE, EIGHT O'CLOCK AT NIGHT, AND THEN TEACHERS WEREN'T GETTING HOME UNTIL 11 O'CLOCK MIDNIGHT OR NOT HOME AT ALL. SOME TEACHERS HAD PARK ON THE SIDE OF THE ROAD AND SLEEP, SO HOPEFULLY A THREE HOUR EARLY DISMISSAL MEANS THAT IF THERE ARE ANY ROAD CLOSURES, PEOPLE ARE SAFE. UM REAL QUICK TONIGHT. JUST WANT TO TELL YOU, UH, A LITTLE BIT ABOUT THE STORY OF FREDERICK DOUGLASS, HIS IN SLAVERS WIFE TRIED TO TEACH

[00:40:05]

FREDERICK DOUGLASS HOW TO READ AND WHEN THE ENSLAVE ER, UH, FOUND OUT, THEY SAID IT WOULD FOREVER UNFIT HIM TO BE A SLAVE. IF HE KNEW HOW TO READ. HE WOULD THAT ONCE BECOME UNMANAGEABLE AND OF NO VALUE TO HIS MASTER WHEN FREDERICK DOUGLAS HURD, HIS IN SLAVERS SAY THIS HE SAID HE UNDERSTOOD THE WHITE MAN'S POWER TO ENSLAVE THE BLACK MAN AND TO KEEP THE PATHWAY FROM SLAVERY TO FREEDOM. OVER THE NEXT EIGHT YEARS. HE TAUGHT HIMSELF IN SECRET HOW TO READ, UM, HE TAUGHT HIMSELF TO WRITE BY WATCHING PEOPLE AT THE SHIP DOCKED DO THEIR JOBS AND BY TRICKING WHITE CHILDREN INTO CHALLENGES OF OH, I CAN WRITE BETTER THAN YOU. UM RIGHT TO THAT STATEMENT. WE WISH TO SAY THAT EDUCATION WILL NEVER COST THIS COMMUNITY OR ANY OTHER COMMUNITY WHAT IGNORANCE WILL IF THE LATTER IS ALLOWED INPUT FOR THIS BOARD. UNFORTUNATELY THE TIME LOCATION AND LOGISTICS OF THIS MEETING SIGNIFICANTLY LIMITED THE NUMBER OF STUDENTS WHO ARE ABLE TO PARTICIPATE STUDENTS WHO DID NOT LIVE NEAR THE AREA MAY NOT HAVE HAD AN OPPORTUNITY IF THEY DON'T DRIVE OR IF THEIR PARENTS WEREN'T ABLE TO DRIVE THEM THERE. AND THIS WAS EXACERBATED BY NOTICEABLE

[00:45:21]

PRESIDENT POINT THAT'S ALL THE SPEAKERS TO SEE ME. THANK YOU. THANK YOU FOR ALL OF YOUR PUBLIC

[A. Consent Agenda]

COMMENTS THIS EVENING, SO WE'RE GOING TO MOVE ON TO OLD BUSINESS. THERE IS NO OLD BUSINESS TO TAKE CARE OF THIS EVENING, MOVING ON TO ITEM A CONSENT AGENDA. MISS HAN. PLEASE READ THE CONSENT AGENDA ITEMS. NUMBER ONE CONTRACT AWARD FILTERS NUMBER TWO CONTRACT AWARD TV STUDIO AND SOUND REINFORCEMENT INSTALLATIONS AND UPGRADES. THANK YOU. IT'S MY UNDERSTANDING, MISS COKER THAT YOU HAD A WHOLE NUMBER TWO OFF NUMBER TWO OFF. OKAY SO, UM, WE WILL PULL OFF NUMBER TWO TV STUDIO AND SOUND REINFORCEMENT, INSTALLATION AND UPGRADES. SO WE HAVE A MOTION AND A SECOND, THEN TO APPROVE THE CONSENT AGENDA ITEM ONE. THIS IS MELISSA AND I MOVE THAT WE APPROVE CONSENT. AGENDA ONE. THANK YOU. IS THERE A SECOND? MATERIALIZE SECOND.

THANK YOU ALL. I HAVE A QUESTION . THIS IS CAROL. BRUCE I'M READINESS. OH, SURE. HELLO. YES YOU I THOUGHT THAT THERE NEEDED TO BE A MOTION TO PULL IT OFF AND NOT JUST UH, YOUR STATEMENTS TO REMOVE IT. NO ANYBODY CAN REQUEST IS THAT RIGHT? YEAH. AND THE REST OF US DON'T VOTE ON IT.

NO, WE'LL HAVE DISCUSSION AND THEN WE'LL VOTE ON THAT SEPARATELY. SO IT'S JUST THAT THERE'S TWO. THERE'S TWO THINGS ON THE CONSENT AGENDA, SO WHEN WE PULL ONE OF THEM OFF THE CONSENT AGENDA JUST BOILS DOWN TO THE ONE ITEM, BUT I KNOW THAT IN THE PAST WE'VE HAD MOTIONS TO REMOVE MOVED TO REMOVE WHAT ITEM WHATEVER. I'M LOOKING AGENDA, AND WE GET A SECOND NOW HAS CHANGED. THAT'S ALL I'M QUESTIONING. I'M NOT AWARE THAT WE'VE DONE THAT IN THE PAST. I ENDED IT BECAUSE SHE WAS MISINFORMED. OH YEAH. OKAY. I THINK SHE'S CONFUSING THAT RIGHT , SO IT IT HAPPENED ONCE, BUT THAT WAS THAT WAS CORRECTED. I THINK ON THE SPOT INCORRECT, SO, YEAH, ANYBODY CAN REQUEST FOR ANY ISLAND TO BE REMOVED. SO HOPEFULLY THAT CLEARS THAT UP.

SO WE HAD A MOTION. IS THERE A SECOND? TERRY SECONDARY. OKAY SORRY I MISSED THAT. THANK YOU.

SO UM, JUST SO WE'RE CLEAR FOR THOSE THAT ARE JOINING US. VIRTUALLY THE MOTION IN THE SECOND IS CURRENTLY TO APPROVE THE CONSENT AGENDA, WHICH HAS BEEN WHITTLED DOWN TO ITEM NUMBER ONE CONTRACT AWARD ON H VAC FILTERS ALL IN FAVOR. PLEASE SAY YES. YES, YES. RECORD THE VOTES VIRTUALLY AS WELL. I COULDN'T HEAR. I DIDN'T ASK HER POSTER WAS WAITING FOR YOU TO SAY SORRY I COULDN'T HEAR. WHAT DID THEY SAY? OKAY OKAY. UH, ANY OPPOSED? PLEASE SAY NO. THANK

[A.2. Contract Award: TV Studio and Sound Reinforcement Installations and Upgrades]

YOU THAT PASSES, SO WE'RE GOING TO DISCUSS THEM. UH CONTRACT AWARD FOR TV STUDIOS. DO WE HAVE SOMEONE THAT CAN SPEAK ON BEHALF OF THIS THIS EVENING? COULD WE ASK MR MORE? HERE'S WHAT? OH, YOU'RE ONLINE. OKAY, ALRIGHT. MS CLAIM HERE. OKAY I DID GET SOME ADDITIONAL INFORMATION ABOUT THIS, AND IT WAS LISTED THAT UM MAGNOLIA MIDDLE SCHOOL, WILLIAMS. WE MUST JAMES HAVE ANTIQUATED SOUND SYSTEMS. UM AND THEN THE. ANYWAY AND THEN THE BOARD EQUIPMENT IS FAILING TO PROVIDE A STABLE PRODUCTION FOR MEETINGS. UM AND THIS IS IN THE TECHNOLOGY BUDGET, BUT THE REST ARE SCHOOL BASED, FUNDED. AND SO THIS IS AN IDEA LIKE YOU CONTRACT. UM IS IT TRUE THEN THAT ANYTHING? OVER $100,000 ON THE CONTRACT WILL COME BACK FOR ANOTHER VOTE. SAME ONE. YOU COULD GO AHEAD, JEN. SORRY THIS IS JEN CORNER SUPERVISOR OF PROCUREMENT. THE IDEA IS TO GET THE CONTRACT APPROVED BECAUSE WE DON'T KNOW EXACTLY OR THE ENTIRE CONTRACT APPROVED OVER 100,000 BECAUSE WE DON'T KNOW WHAT SPEND WILL COME. WE KNOW THAT IT WILL BE OVER 100 WITH ALL THESE PROJECTS THAT YOU JUST LISTED, BUT THERE MAY BE MULTIPLE OTHERS THAT WILL ADD. ADDITIONAL MONEY TO WHAT IS BEING SPENT ON THESE PROJECTS. I JUST WONDER IF WE DON'T KNOW WHAT'S COMING AND HOW

[00:50:07]

MUCH OVER 100,000. IT'S GOING TO BE. HOW CAN WE KNOW THAT? IT'S IN OUR BUDGET? BUDGET BUDGET WAS APPROVED, ACCORDING BUDGET LINES WERE APPROVED ACCORDING TO EACH CATEGORIES. OBVIOUSLY WE WON'T SPEND OVER THAT BUDGET AMOUNT, UM, BOARD POLICY STATES THAT WE WANT TO CONTRACT ITSELF ITSELF IS OVER. 100,000 WE COME TO THE BOARD, SO THIS IS GOING TO THROW US OVER THE 100,000. AND WE'RE ASKING FOR CONTRACT APPROVAL SO I CAN CHIME IN AS WELL. SO ANY CONTRACT THAT EVEN HAS THE POTENTIAL TO GO OVER 100? 1000 WILL COME TO THE BOARD FOR APPROVAL. NOW IN MOST CASES, IT WILL GO OVER 100,000. WE PROBABLY HAVE SOME THAT WE APPROVE THAT DON'T HIT 100,000 FOR WHEN CERTAIN CONDITIONS HAPPEN. I THINK ONE OF THE CHALLENGES THAT THIS BOARD IS HAVING IS REALLY TRYING TO UNDERSTAND THAT WE'RE JUST NOT WRITING A BLANK CHECK FOR ANYTHING OVER 100,000. AND THEN THE BOARD LOSES PURVIEW AND OVERSIGHT OF THAT BEYOND THAT, SO I TALKED TO DR DAVIS EARLIER TODAY, ONE OF THE THINGS THAT WE ARGUED THAT THE BOARD IS THAT WILL BE ASKING FOR MOVING FORWARD. IS ON EACH OF THESE CONTRACTS, WHICH ARE SIMILAR TO I DIC INDEFINITE DELIVERY, INDEFINITE QUANTITY, MEANING THERE'S NO CEILING ON IT, WHETHER IT'S A FINANCIAL CEILING OR TEMPLE, SEALING THAT THERE WOULD JUST BE A ONE PAGER ATTACHED TO THIS THAT HAS A PROJECTION HIGHER, MEDIUM OR LOW PROJECTION BASED ON EITHER HISTORIC OR IF THERE'S NO HISTORIC, SAY PROJECTION IN THE FUTURE. OF WHAT WOULD ACTUALLY BE SPENT AGAINST THIS CONTRACT. WOULD THAT BE SOMETHING THAT WE COULD PROVIDE MOVING FORWARD? WE'RE GOING TO THIS IS THIS. IS IT A ANDREW MORE? UM I THINK IN THE PERFECT WORLD THEY ANSWER IS YES, WE COULD. UM MANY OF WHAT WE UTILIZE THIS CONTRACT FOR IS FOR FAILURES. UM AND WE NEED IMMEDIATE, UM, CORRECTION. TWO SYSTEMS. UM I DON'T HAVE A CRYSTAL BALL. I CAN'T PREDICT WHAT THAT FUTURE MIGHT BE. SO, UM. I'M CONCERNED THAT WE ARE GOING TO PUT SOMETHING IN PLACE IS GOING TO HINDER US IN BEING ABLE TO REPAIR THINGS IN A TIMELY MANNER. UH, UM, ESPECIALLY SINCE WE'RE TALKING ABOUT A BOARD MEETING HERE. ONE OF THE THINGS IS THE BOARD CONTROL ROOM. SHOULD A THAT EQUIPMENT FAIL, AND WE CAN'T GET A TIMELY REPAIR THAN OUR BOARD MEETINGS ARE IN JEOPARDY OR JUST TO BE CLEAR. I'M NOT ASKING FOR ANYTHING THAT WOULD DELAY ANY DECISIONS ONCE ONE OF THESE CONTRACTS WAS PUT INTO PLACE. I THINK THE BOARD IS JUST LOOKING FOR A GOOD FAITH ESTIMATE OF HOW MUCH WOULD BE SPENT ON THAT CONTRACT. THIS IS JOHN HORNER AGAIN. PROCUREMENT SUPERVISOR. UM AGAIN, WE DO LOOK AND FORECASTS OUT AS MUCH AS WE CAN.

OBVIOUSLY WE'RE CLOSE TO THE 100,000. THAT'S THE REASON WHY WE'RE HERE TONIGHT ASKING FOR APPROVAL FOR THIS CONTRACT BECAUSE WE KNOW IN FACT, IT WILL GO OVER THE 100. UM WE CAN PROVIDE HISTORICAL DATA, BUT IT REALLY WON'T HELP. I DON'T IT CAN HELP, BUT IT CAN'T HELP. I DID LOOK UP THE SPEND THAT WE UTILIZE THIS CONTRACT LAST YEAR WHEN WE SPENT $10,000 SO THAT'S NOT REALLY GOING TO GIVE YOU A GOOD IDEA WHAT WE ARE OBVIOUSLY GOING TO SPEND, YOU KNOW THIS YEAR. SO, UM WE ARE GOING TO WORK ON THE REQUEST THAT YOU HAVE, BUT AGAIN, LIKE DREW SAID.

I'M NOT REALLY SURE IF WE'RE GOING TO BE ABLE TO PREDICT THE FUTURE OF THE SPEND THAT WE MIGHT HAVE THE ONLY THING THAT WE KNOW THAT IS IT GOING TO GO OVER 100? THE ANSWER IS, YES, THAT WE KNOW WE NEED TO COME TO THE BOARD FOR APPROVAL ON THE ACTUAL CONTRACT TO SPEND OVER 100,000. SO IF I CAN JUST ADD ONE THING HERE, MAYBE IT'S THE FOCUS IS OFF A LITTLE BIT. UM I WOULD ARGUE THAT ONE OF THE QUESTIONS. WHEN WE BRING A CONSENT AGENDA ITEM LIKE THIS IS ABOUT WHO WERE AWARDING THE CONTRACT TO THAT'S REALLY WHAT YOU'RE APPROVING. YOU APPROVE HOW MUCH WE SPEND ON THINGS IN THE BUDGET. THIS ISN'T A BUDGET NOW. IT IS MONEY. UM, BUT OBVIOUSLY AS AS JEN JUST DESCRIBED. I MEAN, WE CAN THINK OF MANY EXAMPLES WHERE WE COULD SPEND $1000 IN A YEAR OR WE COULD HAVE SPENT A MILLION DOLLARS IN A YEAR. BOILERS ANY ELECTRICAL SO YOU KNOW WHEN HE KIND OF MADE YOUR SYSTEM IN SCHOOL, I MEAN, AND SO THE WHOLE POINT IS TO HAVE AN APPROVED VENDOR AVAILABLE TO US, UM, KNOWING THAT WE MAY NEED TO SPEND MORE IN THOSE AREAS, SO IN TERMS OF APPROVING THE AMOUNT OF DOLLARS AND CENTS THIS GIVES YOU OBVIOUSLY WE HAVE A LINE THAT THE BOARD YEAH, WE'RE REQUIRED TO GET APPROVAL FOR A SPECIFIC VENDOR. IF WE'RE SPENDING UM MORE THAN $100,000 ON THAT VENDOR. IF WE HAD 10 VENDORS WE

[00:55:06]

WANTED TO USE IN THIS AREA. WE'RE SPENDING $10,000 EACH WITHIN. THAT WOULDN'T EVEN COME TO THE BOARD, RIGHT? I MEAN, IT'S SO IT'S MORE ABOUT THE VENDOR THAN IT IS ABOUT THE DOLLAR AMOUNT, BUT WE RUN INTO THIS THING WHEN YOU KNOW WE SPENT OVER $100,000. IN THE CIRCUMSTANCES WHEN. WE HAVE A SPECIFIC THING WE'RE ASKING FOR. THAT'S OVER $100,000 AND WE HAVE A BID, AND WE HAVE A SENSE OF HOW MUCH THAT INDIVIDUAL THING WOULD BE. WE WILL ALWAYS GIVE THAT TO YOU. OTHERWISE ESTIMATES. UM YOU KNOW, LIKE IN THIS CASE. AS DREW SAID. IT'S BASED MOSTLY ON FAILURES. YOU KNOW, WE DON'T KNOW HOW OFTEN THINGS ARE GOING TO FAIL. YOU KNOW, OUR GOAL IS TO SPEND AS LITTLE MONEY AS POSSIBLE. ALSO I MEAN, WE SHARE THAT GOAL WITH YOU, AND SO UM, BUT AGAIN, ONE OF THE QUESTIONS WE HAVE IS SORT OF AN ETHICS QUESTION, OR DO WE SEE ANY MAJOR ISSUES WITH THIS PARTICULAR VENDOR? I MEAN, I THINK THAT'S MORE OF THE AREA WHERE WE BRING SOMETHING FOR CONSENT AGENDA. THAT'S THAT'S KIND OF THE FOCUS AND ALSO TO ENSURE THAT WE'RE FOLLOWING THE PROCESS TO DO A RESPONSIBLE BIG PROCESS WHICH I FEEL CONFIDENT WE ARE YOU KNOW THAT VERY HELPFUL. THANK YOU, UM BUT IN THE EXHIBIT, THERE'S NO INFORMATION ABOUT HOW THE VENDOR WAS CHOSEN. WHEN I EMAILED, IT SAID, UM, THANK YOU SAID IT WAS THE LOWEST BIDDER. BUT WHAT PARAMETERS WERE THEY GIVEN TO BID IN ORDER? FIVE FOR, YOU KNOW , UM PEOPLE TO EXPRESS INTEREST IN BIDDING. THEY KIND OF NEED TO KNOW THE PARAMETERS. SO WITHOUT NONE OF THAT INFORMATION ISN'T HERE THAT INFORMATION WE HAVE NOW WE TRIMMED DOWN WHAT WE GAVE YOU BASED ON OTHER QUESTIONS, AND WE TRIED TO MAKE THESE EXHIBITS SORT OF MORE SPECIFIC AND TARGETED TO THE QUESTIONS WE GOT IN EARLY ON. SO I MEAN, WHAT YOU JUST ASKED. I MEAN, CORRECT ME IF I'M WRONG, JEN OR DEBORAH? UM THERE'S MUCH MORE WE CAN GIVE YOU ABOUT WHAT HAPPENS WITH THE BID, PARTICULARLY WITH WHO'S CHOSEN. WE'VE DONE THINGS LIKE THAT IN THE PAST. I MEAN, YOU KNOW THAT THERE WERE THREE RESPONSES RECEIVED OR AT LEAST RESPONSIVE STEP KIND OF FIT THIS BID REQUEST. AND WE CAN GIVE THEM WE CAN PROVIDE YOU WITH THAT INFORMATION. UM SO IF IT'S ABOUT THE CONTENT AREA, BUT THE DOLLAR FIGURE IS A DIFFERENT THING. SO DR PAULSON, I CAN JUMP AND JUST A BRIEF OVERVIEW, SO THIS WAS AN INVITATION TO A BIT A BIT IS BASED ON LOW DOLLAR SO WHOMEVER COMES IN FOR THE SCOPE OF WORK THAT WE'VE PROVIDED THEM IN THE INVITATION FORBID WHOEVER AND SORRY IT MEETS ALL THE QUALIFICATIONS THAT WE HAVE LISTED OUT IN THE INVITATION FOR BED AND GOES THROUGH EVALUATION PROCESS AND APPEARS TO BE THE APPARENT LOW, RESPONSIVE, RESPONSIBLE BIDDER IS THE ONE THAT AWARDS AGAIN. IT DEPENDS ON THE BID ON HOW WE'RE PLACING THE AWARD. WHETHER IT'S THE MULTIPLE BIDDERS OR JUST ONE THAT ARE SO REALLY DEPART, DETERMINES WHAT WE'RE WHAT WE'RE LOOKING AT ON THIS ONE, I BELIEVE, AND I CAN GET BACK TO YOU IF IT WAS THE LOWEST BIDDER, AND WE ONLY AWARDED TO ONE PERSON, UM SO WE HAD THREE RESPONSES THEY'RE POSTED ON HTTPS .ORG, AS WELL AS IN MARYLAND MARKET, PLEASE, WHICH ARE THE TWO REQUIREMENTS THAT WE HAVE SOLICIT BIDS ARE THESE ETCETERA, SO THAT'S KIND OF JUST THE BACKGROUND. IT WAS A BID AND IT WAS BASED ON LOW DOLLAR. AND JEN. CORRECT ME IF I'M WRONG, BUT WHEN THIS CONTRACT WAS FIRST PUT IN PLACE IT WAS BROUGHT TO THE BOARD FOR APPROVAL. DREW I'M NOT 100% SURE. I HAVE TO LOOK BACK AT THAT. OKAY? THIS IS CAROL. BRUCE I WANNA I WANNA I COMMEND THE STAFF ON THIS ONE BECAUSE THIS IS GOING TO I LOVE HER. FENDER AND I HARPER COUNTY. AND I THINK THAT WHAT YOU'RE ASKING FOR THAT THAT THAT MAKES IT MORE VALUABLE THAN THEY WILL BE AVAILABLE. TO DO THE THINGS THAT ARE NECESSARY BECAUSE THEY ARE LOCALS. I JUST WANT TO COMMEND BEFORE. THAT IDENTIFYING AND GETTING SOMEONE FROM PARKER CAN THANK YOU. THANK YOU. OH SORRY. TRUE JUST REQUEST YOUR YOU WERE CORRECT. NOVEMBER 8 2021. IT CAME BEFORE THE BOARD. OKAY THANK YOU, MISS COCKROACHES. THIS SATISFY YOUR INQUIRY. YEAH, THE GOOD INFORMATION. I THINK SO. OKAY THANK YOU. MAY I HAVE A MOTION AND A SECOND TO? I'M SORRY. WHAT YOU HAVE ANOTHER QUESTION JUST HAVE A CONCERN BECAUSE THIS TERM IS THROUGH NOVEMBER 8TH OF 2024. AND WE DON'T EVEN KNOW WHAT OUR BUDGET IS FOR 2024 CURRENTLY EXCUSE ME. I'M SORRY. THAT'S WHAT I WAS GONNA SHARE EARLIER, SO THIS CONTRACT EXPIRES IN 2024 . WE MAY ENTER INTO A CONTRACT THAT GOES WELL BEYOND 2024, DR PAULSON SAID. WE'RE LOOKING AT THE CONTRACT VEHICLE BECAUSE LET'S ASSUME THAT THE PARTICULAR

[01:00:05]

ITEM IS ONLY GOING TO BE PAID FOR OUT OF CAPITAL DOLLARS. WE ABSOLUTELY NO DON'T KNOW WHAT OUR CAPITAL BUDGET WILL BE FOR NEXT YEAR OR THE YEAR AFTER ASSUMING A CONTRACT COULD GO THAT LONG. SO ONCE THAT BUDGET IS FINALIZED, LET'S SAY THERE'S NO CAPITAL DOLLARS ASSIGNED FOR THE PARTICULAR THING THAT WE'RE LOOKING TO OUR WE HAVE A CONTRACT FOR IF THERE'S NO BUDGET, WE WILL NOT BE PURCHASING ANYTHING FOR THAT. BUT IF THERE IS A BUDGET OR THERE'S AN EMERGENCY NEED THAT WE HAVE WE HAVE A VENDOR THAT WE CAN GO TO MAKE THAT PURCHASE AT THAT TIME. SO AGAIN, WE'RE APPROVED. YOU ARE APPROVING CONTRACT VEHICLE WITH A VENDOR OR MULTIPLE VENDORS. SHOULD THAT BE THE CASE IN ORDER TO BUY FROM THEM. YOU'RE NOT NECESSARILY APPROVING THE PURCHASE PRICE IS BECAUSE THE BUDGET IS THE DETERMINATION OF WHAT FUNDING WE HAVE AVAILABLE TO PURCHASE ITEMS INTO GENERALIZE THAT ANY CONTRACT VEHICLE WOULD BE DIVIDED LIKE WOULD BE SIMILAR. WE'RE APPROVING A CONTRACT VEHICLE, WHICH IS ALWAYS GOING TO BE SUBJECT TO THE BUDGET AND BUDGET CONSTRAINTS THAT ARE WITHIN THE BUDGET. YEAH. DR POINT IN MAY HAVE MAKE ONE OTHER STATEMENT. UM WE CAN'T FORGET THAT THERE ARE TIMES WHERE A SCHOOL WHERE ENTER INTO A FUNDRAISER WITH A PITA BOOSTER GROUP OR WHATEVER FOR A PROJECT.

THAT IS NOT A PART OF OUR BUDGET, BUT WE WOULD UTILIZE THE SAME CONTRACT IF THAT'S WHAT THEY'RE RAISING MONEY TO THAT WOULD FALL IN THE SCOPE OF THIS THIS CONTRACT. THAT'S INTERESTING. I WASN'T AWARE OF THAT. IT'S PRETTY COOL. ALRIGHT, SO P TA NEEDS TO RAISE SOME MONEY. YOU GOTTA CONTRACT. CAROL. BRUCE CAN I MOVED TO, UM I ACCEPT THIS. THANK YOU. MR BRUCE IS THEIR 2ND 2ND. THANK YOU ALL IN ALL IN FAVOR OF APPROVING DECISION ON CONTRACT FOR TV STUDIO AND SOUND REINFORCEMENT AWARDED TO THE SHORE SOUND SAY YES. YES, YES, YES. THERE ARE ANY OPPOSED. PLEASE SAY NO. THANK YOU. THE MOTION PASSES. WE'RE DUE FOR A 10 MINUTE BREAK NOW, BUT WERE UNUSUALLY AHEAD OF SCHEDULE. UM THERE'S WELL, LET ME JUST SAY THERE'S ANYONE NEED A BREAK. OKAY? ALRIGHT WE'RE GONNA MOVE ON THEN TO ITEM D DECISION FOR

[B. Decision on Proposed Inclement Weather Plan, Dr. Eric Davis, Chief of Administration, and Ms. Heather Kutcher, Executive Director of Curriculum, Instruction, and Assessment]

INCLEMENT WEATHER PLAN. DR DAVIS , CHIEF OF ADMINISTRATION AND MS COOPER, EXECUTIVE DIRECTOR OF CURRICULUM AND INSTRUCTION WELCOME. THE COUNTY. HAPPY. THANK YOU FOR BEING TALKED ABOUT THE MUCH LOVED A INCLEMENT WEATHER PLAN 2324. UM AS YOU REMEMBER, WE WERE HERE AND DECEMBER DECEMBER 18TH TO GIVE YOU THE OVERVIEW OF THE BREATH. NOW, DURING THAT TIME WE TALKED ABOUT MSG ES REQUIREMENT TO SEND THE PLAN OUT FOR FEEDBACK. SO WE ACTUALLY SENT TO PLAN OUT THE DAY AFTER THE MEETING ON DECEMBER 19TH. AND IT STAYED ONLINE FOR PUBLIC FEEDBACK UNTIL JANUARY. THE THIRD CLOSE OF BUSINESS DAY. WE RECEIVED. UP TO 46 COMMENTS OUT OF THOSE 46 COMMENTS. 36 WERE IN FAVOR OF OUR ASYNCHRONOUS PLAN. SO AGAIN, WE'RE WE FEEL GOOD ABOUT THAT.

SO TONIGHT IS ABOUT APPROVAL. UM BUT BEFORE WE JUMP INTO THAT PROCESS, UM, WE DO WANT TO DISCUSS SOMETHING THAT DR POYNTON YOU BROUGHT UP AT THE LAST MEETING. YOU SAID OKAY BEFORE WE MOVE FORWARD WITH THE APPROVAL PROCESS YOU'D LIKE TO KNOW MORE ABOUT THE IMPLEMENTATION OF THE CURRICULUM . AND SO WE HAVE HEATHER CULTURE HERE ARE EXECUTIVE DIRECTOR OF CURRICULUM INSTRUCTION. TO SHARE A LITTLE BIT ABOUT THAT PROCESS, AND THEN WE'LL BE HAPPY TO ANSWER ANY QUESTIONS THAT YOU AND THIS, COULD YOU GREAT, SO I HAVE THE FUN PART HERE TO SHARE WITH THE EXPERIENCE WILL BE FOR STUDENTS AND THEIR FAMILIES. ASYNCHRONOUS INCLEMENT WEATHER DAYS, SO JUST TO REVIEW AS YOU ALL HAVE HEARD, ALL LEARNING EXPERIENCES ON THESE DAYS WILL BE ASYNCHRONOUS. SO ESSENTIALLY, THAT MEANS THAT STUDENTS CAN ACCESS THEIR ASSIGNMENTS AND TASKS WHEN IT WORKS FOR THEM AND THEIR FAMILY WITHIN A 10 DAY WINDOW. SO TEACHERS HAVE BEEN ASKED TO POST THEIR MODULES MAKE THEM VISIBLE BY 9 A.M. OF THE DAY OF CLOSURE, AND SO STUDENTS COULD ESSENTIALLY ACCESS STARTING AT 9 A.M. START TO WORK THROUGH THOSE TASKS OR IF THEY NEED TO TAKE CARE OF SOMETHING ELSE. GO OUT AND PLAY IN THE SNOW. THEY HAVE 10 DAYS TO

[01:05:05]

COMPLETE THAT LEARNING IT WILL BE AVAILABLE FOR THEM FOR THOSE FULL 10 DAYS. BUT STARTING AT NINE AM ON THAT MORNING, SO PRE KINDERGARTEN STUDENTS LIKE THEY DID LAST YEAR. ALTHOUGH HE DIDN'T USE IT, THEY DID RECEIVE A BACKPACK WITH MANIPULATIVE LESSONS TASKS TO DO FOR THESE DAYS. KINDERGARTEN THROUGH GRADE 12 STUDENTS, HOWEVER, WILL ACCESS THROUGH CAMPUS AND SO WHAT YOU SEE, PROJECTED ON THE SCREEN THAT IS, UM THIS IS KIND OF ALL PUT TOGETHER FOR THIS PRESENTATION, BUT STUDENTS WILL ACCESS ALL OF THESE ACTIVITIES THROUGH CANVAS. AND SO I'M GOING TO WALK YOU THROUGH WHAT THAT LOOKS LIKE AND CLARIFY SOME OF THE EXPECTATIONS AND SO YOU CAN SEE WHAT IT WOULD LOOK LIKE FOR ELEMENTARY. MIDDLE SCHOOL AS WELL AS HIGH SCHOOL. SO WHEN A STUDENT LOGS ONTO CANVAS ON ONE OF THESE DAYS, THEY WILL SEE AN INCLEMENT WEATHER TILE. SO MOST OF THEM THESE ARE TILES CREATED IN HOUSE AND SO THEY HAVE SNOWFLAKES ON THEM. THEY HAVE SNOWMEN ON THEM, BUT THEY WILL CLICK ON THAT, AND THAT IS ESSENTIALLY THE DOORWAY FOR THEM TO ACCESS THEIR LEARNING. AND SO WHAT YOU SEE, HERE ARE MANY THINGS, INCLUDING THE SUPPORT THAT WE PROVIDED TO TEACHERS. THERE ARE INNOVATION AND LEARNING. OFFICE TO HELP CREATE THESE MODULES, AND SO I'M GOING TO START BY SHOWING YOU THE EXPECTATIONS FOR ELEMENTARY AND THEN I'LL SHOW YOU SOME EXAMPLES OF WHAT THAT WOULD LOOK LIKE. AND SO FOR ELEMENTARY WHAT WE SEE IN K THROUGH FIVE. THIS IS A LONG LIST OF EXPECTATIONS, BUT THE KEY PIECE HERE IS THAT STUDENTS CAN EXPECT TO SPEND ABOUT 20 MINUTES IN LITERACY PRACTICE, NUMERACY, PRACTICE AND PRACTICE AND WHATEVER UNIFIED ART THEY WOULD HAVE HAD ON THAT SNOW DAY. THEY'RE MISSING PHYSICAL EDUCATION. IF THEY'RE MISSING MUSIC IF THEY'RE MISSING ART. IF THEY'RE MISSING LIBRARY, THEY WOULD HAVE 20 MINUTES ON THAT AREA. SO THAT ADDS UP TO ABOUT 60 MINUTES OF WORK THAT THEY COULD DO AT 9 A.M. IF THEY WANTED TO, OR SOMETIME WITHIN THOSE 10 DAYS. SO LET ME SHOW YOU WHAT THAT MIGHT LOOK LIKE FOR A PRIMARY STUDENT. SO. THIS IS THE FULL MODULE IN CANVAS.

IT'S A LITTLE BIT MORE USER FRIENDLY. THIS IS NOT THE STUDENT VIEW. BUT YOU WILL SEE IN JUST A MOMENT WHAT THAT WOULD LOOK LIKE SO THEY WOULD SEE A SNOWFLAKE. THEY'LL HAVE AN ANNOUNCEMENT. UM AND THIS TEACHER, THIS IS MICHELLE STARE. ONE OF OUR FABULOUS TEACHERS STARTS HERS WITH A VIDEO OF SOME DIRECTIONS, SO I'LL JUST PLAY YOU A COUPLE OF SECONDS TO GET A SENSE OF WHAT THIS IS. HI FIRST GRADERS HAPPY SNOW DAY. I KNOW YOU'RE SUPER EXCITED TO GET OUTSIDE AND PLAY. I HAVE SOME SCHOOL WORK FOR YOU TO DO, THOUGH, SO TODAY YOU'RE GOING TO WORK THROUGH SOME READING, NOT IN EVEN GOING TO GO TO SPECIALS TODAY TO GET STARTED. YOU'RE GOING TO CLICK THIS SNOW DAY BUTTON. CLICK IT. IT'S GOING TO TAKE US TO OUR READING COURSE, AND YOU'LL NOTICE THAT IT SAYS MODULES. SO I WANT YOU TO CLICK MODULES JUST LIKE WE ALWAYS DO.

AND SCROLL DOWN AND YOU'RE GOING TO SEE SNOW DAY MODULE. CLICK READING DIRECTIONS. FOR YOUR READING DIRECTIONS. YOU ARE GOING TO SPEND 20 MINUTES ON YOUR READING. CHOOSE A BOOK ON EPIC THAT YOU SO I'LL POSIT THERE, BUT HOPEFULLY THAT GIVES YOU A SENSE. THIS IS JUST AN EXAMPLE THAT WAS CREATED TO HELP OUR TEACHERS BUILD THEIR OWN MODULES. BUT MANY OF OUR TEACHERS WILL AFTER HAVE OPTED TO CREATE VIDEOS SO THAT THERE IS A LITTLE FEELING OF INTERACTION WITH THE STUDENTS. AND THEY CAN WALK STUDENTS THROUGH WHAT TO DO AS MR MENTIONED IN HER VIDEO. THESE ARE THINGS THAT STUDENTS ARE ALREADY USED TO DOING EVEN IF THERE ARE YOUNGEST LEARNERS. THIS IS A PRIMARY EXAMPLE. SO K THROUGH TWO, SO IT'S NOT GOING TO BE SOMETHING THAT THEY'RE VERY UNFAMILIAR WITH. AND SO SHE'S GOING TO TAKING THEM THROUGH THE IDEA THAT IN HER PARTICULAR MODULE, THERE'S 20 MINUTES OF READING, AND THERE'S 20 MINUTES OF MATHEMATICS, DIRECTIONS AS WELL THAT SHE TAKES THEM THROUGH. AND THE PURPOSE IS REALLY TO PRACTICE KEY LITERACY AND NUMERACY SKILLS THAT ALIGN WITH WHEREVER THEY ARE IN THE SCOPE OF THAT YEAR, SO THIS IS JUST ESSENTIAL SKILLS PRACTICE FOR OUR ELEMENTARY LEARNERS. YOU DON'T SEE UP HERE 20 MINUTE MODULE FOR THEIR UNIFIED ART, BUT THEY WOULD ALSO HAVE THAT TO COMPLETE. ALRIGHT INTERMEDIATE IS VERY SIMILAR. BUT I'LL JUST SHOW YOU ONE OTHER EXAMPLE. THIS IS FROM EMILY CRACKER, ANOTHER ONE OF OUR WONDERFUL TEACHERS, AND YOU CAN SEE JUST WHAT THAT WOULD LOOK LIKE FOR THAT GRADE LEVEL. PAPERWORK GRADERS HAPPY SNOW DAY I'M GONNA GO AHEAD AND WALK YOU THROUGH YOUR DIRECTIONS FOR TODAY. REMEMBER TO MAKE SURE YOU ONLY SPENT 20 MINUTES ON EACH OF YOUR ACTIVITIES. THE FIRST THING YOU WANT TO DO IS TO CHECK OUR ANNOUNCEMENT HERE TO SEE WHAT YOUR TASKS AT CHRIS TODAY YOU HAVE THREE THINGS TO DO. YOU NEED TO COMPLETE YOUR READING ACTIVITY. WE DIDN'T MATH ACTIVITY AND MAKE SURE YOU GO TO SPECIALS TODAY. SO AGAIN SIMILAR TO THAT FIRST EXAMPLE BUT SOME INTRODUCTION AND JUST PRACTICE

[01:10:06]

ON THOSE ESSENTIAL SKILLS THAT WILL JUST, YOU KNOW, ALLOW THEM TO HAVE A SNOW DAY BUT STILL KEEP WORKING TOWARDS THE SKILLS THAT THEY'RE UTILIZING IN THEIR CLASSROOM. ALRIGHT, SO MIDDLE SCHOOL AND HIGH SCHOOL ARE SET UP IN THE SAME WAY, BUT EXPECTATIONS ARE A LITTLE BIT DIFFERENT. UM SO I'M GOING TO SHOW YOU THAT AS WELL. AND SO AGAIN. WE'VE GOT ALL OF THESE KIND OF DIRECTIONS FOR OUR TEACHERS FOR SECONDARY MIDDLE SCHOOLERS CAN EXPECT TO SPEND IN LEARNING ACTIVITIES ABOUT 20 TO 30 MINUTES PER CLASS THAT THEY WOULD HAVE HAD, SO WHATEVER CLASSES THEY WOULD HAVE GONE TO ON THAT DAY OF CLOSURE WILL HAVE ACTIVITIES TO KEEP THEM LEARNING. ABOUT 20 TO 30 MINUTES HIGH SCHOOL. WE'RE LOOKING AT A LITTLE BIT LONGER. HE'S A 30 TO 60 MINUTES IN THOSE HIGH SCHOOL COURSES, AND WHILE THERE MAY BE SOME ESSENTIAL SKILL PRACTICE, THESE MODULES THAT TEACHERS ARE CREATING ARE MORE CLOSELY ALIGNED. THE EXPECTATION IS THERE MORE CLOSELY ALIGNED WITH WHAT STUDENTS WOULD BE LEARNING AT THAT PARTICULAR MOMENT, SO WHATEVER UNIT OR LESSONS THAT THEY'RE WORKING ON I'LL SHOW YOU TWO EXAMPLES OF THESE AS WELL.

THESE ARE BOTH GREAT MIDDLE SCHOOL EXAMPLES. AND SO THIS ONE COMES FROM MICHELLE HUEBEL, WHO'S ONE OF OUR SOCIAL SCIENCES TEACHERS. BUT AGAIN, YOU'LL SEE VERY SIMILAR SETUP. HMM. HI HAPPY SNOW DAY. I HOPE THAT YOU ALL ARE ENJOYING TODAY AND THEN YOU TAKE SOME TURN TO GO OUTSIDE AND PLAY IN THE SNOW WITH YOUR FRIENDS, YOUR FAMILY, YOUR PETS. I KNOW THAT I'M GONNA TAKE TIME.

YOU ALL KNOW ME. I'M GONNA BE OUTSIDE WITH MILES AND MAVERICK AND HAYDEN AND WYATT, WE'RE GOING TO HAVE LOTS OF FUN. TEACHERS JUST TRYING TO PERSONALIZE IT. EVEN THOUGH THIS IS VIRTUAL, AND SO SHE TALKS A LITTLE BIT ABOUT HER DOGS AND HER KIDS. BUT THEN SHE DOES TAKE THEM THROUGH SOME OF, UM, THEIR ASSIGNMENTS. AND SO AGAIN, THIS IS HER EXAMPLE THAT WOULD HAVE BEEN LINKED TO WHEREVER SHE WAS. SO THEY'RE GOING TO WATCH A LITTLE BIT OF INFORMATION ON SETTLEMENTS. AND THEN THEY'RE GOING TO PARTICIPATE IN A CLASSROOM ONLINE DISCUSSION BOARD AROUND THESE QUESTIONS. SHE ALSO HAS AS PART OF THEIR LEARNING AN INDIVIDUAL ASSIGNMENT. AND SO THEY WILL ANSWER. THERE'S A FEW PROPS HERE ABOUT THEIR LEARNING THAT THEY WILL ANSWER. THEY'LL SUBMIT THAT THROUGH TEXT OR THROUGH A MEDIA RECORDING THROUGH CANVAS SO THEY CAN SPEAK. OR THEY CAN TYPE THAT IN AND THEN SHE WILL BE ABLE TO ASSESS DID THEY GET THAT INFORMATION THAT THEY NEEDED ABOUT SETTLEMENTS TO KEEP THEM LEARNING AND KEEP THEM PROGRESSING THROUGH THAT UNIT? SO THAT'S THAT EXAMPLE. WE ALSO HAVE AN EXAMPLE FROM AMBER WILSON, WHO IS ONE OF OUR FRENCH TEACHERS, MIDDLE SCHOOL FRENCH TEACHER AS WELL. AND SO SHE'S GOT CLEARLY LIKE, WATCH THIS VIDEO FIRST. BONJOUR, LAMONT JORDAN HAD THERE'S NOT ALL IN FRENCH, BUT SHE DOES INCLUDE SOME OF THAT, SO THEY STILL ARE GETTING THOSE LISTENING SKILLS, EVEN THOUGH THEY'RE AT HOME, AND THEN THIS PARTICULAR MODULE THEY ARE LEARNING ABOUT THE EIFFEL TOWER. AND SO WE CAN JUST AGAIN. KIND OF SEE WHAT SHE'S HAVING THEM DO, WHICH IS A VIRTUAL VISIT TO THE EIFFEL TOWER. SO LOTS OF RESOURCES HERE. AND THEN SHE LIKED MISS HUEBEL HAS THEM PARTICIPATING IN AN ONLINE CLASS DISCUSSIONS, SO THERE'S OPPORTUNITIES TO DEMONSTRATE THEIR LEARNING AND STILL INTERACT WITH EACH OTHER. SO AGAIN, THIS WOULD BE A LESSON THAT IS ALIGNED WITH WHEREVER MISS WILSON IS IN THE PARTICULAR CURRICULUM CURRICULUM AT THAT TIME. SO THROUGH ALL OF THIS, WE DO UNDERSTAND THAT WE HAVE RECOMMENDED THAT STUDENTS HAVE 10 DAYS TO COMPLETE THIS AND SOME OF THAT IS BECAUSE WE KNOW THERE'S GOING TO BE CHILDREN WHO FORGET THEIR DEVICES. THERE'S GOING TO BE FAMILIES WHO DON'T HAVE ACCESS TO THE INTERNET BECAUSE OF ICE OR JUST BECAUSE THERE'S BANDWIDTH ISSUES ANYWAY. AND SO WE WANT TO MAKE SURE THEY HAVE TIME TO ACCESS IT THAT DAY IF THEY CAN, BUT IF THEY CANNOT TO GO INTO THEIR CLASSROOM, GO BACK TO SCHOOL, AND WE REOPEN, ASK QUESTIONS, GET DIRECTIONS AND HAVE SOME SUPPORT AND COMPLETING THAT SO THAT 10 DAYS ALLOWS THEM TO DO THAT. IT ALSO HELPS OUR TEACHERS WHO THEY THEMSELVES COULD BE OUT OF INTERNET. WHERE THEY THEMSELVES COULD HAVE, YOU KNOW A LACK OF ACCESS FROM THEIR HOME SPACE. AND SO THIS ALLOWS THEM THE TIME TO GO BACK INTO ONE OF OUR SCHOOL BUILDINGS, SEE THE QUESTIONS THAT THEIR STUDENTS HAVE, UM AND WORK WITH THEM AND ANSWER ALL OF THOSE QUESTIONS. NOW THE MSD GUIDANCE. WE CANNOT COUNT GRADES ON THIS WORK AGAINST A STUDENT SO WE CAN COUNT IT FOR A STUDENT. SO WORK ON HERE. THESE GRADES COULD HELP US STUDENTS OVERALL GRADE, BUT WE DO FEEL LIKE THE MODULES THAT ARE TEACHERS ARE CREATING. THE BEST BENEFIT IS THAT IT HELPS KIDS PRACTICE SKILLS, AND IT ALSO KEEPS THEM MOVING THROUGH THE SCOPE AND SEQUENCE OF THE CURRICULUM SO THAT THEY CAN KEEP MOVING FORWARD. NOW THIS WORK ON

[01:15:03]

INCLEMENT WEATHER DOES HAPPEN TO COINCIDE WITH WHAT I KNOW YOU ALL HAVE HEARD ABOUT AND WHAT OUR COMMUNITY HAS HEARD ABOUT, WHICH IS THAT WE WILL BE RELEASING STARTING NEXT WEEK.

PARENT OBSERVER ACCESSING CANVAS , WHICH ESSENTIALLY MEANS THAT EVERY PARENT GUARDIAN IN THE COMMUNITY WILL BE ABLE TO OBSERVE WITH THEIR CHILDREN SEEING CANVAS. SO WHAT YOU JUST SAW FROM THESE TEACHERS IF YOUR CHILDREN HAD THEM YOU WOULD HAVE YOUR OWN CANVAS ACCOUNT AND YOU WOULD BE ABLE TO SEE AND FOLLOW ALONG AND SEE WHAT YOUR STUDENTS ARE DOING. SO A LOT MORE TO COME WITH. THIS REAL TALK WAS TAPED ON FRIDAY. THAT'S COMING OUT HERE CALLS FROM THIS LATER THERE'S DIRECTIONS COMING FROM THE SCHOOLS, BUT THERE'S A LOT OF WORK. SO THAT JUST NICELY COINCIDES THAT THE PARENTS WOULD ALSO BE ABLE TO SEE THIS. UM I DID JUST WANT TO SHARE WITH YOU AS WELL. JUST IN CASE EVERYONE OUT THERE IS NOT FAMILIAR WITH THIS. BUT WE DO HAVE ON HCPS DOT ORG. EVERY SINGLE ONE OF OUR CONTENT AREAS DID PUBLISH THEIR CURRICULUM MAPS AND SOME ADDITIONAL RESOURCES SO THEY COULD GO IN THIS. I JUST HAPPENED TO PULL UP A MATHEMATICS CURRICULUM FOR GRADE TWO. AND YOU CAN SEE THE TOPICS WHICH SOME CONTENT AREAS COLLEGE'S UNITS, YOU CAN SEE THAT ENDURING UNDERSTANDINGS THE ESSENTIAL QUESTIONS THAT THE TITLES OF THE LESSONS WHAT IS COVERED IN EACH OF THE LESSONS AND WE HAVE THIS FOR ALL GRADE LEVELS FOR ALL CONTENT, AND I'D LIKE TO SHOW THIS IN CONNECTION WITH THE CANVAS MODULES BECAUSE YOU CAN REALLY SEE THAT THIS IS KIND OF THE STARTING POINT FOR CURRICULUM. AND IT'S THE MAGIC OF OUR TEACHERS THAT ART AND SCIENCE OF TEACHING WHERE THEY TAKE THIS AND TURN IT INTO SOME OF WHAT YOU JUST SAW TONIGHT. THESE EXPERIENCES THAT ARE TAILORED TO THEIR STUDENTS AND THEIR STRENGTHS, UM, SO THAT THEY CAN LEARN THE INFORMATION. SO, UM WHAT THIS DOES ALSO MEAN IS EVEN IF A PARENT HAS TWINS IN THE SAME GRADE AT THE SAME SCHOOL, THEY MIGHT SEE SLIGHTLY DIFFERENT INCLEMENT WEATHER MODULES FROM THE TWO TEACHERS OR AS THEY'RE GOING THROUGH CANVAS AS AN OBSERVER. THEY MIGHT SEE SLIGHTLY DIFFERENT INFORMATION AND RESOURCES BECAUSE OUR TEACHERS TAKE THIS AND THEN, OF COURSE, THEY INDIVIDUALIZE THAT. TO THEIR CLASSROOM. I THINK IT'S ALSO IMPORTANT TO REMEMBER THAT WHILE WE ARE PUTTING ALL OF OUR INCLEMENT WEATHER RESOURCES FOR K TO 12 IN CANVAS CANVAS IS JUST ONE TOOL. SO THERE ARE MANY LESSONS THAT ARE TEACHERS GIVE TO STUDENTS THAT DON'T INVOLVE CANVAS AT ALL. THERE'S STILL MARKERS AND POST IT NOTES AND BOOKS AND NOTEBOOKS AND THOSE THINGS AS WELL. AND SO AS PARENTS ARE IN CANVAS, THEY MIGHT SEE THERE'S NOTHING FOR THE NEXT FEW DAYS. THAT'S BECAUSE THERE'S A LOT OF OTHER WAYS THAT ARE TEACHERS ARE LEARNING. THERE WILL BE AN F A Q. ONCE THE BOARD VOTES TONIGHT, WE'LL CLEAN THAT UP AND THERE'LL BE AN F A Q PUBLISHED ON OUR WEBSITE THAT HAS INFORMATION FOR PARENTS AND FOR FAMILIES AND FOR STUDENTS, JUST SOME REMINDERS ABOUT HOW TO ACCESS ALL OF THESE THINGS FOR IMPLEMENT WHETHER DAYS JUST SOME OTHER QUESTIONS THAT WE'VE GOT OUT THERE THAT WILL BE ON OUR WEBSITE AS WELL. SO I GOT TO TALK ABOUT THIS, BUT I WOULD BE REMISS IF I DIDN'T SAY THIS IS REALLY UNDER THE LEADERSHIP AND TEAMWORK OF DR MARTHA BARWICK. HER TEAM, INCLUDING MIKE GRIFFITH, ANDREA HEART HOUSE IN, UM JOHNSTONE, DON ZAPPEI AND MANY OTHERS WHO DESIGNED THIS AND DID A LOT OF THE GRAPHICS AND ALL OF THE WORK BEHIND THIS, TOO, THEN ROLL OUT TO OUR TEACHERS. WHO THEN DO YOU GET TO CUSTOMIZE IT FOR THEMSELVES? THANK YOU. HEATHER AGAIN. OVERVIEW OF THE CURRICULUM IN THE IMPLEMENTATION PROCESS, SO TO JUST KIND OF REFOCUS ON THE REQUEST TO UTILIZE AND CONVERT. THREE TRADITIONAL CLOTHES YOUR DAYS THAT ARE ALREADY IN THE CALENDAR TO VIRTUALLY YOU KNOW AS WE MOVE FORWARD, AND THAT WOULD BE PLACED IN OUR APPLICATION TO INVEST E SO THAT WILL OPEN UP FOR ANY QUESTIONS, AND THEN WE CAN MOVE FORWARD WITH. WELL YOU GUYS CLEARLY PUT A LOT OF WORK INTO THIS TECHNOLOGY IS AMAZING.

WE'VE COME A LONG WAY SINCE THE FIRST DAYS OF COVID. I'LL HOLD MY QUESTIONS TO THE END WILL OPEN IT UP TO FOR THE BORDER FOR QUESTIONS OR COMMENTS. JUST ONE QUESTION WHEN YOU SAY, MSD SAYS YOU CAN'T COUNT IT AGAINST THE STUDENT'S GRADE, BUT YOU CAN COUNT IT FOR THEM. TRYING TO GET MY BRAIN AROUND THAT WHAT WAS THE RATIONALE FOR THAT? DISTINCTION THERE. WE DON'T REALLY HAVE A RATIONALE. IT'S JUST PART OF THE SS STATIONS THAT THEY HAVE THAT IT CAN'T COUNT AGAINST. IF THEY DON'T DO IT. IN ANY GRADE. IT DOESN'T HURT A CHILD'S GRADE, BUT IT COULD HELP A CHILD'S GRACE. WE CAN HAVE A NEGATIVE IMPACT. I DO THINK SOME OF WHAT THE STATE'S PHILOSOPHY AROUND THAT WAS, WAS THAT BECAUSE THIS IS A SYNCHRONOUS AND OFF SITE THAT THERE ISN'T A GUARANTEE OF SUPPORT IN THE HOMER IN THE IN THE SCHOOL BUILDING AT THE TIME THAT IT WOULDN'T FEEL FAIR TO, UM PENALIZED CHILDREN WHO WERE UNABLE TO DO THIS WORK. AND

[01:20:05]

THAT'S THAT'S ACROSS THE ENTIRE STATE, NOT JUST HARTFORD COUNTY. THAT'S WE HAD TO. THE TEST THAT WE WOULD NOT ALLOW IT TO COUNT IN ANY WAY THAT WOULD HARM A CHILD'S GRADE. SO IF I COULD ADD TO THAT MAYBE WE DON'T BROADCAST THAT TOO WIDELY. OH, THAT, YEAH. CENTER THAT ALBUM TOO LATE, HMM.

THE OTHER THING IS, STUDENTS DO NEED TO COMPLETE THE WORK TO MAINTAIN. BEING PRESENT, SO ALL STUDENTS ON HIS DAYS ARE MARKED PRESENT BY DEFAULT. HOWEVER IT'S BEEN 10 DAYS. THEY DO NOT TURN IN THE ASSIGNMENTS. UM THEN THERE THAT IS MARKED AS ABSENCE. SO THERE IS THAT AS WELL AS A PERHAPS A BIT OF AN INCENTIVE TO MAKE SURE THAT THAT WORK IS COMPLETED. JUST FOR CLARITY. YOU COULD HAVE ASKED FOR EIGHT DAYS. YOU'VE BEEN PRETTY MODERATE YOUR REQUEST. YOU'RE ASKING FOR THREE DAYS SO YOU COULD HAVE ASKED FOR EIGHT DAYS VIRTUAL, BUT ONLY THREE COULD BE A SYNCHRONOUS.

AND THERE WAS SOME CRITICISM FROM THE COMMUNITY ABOUT WHY WE DIDN'T START THIS EARLIER. UM BUT PART OF THIS PLAN IS ALSO NOT TO USE THESE DAYS RIGHT OUT OF THE GATE RIGHT? SO THEY WOULD NOT HAVE BEEN ANYWAY. SO IF TODAY WERE IN INCLEMENT WEATHER TODAY, EVEN IF THIS WOULD HAVE BEEN APPROVED, IT WAS NOT. IT WOULD HAVE BEEN A TRADITIONAL DATA. ALSO WHEN ARE THEY USED? THEN IS IT WELL AGAIN? WE IF THE PLAN IS APPROVED BY MSD, WE WOULD HAVE THE LATITUDE TO BE ABLE TO DECIDE AND WE WOULD COMMUNICATE THAT WELL IN ADVANCE . SO DID EVERYONE KNEW EXACTLY WHEN THOSE DAYS WITH HOW LONG DOES IT TAKE FOR APPROVAL. IT CAN, I THINK LAST WEEK AND A HALF BECAUSE YOU KNOW WE'RE IN THAT SEASON WERE THERE WILL THE OTHER FIVE DAYS, THEN BE SYNCHRONOUS. NO SO WE'RE JUST APPLYING FOR THE THREE SYNCHRONOUS DAYS. BASIC BASICS FOR THREE A SYNCHRONIZE, NOT A TOTAL. NOT A TOTAL JUST THREE A C EVERY OTHER INCLEMENT WEATHER DAY WILL JUST BE A TRADITIONAL LIKE A NORMAL YOU'RE OFTEN WE MAKE IT UP. SO UM, THIS IS GREAT . I THINK WE'RE PROBABLY READY TO TAKE A VOTE. JUST A COUPLE OF OR AT LEAST BRING EMOTION, A COUPLE OF THINGS SO I HAD I'M GENERALLY SKEPTICAL OF ASYNCHRONOUS LEARNING, AND I THINK THAT THEIR ACADEMIC SORT OF RESULTS FROM COVID HAVE SHOWN THAT I KNOW WE'VE COME A LONG WAY WITH THE TECHNOLOGY. FIRST. I WANTED TO ENSURE THAT THE INSTRUCTION WOULD BE MEANINGFUL AND THAT IT WASN'T A SNOW DAY IN DISGUISE. SO I THINK WHAT I'VE SEEN HERE SORT OF PASSES THAT TEST. HOW DO THE EDUCATORS GET TRAINED ON THIS? WILL THERE BE TRAINING ROLLED OUT FOR THEM ON WHAT TO DO? SO LAST YEAR WAS THE FIRST YEAR THIS WAS A POSSIBILITY. SO WHAT? YOU KIND OF SEE IN SOME OF THIS, UM, CANVAS MODULE? UM ARE YOU KNOW THE EXPECTATIONS FOR TEACHERS AND THEN DIRECTIONS ON LINKING THE INCLEMENT WEATHER BUTTON TO THEIR OWN COURSES, CREATING A MODULE? SO LAST YEAR, WE DID A LOT OF PROFESSIONAL DEVELOPMENT. UM IN ORDER TO PREPARE TEACHERS TO DO THIS. WE ALSO HAD A PRACTICE DAY LAST YEAR. IT WAS JANUARY, THE NINTH WHERE EVERY CHILD IN THE DISTRICT TOOK THEIR COMPUTER HOME THAT NIGHT. PARENTS HAD A LOG ON AND HELP THEM LOG ON. AND IT WAS JUST A MATTER OF, YOU KNOW, PUTTING IN THEIR NAME AND SAYING, HEY, YES, I CAN DO THIS WITH GREAT SUCCESS WITH THAT. AND BECAUSE THIS WAS OUR SECOND YEAR DOING THIS. WE DID PUT SUPPORT OUT THROUGH OUR CANVAS NEWSLETTER AND THROUGH OUR INNOVATION AND LEARNING OFFICE. SO THAT IT REALLY WAS KIND OF RECREATING WHAT WE DID LAST YEAR, SO TEACHERS WHO ARE WITH US LAST YEAR HAVE ALL OF THIS. WE ALSO UTILIZE OUR LIBRARIANS AS THE INSTRUCTIONAL TECHNOLOGY LEADERS IN THEIR BUILDING, AND SO THEY'RE ALSO AVAILABLE TO SUPPORT TEACHERS IN THIS RIGHT, THANKS JUST FOR THE PUBLIC KNOWS WE SO THIS WAS PASSED LAST YEAR, BUT WE NEVER ACTUALLY DONE THIS. SO IF WE DO IT, YOU KNOW TOMORROW IT WOULD BE THE FIRST TIME BECAUSE I DO KNOW THERE WERE SOME QUESTIONS THAT CAME IN ON PUBLIC COMMENT FROM THE EDUCATORS ABOUT HOW WE WOULD IMPLEMENT THIS. SO, UM THE SECOND THING IS, YOU KNOW WHAT? WHETHER OR NOT THIS IS UP FOR APPROVAL NEXT YEAR, WE'LL BE LOOKING AT THE TRUANCY RATES AS WELL. YOU KNOW, JUST TO ENSURE THAT TRUANCY RATES AREN'T YOU KNOW MARKEDLY HIGHER THAN THEY WOULD BE ON A TRADITIONAL DAY.

UM IF SOMEONE REACHES THE EIGHT OR 10 DAY MARK, AND THEY HAVEN'T TURNED ANYTHING IN, WILL THEY GET A PHONE CALL HOME AS IF THEY SKIP SCHOOL. NOT. TALKED ABOUT THAT. JUST SOMETHING TO THINK ABOUT. YOU KNOW, HOW ARE THE PARENTS NOTIFIED THAT THEY WERE NOT COUNTED PRESENT THAT DAY.

THAT'S A GREAT QUESTION. I THINK RIGHT NOW WE'RE LOOKING AT THE WORK AND JUST TEACHERS, YOU KNOW, AS THEY WOULD NORMALLY I THINK THE PARENTS WOULD APPRECIATE THE PHONE CALL IF THEIR IF THEIR SON OR DAUGHTER WAS MARKED NOT PRESENT THAT DAY, SO THAT WOULD BE MY ONLY ADDITIONAL ASK BUT I DON'T HAVE ANYTHING ELSE. THANK YOU VERY MUCH. VERY GREAT PRESENTATION POINT. I JUST HAD 11 QUESTION FOR CLARIFICATION. UM SO ONCE THE BOARD APPROVES THIS, UM IT

[01:25:08]

DOES ALSO HAVE TO GET APPROVED BY THE STATE AS WELL. OR CAN IT GO INTO EFFECT RIGHT AWAY. WE HAVE TO SEND IT TO THE STATE FOR APPROVAL. OKAY THANK YOU. THIS IS CAROL. BRUCE. I GUESS THE QUESTION THAT I'M HEARING FROM DR POYNTON IS REGARDING NOTIFICATION OF TO THE PARENTS.

THE STUDENTS HAVE 10 DAYS. CORRECT TO COMPLETE THE WORK OF SALMON SO I MEAN, IF IN WITHIN 10 DAYS, I'M SURE THE TEACHERS WOULD BE REACHING OUT. CHILD HASN'T DONE SOMETHING. I DON'T KNOW WHAT THE PHONE CALL, BUT WHATEVER THE PROCESSES, UM FOR THEM TO LET THEM KNOW THAT THERE'S MISSING WORK. YES YES. JUST LET US KNOW HOW YOU WANNA HANDLE. OKAY, QUESTION. MY QUESTION IS, I HEARD THAT OTHER COUNTIES LIKE BALTIMORE APPROVED THIS PLAN. YOU KNOW, THEY'RE ASYNCHRONOUS PLANS BACK IN JULY. WHY DO WE WAIT UNTIL DECEMBER TO DO THIS DIFFERENT JANUARY? EXCUSE ME FROM DIFFERENT DISTRICTS, AND CERTAINLY WE COULD APPROVE IT EARLIER, AND I THINK YOU KNOW AS SOME OF THE FEEDBACK THAT WE RECEIVED THAT WILL LOOK AT DOING THAT? I THINK WHEN WE HAD SENT SURVEY OUT FOR THE CALENDAR. WE DIDN'T WANT TO. HAVE THIS CONVERSATION AND HIS PRESENTATION AT THE SAME TIME THAT THE CALENDAR INFORMATION WAS HAPPENING. SO I DO THINK THAT YOU KNOW, PART OF THAT WAS YOU KNOW WE WERE LOOKING AT THE CALENDAR PROCESS, BUT AGAIN AS FAR AS WHEN WE UM, ACTUALLY MOVE FORWARD WITH THIS. WE DECIDE. I CAN UNDERSTAND WHY YOU MIGHT NOT WANT TO DO THE SAME TIME AS THE COUNTER. IT COULD BE CONFUSING, BUT I THINK WE COULD PROBABLY MOVE THIS BEFORE THE COUNTER. DO YOU HAVE TO DO IT EVERY YEAR? THERE HAS TO BE AN APPLICATION PROCESS. RIGHT. YOU HAVE TO PLAY THE STATE EVERY YEAR, BUT YOU HAVE TO RESERVE A NO, NO, I MEAN, WE CAN PRETTY MUCH DECIDE HOW WE WANT TO DO THAT. I MEAN, I FEEL LIKE IT'S JUST THE BEST PRACTICE TO PULL THE COMMUNITY. BUT AGAIN, THAT WOULD BE UP TO YEAH. I DO AGREE BECAUSE I DID HEAR ALSO THE SAME CONCERNS ABOUT WAITING UNTIL WE'RE IN THE PEAK OF WINTER WEATHER, UM TO YOU KNOW, PUSH THIS THROUGH. UM, I ALSO, UM HEARD THAT IN IN JULY SURROUNDING COUNTIES APPROVED LIKE THEY PUT IN THEIR APPLICATION, AND IT WAS APPROVED . SO IT WAS ALREADY ON THE BOOKS AND THEY KNEW HOW THEY WERE GOING TO TREAT THEIR INCLEMENT WEATHER DAYS. SO I WOULD ALSO LIKE TO SEE IT BROUGHT BEFORE THE BOARD MUCH SOONER THAN WINTER. AWESOME THERE ANY MORE QUESTIONS? OKAY I'LL ENTERTAIN A MOTION AND A SECOND TO APPROVE AS PRESENTED. THE DECISION ON INCLEMENT WEATHER PLAN. BRUCE. I MOVE THAT WE ARE OPPOSED IT. ATTENDANTS RECOMMENDATION FOR THE. INCLEMENT WEATHER PLAN. THANK YOU. IS THERE A SECOND? TERRY I SECOND. THANK YOU, MISS COKER. ALL IN FAVOR. PLEASE SAY YES. YES, YES. ANY OPPOSED. PLEASE SAY NO. THANK YOU AND PASSES. THANK YOU. OKAY MOVING ON TO ITEM C PRESENTATION OF SUPERINTENDENTS PROPOSED 2025.

WHAT'S THAT? OH WE DID SKIP THE WELCOME BACK. GOING TO MOVE ON TO ITEM C PRESENTATION OF

[C. Presentation of Superintendent's Proposed FY2025 Budget, Ms. Deborah Judd, Assistant Superintendent for Business Services, and Mr. Eric Clark, Director of Budget]

SUPERINTENDENTS PROPOSED 2025 BUDGET WELCOME, MISS DEBORAH JUDGE, ASSISTANT SUPERINTENDENT FOR BUSINESS SERVICES, AND MR ERIC CLARK, DIRECTOR OF BUDGET. THE COUNCIL PRESENTATION MEDICINE. MR CLARK IS GOING TO TAKE OVER TONIGHT BECAUSE AS YOU CAN SEE, I DON'T HAVE MUCH OF A VOICE PERFECT TIMING LIKE THIS WAY. FLUSHING YOU. GOOD EVENING. SO EACH YEAR THE SUPERINTENDENT REQUIRED TO PRESENT HIS OR HER PROPOSED BUDGET TO THE BOARD OF EDUCATION. UM WE DO SOME EXTENSIVE INTERNAL AND EXTERNAL DISCUSSIONS WITH INTERNAL EXTERNAL STAKEHOLDERS. UM. AND WE ARE GOING TO PRESENT REALLY THREE BUDGETS TONIGHT. THE UNRESTRICTED THE RESTRICTED AND THE FOOD SERVICE. AS YOU'RE AWARE, YOU'VE ALREADY, UM APPROVED THE CAPITAL BUDGET TO BE SENT OVER TO BOTH THE STATE AND ALSO OUR LOCAL GOVERNMENT. THE FIRST SLIDE SHOWS JUST REALLY FY 22 ACTUALS AND 23 ACTUALS FROM A REVENUE STANDPOINT, AND THEN THE BUDGET

[01:30:03]

FOR 2324 AND 25. THE FIRST LINE IS THE UNRESTRICTED FUND. THE PROPOSED THE SUPERINTENDENT PROPOSED BUDGET WOULD BE 660.9 MILLION. THAT'S A 7.7% INCREASE OVER CURRENT YEAR. THAT'S FROM ALL SOURCES OF REVENUE FOR THE UNRESTRICTED FUND. WE'LL GO THROUGH THAT IN A COUPLE OF SLIDES HERE IN JUST A MINUTE. THE RESTRICTED FUN WE'RE LOOKING AT ABOUT 40. $4.5 MILLION BUDGETED FOR FY 25. THAT'S AN 8.9% INCREASE OVER CURRENT YEAR. INCREASE OF ABOUT 3.7 MILLION OF FOOD AND NUTRITION. THAT'S A SELF SUSTAINED FUND. WE'RE LOOKING AT JUST UNDER $2.8 MILLION INCREASE FOR FY 25. UM, OUR DEBT SERVICE THAT WE LEFT THAT THE SAME AS CURRENT YEAR WILL GET INFORMATION FROM THE COUNTY AS HE WORKED FOR THE THROUGH THE SPRING TO SEE WHAT THE ACTUAL DEBT SERVICE WILL BE DEBT SERVICES WHAT THE COUNTY PAYS ON OUR BEHALF FOR CONSTRUCTION PROJECTS THAT ARE BONDED BOTH INTEREST AND PRINCIPAL THE CAPITAL BUDGET, AS WE JUST TALKED ABOUT, YOU HAVE APPROVED BOTH THE STATE PORTION AND THE LOCAL PORTION TO BE SENT OVER TO THE STATE AND THE LOCAL AND THEN THE PENSION FUND, THE PENSION FUND. THAT IS THE PORTION THAT THE STATE OF MARYLAND PAYS FOR OUR TEACHERS. UM THERE WAS A FAIRLY LARGE INCREASE IN THE PENSION. UM FIND THIS YEAR THE STATE IS COVERING THE 8.2 ALMOST 8.3% OR EXCUSE ME A MILLION DOLLARS INCREASE IN THE PENSION FUND. WE'LL SEE AS ONE OF OUR REQUEST. LINES ARE PORTION OR HCS HCPSS PORTION IS ALSO INCREASING. SO THIS IS A BREAKDOWN OF THE UNRESTRICTED PROJECTED REVENUES FOR 2025. THE FIRST LINE IS OUR LOCAL WE'VE RECEIVED 3300 AND $14.9 MILLION IN THE CURRENT YEAR. OUR REQUEST WILL BE FOR 356.5. THAT'S A 41.7% OR MILLION DOLLAR INCREASE 13.2. WE ARE PROJECTING AN INCREASE FROM THE STATE OF MARYLAND OF 15.7 MILLION. THAT'S A 5.6% INCREASE. WE DON'T SEE ANY OR WE'RE NOT PROJECTING ANY INCREASE IN THE FEDERAL FUNDS.

THIS IS UNRESTRICTED, UM $420,000. THAT'S REALLY IMPACT AID FROM THE BASE THAT IS OBVIOUSLY A PG SOUTHERN PART OF THE COUNTY. OTHER IS, UM THESE ARE FEES THAT ARE COLLECTED THESE MISCELLANEOUS REVENUE THAT COMES IN. WE'RE ALSO LOOKING AT THAT BEING RELATIVELY STABLE.

THE LAST LINE IS THE FUN BALANCE . CURRENT YEAR WE ASSIGNED $15 MILLION IN FUND BALANCE USAGE TO BALANCE THE BUDGET. WE ARE, UM RIGHT NOW, PROJECTING A $10 MILLION DECREASE IN THAT TO BRING THAT DOWN TO $5 MILLION. AGAIN THAT'S 6 60.9 IS THE WOULD BE THE TOTAL REQUEST. SO THE NEXT TWO SLIDES JUST SHOW UM HARFORD COUNTY PUBLIC SCHOOLS, REVENUE AND THE COUNTY'S REVENUE AND WHAT THIS CHART SHOWS IS STARTING AT ZERO AND 2015 THE GROWTH OF THE COUNTY'S GENERAL FUND AND THE GROWTH OF HARFORD COUNTY PUBLIC SCHOOLS, LOCAL REVENUE AND AS YOU CAN SEE, YEAR OVER YEAR HARVARD COUNTIES, REVENUE HAS GROWN AT A FASTER RATE THAN HARFORD COUNTY PUBLIC SCHOOLS, LOCAL REVENUE. UM IF YOU LOOK AT 2024 FROM 2015 TO 2024, THE HARVARD COUNTY GENERAL FUND REVENUE HAS GROWN 57.32% HARVARD COUNTY PUBLIC SCHOOLS, LOCAL REVENUE HAS GROWN 40.77.

UM THIS IS THE ACTUAL NUMBERS THAT GENERATE THE CHART YOU CAN SEE AT THE VERY BOTTOM. THE 57.32 HIGHLIGHTED IN YELLOW AND THE 40.77 AGAIN THAT THE INCREASED SENSE THE FISCAL YEAR 2015. SO LET'S LOOK AT THE LINE ITEMS THAT WERE REQUESTING IN TERMS OF INCREASE. SO THE FIRST ONE WE ALWAYS LIKE TO POINT OUT WHERE WE WOULDN'T SAY ALWAYS LIKE TO POINT OUT, BUT WE DO ALWAYS POINT OUT IS OUR ESTIMATED WAGE PACKAGE. SO WE'RE LOOKING AT $17.6 MILLION BEING SET ASIDE FOR WAGE PACKAGE FOR EMPLOYEES. WE DON'T DISCUSS THE PARTICULARS ABOUT THAT BECAUSE WE ARE IN NEGOTIATIONS WITH OUR ASSOCIATIONS NOW, BUT AGAIN, THAT'S $17.6 MILLION. UM. THESE REQUESTS THERE SET UP BY DEPARTMENT. SO WHAT I'M GOING TO DO IS GO THROUGH EACH DEPARTMENT . JUST KIND OF GIVE A HIGHLIGHT. IF YOU WANT TO. YOU CAN STOP ME OR YOU CAN WAIT UNTIL THE END AND WE CAN GO BACKWARDS. WHATEVER YOU GUYS WANT TO DO SO FOR CURRICULUM, INSTRUCTION AND ASSESSMENT. WE'RE LOOKING AT AN INCREASE OF TWO PER TWO. EXCUSE ME POSITIONS FOR JUST UNDER $150,000. YOU WILL NOTICE ON EACH LINE ITEM THAT THE REQUEST IS GOING TO BE EITHER TRANSFERRED FROM GRANT FUNDING OR I'LL INDICATE THAT IT'S A NEW POSITION SO ANY EVEN THOUGH IT'S

[01:35:02]

IN ADDITION TO THE UNRESTRICTED BUDGET, THESE TWO POSITIONS THEIR CURRENT POSITIONS IN OUR SYSTEM NOW THEY'RE JUST PAID FOR BY GRANTS. IN THIS CASE. THESE ARE PAID FOR BY THE ART, WHICH IS THE AMERICAN RESCUE PLAN TUTORING AND SUPPLEMENTAL INSTRUCTION GRANT. EDUCATION SERVICES. YOU CAN THINK OF THIS AS OUR BIGGEST AREA. MOST OF OUR TEACHERS AND STAFF ARE INCLUDED IN EDGE SERVICES WHERE REQUESTING 53 POSITIONS AT $7.4 MILLION. ALL OF THESE POSITIONS ARE CURRENTLY FUNDED BY EITHER. FEDERAL GRANTS FIVE THROUGH NINE AND 10 AND 11 IS THE STATE PRE K EXPANSION GRANT STATE FUNDS US CURRENT YEAR THROUGH AN EXPANSION GRANT. WE PICKED THOSE KIDS UP ON OUR REQUEST FOR FUNDING IN THE NEXT FISCAL YEAR. WE ROLL THOSE STAFF INTO OUR OPERATING BUDGET. THIS IS FULL DAY PRE K. FACILITIES AND OPERATIONS REALLY FOR REQUESTS FOR A TOTAL OF 400 JUST UNDER 420,000, THE BIGGEST BEING FUEL AND OIL AND THEN THE PREVENTIVE MAINTENANCE FILTERS FOR, UH, THE SCHOOLS. HUMAN RESOURCES. WE HAVE ONE POSITION. THAT IS CURRENTLY FUNDED ON THE MARYLAND LEADS. GRANT THAT'S A FEDERAL GRANT THAT CAME THROUGH MILLER STATE DEPARTMENT OF EDUCATION, CAREER COUNSELING SPECIALIST FISCAL SERVICES. WE HAVE ONE POSITION THAT'S A PAYROLL COORDINATOR, UM THE PAYROLL COORDINATORS THAT WE HAVE FIVE OF THEM. THOSE ARE THE STAFF THAT ACTUALLY PROCESS OUR PAYROLL EVERY TWO WEEKS. THAT'S ONE POSITION AT JUST OVER 86,000 AGAIN. THAT'S FUNDED ON A FEDERAL THE S R THREE GRAND CURRENT POSITION. INSURANCES AND FIXED CHARGES. UNFORTUNATELY THIS YEAR WE'RE SEEING AN INCREASE IN HEALTH CARE. ONE OF THE I D BENEFITS OF COVID BECAUSE IT'S CERTAINLY NOT GOING TO BE A BENEFIT IN THE LONG RUN, BUT WE HAVE NOT SEEN AN INCREASE TO OUR HEALTHCARE, UM FOR SEVERAL FISCAL YEARS, PROBABLY THREE, MAYBE FOUR. WE'RE LOOKING AT A $4.6 MILLION INCREASE IN IN HCPS IS PORTION OF THE HEALTH CARE FOR OUR STAFF. UM I MENTIONED THE EIGHT POINT I THINK IT WAS 8.3 THAT THE MARYLAND STATE IS PICKING UP FOR OUR TEACHERS. RETIREMENT WE'RE LOOKING AT ABOUT A $2 MILLION INCREASE IN PENSION THAT WILL BE HAMMERED OUT. IT WILL GET AN EXACT NUMBER THROUGH THE SPRING. BUT WE'RE PRETTY CONFIDENT THAT IT'S RIGHT AROUND 2 MILLION. UM THEN WE HAVE DENTAL INSURANCE PROPERTY INSURANCE IN GENERAL LIABILITY INSURANCE INCREASES AGAIN. THOSE ARE ESTIMATES. WE CERTAINLY HOPE THAT IN THE SPRING WE CAN SHAVE THOSE STAND A LITTLE BIT. UM LAST YEAR, WE ACTUALLY SAW THE REVERSE FOR THE FIRST TIME AND AT LEAST AS LONG AS I'VE BEEN DOING THIS UM INTERSCHOLASTIC, ATHLETICS AND STUDENT ACTIVITIES . WE WERE OVER BUDGET IN OUR INTERSCHOLASTIC ATHLETIC TRANSPORTATION LAST YEAR TRANSPORTING OUR SPORTS TEAMS FOR COMPETITIONS. UM WE'RE REQUESTING $175,000 INCREASE TO THAT AND THEN ALSO AN INCREASE, AS WE KNOW COSTS ARE GOING UP FOR EVERYTHING. UM AS WE'RE PROJECTING ABOUT A $20,000 INCREASE IN OUR ATHLETIC OFFICIALS FEES IN FY 25 UM, OFFICE OF INFORMATION AND SYSTEMS. TECHNOLOGY UM, OUR TEACHER AND PARA LAPTOP LEASE COMES DUE. UM OR RE, I SHOULD SAY RENEWS JULY 1. WE ALSO ARE ASKING TO ADD ADMINISTRATIVE LAPTOPS TO THAT LEASE CURRENTLY ARE ADMINISTRATIVE STAFF. LAPTOPS ARE OWNED BY HCPS. THIS WOULD ADD THOSE LAPTOPS AS WELL AS THE INFLATIONARY INCREASE THAT WE'RE GOING TO SEE IN OUR TEACHER AND PARA LAPTOPS. UM INSTRUCTIONAL SOFTWARE. SOME OF THIS, UM THIS 707,000 ARE INSTRUCTIONAL SOFTWARE THAT OUR STUDENTS USE AND OUR TEACHERS USED FOR STUDENTS THAT ARE CURRENTLY GRANT FUNDED. SOME OF IT IS A CONTRACTUAL INCREASE ON SOME OF THE INSTRUCTIONAL SOFTWARE THAT'S CURRENTLY FUNDED THROUGH THE UNRESTRICTED BUDGET AND THAT SOFTWARE MAINTENANCE THAT THOSE ARE CONTRACTUAL INCREASES THAT WE SEE FOR SYSTEM WIDE SOFTWARE THAT USED BY BOTH STAFF AT THE SCHOOLS AND STAFF HERE AT CENTRAL OFFICE. ESPECIALLY EDUCATION. THIS IS OUR BIGGEST GROUP OF LINES, AT LEAST, UM BY DEPARTMENT. THE FIRST ONE IS. WE ARE RECEIVING IF YOU REMEMBER $15.6 MILLION OR WERE PROJECTED TO RECEIVE $15.6 MILLION IN ADDITIONAL STATE FUNDING. PART OF THAT IS WHAT'S CALLED THE INTERGOVERNMENTAL TRANSFER FOR MEDICAL ASSISTANCE.

I DON'T WANT TO GO TOO FAR DOWN THIS RABBIT HOLE BECAUSE IT GETS A LITTLE BIT CONFUSING, BUT WHAT WE'RE ASKING TO DO IS MOVE $4 MILLION WORTH OF STAFF 35.4 FTE S FROM THE RESTRICTED MEDICAL ASSISTANCE. STATE PORTION GRANT TO OPERATING, SO WE'RE GOING TO BE RECOGNIZING THAT $4 MILLION AS STATE REVENUE. IT'S PART OF THAT 15.6. INSTEAD OF RECOGNIZING IT AS RESTRICTED

[01:40:05]

REVENUE. WE CAN GO BACK TO THAT ONE LATER. IF YOU HAVE SOME QUESTIONS ABOUT THAT, UM LINES.

29 30 31 29 IS AN INCREASE IN NON PUBLIC PLACEMENTS WERE PROJECTING AN INCREASE IN OUR NONPOLITICAL PLACEMENT TUITION FOR FY 25. 3031 ARE CURRENTLY FUNDED THROUGH THE S OR THREE GRANT. LINES 32 THROUGH 42 ARE NEW PROGRAMS AT EMERTON ELEMENTARY SCHOOL IN EARLY LEARNERS, LEARNING TOGETHER A STRIVE PROGRAM AT SOUTHAMPTON MIDDLE SCHOOL. AND ALSO A CLASSROOM SUPPORT PROGRAM AT BALLARD HIGH SCHOOL. THAT'S 3RD 30. POSITIONS THAT WOULD BE NEW POSITIONS TO THE SYSTEM. THEY'RE NOT CURRENT POSITIONS. UM, HOWEVER. WE ALWAYS ASK FOR THE FUNDING AND THE CAPITAL BUDGET TO SUPPORT THE EXPANSION OF THESE PROGRAMS TO THIS WORK WILL BE DONE. IT'S ALREADY APPROVED IN THE CAPITAL BUDGET. IT WILL BE DONE BEFORE SCHOOL STARTS NEXT YEAR, SO THE STAFF WOULD THEN FILL INTO THOSE CLASSROOMS THAT HAVE BEEN ALTERED, OR, UH, HAD THE CAPITAL IMPROVEMENTS DONE TO SUPPORT THESE PROGRAMS. SO IN SPECIAL EDUCATION, WE'RE LOOKING AT A TOTAL OF 74 POSITIONS FOR $8.1 MILLION AGAINST 30 OF THOSE POSITIONS ARE NEW. THE OTHER 44 ARE TRANSFERS CURRENT POSITIONS BEING TRANSFERRED FROM THE RESTRICTED FUNDS INTO THE OPERATING FUND. STUDENT SERVICES . THE 4.8 POSITIONS ARE CURRENTLY FUNDED THROUGH THE AMERICAN RESCUE PLAN, TRAUMA AND BEHAVIORAL HEALTH GRANT. SO AGAIN THOSE 4.8 ARE CURRENT POSITIONS. PAID FOR IN THE RESTRICTED FUND WERE REQUESTING TO HAVE THEM, UM ABSORBED INTO THE OPERATING FUND. 4.8 AT SIX JUST OVER 600,000. SWAN CREEK SCHOOL. UM I KNOW YOU'RE ALL FAMILIAR WITH THAT SCHOOL. WE STILL DO HAVE A SIGNIFICANT AMOUNT OF STAFF THAT ARE STILL ON THE S R THREE. GRANT 17.8 POSITIONS AT $1.7 MILLION AGAIN.

THIS IS THE REQUEST TO MOVE THEM FROM THE GRANT FUNDING TO OPERATING AND THEN TRANSPORTATION. THAT'S THE LAST AREA WE HAVE REQUESTS ARE REGULAR CONTRACTED, UM BUSSES WERE PROJECTING AN INCREASE OF JUST OVER $1.6 MILLION. UM THE BUS CONTRACTS FOR SYSTEM WIDE INITIATIVES. IT'S A SMALL REQUEST OF 25,000. BUT WE GET REQUESTS TO, UM, FOR TRANSPORTATION TO PAY FOR SYSTEM WIDE INITIATIVES LIKE THE DANNY DOLLAR DAYS OUT AT RIPKEN STADIUM. THINGS LIKE THAT. WE WANT TO TRY TO GET A LITTLE BIT OF FUNDING IN THERE TO SUPPORT THOSE SYSTEM WIDE INITIATIVES. AND THEN THE LAST ITEM, THOSE NINE DRIVERS AND NINE ATTENDANTS. AS PART OF THE EXPANSION OF THE SPECIAL EDUCATION PROGRAMS WE HAVE TO PURCHASE BUSSES. TO TRANSPORT THOSE STUDENTS TO THOSE REGIONAL PROGRAMS. THOSE BUSSES WERE ALREADY APPROVED IN THE 24 CAPITAL BUDGET. WE OBVIOUSLY NEED NINE MORE DRIVERS IN ATTENDANCE TO DRIVE AND THOSE BUSSES AND ATTEND ON THOSE BUSSES FOR THOSE STUDENTS FOR THOSE EXPANSION PROGRAMS. SO THAT BRINGS THE GRAND TOTAL FTE S OF 2 171.6 AND THE REQUEST AGAIN OR THE REQUEST. EXCUSE ME WOULD BE $47.3 MILLION. THAT WOULD BE THE INCREASE IN FY 25/20. FOR PART OF THAT IS THE REVENUE THAT WE'RE EXPECTING TO GET FROM THE STATE. AND THEN THE OTHER WOULD BE THE REVENUE THAT WE ARE REQUESTING FROM THE COUNTY. SO I THINK IT'S IMPORTANT TO NOTE THAT THERE ARE NO NEW INITIATIVES OTHER THAN THE SPECIAL EDUCATION PROGRAMS IN THIS REQUEST. YES THANK YOU FOR THE SEGWAY MISJUDGE. SO JUST TO RECAP. I KNOW I WENT THROUGH IT QUICKLY BUT 48 NEW POSITIONS. ALL OF THOSE ARE TIED TO THE SPECIAL EDUCATION EXPANSION PROGRAMS. THAT'S $2.8 MILLION. 126 123.6 FTE S WERE REQUESTING TO TRANSFER FROM GRANTS. THOSE ARE CURRENT EMPLOYEES CURRENTLY WORKING FOR THE SYSTEM CURRENT POSITIONS AND THAT'S $15 MILLION. CONTRACTUAL AND THEN THE REST WOULD BE CONTRACTUAL INCREASES. HEALTH INSURANCE BEING A BIG ONE PENSION A BIG ONE, AND AS YOU AS YOU CAN SEE THOSE OTHER ONES. UM I'LL TAKE A PAUSE HERE AND ASK IF THERE'S ANY QUESTIONS BEFORE I GO ON. OR HAVE ANY QUESTIONS. MS COKER, SO I DID. I HAVEN'T QUITE BUSINESS. DIANE. I HAVE A QUESTION ABOUT THE GRANT TRANSFERS IS OR IS IT TYPICAL FOR THE BRANDS TO LIKE, DRY UP AND FOR US TO HAVE TO ASSUME THOSE POSITIONS INTO OUR OPERATING BUDGET? AND HOW WAS THAT DECISION MADE ON UM, TAKING MAKING GRAND POSITIONS OF FULL TIME OPERATING EXPENDITURES. YOU CAN. GENERALLY NO. WITH THE EXCEPTION OF THE PRE K EXPANSION

[01:45:05]

GRANT THAT PRE K EXPANSION GRANT IS SPECIFICALLY SET UP TO FUND THE LOCAL EDUCATION AGENCIES AND MARYLAND TO SUPPORT THE PRE K EXPANSION THE FIRST YEAR THROUGH THE GRANT, AND THEN WE ARE EXPECTED TO ABSORB AND CONTINUE THOSE PROGRAMS AND THE OPERATING BUDGET. HOWEVER OUR OPERATING PRE K EXPANSION FUNDS THROUGH THE BLUEPRINT PICKED THOSE KIDS UP IN THE SEPTEMBER 30 COUNT, SO IT PAYS FOR ITSELF. BUT YOU NEED THAT FIRST YEAR KIND OF START UP MONEY. THE REST OF THE POSITIONS. MS. ALVAREZ, THE 100 18 OR SO UM, THOSE ARE FROM THE FEDERAL COVID RELIEF GRANTS. SO NO, IT IS NOT NORMAL THAT GRANTS WOULD DRY UP AT THIS RATE. HOWEVER, UM. WITH THIS THE NEEDS OF THE STUDENTS THAT WE'VE SEEN COMING OUT OF COVID. WE HAVE LOOKED AT EVERY ONE OF THESE POSITIONS AND WE FEEL LIKE EVERY ONE OF THESE POSITIONS IS CONTRIBUTING TO YOU KNOW THE SUCCESS. OF OUR KIDS. THEY'RE THE VAST, VAST, VAST MAJORITY ARE STUDENT FACING. A BIG PORTION OF THE INCREASE IS FOR THESE, UM FEDERAL FUNDS THAT WILL BE LOOSE. CORRECT YES, 120.

WELL IT'S NOT 123 BECAUSE OF THE EXPANSION GRANT BUT ABOUT 1 818 POSITIONS AND ABOUT $15 MILLION.

SO THE ANSWER, MISS ALVAREZ QUESTION ANOTHER WAY. NO IT'S NOT NORMAL BECAUSE THESE ARE UNPRECEDENTED TIMES. NEVER BEFORE WE'VE BEEN SO DEPENDENT ON AND IT'S JUST NOT US. I MEAN, THIS IS GOING TO HIT THE ENTIRE COUNTRY LIKE A BRICK WALL NEXT YEAR. UM YOU KNOW THIS THE MONEY, THE FREE COVID MONEY. IT'S GONE. SO WE EITHER NEED TO CUT THE POSITIONS IF WE DON'T GET FUNDING, OR WE HAVE TO TRANSFER THAT OBLIGATION FROM THE FEDERAL GOVERNMENT TO THE STATE OR LOCAL GOVERNMENT, WHICH IN THIS CASE WOULD BE THE LOCAL GOVERNMENT. CORRECT ALSO THAT THAT 7.3 MILLION INCREASED IN BENEFITS. UM IS THAT BECAUSE OF THE TRANSFER OF THE GRANT POSITIONS INTO THE OPERATING PRIMARILY, UM, SO IN OTHER WORDS , THE POSITION AMOUNT IS FOR SALARIES AND BENEFITS IS PART OF THAT SEVEN. NO 3 MILLION KNOW EACH EACH OF THE F. D E S OR THE MULTIPLE FTS, WHERE THERE WERE MORE THAN ONE POSITION LISTED ON THE LINE ITEM THAT COST INCLUDES THAT EMPLOYEE'S SALARY, CURRENT SALARY AND CURRENT BENEFITS. SO THE INCREASES THAT YOU SEE ARE INCREASES TO HEALTH INSURANCE AND PENSION AND DENTAL INSURANCE FOR ALL EMPLOYEES. IT'S JUST SUMMED UP. OVER COST AND CRISIS. NOT JUST YEAH, SO THE INCREASE FOR IT, LET'S SAY GRANT EMPLOYEE GOES INTO OPERATING THE WAGE INCREASE FOR THE WAGE PACKAGE AND THE HEALTH INSURANCE INCREASE FOR FY 25 ARE INCLUDED IN THAT NUMBER. SO WHAT YOU SEE THE COST FOR ONE FTE AT 105,306.

THAT'S THE CURRENT EMPLOYEE IN THAT POSITION. AND THAT CURRENT EMPLOYEES BENEFITS SO IF THAT PERSON HAS FAMILY INSURANCE, THEY COST A LITTLE BIT MORE THAN IF THEY HAVE A PARENT SPOUSE OR PARENTS VOWS EMPLOYEE'S SPOUSE PLAN NOW DOES THAT MEAN THAT THAT'S GOING TO BE THE EXACT COST OF THAT EMPLOYEE NEXT YEAR? NO BECAUSE THAT EMPLOYEE MAY RETIRE THAT EMPLOYMENT RESIGN AND A NEW EMPLOYMENT COME AND IT MAY BE DIFFERENT, BUT AT THIS POINT, THIS IS THE BEST INFORMATION WE HAVE FOR EACH OF THOSE FTE S ANY INSIGHT AS TO WHAT'S DRIVING UP THE INSURANCE COST. YOU ARE OR INSURANCE IS BASED. WHERE ARE SELF INSURED? OUR INSURANCE IS BASED OFF OF OUR HISTORICAL USAGE. GOLD EXPERIENCE THE STORE EXPERIENCE. THANK YOU OUR EXPERIENCE. OUR EXPERIENCE HAS STARTED TO TICK UP BECAUSE PEOPLE HAVE STARTED GOING BACK TO THE DOCTORS DURING WHEN COVID WAS HOT AND HEAVY PEOPLE WEREN'T GOING AND WHAT WE'RE HEARING IS, THERE'S GOING TO BE A BOUNCE WHERE PEOPLE HAVE SINCE THEY DIDN'T GO FOR THE REGULAR CHECKUPS. THEY'RE GOING TO HAVE NOT CAUGHT THINGS THAT COULD HAVE POTENTIALLY BEEN STOPPED VERY EASILY. WE'LL SEE IF THAT COMES TO FRUITION OR NOT, BUT THAT'S DOCTOR POINT. THAT'S THAT'S THE BIGGEST PART OF IT IS. PEOPLE ARE GOING BACK TO THE DOCTOR NOW. AND HOW CONFIDENT ARE YOU IN THE STATE NUMBERS AND WHEN YOU THINK THAT WILL BE FINALIZED, WE ARE SUPPOSED TO GET OUR STATE NUMBER . I BELIEVE IT'S JANUARY. 20TH THE DRAFT. THE DRAFT IS USUALLY VERY, VERY CLOSE. UM, WE SUBMITTED OUR. SEPTEMBER 30, OCTOBER 30 STUDENT ENROLLMENTS WHICH A LOT OF THIS IS BASED ON TO THE STATE, SO WE'RE VERY CONFIDENT THAT THOSE THOSE STUDENT COUNTS ARE CORRECT. WE WOULD WILL ADJUST THE STATE NUMBER ONCE WE KNOW WHAT IT IS. I'M HOPING I'M VERY HOPEFUL THAT IT'S CONSERVATIVE. I HOPE IT COMES IN HIGHER THAN THAT. 15.6. VERY HOPEFUL, BUT YEAH, EXACTLY.

[01:50:06]

YES, MA'AM. SO I'M CURIOUS BECAUSE I KNOW LAST YEAR BECAUSE WE DIDN'T GET FUNDED AT THE LEVEL THAT WE WERE HOPING WE ENDED UP USING SOME OF THE FUN BALANCE FOR OPERATING BUDGET.

WHERE ARE WE ON FUND BALANCE? UM ARE WE IN A DANGEROUS POINT? DO WE STILL HAVE PLENTY OF MONEY WHERE WE CAN USE THAT FOR OPERATING BECAUSE WE PROBABLY AREN'T GOING TO GET FUNDED AGAIN. WE'RE PROPOSING TO USE LESS. I WILL HAVE A PROJECTION FOR SECOND QUARTER. UM. IN FEBRUARY, SO I'LL BE ABLE TO BRING THAT FORWARD WITH WHAT THE PROJECTION LOOKS LIKE FOR THIS YEAR. AND I THINK I KNOW THE ANSWER TO THIS. BUT THE DOVETAIL ON THAT QUESTION THE FUND BALANCE DOESN'T COUNT TOWARDS MAINTENANCE OF EFFORT. DOES IT? OKAY? NO BUT I KNOW WHAT SITUATION WE WERE IN LAST YEAR. AND IF WE'RE GOING TO REPEAT THAT DO WE HAVE FUNDS TO COVER WITH NOT BE IF WE HAD TO USE FUND BALANCE TO COVER THE ENTIRE PROJECTED GAP. WE WOULD HAVE NOTHING LEFT. OKAY? SO WE HAVE FUN BALANCE, BUT WE DON'T HAVE ENOUGH. TO COVER SOMETHING LIKE THIS. AND WHEN YOU SAY. IF YOU I KNOW, I'M NOT TRYING TO ASK YOU FOR AN EXACT NUMBER. AND I KNOW ANYTHING YOU GIVE ME RIGHT NOW WILL BE A GUESSTIMATE. I GET THAT. BUT CAN YOU GIVE ME A GUESSTIMATE? AS JUNE 30. WE HAD 30 MILLION AVAILABLE. SO WE HAVEN'T DONE A FORECAST DURING THE YEAR BECAUSE IT'S SO EARLY WITH THE AMOUNT OF FUNDS THAT WE RECEIVED AND WHAT WE'VE SPENT SO FAR. SO THE FIRST GOOD ESTIMATE WILL BE AS OF DECEMBER 31ST. ANY OTHER QUESTIONS OR CAN WE MOVE ON? YEAH LAST YEAR WHEN WE HAD A PROPOSED BUDGET, WE'VE GOT AN INTERNAL AUDIT REVIEW ON FEBRUARY 10TH. TWO QUESTIONS. ONE WERE THOSE RECOMMENDATIONS BUILT INTO THE BUDGET. ONE OF THEM WAS TO SHOW WHICH COSTS OR BLUEPRINT MANDATED. ANOTHER ONE WAS LOOKING AT THE SCHOOL ALLOCATIONS. UM SOMETHING'S ABOUT LINKING DEPARTMENTS, TWO GOALS AND OBJECTIVES OF THIS RINGING A BELL. OUR INTERNAL AUDIT REPORT RECOMMENDATIONS. WE'RE GOING TO BE COVERED IN THE FY 25 BUDGET OR WELL, THAT WAS THE RECOMMENDATION AND WAS THAT ADDRESSED? THIS WAS FROM OUR INTERNAL AUDITOR OF THE COUNTY AUDITOR. IS OUR INTERNAL AUDITOR AUDITOR. WE WILL CLEAN UP. WE COULD WE COULD WE COULD ADDRESS THOSE CONCERNS AS WE WORK THROUGH THE SPRING TO DO THE BOARD OF EDUCATION'S PROPOSED BUDGET. SO TIMELINE. WE WILL ASK THIS BOARD OF EDUCATION FOR A VOTE ON THE SUPERINTENDENT'S RECOMMENDATION ON FEBRUARY 12TH. I BELIEVE THAT'S THE MONDAY AND FIRST MONDAY IN FEBRUARY. THE BOARD MEETING THAT THEN IT BECOMES YOUR BUDGET YOUR PROPOSED BUDGET, THE BOARD OF EDUCATION'S PROPOSED BUDGET THAT GOES OVER TO THE COUNTY EXECUTIVE AND HIS BUDGET TEAM. WE THEN PREPARE A BOARD OF EDUCATION'S PROPOSED BUDGET BOOK, WHICH WILL BE LARGER THAN THE SUPERINTENDENT'S PROPOSED BUDGET. WE'RE WORKING WITH THE NEW SYSTEM. ORACLE, WHICH I'M SURE YOU'VE HEARD ABOUT. IT'S GOING TO ALLOW US TO DO A LOT MORE. HOWEVER THERE'S A LEARNING CURVE, AND WE'RE IN THE MIDDLE OF THAT LEARNING CURVE NOW.

IMPLEMENTING THE BUDGET MODULE BEFORE THE E R P WHICH IS YOUR WHICH IS KIND OF YOUR BACK OFFICE. GENERAL LEDGER TYPE STUFF. AND THEN HCM, WHICH IS THE HUMAN CAPITAL MANAGEMENT WILL GO IN LIVE JANUARY. 1 2025. IN A PERFECT WORLD. WE WOULD HAVE DONE BUDGET AFTER ALL THAT WAS DONE, BUT WE'VE DONE IT A LITTLE BIT DIFFERENTLY BECAUSE OF TIMELINE AND BECAUSE OF THE SYSTEM THAT WE'RE USING NOW FOR BUDGETING, WHICH HAS SUNSET. SO THERE'S GONNA BE A LITTLE BIT OF GROWING PAINS WERE GOING THROUGH THOSE NOW WE'RE GETTING REALLY, REALLY CLOSE WITH ORACLE ON TYING OUT TO WHAT WE'VE ESTIMATED. ALL THESE ESTIMATES THIS HEALTH INSURANCE, THIS PENSION AND ALL THIS ALL BEEN DONE BY ME. AND PENCIL AND PAPER. ORACLE IS KICKING OUT.

ESTIMATES THAT ARE VERY, VERY, VERY CLOSE TO THIS WHEN YOU'RE TALKING ABOUT A 600. MILLION DOLLAR BUDGET, SO THAT'S GOOD. WE'RE HAPPY ABOUT THAT. BUT THERE'S JUST GONNA BE A LITTLE BIT OF GROWING PAIN, MISS COKER UNTIL WE GET TO THAT POINT, BUT THE SYSTEM SHOULD ALLOW US TO WHAT OUR CONSULTANTS CALLED SLICE AND DICE A LOT BETTER AND A LOT EASIER THAN WE CAN NOW REQUEST TO THE PLAN PLAN. TYLER REQUESTS TO THE STRATEGIC PLAN. YES AND YES, AND TIE THE REQUESTED THE STRATEGIC PLAN. OKAY, SO IT WILL ADDRESS SOME OF THOSE YOU COULD GO AHEAD AND, YOU KNOW, LOOK BACK AT THAT AND ADDRESS THOSE RECOMMENDATIONS WE CAN. IT'S JUST AGAIN. IT WILL BE A MATTER OF TIMING AND WHAT WE HAVE GOING ON IN THE SYSTEM. AND IF WE NEED SUPPORT TO DO ANY OF

[01:55:02]

THOSE THINGS, ALREADY, ESPECIALLY INDICATING THE BLUEPRINT MANDATES THAT ARE NOT FUNDED. YOU KNOW, LIKE THE PRE K EXPANSION. UM WHEN? WHAT WAS THAT PAGE, BUT YOUR RIGHTS SIX WAS THAT ALL THAT WAS THE BLUEPRINT MANDATE. WAS FULL DAY PRE KINDERGARTEN JUST AS AN AS ONE EXAMPLE. SO THAT WAS ALL BLUEPRINT MANDATED. THERE WAS A GRANT FOR IT. BUT NOW THERE'S NO MORE GRANT. AND SO THAT'S THE FUNDING FOR DIFFERENT MANDATES. FULL DAY FOUR K PRE FULL DAY, FOUR YEAR OLD PRE K THE EXPANSION GRANT. IS A. METHOD TO GET THERE, SO THERE WILL BE A PRE K EXPANSION GRANT. WHEN WE GET TO RESTRICT IT, I'LL SHOW YOU I'LL POINT THAT ONE OUT FOR YOU, MISS COKER, SO THAT STATE FUNDING IT'S NOT BLUEPRINT FUNDING. THE BLUEPRINT IS DRIVING THAT WE HAVE TO HAVE FULL DAY, FOUR YEAR OLD PRE K AT SOME POINT IN THE FUTURE. I'M NOT EXACTLY SURE WHAT THAT POINT IS, BUT WE'RE GETTING THERE. BUT THIS IS A METHOD TO GET THERE.

SO IF WE HAVE 80 KIDS THAT ARE FUNDED THAT ARE SUPPORTED THROUGH THE PRE K EXPANSION GRANT. WHICH WOULD BE FOUR CLASSES, THOSE EIGHT TEACHERS AND EIGHT PEREZ ARE FUNDED THROUGH THE GRANT FOR THE CURRENT YEAR, AND THEN THEY THOSE 80 KIDS GET PICKED UP. IN OUR STUDENT COUNT AS FULL DAY, FOUR YEAR OLD PRE CASE AND WE GET FUNDED FOR THEM THROUGH THE BLUEPRINT. SO WE ARE FUNDED FOR THOSE WE ARE FUNDED LIKE AN INCREASE. BECAUSE THAT'S THE PROGRAM, WHICH SHOWS TO START TO IMPLEMENT THEIR COMING INTO THE OPERATING BUDGET. THAT'S WHY THEY'RE REFLECTED YES. SO THAT 593,370. IS PART OF THAT 15.6. MILLION AND INCREASED STATE FUNDING. SO WHEN I DO MY PROJECTIONS, I ADD THOSE 80 FULL DAY. PRE K KIDS WHO ARE FUNDED THROUGH THE GRANT IN THE CURRENT YEAR. THEY'RE GOING TO BE PICKED UP IN THE BLUEPRINT FUNDING FOR THE FOLLOWING YEAR. OKAY, SO THAT DOESN'T INCREASE OUR LOCAL REQUEST THAT IS COMING IN FROM A STATE INCREASE. OKAY THAT'S HELPFUL TO KNOW WHICH ONE IS GOING TO BE COVERED IN WHICH ONE IS NOT THINGS LIKE THAT. SO ON. THIS IS DIANE. I HAVE A QUESTION ABOUT THE PRE K EXPANSION AND BLUEPRINT REQUIREMENTS. FOR PRE K STUDENTS THAT WE DO NOT HAVE SEATS FOR, UM WELL THAT BECOME A REQUIREMENT FOR, UM NON PUBLIC SCHOOL, UM, EXPENDITURES AND HAVING TO PAY PRIVATE INSTITUTIONS FOR THOSE PRE K CHILDREN. LET ME SEE IF I UNDERSTOOD YOUR SAFE. WE DON'T HAVE ENOUGH SEATS FOR THE FULL DAY. FOUR YEAR OLD PRICK. WILL WE PAY PRIVATE PROVIDERS TO PROVIDE THOSE SEATS? IS THAT YOUR QUESTION? YES. NO THE STATE WILL AND THERE'S A SLIDING SCALE, WHICH THEY'RE WORKING OUT NOW. SO IF WE HAD 50 KIDS THAT WERE SITTING THAT WANTED TO BE IN A PARTICIPATING PRIVATE PROVIDER OF FULL DAY, FOUR YEAR OLD PRIK WENT THROUGH THE CERTIFICATION PROCESS, WHICH IS CALLED EXCELS. MET ALL THE QUALIFICATIONS FOR THE STATE.

THE STATE WOULD CERTIFY THOSE SEATS AND THEN THE STATE WOULD ACTUALLY SEND THAT. PROVIDER THE FUNDING FOR THOSE KIDS. THANK YOU. OKAY CONTINUING WILL HOLD ANY OTHER QUESTIONS UNTIL THE END. MAKE IT. UH BASEBALL DIGITAL BUDGET ADJUSTMENTS. EXCUSE ME. THESE ARE ALWAYS OFFSETTING. WE LIKE TO SHOW THESE THERE WILL BE MORE AS WE WORK THROUGH THE SPRING. THE FIRST ONE IS DEBT SERVICE THAT IS ON OUR ADMINISTRATIVE BUILDING. SO AS WE PAY THAT DOWN , WE PAY MORE PRINCIPAL AND LESS INTEREST JUST LIKE PEOPLE DO ON THEIR MORTGAGES AND THEN NUMBER TWO. THAT'S JUST A RECLASSIFICATION OF TWO F T. E S. FROM CURRICULUM AND INSTRUCTION TO REGULAR PROGRAMS, TEACHER SPECIALIST MATH AND SPECIAL PROGRAMS. TEACHERS PRESSES, SPECIALIST PRE K. EXCUSE ME AND AGAIN, THE FTE S OR ZERO AND THE DOLLAR AMOUNTS ARE ZERO. BUT AS WE WORK THROUGH THE BUDGET PROCESS WE PUT IN BASE BUDGET ADJUSTMENTS SO THAT THEY GO INTO THE NEW UM, YOUR BUDGET IN THE CORRECT CATEGORY. SO THIS IS A SUMMARY OF THE OPERATING BUDGET. THIS COMES DIRECTLY FROM THE PREVIOUS SLIDES THAT WE HAD. I'M NOT GONNA GO DOWN AND READ EACH NUMBER TO YOU, BUT YOU CAN GO BACK AND YOU CAN TIE THOSE OUT, UM, STARTING WITH THE EMPLOYEE SALARY AND WAGE PACKAGE AGAIN. THE TOTAL INCREASE THAT WE'RE REQUESTING IS 47.3 MILLION, AND THAT WOULD TAKE THE TOTAL FY 25 SUPERINTENDENTS PROPOSED. BUDGET TWO UNRESTRICTED BUDGET TO 660.9 MILLION. UH, SUMMARY OF POSITIONS. THE TOP PORTION OR

[02:00:10]

UNRESTRICTED POSITIONS, UM, BROKEN DOWN BY ADMINISTRATIVE AND SUPERVISORY. CLERICAL PARAPROFESSIONAL, TEACHER, COUNSELOR, PSYCHOLOGIST AND TECHNICAL OTHER UM AND RESTRICTED. WE BREAK IT DOWN BY TEACHER COUNSELOR AND OTHER UM, YOU CAN SEE THAT THE RESTRICTED FUND FTE S IS GOING DOWN BY 107.1 FTE S THE UNRESTRICTED IS INCREASING BY 1 71.6, WHICH TIES BACK TO THE PREVIOUS SLIDES. UH, FOOD SERVICE IS REMAINING THE SAME REMAINING CONSTANT ZERO INCREASE OR DECREASE IN HAVE TO EASE WHICH TAKES THE GRAND TOTAL INCREASE TO 64 64.5. FT S INCREASING THROUGH THE THREE DIFFERENT FUNDS ON RESTRICTED RESTRICTED AND FOOD AND NUTRITION. THAT IS REAL QUICK. THAT'S BECAUSE YOU'RE MOVING POSITIONS THAT WERE IN THE RESTRICTIONS TO THE UNRESTRICTED, CORRECT, YES. IT'S NOT A 1 TO 1 TIE OUT, AND I'LL EXPLAIN THAT AS WE GET TO RESTRICTED, MISS MISS STRAUSS OKAY? SO THE QUESTION WE HAD A QUESTION ABOUT IS IT NORMAL? NO THIS FIRST SLIDE NORMAL TO FOR THE GRANTS TO EXPIRE AT THAT RIGHT NOW. SO THIS FIRST SLIDE IS THE CORONAVIRUS RELIEF FUNDS THAT WE'VE RECEIVED SINCE FY 22 ACTUAL 22 ACTUAL 23 AND THEN BUDGET 2324 AND 25. YOU CAN SEE THAT IN 23 RIVER C 7.6 24 1 MILLION AND THEN 25. WE'RE PROJECTING ZERO BECAUSE THOSE THOSE FUNDS ARE GONE. THESE ARE ARE WHAT WE CALL OUR TRADITIONAL FEDERAL GRANTS. WE DIDN'T USED TO CALL THEM TRADITIONAL.

INSTEAD WE HAD UNTIL WE HAD THE COVID RELIEF GRANTS. BUT THESE ARE THINGS LIKE, UM, TITLE ONE TITLE. TWO R I D E A. WHICH IS OUR SPECIAL EDUCATION. GRANT UM, A COUPLE OF THINGS TO POINT OUT HERE IS THE 21ST CENTURY COMMUNITY LEARNING CENTERS. UM THAT I'M SURE YOU'VE PROBABLY HEARD ABOUT. WE'RE PROJECTING $2.2 MILLION FOR THOSE PROGRAMS FOR THOSE SCHOOLS, UM.

EVERYTHING ELSE IS THERE'S A FEW INCREASES AND DECREASES DOWN THERE, BUT NOTHING THAT'S GOING TO BE TOO SIGNIFICANT. STATE GRANTS. UM THESE ARE OUR STATE, AND THESE INCLUDE BLUEPRINT FUNDED GRANTS THAT WE RECORD AS RESTRICTED, UM, THROUGH DISCUSSIONS WITH MSD AND A I B SO. THE REASON THAT THE FDS DON'T EXACTLY TIE OUT AND RESTRICTED IS BECAUSE WE'RE ACTUALLY ADDING SOME POSITIONS IN THE RESTRICTED FUND BECAUSE OF THE GRANTS THAT WERE RECEIVING UH UM, BLUEPRINT CONCENTRATION OF POVERTY. WE'RE PROJECTING THIS RECEIVE $1.4 MILLION MORE MORE SCHOOLS ARE COMING ON AS CONCENTRATION OF POVERTY, SCHOOLS COMMUNITY SCHOOLS, SAYING THAT THOSE TERMS ARE INTERCHANGEABLE THAT THAT COMMUNITY SCHOOL SPECIALISTS WILL BE HIRED FOR THOSE SCHOOLS AS WE RECEIVE THOSE FUNDS OR WHEN WE RECEIVE THOSE FUNDS.

JULY 1 SO THAT OFFSETS IT JUST A LITTLE BIT. UM. THAT'S REALLY THE BIGGEST ONE. THE PRE K EXPANSION GRANT. MISS COKER IS DOWN TOWARDS THE BOTTOM. THE FOURTH ONE UP. YOU CAN SEE THAT WE'RE PROJECTING $860,000 MORE. SO WE'RE BRINGING ON A FEW MORE, UM FOUR DAY, FOUR YEAR OLD PRIK ROOMS THAN WE DID IN THE IN THE CURRENT YEAR FY 24 SO THAT WILL ADD A FEW POSITIONS, AND THAT'S WHY THEY DON'T TIE OUT 1 TO 1. ANY QUESTIONS ON THE STATE. WHAT'S THE TIME FRAME ON THESE GRANTS ARE THESE THREE YEAR GRANTS? SPIRIT LIKE THESE. THESE ARE NOW THESE ARE THESE ARE STATE GRANTS THEIR ONE YEAR THEY END JUNE 32,025. SO NEXT YEAR, WE'LL BE IN THE SAME BOAT.

WANTING TO BRING THOSE PEOPLE UNDER OPERATING FUND. NO FOR THE PRE K. YES YES, THOSE PRE K TEACHERS IN PARIS, BUT WE'LL BE ABLE TO COUNT THOSE KIDS THAT ARE IN THOSE PROGRAMS IN FY 25 FOR OUR 26 FUNDING. WE SUBMIT IT. WE SUBMIT A COMPETITIVE GRANT TO THE STATE AND TELL THEM OR ASK THEM. WE WANT TO ADD SIX ROOMS. FOR 20 KIDS IN EACH ROOM, AND THEY FUND US BASED ON THAT.

I GUESS I THINK THE QUESTION TELL ME IF I'M RETRAINING JUST REAPPLY EVERY YEAR. IN OTHER WORDS, YES FROM FOR MANY OF THESE, THESE WON'T NECESSARILY BE POSITIONS WILL BE ABSORBING.

IT'S GROWING, SO WE'LL BE ABSORBING. BUT WE ALSO HAVE FUNDING COMING FROM THE STATE TO COVER THEM, SO IT'S NOT LIKE THE GRANTS WITH ESTHER DOLLARS WHERE IT'S JUST ENDING. AND WE. YOU KNOW, WE HAD ABOUT $90 MILLION AT ONE POINT, YOU KNOW WHEN YOU ADD IT ALL UP, AND THROUGH ALL

[02:05:02]

OF THAT WE HAVE ABOUT $10 MILLION.10 $11 MILLION WORTH OF POSITIONS STILL THERE. BECAUSE.

AFTER THE FIRST YEAR WE CAN KIND OF PEAKED, AND THEN WE STARTED SORT OF SLOWLY MOVING POSITIONS OVER WE STARTED ABSORBING THEM. WE HAD A PLAN TO KIND OF ABSORB THEM. OVER TIME AND PART OF LAST YEAR'S REQUEST, WHICH YOU KNOW, I THINK WE ASKED FOR ABOUT $20 MILLION IN ADDITION TO THE PREVIOUS YEAR. SO AND SO WE ASKED FOR LOCALLY, 344. OR SO MILLION DOLLARS. WE GOT 324.

SORRY. WE GOT 314. IT WAS DOWN ABOUT $30 MILLION FROM WHAT? IT WAS DOWN. $10 MILLION FROM WHAT WE'VE GOT IN HERE BEFORE DOWN 30 FROM WHAT WE HAD REQUESTED. WITHIN THAT I MEAN THE GOLD LAST YEAR HAVE WE EVEN BEEN FLAT FUNDED 320 FOR MOST OF THESE $10 MILLION WORTH OF POSITIONS OVER OTHERWISE, WE WOULDN'T BE LOOKING AT THIS STAGE THIS YEAR, BUT IN FACT, THEY HAD TO GO BACK INTO THE GRANTS. AT THE END, WE HAD TO ABSORB IT SO THE. WE'RE ALWAYS WATCHING WHEN WE GET GRANTS. WHAT THE SUSTAINABILITY FOR THOSE GRANTS WOULD BE. UM. THIS WAS A REALLY UNIQUE SITUATION, AND I THINK WE'VE TALKED ABOUT THIS A LITTLE AT THE BOARD AT THE TIME. YOU KNOW THE HANDS ON DECK WERE WHAT WE NEEDED. AND SO WHEN WE STARTED HIRING POSITIONS WE ALSO START LOOKING AT OUR PLAN FOR THE GREAT DOLLARS RUNNING OUT. AND YOU KNOW, NOT HAVING THAT BE A BIG CLIFF FOR US. HOWEVER, LAST YEAR COMING UP. $30 MILLION SHORT OF OUR ASK $10 MILLION SHORT OF WHAT WE HAD RECEIVED THE YEAR BEFORE. MADE IT IMPOSSIBLE FOR US TO ABSORB THOSE IN THE MANNER WE HAD SO WE WOULDN'T SEE THE CLIFF. AND SO NOW WE'RE IN A PLACE WHERE YOU KNOW, WE ESSENTIALLY SURVIVED THAT REDUCTION IN FUNDING LAST YEAR. UM AND I SAID REDUCTION FUNDING REDUCTION. LOCAL FUNDING. STATE FUNDS WENT UP BUT ALSO THAT ONLY COVERED A PORTION OF WHAT WAS EXPECTED TO COVER. THOSE INCREASES WERE BLUEPRINT INCREASES, AND THEY COVERED A PORTION OF NEW THINGS THAT WERE DONE. SO I KNOW THERE'S A LONG ANSWER TO YOUR QUESTION. THE IDEA OF ABSORBING THINGS FROM GRANTS WERE ALWAYS AWARE OF THAT. USUALLY IT HAPPENS IN ONE AND TWO POSITIONS AT A TIME, NOT IN 100. SO THIS IS REALLY AN UNPRECEDENTED CIRCUMSTANCE FOR US. WE HAD A PLAN FOR IT WENT SIDEWAYS WHEN THE FUNDING CAME OUT THE WAY IT DID LAST YEAR. UM AND SO THIS YEAR, YOU KNOW, WE HAVE A REALLY DIFFICULT CHALLENGE LOOKING AT THOSE POSITIONS, BUT AT THE SAME TIME WE DON'T EXPECT THIS TO BE RECURRING ISSUE WHERE WE'RE CONSTANTLY NEEDING TO ABSORB MORE GRANT POSITIONS, I THINK THAT'S REALLY UNUSUAL GETS THE BASIC CONCEPT YOU IT'S GREAT TO HAVE EXTRA MONEY HAVE GRANTS, BUT KNOWING THEN THAT YOU HIRE PEOPLE THEN YOU HAVE TO TRANSFER TO THE UP BRING, BUT YOU CAN'T JUST KEEP THAT UP ENDLESSLY WERE FULLY AWARE OF THAT. I MEAN, THAT'S LIKE I SAID THAT THIS IS SUCH AN UNUSUAL IN. WE HAD A PLAN. AND IT WAS A PRETTY REASONABLE PLAN TO ABSORB THEM THE WAY WE DID AND I THINK YOU KNOW, THAT WAS A CONVERSATION WITH THE BOARD ALL THE WAY ALONG GO AS THE FUNDS WERE COMING IN THAT YOU KNOW HOW MANY MORE ONE TIME PURCHASES COULD WE MAKE WITHIN $90 MILLION UM AND AGAIN.

BECAUSE WE. WE WERE VERY DELIBERATE ABOUT MAPPING OUT HOW WE WERE. WE RE ABSORB THOSE POSITIONS. SO NORMALLY IS GRANTS COME IN. I MEAN, YOU DON'T WANT TO LIVE GRANT TWO GRANT. AND, UH , WE'RE FULLY AWARE OF THAT. WE KNEW THAT GOING THROUGH. UH UM. BUT IF YOU LOOK AT SORT OF THE.

WHAT HAPPENED WITH THE FUNDS LAST YEAR, THE AMOUNT OF DOLLARS THAT WE ENDED UP WITH COMPARED TO THE REQUEST. UM. WE HAD TO MAKE THE DECISION TO LEAVE THOSE POSITIONS ON THE GRANTS. ANOTHER YEAR. WE HAD NO INTEREST IN THAT. BUT YOU KNOW, SO IT'S EITHER CUT HIM LAST YEAR. I CAUGHT HIM THIS YEAR. AND SO WE WOULDN'T HAVE MOVE THEM OR CUT THEM WHILE THE GRANT WAS STILL PAYING FOR THEM RIGHT? YOU WOULD WAIT TILL MORE THAN GRANT WAS OVER AGAIN. WE COULD HAVE WE COULD HAVE BEEN. I MEAN, AGAIN. WE COULD HAVE DONE A PIECE LAST YEAR AND A PIECE THIS YEAR. UM, BUT YES. SO THERE'S NOT AN INTEREST IN ADDING MORE POSITIONS TO GRANTS. WHAT YOU'RE SEEING ON THIS PAGE IS MORE AGAIN. THOSE GRANTS THAT HAVE A ONE YEAR TERM, BUT THEY RECUR.

UM AND THE FUNDING CHANGES, AND THAT'S PART OF AGAIN. THE PRE K THE FUNDING CHANGES THEY GO FROM BEING ON A GRANT. GRANT GOES AWAY, BUT THEY GET ABSORBED INTO OUR PER PUPIL COUNT, SO CAN WE

[02:10:03]

GET THE ADDITIONAL FUNDS AS THOSE PROGRAMS GROW? OKAY. THE FINAL BUDGET WILL TALK ABOUT TONIGHT IS FOOD AND NUTRITION. UH UM, AS WE SAID, WE'RE PROJECTING JUST UNDER 22 MILLION IN REVENUE IN FY 25. UM IT'S A LITTLE BIT OF A TICK UP FROM BUDGET IN 23 AND 24. BUT IF YOU LOOK AT THE ACTUAL FY 20 THREES UM, THERE WERE SO MANY MOVING PARTS AND FOOD AND THE FOOD NUTRITION WORLD WITH USDA WAIVERS AND THE FEDS PAYING MORE . AND THIS, THAT THE OTHER WE REALLY WEREN'T SURE HOW TO BUDGET FOR FY 24 UNTIL WE GOT 23 . AND SO WE ARE PROJECTING IT TO GO DOWN ABOUT A MILLION DOLLARS TO FY 25. BUT AGAIN, THAT'S UP FROM THE BUDGET IN 24 AND 23. SO THOSE THOSE ARE REVENUES AND THEN THE EXPENDITURES. WE BREAK THESE DOWN INTO TWO REALLY CLASSIFICATIONS, SERVICE AREA DIRECTION IN PREPARATION AND DISPENSING AND AGAIN THAT THE NUMBER OF TOTAL FOOD SERVICE EXPENSES WILL ALWAYS TIE UP TO WHAT WE PROJECT IN TERMS OF REVENUE QUESTION. NUTRITION. OH YES. THANKS UM, I JUST WANT TO GO BACK TO THE FOOD NUTRITION BUDGET SINCE THAT COULDN'T PUT NUTRITION PIECE OF OUR BUDGET IS, UH BUDGET NEUTRAL. RIGHT? IT'S CORRECT, MEANING IT'S PAID FOR BY WHAT CHILDREN PAID FOR LUNCHES OR WHAT'S MADE UP FOR, I GUESS. YES WE GET WE GET STUDENT PAYMENTS, WHICH, IF YOU LOOK AT THIS CHARGES THAT TOP LINE WE'RE PROJECTING 7.6 MILLION AND THEN UM, WE GET STATE REIMBURSEMENT, WHICH IS A SMALL PORTION REALLY? AND THEN THE BIGGEST REIMBURSEMENT WE GET IS FEDERAL REIMBURSEMENT FOR OUR LUNCHES AND SNACKS, BREAKFAST, THOSE TYPES OF THINGS CITIZENS. WHAT MY QUESTION IS, SINCE WE'RE PROJECTING SUCH A LARGE INCREASE FOR FISCAL YEAR, 25 ARE WE ANTICIPATING THAT THE COST OF LUNCHES AND WHATNOT IT'S GOING TO GO OUT NEXT YEAR. THE COST OF THE STUDENTS, A STUDENT WE MAKE THAT REQUEST IN THE SUMMER, SO WE LOOK AT WHAT WE'VE ARE PROJECTING WHAT HAPPENED LAST YEAR, REJECTING FOOD COSTS HAVE GONE UP. SO WE HAD. TWO YEARS AGO THIS YEAR WITH THE YEAR BEFORE, SO MOST LIKELY TO HAVE ANOTHER ONE. IS IT? IT'S TO 65 ALBUMS MISTAKEN RIGHT FOR LUNCH.

SOUNDS GREAT, BUT I DON'T HAVE THAT IN FRONT OF ME. THANK YOU. THAT SHOULD BE SO, UM, REALLY AGAIN. THIS IS AN INFORMATIONAL REPORTS OF THE SUPERINTENDENT RECOMMENDS THAT THE BOARD OF EDUCATION REVIEW THE FOLLOWING BUDGETS FOR FISCAL YEAR 2025 UNRESTRICTED FUNDS 660,875,000.

THE RESTRICTED FUND OF 44,455,000. AND THE FOOD NUTRITION FUND OF 21,972,500.

AND AGAIN THE CAPITAL PROJECTS BUDGET HAS BEEN PREVIOUSLY APPROVED BY THIS BOARD TO SEND TO THE STATE AND LOCAL AND THEN AGAIN, UM, THE TENTATIVE VOTE. TO SEND THE BUDGET OVER TO THE COUNTY WOULD BE FEBRUARY 12TH 2024. GREAT THANK YOU. THAT'S A LOT OF NUMBERS. SO LET'S JUST STRIP IT DOWN TO THE BASICS. OKAY SO PEOPLE ARE LOST IN ALL OF THIS, SO WHAT WERE WHAT THE SUPERINTENDENT IS REALLY ASKING FOR. IS YOU SAID IT EARLIER. NOTHING MORE THAN WHAT WE HAD THIS YEAR, WITH THE EXCEPTION OF SPECIAL EDUCATION, RIGHT, CORRECT AND SO IF YOU LOOK AT THE ADDITIONAL ASK AND YOU LOOK AT THE LARGE ITEMS RIGHT? IT CAN BE BOILED DOWN RELATE TO FOUR.

ONE IS A WAGE PACKAGE, WHICH IS CURRENTLY GOING THROUGH NEGOTIATION, AND THAT'S TO ENSURE THAT OUR STAFF AND EDUCATORS HAVE COLA INCREASES IN STEPS AND THINGS LIKE THAT, RIGHT? THE SECOND IS INSURANCE. SIGNIFICANT SORT OF. WE DON'T HAVE AN OPTION. THAT RIGHT WE'VE GOT TO PAY INSURANCE. WE'VE GOT A PAIR INSURANCE BILL. THIRD IS THE FEDERAL GRANTS, RIGHT.

THERE'S BEEN SOME CRITICISM ABOUT, YOU KNOW, FROM THE COMMUNITY, OTHERS ABOUT WELL, YOU KNOW, WHY DID YOU PUT THESE IN OPERATING IF YOU KNEW IT WAS GOING TO EXPIRE? LOOK IT WAS A GIFT AT ARGUE. IT'S IT WAS STILL THE BEST USE OF THE MONEY AT THE TIME, PUTTING TEACHERS IN CLASSROOMS RIGHT? SO WE KNEW IT WAS GOING TO END THE DAYS HERE. OKAY, BUT WHAT THE SUPERINTENDENT IS ASKING FOR JUST FOR CLARITY IS FOR THAT PORTION. TO BE FUNDED IN THE BURDEN TO BE SHIFTED FROM THE FEDERAL GOVERNMENT TO LOCAL GOVERNMENT. REALLY RIGHT. SO THE ONLY NEW THING THAT THIS ASKED FOR IS SPECIAL EDUCATION, RIGHT? WHICH IS FAIRLY SIGNIFICANT $8 MILLION, RIGHT? UM AND COULD YOU JUST TALK ABOUT WHAT'S HAPPENING IN SPECIAL EDUCATION? ONE OF THE

[02:15:04]

THINGS THAT WE'VE NOTICED IS ESPECIALLY POST COVID. THERE'S SOCIETY IS CHANGING RIGHT? THE COUNTY HAS CHANGING DEMOGRAPHICS ARE CHANGING. WE'RE SEEING MORE STUDENTS COME IN THAT UM, QUALIFY FOR SPECIAL EDUCATION. WE'RE SEEING MORE EARLY ENGLISH, ENGLISH LANGUAGE LEARNERS AND THINGS LIKE THAT. SO CAN SOMEONE TALK A LITTLE BIT ABOUT THE IMPORTANCE OF THAT SPECIAL EDUCATION PIECE AND WHAT'S GOING ON IN THE POPULATION? THE COUNTY THAT WOULD REQUIRE THAT I WILL, BUT I WOULD JUST LIKE TO POINT OUT DR. POINTING THAT YOU SAID $8 MILLION. THAT'S NOT THE NEW POSITIONS. THAT'S THE MEDICAL ASSISTANCE POSITIONS AND ALSO THE POSITIONS THAT ARE FUNDED BY S. R THREE AND IN THE MILLION DOLLARS OR NON PUB CAN CALCULATE IT UP. IT'S GOING TO BE LESS THAN THAT. JUST CLARIFY THAT, BUT YEAH, THAT IS THE ONLY PORTION THAT'S SORT OF A NEW ASK. THAT'S CORRECT. YES. I'M NOT SURE IF MR HENNIGAN OR MR CASTELLI IS ON TO DISCUSS THAT.

YEAH THIS IS CARLY AND SAS TELLY . I CAN I CAN ADDRESS THAT QUESTION. UM SO THERE ARE WE ARE PROPOSING THREE EXPANSIONS FOR NEXT SCHOOL YEAR. ONE IS THAT EMERTON ELEMENTARY SCHOOL HALL AND THAT IS THE EXPERIENCE EXPANSION OF THE EARLY LEARNERS AND LEARNING TOGETHER PROGRAM AND THAT ALIGNS WITH INCREASES IN ENROLLMENT. SIGNIFICANT INCREASES. ENROLLMENT THAT WE'VE SEEN, YOU KNOW, WITH OUR PRE KINDERGARTEN STUDENTS. UM THE SECOND EXPANSION IS THAT OUR MIDDLE SCHOOL AND THAT IS FOR STRIVE. WE ARE LOOKING TO OPEN TWO CLASSROOMS AT THE MIDDLE SCHOOL LEVEL AND AGAIN THAT IS NECESSARY. UM WE CURRENTLY HAVE THE LARGEST NUMBER OF STUDENTS IN OUR ELEMENTARY PROGRAMS IN STRIVE AND MANY OF THOSE STUDENTS WILL BE MATRICULATING THROUGH TO THE MIDDLE SCHOOL SO THAT EXPANSION HAS BEEN PLANNED AND NECESSARY. FOR THE PAST SEVERAL YEARS. WE ARE, YOU KNOW, JUST NOW, AT THE POINT WHERE WE DO NEED TO MOVE FORWARD IN ORDER TO SUSTAIN AND MAINTAIN THOSE PROGRAMS, AND THEN THE THIRD PROGRAM BEING THE EXPANSION OF OUR CLASSROOM SUPPORT PROGRAM TO BELLAIRE HIGH SCHOOL. UM THE BENEFIT OF THAT PROGRAM IS THAT THE STUDENTS THAT WE ARE ABLE TO SERVICE AT BELLAIRE HIGH SCHOOL WILL BE STUDENTS THAT WE DO NOT NEED TO SEND TO NONPUBLIC PLACEMENTS AS HISTORICALLY CSP PROBE. GRAHAM GOES THROUGH MIDDLE SCHOOL AND AT THE END OF EIGHTH GRADE FOR ANY STUDENTS THAT STILL REQUIRE THAT LEVEL OF SUPPORT OF THE CLASSROOM SUPPORT PROGRAM. WE WOULD HOLD CENTRAL IPM MEETINGS, AND MANY OF THOSE STUDENTS DO THEN REQUIRE SUPPORTS IN NON PUBLIC SO BY BRINGING BACK CONTINUUM TO THE HIGH SCHOOL LEVEL. WE ARE REALLY LOOKING AT SOME HOPEFULLY COST SAVINGS BECAUSE FOR EVERY STUDENT THAT WE CAN SERVICE AT BELL OR HIGH SCHOOL THROUGH THE CLASSROOM SUPPORT PROGRAM. WE WILL NOT NEED TO DO THE COSTLY NONPUBLIC PLACEMENT FOR THOSE STUDENTS. GREAT THANK YOU. YOU HELPED NONPUBLIC PLACEMENT HAS CREPT UP OVER THE PAST COUPLE OF YEARS, SO THIS IS AN EFFORT TO KEEP THEM IN THE COUNTY, WHICH WOULD BE A COST SAVINGS AND SORT OF THAT THAT THAT COST SAVINGS.

ABSOLUTELY YES, I UNDERSTAND IT, BUT I WONDER HOW MANY PEOPLE IN THE PUBLIC UNDERSTAND WHAT THIS DRIVE PROGRAM IS, AND MAYBE JUST SPEAK A LITTLE BIT TO THE NUMBER OF STUDENTS THAT WE HAD. IN SPECIAL AND THE PROJECTIONS GOING FORWARD. ABSOLUTELY SO THIS YEAR. WE JUST SAY NO. THERE WAS MENTIONED EARLIER ABOUT OUR SEPTEMBER 30 COUNTS SO SPECIAL EDUCATION OVER THE PAST THREE YEARS HAS SEEN REALLY SIGNIFICANT INCREASES. WE ARE OVER 6000 STUDENTS ACCESSING SERVICES THROUGH AND I E P IN HARTFORD COUNTY, AND THAT IS AN INCREASE AGAIN THIS YEAR OF OVER 300. ITS STUDENTS. UM WE'VE BEEN LOOKING INTO THAT SITUATION. WE KNOW THAT WE HAVE, UM, A SIGNIFICANT INCREASE IN IDENTIFICATION OF STUDENTS. IN THOSE EARLY INTERVENTION YEARS ARE STUDENTS WHO ARE IDENTIFIED AS DEVELOPMENTAL DELAYS. WE'VE SEEN A PRETTY SIGNIFICANT INCREASE AT THAT LEVEL. BUT ON THE WHOLE WE ARE SEEING, YOU KNOW, JUST OVERALL, THOSE INCREASES SO OUR NEED FOR PROGRAMMING OUR NEED FOR RELATED SERVICE PROVIDERS TO ADDRESS THE NEEDS OF OUR STUDENTS AS WELL. AS YOU KNOW, ALL OF THOSE POSITIONS THAT ARE LISTED IN THESE REQUESTS ARE REALLY ESSENTIAL TO MEET THE INDIVIDUAL NEEDS OF THESE CHILDREN. THANK YOU. THANK YOU. OKAY SO FAIR SUMMARY SORT OF IF YOU BOIL IT DOWN TO KIND OF KIND OF WHERE WE

[02:20:02]

ARE RIGHT, SO OKAY? AND THEN AS FAR AS THE TIMELINE SO THAT THE PUBLIC IS AWARE SO THIS GETS PRESENTED TO THE BOARD TODAY, WE'LL HOLD OUR PUBLIC INPUT MEETING NEXT WEEK. WE'LL HAVE ANOTHER NUMBER OF OTHER FORUMS THAT THE PUBLIC AND COMMUNICATE WITH US ON THE COUNTY EXECUTIVE WILL ALSO HOLD A FORUM. AND THEN WE VOTE ON IT NEXT MONTH, SO GOT TIME TO LOOK AT THIS. REVIEW IT AND GET COMMENTS FROM THE PUBLIC. OPEN IT UP TO QUESTIONS OR ANY ADDITIONAL QUESTIONS, COMMENTS. HAPPY TO SIT DOWN AND THERE MR SOWELL, WAS THAT OH, NO. MS COKER, FOLLOW YOUR LOGIC.

THE FOUR BIG CHUNKS OF THE WAGE PACKAGES THE WAGE PACKAGE THE INSURANCE GOING UP INCREASED HEALTH CARE COSTS. FEDERAL GRANT SHIFTING, UM FROM OUTSIDE SOURCES TO LOCAL AND THEN THE SPECIAL ADD SO IMPORTANT, SO REALLY THE ONLY CHOICE OR OR SCRUBBING AREA WE HAVE POTENTIALLY IS THE GRANTS SHIFTING. DON'T SEEM LIKE THERE'S MUCH WIGGLE ROOM. AND SO THEN IT BECOMES REALLY KEY TO LOOK AT WHAT POSITIONS WERE ADDED OVER THE PAST COUPLE OF YEARS STUDENT FACING NON STUDENT FACING AND THEN WHAT POSITIONS ARE SUGGESTED FROM THE GRANTS COMING IN STUDENT FACING NON STUDENT FACING SO I'D LIKE TO UNDERSTAND. MORE ABOUT THAT, BECAUSE IT SEEMS LIKE THAT'S THE ONLY AREA WHERE WE? WE HAVE TO MAKE CHOICES. WOW FAIR. PRETTY ACCURATE, RIGHT? THERE IS A LIST . WE HAVE IT. YOU KNOW IF IT WAS IN HERE OR NOT, BUT IT WAS UP THERE, BUT WE DO HAVE THAT. YEAH. ACTUALLY. IF I COULD ADDRESS THAT, JUST BRIEFLY. SO WHAT? I THINK SOME HISTORICAL PERSPECTIVE WOULD BE IMPORTANT HERE. SO FROM THE YEARS 10,019 UH, PREVIOUS BOARDS HAD TO POSITIONS. EVERY YEAR. SO FOR 11 STRAIGHT YEARS. THE SCHOOL SYSTEM EVERY YEAR HAD LESS AND LESS. TEACHERS ADMINISTRATORS, CENTRAL OFFICE STAFF. SUPPORT STAFF. 11 STRAIGHT. I BELIEVE WE LOST ABOUT 10. OF THE ENTIRE WORKFORCE, SOMETHING IN THAT RANGE. UNTIL THE PANDEMIC UNTIL WE ACTUALLY HAD THIS INFLUX OF FUNDS TO ACTUALLY START TO REBUILD THE SCHOOL SYSTEM. SO IN ATTEMPT WAS MADE. TO DO THAT. AND WE'RE ONLY LOOKING AT WHAT IS IT A LITTLE OVER 100 POSITIONS OR SO THAT WE'RE BRINGING IN FROM GRANTS. WHEREAS WE HAD LOST I BELIEVE IT'S FIVE OR 600 PREVIOUSLY. AND THAT FIVE OR 600, OF COURSE. INCLUDED CENTRAL OFFICE STAFF. RIGHT, BECAUSE ALMOST ALL THE POSITIONS WE'RE TALKING ABOUT STUDENT BASIN. RIGHT, SO WE'RE NOT LOOKING AT WE REALLY HAVEN'T ADDED. ANYTHING BUT STUDENT FIXING. POSITIONS. FOR THE MOST PART. WORD OF SUPPORT THIS STUDENT DECISIONS SO THAT I THINK IS THE IMPORTANT HISTORICAL PERSPECTIVE. WE HAVE TO DRAWN WHEN WE'RE TRYING TO UNDERSTAND WELL WHY DID WE ADD THESE POSITIONS? WELL IT WAS EXTREMELY IMPORTANT POSITIONS.

BECAUSE THE STUDENTS NEEDED THE HELP IN THE CLASSROOM. WE NEEDED THE EXTRA HANDS. WE HAD THE LARGEST CLASS SIZES IN THE ENTIRE STATE. IN THIS COUNTY. BECAUSE OF THAT. THOSE CUTS.

WE'RE STILL TOWARDS THE BOTTOM. SORT OF THINK THAT WE ACTUALLY HAVE. EXCESS EMPLOYEES IN THIS SO THIS THIS SCHOOL SYSTEM IT'S JUST NOT THE CASE. IN FACT, WE ARE STILL STRUGGLING IN THE CLASSROOM. WE ARE MANY OF OUR SCHOOLS. ARE JUST AT THE BRINK. EVERY DAY. SO WE. WE NEED TO KEEP ALL OF THESE POSITIONS. WE NEED TO FIGURE OUT A WAY TO KEEP ALL THESE POSITIONS. DOCTOR MILLER. GOOD. THIS TIME. NOT AT THIS TIME. PLENTY OF TIME TO LOOK AT IT. UM ANYONE JOINING VIRTUALLY MISS BRUCE MISS ALVAREZ? I DON'T HAVE ANY ADDITIONAL QUESTIONS. THANK YOU SO MUCH FOR THE PRESENTATION. SO WE'RE HAPPY TO MEET WITH ANY OF YOU AT ANY TIME IF YOU WANT TO

[02:25:04]

REVIEW ANY OF THIS IN DETAIL THANK YOU, MISS JUDD AND, UH, ALSO, THIS WILL BE POSTED ON ONLINE TOMORROW MORNING FOR THE PUBLIC. THINK IT ALREADY IS. BUDGET PAGE. IF YOU GO TO THE MAIN HCPS PAGE, AND YOU JUST CLICK BUDGET, IT WILL BE THE TOP ITEM FOR YOU FOR THE PUBLIC REVIEW. THANK YOU FEEL BETTER. THANK YOU. THIS IS CAROL. CAROL BRUCE. YOU KNOW, I ECHO WHAT THE SALT HAS SAID. WE WE WERE SITTING HERE WITH A LOT OF HISTORY. OF WHAT HAS HAPPENED TO THE SCHOOL SYSTEM YET AND STILL, WE WANT THE STAFF THAT CONTINUOUSLY PROVIDE US WITH JUSTIFICATION. INFORMATION. TO OVERCOME HISTORICAL INCIDENTS. WHAT WE NEED TO BE DOING IS FIRMLY SAYING THAT THE LOCAL GOVERNMENT NEEDS TO PICK UP THEIR SHARE OF AND BEST IN OUR STUDENTS HERE IN THE COUNTY. WE CAN'T KEEP CUTTING AND CUTTING AND ASKING TO JUSTIFY POSITIONS WHEN WE HAVE HISTORICAL INFORMATION PRIOR TO MY COMING ON THE BOARD AND MOST OF YOU AND WE KEEP CONTINUE TO KEEP ASKING MORE INFORMATION TO JUSTIFY WHY WE HAVE WHAT WE HAVE. I DON'T REALLY FIND THAT YOU KNOW, DIFFICULT BECAUSE WE KNOW THAT SPECIAL EDUCATION. IS GOING TO REQUIRE FUNDING. TO OVERCOME THE SITUATIONS WE HAVE, YOU KNOW, SOCIETY. AND IF WE DON'T DO BETTER THEN WE'RE GOING TO HAVE TO CUT PEOPLE AND PEOPLE ARE GONNA LEAVE. WE HEARD THE PRESIDENT OF HEE SAY THAT THIS BOARD DOESN'T CARE ABOUT THE STAFF. SO WE CAN'T CONTINUE TO KEEP JUSTIFYING WHY? WE CAN'T GO TO THE COUNTY AND SAY WE NEED THIS MONEY. THANK YOU. THANK

[D. Superintendent's Report]

YOU. OKAY. THANK YOU. OKAY MOVING ON FOR TO THE FINAL AGENDA FOR THIS EVENING ITEM DEED IS SUPERINTENDENT REPORT. THANK YOU. UM THINK AFTER I WANTED TO START MY COMMENTS WITH HAPPY NEW YEAR BECAUSE IT WAS MY FIRST CHANCE TO SAY THAT TONIGHT BUT A LITTLE HARD AFTER SUCH A HEAVY CONVERSATION, BUT YES. UM UM I AM STILL AMAZED THAT WE ARE IN 2024 ALREADY. SO HERE WE ARE.

ON A FUN NOTE. UM, ONE REMINDER TO OUR STAFF. I KNOW A REMINDER CAME OUT THROUGH EMAIL TODAY, BUT THE DEPENDENT DEPENDENT VERIFICATION AUDIT. UM YOU'VE ALL RECEIVED EMAILS. YOU'VE GOT REMINDERS. YOU'VE GOTTEN STUFF IN THE MAIL. UM IN FACT, YOU'VE PROBABLY GOTTEN MULTIPLE THINGS IN THE MAIL. I DID. UM ONCE YOU COLLECT YOUR DOCUMENTS, IT'S IN MY EXPERIENCE WAS IT WAS PRETTY EASY TO UPLOAD. BUT YOU DO NEED A MINUTE TO GET YOURSELF ORGANIZED AND DO THAT, BUT IT'S SO CRITICALLY IMPORTANT. WE DON'T WANT TO SEE ANYONE LOSING BENEFITS, HAVING GAPS AND BENEFITS BECAUSE THEY FAILED TO COMPLETE THAT, BUT WE REALLY, REALLY NEED YOU TO GO AND DO THAT VERIFICATION. THE DEADLINE, I BELIEVE IS NEXT MONDAY. SO WE ASK YOU TO PLEASE ATTEND TO THAT AS SOON AS POSSIBLE. UM AND THEN IN CLOSING , PLEASE BE SAFE TOMORROW. UM YOU KNOW, WE HAD A WE HAD THAT CALL WITH OUR DIRECTOR OF EMERGENCY MANAGEMENT OF EMERGENCY OPERATIONS. THIS IS SEEMS TO BE A PRETTY SERIOUS STORM COMING OUR WAY IN. UM NOT JUST RAIN. WE'RE WORRIED ABOUT FLOODING, WORRIED ABOUT TREES DOWN AND WORRYING ABOUT POWER OUTAGES WERE JUST WORRIED ABOUT PEOPLE BEING ABLE TO, UM GET PLACES SAFELY. AND OUR HOPE IS THAT WE CAN HAVE MOST OF OUR STUDENTS HOME SAFELY BEFORE THE REALLY HARD STUFF HITS AND SO, UM PLEASE AGAIN MAKE GOOD DECISIONS TOMORROW AND HOPEFULLY WE WILL SEE EVERYBODY SAFE AND DRY. AFTER THIS STORM, AND
