I GUESS THIS LAST WEEK. UM I HAD A MEETING, UM, WITH DR PAULSON, AND HE ASKED ME A QUESTION, AND I WANTED TO PROVIDE MY ANSWER TO YOU. HE ASKED ME. YOU KNOW WHAT ? I THOUGHT MY POSITION WAS ON THE BOARD AND I WANT TO SAY THAT AS UM AND I LIKED IT INDIVIDUAL ON THE BOARD. UM I FEEL LIKE MY POSITION IS TO BE A REPRESENTATIVE FOR THE COMMUNITY . UM AND INTERFACE WITH THE SCHOOL, UM, TO BRING THE ISSUES OF THE COMMUNITY TO THE SCHOOL, UM, SO THAT THEY CAN REVIEW THEM AND LOOK AT, UM NEEDS IN TERMS OF POLICIES AND THANKS TO THAT NATURE AND UNDERSTAND THAT YOU KNOW, THE OPERATION OF THE SCHOOL IS IN. YOU KNOW DR PAULSON'S HANDS, SO I DON'T UM, YOU KNOW, I UNDERSTAND THAT, UM YOU KNOW BOUNDARY. UM BUT AT THE SAME TIME, I THINK, UM, THE CONCERNS OF THE COMMUNITY, UM ARE THINGS THAT I SHOULD BRING TO HIS ATTENTION AND SEE IF WE CAN WORK THROUGH THEM. AND IN DOING THAT, UM YOU KNOW, I DID JUST HAVE IT. TOWN HALL. SO IN CHINA, UM, STAY OPEN TO COMMUNITY AND PUT AS MUCH AS POSSIBLE. SO, UM THAT'S ALL I HAVE TO SAY. THANK YOU, MRS BRUCE. YES, IT'S A SORT OF LIKE A RETREAT AT THE HABIT OF GRACE COLOR SCHOOL MUSEUM AND CULTURAL CENTER. THERE WERE 80 STUDENTS FROM ALL THE VARIOUS CLUBS THROUGHOUT HARFORD COUNTY. AND IT WAS A WONDERFUL EVENT.

ONCE AGAIN. I WANT TO APPLAUD THOSE STUDENTS. UM, FOR THEIR BEHAVIOR. WHEN I WENT TO THE STUDENT GOVERNMENT MEETING, IT WAS PROFESSIONAL AND AT THIS EVENT, IT WAS VERY PROFESSIONAL . EIGHT CPS STAFF, UM, WITH HERE I GO WITH THE MEMORY. WAS THERE ANY EQUITY OFFICE AND IT WAS VERY NICE. I MEAN, I WAS JUST AMAZED I HAD REQUESTED MEMBERS OF THE COMMUNITY TO COME AND

WE RECEIVED A TOUR OF THE BUILDING BEFORE OUR MEETING STARTED AND HAD A SNACK THAT THE STUDENTS AND THE CULINARY PROGRAM MADE THE COOKIES THAT THE STUDENTS MADE WERE AMAZING. THANK YOU FOR SHARING THE DELICIOUS RECIPE AND THANK YOU SO MUCH FOR HAVING GRACE FOR HOSTING OUR COMMUNITY MEETING. I'M SORRY. OUR COMMITTEE MEETING UM I WAS ALSO ABLE TO ATTEND THE COUNTY COUNCIL BUDGET MEETING AND I HEARD ALL OF OUR CONCERNED TEACHERS, CITIZENS AND STAFF SPEAKING. I AM HOPEFUL THAT WITH FISCALLY RESPONSIBLE SPENDING, THEY WILL BE ABLE TO FUND ALL OF OUR TEACHERS AND SCHOOL BASED POSITIONS AND CUT SOME UNNECESSARY SPENDING. WE NEED TO SERIOUSLY TAKE INTO CONSIDERATION ANYTHING THAT DOES NOT PUT OUR STUDENTS AND THEIR EDUCATION. FIRST OUR STUDENTS ARE STRUGGLING AND BARELY TREADING WATER BECAUSE OF THE STRAIN OF COVID. WE DO NOT WANT TO PLACE ANYMORE STRESS OR MENTAL STRAIN ON OUR STUDENTS OR ARE TEACHERS. LAST MEETING. IT WAS STATED THAT WE HAVE MADE THE DECISION THAT FROM HERE ON OUT BECAUSE OF THE STRAIN THAT IT'S PUTTING ON THE STUDENTS AND THE FACULTY AND STAFF THAT WE NEED TO ATTEND THESE MEETINGS AND GO TO WORK THE NEXT DAY THAT WE'RE GOING TO MOVE PUBLIC COMMENT TO THE END OF OUR MEETINGS. I WAS MADE AWARE. THAT PUBLIC COMMENT WAS MOVED AT THE SAME TIME AS EVERYONE ELSE THAT WAS IN ATTENDANCE AT THE LAST BOARD MEETING. I WAS NOT INCLUDED IN ANY DISCUSSION OR DECISION TO MOVE PUBLIC COMMENT, AND FRANKLY, I DO NOT AGREE WITH THAT DECISION BY MOVING PUBLIC COMMENT. WE ARE CREATING OBSTACLES FOR OUR FAMILIES AND STUDENTS TO SPEAK. SHOULD THEY FEEL IT NECESSARY, AND I'M NOT OKAY WITH THAT. WE WORK FOR YOU , AND IT IS OUR JOB ALL OF OUR JOB TO LISTEN AND TO CONSIDER INPUT FROM ATTENDING CITIZENS.

FOLLOWING THE MEETING, I SENT TWO EMAILS ASKING THAT THE DECISION ABOUT MOVING PUBLIC COMMENT BE ADDED TO OUR AGENDA SO THAT WE COULD OPENLY DISCUSS THIS TOPIC AS A BOARD. NO RESPONSE WAS RECEIVED TO MY EMAIL. BUT I DID RECEIVE A CALL FROM MR DAVIS ADVISING ME THAT THE INTENT WAS FOR US TO DISCUSS THIS TOPIC AT LENGTH DURING OUR NEXT SMALL GROUP MEETING. AND OUR SMALL GROUP MEETINGS WERE ONLY ALLOWED TO HAVE THREE BOARD MEMBERS ATTEND TO AVOID VIOLATING THE OPEN MEETINGS ACT. THAT WOULD MEAN THAT WE WOULD ONLY BE ABLE TO DISCUSS MOVING PUBLIC COMMENT WITH ONLY TWO OTHER BOARD MEMBERS AT A TIME. I ADVISE MR DAVIS THAT WE SHOULD DISCUSS THIS AS AN ENTIRE BOARD SO THAT WE COULD SPEAK FREELY WITH ONE ANOTHER AND TO ONE ANOTHER ABOUT OUR THOUGHTS AND OUR REASONING. I WAS THEN TOLD THAT THIS WAS JUST A TEMPORARY MOVE AND THAT THE MOVE WAS ONLY FOR THIS MEETING. UM I CLARIFIED WITH MR DAVIS, ASKING SPECIFICALLY SO THAT MOVING PUBLIC COMMENT FROM THE BEGINNING OF THE MEETING TO THE END OF THE MEETING WAS FOR THIS MEETING. ONLY HE STATED YES. AND THEN HE ASKED IF WE STILL NEEDED TO HAVE A DISCUSSION. I ASKED IF PUBLIC COMMENT WOULD BE AT THE BEGINNING OF OUR AGENDA ON THE NEXT MEETING, AND HE STATED YES. I SAID TO HIM IF PUBLIC COMMENT IS BACK AT THE BEGINNING, I DO NOT FEEL IT NECESSARY TO HAVE A DISCUSSION ABOUT IT AND THEN STATED THAT IN THE FUTURE, THOUGH, IF PUBLIC COMMENT WAS GOING TO BE MOVED THAT WE AS AN ENTIRE BOARD SHOULD DISCUSS IT AND ACT ON IT AT THE BOARD MEETING PRIOR TO THE CHANGE TO LET EVERYONE KNOW WE ENDED THE CONVERSATION AT THAT POINT. UM I HOPE THAT WE CAN ALL GROW AS A BOARD AND LEARN TO RESPECT OUR DIFFERENCES AND KNOW THAT WE ALL HAVE THE SAME GOALS. WE JUST MAY NOT AGREE ON THE PROCESS, AND THAT IS OKAY. I ALSO ATTENDED THE BUS DRIVER OF THE YEAR CELEBRATION LAST WEEK THAT WAS AMAZING EVENT PUT ON BY OUR TRANSPORTATION DEPARTMENT AND SPONSORED BY FREEDOM OF FEDERAL CREDIT UNION. SO REALLY THANKFUL FOR THEIR SPONSORSHIP OF THAT EVENT. UM AND I WANT TO THANK THE DEDICATED STAFF THAT. GET OUR STUDENTS WHERE THEY NEED TO GO EVERY DAY. BUT ESPECIALLY THE THREE THAT WERE AT WANDA AWARDS THIS YEAR. LAST WEEK, I ATTENDED THE RALLY THAT WAS HELD TO ADVOCATE FOR OUR SCHOOL SYSTEMS FUNDING. I APPRECIATE EVERYONE THAT PARTICIPATED AND FOR EVERYONE THAT HAS REACHED OUT TO THE COUNTY EXECUTIVE, COUNTY COUNCIL AND STATE REPRESENTATIVES TO LET THEM KNOW. HOW MUCH THE SCHOOL SYSTEM MEANS TO YOU AND HOW IMPORTANT IT IS FOR HARFORD COUNTY GOVERNMENT TO FULLY FUND THIS BOARD'S BUDGET REQUEST. A QUICK RECAP OF THE BUDGET SITUATION. AS PROGRESS HAS NOT BEEN MADE ON THIS FRONT. I AM DISAPPOINTED. AND THE FALSE, MISLEADING AND DEFAMATORY INFORMATION BEING SHARED BY BOTH THE COUNTY EXECUTIVE IN HARFORD COUNTY GOVERNMENT. WE ASKED FOR $344 MILLION FROM HARVARD COUNTY. TO SUPPORT OUR OPERATING BUDGET. THIS BUDGET REQUEST WAS THE SAME BUDGET WE HAVE FOR THIS CURRENT YEAR. PLUS THE MONEY NEEDED TO PROVIDE A 3% RAISE. AND WHICH IS ROUGHLY $19 MILLION AND COVER ATHLETIC PARTICIPATION FEES, WHICH IS ROUGHLY A HALF MILLION DOLLARS. SO IT IS THE SAME. SAME BUDGET. SAME BUDGET. WE DID NOT ASK FOR ADDITIONAL MONEY TO COVER THE ADDED COST OF IMPLEMENTING THE BLUEPRINT LEGISLATION. FROM HARFORD COUNTY. THE STATE OF MARYLAND PROVIDE US ADDITIONAL MONIES TO COVER A SIGNIFICANT PORTION OF BLUEPRINT COSTS. HOWEVER HARPER COUNTY IS REQUIRED TO STEP UP. AND FUND THE REST. HTTPS IS PLANNING TO DIP INTO OUR CURRENT BUDGET TO PAY FOR THOSE EXPENSES. INSTEAD OF FUNDING ARE $344 MILLION REQUEST. CASTELLI HAS PROPOSED A BUDGET THAT IS 12% LESS A HUGE CUT THAT WILL HAVE MASSIVE IMPLICATIONS FOR THE QUALITY OF SERVICE. THE SCHOOL SYSTEM CAN PROVIDE. THE COUNTY EXECUTIVE STATED THAT HE WANTS HBS HCPS TO USE THE ADDITIONAL FUNDING THAT IS PROJECTED TO COME FROM THE STATE OF MARYLAND. THAT IS ALREADY EARMARKED AND REQUIRED TO BE SPENT ON BLUEPRINT INITIATIVES TO PAY OUR TEACHERS. WE CANNOT DO THAT. IF WE DO NOT USE STATE OF MARYLAND FUNDING THAT WAS SPECIFICALLY EARMARKED FOR BLUEPRINT INITIATIVES, WHICH

INCLUDES EXPANDED EARLY EDUCATION, EARLY CHILDHOOD EDUCATION. FREE COLLEGE AND CAREER READINESS PROGRAMS. THAT INCLUDES DOOR ROMAN HCC. WE PAY FOR THAT COMES OUT OF OUR BUDGET. AND ADDITIONAL STUDENTS SUPPORTS. THEN THE STATE CAN WITHHOLD THAT FUNDING THIS YEAR AND SUBSEQUENT YEARS. WE WILL STILL BE REQUIRED. TO MEET THOSE REQUIREMENTS. OBJECTIVES OF THE LAW. HOWEVER WE WILL THEN RISK NOT HAVING THAT ADDITIONAL FUNDING COMING FROM MARYLAND. OR CAN EXECUTIVE STATING THAT WE CAN USE THIS MARYLAND FUNDING TO PAY FOR ANYTHING ELSE OUTSIDE OF THE BLUEPRINT IS MISLEADING AT BEST. OR AN INTENTIONAL SABOTAGE OF HARVARD COUNTY PUBLIC SCHOOLS AT WORST. HTTPS FACES AN EQUALLY CHALLENGING FATE ON THE CAPITAL BUDGET. THE CAPITAL BUDGET PAYS FOR ROOF REPAIRS, HEATING AND COOLING REPAIRS, TECHNOLOGY AND SOFTWARE UPGRADES. EQUIPMENT FURNITURE, SPECIAL NEEDS BUSSES. PLAYGROUND EQUIPMENT AND OTHER THINGS. THE MONEY THAT PAYS FOR THESE REQUIRED INVESTMENTS DOESN'T COME OUT OF THIN AIR. IT MUST COME FROM HARFORD COUNTY.

AS MARYLAND DOES NOT PARTICIPATE IN FUNDING THESE PROJECTS. SOME PROJECTS ARE YEARS IN THE MAKING, AND FUNDING MUST BE ALLOCATED FOR THEM TO PROGRESS. IF WE DO NOT FUND THE CURRENT PROJECTS, WE RISK THEM COSTING MORE IN THE FUTURE. TECHNOLOGY UPGRADES DO NOT GO AWAY. FOR PARIS DO NOT GO AWAY. SIDEWALK AND DRIVER REPAIRS DO NOT GO AWAY. PLAYGROUND EQUIPMENT NEEDS TO BE REPLACED UNINTERRUPTED POWER SUPPLIES. MUST BE REPLACED AS THEY'RE PART OF OUR CRITICAL INFRASTRUCTURE, INCLUDING SECURITY CAMERAS. TELEPHONE SYSTEMS AND SAFETY SYSTEMS. THAT IS WHY WE MOVED $21 MILLION FROM OUR OPERATING FUND BALANCE TO COVER THESE PROJECTS SO THAT THEY CAN PROGRESS. THE BOARD APPROVED THIS MOVE IN THE LAST MEETING. UNFORTUNATELY, MR CASTELLI HAS NOT APPROVED IT ON HIS END YET I STRONGLY ENCOURAGE HIM TO DO SO AS WE NEED TO MOVE FORWARD WITH PLANNING FOR THESE PROJECTS. MR CASTLE IS FUNDING $7.3 MILLION OF THE $37.8 MILLION ASKED TO ADDRESS IMPROVEMENTS NEEDED IN SCHOOL INFRASTRUCTURE. WHICH IS ROUGHLY 19. SHOCKINGLY THIS IS NOT THE LOWEST PERCENTAGE THAT THE SCHOOL SYSTEM'S CAPITAL ASK, HAS BEEN FUNDED IN THE PAST. IN BOTH 2015 AND 16. HCPS ONLY RECEIVED 2% OF OUR CAPITAL IMPROVEMENT PLAN. 2% 2017 THROUGH 2020. WE RECEIVED 9% EACH YEAR. WITH 2019 SLIGHTLY DIPPING THE SIX. IN 2022 RECEIVED 13% IN THIS YEAR. CAPITAL IMPROVEMENT PLAN WAS FUNDED AT A RECORD 49% SO WE HAD ALMOST HALF OF WHAT WE NEEDED TO PAY FOR THESE TYPES OF IMPROVEMENTS TO THE SCHOOLS. SO WHAT HAPPENS TO THESE PROJECTS IF THEY'RE NOT FUNDED IF THEY DON'T BECOME AN ABSOLUTE EMERGENCY, LIKE A HEATING SYSTEM, FAILING OR SPECIAL EDUCATION BUS LOSING AN ENGINE? THE CAN IS KICKED DOWN THE ROAD. BUT THEY DON'T GO AWAY. A MAGICAL ENTITY DOESN'T COME TO OUR RESCUE WITH FUNDS. HARFORD COUNTY GOVERNMENT NEEDS TO PROVIDE ALL THIS FUNDING TO US.

SO HERE'S AN EXAMPLE. THIS YEAR, WE ASKED FOR $1.1 MILLION FOR ATHLETIC TRACK REPLACEMENTS.

WHICH WAS FOR ABERDEEN HIGH SCHOOL HAVE DEGREES. AND C. MILTON WRIGHT HIGH SCHOOL.

ABERDEEN IS THE MOST CRITICAL DUE TO THE HOLES IN THE TRACK. AND MUCH OF THE TRACK CANNOT BE USED, AND IT DEFINITELY CAN'T BE USED FOR EVENTS. THIS REPLACEMENT WAS VETOED BY THE COUNTY EXECUTIVE AS THE ONLY FUNDED ONE THIRD OF THIS LINE ITEM. IT IS EARMARKED FOR HALF DEGREES HIGH SCHOOL. DUE TO THE TURF REPLACEMENT THERE. SO WE WILL BE ABLE TO USE THAT TRACK.

UNTIL UNTIL WE GET THE MONEY FOR IT. FACILITIES DEPARTMENT DOES AN AMAZING JOB WITH THE BUBBLEGUM AND DUCT TAPE. THEY HAVE TO KEEP THINGS GOING. SO IF YOU EVER WONDER WHY SOME THINGS THAT ARE OLDER SCHOOLS ARE IN DISREPAIR. WELL THEY ARE ON THE LIST, BUT THEY'RE JUST WAY FAR DOWN THE LIST. BEYOND THESE CAPITAL IMPROVEMENT PROJECTS. WE HAVE MUCH LARGER PROJECTS, WHICH INCLUDE RENOVATIONS IN SCHOOL REPLACEMENTS. THOSE PROJECTS INVOLVE COORDINATION WITH THE STATE OF MARYLAND AND HARVARD COUNTY GOVERNMENT TO MAKE SURE THAT THEY WILL HAVE FUNDING IN PLACE TO FIRST PERFORM THE PLANNING. AND THEN ACTUALLY EXECUTE ON THE PROJECT. IT HAS BEEN WIDELY PUBLICIZED THAT THE FUNDING FOR THE SHERIFF'S OFFICE NEW PRECINCT WAS PUT ON HOLD.

THE COUNCIL PASSED A RESOLUTION LAST WEEK TO HOLD MR CASTLE ACCOUNTABLE FOR FUNDING THIS ALREADY APPROVED PROJECT. HTTPS IS IN THE SAME BOAT. MR CASTLE HAS SHIFTED THE TIMELINE ON THE

TO THE BALANCING ENROLLMENT THAT NEEDS TO BE DONE FOR ELEMENTARY SCHOOLS. WE HAVE OVERCROWDED ELEMENTARY SCHOOLS AT THIS POINT. THIS NEW SCHOOL IS SUPPOSED TO ALSO HOUSE 400, PLUS GENERAL EDUCATION ELEMENTARY SCHOOL STUDENTS. WHICH WILL TAKE THE PRESSURE OFF OF HER OVERCAPACITY, ELEMENTARY SCHOOLS. BALANCING ENROLLMENT WAS SUPPOSED TO TAKE PLACE IN 2026. WHEN THE NEW HARPER ACADEMY COMES ONLINE. HOWEVER THE FUNDING FOR CONSTRUCTION IS NOW SHOWN TO START IN 2027. WE ONLY REPLACE ONE SCHOOL AT A TIME IN HARBOR COUNTY, BECAUSE THAT'S ALL THAT HARPER COUNTY GOVERNMENT IS WILLING TO STEP UP TO THE PLATE FOR, WHEREAS OUR NEIGHBOR TO THE WEST BALTIMORE COUNTY TITULAR REPLACES FIVE AT A TIME. ORIGINALLY THE UNITS OF STUDY AND WRITING WAS ADOPTED AT THE ELEMENTARY SCHOOL AND ALL OF OUR SCHOOLS IMPLEMENTED THE PROGRAM IN 2017.

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

THE PROGRAM EXPANDED TO ALL SIXTH GRADES. ADDING CONSISTENCY IN WRITING INSTRUCTION K TO SIX WE ALSO HAD PATTERSON MILL. UM AND MAGNOLIA MIDDLE BRING ON GRADE LEVELS AS WELL. WHAT WE

KNOW IS ESSENTIAL FOR TEACHERS AND STUDENTS IS A COMPREHENSIVE WRITING CURRICULUM. ONE THAT IS MORE THAN AN ADD ON OR A SUPPLEMENT. FROM A READING ANTHOLOGY. IN THE RATING UNITS OF STUDY IS A COMPREHENSIVE CURRICULUM. THAT INCLUDES EXPLICIT STANDARDS, ALIGNED DAILY INSTRUCTION. UM FOCUSED ON THE SKILLS AND THE STRATEGIES AND THE CONVENTIONS THAT WRITERS UTILIZE. IT PROVIDES MODELS. EMPHASIS, EFFECTIVE WRITING AND SCORING RUBRICS AND, UM STUDENT CHECKLISTS THAT ARE ALSO ALIGNED TO THE STANDARDS. FAMILIES AND STUDENTS CAN EXPECT TO SEE THOSE SKILLS INFUSED IN THAT CURRICULUM. WE ALSO KNOW THAT A CURRICULUM GROUNDED IN RESEARCH BASED BEST PRACTICES IS ESSENTIAL. WE SEE WRITING PARTNERS AT MIDDLE SCHOOL BEING ABLE TO SEE STUDENTS HELPING ONE ANOTHER. UM, THROUGH THEIR UNITS THROUGH THEIR REVISION THROUGH THEIR EDITING AND BEING ABLE TO CONGRATULATE AND FEEL PRIDE IN THEIR WORK. EMERY WILL SHARE A FEW MORE REFLECTIONS FROM OUR TEACHERS, AS WE'VE JUST BEGUN TRULY IMPLEMENTING THIS PROGRAM AGAIN. THIS IS THE FIRST YEAR ACROSS THE GRADE SIX FOR ALL OF OUR SCHOOLS. SO FROM OUR DISCUSSIONS AND FEEDBACK THAT WE'VE RECEIVED FROM TEACHERS OVER THE COURSE OF THE PILOT AND THE EXPANSION THESE ARE THE TOPICS BUT THEY FREQUENTLY TOUCHED UPON AND THEIR REFLECTIONS REGARDING THIS WRITING CURRICULUM. THEY OFTEN SAY THAT BECAUSE OF THE STRUCTURE OF THIS WRITING CURRICULUM THAT THEIR THEIR INSTRUCTIONAL TIME IS MORE INTENTIONAL AND FOCUSED. AND THEY OFTEN SHARE THAT THEY FEEL MORE MOTIVATED AND CONFIDENT IN THEIR TEACHING OF WRITING. TEACHING. WRITING IS HARD. AND THEY WILL. SOME WILL SAY THAT THEY FEEL THAT THIS CURRICULUM HAS MADE THEM BETTER TEACHERS OF WRITING. BECAUSE IT PROVIDES THEM WITH CONCRETE LESSONS AND EXAMPLES AND STRATEGIES TO USE WITH THEIR STUDENTS. THEY OFTEN SHARE, TOO, THAT THE CURRICULUM PROVIDES THEM WITH EXPLICIT GUIDANCE ON IDENTIFYING AREAS OF NEED AND DEVELOPMENT, AND THIS ENABLES THEM TO PROVIDE VERY SPECIFIC, UM, INDIVIDUALIZED FEEDBACK FOR THEIR STUDENTS. AND HERE. WE JUST HIGHLIGHTED A FEW COMMENTS FROM TEACHERS THAT ARE INDICATIVE OF OTHERS THAT WE'VE GATHERED. UM WITH THEIR COMMENTS REFLECT, I THINK ARE TWO THINGS. FIRST THEY APPRECIATION AND BETTER UNDERSTANDING OF WHAT A STUDENT CENTERED, STUDENT DRIVEN WRITING CURRICULUM LOOKS AND FEELS LIKE ON A DAILY BASIS. AND THEIR RECOGNITION OF THE IMPACT OF A COMPREHENSIVE WRITING CURRICULUM. WOULD IT HAS ON STUDENT GROWTH AND PROGRESS. AND THEN THEY'LL ALWAYS NOTE AS WELL . THE IMPACT THAT THIS WRITING CURRICULUM HAS ON THEIR STUDENTS . THEY OFTEN NOTE THAT BECAUSE OF THE STRUCTURE, IT PROVIDES STUDENTS WITH THE TIME NEEDED TO PRACTICE THEIR WRITING. AND WITH THIS EQUATES TO IS VOLUME AND STAMINA, AND WE HEAR THIS TIME AND AGAIN. UM AND YOU KNOW, THESE HABITS ARE ACTUALLY VERY BENEFICIAL WHEN THEY TAKE THE STATE ASSESSMENT, SO VOLUME STAMINA. UM THAT THE STUDENTS FEEL AN INCREASED PRIDE AND CONFIDENCE REGARDING THEIR WRITING. THIS IS NOT ABOUT ASSIGNING A PROMPT AND THEN THEM HANDING IT INTO THEIR TEACHER. IT'S ABOUT THEM HAVING A SAY, AND CHOICE IN WHAT THEY'RE WRITING AND DECIDING THEIR PATHWAY FORWARD, SO THEY FEEL VERY BESTED IN THEIR WRITING. UM AND THEY FEEL VERY MOTIVE. I DEBATED AND THEY CAN RECOGNIZE THE PROGRESS THEY'VE MADE AND SPEAK TO IT. HERE ARE A FEW COMMENTS. AND WE HAD A STANDING ROOM ONLY TO HAVE ALL OF OUR PARENTS COME TOGETHER WITH OUR STUDENTS AND OUR TEACHERS AND JUST APPRECIATE THE WRITTEN WORD WAS A REALLY POWERFUL EVENING THAT WE HAD A GREAT SENSE OF COMMUNITY TOGETHER, AND IT WAS A WONDERFUL EXPERIENCE FOR EVERYONE. WE ARE LOOKING AT PROGRAM EVALUATION, SINCE THIS IS A NEW PROGRAM IN OUR MIDDLE SCHOOLS. WE'VE SUBMITTED TEACHER SURVEY DATA IN THE 2021 SCHOOL YEAR. WE HAD LESS IMPLEMENTATION, BUT WE WANTED TO GET FEEDBACK THAT'S SO IMPORTANT TO US. AND WHAT ARE OUR TEACHERS SAYING? WHAT DO THEY NEED? WE RECOGNIZE THE CHALLENGES WHEN YOU START SOMETHING NEW, THE UNCERTAINTY UM, BUT WANTING THEM TO BE ABLE TO SAY, IS THIS SUPPORTING THEIR STUDENTS AS WRITERS? AND IS IT SUPPORTING THEM AS TEACHERS OF WRITING? IN THE 22 23 SCHOOL YEAR SINCE WE HAD BROUGHT ON ALL OF SIXTH GRADE, WE HAD MORE TEACHERS TO SURVEY AND, UM AND I SEE WHERE THERE'S A NEED FOR AREAS OF GROWTH FOR US AS A AS A DEPARTMENT TO CONTINUE TO SUPPORT THEM, BUT IN THE FIRST YEAR TO HAVE THE TEACHERS RESPOND. I'M REALLY PROUD OF THE COLUMN ON THE RIGHT WHERE THEY'RE SAYING THAT THIS CORRECT CURRICULUM 81% SAY THEY ARE ABLE TO WORK MORE COLLABORATIVELY PLAN MORE WITH EACH OTHER SHARE WRITING RESOURCES WITH ONE ANOTHER REFLECT ON THEIR TEACHING 75. UM, FOR BEING IN THE FIRST YEAR. AND GIVING US A DIRECTION HOW TO CONTINUE TO SUPPORT OUR TEACHERS AS THEY WORK WITH OUR STUDENTS AND ANOTHER WAY WE CAN EVALUATE IS LOOKING AT STUDENT ACHIEVEMENT. SO THIS COMPREHENSIVE WRITING CURRICULUM INCLUDES THREE ON DEMAND PERFORMANCE TASKS THAT REFLECT THE TYPES OF WRITING STUDENTS WILL RESPOND TO ON OUR STATE ASSESSMENT AND THAT ARE REFLECTED IN OUR STANDARDS. OFFICE THIS YEAR AS THREE SCHOOLS 3/6 GRADES FROM OUR INITIAL PILOT TO IMPLEMENT THE ON DEMAND ASSESSMENTS THIS SCHOOL YEAR, AND THEY WERE BELLAIRE, MIDDLE, EDGEWOOD, MIDDLE AND NORTH HARFORD MIDDLE SIXTH GRADE. THIS INVOLVES 12 TEACHERS AND OVER 200 STUDENTS. AND SO DURING FIRST QUARTER, THEY ADMINISTERED THIS NARRATIVE ASSESSMENT PRIOR TO TEACHING THEIR NARRATIVE UNIT. THE STUDENTS RESPONDED TO THE PROMPT IN ONE CLASS PERIOD AND USE THE CHECKLIST, UM, KNOWING AHEAD WITH THE EXPECTATIONS WOULD BE AND THEN TEACHERS USED THIS SCORING RUBRIC ALIGNED WITH THE CHECKLIST THAT THE STUDENTS RECEIVED. UM AND ENTERED THE DATA IN OUR DATA MANAGEMENT SYSTEM PERFORMANCE MATTERS AND SO WHAT YOU SEE, ARE THE QUALITIES ON THE LEFT THINGS LIKE EFFECTIVE LEADS AND TRANSITIONS, UM, CRAFTING SATISFYING ENDINGS AND USING STORY STRUCTURE, ELABORATING WITH DIALOGUE AND IN THEIR THINKING. UM WORD CHOICE AND FIGURATIVE LANGUAGE AND CONVENTIONS ARE IMPORTANT, AND SO STUDENTS WERE ASSESSED UNDER SPELLING ACCURACY. THE PUNCTUATION NARRATIVE IN TERMS OF DIALOGUE, FOR INSTANCE, AND THE USE OF SIMPLE AND COMPLEX SENTENCES. SO WE WERE ENCOURAGED. BY THIS DATA AND THE CURRICULUMS, ABILITY AND EFFECTIVENESS AND SUPPORTING STUDENTS GROWTH IN PROGRESSES, WRITERS SO WHAT YOU SEE IS THAT, UM PRIOR TO IMPLEMENTING THE UNIT 2.4% OF OUR STUDENTS MET OR EXCEEDED EXPECTATIONS. BUT AFTER IMPLEMENTING THE UNIT 53.3% OF OUR STUDENTS HAD MET OR EXCEEDED EXPECTATIONS. SO IT APPEARED THAT THE UNITS WERE IN THE IMPLEMENTATION OF THEM WERE HELPING OUR STUDENTS MAKE PROGRESS SO ENCOURAGED WITH THIS WE ASKED THE SAME SCHOOLS AND TEACHERS AND STUDENTS TO REPEAT THE ASSESSMENT CYCLE, THIS TIME FOR ARGUMENT, WRITING PRIOR TO AND AFTER THEIR ARGUMENT UNIT AND AGAIN IN ONE CLASS PERIOD, THE STUDENTS RESPONDED TO THE PROMPT THEY WERE GIVEN THE CHECKLIST SO THAT YOU EXPECTATIONS AND THEN THE TEACHERS AGAIN USE A SIMILAR RUBRIC WITH SIMILAR QUALITIES THROUGH AN ARGUMENT LENS. AND YOU'LL SEE ON THE LEFT THE DIFFERENT AREAS THAT STUDENTS WERE ASSESSED IN. AND THEN, UM, WE WERE FURTHER ENCOURAGED BY THIS DATA. IF YOU NOTE THE PRE ASSESSMENT DATA, MORE STUDENTS WERE PROFICIENT. GOING INTO THE UNIT, INDICATING THAT THEY WERE STARTING TO TRANSFER THEIR LEARNING FROM ONE GENRE OF WRITING TO ANOTHER. SO THIS TIME 20% OF OUR STUDENTS MET OR EXCEEDED EXPECTATIONS. GOING IN. ALMOST 60% OF OUR STUDENTS HAD MET OR EXCEEDED THE ARGUMENT, WRITING EXPECTATIONS AFTER THE UNIT WAS IMPLEMENTED. SO, UM WHAT. LIKE WHAT? WHAT SUPPORTS DO WE HAVE IN PLACE? OR WILL WE HAVE IN PLACE TO ASSIST THOSE STUDENTS AND THOSE TEACHERS IN THE STRUGGLES THAT THEY MAY FACE EVERY SINGLE DAY WITH THIS PROGRAM? BUT IT WOULD BE THE SAME IDEA IN SCIENCE OF STUDENTS WERE NEEDING TO BREAK OFF AND BEING A SMALL GROUP OF LABS OR IN MATH. WHEN ONE GROUP IS WORKING WITH, UM, THE TEACHER WITH CERTAIN MANIPULATIVE AND THE REST OF THE CLASS IS DOING ACTIVITIES AND SO I DO AGREE WITH YOU. THIS GROUP HAS A VESTED INTEREST IN OUR STUDENTS WITH DISABILITIES REQUIRING SPECIAL EDUCATION SERVICES. HARFORD COUNTY SEACOCKS HAS A PARTNERSHIP. WITH THE HCPS DEPARTMENT OF SPECIAL EDUCATION. WE DISCUSSED GOALS, MEETING TOPICS AND OTHER SPECIAL EDUCATION ISSUES. IN ADDITION, SEEK I. IS A BRIDGE BETWEEN THE DEPARTMENT OF SPECIAL EDUCATION.

AND FAMILIES, STUDENTS, COMMUNITY PARTNERS AND HCPS STAFF AND ADMINISTRATORS.

THAT STUDENT WOULD BENEFIT FROM HAVING ALREADY COMPLETED THE HEALTH TO COURSE BEFORE PARTICIPATING IN THE COMMITTEE. WE WOULD LIKE THE EXPERTISE OF OUR COMMITTEE LEADS TO BE ABLE TO MAKE RECOMMENDATIONS SUCH AS THAT. THOSE ARE THE MINOR CHANGES THAT WE WOULD LIKE TO MAKE TO THIS POLICY, AND WE FEEL THAT IT DOES JUST ALLOW US TO HAVE MORE FLEXIBILITY IN PROVIDING PRESENTATIONS ACROSS THE YEAR AND ALSO OPENING UP MEMBERSHIP.

WE ALSO PROVIDED FOR THE BOARD SOME ANCILLARY PIECES THAT SUPPORT THE PROCEDURES. THESE FORCES LIMIT THE CREATIVITY AND INNOVATION OF TEACHERS AND REDUCE THEIR ABILITY TO RESPOND TO THE UNIQUE NEEDS OF THEIR STUDENTS. IT IS ESSENTIAL THAT WE PROTECT THE AUTONOMY OF TEACHERS AND SUPPORT THEM IN THEIR EFFORTS TO PROVIDE A GOOD EDUCATION TO THEIR STUDENTS AND CONCLUSION, LIBERTY AND THE RIGHT TO A GOOD EDUCATION OR ESSENTIAL COMPONENTS OF A JUST AND EQUITABLE SOCIETY. AND THE RESULTS ARE JUST AS BAD ELSEWHERE AS THEY ARE HERE. TWO THIRDS OF OUR NATION'S SCHOOL STUDENTS ARE NOT READING AT GRADE LEVEL. YET. BECAUSE THESE ARE GOVERNMENT SCHOOLS. FAILURE IS REWARDED. THE MORE FAILURE YOU CAN DEMONSTRATE THE MORE MONEY YOU CAN RECEIVE. YOU DEMAND MORE MONEY, BUT DECLINE ACCOUNTABILITY. I'M SORRY, BUT THAT'S JUST NOT GOING TO CUT IT ANYMORE. YOUR BUDGET HAS PLENTY OF FUNDING FOR TEACHER TRAINING AND OR PROFESSIONAL DEVELOPMENT AS YOU CALL IT, BUT IT APPEARS TO BE THE WRONG KIND OF DEVELOPMENT . THE FOCUS IS NOT ON STRENGTHENING INSTRUCTION IN THE ESSENTIAL ACADEMIC SKILLS ARE KIDS NEED TO SUCCEED? INSTEAD OF TEACHERS AND STUDENTS ARE BEING REDIRECTED TO AN IDEOLOGICAL AGENDA. THAT IS NOT SERVING ALL STUDENTS. WE HAVE A LITERARY WE HAVE A LITERACY CRISIS IN HTTPS . THE FIRST DATE WAS ILLINOIS FOR HAVING 18 SCHOOLS WITH ZERO STUDENTS. AND THE BEST OF THE WORST WAS MARYLAND WITH 23 SCHOOLS. WE SHOULD BE SO PROUD. THIS IS REALLY BAD WHEN YOU CONSIDER TEXAS, FLORIDA AND CALIFORNIA HAVE SIGNIFICANTLY MORE SCHOOLS THAN WE DO.
