AND MAY I SAY THAT THESE ARE NOT JUST COLLEAGUES, BUT THEY'VE NOW BECOME FRIENDS.

AND I REALLY APPRECIATE EACH AND EVERY ONE OF YOU.

THANK YOU. OPEN IT UP.

SEAN? SURE.

OH, SORRY.

NEXT WE HAVE BOARD MEMBER COMMENTS AND WE'LL START WITH MS..

[A. Board Member Comments]

ALVAREZ. I'M NOT SURE.

I REALLY LIKE SOMETIMES THAT I GET TO GO FIRST BECAUSE I KNOW EVERYBODY'S GOING TO SAY THIS, BUT I WANT TO JUST LIKE CONGRATULATE ALL THE GRADUATES. THE GRADUATION CEREMONY HAS CEREMONIES THAT WE WERE ABLE TO PARTICIPATE IN WERE PROBABLY THE HIGHLIGHT OF MY TIME ON THE BOARD THUS FAR.

SO I YOU KNOW, AS WE AS WE END THIS SCHOOL YEAR, YOU KNOW, I KNOW ALL THE STUDENTS ARE LIKE KIND OF, YOU KNOW, LOOKING FORWARD TO THEIR SUMMER BREAK AND, YOU KNOW, TIME TO KIND OF RELAX, REFRESH, REFRESH AND REFLECT ON THEIR ON THEIR THE STEPS FORWARD, ESPECIALLY THE GRADUATES WHO WILL BE ENTERING, YOU KNOW, ENTERING THEIR ADULT LIFE.

SO AS THIS TRANSITION, I'M SURE IS, YOU KNOW, IMMENSE.

CARRY IN THE TIME OF OUR STUDENTS LIFE.

SO HOPEFULLY THAT THEY WILL ALL GO FORWARD AND AND HAVE GOOD MEMORIES THAT THEY CAN TAKE WITH THEM AND THE STUDENTS THAT ARE MOVING FORWARD IN THEIR SCHOOLING THAT THAT WE WILL BE ABLE TO PROVIDE THEM WITH THE EDUCATIONAL OPPORTUNITIES THAT THEY DESERVE.

THANK YOU. MRS BRUCE.

YES. DITTO ON THE GRADUATIONS.

AND THANK YOU, EVERYONE, FOR COMING OUT.

BUT I DID WANT TO ANNOUNCE AN EVENT THAT'S GOING TO BE HELD AT HARFORD COMMUNITY COLLEGE.

IT'S AN EMERGING CAREERS IN ROBOTICS AND ARTIFICIAL INTELLIGENCE, AND IT'S GOING TO BE ON JUNE THE 23RD AT 9 TO 4 AT THE CHESAPEAKE AUDITORIUM.

IF ANYONE NEEDS MORE INFORMATION, PLEASE FEEL FREE TO CONTACT ME OR SEE ME AND I CAN GIVE YOU THE INFORMATION.

IT'S A NONPROFIT CALLED NSTEP, AND THEY'RE GOING TO BE DOING SOME THINGS IN THE COMMUNITY FOR THE YOUTH.

[00:10:04]

THANK YOU. MRS, HON.

GOOD EVENING, PARENTS, FRIENDS AND COMMUNITY MEMBERS.

THANK YOU FOR TAKING THE TIME TO ATTEND OUR MEETINGS, TO BE INFORMED AND TO BE ACTIVE IN CPS AND IN OUR CHILDREN'S EDUCATION.

OVER THE WEEKEND, WE LEARNED OF NOT ONE BUT TWO DEVASTATING LOSSES FOR OUR HKPS FAMILY.

A STUDENT AND A TEACHER.

I'M SENDING MY HEARTFELT CONDOLENCES AND PRAYERS TO THE FAMILIES AND LOVED ONES OF THOSE THAT PASSED AWAY.

PLEASE JOIN ME IN A MOMENT OF SILENCE IN THEIR HONOR.

THANK YOU. TO THE NOW GRADUATED CLASS OF 2023.

WOW. WHAT AN AMAZING HONOR TO HAVE TO BE ABLE TO CELEBRATE WITH YOU ALL, TO SHAKE YOUR HAND AND TO GIVE YOU YOUR DIPLOMA.

ONE OF THE MOST VERY MEMORABLE AND MOST AWESOME THINGS THAT I'VE EVER DONE.

I'M SO PROUD OF EACH AND EVERY ONE OF YOU.

THE STUDENTS THAT GRADUATED WITH HONORS AND THE STUDENTS THAT BARELY MADE IT, YOU DID IT.

THE WORLD IS NOTHING BUT OPEN DOORS AND UNLIMITED POSSIBILITIES.

WITH HARD WORK, DETERMINATION AND PERSEVERANCE, YOUR DREAMS CAN BECOME YOUR REALITY.

IN THE WORDS OF LILY MEOLA, DON'T QUIT YOUR DAY DREAM.

IT'S THE LIFE. IT'S YOUR LIFE THAT YOU'RE MAKING.

IF. IT AIN'T BIG ENOUGH IF IT DOESN'T SCARE THE HECK OUT OF YOU.

IF IT MAKES YOU NERVOUS, IT'S PROBABLY WORTH IT.

WHY SAVE IT FOR SLEEP WHEN YOU COULD BE LIVING YOUR DAYDREAM? GO LIVE YOUR DAYDREAMS CLASS OF 2023 AND CONGRATULATIONS.

PER DR. BOLTON'S EMPLOYMENT CONTRACT, HE IS TO RECEIVE AN ANNUAL REVIEW THAT CONSISTS OF MULTIPLE STEPS.

EACH STEP IS DICTATED IN APPENDIX K OF OUR BOARD OF EDUCATION HANDBOOK LOCATED ON OUR WEBSITE.

WE RECEIVED A PORTFOLIO PREPARED BY MS..

RIDGEWAY TO BE USED IN AN EVALUATION FOR DR.

BOLTON. WE WERE ADVISED THAT WE WOULD ALSO BE HAVING AN ADMINISTRATIVE SESSION ON JUNE 12TH BEFORE THE MEETING TO REVIEW DR.

BOLTON. I BROUGHT IT TO THE ATTENTION OF DR.

MUELLER AND THE BOARD THAT THERE WAS CLEARLY A PROCEDURE AND DICTATED SCHEDULE THAT WAS TO BE FOLLOWED IN THE EVALUATION PROCESS AND THAT WE HAD FAILED TO EXECUTE EACH REQUIRED ITEM IN THE LIST LEADING UP TO THE ADMINISTRATIVE SESSION.

THEREFORE, I FELT THAT WE SHOULD NOT BE HAVING AN ADMINISTRATIVE SESSION AS WE DID NOT COMPLETE THOSE TASKS LISTED IN THE PROCEDURE.

I WAS INFORMED THAT WE WOULD BE ADVANCING WITH THIS EVALUATION.

I REQUESTED ADDITIONAL INFORMATION.

WHEN WAS THE SUPERINTENDENT LAST REVIEWED? WHAT FORMAT WAS THIS WAS USED TO PERFORM HIS EVALUATION.

I INQUIRED WITH DR.

MUELLER ASKING FOR CLARIFICATION ABOUT THE PROCESS REGARDING THE EVALUATION, AND I WAS ADVISED THAT IT WAS ACCEPTABLE TO CONTINUE WITH THIS FORMAT WHEN CLEARLY IT WAS A VIOLATION OF THE DICTATED PROCEDURE FOR EVALUATING THE SUPERINTENDENT.

I REQUESTED THE SAME INFORMATION FOUR TIMES.

NOT NONE OF THE INFORMATION THAT I REQUESTED WAS PROVIDED TO ME AS A SITTING MEMBER OF THE BOARD.

I FIND IT VERY CONCERNING THAT WHEN I REQUEST CLARIFICATION AND INFORMATION TO PERFORM MY REQUIRED DUTIES TO THE BEST OF MY ABILITY, I AM DISREGARDED AND THE INFORMATION IS NOT PROVIDED, PREVENTING ME FROM DOING THE JOB THAT I WAS ELECTED TO DO.

I CANNOT MAKE INFORMED DECISIONS WITHOUT THE CORRECT AND THOROUGH INFORMATION, WHICH IN THIS INSTANCE I WAS NOT PROVIDED.

I DO NOT FEEL THE PROCEDURE WAS FOLLOWED, REQUESTED INFORMATION WAS NOT PROVIDED.

THIS IS NOT THE FIRST INSTANCE IN WHICH MY REQUESTS HAVE BEEN IGNORED.

INFORMATION WAS NOT PROVIDED AND DICTATED POLICIES AND OR PROCEDURES WERE DISREGARDED AND NOT FOLLOWED.

AS A BOARD OF EDUCATION, WE SHOULD BE FUNCTIONING AS SUCH WITH INPUT FROM ALL MEMBERS AND WITH ALL MEMBERS BEING SATISFIED WITH THE INFORMATION THAT IS RECEIVED.

NOT EVERYONE HAS TO AGREE ON WHAT THE INFORMATION IS OR THE NECESSITY OF SUCH, BUT THE INFORMATION IT IS REQUESTED.

IT SHOULD BE PROVIDED IN ORDER TO SATISFY WHATEVER QUESTIONS ANY BOARD MEMBER HAS, ANY QUESTIONS LEFT UNANSWERED, OR DOUBTS AND PIECES OF INFORMATION THAT ARE MISSING IN MAKING THOROUGH DECISIONS IN THE BEST INTEREST OF OUR CHILDREN.

THANK YOU. DR.

HAROLD. THANK YOU, DR.

MUELLER. THANK YOU, EVERYONE, FOR BEING HERE THIS EVENING.

THIS IS MY SECOND TO LAST BOARD MEETING AS A MEMBER AT LARGE, AND SOME OF US WILL BE VIRTUAL NEXT WEEK.

SO I JUST WANTED TO TAKE THIS OPPORTUNITY TO THANK MY COMMUNITY FOR THE PRIVILEGE AND THE HONOR TO SERVE IN THIS CAPACITY.

IT IS MY HEART THAT AND MY MY OPINION THAT IN THIS ROLE WE SERVE THE BEST OF US, THAT BEING OUR CHILDREN.

AND IT HAS BEEN THE HONOR OF MY LIFE TO DO SO.

I TAKE IT STILL TAKE IT VERY SERIOUSLY.

AND IT IS A TRUE HONOR AND A PRIVILEGE FOR ME TO SIT IN THIS SEAT AND TO SERVE OUR CHILDREN.

SO THANK YOU.

THANK YOU, DR. MUELLER, FOR YOUR LEADERSHIP.

AND TO MY COLLEAGUES THAT HAVE SERVED WITH ME.

IT HAS TRULY BEEN THE HONOR OF MY LIFE.

I, TOO, WANT TO CONGRATULATE ALL OF THE GRADUATES.

I THINK DR. MUELLER AND THOSE OF YOU WHO HAVE SERVED WITH ME LONG ENOUGH KNOW THAT'S MY FAVORITE TIME OF YEAR TO BE AT COMMENCEMENT CEREMONIES AND

[00:15:04]

GRADUATIONS.

I HAD THE HONOR OF BEING PART OF THE FUTURE LINK CEREMONY, AS WELL AS HARTFORD ACADEMY GRADUATION THIS PAST WEEK.

LAST WEEK.

AND AS YOU KNOW, THE STUDENTS AT BOTH INSTITUTIONS, AT THAT INSTITUTION AND THOSE PROGRAMS HAVE DIVERSE LEARNING NEEDS.

AND SEEING THEM REACH THE PINNACLE OF THEIR EDUCATION CAREER IN THAT FASHION CONTINUES TO BRING ME JOY, HOPE AND LIKE THE GREATEST INSPIRATION EVER.

IT WAS TRULY INSPIRATIONAL TO SEE THOSE STUDENTS PROSPER AND BE CELEBRATE ED BY THEIR COMMUNITIES, THEIR TEACHERS, THEIR NURSES, THEIR ADMINISTRATION IN THAT WAY.

I LOVED BEING A PART OF IT, AND I WILL NEVER FORGET THOSE MOMENTS THAT I SHARED WITH OUR KIDS.

AGAIN, CONGRATULATIONS TO ALL THE GRADUATES AND THANK YOU, EVERYBODY, FOR BEING HERE TONIGHT.

THANKS. THANK YOU, MISS PERRY.

GOOD EVENING, EVERYONE. I'M GLAD TO SEE YOU HERE, TOO.

SEE WHAT WE'RE DOING HERE AT THE BOARD.

I ALSO HAD THE UTMOST PLEASURE TO BE AT THE ARENA TO GIVE OUT THE DIPLOMAS FOR JOPPATOWNE HIGH AND EDGEWOOD HIGH SCHOOL.

I MEAN, WHAT I COULD SAY, IT WAS PACKED.

IT WAS STANDING ROOM ONLY.

AND WHAT YOU COULD FEEL IS JUST COMPLETE JOY THAT THEY HAVE COMPLETED THEIR HIGH SCHOOL EDUCATION.

THEIR FAMILIES WERE THERE AND WE WERE ALL THERE TO CELEBRATE THEM.

AND I KNOW THAT THEY'RE GOING TO HAVE.

AWESOME, AWESOME CAREERS.

AND ANOTHER FACT I HAVE TODAY IS WOMEN VETERANS DAY.

IT'S THE 75TH ANNIVERSARY.

THAT THE LAW WAS PASSED TO CELEBRATE WOMEN WHO SERVED IN THE MILITARY.

THANK YOU. DR.

PHILLIPS. GOOD EVENING.

SO THIS WILL BE MY LAST SEASONAL SPORTS REPORT FOR YOU ALL.

AS YOU KNOW, I'M A BIG SPORTS BUFF, SO I JUST WANT TO CONGRATULATE SOME OF OUR SUCCESSES AT THE STATE MEETS THIS YEAR.

BOYS 300 METER FROM BELLAIRE.

JACK HINES WON A STATE CHAMPIONSHIP AND CLASS THREE, A BOYS POLE VAULT.

EVERETT YOUNG FROM PATTERSON MILL, CLASS ONE, A WON THE STATE CHAMPIONSHIP.

I DON'T KNOW HOW THESE GUYS JUMPED 12, 13FT, BUT I WOULDN'T DO IT.

BOYS HIGH SCHOOL LACROSSE STATE CHAMPIONS AGAIN.

FALLSTON HIGH SCHOOL GIRLS LACROSSE LOST IN THE FINALS FOR THE THIRD STRAIGHT TIME.

TOUGH RUN FOR THEM, BUT TO MAKE IT THAT FAR IS PRETTY IMPRESSIVE.

SEE, MT. WRIGHT. BASEBALL LOST IN THE FINALS.

ONE NOTHING ON A SQUEEZE PLAY.

TENNIS THREE A GIRLS SINGLES.

LEAH MELVIN AT ABERDEEN.

CONGRATULATIONS TO HER.

I WILL BE AT.

THE LAST MEETING FOR.

FOR MYSELF AND PATRICE AND JOYCE.

I WILL SAVE MY FAREWELL COMMENTS TO THEM.

CONGRATULATIONS AGAIN TO OUR GRADUATES.

BUT REMEMBER, THERE ARE 35,000 OTHER STUDENTS OUT THERE THAT I LIKE TO SAY, BECAUSE THIS IS OUR LAST MEETING WITH ALL STUDENTS STILL IN SESSION.

SO I'D LIKE TO SAY TO THEM, ESPECIALLY FOR THE RISING SENIORS, GOOD LUCK AS YOU ENTER ONE OF THE FINEST YEARS OF YOUR LIFE.

FOR THOSE STUDENTS WHO ARE GOING TO BE WORKING THIS SUMMER, WORK HARD, MAKE A LOT OF MONEY, ENJOY YOURSELF.

FOR THOSE WHO AREN'T GOING TO BE WORKING, PLAY HARD, ENJOY YOURSELF.

BUT TO EVERYBODY, PLEASE BE CAREFUL.

BE SAFE. WE JUST WANT EVERYBODY TO COME BACK SAFELY AND LOOKING FORWARD TO THE ACADEMIC YEAR STARTING IN SEPTEMBER 2023.

THANK YOU. MISS RICARDI.

THANK YOU, DR. MUELLER.

I WANT TO SAY.

GIVING THOSE DIPLOMAS OUT TO THE STUDENTS, THE GRADUATION.

I WAS FORTUNATE ENOUGH TO GO TO THREE GRADUATIONS.

I WAS ALSO FORTUNATE AS PART OF THE BOARD OF HARFORD COMMUNITY COLLEGE TO GO TO THE HARFORD COMMUNITY COLLEGE.

GRADUATION IS REALLY THE HIGHLIGHT OF WHAT WE DO, AND SEEING THEIR SHINING BRIGHT FACES LOOKING FORWARD IS JUST JUST INDESCRIBABLE. REALLY, REALLY WONDERFUL.

AND I REALLY THAT'S THE BEST PART OF OUR JOB.

I WAS FORTUNATE ENOUGH TO ATTEND THE BOW TIE BREAKFAST AND THE IT'S REALLY NICE TO SEE THESE NON-FINANCIAL WAYS THAT WE ACKNOWLEDGE STAFF THAT THE STAFF CERTAINLY GREATLY APPRECIATE.

I WILL BE AT THE NEXT BOARD MEETING AND I WILL RESERVE MY COMMENTS FOR THAT POINT AS WELL.

BUT I WILL PROBABLY REITERATE THAT THIS HAS BEEN THE BEST EXPERIENCE IN TIMES OF GOOD AND BAD THAT I CAN SAY I WAS ABLE TO PARTICIPATE IN.

MY MOM WAS PART OF THE BOARD OF EDUCATION IN UPSTATE NEW YORK.

I AM A PUBLIC SCHOOL.

MY FAMILY IS A PUBLIC SCHOOL PROPONENT FROM THE GET GO.

AND IT WAS JUST WONDERFUL TO BE ABLE TO TRY TO PARTICIPATE AND TRY TO MAKE A DIFFERENCE IN HARFORD COUNTY PUBLIC SCHOOLS.

AND I WANT TO THANK YOU.

[00:20:03]

THIS LINCOLN. GOOD EVENING, EVERYONE.

THIS SATURDAY, WE LOST A STUDENT FROM MILTON.

RIGHT. EVAN WAS A KIND AND FUN LOVING SOUL WHO WAS A BEACON OF LIGHT AROUND HIM.

NOT TO BE REDUNDANT, BUT I DID PROMISE HIS FAMILY THAT I WOULD HOLD A MOMENT OF SILENCE AT THE BOARD OF EDUCATION MEETING THIS EVENING.

SO IF WE ALL COULD SEND SOME PRAYERS AND LOVE TO EVAN'S FAMILY, THAT WILL BE GREATLY APPRECIATED.

THANK YOU. THANK YOU.

IT'S ALSO GRADUATION MONTH.

CONGRATULATIONS TO MY FELLOW GRADUATES OF THE CLASS OF 2023.

ALL THE GRADUATIONS WENT SO BEAUTIFULLY, AND I WISH THE REST OF MY CPS ALUMNI THE BEST OF LUCK ON THEIR FUTURE ENDEAVORS.

TO THE REST OF THE CPS STUDENTS, HAVE A GREAT SUMMER.

BE SAFE. MAKE GOOD CHOICES.

DRINK WATER.

JUNE IS ALSO PRIDE MONTH.

THIS MONTH WE CELEBRATE OUR PRIDE IN WHO WE ARE AND WHO WE LOVE.

PRIDE MONTH IS ALSO A TIME TO RECOGNIZE THE COURAGE OF PREVIOUS GENERATIONS AS WELL AS THE CURRENT GENERATION, TO LIVE THEIR FULL TRUTH.

I'D LIKE TO TAKE THIS TIME TO MENTION ONE OF MY FAVORITE ORGANIZATIONS, THE TREVOR PROJECT.

THE TREVOR PROJECT IS A NON PROFIT ORGANIZATION FOCUSED ON SUICIDE PREVENTION EFFORTS AMONG LGBTQIA PLUS YOUTH.

IF YOU OR ANYONE YOU KNOW IS HAVING THOUGHTS OF SELF-HARM OR SUICIDE, I ENCOURAGE YOU TO VISIT THE TREVOR PROJECT.

ORG OR CALL OR TEXT 988 FOR A FREE 24 HOUR SUICIDE HOTLINE.

REMEMBER, WHOEVER YOU LOVE, WHOEVER YOU ARE, WHATEVER YOU IDENTIFY AS YOU ARE LOVED, YOU ARE VALID, AND YOU BELONG HERE.

I LOVE YOU ALL.

HAPPY PRIDE. HAPPY JUNE.

HAVE A GOOD ONE. MR. SOUL, MY DEEPEST CONDOLENCES TO THE FAMILY, COLLEAGUES AND FRIENDS OF MRS. GLOCK AND THE COMMUNITIES THAT SHE SERVED, PARTICULARLY THE JOPPATOWNE COMMUNITY.

I ALSO WANT TO EXTEND MY DEEPEST CONDOLENCES TO THE FAMILY, FELLOW STUDENTS, EDUCATORS AND FRIENDS OF THE STUDENT WHO RECENTLY PASSED.

I WANT TO CONGRATULATE ALL THE GRADUATES THIS YEAR AND TO ALL THE STUDENTS WHO WORKED HARD THIS YEAR AND ARE ADVANCING TO THE NEXT LEVEL.

WHETHER IT'S A KINDERGARTNER MOVING INTO FIRST GRADE, A FIFTH GRADER RISING INTO MIDDLE SCHOOL, AN EIGHTH GRADER PREPARING TO ENTER HIGH SCHOOL.

I RECOGNIZE YOU FOR YOUR HARD WORK, FOCUS AND DEDICATION TO YOUR EDUCATION AND YOUR SCHOOL COMMUNITY.

AND I ALSO WANT TO RECOGNIZE YOUR SUPPORT SYSTEM, THE EDUCATORS WHO HELPED YOU GET THERE.

YOUR FAMILY.

YOUR FRIENDS WHO SUPPORTED YOU ALONG THE WAY.

WITH THAT IN MIND, I ACTUALLY RECENTLY GRADUATED FROM THE HARFORD COUNTY SHERIFF'S OFFICE, CITIZENS POLICE ACADEMY, WHICH IS A TEN WEEK FREE COURSE.

I'VE ALWAYS HAD A DEEP RESPECT FOR LAW ENFORCEMENT, AND THIS OPPORTUNITY GAVE ME AN EVEN DEEPER APPRECIATION FOR WHAT THE HARFORD COUNTY SHERIFF'S OFFICE DOES FOR US EVERY DAY.

THE CLASS IS OFFERED ONCE A YEAR.

IF YOU'RE INTERESTED, PLEASE VISIT THE SHERIFF'S WEBSITE TO APPLY.

I WANT TO RECOGNIZE THAT THIS IS PRIDE MONTH AND I WANT THE LGBTQ PLUS COMMUNITY WITH AN HTTPS, THE STUDENTS, EDUCATORS AND STAFF AND THE BROADER COMMUNITY.

I WANT THEM TO FEEL SUPPORTED AND I WANTED TO GIVE A SHOUT OUT TO THE FOUR HTTPS MIDDLE SCHOOL STUDENTS.

ONE WAS FROM BEL AIR MIDDLE AND THREE WERE FROM PATTERSON MILL MIDDLE THAT COMPETED IN THE DESTINATION IMAGINATION STATE TOURNAMENT IN APRIL, WHERE THEY PLACED FIRST AND THEY ADVANCED TO THE GLOBAL FINALS IN KANSAS CITY, MISSOURI, WHERE THEY PLACED THIRD.

ABSOLUTELY OUTSTANDING FOR FOR US TO BE REPRESENTED THAT WAY AND.

THIS WOULDN'T BE POSSIBLE.

AGAIN, THESE ARE MIDDLE SCHOOL STUDENTS.

THIS WOULDN'T BE POSSIBLE IF THEY'RE GIFTED AND TALENTED TEACHER FROM THEIR ELEMENTARY SCHOOL HADN'T ACTUALLY FOLLOWED THEM.

DIDN'T HAVE TO DO THIS, BUT KEPT WORKING WITH THEM, YOU KNOW, EVEN AFTER THEY FIRST STARTED IN FOURTH GRADE.

SO I WANTED TO GIVE A SHOUT OUT TO THE GIFTED AND TALENTED TEACHER AT HOMESTEAD WAKEFIELD, VERNA HISER.

THANK YOU. SO THE BAD PART ABOUT BEING LAST.

THERE YOU GO. HE HE TOOK.

HE TOOK MY STUFF. BUT I HAVE MORE.

I DO HAVE MORE.

SO ONE OF THE THINGS I HAD HAPPEN RECENTLY AS I WAS HERE AT CENTRAL OFFICE ON BUSINESS, I HAD SOME OF THE EMPLOYEES HERE COME UP TO ME AND TELL ME THAT THEY HAVE NEVER WORKED A PLACE WHERE THEY FELT SO APPRECIATED FOR WHAT THEY WERE DOING.

SO I'VE GOT THIS IS UNUSUAL, SO I APOLOGIZE, BUT I HAVE A COUPLE OF SLIDES I WANT YOU TO TAKE A LOOK AT.

HOPEFULLY THEY'RE GOING TO PUT THEM UP FOR ME.

SO THE BOW TIE BREAKFAST, THAT'S SOMETHING THAT WE HAVE HERE AT CENTRAL OFFICE AND IT'S PEOPLE THAT ARE NOMINATED BY OTHER EMPLOYEES HERE. THEY THEY GET TO DO SOME ACTIVATORS, SOME LITTLE ACTIVITIES.

[00:25:05]

THEY DO A GUESS THE TUNE.

THEY WIN SOME GIFT CARDS AND SUCH, AND THEY GET SOME DONUTS, BUT THEY GET RECOGNIZED BY THEIR FELLOW EMPLOYEES.

SO, YOU KNOW, FREEDOM FEDERAL HELPS SPONSOR THAT.

THEN ANOTHER THING THAT WE DO IS THE FAMILY FRIENDLY SCHOOL.

AND IF YOU HAVE CHILDREN IN SCHOOL, YOU'RE PROBABLY AWARE OF THIS.

THE PARENTS AND THEY GET TO VOTE ON THE SCHOOL THAT MAKES THEM FEEL WELCOME AND VALUED.

AND SO WE'VE HAD NINE SCHOOLS WIN THAT AWARD AND IT'S BEEN AWESOME.

I'VE BEEN ABLE TO GO TO SEVERAL OF THEM.

BUT THE AND I WILL TELL YOU WHETHER WHATEVER YOU MIGHT THINK ABOUT CHICK FIL A ONE WAY OR THE OTHER, THE KIDS LOVE SEEING THE COW.

I MEAN, THEY GET SO EXCITED.

I HAVE SEEN ELEMENTARY SCHOOL STUDENTS TREMBLE WHEN THEY SEE THE COW, AND IT'S JUST A NICE TIME OF CELEBRATION SAYING HERE YOUR SCHOOL WAS VOTED ON AS A PLACE THAT THE FAMILIES FEEL WELCOME THERE.

AND THAT'S REALLY IMPORTANT.

AND THEN THE THIRD IS THE LIMELIGHT.

AND THESE ARE FOR EMPLOYEES IN THE SCHOOLS.

SO AT LEAST 53 SCHOOLS PARTICIPATED ONCE 319 OF OUR STAFF HAVE BEEN RECOGNIZED AND THEY GOT GIFT CARDS AND DIFFERENT EXPERIENCES TO GO TO AND OTHER GIFTS.

THERE ARE LITTLE THINGS, BUT THOSE LITTLE THINGS MEAN A LOT WHEN YOU'RE DOING YOUR JOB EVERY DAY.

TO HAVE SOMEBODY RECOGNIZE YOU AND TO REALIZE TO JUST MAKE YOU FEEL APPRECIATED FOR THE WORK THAT YOU'RE DOING.

AND LIKE I SAID, IT REALLY DID HIT ME WHEN I WAS HERE AT THE CENTRAL OFFICE AND TWO PEOPLE JUST CAME UP TO ME UNSOLICITED AND SAID, I'VE NEVER FELT SO APPRECIATED, WANTED TO WORK SOMEWHERE.

AND I THINK THAT'S A REALLY BIG STATEMENT ABOUT THE CULTURE THAT WE HAVE HERE AND AN IMPORTANT THING THAT WE DO.

SO I JUST WANTED TO SAY THAT OF COURSE ALL THE GOOD STUFF ABOUT THE GRADUATIONS AND THAT AND ALTHOUGH NOBODY ELSE SAID IT DIRECTLY, NO, I AM REALLY PROUD OF YOU.

THANK YOU. AND I AM SO GLAD THAT YOU'RE MOVING.

THANK YOU, GUYS.

THANK YOU.

IT'S ALSO BEEN A REALLY EXCELLENT STUDENT BOARD MEMBER.

I KNOW IT WAS SUPER HARD FOR A COUPLE OF THEM DURING COVID AND THAT THEY WEREN'T ABLE TO PARTICIPATE AS MUCH AS THEY MIGHT HAVE WANTED TO.

BUT YOU WERE A BREATH OF FRESH AIR, AND I'VE REALLY ENJOYED HAVING YOU ON THE BOARD.

I HAVE A GOOD TEAM. THANK YOU.

THANK YOU.

OKAY, SO ENOUGH OF THAT.

WE ARE GOING TO MOVE TO THE CONSENT AGENDA FOR NEXT.

[B. Consent Agenda]

AND I KNOW LET'S JUST START WITH DIANE.

WHAT THINGS DO YOU WANT REMOVED OFF THE CONSENT AGENDA? I WOULD LIKE TO PULL UP FOR DISCUSSION ITEMS IN THE CONSENT AGENDA.

ITEMS 1 TO 5 AND SEVEN.

OKAY. SO I'M GOING TO CALL ON MR. SEWELL TO READ THE OTHER CONSENT AGENDA ITEMS SO THAT WE CAN VOTE ON THOSE.

YOU GOT THEM? YEAH, I THINK IT WAS ONE, TWO, FIVE AND SEVEN.

CORRECT. OKAY.

ALL RIGHT. SO THIS EVENING, OUR CONSENT AGENDA CONSISTS OF A CONTRACT AWARD FOR ANNUAL WIRELESS MAINTENANCE SUPPORT, A CONTRACT AWARD FOR ANNUAL NETWORK SWITCH MAINTENANCE SUPPORT A CONTRACT AWARD FOR ATHLETIC AND PHYSICAL EDUCATION SUPPLIES, EQUIPMENT AND RELATED PRODUCTS.

A CONTRACT AWARD FOR THE CHANGE ORDER FOR FLEET VEHICLES.

A CONTRACT AWARD FOR HAZARDOUS WASTE REMOVAL AT HARFORD TECHNICAL HIGH SCHOOL.

A CONTRACT AWARD FOR THE MICROSOFT CAMPUS RENEWAL.

A CONTRACT AWARD FOR FOOD AND NUTRITION SUPPLIES AND PAPER GOODS.

A CONTRACT AWARD FOR ELEMENTARY READING PROGRAM.

AND 13 THE LAST ONE MINUTES OF PREVIOUS BOARD MEETINGS APRIL 24TH, 2023, AND MAY 8TH, 2023.

MAY I HAVE A MOTION AND A SECOND TO APPROVE THE CONSENT AGENDA? MRS PATRICE MCCARTY I MOVE TO ACCEPT THE CONSENT AGENDA AS PRESENTED.

I'LL DO HAVE A SECOND.

CAROL, BRUCE, SECOND.

THANK YOU. ALL IN FAVOR, PLEASE SAY YES.

YES. YES. YES. OPPOSED.

MOTION CARRIES.

SO ITEM ONE ON THE CONSENT AGENDA WAS A CONTRACT AWARD, PRE KINDERGARTEN PLAYGROUND DESIGN AND INSTALLATION AT VARIOUS HKPS

[B.1. Contract Award: Pre-Kindergarten Playground Design and Installation at Various HCPS Locations ]

LOCATIONS. MRS ALVAREZ YEAH, AND THE RATIONALE ON PULLING OFF SOME OF THESE ITEMS IS REALLY SO THAT I CAN EDUCATE MYSELF GOING FORWARD ON, YOU KNOW, HOW THESE.

ARE PUT ON THE CONSENT AGENDA AND WHAT PROCESS WE GO THROUGH FOR.

ARE LOOKING AT CONTRACTORS.

SO THE FIRST ONE IS, IS YOU KNOW, I PULLED OUT WAS THAT IT'S IT SAYS IT'S UNDER PROCUREMENT TYPE IT SAYS IT'S PIGGYBACK SLASH REQUEST FOR QUOTE AND SO IT'S NOT

[00:30:08]

CLEAR TO ME IF IT WAS A IF IT WAS AN RFP OR A PIGGYBACK AND JUST KIND OF WANTED TO UNDERSTAND IF IT WENT OUT FOR A REQUEST FOR PROPOSAL, WHY WEREN'T THE INDIVIDUAL COMPANIES, DID WE ONLY RECEIVE ONE? I'M JUST TRYING TO UNDERSTAND THE INFORMATION.

SO WOULD THIS BE CORNELL? AND I DON'T KNOW IF JEN HORNER IS ON.

VIRTUALLY. OUR SUPERVISOR OF PROCUREMENT.

GOOD EVENING, EVERYONE.

JENNIFER HORNER, SUPERVISOR OF PROCUREMENT.

UM, THE REASON WHY IT SAYS PIGGYBACK SLASH REQUEST FOR QUOTE, IS BECAUSE WE DO HAVE AN ACTUAL CONTRACT FOR US TO PIGGYBACK, BUT WE DO OFFER, UM, WE DO SEND OUT A QUOTE TO THE THREE VENDORS THAT WE HAVE AS A STANDARD PLAYGROUND SET IN HARFORD COUNTY PUBLIC SCHOOLS.

WE SEND THEM A QUOTE BASED ON OUR NEEDS, AND THEN THEY SEND BACK WHAT THEY HAVE TO OFFER IN DESIGN AND INSTALLATION, AND THEN IT'S SELECTED THAT WAY.

SO IT'S NOT A IT'S NOT LIKE A PUBLIC REQUEST FOR PROPOSAL WHERE IT WOULD BE PUT OUT FOR PUBLIC.

CORRECT. OKAY.

SO IT'S LIMITED TO THOSE THREE VENDORS THAT YOU'VE WORKED WITH.

IT IS ONLY BECAUSE THOSE ARE THE THREE THAT WE HAVE STANDARDIZED EQUIPMENT FOR.

OKAY. ALL RIGHT. AND, YOU KNOW, SO I WAS JUST TRYING TO UNDERSTAND THAT.

THANK YOU VERY MUCH FOR ANSWERING MY QUESTIONS.

APPRECIATE IT. NO PROBLEM.

WERE THERE ANY OTHER MEMBERS THAT HAD QUESTIONS OR COMMENTS ABOUT THIS? HEARING? NONE.

CAN I HAVE A MOTION? THIS IS PATRICE RICARDI.

I MOVE TO MOVE FORWARD WITH THE DECISION ON CONTRACT AWARD FOR PRE KINDERGARTEN PLAYGROUND DESIGN AND INSTALLATION AT VARIOUS LOCATIONS.

THANK YOU. DO I HAVE A SECOND? DENISE PERRY. I'LL SECOND.

ANY OTHER DISCUSSION.

ALL THOSE IN FAVOR, PLEASE SAY YES.

YES. OPPOSED.

MOTION CARRIES.

NEXT, WE HAVE CONTRACT AWARD LEARNING MANAGEMENT SYSTEM.

[B.2. Contract Award: Pre-Kindergarten Playground Design and Installation at Various HCPS Locations ]

SUBSCRIPTION RENEWAL.

MRS ALVAREZ AND I PULLED THIS ONE OUT TO JUST KIND OF TRYING TO UNDERSTAND, YOU KNOW, DO DO THESE LIKE THIS PARTICULAR ONE.

IT SAYS IT'S RENEWED ANNUALLY UNTIL IT'S TERMINATED.

IS THAT DO WE DO THEY COME IN FRONT OF THE BOARD FOR RE REVIEW OR.

I DIDN'T SEE ANYTHING IN THE DESCRIPTION THAT SAID THEY'RE, YOU KNOW, JUST WHY WE WANT TO CONTINUE.

IS IT SOMETHING THAT THEY WOULD.

SO I'M JUST TRYING TO.

IT SAYS THAT IT'S YOU KNOW, IT'S A PIGGYBACK AND IT'S UP FOR RENEWAL.

BUT IS THERE IS THERE A POINT IS LIKE, I GUESS THEY'RE DOING A GOOD JOB.

IT DOESN'T SAY ANYTHING IN THE DESCRIPTION.

OR SO.

WHO WOULD THIS BE? KUTCHER. GOOD.

YEAH. SO I GUESS ONE THING I WOULD SAY TO RESPOND TO SO THE CANVAS, THE CANVAS LEARNING MANAGEMENT SYSTEM IS.

THE SYSTEM WE STARTED LAST YEAR AND IT'S A HUGE INVESTMENT OF TIME, ENERGY AND RESOURCES TO GET INTO A LEARNING MANAGEMENT SYSTEM.

SO IT'S NOT SOMETHING WE WOULD CHANGE UNLESS WE HAD A BIG PROCESS TO CHANGE SOMETHING.

SO THIS IS REALLY JUST THE RENEWAL OF THAT CONTRACT.

SO WITH REGARD TO.

YOU KNOW, THIS ISN'T THE TYPE OF THING YOU WOULD CHANGE QUICKLY OR EASILY.

BUT I GUESS THE ONLY QUESTION I WOULD HAVE IS, YOU KNOW, HOW THE PIGGY WORKS.

AND THAT WOULD PROBABLY BE A HORNER QUESTION.

BUT THE IDEA OF STAYING WITH THE LMS, I MEAN, IT WAS A LONG, A VERY LONG PROCESS THAT WE SPENT A YEAR CHOOSING THAT TWO YEARS AGO AND THEN TRANSITIONING TO IT WAS ALSO I MEAN, WE'RE STILL IN THE PROCESS OF TRANSITIONING TO IT BECAUSE IT'S SUCH A BIG PROCESS.

SO THAT'S NOT SOMETHING WE WOULD CHANGE ON A YEARLY BASIS.

AND I PULLED IT OUT BECAUSE IT SEEMED LIKE A PRETTY IMPORTANT SYSTEM AND WANTED TO KNOW, LIKE, DO THEY LIKE, DO DO THEY HOW DO THEY GET SCRUTINIZED? ARE THEY SCRUTINIZED BY THE BOARD? ARE THEY JUST SCRUTINIZED BY THE YOU KNOW, BY BY THE PROCUREMENT OFFICE? SOMEBODY PROBABLY SHOULD BE SCRUTINIZED BECAUSE IT DOES SEEM LIKE THERE WAS NO THERE WAS A WHOLE PROCESS.

IT WAS IT WAS A BIG SELECTION PROCESS, AGAIN, TWO YEARS AGO THAT INVOLVED FOCUS GROUPS, LOTS OF STAKEHOLDER WORK LOOKING BECAUSE WE HAD TO

[00:35:03]

BOTH KNOW IF THE LEARNING MANAGEMENT SYSTEM COULD MEET THE DISTRICT'S NEEDS FROM A TECHNOLOGY PERSPECTIVE.

BUT THEN ALSO, YOU KNOW, FUNCTION.

AND THERE ARE MANY DIFFERENT LEARNING MANAGEMENT SYSTEMS OUT THERE, ONLY A FEW REALLY BIG ONES AND NONE ARE PERFECT.

SO, YOU KNOW, THERE IS YOU'LL PROBABLY FIND SOME PEOPLE WHO LOVE IT AND SOME PEOPLE WHO DON'T BECAUSE THAT'S THE NATURE OF THESE SORTS OF THINGS.

BUT IT WAS A VERY RIGOROUS PROCESS WHEN WE WENT THROUGH THAT SELECTION TWO YEARS AGO AND IT HAD LOTS OF STAKEHOLDER INPUT PARTICULARLY.

SO PRIMARILY THE STAKEHOLDERS WERE THE ONES WHO WOULD NEED TO BE USING IT WOULD BE THE TEACHERS.

BUT YEAH, I GUESS MY POINT IS THE SOURCE SELECTION IS ONE THING, BUT THEN ONCE YOU GET THE SOURCE, ONCE YOU GET THE EQUIPMENT, YOU KNOW, WHETHER OR NOT IT'S MEETING THE NEEDS AND WHETHER OR NOT IT CAN BE, YOU KNOW, IT SHOULD BE SCRUTINIZED BY THE USERS OF IT TO MAKE SURE THAT IT ACTUALLY IS WHAT THEY WHAT THEY BELIEVED IT WAS GOING TO BE FROM WHAT THEY GATHERED FROM THE SOURCE SELECTION.

SO I GUESS MY POINT HAS ALREADY BEEN MADE.

SO, YOU KNOW, BUT THAT'S JUST YOU KNOW, I DON'T KNOW WHAT THE SCRUTINIZATION PROCESS IS FOR CONTRACTS OF OF THIS TYPE AND AND A SYSTEM THAT IS IS IMPORTANT TO.

YOU KNOW THE SCHOOL.

WERE THERE ANY OTHER COMMENTS OR QUESTIONS ABOUT THE LEARNING MANAGEMENT SYSTEM? CONTRACT RENEWAL? HEARING? NONE. MAY I ASK FOR A MOTION? TO ACCEPT THE OR TO RENEW THE LEARNING MANAGEMENT SYSTEM.

SUBSCRIPTION FOR CANVAS.

THIS IS NOAH BLANKEN.

I MOVE THAT WE ACCEPT THE RENEWAL.

DO I HAVE A SECOND? THIS IS MELISSA AND I SECOND THAT MOTION.

THANK YOU. ALL THOSE IN FAVOR, PLEASE SIGNIFY BY SAYING YES.

YES. YES. OPPOSED.

MOTION CARRIES.

NUMBER FIVE, CONTRACT AWARD, JOB ORDERING CONTRACTING SERVICES IN THE STATE OF MARYLAND AND WASHINGTON, D.C..

[B.5. Contract Award: Job Ordering Contracting Services in the State of Maryland and Washington DC]

MRS ALVAREZ OKAY.

THIS ONE I PULLED OUT BECAUSE I WAS LOOKING AT THE EVALUATION CRITERIA MATRIX, AND I DON'T SEE COST AS A FACTOR.

UH, THIS IS JOHN. DO I TAKE THAT BACK? THERE IT IS.

SO I PROMISE YOU, IT'S THERE.

IF IT WAS A SNAKE, IT WOULD HAVE BIT ME.

SORRY ABOUT THAT. SO WE CAN MOVE FORWARD.

DID YOU HAVE ANY OTHER QUESTIONS? THAT WAS MY ONLY QUESTION.

DO ANY OTHER MEMBERS HAVE QUESTIONS OR COMMENTS? MAY I HAVE A MOTION TO APPROVE THE JOB ORDER CONTRACTING SERVICES IN THE STATE OF MARYLAND AND WASHINGTON, DC? THIS IS PATRICIA MCCARTY.

I MOVE TO MOVE FORWARD WITH THE JOB ORDERING CONTRACTING SERVICES IN THE STATE OF MARYLAND, WASHINGTON, DC AS PRESENTED.

THANK YOU. DO I HAVE A SECOND? CAROL BRUCE SECOND.

ALL THOSE IN FAVOR, PLEASE SIGNIFY BY SAYING YES.

YES. OPPOSED.

MOTION CARRIES.

NUMBER SEVEN CONTRACT AWARD.

[B.7. Contract Award: Martin's Inc.]

MARTIN'S, INC..

MRS ALVAREZ.

YEAH THAT'S ONE I THE.

THE SERVICES THAT FOR MARTINS IS UP TO SIX SCHOOLS AND THE CONTRACT AMOUNT FOR I GUESS EACH EVENT IS 100,000 OR IS IT 100,000? SO AN AVERAGE OF 27.

SO. SO ARE THERE SIX SCHOOLS THAT WOULD REQUIRE A VENUE OF THIS? CALIBER TO ANSWER THAT ONE.

OKAY. SO, YEAH, SO EACH YEAR VARIOUS SCHOOLS USE MARTINS AND THEY THEY NEGOTIATE SOMEWHAT INDEPENDENTLY BECAUSE THEY HAVE DIFFERENT THINGS THEY WANT TO DO IN THAT VENUE. THEY MIGHT PAY DIFFERENTLY FOR DIFFERENT SERVICES THERE.

SO THEY ALL HAVE DIFFERENT PRICES.

AND SO WE BRING IT FOR APPROVAL BECAUSE THE LIKELIHOOD THAT THIS ONE VENDOR WILL HAVE CONTRACTS TOTALING MORE THAN $100,000 IS SOMETHING THAT NEEDS BOARD APPROVAL, BUT WE DON'T KNOW WHAT THE TOTAL WILL BE.

AND LIKE I SAID, IN EACH OF THE INDIVIDUALLY, THOSE CONTRACTS WOULDN'T COME TO THE BOARD BECAUSE THEY DON'T HAVE THE $50,000 THRESHOLD, BUT BECAUSE THEY ADD UP.

AND WE'VE RUN INTO THIS IN OTHER CASES WHERE WE HAVE SCHOOLS WHO ARE BUYING THINGS THROUGH THEIR OWN BUDGETS THAT WHEN YOU ADD THEM UP, THEY TOTAL MORE THAN $100,000, WHICH IS WHY WE NEED THE BOARD APPROVAL.

BUT THE BASICALLY WHAT THEY'RE CHOOSING TO BUY IN THE CONTRACTS, THEY'RE NEGOTIATING WELL, THEY GET SUPPORT FROM OUR PROCUREMENT OFFICE AND WE APPROVE THEM INDIVIDUALLY THROUGH THEY COME THROUGH ME.

[00:40:02]

THEY JUST DON'T HIT THE BOARD THRESHOLD OF $50,000.

SO THAT'S WHY YOU GET SOMETHING LIKE THIS.

BUT I GUESS, ARE ARE THE SCHOOLS GOING TO BE ALL THE SCHOOLS GOING TO BE REQUIRED TO USE MARTINS OR DO THEY HAVE THE FLEXIBILITY TO USE OTHER FACILITIES AS WELL? YEAH. OH, THEY CHOOSE. YEAH.

I'M SORRY IF THAT WAS. YEAH.

THEY CHOOSE WHERE THEY WANT TO BE.

YES. THE EXPLICIT QUESTION.

YES. SO YEAH.

OKAY, BUT WE HAVE TO.

BUT ACCORDING TO THE CONTRACT, WE'D HAVE TO CONTRACT WITH THEM FOR AT LEAST SIX TIMES.

NO, NO, WE DON'T HAVE ANY REQUIREMENT.

NO, IT'S MORE HISTORIC FOR US.

SO, AGAIN, OUR SCHOOLS TEND TO CHOOSE.

SCHOOLS TEND TO GO TO SIMILAR PLACES EACH YEAR.

YOU KNOW, THEY MIGHT CHANGE IT UP AND FIND A DIFFERENT VENUE.

BUT AGAIN, SINCE IT'S LIKELY THAT THESE CONTRACTS, JUST BASED ON THE EXPERIENCE WE HAVE WITH THE NUMBER OF SCHOOLS THAT HAVE USED IT, IT'S COMPLETELY UP TO THE SCHOOLS WHERE THEY GO. AND WE HAVE NO OBLIGATION.

EXACTLY. OKAY. ALL RIGHT.

ANY OTHER BOARD MEMBER HAVE ANY QUESTIONS OR COMMENTS ABOUT MARTIN'S? HEARING? NONE. MAY I ASK FOR A MOTION FOR THE CONTRACT AWARD FOR MARTIN'S, INC.? SO THIS IS PATRICE RICARDI AGAIN.

I MOVE TO MOVE FORWARD WITH THE MARTIN'S INC CONTRACT AS PROPOSED.

THANK YOU. DO I HAVE A SECOND? THIS IS MELISSA HAHN. I SECOND THE MOTION.

THANK YOU.

ALL THOSE IN FAVOR, PLEASE SIGNIFY BY SAYING YES.

YES. OPPOSED.

MOTION CARRIES.

THANK YOU. ITEM C DECISION ON ADMINISTRATIVE AND SUPERVISORY APPOINTMENTS.

[C. Decision on Administrative and Supervisory Appointments, Mr. Ben Richardson, Assistant Superintendent for Human Resources]

MR. BEN RICHARDSON.

ALL RIGHT. GOOD EVENING, PRESIDENT MUELLER, VICE PRESIDENT, SCHOOL SUPERINTENDENT BOLSON, MEMBERS OF THE BOARD.

I'M BEN RICHARDSON, ASSISTANT SUPERINTENDENT FOR HUMAN RESOURCES.

I BRING BEFORE YOU THIS EVENING THREE DIFFERENT ADMINISTRATIVE AND SUPERVISORY PERSONNEL DECISIONS FOR THE BOARD TO CONSIDER AND TAKE ACTION ON THIS EVENING.

THE FIRST POSITION RECOMMENDATION I WISH TO SHARE WITH YOU THIS EVENING IS THE DIRECTOR OF ELEMENTARY SCHOOL INSTRUCTION AND PERFORMANCE POSITION UNDER THE DIRECTION OF THE EXECUTIVE DIRECTOR OF ELEMENTARY SCHOOL INSTRUCTION AND PERFORMANCE.

THE DIRECTOR IS RESPONSIBLE FOR ASSISTING WITH THE ADMINISTRATION COORDINATION AND SUPERVISION OF ALL ELEMENTARY EDUCATION AND ALL ELEMENTARY PROGRAMS WITHIN HARFORD COUNTY PUBLIC SCHOOLS.

SEE IF MY THING MOVES FORWARD HERE.

MAYBE. MIGHT HELP IF I TURN IT ON.

SO MY APOLOGIES.

THE CANDIDATE BEING BROUGHT TO YOU THIS EVENING FOR CONSIDERATION AND APPOINTMENT INTO THIS POSITION IS THOMAS M SMITH.

THE SUPERINTENDENT RESPECTFULLY REQUESTS YOUR APPROVAL OF THIS RECOMMENDATION AT THIS TIME.

SO I NEED A MOTION AND A SECOND.

I'D VERY MUCH LIKE TO MAKE THIS MOTION.

I'D LIKE TO MOVE THAT.

WE APPROVE THE SUPERVISORY APPOINTMENT OF THOMAS SMITH TO THE DIRECTOR OF ELEMENTARY SCHOOL INSTRUCTION AND PERFORMANCE.

VERY EXCITED TO REQUEST THAT APPROVAL.

DO I HAVE A SECOND? A SECOND. THANK YOU, DR.

HAROLD. ALL THOSE IN FAVOR? OH, I'M SORRY. ARE WE GOING TO HAVE COMMENTS ON THE DIFFERENT APPOINTMENTS? SURE. MRS ALVAREZ OKAY, SO ONE ONE OF OUR PREVIOUS MEETINGS, WE, WE PROMOTED DR.

MAC INTO THE POSITION OF EXECUTIVE DIRECTOR FOR THIS POSITION.

AND WHILE MR. SMITH. AS AN EXCEPTIONAL.

KENNEDY. THE.

THE POSITIONS TO ME APPEAR REDUNDANT.

THERE'S A LOT OF REDUNDANCY BETWEEN THE EXECUTIVE DIRECTOR AND THE DIRECTOR FOR AND THE AND SO I'M STILL TRYING TO UNDERSTAND THE DIFFERENCES OF THE POSITIONS AND THE DIRECTOR AND THE EXECUTIVE DIRECTOR POSITIONS FOR ELEMENTARY SCHOOL INSTRUCTION AND PERFORMANCE.

OH, IT'S NOT CLEAR TO ME.

I'LL DEFER TO DR.

MUELLER. TYPICALLY, I'M HERE IN FRONT OF PUBLIC SESSION TO ASK FOR THE BOARD TO VOTE ON ON A SUPERINTENDENT'S RECOMMENDATION.

I MEAN, I CAN CERTAINLY DO MY BEST TO EXPLAIN THE DIFFERENCE BETWEEN THE TWO.

I. MAN.

I CAN ANSWER THAT TO SOME DEGREE IF YOU'D LIKE, JUST FOR THE SAKE OF THE POSITIONS.

OUR EXECUTIVE DIRECTOR AND DIRECTOR SERVE AS A TEAM SUPPORTING 33 ELEMENTARY SCHOOLS PLUS HARFORD ACADEMY. SO ESSENTIALLY, THEY ARE RESPONSIBLE FOR ESSENTIALLY THE OPERATION OF THOSE SCHOOLS, AND THAT'S 34 DIRECT REPORTS. AND SO ANY INDUSTRY STANDARD ANYWHERE WOULD.

[00:45:06]

NOT GIVE SOMEONE SUCH A HIGH NUMBER OF DIRECT REPORTS, PARTICULARLY WHEN YOU CONSIDER THE AMOUNT OF THINGS THAT ARE ADDRESSED IN THOSE SCHOOLS. EVERYTHING FROM ONE OF THE PRIMARY ROLES IS I MEAN, AGAIN, THEY THEY WORK AS A TEAM WITH THE EXECUTIVE DIRECTOR BEING IN CHARGE OF THAT TEAM.

BUT IT'S TO THE SAME THING IN THE SECONDARY LEVEL WITH AN EXECUTIVE DIRECTOR AND A DIRECTOR THERE ALSO.

BUT THEY SHARE THE.

EVALUATION AND SUPERVISION OF THE PRINCIPLES AND THEN PRETTY MUCH EVERYTHING THAT GOES ON IN THOSE SCHOOLS.

THEY RESPOND TO ALL CONCERNS RAISED FROM THE SCHOOLS.

SO IF THERE'S EVER A COMPLAINT OR A QUESTION OR SOMETHING ABOUT WHETHER IT BE A STUDENT OR A BEHAVIOR OR SOMETHING THAT HAPPENS IN THE SCHOOLS, THEY'RE THE ONES WHO RESPOND TO ALL OF THAT. BUT THEIR WHOLE ROLE IS TO DO EVERYTHING TO FOCUS ON PERFORMANCE.

AND SO, AGAIN, IT'S A VERY LARGE TASK THAT I DON'T THINK TWO PEOPLE IS ENOUGH TO DO THAT.

BUT AT THE SAME TIME, YOU KNOW, THAT'S WHERE WE ARE NOW.

AND THE CURRENT BUDGET SITUATION TO ONLY HAVE TWO PEOPLE SUPPORTING THOSE 34 SCHOOLS.

THANK YOU. THANK YOU FOR THAT ADDITIONAL INFORMATION.

SO. THANK YOU.

BUT YOU ARE RIGHT THAT THE JOB DESCRIPTIONS ARE VERY SIMILAR, THAT THE EXECUTIVE DIRECTOR HAS A LITTLE BIT MORE IN TERMS OF SUPERVISION.

THEY SIT ON AN EXECUTIVE STAFF, BUT THE ROLES ARE VERY SIMILAR AND THEIR REPORT TO DO THEY DIRECTLY REPORT TO YOU OR DO THEY HAVE STATE REPORTING REQUIREMENTS AS WELL? EXECUTIVE DIRECTOR IS DIRECT REPORT TO ME.

THE DIRECTOR REPORTS TO THE EXECUTIVE DIRECTOR.

SO I'M GOING TO ASK FOR THE VOTE.

ALL THOSE IN FAVOR, PLEASE SIGNIFY BY SAYING YES.

YES, YES, YES.

YOU WANT A ROLL CALL? I THINK WE SHOULD DO ROLL CALL. YEAH, I DO.

OKAY. MISS ROLLO, WOULD YOU PLEASE DO A ROLL CALL VOTE? YES, MISS ALVAREZ? YES. MISS BRUCE? YES, MISS HORNE? YES. DR.

HAROLD. YES, MISS PERRY? YES. DOCTOR PHILLIPS? YES. MR. RICCARDI? YES.

MISS BLANKEN? YES.

VICE PRESIDENT? YES.

PRESIDENT MUELLER. YES.

MOTION PASSES.

THANK YOU. THANK YOU.

BOARD. THE NEXT POSITION I WISH TO SHARE FOR YOUR CONSIDERATION AND APPROVAL THIS EVENING IS THE ASSISTANT SUPERVISOR OF SCHOOL COUNSELING POSITION UNDER THE DIRECTION OF THE SUPERVISOR OF SCHOOL COUNSELING.

THIS POSITION ASSIST IN PROVIDING CLINICAL, INSTRUCTIONAL AND ADMINISTRATIVE LEADERSHIP FOR THE SCHOOL COUNSELING PROGRAMS AND FUNCTIONS FOR ALL ELEMENTARY AND MIDDLE SCHOOLS IN HARFORD COUNTY PUBLIC SCHOOLS.

THE CANDIDATE BEING BROUGHT TO YOU THIS EVENING FOR CONSIDERATION AND APPOINTMENT INTO THIS POSITION IS GINA M RAY, THE SUPERINTENDENT, RESPECTFULLY, RESPECTFULLY REQUEST YOUR APPROVAL OF THIS RECOMMENDATION AT THIS TIME.

SO I NEED A MOTION AND A SECOND.

DO I HAVE A MOTION? THIS IS PATRICE RICARDI.

I MOVE TO ACCEPT THE APPOINTMENT AS PRESENTED FOR THE ASSISTANT SUPERVISOR OF SCHOOL COUNSELING.

THANK YOU. DO I HAVE A SECOND? A SECOND. ALL THOSE IN FAVOR, PLEASE SIGNIFY BY SAYING.

MAY I ASK THAT WE TAKE A ROLL CALL? VOTE FOR THIS POSITION? SURE. MISS ROLLO.

YES, MISS ALVAREZ? NO. MISS BRUCE? YES. MASON? YES. DR.

HAROLD? YES, MR. PERRY. YES.

DR. PHILLIPS. YES.

MS.. RICCARDI YES.

MS.. BLINKEN YES.

VICE PRESIDENT. SEWELL. YES.

PRESIDENT MUELLER. YES.

THIS MOTION PASSES.

THANK YOU. THE FINAL POSITION I WISH TO SHARE FOR YOUR CONSIDERATION AND APPROVAL OF THIS EVENING IS THE COORDINATOR OF CAREER AND TECHNICAL EDUCATION AND MAGNET PROGRAMS POSITION.

UNDER THE DIRECTION OF THE SUPERVISOR OF CTE AND MAGNET PROGRAMS, THIS POSITION ASSISTS IN ADMINISTERING AND ENHANCING ALL ASPECTS OF THE CPS, CTE AND MAGNET PROGRAMS. THE CANDIDATE BEING BROUGHT TO YOU THIS EVENING FOR CONSIDERATION AND APPOINTMENT INTO THIS POSITION IS KATIE M ECKSTEIN.

THE SUPERINTENDENT RESPECTFULLY REQUEST YOUR APPROVAL OF THIS RECOMMENDATION AT THIS TIME.

MAY I HAVE A MOTION? THIS IS PATRICE RICARDI.

I MOVED TO ACCEPT THE APPOINTMENT OF THE COORDINATOR OF CAREER AND TECHNOLOGY EDUCATION, CTE, AND MAGNET PROGRAMS. DO I HAVE A SECOND? DENISE PERRY. I SECOND THE MOTION.

THANK YOU.

ALL THOSE IN FAVOR, PLEASE SIGNIFY OR ASK A QUESTION.

SEE, YOU HAVE MORE.

[00:50:01]

ACTUALLY, THIS WAS ONE OF THE ONES THAT I HAD NO COMMENTS OR QUESTIONS ON.

SORRY TO INTERRUPT YOU. OKAY.

I THINK ROLL CALL BECAUSE WE DID IT FOR THE OTHER TWO.

DO A ROLL CALL. VOTE, PLEASE.

MS.. ALVAREZ? YES, MISS BRUCE? YES. MISS HORNE? YES. DR.

HAROLD? YES, MISS PERRY? YES. DR.

PHILLIPS? YES.

MISS RICARDI? YES.

MISS BLANKEN? YES.

VICE PRESIDENT SAWYER? YES.

PRESIDENT MUELLER. YES.

THIS MOTION PASSES.

THANK YOU. AND THANK YOU.

THANK YOU. THANK YOU.

NEXT, WE HAVE ITEM D DECISION ON PROPOSED REVISIONS AND RENAMING OF BOARD POLICY 20 DASH 0037-000

[D. Decision on Proposed Revisions and Renaming of Board Policy 20-0037-000 Health and Wellness, Mr. Joseph Harbert, Director of Health and Wellness, Ms. Kristen Sudzina, Supervisor of Food and Nutrition, and John E. Burke, Esq., Deputy General Counsel ]

HEALTH AND WELLNESS.

MISTER HERBERT, MISS SUSANNA AND MISTER BURKE, I APOLOGIZE FOR MESSING UP YOUR NAME.

THANK YOU. GOOD EVENING.

PRESIDENT MUELLER, VICE PRESIDENT, SCHOOL BOARD MEMBERS, AND SUPERINTENDENT OLSON AT THE BOARD MEETING ON MARCH 27TH, 2023, YOU WERE PRESENTED WITH REVISIONS TO THE EXISTING WELLNESS POLICY.

ONE OF THOSE REVISIONS WAS TO RENAME THE POLICY TO HEALTH AND WELLNESS POLICY.

OTHER REVISIONS WERE MADE TO ALIGN WITH STATE STANDARDS AND PROVIDE CONSISTENCY AND CLARITY WITH SCHOOL OPERATIONS.

THE REVISED POLICY WAS POSTED FOR THE 30 DAY PUBLIC COMMENT PERIOD.

WE RECEIVED ONE PUBLIC COMMENT AND NOW THE POLICY IS BACK TO THE BOARD THIS EVENING FOR A VOTE.

THERE HAVE BEEN NO CHANGES TO THE POLICY AS INITIALLY PRESENTED AND YOU WERE PROVIDED WITH COPIES OF THAT POLICY IN ADVANCE OF THE MEETING.

WITH THAT, I TURN IT BACK TO THE BOARD FOR A VOTE.

MAY I HAVE A MOTION AND A SECOND? MADAM CHAIR, SHOULD WE TAKE MAKE COMMENTS PRIOR TO THE MOTION OR.

NORMALLY THE DISCUSSION IS OPENED UP AFTER AFTER THE MOTIONS.

SO CAN I HAVE A MOTION AND A SECOND? I MOTION TO TO DISCUSS THE POLICY.

I THINK WE NEED A MOTION TO APPROVE.

THE MOTION IS TO APPROVE THE POLICY.

MOTION TO APPROVE THE POLICY.

DO I HAVE A SECOND? A SECOND. THANK YOU, MRS ALVAREZ.

OKAY. UM, YEAH, I JUST HAD ONE COMMENT, AND THIS IS ONE OF MY STANDARD COMMENTS WITH A LOT OF THESE POLICIES, ESPECIALLY WHEN THEY PERTAIN TO HEALTH AND WELLNESS AND AND OTHER THINGS, IS, IS HAVING SOMETHING IN THERE THAT SAYS THAT IT WILL BE IN COORDINATION WITH THE PARENTS.

AND SO FOR THE HEALTH AND WELLNESS POLICY AND ON PAGE SIX, PARAGRAPH TWO, I, UM, IT SAYS THAT THE HARFORD COUNTY PUBLIC SCHOOLS HAS PARTNERED WITH OUTSIDE MENTAL HEALTH AGENCIES TO PROVIDE SCHOOL BASED MENTAL HEALTH SUPPORT TO STUDENTS IN GRADES K THROUGH 12.

I WOULD REQUEST THAT WE ADD THAT THE PARENTS, SOMETHING ABOUT THE PARENTS BEING IN CONTACT WITH.

AND THEN WHEN THERE'S.

WHEN THERE'S. I AM SUCH PARTNERING.

BUT THOSE ARE LIKE THIRD PARTY HEALTH CARE.

SO IT'S IT'S LIKE A THERAPIST OFFICE SENDING A THIRD PARTY THERAPIST INTO THE SCHOOL SO THAT THE STUDENT HAS ACCESS TO HEALTH CARE IN THE BUILDING. AND I AND SO THAT WOULD HAVE TO GO THROUGH THE SCHOOL CAN'T.

AND I WOULD REQUEST THAT BE EXPLICITLY STATED THAT WAY.

SURE. WE CAN RESPOND TO THAT COMMENT OR I NOTICE YOU WOULD LIKE TO SAY SOMETHING AS WELL.

I WASN'T SURE WHAT I SHOULD GO.

OKAY. THANK YOU.

YOU WANT TO GO AHEAD FIRST AND THEN.

SURE. THANK YOU. I THINK MR. HARBERT COULD COULD SPEAK TO THAT QUESTION.

YES. SO IN RELATION AND WE'VE HAD SOME CONVERSATION AROUND THIS IN OUR SCHOOL BASED WHEN WE MAKE REFERRALS TO SCHOOL BASED MENTAL HEALTH PROVIDERS, THE FIRST STEP IS PARENT COMMUNICATION.

AND THE GUIDANCE IN THAT IS IF THE PARENT IS NOT WILLING TO BE A PART OF IT OR IS NOT INTERESTED, THE REFERRAL CANNOT HAPPEN.

THEY ARE LITERALLY THE FIRST STEP IN THE REFERRAL PROCESS.

THERE'S AN INTAKE THAT HAPPENS WITH THE PROVIDER AND THE PARENT AND THAT GUIDANCE IS GIVEN TO OUR TO OUR STAFF IN ORDER TO MAKE A REFERRAL.

THOSE ARE THE GUIDELINES THAT THEY FOLLOW.

AND I JUST WANTED TO GO ON THE MINUTES AND ON THE RECORD THAT I'VE MADE A REQUEST TO ADD THE PARENTS INTO THE POLICY, TO ADD IT EXPLICITLY OR REFER

[00:55:07]

TO THOSE SUCH PROCEDURES.

IS THAT JUST IMPLIED OR IS THAT SOMETHING IS THERE IN WRITING ANYWHERE THAT THAT IS STATED? IT'S IN WRITING. EVERY SUPPORT STAFF RECEIVED THAT DOCUMENTATION AND I CAN READ IT FOR YOU RIGHT HERE.

AND I CAN I CAN SEND IT TO YOU AFTERWARDS.

THAT'D BE GREAT. THE FIRST THING IN CONSIDERATION FOR FAMILY IS THE FAMILY INTERESTED IN OR DO THEY SUPPORT A REFERRAL TO SCHOOL BASED MENTAL HEALTH? DOES THE FAMILY UNDERSTAND THEY MUST PARTICIPATE IN THE INTAKE PROCESS AS WELL AS FAMILY MEETINGS AS RECOMMENDED? WHAT BARRIERS BARRIERS EXIST THAT PREVENT THE FAMILY FROM ACCESSING SERVICES IN THE COMMUNITY? WHAT, IF ANY, COMMUNITY SUPPORTS ARE CURRENTLY BEING ACCESSED? WOULD THE FAMILY BETTER BE SERVED BY A REFERRAL TO A CASE MANAGEMENT SERVICES? SO JUST TO GIVE YOU AN IDEA, WE HAVE 38, ROUGHLY 38,000 STUDENTS IN HARFORD COUNTY PUBLIC SCHOOLS.

OF THAT, ABOUT 1000 OF THOSE STUDENTS RECEIVE SUPPORT THROUGH SCHOOL BASED MENTAL HEALTH.

A VAST MAJORITY OF THOSE FAMILIES ARE REACHING OUT TO THE SCHOOLS, ASKING FOR HELP.

THERE ARE SITUATIONS WHERE AT THE SCHOOL LEVEL, THEY MAY SEE THE NEED.

THE NEXT STEP IN THAT PROCESS IS TO REACH OUT AND TALK TO THE PARENT.

BUT I WOULD SAY A HIGH AMOUNT OF THOSE ARE FAMILIES REACHING OUT TO THE SCHOOLS BECAUSE FOR FOR WHATEVER REASON, THERE MAYBE THERE'S THINGS THAT ARE LIMITING THEIR ACCESS IN EVERY DAY.

SO THEY HAVE THE OPPORTUNITY TO SEEK THAT SUPPORT DURING THE SCHOOL DAY.

PARENTS NEED TO UNDERSTAND THOSE.

PARENTS UNDERSTAND THAT STUDENTS WILL BE PULLED FROM CLASS AND THEY HAVE THE OPPORTUNITY TO MAKE THAT WORK UP.

IT'S EXCUSED TIME, BUT THOSE ARE ALL THINGS TO BE CONSIDERED.

IDEALLY, WE LIKE FAMILIES TO SEEK THAT SUPPORT OUTSIDE OF THE SCHOOL DAY, BUT FOR SOME OF OUR FAMILIES, IT'S JUST NOT ATTAINABLE AND THAT'S WHY WE WORK WITH THEM.

THANK YOU, BRUCE. SO, IN OTHER WORDS, THIS IS THE POLICY AND YOU HAVE THE PROCEDURES IN PLACE TO TAKE CARE OF THE QUESTION.

YEAH. AND I THINK WHERE WHEN WE BROUGHT THIS UP AND TALKED THROUGH IT, MY THOUGHTS ON THE POLICY IS A GENERAL OVERVIEW.

WHEN WE GET INTO THE PROCEDURES OR THE DAY TO DAY EXPECTATIONS, THAT'S MORE OF AS A SUPERVISOR OVER A PSYCHOLOGIST OR A SOCIAL WORKER OR A COUNSELOR.

THIS IS HOW YOU MUST DO YOUR JOB.

EVERY ONE OF THOSE SUPPORT STAFF RECEIVED THIS DOCUMENTATION IN ORDER TO HELP ASSIST THEM WHEN CONSIDERING SCHOOL BASED MENTAL HEALTH SERVICES.

THESE ARE THE CONSIDERATIONS THAT MUST HAPPEN.

AND AS I'VE SAID, IF WE HAD A SUPPORT STAFF THAT'S MAKING A REFERRAL WITHOUT A PARENT'S AWARE, THE FIRST STEP IN THAT PROCESS IS THE SCHOOL BASED MENTAL HEALTH PROVIDER IS GOING TO CONTACT THE PARENT.

SO THE EXAMPLE I GIVE, I'LL GO BACK TO MY ADMINISTRATOR DAYS.

IF I HAVE A TEACHER THAT HAD A CONCERN WITH A STUDENT AND THEY WRITE A REFERRAL, MY FIRST QUESTION IS ALWAYS, I HOPE I'M NOT THE FIRST PHONE CALL TO THE PARENT BECAUSE I'M GOING TO HAVE A PROBLEM WITH THAT, MUCH LIKE I WOULD HAVE A PROBLEM IF WE'RE MAKING REFERRALS WITHOUT PARENTS AWARENESS BECAUSE THEY ARE GOING TO BE THE FIRST PERSON TO FIND OUT ABOUT IT. SO IT WOULDN'T MAKE SENSE TO MAKE A REFERRAL WITHOUT THE PARENTS BEING INVOLVED BECAUSE THEY HAVE TO BE WILLING TO BE INVOLVED IN THAT INTAKE PROCESS AND ALL THE NEXT STEPS THAT ARE IN PLACE FOR THAT.

JUST ONE MORE QUESTION. I'M SORRY.

SO IN ORDER FOR A STUDENT TO PARTICIPATE, A PARENT HAS TO BASICALLY SIGN DOCUMENTATION.

ABSOLUTELY. AND AND BE INVOLVED IN THAT PROCESS.

OKAY. ARE THERE ANY OTHER QUESTIONS OR COMMENTS? I JUST HAVE A COMMENT ON SECTION A, SECTION H ON PAGE FOUR OF SIX.

IT SAYS ALL SCHOOLS SHALL PURSUE AND CULTIVATE PARTNERSHIPS WITH FAMILIES.

IS THAT WHERE YOU'RE ALLUDING TO THE FAMILY INVOLVEMENT AND RELATIONSHIP? AND THEN IN THE PROCEDURES IT DIVES IN MORE SPECIFICALLY TO GET THE PARENTS PERMISSION? I MEAN, THAT'S THE ONLY SPOT IN THE PROCEDURE THAT I SEE THAT IT'S ALLUDED TO THE FAMILIES, WHICH IS THE PARENT.

WHICH PAGE ARE YOU REFERRING TO, MR. CARTER? PAGE FOUR OF SIX.

PAGE FOUR OF SIX H.

COMMUNITY INVOLVEMENT. OH, I'M SORRY.

I'M LOOKING AT. I'M SORRY.

I'M LOOKING AT THE. MY MY APOLOGIES.

IT'S RIGHT UNDER THE PARAGRAPH I WAS REFERRING TO.

RIGHT? YEAH. THERE IT IS.

IT'S H. FAMILY AND COMMUNITY INVOLVEMENT POLICY THAT WAS AMENDED FOR 1017.

THAT? NO, I'M ACTUALLY LOOKING AT PAGE SIX OF SIX ON THE NEW POLICY.

IT'S NOT HIGHLIGHTED.

IT SAYS FAMILY COMMUNITY INVOLVEMENT.

YEAH. PAGE SIX OF SEVEN.

RIGHT? YES.

AND I'M THINKING THAT'S WHERE WE'RE ALLUDING TO THE PARENTS.

SURE. THAT THAT HAS NOT BEEN ADJUSTED IN THERE, BUT.

[01:00:01]

BUT THE PROCEDURE REQUIRES THE SIGN OFF.

YES. OKAY.

HEARING NO FURTHER DISCUSSION, I'M GOING TO ASK ALL THOSE IN FAVOR.

PLEASE SIGNIFY BY SAYING YES.

YES. YES. YES.

OPPOSED. MOTION CARRIES.

THANK YOU. THANK YOU.

HEATHER, YOU'RE UP. I'M SORRY.

THAT PROBABLY WASN'T THE RIGHT WAY TO DO THAT.

DECISION ON PROPOSED REVISIONS OF BOARD POLICY TEN DASH 0002-000.

[E. Decision on Proposed Revisions of Board Policy 10-0002-000 Harford County Board of Education Citizen Advisory Committees, Ms. Heather Kutcher, Executive Director of Curriculum, Instruction, & Assessment and John E. Burke, Esq., Deputy General Counsel ]

HARTFORD COUNTY BOARD OF EDUCATION CITIZEN ADVISORY COMMITTEES.

MISS HEATHER KUTCHER AND MR. JOHN BURKE.

GOOD EVENING AGAIN, BOARD MEMBERS AND DR.

BOLTON AT THE BOARD MEETING ON MAY 8TH, 2023, YOU WERE PRESENTED WITH REVISIONS TO THE HARTFORD COUNTY BOARD OF EDUCATION CITIZEN ADVISORY COMMITTEE'S POLICY. THESE REVISIONS WERE THE RESULT OF A REVIEW OF THE CURRENT POLICY BY VARIOUS CITIZEN ADVISORY COMMITTEE LEADERS.

THE RECOMMENDED UPDATES PROVIDED MORE FLEXIBILITY IN THE TIMING OF COMMITTEE PRESENTATIONS TO THE SUPERINTENDENT AND TO THE BOARD OF EDUCATION, AND THEY ENSURE EQUITABLE PARTICIPATION BY COMMUNITY MEMBERS IN THESE GROUPS.

THE REVISED POLICY WAS POSTED FOR THE 30 DAY PUBLIC COMMENT PERIOD.

WE RECEIVED ONE PUBLIC COMMENT AND NOW IT'S BACK TO THE BOARD THIS EVENING FOR A VOTE.

THERE HAVE BEEN A FEW REVISIONS TO THE POLICY THAT WAS PRESENTED TO YOU ON MAY 8TH, 2023.

THESE REVISIONS ARE NON SUBSTANTIVE, SO THE POLICY DOES NOT NEED TO BE POSTED AGAIN FOR ANOTHER 30 DAY PUBLIC COMMENT PERIOD.

THESE REVISIONS WERE INCLUDED IN THE POLICY THAT WAS PROVIDED TO YOU IN ADVANCE OF TONIGHT'S MEETING.

I'D LIKE TO TURN IT OVER TO MS..

KUTCHER TO BRIEFLY EXPLAIN THESE REVISIONS TO YOU.

THANK YOU, MR. BURKE. GOOD EVENING.

SO AS MR. BURKE STATED, WE DID INCORPORATE SEVERAL OF THE CHANGES SUGGESTED WITHIN THE PUBLIC COMMENT.

SO WE DID UPDATE LANGUAGE PERTAINING TO THE DISSEMINATION OF INFORMATION REGARDING THE MEETINGS.

WE ADDED SOME LANGUAGE TO CLARIFY THAT THE SELECTION OF MEMBERS AND THE WORK OF THE COMMITTEES WOULD BE RELEVANT TO THE PURPOSE AND SPECIFIC CHARGE OF THE COMMITTEE.

AND WE ALSO REMOVED ONE STAFF PERSON WHO WAS NOTED AS BEING PART OF THE SELECTION OF EVERY COMMITTEE SINCE THE FLEXIBILITY OF AN HCP STAFF COORDINATOR WAS ALREADY PROVIDED FOR WITHIN THE POLICY CHANGES WE DID NOT MAKE WERE NOT MADE FOR TWO MAIN REASONS.

THE CHANGE WAS EITHER ALREADY IMPLIED IN THE OPENING PARAGRAPH OF THE POLICY OR THE CHANGE WOULD NOT ALIGN WITH THE REQUIREMENTS AROUND CITIZENS ADVISORY COMMITTEES.

WITH THAT. DR. MUELLER, WE TURN IT BACK TO THE BOARD FOR A VOTE.

THANK YOU. DO I HAVE A MOTION TO APPROVE THE POLICY FOR THE HARFORD COUNTY BOARD OF EDUCATION CITIZEN ADVISORY COMMITTEE? THIS IS PATRICE RICARDI.

I MOVE TO APPROVE THE REVISIONS OF THE BOARD POLICY.

TEN 0002-000 HARFORD COUNTY BOARD OF EDUCATION CITIZEN ADVISORY COMMITTEE.

THANK YOU. DO I HAVE A SECOND? I SECOND. THANK YOU.

ALL THOSE IN FAVOR, PLEASE SIGNIFY BY SAYING YES.

MADAM CHAIR, CAN WE COMMENT ON THE POLICY? EXCUSE ME. GO AHEAD, MRS. ALVAREZ. OKAY.

FORGIVE ME, HEATHER, IF I'M.

TRYING TO KEEP ALL OF THE POLICIES STRAIGHT.

THERE WAS ONE POLICY THAT TALKED ABOUT THE APPOINTMENT OF THE CITIZEN ADVISORY GROUP.

IS THAT A SEPARATE POLICY FROM THIS THAT SAID THAT THAT THE MEMBERS FOR THAT COMMITTEE WOULD BE APPROVED BY THE BOARD AND AT THE END OF JULY? IS THAT THIS POLICY OR ANOTHER POLICY? THAT'S THIS POLICY.

OKAY. AND I'M NOT FINDING THAT IN HERE.

DID THAT GET DELETED? KNOW THAT THAT CHANGE WAS NOT MADE.

WE DID SHARE WHEN WE BROUGHT THE POLICY THE FIRST TIME WE HAD THE ADDITIONAL SUPPORTING PROCEDURES THAT DID INCLUDE THE TIMELINE THAT HAD BRINGING THE COMMITTEE MEMBERS TO THE BOARD. RIGHT.

AND BUT THERE WAS A DATE OF THE END OF JULY, AND I'M NOT FINDING THAT.

CAN YOU IS IT POSSIBLE FOR YOU TO TELL ME WHERE THAT IS IN THIS POLICY? THAT DATE IS NOT INCLUDED IN THE POLICY.

THAT WAS THE TIMELINE THAT WE CREATED TO SUPPORT THE POLICY.

SO WE UPLOADED THAT TO THE BOARD EXHIBITS WHEN WE PRESENTED IT ORIGINALLY ON MAY.

EIGHTH. THANK YOU.

OKAY. SO.

SO IT LOOKS LIKE THERE'S QUITE A BIT OF THE TIMELINE INFORMATION IS BEING REMOVED FROM THE POLICY

[01:05:05]

AND. THE ONLY TIMELINE PIECE THAT WE'RE REMOVING.

SO THE YELLOW WITH THE STRIKETHROUGH IS WHAT WE REMOVED.

SO JUST THAT THE PRESENTATIONS WOULD OCCUR IN THE FALL.

WE DID TAKE THAT OUT. SO IT'S A YEARLY PRESENTATION, BUT THAT WOULD ALLOW, I THINK THAT SAME NIGHT THE SPECIAL EDUCATION CITIZENS ADVISORY COMMITTEE PRESENTED AND THAT WAS A SPRING PRESENTATION.

SO WE JUST WANTED TO OPEN UP THAT FLEXIBILITY SO THE PRESENTATIONS WOULD STILL BE AT LEAST YEARLY, BUT IT WOULD FOLLOW A MORE NATURAL CADENCE OF THE WORK OF THE COMMITTEE.

IT WOULD ALSO PREVENT ALL OF THE COMMITTEES FROM PRESENTING, PERHAPS AT ONE PARTICULAR BOARD MEETING THAT WE COULD SPREAD THAT OUT WHERE IT MADE SENSE WITH THE WORK.

OKAY. AND NOW THE THE APPOINTMENTS FOR THE COMMITTEE, WHERE WOULD THAT TAKE PLACE? I UNDERSTAND. I YOU KNOW, AT THAT SAME MEETING, I BELIEVE WE WE HAD SENT OUT FOR PUBLIC A PUBLIC ANNOUNCEMENT AND WE'VE COLLECTED NAMES.

AND SO WHEN WILL THE THE COMMITTEE BE THE BE PRESENTED TO THE BOARD FOR APPROVAL? AND I DON'T SEE ANYTHING IN THIS POLICY TO STATE THAT.

THE POLICY DIDN'T INCLUDE A TIMELINE FOR THAT.

IT INCLUDES ONE, TWO AND THREE YEAR APPOINTMENTS.

SO OUR CYCLE WILL ACTUALLY BE BRINGING THOSE TO THE JUNE 26TH BOARD MEETING FOR THE NEXT SCHOOL YEARS.

DIFFERENT CITIZENS ADVISORY COMMITTEES.

WE HAVE THAT INFORMATION COLLECTED, BUT THIS POLICY ITSELF DOES NOT SPECIFY THAT WE HAVE THAT IN THE PROCEDURES THAT SUPPORT THIS.

OKAY. SO THAT'LL ACTUALLY BE THE NEXT MEETING, RIGHT? IS THAT. YEAH. OKAY.

AND LET ME JUST MAKE SURE.

SO I THINK THAT KIND OF.

OH, I WOULD LIKE TO MAKE A REQUEST THAT THAT WE FIND SOME VERBIAGE TO PUT INTO THIS POLICY TO. HAVE CHARTERS.

IS THAT IN THE PROCEDURE OR IS THAT YOU KNOW, BECAUSE I HAVE NOT I'M NOT FINDING THAT THE THE THAT THE ADVISORY COMMITTEES HAVE ESTABLISHED CHARTERS.

SO IT'S HARD FOR ME AS A BOARD MEMBER TO UNDERSTAND WHAT THE GOALS OF THE OF THE OF THE COMMITTEE IS, WHO THE MEMBERS OF THE COMMITTEES ARE. IF I HAVE QUESTIONS AND IT'S GETTING THAT INFORMATION WOULD BE IS IS QUITE DIFFICULT.

SO YOU KNOW COMMITTEES TYPICALLY, AS YOU KNOW USUALLY HAVE SOME KIND OF CHARTER THAT WOULD INCLUDE THINGS LIKE MEMBERS GOALS, SOME KIND OF TIMELINE OR SCHEDULE SO THAT, YOU KNOW, THE BOARD MEMBERS WOULD WOULD HAVE A LITTLE BIT OF INFORMATION TO TO IF THEY HAD QUESTIONS, THEY WOULD KNOW WHO TO GO TO.

SO I'D LIKE TO MAKE A REQUEST THAT WE ADD SOME VERBIAGE TO THAT EFFECT.

THANK YOU. THAT'S MY QUESTIONS.

SO CAN I ASK A QUESTION? OF COURSE. SO WE'VE ALREADY GOT THE POLICY PRESENTED TO MAKE MODIFICATION TO THE POLICY.

IT WOULD HAVE TO BE SENT OUT FOR ANOTHER 60 DAYS.

AM I UNDERSTANDING THAT CORRECTLY? IT WOULD HAVE TO. FIRST THERE WOULD BE A MOTION AND A VOTE THIS EVENING.

AND IF IT PASSES, THEN THE NEW CHANGE, BECAUSE IT WOULD BE SUBSTANTIVE, WOULD GO OUT FOR ANOTHER 30 DAY PUBLIC COMMENT PERIOD.

I WAS WONDERING IF MS..

KUTCHER WOULD LIKE TO RESPOND TO THAT.

IS THAT SOMETHING THAT YOU WOULD FIND IN THE PROCEDURE AND WOULD THAT SATISFY YOUR REQUEST TO PUT.

BECAUSE I BELIEVE THAT THERE ARE MANY DIFFERENT COMMITTEES, SOME BIG SOME SMALL ON THE HONESTLY, I THOUGHT IT WAS ON THE WEBSITE.

I'M LOOKING AT CAREER AND TECHNOLOGY EDUCATION.

I'M LOOKING AT THE CONTACT THE PERSON TO CALL AND I'M LOOKING AT WHAT THE MEMBERS ARE CHARGED WITH.

I DON'T SEE MEMBERS OF THOSE COMMITTEES LISTED IN THE MINUTES THERE.

IN THE MINUTES, MAYBE THAT'S SOMETHING WE ADD TO THE WEBSITE.

SO THEY WOULD BE LISTED, BUT I THINK THAT INFORMATION IS THERE ON THE WEBSITE.

BUT I DON'T MEAN TO INTERFERE, IT'S JUST THANK YOU FOR FOR BRINGING THAT OUT.

IT DOESN'T SAY CHARTER PER SE, BUT IT SAYS WHAT THE ROLE OF EACH OF THOSE COMMITTEES ARE, WHO THE PERSON CHARGED WITH THAT COMMITTEE IS AS A CONTACT POINT.

AND THE ONLY THING I'M MISSING SEEING MISSING ARE IS A LISTING OF THOSE COMMITTEE MEMBERS.

I DON'T NECESSARILY KNOW.

COMMITTEE MEMBERS MIGHT WANT THEIR PUBLIC INFORMATION AND PHONE NUMBERS PRESENTED ON A WEBSITE, SO MAYBE THAT HAS SOMETHING TO DO WITH IT.

BUT ANYWAY, SORRY FOR THE INTERJECTION.

NO, THAT'S OKAY.

I KNOW THAT MRS. ALVAREZ WANTS CHARTERS FOR EVERY COMMITTEE, AND I THINK THAT'S A BIGGER ISSUE THAN JUST LOOKING AT THIS POLICY.

YOU'RE LOOKING AT ONE POLICY, BUT CORRECT ME IF I'M WRONG BECAUSE YOU'VE SAID THIS BEFORE.

THAT IS CORRECT. THAT IS CORRECT.

I THINK THAT EACH COMMITTEE SHOULD HAVE AT LEAST SOME FORM OF A CHARTER THAT IDENTIFIES THE MEMBERS, THE GOALS AND THE AND THE TIMELINE THAT THAT IS THAT THEY

[01:10:10]

ARE GOING TO USE TO ADDRESS THOSE GOALS AND THE TERMINATION POINT OR MAYBE THE TERMINATION POINT IS WHEN WE GET GET DONE THESE THINGS, YOU KNOW, BUT THERE SHOULD BE SOMETHING ESTABLISHED FOR EACH COMMITTEE.

YES, THAT IS CORRECT. MA INTERJECTS OVER THAT.

SOMETIMES IT'S NOT UP TO US.

I BELIEVE IT'S MA. I MEAN, YES.

AND SO THE CITIZENS ADVISORY COMMITTEES THAT WE DO HAVE, THEY ARE GOVERNED BY MA, WHICH TELLS THE THE THE PROCESS, WHICH TELLS THE REQUIREMENTS FOR MEMBERSHIP IN MANY CASES AND DOES DIRECT THE WORK.

WE DO HAVE OTHER SUPPORTING DOCUMENTS FOR MANY OF THESE COMMITTEES, NOT ALL OF WHICH COME OUT OF THE CURRICULUM OFFICE THAT WE CAN CERTAINLY INCLUDE ON THE WEBSITE. SO THAT'S MORE PUBLIC FACING.

WE CAN ABSOLUTELY ADD THOSE.

YEAH. AND YEAH, THANK YOU PATRICE, FOR, FOR PUTTING THAT OUT.

I WAS AWARE THAT THERE ARE SOME ONGOING COMMITTEES THAT ARE REQUIRED BY COMAR, BUT EVEN EVEN THOSE SHOULD HAVE LIKE WHAT THE PURPOSE IS AND SOME KIND OF, YOU KNOW, AND A LIST OF THE MEMBERSHIP FOR THOSE COMMITTEES.

SO THEY SHOULD HAVE.

SO I DO BELIEVE THAT WE SHOULD HAVE A CHARTER OF SOME SORT FOR EACH ONE OF THEM.

AND IT DOES SEEM LIKE THERE'S MORE INFORMATION BEING ACTUALLY ADDED TO THE WEBSITE, YOU KNOW, AS WE'VE BEEN WORKING ON MAKING SURE I CAN SEE THAT.

THANK YOU. GOOD JOB.

THANK YOU. SO BUT RIGHT NOW, WHAT WE HAVE IN FRONT OF US IS A MOTION TO ACCEPT THE CHANGES ON THIS POLICY.

AND THAT HAS BEEN MADE AND BEEN SECONDED.

SO THE DISCUSSION SHOULD BE AROUND WHAT'S HAPPENING WITH THIS POLICY, NOT THE BIGGER PICTURE OF ADDING CHARTERS TO EVERY COMMITTEE THAT WE HAVE.

NOTWITHSTANDING. THIS POLICY DOES ADDRESS COMMITTEE ISSUES.

SO. ONE MY MY MOTION.

I GUESS MY MOTION IS THAT WE ADD VERBIAGE TO THIS POLICY THAT STATES THAT WE HAVE A CHARTER ESTABLISHED.

SO THE MOTION THAT'S ON THE FLOOR IS TO ACCEPT THIS POLICY.

IT HAS BEEN MADE AND SECONDED, SO WE NEED TO VOTE ON THAT FIRST.

IF YOU WANT TO MAKE ANOTHER MOTION AT SOME POINT TO CHANGE ALL OF OUR COMMITTEES TO HAVE CHARTERS, THEN THAT'S ANOTHER ISSUE.

BUT RIGHT NOW WE NEED TO VOTE ON THE MOTION THAT'S ON THE FLOOR.

AND YEAH, I GUESS I NEED TO READ ROBERT'S RULES A LITTLE BIT MORE BECAUSE I GUESS I WANT TO MAKE A MOTION TO AMEND THE MOTION TO, TO ADD ADD VERBIAGE TO THE POLICY.

SO WHO MADE THE ORIGINAL MOTION? OKAY. AND I SECOND, I PERSONALLY DON'T THINK THIS IS THE PLACE TO AMEND THAT POLICY, ALTHOUGH I DO THINK THERE'S A LOT OF VALIDITY IN WHAT YOU'RE SUGGESTING.

SO I DO NOT WANT TO AMEND MY MOTION AT THIS POINT, RESPECTFULLY.

THANK YOU. SO I'D LIKE TO VOTE ON THE MOTION THAT'S ON THE FLOOR.

MS.. RALLO, WOULD YOU DO A ROLL CALL? VOTE ON THIS, PLEASE? MS.. ALVAREZ? I ABSTAIN.

MS.. BRUCE? YES.

MS.. HORN. YES, BUT CAN WE ADD A STIPULATION TO ADDRESS THE CHARTER? THAT'S A DIFFERENT ISSUE.

THAT'S NOT THE MOTION THAT'S ON THE FLOOR.

WE HAVE TO VOTE ON THE MOTION THAT'S ON THE FLOOR.

SO IF YOU WANT TO ABSTAIN OR VOTE NO OR VOTE FOR IT, THAT IS TOTALLY UP TO YOU.

OKAY, THEN I'LL VOTE NO.

DR. HAROLD? YES.

OH, SORRY. I WAS TAKING OVER YOUR JOB.

I APOLOGIZE. I'LL BE QUIET.

YES. DR.

PHILLIPS. YES.

MRS. RICARDI. YES.

THIS? LINCOLN YES.

VICE PRESIDENT SEWELL I JUST WANT TO CLARIFY THAT WE ARE VOTING TO ACCEPT THE POLICY AS PRESENTED HERE, RIGHT? YES, THAT'S WHAT WE'RE DOING. OKAY.

YES. PRESIDENT MUELLER.

YES. MOTION PASSES.

THANK YOU. SO THE NEXT THING ON THE AGENDA IS A TEN MINUTE BREAK.

SO WE HAVE A TEN MINUTE BREAK.

COME BACK AT FIVE TO.

SO NEXT WE'RE GOING TO HAVE ITEM F PRESENTATION OF EDUCATION SPECIFICATION FOR THE COMBINATION, HARFORD ACADEMY AND

[F. Presentation of the Education Specification for the Combination Harford Academy and Elementary School, Mr. Cornell Brown, Assistant Superintendent for Operations, Ms. Patti Jo Beard, Executive Director of Facilities Management, Mr. Chris Morton, Supervisor of Planning and Construction, and Ms. Missy Valentino, Facilities Planner ]

ELEMENTARY SCHOOL.

CORNELL BROWN, PATTY, JOE BEARD, CHRIS MORTON AND MISSY VALENTINO.

THE DREAM TEAM.

PLEASE COME FORWARD.

[01:15:13]

GOOD EVENING, PRESIDENT MUELLER, VICE PRESIDENT SEWELL, MEMBERS OF THE BOARD.

SUPERINTENDENT BOSTON.

MY NAME IS QUINN O'BRIEN. I'M THE ASSISTANT SUPERINTENDENT FOR OPERATIONS.

JOINING ME, WE HAVE MISS PATTY JO BEARD.

SHE'S OUR EXECUTIVE DIRECTOR OF FACILITIES MANAGEMENT.

MR. CHRISTOPHER MORTON.

HE'S OUR SUPERVISOR OF FACILITIES OVER PLANNING AND CONSTRUCTION.

AND MISS MR VALENTINO, OUR FACILITY PLANNER.

WE'RE ACTUALLY HERE FOR TWO PRESENTATIONS, BUT OUR FIRST WILL BE OUR FIRST PRESENTATION FOR OUR EDUCATIONAL SPECIFICATIONS FOR THE HARTFORD ACADEMY SCHOOL. OUR EDUCATIONAL SPECIFICATIONS IS A PROCESS AND OUR PLANNING IS A PROCESS AND OUR PLANNING PHASES WHERE WE LOOK AT THE PROGRAM REQUIREMENTS FOR FACILITY AND WE MEET WITH INTERNAL AND EXTERNAL STAKEHOLDERS TO GO OVER THE REQUIREMENTS FOR THE BUILDING.

THE EDUCATIONAL SPECIFICATIONS ARE USED TO ASSIST OUR DESIGN TEAM AND THE DESIGN OF THE FACILITY AND IS USED SO THAT WE CAN CREATE THE CONSTRUCTION DOCUMENTS THAT WILL BE USED WHEN WE BID THE PROJECT.

IT'S SOMETHING THAT WE NEED TO GET BOARD APPROVAL.

SO TONIGHT IS DISCUSSION ONLY WHERE WE'LL PRESENT AND DISCUSS THE EDUCATIONAL SPECIFICATIONS.

AND THEN AT OUR NEXT BOARD MEETING WILL BE BACK BEFORE THE BOARD ASKING FOR THE BOARD'S APPROVAL FOR THE DOCUMENT SO THAT WE CAN MOVE FORWARD IN A PROCESS TO SUBMIT IT TO THE STATE AND CAN CONTINUE WITH THAT PLANNING PHASES.

ONE THING I'D LIKE TO NOTE IS WITH THIS PROJECT, AS YOU KNOW, WE'VE BEEN WORKING ON PLANNING AND SITE SITE PLAN APPROVAL WITH THE STATE AND YOU KNOW THAT THE SACHSE ROAD PROPERTY IS OUTSIDE OF THE STATE'S PRIORITY FUNDING AREA.

AND WE'VE BEEN WORKING WITH OUR LOCAL GOVERNMENT TO LOOK AT OTHER SITES THAT WOULD BE WITHIN THE DEVELOPMENT ENVELOPE THAT SERVED BY PUBLIC UTILITIES AND THINGS OF THAT NATURE.

SO THAT PROCESS IS ONGOING.

SO WHEN YOU LOOK AT THE COUNTY EXECUTIVE'S BUDGET, IT SHOWS THE PROJECT BEING PUSHED OUT A YEAR.

SO I JUST WANTED TO BRING THAT UP AND THAT'S PART OF THE PROCESS.

SO WE ARE ON TRACK TO FINISH THE EDUCATIONAL SPECIFICATIONS PROCESS.

WE WORK WITH THE LOCAL GOVERNMENT TO FIND A SUITABLE SITE, WORK WITH THE STATE AND THEN MOVE FORWARD FROM THERE.

SO WITH THAT, I'LL TURN IT OVER TO MS..

VALENTINO, AND SHE'S GOING TO TAKE US THROUGH TONIGHT'S PRESENTATION.

AND THE FOUR OF US WERE HERE TO ANSWER ANY QUESTIONS YOU HAVE.

I JUST WANTED TO ADD ONE THING ABOUT THE SITE WORK AND BEING DELAYED.

WE, THE COUNTY EXECUTIVE, DID FUND US FOR PLANNING FOR THE PROJECT.

SO AS SOON AS THAT SITE IS IDENTIFIED, WE ARE ABLE TO MOVE FORWARD INTO THE NEXT PHASE OF THE PROCESS.

SO WE ARE ABLE TO KEEP THAT GOING WITH THAT MOMENTUM GOING WITH THIS PROJECT.

I JUST START OFF WITH A LITTLE BIT OF BACKGROUND.

THIS PROJECT'S BEEN AROUND FOR MANY YEARS NOW.

THE ORIGINAL SCOPE STUDY WAS COMPLETED IN 2009, WHICH WAS 14 YEARS AGO, AND AT THAT TIME THE RECOMMENDATION WAS TO REPLACE THE BUILDING ON ANOTHER SITE.

IT WAS ALSO DETERMINED THAT A PHASED OCCUPIED RENOVATION WAS NOT AN OPTION BECAUSE OF THE STUDENTS THAT THAT SCHOOL SERVES.

WE DID COMPLETE AN UPDATED SITE STUDY IN AUGUST OF 2020, AND THAT'S WHEN THE DECISION WAS MADE TO GO WITH THE CAMPUS HILLS SITE.

AND THEN DURING THE BALANCING ENROLLMENT PLAN APPROVED FEBRUARY OF 22, THAT'S WHEN IT WAS DETERMINED THAT WE COULD ADD ELEMENTARY CAPACITY TO THE PROJECT.

AND THEN AN UPDATED SCOPE STUDY WAS COMPLETED AND APPROVED BY THE BOARD IN SEPTEMBER OF 22 FOR THE COMBINATION HARFORD ACADEMY AND ELEMENTARY SCHOOL. SO WE KIND OF STARTED OFF WITH THE END OF THAT SCOPE STUDY WITH THE BASIC LAYOUT AND IDEA OF WHAT WE WANTED IN THE BUILDING.

BUT OUR NEXT STEPS WERE REALLY TO SIT DOWN AND MEET WITH ALL THE STAKEHOLDERS TO IDENTIFY EXACTLY WHAT THOSE NEEDS ARE AND HOW WE CAN ADDRESS THEM.

I LIKE TO SAY THAT A LOT OF TIMES PEOPLE COME IN WITH AN IDEA AND IT'S A GREAT IDEA, BUT UNFORTUNATELY WE CAN'T DO THAT IN A SCHOOL SETTING.

BUT A LOT OF TIMES IT'S MORE OF THE DISCUSSION ABOUT WHAT PROBLEM ARE THEY TRYING TO SOLVE AND HOW CAN WE GET THERE, HOW CAN WE HELP THEM ACCOMMODATE THAT NEED. FOR EVERYBODY, WE HAD OUR KICKOFF MEETING JANUARY 3RD OF 23 ON THE SPEC COMMITTEE. THERE WERE A LOT OF MEMBERS.

WE HAD OVER 43 MEETINGS TO DISCUSS EACH AND EVERY INDIVIDUAL SPACE, AND I SAY THANK YOU TO EACH AND EVERY ONE OF THESE INDIVIDUALS HERE BECAUSE THEY GAVE

[01:20:06]

THEIR TIME TO SIT IN EACH AND EVERY ONE OF THESE MEETINGS.

WE HAD FACILITIES REPRESENTED, REPRESENTATIVES.

WE HAD TECHNOLOGY REPRESENTATIVES.

WE HAD THE PRINCIPAL, MR. RANDY GEIER OF HARTFORD ACADEMY.

WE HAD AN ELEMENTARY SCHOOL PRINCIPAL AS WELL.

WE ALSO HAD OUR GRIMM AND PARKER ARCHITECTS, AND THEN WE ALSO HAD, BECAUSE OF THE NATURE OF THE FACILITY ITSELF, A LOT OF INVOLVEMENT AND INTEREST FROM THE STATE.

SO WE HAD THREE MEMBERS FROM THE MARYLAND STATE DEPARTMENT OF EDUCATION WHO ARE ALSO SAT IN ON THIS.

ADDITIONALLY, WE HAD A LOT OF CONTRIBUTORS.

EACH MEETING MEANS PULLING IN STAFF CONTENT AREA LEADERS TO REALLY DISCUSS WHAT THE EDUCATIONAL NEEDS ARE FOR THOSE SPACES.

SO ALL OF THESE PEOPLE GAVE THEIR TIME AND DEDICATION TO ACTUALLY SITTING WITH US AND DESCRIBING WHAT THE NEEDS WERE IN THE SPACES.

SO WE DID HAVE A LOT OF INVOLVEMENT.

AND AGAIN, I WANT TO THANK EVERY ONE OF THEM FOR THEIR TIME BECAUSE WE COULDN'T DO WHAT WE DO WITHOUT THEM TELLING US WHAT THEY NEED.

SOME OF THE CHALLENGES WHEN WE STARTED THIS PROCESS WERE THAT WE WERE TRYING TO PUT MULTIPLE PROGRAMS INTO ONE BUILDING.

WE HAD THE PUBLIC DAY SCHOOL AND THEN WE WANTED TO ADD THE ELEMENTARY SCHOOL.

AND THEN ON TOP OF THAT WAS THE MODEL SCHOOL, WHICH ALL ARE GREAT OPPORTUNITIES, BUT IT'S HOW TO HAVE THEM FUNCTIONING WELL WITHIN ONE BUILDING.

WE WERE GETTING A LOT OF CONCERNS AND PUSHBACK FROM BOTH PARENTS AND STAFF OF THE HARFORD ACADEMY.

THEY WERE JUST CONCERNED ABOUT THE DIGNITY AND SECURITY AND SAFETY OF THEIR STUDENTS WHO WERE GOING TO BE IN THE BUILDING EVERY DAY.

WE ALSO HAD A LOT OF SITE RESTRICTIONS.

AS WE SAID BEFORE, WE WERE LOOKING AT A SITE THAT WAS NOT ON PUBLIC UTILITIES, SO THAT REALLY LIMITED THE USE OF THAT SITE.

WE HAD MULTIPLE STAKEHOLDERS, SO WE HAD HARFORD COUNTY PUBLIC SCHOOLS, STAKEHOLDERS FROM DIFFERENT DEPARTMENTS, BUT WE ALSO HAD HARFORD COUNTY PARKS AND RECREATION WHO ARE CONTRIBUTING TO THE GYM SPACES.

BUT AT THE SAME TIME, WE DIDN'T WANT TO BUILD A BUILDING THAT WAS BROKEN UP INTO MULTIPLE AREAS.

YOU REALLY WANT PEOPLE TO FEEL IT'S THEIR COMMUNITY SCHOOL, THAT'S THEIR SCHOOL.

WHEN THEY GO THERE, YOU WANT THEM TO FEEL THE COMMUNITY FEEL OF THAT SCHOOL.

SO THAT WAS SOMETHING THAT WE WERE REALLY LOOKING TO KEEP AS WE'RE WORKING THROUGH THIS PROCESS.

THE PUBLIC DAY SCHOOL.

REALLY, THE PROGRAM IS SERVING STUDENTS FROM 3 TO 21 YEARS OF AGE, WHICH HAD TO BE CONSIDERED IN THE DESIGN AND LAYOUT OF THE BUILDING.

WE BROKE IT OUT INTO THREE SEPARATE CLASSROOM CLUSTERS THAT WERE ORIGINALLY IDENTIFIED IN THE INITIAL PLAN FOR L, ONE FOR ELEMENTARY, ONE FOR MIDDLE AND ONE FOR HIGH.

THE STUDENTS DON'T ACTUALLY WORK THROUGH THE GRADES LIKE A TYPICAL GRADE TRANSITION WOULD BE.

SO YOU REALLY HAVE TO BE FLEXIBLE WITH THOSE SPACES AND HOW THAT LOOKS.

THERE'S 25 MAIN CLASSROOMS, TWO MUSIC CLASSROOMS, TWO ART CLASSROOMS. YOU'LL SEE FOUR PHYSICAL EDUCATION SPACES AND ZERO AQUATIC OR POOL SPACES.

ORIGINALLY, THE THOUGHT WAS TO HAVE THE THERAPEUTIC POOL.

AFTER MEETING WITH STAFF AND DISCUSSING SOME OF THE LIMITATIONS AND THE STAFFING NEEDS FOR HAVING A POOL AND STUDENTS IN THE POOL, THE DECISION WAS MADE TO ADD THE PHYSICAL EDUCATION SPACES TO ALLOW THEM TO HAVE THOSE MOVEMENT SPACES AND TO SUBSIDIZE THAT THROUGH THOSE PROGRAM SPACES.

THERE'S ALSO OCCUPATIONAL THERAPY AND PHYSICAL THERAPY SPACES, SPEECH THERAPY.

ONE OF THE BIG AREAS OF CONTENTION WAS THE MEDIA CENTER.

ORIGINALLY, THE THOUGHT WAS TO HAVE ONE GIANT MEDIA CENTER FOR EVERYONE TO SHARE, AND THE CONCERNS THERE CAME TO BE THAT NOT ALL STUDENTS EVERY DAY CAN HANDLE THAT TYPE OF INTERACTION.

AND IT HAS TO REALLY BE A PLANNED INTERACTION BASED ON THE STUDENTS NEEDS FOR THAT DAY.

SO THE IDEA HERE IS TO REALLY HAVE THAT SEPARATE SPACE, BUT IT'S STILL CONNECTED.

SO WHEN THE TIME IS RIGHT AND WHEN THE OPPORTUNITIES ARE THERE, THEY CAN CONNECT AND JOIN TOGETHER.

WE ALSO HAVE THE INDEPENDENT LIVING SPACES.

THAT'S A LIFE SKILLS CLASSROOM WHICH IS SET UP SIMILAR TO A SMALL APARTMENT, A HOME ECONOMICS AND COOKING CLASSROOM, AND THEN THE CAREER AND VOCATIONAL ROOM, AND THEN ALSO THE SPECIALTY CLASSROOMS, THE HORTICULTURAL AREA OR THE GREENHOUSE, WHICH THEY DO CURRENTLY HAVE AT THE HARTFORD ACADEMY. AND THEN THE TECHNICAL EDUCATION LAB, WHICH IS A GREAT PROGRAM THAT THEY DO DO AT THE HARTFORD ACADEMY, WHERE THE STUDENTS ARE ACTUALLY REFINISHING AND SELLING

[01:25:03]

FURNITURE. AND I JUST LIKE TO MAKE ONE POINT GOING BACK TO THE POLL.

YOU KNOW, WE HAVE A TEXTBOOK OR A PERFECT RELATIONSHIP WITH PARKS AND RECREATION.

WE'RE JOINED AT THE HIP.

SO THEY ATTEND ALL THESE MEETINGS.

WE HAD ASKED THEM IF THEY WERE INTERESTED IN SHARING IN THE POOL AND THEY WEREN'T.

BUT WHEN THEY FOUND OUT THAT WE WERE SWITCHING AND IT WAS DRIVEN BY STAFF DECISIONS, THEY THEY WE DIDN'T ASK THEM.

THEY CAME TO US AND WANTED TO PARTICIPATE IN THE GYM.

SO IT WAS KIND OF A WIN WIN THAT WE COULD DO MORE FOR THE STAFF BUT ALSO GET ADDITIONAL SUPPORT AND REVENUE FROM OUR PARTNERS.

SO I JUST WANT TO SHARE THAT. AND THEY ALSO HAVE AN EXTRA SPACE, NO POOL, BUT MORE SUPPORT.

DOES. I'M SORRY.

I HAVE ONE MORE QUESTION ABOUT THE POOL.

IF DOES THE GYM HAVE OPTIONS THAT WILL GIVE SIMILAR BENEFITS THAT A POOL WOULD HAVE LIKE? YES. SO CURRENTLY THEY DON'T HAVE A LOT OF THE CEILING HOYER LIFTS AND THINGS LIKE THAT THAT WILL BE DESIGNED INTO THIS BUILDING.

THAT BUILDING WAS NOT DESIGNED TO MEET THE NEEDS OF THOSE STUDENTS.

AND IF GIVEN THE EQUIPMENT THAT THEY NEED, THEY'RE ABLE TO PROVIDE THOSE THERAPY SERVICES.

YES. AWESOME. THANK YOU.

THE ELEMENTARY SCHOOL WILL BE SERVING GRADES PRE-K THROUGH FIVE.

AGAIN, IT'S THE CLASSROOM CLUSTER BY GRADE.

THERE WILL BE TWO FULL DAY PRE-K CLASSROOMS, TWO EARLY INTERVENTION CLASSROOMS, 24 CLASSROOMS, GRADES K THROUGH FIVE.

THAT'S FOUR PER GRADE TWO MUSIC CLASSROOMS, ONE ART, ONE LARGE GYMNASIUM THAT WILL HAVE THE DIVIDING CURTAIN BECAUSE PARKS AND REC IS CONTRIBUTING TO THIS PROJECT.

WE WILL HAVE A MIDDLE SIZED GYMNASIUM IN THERE, AND THEN YOU'LL BE ABLE TO DIVIDE THAT INTO TWO GYMNASIUM SPACES.

THEY WILL HAVE AN OCCUPATIONAL THERAPY ROOM, THE SPEECH THERAPY, ONE FOR THE PRIMARY GRADES AND ONE FOR THE INTERMEDIATE GRADES.

AND THEN ONE OF THE BIGGEST LESSONS LEARNED THAT WE'VE LEARNED MORE RECENTLY IS HAVING MORE OF THOSE PULL OUT SPACES.

IT'S SOMETHING THAT IS GROWING MORE AND MORE IN OUR SERVICES THAT WE'RE PROVIDING, SO WE'RE TRYING TO ADD THOSE IN AT EACH GRADE LEVEL SO STUDENTS DON'T HAVE TO TRAVEL TO THE OTHER END OF THE BUILDING TO RECEIVE THEIR PULLOUT SUPPORTS AND SERVICES TO OFFSET THAT.

THE TEACHERS WE HAVE A TEACHER'S WORK ROOM INSTEAD OF A TEACHER PLANNING ROOM, AND THE WORK ROOM IS REALLY AN AREA FOR THEM TO GO IN, MAKE THEIR COPIES, DO THEIR THINGS.

BUT A LOT OF THEIR PLANNING TAKES PLACE IN THEIR CLASSROOMS. EXCUSE ME. THE TWO FULL DAY PRE-K CLASSROOMS. HOW MANY HOW MANY STUDENTS ARE YOU LOOKING TO ACCOMMODATE IN EACH CLASSROOM? TYPICALLY, OUR PRE-K ARE ABOUT 20 STUDENTS.

YEP. SO THAT WOULD BE 40 STUDENTS.

THANK YOU. THE MODEL SCHOOL IS REALLY A NEW AND GROWING PROGRAM HERE.

IT'S ACTUALLY AN AWESOME OPPORTUNITY FOR OUR HIGH SCHOOL STUDENTS AND COLLEGE STUDENTS WHO ARE ASPIRING TO BECOME TEACHERS TO ACTUALLY GET THAT IN CLASSROOM EXPERIENCE WORKING WITH STUDENTS.

THE IDEA HERE WAS WHILE WE'RE WORKING THROUGH THIS PROCESS AND DESIGNING A BUILDING TO DESIGN THAT BUILDING TO ALLOW FOR THOSE INTERACTIONS AND THOSE OBSERVATIONS TO TAKE PLACE, IN THE END, WE CAME OUT WITH ONE LARGE CLASSROOM SPACE WITH A IT'S GOING TO BE A SUITE IN THE BUILDING THAT WILL HAVE THE ONE ONE LARGE CLASSROOM SPACE SO WE CAN HAVE OUR HIGHER EDUCATION PARTNERS IN OR HTTPS STAFF IN AND KIND OF HOLD LARGE GATHERINGS THERE, OR YOU CAN DIVIDE IT UP INTO SMALLER GROUPS.

THEY WILL HAVE A WORK ROOM.

THERE'S SOME OFFICE SPACE FOR THE PROGRAM MANAGERS, BUT ALSO OFFICE SPACE.

THAT'S SHAREABLE FOR HIGHER EDUCATION OFFICE.

SOME OF OUR PARTNERS AND SOME STORAGE.

THERE WILL BE EIGHT ELEMENTARY SCHOOL OBSERVATION ROOMS AND THEN THREE PUBLIC DAY SCHOOL OBSERVATION OBSERVATION ROOMS. I'M SORRY. SO THE THOSE ROOMS ARE ALSO BEING DESIGNED TO BE FLEXED.

WHEN THEY'RE NOT BEING UTILIZED FOR OBSERVATION.

THEY CAN ALSO BE UTILIZED FOR THOSE PULLOUT TYPE SERVICES.

SO BRINGING ALL THAT TOGETHER INTO ONE COMMUNITY WAS THE BIGGEST CHALLENGE.

SOME OF THE ISSUES THAT CAME UP WAS, ONE, SAFETY AND SECURITY.

YOU HAVE PEOPLE COMING IN AND OUT OF THE BUILDING DIFFERENT LEVELS ALL DAY.

JUST HAVING THAT ONE COMMUNITY FEEL, BUT ALSO KEEPING THE DIGNITY AND PRIVACY OF THE STUDENTS SO THAT THEY DON'T HAVE TO WORRY ABOUT SEEING SOMETHING OR BEING AROUND SOMETHING THAT THEY DON'T WANT TO BE AROUND.

ONE OF THE MAIN THING WAS HAVING THAT MAIN SINGLE OFFICE TO GREET EVERYBODY AS THEY COME IN.

[01:30:03]

WE TALKED A LOT ABOUT PUTTING IN OPERATIONAL EFFICIENCY, SO WHEN SOMEONE COMES IN, NO MATTER WHICH PROGRAM YOU'RE WITH, YOU CAN KIND OF BE SORTED AND GUIDED TO WHERE YOU NEED TO BE. HAVING A WAITING AREA, ALSO A CONFERENCE ROOM RIGHT OFF OF THE MAIN ENTRANCE AREA WHERE IF A PARENT COMES IN, THEY NEED TO DISCUSS SOMETHING ABOUT THEIR STUDENT. THEY CAN BE TAKEN RIGHT INTO THERE.

THEY DON'T HAVE TO DO IT AROUND EVERYBODY ELSE THAT'S STANDING THERE BECAUSE IT WILL PROBABLY BE A BUSY OFFICE AREA AND THEN PUBLIC RESTROOMS RIGHT THERE SO THEY CAN ACCESS IT AND STILL BE IN THE LINE OF SIGHT AND NOT WANDERING THROUGH THE BUILDING.

BUT ALSO JUST HAVING THOSE FLEXIBLE CENTRAL COMMUNITY SPACES WAYFINDING THROUGHOUT THE BUILDING.

THERE WILL BE ONE MAIN KITCHEN, BUT TWO CAFETERIAS.

THE THOUGHT THERE WAS THAT, YOU KNOW, STUDENTS CAN BE SEPARATED, BUT ON DAYS WHEN THEY FEEL THAT THEY CAN BE IN WITH THE GENERAL EDUCATION POPULATION, THEY CAN.

AND THE SAME FOR STUDENTS WHO ARE IN THE ELEMENTARY SCHOOL.

WHEN THEY FEEL COMFORTABLE AND WANT TO COME OVER, THEY CAN.

AND THAT CAN BE DECISIONS MADE ON A DAILY BASIS BASED ON THE NEEDS OF THE STUDENTS AND THE STAFF AT THE BUILDING.

WE WILL HAVE INDIVIDUAL MEDIA CENTER SPACES.

THE HORTICULTURAL AREA I TALKED ABOUT EARLIER WITH THE GREENHOUSE THAT ALSO WILL HAVE AN AREA DESIGNED IN SO THAT ELEMENTARY SCHOOLS CAN UTILIZE THAT SO THEY CAN COME IN, THEY'LL HAVE LOWER COUNTERTOPS AND THINGS LIKE THAT TO ACCESS AND BE ABLE TO DO SOME UNITS IN THERE.

AGAIN WITH THE FLEXIBLE OBSERVATION SPACES AND THEN THE PARKS AND REC CONTRIBUTIONS TO SPACES.

IN THE END, THIS IS A BREAKDOWN OF THE SUMMARY OF ALL THE SPACES IN THE BUILDING.

I'D BE HAPPY TO ANSWER ANY QUESTIONS ABOUT ANY OF THEM.

I WON'T READ THROUGH EACH ONE OF THEM.

I BELIEVE ALSO WE UPLOADED A DRAFT OF THE CURRENT ED SPEC FOR YOUR REVIEW, SO IF YOU HAVE QUESTIONS, PLEASE FEEL FREE TO ASK.

SO WITH THAT EXCUSE ME, I'M.

WE'RE OPEN TO ANY QUESTIONS.

AGAIN, THE DRAFT DOCUMENT HAS BEEN PROVIDED TO THE BOARD.

YOU HAVE THE OPPORTUNITY TO REVIEW THE DOCUMENTS BETWEEN NOW AND OUR NEXT BOARD MEETING.

I JUST WOULD LIKE TO JUST COMMEND THE ENTIRE TEAM, INTERNAL AND EXTERNAL, TO THE SCHOOL DISTRICT.

THE EDUCATIONAL SPECIFICATIONS IS PRETTY MUCH WHERE THE RUBBER MEETS THE ROAD.

IT REALLY LAYS OUT WHAT OUR REQUIREMENTS ARE.

AND AGAIN, WE'LL PASS THAT ON TO OUR DESIGN TEAM AS WE MOVE FORWARD.

YOU KNOW, MISS VALENTINO, MR. MORTON, THEY'VE DONE A GREAT JOB OVER THE LAST FEW MONTHS.

YOU KNOW, JUST KEEPING THIS GOING, PULLING EVERYBODY IN TOGETHER, GETTING THE INPUT THAT'S NEEDED.

AND IT'S A VERY UNIQUE FACILITY FOR US.

SO WE JUST WANT TO DO IT AND DO IT RIGHT.

SO I THINK WE'RE OFF TO A GREAT START.

SO WITH THAT, I'LL JUST TURN IT OVER FOR QUESTIONS.

DR. PHILLIPS TWO QUESTIONS.

NUMBER ONE, OT AND SPEECH THERAPY, ARE THEY EMPLOYEES OF HKPS OR ARE THEY CONTRACTED OUT? FOR THE HARTFORD ACADEMY, I THINK.

I THINK YOU SAID YOU HAD SPEECH AND SPEECH THERAPY SERVICES.

ALL OF OUR SCHOOLS HAVE SPEECH THERAPY IN THE SCHOOLS.

PT AND OT ARE THEY? I THINK I DON'T WANT TO ANSWER.

WE HAVE TO GET BACK TO YOU BECAUSE I THINK IT JUST DEPENDS ON THE SERVICES NEEDED AT THE SCHOOLS AND THAT'S HANDLED OUT OF OUR STUDENT SUPPORT SERVICES AND WE CAN JUST TALK ABOUT THAT. SO I DON'T EVEN KNOW IF WE GOT DOWN TO THAT LEVEL OF DETAIL ON STAFFING AT THE BUILDING.

SO RIGHT NOW WE'RE TALKING ABOUT PROGRAM AND SPACE REQUIREMENTS.

DOCTOR PHILLIPS SPECIAL ED WOULD HAVE THE DETAILS ON THAT.

BUT THAT SAID, WE USUALLY HAVE A MIX WHERE WE CAN WE HIRE.

BUT, YOU KNOW, PARTICULARLY IN A LOT OF THOSE AREAS WHERE YOU HAVE SHORTAGES, WE HAVE TO CONTRACT OUT FOR SOME OF IT.

SO IT'S REALLY A MIX.

AND THE OTHER QUESTION, THE ORIGINAL PLAN WAS FOR 201,000FTĀ².

AND ON YOUR SPACE SUMMARY REPORT HERE, IT'S 150,000.

WHERE WAS THE SO THE 201,000FTĀ².

IF YOU ADD IN HALLWAYS AND MECHANICAL SPACES AND ANY TYPE OF ADDITIONAL SPACES THAT ARE UTILIZED FOR THAT, THE 150,000FTĀ² ARE MORE PROGRAM RELATED SPACES.

CORRECT. AND ACTUALLY GOING THROUGH A PROCESS THAT WAS KIND OF A WATERMARK, WE'RE RIGHT ON IT, WHICH IS AMAZING FOR THIS TYPE OF FACILITY.

I MEAN, BECAUSE YOU'RE COMBINING AND THE SPECIAL ED PROGRAMS. AND SO LIKE WITH THE ANCILLARY SPACE, THE HALLWAYS OR WHATEVER, WE'RE LIKE, RIGHT ON.

THANK YOU. THAT'S ALL I HAVE.

MUCH RECENT DREASE.

I'M SORRY. WHERE IS THE BUILDING? IS THE BUILDING STILL GOING TO BE? THERE'S BEEN CONVERSATION ABOUT LOCATION AND WHERE ARE WE ON LOCATION SO THAT THE SITE HASN'T BEEN FULLY IDENTIFIED, WHICH IS WHAT WE'LL WAIT TO GO BACK INTO.

[01:35:03]

YES. SO WE ARE STILL AND THE REASON BEHIND THAT WAS WOULD YOU REPEAT IT? WELL, IT'S OUTSIDE OF THE DEVELOPMENT ENVELOPE.

AND THE STATE WANTS US TO WORK WITH OUR LOCAL GOVERNMENT TO TRY TO IDENTIFY PROPERTY WITHIN THE DEVELOPMENT ENVELOPE.

THAT PROPERTY ALSO HAS TO BE CENTRALLY LOCATED WITHIN THE DEVELOPMENT ENVELOPE BECAUSE IT SERVICES THE ENTIRE COUNTY.

SO THAT'S. PRETTY HIGH CRITERIA.

THANK YOU. I JUST WANTED TO MAKE SURE THAT WAS CLEAR.

SO JUST TO.

YEAH, SO TO.

I HAVE WE IDENTIFIED VIABLE CANDIDATES FOR LIKE PATRICE IS SAYING, WE'RE LOOKING FOR A NEW SITE.

SO IS THERE THERE ARE SOME CANDIDATES THAT ARE BEING PRESENTED.

YES. WE MET WITH THE, YOU KNOW, COUNTY EXECUTIVE AND STAFF.

THEY PROVIDED US WITH A LIST OF POTENTIAL SITE LOCATIONS.

OUR TRANSPORTATION DEPARTMENT, ALONG WITH MISS VALENTINO AND MISS BEARD AND MISTER MORTON, THEY WENT THROUGH AND EVALUATED THOSE SITES.

AND THEN WE HAD A FOLLOW UP MEETING WITH THEM AND PROVIDED THAT FEEDBACK TO THEM AND THE PLANNING AND ZONING DEPARTMENT AND THEIR DEPARTMENT THAT'S RESPONSIBLE FOR THE DISPOSITION OF PROPERTY.

THEY'VE BEEN REACHING OUT TO POTENTIAL PROPERTY OWNERS AND HAVING CONVERSATIONS THERE.

AND WE'RE JUST WAITING TO GET SOME FEEDBACK FROM THEM ON THE RESULTS OF THEIR DISCUSSIONS WITH PROPERTY OWNERS.

GREAT. THANK YOU. YOU GUYS HAVE DONE A TREMENDOUS JOB IN PUTTING THIS TOGETHER, VERY THOROUGH.

AND I GUESS IT'S UNFORTUNATE THAT THE FIRST SITE FELL THROUGH, BUT IT SOUNDS LIKE YOU'RE ON IT.

SO THANK YOU.

THANK YOU. THIS IS FUN.

THANK YOU.

I JUST HAVE A COUPLE OF QUESTIONS.

SO FOR ALL INTENSIVE PURPOSES, THEY'RE TWO BASICALLY SEPARATE SCHOOLS THAT WHEN INTERACTION IS APPROVED BETWEEN THE TWO GROUPS OF STUDENTS, THEN THEY SHARE SPACES.

CORRECT. CORRECT. SO LIKE YOU WERE SAYING AT LUNCH TIME, AND I DON'T KNOW IF I'M JUMPING THE GUN WAY AHEAD OF TIME, BUT WE HAD A LOT OF THESE DISCUSSIONS.

YEAH. SO IF YOU HAVE A STUDENT THAT ONE DAY SAYS, YOU KNOW, I DON'T FEEL LIKE.

INTERACTING WITH OTHER STUDENTS AT THE MOMENT.

HOW AND AGAIN, I DON'T KNOW IF I'M JUMPING THE GUN, HOW ARE WE GOING TO KEEP TRACK OF WHAT STUDENTS ARE IN, WHAT CAFETERIAS AT WHAT TIMES AND IF THEY DECIDE TO INTERACT? SO I THINK THAT IS A STAFFING.

SO IF YOU HAVE A STUDENT, OF COURSE, THERE'S SOME STUDENTS THAT JUST WILL NOT BE ABLE TO GO INTO THE OTHER CAFETERIA.

SOME OF IT'S SENSORY ISSUES, THE NOISE, THINGS LIKE THAT.

YOU REALLY HAVE TO, YOU KNOW.

BE ABLE TO SEPARATE THEM.

THE OTHERS WILL BE ACCOMPANIED BY STAFFING TO GO INTO THE ELEMENTARY SCHOOL AND ANYTHING THAT IS WORKED OUT WOULD BE WORKED OUT THROUGH THE STAFF, WHICH WAS KIND OF A BIG IDEA BETWEEN THE ONE COMMUNITY SCHOOL BECAUSE YOU DON'T WANT TWO FACILITIES OPERATING ON SEPARATE, YOU KNOW. YES.

YOU REALLY WANT THAT TO TO TAKE PLACE.

SO THAT COMMUNICATION HAS TAKEN PLACE SO THAT WHEN THOSE DECISIONS ARE NEEDED AND THOSE DECISIONS ARE MADE, IT'S MADE LOOKING AT THE FULL PICTURE, NOT JUST FROM ONE SIDE OR THE OTHER. GOTCHA.

I JUST MY CONCERNS ARE WITH ELEMENTARY SCHOOL STUDENTS IN AND I UNDERSTAND WE'RE DEALING WITH SPECIAL NEEDS CHILDREN THAT I'M SAYING ARE LIKE 21 YEARS OLD.

THE INTERACTIONS, WE CAN MONITOR THOSE SITUATIONS, THAT'S ALL.

AND THAT THAT WAS PART OF THE SAFETY AND SECURITY AS WELL, BECAUSE, YOU KNOW, YOU HAVE LARGER STUDENTS IN THE SAME BUILDING WITH SMALLER STUDENTS.

AND THAT'S PART OF THE REASON THAT A LOT OF THE SEPARATION IS TAKING PLACE.

SO, YES, THAT'S THERE'S BASICALLY TWO TWO BUILDINGS IN IN THE FACILITY.

AND THEN A LOT OF THAT COORDINATION WILL HAVE TO TAKE PLACE WITH THE LEADERSHIP.

AND SOME OF THEM HAVE SPECIAL FEEDING NEEDS.

SO THAT'S ANOTHER IT'S, YOU KNOW, FOR THE DIGNITY.

AND, YOU KNOW, THEY MAY NOT WANT.

I'M JUST ABSOLUTELY YEAH.

A LOT OF THERE'S A LOT OF DISCUSSION ABOUT.

YEAH. WELL, GREAT JOB, GUYS.

THANK YOU. NO.

SURE. I FEEL LIKE THIS IS THE MOST HUMAN PART OF A BOARD MEETING WE COULD EVER HAVE.

LIKE, WE ARE JUST TALKING PURE HUMAN NEEDS.

BUT LET'S TALK SAFETY AND SECURITY REAL QUICK.

IF WE'RE HAVING HOW MANY STUDENTS ARE GOING TO BE IN THIS SCHOOL? LIKE, WHAT'S THE MAXIMUM CAPACITY? WHY CAN'T I REMEMBER OFF THE TOP OF MY HEAD? 550 PLUS ONE, 543 ARE WE IS IT IF IT'S CONSIDERED TWO DIFFERENT SCHOOLS, ARE THERE GOING TO BE THE RESOURCES OF TWO DIFFERENT SCHOOLS?

[01:40:01]

AS FOR SAFETY AND SECURITY, YES, THEY ARE LITERALLY DESIGNED IN TO HAVE I CAN'T SPEAK EXACTLY FOR SAFETY.

I UNDERSTAND. BUT WE DESIGNED IN PUBLIC DAY SCHOOL.

WE DESIGNED AN ELEMENTARY SCHOOL.

THAT'S WHY WE HAD AN ELEMENTARY SCHOOL PRINCIPAL WHO SAT IN SO THAT WHEN WE DISCUSSED AND WE BROUGHT IN ELEMENTARY SCHOOL STAFF TO KIND OF SUPPORT AND TALK ABOUT WHAT THE NEEDS ARE FOR THAT SIDE OF THE FACILITY.

SO LIKE IF THERE'S A SCHOOL SAFETY LIAISON OR AN SRO IN.

GO AHEAD. I'M SORRY. YEAH, SO SO, YES.

SO AND AGAIN, WE'RE TALKING ABOUT IN PROGRAM FORM.

SO THE DESIGN HAS NOT OCCURRED YET.

OKAY. WHERE WE'RE GOING TO ACTUALLY LAY OUT HOW THE BUILDING FLOWS, BUT THE SPACE THAT'S NEEDED FOR THE POINT OF ENTRY, THE VESTIBULE AREAS, ACCESSING THE MAIN OFFICE FOR RECEPTION, ALL OF THAT IS IS PROGRAMED INTO THE EDUCATIONAL SPECIFICATIONS.

AND WHEN WE HAND THAT OVER TO THE DESIGN TEAM, THEY'LL SIT DOWN AND ACTUALLY START TO PLAY WITH THE BLOCKS AND HOW, YOU KNOW, FOLKS WILL ACCESS THE BUILDING IN THE CONTROL POINTS. OKAY.

SO THAT THAT'S BEEN PART OF THE DISCUSSIONS AND WE'VE HAD SEVERAL MEETINGS JUST HOW WE WERE GOING TO MANAGE STAFF THAT WERE COMING TO THE BUILDING FOR THE PUBLIC DAY SCHOOL, HOW WE WOULD MANAGE STAFF AND PARENTS COMING TO FOR THE ELEMENTARY SCHOOL AND HOW WE WOULD MANAGE THOSE PARTNERS COMING IN FOR THE MIDDLE SCHOOL. SO ALSO A LOT OF VOLUNTEERS THAT COME IN FOR THE PUBLIC DAY SCHOOL AND THEY'RE THERE FOR PART OF THE DAY.

THERE'S A LOT OF ADDITIONAL SUPPORT STAFF THAT COME IN.

SO AND THEIR PARENTS ARE IN AND OUT OF THE BUILDING ALL DAY AS WELL.

SO THERE'S A LOT OF TRAFFIC THAT WILL BE COMING IN.

SO SO ONCE THEY DECIDE HOW MANY SCHOOL SAFETY LIAISONS OFFICERS WE NEED IN THE BUILDING, THEN THAT WILL BE ANOTHER CONVERSATION AND WE'LL STAFF FROM THERE STAFFING. YOU KNOW, WE HAVEN'T GOTTEN TO A ANY CONVERSATION ABOUT HOW MANY TEACHERS, HOW MANY PARAEDUCATORS, YOU KNOW, JUST CONCEPTUALLY, WE'VE BEEN HAVING THE DISCUSSIONS, BUT THERE'S A BUDGET IMPACT.

SO WE ALWAYS SAY THAT THE OPERATING AND CAPITAL BUDGET IS LINKED.

SO WE HAVEN'T HAD ANY CONVERSATION ABOUT HOW MANY BUSSES WE'RE GOING TO NEED AT THIS POINT, BUT WE WILL BE BEFORE THE BOARD TO TALK ABOUT TRANSPORTATION NEEDS, BUSSING AND EVERYTHING ELSE THAT COMES ALONG WITH IT.

GOTCHA. WE TALKED ABOUT STAFFING AND THE IDEA OF HOW MANY STAFF ARE CURRENTLY HERE.

WE LOOKED OUT TO FUTURE STAFFING NEEDS, WHAT IDEAS PROGRAMS, THINGS LIKE THAT THAT THE SCHOOL WILL OFFER AND HOW IS THAT TYPICALLY STAFFED AND HOW IS THAT IDEALLY STAFFED? SO THOSE DISCUSSIONS WERE HAD BECAUSE WHEN YOU'RE LOOKING, YOU HAVE TO MAKE SURE YOU HAVE ENOUGH OFFICE SPACE, YOU HAVE TO MAKE SURE YOU HAVE ENOUGH CLASSROOMS TO TO HAVE THE STUDENTS IN. YOU HAVE TO MAKE SURE YOU HAVE ENOUGH DESK SPACE FOR EVERYBODY THAT'S THERE, BUT ALSO THE SPACE FOR THEM TO ACTUALLY DO THEIR WORK.

SO SOME OF THE THERAPY AREAS ARE SEPARATE FROM THE OFFICE AREA.

THEY MAY HAVE ONE COMBINED OFFICE AREA FOR FOR STAFF MEMBERS AND THEN THERE MAY BE A THERAPY SPACE THAT THEY CAN GO TO.

WE'LL CROSS THAT BRIDGE.

AND IF I COULD ADD MS. PLANK AND MR. GUYER WAS QUICK TO POINT OUT AND WE HAVE, YOU KNOW, MR. BROOKS AND MULTIPLE PEOPLE A PART OF THE PROCESS, THE PROCESS THAT, YOU KNOW, FOR THE STUDENTS AT HARTFORD ACADEMY, THE THE TRAINING OF RUN HIDE FIGHT DOESN'T WORK, RIGHT? SO I'M NOT GOING TO DISCLOSE SOME OF THE THINGS THAT WE YOU KNOW, AND BUT THERE'S OTHER THINGS PUT IN PLACE TO HELP PROTECT THOSE KIDS IN THE EVENT THESE ARE OUR MOST VULNERABLE STUDENTS.

ELEMENTARY AS WELL.

SO I LOVE IT.

THANK YOU. YOU'RE WELCOME. ANY OTHER QUESTIONS OR COMMENTS? THIS WILL BE AT THE NEXT BOARD MEETING.

YES. 26.

THANK YOU. THANK YOU SO MUCH.

SO YOU'RE UP AGAIN.

PRESENTATION OF THE 2023 EDUCATIONAL FACILITIES MASTER PLAN AND COMPREHENSIVE MAINTENANCE PLAN.

I CAN INTRODUCE YOU AGAIN, BUT GO WITH IT.

RIGHT. AGAIN, PRESIDENT MUELLER, VICE PRESIDENT.

SO MEMBERS OF THE BOARD.

SUPERINTENDENT BOLTON.

OUR NEXT PRESENTATION IS FOR OUR EDUCATIONAL FACILITIES MASTER PLAN IN OUR COMPREHENSIVE MAINTENANCE PLAN.

IT'S ACTUALLY THE 2023.

THAT'S NOT THE RIGHT WORD.

THAT'S NOT RIGHT. SO SO I DON'T EVEN KNOW.

THE DATES ARE NOT ACCURATE THERE.

SO WE'LL MAKE THAT CORRECTION MOST DEFINITELY AT OUR NEXT BOARD MEETING.

RIGHT. SO OUR EDUCATIONAL FACILITIES MASTER PLAN IS A PLANNING DOCUMENT THAT'S REQUIRED BY THE STATE.

SO MISTER BROWN, IN FOR JEREMY OR WHOEVER'S RUNNING THIS IN THE BACK, WOULD YOU? SO THE ATTACHMENT IN THE THAT'S ACTUALLY ON THE PUBLIC FOR EVERYONE TO SEE.

[01:45:03]

IT LOOKS LIKE THE CORRECT SLIDES BECAUSE IT SAYS 2023 EDUCATIONAL FACILITIES MASTER PLAN IS WHAT'S UPLOADED TO THE WEBSITE.

SO. IF YOU SCROLL ALL THE WAY TO THE END, IT IS PAGE 61 OF 72 IS WHERE THE WHERE THE PRESENTATION STARTS. OH, YES.

OKAY. SO EVERYONE UP HERE WITH THE COMPUTER CAN SEE IT, AND IF THOSE GUYS IN THE BACK FIND IT.

THANK YOU FOR THAT.

OH, IT'S IN THE AGENDA. GO IF YOU'RE IN THE AGENDA FOR TONIGHT.

I HAVE CLICK THERE. IT'S ON SLIDE 61.

72 PAGES DOWN TO 61.

YES. THEY ATTACHED IT TO THE END.

OH, OKAY. STARTS ON SLIDE 61 AND IT'S NUMBER G D, THE LETTER G.

EXCUSE ME. THAT'S WHAT'S POSTED.

WHAT'S POSTED TO THE BOARD AGENDA IS THE CORRECT.

DOCUMENT. THAT'S IT. JEREMY, JUST GO DOWN TO 60 61.

JUST KEEP SCROLLING FOREVER IN THE TOP.

YOU CAN FIGURE IT OUT. JUST KEEP SCROLLING.

SEEMED LIKE HE NEEDS A LESSON ON SCROLLING.

SCROLLING. KEEP SCROLLING.

SMOOTH IT OUT. HE WANTS TO GET RID OF THIS FIRST.

I THINK THEY'LL BE ALL RIGHT.

GO AHEAD. OKAY. BECAUSE I DON'T KNOW HOW SIGNIFICANT IT WOULD BE SINCE MIGHT BE SOME DATES AND SOMETHING MINOR.

SO OUR EDUCATIONAL FACILITIES MASTER PLAN IS A PLANNING DOCUMENT THAT'S REQUIRED FOR SUBMISSION EACH YEAR BY JULY 1ST.

SO WE'LL BE BACK BEFORE THE BOARD AT OUR NEXT BOARD MEETING TO GET THE BOARD'S APPROVAL FOR THE DOCUMENT.

AND OUR COMPREHENSIVE MAINTENANCE PLAN IS ALSO A PLANNING INSTRUMENT THAT ADDRESSES THE MAINTENANCE REQUIREMENTS OF OUR BUILDINGS.

BUT THAT'S NOT EXPECTED TO OUR BOARD UNTIL REQUIRED TO THE STATE UNTIL OCTOBER 1ST.

BUT SOME TIME AGO WE GOT TOGETHER AND WE SAID, WELL, IT JUST MAKES SENSE TO HAVE ONE CONVERSATION AND MAKE SURE THAT WHEN PUTTING THE DOCUMENTS TOGETHER THAT THEY ARE ALIGNED AND NOT ONLY ADDRESS THE FACILITIES NEEDS FOR OUR CAPITAL PROGRAM, BUT THEN THERE ARE SOME OPERATING MAINTENANCE REQUIREMENTS IN OUR BUILDINGS THAT, YOU KNOW, NEED TO BE ADDRESSED SO THAT WE CAN MAKE SURE THAT WE ARE ADDRESSING STRATEGIC PLAN, GOAL NUMBER FOUR FOR SAFE AND LEARNING ENVIRONMENT.

WE'RE GETTING IT UP.

KEEP SEEING IT POP UP.

MAYBE NOT. THAT'S CONFUSING ME HERE.

RIGHT. SO THE STATE REQUIREMENT IS THAT WE SUBMIT THE DOCUMENT AND WE LOOK AT OUR ENROLLMENT.

WE LOOK AT OUR.

OUR POLICIES, OUR PROCEDURES, OUR BUILDING REQUIREMENTS, AND WE ALIGN THAT BECAUSE WE NEED TO EVALUATE THAT INFORMATION SO THAT WE MAKE SURE THAT WE KNOW WHAT WE NEED FOR OUR CAPITAL PROGRAM.

SO WHEN WE TAKE A LOOK AT OUR EDUCATIONAL FACILITIES MASTER PLAN AND THESE REQUIREMENTS, EVERY YEAR, WE'LL SIT DOWN AND USE THAT INFORMATION TO DEVELOP THE CAPITAL PROGRAM THAT WE SUBMIT TO THE BOARD FOR APPROVAL FOR STATE AND LOCAL FUNDING.

SO THIS IS THE PLANNING DOCUMENT.

THAT IS THE BEGINNING OF THOSE DISCUSSIONS.

SO WITH THAT, I'M GOING TO TURN IT OVER TO MISS VALENTINO, AND SHE'S GOING TO WALK US THROUGH THE EDUCATIONAL FACILITIES MASTER PLAN DISCUSSION.

[G. Presentation of the 2023 Educational Facilities Master Plan and Comprehensive Maintenance Plan, Mr. Cornell Brown, Assistant Superintendent for Operations, Ms. Patti Jo Beard, Executive Director of Facilities Management, Mr. Chris Morton, Supervisor of Planning and Construction, and Ms. Missy Valentino, Facilities Planner ]

AND THEN MISS BEARD IS GOING TO TOUCH ON OUR COMPREHENSIVE MAINTENANCE PLAN TOPICS.

SO I WILL GO ON PAGE THREE NOW.

YES. SO CAN WE SCROLL TO PAGE THREE? I DON'T THINK HE HAS IT.

HE'S HAVING TROUBLE PULLING IT UP FOR SOME REASON.

SO MR HAS A PAPER COPY, AND IF YOU GUYS HAVE THE COPY IN FRONT OF YOU, SHE CAN JUST WALK THROUGH IF THAT'S OKAY.

I WAS JUST THINKING THE PUBLIC THAT'S HERE, I WOULD JUST SO SOME OF THE THINGS THAT WE UTILIZE WHEN WHEN LOOKING AT ALL OF THIS, NUMBER ONE, THE STATE COMPLETES AN ASSESSMENT OF OUR FACILITIES.

THEY DO IT FOR ALL THE PUBLIC FACILITIES WITHIN THE STATE, AND THAT HELPS THEM DEVELOP WHAT THEY CALL THE FACILITY CONDITION INDEX.

IT'S REALLY A NUMBER THAT BASICALLY SAYS THIS PERCENT OF THE BUILDING HAS BEEN THE LIFE IS PAST.

SO IF IT'S 85%, IT'S AT 85% OF ITS FULL LIFE.

ITS FULL LIFE IS OF 100%.

SO IT HELPS US KIND OF RANK OUR SCHOOL SYSTEMS, OUR SCHOOLS BY THEIR NEED OVERALL, BUT ALSO BY THEIR INDIVIDUAL SYSTEMS. SO HVAC, ROOF, THINGS LIKE THAT.

SO THAT'S ONE WAY THAT WE CAN KIND OF LOOK AT OUR FACILITY CONDITION.

ANOTHER THING WE'RE LOOKING AT ARE OUR CAPACITY NEEDS, EVALUATING THE CAPACITY CONCERNS, EXPANDING PROGRAM NEEDS, AND THEN JUST PUTTING TOGETHER ANY TYPE OF TIMELINES THAT WE NEED TO FIGURE OUT HOW AND WHEN TO MATCH BOTH THE FACILITY NEEDS WITH OUR CAPITAL FUNDING OUTLOOK.

[01:50:10]

WE ALSO LOOK AT ANY.

WE MEET WITH OUR FACILITY STAFF TO DISCUSS.

CAN YOU GO TO THE NEXT.

THANK YOU. THE BLUEPRINT REQUIREMENT.

OH, I'M SORRY. WE MEET WITH OUR FACILITY STAFF, SO WHEN THE STATE COMES IN, THEY DO AN OVERALL BASED ON THE AGE OF THE FACILITY, THE SYSTEMS AND THINGS LIKE THAT.

BUT OF COURSE, OUR FACILITY STAFF ARE DEALING WITH WORK ORDERS AND MAINTENANCE ISSUES.

EVEN THOUGH 1ST MAY BE OLDER THAN THE OTHER, THEY'RE GOING TO TELL YOU WHICH ONE IS ACTUALLY FAILING MORE, WHICH ONE IS GIVING THEM THE MOST ISSUE.

SO WE ALSO MEET WITH THEM TO KIND OF LOOK AT THOSE NEEDS SO THAT WE CAN PRIORITIZE OUR NEEDS BASED ON EACH INDIVIDUAL SCHOOL AND WHAT OUR STAFF ARE.

SEEING BUT THEN THERE'S ALSO THE OTHER PROGRAM REQUIREMENTS.

I THINK BLUEPRINT IS ONE OF THE MAIN THINGS WE'RE DEALING WITH NOW.

WE HAVE THE EXPANSION OF PRE-K, SO WE'RE LOOKING FOR THAT.

AND OUR ELEMENTARY SCHOOLS ARE ALREADY, YOU KNOW, WE'RE AT NINE ABOUT 90 SOME PERCENT CAPACITY AT THIS POINT.

SO ADDING IN THESE PROGRAMS REALLY CAN IMPACT THE OVERALL CAPACITY OF THE BUILDING, BUT ALSO SUPPORT SPACES.

WE'RE ADDING DIFFERENT SUPPORT TYPE PROGRAMS, MORE PULLOUT SPACES, THINGS LIKE THAT.

THAT'S KIND OF LIMITING TO WHAT THEY CAN DO WITH THE SPACE WITHIN A FACILITY.

SO WE'RE LOOKING AT MEETING THOSE NEEDS.

YOU CAN SCROLL DOWN THIS.

CURRENTLY, THE MAJOR PROJECTS WE'RE WORKING ON, WE HAVE HOMESTEAD WAKEFIELD ELEMENTARY SCHOOL REPLACEMENT, THE COMBINATION, HARFORD ACADEMY ELEMENTARY SCHOOL, WHICH IS IN THE PLANNING PROCESS.

HARFORD TECHNICAL HIGH SCHOOL.

LIMITED RENOVATION.

ABERDEEN MIDDLE SCHOOL.

SYSTEMIC RENOVATION AND.

HAVERTY GRACE ELEMENTARY SCHOOL.

ROOF REPLACEMENT PROJECT.

UH, THE NEXT.

AND THIS IS KIND OF WHEN WE COME TO YOU AND ASK FOR APPROVAL.

THIS IS ONE OF THE MAJOR THINGS THAT WE'RE ASKING FOR APPROVAL FOR, AND THIS IS THE TIMELINE OF MAJOR CAPITAL PROJECTS.

THIS IS BASED ON OUR FUNDING TRENDS HERE LOCALLY AND AT THE STATE LEVEL.

WE HAVE HOMESTEAD WAKEFIELD ELEMENTARY SCHOOL REPLACEMENT PROJECT.

AND THEN THE ONE CHANGE FROM LAST YEAR IS THAT DELAY AT THE NEW COMBINATION HARFORD ACADEMY AND ELEMENTARY SCHOOL PROJECT THAT'S PUSHED OUT.

WE DID NOT CHANGE THE TIMELINE FOR THE OLD POST ROAD ELEMENTARY SCHOOL PROJECT.

AND THEN WE HAVE THE AIR MIDDLE SCHOOL PROJECT, WHICH NEEDS A SCOPE STUDY TO DETERMINE THE FULL SCOPE OF THAT PROJECT.

AND THEN YOU'LL SEE AT THE BOTTOM IT SAYS, SEE FACILITY NEEDS.

IF WE GO TO THE NEXT PAGE, WE HAVE MULTIPLE SCHOOLS THAT HAVE BEEN IDENTIFIED AS HAVING NEEDS.

SOME OF THESE ARE LIMITED RENOVATION PROJECTS, ROOF REPLACEMENTS.

SOME ARE JUST IN HVAC, SYSTEMIC.

BUT YOU'LL SEE IN SOME CASES WE HAVE A SCOPE STUDIES NEEDED AND THAT'S REALLY TO HAVE SOMEONE COME IN AND EVALUATE ALL THE SYSTEMS AND DETERMINE THE BEST WAY TO MOVE FORWARD WITH THAT PROJECT. WHAT'S MOST ECONOMICAL TO DEAL WITH THE SHORTCOMINGS OF THAT BUILDING OVERALL? AND AS WE MOVE FORWARD, WE'LL BE COMPLETING THOSE SCOPE STUDIES AND COMING UP WITH THAT SCOPE.

SO WHAT IS THE PLAN FOR THE EXISTING HARTFORD ACADEMY BUILDING? SO THERE'S A LOT OF DISCUSSION ABOUT THAT PLAN, BUT I DON'T THINK ANY DECISION HAS BEEN MADE.

SO OKAY.

SO WE'LL DEFINITELY HAVE SOME INTERNAL DISCUSSIONS ABOUT THE NEEDS OF HARTFORD COUNTY PUBLIC SCHOOLS WORK WITH SUPERINTENDENTS, EXECUTIVE STAFF, THEN COME BACK TO THE BOARD WITH A RECOMMENDATION ONCE THOSE DECISIONS HAVE BEEN MADE.

I'M JUST JUMPING THE GUN.

AND THEN I'LL TURN IT OVER.

SO THE COMPREHENSIVE MAINTENANCE PLAN BEGINS BY TALKING ABOUT OUR OBJECTIVES AND WHAT WHAT WE'RE TRYING TO DO IN THE SUBMISSION BACK TO THE STATE, WHICH DOES HAVE SOME SOME KEY COMPONENTS THAT THEY DO WANT TO SEE.

SO WE TALK ABOUT THE DIFFERENT TYPES OF MAINTENANCE THAT WE'RE DOING, WHETHER IT BE SCHEDULED, WHETHER IT BE UNSCHEDULED EMERGENCY, PREVENTATIVE MAINTENANCE, AND JUST MAKING SURE THAT, AS MR. BROWN MENTIONED, WE ARE ALIGNING THAT WITH OUR CAPITAL PROGRAM AND THAT WE'RE MAKING SURE THAT THE BULK OF THE DOCUMENT THAT WE'RE PUTTING TOGETHER DOES ALIGN WITH THOSE GOALS AND THE TIMEFRAMES FOR OUR MAJOR PROJECTS.

WHEN JEREMY WAS GOING TO BE SCROLLING THROUGH THAT MAJOR SECTION, THAT WAS THE COMPREHENSIVE MAINTENANCE PLAN.

SO IF YOU LOOK AT THIS NEXT SLIDE THAT TALKS ABOUT THE DIFFERENT COMPONENTS THAT YOU'RE SEEING IN THERE THAT ARE KEY COMPONENTS OF OUR PROGRAM, BUT OF COURSE, IT'S NOT EVERYTHING, BUT IT'S A GOOD SNAPSHOT TO SHOW THAT WE ARE MAINTAINING THE BUILDINGS AND WE'RE NOT JUST ASKING FOR THE MONEY FOR PROJECTS BECAUSE THEY HAVEN'T BEEN

[01:55:07]

MAINTAINED. AND WE WORK ALL YEAR LONG WITH THE PUBLIC SCHOOL CONSTRUCTION PROGRAM.

WHEN THEY DO MAINTENANCE INSPECTIONS WITHIN OUR BUILDINGS, AS WELL AS THE FACILITIES CONDITION INSPECTIONS FOR THAT FCI. AND WE MEET MONTHLY WITH WE HAVE A REPRESENTATIVE REGIONAL REPRESENTATIVE WHO WE DO MEET MONTHLY TO GO OVER WHERE WE ARE IN THE DIFFERENT PROCESSES FOR THE DIFFERENT PROJECTS AND MAINTENANCE WISE.

AND WHEN WE'RE TALKING ABOUT MEETING WITH, SAY, THE FACILITIES FOLKS AND OTHER BUILDING BUILDING MANAGERS AND BUDGET MANAGERS, THAT TOO IS IS A YEAR LONG PROCESS.

SO WE'RE CONTINUING TO HAVE THOSE CONVERSATIONS THROUGHOUT THAT YEAR.

WHEN WE GET THE FUNDING FOR ONE CYCLE, WE'RE ALREADY MEETING WITH THE MANAGERS TO SAY, OKAY, HERE'S THE PROJECTS THAT WE DID GET AND WHAT DO WE STILL NEED TO KEEP IN, SAY, THE SAME PRIORITY ORDER, OR WHAT ARE WE SEEING THAT MAY ADJUST SOME OF THOSE SCHEDULES? AND THIS IS THIS IS TALKING ABOUT THE DIFFERENT PROGRAMS THAT WE'RE ACCOMMODATING THROUGH BOTH OF THESE THE THE COMPREHENSIVE MAINTENANCE PLAN AND THE EFMP. SO BOTH OF THESE DOCUMENTS FEED INTO THE CAPITAL PROGRAM.

WE ARE ALREADY MEETING TO DISCUSS OUR CAPITAL NEEDS FOR FY 25.

I KNOW WE'RE FINISHING UP WITH FY 24 APPROVALS, BUT WE'RE MOVING ON TO FY 25 TO REALLY BE ABLE TO DEVELOP THOSE SCOPES AND FIGURE OUT WHAT THOSE NEEDS ARE AND PRIORITIZE THOSE.

WE WILL BE BACK HERE LATER THIS SUMMER TO KIND OF DISCUSS WHAT THOSE NEEDS ARE AND PRESENT THOSE TO YOU AS WELL.

SO WITH THAT, YOU KNOW, WE CAN OPEN UP FOR FOR QUESTIONS.

SO THE THE THE EDUCATIONAL FACILITIES MASTER PLAN AND THE COMPREHENSIVE MAINTENANCE PLAN, WE'RE USING THOSE DOCUMENTS NOW TO CREATE OUR NEXT YEAR'S CAPITAL BUDGET ASK.

SO WE WILL SHORTLY BE BACK IN FRONT OF THE BOARD WITH A PRELIMINARY SNAPSHOT OF OUR CAPITAL BUDGET REQUIREMENTS.

AND THEN WE WILL FINE TUNE THOSE THROUGHOUT THE SUMMER INTO SEPTEMBER.

AND WE'LL BE ASKING THE BOARD IN SEPTEMBER TO APPROVE A CAPITAL BUDGET THAT WE CAN SUBMIT TO THE STATE BY OCTOBER AROUND THE FIFTH OR SOMETHING IS WHEN THEY ASK US TO DO THAT.

SO IT'S AN ONGOING CYCLE AND THEN WE'LL GO AND DO THE SAME THING FOR OUR LOCAL BUDGET SUBMISSION AND WE'LL BE WORKING WITH THE COUNTY EXECUTIVE TO HAVE THOSE DISCUSSIONS. BUT IT ALL STARTS WITH THESE DOCUMENTS.

STATE AND LOCAL ARE IN A DIFFERENT TIMELINE.

SO WE FOCUS ON THE STATE FIRST.

THAT'S WHY THEY'RE NOT IN SYNC.

YES. SO THANK YOU SO MUCH.

YOU GUYS ARE DOING AN INCREDIBLE JOB.

I JUST WANT TO I JUST HAD ONE QUESTION.

IT KIND OF GOES BACK TO MR. BROWN WHEN YOU OPENED UP ABOUT SOME OF THE ONE OF THE FACTORS THAT GOES INTO MAKING THIS PLAN IS TO LOOK AT ENROLLMENT PROJECTIONS OR NUMBERS.

AND COULD YOU JUST KIND OF WALK A LITTLE BIT THROUGH WHERE YOU GET THOSE NUMBERS FROM AND HOW FAR OUT YOU LOOK ON THAT PROJECTION? YEAH. YEAH. SO AT THE START OF THE SCHOOL YEAR, WE HAVE A PROCESS WHERE SCHOOLS WILL BE RECORDING THEIR STUDENT ENROLLMENT AND THROUGH SEPTEMBER AND 2ND OCTOBER, WE HAVE A PROCESS WHERE EVERY LOCAL EDUCATION AGENCY WORKS WITHIN THE SCHOOL DISTRICT TO KIND OF MAKE SURE THAT THEY'RE COUNTING STUDENTS IN EACH SCHOOL BUILDING AND THEN THEY WORK STATEWIDE WITH THE STATE TO MAKE SURE THEY'RE RECORDING THE STUDENTS AND THEN THEY RECONCILE THOSE NUMBERS.

SO THERE'S A RECONCILIATION PROCESS THAT GOES THROUGH SEPTEMBER, OCTOBER AND 2ND NOVEMBER.

AND THEN IN NOVEMBER, THE SUPERINTENDENT SIGNS OFF ON AN OFFICIAL STUDENT ENROLLMENT NUMBER.

IN OCTOBER, AROUND OCTOBER 1516, WE GET A DATA SET WITH THE CURRENT STUDENT ENROLLMENT THAT WE USE FOR PLANNING, FOR PLANNING ONLY.

AND USUALLY BETWEEN OCTOBER AND NOVEMBER, THERE'S A SLIGHT CHANGE IN NUMBERS.

YOU KNOW, USUALLY, YOU KNOW, LESS THAN, YOU KNOW, 2010 STUDENT DIFFERENCE AFTER THEY RECONCILE.

AND THEN MISS VALENTINO MAGICALLY TAKES THAT INFORMATION AND SHE LOOKS AT THE TRENDS THAT WE'VE HAD OVER THE YEARS THAT SHE'S PRETTY MUCH BEEN HERE.

AND SHE'LL DO AN EVALUATION TO DO PROJECTIONS OUT SOME SIX YEARS.

SO WE TYPICALLY DO FIVE YEARS, FIVE YEARS, FIVE YEARS, AND THEN SHE'LL DO A PROJECTION OF STUDENT ENROLLMENT FIVE YEARS OUT BASED ON, YOU KNOW,

[02:00:07]

TRENDS. WE'RE NOT ALLOWED BY, YOU KNOW, STATE RULE TO LOOK AT RESIDENTIAL DEVELOPMENT, TO FACTOR THAT IN, TO ESTABLISH YOUR PROJECTIONS. BUT IT'S PRETTY MUCH SUCCESSION RATIOS FROM YEAR TO YEAR BASED ON WHAT WE'VE SEEN OVER TIME.

LOOKING AT OUR ATTENDANCE AREAS NOW SINCE WE DID OUR BALANCING ENROLLMENT FOR SECONDARY SCHOOLS THIS SCHOOL YEAR, YOU KNOW, TO SET THAT DATE IS LIKE A RESET BECAUSE NOW WE'RE STARTING NEW DATA TRENDS.

BUT AT OUR ELEMENTARY SCHOOL, SINCE WE DID NOT BALANCE ENROLLMENTS, WE STILL HAVE OUR TRENDS.

BUT THAT'S ANOTHER PROBLEM.

BUT WE CAN LOOK BACK AT THE TRENDS IN OUR ELEMENTARY SCHOOLS AND USE THE THE DATA THAT WE HAVE TO KIND OF SET THE THE RATIO OF STUDENTS AS THEY MATRICULATE THROUGH THE SCHOOL DISTRICT AND THEN WE SIT DOWN AND WE TALK ABOUT IT, EVALUATE THAT DATA, AND THEN WE ENGAGE SCHOOL ADMINISTRATORS TO GET INFORMATION.

WE WORK WITH HARFORD COUNTY PLANNING AND ZONING.

SO EVERY YEAR THERE'S MULTIPLE STAKEHOLDERS THAT ARE INVOLVED.

MY INITIAL I GO THROUGH, WHILE I DON'T ADD BASED OFF OF DEVELOPMENT NUMBERS OF STUDENTS, I CAN LOOK AT MULTIPLE SCENARIOS AND SEE WHERE WE'RE GOING.

I LOOK AT THREE, FIVE AND SEVEN YEAR SUCCESSION RATIOS.

YOU KNOW, YOU LIKE TO LOOK AT IT LONG TERM, SO YOU GOT THAT SEVEN YEAR.

BUT SOMETIMES YOU HAVE A LOT OF DEVELOPMENT GOING ON IN AN AREA.

SO THAT THREE YEARS IS REALLY MORE EVIDENT.

BUT THEN I ALSO UTILIZE THE COUNTY'S PLANNING DATA AND THEIR GROWTH REPORTS TO KIND OF PULL OUT SOME INFORMATION TO SEE WHAT WE'RE LOOKING AT COMING UP SO WE CAN KIND OF FIGURE THAT IN TECHNICALLY, I CAN'T ADD THAT IN, SO I HAVE TO USE SOME OTHER METHOD.

SO IT'S REALLY LOOKING AT THOSE SUCCESSION RATIOS AND WHICH ONE BEST MATCHES WHERE WE SEE IT GOING.

BUT THEN WE ALSO HAVE TO SUBMIT THAT TO OUR MARYLAND DEPARTMENT, MARYLAND, STATE DEPARTMENT OF PLANNING, WHO ALSO DOES PROJECTIONS.

AND WE NEED TO BE WITHIN 5% OF THEIR PROJECTIONS AND WE ARE ALWAYS WITHIN 5% OF THEIR PROJECTIONS.

THANK YOU. APPRECIATE THAT.

IF I COULD ADD ONE THING, MR. ALVAREZ, BECAUSE IT'S A GOOD SEGWAY, AND I AND I KEEP REMINDING BECAUSE PREVIOUS BOARDS AND EVEN THE CURRENT BOARD.

SO THE TIMELINE THAT WAS SHARED IN THE RFP.

OKAY. CAPACITY PRODUCTS WHEN THEY SHOW UP WILL TRUMP THAT TIME RATIO BECAUSE CAPACITY IS, NUMBER ONE, GETTING STUDENTS IN SEATS.

WE'RE STARTING TO APPROACH THOSE CONVERSATIONS.

SO I'M JUST SAYING THAT THAT COULD MIX UP IN THE FUTURE.

WHAT PROJECT MAY GO FOR ANOTHER JUST SHARING THAT.

OKAY. AND IT WAS A LITTLE INTERESTING, LIKE WHEN BARACK CAME ABOUT, YOU SAID YOU CAN'T LIKE LOOK AT LIKE THAT KIND OF GROWTH BUT LIKE, IT NEVER HAPPENED THAT.

YEAH. RIGHT.

SO IF YOU IF YOU WERE TO IF YOU WOULD HAVE USED THAT INFORMATION, IT WOULD HAVE SKEWED YOUR DATA AND YOU WOULD HAVE BEEN OFF.

SO WE WE LOOK AT WHAT ACTUALLY HAPPENS, BUT WE KNOW, YOU KNOW, THE GROWTH AND THE DEVELOPMENT THAT'S BEING PLANNED.

SO WE KNOW WHERE THEY'RE COMING FROM.

WE JUST CAN'T FACTOR THAT INTO THE VALUATION THAT WE GIVE TO THE STATE.

BUT WE ALREADY KNOW WHAT'S GOING ON IN, YOU KNOW, IN THE ABERDEEN AREA AND HAVE THE GRACE.

AND THAT'S WHY WE'RE HAVING CONVERSATIONS WITH THE COUNTY ABOUT TRYING TO GET AHEAD OF IT.

I SIT ON THE ADEQUATE PUBLIC FACILITIES BOARD THAT'S CHAIRED BY COUNCIL PRESIDENT MR. VINCENTE, AND WE MEET THE NEXT MONTH, I THINK OR LATER ON THIS MONTH IS OUR NEXT MEETING.

WE HAVE LIKE 2 OR 3 MEETINGS A YEAR WITH OUR OTHER COMMITTEE MEMBERS AND WE GO OVER THE ENROLLMENT, WE GO OVER THE FACILITIES ORDINANCE ORDINANCE, WE TALK ABOUT RESIDENTIAL GROWTH AND DEVELOPMENT.

SO THAT IS AN ONGOING CONVERSATION THAT WE'RE HAVING HERE AND THAT WE'RE HAVING ACROSS THE STREET.

THE QUESTION IS, WHEN IS THE CAPITAL FUNDING GOING TO BE AVAILABLE TO KEEP UP WITH ANY PLANNED GROWTH TO DO THE NEW SCHOOLS AND ALL THAT AND ADDITIONS OR WHATEVER IT IS THAT WE NEED TO DO AS WE CONTINUE TO PLAN.

SO HARFORD ACADEMY IS THE BOARD'S SOLUTION FOR ADDRESSING 550 ELEMENTARY SCHOOL STUDENTS.

SO WHEN WE DO THAT, WE'RE PLANNING TO DO IT.

AND 26 AT THE START OF THE 26 SCHOOL YEAR, NOW IT'S GOING TO GO OUT 27.

SO THAT'S 550 SEATS THAT WE WERE BUILDING INTO OUR ELEMENTARY SCHOOL CAPACITY.

THAT'S ON HOLD BECAUSE WE KIND OF KICKED THAT CAN DOWN THE ROAD.

[02:05:01]

THEN WE HAVE TO GO AND TRY TO ADDRESS THAT.

BUT WITH BLUEPRINT, YOU KNOW, PRE K, YOU KNOW, COMMUNITY SCHOOLS, SPECIAL EDUCATION AT OUR ELEMENTARY SCHOOLS, WE REALLY HAVE CHALLENGES NOW AND WE'RE IN BUILDINGS EVERY WEEK TALKING ABOUT SPACES AND PROGRAM REQUIREMENTS AND SUCH.

SO TO SUM THIS ALL UP, WE'RE GOING TO SEE A LOT OF YOU.

YOU SEE US EVERY MONTH, IF NOT EVERY BOARD MEETING.

AND I'M SO HAPPY WE COME FIRST SEASON.

SORRY. ON THAT NOTE.

JUST ONE QUICK ONE FIRST.

THANKS AGAIN FOR YOUR USUAL COMPREHENSIVE AND SUCCINCT PRESENTATIONS.

THEY REALLY PROVIDE A LOT OF INFORMATION.

AND FOR ALL OF US, ESPECIALLY THOSE WHO ARE NOT VERY KNOWLEDGEABLE ABOUT THIS STUFF.

AS LONG AS IT WAS, I WASN'T GOING TO REALLY BRING IT UP.

BUT AS LONG AS IT WAS BROUGHT UP ON THE TIME LINE.

CAN YOU GIVE US JUST A BRIEF, UPDATED STATUS OF THE HOMESTEAD WAKEFIELD PLAN? YEAH, WELL, SO THE TIMELINE IS WE DO HAVE THE DEMO PERMITS.

THEY WERE RELEASED FROM THE TOWN.

DEMOLITION IS STARTING THIS WEEK, SO THE BUILDING'S BEEN ABATED, DEMOLITIONS STARTED AND WE JUST HAD A MEETING TODAY.

WE'RE CLOSE TO HOPEFULLY RESOLVING THE CONNECTOR ROAD ISSUE.

IT'LL GO UP THE FOOD CHAIN HIGHER THAN MYSELF.

BUT WE'VE HAD SOME REALLY GOOD DISCUSSIONS AND TALKS AND THEY STILL NEED TO RELEASE THE BUILDING PERMIT TO US AND BASICALLY STRESSED HOW IMPORTANT THAT IS.

AND HOPEFULLY, YOU KNOW, THEY RELEASED THAT IN THE COMING WEEKS.

SO SO TODAY WE'VE MET WITH THE THE TOWN REPRESENTATIVES ALONG WITH PARKS AND RECS.

SO PART OF THE EMERGENCY ACCESS ROAD GOES ACROSS THE MCFALL CENTER PROPERTY.

SO WE MET WITH PAUL MAGNUS, WHO IS THE DIRECTOR OF NER TODAY, AND REPRESENTATIVES FROM HIS DEPARTMENT ALONG WITH THE TOWN.

WE KIND OF FACILITATED A MEETING BETWEEN THE THREE AGENCIES TO TALK ABOUT THAT, WHAT NEEDS TO HAPPEN ON OUR PROPERTY, ON COUNTY PROPERTY AND THE TOWN THEY ARE IN DISCUSSIONS WITH WAKEFIELD MANOR, THE PRIVATE OWNER, TO SECURE THAT PIECE OF LAND THAT THEY NEED TO CONNECT.

WHAT'S THE I ALWAYS FORGET THE NAME ATWOOD AND ATWOOD.

MACPHAIL AND MACPHAIL, RIGHT.

SO THEY TAKE MACPHAIL STRAIGHT THROUGH AND THEN GO A LITTLE BIT OVER PARKS AND REC PROPERTY AND CONNECT WITH OUR ROAD.

AND THEN WE HAVE, YOU KNOW, GATE MECHANISMS THAT, YOU KNOW, HARRY MILLER AND CHRIS MORTON HAVE BEEN, YOU KNOW, WORKING WITH FOLKS TO IDENTIFY THE CONTROL POINTS AND THAT STUFF.

SO THOSE CONVERSATIONS ARE MOVING FORWARD, AND WE'RE VERY HOPEFUL THAT WE WILL BE ABLE TO RESOLVE THAT AND GET TO LIKE A MEMORANDUM OF AGREEMENT ON HOW EVERYBODY'S GOING TO PLAY NICE.

SO WE'RE NOT SURE IT'S INTENDED AS A THOROUGHFARE AT THIS POINT, IS WHAT YOU'RE SAYING WITH GATES, IT IS ONLY FOR EMERGENCY ACCESS IS WHAT WE'VE BEEN THAT'S WHAT WE'VE VERBALLY AGREED TO.

EMERGENCY ACCESS ONLY IS IT USE IT WAS A BROADER CONVERSATION INITIALLY.

INITIALLY THEY WERE ASKING FOR US TO SURPLUS PROPERTY SO THEY CAN HAVE A MAJOR THRUWAY.

RIGHT. BUT RIGHT NOW WHERE WE ARE AS OF TODAY IS WE'VE ALL VERBALLY AGREED THAT IT WILL BE AN EMERGENCY ACCESS ONLY WITH CONTROL POINTS, A GATE THAT WOULD BE CONTROLLED BY EMERGENCY RESPONDERS AND LIKE PARKS AND REC AND SCHOOL SYSTEM STAFF THAT NEED TO ACCESS FOR MAINTENANCE AND ALL THAT KIND OF STUFF WITH THE KEYPAD.

THANK YOU. THANK YOU. LOOKS LIKE.

THAT'S IT. THANK YOU SO MUCH FOR YOUR PRESENTATION.

THANK YOU. GREAT NIGHT.

WHY DON'T YOU GO ANYWHERE? OKAY. NOT THIS ONE.

26. OKAY, NEXT WE HAVE THE SUPERINTENDENTS REPORT.

[H. Superintendent's Report]

DR. OLSON.

OH. WHEN DO WE DO NEW BUSINESS? BECAUSE I WANTED TO MAKE A MOTION TO ENTER TO ON THE LET'S SEE, UM, I MOVE THAT WE.

REFER THE MATTER OF DISCUSSING THE CHARTERS FOR COMMITTEES TO A COMMITTEE.

THAT'S GOT TO BE THAT WAS AN AGENDA ITEM.

SO YOU WOULD HAVE HAD TO AMEND THE AGENDA.

YOU CAN BE PUT ON A FUTURE AGENDA.

YEAH, BUT THERE'S NOT A YEAH, NOT NOT NOW.

THIS IS NOT THE RIGHT TIME.

I DON'T KNOW WHEN. OKAY.

WE CAN TALK AFTER THE MEETING, BUT THIS IS NOT THE RIGHT TIME.

[02:10:03]

OKAY. THANK YOU. GO AHEAD, DR.

MOLSON. ALL RIGHT.

SO FIRST, I DO WANT TO I KNOW BOTH MISS HAHN AND MISS BLINKEN HAVE SPOKEN ABOUT THE WE HAD THE MOMENT OF SILENCE FOR, I THINK, THE TWO DEVASTATING TRAGEDIES THAT OCCURRED OVER THE WEEKEND.

IT REALLY AFFECTED.

OBVIOUSLY THE FAMILIES AND FRIENDS, BUT I MEAN, SO MANY OF OUR SCHOOLS WERE AFFECTED BECAUSE IN BOTH CASES, I THINK THE PEOPLE WHO WE LOST THIS WEEKEND REALLY HAD CONNECTIONS TO A LOT OF PLACES.

AND SO A BIG PART OF THIS HTTPS FAMILY IS HURTING TONIGHT AS A RESULT OF THAT.

AND I WANTED TO ACKNOWLEDGE THAT AND SEND CONDOLENCES TO TO EVERYBODY AFFECTED BECAUSE IT REALLY WAS, YOU KNOW, A REALLY TRAGIC THING THAT OCCURRED THIS WEEKEND. SO I WANTED TO PUT THAT OUT THERE.

AND THANK YOU TO MS.. HAHN AND MS..

BLANKEN FOR FOR ACKNOWLEDGING THAT EARLIER.

AND THEN, AS HAS BEEN THE CASE WITH, I THINK EVERYONE ELSE WHO SPOKE THIS EVENING, I ALSO WANT TO CONGRATULATE OUR GRADUATES AND GOOD LUCK AND OFFER THEM WISHES OF GOOD LUCK FOR NEXT STEPS.

WE WE OFFICIALLY CLOSED THE GRADUATION SEASON WITH THE THE FUTURE LYNX IN HARFORD ACADEMY GRADUATIONS ON FRIDAY, WHICH AS USUAL WERE VERY PERSONAL, VERY EMOTIONAL, AND JUST REALLY, REALLY NICE EVENTS.

BUT OF COURSE, THAT FOLLOWED THE 11 OTHER GRADUATIONS WE DID IN THE PREVIOUS TWO WEEKS, WHICH ALSO WENT REALLY WELL.

SO IT WAS IT WAS A LOT OF FUN TO SEE EVERYBODY AND ALL THAT ENTHUSIASM.

OH, ON A DIFFERENT NOTE.

CONGRATULATIONS TO MR. COLIN CARR. SO MANY OF YOU KNOW HIM AS OUR DIRECTOR OF SECONDARY EDUCATION.

HE WAS ALSO THE FORMER PRINCIPAL OF NORTH HERTFORD HIGH SCHOOL.

BUT BEFORE THAT, HE WAS A STAR HERE IN IN HERTFORD COUNTY.

HE'S BEING INDUCTED INTO THE HERTFORD FIGHTING OWLS ATHLETIC HALL OF FAME FOR THIS YEAR.

HE WAS NJCAA ALL-AMERICAN AT HCC AND HAS BEEN DESCRIBED AS A CORNERSTONE IN THE HCC MEN'S LACROSSE PROGRAM SINCE 1990.

SO NICE RECOGNITION FOR ONE OF OUR OWN WHO I KNOW WAS A BIT OF A STAR HERE BACK IN HIS HEYDAY IN COLLEGE AND AND ACTUALLY IN HIGH SCHOOL AS WELL.

ALSO, DON'T BE SURE TO GET YOUR TICKETS FOR THE END OF SUMMER FEST.

WE'LL BE DOING THAT AUGUST 17TH AT RIPKEN STADIUM THAT WE HAVE LINKS ONLINE.

I BELIEVE IT'S UP IN THE SCROLLING PART AT THE TOP OF OUR WEBSITE TO GET MORE INFORMATION ABOUT THAT EVENT.

THAT'S REALLY THE THE WELCOME BACK EVENT.

I KNOW IT'S HARD TO THINK ABOUT. WELCOME BACK.

BECAUSE WE HAVEN'T QUITE GOTTEN OUT YET, BUT IT'S ALWAYS GOOD TO PLAN AHEAD IN STUDENT SERVICES.

WE HAVE A STAR AWARD WE GIVE OUT FOR MEMBERS OF STUDENT SERVICES AND WE JUST RECENTLY PRESENTED THAT TO HELEN ALLENBY, WHO IS A COUNSELOR AT EMERTON ELEMENTARY SCHOOL.

VERY COOL. AND ON WEDNESDAY, JUNE 7TH, THIS WAS NEAT.

I SAW THIS ONE FIRST ON SOCIAL MEDIA, BUT THE RAVENS HONORED FOUNTAIN GREEN ELEMENTARY SCHOOL TEACHER KEISHA NANDALAL.

SHE'S A 2023 TOUCHDOWN FOR TEACHERS AWARD WINNER.

SO RAVENS PLAYER KYLE HAMILTON AND MASCOT POE WERE ON HAND.

AND THE RAVENS AND M AND T BANK AWARDED THE SCHOOL $5,000 ON HER BEHALF.

SO THAT WAS KIND OF NEAT.

SHE GOT TO TAKE A LOT OF COOL PICTURES.

WE HAD THEM, LIKE I SAID, ON SOCIAL MEDIA.

SO PLEASE CHECK OUT THE SOCIAL MEDIA FEEDS.

THERE'S A LOT OF GREAT STUFF GOING ON THERE AND WE WILL SEE YOU AGAIN A COUPLE OF WEEKS.

THAT ENDS MY REPORT FOR THIS EVENING.

THANK YOU. SO NEXT, WE HAVE PUBLIC COMMENT.

[I. Public Comments]

IN-PERSON PUBLIC SPEAKERS WILL PROCEED.

FIRST. THEY WILL BE CALLED ON BY THE BOARD SECRETARY.

REMOTE SPEAKERS WILL PROCEED SECOND.

I'M SORRY. IT'S MUSIC HERE.

OKAY. SORRY.

SORRY. LOST MY.

LOST TRACK THERE.

REMOTE SPEAKERS WILL PROCEED NEXT.

THEY WILL BE ADMITTED TO THE MEETING BY AN CPS STAFF MEMBER WHEN IT'S THEIR TURN TO SPEAK.

ALL SPEAKERS WILL RECEIVE THREE MINUTES TO SPEAK DUE TO THE NUMBER OF REGISTERED SPEAKERS.

THERE ARE TWO SPEAKERS THAT ARE REGISTERED AS GROUPS AND THEY WILL BE GIVEN FIVE MINUTES.

AGAIN, THE PURPOSE OF HAVING FIVE MINUTES FOR A GROUP IS THAT THEY SPEAK FOR THE ENTIRE GROUP AND THAT THERE WOULD NOT BE OTHER INDIVIDUALS FROM THAT GROUP SPEAKING.

SPEAKERS MAY BE INTERRUPTED AND WILL BE GIVEN NOTICE WHEN THEY HAVE 30S LEFT.

WHEN SPEAKERS HAVE REACHED THEIR THREE MINUTE MARK, THEIR TIME WILL EXPIRE.

MRS. ROLLO, WOULD YOU PLEASE BEGIN THE IN-PERSON REGISTERED PUBLIC SPEAKERS? YES. THIS EVENING WE HAVE SEVEN IN-PERSON SPEAKERS, STARTING WITH MS..

DYLAN LEWIS REPRESENTING A GROUP.

PLEASE STATE THE NAME OF YOUR GROUP.

HELLO, MY NAME IS DYLAN LEWIS.

I REPRESENT TOGETHER.

[02:15:02]

WE WILL. UM.

GOOD EVENING. AS WE ARE IN THE PRIDE MONTH, I WANT TO SPEAK TO THE IMPORTANCE OF THE LGBTQ CONTENT IN OUR SCHOOLS.

HAVING THIS CONTENT FOSTERS INCLUSIVITY AND SUPPORT FOR MARGINALIZED INDIVIDUALS.

IT HELPS CREATE AN ENVIRONMENT WHERE ALL STUDENTS, REGARDLESS OF THEIR SEXUAL ORIENTATION OR GENDER IDENTITY, FEEL ACCEPTED AND VALUED.

IT'S IMPORTANT TO RECOGNIZE THE DIVERSE EXPERIENCES AND IDENTITIES THAT EXIST WITHIN OUR SOCIETY.

CHILDREN NATURALLY ASK QUESTIONS ABOUT THE WORLD AROUND THEM, INCLUDING TOPICS RELATED TO GENDER AND SEXUALITY.

BY PROVIDING AGE APPROPRIATE LGBTQIA CONTENT, WE CAN HELP THEM DEVELOP A BETTER UNDERSTANDING OF THE DIVERSITY OF HUMAN EXPERIENCES.

IT PROMOTES EMPATHY, TOLERANCE AND ACCEPTANCE, FOSTERING A MORE INCLUSIVE AND COMPASSIONATE SOCIETY.

KIND OF DIVERGE FROM THE REST OF MY COMMENTS.

NOW. TO DISCUSS WHAT I SAW IN THE MEETING TONIGHT.

WITH MS.. ALVAREZ.

I JUST HAVE TO SAY, I CANNOT TELL IF THIS IS AN ACT OR A WILLFUL LACK OF PREPAREDNESS.

EITHER WAY, IT'S RUDE TO THE STAFF AND TO THE PUBLIC WHO ATTEND.

AND IT BEGS THE QUESTION OF YOUR FITNESS FOR THE JOB.

YOU STILL CAN'T EVEN MAKE A MOTION.

YOU HAVEN'T BOTHERED TO LEARN THE BASIC RULES OF ROBERT'S RULES OF ORDERS.

AND FRANKLY, THE TONE IN WHICH YOU ASK YOUR QUESTIONS IMPLIES THAT THE INFORMATION HAS BEEN WITHHELD.

WHEN THE RESPONSE IS BY THE STAFF SHOWS THAT YOU DID IN FACT ACTUALLY HAVE ACCESS TO THE INFORMATION OR EVEN CONVERSATIONS PRIOR TO THE MEETING.

IT APPEARS AS THOUGH YOU HAVEN'T TAKEN THE TIME TO ACCESS THE INFORMATION THAT IS AVAILABLE TO YOU TO REVIEW IT OR TO BOTHER TO EMAIL OR CALL THE PEOPLE WHO MIGHT HAVE THE ANSWERS TO THE QUESTIONS YOU HAVE PRIOR TO THE MEETING.

OR EVEN YOU DON'T SHARE THE FACT THAT MANY OF THESE TOPICS THAT ARE ON THE AGENDA ARE COVERED IN YOUR SMALL GROUP BOARD MEETINGS WHERE YOU HAVE THE OPPORTUNITY TO ASK QUESTIONS AND CERTAINLY TO DO FOLLOW UP AFTERWARDS.

YOU'RE REALLY NOT DOING YOUR JOB HERE.

AND IN FACT, SOME OF THE FEW GOOD POINTS THAT YOU DO HAVE ARE QUESTIONS THAT YOU HAVE ARE LOST IN THIS ENORMOUS AMOUNT OF TIME THAT ARE WASTED IN THE MEETINGS.

FINALLY, I WOULD LIKE TO SAY THANK YOU TO OUR APPOINTED BOARD MEMBERS AND OUR STUDENT MEMBER.

THERE IS NO WAY THAT ANYONE COULD HAVE BEEN PREPARED FOR WHAT CAME YOUR WAY DURING THE LAST FEW YEARS.

THANK YOU FOR THE ENDLESS HOURS, THE COMPLEX FACTORS THAT HAD TO BE WEIGHED AS YOU WORK TO EDUCATE OUR CHILDREN, TO PROTECT THEM AND OUR FACULTY AND STAFF.

THE UNBELIEVABLE PIVOT THAT WAS REQUIRED TO GO COMPLETELY REMOTELY AND HOW TO REIMAGINE EDUCATION DURING A PANDEMIC.

I KNOW THAT YOU DID THAT WITH THE HELP OF THE FACULTY AND THE STAFF AND THE SUPERINTENDENT WHO ALL DID A YEOMAN'S JOB DURING THAT TIME AS WELL.

BUT I JUST WANTED TO TAKE THIS OPPORTUNITY TO SAY THANK YOU FOR THAT.

THANK YOU. NEXT WE HAVE MISS CHARLENE HAUPT, FOLLOWED BY BONNIE KNUTSEN.

SORRY I'M LITTLE.

GOOD EVENING.

WHEN I FIRST CAME TO SUPPORT READING AND LITERACY IN OUR SCHOOLS AND LIBRARIES, I INCORRECTLY THOUGHT THEY WERE THE CRUX OF THE MATTER.

IT WAS MUCH MORE THAN THOSE TWO ISSUES.

MORE THAN WE FEARED AND WORSE THAN WE THOUGHT.

WE ARE FACING A HISTORIC ONSLAUGHT OF ANTI LGBTQ LEGISLATION, A NORMALIZING USE OF HOMOPHOBIC AND TRANSPHOBIC RHETORIC FROM THOSE WHO SEEK CONTINUED CHAOS.

IF THAT IS NOT SCARY ENOUGH, NOW WE HAVE PARENTS OF CERTAIN CHILDREN IN OUR SCHOOLS ATTEMPTING TO USE THIS PLATFORM TO ATTACK LGBTQ IN ALL ITS FORMS. THEY USE THAT RHETORIC AS WEAPONS TO CONTROL THE VERY BOOKS AND LITERATURE OUR CHILDREN LEARN IN A SCHOOL ATMOSPHERE WHERE LEARNING BECOMES PROPAGANDA AND READING WHAT THEY OBJECT TO BECOMES AN EVIL EVENT, WHETHER REAL OR IMAGINED.

THEY ARE NOW GOING AFTER THE SUPERINTENDENT DULY APPOINTED BY HARFORD COUNTY.

WE EXPECT FROM THESE MEETINGS A REFUSAL TO ALLOW CONTINUING EFFORTS TO BAN OUR SCHOOLS, READING MATERIALS AND CENSOR OUR LIBRARIANS AND TEACHERS.

NOW THEY DECIDE THEY CAN REMOVE AN APPOINTED SUPERINTENDENT WHO THEY CLAIM IS INEPT AND NOT WORKING IN THEIR CHILDREN'S BEST INTEREST.

[02:20:07]

THERE ARE ALREADY LAWS IN THE BOOKS IN HARFORD COUNTY TO ADDRESS THESE ISSUES.

MORE DIVISION CONTENTION.

THIS IS NOT THE 1950S.

WE NEED NOT HEAR.

OUR LEGAL SYSTEM IS FAILING THEM AND THE CONSTITUTION BEING JUST A COLLECTION OF WORDS.

THOSE WORDS MUST MEAN SOMETHING AND STAND FOR SOMETHING.

THIS IS AN EFFORT TO PREVENT LEARNING ABOUT CHANGES IN OUR CULTURE AND LEGAL PROTECTIONS FOR ALL OUR STUDENTS INCLUSIVE OF LGBTQ.

WE WANT ALL STUDENTS TO HAVE THE SAME ADVANTAGES.

THIS SEEMS TO BE THEIR POSITION ON ALL THEIR ISSUES.

IF THEY DON'T LIKE WHAT TEACHERS SAY ABOUT HISTORY, GAG THEM.

IF THEY DON'T LIKE CERTAIN BOOKS, BAN THEM.

IF THEY DON'T LIKE A CORPORATION DEFENDING LGBTQ RIGHTS RETALIATE AGAINST IT.

THEIR CRUSADE HAS BECOME AN EXPRESSION OF NOT ONLY WHITE CHRISTIAN NATIONALISM, BUT OF CONTEMPT FOR OUR LAWS AND GOVERNMENT OFFICIALS OF OUR COUNTY AND COUNTRY.

IT'S NOT ABOUT READING OR BOOKS AT ALL, IS IT? IT'S ABOUT BIAS AND MISINFORMED IDEOLOGY.

IT'S A DELIBERATE ATTACK AGAINST HARMFUL DIFFERENCES IN OUR COMMUNITY.

ACCORDING TO THEM, THEY DO NOT WANT COMPROMISE.

THEY WANT CONTROL.

IT WON'T STOP WITH OUR LIBRARIES, OUR TEACHERS OR BOOKS.

WHY IS THAT? IT CANNOT STAND INCENDIARY COMMENTS.

FALSE INFORMATION LEADS TO POOR DECISION MAKING OF WHAT THE CHILDREN IN OUR SCHOOLS MUST LISTEN TO AT SCHOOL, AND IT MUST BE THEIR THOUGHTS AND POLITICS.

THAT'S CALLED INDOCTRINATION.

THERE IS ABUNDANT RANTING AND RAVES OF PORNOGRAPHY, SEXUAL EXPLOITATION AND HERETICAL VERSES OF THE BIBLE TO BOLSTER THEIR MOVEMENT.

WHAT DOES THIS DO TO SOME OF THOSE STUDENTS IMPRESSIONS OF LEARNING? THEY SEEK TO BREAK DOWN RESPECT FOR TEACHERS AND LIBRARIANS AS WELL AS READING ITSELF.

WE HAVE A SUPERINTENDENT LISTENING AND COMMUNICATING WITH HIS BOARD AND MAKING DECISIONS FOR ALL OUR CHILDREN, NOT HIMSELF.

WHO WOULD GET AND BENEFIT FROM HATEFUL, RASH OR EVEN ILLEGAL DECISIONS BY THOSE ATTACKING OUR HARFORD COUNTY SCHOOLS? NOT OUR STUDENTS.

THANK YOU.

GOOD EVENING. MY NAME IS BONNIE KNUTSON.

MY PRONOUNS ARE SHE HER.

HAPPY PRIDE MONTH TO EVERYONE.

WE ARE ALL WELL AWARE THAT TWO OF THE BOARD MEMBERS ARE ALSO MEMBERS OF MOMS FOR LIBERTY.

I ALSO UNDERSTAND THAT THERE HAVE BEEN THREE NEW PEOPLE APPOINTED FOR NEXT YEAR BY BOB CASSERLY, ALL OF WHICH ARE ALSO AFFILIATED WITH MOMS FOR LIBERTY OR THE COUNCIL FOR NATIONAL POLICY.

MERRIAM-WEBSTER DEFINES LIBERTY AS THE QUALITY AND STATE OF BEING FREE, INCLUDING.

MOMS FOR LIBERTY IS ACTUALLY TRYING TO TAKE AWAY OTHER PEOPLE'S LIBERTIES, INCLUDING THE LIBERTY AND THE RIGHT TO READ THE BOOKS THEY WANT TO.

ONE EXAMPLE OF THAT BOOK, DEEMED PORNOGRAPHIC, WHICH THEY REQUESTED BE REMOVED FROM ELEMENTARY SCHOOLS, IS SEAHORSE, THE SHYEST FISH IN THE SEA.

IF ANYBODY WANTS TO LOOK AT IT AFTERWARDS, LET ME KNOW.

IT'S A NONFICTION BOOK, BEAUTIFULLY ILLUSTRATED FOR KIDS 4 TO 8 YEARS OLD.

THEIR COMPLAINT WAS ON PAGE 12.

IT SAYS THEY TWIST THEIR TAILS TOGETHER AND TWIRL GENTLY AROUND TILL THEIR COLORS MATCH.

THEY CALLED THAT PORNOGRAPHY.

THAT IS THE BIOLOGY OF HOW SEAHORSES, MATE.

THEY ALSO WANT TO BAN BOOKS ABOUT RUBY BRIDGES BECAUSE IT SHOWS THAT BAD THINGS THAT WHITE PEOPLE DID AND IT MAKES POLICE AND FIREFIGHTERS LOOK BAD.

AGAIN, THIS IS ONLY THE TRUTH.

THE POLICE AND FIREFIGHTERS DID DO HORRIBLE THINGS AT THAT TIME.

MOMS FOR LIBERTY ALSO WANT TO BAN BOOKS ABOUT NATIVE AMERICANS BECAUSE IT PAINTS WHITE PEOPLE IN A NEGATIVE LIGHT AGAIN.

AMERICA DID TREAT NATIVE AMERICANS IN A BAD WAY.

IN A STATEMENT ACCOMPANYING THE REPORT'S RELEASE, A SPOKESPERSON FOR THE EXTREMISM WATCHDOG GROUP SOUTHERN POVERTY LAW CENTER WROTE THAT MOMS FOR LIBERTY WAS THE MOST PROMINENT OF 12 EXTREMIST ANTI-GOVERNMENT INCLUSION GROUPS MOBILIZING TO ATTACK PUBLIC EDUCATION, BAN BOOKS AND REMOVE ANY CURRICULUM THAT CONTAINS DISCUSSIONS OF RACE DISCRIMINATION AND LGBTQ PLUS IDENTITIES.

MOMS FOR LIBERTY IS A HATE GROUP.

ALL BOARD MEMBERS SHOULD BE ACTING IN THE BEST INTEREST OF ALL STUDENTS.

I DON'T BELIEVE THAT THEY ARE ABLE TO DO THIS.

ON NOVEMBER 15TH AND 2022, THE BERKELEY COUNTY SCHOOL BOARD IN SOUTH CAROLINA SWORE IN SIX NEW BOARD MEMBERS, ALL OF WHICH WERE MOMS FOR LIBERTY.

AND WITHIN TWO HOURS THEY FIRED HALF THE BOARD AND PUT THEIR OWN PEOPLE IN.

I'M AFRAID THAT THAT MIGHT HAPPEN HERE.

I RESPECTFULLY ASK MS..

ALVAREZ AND MS.. HAHN TO STEP DOWN FROM THEIR POSITIONS DUE TO A CLEAR CONFLICT OF INTEREST.

ASK YOURSELF, SHOULD BOARD MEMBERS BE MEMBERS OF AN ANTI-GOVERNMENT HATE GROUP? NEXT WE HAVE NICK MARVEL, FOLLOWED BY WILLIAM MARTINO.

[02:25:14]

GOOD EVENING. I'M HERE TO TALK ABOUT HOW WE TEACH HISTORY.

I MEAN, IT'S A CONTENTIOUS TOPIC THESE DAYS.

IT'S NOT EASY TO TEACH ABOUT THINGS THAT WE LIKE TO IGNORE, ESPECIALLY LIKE SLAVERY.

THE GENOCIDE OF NATIVE AMERICANS IN THE TREATMENT OF OTHER MINORITIES, EVEN IN THE GLOBAL STAGE.

BUT THESE TOPICS HAVE TO BE TALKED ABOUT.

BECAUSE IF WE IGNORE THEM, HISTORY WILL ALWAYS REPEAT ITSELF.

AS WE LOOK IN THE WORLD STAGE, WE SEE RUSSIA ATTACKING UKRAINE AND WE ASK OURSELVES WHY.

RUSSIA WANTS HIS PEOPLE TO BELIEVE THAT UKRAINE IS NOT A REAL COUNTRY.

THEIR CULTURE DOES NOT EXIST.

THAT IS, IN SOME WAYS GROUPS IN AMERICA LIKE MOMS FOR LIBERTY WANT US TO DO.

THEY WANT US TO IGNORE.

THE TRAGEDIES OF PEOPLE WHO'VE BEEN DISCRIMINATED AGAINST LIKE.

AFRICAN-AMERICANS. ASIAN AMERICANS.

YOU CAN LIST EVERY GROUP IN THIS COUNTRY THAT HAS BEEN DISCRIMINATED AGAINST.

AND TO ERASE THIS HISTORY IS TO TELL CHILDREN OF THESE GROUPS, YOU DON'T MATTER.

YOUR HISTORY DOESN'T MATTER. YOUR PEOPLE DON'T MATTER.

WHO CARES WHAT YOU THINK? INTO SUPREMACY THAT WHITE PEOPLE WILL ALWAYS GOOD IS TO SAY.

IS TO IGNORE THE EVIDENCE THAT CONTRADICTS THAT FACT.

WE COMMITTED A GENOCIDE AGAINST THE NATIVE AMERICANS.

WE STAND IN HARFORD COUNTY AND OTHER COUNTIES ACROSS THIS COUNTRY ON LAND THAT WE STOLE.

POINT BLANK. AND IN SOME CASES THE PLACE THAT WE GO TO SCHOOL TO.

USED TO HOUSE SLAVES.

I GO TO A UNIVERSITY AT SALISBURY UNIVERSITY WHERE SOME OF THE PEOPLE THAT WERE HOUSED THERE AT ONE POINT WERE SLAVES, WERE NATIVE AMERICANS THAT WERE PUSHED DURING THE TRAIL OF TEARS.

THESE ARE FACTS.

THESE AREN'T HYPERBOLE.

THESE ARE THINGS THAT WE IN THIS COUNTRY HAVE EXPERIENCED.

AND TO SAY THAT THEY DIDN'T HAPPEN AND NOT TO HAVE A CONVERSATION ABOUT THEM IS IGNORING AMERICA'S HISTORY.

THANK YOU.

WE PRAY THAT THE LORD WILL COMFORT AND STRENGTHEN THE STUDENT FAMILY AND THE GLOCK FAMILY DURING THIS TRAGEDY.

HE CONTINUES TO REFINE POLICY FOR NUTRITION, HEALTH AND WELLNESS IN THIS COUNTY.

IT IS FINE AND DANDY, BUT WHAT ABOUT THE POLICIES FOR STRONG ACADEMIC HEALTH AND WELLNESS? THERE ARE NUMEROUS REGULATIONS, LAWS, ORDINANCES, POLICIES AND MANDATES THAT ADDRESS EVERYTHING BUT ACADEMICS IN THE EDUCATIONAL SYSTEM.

THERE SEEMS TO BE AN ENDLESS STREAM OF STATUTES COMING OUT OF THE MARYLAND GENERAL ASSEMBLY AND THE MARYLAND STATE DEPARTMENT OF EDUCATION THAT HAVE NOTHING TO DO WHATSOEVER WITH TRADITIONAL EDUCATION.

MEANWHILE, TESTING SCORES FOR WHAT FEW ACADEMICS THAT REMAIN ARE PLUMMETING.

WHERE ARE THE STANDARDS FOR EDUCATIONAL ACHIEVEMENT? I ATTENDED THE BEL AIR HIGH SCHOOL GRADUATION AT APG ARENA.

THE STUDENT PRESIDENT BEGAN BY SPEAKING IN SPANISH, WHILE MEMBERS OF THE AUDIENCE WAVED THE FLAG FROM ANOTHER COUNTRY.

I'M PRETTY SURE THAT 95% OF THE CROWD DIDN'T UNDERSTAND WHAT HE WAS SAYING AND WHAT FLAG IT WAS.

ANY STATED THAT THE FRESHMAN AND SOPHOMORE YEARS WERE SPENT LEARNING VIRTUALLY DUE TO THE PANDEMIC.

THE PANDEMIC THAT HAD NO EFFECT ON HIS AGE GROUP, I MIGHT ADD.

THE STUDENT PRESIDENT AFFIRMED THAT NO ONE IN THE SCHOOL EVER DID THEIR VIRTUAL ASSIGNMENTS.

THE CROWD BROKE OUT IN LAUGHTER.

HOWEVER, I WASN'T LAUGHING.

I WAS THINKING, YEAH, WE KNOW YOUR CLASS DIDN'T DO ANY OF THOSE ASSIGNMENTS, AND YOUR ACADEMIC PROFICIENCIES CLEARLY REFLECT THAT.

HIGH SCHOOL MATH PROFICIENCIES HAVE DROPPED TO 14% IN THIS COUNTY.

SO I ASKED THE BOARD IF ONE OUT OF TEN STUDENTS ARE PROFICIENT IN MATH, WHY WERE ALL THOSE STUDENTS BEING HANDED A DIPLOMA? HARFORD COUNTY PUBLIC SCHOOLS DOES NOT PROMOTE EDUCATION.

IT PROMOTES ACTIVISM.

THE FOCUS HAS BECOME ON DIVERSITY, EQUITY AND INCLUSION.

DIVERSITY SHOULD ADVOCATE FOR THE ELEMENTS AND DIFFERENT CULTURES THAT PURSUE EXCELLENCE AND ENHANCE OUR EXISTING CULTURE EQUITY.

SOUNDS LIKE EQUALITY OF OPPORTUNITY, BUT IT IS NOT.

IT IS IN AN ATTEMPT TO MAKE ALL THE STUDENTS THE SAME.

SO EQUITY CANCELS OUT DIVERSITY.

THIS IS SELF-DEFEATING.

[02:30:01]

WE SHOULD ENCOURAGE THE GIFTS OF EACH CHILD WAS BLESSED WITH AND LET THAT HORSE RUN, REMOVE THE REINS, AND LET THAT THOROUGHBRED RACE THAT HAS FUELED OUR GREAT STANDARD OF LIVING IN THIS NATION.

STOP YOKING THE STUDENTS TO THE SLOWEST OX.

IN THE NAME OF EQUITY, THIS IS DESTROYING OUR NATION.

GET BACK TO TEACHING ACADEMICS.

THANK YOU. NEXT WE HAVE SUSIE SCOTT.

PLEASE STATE THE NAME OF YOUR GROUP AND YOU WILL RECEIVE FIVE MINUTES.

GOOD EVENING. MY NAME IS SUSIE SCOTT AND I REPRESENT MOMS FOR LIBERTY, HARFORD COUNTY.

THANK YOU, PRESIDENT MUELLER, FOR LETTING ME HAVE THIS OPPORTUNITY TO ADDRESS THE BOARD THIS EVENING.

I WANT TO ADD MY CONDOLENCES TO ALL THOSE ALREADY EXPRESSED HERE TONIGHT FOR THE TEACHER AND STUDENT THAT WERE LOST OVER THE WEEKEND.

LET ME ALSO EXPRESS MY GRATITUDE TO MS..

RICCARDI AND DR.

PHILLIPS AND DR.

HAROLD FOR YOUR DEDICATED SERVICE ON THIS BOARD.

DR. HAROLD, OUR PATHS HAVE NEVER REALLY CROSSED, BUT I WISH YOU THE BEST IN YOUR FUTURE ENDEAVORS.

AND MY SINCERE THANKS TO YOU, MS..

RICCARDI AND DR. PHILLIPS FOR ANSWERING ANY OF THE QUERIES OR QUESTIONS I HAD VERY PROMPTLY AND PROFESSIONALLY.

I APPRECIATE THAT.

I VALUE YOUR WORK HERE ON THE BOARD, AND I HOPE THAT YOU'LL WE'LL HEAR FROM YOU FROM TIME TO TIME ON ISSUES CONCERNING EDUCATION IN HARFORD COUNTY.

SO KEEP IN TOUCH.

AND I'D ALSO LIKE TO CONGRATULATE YOU, MS..

PERRY ON THE NATIONAL WOMEN'S VETERANS DAY, AND THANK YOU FOR YOUR SERVICE.

I PLANNED ON SPEAKING ON A DIFFERENT TOPIC THIS EVENING, BUT SOME OF THE THINGS I'VE HEARD TONIGHT, I JUST FEEL I MUST ADDRESS THE ELEPHANT IN THE ROOM. IS MOMS FOR LIBERTY, A HATE GROUP.

REALLY? THAT'S THE BEST OUR ADVERSARIES CAN COME UP WITH.

WHEN YOU CAN'T ARGUE THE FACTS, YOU NAME CALL.

FOR THE PAST YEAR, I'VE ATTENDED EVERY BOARD OF ED MEETING AND SPOKEN QUITE REGULARLY.

WAS I SPEAKING HATE? WAS I GRANDSTANDING? I COME HERE TO SPEAK ON MATTERS PERTAINING TO PUBLIC EDUCATION.

THE POINTS I MAKE HERE ARE ISSUES DICTATED BY YOUR MEETING AGENDAS.

I HAVE MADE IT A PRIORITY TO BE AS POLITE AND PROFESSIONAL AND PROFESSIONAL AS POSSIBLE WHEN ADDRESSING THIS BOARD.

YET I HAVE ENDURED A LOT OF MUDSLINGING AND OUTRIGHT SLANDER DIRECTED AT ME AND MY ORGANIZATION IN THIS ROOM, AND I'VE CHOSEN NOT TO USE PUBLIC COMMENT TO RESPOND TO THOSE ATTACKS.

WHILE OTHER GROUPS SEEM TO COME HERE ONLY TO ATTACK MOMS FOR LIBERTY, I COME HERE TO HOLD THIS BOARD ACCOUNTABLE FOR YOUR POLICIES AND YOUR DECISIONS WHICH AFFECT OUR CHILDREN AND OUR COMMUNITY.

I'M HERE BECAUSE OUR CHILDREN ARE NOT AT GRADE LEVEL FOR READING, MATH, SCIENCE AND CIVICS.

I'M HERE BECAUSE I OBJECT TO THE RACIALIZATION AND SEXUALIZATION OF THE CURRICULA NOW BEING MANDATED BY OUR STATE AND FEDERAL AGENCIES.

SO WHAT IS THE MISSION OF SOUTHERN POVERTY LAW CENTER? IT APPEARS TO BE SMEARING THEIR POLITICAL ADVERSARIES AS HATE GROUPS, WHICH IS DESIGNED TO SILENCE US.

THE SOUTHERN POVERTY LAW CENTER HAS A LONG HISTORY OF CONTROVERSY.

IN 2012, A REAL DOMESTIC TERRORIST BY THE NAME OF FLOYD CORKINS, INSPIRED BY THE SPLC HATE MAP, WALKED INTO THE HEADQUARTERS OF THE FAMILY RESEARCH COUNCIL.

ARMED WITH A GUN.

HE ALSO HAD A BAG OF 15 CHICK-FIL-A SANDWICHES HE WANTED TO STUFF INTO THE MOUTHS OF HIS CORPSES.

HE WAS PREVENTED FROM HIS TERRORIST ACT BY A SECURITY GUARD WHO WAS WHO, ALTHOUGH HE WAS SHOT AND WOUNDED, HE WAS ABLE TO WRESTLE THIS PERSON TO THE GROUND AND END HIS PLANNED ORGY OF HATE.

DOMESTIC TERRORISTS ABIDE IN SOUTHERN POVERTY LAW CENTER.

ATLANTA POLICE ARRESTED AN SPLC LAWYER THIS MARCH AND CHARGED HIM WITH DOMESTIC TERRORISM AFTER VANDALS PROTESTING THE BUILDING OF A POLICE TRAINING FACILITY THREW MOLOTOV COCKTAILS AT THE POLICE.

SO LET'S BE CLEAR ABOUT WHAT KIND OF ORGANIZATION THE SOUTHERN POVERTY LAW CENTER IS.

THEY ARE A GASLIGHTING HATE GROUP WHO IS PROJECTING THEIR HATE ON MOMS. THEY HAVE PICKED ON THE WRONG PEOPLE AND THEIR WICKED AGENDA IS BLOWING UP IN THEIR FACE.

[02:35:04]

OUR GROUP IS EXPERIENCING TONS OF FREE PUBLICITY AND A HUGE UPTICK IN MEMBERSHIP.

MOMS FOR LIBERTY WAS ONLY STARTED IN JANUARY OF 2021, BUT WE NOW HAVE 286 CHAPTERS IN 45 STATES WITH OVER 120,000 MEMBERS AND NOW GROWING EXPONENTIALLY, THANKS TO SOUTHERN POVERTY LAW CENTER.

I AM A PART OF AN ARMY OF MOMS WHO ARE FIGHTING FOR THE SURVIVAL OF AMERICA BY UNIFYING, EDUCATING AND EMPOWERING PARENTS TO DEFEND THEIR PARENTAL RIGHTS AT ALL LEVELS OF GOVERNMENT.

ONE OF THOSE MOMS RECENTLY SAID SOMETHING THAT I HEARTILY AGREE WITH.

THE THING I LOVE MOST ABOUT OUR COUNTRY IS THAT WHEN PEOPLE UNDERSTAND THEIR CONSTITUTION AND THEIR RIGHTS, THEY ALSO UNDERSTAND THEIR DUTY TO PROTECT AND PRESERVE THEM.

THANK YOU. THE LAST SPEAKER OF THIS EVENING IS MR. BENJAMIN HEISER.

GOOD EVENING. MY NAME IS BENJAMIN HEIZER.

I'M HERE TO SPEAK ABOUT TWO ISSUES.

FIRST, HCP'S BOE STRATEGIC PLAN.

IT HAS FOUR GOALS, BUT WE'LL TALK ABOUT THE FIRST TWO.

THE FIRST ONE.

THE GOAL IS TO PREPARE EVERY STUDENT FOR SUCCESS IN POST-SECONDARY EDUCATION AND THEIR CAREER.

SO WHEN EVERYBODY TO KEEP THAT IN MIND.

AS I SPEAK.

THE SECOND ONE IS ENGAGING FAMILY AND THE COMMUNITY TO PARTNER IN THE EDUCATION SYSTEM.

SO PLEASE KEEP THIS IN MIND AS I SPEAK.

IT WAS BROUGHT UP ABOUT THE SUPERINTENDENTS REVIEW, WHICH REALLY DOES NEED TO BE DONE.

WITH OUR MCAT SCORES AT 54, 44, 33.5.

ENGLISH MATHEMATICS SCIENCE.

IF THERE WAS A REVIEW, OUR SUPERINTENDENT WOULD BE HE'D BE STRAIGHT UP PLACED ON A PIP.

YOU COMPLETELY FAIL.

I MEAN, WHAT WHAT EXACTLY ARE WE USING TO GAUGE OUR SUPERINTENDENT? ALSO, WHY IS PUBLIC COMMENT HELD UNTIL AFTER BUSINESS HAS BEEN COMPLETED? HOW ON EARTH CAN I VOICE ANY OF MY OPINIONS REGULARLY OR DURING THE BUSINESS MEETING REQUESTING REDRESS BY MY LOCAL GOVERNMENT IF THEY CHANGE THE TIMES? I UNDERSTAND THAT THE REASON WE CHANGED TIME WAS BECAUSE THE KIDS COMING HERE DOING PRESENTATIONS, PARENTS, WHATEVER.

WELL, GUESS WHAT? I HAVE KIDS.

I AM A PARENT.

AND YOU'RE BASICALLY CURBING THE ABILITY FOR THE PUBLIC TO COME OUT BECAUSE US PARENTS, WHICH IS YOUR TARGETED AUDIENCE, HAVE KIDS AT HOME WHO ARE WAITING FOR US TO TUCK THEM INTO BED.

NOW, SOME PEOPLE CAN ARGUE THAT THE COUNTY COUNCIL DOES THIS.

HOWEVER, THEY HAVE A COMPLETELY DIFFERENT GROUP OF INDIVIDUALS THAT GO AND SPEAK THERE.

THEIR AUDIENCE IS COMPLETELY DIFFERENT THAN US.

THIS IS THE SCHOOL SYSTEM MAINLY DEALING WITH CHILDREN.

MOST PEOPLE COMING IN ARE GOING TO BE PARENTS, GRANDPARENTS, GUARDIANS.

THE MAJORITY OF THEM ARE GOING TO HAVE THESE CUTE LITTLE ONES WAITING FOR THEM WHEN THEY GET HOME.

SO I DO NOT UNDERSTAND WHY WE'RE CURTAILING PUBLIC COMMENT TO THE VERY END AFTER EVERYTHING HAS TAKEN PLACE.

FIRST TO COMMENT ON BECAUSE BASICALLY THAT DOESN'T MAKE ANY SENSE.

THANK YOU VERY MUCH. PRESIDENT MUELLER.

THAT'S ALL THE IN-PERSON SPEAKERS THIS EVENING.

THANK YOU. MR. ANDERSON, WOULD YOU PLEASE BEGIN WITH VIRTUAL PUBLIC SPEAKERS? GOOD EVENING, DR. MUELLER.

THIS IS MRS LATER.

I DO NOT SEE ANYONE CURRENTLY WAITING IN THE LOBBY FOR VIRTUAL PUBLIC COMMENT.

THANK YOU VERY MUCH. I APPRECIATE THAT.

YOU'RE WELCOME. OKAY.

THE NEXT BOARD MEETING IS ON MONDAY, JUNE 26TH AT 6:30 P.M.

[Future Meetings Review]

THE MEETING IS ADJOURNED.
