PROM OR EVEN GRADUATE WITH YOUR PEERS. THEY DIDN'T HAVE THE OPPORTUNITY TO CELEBRATE THEIR ACCOMPLISHMENTS THAT THEY HAD WORKED SO HARD FOR IN THE LAST FOUR YEARS, AND THEY DIDN'T GET THE OPPORTUNITY TO SAY GOODBYE TO THEIR TEACHERS AND FRIENDS. AND WHEN THE COMMUNITY COLLEGE OF BALTIMORE COUNTY, UM SUBMITTED THEIR SOLICITATION AND 2019 THERE WERE. SEVEN CONTRACTORS WHO RESPONDED. AN IMAGE ASPHALT MAINTENANCE WAS THE SUCCESSFUL VENDOR. AND THAT'S THE VENDOR THAT WE'RE UTILIZING TO DO THE WORK. SO THERE WERE THERE WERE SEVEN CONTRACTORS THAT BID ON THIS AND WERE ANY OF THOSE CONTRACTORS, LOCAL OR. I WOULD HAVE TO LOOK TO SEE WHERE THESE CONTRACTORS ARE LOCATED. SO I DON'T HAVE THAT INFORMATION. BUT I CAN GET THAT TO THE CRITERIA. WAS IT LOW? UM, MOVE. IT WAS. THE ORIGINAL STATE SUBMISSION WAS APPROVED IN SEPTEMBER AFTER WE RECEIVED SOME BUDGET UPDATES. WE CAME BACK AND THE BOARD APPROVED SOME AMENDMENTS IN NOVEMBER THAT WAS SUBMITTED TO THE STATE. UM WE'VE ALSO BEEN UPDATED ON THE ONGOING UM HOMESTEAD WAKEFIELD ELEMENTARY SCHOOL PROJECT AND THAT LITIGATION AND THIS IS KIND OF MORE FOLLOW UP TO ALL OF THAT. ONE OF THE MAIN THINGS REASONS WE'RE HERE TODAY IS SOME OF THE DIFFERENT CHANGES THAT OCCURRED AT THE STATE. UM MOST OF THEM ARE POSITIVE ON IN FAVOR OF US, SO THE FIRST WAS AN INCREASE IN THE STATE SCHOOL CONSTRUCTION BUDGET. UM WHEN THE NEW GOVERNOR CAME IN OFFICE HE DID RELEASE IN JANUARY, HIS PRELIMINARY BUDGET RECOMMENDATION. TYPICALLY WE ANTICIPATE STATEWIDE 280 MILLION IN SCHOOL CONSTRUCTION FUNDING WITH HIS RELEASE BUDGET THAT INCREASED TO $485 MILLION, WHICH IS 200. MILLION DOLLARS MORE, WHICH IS GREAT FOR US. UM THERE IS AN ADDITIONAL POTENTIAL FOR ANOTHER $100 MILLION. THEY'RE THEY'RE WAITING FOR ANOTHER PROJECT. UM IF THAT PROJECT GOES FORWARD, AND UM OUR STATE IS SELECTED THAT MONEY WILL GO TO THAT PROJECT. UM, IF OUR STATE IS NOT THE SELECTED LOCATION AND THAT MONEY WILL BE ALLOCATED TO SCHOOL CONSTRUCTION, SO THERE'S POTENTIAL FOR THAT TO INCREASE EVEN MORE. UM, WHAT THAT REALLY MEANS FOR US IS A DIFFERENCE OF ABOUT LOOKING AT NUMBERS. I WANT TO MAKE SURE I GET THEM, RIGHT. UM, BETWEEN. SEVEN MILLION AND ALMOST $11 MILLION ADDITIONAL FUNDING WHEN WE PUT TOGETHER OUR INITIAL SEE IP, WE HAD HEARD SOME INFORMATION FROM THE STATE THAT THEY WERE ANTICIPATING TO INCREASE THE BUDGET THIS YEAR. WE DID NOT KNOW WHAT THAT NUMBER LOOKS LIKE, BUT WE DID, UM, GO IN WITH A HIGHER NUMBER THAN WE TYPICALLY DO. UM, AND WITH THIS CHANGE, WE WOULD NOT NEED ANY ADJUSTMENTS TO OUR SIP REQUEST. HOWEVER UM THEY DID REALLY LOOK, THEY DID A RECALCULATION OF WHAT THEY CALL THE ENROLLMENT GROWTH AND RELOCATE HERBAL CLASSROOM PROGRAM. UM THIS IS BESIDES ITS NAME. ITS NAME CAN BE MISLEADING . IT DOES NOT ACTUALLY GO TO FUNDING FOR RELOCATE HERBAL CLASSROOMS. UM IT ACTUALLY JUST LEADS TO ADDITIONAL FUNDING. ADDED TO OUR C I P PROGRAM AND THAT IS DETERMINED BASED ON ENROLLMENT GROWTH EXCEEDING 150% OF THE AVERAGE GROWTH OVER ALL OF THE ELIA'S OR LOCAL EDUCATIONAL AGENCIES. AND OR HAVING MORE THAN 300 RELOCATED. WELL, SO WE DO NOT HAVE MORE THAN 300 REALLY? OKAY DOBLE. SO WE FOUND THAT OTHER CATEGORY UM THIS PROGRAM WAS INITIATED IN 2016. THIS IS THE FIRST TIME HARVEY COUNTY PUBLIC SCHOOLS HAS EVER. UM THEN ELIGIBLE FOR THIS PROGRAM. UM THAT ADDED AN [01:30:02] ADDITIONAL $2.2 MILLION TO OUR OVER OVERALL ANTICIPATED BUDGET , WHICH WE DID NOT MEET WITH OUR REQUEST THIS YEAR, GOING IN FOR THEIR FLIGHT 21ST CI PIECE. OF COURSE WE WANTED TO MAXIMIZE THE STATE FUNDING TO THE BEST EXTENT POSSIBLE. AND ADDITIONALLY, IN 2022, THERE WAS LEGISLATION PASSED AND ONE OF THE ITEMS IN THAT LEGISLATION BASICALLY ADDED FUNDING TO SCHOOLS CONSTRUCTION PROJECTS IN AREAS OF CONCENTRATED POVERTY. UM AND SPECIFICALLY FOR US, IT WAS POVERTY LESS THAN 80% GREATER THAN 55% WOULD RECEIVE AN ADDITIONAL 5% INCREASE IN MISTAKE CONTRIBUTION, SO TYPICALLY, THE STATE CONTRIBUTES TO 63% TO OUR PROJECTS. UM THAT'S ELIGIBLE COST NEW THAT CAN BE A CONFUSING MATTER, BUT THEY AND THIS WOULD RAISE THAT TO 68% FOR TWO OF THE PROJECTS THAT WERE IN OUR C I P AND THAT'S THE HABIT, AGREES ELEMENTARY SCHOOL ROOF REPLACEMENT PROJECT AND THE AVERAGE IN MIDDLE SCHOOL SYSTEMIC RENOVATION PROJECT. UM AND THERE'S TYPES OF PROJECTS DO VERY SIGNIFICANTLY. BUT WE ALSO HAVE SCHOOLS THAT ARE ON THE EASTERN SHORE OR IN WESTERN MARYLAND, WHO MAY NOT RECEIVE AS AS KIND OF BID RESULTS OF SOMEONE MORE CENTRALLY LOCATED BECAUSE THERE'S NOT AS MANY, UM CONTRACTORS THAT ARE TRAVELING OUT THAT WAY, SO THESE THINGS CAN IMPACT THE BUDGET BUDGETS AND THEIR ESTIMATES MOVING FORWARD, DEPENDING ON WHICH PROJECTS BID THE PRIOR YEAR. SO THIS IS AN AVERAGE UM, YOU CAN SEE IT'S GONE UP. UM OVER. IT'S GONE FROM 200 TO $250, A SQUARE FOOT 2 $458 A SQUARE FOOT. UM SINCE JULY OF 2014. THAT'S A SIGNIFICANT INCREASE. WE HAVE BEEN COMMUNICATING WITH THE STATE. WE DID COME BACK AND THE BOARD DID APPROVE. UM US TO GO IN AND HAVE THAT AMENDED REQUEST TO THE STATE. UM THE STATE HAS, UH, ACKNOWLEDGE THE MARKET CONDITIONS WERE NOT THE ONLY ONES SEEING THESE MARKET CONDITIONS, AND THEY MADE THE RECOMMENDATION THAT WE ACTUALLY [01:35:02] RESCIND THE CURRENT APPROVAL AND GOING IN FY 24 RE REQUEST THAT FUNDING SO WE CAN LOCK IN AT THE HIGHER AMOUNT BASED ON OUR UPDATED BUDGET ESTIMATES AND UM , SO IF YOU LOOK AT OUR LAST CM ESTIMATE, A CONSTRUCTION MANAGER ESTIMATE I'M SORRY. THOSE HUGE PROJECTS IS WHAT YOU'LL SEE, UM UNDER THE STATE PROGRAM, AND IN YOUR EXPERIENCE, YOU'VE ONLY SEEN US, UM ANNUALLY GO TO THE STATE ASKING FOR LIKE 15,000,014 MILLION BECAUSE THAT'S TYPICALLY WHAT OUR SHARE WAS OUT OF THE 280 MILLION.
