I WANT TO TAKE THIS OPPORTUNITY TO, UM THANK DR BOLSON. I WANT TO THANK HIM BECAUSE HAVING WORKED BUT THE U. S ARMY IN A CAPACITY WHERE I HAD A MIRROR OF CHANGES IN LEADERSHIP AND KNOWING THAT YOU HAVE TO GET ACCLIMATED TO ALL THE PERSONNEL CHANGES. AND I WANT TO SAY THAT I HAVE JUST APPRECIATED HIS SUPPORT THAT HE'S GIVEN ME AND THE BOARD AND ALL THE INTERIM CHANGES, SO I WANT TO THANK HIM FOR ALL THAT HE'S DONE FOR THE HARTFORD COUNTY PUBLIC SCHOOLS AND WERE SO GRACIOUS TO HAVE HIM BECAUSE HE IS HIGHLY QUALIFIED. AND HE'S HERE FOR THE MISSION. SO THANK YOU, DR WILSON. THANK YOU, MR COOPER. ALL RIGHT. WELCOME, EVERYONE. THANKS FOR BEING HERE . THOSE OF YOU LISTENING IN AND THOSE OF YOU HERE FIRST. SOME REALLY GOOD NEWS ARE GREAT STAFF GOT OUR HARFORD COUNTY PUBLIC SCHOOLS BLUEPRINT IMPLEMENTATION PLAN APPROVED BY THE MARYLAND ACCOUNTABILITY AND IMPLEMENTATION BOARD, AND THIS IS A BIG DEAL. IT WAS A PHENOMENAL AMOUNT OF WORK. SO KUDOS AGAIN GO OUT TO DR BOLSON, DR DAVIS. KATIE RIDGEWAY AND MANY OTHERS WHO HELPED MAKE THIS HAPPEN AND WORKED SO HARD STAFF WORKS HARD ALL SUMMER TOO. SO THANK YOU FOR THAT. UM YOU KNOW, THE BLUE PRINT IMPLEMENTATION PLAN. I SEE THIS AS A BASELINE WHAT WE'RE REQUIRED TO DO. MINIMUM AND JUST A REMINDER THAT THIS IS THE BEGINNING OF WORK. THERE'S A LOT OF WORK TO COME. NOT ONLY TO MEET THE MARYLAND REQUIREMENTS, BUT TO GO BEYOND THAT AND INCREASE THE ACADEMIC PERFORMANCE OF OUR STUDENTS. SOMEONE FAMOUS ONCE SAID THE REWARD FOR HARD WORK AS WELL, MORE HARD WORK, SO WE HAVE TO FOCUS ON THAT. AND I KNOW OUR GREAT STAFF WILL CONTINUE TO DO THAT. THANKS ALSO GO OUT TO DR PETER CARPENTER AND DR PAULA STANTON FOR A RETREAT THAT THEY [00:10:06] CONDUCTED FOR TEAM BUILDING FOR OUR BOARD RECENTLY. IT WAS JUST A ONE DAY MEETING AND I WANT TO SHARE SOME THINGS THAT I LEARNED FROM THAT. UM I LEARNED THAT WE HAVE A VARIETY OF SKILLS AND EXPERIENCE ON OUR BOARD. WE ARE A GROUP OF HIGHLY MOTIVATED DOERS. AND WE HAVE VERY GIVING AND CARING PEOPLE ON OUR BOARD. SO IT'S REALLY GREAT TO HAVE YOU KNOW ALL THE ALL THE FOLKS ON THE BOARD HERE. UM I LEARNED THAT BEING UNCLEAR IS ACTUALLY BEING UNKIND. IT IS KIND TO BE CLEAR. I SAW QUOTE RECENTLY. THAT SAID KIND. LEADERSHIP IS NOT ABOUT BEING NICE KIND. LEADERSHIP IS ABOUT BEING REAL, HONEST AND GENUINELY CARING. BEING NICE AT THE EXPENSE OF NOT HOLDING PEOPLE AND VALUES ACCOUNTABLE WAS CALLED TOXIC NIGHT. SOMETHING TO THINK ABOUT. AT THE RETREAT. I LEARNED THAT YOU CAN DISAGREE WITH SOMEONE AND STILL TREAT THEM KINDLY AND WITH RESPECT. AND I THINK KINDNESSES AND KINDNESS IS IMPORTANT TO ALL OF US AND A VALUE THAT WE ALL SHARE. I LEARNED THAT OUR STAFF GETS HIGH MARKS EXACTLY FOR DOING THIS BEING KIND WITH THE STUDENTS AND THE STUDENT RELATIONSHIPS. UM SO WE HAVE A GREAT STAFF. OUR SCHOOL PERSONNEL ARE AWESOME. UM . ONE OTHER THING, SUMMARIZE SOME OTHER THINGS I'VE LEARNED FROM LISTENING TO YOU ALL HERE OVER THE PAST SEVERAL MONTHS. MANY SPEAKERS HAVE EMPHASIZED THE IMPORTANCE OF ADDRESSING SOCIAL AND EMOTIONAL NEEDS AND MAKING EVERYONE FEEL WELCOME INCLUSION, PROVIDING EQUAL OPPORTUNITY EQUITY AND WE ARE AWESOME AT THAT. OTHERS HAVE STRESSED THE IMPORTANCE OF BALANCING THESE AREAS. WITH THE NEED TO IMPROVE ACADEMIC PERFORMANCE. WE CAN DO BOTH. WE NEED THAT BALANCE. WE NEED KINDNESS. BUT NOT AT THE EXPENSE OF HOLDING PEOPLE AND VALUES ACCOUNTABLE. WE NEED TO KEEP OUR STANDARDS HIGH. KEEP OUR ACADEMIC FOCUS. AND THIS IS WHERE IMPROVEMENT IS REALLY NEEDED. SO TO PARAPHRASE THIS IS OUR LAST MEETING. BEFORE THE SCHOOL YEAR. WE'RE EXCITED ABOUT THE NEW YEAR AND I LOOK FORWARD TO MEETING MORE OF THE STAFF AND THE STUDENTS. AS ALWAYS. WE ASKED TO SUPPORT THE PARENTS AND PREPARING THEIR KIDS FOR THE SCHOOL YEAR. AND IN TREATING EVERYONE WITH RESPECT. THANK YOU. THANK YOU, DR MUELLER. SO A COUPLE THINGS I WANT TO TALK ABOUT. ONE IS AHEAD, THE AWESOME ABILITY TO GO AND SEE THE COMPUTER RETURN OPERATION AND THE WAREHOUSE AND FORREST HILL. IT WAS AMAZING. ALL THESE COMPUTERS THAT HAVE BEEN GIVEN TO THE STUDENTS AND LEAST THAT NEEDED TO BE RETURNED NOW SO THAT NEW COMPUTERS CAN BE BROUGHT OUT OVER 27,000 COMPUTERS. THAT THEY COLLECTED AND PREPARED FOR RETURN, AND THAT INCLUDES TAKING ALL THE STICKERS OFF THE KIDS PUT ON MAKING SURE THAT THEY'VE GOT A WHOLE STICKER COLLECTION THERE, BY THE WAY, UM, THAT THEY WERE ABLE TO GET ALL THE CHARGERS TOGETHER AND STUFF AND THEY HAD TO ALL BE PACKED IN A CERTAIN WAY TO BE RETURNED. AND IT WAS AMAZING OPERATION BEING RUN BY TWO GUYS. TWO GUYS DID DID 90% OF THAT WORK, SO IT WAS PRETTY EXCITING TO SEE THEM DOING THAT? THE ENVIROTHON TEAM. WE HAD THEM HERE TO MEETING THAT VERY LONG AGO. WAIT AND I EXCUSE ME, MR SEWELL AND I BOTH HAD THE OPPORTUNITY TO BE JUDGES. I'VE JUDGED THE LAST TWO YEARS. MY BACKGROUND IN CASE YOU DON'T KNOW. I WAS IN EARTH SCIENCE INSTRUCTOR AT HCC BEFORE I CAME HERE, UM, AMAZING GROUP OF KIDS AND THE TEAM FROM NORTH HARFORD WON FIRST PLACE FOR THE COUNTY HERE, AND THEN THEY WENT ON TO THE REGIONAL THAN NATIONAL AND THEY WERE IN THE INTERNATIONAL COMPETITION, UM, COMPETING AGAINST TEAMS FROM ACROSS THE UNITED STATES, CANADA AND CHINA OUT OF 52 TEAMS. THEY CAME IN 11TH 10TH 10TH. SORRY. TOOK HIM DOWN. A PEG DIDN'T MEAN TO MRS LAUREL LEARY WAS THEIR COACH. THEY WERE AMAZING. I MEAN, THEY WANT HARFORD COUNTY BECAUSE THEY WERE AMAZING. THEY WERE SUCH A NEAT GROUP OF STUDENTS AND LIKE I SAID, YOU HAD AN OPPORTUNITY TO MEET THEM HERE IN ONE OF THE BOARD MEETINGS, BUT THAT'S REALLY EXCITING. WENT TO THE RAINBOW GRADUATION, AND IT'S CALLED THE RAINBOW GRADUATION BECAUSE ALL THE KIDS THAT GRADUATED FROM SUMMER SCHOOL SO THEY'RE ALL WEARING THE REGALIA FROM THEIR HIGH SCHOOL. THERE WERE 22 GRADUATES. 20 OF THEM ATTENDED THE GRADUATION CEREMONY . I'LL TELL YOU WHAT I MEAN, OTHER THAN YOU DON'T WANT TO GRADUATE LATE, BUT THEY WERE FIRST OFF RESILIENT STUDENTS THINK ABOUT IT. THEY WEREN'T ABLE TO GRADUATE WITH THEIR OWN CLASS, BUT THEY HAD THE RESILIENCE TO FINISH UP IN SUMMER SCHOOL INTO GRADUATE. BUT WHAT A NEAT GRADUATION HERE YOU GO AND YOU PASS OUT DIPLOMAS AND STUFF THAT THESE BIG GRADUATIONS THESE KIDS WERE WITH 20 KIDS, AND THEY ALL GOT TO STOP HAVE THEIR PARENTS THEIR GET PICTURES TAKEN. IT WAS SO MUCH FUN AND [00:15:05] SUCH A GREAT GROUP OF PEOPLE AND I SAW SO MANY PARENTS CRYING, SO IT WAS PRETTY PRETTY NEAT. UM, TIME TO BE THERE. AND THEN THE OTHER THING I WANT TO MENTION IS HOMESTEAD WAKEFIELD ELEMENTARY SCHOOL. I KNOW THAT YOU PROBABLY HEARD THAT WE REACHED AN AGREEMENT WITH THE CHINA BEL AIR. MAYBE NOT THE AGREEMENT THAT WE HOPED FOR, BUT WE GOT AN AGREEMENT WERE ABLE TO START ON THE PROJECT. I HAVE A FRIEND WHO RENTS RIGHT ACROSS THE STREET FROM IT. IT'S GONE. I MEAN, IT'S FLAT. THE LAND IS JUST ALL GETTING STRAIGHTENED OUT SO THAT THEY'RE READY TO BUILD ON IT. UM IT'S REALLY EXCITING AND THE WHOLE COMMUNITY IS VERY EXCITING . EXCITED TO SEE THIS PROCEEDING . FINALLY IT'S TAKEN A LONG TIME . SO UM, THAT'S REALLY GOOD NEWS . ALSO SO THAT'S I DON'T WANT TO. I WANT TO LEAVE STUFF FOR OTHER PEOPLE. SO THANK YOU. THANK YOU. GOOD EVENING, EVERYONE. THANK YOU GUYS FOR COMING THIS EVENING AS SUMMER DRAWS TO A CLOSE AND AS WE'RE GETTING READY FOR SCHOOL TO BEGIN, I WANTED TO TAKE A MOMENT TO SAY THAT I HOPE EVERYONE HAS HAD A RESTFUL AND REJUVENATING SUMMER. AND IS READY TO GET BACK TO LEARNING. WE'RE LOOKING FORWARD TO A PRODUCTIVE YEAR WITH EDUCATION AT THE CENTER OF EVERYTHING THAT WE DO. WE ARE EXCITED TO WELCOME OUR NEW STAFF AND STUDENTS SENT TO WELCOME BACK OUR RETURNING STAFF AND STUDENTS. IT IS OUR JOB AS A BOARD TO LISTEN AND TO BE RESPONSIVE WHEN ISSUES AND CONCERNS ARE BROUGHT TO OUR ATTENTION, PLEASE KNOW THAT WE ARE HERE FOR YOU AND THAT WE ARE HERE TO WORK FOR AND WITH YOU. TEACHERS STAFF, STUDENTS AND PARENTS. PLEASE BRING ANY CONCERNS OR ISSUES TO OUR ATTENTION, AND WE WILL DO OUR BEST TO RESOLVE THEM. WE WANT EVERYONE TO HAVE A SAFE AND ENJOYABLE LEARNING EXPERIENCE THAT IS FOCUSED ON ACADEMICS. I HOPE THAT YOU HAVE AN ENJOYABLE LAST FEW WEEKS OF SUMMER, AND THAT'S IT. THANK YOU, MISS PERRY. GOOD EVENING. UM WELCOME FOR ATTENDING AND MEETING AND SHOWING UP AND TO SUPPORT OUR STUDENTS AND OUR STAFF AND EVERYONE INVOLVED IN OUR CHILDREN'S EDUCATION. IT MEANS A LOT. AND I JUST HAD IT ONE PUBLIC. I GUESS. IT MEANT TO TALK ABOUT NET WAS, UM UM, THE VETERANS OF FOREIGN WARS. POST 60 54 IN ABERDEEN. THEY'RE HAVING A BACK TO SCHOOL DRIVE. AND THEY ARE ALREADY GETTING A LOT OF DONATIONS AND EVERYTHING AND PROVIDING SUPPORT FOR THAT PARTICULAR AREA WHERE IT'S LOCATED. IT'S UM PUBLIC HOUSING AND DIFFERENT THINGS LIKE THAT, SO THE MOST THE MORE WE CAN DO FOR THOSE COMMUNITIES. THAT WILL HELP THE CHILDREN THAT ARE STRUGGLING IN OUR SCHOOLS, AND I REALLY APPRECIATE ALL OF THE TOWN SO FAR. THEY WILL BE DISTRIBUTING SCHOOL SUPPLIES, BACKPACKS. AND PROVIDING INFORMATION ABOUT DIFFERENT RESOURCES THAT ARE AVAILABLE. THANK YOU. THANK YOU MISS SEVERAL. EVENING THANK YOU GUYS FOR COMING. I JUST WANTED TO DO IT REALLY QUICK NOTE THAT, UM ONE OF THE THINGS I WANT TO FOCUS ON THIS TERM IS JUST INCREASING SMALL BEEN STUDENT INTERACTION. I KNOW THAT, UM, BEFORE I WAS INTRODUCED TO THIS RIGHT REALLY SEEM LIKE A POSITION. YOU COULD EASILY REACH OUT TO THE AVERAGE STUDENT UNLESS YOU WERE IN STUDENT GOVERNMENT OR H CRAFT. BUT NO SHADE TO THE PREVIOUS MONTH, BUT I JUST WANTED TO, UM INCREASE THE INTERACTION THAT I COULD GET CHANGED THAT DYNAMIC WITH ALL STUDENTS OF HCPS KIND OF ENCOURAGE THEM TO CONSISTENTLY REACH OUT TO ME WITH WHATEVER THEY FEEL NEEDS IS NECESSARY AND YOU KNOW, I WANT TO HEAR STUDENT VOICES AS MUCH AS POSSIBLE. UM I ALSO GOT THE PRIVILEGE OF ATTENDING MAYBE'S STUDENT BOARD MEMBER ORIENTATION. IT WAS REALLY COOL. I GOT TO MEET ALL THIS SMALL OBS IN THE STATE. UM AND WE WERE I WAS ABLE TO SET UP CONTACT WITH THIS. I CAN LEARN FROM THEM AND WE CAN LEARN FROM EACH OTHER. AND I'M LOOKING FORWARD TO THAT. AND I JUST WANT TO DO A QUICK REMINDER THAT THE END OF SUMMER FEST IS THIS THURSDAY, AND IF YOU WANT TO SEE ME COMPLETELY FAIL ENOUGH FIRST PITCH, YOU GUYS SHOULD TOTALLY COME OUT. THAT'S ALL. THANK YOU . FOR THOSE OF THE FOR THOSE WHO DON'T KNOW WHAT IT'S MOBS STAND FOR STUDENT MEMBER ON THE BOARD OF EDUCATION. MR SAUL. YEAH HI. THIS TIME A WEEK AGO, WE WERE DEALING WITH SEVERE STORMS IN HARFORD COUNTY. UM SO I JUST WANTED TO, UM YOU KNOW? RECOGNIZE THAT YOU KNOW, A LOT OF FAMILIES WERE IMPACTED BY THAT. BUT ALSO THE SCHOOL SYSTEM WAS IMPACTED BY THAT. A LOT OF PEOPLE DON'T KNOW, BUT THERE WAS SOME DAMAGE TO OUR FACILITIES, AND WE'RE WORKING THROUGH THAT. UM AND I ALSO WANTED TO RECOGNIZE THE ENVIRONMENT ON TEAM FROM NORTH HARFORD. JUST OUTSTANDING ACHIEVEMENT. UM, MISS MUELLER, MR MILLER. UM COVERED THAT ALREADY, DR MUELLER. AND, UH, I WANT TO LET THE NET LET THE, UH RESIDENTS OF FALSE TO KNOW THAT I AM CONCERNED ABOUT THE PLAN DEVELOPMENT THERE AND I AM ENGAGING AS MUCH AS POSSIBLE WITH OUR LEADERSHIP. IN THE COUNTY TO HELP ADVOCATE FOR YOU AND ALSO THE SCHOOL SYSTEM. FOR [00:20:02] YOUR BENEFIT. BOSTON MIDDLE, WE'RE BOTH PRETTY MUCH AT CAPACITY OVER CAPACITY AT THIS POINT AND FALLSTON HIGH SCHOOL. I ALSO WANTED TO THANK PETER CARPENTER AND PAUL STANTON. TERRY SMITH. YVONNE ROLLO AND KIMBERLY NEAL FOR AN OUTSTANDING RETREAT FOR THE BOARD. I REALLY GOT TO KNOW MY FELLOW BOARD MEMBERS A LOT BETTER. IT WAS A GREAT EVENT. I THINK WE'RE GOING TO WORK A LOT BETTER. YOU KNOW, BECAUSE OF THAT, AND I LOOK FORWARD TO ENGAGING WITH MY FELLOW BOARD MEMBERS AND THOSE WAYS IN THE FUTURE. PARENTS AND GUARDIANS WANTED TO JUST RECOGNIZE THAT THERE ARE TWO VERY SHORT WEEKS LEFT OF SUMMER. SO I HOPE THAT YOU CAN ENJOY THAT WITH YOUR FAMILY AND STUDENTS. THERE ARE TWO VERY LONG WEEKS LEFT OF SUMMER. OKAY SO I HOPE THAT YOU CAN GET EVERYTHING IN ALL THAT PLAYTIME AND GET REJUVENATED AND GET READY TO GO. WE'VE GOT A BIG YEAR AHEAD OF US. WE GOT A LOT TO ACCOMPLISH A LOT TO MAKE UP STILL. SO I WOULD JUST LOOK FORWARD TO THIS THIS NEW YEAR. THANK YOU, MR ALLISON. GOOD EVENING. THANK YOU ALL SO MUCH FOR BEING HERE. THANK YOU TO DR POYNTON FOR MOVING THE PUBLIC COMMENT BACK TO THE BEGINNING OF THE MEETING AND THANK YOU FOR PRIORITIZING STUDENT COMMENTS FIRST. WE HAVE THREE VERY IMPORTANT AND INFORMATIVE PRESENTATIONS TONIGHT, THE FIRST BEING THE ORACLE CLOUD IMPLEMENTATION, WHICH IS A MUCH NEEDED UPDATE TO THE ENTERPRISE ENTERPRISE RESOURCE PLANNING SYSTEM. IT'S FOLLOWED BY OUR FY 25 CAPITAL IMPROVEMENT PROGRAM. AND THEN LASTLY, WE'RE GOING TO CONCLUDE WITH A PRESENTATION ON A NEW POLICY THAT REFLECTS THE BOARD'S COMMITMENT TO SUPPORTING EMPLOYEES WHO ARE NURSING MOTHERS. AND LASTLY AS A FRIENDLY REMINDER, PLEASE MAKE SURE TO VISIT THE BACK TO SCHOOL INFORMATION WEB PAGE. IT'S GOT A LOT OF GOOD INFORMATION. PLEASE ALSO TUNE INTO THE PHONE CALLS AND EMAILS THAT ARE SENT OUT BY MISS LEADER UM THEY ARE FULL OF GOOD, IMPORTANT BACK TO SCHOOL INFORMATION TO MAKE SURE YOU'RE PREPARED. THANK YOU. JUST A FEW FINAL COMMENTS. UM SO FIRST OF ALL, UM, AS WAS MENTIONED BASED ON THE FEEDBACK OF SOME OF THE BOARD MEMBERS AND THE PUBLIC. WE DID MAKE SOME ADMINISTRATIVE CHANGES WHICH WILL GO INTO EFFECT TONIGHT. WE DID MOVE THE PUBLIC COMMENT PORTION BACK TO THE BEGINNING OF THE MEETING THAT THERE WILL BE AN EXCEPTION OF WHEN WE HAVE STUDENTS THAT ARE HERE PRESENTING SO THE STUDENTS THAT ARE PRESENTING WOULD GO FIRST. UM, ALSO, WE'VE RECEDED A LITTLE BIT, UM, TO SIGNAL MY COMMITMENT TO THE STUDENTS VOICE AT THE TABLE. I ALWAYS FELT LIKE THIS. IT WAS KIND OF LIKE THANKSGIVING AND THERE WAS LIKE A KIDDIE TABLE AND ADULT TABLE WITH THE STUDENT ON THE END, SO WE REORGANIZED HERE IN ALPHABETICAL ORDER TO SHOW THE IMPORTANCE OF THE STUDENT VOICE IN THE PROCESS. AND THEN LASTLY, WE REMOVED THOSE AIRPORT STYLE. UM, STAN SHINS. I JUST FELT LIKE IT WAS A BIT OF SORT OF ARTIFICIAL BARRIER. I WILL REMIND EVERYONE, HOWEVER, THAT DURING THE PUBLIC COMMENT, AND THROUGHOUT THE MEETING, WE STILL ASK YOU NOT TO APPROACH THE DIESS. UM I'D LIKE TO START WITH GRATITUDE AND I'D LIKE TO SAY FIRST OF ALL, JUST THANK YOU, EVERYONE FOR BEING HERE. I KNOW IT'S AUGUST. WE HAVE VACATION ON OUR MINDS AND THE WEATHER IS GREAT OUTSIDE AND THIS IS A REAL COMMITMENT. I THINK TO YOUR PARTICIPATION IN THE PROCESS. UM I LIKE TO START WITH SOME ADDITIONAL GRATITUDE. I THINK IT'S ALREADY BEEN MENTIONED, BUT JUST TO EMPHASIZE DR CARPENTER AND DR STANTON FOR THE GREAT JOB THEY DID, AND MANY OTHERS AT THE BOARD RETREAT. I THINK IT'S IMPORTANT. ANYTIME YOU BRING A NEW GROUP OF PEOPLE TOGETHER THAT THEY REALLY GET TO UNDERSTAND EACH OTHER SO THAT WE CAN ESTABLISH A GOOD WORKING RELATIONSHIP TOGETHER, AND WE CERTAINLY FURTHER THAT AT THE BORDER RETREAT. UM I'D ALSO LIKE TO THANK THE STAFF THAT'S BEEN INVOLVED WITH THE SMALL GROUP MEETINGS AND ANSWERING A LOT OF THE BOARD'S QUESTIONS OVER THE PAST WEEK OR SO, ALTHOUGH I KNOW IT'S A LOT OF WORK. I THINK THAT WILL CERTAINLY ANSWER A LOT OF THE QUESTIONS THAT THE BOARD MEMBERS HAVE AND GO A LONG WAY, I THINK AND RUNNING EFFICIENT BOARDS. UM AND THEN A FINAL SENSE OF GRATITUDE IS TO ALL OF THE STAFF AND TEACHERS THAT WORKED OVER THE SUMMER. I KNOW ONE OF THE REASONS SOMEONE BECOMES A TEACHER, OTHER THAN YOU LOVE CHILDREN AS YOU LIKE THE SUMMERS OFF. AND IT'S A SACRIFICE, I THINK SOMETIMES TO PROVIDE THE SERVICES THAT OUR STUDENTS NEED OVER THE SUMMER. I CAN TELL YOU WITH SOME OF THE COVID LOSSES THAT I HAD WITH MY CHILD. MY SON WENT TO SUMMER SCHOOL YEAR OR TWO AGO, AND EVEN THOUGH IT WAS SHORT, HE LEARNED A LOT IN HIS BACKUP ON GRADE LEVEL, SO I REALLY APPRECIATE THOSE WHO GAVE UP THEIR SUMMER. I JUST WANT TO ECHO A FEW COMMENTS THAT WERE MADE BY MR SOLIS FAR AS THE PFOSTEN APARTMENTS. I LIVE IN THAT NEIGHBORHOOD AS WELL. UM YOU KNOW, I'VE BEEN IN TOUCH WITH A FEW PEOPLE, INCLUDING ERIN PENMAN AND HAVE EXPRESSED CONCERNS, UM, THAT WE HAVE, [00:25:01] PARTICULARLY WITH RESPECT TO SCHOOL CAPACITY. UM I'VE REQUESTED A MEETING WITH HIM, THE COUNTY COUNCIL OR I WILL BE REQUESTING MEETING WITH HIM, THE COUNTY COUNCIL AND THE COUNTY EXECUTIVE OFFICE TO DISCUSS HOW BUILDING HAPPENS IN THIS COUNTY AND WHAT INVOLVEMENT. THE BOARD OF EDUCATION HAS IN THAT. I HAVE SOME SPECIFIC RECOMMENDATIONS. I'D LIKE TO PROPOSE. AND QUITE FRANKLY, I THINK YOU KNOW, APARTMENT BUILDINGS AND HOUSES CAN GO UP A LOT FASTER THAN SCHOOLS CAN AND AT THE 110% CAPACITY ON THE CUT OFF OF BUILDING PERMITS. IT'S JUST NOT GOING TO WORK FOR US. AND SO IT'S IMPORTANT. I THINK THAT THE BOARD OF EDUCATION HAS A SEAT AT THE TABLE WHEN IT COMES TO THESE SORTS OF MATTERS. AND ALSO TONIGHT WE WILL BE RECEIVING A BRIEFING ON THE CAPITAL IMPROVEMENT PLAN AND SCHOOL CAPACITY AS WELL. UM IT WAS ALREADY MENTIONED, BUT JUST WANT TO EMPHASIZE BECAUSE I THINK THIS HAPPENED BETWEEN THE LAST BOARD MEETING AND NOW HOMESTEAD WAKEFIELD WAS APPROVED. WE HAVE RESOLVED THAT WITH THE CITY OF BEL AIR. THERE WAS A LOT OF WORK THAT WENT INTO THAT THIS ALSO GOES TO OVERCROWDING AND SCHOOL CAPACITY AND THIS IS A BIG WIN FOR US. I WANT TO THANK KIMBERLY ON OUR LEGAL TEAM THAT WAS INVOLVED WITH THAT. AS WELL AS A LOT OF WORK OVER MANY YEARS. THAT WAS DONE BY DR MUELLER AND MR SWOLE AS WELL. UM, DR MUELLER AND I HAD THE OPPORTUNITY TO ATTEND THE RAINBOW GRADUATION. IT WAS A FANTASTIC OPPORTUNITY TO SEE THESE STUDENTS, UM, WHO PERSEVERED THROUGH AND THE GUEST SPEAKER AT THAT WAS MICHAEL. BROCCOLI WHO HAD THE OPPORTUNITY TO MEET WHO WAS THE HARFORD COUNTY TEACHER OF THE YEAR. HE GAVE AN AWESOME SPEECH. I'D ENCOURAGE YOU TO GO WATCH IT, BUT IT WAS VERY MEMORABLE. BUT HE TALKED ABOUT HOW SUCCESS IS NOT LINEAR. AND LIFE WILL HAVE ITS UPS AND DOWNS. BUT WHAT MATTERS IS PERSEVERANCE, SO I THINK THAT'S A MESSAGE THAT CAN RESONATE BEYOND JUST THAT GROUP OF STUDENTS AND WITH ALL OF US. FINALLY WE DID POST A VIDEO. IT'S A BIT LENGTHY. IT'S LIKE FOUR MINUTES. I WOULD ENCOURAGE YOU TO WATCH IT. SO DID THE SUPERINTENDENT. WELCOMING EVERYONE BACK. IT TALKS ABOUT SOME OF OUR PRIORITIES FOR THIS YEAR. WE HOPE FOR THAT TO BE MORE THAN LIP SERVICE. WILL I THINK BE COMING OUT WITH SOME OTHER INITIATIVES AND MAYBE SOME POLICIES SHORTLY THAT WILL BE ABLE TO BACK WHAT WE PUT IN THERE. AND AS A FINAL REMINDER TODAY STARTS TAX FREE SHOPPING. SO HAVE YOU BEEN LOOKING TO GET CLOSE OR BACKPACKS? OR I THINK EVEN SOME SCHOOL SUPPLIES THAT STARTS TODAY AND RUNS FOR THE WEEK SO THAT YOU CAN BE WELL PREPARED, DRESSED AND HAVE ALL OF YOUR BACKPACKS AND THINGS FOR [Public Comments] SCHOOL. SO THAT'S ALL I HAVE. THANK YOU AGAIN FOR COMING AND WE ARE GOING TO MOVE NOW TO PUBLIC COMMENTS, SO I'M GONNA READ THE RULES FOR PUBLIC COMMENT. IN PERSON. SPEAKERS WILL PROCEED. FIRST THEY WILL BE CALLED BY THE BOARD SECRETARY. REMOTE SPEAKERS WILL PROCEED NEXT. THEY WILL BE ADMITTED INTO THE MEETING BY AN HTTPS STAFF MEMBER WHEN IT'S THEIR TURN TO SPEAK. ALL SPEAKERS WILL BE WILL RECEIVE THREE MINUTES. FIVE MINUTES FOR INDIVIDUALS. IF YOU'RE REPRESENTING YOUR GROUP SPEAKERS. MAYBE UH, SPEAKERS MAY BE INTERRUPTED AND MAYBE GIVING A NOTICE WHEN THEY HAVE 30 SECONDS LEFT. WHEN SPEAKERS HAVE REACHED THEIR THREE OR FIVE MINUTE MARK. TIME WILL EXPIRE AND UNFORTUNATELY, PAY ATTENTION THAT CLOCK BECAUSE I WILL HAVE TO CUT YOU OFF TO TRY TO MAKE ALL YOUR POINTS WITHIN YOUR THREE MINUTES. MISS ROLA, CAN YOU PLEASE BEGIN THE IN PERSON REGISTRATION OF THE PUBLIC SPEAKERS? YES PRESIDENT CLINTON THIS EVENING. WE HAVE 11 IN PERSON. PUBLIC SPEAKERS, STARTING WITH M. APPEL OH PELLER , FOLLOWED BY JOE RYDELL. GOOD EVENING. THANK YOU. BOARD MEMBERS AND SUPERINTENDENT WILSON FOR THE OPPORTUNITY TO SPEAK WITH YOU THIS EVENING. THIS IS THE FIRST MEETING I'VE ATTENDED WITH OUR NEW BOARD MEMBER. SO I WANT TO SAY WELCOME TO THE BOARD AND THANK YOU FOR YOUR SERVICE. SINCE WE'RE A FEW WEEKS AWAY FROM THE BEGINNING OF THE SCHOOL YEAR, I WANT TO SHARE MY HOPES FOR THE YEAR AHEAD FOR OUR STUDENTS. I HOPE THAT THIS BOARD FOCUSES ON CREATING THE BEST ENVIRONMENT FOR ALL STUDENTS TO LEARN AND NOT ON POLITICAL PANDERING. I HOPE THAT EACH SCHOOL AND EACH TEACHER WILL BE FREE TO CREATE A WELCOMING ENVIRONMENT FOR EACH AND EVERY STUDENT, REGARDLESS OF RACE, GENDER, SEXUALITY OR SOCIOECONOMIC STATUS. I HOPE THAT EVERY STUDENT GETS EQUITABLE ACCESS TO THE RESOURCES THAT THEY NEED TO SUCCEED THROUGHOUT THE SCHOOL YEAR AND BEYOND. AND I HOPE THAT EVERY STUDENT TEACHER AND STAFF MEMBER THAT WALKS INTO THE SCHOOL BUILDING EVERY MORNING FEEL SAFE AND RESPECTED BY THE MEMBERS OF THE SPORT AND THE DECISIONS THAT THEY MAKE. THOSE ARE MY HOPES, AND WE'LL SEE HOW THEY PLAY OUT. BUT HERE'S MY PROMISE. THE COMMUNITY IS WATCHING. WE WILL BE HERE [00:30:02] ADVOCATING FOR ALL STUDENTS RECEIVE THE EDUCATION THAT THEY DESERVE. I HOPE THAT YOU ALL WILL BE ALLIES TO THE COMMUNITY AND TO THE CHILDREN AND STAFF IN YOUR BUILDINGS, AND I LOOK FORWARD TO A PRODUCTIVE RELATIONSHIP IN THAT REGARD. THANK YOU. HI. MY NAME IS JOE RAEDLE IN ABERDEEN HAVE THREE KIDS IN THE DISTRICT TO BAKERSFIELD ELEMENT OR ONE IN BAKERSFIELD ELEMENTARY. INTUIT EDGEWOOD MIDDLE UM, NO, ACTUALLY , THE ONLY THING THAT I WANTED TO ADDRESS IS I JUST WANTED TO, UM, KIND OF ASK QUESTIONS THE BOARD JUST TO KIND OF PUT IT ON YOUR RADAR. SO UM, I KNOW THERE'S A LOT YOU HAVE DEVELOPMENT IN THE COUNTY SPECIFICALLY IN ABERDEEN. WE HAVE. UM THERE IS A DEVELOPMENT OF ABOUT 400 HOUSES. THAT'S A LITTLE FURTHER SO THAT POPULATION MAY NOT MOVE UNTIL NEXT SCHOOL YEAR. BUT THE ABOUT 400 UNIT, UM, COMPLEX THAT'S GOING IN BEHIND SHOP, RIGHT? UM THOSE ARE LIKELY TO START LEASING OUT IN THE NEXT MONTH, WHICH MEANS THAT WE'RE GOING TO HAVE AN INFLUX. UH PROBABLY OF A LOT OF NEW STUDENTS INTO THE DISTRICT AFTER THE SCHOOL YEAR BEGINS, WHICH KIND OF PUTS US IN A SPOT OF HAVING TO KIND OF ADDRESS THAT ON THE FLIGHT, WHEREAS NORMALLY YOU KNOW IF YOU'RE TALKING ABOUT BUILDING A NEW SCHOOL YOU HAVE A LITTLE MORE LEAD TIME. SO UM, I GUESS THE QUESTION FOR THE BOARD I HAD, AND, UM YOU KNOW, I MAY IN THE SUPPLY, YOU KNOW, YOU PROBABLY WON'T BE ABLE TO ADDRESS THAT THIS EVENING IS WHAT'S THE PLAN FOR THAT INFLUENCE INFLUX BECAUSE I KNOW THAT THE MIDDLE AND HIGH SCHOOL ARE ALREADY PRETTY FULL. UM NOT SO SURE. I KNOW WE HAVE THREE ELEMENTARY'S SO I'M NOT SURE ABOUT THOSE SPECIFICALLY, UM, BUT I KNOW THAT THE MIDDLE AND HIGH SCHOOL UM, WITH THE AMOUNT OF STUDENTS SAY ARE PROBABLY GOING TO BE COMING IN. IT'S GOING TO BE AN ISSUE THAT THE BOARD'S GONNA NEED TO LOOK AT. SO THANK YOU. NEXT WE HAVE THE FUNNY KNUTSON, FOLLOWED BY WILLIAM MARTINO. GOOD EVENING. MY NAME IS BONNIE NIELSEN. YOU JUST HEARD. I'M GOING TO KEEP IT REALLY SHORT AND SIMPLE TONIGHT. I'M GOING TO ACTUALLY START WITH A QUOTE THAT MELISSA HAN HAD ON HER VIDEO. AND SHE SAID, PRIORITIZING OUR STUDENTS. HOLISTIC WELL BEING IS FUNDAMENTAL TO OUR OVERARCHING ACADEMIC ACHIEVEMENT. WE ARE DEEPLY COMMITTED TO ENSURING STUDENTS, SAFETY AND SECURITY, CREATING NURTURING ENVIRONMENTS FREE FROM FEAR AND FOSTERING GROWTH. I COULDN'T AGREE WITH YOU MORE. AND I TRULY HOPE THAT THE BOARD LIVES UP TO THIS, UM AND LIKE SOMEBODY PREVIOUSLY SAID, YOU KNOW, WE WILL BE WATCHING AND HOPING THAT YOU ARE GOING TO MEET ALL OF THOSE THINGS. UM AS A BOARD MEMBER, YOU ARE OBLIGATED TO SUPPORT ALL KIDS AND THEIR FAMILIES IN OUR SCHOOLS. AND THIS NEEDS TO INCLUDE QUEER KIDS AND THEIR FAMILIES AND BLACK, INDIGENOUS AND OTHER PEOPLE OF COLOR. IF YOU'RE NOT HELPING AND SERVING ALL OF THESE KIDS, AND YOU WILL BE FAILING AT YOUR JOB. THANK YOU. GOOD EVENING. SUPERINTENDENT BOLSON HAS BROUGHT FAILED ACADEMIC SCORES INAPPROPRIATE CURRICULUM. ACTIVISTS EVENTS OVERLY SEXUALIZED, EXPLICIT BOOKS. INCREASED SCHOOL VIOLENCE. AND MENTAL HEALTH DECLINED TO THE STUDENTS OF HARFORD COUNTY PUBLIC SCHOOLS. THAT IS QUITE A RESUME. IMMEDIATELY AFTER TAKING HIS POSITION, DOCTOR BOLSON TELLS A GPS STAFF. THAT THEY ARE SYSTEMATICALLY RACIST AND THEY NEED TO CONFRONT THEIR WHITE PRIVILEGE. OLSON PROVIDED EQUITY , CULTURAL PROFICIENCY AND ANTI RACISM, TRAINING AND HIRED ADMINISTRATIVE STAFF. SUCH AS PAUL STATING TO ENFORCE HIS PERSONAL BELIEFS. HTTPS PARTNERED WITH MID ATLANTIC EQUITY AND CONSORTIUM. TO TRAIN THE STAFF AND ALL THINGS CRITICAL RACE THEORY. BASED ON THIS TRAINING THE PRINCIPAL AT HARFORD VOTE TECH APOLOGIZE FOR BEING WHITE OVER THE MORNING PUBLIC AMOUNT ANNOUNCEMENTS. WELL APOLOGIZE FOR THE WAY GOD CREATED YOU. I'M SURE THE EFFECTS OF THIS TRAINING HAS HAS BLED INTO THE CLASSROOMS. I FEEL I FAIL TO SEE HOW ANY OF THIS IS HELPING WITH THE DISMAL ACADEMIC SCORES. WHERE IS THE TRAINING TO IMPROVE ACADEMICS? HARFORD COUNTY PUBLIC SCHOOLS HAS HIRED TEACHERS THROUGH A D E I LENS PASSING OVER ACADEMICALLY SKILLED TEACHERS IN THE NAME OF EQUITY. G I WONDER WHY OUR PROFICIENCY SCORES ARE DECLINING. THE FAMILY LIFE CURRICULUM USES THE AFFINITY GROUP TWO SEPARATE STUDENTS AND [00:35:03] STAFF BY RACIAL GROUPS AND AUDIT THE EDUCATIONAL SYSTEM FOR WHITE PRIVILEGE. IN 2022 HTTPS REPORTED TO THE COUNTY COUNCIL. THAT THERE WAS NO SUBSTANTIAL INCREASE IN MENTAL HEALTH ISSUES. ACCORDING TO HCPSS OWN SUICIDAL 80 ATION IDEATION REPORT. THERE WAS A 373% INCREASE IN MENTAL HEALTH PROBLEMS. THEY LIED TO THE COUNTY COUNCIL. SO HCPS CREATES MENTAL HEALTH PROBLEMS BY DIVIDING STUDENTS WITH RACIAL BOUNDARIES, PROMOTING SEXUAL AND GENERAL MATERIAL BEFORE THEY ARE MATURE ENOUGH TO HANDLE IT. AND THEN ONCE FUNDING TO DEAL WITH THE PROBLEMS THEY CREATED. PART OF THE WELLNESS PROGRAM DESIRES TO HIRE TRAIN THERAPY COUNSELORS FOR THE STUDENTS. SO NOW WE ARE IN THE HEALTH BUSINESS. WHY NOT ? YOU'RE AWFUL AT EDUCATION, SO YOU MIGHT AS WELL CHANGE PROFESSIONS. LET'S GET BACK TO TEACHING ACADEMICS AND FOCUS ON THE CORE MISSION. THANK YOU. NEXT WE HAVE CATHERINE SMITH, FOLLOWED BY CHRISTINA LYNN OSHA. GOOD EVENING. I'M SHORT. NEXT MONDAY. I AM BLESSED TO BE STARTING MY THIRD YEAR AS A FULL TIME HCPS PARA EDUCATOR. BUT I DON'T WANT TO. YOU'RE SUPPOSED TO LAUGH. UM I AM HERE ASKING YOU AND THE CALENDAR COMMITTEE, WHICH I SEE THAT'S PART OF THE AGENDA TONIGHT TO CONSIDER HAVING SCHOOL BEGINS AFTER LABOR DAY. SEVERAL YEARS AND SEVERAL SUPER SUPERINTENDENTS AGO, THE BOARD DECIDED THAT THE START DATE WILL DEPEND ON HOW LATE INTO THE FIRST WEEK OF SEPTEMBER LABOR DAY FELL. THIS WAS ONLY FOLLOWED FOR TWO YEARS IF MY MEMORY IS CORRECT. MY CHILDREN WERE IN THE SCHOOL SYSTEM AT THE TIME, THEN GOVERNOR HOGAN AND CONTROLLER FRIENDSHIP PUSHED FOR A POST LABOR DAY START FOR ECONOMIC REASONS. IN MY OPINION , THE MAJORITY OF STAFF AND PARENTS SUPPORT BEGINNING AFTER LABOR DAY. I ALSO WANT TO QUESTION WHY THE POLICY FOR PROVIDING A COMFORTABLE AND PRIVATE PUMPING AREA IS LISTED. AS FOR NURSING PARENTS, AND WHY NOT NURSING MOTHERS, AS MISS STRAUSS SAID, THANK YOU. YES WE DO NEED GOD BACK IN OUR SCHOOLS. HOW DO WE GET HERE? JOHN ADAMS SAID OUR CONSTITUTION WAS MADE ONLY FOR A MORAL AND RELIGIOUS PEOPLE. IT'S WHOLLY INADEQUATE TO THE GOVERNMENT OF ANY OTHER, JESUS SAID I AM THE WAY AND THE TRUTH AND THE LIFE NO ONE COMES TO THE FATHER EXCEPT THROUGH ME. HE ALSO SAID WHOEVER LOVES FATHER OR MOTHER MORE THAN ME, IS NOT WORTHY OF ME. AND WHOEVER LOVES SON OR DAUGHTER MORE THAN ME IS NOT WORTHY OF ME. WE NEED TO HAVE THE COURAGE TO LOVE HER CHILDREN ENOUGH TO TELL THEM THE TRUTH, EVEN THE DIFFICULT TRUTHS ALWAYS IN LOVE AND KINDNESS. OF COURSE, WE AS PARENTS HAVE BEEN TOLD THAT WE NEED TO LISTEN TO THE EXPERTS BECAUSE WE ARE NOT THE EXPERTS IN THE SUBJECT MATTERS. THE SUBJECT MATTERS AT HAND ARE OUR CHILDREN AND WE AS PARENTS ARE THE MOST UTMOST EXPERTS ON OUR CHILDREN. THE 14TH AMENDMENT PROTECTS THE FUNDAMENTAL NATURAL RIGHT OF PARENTS TO MAKE DECISIONS CONCERNING THE CARE. CUSTODY AND CONTROL OF THEIR CHILDREN. CURRENTLY OUR CHILDREN ARE BEING EXPOSED PORNOGRAPHY, SEXUALLY EXPLICIT TEACHINGS UNDER THE GUISE OF FAMILY, LIFE AND GENDER IDEOLOGY, TEACHINGS. ALSO CURRENTLY OUR CHILDREN ARE FAILING MISERABLY IN MATH AND READING, ACCORDING TO THE LATEST PROFICIENCY SCORES. THE MAIN PURPOSE OF THE BOARD IS TO FIND AND APPROVE APPROPRIATE MATERIALS FOR OUR CHILDREN, WITH THE GOAL OF BEING OF BEING TURNED OUT, CHILDREN HE CAN READ , WRITE AND DO MATH AND WHO CAN CHOOSE THEIR OCCUPATIONS? AND LIVE INDEPENDENT, SUCCESSFUL LIVES. THAT GOAL IS NOT BEING ATTAINED. OUR CHILDREN ARE BEING LEFT IN CHARGE OF OUR PUBLIC SCHOOLS LEFT IN THE CHARGE OF PUBLIC SCHOOLS AND PARENTS HAVE LONG TRUSTED THAT THEIR CHILDREN ARE IN A SAFE SPACE. BUT WE HAVE RECENTLY COME TO THE REALIZATION THAT THAT IS NOT THE CASE. MANY OF WELL THEIR CHILDREN FROM THE PUBLIC SCHOOLS IN FAVOR OF A LESS THREATENING OPTIONS SUCH AS HYMNS, FALLING OR OTHER. WE SEE THAT THERE'S A LOT WRONG WITH WHAT'S CURRENTLY BEING TAUGHT, AND WE ASKED WHY WHY IS THIS BEING DONE AGAINST THE PARENTS WISHES? ARE THESE STILL NOT THEIR CHILDREN? PARENTAL RIGHTS HAVE BECOME A HUGE ISSUE BECAUSE SCHOOLS SEEM TO FEEL LIKE THEY HAVE THE RIGHT TO MAKE THE BEST CHOICES FOR OUR CHILDREN. EVEN IF THEY HAVE THE CHILDREN'S BEST INTERESTS AT HEART. THESE CHILDREN REMAIN THE CHARGE OF THEIR PARENTS UNLESS AND UNTIL THE PARENTS ARE PROVEN UNFIT. PARENTS HAVE THE LAST WORD ON THE UPBRINGING OF THEIR CHILDREN . SOME HAVE SAID IF YOU'RE AGAINST THE PORNOGRAPHY AND THE GENDER IDEOLOGY IN THE SCHOOLS, YOU MUST HATE THE LGBTQ COMMUNITY. WE LOVE ALL OUR STUDENTS, AND WE WANT THEM ALL [00:40:03] TO BE TREATED WITH KINDNESS AND RESPECT. THIS DOES NOT MEAN THAT THE STUDENTS HAVE ONE BELIEF MUST BE MADE TO ADHERE TO THE BELIEFS OF ANOTHER GROUP THROUGH COERCED SPEECH. I E. PRESSURING CHILDREN ARE TEACHERS AND KIDS TO GO ALONG WITH TRANSGENDER TRANSGENDER PERMIT PRONOUNCE LYING TOWARDS. CHILDREN ABOUT BEING ABLE TO CHANGE GENDERS SETS THE CHILDREN ON A VERY DANGEROUS COURSE IN THE DIRECTION OF BEING PRESSURED TO UNDERGO CHEMICAL AND PHYSICAL MUTILATIONS. TRANSGENDER CARE IS STILL IN THE EXPERIMENTAL STAGES . THERE HAVE BEEN NO LONG TERM STUDIES DONE ON THIS PROCESS. CHILDREN BY DEFINITION, CANNOT GIVE INFORMED CONSENT FOR THE NUREMBERG CODE. THE LYING ALSO CONFUSES THE CHILDREN AND MAKES THEM EVEN MORE INSECURE THAN THEY ALREADY ARE AT THAT AGE, AND THAT THEY CAN NO LONGER TRUST THEIR EYES AND EARS. TO TELL THEM WHAT GENDER PERSON IS IN FRONT OF THEM. IT'S NOT UNUSUAL FEEL OUT OF SORTS OF THIS AGE, AND WE NEED TO CONTINUE TO ENCOURAGE THEM. WE TRUST YOU ARE WORKING ON MAKING CHANGES FOR THE BETTER AND YOUR HEATING THE CONCERNS. OUR NEXT SPEAKER IS MISS SUSIE SCOTT, REPRESENTING THE GROUP. PLEASE TAKE THEM. THEY MOVE YOUR GROUP AND YOU WILL RECEIVE FIVE MINUTES. GOOD EVENING, DR POYNTON, VICE PRESIDENT HAN AND MEMBERS OF THE BOARD. MY NAME IS SUSIE SCOTT. I AM THE CHAPTER CHAIR OF MOMS FOR LIBERTY. HARFORD COUNTY. THANK YOU FOR THE OPPORTUNITY TO ADDRESS YOU THIS EVENING. FIRST OFF, THANK YOU FOR MOVING PUBLIC COMMENT TO THE BEGINNING OF THE AGENDA. IT MAKES SENSE THAT THE PUBLIC HAS AN OPPORTUNITY TO ADDRESS BOARD MEMBERS ON THE TABLE BEFORE A VOTE IS MADE. IF I MIGHT BE SO BOLD AS TO REQUEST ANOTHER FAVOR FROM THE BOARD. I WOULD ASK THAT THE AGENDA FOR THE MEETING BE MADE AVAILABLE TO THE PUBLIC BY THE WEDNESDAY BEFORE THE MONDAY MEETING TO GIVE THE PUBLIC TIME TO REVIEW AND RESEARCH THE AGENDA ITEMS, THE AGENDA USUALLY DROPS ON A FRIDAY, MAKING WEEKEND HOMEWORK FOR THE PUBLIC WHEN THEY WOULD MUCH RATHER BE SPENDING THAT TIME WITH THEIR FAMILY AND FRIENDS. TONIGHT I'D LIKE TO SPEAK TO YOU ABOUT THE FEDERAL MANDATE REQUIRING INSTRUCTION ON THE U. S CONSTITUTION DURING CONSTITUTION WEEK, WHICH RUNS FROM SEPTEMBER 17TH TO THE 23RD. THIS IS FROM THE U. S. DEPARTMENT OF EDUCATION WEBSITE QUOTE EACH EDUCATIONAL INSTITUTION THAT RECEIVES FEDERAL FUNDS FOR A FIST FISCAL YEAR IS REQUIRED TO HOLD AN EDUCATIONAL PROGRAM ABOUT THE U. S CONSTITUTION FOR ITS STUDENTS ON SEPTEMBER 17TH. IF IT FALLS ON A WEEKEND. IT SHOULD BE HELD IN THE PREVIOUS OR NEXT WEEK. UNQUOTE THIS IS DUE TO A FEDERAL LAW PASSED IN 2004, KNOWN AS H. R. 48 18 AND THE APPLICABLE TEXT IS FOUND AT SECTION 1 11 B. WHEN MY CHILDREN ATTENDED BELLA MIDDLE SCHOOL, I WOULD INQUIRE ANNUALLY OF THEIR SOCIAL STUDIES TEACHERS WHAT THEY WERE PLANNING TO DO FOR CONSTITUTION DAY. NONE OF THE TEACHERS I SPOKE TO WERE AWARE OF THE LAW. AND SO THERE WAS NO UPHOLDING OF THIS FEDERAL MANDATE WHEN MY CHILDREN WERE STUDENTS AT HCPS, I HAVE FIVE CHILDREN WHO GRADUATED FROM BILL OR HIGH SCHOOL, AND NONE OF THEM WERE EVER INSTRUCTED ON THE CONSTITUTION DURING CONSTITUTION WEEK WITH THAT IN MIND LAST YEAR , OUR CHAPTER OF MOMS FOR LIBERTY LEARNED OF A NATIONWIDE EFFORT TO PLACE POCKET CONSTITUTIONS INTO THE HANDS OF EVERY EIGHTH GRADER IN THE UNITED STATES. KNOWING THAT THIS LAW EXISTS AND KNOWING IT WAS NOT BEING UPHELD. HERE WAS THE MOTIVATION BEHIND THIS DONATION. SHOCKINGLY OUR DONATION WAS REJECTED. ACCORDING TO MS ERIN LANG, SUPERVISOR OF SOCIAL SCIENCES FOR HCPS QUOTE. THE DONATION OF POCKET CONSTITUTIONS WAS NOT IN ALIGNMENT WITH BOARD POLICY AND SO HAD TO BE DECLINED . THE POCKET CONSTITUTIONS IN QUESTION, ADVERTISED FOR A SPECIFIC ORGANIZATION AND SOLICITED DONATIONS FOR THAT ORGANIZATION, INCLUDING IN WRITING AND THROUGH A LINKED QR CODE ON THE ITEMS, UNQUOTE. SO I HAVE PROVIDED YOU ALL WITH THE POCKET CONSTITUTIONS THAT WE WOULD LIKE TO DONATE. AND YES, ON THE BACK. THERE IS A QR CODE HERE WHICH LINKS TO A US CONSTITUTION. APP WITH THE DIGITAL VERSION OF THE CONSTITUTION AND SOME FOUNDING DOCUMENTS, THE 9 17 SOCIETY THAT PROVIDES THESE POCKET CONSTITUTIONS IS A NONPARTISAN EDUCATIONAL FIBER. ONE C THREE ORGANIZATION. BECAUSE THE 9 17 SOCIETY IS A NON PROFIT. THEY RELY ON DONATIONS TO MAKE THEIR MISSION POSSIBLE. I OBJECT TO MISS LANG'S CHARACTERIZATION OF ADVERTISING BEING THE REASON FOR THE DONATION BEING DENIED. AND NOW THAT YOU HAVE THE DOCUMENTATION DOCUMENTED DONATION IN HAND, YOU CAN SEE THAT THE ARGUMENT GIVEN IS QUITE LUDICROUS, LIKE TO POINT OUT THAT WHEN MY CHILDREN WERE STUDENTS OF HCPS, THEY RECEIVED A FOLDER FROM HTTPS FOR THE PURPOSE OF TRANSPORTING IMPORTANT PAPERS. AND COMMUNICATIONS FROM SCHOOL TO HOME. THESE FOLDERS WERE COVERED IN ADVERTISING FROM LOCAL BUSINESSES AND SUPPORT THE MISSION OF HCPS. THE HCPS WEBSITE INCLUDES LOGOS OF BUSINESSES WHO SUPPORT THE MISSION AND PRESS RELEASES ON DONATIONS MADE FROM LOCAL BUSINESSES. THERE'S NOTHING WRONG WITH THESE SORTS OF [00:45:02] ADVERTISERS OR ADVERTISING YET A POCKET CONSTITUTION FROM A NONPARTISAN EDUCATIONAL 501 C THREE ORGANIZATIONS DENIED BECAUSE OF ADVERTISING. AS PART OF THE FEDERAL LAW CITED TONIGHT. THE UNITED STATES CONGRESS ENCOURAGES FEDERAL, STATE AND LOCAL OFFICIALS. THAT'S YOU AS WELL AS LEADERS OF CERVICAL, CIVIC, SOCIAL AND EDUCATIONAL ORGANIZATIONS TO LETS ME TO CONDUCT CEREMONIES AND PROGRAMS THAT BRING TOGETHER COMMUNITY MEMBERS TO REFLECT ON THE IMPORTANCE OF ACTIVE CITIZENSHIP, RECOGNIZED THE ENDURING STRENGTH OF OUR CONSTITUTION AND REAFFIRM OUR COMMITMENT TO THE RIGHTS AND OBLIGATIONS OF CITIZENSHIP IN THIS GREAT NATION. TO THAT END OR CHAPTER IS ORGANIZING A PROGRAM ON CONSTITUTION DAY AND WE WELCOME YOUR ATTENDANCE ENCLOSING. WILL THIS BOARD SEE THAT THE FEDERAL MANDATE OF INSTRUCTING STUDENTS ON THE U. S CONSTITUTION DURING CONSTITUTION WEEK IS UPHELD? WILL THIS BOARD OVERRULED THE DECISION OF ERIN LANG AND ACCEPT THE DONATION OF US POCKET CONSTITUTIONS WITH THE AIM OF ASSISTING HCPS IN THIS FEDERAL MANDATE ON THE FRONT PAGE OF THIS POCKET CONSTITUTION WILL FIND A QUOTE FROM THE FATHER OF OUR COUNTRY. A PRIMARY OBJECT SHOULD BE THE EDUCATION OF OUR YOUTH IN THE SCIENCE OF GOVERNMENT AND REPUBLIC, WHAT SPECIES OF KNOWLEDGE CAN BE EQUALLY IMPORTANT AND WHAT DUTY MORE PRESSING THAN COMMUNICATING IT TO THOSE WHO ARE TO BE THE FUTURE GUARDIANS OF THE LIBERTIES OF OUR COUNTRY, LADIES AND GENTLEMEN. GEORGE WASHINGTON WOULD NOT BE PLEASED TO KNOW THAT HCPS DENIED THE NOTE DONATION OF OUR FOUNDING DOCUMENTS. PLEASE RECTIFY THIS IMMEDIATELY. THANK YOU. OUR NEXT SPEAKER IS VICKI JONES REPRESENT A GROUP. PLEASE TAKE THE NAME OF YOUR GROUP AND YOU WILL RECEIVE FIVE MINUTES. GOOD EVENING, VICKI JONES, THE HARFORD COUNTY CP. GOOD EVENING. I'M THE PRESIDENT OF THE HARFORD COUNTY ACP. AND I'D LIKE TO WELCOME EACH NEW BOARD MEMBER. UM AND WE LOOK FORWARD TO WORKING WITH YOU IN THE FUTURE. THE DESEGREGATION OF HARFORD COUNTY PUBLIC SCHOOLS MARKED A CRUCIAL TURNING POINT IN THE PURSUIT OF EDUCATIONAL EQUALITY AND CIVIL RIGHTS. PRIOR TO THE SEGREGATION THE SCHOOLS IN HARFORD COUNTY, LIKE MANY PARTS OF THE UNITED STATES, WERE SEGREGATED ALONG RACIAL LINES. AFRICAN AMERICAN STUDENTS WERE CONFINED TO SEPARATE AND UNEQUAL FACILITIES DENIED ACCESS TO THE SAME RESOURCES OPPORTUNITIES AND QUALITY EDUCATION AS THEIR WHITE COUNTERPARTS. I'LL NEVER FORGET THE DISBELIEF OF A PARENT WHEN SHE SAID SHE DIDN'T BELIEVE HICKORY ELEMENTARY SCHOOL USED TO BE A SCHOOL FOR BLACK CHILDREN ONLY. HERE'S AN EXCERPT FROM THE HARFORD COUNTY HARFORD COMMUNITY COLLEGES. HARVARD CIVIL RIGHTS PROJECT. GOOGLE AND YOU CAN READ A TRUE ACCOUNT OF THE HISTORY TAKEN FROM PEOPLE WHO WENT TO SEGREGATED SCHOOLS AND ARE ALIVE TODAY. AND IF THEY ARE ALIVE TODAY, THEN MORE THAN LIKELY, THE PEOPLE WHO OPPRESS THEM ARE AS WELL. A DECADE AFTER THE BROWN DECISION, HARFORD COUNTY PUBLIC SCHOOLS HAD STILL NOT FULLY DESEGREGATED. ONLY ABOUT A QUARTER OF STUDENTS OF COLOR. WE'RE GOING TO SCHOOL AND FORMERLY WHITE, ONLY SCHOOLS, AND NO BLACK TEACHERS TAUGHT THEM. THE DISTRICT FLOATED A PLAN TO FULLY DESEGREGATED BY 1968. THIS IS WAY TOO SLOW FOR MANY, INCLUDING THE TEACHERS OF THE SEGREGATED CONSOLIDATED SCHOOLS. THEY FOUGHT BACK. ONE A LAWSUIT AND FORCED THE DISTRICT TO ACCEPT THEM AS EQUALS WITH THEIR WHITE COLLEAGUES. THE DISTRICT THEN MOVED UP ITS PLAN FOR FULL DESEGREGATION TONIGHT SINCE 1965. SO A FULL DAY DECADE AFTER REMEMBER THAT WHILE THE SEGREGATION REPRESENTATIVE SIGNIFICANT STEP TOWARDS EQUALITY, THE PROCESS WAS NOT WITHOUT CHALLENGES. IT REQUIRED A COMMITMENT TO CREATING AN INCLUSIVE AND SUPPORTIVE ENVIRONMENT FOR ALL STUDENTS, REGARDLESS OF THE RACIAL BACKGROUND. IT CALLED FOR A COLLECTIVE EFFORT TO OVERCOME PREJUDICES, PROMOTE UNDERSTANDING AND ENSURE THAT EVERY STUDENT HAD AN EQUAL CHANCE TO SUCCEED. WE ARE STILL SEEING THE EFFECTS OF THIS TIME BECAUSE ALTHOUGH MOST ALTHOUGH ALMOST 40% OF CHILDREN IN OUR SCHOOLS ARE OF COLOR, WE STILL DON'T HAVE ENOUGH TEACHERS AND ADMINISTRATORS IN THE SCHOOL THAT LOOK LIKE THEM. WE HAVE A LOT OF CATCHING UP TO DO. THE CITY DESEGREGATION OF HARFORD COUNTY. PUBLIC SCHOOLS SERVES AS A TESTAMENT TO THE POWER OF ADVOCACY, DETERMINATION AND THE TIRELESS PURSUIT OF JUSTICE. IT REMINDS US THAT PROGRESS IS POSSIBLE WHEN COMMUNITIES COME TOGETHER TO ADDRESS SYSTEMATIC INEQUALITIES. WHILE THE JOURNEY TOWARDS EDUCATIONAL EQUITY IS ONGOING. THE DESEGREGATION OF HARFORD COUNTY SCHOOLS REMAINS A MILESTONE IN THE BROADER STRUGGLE FOR CIVIL RIGHTS AND SERVES AS AN INSPIRATION TO CONTINUE WORKING TOWARDS A MORE JUST AND INCLUSIVE EDUCATION SYSTEM. IF YOU WOULD LIKE TO LEARN MORE ABOUT THE CIVIL RIGHTS MOVEMENT IN THIS COUNTY, PLEASE JOIN THE A. C P IN COLLABORATION WITH HARFORD COMMUNITY COLLEGE ON OUR ANNUAL CIVIL RIGHTS TOUR THAT WILL BE ON OCTOBER 21ST. IF YOU WOULD LIKE TO MEET AND LEARN MORE ABOUT THE CP'S VISION AND MISSION. PLEASE ATTEND OUR THIRD ANNUAL MEETING GREET IN BEL AIR ON SEPTEMBER 14TH. AND LASTLY, [00:50:03] OUR MEMBERSHIP WOULD ALSO LIKE TO THANK DR BOLSON FOR HIS UNWAVERING AND UNAPOLOGETIC SUPPORT FOR BUILDING A BETTER SYSTEM FOR ALL CHILDREN, NO MATTER WHAT, THANK YOU. OUR NEXT SPEAKER IS MARGIE GALLAGHER, FOLLOWED BY JANINE CANEDO. GOOD EVENING. AT THE LAST SCHOOL BOARD MEETING ON JULY 17TH. THERE WAS A LOT OF COMMENTS ABOUT MAKING SCHOOLS SAFE. FOR THE STUDENTS. THIS REFERENCE TO STUDENTS BEING SAFE WAS IN REGARD TO GENDER IDENTITIES AND KEEPING INFORMATION OF THEIR CHOSEN SEXUALITY AND PRONOUNS FROM THEIR PARENTS. THIS INTERFERING IN PARENTING. HIS INAPPROPRIATE AND UNACCEPTABLE. MY DAUGHTER WAS IN THE FIRST GRADUATING CLASS AT PATTERSON MILL IN 2010. THIS WAS BEFORE BLM D E I C R T S E L AND L G B T Q. I A PLUS IDEOLOGIES WERE PUSHED ON STUDENTS. IN HER JUNIOR YEAR, A BLACK GAY BOY NAMED ANTHONY TRANSFERRED FROM EDGEWOOD HIGH SCHOOL TO PATTERSON MILL. HE QUICKLY BECAME ONE OF THE MOST POPULAR KIDS IN THE HIGH SCHOOL AS THE STUDENTS MY DAUGHTER INCLUDED, DID NOT SEE COLOR NORTH SEXUALITY, BUT A FUN YOUNG FRIEND WITH LOTS OF PERSONALITY WITH WHOM THEY WANTED TO SPEND TIME WITH. ON MY DAUGHTER'S FIELD, HOCKEY AND LACROSSE TEAM. SHE HAD A FRIEND THAT WAS VERY SKILLED GOALIE WHO WENT ON TO PLAY DIVISION ONE LACROSSE IN COLLEGE. GABBY WAS WELL LIKED AND ACCEPTED BY HER TEAMMATES AND FELLOW STUDENTS. IT DIDN'T MATTER THAT GABBY WAS NOT YOUR TYPICAL GIRL BECAUSE SHE WAS LIKE FOR WHO SHE WAS AS A PERSON. FUN AND LIKABLE. LATER ON IN LIFE WHEN SHE WAS AN ADULT. SHE TRANSITIONED INTO A MAN, A DECISION THAT SHE MADE AS A GROWN ADULT. THESE STUDENTS. I REFERENCED. WE'RE NOT BULLIED IN SCHOOL. AND NEITHER ONE FELT UNSAFE IN THEIR SCHOOL OR HOME ENVIRONMENT, AS MY DAUGHTER HAS CONTINUED TO KEEP IN TOUCH WITH THEM. ALTHOUGH BULLYING DOES HAPPEN, IT HAPPENS TO ADULTS. IT HAPPENS TO ALL COLORS OF SKIN, INCLUDING WHITE. ALL ETHNICITIES , ALL SEXES AND ALL RELIGIONS. AND AS MUCH AS IT IS WRONG. UNFORTUNATELY, IT DOES HAPPEN. AND THERE SHOULD BE CONSEQUENCES AND DISCIPLINARY ACTIONS TO THE TO THOSE THAT BULLY OTHERS, FOR WHATEVER REASONS. EVERY CHILD HAS A GIFT. A TALENT SKILL. WE'RE SOME SORT OF AN ABILITY THAT THEY ARE SUCCESSFUL AT THEY CAN FIND THAT SENSE OF BELONGING AND INCLUSION. IF THE RESOURCES ARE PROVIDED TO ENCOURAGE THEIR STRENGTHS. IT IS A SENSE OF PRIDE IN THEIR ABILITIES, NOT THEIR SEXUAL IDENTITY THAT WILL EMPOWER THEM TO SUCCEED. THANK YOU. GOOD EVENING. MY NAME IS JANINE CANEDO. UM. I WAS GLAD TO HEAR THAT DOCTOR POINTING STATED THAT THE BOARD NEEDS, UH, A SEAT AT THE KIND OF DEVELOPMENT TABLE. IT'S IT SOUNDS PRETTY HEATED WITH THE COUNTY COUNCIL. AND I'M NOT SURE THAT REALLY THEY'RE REALLY THINKING OF HOW THIS IMPACTS SCHOOL AND STUDENTS. UM I ALSO WANT TO SAY IT. IT. BOGGLES MY MIND THAT. SOME PEOPLE SITTING HERE TONIGHT SIGNED UP TO SPEAK ABOUT THE INJUSTICES COMMITTED ABOUT MARGINALIZED STUDENTS. IF THAT IS BEING COMMITTED, I WOULD WANT TO KNOW FIRSTHAND ACCOUNTS. I HAVE SPENT 30 PLUS YEARS OF MY CAREER ADVOCATING FOR KIDS. BLACK KIDS, WHITE KIDS, HISPANIC KIDS DIDN'T MATTER TO ME, AND I PROMISE YOU I WOULD NOT STAND FOR SUCH TREATMENT OF CHILDREN. AND YET THE PREVIOUSLY MENTIONED COMMUNITY MEMBERS SIT AND LITERALLY SHAKE THEIR HEADS WHEN OTHER COMMUNITY MEMBERS BRING UP NOT JUST ALLEGED PORNOGRAPHIC CONTENT IN SCHOOL LIBRARIES, BUT ACTUAL CONFIRMED CONTENT. I DON'T UNDERSTAND. I HONESTLY I REALLY DON'T IF ANYONE HERE TONIGHT CAN ENLIGHTEN ME, PLEASE, I'LL BUY YOU LUNCH. WE CAN TALK. UM I HAVE YET TO HEAR ANY CITIZENS THAT I JUST REFERENCE, UH, THE NEED FOR INCLUSION AND EQUITY VOICE ANY CONCERN ABOUT SUCH CONTENT? AM I [00:55:06] TO TAKE THAT AS BEING IN AGREEMENT THAT THIS IS APPROPRIATE? I IN IN IN NO WORLDVIEW. COULD I IMAGINE THAT? SUCH CONTENT WOULD BE APPROPRIATE. UM IF SO, PLEASE VOICE THIS, UM, IN FUTURE MEETINGS, VOICE YOUR CONCERN ABOUT THE CONTENT IN LIBRARIES BECAUSE IT'S A BIG, GAPING HOLE WHEN PEOPLE GET UP HERE AND TALK ABOUT DIVERSITY AND INCLUSION AND REST OF US ARE TALKING ABOUT PORNOGRAPHIC CONTENT IN IN THE SCHOOL LIBRARIES. EITHER YOU'RE FOR IT, OR YOU'RE NOT. I PERSONALLY WOULD REALLY LIKE TO KNOW WHERE FOLKS STAND. UM I'D LIKE TO KNOW YOUR VIEW YOUR VIEWPOINT. UM THAT'S REALLY ALL I HAVE. THANKS. OUR NEXT SPEAKER IS RUBBER SCHICK. THERE ARE ROBERT SCHICK. WE'RE GONNA PUT YOU ON THE SPOT. COME ON UP AND SAY SOMETHING. NO, IT'S OK. THANK YOU. HERE'S. OKAY YOU'RE WELCOME. YOU'RE WELCOME. MR ROLLO. PLEASE CALL IN THE NEXT RANDOM PERSON. THAT WAS THE END OF OUR IN PERSON. SPEAKERS LINED . ALL RIGHT. THANK YOU. SO UM, WE'RE GONNA WHO'S HERE FROM COMMUNICATIONS. MS GILLIAN LEADER. OKAY, UM. CAN CAN I MISS LATER? CAN YOU PLEASE UM BEGAN THE PUBLIC SPEAKERS THAT ARE VIRTUAL YES, THANK YOU, PRESIDENT POYNTON. GOOD EVENING . GOOD EVENING FOR PRESIDENT POYNTON, VICE PRESIDENT HAN AND MEMBERS OF THE BOARD. WITH THE FIRST DAY OF SCHOOL FACTOR PROTEIN. I WOULD LIKE TO SPEAK ON A VERY IMPORTANT TOPIC. THE PROTECTION APPROVED PEOPLE RIGHTS AMENDMENT . IT'S A TOPIC THAT IS THAT AFFECT EACH AND EVERY ONE OF US, ESPECIALLY OUR STUDENTS. IT IS UNDENIABLE THAT EDUCATION IS THE CORNERSTONE OF OUR SOCIETY AND THROUGH EDUCATION THAT OUR CHILDREN HAVE THE OPPORTUNITY TO GROW, LEARN AND SAVE THEIR FUTURE. HOWEVER TO ENSURE A POSITIVE AND INCLUSIVE LEARNING ENVIRONMENT. WE MUST ALSO RECOGNIZE AND PROTECT THE RIGHTS OF OUR STUDENTS. THE PROTECTION OF PEOPLE RIGHTS AMENDMENT, COMMONLY KNOWN AS P P R. A IS A FEDERAL LAW THAT SAFEGUARDS THE PRIVACY AND RACIST STUDENTS IN OUR SCHOOLS. IT AIMS TO ENSURE THAT STUDENTS AND THEIR PARENTS HAVE CONTROL OVER THEIR PERSONAL INFORMATION AND DETERMINED THEIR INVOLVEMENT IN ANY SURVEYS, ASSESSMENTS OR EVALUATIONS CONDUCTED IN SCHOOL. FIRST INFORMANT, THE PPR A GUARANTEES THE RIGHT TO PARENTAL CONSENT. PARENTS HAVE A RIGHT TO KNOW WHEN THEIR CHILD IS BEING ASKED TO PERSIST STATE IN ANY SURVEY OR ASSESSMENT THAT INVOLVES THE COLLECTION OF PERSONAL INFORMATION INCLUDES NOT ONLY PERSONAL DATA BUT ALSO INFORMATION CONCERNING POLITICAL BELIEF, SEXUAL ORIENTATION, INCLUDING GENDER, IDENTITY OR RELIGIOUS AFFILIATION. PARENTAL CONSENT IS CRUCIAL AS IT ALLOWS PARENTS TO MAKE INFORMED DECISIONS ABOUT THEIR CHILD'S PARTICIPATION, TAKING INTO ACCOUNT THEIR VALUES AND BELIEFS. MOREOVER THE PPR A PROMOTE TRANSPARENCY AND THE RIGHT TO ACCESS INFORMATION, IT REQUIRES SCHOOLS TO PROVIDE PARENTS WITH NOTICE OF ANY ACTIVITIES RELATED SURVEYS OR EVALUATIONS AND TO MAKE AVAILABLE ANY MATERIALS USED FOR THESE PURPOSES. OPENNESS HELPED FOSTER A TRUSTING RELATIONSHIP BETWEEN SCHOOLS, PARENTS PROMOTING A COLLABORATIVE EFFORT IN SUPPORTING OUR CHILDREN'S EDUCATION. ANOTHER IMPORTANT ASPECT OF THE PPR A IS THE RIGHT TO OPT OUT. IT PROVIDES PARENTS AND STUDENTS WITH THE LATINS, WHO DECLINED PARTICIPATION IN ACTIVITIES THEY DEEMED UNFIT OR INAPPROPRIATE. THIS GIVES AUTONOMY TO BOTH PARENTS AND STUDENTS, RESPECTING THEIR PERSONAL BELIEFS, VALUES AND PRIVACY. FURTHERMORE THE PROTECTION OF PUPIL RIGHT AMENDMENT ENCOURAGES RESPONSIBLE DATA USAGE. IT SPECIFIES THAT ANY PERSONAL INFORMATION COLLECTED FROM STUDENTS MUST BE USED FOR EDUCATIONAL PURPOSES ONLY ENSURE THAT ANY DATA GATHERED IS TREATED WITH THE UTMOST CARE PROTECTING THE PRIVACY AND SECURITY OF STUDENTS , PERSONAL INFORMATION AND CONCLUSIONS. THE PROTECTION OF PUPIL RIGHTS AMENDMENTS. SAFEGUARDS AND UPHOLD. THE RIGHT OF OUR STUDENTS. IT ENSURES PARENTAL CONSENT, TRANSPARENCY, [01:00:01] ACCESS TO INFORMATION THE RIGHT TO OPT OUT AND RESPONSIBLE DATA . USE IT BY SUPPORTING ADVOCATING AND TRAINING FOR THE PPR. A PROMOTED SAFE, INCLUSIVE AND RESPECTFUL LEARNING ENVIRONMENT FOR OUR YOUNG LEARNERS TOGETHER, LET'S RALLY BEHIND THE RIGHTS OF OUR CHILDREN AND THEIR FUTURE. THANK YOU. PRESIDENT POINTING THAT CONCLUDES OUR VIRTUAL PUBLIC SPEAKERS FOR THE EVENING. OKAY THANK YOU. THAT CONCLUDES ALL SPEAKERS. Presentation of Oracle Cloud Implementation, Ms. Deborah Judd, Assistant Superintendent for Business Services, Mr. Drew Moore, Director of Information and Technology, Ms. Jenn Horner, Supervisor Purchasing, Mr. Mike Rubilotta, Vice President of Operations CherryRoad Technologies, Mr. Jose Peres, Sr. Director Cloud Delivery, Mr. Jeff Bailey, Director OCM Cloud, Mr. Mark Davies, Oracle, and Ms. Pamela Brown, Oracle Project Manager] ADDITIONAL BOAT, BUT WE JUST WANT TO CLARIFY THE RECORD. SO LET THE RECORD SET THAT STRAIGHT. PLEASE. OKAY SO WE'RE MOVING ON TO OUR FIRST PRESENTATION OF THIS EVENING TO CALL ON MISS DEBORAH JUDD ASSISTANT SUPER INTENDED FOR BUSINESS SERVICES, AND PLEASE INTRODUCE YOURSELF AS WELL AS ANYONE THAT'S JOINING YOU FOR YOUR PRESENTATION ON ORACLE CLOUD IMPLEMENTATION. WE'RE SURE TO SEE ME. GOOD EVENING. PRESIDENT POYNTON, VICE PRESIDENT HAN BOARD MEMBERS AND DR PAULSON. I HAVE SEVERAL FRIENDS WITH ME THIS EVENING. SO TO MY RIGHT IS MISS JENNIFER HORNER WITH HCPS WITH CHERRY ROAD TECHNOLOGIES. WE HAVE JOSE PEREZ AND JEFF BAILEY AND WITH ORACLE. WE HAVE MARK DAVIES. WE ALSO HAVE MICROBIAL OTTO WITH US, UM, BEHIND FROM CHERRY ROAD TECHNOLOGIES, AND WE HAVE SEVERAL STAFF MEMBERS, BOTH IN PERSON AND VIRTUALLY IF THERE ARE QUESTIONS SPECIFICALLY RELATED TO THEM, SO PARTICIPANT , HE CAN BRING THE CHAIR SORT SORT OF CHAIR, NOT BE A PARTICIPANT. SO ALRIGHT. HE'S WATCHING INITIALLY, SO. OKAY YES . SO THANK YOU FOR HAVING US THIS EVENING. WE WANTED TO SHARE OUR PROCESS IN LOOKING AT EUROPE SYSTEMS AND ULTIMATELY CHOOSING ORACLE AND WHERE WE ARE TODAY IN THIS PROCESS. SO THE VISION WAS TO DEVELOP A HIGHLY EFFICIENT AND EFFECTIVE SYSTEM OF INTEGRATED PROCESSES THAT POSITIVELY AFFECT ALL STAKEHOLDERS AND ULTIMATELY, THE LIFE CYCLE AND EVERY EMPLOYEE FROM RECRUITMENT TO RETIREMENT. AND AS YOU'LL SEE THIS SYSTEM TOUCHES ALL STAKEHOLDERS IN THAT MANNER. THE AGENDA IS BEFORE YOU THIS EVENING, AND WE'LL WALK THROUGH RELATIVELY BRIEF PRESENTATION AND CERTAINLY HAVE TIME FOR QUESTIONS. E. R. P IS AN ACRONYM THAT STANDS FOR ENTERPRISE RESOURCE PLANNING. IT'S A SYSTEM THAT MANAGES OUR DAY TO DAY PROCESSES AND INCLUDES EVERYTHING FROM GENERAL LEDGER PROCUREMENT, FINANCIAL REPORTING BUDGET. FIXED ASSETS EXPENSES, CONTRACT MANAGEMENT, UM YOU NAME IT. IT'S COVERED. IT'S ALL OUR BACK OFFICE FUNCTIONS. I DON'T KNOW IF I MENTIONED PAYROLL, BUT CLEARLY THAT'S AN IMPORTANT ONE AS WELL . OUR CURRENT SYSTEM IS IN FOR LAWSON. THAT SYSTEM WAS IMPLEMENTED RIGHT BEFORE. WHY TWO K. IF EVERYBODY REMEMBERS TALKING ABOUT WHITE UK, EVERYBODY HAD TO SWITCH SYSTEMS IN ORDER TO MAKE SURE THAT WE WERE COMPLIANT. SO IT IS. DECADES OLD TECHNOLOGY HAS CHANGED CONSIDERABLY IN THAT AMOUNT OF TIME, AND WE KNEW SEVERAL YEARS AGO THAT WE NEEDED TO START LOOKING AT, UM, MAKING SOME CHANGES TO THE EXISTING SYSTEM THAT WE'RE ON. THE CURRENT BUDGET MODULE THAT WE HAVE IS NO LONGER SUPPORTED. SO IF IT BREAKS TOMORROW, THEY SAY , WE'RE SORRY. MOVE ALONG, AND WHERE WHEN I RUN. I DON'T I DON'T WANT TO THINK ABOUT WHAT HAPPENED SO EACH FALL, WE HOLD OUR BREATH THAT EVERYTHING'S GONNA WORK. SO UM, AND AS YOU'LL SEE THE BUDGET MODULE IS THE FIRST THING THAT WE'RE IMPLEMENTING THIS FALL. UM WE'VE HAD TO CREATE MANY PAPER BASED MANUAL WORKAROUNDS, WHICH OBVIOUSLY IS INTENSIVE TIME WISE , UM MORE PRONE TO ERROR, AND IT MAKES IT VERY DIFFICULT TO GATHER INFORMATION AND SHARE IT WITH PEOPLE WHO HAVE QUESTIONS. SPECIFICALLY BOARD MEMBERS WHO ASKED US FOR INFORMATION IN THE PAST, AND WE HAVEN'T BEEN ABLE TO GET IT OR IT TAKES QUITE A BIT OF TIME TO PULL THE INFORMATION TOGETHER. SO WHAT WE HOPE TO EXCHANGE ACHIEVE WITH THE IMPLEMENTED IMPLEMENTATION OF ORACLE CLOUD IS RETIRING THE LAWSON SYSTEM. ELIMINATE THE MANUAL PAPERWORK AND LEVERAGE AUTOMATED WORKFLOW. EVERYTHING RIGHT NOW IS PAPER BASED. SO PAPERS FLOW THROUGH THE SYSTEM LIKE CRAZY FOR MANUAL SIGNATURES. AND WE WILL REPLACE THAT WITH AN AUTOMATED WORKFLOW WILL BE ABLE TO TRACK WHERE THINGS ARE IN THE SYSTEM AND YOU KNOW WHO'S LEFT TO APPROVE. DOCUMENT SCANNING FOR EFFICIENCY LEVERAGE DELIVERED BUSINESS PROCESSES TO IMPROVE OVERALL EFFICIENCY. REDUCE THE RELIANCE ON MULTIPLE SEILER SYSTEMS. WE [01:10:05] HAVE MANY SYSTEMS THAT DON'T NECESSARILY INTEGRATE WITH LAWSON, BUT WE NEED THEM TO ACCOMPLISH THE CIVIC TASKS. SO ALTHOUGH WE MAY NOT BE ABLE TO ELIMINATE ALL OF THEM, WE CERTAINLY HOPE TO ELIMINATE AS MANY AS POSSIBLE AND WE ARE ADDRESSING EACH ONE OF THOSE AS WE MOVE THROUGH, UM, EVALUATION PROCESSES WITH CHERRY ROAD. RIGHT NOW. WE DO NOT HAVE ANY TIME ANYWHERE ACCESS FOR STAFF, SO IT IS VERY LIMITED AND THAT WILL CHANGE WITH THE SYSTEM BEING IN THE CLOUD. A BIG NOTE HERE IS THAT THE VENDOR MAINTAINS THE SYSTEM SO ORACLE IS HANDLING ALL OF OUR HARDWARE SOFTWARE PATCHING UPDATES RIGHT NOW, IF IT'S ON PREMISE, WE HAVE TO DO THAT. AND THERE'S A SECURITY ROBUSTNESS BEYOND WHAT WE CAN AFFORD INTERNALLY TO HAVE SOMETHING ON PREMISE, SO THE CLOUD BRINGS US THAT AS WELL. SO I'M GONNA LET MISS HORNER WALKED THROUGH OUR PROCESS AND HOW CHERRY BROOD WAS SELECTED. NEED BEING EVERYONE. JENNIFER HORNER , SUPERVISOR OF PROCUREMENT, JUST WANTED TO WALK THROUGH HOW WE SELECTED THE E R. P PRODUCTS . YOU CAN SEE. THERE'S LOTS OF INFORMATION ON THESE SLIDES. I'LL TRY TO GET THROUGH THEM QUICKLY. SO A LONG TIME AGO IN DECEMBER 2020 PROCUREMENT WITH STAKEHOLDERS TO DETERMINE THE SCOPE OF WORK FOR THE REQUESTS THROUGH A REQUEST FOR QUALIFICATIONS, WHICH IS TO OBTAIN STATEMENTS OF QUALIFICATIONS TO BIDDERS PRIOR TO ISSUE WITH SOLICITATION. THIS IS THE GAUGE POTENTIAL COMPETITION AS WELL AS TO OBTAIN SCOPE OF WORK FOR THE ACTUAL RFP PROCESS. THE EVALUATION COMMITTEE CONSISTED OF SEVERAL MEMBERS, INCLUDING PROCUREMENT, FINANCE BUDGET, HUMAN RESOURCES , THOSE THAT ARE ACTUALLY GOING TO BE HEAVILY IMPACTED BY THIS NEW YEAR PEACE SYSTEM IN OUR FQ WAS ISSUED THEN IN MARCH, 16TH 2021 8 FIRMS RESPONDED TO THE R F Q. AFTER EVALUATIONS FROM THE TEAM TAP, THE TOP FIVE FIRMS WERE INVITED TO PROVIDE A HIGH LEVEL ONE DAY DEMONSTRATIONS. FOR EVERYONE. CONSENSUS COMMITTEE DETERMINED THAT ALL FIVE FIRMS WOULD BE ABLE TO MOVE ON TO THE REQUEST FOR PROPOSAL PROCESS. REQUEST FOR PROPOSAL PRAKIT PROCESS THEN BEGAN A YEAR LATER IN DECEMBER. 2021 WHICH INCLUDED A LIST OF MUST HAVES AND WHAT WE WOULD LIKE TO HAVE REQUESTS. RFP WAS ISSUED DECEMBER 1ST 2021 5 FIRMS THAT QUALIFY FOR THE R F Q PROCESS DID IN FACT, RESPOND WITH AN RFP . TWO OF THE HIGHEST SCORING PROPOSALS MOVED ON TO THE IN DEPTH DEMONSTRATION PORTION OF THE PROCESS, WHICH WAS RP IN FOR LAWSON, WHICH IS WHAT WE HAVE CURRENTLY AND THEN CHERRY ROAD. ORACLE WHO WAS HERE WITH US TONIGHT AFTER MULTIPLE DEMONSTRATIONS, DAYS WITH EACH FUNDER. COST PROPOSALS WERE OPEN. AND THEIR WORD WAS MADE TO CHERRY ROAD. BOARD APPROVAL WAS MADE ON HIS NUMBER 14 2022 AND OUR PROJECT KICKED OFF THIS JANUARY 2023 WITH THE CHART OF ACCOUNTS DESIGN. SO AWFUL LOT HERE. I'LL JUST GO THROUGH IT BRIEFLY, JUST TO KIND OF GIVE YOU AN UNDERSTANDING OF THE SELECTION PROCESS THROUGH THE RFP. THERE WAS A WORKING GROUP. LIKE I SAID OF THE MAJOR STAKEHOLDERS WHO EVALUATED THE VARIOUS PROPOSALS. DEMONSTRATIONS WERE OPEN TO HCPS STAFF, WHICH INCLUDED THE STAKEHOLDER DEPARTMENTS MENTIONED PREVIOUS BULLET POINT. UM BASED ON ALL THE DEMONSTRATIONS, QUESTIONING ANSWERS WITH THE VENDORS, REFERENCE INTERVIEWS AND STAFF FEEDBACK. THE E R P EVALUATION COMMITTEE WRITE THE PROPOSALS WITH THE FOLLOWING CRITERIA METHODOLOGY PROJECT TEAM QUALIFICATION EXPERIENCE, TIMELINE REFERENCES. EXCEPTIONS DEMONSTRATIONS AND THEN THE COST PROPOSAL. I WOULD LIKE TO TAKE THE NEXT SLIDE. SURE AGAIN. IT'S MARK DAVIES WITH WORK ON THIS SLIDE, REALLY WANT TO JUST GIVE YOU THE ABILITY TO SEE THAT YOU'RE NOT ALONE. YOU HAVE OTHER K 12 CUSTOMERS THAT HAVE EITHER IMPLEMENTED ORACLE ARE CURRENTLY IN THE PROCESS OF IMPLEMENTING IN MANY OF THOSE UP, THERE ARE EVEN EXISTING ORACLE EBS CUSTOMERS LEGACY CUSTOMERS IN THE PROCESS OF EVALUATING MOVING TO THE CLOUD. AS WELL AS EXISTING PEOPLESOFT CUSTOMERS. ORACLE AS YOU, AS YOU MAY KNOW, IS THE THIRD LARGEST SOFTWARE COMPANY IN THE WORLD. WE SPEND A GREAT DEAL OF MONEY ON RESEARCH AND DEVELOPMENT TO MAKE THE PRODUCT BETTER. THE PRODUCT SOLUTION THAT YOU PICKED IS A CLOUD SOLUTION. WHAT THAT ALLOWS YOU TO DO IS GET AN UPDATE EVERY 90 DAYS, SO YOU AS A CUSTOMER DO NOT HAVE TO WORRY ABOUT THE UPDATES AND HAVING TO CUSTOMIZE AND CONTINUE TO CONFIGURE THE SYSTEM SO LONG TERM. UH YOUR OVERALL TOSSED TOTAL COST OF OWNERSHIP SHOULD BE SIGNIFICANTLY LESS AND AGAIN FROM THE COMMUNITY STANDPOINT, YOU CAN SEE HOW MUCH MONEY OR CON VEST IN R AND D AS WELL AS HOW MANY CUSTOMERS WE HAVE CURRENTLY I'M JUST ONE OF 15,000 CUSTOMER FACING ORACLE EMPLOYEES THAT SUPPORT YOUR NEEDS. GOOD EVENING GOD BOARD MEMBERS. MY [01:15:02] NAME IS JOSE PEREZ AND WHAT KERRY ROAD. WE RECOMMENDED THE TIMELINE THAT YOU'RE SEEING ON THE CHART, WHICH IS BROKEN UP INTO THREE APPLICATION PILLARS, STARTING WITH PHASE ONE, WHICH IS THE BUDGET AND PLANNING APPLICATION, WHICH WE'RE CURRENTLY IMPLEMENTING. AND THAT STARTS ALSO WITH THE CHART OF ACCOUNTS ANALYSIS. SO THE FIRST THING THAT WE DID IN JANUARY WAS ACTUALLY START TO CHART OF ACCOUNT ANALYSIS, THEN MOVED INTO THE PLANNING AND BUDGETING IMPLEMENTATION OF THE SECOND PHASE IS THE FINANCE WHICH WE ALSO STARTED IN APRIL ALREADY, AND WE'RE CURRENTLY UNDERWAY IN THE THIRD PHASE IS THE HR AND PAYROLL. WE RECOMMEND FOR HR AND PAYROLL AND FOR FINANCE AT 15 MONTHS, UM UM IMPLEMENTATION CYCLE, WHICH ALLOWS ENOUGH TIME TO BE ABLE TO DESIGN BUILD TEST TRAIN AND THEN ALSO PLANNED FOR THE CHANGE THAT THE ORGANIZATION WOULD HAVE AND BEING ABLE TO DEPLOY THE APPLICATION. UM THE PLANNING AND BUDGETING IS WAS MENTIONED. BEGINNING IS TO GO LIVE THIS YEAR IN OCTOBER, THE FINANCE IMPLEMENTATION THE PROCUREMENT, INCLUDING PROCUREMENT IS GOING TO GO LIVE NEXT YEAR IN JULY, 2024 AND THE HRM PAYROLL WILL GO LIVE JANUARY 2025 THE OTHER THING, WE ALSO RECOMMEND TO REDUCE RISK. ON THE LINE BETTER WITH BUSINESS IS A FISCAL YEAR GO LIVE OR FINANCE AND A CALENDAR YEAR AGO LIVE. FOR HR AND PAYROLL, SO THAT MAKES IT A LOT EASIER AND LESS RISKY TRANSITION FROM YOUR CURRENT SOLUTION INTO THE ORACLE APPLICATION. FROM A IMPLEMENTATION. WHAT YOU'RE SEEING HERE IS BASICALLY THE SEVEN SEGMENTS THAT WE GO THROUGH THE PROJECT, SO WE START WITH THE BUSINESS PROCESS REVIEW. UM WE MOVED INTO CREATING A DESIGN. WE BUILD THE SYSTEM. WE THEN REVIEW THAT BUILD WITH HARFORD. WE DO ANY TYPE OF TWEAKS ANY TYPE OF ADJUSTMENTS AND THEN WE MOVE INTO THE TESTING SEGMENT. TRAINING AND THEN EVENTUALLY THE DEPLOYMENT. UM CURRENTLY FOR PLANNING AND BUDGETING. WE ARE IN THE TESTING PHASE. FOR THE FINANCE IMPLEMENTATION THAT WE STARTED IN APRIL. WE ARE NOW IN THE BUILD PHASE OF THAT APPLICATION. AND THEN THE HUMAN RESOURCE AND PAYROLL WILL BE STARTING THAT AND KICKING OFF THAT PROJECT IN OCTOBER OF THIS YEAR. GOOD EVENING, EVERYONE. MY NAME IS JEFF BAILEY. I AM THE ORGANIZATIONAL CHANGE LEAD FROM CHERRY ROAD AND ORGANIZATIONAL CHANGE ORGANIZATIONAL CHANGE MANAGEMENT. IS REALLY ABOUT GETTING A GROUP OF PEOPLE. TO CHANGE THEIR BEHAVIOR WITHIN A SPECIFIC AMOUNT OF TIME TO ACHIEVE SPECIFIC GOALS. THAT'S WHAT WE CALL PURPOSEFUL CHANGE. AND THAT IS WHAT WE ARE TRYING TO DO AND MANAGING TO DO WITH YOUR FOLKS IS PREPARING THEM FOR THE COMING CHANGE. AND IT IS OUR RESPONSIBILITY TO ENSURE THAT THEY ARE READY. WILLING AND ABLE. TO CHANGE THEIR BEHAVIORS TOGETHER WITHIN THE TIME FRAME OF THE PROJECT TO ACHIEVE THE GOALS THAT YOU WANT TO ACHIEVE FROM THIS IMPLEMENTATION, SO IT'S MY JOB OUR JOB TO GET YOUR FOLKS READY FOR THIS CHANGE BY FOLLOWING THESE FIVE BULLET POINTS THAT YOU SEE HERE. WE IN ? INFORM THEM ABOUT WHAT'S CHANGING WHY IT'S CHANGING. WE ENGAGE THEM AT A PERSONAL LEVEL BY ACTUALLY TALKING TO THEM, NOT JUST EMAILS, LISTENING TO THEIR HOPES AND DESIRES FOR THIS PROJECT. WE ALSO WANT TO GET THEM READY DOWN TO THE TEAM LEVEL SO THAT THEY CAN MAKE THE CHANGE THEIRS, NOT OURS, AND WE HAVE A VARIETY OF FORMANCE ENHANCING KINDS OF TRAINING SO THAT THEY CAN APPLY WHAT THEY LEARN AS SOON AS POSSIBLE AND ALSO PROVIDE ADEQUATE AND MORE THAN ADEQUATE SUPPORT BEFORE AND AFTER GOAL LINE. SO WHAT HAVE WE DONE SO FAR? NEXT SLIDE, PLEASE. SO UP TO NOW, WHAT WE'VE DONE IS WE'VE CONDUCTED A NUMBER OF CHANGE WORKSHOPS WITH YOUR LEADERS IN THE COURT SCENE. AND I WILL SAY THAT YOUR FOLKS HAVE A GREAT SENSE OF CHANGE BECAUSE THEY CARE ABOUT YOUR PEOPLE. THEY DON'T WANT TO JUST THROW THIS AT THEM. THEY WANT THEM TO BE READY, AND THAT'S A GREAT PARTNERSHIP. IT'S A GREAT FOUNDATION TO HAVE NOW, SO FAR, WE'VE ACTUALLY TALKED TO ABOUT 50 STAKEHOLDERS FROM A VARIETY OF ROLES THROUGHOUT THE DISTRICT TO GET THEIR PERSPECTIVES AND WHAT THIS PROJECT IS GOING TO BE ABOUT. AND I WILL SAY THAT THE EXPECTATION AND THE EXCITEMENT IS VERY HIGH CONFIDENCE IN YOUR LEADERSHIP AND THE STAFF IS VERY HIGH, SO THERE'S A GREAT FOUNDATION FROM WHERE YOU STARTING RIGHT NOW. SO WHAT WE'RE TRYING TO DO IN THIS COMING WEEK OR A COUPLE OF WEEKS IS TO LAY THE FOUNDATION FOR A [01:20:02] READINESS NETWORK THAT WILL REALLY BUILD TEAMS OF TEAMS THROUGHOUT YOUR DISTRICT TO ALLOW PEOPLE TO START TO UNDERSTAND WHAT THE CHANGE IS ALL ABOUT, AND REALLY PERSONALIZED THE CHANGE DOWN AT THE DEPARTMENT SCHOOL. AND TEAM LEVEL. WE'RE ALSO NOT THAT FAR OFF FROM STARTING TO DEVELOP OUR TRAINING, TOO. SO WE'RE GOING TO DEVELOP A NUMBER OF DIFFERENT WAYS THAT YOUR FOLKS CAN LEARN. THIS NEW SYSTEM AND EVEN SOCIALIZE. SOME OF THE CHANGES EVEN BEFORE TRAINING ARE ONE OF OUR MOTTOES IS NO SURPRISES IN TRAINING, SO THEY KNOW WHY THEY'RE THERE. THEY KNOW WHAT'S CHANGING AND WHEN THEY GET TO TRAINING, THEY KNOW TO FOCUS ON WHAT IT IS ABOUT THEIR JOB THAT THEY DID THE WORK. AND SO REALLY, WHAT WE'RE ASKING YOU TO DO IS CONTINUE THE SUPPORT FOR THIS PROJECT YOUR FOLKS, WE'RE GOING TO GOING TO LOOK TO YOU TO VALIDATE THIS PROJECT. WE HAVE A LOT OF SUPPORT FOR THIS PROJECT . AND IF YOU CONTINUE TO SUPPORT THIS PROJECT, AS YOU HAVE, IT WILL CONTINUE TO ENHANCE BOTH SHORT TERM AND LONG TERM ADOPTION TO CHANGE. IT'S BEEN A PLEASURE. THANK YOU. SO THAT'S REALLY A VERY HIGH LEVEL. UH PRESENTATION OF WHERE WE ARE. WE ARE WELL ON OUR WAY. WE HAVE A VERY LONG WAY TO GO. THERE'S A LOT OF WORK TO DO, BUT AGAIN AS THEY REFERENCED OUR TEAM IS VERY COMMITTED TO GETTING TO THE FINISH LINE. WE APPRECIATE THE SUPPORT FROM CHERRY ROAD. EVERYONE THAT WE'VE WORKED WITH HAS BEEN THERE FOR US. THEY'RE REACHABLE THERE AVAILABLE TO US. SO WE FEEL LIKE WE'RE IN A GOOD SPOT AND WE'VE MADE A GOOD DECISION FOR THE SYSTEM AND WE JUST HAVE TO GET TO THE FINISH LINE, SO WE'RE HAPPY TO TAKE ANY QUESTIONS. THANK YOU, MISS JUDD AND TEAM SO OPEN IT UP TO BOARD MEMBERS, QUESTIONS OR COMMENTS IF ANYONE WANTS TO BE RECOGNIZED. MISJUDGE. HAVING BEEN IN A FORMER JOB IN DOING THIS. WHAT'S YOUR FEELING, HONEST FEELING? I KNOW IT'S ASKING A LOT OF WHAT THE BOARD NEEDS TO DO FOR YOU. IN ORDER FOR THIS TO RUN SMOOTH. I KNOW. WE ASKED FOR A LOT OF THINGS IN TERMS OF EXTRA ACTIVITIES WHEN WE'RE DOING SMALL GROUPS AND ALL OF THIS, AND I JUST NEED TO BE AWARE OF WHAT? YOUR OFFICE AND YOUR STAFF. I MEAN, IS IT AN ADDITIONAL WORKLOAD WHEN IT DOES COME UP, OR HOW IS THIS GOING IS WHAT AN ADDITIONAL WORKLOAD WHEN THESE DIFFERENT PROJECTS ASKED FOR MORE INFORMATION OR RENT UP , WHATEVER. HOW IS THAT GOING NOW? ANY REQUEST THAT COMES IN IS TYPICALLY ADDITIONAL WORK BECAUSE WE DON'T HAVE SOMETHING. READILY AVAILABLE MOST OF THE TIME. SOMETIMES IT'S A SIMPLE REPORT THAT WE CAN GENERATE. I KNOW MR RICHARDSON CAN PROBABLY SPEAK TO THE HR PORTION BETTER THAN I CAN. BUT FROM AN HR STANDPOINT, WE'RE VERY LIMITED ON THE INFORMATION THAT WE CAN PULL HOLISTICALLY WHEN PRESENTING TO ANYONE SO WHEN THAT TYPE OF DATA IS REQUESTED, IT CAN TAKE AN EXTREMELY LONG TIME TO PULL TOGETHER. SO I GUESS THE QUESTION I WOULD HAVE. WOULD IT BE BEST OF ALL OF THIS IS FUNNELED THROUGH THE PRESIDENT WHO CAN THEN COORDINATED WITH DOCTOR BOLSON. BEFORE ALL THE ADDITIONAL INFORMATION NEEDS TO BE PULLED FROM YOUR STAFF. I THINK WE JUST NEED TO STREAMLINE THAT PROCESS BECAUSE PUBLIC UP THE PHONE AND CALL YOU MS ALVAREZ PICKS UP THE PHONE AND CALLS YOU I THINK WE NEED TO FIGURE OUT A WAY TO MAKE IT LESS IMPACTFUL TO YOUR STAFF. SURE I MEAN, I THINK THAT'S CERTAINLY A DECISION FOR THIS BOARD. BUT YOU KNOW ANYTIME THAT YOU CAN CONSOLIDATE QUESTIONS AND MAKE SURE THAT YOU KNOW IF YOU WANT SOMETHING IN MS ALVAREZ ONE SOMETHING AND IT'S CLOSE, BUT DIFFERENT ENOUGH, IT IS POSSIBLE. WE HAVE TO RUN THINGS TWO DIFFERENT WAYS. SO IF WE CAN GET ON BOARD AND MAKE SURE THAT EVERYBODY IS REQUESTING THE SAME INFORMATION, AND IT'S CONSISTENT SO THAT WE CAN SHARE ALL OF IT AT ONCE. THAT CERTAINLY WOULD BE HELPFUL BECAUSE I'M SAYING THIS BECAUSE THIS IS THE FIRST TIME WE'VE SEEN THE WHOLE LAYOUT AND IMPLEMENTATION AND I KNOW WHAT THIS CAN ENTAIL. AND SO I WANT TO MAKE SURE THAT WE'RE BEING AS SUPPORTIVE OF YOU AND YOUR STAFF AS YOU NEED TO BE AS YOU WORK WITH THE COMPANY. THANK YOU. ON THAT NOTE. I THINK THIS THIS SMALL GROUP MEETINGS HAVE BEEN HELPFUL AS WELL. SO I THINK WE GOT PRETTY GOOD PARTICIPATION IN THOSE THIS TIME AROUND. SO THE EARLIEST FROM MY PERSPECTIVE, A LOT OF MY QUESTIONS HAVE ALREADY BEEN ANSWERED, BUT ANYMORE. QUESTIONS OR DISCUSSIONS FROM THE BOARD. YES, MS ALVAREZ FIRST I WANT TO SAY THANK YOU MISJUDGED FOR ANSWERING MANY OF MY QUESTIONS THAT I HAD ONE ORACLE. UM AND IF YOU COULD JUST, UM ENTERTAINMENT FOR A FEW MORE QUESTIONS. UM, IT LOOKS LIKE WE'RE IN THE TESTING PHASE . UM AND WE TALKED ABOUT CHANGE MANAGEMENT AND TRAINING. THE STAFF. SO WHAT ARE WE LOOKING FOR? WHAT'S THE CRITERIA? WHAT ARE WE LOOKING FOR? IN THE TESTING? I KNOW YOU'VE PROVIDED ME WITH A LIST OF FUNCTIONAL [01:25:02] REQUIREMENTS THAT, UM, SO COULD YOU TALK A LITTLE BIT ABOUT THE PROCESS THAT YOU'RE GOING THROUGH? AND, UM YOU KNOW WHAT YOU FOUND SO FAR, AND ARE WE GOING TO GET ADDITIONAL REPORTS AS WE MOVE THROUGH? UM YOU KNOW THE IMPLEMENTATION, STAGING AND GET UPDATES OF HOW UM, THINGS ARE GOING. UM WHAT IS THE REPORT OUT GOING TO LOOK LIKE? WE CERTAINLY PLAN TO SHARE UPDATES . SO THAT'S SOMETHING THAT WE'RE WORKING ON NOW. I MEAN, THERE'S COMMUNICATIONS THAT WE DEVELOP PERIODICALLY, AND WE WILL BE SHARING THAT WITH ALL OF THE COMMUNITY, INCLUDING THE BOARD. CERTAINLY THE TESTING AGAIN RIGHT NOW IS JUST FOR BUDGETING SO I CAN SPEAK TO THAT. YOU KNOW, IT'S A VERY SMALL GROUP THAT IS DOING THAT BECAUSE THE BUDGET CREATION PART IS A VERY SMALL GROUP WITHIN MY AREA, SO IT WILL ROLL OUT FOR REPORTING AND SO FORTH. THIS WE GO, BUT THE ACTUAL TESTING PROCESS WILL ACTUALLY ASK MR PREZ TO SPEAK TO THAT A LITTLE BIT OF WHAT THEIR METHODOLOGY IS AND HOW THAT WORKS IN A PROJECT SO WE SO WE DELIVER TEST GRIPS FOR THE APPLICATION, AND THAT'S TIED ALSO TO THE BUSINESS PROCESS THAT'S BEEN DEVELOPED. WITH WITH HARTFORD HARTFORD, THEN EXPANDS ON THOSE ARE SPECIFIC TO TEST CASES, UM, THAT ARE SPECIFIC TO SCENARIOS THAT THE HARTFORD TEAM HAS EXPERIENCED TYPICAL ISSUES PAYING POINTS AND THINGS LIKE THAT. SO THAT GETS PUT INTO THESE TEST SCRIPTS AND THEN TEST GROUPS WILL TEST OF THE APPLICATION. SO YOU GO THROUGH ALL THE DIFFERENT STEPS STEP BY STEP. OF THAT SPECIFIC BUSINESS PROCESSES. ALL GETS TRACKED, WHETHER IT FAILS OR PASSES, UM AND IDENTIFIES THINGS THAT DON'T PASS. WE THEN CORRECTED. UM IT GETS RETESTED, SO THERE IS A VERY VIGOROUS TYPE OF TESTING PROCESS AND THAT'S ONLY FOR THE BUDGET PIECE RIGHT NOW. THE OTHER ONES THAT HAVE ARE NOT IN THE TESTING PHASE, SO FINANCE RIGHT NOW IS STILL IN THE DESIGN PHASE. SO WE'VE BEEN WALKING THROUGH THE BUSINESS PROCESS OF ORACLE, SO HOUSES ALL ORACLE FUNCTION. HOW THE INVOICES COME INTO THE SYSTEM. HOW DO YOU PROCURE PURCHASE? HOW DO YOU HOW DO YOU? UM, UM RECEIVE UM, INVENTORY, SO WE'VE BEEN GOING THROUGH THAT WHOLE BUSINESS PROCESS ON THE FINANCE SIDE. WE HAVE NOT YET MOVED INTO THE TESTING SEGMENT FOR FINANCE. AND THEN WE HAVE NOT STARTED THE HUMAN RESEARCH OR THE PAYROLL IMPLEMENTATION. YEAH. I WAS LOOKING THROUGH THE FUNCTIONAL UM, REQUIREMENTS THAT WERE REQUESTED OF THIS SYSTEM. AND I GUESS THERE WAS ONE IN THIS GUY I GUESS FALLS IN I T AREA FOR, UM, LIKE THERE'S GONNA BE A LOT OF SENSITIVE INFORMATION ON THE SYSTEM, AND I DIDN'T SEE, UM TWO FACTOR UP INDICATION FOR VERIFICATION. FOR UM, ACCESS TO THE SYSTEM. I DIDN'T KNOW IF THAT WAS SOMETHING THAT WAS GOING TO BE, UM UM, OF FUNCTIONALITY OF THE SYSTEM, OR . YEAH. SO THE SO WE ARE RIGHT NOW, IN THE PROCESS OF WHAT NOW , WHERE WE'RE TESTING IS A BUSINESS PROCESS ACTIVITIES IN THE BUDGET AND PLANNING. UM AND WE'RE ALSO RIGHT NOW WORKING ON EXACTLY THE INTEGRATION WITH AUTHENTICATION, SO WE JUST STARTED PROVIDING ALSO ON THE FINANCIAL SIDE, UM, ACCESS TO SOME OF THE DEPARTMENT HARTFORD USERS. STARTED TESTING IT, BUT WE'RE BUILDING ACTUALLY AUTHENTICATION COMPONENT OF IT. UM, THERE IS. THERE IS DIFFERENT AND ADDITIONAL AUTHENTICATION COMPONENTS THAT CAN BE BUILT. UM THAT WE WOULD INTEGRATE WITH YOUR TECHNOLOGY. UM SO. THERE IS THERE IS MULTIPLE AUTHENTICATION PROCESSES THAT WE WOULD HAVE TO BE WORKING WITH YOU AND HIS TEAM TO IMPLEMENT. OKAY AND, UM, I THINK, UM THAT YOU MENTIONED THAT WE'RE GONNA BE SCANNING DOCUMENTS IN IS THERE? I KNOW SOME OF THE DOCUMENTS WE YOU KNOW, THERE'S A LOT OF PAPER SO I CAN MAKE MAYBE YOU COULD SPEAK A LITTLE BIT TO THE REDUCTION IN ACTUAL PAPER. IS THERE GOING TO BE LIKE SOME FORMS THAT ARE GOING TO BE PART OF THE SYSTEM? OR IS IT GONNA ARE WE STILL GOING TO HAVE PAPER FORMS THAT WILL BE SCANNED IN AND TO THE SCANNING PIECE WOULD PROBABLY BE AGAIN WITH MY AREA OFF THE TOP OF MY HEAD INVOICES COMING IN FROM VENDORS IF WE CAN'T GET THEM ELECTRONICALLY, AND THEY'RE MAILED AND WE WOULD BE SCANNING THOSE TYPES OF THINGS IN BUT THE FORMS THAT WE CREATE, SO RIGHT NOW THERE'S FORMS FOR PROCUREMENT, AND ALL OF THOSE FORUMS GET SIGNED AND SENT TO MISS WARNER'S OFFICE AND THAT WILL BE SOME TYPE OF ELECTRONIC AGAIN. WE HAVEN'T REALLY CREATED THAT WE HAVEN'T SEEN IT YET, BUT IT WILL BE SOME KIND OF FORM ONLINE. WHERE THE REQUEST GOES THROUGH ELECTRONIC LEE AND AS APPROVED AT DIFFERENT LEVELS, LIKEWISE FOR PAYROLL IF SOMEONE IS WORKING ADDITIONAL HOURS, AND THEY NEED TO BE PAID FOR THOSE HOURS THAT WOULD ORIGINATE WITHIN THE SYSTEM ELECTRONIC LEE AND THAT WILL ROUTE FOR APPROVAL AS WELL. SO THOSE THEY WON'T BE [01:30:05] PRINTING FORMS OUT AND COMPLETING THEM AND SIGNING THEM AND SCANNING THEM INTO THE SYSTEM. SO IT'S MORE EXTERNAL DOCUMENTS. MAYBE WE GET CONTRACTS. AND WE CAN SAVE THEM. AND IT MAY NOT BE MANUAL SCANNING. YOU COULD SAVE A PDF AND HAVE IT SAVED WITHIN THE SYSTEM AS OPPOSED TO PRINTING IT OUT AND FILING IT, SO I THINK THERE'S A LOT AGAIN. WE'RE VERY EARLY. WE REALLY HAVEN'T TOUCHED ON THAT PIECE AT ALL. UM YOU MIGHT BE ABLE TO SPEAK TO THE SYSTEM A LITTLE BIT MORE, BUT IT'S DEFINITELY THE INVOICING AND SCANNING PART IS DEFINITELY A BIG CHANGE THAT I THINK IS GOING TO HELP THE MANUAL PIECE. ORACLE WILL HAVE ITS OWN EMAIL BOX WHERE VENDORS CAN SUBMIT THEIR INVOICES DIRECTLY. IT WILL GO THROUGH THAT. SEDATION PROCESS, SO IF IT'S MISSING SOME KIND OF INFORMATION ON THAT INVOICE THAT ONE WILL GET FLAGGED, AND THEN SOMEBODY HAS TO MANUALLY LOOK AT IT. BUT IF IT PASSES ALL ABOUT ADDITIONS AUTOMATICALLY GOES INTO THE SYSTEM AND THEN GOES THROUGH ITS AUTOMATED WORKFLOW. CULTIVATES APPROVALS THAT TO BE PAID AND SO ON. SO I MEAN ORACLE'S DATABASE , SO I'M JUST TRYING TO UNDERSTAND THE INTERFACE FOR THE EMPLOYEES OR IF IT'S STILL GOING TO BE PRETTY MUCH PAPER DRIVEN AND SO, YEAH, UM AND I HAVEN'T YOU KNOW, SEEN A LOT OF INFORMATION ON WITH THE REDUCTION IS GOING TO BE FOR THE PAPERWORK. I GUESS I DON'T HAVE A GOOD FEEL FOR THAT. BUT I WANT TO GET TOO. I'M I GUESS I'M I'M REALLY GETTING INTO THE WEEDS HERE. HMM WE'RE JUST NOT AT THE POINT THAT YOU'RE TALKING AND AGAIN. WE'RE ALL ANXIOUS TO SEE IT AND, YOU KNOW, LOOK AT IT AND UNDERSTAND HOW IT'S GOING TO WORK SOMETIMES IN OUR MEETINGS WHEN WE'RE DISCUSSING THINGS WE ALL STRUGGLE BECAUSE VISUALLY WE CAN'T SEE AND YOU KNOW THAT'S PART OF THIS WHOLE PROCESS. SO IT MAY BE THAT WHEN WE SEE IT, WE'RE LIKE, OH, THAT'S NOT GOING TO WORK THE WAY THAT WE THOUGHT IT WAS GOING TO, AND WE MAKE CHANGES, BUT THAT'S PART OF THIS WHOLE PROCESS. OKAY AND I GUESS THAT THAT ONE QUESTION UM THE REPORTING BACK OF THE RESULTS IN LIKE A RE GOING TO HAVE LIKE A QUARTERLY REPORT OR BECAUSE THERE'S A THERE'S A LARGE INVESTMENT ON THE ORACLE SYSTEM . SO OBVIOUSLY IT'S SOMETHING THAT THE BOARD WANTS TO SEE HOW THINGS ARE PROGRESSING. UM AND SO I, YOU KNOW, I THINK WE'D LIKE TO SEE YOU KNOW THE RESULTS OF THE TESTINGS AND, YOU KNOW, UNDERSTAND MORE. WHETHER OR NOT THE STAFF IS ABLE TO WORK WITH THE SYSTEM AND THAT IT'S GOING TO BE WORTH THE INVESTMENT THAT WE'VE SO IN OUR PROJECT WE'RE UPDATING NOW. IS IT MONTHLY THAT WE'RE DOING? THE ORACLE. NEWSLETTER IN THE. MONTHLY SO RIGHT SO FOR ALL STAFF WERE CREATING UPDATES AND WHERE WE ARE NOW WE CAN CERTAINLY PROVIDE THE BOARD WITH ADDITIONAL DETAILS. IF WHAT. YOU ARE LOOKING FOR IS NOT SOMETHING THE WHOLE COMMUNITY WOULD BENEFIT FROM PERSONALLY, I THINK THOSE TYPES OF RESULTS WILL BE SHARED AS PART OF THE NORMAL PROCESS AGAIN. WE DON'T HAVE RESULTS OF TESTING AT THIS POINT. SO WHEN WE DO, I DON'T SEE WHY WE COULDN'T INCORPORATE THAT INTO SOMETHING THAT WE'RE PUTTING INTO. YOU KNOW THE NEWSLETTER AND SENDING OUT THAT WOULD BE PART OF THE BULLETIN AND THE 411 . OKAY. THANK YOU, MR THANK YOU, DR MUELLER. YES I JUST WANTED TO SAY HOW EXCITING THIS IS AND HOW I FEEL LIKE IT'S SO LONG OVERDUE. I KNOW HOW MUCH WORK YOU'VE HAD TO DO TO BE ABLE TO PULL REPORTS AND TO GIVE PEOPLE THE INFORMATION THEY NEED. AND I'M REALLY EXCITED LOOKING AT MR RICHARDSON TWO BECAUSE I'M JUST REALLY EXCITED AT THE REDUCTION IN STAFF TIME. THAT'S GOING TO HAPPEN BECAUSE WE'RE GOING TO HAVE EVERYTHING LOCATED IN AN EASY ACCESSIBLE FORMATS OF THANK YOU SO MUCH FOR WHAT YOU'RE DOING. AND FOR ALL THE EFFORT YOU'RE PUTTING INTO THIS THANK YOU. ANY OTHER COMMENTS. SO I JUST WANTED TO THANK UM REALLY TO START WITH THANKING THE PREVIOUS BOARD WHO MADE THIS DECISION TO INVEST IN THE BEST IN BREED. SOLUTION. UM AND I WANTED TO THANK THE CHERRY ROAD AND ORACLE TEAM. FOR DOING YOU KNOW ALL THAT YOU DO TO MAKE THIS HAPPEN FOR A CPS THAT REALLY, YOU KNOW, I APPRECIATE THE FACT THAT YOU'RE ON BOARD. AND LAST BUT NOT LEAST. I WANT TO THANK THE INTERNAL, A CPS TEAM THAT'S MAKING THIS HAPPEN BECAUSE I KNOW THAT YOU'RE DOING YOUR REGULAR JOB. AND THERE ARE NO ADDITIONAL PERSONNEL. AND THEN YOU ARE WORKING VERY HARD, MANY HOURS TO IMPLEMENT THIS. NEW PROGRAM. IT'S A LOT OF WORK, AND IT'S NOT ANYWHERE CLOSE TO BEING DONE. ALRIGHT. WE HAVE YEARS AHEAD OF US, UM THAT'S IT. THANK YOU VERY, VERY MUCH FOR ALL THAT EFFORT. I KNOW IT'S QUITE A LOT. THANK YOU. ANY OTHER COMMENTS. QUESTIONS. OKAY THEN I'LL JUST CONCLUDE, SAYING , I AGREE WITH MANY OF THESE COMMENTS. I DO THINK THAT DR MILLER POINTED OUT THIS ONE. I'LL STAY ON MY OWN TERMS. I THINK THIS WILL PULL IT OUT OF THE DARK AGES A LITTLE BIT. PUT US BACK ONLINE WITH WHERE WE SHOULD BE GIVEN THE YEAR THAT [01:35:05] WE'RE IN. UM, AND TO MR TO THE COMMENTS ABOUT PERSONNEL. YOU KNOW, I THINK MOST OF MY QUESTIONS WERE ANSWERED DURING THE SMALL GROUP SESSIONS. UM I DID HAVE A FEW OTHER FOLLOW UPS , WHICH I KNOW WE'VE GOT ON THE CALENDAR. MY MAIN CONCERNS WERE HOW WAS OUR ORGANIZATION GOING TO BE ABLE TO SUPPORT THIS? BECAUSE IT'S A HEAVY LIFT? I'VE BEEN THROUGH AARP IMPLEMENTATIONS BEFORE. WE'RE NOT HIRING ANY NEW PEOPLE SPECIFICALLY FOR THIS, AND SO IT'S GOING TO FALL ON THE PLATES OF PEOPLE WHO ARE ALREADY BUSY, SO I WANT TO MAKE SURE THAT WE CAN FULLY SUPPORT THIS SO IT CAN BE SUCCESSFUL. MY OTHER THING THAT I THINK WILL BE DISCUSSING LATER IS SECURITY AND IT KIND OF GOES BACK TO THE TWO FACTOR AUTHENTICATION PIECE OF IT. ANYTIME YOU DIGITIZED ANYTHING AND HAVE A NEW VULNERABILITY. IF YOU LIKE IT WOULD HAPPEN. AND I'M NOT SURE IF IT WAS EUROPEAN RELATED, BUT YOU KNOW, RIGHT DOWN THE STREET FROM US IN BALTIMORE COUNTY, THEY HAD A CYBER ATTACK, WHICH COST $10 MILLION, SO I DON'T THINK THAT'S A BILL TO TAXPAYERS WANT TO PICK UP? SO WE HAVE TO THINK THROUGH THIS AND MAKE SURE THAT WE'RE DOING THIS IN A RIGHT IN A IN A SAFE WAY, AND MY FINAL COMMENT IS MORE OF A CHALLENGE. I HAVE NEVER BEEN THROUGH AN E R P IMPLEMENTATION THAT HAS GONE TO SCHEDULE AND ON TIME, SO IF YOU GUYS COULD BE THE FIRST, THAT WOULD BE AWESOME. SO THAT'S ALL I HAVE. THANK YOU, MR. THANK YOU. THANK YOU GUYS. FOR ALL OF YOU. THE NEXT STOP ITEM E PRESENTATION ON THE 2025 CAPITAL [E. Presentation on the FY 2025 Capital Improvement Program, Mr. Cornell Brown, Assistant Superintendent for Operations, Ms. Patti Jo Beard, Executive Director of Facilities Management, Mr. Chris Morton, Supervisor of Planning and Construction, and Ms. Missy Valentino, Facilities Planner] IMPROVEMENT PLAN. BORDER WOULD LIKE TO WELCOME CORNELL BROWN, ASSISTANT SUPERINTENDENT OF OPERATIONS AND ANY STAFF THAT HE MAY HAVE. TRIO GET USED TO THIS TRIO. YOU SEE THEM A LOT. WELCOME. GOOD EVENING. MY NAME IS CORNELL BROWN. I'M THE ASSISTANT SUPERINTENDENT FOR OPERATIONS WITH ME, MISS CHRISTOPHER MORTON. HE'S OUR SUPERVISOR PLANNING CONSTRUCTION WITHIN OUR FACILITIES MANAGEMENT DEPARTMENT AND MISS MISSY VALENTINO, OUR FACILITY PLANNER. WE'RE HERE TODAY TO HAVE OUR FIRST OFFICIAL PRESENTATION FOR FY 25 CAPITAL IMPROVEMENT PLAN. SO AS WE HAD DISCUSSED PREVIOUSLY, UM EVERY YEAR, THE STATE OF MARYLAND REQUIRES THAT LOCAL EDUCATION AGENCIES SUBMIT THAT CAPITAL BUDGET SO THIS IS THE FIRST PRESENTATION TO THE BOARD ON THAT CAPITAL BUDGET SUBMISSION TO THE STATE. AND THAT'S DUE IN OCTOBER. AND THEN UM, WE'LL COME BACK TO THE BOARD TO HAVE ADDITIONAL DISCUSSIONS ON THE LOCAL BUDGET PRIORITIES THAT WE SUBMIT TO THE COUNTY ALONG WITH THE OPERATING BUDGET, SO EVERYTHING IS LIKE TWO DIFFERENT PARTS. THIS IS THE STATE. THEN WE'LL COME BACK WITH THE LOCAL REQUESTED AND WE'LL COUPLE THEM TOGETHER WITH THE OPERATING AND SUBMIT THEM. AND JANUARY SO, UM, WHEN DEVELOPING OUR CAPITAL PROGRAM, WE CONSIDER A NUMBER OF THINGS. OBVIOUSLY EVERYTHING IS STUDENT CENTERED, BUT WE HAVE ANOTHER A NUMBER OF OTHER REQUIREMENTS THAT WE TAKE A LOOK AT. UM PROGRAM NEEDS FISCAL CONSTRAINTS AND REQUIREMENTS. COMPLIANCE ISSUES . ALL OF THESE FACTORS ARE DISCUSSED INTERNALLY AND EXTERNALLY WITH SOME OF OUR NO STAKE HOLDERS IN THE COUNTY LIKE WITH PARKS AND REC. UM YOU KNOW THEIR PARTNER WITH US. AND WE MEET WITH THEM ALONG WITH OUR PROGRAM, FOLKS HERE IN HARTFORD COUNTY TO DISCUSS THE NEEDS WITHIN OUR INVENTORY AND THROUGHOUT THE COUNTY, AND, UM THEN WE KIND OF COUPLE ALL OF THIS INFORMATION TOGETHER TO CREATE OUR CAPITAL PLAN EACH YEAR. SO UM, YOU KNOW, FUNDING IS AT THE CORE OF OUR DISCUSSIONS. UM AND THE STATE THEY HAVE REQUIREMENTS. I'M THERE. EVERY SCHOOL DISTRICT HAVE TO COMPLY WITH UM SO THEY'RE FUNDING. THERE'S REALLY LIKE STATE ELIGIBLE PROJECTS AND THEN PROJECTS THAT ARE NOT ELIGIBLE FOR STATE FUNDING SO PRIMARILY THE MAJOR RENOVATION PROJECTS LIKE HOMESTEAD WAKEFIELD. THAT'S THE STATE ELIGIBLE PROJECT BECAUSE THE SCOPE AND SCALE AND THE TYPE OF PROJECT IT IS AND THEN WE HAVE PROJECTS WHERE WE'RE LOOKING AT ROOFING REPLACEMENT AND H V. A C UPGRADES AND THINGS OF THAT SORT. THESE PROJECTS ARE LARGE IN SCALE. THEY USED THE OVER, YOU KNOW, TO BE ELIGIBLE FOR THE STATE OVER $200,000 IN COST, AND ALSO THERE'S A JUDGE REQUIREMENT . WE'RE NOT PROJECTS THAT ARE OF SYSTEMS THAT ARE LESS THAN 16 YEARS OF AGE CANNOT ARE NOT ELIGIBLE FOR STATE FUNDING. SO IF YOU HAVE HP A C SYSTEM THAT FAILS, AND IT'S ONLY 10 YEARS IN AGE AND THE MAJOR, YOU KNOW, PROJECT UPGRADE THAT BECOMES A LOCAL REQUIREMENTS AND NOT ELIGIBLE FOR STATE FUNDING. UM SO ENROLLMENT AND CAPACITY IS [01:40:02] ALSO A REQUIREMENT AT THE STATE LEVEL. THEY LOOK AT STUDENT ENROLLMENT AND BUILDING. UM, UTILIZATION NUMBERS TO DETERMINE HOW THEY'RE GOING TO AND WHAT PROJECTS THEY WILL FUND. UM AND THAT'S WHERE YOU KNOW BALANCING ENROLLMENT AND THOSE KIND OF THINGS COME INTO PLAY WHEN WE LOOK INTO UPGRADED FACILITY. THAT'S UNDERUTILIZED, UM, SUSTAINABLE COMMUNITIES. WHEN WE MOVE FORWARD WITH THE HOMESTEAD AND THE HOMESTEAD HAVE THE GRACE HIGH SCHOOL MIDDLE HIGH SCHOOL PROJECT. THAT PROJECT. WE HAD THE FACILITIES THAT WERE NOT, UM YOU KNOW, AT CAPACITY IN THE STATE, YOU KNOW, GAVE SOME PUSHBACK MR MOORE IN, UM REALLY DID A LOT OF HOMEWORK TO PUT TOGETHER A PROPOSAL TO THE STATE THAT REALLY PUSHED THEM TO LOOK AT THEIR POLICIES AS FAR AS FUNDING NOT BEING SPECIFICALLY CAPACITY AND ENROLLMENT. THERE WERE OTHER ISSUES ON SUSTAINABLE COMMUNITIES AND MAKING SURE THAT THEY FOCUSED ON SCHOOLS BEING THE CENTER OF COMMUNITIES, AND IT'S NOT ALWAYS ABOUT THE CAPACITY OF A BUILDING AND WHETHER OR NOT YOU KNOW, BUILDING OUR PROJECTS SHOULD BE FUNDED. THEY'RE DIFFERENT FUNDING FORMULAS, BUT THEY DO TAKE A LOOK AT THOSE THINGS. UM, AND THEN MISS VALENTINO, SHE'LL GET INTO THE LOCAL PARTICIPATION AND CALL SHARES. THERE'S SOME CHANGES OCCURRING AT THE STATE LEVEL WITH HOW MUCH THEY EXPECT YOUR LOCAL GOVERNMENT TO PUT UP FOR CONSTRUCTION PROJECTS AND WHAT THEY WILL CONTRIBUTE ONE PER THEIR REQUIREMENTS. SO THEN ON THE LOCAL SIDE, UM YOU HAVE THOSE PROJECTS THAT ARE SMALLER AND SKILL AT TIMES, UM, THAT ARE , YOU KNOW, ONE TIME PROJECTS THAT WE, YOU KNOW, ASK OUR LOCAL GOVERNMENT TO PARTICIPATE IN TECHNOLOGY, ACADEMIC NEEDS. WE HAVE, LIKE OUR STRIVE PROGRAMS AND THOSE TYPE OF UPGRADES OUR COMMUNITY SCHOOLS. YOU KNOW THESE LOCAL PROJECTS THAT ARE SMALL AND SCALE BUT ARE NEEDED THAT THE STATE WOULD NOT CONTRIBUTE TOWARDS SO AGAIN. WE'LL BE BACK BEFORE THE BOARD TO TALK ABOUT THOSE PRIORITIES, AND WE SHARE SOME INFORMATION WITH YOU. SO YOU CAN GET YOU KNOW, UM YOU KNOW A CHANCE TO LOOK AT HOW WE PRIORITIZE AND, UM, YOU KNOW, CHOOSE, SELECT AND ENGAGE OUR INTERNAL STAKEHOLDERS AND SETTING THOSE PRIORITIES. SO THE PROCESS, UM, NEVER ENDS. THE CAPITAL BUDGET CYCLE SEEMS TO BE, YOU KNOW, JUST ONGOING LIKE , YOU KNOW, QUITE GROUNDHOGS DAY YOU WAKE UP. YOU'RE TALKING ABOUT THE CAPITAL BUDGET, SO WE JUST RECEIVED OUR FUNDING JULY 1 AND, UM, YOU KNOW, MISSY AND CHRIS. THEY'VE ALREADY HAD MEETINGS SCHEDULED IN APRIL AND MAY, WHICH STAKEHOLDERS TO TALK ABOUT THE 2025 BUDGET. SO WE'RE HERE TODAY. AUGUST WILL BE BACK IN FRONT OF YOU AT BOTH MEETINGS IN SEPTEMBER AND OUR DESIRE WOULD BE TO ADVANCE A RECOMMENDATION FROM THE SUPERINTENDENT THAT THE BOARD CAN TAKE ACTION ON AT THE SECOND MEETING IN SEPTEMBER. AND WITH THAT, UM, DECISION WE WILL SUBMIT AND I TOBER TO THE STATE AND THAT WILL START OUR CONVERSATIONS WITH THE STATE AND WE HAVE WORK SESSIONS WITH STATE OFFICIALS ALL THROUGH THE PROCESS, AND THEY CONTINUE ON UNTIL THEY APPROVE THEIR BUDGET. UM, AND IN THE SPRING UM THEN WE ALSO HAVE TO SUBMIT THE BUDGET TO OUR LOCAL GOVERNMENT AND IN JANUARY AND THEN THAT PROCESS GOES, GOES ON AND AS SOON AS MAY AND JUNE HITS AND THEY APPROVED THEIR BUDGETS, WE GET THE MONEY IN JULY WERE BACK IN FRONT OF YOU TO HAVE CONVERSATIONS ABOUT. YOU KNOW THE NEXT CAPITAL BUDGET SUBMISSION, AND THAT'S JUST AN ONGOING PROCESS. SO WE HAVE A LOT OF BITES AT THE APPLE AND WILL BE BACK IN FRONT OF YOU AND OCTOBER NOVEMBER DECEMBER TALK ABOUT OUR CAPITAL BUDGET NEEDS, ANSWER ANY QUESTIONS THAT YOU HAVE AND MAKE AMENDMENTS AS THE STATE IN OUR COUNTY GOVERNMENT MAKE MAKE CERTAIN DECISIONS. UM, AND THE COUNTY GOVERNMENT WILL AFTER THE BOARD TAKES ACTION. WE HAVE TO GET AN ENDORSEMENT LETTER FROM THEM. THAT SHOWS THAT THEY ARE SUPPORTING THE PROJECTS THAT WERE SUBMITTED TO THE STATE LEVEL. SO WITH THAT, I'LL TURN IT OVER TO MISSY AND SHE'S GOING TO GO THROUGH. YOU KNOW SOME ADDITIONAL INFORMATION AND AGAIN, WE CAN ANSWER ANY QUESTIONS TODAY IS INFORMATION OR REPORT ONLY NO DECISION. EVENING. I TYPICALLY LIKE TO START OUR FIRST PRESENTATION OF THE YEAR WITH JUST A LITTLE BIT OF THE THINGS THAT ACTUALLY ARE IMPACTING OUR REQUEST COMING UP. UM WE'VE BEEN TALKING FOR A FEW YEARS NOW ABOUT THE STATE FACILITY ASSESSMENT. WE ARE GETTING THAT DATA IN UM, BASICALLY, THEY'RE GIVING US THE FACILITY CONDITION INDEX AND REALLY THE SIMPLEST WAY TO PUT IT IS THE PERCENT OF LIFE SPENT OF THAT BUILDING. SO IF YOU SEE A BUILDING THAT 65% THAT MEANS 65% OF ITS USEFUL LIFE IS SPENT. UM SO THAT'S THE EASIEST WAY. WHEN YOU'RE LOOKING AT THOSE PERCENTAGES, THEY CAN GET CONFUSING. UM I HAVE JUST THE ONE MAP UP HERE OF STATEWIDE. YOU CAN SEE, WE'RE KIND OF RIGHT THERE IN THE MIDDLE WITH ALL THE [01:45:02] OTHER L E A S, UM, BUT WHEN YOU DO BREAK DOWN INTO SCHOOLS, WE DO HAVE SOME THAT FALL INTO THAT HIGHER CATEGORY. AND THOSE ARE LISTED IN THE TABLE THERE. THAT'S OUR TOP 10 SCORES. UM AND IF YOU WERE TO TAKE THAT INFORMATION AND COMPARE IT TO OUR EDUCATIONAL FACILITIES, MASTER PLAN AND ALL OF OUR MAJOR PROJECTS THAT WE HAVE SCHEDULED OUT, YOU'LL SEE A LOT OF THEIR SCHOOLS. IF NOT ALL OF THOSE SCHOOLS HAVE SOME TYPE OF PROJECT LAND IN THE NEAR FUTURE . UM AGAIN, THEY ARE SPREAD OUT BASED ON FUNDING TRENDS AND THINGS LIKE THAT, UM SO WE HAVE THEM PRIORITIZED BASED ON OUR NEEDS. UM THIS IS JUST A FEW OTHER THINGS THAT ARE REALLY IMPACTING US. AS WE MOVE FORWARD . THIS YEAR, WE WERE ABLE TO REALLOCATE SOME OPERATING SAVINGS LAST YEAR TO ADDRESS SOME OF OUR CAPITAL ARE SMALLER CAPITAL NEEDS ON THE LOCAL SIDE. UM WE DID APPLY FOR A STATE HEALTHY SCHOOLS GRANT LAST YEAR, UM THEY CHANGED THE TIMELINE FOR THAT, SO THAT WE HAD TO REQUEST THE LOCAL PORTION. FIRST WE DID RECEIVE THE LOCAL SHARE. HOWEVER WE DID NOT RECEIVE THE STATE SHARE. UM SO THAT WILL BE GOING INTO OUR C I P REQUEST THIS YEAR, UM THEY ARE FOCUSING MORE ON ROOFING NEEDS IN THE STATE, CONSIDERING THAT MORE OF A HEALTHY SCHOOLS CONCERN SO WE ARE GOING TO CHANGE OUR METHOD AS WE MOVE FORWARD AND PUT OUR PROJECT FORWARD AS A HEALTHY SCHOOLS REQUEST THIS YEAR. UM WE ARE ALSO ELIGIBLE FOR $353,000 THROUGH THE STATE SAFETY GRANT PROGRAM AND FOR FACILITY IMPROVEMENTS AND WE ARE WORKING WITH THEIR SAFETY AND SECURITY DEPARTMENT TO GET THROUGH THIS UM AND THEN, OF COURSE, I KNOW. BLUEPRINT BLUEPRINT BLUEPRINT. WE KEEP SAYING IT. YOU KEEP HEARING IT, BUT THERE'S A LOT OF IMPACTS IN OUR SCHOOL FACILITY WISE WHEN WE'RE IMPLEMENTING BLUEPRINT, WE HEAR A LOT ABOUT CAPACITY ISSUES, BUT WE'RE ALSO TRYING TO PUT IN SOME MORE STUDENTS SUPPORTS MORE SMALL GROUP WORK POINT STUDENTS OUT, YOU NEED TO PLACE TO TAKE THEM. UM YOU ALSO HAVE TO HAVE MORE PRIVATE SPACES FOR, UM, DISCUSSIONS WITH STUDENTS OR WITH PARENTS SO THAT YOU CAN TAKE THEM AND HAVE THAT CONFIDENTIALITY AS YOU'RE MOVING THROUGH, WORKING WITH EACH STUDENT. SO WE ARE WORKING TO KIND OF BUILD THAT INTO OUR CAPITAL. UM AND WE LOOK AT SHORT TERM AND LONG TERM IMPACTS OF ALL OF THESE PROGRAMS. UM THE ONE MAJOR CHANGE THAT'S COMING UP IN FY 25 IS THE STATE LOCAL COSTS ER CHANGES. WE HAVE BEEN LUCKY SINCE FY 2015 OUR STATE LOCAL COST SHARE HAS REMAINED THE SAME OVER THE PAST FEW YEARS WHEN THEY WERE TO CALCULATE RECALCULATE. THE I C HAVE VOTED TO HOLD ANY ELIA THAT WAS PROJECTED TO LOSE PERCENTAGE AS HARMLESS, MEANING THEY WOULD WE WOULD KEEP THAT 63 37. HOWEVER ON JULY 13TH THE I A C DID APPROVE THESE NEW COST SHARE CHANGES. BECAUSE OURS WAS OVER 5% DECREASE THEY ARE IMPLEMENTING IT OVER TWO YEARS. THE FIRST YEAR THE PERCENTAGE WILL GO DOWN. WE WOKE THE LOCAL WILL GO UP BY 2% AND THE STATE WILL GO DOWN BY 2. SO IT WILL BE THAT, UH 61 39, AND THEN WE WILL GET TO THE FOLLOWING YEAR FY 26 , WHERE THE LOCAL WILL AGAIN GO UP BY 3% AND THE STATE WILL GET GO DOWN BY THAT 3. THE OTHER ITEM. THAT'S ALWAYS SOMETHING THAT I JUST WANT EVERYBODY TO UNDERSTAND IS THE COST OF CONSTRUCTION FOR SCHOOLS. UM THIS IS A STATE AVERAGE. THIS IS ON THE MELON. UM, I SEE WEBSITE. UM YOU CAN SEE IT'S CONTINUINGLY TO INCREASE YEAR AFTER YEAR. UM IT'S SOMETHING THAT WE ARE ALWAYS KEEPING AN EYE ON OVER 10 YEARS. IT WENT FROM $250, A SQUARE FOOT 2 $480, A SQUARE FOOT. THAT'S A SIGNIFICANT INCREASE OVER THAT TIME PERIOD, WHICH DOES IN IMPACT OUR BUDGETS. BUT IF YOU CAN IMAGINE , UM, FLAT FUNDING, BUT THAT INCREASE WE CAN ONLY DO SO MUCH WITH THE SAME AMOUNT OF FUNDING. SO UM, WE'RE GETTING LESS AND LESS DONE FOR THE SAME AMOUNT OF MONEY FROM I JUST WANT TO ADD ONE OTHER THING TO IT. HELLO HOW THE STATE DEVELOPS. THE COST PER SQUARE FOOT IS BY ASKING ALL THE L E. A S OF NEW SCHOOLS DO EITHER REPLACEMENT CYCLES OR NEW SCHOOLS? HEY, CAN YOU SEND US OUR DATA, EVEN THOUGH WE'VE ALSO MET AT IT, BUT WE ALL DO IT ANYWAY. SO THEY LOOK AT ANY NEW BILL ELEMENTARY, MIDDLE HIGH. THEY DON'T DIFFERENTIATE BETWEEN THE TYPES OF ABILITIES AND TYPES OF FACILITIES. SO JUST BE CAREFUL WITH THESE NUMBERS. THAT DOESN'T MEAN THAT ALL BUILDINGS COME IN AT EVEN THOUGH YOU KNOW, [01:50:03] THE LATEST GREATEST SQUARE FOOTAGE IS IT DEPENDS ON THE PROJECT SCOPE. IT DEPENDS WHERE IT IS. NO, WE GET GOOD COMPETITION AND OUR REGION, BUT THERE'S EASTERN SHORE COUNTIES AND OTHER PLACES GARRETT COUNTY THEY DON'T SO THERE ARE PLACES USUALLY REFLECT A LITTLE HIGHER COST PER SQUARE FOOT. HIGH SCHOOLS COST MORE THAN ALL MEN, TREE SCHOOLS, MIDDLE SCHOOLS CLOSED, YOU KNOW, SO I'M JUST I'M JUST BE CAREFUL THAT IT'S NOT AN EXACT THING. IT'S JUST THIS IS WHAT THE COST IS BASED ON A YEAR'S WORTH OF NEW PROJECTS AROUND THE STATEMENT. THANK YOU. YEAH. SO WITH THAT WE ARE MOVING INTO OUR FLIGHT 25 STATE C I P NEEDS WE DO HAVE THE SECOND YEAR OF FUNDING FOR THE HOMESTEAD WAKEFIELD ELEMENTARY SCHOOL PROJECT. UM LAST YEAR, WE DIFFERED THAT SECOND YEAR OF FUNDING BASED ON THE PROJECT BEING DEFERRED. THERE'S NO NEED TO GET THE MONEY IF YOU'RE NOT MOVING FORWARD WITH THE PROJECT. UM WE ARE HAPPY TO SAY WE ARE MOVING FORWARD WITH THE PROJECT AND WE ARE REQUESTING THAT SECOND HALF OF FUNDING THE HARVARD TECHNICAL HIGH SCHOOL LIMITED RENOVATION AGAIN, THIS WOULD BE A SECOND YEAR, THIRD YEAR FUNDING FOR THIS, UM, PROJECT. YEAH, THAT MESSED UP. UM SO AND WE ARE WE HAVE BEEN THAT PROJECT. WE ARE CURRENTLY UNDER CONTRACT FOR THAT PROJECT . THAT PROJECT DID COME IN A LITTLE HIGHER THAN ANTICIPATED. AND AT THAT TIME WE HAD CONVERSATIONS WITH OUR COUNTY GOVERNMENT ABOUT THE. LOWER AMOUNT THAT HOMESTEAD WAKEFIELD CAME IN AND BEING ABLE TO TAKE THAT AND APPLY THAT TO THE HARVARD TECHNICAL HIGH SCHOOL WOMEN IN RENOVATION PROJECT, AND THEY DID AGREE TO THAT. UM AND THEN WE HAVE THE ABERDEEN MIDDLE SCHOOL H V A. C SYSTEMIC. THIS IS THE SECOND YEAR FUNDING REQUESTS FOR THAT. THOSE THREE PROJECTS THAT I JUST SAID, BECAUSE WE HAVE RECEIVED STATE FUNDING IN THE PAST ARE LOCKED IN AT THAT 63 37% CALL SHARE PERCENTAGES. SO, UM THAT IS, THEY WILL NOT CHANGE THOSE MOVING FORWARD. WE'RE LOCKED IN AT THOSE AMOUNTS AND THOSE BUDGET AMOUNTS. UM THE NEXT IS THAT NORTH HARFORD HIGH SCHOOL ENERGY RECOVERY UNIT THAT IS THE PROJECT THAT WE PUT FORWARD FOR THE HEALTHY SCHOOLS AND DID NOT RECEIVE THE FUNDING. UM FROM THE STATE FOR THAT, SO WE ARE REQUESTING THAT FUNDING AS PART OF OUR STATE REQUESTS. UM IN PLANNING. WE ARE STILL MOVING FORWARD WITH THE HARTFORD ACADEMY PROJECT AND PLANNING. OUR COUNTY DID FIND THE PLANNING AND DESIGN FOR THAT PROJECT. SO WE DO NOT HAVE A SPECIFIC FUNDING REQUEST FOR THAT THIS YEAR, BUT WE ARE KEEPING IT ON EVERYBODY'S RADAR TO MAKE SURE EVERYONE KNOWS WE'RE STILL MOVING FORWARD. UM AND THEN WE HAVE THE SEA MOUNTAIN RIGHT HIGH SCHOOL LIMITED RENOVATION PROJECT. WE ARE STILL WORKING ON THE SCOPING FOR THIS PROJECT. WE HAVE BEEN HOLDING SCOPING MEETINGS TO DISCUSS THE PROJECT. IT IS ONE OF THE HIGHEST PROJECTS FOR OUR SYSTEMIC RENOVATIONS. I NEED IT, AND THE LIMITED RENOVATION WILL ALSO ALLOW US TO GO IN AND ADDRESS SOME OF THOSE EDUCATIONAL FACILITY DEFICIENCIES THAT ARE IN THE BUILDING, NOT JUST GOING IN AND CHANGING THE HBS AND THINGS LIKE THAT. AND THEN FINALLY, WE HAVE THE HEALTHY SCHOOLS REQUESTS. WE DO NEED TO REQUEST THE COUNTY SHARE OF THAT IN OUR C I P. THIS WILL FALL UNDER THE NEW, UM PERCENTS AS WE MOVE FORWARD, SO THE COST SHARE PERCENTAGES. UM AND THAT'S INCLUDED IN THAT FINAL BUDGET REQUEST. UM THIS HERE JUST KIND OF BREAKS IT DOWN AND GIVES IT TOTALS. THEY DIDN'T FIT ON THE OTHER SLIDES IN THE NEXT SLIDE OVER, UM AND THEN JUST GOING INTO NEXT STEPS. I THINK MR BROWN COVERED THEM PRETTY WELL. WE WILL BE COMING FORWARD WITH THE LOCAL NEEDS AND THERE'S PRIORITIES AND, UM, THAT MATRIX AS WE MOVE FORWARD INTO THAT NEXT STEP. AND THAT'S IT. OKAY THANK YOU. WE'LL OPEN IT UP FOR BOARD MEMBER QUESTIONS AND COMMENTS. SO HARTFORD ACADEMY. I KNOW A LITTLE BIT ABOUT IT. I DON'T KNOW IF THE PUBLIC KNOWS WHAT'S GOING ON. BUT I REALLY THINK IT WOULD BE NICE FOR YOU TO KIND OF OUTLINE THAT SO PEOPLE HAVE AN IDEA OF WHAT'S HAPPENING. SURE SO, UM, ORIGINALLY WE HAD THE SHUCKS WORD SITE THAT WAS SELECTED FOR THAT PROJECT. AT THAT TIME. THAT WAS REALLY THE ONLY PROPERTY THAT WE HARFORD COUNTY PUBLIC SCHOOL OWNED THAT COULD ACCOMMODATE THE SCHOOL OR BEST ACCOMMODATED THE SCHOOL DUE TO THE CENTRAL LOCATION BECAUSE THAT SCHOOL SERVES THE ENTIRE COUNTY. IT HAS TO BE CENTRALIZED FOR TRANSPORTATION. UM SO FINDING A CENTRAL LOCATION IN THE COUNTY. UM, IT'S VERY DIFFICULT. SO WHEN WE SUBMIT IT FOR LOCAL PLANNING REVIEW TO OUR STATE THEY ARE. THE DEPARTMENT [01:55:01] OF PLANNING CAME BACK AND ASKED US TO TAKE ANOTHER LOOK AND MEET WITH OUR COUNTY TO TRY TO FIND PROPERTY WITHIN THE DEVELOPMENT ENVELOPE BECAUSE THAT WAS SITTING OUTSIDE OF THE DEVELOPMENT OF JUST OUTSIDE OF, BUT IT IS OUTSIDE OF THE DEVELOPMENT ENVELOPE. UM WHICH WE WOULD MUCH RATHER HAVE PROPERTY IN THE DEVELOPMENT ENVELOPE. BECAUSE THAT PUTS YOU IN PUBLIC UTILITIES. WE HAVE BEEN WORKING WITH THE COUNTY EXECUTIVE. WE WENT THROUGH. AND EVALUATED SOME POTENTIAL PROPERTIES. THERE WERE A FEW NOT MANY THAT WERE ACTUALLY CENTRAL AND I BELIEVE THEY'RE WORKING THROUGH THAT PROCESS NOW, UM TO FINALIZE AND HOPEFULLY GET US A NEW SITE. UM, SO WE'LL BE AVERSE. ONCE WE GET THAT SITE WILL BE ABLE TO MOVE FORWARD WITH THAT DESIGN. THANK YOU SO MUCH, BECAUSE I KNOW A LOT OF PEOPLE ARE CONCERNED ABOUT THEIR PROJECT AND WAITING FOR IT TO MOVE FORWARD AS THEY WERE WITH THEM INSTEAD. WAKEFIELD SO REALLY APPRECIATE THE WORK THAT YOU'RE DOING ON THAT. AND I APPRECIATE ALL THE WORK. YOU GUYS DO BECAUSE YOU DO A LOT. THANK YOU. AND IF I COULD JUST SAID, UH, WE HAVE TO SAY SOMETHING NICE. OH WE HAVE REGIONAL FACILITY PLANNER MEETINGS WITH OUR FAMILY, THE STATE AND. MISSING WAS ASKED TO SIT ON THE COMMITTEE FOR THE SPECIAL ED EDUCATIONAL SPECIFICATIONS. BECAUSE OF THE WORK THAT WAS DONE ON PAR FOR GOOD TO KNOW. THANK YOU FOR SHARING THAT I REALLY DO. UH MISSY. CONGRATULATIONS. THANK YOU. YEAH. ANY OTHER QUESTIONS. COULD YOU WALK US THROUGH? SO YOU KNOW THERE'S DIFFERENT SIZE PROJECTS AND, UM, YOU KNOW THE LARGER PROJECTS. AH! THEY'RE FUNDED A CERTAIN WAY FROM THE COUNTY. RIGHT LIKE WE DON'T HAVE THE MONEY. JUST LIKE LIKE THE COUNTY JUST DOESN'T GIVE US THE MONEY TO PAY FOR THESE. UH HOW DOES THE COUNTY TAXPAYERS KNOW HOW HOW DID HOW DID THE HOW DOES THE COUNTY PAY FOR THESE PROJECTS? BEING FUN BONDS. IT'S ALL BOND COUNTY. ACTUALLY FOR THE LARGE SCALE PROJECTS, THEY GO TO THE BOND MARKET, AND THEY BORROWED THE CAPITAL FUNDS FOR PROJECTS ENTIRE AMOUNT. UM THE ENTIRE AMOUNT. THEY BORROWED THE ENTIRE AMOUNT, BUT THEN WHAT THEY DO TO PAY BACK THE LOAN. UM THANK YOU'S IMPACT FEES. AND, UM UM UM, RECORDING WE RECORDING FEES THAT THEY GET FROM DEVELOPERS TO PAY BACK THE LOAN THROUGH THE OPERATING BUDGET. SO THEY TAKE A LOOK AT THE, UM NOTE THROUGH THEIR OPERATING BUDGET OPERATING BUDGET, SO THEN THEY HAVE IMPACT FEES THAT THEY GET FROM DEVELOPERS AND OTHER FEES THAT THEY GET FROM TAXPAYERS. AND THEN THEY CREATE A, UM BUDGET TWO, YOU KNOW, PROCESS TO PAY BACK THE LOAN. HOW DID THEY OPERATING BUDGET? SURE SO THAT'S THAT'S FOR ALL BRAND NEW SCHOOLS OR FOOD. YOU KNOW, IT'S A BRAND NEW SCORE FOR REPLACING A SCHOOL. WHAT ABOUT LIKE LARGE PROJECTS LIKE SAY, LIKE $2 MILLION.07 MILLION DOLLARS AND WE DON'T REALLY GET INTO WHETHER SO THEY HAD WHAT THEY CALLED PAYGO FUNDS RIGHT THAT COME OUT OF THE OPERATING BUDGET FOR THOSE, UM, WHAT I CALL THE BELOW THE LINE. PROJECTS THAT WE'RE GOING TO COME BACK IN FRONT OF THE BOARD TO PRESENT UM, AND THEY COULD OPT TO USE OPERATING DOLLARS, BUT WE DON'T GET INTO WHETHER IT'S MONEY THAT THEY BORROWED OR MONEY THAT THEY USING UNDER THE OPERATING MATTER. THEY GIVE US THE MONEY. WHETHER IT'S ACTUALLY FROM THERE JUST WHAT THEY HAVE SITTING ON THE SIDE OR WHETHER IT'S THEY HAVE TO GO TO THE BOND MARKET TO PEOPLE THINK, BUT BUT FOR THE FOR THE MAJOR PROJECTS, SO PROJECT DEFINITELY HAS TO GO. AND IT'S LIKE FOUR BUSSES, FOR INSTANCE. YOU KNOW, THAT'S NOT SOMETHING THEY DON'T GO TO THE MARKET TO BORROW MONEY TO REPLACE 100 AND $25,000 BUS. IT HAS TO HAVE A 15 YEAR LIFESPAN. OKAY SIMILAR TO THE STATES ELIGIBILITY REQUIREMENT SO PARTICIPATE IN THE BAND MARKET NEEDS 7 15 YEAR LIFESPAN. UM, SO AS TO BE BUILDING OKAY, SO, UH, SO LET'S SAY WE BUILD $50 MILLION SCHOOL HARBOR COUNTY GOES OUT TO THE BOND MARKET. ACQUIRES THAT ENTIRE $50 MILLION.50 MILLION FROM THE BOND MARKET. AND THEN YOU KNOW, ON A YEARLY BASIS, THEY HAVE TO PAY BACK THAT BOND. UM AND THEN THE FUNDING FOR THAT COMES FROM THREE DEDICATED REVENUE STREAMS , WHICH CANNOT BE USED FOR ANYTHING ELSE, WHICH IS THE IMPACT FEES. TRANSFER TAXES AND RECREATION TAXES, SO IMPACT FEES ARE FROM SPECIFICALLY WHEN A NEW DEVELOPMENT HAS PUT IN PLACE LIKE A NEW HOUSE. THAT TYPE OF THING AND THEN RECREATION TAXES AND TRANSFER TAXES ARE WHEN REAL ESTATE CHANGES HANDS WHETHER IT'S RESIDENTIAL OR COMMERCIAL. SO THESE ARE THESE ARE TAXES THAT DON'T COME OUT OF THE GENERAL FUND OF THE COUNTY. THEY ARE REQUIRED. FROM I BELIEVE THE [02:00:02] STATE OF MARYLAND REQUIRES. FROM THAT MISTAKEN. I GUESS WE HAVE SOME NOTED LEGISLATION. WE HAVE SOME, MAYBE LEEWAY AS FAR AS MAYBE OUR RATES OR WHATEVER. BUT ALL OF THIS MONEY MUST PAY FOR SCHOOLS. THAT'S THAT'S THE ONLY THING THAT COULD BE USED FOR, UM AND DO YOU KNOW WHAT IT WAS FOR FISCAL YEAR? 22 LIKE HOW MUCH? OF THOSE DEDICATED REVENUE STREAMS ACTUALLY PAID TO SERVICE THOSE. SO, UM IN THE LAST COUPLE OF YEARS. THEY COLLECTED AROUND $30 MILLION ROUGHLY RIGHT IN THE , UM IMPACT THESE, YOU KNOW THE REGULATION TAXES ARE BAD. THEY ABOUT 30 MILLION, BUT, UM, SAY 2017, I DON'T HAVE TO REPORT RIGHT IN FRONT OF ME. I CAN PULL THAT OUT. IT WAS ONLY LIKE 20 MILLION, SO THE ONE UP A LITTLE BIT AND THEY'RE REAL ESTATE MARKET WAS SUPER HOT, RIGHT? SO IT WENT UP SOME AND THEN WE'LL SEE WHAT HAPPENS. AND UM, I SIT ON THE, UM, THE ADEQUATE PUBLIC FACILITY ADVISORY BOARD CHAIRED BY MR VINCENTI. UM AND YOU KNOW, THERE'S A REPORT THAT THEY GIVE ON THEIR FINANCES AND WHAT THEY COLLECTED AND THEIR IMPACT FEES AND WHAT THEY'RE PAYING BACK. BUT UM THEN GENERAL THE AMOUNT THAT THEY REPORT THAT THEY RECEIVE AND FEES DOES NOT PAY. THE DEBT SERVICE, SO IT'S LIKE A $10 MILLION GAP, BUT ROUGHLY TWO THIRDS OF WHAT THEY COLLECT AND THERE'S DEDICATED REVENUE STREAMS PAYS FOR THAT IT'S SERVICING THE DEBT, GO TO THE OPERATING BUDGET TO PAY THE BALANCE. 10 MILLION BUCKS RIGHT SO ROUGHLY COSTS ON A NORMAL YEAR COSTS. HARFORD COUNTY GOVERNMENT ABOUT $10 MILLION, MAYBE $12 MILLION. TO PAY THE DEBT FOR OUR NEW SCHOOLS. YEAH OUT OF. I THINK IT'S A LITTLE BIT FROM YEAR TO YEAR, BUT GENERALLY SPEAKING GUESTS, AND I THINK IT'S LIKE CLOSE TO $900 MILLION BUDGET, SO REALLY, FOR THE CAPITAL SIDE OF THINGS FOR NEW SCHOOLS YOU'RE LOOKING AT, UM WHAT IS THAT? I'M TRYING TO DO THE MATH. THAT'S LIKE ANYBODY THE MATH. WHAT'S 10 MILLION OF 900? THAT'S TOUGH. YEAH. THAT'S LIKE GOING TO SAY IT'S LIKE IT'S LIKE IT'S LIKE 1% 1% WANT IT ACTUALLY COSTS HARPER COUNTY GOVERNMENT. A LITTLE OVER 1% ON AN AVERAGE YEAR TO SERVICE DEBT. FOR THE SCHOOL SYSTEM. OUT OF THEIR BRAIN. IT'S PRETTY. IT'S PRETTY AMAZING. BUT WHAT'S INTERESTING FOR 2022 PHYSICAL YEAR WAS THAT ALMOST ALL OF THE SCHOOL DEBT WAS ACTUALLY PAID FOR WITH THOSE DEDICATED REVENUE STREAMS, BECAUSE YOU KNOW, THE REAL ESTATE MARKET WAS SO HOT, SO THAT YEAR. THE SCHOOL SYSTEM WAS BASICALLY FREE LIKE THAT THEY'RE SERVICING THE DEBT FOR THE SCHOOLS WAS BASICALLY FREE TO THE OPERATING BUDGET FOR THE COUNTY. SO I JUST I JUST FIND THAT KIND OF KIND OF INTERESTING. THAT'S ALL I HAVE. THANK YOU ANY OTHER COMMENTS OR QUESTIONS? QUESTION ON SLACK. SEVEN. I GUESS I'M TRYING TO FIGURE OUT WHAT WHAT IS USED TO DETERMINE THIS REDUCTION. IT IS A WEALTH FACTORY. SHE OH, I WOULD LOVE THE TIRE. I CAN GIVE YOU THE FULL CALCULATION. I CANNOT, UM I COULD PROVIDE YOU WITH SOME RESOURCES THAT, UM THROUGH THE STATE WHEN THEY WORK THROUGH THAT, BUT IT IS A WEALTH FACTOR. FORMULA THAT THEY USE MULTIPLE DIFFERENT PIECES OF INFORMATION TO CALCULATE EVERY OTHER YEAR NOW, AND IF I COULD, MR BRUCE, YOU KNOW, SO YOU HAVE 24 JURISDICTIONS. 24 L E. A S ONE PART OF MONEY. AND THEY TRY AND DIVVY THAT POT OUT. AND A VERY EQUITABLE WAY AND THE WEALTHIER COUNTERS GET LESS. AND ALL YOU KNOW. AND SO THEY WORK WITH KIND OF GOVERNMENT THAT DEVELOPED THAT WELL FORMULA AND YOU KNOW, AND THESE RATIOS I MEAN, I'M JUST GIVING THIS SIMPLE, SIMPLE ANSWER, IT SAYS. EVERY TWO YEARS, THEY HAVE BEEN PUBLISHED THIS CORRECT. SO WHAT WAS THE IMPACT OF THE COVID YEARS IN TERMS OF WHAT WE WHEN IT WAS UPDATED. HOW DID THAT FACTOR AND YOU KNOW, SO THEY WERE PROJECTING FOR US TO LOSE AGAIN? THOSE YEARS? UM BUT THAT'S WHEN THE I S VOTED TO HOLD US HARMLESS, SO THEY IT REMAINED THE SAME. UM THROUGH THAT TIME AND IT I THINK THE PAST TWO TIMES THAT THEY DID THE CALCULATION WE WERE PROJECTED TO LOSE, AND THEY VOTED TO HOLD US HARMLESS AND THE ONLY ONES THAT THEY ACTUALLY CHANGED WHERE THERE'S THAT WE'RE SUPPOSED TO. GAIN IN THAT PERCENTAGE. UM. THIS. I MEAN, WHEN YOU LOOK AT IT, REALLY, WE ARE PROJECTED TO GET THE SAME BASIC AMOUNT OF FUNDING FROM THE STATE. AS WE MOVE FORWARD, IT'S JUST PER PROJECT. THEY PARTICIPATE LESS, BUT TYPICALLY, THEY'RE THEY'RE ALLOCATING THE FUNDS BASED ON HOW MUCH THEY HAVE OVERALL [02:05:04] ENROLLMENT, THINGS LIKE THAT. UM, SO WHEN WE LOOK AT OUR NUMBERS MOVING FORWARD. OVERALL IT'S NOT GONNA DECREASE IT WILL DECREASE THE AMOUNT PER PROJECT AND I KNOW THAT SAME BUT DIFFERENT, BUT, UM, IT'S EASY TO THINK OF IT THAT WAY. HARFORD COUNTY PUBLIC SCHOOLS THIS STONE TITLE TO THEIR SHARE OF THE FUNDING. UM, BUT WHAT THAT LOOKS LIKE JUST SO 280 MILLION IS WHAT THEY'VE ALREADY ALWAYS KIND OF, YOU KNOW, DIVVIED OUT. THEN WITH THE BILL TO LEARN ACT, THEY FOUND SOME ADDITIONAL MONEY THAT THEY CAN ADD TO SO BUT THAT MONEY ONCE THAT GOES AWAY, IT GOES BACK TO THE $280 MILLION THAT EVERYBODY HAS TO SHARE. SO UM, THE FORMULA YOU CAN LOOK AT THAT, BUT WE PRETTY MUCH GET, YOU KNOW ARE 12 TO $15 MILLION A YEAR. FOR US TO DETERMINE HOW WE'RE GOING TO USE IT. YOU KNOW , WE DON'T GET FROM THE STATE $30 MILLION. THAT'S NEVER BEEN SOMETHING AT HARFORD COUNTY EVER RECEIVED. SO UM, WE LOOK AT OUR NEEDS AND THEN WE SEE HOW BEST TO APPLY. UM YOU KNOW THAT AMOUNT OF MONEY THAT WE EXPECT TO GET EVERY NOW AND AGAIN. THEY GIVE US A COUPLE OF EXTRA MILLION DOLLARS. BECAUSE THEY HAVE SOME SURPLUS WHEREVER THEY'RE COMING FROM. SO WE ALWAYS ASK FOR MORE THAN WE KNOW WE'RE GOING TO GET AND THEN WE KIND OF LOBBY WITH THEM AND SEE IF WE CAN GET A COUPLE OF EXTRA. YOU KNOW, SYSTEMIC PROJECTS. THEN AFTER THAT, EVERYTHING FALLS ON THE LOCAL GOVERNMENT. AT THE LOCAL GOVERNMENT AWARE YOU'VE MADE HIM AWARE OF THE IMPACT ON THIS FOR THESE OUT YEARS, OKAY? YES. ANY OTHER QUESTIONS. JUST A FEW FINAL COMMENTS. SO FIRST OF ALL, THANK YOU. THIS WAS A VERY IMPORTANT I JUST WANT TO MAKE SURE I HAVE THIS FORMULA, RIGHT? SO UM, I'M IMPLYING HERE THAT WE'RE HARPER COUNTY WAS DEEMED TO BE A SLIGHTLY WEALTHIER COUNTY THAN THE REST OF THE COUNTIES, WHICH IS WHY WE HAD THE DECREASE. OKAY? WE INCREASE OVERALL. NOT THAT IT'S NOT LIKE FORMER CITIES. COST SHARE MIGHT BE 97. STATE 3% LOCAL MONTGOMERY MIGHT BE JUST THE OPPOSITE. I'M JUST KIDDING. THOUGHT IS, THOUGH, THAT THAT FALLS ON THE BURDEN THEN OF THE COUNTY, RIGHT AND THAT WEB PAGE THERE AND I KNOW ISOLATE ALL MY STUFF ON MY SLIDE WAS ON THERE. THAT WAS MY OTHER QUESTION. I WENT TO THE PAGE. WHAT? JUST WHAT'S THE F C? I CALCULATION WHAT IS THE USEFUL LIFE OF THE SCHOOL? A LOT OF TIMES YOU HEAR? AND A LOT OF CLUBS. THEY MAKE US TO 40 YEAR LIFE CYCLE, SO THAT KIND OF GET DROPPED. SO THE F C I FOR A LOOK AT DIFFERENT SYSTEMS AS WELL. SO THEY MAY SAY, YOU KNOW, AN HB A SYSTEM H V. A C SYSTEM HAS A LIFE OF 20 YEARS, SO THEY'RE GOING TO WRITE THAT BASED OFF OF THAT EVERYTHING SYSTEM, YOU KNOW, 20 YEARS 25 YEARS, MAYBE DEPENDING ON THE TYPE OF ROOFING SYSTEM THAT IT IS, SO THEY WERE FAVORITE EACH AND EVERY YOU KNOW, TYPE OF ITEM THAT WE HAVE . AND THEN, UM, WHEN WE GET THAT INFORMATION, WE ALSO MEET WITH OUR FACILITIES DEPARTMENT BECAUSE H DOESN'T ALWAYS TELL YOU WHAT IS THE WORST COMPONENT IN OUR SCHOOLS, AND THEY ARE THE ONES ON THE GROUND, MAINTAINING THEM. SO THEY KNOW WHAT IS FAMILY MORE OFTEN, AND THAT'S HOW SOMETIMES YES. YOU MAY HAVE AN ORDER HBS SYSTEM, BUT THIS ONE IS FAILING MORE OFTEN, SO WE'RE GOING TO MOVE FORWARD WITH THIS ONE. SO WHEN YOU THINK ABOUT JUST IN THE PLANNING WORLD MECHANICAL ENGINEERS, ELECTRICAL ENGINEERS, ARCHITECTS, AND YOU KNOW THEY SO EVERY BUILDING SYSTEM YOU HAVE A TEAM OF CONSULTANTS LOOKING AT YOUR WALLS, CEILINGS, YOUR FLOORS AND BASED ON THE MATERIAL THAT DETERMINING THE LIFE EXPECTANCY OF THE ITEM, HOW LONG YOU'VE HAD IT AND HOW MUCH IT'S GONNA COST FOR YOU TO REPLACE IT. AND THERE'S A FACILITIES CONDITIONS INDEX THAT THEY ESTABLISHED BY SYSTEM. THEN IT KIND OF PUT IT ALL TOGETHER AND SAY, OKAY, THIS BUILDING HAS A FACILITY CONDITION INDEX OF AND YOU KNOW, THE HIGHER THE NUMBER THE WORST. THE BUILDING IS SUPPOSED TO BE. WELL, IT DEPENDS ON HOW THEY PUT THEIR NUMBERS TOGETHER. BUT, YEAH, CAN. I JUST WANTED TO SAY THANK YOU GUYS FOR ALL OF YOUR HARD WORK? I CAN'T EVEN IMAGINE HOW MUCH DEDICATION IT TAKES TO COME UP WITH ALL OF THIS, AND CONGRATULATIONS, MISSY. THANK YOU. THANK YOU, SO I'M SURE WE'LL HAVE MORE QUESTIONS AS AS THIS PROGRESSES, ESPECIALLY RELATED TO BUDGET IN SCHOOL CAPACITY, SOME QUESTIONS. I'VE ALREADY ASKED YOU, WHICH WE CAN DISCUSS THAT SOME OTHER TIME, BUT I LOOK FORWARD TO SEEING YOU GUYS AT THE NEXT TO BOARD MEETINGS. SO THANK YOU. THE MEETINGS ACT EVERY WEEK. YOU'LL BE HERE. YES, THANK YOU. THANK YOU. HAVE A GREAT NAME. OKAY NEXT UP IS MISS KIMBERLY NEAL. I [F. Presentation on Proposed New Board Policy 14-0022-000 Nursing Mothers, Kimberly H. Neal, Esq., General Counsel, Dr. Mae Alfree, Director of Staff & Labor Relations, and Ms. Elizabeth Miller, Supervisor of Benefits] [02:10:08] M F PRESENTATION ON PROPOSED NEW BOARD POLICY 14-00. TO NURSING MOTHERS. WELCOME AND I ALSO HAVE WITH ME ELIZABETH MILLER, WHO IS SURPRISED HER BENEFITS. HELLO? UM SO THIS IS A NEW POLICY TO PRESENT TO YOU ALL? UM AND THEN WE'LL GO OUT FOR 30 DAYS OF PUBLIC COMMENT, ALTHOUGH WE ARE NOT REQUIRED TO HAVE A POLICY ON THIS PARTICULAR TOPIC, THERE IS A LAW. UM SEVERAL OF THE LAWS THAT ARE AT PLAY, UM, AND THE PUMP FOR NURSING MOTHERS ACT WHICH MANY OF YOU HAVE HEARD ABOUT THAT WAS SIGNED BACK ON DECEMBER 29TH 2022 AND THEN BECAME ENFORCEABLE ON APRIL 28. THAT'S REALLY WHAT WAS IT PLAY AND WHAT THIS PARTICULAR POLICY KIND OF UM, FOLLOWS AND YOU ALL MIGHT ALSO REMEMBER, UM, THERE'S ACTUALLY A NOTE IN THIS POLICY THAT RECENTLY THE BOARD ENACTED THE PREGNANT AND PARENTING STUDENTS POLICY, WHICH ADDRESS NURSING MOTHERS THAT ARE ACTUALLY STUDENTS. SO WHEN THAT , UM THAT WAS ILLEGAL REQUIREMENT AND ALSO BY THE STATE, SO WHEN THAT PARTICULAR POLICY WAS ADOPTED, WE DID HAVE LOTS OF EMPLOYEES SORT OF SAYING, WHAT ABOUT US? YOU KNOW? UM AND SO WE KNEW THAT WE HAD HAD DISCUSSIONS INTERNALLY THAT THIS WAS IN THE YOU KNOW THIS WAS GOING TO BE HAPPENING AND WE NEED TO SEE WHAT WE COULD DO TO MAKE SURE THAT OUR NURSING EMPLOYEES ARE ALSO COVERED. SO THAT'S WHY WE'RE RECOMMENDING THIS POLICY, EVEN THOUGH AS I SAID, IT'S NOT TECHNICALLY REQUIRED TO HAVE A POLICY AND IT JUST TRACKS THE LAW. SO UM AND IT'S OUR IN OUR STANDARD FORMAT. BUT WE EXPLAINED THAT THE PURPOSE WOULD BE TO REFLECT THIS BOARD'S COMMITMENT TO SUPPORTING EMPLOYEES WHO ARE NURSING MOTHERS. AND THEN WE CAME UP WITH JUST TWO DEFINITIONS. WE WANT TO MAKE SURE WE WERE CLEAR ABOUT WHO QUALIFIES AS AN EMPLOYEE. AND THEN ALSO WHAT IS A LACTATION BREAK. UM AND THEN THE STATEMENT OF POLICIES JUST REALLY DOES TRACK THE LAW. SO IT JUST EXPLAINS THAT WE WOULD HAVE IN ALL OF OUR FACILITIES DESIGNATED SPACE FOR LACTATION BREAKS SHIELDED FROM YOU AND FREE FROM INTRUSION. UM THEY CAN'T BE A BATHROOM EVEN IF THE BATHROOM IS PRIVATE. UM AND IT NEEDS TO BE A FUNCTIONAL SPACE. SO UM, WE DID ALSO ACCOUNT FOR THE FACT THAT SUPERVISORS MIGHT NEED TO HAVE A MASTER SCHEDULE TO COORDINATE USE BECAUSE YOU MAY HAVE MORE EMPLOYEES IN A PARTICULAR FACILITY. THEN FOR EXAMPLE, WITH THE STUDENT POLICY , AND SO, UH, MISS MILLER'S HERE IN CASE THERE'S QUESTIONS SHE'S WORKING ON THE ACTUAL PROCEDURE AND MAKING SURE THAT THIS IS ROLLED OUT APPROPRIATELY ALONG WITH DOCTOR MAY ALFRE WHO I THINK IS, UM, IS VIRTUAL TONIGHT AS WELL IN CASE THERE'S QUESTIONS THAT I'M NOT ABLE TO ANSWER FROM A LEGAL PERSPECTIVE BUT MORE IN PRACTICE. THANK YOU. ANY BOARD MEMBER COMMENTS OR QUESTIONS. IN THE HOT SEAT, BUT IT'S NOT TOO HOT SO GREAT. SO JUST JUST FOR CLARITY, SO THIS IS GOING TO PUBLIC COMMENT NEXT FOR 30 DAYS, AND SO THIS WILL BE THIS MATTER WILL BE IN FRONT OF THE BOARD ON. I GUESS IT'S WHAT THE 18TH BECAUSE WE HAVE TO BACK TO BACK RIGHT? SEPTEMBER 18TH BROTHER AND SO, UM TOMORROW MORNING. IT SHOULD BE POSTED FOR PUBLIC COMMENT. OKAY GREAT. THANK YOU VERY MUCH. APPRECIATE IT. IF YOU HADN'T STAYED FOR THE WHOLE MEETING, THERE WOULD HAVE BEEN LIKE 25 20. EXACTLY [G. Superintendent's Report] KIMBERLY HAS TO STAY. BUT WE SAW YOU. ALL RIGHT. THANK YOU. OKAY MOVING ON ITEM. G SUPERINTENDENT REPORT. DR PAULSON, POSSUM. THANK YOU. I DO A FEW THINGS TONIGHT. GOING ON, SO JUST GIVE ME A MINUTE. UH UM, I'LL USE UP THE TIME YOU GUYS DIDN'T SPEND ASKING QUESTIONS TO KIMBERLY AND LIZ. SO I WANT TO SAY TO ALREADY SET UP THE MEDINA ON THE BREAK, BUT I'M NOT GONNA BE ABLE TO ATTEND THE, UM THE SUMMER. THE CELEBRATION OF SUMMER EVENT AT RIPKEN STADIUM THIS THURSDAY, BUT I DO RECALL MY FIRST OUTING MAYOR BACK IN 2000. 18 I BELIEVE. UM. I WAS ASKED TO THROW OUT THE FIRST PITCH, AND IT WAS ABYSMAL. I LITERALLY HIT THE DIRT ABOUT 15 FT IN FRONT OF ME, AND IT ROLLED PAST THE CATCHER. YOU CAN'T DO WORSE THAN THAT. NO MATTER WHAT YOU CAN'T, BUT I WOULD ENCOURAGE YOU TO PRACTICE BECAUSE LAST YEAR I PRACTICED AND DID A LITTLE BIT BETTER. UH BUT DON'T WORRY ABOUT BEING EMBARRASSED BECAUSE THE MEMORIES OF MY EXPERIENCE WILL STILL SUPERSEDES SO WITH THAT SAID IT IS A FUN EVENT. I'M SORRY. I CAN'T BE, TOO. THIS YEAR. I WILL BE AT A CONFERENCE. UM BUT I WOULD ENCOURAGE EVERYONE ELSE TO GO. IT'S REALLY IT'S A GREAT WAY TO KIND OF KICK OFF THE SCHOOL YEAR CELEBRATE THE END OF SUMMER, WHICH WOULD ALWAYS LIKE TO CELEBRATE, BUT IT'S A NICE WAY TO GET TOGETHER. IT'S A LOT OF FUN. UM I ALSO NEED TO THANK EVERYBODY. ANYONE WHO'S BEEN FOLLOWING OUR SOCIAL MEDIA. WE'VE OBVIOUSLY HAD A LOT GOING ON. I THINK YOU HEARD ABOUT SOME OF THE THINGS THAT WERE HAPPENING THIS SUMMER. UH [02:15:02] NICE TO CHECK IN AND SEE SOME OF THE COOL THINGS HAPPENING WITH STUDENTS. AND JUST I THINK DR POYNTON SAID IT, YOU KNOW, THINKING THOSE PEOPLE WHO WORK THROUGH THIS SUMMER TO SUPPORT KIDS, UM SO THAT WAS REALLY NICE. BUT AGAIN, CHECK OUT THE SOCIAL MEDIA. THERE'S SOME REALLY COOL THINGS THAT HAPPENED. I WON'T LIST THEM ALL, BUT I HAD A CHANCE TO GET TO A FEW. UM YOU ALSO SHOULD HAVE GOTTEN YOUR FIRST PHONE CALL. EMAIL TEXT. I KNOW WE SEND LOTS OF MESSAGES, BUT THE ONE THAT'S COMING OUT RIGHT NOW ABOUT, UM, PLEASE MAKE SURE YOUR CONTACT INFORMATION IS UP TO DATE. THERE'S A LOT OF REASONS FOR THAT. UM WE WANT TO MAKE SURE THAT OUR STUDENTS ARE READY TO GO REGISTERED. THEY HAVE EVERYTHING THEY NEED TO START ON THE FIRST DAY. WE ALSO WANT TO MAKE SURE WE HAVE THE APPROPRIATE CONTACT INFORMATION SHOULD THERE YOU KNOW, GOD FORBID, BE ANY TYPE OF EMERGENCY OR, YOU KNOW, THINK THAT WE REALLY NEED TO CONTACT PEOPLE FOR AND I'M MORE CRITICAL SITUATION. UM ANOTHER THING AND YOU'LL SEE THIS ON OUR WEBSITE. IT'S ONE OF THE BIG SCROLLING THINGS ON THE TOP. THIS IS THE FIRST YEAR IN A WHILE THAT FREE AND REDUCED MEALS APPLICATIONS ARE REQUIRED AGAIN. AND THAT'S SIGNIFICANT BECAUSE PEOPLE HAVE GOTTEN OUT OF THE HABIT OF TURNING THEM IN THERE. MAYBE THEY FELT THEY DIDN'T NEED THEM. AND SO, BASICALLY THE STATE CALCULATED, YOU KNOW THAT. BASICALLY IT'S SORT OF BEEN AVERAGING APPROACH AND THEY CALCULATED WHAT WE WOULD HAVE. AND IN FACT, UM, YOU KNOW, SIGNIFICANT FUNDING COMES WITH THOSE APPLICATIONS. UM BUT ALSO MAKE SURE THAT FAMILIES DON'T HAVE TO PAY FOR THE MEALS THAT KIDS HAVE BEEN ESSENTIALLY GETTING FOR FREE FOR A NUMBER OF YEARS, AND SO WITH THE RETURN TO THOSE FORMS, IT'S SO IMPORTANT THAT EVERYBODY IS TURNING THOSE IN BENEFITS EVERYBODY FOR THAT TO OCCUR SPECIFICALLY THE FAMILIES WHO ARE AVOIDING THE COST OF PAYING FOR SCHOOL MEALS, SO UM, AGAIN THERE. PEOPLE ARE OUT OF PRACTICE. SCHOOL SYSTEMS ACROSS THE STATE IN THE COUNTRY ARE REALLY CONCERNED ABOUT THIS BECAUSE IT IS. IT ALSO INFLUENCES GREATLY. HOW ARE FUNDING IS CALCULATED IN THE STATE LEVEL. THE STATE SUPERINTENDENT IS WORKING ON A MODEL TOO. CHANGE SO THAT WE DON'T ATTACHED STATE FUNDING TO FREE AND REDUCED MEALS. I THINK IT'S A FANTASTIC PLAN THAT HE HAS PROPOSED. IT DIDN'T MAKE IT THROUGH LAST YEAR, BUT I THINK IT'S SOMETHING WE NEED TO MOVE TO HER. BUT FOR NOW, WE NEED THOSE FORMS. SO ENCOURAGE EVERYBODY TO PLEASE TURN THOSE IN UM, OKAY. IT'S AUGUST 14TH. SCHOOL STARTS IN TWO WEEKS FROM TODAY. AS OF TODAY, WE HAVE 13 TEACHING VACANCIES, ACCORDING TO, UH MR RICHARDSON AND WE HAVE MANY VACANCIES IN THE SUPPORTING AREAS. SO IT'S FAIR EDUCATORS AND STRUCTURAL HELPERS. I ASSUME WE HAVE SOME BUS DRIVER VACANCIES. THOSE AREAS WE'VE HAD WE ALWAYS HAVE CUSTODIAL VACANCIES. IF YOU KNOW ANYONE LOOKING FOR A JOB, WE WANT TO HIRE ALL OF OUR COUNTY TO FILL THESE POSITIONS. UM, YOU KNOW, ARGUMENT IS PEOPLE COME TO WORK FOR US IN THOSE ROLES. YOU KNOW, WE'RE TRYING TO, YOU KNOW, FIND WAYS TO HELP THEM CONTINUE TO MOVE FORWARD IN THEIR EDUCATION AND GET HIGHER POSITIONS HERE. UM NOW 13 VACANCIES. THAT'S A LITTLE SCARY. USUALLY WE'RE A LITTLE CLOSER TO ZERO BY THIS POINT IN THE YEAR, BUT AT THE SAME TIME YOU'VE HEARD THE NEWS SOMEWHERE NEARBY DISTRICTS. I MEAN, THE TWO BIGGEST ONES TO OUR EASTERN SOUTH OF THEM ARE STILL OVER 200 VACANCIES. UM I KNOW OUR NEIGHBORS IN SICILY. LET'S TALK ABOUT SUPER TENANT LAST YEAR HERE IN GOOD SHAPE LIKE US. THEY'RE PRETTY CLOSE TO BEING FINISHED. BUT THIS IS SCARY. THE IMPACT OF THIS TEACHER SHORTAGE JUST CONTINUES TO BECOME MORE CHALLENGING. IT CAUSES THE HR TEAM TOO. TURN UP THE TEMPERATURE EVERY YEAR IN TERMS OF WE RECRUIT YEAR ROUND AND I THINK MR RICHARDSON LIKES TO SAY THIS AND WE TRY TO REPEAT EVERYONE HERE IS A RECRUITER FOR HARFORD COUNTY PUBLIC SCHOOLS. SO WE ASKED YOU ALL AS YOU'RE RUNNING IN ACROSS FOLKS THAT WE COULD FIND. UM YOU KNOW, YOU FIND GOOD PEOPLE, WE CAN FIND THEM GOOD JOBS. UM OTHERS HAVE MENTIONED NORTH HARFORD HIGH SCHOOL AND ENVIROTHON TEAM AGAIN . CONGRATULATIONS TO THEM WITH YOU GUYS COVERED THE DETAILS, SO I'LL KEEP MOVING. TODAY THERE WAS A STUFFED THE BUS ACTIVITY FOR OUR HARPER COUNTY EDUCATION FOUNDATION. YOU KNOW, TRANSPORTATION TEAM DONATED BUS . YOU KNOW, FOR THE DAY FOR THIS, AND THE FALLSTON WALMART WAS THE SITE AND THE WALMART WHEN I ARRIVED TO SEE WHAT WAS GOING ON, THE WALMART STAFF WAS OUTLETS AND POSING WITH THE BUS, SO I THINK THEY WERE HAVING FUN. UM W B L ALWAYS DOING INTERVIEWS AND THEY WERE BROADCASTING FROM THERE. UM, I JUST WANT TO THANK THE EDUCATION FOUNDATION FOR BEING ON IT AND SUPPORT OF OUR STUDENTS. WE STILL HAVE A LOT OF STUDENTS IN THIS DISTRICT WHO BENEFIT FROM THE SUPPORT OF THE FOUNDATION. AND ON THAT NOTE. THEY ALSO HAVE UPCOMING UM THEY'RE EXPECT ACCEPTING NOMINATIONS FOR THE EXCELLENCE IN EDUCATION AWARD, SO THAT'S SOMETHING THEY USED TO CELEBRATE INDIVIDUALS AND BUSINESSES FOR POSITIVE IMPACT OF SUPPORT OF THE STUDENTS OF THE SCHOOL SYSTEM. UM THEY HAVE A BREAKFAST COMING UP EARLY IN THE FALL, WHERE WE ACKNOWLEDGE ALL OF THESE OR WHERE THEY PRESENT ALL THESE AWARDS, BUT THEY ARE LOOKING FOR THOSE NOMINATIONS SO YOU CAN GO ON THE HARPER COUNTY ED FOUNDATION WEBSITE FIGURE OUT HOW TO DO NOMINATIONS AND THAT SORT OF THING AND ALSO THINK [02:20:04] ABOUT, YOU KNOW, JOINING US FOR THE FOR THE EXCELLENCE IN EDUCATION BREAKFAST, WHICH IS PRETTY COOL EVENT. THEY HAVE A THEY DO A NICE JOB OF NOT ONLY YOU KNOW, CELEBRATING THE PARTNERS, BUT THEN WE HAVE AN ELEMENT WHERE WE'VE HAD STUDENTS . LAST YEAR, I HAD A CHANCE TO TALK TO STUDENTS FROM EVERY MAGNET PROGRAM IN THE DISTRICT TO KIND OF TELL US ABOUT THEIR PROGRAMS AND WHAT THEY DO, AND IT REALLY WAS SET UP NICELY. THEY DID A GREAT JOB. UM OTHERS HAVE MENTIONED SO I WON'T GO INTO DETAIL ON THIS EITHER. THE A I B. THE ACCOUNTABILITY IMPLEMENTATION BOARD FOR THE STATE DID APPROVE OUR PLAN. SO WE SUBMITTED A PLAN IN MARCH FOR THE BLUEPRINT. MM STE GAVE US PRELIMINARY PROJECT APPROVAL AND THEN WE HAD TO SEND IT ACROSS THE ARAB FOR THEM TOO. GIVE ADDITIONAL APPROVAL. THAT'S DONE . WE HAVE A PLAN IN PLACE. IT IS A HEAVY LIFT. I THINK, PROBABLY MOST EVERY ONE OF THOSE BOARDS AND SOMEHOW ASSOCIATED WITH ONE OF THE BLUEPRINT COMMITTEES. UM WE HAVE A LOT MORE TO DO. IN FACT, PART OF YOU KNOW MY INTENT AND GO AWAY THIS WEEK, THE OPPORTUNITY TO DO A LITTLE ADVOCACY WITH STATE COUNTY. EDUCATION LEADERS GOING TO BE TALKING A LITTLE BIT ABOUT WHAT'S HAPPENING IN THE BLUEPRINT AND HOW THAT AFFECTS THE STATE. UM SO I WANTED TO MENTION THAT AH! TWO LAST QUICK THINGS, UM THERE IS A WELCOME MESSAGE BOTH FROM DR POINT AND MISHAAN. IF YOU HAVEN'T HAD A CHANCE TO SEE IT, I HAVE A WELCOME MESSAGE UP THERE I THINK THERE'S SOME SIMILARITIES BETWEEN OURS AND WE DID. WE WROTE THEM SEPARATELY. UM, WE DIDN'T COMPARE NOTES. UM, STUDENT ACHIEVEMENT. ABSOLUTE PRIORITY. AND SO SOME OF THE THINGS WE WANTED TO DO THE FOCUS ON STUDENT ACHIEVEMENT. PROBABLY THE BIGGEST STRATEGY FOR THAT IS TRANSPARENCY. WE TALKED A LOT ABOUT TRANSPARENCY. UM THROUGH THE SUMMER, WE HAD A TEAM WORKING ON A DASHBOARD TO MAKE MUCH MORE OF OUR STUDENT ACHIEVEMENT DATA AVAILABLE FULL TIME ON OUR WEBSITE. SO WE HAVE A NUMBER OF THINGS THAT I HOPE TO HAVE POSTED. RIGHT AROUND THE OPENING OF SCHOOL, BUT WE'RE PUTTING THE FINISHING TOUCHES ON THAT. AND THEN, OF COURSE, THERE'S MORE STATE DATA COMING OUT LATER THIS MONTH FROM THE STATE BOARD. SO WE'LL WAIT TO SEE WHAT HAPPENS THERE. BUT IN TRANSPARENCY WE'VE ALSO TALKED ABOUT ADDITION TO THE STUDENT DATA. OUR PROCEDURES. WE HAVE MANY PROCEDURES. AND I KNOW MR ALVAREZ TALK A LITTLE BIT ABOUT SOME OF OUR PROCEDURES WE HAVE, BUT WE DON'T MAKE THEM REALLY PUBLIC. TWO PEOPLE WORKING ON A VAST EVERY OFFICE TO KIND OF FOCUS ON WHICH PROCEDURES WE REALLY NEED TO MAKE MORE PUBLIC AND THEN FINALLY, THE CURRICULUM TEAM CULTURES. SHE WAS HERE EARLIER. NO LONGER HERE, BUT THE CURRICULUM OFFICE IS COMMITTED TO HAVING ESSENTIALLY CURRICULUM FRAMEWORKS FOR EVERY AT LEAST FOR ALL OF OUR MAJOR COURSES AT FIRST. AVAILABLE ON THE WEB. SHE HOPES TO HAVE THOSE DONE BY ABOUT THANKSGIVING. SO THAT'S A HUGE PROJECT FOR THEIR TEAM. BUT AGAIN, IT'S ALL IN THE IN THE NAME OF TRANSPARENCY. UM AND THEN I DO WANT TO THANK SO MANY PEOPLE FOR THE WORK THAT HAPPENED THIS SUMMER TARIFFS FOR NEXT YEAR AND I'LL JUST RUN THROUGH A LIST QUICKLY OR TECHNOLOGY TEAM. ALL OF THESE FOLKS ARE WORKING REALLY HARD. HR I'VE MENTIONED FOOD. NUTRITION SERVED KIDS OVER THE SUMMER, BUT NOW THEY'RE RAMPING UP TO ADDRESS THE YOU KNOW ALL THE 38,000 STUDENTS COMING OUR WAY MAINTENANCE. THEY'VE BEEN WORKING LIKE CRAZY ALL SUMMER. WE HAD A SHORTER SUMMER. AND THEN WE HAD A STORM LAST WEEK, WHICH PUT A COUPLE OF DAYS WORTH OF WORK IN THEIR PATH THAT THEY WEREN'T PLANNING ON. AND SO THEY DEALT WITHOUT THE CONSTRUCTION TEAM GETTING THE WAKEFIELD UP AND RUNNING. IN PARTICULAR. WE HAVE ALL THESE OTHER PROJECTS GOING ON, TOO, BUT HAVING A CHANCE TO AS AS I THINK DR MUELLER REFERENCE WILL JUST LEVEL THAT BUILDING. UM SO IT'S GREAT TO SEE THAT GOING. OF COURSE, THE BUDGET TEAM EVERYONE KNOWS WHAT THAT GROUP HAS GONE THROUGH TRANSPORTATION. AND THEN I YOU KNOW, ALL OF OUR SCHOOL BASED PEOPLE THE PRINCIPLES IN PARTICULAR WHO WORKED THROUGH THIS SUMMER TO MAKE SURE THE SCHOOLS ARE READY. SO I'M EXCITED FOR THE OPENING OF A NEW YEAR. THERE'S A LOT OF GREAT ENERGY GOING INTO THIS ONE THING. I HAVE REMINDED PEOPLE THAT TALKED ABOUT THE OPENING YEAR IS IT ALSO BRINGS A LOT OF ANXIETY. WHETHER YOU'RE A NEW STUDENT OR PARENT JUST COMING IN OR APPARENT MOVING TO PARENT OR STUDENT MOVING TO A NEW GRADE LEVEL BRAND NEW STAFF MEMBER OR A STAFF MEMBER GOING INTO A NEW BUILDING. THERE'S A LOT OF REASONS TO BE ANXIOUS, BUT THERE'S ALSO A LOT OF REASONS TO BE REALLY EXCITED. I HAVE ASKED OUR COMMUNITY AND OUR STAFF. UM LET'S PLEASE KEEP WORKING AND TAKING CARE OF EACH OTHER. IT'S ANXIETY ACROSS SOCIETY IS UP A BIT. AND THE DEGREE TO WHICH WE'RE ABLE TO WORK TOGETHER TO TAKE CARE OF EACH OTHER, UM I THINK THERE'S GREAT WORK GOING ON HERE, SO I'M EXCITED FOR THE YEAR AND WITH THAT, I'LL CLOSE TONIGHT'S SOMEWHAT LIKE THE REPORT. BUT ALL GOOD STUFF. THANK YOU, DR TOLSON. I JUST WANT TO THANK EVERYONE BOARD [Future Meetings Review] PUBLIC STAFF FOR YOUR PARTICIPATION TONIGHT. NEXT TIME WE MEET WE WILL BE IN SCHOOL. WHICH WILL BE NEXT BOARD MEETING WILL BE ON MONDAY, SEPTEMBER 11TH A * This transcript was compiled from uncorrected Closed Captioning.
