UH, I'VE SAID SINCE DAY ONE THAT SEAN WAS A BREATH OF FRESH AIR HERE IN HARFORD COUNTY. UM I APPRECIATE HIS WILLINGNESS TO MEET AT ANY GIVEN NOTICE, EITHER WITH US AT THE COUNCIL CHAMBERS ARE HERE IN THE OFFICE. UM I ALWAYS SAY THAT PRIOR ADMINISTRATIONS WAS A CHALLENGE TO HAVE TIME TO SIT DOWN AND GO OVER ISSUES AS THEY AROSE. AND HE HAS MADE IT VERY EASY TO WORK WITH AND MY COLLEAGUES AND I APPRECIATE THAT VERY MUCH, SO WE ALSO WANT TO ECHO THE COMMENTS OF THE COUNTY EXECUTIVE. WE APPRECIATE ALL THAT YOU DO FOR OUR STUDENTS AND TO BETTER THEIR EDUCATION. SO THANK YOU. THANK YOU, AND CONGRATULATIONS.

YEAH. UM, YOU KNOW, IS THIS? ALL RIGHT? UM UNIQUE PERSPECTIVE FOR ME, NOT JUST BEING A COUNCIL MEMBER BUT ALSO BEING EMPLOYEE OF HARFORD COUNTY PUBLIC SCHOOLS , WITNESSING FROM THE FIRST MEETING WHERE IT WAS ANNOUNCED YOU WERE GOING TO BECOME SUPERINTENDENT THROUGH NOW. IT SEEMS LIKE IT'S JUST BEEN FIRED TO FIRE. I'M SURE YOU REMEMBER THAT NIGHT. VERY WELL. UM BUT I THINK YOU'VE HANDLED ALL THAT. WITH SUCH GRACE. I'VE SEEN YOUR LEADERSHIP EVEN IF I DON'T ALWAYS HAVE AGREED WITH THE DECISION YOU'VE MADE. YOU'VE HAD STRONG LEADERSHIP. UM YOU LISTEN. WELL UM AND I'VE I'VE APPRECIATE THAT SO MUCH AS A SCHOOL EMPLOYEE. THAT GUIDANCE AND THAT STEADFASTNESS THROUGH, YOU KNOW, CRAZY, CRAZY YEARS. [00:10:12]

. OKAY WE'LL CONTINUE THE EVENING WITH BOARD MEMBER COMMENTS AND WE WILL START WITH MS ALVAREZ, PLEASE. GOOD EVENING. THANKS FOR BEING HERE TO SUPPORT PUBLIC EDUCATION. THIS SATURDAY IS VETERANS DAY, SO I WANTED TO START OFF WITH TAKING A MOMENT TO JUST THANK ALL OF OUR VETERANS. IT'S BECAUSE OF OUR SELFLESS SERVICE THAT WE ARE WITH. THE PEOPLE ARE ABLE TO FREELY EXPRESS OUR DIVERSE OPINIONS AND PERSPECTIVES WITHOUT PENALTY. SO THERE THEY ARE. PART OF THE REASON WHY WE ARE ABLE TO MEET IN THIS FORUM.

UM AND EXPRESS OUR OPINIONS. UM EVEN THOUGH THERE MAY BE DIFFERENT, THAT'S YOU KNOW WHAT MAKES THIS GREAT? UM SO I ASKED YOU TO FIND A WAY THIS WEEK TO THANK THE VETERANS IN YOUR COMMUNITY. UM SO, UM, PLEASE TAKE SOME TIME TO REMEMBER THEM. UM I ALSO WANT TO SHARE A FEW THINGS. A FEW EVENTS THAT I ATTENDED DURING THESE PAST FEW WEEKS SINCE THE LAST BOARD MEETING FIRST WAS A FAMILY ACCESSIBILITY NIGHT AT THE ABINGTON LIBRARY. UM I GOT THE TWO REALLY WITNESSED THE SUPPORTS THAT ABINGTON LIBRARY HAS FOR CHILDREN WITH DIFFERING LEARNING STYLES. I DIDN'T KNOW, BUT THEY HAVE A SENSORY ROOM. UM SO THERE'S SO MANY THINGS IN OUR COUNTY THAT ARE AVAILABLE, UM, YOU KNOW, TO OUR PARENTS, UM THEY WEREN'T HOLDING A LOT OF THEIR STUFF BECAUSE OF COVID. BUT NOW THEY DID STATE THAT POST COVID THAT THEY ARE PLANNING ON DOING MORE OF THESE EVENTS. UM SO LOOK OUT FOR THEM AND, UM, TAKE ADVANTAGE OF THEM. THEY HAD INSTRUCTION LET PLAY AS WELL AS TABLES WITH INFORMATION FROM OTHER COMMUNITY. GROUPS TO CONNECT PARENTS AND WAYS TO HELP SUPPORT THIRD STUDENTS AND THEIR CHILDREN. AND I ALSO ATTENDED A RECEPTION AT THE DISCOVERY CENTER WATER EDGE, WHICH WILL BE OPENING ITS DOORS TO THE PUBLIC DECEMBER 10TH AT THE RECEPTION, I WAS ABLE TO GO INSIDE OF AN ICE CUBE AND I GOT TO WITNESS ICE MELTING AND, UM, MOLECULAR LEVEL I WAS ABLE TO MANIPULATE THE TOPOLOGY OF LAND. AND CREATE VIRTUAL RAIN, SO THESE ASSETS THAT WE HAVE IN OUR COMMUNITY ARE GREAT OPPORTUNITY FOR STUDENTS AND A WAY FOR THEM TO EMBRACE SCIENCE AND WAYS THAT WE DIDN'T HAVE BEFORE. SO TAKE SOME TIME TO CHECK THAT OUT. UM AND FINALLY, I WANTED TO TALK A LITTLE BIT ABOUT THE AWARDS CEREMONY AND SOME OF THE TAKEAWAYS THAT I HAD FROM THAT, OR ONE TAKEAWAY. UM SO, DR BOLSON, UH, PRESENTED SOME OF HIS LEADERSHIP APPROACHES AND ONE OF THE THINGS THAT I REALLY ADMIRED WAS HE HAS A BOTTOM UP APPROACH. UM RATHER THAN A TOP DOWN, SO, UM, YOU KNOW, HE LOOKS TO THE STUDENTS AND THE TEACHERS TO GUIDE HIM IN HIS LEADERSHIP STYLE, SO I THINK THAT THAT'S VERY ADMIRABLE AS A LEADER TO RECOGNIZE THE PEOPLE THAT ARE IN IN THE TRENCHES, UM AND ALSO IN THE SENSING SESSION. I WASN'T THERE, BUT I UNDERSTAND THAT THERE WERE A LOT OF TEACHERS IN ATTENDANCE. I THINK THAT THAT'S A REALLY POSITIVE THING FOR THE BOARD GOING FORWARD BECAUSE THE TEACHERS ARE THE BOOTS ON THE GROUND, AND THEY ARE IN THE EDUCATION SPACE INTERFACING WITH THE STUDENTS. SO WE NEED TO GET THEIR THEIR PERSPECTIVES ON THE CHALLENGES THAT THEY HAVE. AND UM, BRINGING THIS THING THAT WE CALL EQUITY OR THE MODEL THAT EVERY STUDENT SUCCEEDS. THEY'RE THE ONES DOING THE HARD WORK. SO UM, YOU KNOW, I THINK THAT GOING FORWARD I THINK THE ASSESSING SENSING SESSIONS, WHICH WILL INCLUDE TEACHERS AND GET A VOICE TO THE BOARD AND A MORE MEANINGFUL WAY. APPRECIATE THAT. THANK YOU. THANK YOU, MISS BRUCE. YES GOOD EVENING, EVERYONE. THANK YOU FOR ATTENDING THE PAST WEEK, I WAS INVITED TO HICKORY ELEMENTARY SCHOOL TO MEET WITH THE NEW PRINCIPAL, MS. MCCORD ONE OF THE THINGS THAT THE REASON SHE INVITED ME AS HICKORY ELEMENTARY , WAS ONE OF THE COLORED HIGH SCHOOL COLORED SCHOOLS BECAUSE IT WENT FROM FIRST GRADE TO 12TH GRADE, AS WELL AS THE SCHOOL INHABITED SWAN CREEK, WHICH IS NOW ROY WILLIAMS THAT THE WILLIAMS WAS THE PRINCIPAL AT HICKORY, AND THEY HAVE A DISPLAY THERE, AND SHE WAS ASKING MY HELP IN TRYING TO UPDATE THE DISPLAY AND HAVE IT MORE MEANINGFUL, SO THAT'S ONE OF THE PROJECTS THAT I WILL BE UNDERTAKING TO ASSIST HER. THERE ARE COMMUNITY MEMBERS ACTUALLY TEACHES STILL IN THE COMMUNITY WHO TAUGHT AT THAT SCHOOL. I

[00:15:01]

ALSO WANTED TO THE HARPER COUNTY COUNCIL OF P T. A HAD SENT A LETTER TO DR BOLSON AND COPIED THE BOARD MEMBERS AND I WANT TO ENCOURAGE THE BOARD MEMBERS AS WELL AS THE COMMUNITY TO JOIN AND SUPPORT THE LOCAL P T. A. IT'S VERY VITAL TO HAVE PARENTAL INPUT AT THE PITA AND SUPPORT FOR THE SCHOOLS. UM FINALLY, UM. I JUST WANT TO SAY THANK YOU DEDUCTIBLES AND I'VE SAID THIS BEFORE. I DON'T WANT TO CONTINUE TO SAY IT. THAT THIS IS A CHANGE MAKER, AND WE'RE IN THE PROCESS OF DOING EXACTLY THAT. AND DON'T FORGET TO VOTE IF YOU'RE IN ABERDEEN AND HAVE IT GRACE AREAS TOMORROW. THANK YOU, TOO. THANK YOU, MS COOPER. WELCOME EVERYONE . AND THANKS FOR BEING HERE OR LISTENING IN THIS WAS AN EXCITING WEEK FOR EVERYONE, WITH DR OLSEN BEING SELECTED AS THE MARYLAND STATE SUPERINTENDENT OF THE YEAR. WHAT AN HONOR NOT ONLY FOR DR BOLSON, BUT FOR HARFORD COUNTY AS WELL AND IT REALLY REFLECTS OUR GREAT TEAM OF THE VERY COMPETENT HARFORD COUNTY PUBLIC SCHOOL STAFF. SO CONGRATULATIONS TO YOU ALL. YOU KNOW A TEAM TOGETHER, EVERYONE ACHIEVES MORE. WE ARE FORTUNATE TO HAVE DR BOLSON AND HIS GREAT TEAM TO CONTINUE TO ADDRESS THE GREAT CHALLENGES WE HAVE IN FRONT OF US. WITH EVERY HONOR AND REWARD USUALLY COMES MORE HARD WORK. AND THIS IS TRUE FOR US FOR SURE. IN HIS ACCEPTANCE SPEECH, WHICH I ALSO LIKED. AS DIANE SAID DR BOLSON HIGHLIGHTED HIS TEAM AND THE CHALLENGES OF BEING A SUPERINTENDENT. HE SPECIFICALLY NOTED THE CURRENT SCHOOL COMMUNITY CHALLENGES ASSOCIATED WITH MENTAL HEALTH.

THIS MAKES OUR CURRENT CHALLENGES TO IMPROVE ACADEMIC PERFORMANCE TO KEEP OUR BEHAVIOR AND ACADEMIC STANDARDS I AND TO KEEP OUR SCHOOL ENVIRONMENTS WELCOMING AND BALANCED EVEN MORE DIFFICULT. IT MAKES IT EVEN MORE IMPORTANT THAT WE TEACH OUR CHILDREN HOW TO THINK AND NOT SLIP INTO IDEOLOGIES THAT AFFECT WHAT THEY THINK OR IN THE SENSITIVE PERSONAL TOPICS THAT ARE APPROPRIATE WITHIN FAMILIES AS WE'RE SEEING IN OUR UNIVERSITIES RIGHT NOW, TEACHING IDEOLOGIES HAS OFTEN RESULTED IN KIDS LEARNING TO HATE AND BE ANGRY, TEACHING IDEOLOGIES OR IS NOT OUR JOB. AT ANY EDUCATIONAL LEVEL, PARENTS CAN CHOOSE ANY MATERIALS FOR THEIR KIDS, HOWEVER SEXUALLY EXPLICIT IMAGES AND VERBIAGE OF ANY TYPE ARE NOT EDUCATIONALLY SUITABLE NOR AGE APPROPRIATE AND HAVE NO PLACE IN SCHOOLS. WE HAVE TO BE CLEAR. AS THAT IS BEING KIND KIND.

LEADERSHIP IS NOT ABOUT BEING NICE. KIND LEADERSHIP IS ABOUT BEING REAL, HONEST AND GENUINELY CARING, BUT ALSO MAINTAINING HIGH STANDARDS AS SUPERINTENDENT OF THE YEAR. DOCTOR BOLSON IS THAT KIND OF LEADER. SO CONGRATULATIONS AGAIN AND THANK YOU FOR YOUR HARD WORK. AS ALWAYS, WE ASK OUR PARENTS TO FOCUS THEIR CHILDREN TO DO WELL IN SCHOOL AND TO TREAT EVERYONE WITH RESPECT. THANK YOU, DR MUELLER. THANK YOU. UM THERE'S SOME OF YOU ARE AWARE, UM THIS LAST YEAR, I CO CHAIRED THE CONFERENCE PROGRAM COMMITTEE FOR MAYB, WHICH WE WERE ALL ABLE TO ATTEND, AND ERIC DAVIS WAS OUR KEYNOTE SPEAKER. UM I FEEL LIKE I SHOT MY WAD TOOK MY BEST SHOT RIGHT IN THE BEGINNING, AND NOW I HAVE TO FIND ANOTHER SPEAKER FOR NEXT YEAR. UM THE EVALUATIONS CAME BACK AND I'M PLEASED TO SAY WE HAD 100% SATISFACTION RATE ON THE CONFERENCE, WHICH IS PRETTY AWESOME. SO IF DR POYNTON SEES FIT TO ALLOW ME TO BE ON THE CONFERENCE PROGRAM COMMITTEE AGAIN THIS NEXT YEAR, I WILL AGAIN BE THE COACH HERE OF IT, AND I'M PRETTY EXCITED ABOUT THAT. I ALSO ATTENDED THE HARTFORD BUSINESS ROUNDTABLE WITH AUSTIN HILL, WHERE HE SHARED ABOUT PROGRAMS FOR OUR STUDENTS THAT WERE AVAILABLE AT HCC. THE FAMILY FRIENDLY SCHOOL AWARD THIS LAST MONTH WENT TO MAGNOLIA MIDDLE SCHOOL, ONLY THE SECOND TIME IN MIDDLE SCHOOL. HE HAS ONE LAST YEAR. BELLAIRE MIDDLE SCHOOL ONE. AND SO I WAS HONORED TO BE THERE AND TO BE ABLE TO SEE THAT I ALSO WENT TO THE DISCOVERY CENTER OPEN HOUSE AND WITH DIANE FORGOT TO MENTION IS NOT ONLY DO THEY HAVE THE SAND TABLE WHERE YOU CAN CHANGE THE TOPOGRAPHY, BUT YOU CAN ALSO MAKE IT ABOUT KEANO. SO INSTEAD OF MAKING IT RAIN, YOU CAN MAKE A LOVE OF FLOW DOWN ON EVERYBODY. SO THIS IS PRETTY EXCITING STUFF. AND THE LAST THING I WANT TO ADD, IS MR COOK, WHO IS THE PRINCIPAL AT HOMESTEAD WAKEFIELD ELEMENTARY SCHOOL. THE STUDENTS THERE RAISED $40,000 IN THEIR RECENT RUN OF ON, SO MR COOK IS SPENDING THE NIGHT ON THE ROOF ON THURSDAY AS THE SCHOOL REWARD FOR MEETING THEIR GOAL, SO I JUST WANTED TO MAKE SURE EVERYBODY KNOWS. I MEAN, THAT'S THE KIND OF PERSON MR COOK IS.

HE IS AN AMAZING PRINCIPLE, AND WE'RE VERY FORTUNATE. TO HAVE HIM SO GO AHEAD FORECAST FOR THURSDAY. I DON'T KNOW I DIDN'T LOOK AT IT. I WAS I WAS WONDERING ABOUT THAT. WE CANNOT.

WE CAN LOAN A MATAR IF I THINK I THINK WE CAN LEARN HIM A TERP. THANK YOU, MISS PERRY. GOOD

[00:20:01]

EVENING, EVERYONE AND I'M GONNA SAY IT AGAIN. CONGRATULATIONS DR BULL FOR BEING THE 2024, SUPERINTENDENT OF THE YEAR IT WAS WELL DESERVED, AND I HAVE REALLY ENJOYED WORKING WITH YOU ON BOARD. THANK YOU. AND I HAVEN'T DONE A LOT OF WASN'T FEELING WELL FOR THE LAST FEW WEEKS, BUT I DEFINITELY GOING TO MAKE MY, UM, VISIT TO ROY WILLIAMS ELEMENTARY SCHOOL. THEY INVITED ME FOR THE VETERANS PROGRAM, AND FOR ME, IT'S A SPECIAL STREET BECAUSE WHEN I MOVED HERE TO HARFORD COUNTY, THAT'S WHERE I WENT TO ELEMENTARY SCHOOL. THANK YOU, MR BRAVA. GOOD EVENING, EVERYONE. UM I WANT TO ECHO THE COMMENTS AND CONGRATULATIONS TO DR BOLSON . UM YOU REALLY DESERVE THE AWARD. I REMEMBER AND MIDDLE SCHOOL AND EARLIER HIGH SCHOOL, UM THEY WOULD HAVE DANCED LIKE, OH, THE SUPERINTENDENT'S VISITING THE SCHOOL TODAY, AND WE WERE WALKING THE HALLS ALL NERVOUS, AND THEY WOULD SAY LIKE, WHO'S WHO'S THE SUPERINTENDENT? WHICH ONE IS HE? AND THEY WOULD ALWAYS SAY THE ONE WITH THE VOTE. I SO LITTLE DID. I KNOW A COUPLE OF YEARS LATER, I'D BE ABLE TO WORK WITH HIM WEARING A BOW TIE. YEAH.

THINGS REALLY CHANGE. SO CONGRATULATIONS. UM SINCE OUR LAST MEETING, THE BOARD HAD OUR FIRST LISTENING SESSION ON NOVEMBER. 1ST UM, I THOUGHT IT WAS A VERY PRODUCTIVE MEETING AND I'M REALLY PROUD OF THE TURNOUT THAT WE HAD AS WELL, UM, AT LITTLE EMBARRASSING FOR THE STUDENT TURNOUT, NOT GONNA LIE. I WAS THE ONLY ONE ALONG WITH TWO OTHER KIDS DRAGGED ALONG WITH THEIR PARENTS. WE DID HAVE A GIRL SPEAK. SHE WAS ADORABLE. BUT YOU KNOW, WE DO REALLY NEED ENCOURAGE STUDENT INVOLVEMENT WITH THESE, UM AND THAT'S WHAT I'M TRYING TO DO WITH THE SCHOOL VISITS AS WELL. I HAD MY FIRST ONE AT PATTERSON MILL. HIGH SCHOOL STUDENT GOVERNMENT ASSOCIATION LAST WEDNESDAY, AND IT WAS VERY IT WAS GREAT. I WAS NERVOUS, BUT THEY WERE VERY KIND AND WELCOMING AND ACTUALLY HAVE MY NEXT ONE THIS WEDNESDAY OR MIDDLE SCHOOL STUDENT GOVERNMENT ASSOCIATION, SO I WILL SEE MORE STUDENTS THERE. THAT'S ALL FOR ME. THANK YOU. THANK YOU, MR SOUL. YEAH. THANKS UH, SO GREAT TO SEE EVERYONE TONIGHT. THANK YOU FOR ATTENDING AND ESPECIALLY THE COUNCIL MEMBERS REALLY APPRECIATE SEEING YOU HERE. UM SO TWO WEEKS AGO, IMMEDIATELY AFTER OUR OUR LAST BOARD MEETING THE NEXT DAY, I ATTENDED THE HIGH SCHOOL SPORTS FOR LIFE.

THEN AT BELLA HIGH SCHOOL, AND THAT WAS SUCH A GREAT EVENT FOR THOSE STUDENTS, AND I HOPE THAT WE CONTINUE TO OFFER THAT TYPE OF PROGRAM FOR THEM. I ALSO ATTENDED THE HARVARD BUSINESS ROUNDTABLE WITH DR HALSTON HILL WITH DR MUELLER AND MISS ALVAREZ. AND WITH ANY BOARD MEMBERS THERE OTHER THAN LESS JUST LAST THREE. YEAH GREAT, AND THAT WAS REALLY GOOD TO CONNECT WITH MEMBERS OF THE BUSINESS COMMUNITY, AND, UH, DR AUSTIN HILL FROM HCC TO LEARN ABOUT WHAT THEY'RE DOING AT THE COMMUNITY COLLEGE AND ALSO ABOUT YOU KNOW THINGS THAT THEY'RE WORKING ON WITH THE SCHOOL SYSTEM MOVING FORWARD. ONE OF THE CONGRATULATE MAGNOLIA MIDDLE AGAIN FOR WINNING THE FAMILY FRIENDLY SCHOOL AWARD. THAT'S PRETTY OUTSTANDING, SO CONGRATULATIONS TO THEM. I ATTENDED THE ENGAGED FOR EDUCATION EVENT AT FALLSTON HIGH SCHOOL LAST WEEK WITH DR POYNTON MISHAAN AND MISS SABRA OVA, AND THAT WAS A REALLY GOOD EVENT, SO I DO I WANT TO THANK DR POINT IN, UH AND AMAZON FOR INITIATING THAT FOR THE SCHOOL SYSTEM. I THINK IT'S A GREAT WAY TO HAVE A BACK AND FORTH CONVERSATION WITH , THE COMMUNITY. I LOOK FORWARD TO THE FUTURE ONCE. I'M SURE THEY WILL BE ANNOUNCED TONIGHT TO TALK ABOUT THE NEXT ONE IS COMING UP. I ALSO ATTENDED THE DISCOVERY CENTER OPEN HOUSE THAT DISCOVERY CENTER IF FOR THOSE WHO DON'T KNOW IS OVER IN BELCAMP, UM AND IT'S MEANT FOR STEM EDUCATION. AND UM, YOU KNOW, WE'RE PROBABLY GONNA HAVE, I GUESS SOME MOVIES AND FIELD TRIPS OVER THERE. MAYBE WITH SOME STUDENTS. I'M NOT SURE EXACTLY HOW WE'RE GONNA ENGAGES SCHOOL SYSTEM YET, BUT THERE'S QUITE THEY IT'S VERY, VERY WELL DONE, AND I WAS REALLY IMPRESSED WITH WHAT WHAT'S GOING ON.

THEY'RE NOT ONLY NOW, BUT ALSO THEIR PLANS FOR THE FUTURE DEVELOPMENT OF THAT FACILITY. TO OFFER STEM EDUCATION FOR STUDENTS IN THE COUNTY. I'M LOOKING FORWARD TO ATTENDING THE WORLD WILLIAMS EVENT THIS FRIDAY. I'M ALSO GONNA BE THERE, DENISE. SO MISS PERRY. UH SO I'LL SEE YOU THERE. I'M ALSO GOING TO ATTEND THE ROUTE 40 BUSINESS ASSOCIATION LUNCHEON COMING UP THIS WEEK, AND ALSO WEDNESDAY NIGHT IS THE HARVARD COUNTY EDUCATION FOUNDATION THERE EVERYDAY HEROES AWARD AND RECEPTION AWARDS AND RECEPTION EVENT AT THE MARYLAND GOLF AND COUNTRY CLUBS. THAT'S THIS WEDNESDAY NIGHT AT 530. THAT'S WHERE WE'RE GOING TO HONOR 42.

OF OUR OUTSTANDING EDUCATORS HERE IN HARTFORD COUNTY. SO SO NICE TO HAVE THAT AND LAST, BUT

[00:25:01]

NOT LEAST THIS TONIGHT. JUST LEAVE. IT IS ABOUT DR BOLSON AND OUR SCHOOL SYSTEM, RIGHT? THIS IS WE SHOULD SAVOR THIS MOMENT, RIGHT? THESE MOMENTS DON'T COME VERY OFTEN. AND THIS IS A BIG BIG DEAL FOR OUR SCHOOL SYSTEM SO AND AS DR OLSON SAID MANY TIMES, YOU KNOW, IT'S NOT JUST HIM. YOU KNOW THIS. THIS REFLECTS UPON THE ENTIRE SCHOOL SYSTEM. YOU KNOW HE'S GETTING THE AWARD, BUT IT DOES REFLECT ON THE ENTIRE TEAM, SO I JUST WANTED TO CONGRATULATE DR BOLSON . OF COURSE, YOU KNOW THIS WHOLE TEAM THAT SUPPORTS YOU EVERY DAY , AND I ALSO WANT TO RECOGNIZE PREVIOUS BOARD. WHO HAD THE FORESIGHT TO HIRE YOU. SO THANK YOU. THANK YOU, UM. SORRY MR HOUSE TRYING TO THINK WHO WE HAD ON THE PHONE? YEAH GOOD EVENING REMINDER THAT THE PROPOSED FISCAL YEAR 2025 BUDGET MEETING IS THIS COMING MONDAY, NOVEMBER 13TH AT 430. THIS IS YOUR CHANCE TO PROVIDE FEEDBACK ON HOW DOLLARS SHOULD BE PRIORITIZED AND HOW YOU WOULD LIKE TO SEE FUNDING ALLOCATED. THIS WEEK IS NATIONAL SCHOOL PSYCHOLOGY. WE USE THIS TIME TO HIGHLIGHT THE IMPORTANT WORK THAT OUR SCHOOL PSYCHOLOGIST DO EVERY DAY TO HELP. PARENTS TEACHERS AND SCHOOLS WORK TOGETHER FOR THE BENEFIT OF OUR STUDENTS. AS DIANE MENTIONED THIS FRIDAY'S VETERANS DAY VETERANS DAY IS HELD ON THE 11TH DAY OF THE 11TH MONTH IN HONOR OF THE 11TH HOUR ON THIS DAY WHEN WORLD WAR ENDED I KNOW THAT MANY OF OUR SCHOOLS CELEBRATE VETERANS DAY IN A VERY SPECIAL WAY SCHOOL WAS ALSO DISMISSED EARLY THIS FRIDAY SO THAT STAFF AND STUDENTS CAN HONOR AMERICANS VETERANS FOR THEIR PATRIOTISM, LOVE OF COUNTRY AND WILLINGNESS TO SERVE AND SACRIFICE FOR THE COMMON GOOD. NOW MORE THAN EVER. WE ALL NEED TO RECOGNIZE AND HONOR THE BRAVE MEN AND WOMEN WHO FOUGHT FOR OUR COUNTRY. AND TO DR BOLSON WHILE WE'VE ONLY WORKED TOGETHER FOR A SHORT TIME, IT'S APPARENT TO ME THAT YOU EMBODY THE CHARACTERISTICS OF A SUCCESSFUL SUPERINTENDENT. YOUR STRATEGIC THINKING YOUR WILLINGNESS TO LISTEN TO OPPOSING VIEWPOINTS, YOUR TRANSPARENCY AND YOUR CALM LEADERSHIP IS VERY MUCH NEEDED AND APPRECIATED. WE ARE VERY PROUD OF YOU AND HCPSS BENEFITS GREATLY FROM YOUR COMMITMENT TO THE BELIEF THAT EVERY SINGLE STUDENT MATTERS. CONGRATULATIONS ON A JOB WELL DONE. THANK YOU.

UM MISS HAN. DO YOU HAVE ANY COMMENTS THIS EVENING? YES. FIRST LET ME APOLOGIZE FOR NOT BEING THERE THIS EVENING. UM I'M SORRY, BUT I'M NOT. I ALSO WANTED TO TAKE A MOMENT TO CONGRATULATE DR BOLSON ON. UM THE AMAZING HONOR OF BEING NAMED MARYLAND'S SUPERINTENDENT OF THE YEAR. WITH GREAT HONOR COMES GREAT RESPONSIBILITY, AND WE STILL HAVE A LOT OF WORK TO DO.

AND I'M LOOKING FORWARD TO WORKING WITH DR BOLSON AND THE BOARD TO ACCOMPLISH PRETTY AMAZING THINGS FOR OUR STUDENTS IN HARFORD COUNTY, AND I JUST WANTED TO THANK EVERYONE FOR THEIR COMMENTS AND, UM, BACKED UP FOR THIS EVENING. THANK YOU. THANK YOU. JUST A COUPLE OF CONCLUDING COMMENTS. SO FINAL CONGRATULATIONS FROM THE BOARD. DR BOLSON AGAIN. IT'S BEEN A PLEASURE WORKING WITH YOU OVER THE PAST COUPLE OF MONTHS IN MY NEW ROLE. YOU WERE VERY HELPFUL AND ME, ONBOARDING. WE'VE DEVELOPED A FANTASTIC RELATIONSHIP AND THAT WHAT? WE MIGHT NOT AGREE ON EVERYTHING. 100% WE'RE FOCUSED ON THE SCHOOL SYSTEMS WERE FOCUSED ON THE KIDS . AND AT THE END OF THE DAY WE WORKED THROUGH EVERYTHING AS A BOARD WITH YOU AND THE ADMINISTRATION. TOWARDS A COMMON GOAL. SO THANK YOU, UM I'D ALSO LIKE TO THANK THE BOARD MEMBERS FOR BEING SO ACTIVE AND SO INVOLVED WHEN WE WENT TO THE AWARDS CEREMONY LAST WEEK, UM, THE ENTIRE BOARD SHOWED UP. WHICH IS THE SAME THAT HAPPENED IN ANNAPOLIS WHEN WE READ MADE TOGETHER, SO I WANT TO THANK THE BOARD FOR ALL THE TIME AND EFFORT THAT YOU PUT INTO MAKING THE SCHOOL SYSTEM WONDERFUL. UM I LIKE TO START OUT WITH JUST SOME GRATITUDE. UM AUDREY VOSS.

I HAVE RECEIVED MANY COMPLIMENTS ABOUT HER AND WHAT SHE'S DOING. SHE'S THE SUPERVISOR FOR LEADERSHIP DEVELOPMENT IN THE OFFICE OF ORGANIZATIONAL DEVELOPMENT. SHE'S BEEN DOING A WONDERFUL JOB WITH SETTING UP THE FUTURES YOU PROGRAM, WHICH IS SOMETHING RELATIVELY NEW.

IT'S A LEADERSHIP DEVELOPMENT PROGRAM FOR ASPIRING PRINCIPALS AND ASSISTANT PRINCIPALS. AH TO DEVELOP THE NEXT PIPELINE OF LEADERSHIP FOR HARFORD COUNTY. SO THANK YOU TO YOU AND YOUR TEAM FOR EVERYTHING THAT YOU DO. UM AS I MENTIONED EARLIER, WE DID OUR FIRST LISTENING SESSION LAST WEEK AT FOSTER IN HIGH SCHOOL. IT WAS GREAT TO HAVE THAT CONVERSATION BACK AND FORTH

[00:30:04]

. UM WE WILL BE DOING SEVERAL MORE OF THESE. THE SCHEDULE WILL BE ANNOUNCED SHORTLY. WE WILL BE DOING ONE FOR STUDENTS ONLY WHERE WE HOPE TO HAVE SOME REALLY GOOD STUDENT PARTICIPATION. BUT THE NEXT ONE, WHICH WILL BE THE FIRST WEEK IN DECEMBER. THE EXACT DATE IS BEING FINALIZED WILL BE FOR EDUCATORS AND EDUCATION SUPPORT STAFF. SO PLEASE PAY ATTENTION TO THAT. WE ENCOURAGE EVERYONE TO COME OUT THE GREAT OPPORTUNITY TO MEET THE BOARD AND HAVE OPEN FLOW COMMUNICATION. THERE WERE TWO ISSUES THAT SEEMED TO RESONATE THROUGH THE EVENING WHEN WE HAD THE WHEN WE HAD THE SESSION. UM, ONE WAS THE BUDGET. AND THE OTHER ONE WAS ACADEMIC ACHIEVEMENT. I CAN TELL YOU FROM A BUDGET PERSPECTIVE. UM, THIS BOARD AND THE ADMINISTRATION IS GETTING INVOLVED EARLY THIS YEAR WITH OUR COMMUNICATIONS AND COORDINATION WITH OUR FUNDING AGENCIES, THE STATE AND MOST NOTABLY THE COUNTY GOVERNMENT TO TALK ABOUT THE BUDGET SITUATION, AND IN PARTICULAR SOME OF THE, UM MANDATES THAT ARE COMING DOWN FROM THE STATE AS FAR AS THE IMPLEMENT IMPLEMENTATION OF BLUEPRINT AND ALSO THE SERIOUSNESS OF SOME OF THE GRANTS THAT WE'RE LOSING FEDERAL FEDERAL GRANTS WHICH WILL IMPACT THE BUDGET. SO WE'RE ON IT. SECOND IS ACADEMIC ACHIEVEMENT. UH THAT WAS A BIG ONE. AND I THINK THESE TWO GO HAND IN HAND WE WILL BE LOOKING AT AND SENDING OUT THE PUBLIC COMMENT STARTING NEXT WEEK. I BELIEVE, UM, A POLICY THAT'S BEEN WRITTEN CALLED FIDELITY IN STUDENT ACHIEVEMENT. UM AND THE OTHER THING IS, THERE WAS A LOT OF CONCERN, ESPECIALLY FROM TEACHERS ABOUT CELL PHONES AND CELL PHONES IN THE CLASSROOM, AND SO I'VE SPOKEN TO DR PAULSON AND WE'VE REVIEWED THE EXISTING POLICY CALLED PORTABLE COMMUNICATION DEVICES. UM IT'S ABOUT 10 YEARS OLD. I KNOW THERE HAVE BEEN SOME CONVERSATIONS FROM THIS BOARD ABOUT UPDATING THIS POLICY. IF THE BOARD DECIDES TO DO THAT IT WILL GO THROUGH THE PROCESS, WHICH INCLUDES PUBLIC COMMENT. BUT THIS SEEMS TO BE A REAL PROBLEM. SO I'VE ASKED THE ADMINISTRATION TO TAKE A LOOK AT THE EXISTING POLICY AND TO FIND BETTER WAYS TO COME IN COMPLIANCE WITH THE POLICY AND ENSURE THERE'S CONSISTENCY ACROSS ALL OF THE SCHOOLS. FINALLY I'D LIKE TO SAY , UM ONE OF THE THINGS THAT I'M PASSIONATE ABOUT AND REALLY INFLUENCED ME WHEN I WAS GROWING UP WAS BEING ABLE TO HAVE SOME REALLY COOL GUEST SPEAKERS INFLUENCED ME SO I'VE BEEN DEDICATED AND HAVE BEEN LOOKING TO BRING DIFFERENT GUEST SPEAKERS INTO THE COUNTY. AND I'M HAPPY TO ANNOUNCE THAT STARTING THIS WEEK, THE FIRST ONE WILL BE SPEAKING, UM TO THE FIFTH GRADERS UP IN ABERDEEN. TERRY VIRTS WAS THE COMMANDER OF THE INTERNATIONAL SPACE STATION.

AND HE WAS AN ASTRONAUT WHO SPENT OVER 200 DAYS IN SPACE. HE'S ACTUALLY LOCAL FROM BALTIMORE, BUT HE LIVES IN TEXAS NOW. HE WILL BE COMING TO SHOW SOME OF THE AWESOME PICTURES BECAUSE HE'S A PHOTOGRAPHER THAT HE TOOK WHILE HE WAS IN SPACE. HE WILL BE DOING A BOOK READING OF THE BOOK CALLED AN ASTRONAUT'S GUIDE TO LEAVING THE PLANET. AND BY THE WAY, WE ALREADY SAID ONE KUDOS TO THEM TONIGHT, BUT I'LL SAY A SECOND ONE BECAUSE THEY'RE AMAZING. I WANT TO THANK DEBORAH MURDOCH AND THE HARFORD COUNTY EDUCATION FOUNDATION. FOR IN GENERAL, ALL OF THE SUPPORT THAT THEY DO. BUT THEY WENT AHEAD, LEAN FORWARD AND BOUGHT A COPY OF THIS BOOK FOR EVERY FIFTH GRADER, WHICH WILL BE GIVEN OUT TO THE FIFTH GRADERS ON WEDNESDAY SO YOU CAN LEARN MORE ABOUT THEM IN HARTFORD EDUCATION .ORG. OKAY? AH! MOVING ON. WE'RE GONNA MOVE

[Public Comments]

ON TO PUBLIC COMMENT AT THIS POINT. UM IN PERSON. SPEAKERS WILL BE CALLED BY THE BOARD.

SECRETARY ALL SPEAKERS WILL BE GIVEN THREE MINUTES TO SPEAK IN FIVE MINUTES. THREE MINUTES FOR INDIVIDUALS AND FIVE MINUTES IF YOU'RE REPRESENTING A GROUP SPEAKERS MAY BE INTERRUPTED AND MAY BE GIVEN NOTICE WHEN THEY HAVE 30 SECONDS LEFT. WHEN SPEAKERS HAVE REACHED THEIR THREE OR FIVE MINUTE MARK, THEIR TIME WILL EXPIRE. MISS ROLA. DO WE HAVE ANY VIRTUAL SPEAKERS THIS EVENING? WE DO NOT. THEY'RE ALL IN PERSON. OKAY THANK YOU. IF YOU COULD PLEASE BEGIN WITH IN PERSON REGISTERED SPEAKERS THIS EVENING. WE ARE STARTING WITH JACOB BENNETT, FOLLOWED BY WILLIAM THOMAS. HELLO JACOB BENNETT SPEAKING AS AN INDIVIDUAL TONIGHT. UM YOU KNOW, I WAS REFLECTING A LOT ON JUST DIFFERENT TIMES. I'VE HEARD DR WILSON TALK OVER THE YEARS AND ONE OF HIS COMMENTS OR SPEECHES THAT REALLY STUCK OUT TO MY MIND WAS, UM, I THINK IT WAS AN ALL COUNTY EVENT AND YOU WERE SPEAKING TO DATA COLLECTION. AND YOU KNOW HOW MUCH TIME SHOULD WE

[00:35:07]

SPEND WAY IN THE SHEEP VERSUS JUST FEEDING THE SHEEP IF WE WANT THE SHEEP TO GET AS BIG AS POSSIBLE? UM OBVIOUSLY YOU DO NEED TO WEIGH THE SHEEP TO MAKE SURE THE FOOD YOU'RE GIVING.

IT'S GOOD, BUT IF YOU JUST SIT ON THE SCALE ALL DAY, IT'S NOT GOING TO GROW. WE NEED TO ACTUALLY GO AND FEED IT. UM WHICH WAS SOMETHING THAT HAS ALWAYS STUCK WITH ME THOSE REMARKS, BUT IN THAT REGARD, I JUST WANT TO SPEAK TO DATA COLLECTION IN PROGRESS MONITORING FOR READING. UM YOU KNOW, THERE'S A LOT OF RESEARCH AND A LOT OF STUDIES OUT THERE ABOUT YOU KNOW WHAT'S THE MOST EFFECTIVE WAY TO KNOW IF YOUR THIRD GRADERS ARE GOING TO BE PROFICIENT ON THEIR END OF THIRD GRADE READING ASSESSMENT HERE IN MARYLAND. THAT WOULD BE WITH CAP AND OVER AND OVER AGAIN. ORF ASSESSMENTS. ORAL READING FLUENCY IS HIGHLY ALIGNED WITH PREDICTING, UH IF THEY'RE GOING TO BE PROFICIENT ON THEIR END OF THIRD GRADE READING ASSESSMENT.

YOU CAN FOLLOW A KID FROM KINDERGARTEN THROUGH THIRD GRADE, WITH ORF AND BE ABLE TO PREDICT WITH A HIGH PROBABILITY OF WHETHER OR NOT THEY'RE GOING TO BE PROFICIENT. WHAT'S GREAT ABOUT ORAL READING? FLUENCY ASSESSMENTS LIKE DOUBLES IS, YOU KNOW IT TAKES ABOUT A MINUTE TO ASSESS THE KID, SO IT'S VERY CHEAP ON TIME AND VERY ACCURATE. I COULD COME AND DO ANY THIRD GRADE CLASS AND UNDER AN HOUR AND WALK OUT WITH GREAT DATA THAT CAN TELL US WHERE THOSE STUDENTS ARE, UM, AT THE SAME TIME, 2015 STUDY LOOKED AT FONTAS AND PANEL RUNNING RECORDS. AND FOUND THAT HAD ABOUT 54% ACCURACY RATE ON DETERMINING WHETHER OR NOT A CHILD'S READING ON GRADE LEVEL, WHICH MEANS IT'S SLIGHTLY BETTER THAN A COIN FLIP ON DETERMINING IF THE KIDS ON GRADE LEVEL OR NOT ACCEPT IT TAKES 30 MINUTES OR MORE PER CHILD, SO IT'S EXTREMELY TIME. COSTLY AND VERY INACCURATE. AND UNFORTUNATELY OFTEN TIMES SHOWS UP AND I PS AND IN SPA PLANS AND CAN DRIVE INSTRUCTIONAL PRACTICES WHEN IT'S NOT GIVING US GOOD DATA, SO AS A SCHOOL SYSTEM, I WOULD REALLY ENCOURAGE US TO LOOK AT TRAINING TEACHERS IN THE BENEFITS OF ORF ASSESSMENTS AND ALSO REMOVING RUNNING RECORD ASSESSMENTS FROM OUR SCHOOLS, TAKING THAT THE OLD F AND P BOXES OUT OF SCHOOLS. BECAUSE IT'S WHAT TEACHERS ARE FAMILIAR WITH AND COMFORTABLE WITH AND WITHOUT GOOD TRAINING, CONTINUE TO USE THINKING IT'S WHAT'S BEST FOR KIDS WHEN IT'S NOT HELPING OUR KIDS, AND IT'S COSTING US INSTRUCTIONAL TIME. YOU KNOW ALL THOSE 30 MINUTES SESSIONS OR 30 MINUTES, WE COULD BE WITH OUR STUDENTS IN FRONT OF US FEEDING THE SHEEP AND NOT WEIGH IN THE SHEEP. SO ANYWAY, JUST WANT TO THANK YOU HAVE A GOOD NIGHT.

WILLIAM THOMAS. GOOD EVENING, EVERYBODY. MY NAME IS BILLY THOMAS. UM UNFORTUNATELY, LAST WEEK, I HAD THE PLEASURE TO COME TO THE TOWN HALL WITH THE SCHOOL BOARD AND, UH, CAME THERE TO TALK ABOUT SOME THINGS, BUT I QUICKLY HAD PUT THEM TO THE SIDE, AS UH, THE SCHOOL BOARD PRESIDENT HAD SPOKEN EARLIER. THE BUDGET WAS A HOT TOPIC. UM SO I TALKED TO SOME OF THE SCHOOL BOARD MEMBERS AFTERWARDS. AND WHAT I DID WAS I WENT HOME THIS WEEKEND, AND I PUT TOGETHER A COMPARISON. UM AND WHAT I COULD DO FOR COMPARISON TO GET INTO THE BUDGET KIND OF FAIRLY QUICKLY WAS WHAT IS ENTRY LEVEL SALARIES BECAUSE THAT'S SOMETHING YOU LOOK UP FAIRLY QUICKLY ON THE INTERNET. UM AND WHAT I DID WAS I BENCHMARKED US BECAUSE I WORK AS AN ENGINEER AT ABERDEEN PROVING GROUNDS AND OUR ECONOMY AND OUR INDUSTRY HERE LOCALLY IN HARTFORD COUNTY IS PREDOMINANTLY IN THE DUTY TEXT BASE. IN THE HEALTHCARE SPACE. SO WHEN THAT DUTY TEXT BASE IF YOU LOOK AT WHO ARE SISTER ORGANIZATIONS ARE REDSTONE. ARSENAL NEED EX SOLDIER CENTER UP OUTSIDE OF BOSTON, MASSACHUSETTS. PICATINNY ARSENAL . DETROIT ARSENAL, FORT BELVOIR.

THERE'S SEVERAL OTHERS. UM, WHAT I DID WAS I LOOKED AT WHAT IS THE STARTING SALARY AT THAT LOCATION? I TOOK IT AND MAPPED IT BACK TO THE GS PAY SCALE, WHICH IS A LEVEL IN A GRADE.

THEN I CAME BACK AND I MAPPED IT TO THE ABERDEEN PROVING GROUNDS. WHAT IS THE SALARY FOR THAT LEVEL IN THAT GRADE AND THEN SAW WHAT THE UPPER BOUND IN THE LOWER BOUND WAS ON THAT? AND THEN I WENT BACK AND I LOOKED AT WHAT IS THE ECONOMY INDUSTRIES IN THOSE GEOGRAPHIC REGIONS IN SAW THAT WE WERE VERY SIMILAR TO WHAT IS KNOWN AS MADISON COUNTY REDSTONE ARSENAL. UM AND SO I DID PASS OUT PRIOR TO THE START OF THE MEETING. JUST THING ON THAT TO GIVE SOME INFORMATION TO SEE WHERE WE'RE AT AND HELP. ALSO THE COUNTY OFFICIALS KIND OF LOOK WHERE WE'RE GOING EITHER WERE YOU KNOW OUR ECONOMY? ARE WE GOING INTO THAT DUTY TEXT BASE, AND WE'RE GOING ALL IN ON THAT. ARE WE GOING IN MORE LOGISTIC AND WAREHOUSING? I WOULD LIKE TO SAY THAT WE'RE GOING TO THE DUTY TEXT BASE WHERE WE'RE GOING TO ABERDEEN PROVING GROUNDS. I THINK NEAR TERM EVERYBODY FAMILIAR WITH ARTIFICIAL INTELLIGENCE AND MACHINE LEARNING I WOULD SEE OUT

[00:40:05]

IN THE MID 2030 2035 AND A LITTLE LATER WOULD PROBABLY GOING INTO THE SYNTHETIC BIOLOGY . IT'S SO THERE'S INVESTMENTS WE NEED TO DO NOW. HERE IN OUR COUNTY TO HELP PREPARE FOR THE FUTURE IN THAT MARKET SPACE TO HELP CAPTURE THAT. SO I'M HOPING THAT YOU KNOW THERE'S LOTS OF DATA OUT THERE AND I'M HERE TO HELP THE MEMBERS. YOU HAVE MY CONTACT INFORMATION. SO AGAIN, PLEASE FEEL FREE TO REACH OUT. YOU HAVE THE NUMBERS IN FRONT OF YOU. SO THAT'S ALL I HAVE. THANK YOU. THANK YOU. OUR NEXT SPEAKER, CINDY POPPER. GOOD EVENING. FIRST, MY SINCERE CONGRATULATIONS TO DR BOLSON FOR BEING NAMED SUPERINTENDENT OF THE YEAR. IT IS GRATIFYING TO KNOW THAT OTHERS ARE RECOGNIZING AND AFFIRMING WHAT MANY OF US HAVE BELIEVED SINCE EARLY IN HIS TENURE THAT HE IS HAS BEEN AND WILL CONTINUE TO BE A SIGNIFICANT ASSET TO THE STUDENTS AND EDUCATORS IN HARFORD COUNTY. WELL DONE, DR. WILSON SECOND, MY THANKS TO DR POYNTON, MRS HAN, MR. SOUL MISS ABAROA FOR THEIR PARTICIPATION IN THE ENGAGEMENT EDUCATION EVENT. IT WAS AN OPPORTUNITY TO ENGAGE IN CONVERSATION WITH MEMBERS OF THE BOARD ON TOPICS THAT ARE IMPORTANT TO THE COMMUNITY REGARDING EDUCATION. I ALSO APPRECIATE THEIR AGREEING TO HAVE ADDITIONAL OPPORTUNITIES LIKE THIS ONE FOR BOTH STAFF AND STUDENTS NEXT PROPOSED CALENDAR.

IT'S OBVIOUS TO ANYONE WHO REGULARLY LOOKS AT THE DATA THAT THE CALENDAR OPTIONS PRESENTED ARE NOT ACCEPTABLE TO ANYONE EXCEPT THE VERY, VERY, VERY SMALL PERCENTAGE OF RESPONDENTS.

I KNOW THAT MANY OF YOU FEEL PARTICULARLY EARLY SPECIAL DISMISSAL DAYS ARE NOT THAT OFFICIAL AND SHOULD BE ELIMINATED. LET ME TAKE A MOMENT TO POSE AS SITUATION TO YOU. HOW MANY TIMES SINCE YOU'VE BEEN ON THE BOARD. HAVE YOU NOT BEEN ABLE TO REVIEW THE MANY EXHIBITS? DOCUMENTS AND PAPERS PROVIDED FOR BOARD OF ED MEETING. HOW MANY TIMES HAVE YOU ADMITTED TO NOT SEEING SOMETHING OR NOT HAVING THE TIME TO DO YOUR PREFERRED DUE DILIGENCE ON A SUBJECT MANY OF YOU HAVE ADMITTED TO SUCH FROM THE DIOCESE ON MULTIPLE OCCASIONS.

CONSIDER IF BOARD OF ED MEETINGS WERE HELD EVERY DAY FOR SIX HOURS A DAY. EVERY EVENING. YOU HAVE TO GO HOME. DO RESEARCH REVIEW MATERIALS. PREPARE QUESTIONS, PREPARE COMMENTS.

REVIEW AGENDAS AND ATTACHMENTS. BUDGET DOCUMENTS HAVE TIME TO MAKE COPIES. ORGANIZED YOUR MATERIALS AND YOUR MIND BEFORE THE NEXT DAY. AND THIS HAPPENS FOR WEEKS ON END. EVENTUALLY YOUR PREPARATION AND PRESENTATION WILL SUFFER AND YOUR CONSTITUENTS WILL START CRITICIZING YOUR PERFORMANCE. THAT IS HOW OUR ELEMENTARY EDUCATORS FEEL. RELIGIOUS MISSILE DAYS ARE CRUCIAL TO THEIR MANAGING TO KEEP THEIR PREPARATION AND PRESENTATION.

THE BEST THEY CAN. ADDITIONALLY THESE DAYS ALLOW ARE CERTIFICATED STAFF AND OUR EDUCATION SUPPORT PROFESSIONALS TIME TO COLLABORATE AND COOPERATIVELY PLAN ON HOW TO BEST MEET OUR STUDENTS NEEDS. SO WHILE IN YOUR LIMITED EXPERIENCE IN SCHOOLS, YOU MAY HAVE COME TO A DIFFERENT CONCLUSION. PLEASE LISTEN TO THOSE THAT ARE THE PROFESSIONALS, THOSE THAT KNOW WHAT IS REQUIRED TO KEEP INSTRUCTION AT ITS BEST FOR OUR STUDENTS BEFORE YOU MAKE RASH GENERALIZATIONS THAT IMPACT THE 2425 CALENDAR. THANK YOU. OUR NEXT SPEAKER IS CHRISTIE CRAWFORD SMITH. PLEASE TAKE THE NAME OF YOUR GROUP AND YOU WILL RECEIVE FIVE MINUTES. GOOD EVENING. MY NAME IS CHRISTY CRAWFORD SMITH. AND I'M, THE PRESIDENT OF THE HARFORD COUNTY EDUCATION ASSOCIATION. BUT FIRST LIKE TO THANK, CONGRATULATE DR BOLSON FOR BEING NAMED SUPERINTENDENT OF THE YEAR FOR THE STATE OF MARYLAND. YOUR SELFLESS LEADERSHIP HAS TRULY BEEN A BREATH OF FRESH AIR OVER THE YEARS AND I'VE BEEN AN EMPLOYER THAT SYSTEM FOR A REALLY LONG TIME. THIS IS MY 23RD YEAR. NOW, SEAN, WE DO NOT ALWAYS AGREE. BUT I APPRECIATE THE CULTURE OF COLLABORATION THAT YOU'VE BROUGHT TO HARTFORD COUNTY. THANK YOU FOR GIVING YOUR EMPLOYEES THE OPPORTUNITY TO HAVE A VOICE IN DECISIONS. I HOPE THIS IS JUST THE BEGINNING OF THE OPPORTUNITY TO ELEVATE THE VOICE OF EDUCATORS. UNFORTUNATELY, THE TOPIC I WOULD LIKE TO DISCUSS TONIGHT ISN'T A PLEASANT ONE. AND AS MUCH AS I DON'T WANT TO DIMINISH THE RECOGNITION OF DR BOLTON. THIS TOPIC IS INCREDIBLY IMPORTANT. MM HMM. CUTS SCRAPES, CONTUSIONS , EYE INJURIES, SPRAINS, CONCUSSIONS, BROKEN BONES, FACIAL FRACTURES, BRAIN INJURIES . YES I SAID, BRAIN INJURIES. YOU HEARD ME CORRECTLY, JUST A FEW OF THE INJURIES THAT HARFORD COUNTY PUBLIC SCHOOL EDUCATORS HAVE RECEIVED THIS SCHOOL YEAR. WHILE THESE INJURIES AND MANY OTHERS ARE FROM STUDENTS, I WANT TO BE CLEAR WHEN I SAY THAT WE ARE NOT BLAMING STUDENTS, ESPECIALLY STUDENTS IN CRISIS, AND I'M NOT BLAMING THE SCHOOL DISTRICT EITHER. THE PROBLEM IS THAT THE SYSTEM IS BROKEN. A SYSTEM THAT REQUIRES AN EXCESSIVE NUMBER OF HOOPS AND

[00:45:05]

RED TEETH IN ORDER TO PROVIDE STUDENTS WITH THE SUPPORT THEY NEED AND DESERVE. IT TAKES FAR TOO MUCH TIME, ENERGY AND DATA TO ENSURE THAT A STUDENT IS IN THE CORRECT EDUCATIONAL STATE SETTING TO MEET THEIR NEEDS. IN ADDITION, WE ARE DEALING WITH THE UNINTENDED CONSEQUENCES OF LEGISLATION THAT TIES THE HANDS OF EDUCATORS AND ADMINISTRATORS REGARDING DISCIPLINE. I WOULD LIKE TO THINK THAT THE PEOPLE WHO CREATED AND PASSED THIS LEGISLATION HAD THEIR HEARTS IN THE RIGHT PLACE. BUT THEY MISSED THE MARK. BECAUSE THEY DID NOT INCLUDE EDUCATORS IN THE CONVERSATION. MOST LEGISLATORS HAVEN'T BEEN IN A CLASSROOM OUTSIDE OF A PATRIOT ASSEMBLY OR A SIMILAR HORSE AND PONY SHOW SINCE THEY WERE STUDENTS THEMSELVES. THE STATE BOARD OF EDUCATION, AND THE LEGISLATORS IN ANNAPOLIS CONTINUE TO MAKE OUR SCHOOLS LESS SAFE. BOARD MEMBERS. WHAT WILL YOU DO TO PREVENT TO HELP PREVENT A BAD SITUATION FROM GETTING WORSE? WELL, YOU LOBBY LEGISLATORS TO REVERSE BAD LEGISLATION OR PREVENT MORE FROM GETTING PAST FOR YOUR WORK WITH EDUCATORS TO CONSIDER LOCAL POLICY THAT WILL CREATE A MORE SUPPORTIVE ENVIRONMENT, BECAUSE THAT IS WHAT IT'S GOING TO TAKE HERE IN HARTFORD COUNTY, WE HAVE ESTABLISHED A JOINT DISCIPLINE AND SAFETY WORKGROUP. WITH MOSTLY TEACHERS IN SCHOOL BASED ADMINISTRATORS. I BELIEVE THAT HCPS IS DEDICATED TO MAKING OUR SCHOOLS SAFER AND COMMITTED TO LIFTING THE VOICE OF EDUCATORS WHO ARE THE EXPERTS TO ADDRESS LOCAL CHALLENGES. BOARD MEMBERS.

I CHALLENGE YOU TO EXPAND YOUR CIRCLE AND TALK TO EDUCATORS. I AM HAPPY TO SET THE SPACE FOR THIS CONVERSATION. YOU NEED TO HEAR DIRECTLY FROM THE PEOPLE WHO ARE IN OUR SCHOOLS. THEY WILL PROVIDE MUCH BETTER SOLUTIONS THAN ANY CAREER POLITICIAN EVER COULD. PLEASE REMEMBER HAD HCPS BEEN ADEQUATELY FUNDED. THERE WOULD BE NUMEROUS ADDITIONAL POSITIONS THAT COULD HAVE ASSISTED SCHOOLS WITH REDUCING CLASS SIZE SUPPORTING BEHAVIOR NEEDS AND WOULD BE ABLE TO COMPENSATE SUPPORT PROFESSIONALS. BETTER SO YOU CAN ACTUALLY FILL THE POSITIONS TO PROVIDE ADDITIONAL SUPPORT TO STUDENTS AND REGIONAL SPECIAL EDUCATION PROGRAMS. BUT INSTEAD, REVENUE WAS UNDERESTIMATED IN THE COUNTY'S FUND BALANCE WILL CONTINUE TO GROW. ALL THE WHILE SOME OF OUR CLASSROOMS FEEL LIKE A WAR ZONE AND YOUR EMPLOYEES FEEL BURNT OUT EVERY SINGLE DAY. I TALKED TO AT LEAST ONE EDUCATOR EVERY DAY HE WAS READY TO THROW IN THE TOWEL, AND MANY ALREADY HAVE. EDUCATORS ARE EXHAUSTED, AND IT'S ONLY NOVEMBER. THIS CANNOT CONTINUE. SO BOARD MEMBERS. ONCE THE HCPS BUDGET IS RELEASED, YOU NEED TO STAND BEHIND IT. YOU NEED TO PUSH BACK ON POLITICIANS WHO CLAIM THAT THIS DISTRICT IS WASTEFUL AND CARELESS WITH THE FUNDING THEY RECEIVE AND I'M CALLING ON YOU TO STAND UP FOR EDUCATORS IN THEIR STUDENTS AND DEMAND THE FUNDING THAT THEY DESERVE AND WHEN NECESSARY. TELL LOCAL AND STATE POLITICIANS TO STAY IN THEIR LANE STAND UP AGAINST BAD LEGISLATION AND, MOST IMPORTANTLY, INCLUDE EDUCATORS AND DECISIONS REGARDING POLICY. I WILL AGAIN MAKE THE OFFER TO SET THE SPACE FOR SOLUTION ORIENTED CONVERSATIONS WITH A VARIETY OF EDUCATORS BECAUSE I DON'T EXPECT YOU TO HAVE ALL THE RIGHT ANSWERS. BUT I DEFINITELY EXPECT YOU TO INCLUDE THE PEOPLE WHO DO. THANK YOU. OUR NEXT SPEAKER IS JACKIE JOHNSON, FOLLOWED BY GARY JOHNSON. MAJORITY OF PEOPLE WANT ASK, DO NOT KNOW WHO JOHN ARCHER AND WILLIAM PACA WORM AND HONESTLY, I KNEW LITTLE ABOUT WILLIAM PARKER. BUT NOTHING OF JOHN ARCHER. SO I RESEARCHED THEM. JOHN ARCHER WAS BORN IN 1741 IN CECIL COUNTY, ATTENDED NOTTINGHAM ACADEMY THERE, STUDIED THEOLOGY AND EARNED A B A AND M A AT PRINCETON AND GRADUATED PHILADELPHIA COLLEGE OF MEDICINE, WHERE HE RECEIVED THE FIRST DEGREE AWARDED BY AN AMERICAN MEDICAL SCHOOL. HE WAS A CAPTAIN AND SECOND MAJOR IN HARFORD COUNTY MILITIA AND A DECAMPED TO GENERAL WAYNE AT THE BATTLE OF STONY POINT AND A CAPTAIN, THEN MAJOR IN THE CONTINENTAL ARMY. HE WAS A DELICATE OF THE NIGHT CONVENTION OF HARFORD COUNTY AND SERVED IN THE HOUSE OF HARTFORD COUNTY. HE WAS A U. S REPRESENTATIVE OF THE SIXTH DISTRICT IN THE 7TH 8TH AND 9TH CONGRESSES FROM 1801 TO 1807. HE BEGAN HIS MEDICAL PRACTICE IN NEWCASTLE, DELAWARE, AND CONTINUED PRACTICE IN HARTFORD COUNTY FROM HIS HOME IN MEDICAL HALL UNTIL HIS DEATH 1810, WILL YOU PACKER WAS BORN IN 1740, NEAR ABINGDON, MARYLAND . HE ATTENDED PHILADELPHIA COLLEGE AT AGE 15 AND GRADUATED AT AGE 18 WITH A MASTER'S DEGREE . HE THEN STUDIED LAW IN ANNAPOLIS. HE ATTENDED TRAINING AT THE INNER TEMPLE OF ENGLAND BEFORE HIS ADMISSION TO THE BAR OF MARYLAND. AND SAMUEL CHASE ORGANIZED THE TORONTO COUNTY SONS OF LIBERTY AND OPPOSITION TO THE STAMP ACT. HE WAS ELECTED TO THE STATE LEGISLATURE OF MARYLAND AND APPOINTED TO THE FIRST CONTINENTAL CONGRESS IN 1776. HE VOTED FOR INDEPENDENCE AND BECAME A SIGNER OF THE DECLARATION OF INDEPENDENCE. HE WAS RE ELECTED TO THE

[00:50:01]

CONTINENTAL CONGRESS AND HELPED FRAME THE MARYLAND CONSTITUTION. HE BECAME CHIEF JUDGE OF THE MARYLAND GENERAL COURT, AND LATER CONGRESS MADE HIM CHIEF JUSTICE OF THE COURT OF APPEALS.

HE WAS ELECTED GOVERNOR, TWICE RE ELECTED AND SERVED UNTIL 1785 . HE TOOK A PARTICULAR INTEREST IN VETERANS AFFAIRS HE VOTED FOR THE CONSTITUTION HAS SUBMITTED TO THE MARYLAND CONVENTION, ALTHOUGH FAR FROM SATISFIED WITH THE DOCUMENT. HE PROPOSED 28 AMENDMENTS. GEORGE WASHINGTON APPOINTED PACKER AS A FEDERAL DISTRICT JUDGE IN 1789, AND HE HELD THAT POSITION TO HIS DEATH IN 1799, ACCORDING TO THE MARYLAND NEWS ARTICLE, WRITTEN BY CBS, BALTIMORE DATED MARCH 16TH 2022 REGARDING THE SCHOOL NAME CHANGE IT STATES. IN AN INFORMATIONAL BOARD REPORT, THE BOARD, SAID THE SUPERINTENDENT AND THE HCPS STAFF BELIEVED THAT THE MAINTAINING THE NAMES OF THE FORMER SLAVE OWNERS IS INCONSISTENT WITH THE EDUCATIONAL MISSION OF THE DISTRICT. THE BOARD'S MISSION STATES. EACH STUDENT WILL GAIN ACADEMIC AND PERSONAL SUCCESS IN A SAFE AND CARING ENVIRONMENT THAT HONORS THE DIVERSITY OF OUR STUDENTS AND STAFF. SO I ASKED, HAVE THE HCPS STUDENTS GAINED ACADEMIC AND PERSONAL SUCCESS AND IS THE ENVIRONMENT SAFER AND MORE CARING, SINCE THE NAMES HAVE BEEN REMOVED? ONE ASPECT OF A PERSON'S LIFE DOES NOT DEFINE THE ENTIRE PERSON REMOVING THESE TWO MEN'S NAMES FROM THE SCHOOLS WON'T REMOVE THEM FROM HISTORY OR THEIR ACCOMPLISHMENTS, WHICH WE HAVE BENEFITED FROM. MY NAME IS GARY JOHNSON. I EMAILED ALL OF THE MEMBERS OF THE BOARD REGARDING THIS PROPOSED CONTRACT FOR SYNERGISTIC. TO CONTROL THE ENERGY NEEDS OF THE CAUSE OF THE SCHOOL SYSTEM. I DIDN'T HEAR BACK FROM ANYONE OTHER THAN MR POINT, SO I THOUGHT I SHOULD BEST COMING AND DELIVER THIS MYSELF TONIGHT. IT SAID THAT I WAS WRITING TO YOU ABOUT THE VOTE THAT YOU ARE ABOUT TO TAKE ON THE PROPOSED CONTRACT WITH SYNERGISTIC. TO CONTROL ENERGY USAGE AND THE NEEDS OF THE HARFORD COUNTY PUBLIC SCHOOL SYSTEM AND THEIR VARIOUS BUILDINGS. THERE'S NOTHING THAT I HAVE HEARD OR READ ABOUT SYNERGISTIC AS OF THE STATE THAT GIVES ME THE CONFIDENCE TO SAY.

THAT THE COST BENEFIT ANALYSIS THEY PROVIDE IN THE HOPE THEY HAVE FOR GENERATING GREAT SAVINGS WILL ACTUALLY COME TO PASS. AT THE HEART OF THEIR CONFIDENCE IS THEIR SOFTWARE SYSTEM THAT WILL BE USED TO REGULATE THE ELECTRICITY IN THESE BUILDINGS, LIGHT BULBS, SWITCHES HEAT, ETCETERA. IT IS MY UNDERSTANDING THAT SYNERGISTIC USED TO BE CALLED E I AND THAT E. I ORDERED AND PURCHASED THEIR SOFTWARE FROM ENRON. NOW FOR THOSE WHO DON'T REMEMBER ENRON, ENRON WAS AN ENERGY SERVICE COMPANY. THAT WENT BROKE. THEY MADE BIG PROMISES, JUST LIKE WE'RE HEARING FROM SYNERGISTIC. BUT ENRON FAILED TO DELIVER AND COST THEIR STOCKHOLDERS AND A LOT OF PEOPLE'S RETIREMENT ACCOUNTS. A LOT OF MONEY. MILLIONS OF PEOPLE LOST MONEY IN THAT EFFORT. THEY WERE SO GOOD AT IT THAT ARTHUR ANDERSON, ONE OF THE MOST FAMOUS ACCOUNTING FIRMS IN THE UNITED STATES, WAS FOOLED BY THEIR BOOKKEEPING. SO I ASKED. ARE YOU A SMART AS ARTHUR ANDERSON? WERE YOU GUYS BEAT DO AS MUCH DUE DILIGENCE AS THEY APPARENTLY FAILED TO DO AND LOOKING AT THIS COMPANY THAT IS ALSO OFFERING THE SAME KIND OF PROMISES OF SAVINGS. WHAT IF THEY DON'T DELIVER DELIVER THEM IF THIS IS THE SAME SOFTWARE THAT ENRON USED, DO WE WANT THE SAME OUTCOME THAT ENRON GOT? I DON'T THINK WE DO. I HOPE THAT YOU'RE PREPARED. TO INVESTIGATE THIS AND DO SO THOROUGHLY BEFORE YOU TAKE A VOTE ON THIS IF YOU HAVEN'T DONE SO YET, I URGE YOU TO PUT OFF THIS VOTE UNTIL YOU DO THAT KIND OF STUDY AND INVESTIGATION. TO KNOW WHAT YOU'RE DEALING WITH. THANK YOU. WELL, LAST QUESTION DR OLSEN. I THOSE VOTE TIES OR THEY'RE CLIP ONS. YOU GOOD MAN. YOU AND I AGREE ON THAT. OUR NEXT SPEAKER IS. WILLIAM MARTINO, FOLLOWED BY NO NAME SHAKA. I USUALLY LIKE TO STAY IN MY IN MY LANE AND FOCUSED ON ADDRESSING PARENTAL RIGHTS AND ACADEMICS. HOWEVER I'VE BEEN DISTRACTED BY THE POTENTIAL HCPS CONTRACT. WITH SYNERGISTIC. AS A AGREE GIS WASTE OF TAXPAYER FUNDING. MANY TAXPAYING CITIZENS OF HARFORD COUNTY ARE CONCERNED THAT THIS IS RECKLESS AND IRRESPONSIBLE SPENDING OF PUBLIC FUNDS. THE BACK IS CLEAN MY PLAN TO SUMMARIZE AN 18 PAGE REPORT.

FROM THE OFFICE OF INSPECTOR GENERAL MASSACHUSETTS THAT DETAILS THEIR INVESTIGATION INTO EE I NOW KNOWN AS ENERGIS TICK. BASED ON THE COMPLAINT OF THEIR CONTRACT PRACTICES.

[00:55:05]

MASSACHUSETTS INSPECTOR GENERAL REVIEW 19 CONTRACTS. THAT SCHOOL DISTRICTS HELD WITH THIS COMPANY AND CONCLUDED THAT THE SCHOOL DISTRICTS DID NOT PERFORM DUE DILIGENCE AND RESEARCHING ALTERNATIVE SAVINGS. INSPECTOR GENERAL DETERMINED THAT SIMILAR ENERGY SAVINGS COULD HAVE BEEN ACHIEVED THROUGH OTHER FORMS OF EDUCATION AND FREE ENERGY CONSERVATION MEASURES. PUBLIC UTILITIES AND THE FEDERAL ENERGY MANAGEMENT OFFICE. OFFER FREE ENERGY EFFICIENCY SOLUTIONS INCLUDE RESOURCES STRATEGIES, PRODUCTS, OPERATIONS AND MAINTENANCE. INSPECTOR GENERAL STATED THAT MANY OF SYNERGISTIC SIX PROPRIETARY MEASURES ARE ALSO COMMON SENSE MEASURES AND INVESTIGATORS COULD NOT VALIDATE THE ENERGY SAVINGS THAT WERE CLAIMED BY THE COMPANY. THE MASSACHUSETTS OFFICE OF INSPECTOR GENERAL ALSO ADDED THAT PROCUREMENT CONTRACTS USED TERMS AND VENDOR SUPPLIED SPECIFICATION. THAT SEVERELY LIMITED OR ELIMINATED LESS COSTLY COMPETITION. SOME CONCERNS THAT I HAVE ARE AS FOLLOWS FIVE YEAR FEE IS ESTABLISHED UP FRONT AND CONTRACTUALLY LOCKED IN AND CAN'T BE RENEGOTIATED. WHAT PROCESS DOES HCPS HAVE IN PLACE TO VALIDATE THE SAVINGS CLAIMS OF SYNERGISTIC? ARE YOU JUST TAKING THEIR WORD FOR IT? WILL SYNERGISTIC CLAIMS SAVINGS FROM UPGRADED H VAC SYSTEMS, AUTOMATIC LIGHTING, UPGRADED EFFICIENT PUMPS AND CHILLERS THAT HCPS WILL ALREADY BE PAYING FOR IN THE FUTURE. IN 2008 8 CPS HAD IN IN HOUSE COMPETENT ENERGY MANAGEMENT PROGRAM THAT ACHIEVED COMMENDABLE RESULTS. 2018 SUPERINTENDENT BOLTS AND REASSIGNED THE ENERGY MANAGER TO WORK ON ANOTHER PROJECT. WHY ARE WE POTENTIALLY SPENDING MILLIONS FOR SOMETHING THAT WAS ON THE PATH OF SUCCESS INTERNALLY AT HCPS? MAYBE 80 FPS CAN HIRE HUNTER BIDEN. APPARENTLY HE'S AN ENERGY EXPERT. I REQUEST THAT THE BOARD REJECT THIS CONTRACT AND MAKE GOOD DECISIONS IN REGARD TO OUR TAXPAYERS MONEY. THANK YOU. NO NEED, SHAKA. I HAVE GOOD NEWS AND BAD NEWS. THE GOOD NEWS FIRST, MY HUSBAND AND I WENT FOR LUNCH AT THE TECH HIGH SCHOOL. MRS HAN SAID PREVIOUSLY AT A MEETING THE FOOD IS OUTSTANDING AND THE PRICES CAN'T BE BEAT. THE STUDENTS WERE RESPECTFUL. POLITE AND ATTENTIVE. I TOLD MY HUSBAND THAT I WOULD SPEAK TO THIS AT THE BOARD MEETING AND HE TOLD ME NOT TO, BECAUSE, HE SAID TOO MANY OTHER PEOPLE WOULD GO AND WE WOULDN'T GET IN NEXT TIME. I MET MEDINA SABURO OVA. SHE'S A LOVELY YOUNG WOMAN. SHE WORKS IN THAT PROGRAM. WE HAD A NICE CONVERSATION, AND THE CITIZENS SHOULD BE PROUD OF HER AS OUR STUDENT REPRESENTATIVE AND THAT THOMAS RUN CAFE, AS IT IS CALLED, IS THE BEST KEPT SECRET IN HARTFORD COUNTY. NOW FOR THE BAD NEWS, I DISCOVERED THAT THE BOOK TRICKS IS IN NINE OF OUR MIDDLE AND HIGH SCHOOLS. THIS IS ANOTHER EXAMPLE OF PORNOGRAPHY IN THE SCHOOLS. AS SOME OF YOU REMEMBER, I WAS A CITIZEN WHO READ FROM VARIOUS PORNOGRAPHIC BOOKS AT A PREVIOUS BOARD MEETING. IT WAS ONE OF THE HARDEST THINGS I HAVE EVER DONE. BUT I FELT THAT PARENTS AND CITIZENS OF THIS COUNTY NEED TO KNOW WHAT THEIR HEART EARNED TAX DOLLARS ARE BEING SPENT ON BY THIS ADMINISTRATION. I'M NOT GOING TO READ FROM THE ABOVE MENTIONED BOOK. PARENTS WANT THEIR CHILDREN TO READ THIS GARBAGE. THEY CAN GET THOSE BOOKS AT THE PUBLIC LIBRARY TOWER, CHEZ AMAZON, ETCETERA. HOW DID WE GET FROM PROTECTING OUR CHILDREN TO STOP BOOK BANNING THIS IS NOT BOOK BANNING. THIS IS ABOUT THE INNOCENCE AND PROTECTION OF OUR CHILDREN. THAT WAS CLAIMING THAT WE ARE ADVOCATING BOOK BANNING. DON'T UNDERSTAND WHAT BOOK BANNING REALLY IS. IF A BOOK IS BANNED, IT IS NOT AVAILABLE AT THE PUBLIC LIBRARY AND OTHER PLACES. WE JUST DON'T WANT OUR CHILDREN AND GRANDCHILDREN EXPOSED TO PORNOGRAPHIC MATERIAL. THE BOOKS THAT I HAVE DISCOVERED IN OUR SCHOOL LIBRARIES ARE APPALLING.

SEXUALLY EXPLICIT MATERIALS ARE FREQUENTLY ACCESSIBLE TO CHILDREN AGED THREE YES, AGE THREE AND OLDER. MANY OF THESE EXPLICIT BOOKS ARE A VIOLATION OF INDECENCY AND OBSCENITY LAWS.

MANY PICTURES. MANY HAVE PICTURES IN THEM SHOWING EXPLICIT, SEXUALLY EXPLICIT CONTENT. AND FINALLY, I'D LIKE TO KNOW WHEN I CONTACT HCPS THROUGH THE WEBSITE. I NEVER

[01:00:02]

RECEIVED AN ANSWER TO MY QUESTIONS. AND I WONDER WHY. OUR NEXT SPEAKER SUSIE SCOTT, PLEASE STATE THE NAME OF YOUR GROUP AND YOUR RECEIVED FIVE MINUTES. GOOD EVENING. I'M SUSIE SCOTT AND THE CHAPTER CHAIR OF MOMS FOR LIBERTY, HARFORD COUNTY. I'D LIKE TO ADDRESS SEVERAL TOPICS TONIGHT. FIRST KUDOS TO YOU, PRESIDENT POYNTON AND VICE PRESIDENT HAN FOR IMPLEMENTING YOUR FIRST ENGAGED LISTENING SESSION THIS PAST WEDNESDAY. YOU'RE INTERESTED IN HEARING WHAT THE COMMUNITY THINKS IS A BREATH OF FRESH AIR. UNFORTUNATELY PERHAPS DUE TO THE LACK OF LEAD TIME TO GET THE WORD OUT ABOUT THIS MEETING, ATTENDANCE WAS MINIMAL AND THE ATTENDANCE WAS DISPROPORTIONATELY REPRESENTED BY TEACHERS, UNION OFFICIALS AND EMPLOYEES OF HCPS. AT THE BEGINNING OF THE MEETING, WE WERE ALL ASKED TO VOTE ON WHICH OF FOUR TOPICS WE WOULD RANK IN IMPORTANCE. WHILE THE VOTE WAS CLOSE ACADEMIC ACHIEVEMENT WON THE POLE. BUT BECAUSE OF THE SKEWED REPRESENTATION OF THE MEETING, THE BULK OF THE TIME WAS SPENT DISCUSSING HOW THE BOARD OF ED WILL MEET UNION DEMANDS FOR MORE FUNDING IN THE NEXT BUDGET NEGOTIATIONS. THERE WAS NO DISCUSSION ABOUT HOW THE BOARD WILL ADDRESS THE NUMBER ONE CONCERN OF PARENTS OF HCPS STUDENTS, WHICH IS HOW ARE YOU GOING TO INCREASE ACADEMIC ACHIEVEMENT? PERHAPS A FUTURE ENGAGE MEETING COULD ADDRESS JUST THAT TOPIC. THE NEXT MEETING SCHEDULED IS FOR TEACHERS. ONLY THAT'S WONDERFUL TEACHERS AT LAST WEDNESDAY'S MEETING MADE SOME VERY VALUABLE POINTS AND HAD EXCELLENT INSIGHTS TO PASS ONTO THE BOARD.

MY HEART WENT OUT TO THE IMPASSIONED PLEAS MADE BY SOME OF THE TEACHERS IN ATTENDANCE.

TEACHER AND STAFF. BURNOUT IS REAL AND WE ARE WITNESSING UNSUSTAINABLE STRESS AND STRAIN ON OUR TEACHERS UNDER THE SYSTEMS CURRENTLY SET IN PLACE. MONEY IS NOT GOING TO SOLVE THESE SYSTEMIC PROBLEMS. SO PERHAPS IN THE FUTURE, YOU CAN HAVE A LISTENING SESSION FOR PARENTS WHO AREN'T MEMBERS OF THE TEACHERS UNION AND OUR EMPLOYEES OF HCPS. THEY, TOO, HAVE SOME INTERESTING PERSPECTIVES TO PASS ON TO THIS BOARD. OF COURSE, THE FALSE NARRATIVE OF BOOK FANNING MADE ITS WAY INTO THAT MEETING. THIS PERPETUATED MYTH THAT HATEFUL PARENTS OR ATTEMPTING TO BAN BOOKS CURVES NOW ON A REGULAR BASIS AT MANY BOARD MEETINGS, THE SPECIAL INTERESTS WHO ARE PUSHING THIS FALSE NARRATIVE DON'T VALUE PARENTS' RIGHTS TO HAVE A SAY IN WHAT MATERIALS ARE BEING PURCHASED WITH OUR TAX DOLLARS WHEN INAPPROPRIATE BOOKS WERE INITIALLY FOUND IN OUR SCHOOL LIBRARIES YEARS AGO, PARENTS WERE TOLD THEY WERE MISINFORMED. THESE BOOKS WEREN'T THERE. WHEN PROOF OF BOOKS WITH INAPPROPRIATE SEXUAL CONDUCT WERE PRESENTED TO THE BOARD. PARENTS WERE SHAMED FOR BRINGING IT TO THE BOARD'S ATTENTION AND THROWN OUT OF BOARD MEETINGS FOR DARING TO READ FROM THE ACTUAL BOOKS IN OUR SCHOOL LIBRARIES.

LITTLE EARS COULD BE LISTENING. WE WERE TOLD, AND HOW DARE WE READ THE BOOKS FROM THE SCHOOL LIBRARY? THE PEOPLE PUSHING THE BOOK BANNING MYTH BELIEVE IN THE RIGHTS OF ONLY SOME PARENTS.

THERE IS A LAWSUIT CURRENTLY UNDERWAY IN THE FOURTH U. S FOURTH DISTRICT COURT OF APPEALS INVOLVING PARENTS FROM MONTGOMERY COUNTY PUBLIC SCHOOLS . THEY'RE SEEKING TO RESTORE THE OPT OUT RIGHT. THEY USED TO HAVE THREATS TO PARENTS' RIGHTS ARE REAL. THE MAIN MISSION OF OUR PUBLIC EDUCATION SYSTEM SHOULD BE TO TEACH ACADEMICS. PORNOGRAPHIC MATERIALS HAVE NO PLACE IN OUR PUBLIC SCHOOL LIBRARIES. THIS SHOULD NOT BE UP FOR DEBATE. SO I APPLAUD THE EFFORTS OF THE SUPERINTENDENT AND THE BOARD AT THE BEHEST OF THE COUNTY COUNCIL TO PUT TOGETHER A COMMITTEE TO EXAMINE THE PROCESS IN PLACE FOR REQUIRING BOOKS AND OTHER MEDIA USED IN OUR CLASSROOM. WE NEED POLICIES IN PLACE THAT PROTECT PARENTAL RIGHTS. I APPLAUD ALL EFFORTS THAT TRANSPARENCY AND ACCOUNTABILITY AND WE'RE COUNTING ON THIS BOARD TO MAKE THAT HAPPEN. THE BULLYING WE ARE WITNESSING BY SPECIAL INTERESTS SHOULD NOT DETER YOU FROM GETTING THE ANSWERS. PARENTS DEMAND WHO SHOULD DECIDE WHAT IS APPROPRIATE. INSTEAD OF UPHOLDING ALL PARENTS RIGHTS TO DIRECT THE EDUCATION OF THEIR CHILDREN WERE SEEING WHOLESALE ATTEMPTS BY THE STATE TO TAKE THOSE RIGHTS AWAY. WHICH BRINGS ME TO MY LAST POINT. I HOPE YOU'VE HAD AN OPPORTUNITY TO DO YOUR DUE DILIGENCE ON THE SYNERGISTIC CONTRACT IN LIGHT OF THE DEMANDS OF THE BLUEPRINT TO INCREASE TEACHER SALARIES OVER THE NEXT SEVERAL YEARS OF VOTE TO TRANSFER OVER $7.3 MILLION TO A BEHAVIOR BASED ENERGY MANAGEMENT CONSULTANT HEADQUARTERED IN DALLAS WOULD BE A MISAPPROPRIATION OF OUR LIMITED RESOURCES. I HAD THE OPPORTUNITY LAST WEEK TO SPEAK BY PHONE TO A BOARD OF ED MEMBER IN NORTH CAROLINA, WHO TOLD ME OF THE NEGATIVE CONSEQUENCES THEIR SCHOOL SYSTEM SUFFERED UNDER THE ENERGY MANAGEMENT PRACTICES EMPLOYED BY SYNERGISTIC. THEY EXPERIENCED A SEVERE MOLD AND MILDEW INFESTATION DUE TO THE ENVIRONMENTAL CONTROLS CARRIED OUT BY SYNERGISTIC. THE SCHOOL WAS FACED WITH GREAT EXPENSE ON TOP OF THEIR CONTRACTUAL OBLIGATION TO REMEDIATE THE MOLD AND MILDEW ISSUES AND REPLACE CARPETING AND MAJOR MECHANICAL EQUIPMENT THAT WAS DESTROYED FOLLOWING THE TAKEOVER. OF THEIR FACILITIES BY SYNERGISTIC. WE ARE VERY FORTUNATE TO HAVE SUCH AN ABLE FACILITIES AND OPERATIONS MANAGEMENT TEAM HERE IN PLACE AT HCPS INSTEAD OF

[01:05:04]

HANDING OVER MILLIONS OF DOLLARS TO A THIRD PARTY VENDOR, THE BOARD SHOULD RELY ON THE IN HOUSE EXPERIENCE WE PAY FOR AND PUT THE RESPONSIBILITY FOR ENERGY SAVINGS IN THE HANDS OF THE EMPLOYEES OF HCPS. THANK YOU FOR YOUR KIND ATTENTION. OUR NEXT SPEAKER IS M, A PILLAR, FOLLOWED BY DELAINE LEWIS. MHM GOOD EVENING. MEMBERS OF THE BOARD SUPERINTENDENT WILSON.

THANK YOU FOR THE OPPORTUNITY TO SPEAK WITH YOU TONIGHT. I WANT TO ECHO. SO MY NANCY, CONGRATULATIONS TO DR WILSON ON HIS RECOGNITION. WE THANK YOU FOR ALL YOU DO FOR THE STUDENTS OF HCPS. I ALSO JUST WANTED TO TAKE TIME TONIGHT, TOO. REMIND THE COMMUNITY OF ALL OF THE GREAT THINGS THAT TEACHERS SUPPORT PROFESSIONALS, CUSTODIAL STAFF CAFETERIA WORKERS. FRONT DESK EMPLOYEES EVERYONE IS DOING FOR THE STUDENTS IN OUR SCHOOLS WITH SO MUCH ANIMOSITY IN THESE CONVERSATIONS ABOUT PUBLIC EDUCATION. I THINK IT'S IMPORTANT TO RECOGNIZE THEIR CONTRIBUTIONS AND REMEMBER THAT YOU ARE HERE TO SERVE AS THEIR ADVOCATES AS WELL. SO HELPING THEM TO GET WHAT THEY NEED. THANK YOU. HAPPY NIGHT. OKAY THANK YOU ARE NEXT SPEAKER IS JANINE CANEDO. UM GOOD NEWS IS I WILL NOT LIKELY TO THE THREE MINUTES ALLOTTED. UM BECAUSE WELL, I AM THROWN COMPLETELY OFF. UM. AND I'M ABOUT TO BE A MAJOR DEBBIE DOWNER. I'M SURE I SURE HOPE NO ONE HAS EGGS IN THE AUDIENCE IN THEIR POCKETS. AND IF YOU DO BRING IT. UM I ACTUALLY WAS NOT EVEN GOING TO ATTEND TONIGHT. HENCE MY CASUAL ATTIRE. AND IN SOME WAYS, I NOW REGRET TAKING TIME FROM MY HOME PROJECTS TO BE HERE. FIRST I FEEL LIKE I JUST ENTERED A SCENE FROM THE MOVIE THE STEPFORD WIVES OR INVASION OF THE BODY SNATCHERS. I FEEL LIKE I'M IN SOME KIND OF YEAH, CUSE ME. I FEEL LIKE I'M IN SOME UPSIDE DOWN WORLD FROM STRANGER THINGS, AND I MEAN THAT SINCERELY AND I WILL DRIVE HOME TONIGHT. THINKING DID I DREAM THAT WHOLE THING? I AM LITERALLY FLABBERGASTED. THIS IS AN EMPLOYEE THAT IS ENRICHED HIS PERSONAL BANK ACCOUNT WITH PUBLIC MONEY WITH NOTHING TO SHOW FOR IT. THIS HAS BEEN DEMONSTRATED OVER AND OVER AGAIN . MOMS HAVE HIGHLIGHTED THIS FOR MONTHS AND YEARS. I'M WAITING FOR SOMEONE TO PINCH ME. MAYBE PUNCH ME IN MY WAY OUT. I DON'T KNOW. SO WE HAVE GONE FROM CONSIDERING LITERALLY OUSTING AND INEFFECTIVE SUPERINTENDENT TO GIVING HIM AN AWARD. AND SHAME ON YOU. COUNTY EXECUTIVE CASA LEAN OTHER MEMBERS OF THE COUNTY COUNCIL. MANY OF US HAD HIGH HOPES FOR YOU AS PATRIOTS. IT'S CLEAR YOU HAVE BEEN COMPROMISED OR BEEN POSSESSED.

TAKE THAT. ANYWAY. YOU WISH. I KNOW WHAT I'M SAYING IS WILDLY UNPOPULAR. AND I ALSO KNOW SAYING WHAT I'M SAYING OUT LOUD PUTS A TARGET ON MY BACK. AND MY CAUTIOUS, THOUGH FIRM ADVICE IS DON'T EVEN THINK ABOUT IT BECAUSE I DO WEAR THE ARMOR OF GOD. THANK YOU. OUR NEXT SPEAKER IS DOUG RED. GOOD EVENING, LADIES AND GENTLEMEN. I'M A 29 YEAR EMPLOYEE OF HARFORD COUNTY PUBLIC SCHOOLS. I WANTED TO SPEAK WITH YOU TONIGHT ABOUT ATTENDANCE. UM WITH ALL OF THE QUESTIONS SURROUNDING SCHOOL ACHIEVEMENT AS A GOAL IT'S EASY TO SEE HOW THAT IS. CORRELATED TO ATTENDANCE. UM 29 YEARS AGO, WHEN I STARTED, WE HAD A POLICY IN HARFORD COUNTY PUBLIC SCHOOLS THAT IF A STUDENT MISSED MORE THAN 16 DAYS, THAT THAT WAS PROBLEMATIC. WE HAVE NOW MOVED THAT TO 20 DAYS. AND THE ONLY THING THAT I CAN SEE THAT COMES FROM THAT IS WE ARE NOW, UH, BROADCASTING THAT IF YOU MISS MORE THAN 20 DAYS OF SCHOOL, WE WON'T PAY FOR YOUR FUNDING WHEN

[01:10:06]

IT COMES TO DUAL ENROLLMENT CLASSES. UM WE HAVE STUDENTS THAT ARE MISSING 2040 6080 DAYS OF SCHOOL EVERY YEAR. UM AND THERE'S NOT MUCH THAT'S BEING DONE AT THE BOARD LEVEL OR AT THE ADMINISTRATION LEVEL TO FIND OUT WHAT WE CAN DO TO GET THOSE STUDENTS BACK IN SCHOOL. UM AS WELL AS TEACHING. I HAVE COACHED A SPORT EITHER AT THE HIGH SCHOOL LEVEL OR AT THE REC LEVEL . UM, EVERY YEAR THAT I HAVE BEEN HERE AND A FAMOUS BROADCASTER ONCE SAID THE BEST ABILITY IS AVAILABILITY. IF WE DON'T HAVE THE STUDENTS IN THE CLASSROOM. WE CAN'T TEACH THEM.

WE CAN'T IMPROVE TEST SCORES WHEN STUDENTS ARE MISSING THIS AMOUNT OF TIME AND THIS AMOUNT OF INSTRUCTION. UH PART OF THAT CAN ALSO BE ATTRIBUTED TO THE GROWING TREND OF APPROVED VACATIONS DURING THE SCHOOL YEAR OF WHICH PARENTS WRITE A LETTER. THEY SAY WE'RE GOING AWAY AND THEN WE TRY TO GIVE THE STUDENTS AS MUCH WORK AHEAD OF TIME OR HELP THEM MAKE IT UP WHEN THEY COME BACK. THAT'S GREAT. IF YOU HAVE THE ABILITY TO GO AWAY AND DO SOMETHING WITH YOUR FAMILY.

ENJOY YOUR TIME. IT IS PRECIOUS. IT SHOULDN'T IMPACT WHAT HAPPENS WITH SCHOOL. AND IF YOU'RE MISSING INSTRUCTIONAL TIME, THAT IS EXACTLY WHAT HAPPENS. SO I WOULD URGE YOU GUYS TO TAKE A LOOK AT THE POLICY. UM I DON'T WANT TO ROLL BACK THE CLOCK TO 1977 OR ANYTHING. BUT WHEN WE STOPPED RETAINING KIDS WHO DIDN'T HAVE SKILLS AND STARTED MOVING THEM ON YEAR AFTER YEAR TO THE NEXT GRADE LEVEL. THAT'S WHERE THE PROBLEM STARTED. STUDENTS HAVE NO HOPE OF COMPLETING 10TH AND 11TH GRADE WORK IF THEY CAN'T READ AND SOONER OR LATER, WE HAVE TO ADDRESS THE ATTENDANCE ISSUES THAT ARE PLAGUING THIS DISTRICT BECAUSE IT IS DIRECTLY CORRELATED TO ACADEMIC ACHIEVEMENT OF OUR STUDENTS. THANK YOU. PRESIDENT POINT IN

[1. Decision on Previously Tabled: Behavior-Based Energy Conservation Program Services, Mr. Cornell Brown, Assistant Superintendent for Operations, Ms. Patti Jo Beard, Executive Director of Facilities Management, Ms. Bobbie Tolston, Energy Conservation Manager and Ms. Mary Ellen Leder, Regional Vice President with Cenergistic]

UM I KNOW THAT YOU THAT YOU DID PUT A LOT OF YOU KNOW, TIME AND EFFORT INTO IT. AND I KNOW SYNERGISTIC HAS WORKED VERY CLOSELY TO BRING THIS TO THE BOARD. UM BUT I DON'T KNOW THAT HCPS IS EXHAUSTED ALL MEASURES AND LOOKING AT OTHER WAYS TO REDUCE ENERGY CONSUMPTION. THAT, UM, THAT THAT HAD BEEN RECOMMENDED BY OUR ENERGY PROVIDERS. UM YOU KNOW, WE HAVE LIMITED RESOURCES. UM AND YOU KNOW, THE CONTRACT THAT WE'RE LOOKING AT IS PRIMARILY AN ADVISORY ADVISORY IN NATURE. UM, AND I'D REALLY LIKE TO SEE THOSE RESOURCES USED IN IMPLEMENTING CONSERVATION MEASURES RATHER THAN ONE TRYING TO PRODUCE. OTHER UM. OTHER SUGGESTIONS THAT ARE GONNA YOU KNOW, REQUIRE ADDITIONAL RESOURCES THAT WE ARE WE HAVE A LIMITED AMOUNT OF SO, UM, I JUST WANTED TO, BUT I WANT TO THANK YOU FOR BRINGING THIS PROPOSAL AND I THINK WE DO NEED TO LOOK AT WAYS TO REDUCE OUR ENERGY FOR FOOTPRINT, BUT I THINK WE NEED TO EXHAUST THE MEASURES THAT THE ENERGY SUPPLIERS UM, OFFER AND, YOU KNOW, RECOMMEND THANK YOU, MR BRUCE. HAVE YOUR BROTHER. LET'S COKER. I'M GOING TO ASSURE EVERYONE THAT THERE HAS BEEN A LOT OF DUE DILIGENCE AND LOOKING AT THIS BOTH ON BOARD MEMBER PART AND ON OUR STAFF PARTS. [01:15:04]

UM I'M PLANNING TO VOTE FOR THIS CAMERA. THE COMMENTS. THANK YOU. MR. SO YES. I JUST WANTED TO THANK YOU FOR ALL THE WORK THAT YOU PUT INTO, UM YOU KNOW? ANSWERING ALL THE BOARDS QUESTIONS WE PUT FORWARD A LOT OF DIFFERENT QUESTIONS. UM AND YOU WERE VERY QUICK TO RESEARCH ALL THOSE AND GIVE US ALL THAT INFORMATION AND ALSO WANTED TO THANK PREVIOUS HCPS EMPLOYEE, ANDREW CASSILLY FOR MAKING HIMSELF AVAILABLE TO DR POINT AND MYSELF. UH WE HAD A CONVERSATION ABOUT PREVIOUS EFFORTS HERE AT HCPS, AND HE PROVIDED QUITE A QUITE QUITE A GOOD PICTURE OF WHERE WE WERE PREVIOUSLY. UM SO THAT'S ALL THE COMMENTS. I HAVE THANK YOU, MR HOUSE. NOTHING FURTHER. THANK YOU, MISS HAN. THANK YOU. I ALSO HAD THE OPPORTUNITY TO SPEAK WITH ANDREW CASSILLY. AND I DO APPRECIATE THAT VERY MUCH. I DO THANK, UM CORNELL AND HIS TEAM FOR ANSWERING ALL OF OUR QUESTIONS. AND I DO APPRECIATE ALL THE HARD WORK THAT YOU GUYS PUT INTO THIS. THANK YOU. I KNOW THERE WAS A CALL TO DELAY THE VOTE. [B. Superintendent's Report]

TO ITEM SEAVER THIS FOR THIS EVENING, THE SUPERINTENDENT'S REPORT. DR PAULSON. RIGHT. THANK YOU. UM SO BASED ON THE EARLIER RECOGNITION THAT MR COOK WILL BE SPENDING THURSDAY ON THE ROOF, OF COURSE, MISS BENDIS. EVERYONE KNOWS KATHY BENTON'S. HE'S ALWAYS ON IT. SHE ALREADY SENT US. THE WEATHER FORECAST LOOKS LIKE IT'S GOING TO BE COLD, BUT CLEAR PRECIPITATION. SO, MR COOK , YOU KNOW, DRESS WELL DRESSED WARMLY, BUT YOU SHOULD BE ALL RIGHT. AND THANK YOU FOR WHAT YOU'RE DOING. HE HAS A FANTASTIC LEADER, SO IT'S NICE TO HAVE HIM RECOGNIZED TONIGHT. UM WEEK OF NOVEMBER. 6 THROUGH 10 THIS WEEK IN SCHOOLS THROUGHOUT THE COUNTRY, THEY CELEBRATE SCHOOL PSYCHOLOGY WEEK TO HIGHLIGHT THE IMPORTANT WE'RE AT SCHOOL PSYCHOLOGISTS AND OTHER EDUCATORS DO EVERY DAY. THIS YEAR'S THEME IS LET'S GROW TOGETHER, SO THANK YOU TO ALL OF OUR SCHOOL PSYCHOLOGISTS HERE, HTTPS. FOR ALL YOU DO FOR OUR STUDENTS EACH DAY, AND WE KNOW THAT THE MISSION OF SCHOOL PSYCHOLOGIST HAS HAS GROWN AND CHANGED OVER THE LAST FEW YEARS.

SO THIS ISN'T SOMETHING. UM WE DO LIGHTLY. IT'S REALLY BEEN INCREDIBLY IMPORTANT ROLE FOR US, AND WE HAVE A FANTASTIC TEAM HERE. SO THANK YOU FOR THEM. I ALSO WANTED TO MENTION THAT HARVARD BUSINESS ROUNDTABLE MEETING LAST WEEK THAT YOU KNOW THE TOPIC. IT WAS FROM THE COMMUNITY COLLEGE, BUT IT WAS. IT WAS ABOUT A PROGRAM THAT IS SMALL AND GROWING. AND ONE OF THE ONES THAT BOARD WE'RE GOING TO HAVE SOME CHALLENGES. IT'S UM IT'S A HEART HARTFORD YOUTH WORKFORCE INVESTMENT, AND THAT WAS THE TOPIC OF THE MEETING AND DR HILL FROM THE COLLEGE WAS TALKING ABOUT THIS PROGRAM THAT WE RUN. WHICH ALLOWS STUDENTS AND IN MANY CASES. THESE ARE STUDENTS WHO WEREN'T NECESSARILY PLANNING TO ATTEND COLLEGE AND DIDN'T HAVE, YOU KNOW REALLY STRONG PLANS GOING INTO THE 12TH GRADE YEAR? TO TAKE CREDENTIAL EARNING PROGRAMS THROUGH HCC, SUPPORTED BY BY THIS PARTICULAR OFFERING. WE HAVE AND SO WE ARE. WE BELIEVE THE ONLY DISTRICT IN THE STATE THAT'S ACTUALLY AFFORDING STUDENTS THE OPPORTUNITY TO DO NON CREDIT COURSES AT THE COLLEGE AT NO COST TO THEM. WE KNOW THAT STATEWIDE, UM. DISTRICTS ARE REQUIRED NOW TO PAY FOR THE COLLEGE COURSES. STUDENTS TAKE TO DO ENROLLMENT BUT THIS IS NON CREDIT PIECES, SOMETHING THAT GIVES MORE OF OUR STUDENTS ACCESS, PARTICULARLY TO TRADES ORIENTED TRAINING, AND THAT'S BEEN SUCH A PRIORITY HERE IN THIS COMMUNITY, AND SO WE'RE LEADING THE WAY ON THAT. BUT THAT IS ALSO ONE OF THE MANY THINGS THAT WE'VE PAID FOR THE LAST TWO YEARS IN ITS SECOND YEAR HAS GROWN VERY QUICKLY THAT WE'VE PAID FOR WITH A GRANT THAT WE NEED TO IDENTIFY RECURRING FUNDING FOR WE'RE DOING SOME WORK IN THE COMMUNITY. FIND OTHERS TO HELP PICK THIS UP FOR US, AND WE HAVE SOME LEADS. BUT BOARD THAT'S SOMETHING WE'LL NEED SOME HELP WITH BECAUSE IT REALLY IS A FANTASTIC PROGRAM, BUT WE NEED TO MAKE SURE WE'RE ABLE TO SUPPORT IT. UM LAST WEEK , PEOPLE HAVE TALKED MUCH ABOUT THE ANNOUNCEMENT THAT WAS MADE THIS CONFERENCE LAST WEEK WAS THE MARYLAND NEGOTIATING SERVICES CONTRACT. OUR CONFERENCE, AND THAT IS OFTEN THE NIGHT WHERE THEY MAKE ANNOUNCEMENT ABOUT THE SUPERINTENDENT. BUT THE REST OF WHAT WRAPPED AROUND IT IS REALLY IMPORTANT. IT'S THE TIME PARTICULARLY WHEN OUR HUMAN RESOURCES TEAMS AND THE LEADERS INVOLVED IN NEGOTIATING WITH ASSOCIATIONS COME TOGETHER AND LOOK AT THE IMPACT OF ALL THE NEW LAWS AND THESE THINGS AND LOOK AT HOW THEY'RE GOING TO APPROACH NEGOTIATIONS. BUT WHAT WAS IMPORTANT FOR US WAS SOME REALLY POWERFUL CONVERSATIONS ABOUT THE BLUEPRINT. THE EXECUTIVE DIRECTOR OF THE UM.

THE GROUP THAT'S RUNNING THE BLUEPRINT. WHY DID I JUST LOSE RACHEL LICENSE GROUP ANYWAY? UM THE. A LOT OF CONVERSATIONS ABOUT WHERE WE'RE GOING WITH THE BLUEPRINT AND ONE OF THE REALLY KEY THINGS ABOUT THIS IS WHILE IT KEEPS MARCHING FORWARD, WE HAVE TALKED A LOT ABOUT THE EXPENSE. WE CAN TALK A LOT ABOUT THE THINGS THAT HAVE ALREADY BROUGHT THE DISTRICT. WE HAVE MANY THINGS TO CELEBRATE, BUT WE HAVE SOME BIG CHALLENGES COMING TO AND THE WAY THE FUNDING FLOWS AND IN THE WAY THAT WE WILL NEED TO AGAIN IDENTIFY THE LOCAL FUNDS TO COVER THE COSTS THAT

[01:25:02]

ARE REQUIRED UNDER THIS LAW. SO I THINK WE HAD A LOT OF GOOD NEW INFORMATION ABOUT THAT. THAT'S SOMETHING THAT WILL BE DISCUSSING. I THINK AN UPCOMING MEETINGS AND ALSO AS WE APPROACH THIS YEAR'S BUDGET I WOULD LIKE TO REITERATE THE ANNOUNCEMENT THAT MISS BRUCE MADE THIS EVENING, UM, REITERATING THE CALL FOR ALL PARENTS IN THIS COMMUNITY TO JOIN OUR PARENT TEACHER ASSOCIATIONS. IN SOME SCHOOLS. WE HAVE VERY ROBUST CHEETAHS AND OTHERS. WE DO NOT.

WE HAVE A NUMBER OF PEOPLE IN OUR DISTRICT WIDE LEADERSHIP WHO ACTUALLY HAVE JOINED MULTIPLE PTS. UM, SO THAT THERE ARE SOME PEOPLE IN SOME OF THE SCHOOLS THAT HAVE HAD A HARDER TIME. UM ENLISTING SORT OF LOCAL PARENTS INTO THEIR SCHOOL, AND SO SOME PEOPLE WHO HAVE KIND OF BEEN PTA LEADERS HAVE GONE OUT AND SUPPORTED OTHER PTA, SO I COMMEND THEM FOR THAT WORK, BUT JUST KNOW WE REALLY NEED MORE OF OUR PARENTS ENGAGED, I THINK AND P T A IS REALLY SOMETHING THAT PEOPLE MAKE OF IT. IT'S YOU KNOW, THERE ISN'T A SPECIFIC THING THAT EVERY PTA DOES.

PEOPLE BRING IDEAS TO THE TABLE. THEY IDENTIFY WAYS THEY CAN SUPPORT THEIR SCHOOL OR WASTE.

THE SCHOOLS CAN SUPPORT PARENTS BETTER. I MEAN, IT'S MEANT TO BE A TWO WAY RELATIONSHIP WITH THE TO SO WE REALLY DO ENCOURAGE PEOPLE AND THIS IS SOMETHING ELSE. SO YOU KNOW, THEY DID ASK NOT ONLY THAT WE ENCOURAGE THIS INTO THE PUBLIC, BUT ALSO THAT I WORKED CLOSELY WITH LEADERSHIP.

HAVE SHARED IT WITH OUR PRINCIPLES AND OUR SYSTEM LEADERS IN THE PAST AND WE'LL BE TALKING ABOUT THAT AGAIN. SO TODAY, I WAS INVITED TO ATTEND A RIBBON CUTTING FOR A NEW STEM CENTER AT ABERDEEN MIDDLE SCHOOL . THIS WAS AN INITIATIVE. IN FACT, THE COWARD CAN SENIOR FOUNDATION. I FORGET THE NUMBER, THEY SAID TODAY, BUT YOU KNOW THEY DO. THERE'S KIND OF TWO BIG THINGS THEY DO THEY OPEN BASEBALL FIELDS OR ATHLETICS. UH FACILITIES IN PLACES THAT ARE STRUGGLING A LITTLE MORE FINANCIALLY, AND I BUILT MANY BASEBALL FIELDS AROUND THE COUNTRY. BUT THEY'RE ALSO VERY FOCUSED ON STEM AND I DON'T KNOW THAT EVERYONE KNOWS THAT ABOUT THE CAL RIPKEN SR FOUNDATION. BUT I THINK THEY SAID THEY HAD OPENED OVER 360 OF THE STEM CENTERS AROUND THE COUNTRY. AND THIS HAPPENS TO BE A SCHOOL WHERE THE NAMESAKE ATTENDED FOR A BRIEF PERIOD OF TIME, AS DID HIS VERY FAMOUS SON FOR AT LEAST A YEAR AND HIS BROTHER AND SO THEY HAVE MADE A DONATION OF A VARIETY OF TECHNOLOGY KITS THAT CAN BE USED IN OUR TECHNOLOGY CLASSES HAD A CHANCE TO TALK WITH BOTH STUDENTS AND TEACHERS TODAY AND THE TEACHERS WERE WE'RE ABLE TO TALK ABOUT HOW IT WILL FIT INTO THE CURRICULUM, PARTICULARLY THROUGH THE TECHNOLOGY CURRICULUM, IN SOME CASES IN SCIENCE, BUT IT WILL ALSO BE THERE TO BENEFIT.

EXTRACURRICULAR ACTIVITIES, WHETHER THEY'RE STEM CLUBS OR UM , OR ROBOTICS CLUBS, OR THAT SORT OF THING THAT THEY'LL BE ABLE TO USE SOME OF THE EQUIPMENT WAS VERY EXCITED. TO DO THAT. SO AGAIN. THIS WAS A PROGRAM DELIVERED BY THE CORRUPT SENIOR FOUNDATION, BUT WITH GREAT SUPPORT FROM B G, ONE OF THE MANY PARTNERS WE KNOW THAT THEY SUPPORT SO MUCH IN OUR COMMUNITY, BUT THEY WERE REALLY FINANCIAL LEADERS ON THIS ONE, TOO. SO I DID ALSO WANT TO TAKE A SECOND TO RECOGNIZE FRIDAY AS VETERANS DAY. UM YOU KNOW, AND THEN, OF COURSE, THE HOLIDAY THE 11TH OF SATURDAY WE, UM THIS IS. THIS IS AN IMPORTANT THING TO THINK ABOUT EVERY COMMUNITY. BUT OF COURSE HERE IN HARFORD COUNTY, WHERE THE MILITARY IS SO CLOSELY WOVEN INTO THE FABRIC OF EVERYTHING IN THIS COMMUNITY, UM , YOU KNOW PROFESSIONALLY, BUT THEN I MEAN BECAUSE OF THE INSTALLATION, BUT ALSO JUST SO MANY PEOPLE HERE. THIS IS THE PLACE THAT'S FRIENDLY TO AND ATTRACTS. UM FOLKS. TRACKS VETERANS AND, UM, I REALLY JUST THINK THAT THE CULTURE OF THE MILITARY WE SEE IT THROUGHOUT THE WORK WE DO, AND I THINK IT'S ONE OF THE THINGS THAT MAKES HARFORD SUCH INCREDIBLE COMMUNITY, SO I THOUGHT FOR OUR VETERANS AS, UH, THIS WEEK. AND THEN, UM, I JUST WANT TO CLOSE WITH ONE. THANK YOU TO EVERYBODY. THEY HAVE BEEN SO MANY CONGRATULATORY MESSAGES JUST VERY HUMBLING. AND I GUESS WHAT I'VE TRIED TO SAY IN MANY INSTANCES IS THIS IS OUR AWARD. I'M SO HUMBLED BY THE WORK. THAT IS RECOGNIZED WHAT WE'VE BEEN ABLE TO ACHIEVE AS A TEAM, AND THAT TEAM INCLUDES OUR PARENTS AND OUR COMMUNITY MEMBERS AND OUR STUDENTS. AND OF COURSE, OUR STAFF AND OUR BOARD. WE HAVE A FANTASTIC TEAM HERE. DISAGREEING PLENTY, WHICH IS FINE. BECAUSE WE'RE STILL MOVE FORWARD TOGETHER, AND SO THANK YOU TO

[Future Meetings Review]

EVERYBODY FOR THAT. THAT'S ALL I HAVE SEEN. THANK YOU, DOCTOR. BOSTON WELL, UM, INCLUDE THE MEETING. THE NEXT
