EVERYONE FOR COMING TONIGHT AND THOSE WHO ARE WATCHING VIRTUALLY I HAD THE OPPORTUNITY TO ATTEND BOTH THE ORCHESTRA AND BAND CONCERTS AT BOSTON MIDDLE SCHOOL. THAT'S WHERE MY CHILDREN ATTEND. SO THAT'S THAT'S WHERE I IT'S WHERE IT WAS, AND THEY DID. AN AMAZING JOB. REALLY, REALLY PROUD OF THOSE ACCOMPLISHMENTS THERE. I ALSO ATTENDED LAST WEEK , FALLSTON HIGH SCHOOL AND FOSTER MIDDLE SCHOOL PUT ON A SPECIAL PRESENTATION REGARDING DRUG USE IN OUR SCHOOLS. THAT WAS INCREDIBLY INFORMATIVE THAT WAS IN PARTNERSHIP WITH THE SHERIFF'S OFFICE. UM AND THEY HAD TO HOPE HOUSE THERE. I DON'T KNOW IF EVERYONE HAS HAD A CHANCE TO, UH, GO THROUGH THE HOPE HOUSE. BUT IF YOU'RE AT AN EVENT, YOU KNOW WHERE THE HOPE HOUSE IS AVAILABLE. PLEASE TAKE THE TIME TO DO THAT. IT WAS VERY EYE OPENING EXPERIENCE TO GO THROUGH THAT AGAIN THAT THE HOPE HOUSE IS A TRAILER THAT INSIDE IS MARKED UP TO LOOK LIKE A UM ADOLESCENTS ROOM LIKE THEIR THEIR, UM THEIR THEIR BEDROOM. UM AND THEY'RE THEY'RE THEY SHOW YOU BASICALLY ALL THE PLACES THAT AND ADOLESCENTS ARE TEENAGER COULD HIDE DRUGS. AND DRUG USE IS A MAJOR PROBLEM. UM AND IN OUR COMMUNITIES, SO YOU KNOW THEY'RE JUST DOING EVERYTHING THEY CAN TO MAKE SURE PEOPLE ARE AWARE OF IT TO HELP WITH THAT. SO THAT WAS GREAT. BUT ABOVE AND BEYOND THAT I WANT TO WISH EVERYONE A VERY SAFE AND HAPPY HOLIDAY SEASON. THANK YOU. THANK YOU. AND I HAD THE OPPORTUNITY TODAY TO GO TO RING FACTORY ELEMENTARY. I WAS SCHEDULED TO GO LAST WEEK IN THE PRINCIPAL WASN'T FEELING WELL. SO WE RESCHEDULED BUT I'M SO GLAD I WENT TODAY BECAUSE TODAY WAS PAJAMA DAY, AND EVERYBODY WAS DECKED OUT IN THEIR HOLIDAY PAJAMAS AND IT WAS JUST A LOT OF FUN. A LOT OF THE DESKS WERE WRAPPED TO LOOK LIKE PRESENTS, AND IT WAS A GREAT DAY TO SEE THE KIDS REALLY ENJOYING WHAT THEY WERE DOING. AND THERE WAS A LOT OF DIFFERENT ACTIVITIES GOING ON A LOT OF READING A LOT OF MYSTERY SOLVING. THEY HAD A GROUP DOING DETECTIVE WORK, BUT

[00:10:03]

EVERYBODY WAS JUST HAPPY AND ENJOYING BEING IN SCHOOL TODAY, AND THAT WAS REALLY NICE TO SEE.

AND AGAIN LIKE EVERYBODY ELSE. HAPPY HOLIDAYS. REALLY GLAD THAT YOU'RE HERE AND HOPE YOU HAVE A

[B. Public Comments]

SAFE AND FULFILLING TIME WITH YOUR FAMILIES. SO THANK YOU VERY MUCH. SO NEXT, WE WILL GO TO PUBLIC COMMENTS. THE IN PERSON. SPEAKERS WILL PROCEED. FIRST THEY WILL BE CALLED ON BY THE BOARD SECRETARY, REMOTE SPEAKERS WILL PROCEED NEXT. THEY WILL BE ADMITTED TO THE MEETING BY AN HCPS STAFF MEMBER WHEN IT IS THEIR TURN TO SPEAK. ALL SPEAKERS WILL RECEIVE THREE MINUTES TO SPEAK DUE TO THE NUMBER OF REGISTERED SPEAKERS. SPEAKERS MAY BE INTERRUPTED AND GIVEN NOTICE WHEN THEY HAVE 30 SECONDS LEFT. WHEN SPEAKERS HAVE REACHED THEIR THREE MINUTE MARK, THEIR TIME WILL EXPIRE. MRS ROLAND, WOULD YOU PLEASE BEGIN WITH THE IN PERSON REGISTERED PUBLIC SPEAKERS EVENING. WE HAVE SEVEN IN PERSON. PUBLIC SPEAKERS, STARTING WITH WILLIAM MARTINO, FOLLOWED BY RICHARD WILSON. MERRY CHRISTMAS AT THE BOARD OF EDUCATION. YES THIS IS THE CHRISTMAS CELEBRATION, NOT WINTER BREAK OR THE HOLIDAY SEASON. HARFORD COUNTY PUBLIC SCHOOLS CONTINUES TO ABANDON CHRISTMAS AND ITS TRADITIONS.

EVEN THOUGH YOUR SUPERIORS ADVOCATE FOR IT. HARFORD COUNTY PUBLIC SCHOOLS IS UNDER DOMAIN OF THE STATE, WHICH IS UNDER THE DOMAIN OF DEPARTMENT OF EDUCATION. WHICH IS UNDER THE POWER OF CONGRESS. CONGRESS HAS MANDATED CHRISTMAS AS A FEDERAL HOLIDAY. WHY IS HCPS IN REBELLION TO EXCHANGE OF COMMAND? WHY IS JESUS BARRED IN THE CLASSROOMS? JESUS OF NAZARETH IS THE MOST INFLUENTIAL MAN IN ALL OF HUMAN HISTORY, ESPECIALLY FROM ANTIQUITY. WE KNOW FROM HISTORY THAT MAN WAS PROGRESSING TECHNOLOGICALLY. BUT WAS STATIC CULTURALLY. FROM A 2000 YEAR SPAN OF THE EGYPTIAN AND HID TIGHT EMPIRES TO THE PERSIAN AND ROMAN EMPIRES.

SOCIETY WAS STAGNANT. ONE COULD EVEN ARGUE THAT THE BRUTALITY OF ANCIENT MAN WAS INCREASING OVER TIME. CRUELTY TOWARDS WOMEN, CHILDREN, DIFFERENT ETHNICITIES AND THOSE WITH DISABILITIES WERE ON THE RISE. CULTURALLY THE HUMAN RACE WAS DEGRADING WITH THE PASSING OF TIME. YEAH THANK CAME ALONG A BABY BORN IN BETHLEHEM 2000 YEARS AGO AND CHANGED EVERYTHING. ALTHOUGH WE HAD NO CONTRIBUTION TOWARDS TECHNOLOGY. HE COMPLETELY REVOLUTIONIZE THE WORLD CULTURALLY. THE WORD. THE WORDS OF CHRIST HAVE INSPIRED HUMANITY TO CONSTRUCT AND STAFF HOSPITALS THE CARE FOR THE SICK, DISABLED AND THE WEEK HE INSPIRED MEN TO BUILD UNIVERSITIES, HOSPITALS IN SCHOOL SYSTEMS TO EDUCATE ALL THE CHILDREN. HIS TREATMENT FOR THE DISABLED AND HOMELESS, ENCOURAGE MEN AND WOMEN TO CREATE SOCIAL PROGRAMS TO CARE FOR THOSE IN NEED. FIRST HOSPITAL SCHOOLS, ORPHANAGES AND UNIVERSITIES WERE BUILT BY CHRISTIAN CHURCHES. CHRIST ACTIONS IN THE GOSPELS DROVE SOCIETY TO LEGISLATE LAWS AND STANDARDS TO PROTECT CHILDREN AND WORKERS, WORKERS FROM BRUTAL AND UNSAFE WORK CONDITIONS. JESUS ELEVATED WOMEN AND CHILDREN TO A LEVEL NEVER SEEN BEFORE IN THE ANCIENT WORLD. CHRISTIANS WERE THE GENESIS OF THE ABOLITIONIST MOVEMENT AND INSPIRED MEN LIKE ABRAHAM LINCOLN, WILLIAM WILBERFORCE AND MARTIN LUTHER KING. JESUS' WORDS STOPPED WIDOW BURNING AND OTHER BARBARIC PROFIT PRACTICES TOWARDS WOMEN PERFORMED BY HINDUS, BUDDHISTS AND EVEN MUSLIMS. SAUDI DOUBT JESUS TRANSFORMED THE WORLD'S CULTURAL PRACTICES MORE THAN ANY OTHER HISTORICAL FIGURE. SO THE MOST INFLUENTIAL MAN IN THE COURSE OF ALL HUMAN HISTORY IS EXCLUDED FROM THE HISTORY TEXTBOOKS, TEXTBOOKS AND CLASSROOMS. HOW DOES THAT MAKE ANY SENSE? YOU NEED TO FIX THAT. OR HTTPS IS BIG ON INCLUSION. HOW ABOUT INCLUDING THE MOST HISTORICALLY SIGNIFICANT HISTORICAL FIGURE IN THE CLASSROOMS? MERRY CHRISTMAS.

WE HAVE SUSIE SCOTT, FOLLOWED BY DION GUTHRIE. COUNCILMAN YOUNGET BOLSON AND MEMBERS OF THE BOARD.

THERE SEEMS TO BE SOME GRUMBLINGS THAT A NEW MEMBER OF THE BOARD DARED TO OFFER A PRAYER IN A PUBLIC REMARKS AFTER BEING SWORN IN AS A MEMBER OF THE BOARD. WITH THE RELEASE OF

[00:15:05]

DATA THAT SHOWS AN ABYSMAL LEVEL OF PROFICIENCY IN READING, MATH AND SCIENCE. I WOULD HOPE THAT THIS WOULD BE A TOP PRIORITY OF THIS NEW BOARD. HOW ARE WE GOING TO GET OUR STUDENTS UP TO SPEED IN THE MOST BASIC SKILLS? I COME BEFORE YOU MEETING AFTER MEETING, HOPING TO FIND SOME ANSWERS. SOME HINT THAT ACADEMIC LEARNING LOSSES AT THE TOP OF YOUR CONCERNS AND THAT YOU HAVE A PLAN IN PLACE TO ADDRESS THIS SYSTEMIC FAILURE. SINCE THIS IS A NEW BOARD, I HOLD OUT HOPE THAT NEW MEMBERS WILL BE OPEN TO ADDRESSING THESE CONCERNS. YOU ALL DESERVE THE GRACE TO SETTLE INTO YOUR DUTIES AND COALESCE AS A BOARD. THE SUPREME COURT HAS REPEATEDLY HELD THAT THE FIRST AMENDMENT REQUIRES PUBLIC SCHOOL OFFICIALS TO SHOW NEITHER FAVORITISM NOR HOSTILITY AGAINST RELIGIOUS EXPRESSIONS SUCH AS PRAYER. THE LINE BETWEEN GOVERNMENT SPONSORED IN PRIVATELY INITIATED RELIGIOUS EXPRESSION IS VITAL TO A PROPER UNDERSTANDING OF THE FIRST AMENDMENT SCOPE. AS THE COURT HAS EXPLAINED. IN SEVERAL CASES , THERE IS A CRUCIAL DIFFERENCE BETWEEN GOVERNMENT SPEECH ENDORSING RELIGION, WHICH IS THE ESTABLISHMENT CLAUSE FORBIDS AND PRIVATE SPEECH ENDORSING RELIGION, WHICH THE FREE SPEECH AND FREE EXERCISE CLAUSE IS PROTECT. STUDENTS TEACHERS AND SCHOOL BOARD MEMBERS DO NOT SHED THEIR CONSTITUTIONAL RIGHTS TO FREEDOM OF SPEECH OR EXPRESSION AT THE SCHOOLHOUSE DOOR. THE SUPREME COURT HAS MADE CLEAR THAT PRIVATE RELIGIOUS SPEECH FAR FROM BEING A FIRST AMENDMENT ORPHAN IS THAT'S FULLY PROTECTED UNDER THE FREE SPEECH CLAUSE AS SECULAR PRIVATE EXPRESSION. MOREOVER NOT ALL RELIGIOUS SPEECH THAT TAKES PLACE IN THE PUBLIC SCHOOL OR A SCHOOL SPONSORED EVENTS IS GOVERNMENT SPEECH. AS A SUPREME COURT HAS EXPLAINED THE PROPOSITION THAT SCHOOLS DO NOT ENDORSE EVERYTHING THEY FAILED TO CENSOR IS NOT COMPLICATED. AND THE CONSTITUTION MANDATES NEUTRALITY RATHER THAN HOSTILITY TOWARDS PRIVATE INITIATED RELIGIOUS EXPRESSION. TO QUOTE JUSTICE ANTHONY KENNEDY IN TOWN OF GREECE. NEW YORK VERSUS GALLOWAY. CEREMONIAL PRAYER IS BETTER RECOGNITION THAT SINCE THIS NATION WAS FOUNDED, AND UNTIL THE PRESENT DAY, MANY AMERICANS DEEMED THAT THEIR OWN EXISTENCE MUST BE UNDERSTOOD BY PRECEPTS FAR BEYOND THE AUTHORITY OF GOVERNMENT TO ALTER OR DEFINE AND THAT WILLING PARTICIPATION IN CIVIC AFFAIRS CAN BE CONSISTENT WITH A BRIEF ACKNOWLEDGEMENT OF THEIR BELIEF IN A HIGHER POWER. ALWAYS WITH DUE RESPECT FOR THOSE WHO ADHERE TO OTHER BELIEFS. AS WE BEGIN A NEW YEAR WITH A NEW BOARD. I HOPE THAT YOU WILL SET A NEW TONE. I PRAY YOU WILL NOT GET CAUGHT UP IN THESE PETTY CONTROVERSIES BUT WILL INSTEAD FOCUS ON THE HARD WORK YOU HAVE BEEN ELECTED OR APPOINTED TO DO FOR THE STUDENTS, STAFF, PARENTS AND TAXPAYERS OF HARVARD COUNTY. AND I'D LIKE TO WISH EVERYBODY A HAPPY HANUKKAH AND AMERICA CHRISTMAS. THANK YOU. MEMBERS HIDES DION GUTHRIE ON THE COUNTY COUNCIL MEMBER WHO HAS BEEN REPRESENTED BEEN ELECTED TO REPRESENT IT IN THE COUNTY COUNCIL HERE. AT THESE MEETINGS. ANY COMMENTS YOU HAVE OR ANYTHING. YOU WANT ME TO TAKE BACK TO THE COUNTY COUNCIL, PLEASE LET ME KNOW. I WANT TO CONGRATULATE YOU ALL ON YOUR ELECTIONS IN YOUR APPOINTMENTS. MAYBE A YEAR FROM NOW. YOU WON'T LOOK AT IT THAT WAY. BUT BUT I CONGRATULATE YOU AND I'M GLAD TO SEE A WHOLE BUNCH OF NEW FACES. UM, I WAS ON THE COUNCIL FOR 12 YEARS BEFORE FROM 2000 TO 2014 AND ALSO WAS ON THE ADVISORY BOARD TO THE BOARD OF EDUCATION APPOINTED BY THEN PRESIDENT OF THE COUNCIL. JANSEN ROBINSON. SO I'M GLAD I'M HERE TO SERVE AND HELP YOU NEED WITH THE COUNTY COUNCIL. JUST LET ME KNOW. I'LL BE GLAD TO HELP YOU OUT. OKAY.

THANK YOU. LIKE THE ONLY. ONE WE DEFINITELY DO NEED GOD BACK IN OUR SCHOOLS. ONE OF OUR NEW BOARD MEMBERS CHOOSE TO ACKNOWLEDGE OUR CREATOR, GOD AND SAVIOR AND WAS ACCUSED OF INDOCTRINATING, ACCORDING TO THE BRITANNICA DICTIONARY, INDOCTRINATE IS TO TEACH TO FULLY ACCEPT THE IDEAS, OPINIONS AND BELIEFS OF A PARTICULAR GROUP AND TO NOT CONSIDER OTHER IDEAS, OPINIONS AND BELIEFS. DO NOT BELIEVE THIS BOARD MEMBER ASKED ANYONE TO NOT CONSIDER OTHER IDEAS, OPINIONS OR BELIEFS. WE ALL HAVE OUR OWN BELIEF SYSTEMS. JUST BECAUSE SOMEONE MAY BECOME A BOARD MEMBER DOESN'T TAKE AWAY HIS OR HER RIGHT TO FREEDOM OF SPEECH.

THIS IS AN OPEN FORUM, NOT A CAPTIVE AUDIENCE. SO ANYONE HERE HAS A CHOICE. JUST DISAGREE OR LEAVE. I APPLAUD THIS BOARD MEMBER FOR HAVING THE COURAGE TO ACKNOWLEDGE OUR GOD. I PRAY MORE PEOPLE HAVE THAT SAME COURAGE GOING FORWARD. MATTHEW 10, 32 33 EVERYONE THEREFORE, WHO SHALL CONFESS ME BEFORE MEN HIM? WILL I ALSO CONFESS BEFORE MY FATHER WAS IN HEAVEN, BUT WHOSE? WHOEVER SHALL DENY ME BEFORE MEN HIM WILL I ALSO DENY BEFORE MY HEAD FATHER WHO IS IN HEAVEN, ON THE OTHER HAND, AS FAR AS INDOCTRINATION, OUR CHILDREN IN CAPTIVE AUDIENCE. THEY CANNOT CHOOSE TO LEAVE, AND IF THEY CHOOSE TO DISAGREE, THERE ARE NEGATIVE CONSEQUENCES. SUCH AS GRADES INFECTED AND BULLYING BY TEACHERS AND OR OTHER STUDENTS

[00:20:04]

ARE STUDENTS ARE VULNERABLE TO ACCEPTING ANY AND ALL TEACHERS IN THE SCHOOLS BASED ON THE FACT THAT THEIR PARENTS TRUSTED THAT THEIR CHILDREN WERE IN A SAFE SPACE. AS WE KNOW, BASED ON THESE BOOKS HAVEN'T BEEN READ TO YOU RIGHT HERE. THERE ARE BOOKS, WHICH CONTAIN SEXUALLY EXPLICIT THEMES AND SCENES, IN ADDITION TO BOOKS WITH GRAPHIC ARTIST'S RENDITIONS OF PORNOGRAPHY IN THEM. WHEN YOU PUT THESE MATERIALS IN FRONT OF CHILDREN, YOU ARE NORMALIZING SEX IN THE LIVES OF CHILDREN, THEREFORE PUTTING THESE CHILDREN AT RISK FOR BEING ABUSED, AND THEY'RE NOT EVEN REALIZING ITS ABUSE, PURPOSELY EXPOSING CHILDREN TO ADULT SEXUALITY IS CHILD ABUSE.

AND AS LONG AS THESE BOOKS ARE AVAILABLE TO OUR CHILDREN IN SCHOOL, HARFORD COUNTY SCHOOLS ARE GUILTY OF CHILD ABUSE. I IMPLORE YOU TO ALL REMEMBER HOW VERY UNCOMFORTABLE YOU FELT WHEN ONE OF OUR PUBLIC SPEAKERS READ DIRECTLY FROM ONE OF THE SEXUALLY EXPLICIT BOOKS. YOUR DISCOMFORT MEANS YOU AND TIP INTUITIVELY KNOW THAT THIS IS WRONG TO BE READ. AND HOW MUCH WORSE IS IT? IS IT TO EXPOSE OUR CHILDREN TO THIS EVIL? IT IS PURPOSEFUL CHILD ABUSE AND UNLESS YOU ACTIVELY SEEK TO PROTECT OUR CHILDREN FROM THIS EVIL, YOU ARE COMPLICIT IN THE ABUSE. IN ADDITION TO ALLOWING THIS EVIL IN OUR SCHOOLS, YOU'RE DISALLOWING GOD IN OUR SCHOOLS AS AN EXAMPLE OF THE DEFINITION OF INDOCTRINATION, NOT ALLOWING OTHER IDEAS. OPINIONS ARE BELIEVED TO BE TAUGHT. OR SPOKE ABOUT THAT IS TRUE INDOCTRINATION. I RECENTLY CAME UPON A VIDEO OF A MAN DISCUSSING TURK CAMERAS BEING BANNED FROM READING HIS RELIGIOUS BOOKS AND LIBRARIES, WHILE DRAG QUEENS WERE ALLOWED TO DO STORY HOURS IN THE LIBRARIES, QUOTE IF WE'RE TALKING ABOUT INCLUSIVITY AND BEING ACCEPTING OF OTHERS, AND THAT MUST ALSO INCLUDE THE RELIGIOUS AND, YES, CHRISTIANS. I GET TOLD ALL THE TIME WE SHOULDN'T HAVE DOCTOR TAKE INDOCTRINATE CHILDREN INTO RELIGION. MY QUESTION, THEN WOULD BE. HOW IS THIS? NOT THE SAME THING ISN'T YOUR POINT TO EXPOSE THEM TO ALL THINGS AND ALLOW THEM TO MAKE THE DECISION FOR THEMSELVES. IF THAT IS THE CASE, WHY ARE YOU EXCLUDING CHRISTIANS? CHANCE STEEL TIKTOK AGAIN? INDOCTRINATION IS NOT ALLOWING OTHER IDEAS. OPINIONS ARE BELIEVED TO BE TAUGHT OR SPOKE ABOUT SOME 5 11 12 LET ALL WHO TAKE REFUGE AND YOU REJOICE LET THEM SING JOYFUL PRAISES FOREVER SPREAD YOUR PROTECTION OVER THEM THAT ALL WHO LOVE YOUR NAME MAY BE FILLED WITH JOY. FOR YOU BLESS THE GODLY OH, LORD, AND YOU SURROUND THEM WITH YOUR SHIELD OF LOVE. MAY GOD BLESS YOU ALL. HELLO EVERYBODY. MY NAME IS DELAYING LEWIS. I FIRST JUST WANTED TO TAKE THE OPPORTUNITY TO WELCOME EVERYONE. AND THOSE HAVE BEEN NEWLY ELECTED AND THOSE WHO ARE RETURNING ARE APPOINTED. THANK YOU VERY MUCH FOR STEPPING UP TO DO THE VERY HARD WORK OF THIS JOB. WHICH I SEE AS BEING FIRST AND FOREMOST PROVIDING A SAFE SPACE FOR CHILDREN. IN ORDER FOR THEM TO LEARN. AND GROW. AND BY THAT, I MEAN THAT IT IS INCUMBENT UPON YOU. IN PROVIDING A SAFE SPACE FOR THEM TO MEET THEM WHERE THEY ARE. TO IDENTIFY WHAT THEIR NEEDS ARE. AND TO PROTECT THEM. WHETHER THEY ALIGN WITH YOUR PERSONAL BELIEFS OR NOT. WE CANNOT COME HERE AND TALK ABOUT MENTAL HEALTH, SUICIDE OR DRUG USE. AND NOT UNDERSTAND. FAILING TO PROVIDE CHILDREN A SAFE SPACE. FOR THEIR OWN PERSONAL IDENTITIES. IS WHAT LEADS TO MENTAL HEALTH CRISIS TO SUICIDE INTO DRUG USE. SO I ENCOURAGE YOU AS YOU TAKE THIS SERIOUS JOB AND MOVE FORWARD. TO KEEP THAT IN THE FOREFRONT, FOREFRONT OF YOUR THOUGHT, HOW TO PROTECT CHILDREN AND PROVIDE A SAFE SPACE FOR THEM. THANK YOU. IN PRISON SPEAKERS. CINDY POOPER. GOOD EVENING, SUPERINTENDENT WILSON PRESIDENT MUELLER, VICE PRESIDENT SEWELL MEMBERS OF THE BOARD. FIRST OF ALL, WELCOME TO THE NEW MEMBERS. I'D LIKE TO TAKE A MINUTE TO TALK ABOUT THE CALENDAR. I KNOW EVERYBODY GROANS. WE'LL PROBABLY BE HERE VERY LATE TONIGHT. BUT. AS YOU THINK ABOUT DOING THE CALENDAR. I'D LIKE TO REMIND YOU OF WHAT DR BAUER SAID LAST WEEK. PLEASE REMEMBER THAT THE PUBLIC COMMENTS THAT WERE ON THE WEBSITE WE'RE NOT A SCIENTIFIC SAMPLING. THERE ARE PEOPLE WHO PUT IT IN THEMSELVES. BUT WHAT I'D LIKE TO ASK YOU TO CONSIDER IN THAT YOU ARE ALL VERY CONCERNED ABOUT STUDENT ACHIEVEMENT. IS THAT BY DEFERRING THE START OF THE SCHOOL YEAR UNTIL AFTER LABOR DAY YOU ARE. PROHIBITING OUR AP STUDENTS FROM ALMOST TWO WEEKS OF INSTRUCTION FOR THEIR A P EXAMS. STUDENT ATHLETES ARE IN SCHOOL OR IN STARTING AUGUST, 15TH. THERE'S NO REASON THAT WE SHOULD NOT START BEFORE LABOR DAY. AND IF YOU THINK ABOUT OUR AP KIDS AND TWO WEEKS OF FULL INSTRUCTION FOR THEIR A P EXAMS , THAT'S SIGNIFICANT. THAT COULD

[00:25:06]

BE THE DIFFERENCE BETWEEN PASSING AN AP EXAM AND NOT PASSING AN AP EXAM SO I WOULD ASK YOU TO TAKE THIS INTO CONSIDERATION WHEN YOU LOOK AT THE CALENDAR TONIGHT. THANK YOU.

THAT'S ALL THAT PERSON SPEAKERS THANK YOU. UM MISS LINDSAY, UM. THANK YOU, LINDSEY. VILLAGES THANK YOU FOR HAVING SO SORRY. OKAY CAN YOU BEGIN THE VIRTUAL PUBLIC COMMENTS? YES, MA'AM. WE HAVE ONE SPEAKER. I'LL ADMIT HER NOW. THANK YOU. GOOD EVENING. YOU ARE NOW IN THE BOARD OF EDUCATION MEETING BEFORE YOU BEGIN YOUR PUBLIC COMMENTS, PLEASE. STATE YOUR FIRST AND LAST NAME. YOUR TIME WILL CONCLUDE IN THREE MINUTES AND YOU WILL HEAR A BELL RING WHEN YOU HAVE 30 SECONDS REMAINING, PLEASE INTRODUCE YOURSELF AND YOU MAY BEGIN YOUR PUBLIC COMMENT NOW. GOOD EVENING. I AM CRYSTAL DON PARKS. OUR COMMUNITY INCLUDES INDIVIDUALS THAT CELEBRATE VARIOUS TRADITIONS THIS TIME OF YEAR. THE SECOND NIGHT OF HANUKKAH. KWANZA. SO OFTEN. PIG AND YOU'LL SANTA CLAUS. CHRISTMAS. RELIGIOUSLY AND NOT SOME NO OBSERVANCES AT ALL. AND THEN THE NEW YEAR. IT WAS HIGHLY CONCERNING TO BE CAPTIVE. WAITING FOR MY TIME TO SPEAK AT THE LAST MEETING. WHEN A PRAYER OF UNITY SPECIFIC TO ONLY ONE RELIGION. AND NAMING ONLY ONE DEITY. WAS SHARED FROM THE BOARD DIRECTLY. THAT IS NOT UNITY. THAT IS NOT DIVERSITY.

THAT IS NOT RESPECTFUL. THAT IS NOT REPRESENTATIVE THAT IS NOT EVEN POTENTIALLY LEGAL. WHICH ONE OF YOU PLANS TO RECITE A PAGAN PASSAGE OR KWAME SENT MESSAGE OF UNITY. I'LL BE GLAD TO HELP YOU WITH THE RESOURCE. IT WAS ALSO CONCERNING TO NOTE A RELIGIOUS PASSAGE OF A SPECIFIC RELIGION ONLY HAD BEEN ADDED TO OFFICIAL BOARD OF EDUCATION COMMUNICATIONS. AGAIN, NOT RESPECTFUL. NOT REPRESENTATIVE. HIGHLY ILLEGAL. AS I SHARED LAST MEETING. YOU ARE NOT PRIVATE INDIVIDUALS. WHEN YOU ARE PERFORMING ACTIONS, THIS SCHOOL BOARD MEMBERS IN PUBLIC FORUMS. THESE HIGHLY OFFENSIVE AND SOMEWHAT DISCRIMINATORY ACTIONS VIOLATE HARFORD COUNTY PUBLIC SCHOOL POLICY AND THE LAW. THEY CERTAINLY DON'T REPRESENT ALL OF THE INDIVIDUALS OF YOUR DISTRICT OR COUNTY. THE ONLINE PUBLIC FORUMS ALSO CANNOT BE UTILIZED. FOR PERSONAL GAIN, CENSORED OR RESTRICTED BY YOU TO VIOLATE CITIZENS FREE SPEECH. JUST BECAUSE YOU THINK IT MIGHT BE BULLYING OR THE CRITICAL CRITICIZES YOU OR DOESN'T SUPPORT YOUR OPINION. IT'S THE OPINIONS OF OTHERS YOU'RE TO REPRESENT. THIS IS PUBLIC OFFICE. NOT BRING YOUR PERSONAL DOGMA AND PREJUDICE TO WORK DAY. THIS IS NOT A CHURCH. ANY CHURCH THIS COUNTRY AND HARFORD COUNTY PUBLIC SCHOOLS. IS GOVERNED BY LAW. THE NEXT STEP IS LEGAL ACTION. HARFORD STANDS AGAINST HATE. BLACK LIVES MATTER. GOOD NIGHT AND HAPPY HOLIDAYS TO THOSE THAT CELEBRATE HOLIDAYS.

[C. Consent Agenda]

THAT CONCLUDES THE PUBLIC COMMENT. YES, MR SEWELL. WILL YOU PLEASE READ THE CONSENT AGENDA ITEMS? NUMBER ONE. IS THE MONTHLY PERSONNEL REPORT FROM NOVEMBER 2022. NUMBER TWO IS A CONTRACT AWARD FOR ONLINE TUTORING SERVICES. NUMBER THREE IS A CONTRACT AWARD EXTENSION FOR CONSULTING TRAINING AND SPECIAL EDUCATION PROGRAMS. NUMBER FOUR IS A CONTRACT AWARD FOR CHROMEBOOK REPAIR PARTS. NUMBER FIVE IS A CONTRACT AWARD FOR PUBLIC ADDRESS SYSTEM REPLACEMENTS. NUMBER SIX IS MINUTES OF PREVIOUS BOARD MEETINGS FROM NOVEMBER 14TH 2022 DECEMBER 5TH 2022. MAY I HAVE A MOTION AND A SECOND TO IMPROVE THE CONSENT AGENDA. WILL TO APPROVE THE CONSENT AGENDA. 30 SECONDS. TERRIBLE. THANK YOU. UM ALL THOSE IN FAVOR. PLEASE SAY

[D. Decision on Administrative and Supervisory Appointments , Mr. Ben Richardson, Assistant Superintendent for HumanResources]

[00:30:04]

JUST CHECKING ANY OTHER DISCUSSION. QUESTIONS. HAVE A QUESTION? SURE CAN YOU SHARE WITH US? UM YOU KNOW WHAT STOOD OUT THE MOST ABOUT THESE CANDIDATES? I'M SURE JUST LOOKING AT THE RECORD HERE. THAT THERE WERE OTHER QUALIFIED CANDIDATES. CAN YOU SHARE SOME INFORMATION ABOUT THEM WITH US? I DON'T HAVE THEIR RESUMES IN FRONT OF ME, DR HAROLD, BUT FROM WHAT I CAN RECALL, YOU KNOW THE THREE CANDIDATES THAT ARE BEING BROUGHT FORTH BEFORE YOU THIS EVENING CERTAINLY ARE EXPERIENCED EDUCATORS. UM ALL THREE OF THEM EXPERIENCED EDUCATORS FOR MANY, MANY YEARS WITH IN HARTFORD COUNTY PUBLIC SCHOOLS. ALL THREE FROM MY RECOLLECTION, REALLY BRINGING A WEALTH OF EXPERIENCE. UM AT BOTH THE IN BOTH THE CLASSROOM LEVEL AS WELL AS THE ADMINISTRATIVE LEVEL. ALL THREE OF THE CANDIDATES BEING BROUGHT FORTH BEFORE YOU THIS EVENING ARE ALL CURRENTLY ASSISTANT PRINCIPALS AT THE SECONDARY LEVEL. THANK YOU. ANY OTHER QUESTIONS OR DISCUSSION. I GO TO NORTH HARFORD, MISS MARK? UM KAREN MOK IS A ONE OF OUR BEST PRINCIPLES RIGHT NOW. AND SHE IS SO FANTASTIC. UM, FOR THOSE OF YOU WHO DON'T KNOW HER, SHE THE LITTLE BACKED AWAY THE OTHER DAY. I AM HAD A LITTLE.

ACCIDENTAL IN THE SCHOOL PARKING LOT WITH ANOTHER STUDENT. UM AND IT WAS NOT A GREAT START TO MY DAY, BUT IT'S SEVEN IN THE MORNING. SHE WAS LIKE, TOTALLY WILLING. LET ME IN HER OFFICE SET ASIDE WHATEVER SHE WAS DOING. TO CONSOLE ME. CALL ME DOWN. TALK TO ME. AND HELP ME THROUGH MY WHOLE DAY. SHE HAS I DON'T KNOW HOW SHE DOES IT, BUT SHE'S SOMEWHERE HOW ALL OVER THE SCHOOL AT ALL TIMES AND HELPING EVERYONE. SHE IS SO FANTASTIC. I ABSOLUTELY ADORE HER. THANK YOU FOR THAT, AND I'M SURE SHE'S LISTENING AND IS VERY GRATEFUL FOR YOUR RINGING ENDORSEMENT. SO I NEED TO HAVE EMOTIONS AND THE SECOND TO APPROVE THESE APPOINTMENTS. CAN I GOT ANOTHER QUESTION? GO AHEAD. I'M SORRY. QUESTION AND COMMENT ONLY BECAUSE WHEN I WORKED FOR NORTH HARFORD, SHE WAS THE AP, AND I'M NOT SURE IF I CAN VOTE BECAUSE I KNOW HER PERSONALLY AND AGAIN. I WILL ALSO CONCUR WITH MS BLANK IN THAT MISS MARK IS AMAZING. SHE'S WONDERFUL WITH THE KIDS, AND SHE HAS SUCH AN ASSET TO HARTFORD COUNTY PUBLIC SCHOOLS, SHE'LL MAKE A GREAT PRINCIPLE.

JUST SAYING. THE ATTORNEY, BUT KNOWING HER AS WE KNOW ALL OF THEM, OKAY, BECAUSE I WORKED DIRECTLY UNDERNEATH IT. I DIDN'T KNOW IF YOU'RE WORKING OUT NOW. OKAY I JUST WANTED TO MAKE SURE THAT IT WASN'T A CONFLICT OF INTEREST OR ANYTHING OF PEOPLE WHO JUST WANT TO MAKE SURE YES.

UM TWO QUESTIONS. ONE IS AT LEAST THE ONLY THREE PEOPLE THAT WE NOW HAVE IN THE SECONDARY PRINCIPAL POOL AND NUMBER TWO UNRELATED BUT JUST OUT OF CURIOSITY, HOW MANY DO WE HAVE IN THE PRIMARY SCHOOL PRINCIPAL PAUL THERE ARE CURRENTLY ZERO CANDIDATES IN THE SECONDARY PRINCIPAL PAUL AT THIS TIME UNTIL THIS VOTE, AND DR PHILLIPS WE CURRENTLY HAVE ONE IN THE

[00:35:02]

ELEMENTARY PRINCIPAL POOL AT THIS POINT, THANK YOU. AND I WOULD JUST FOR THE FOR THE FOR THE FOR THE BOARDS. THERE IS NO CERTAIN NUMBER, OKAY? THANK YOU. OKAY LET'S TRY THIS AGAIN. CAN I HAVE A MOTION AND A SECOND TO IMPROVE THESE APPOINTMENTS? THIS MELISSA AND I MOVE THAT WE APPROVE THESE APPOINTMENTS. AND SECOND THANK YOU. ALL IN FAVOR. PLEASE SIGNIFY BY SAYING YES, YES, YES,

[E. Decision on Proposed 2023-2024 Harford County Public Schools Calendar , Ms. Jillian Lader, Manager of Communicati ons]

OPPOSED. MOTION CARRIES. THANK YOU SO MUCH. THANK YOU VERY MUCH. OKAY SO HERE'S THE FUN.

ONE JILLIAN LATER. WOULD YOU PLEASE, UH, PLACE COME FORWARD AND GIVE US YOUR PRESENTATION.

YOU DO SEE YOUR BACKUP? YOU'RE BRINGING BACK UP ENTITLED OPERATION. WAIT DON'T BRING THAT UP TECHNOLOGY. CLOSE YOUR EARS. I KNOW. GOOD EVENING, PRESIDENT MUELLER, VICE PRESIDENT SALL BOARD MEMBERS SUPERINTENDENT BOTH AND WE ARE COMING BACK BEFORE YOU TONIGHT, AND I AM ACCOMPANIED BY DR CARPENTER IN CASE THERE'S A QUESTION THAT I CAN'T ANSWER INSTRUCTIONAL E.

BUT AS YOU ALL KNOW, THE CALENDAR IS NEAR AND DEAR, AND AS YOU ALL KNOW, YOU HAVE TO APPROVE IT EIGHT MONTHS PRIOR TO THE FOLLOWING SCHOOL YEAR BECAUSE THAT'S PART OF YOUR BOARD POLICY. THIS IS OUR SECOND TIME COMING BEFORE YOU WITH THE CALENDAR. WE CAME ABOUT TWO MONTHS AGO WITH THE CALENDAR COMMITTEE'S INITIAL PROPOSAL. PRESENT THAT TO YOU, AND THEN WE PUT IT OUT FOR PUBLIC COMMENT. I DON'T KNOW IF YOU ALL HAD A CHANCE TO READ THE OVER 700 PUBLIC COMMENTS. YOUR PREDECESSORS, OF COURSE, HAD THAT INFORMATION AS WELL. YOU ARE ALL IN A VERY UNIQUE POSITION COMING IN AFTER THE RECENT ELECTION, SO I WILL DO MY BEST TO COVER SOME OF THE BASICS AS BRIEFLY AS POSSIBLE. FOR THOSE OF YOU THAT ALREADY HAD TO SIT THROUGH THIS ONCE AND FOR THOSE OF YOU THAT ARE NEW TO THE BOARD TO TRY TO GIVE YOU SOME BASIC INFORMATION ABOUT THE COUNT. UNDER WHICH I THINK MOST OF YOU ARE PROBABLY FAMILIAR WITH, BUT I ALWAYS JUST LIKE TO DO A LITTLE RECAP. THE FIRST THING THAT I WANT TO DO IS SHOW YOU OUR CALENDAR COMMITTEE. THE MAKEUP OF THAT IS EXTREMELY DIVERSE. WE HAVE COMMUNITY MEMBERS. WE HAVE INSTRUCTIONAL MEMBERS. WE HAVE PARENTS. WE HAVE STUDENTS WE HAD BOARD MEMBERS REPRESENTED NOAH AS OUR STUDENT REP WAS SO KIND AND GENEROUS TO GIVE HER TIME TO BE PART OF THESE CONVERSATIONS AS WELL. AND YOU'LL SEE HERE THAT THAT GROUP INCLUDES P T. A IT INCLUDES OUR DAYCARE PROVIDERS AND INCLUDES MEMBERS OF OUR RELIGIOUS COMMUNITIES, UM AND ALSO OF OUR AGRICULTURAL COMMUNITY. SO BRIEF REMINDED ON THE TIMELINE. WE START WITH THE CALENDAR COMMITTEE. WE HAVE THAT INITIAL MEETING EARLY IN SEPTEMBER, SO PRETTY MUCH AS SOON AS THE SCHOOL YEAR STARTS. WE'RE ALREADY TALKING ABOUT THE NEXT SCHOOL YEAR CALENDAR THAT COME COMES TO THE BOARD IN SEPTEMBER, AND THEN AGAIN, WE TAKE THE INFORMATION BACK TO THE CALENDAR COMMITTEE THAT WE COLLECT FROM THE COMMUNITY. THOSE 700 COMMENTS ON YOUR CALENDAR COMMITTEE READS EACH OF THOSE AS WELL. WE COME BACK TO DETERMINE WHETHER OR NOT THE CALENDAR COMMITTEE FEELS AS THOUGH THERE NEED TO BE ADJUSTMENTS MADE TO THE TO THE CALENDAR THAT'S PROPOSED TO THE BOARD AND THAT'S WHAT WE ARE BACK IN FRONT OF YOU THIS EVENING TO PRESENT SO BRIEF RUNDOWN. I WON'T GO INTO DETAILS ON EVERY LINE ITEM HERE. I KNOW YOU ALL HAVE THIS DETAILED INFORMATION. YOU HAVE EACH INDIVIDUAL COMMENT, BUT JUST WANTED TO GIVE AN OVERALL VIEW OF THE FACT THAT THE MAJORITY OF THE COMMENTS WERE BASED AROUND THE START DATE. UM SO YOU HAD 220 COMMENTS SAYING TO PLEASE PLEASE CONTINUE WITH THE PROPOSED CALENDAR OF STARTING PRE LABOR DAY. YOU HAD ABOUT 460 , SAYING TO START AFTER LABOR DAY. AND THEN THERE WERE OTHER COMMENTS MADE ABOUT INCLEMENT WEATHER GENERAL COMMENTS ABOUT THE CALENDAR. AND THERE WERE COMMENTS MADE ABOUT EARLY DISMISSALS. NOT MANY, BUT A COUPLE. UM AND THEN, OF COURSE, PROFESSIONAL DEVELOPMENT DAYS. BRAKES I ALWAYS, UM YOU KNOW, YOU WILL HAVE ONE PERSON SAY, GIVE ME A LONGER SPRING BREAK. THE NEXT PERSON WILL COME AND SAY, GIVE ME A SHORTER SPRING BREAK. SO UNFORTUNATELY, THE CALENDAR IS ONE OF THOSE THINGS WHERE WE ALL KNOW. UNFORTUNATELY, WE'RE NOT GOING TO MAKE EVERYONE HAPPY, BUT WE'RE GOING TO DO OUR BEST TO TRY TO MAKE SURE THAT WE FOCUS ON THE CALENDAR BEING AN

[00:40:01]

INSTRUCTIONAL E SOUND CALENDAR. THAT'S WHAT THE CALENDAR COMMITTEE REALLY COMMITTED TO THIS YEAR. THE MOST IMPORTANT THING BEING THAT LOOKING AT WHAT WILL SERVE OUR STUDENTS BEST VERSUS INDIVIDUAL PREFERENCES. SO HERE'S JUST A VISUAL REMINDER THAT PINK, MAGENTA, WHATEVER COLOR WHATEVER COLOR YOU WOULD LIKE TO CALL IT. UM THAT'S THE START DATE THAT SHOWS THE REPRESENTATION OF THE LARGEST TOPIC OF CONVERSATION. SO THAT'S WHAT THE CALENDAR COMMITTEE SPENT THE MOST TIME EVALUATING ON THOSE COMMENTS THAT WE RECEIVED THE INCLEMENT WEATHER DAYS. AS YOU ALL KNOW, WE WERE ABLE TO GET APPROVAL FROM THE STATE TO DO THE THREE ASYNCHRONOUS VIRTUAL INSTRUCTION DAYS SO THAT WILL ALTER THE END OF THE SCHOOL YEAR THIS YEAR.

AND I DO ANTICIPATE THAT WE WOULD DO THAT AGAIN NEXT YEAR, BARRING ANY, UM, ANY ISSUES WITH THAT PROCESS. SO THE TWO THINGS THAT THE CALENDAR COMMITTEE FELT THEY DID WANT TO CHANGE FROM THAT ORIGINAL PROPOSAL TO THE BOARD, THE FIRST BEING REMOVING A MAY 3RD EARLY DISMISSAL BECAUSE THAT'S THE FIRST FRIDAY IN MAY, AND THAT'S TRADITIONALLY KINDERGARTEN REGISTRATION AT THE ELEMENTARY LEVEL, AND WE RECEIVED FEEDBACK FROM ELEMENTARY STAFF THAT THEY DID NOT WANT THAT TO BE THE CASE ON THE CALENDAR. SO IT SEEMED LIKE A EASY DECISION TO CHANGE THAT, AND WE MISSED PRIMARY ELECTION DAY, SO WE NEED TO CLOSE OUR SCHOOLS ON APRIL 23RD OF 2024.

AS YOU MAY KNOW, OUR SCHOOLS ARE USED AS POLLING PLACES. SO BRIEF RUNDOWN OF CALENDAR REQUIREMENTS BECAUSE THIS IS WHERE IT CAN GET DICEY. WE HAVE TO HAVE 180 INSTRUCTIONAL DAYS. WE HAVE TO HAVE 11 90 FOR TEACHERS. SO THAT'S 10. BEYOND THE 1 80 FOR STUDENTS. WE HAVE OFFICIAL HOLIDAYS PER THE NEGOTIATED AGREEMENT THAT WE MUST, UM OBSERVE. AND THEN THERE ARE BORED OBSERVANCES. THOSE HOLIDAYS THAT THE BOARD HAS TRADITIONALLY RECOGNIZED IN ONE WAY OR ANOTHER. AND PROFESSIONAL DEVELOPMENT BEST PRACTICES, SO THAT'S ENSURING THAT WE HAVE THAT PROFESSIONAL DEVELOPMENT PRIOR TO THE SCHOOL YEAR THROUGHOUT THE SCHOOL YEAR TO ENSURE OUR TEACHERS AND STAFF HAVE AN OPPORTUNITY AND ACCESS TO THOSE PROFESSIONAL DEVELOPMENT OPPORTUNITIES THROUGHOUT THE YEAR, AND THEN, OF COURSE, WE HAVE THOSE 8 TO 10 EARLY DISMISSAL DAYS WHERE THERE'S PROFESSIONAL DEVELOPMENT SPORADICALLY THROUGHOUT THE YEAR AS WELL. AND THE BOARD POLICY DOES REQUIRE THAT WE BUILD SIX INCLEMENT WEATHER DAYS INTO OUR CALENDAR, SO THAT'S WHY WE ALWAYS HAVE THOSE AT THE END OF THE YEAR. OKAY SO THIS IS THE RUNDOWN OF EACH INDIVIDUAL DATE WRITTEN OUT. I'M GOING TO GO RIGHT PAST THE SLIDE. IT'S IN THERE IN CASE YOU PREFER IT IN THIS FORMAT. UM I'M A COLOR CODED PERSON, SO I LIKE TO SEE IT IN COLOR. THIS CAN BE A LITTLE OVERWHELMING. SO I'M GOING TO WALK THROUGH, UM, THE COLOR CODING LEGEND AT THE BOTTOM. THE KEY AT THE BOTTOM REAL QUICK. SO THOSE PINK DAYS THOSE SOLID PINK DAYS. THOSE ARE DAYS THAT SCHOOLS ARE CLOSE TO SCHOOL CLOSE TO STUDENTS, AND IT'S PROFESSIONAL DEVELOPMENT FOR STAFF. THE RED DAY IS THE FIRST DAY OF SCHOOL. THE BLUE DAY ON AUGUST 30TH. THAT'S THE FIRST DAY FOR PREKINDERGARTEN. AND THEN YOU HAVE SEPTEMBER 4TH THE CLOSURE FOR LABOR DAY. THE 15TH IS, UM I BELIEVE RUSSIA SHAUNA AND THEN THE 22ND IS AN EARLY DISMISSAL AND THE 25TH IS YOUNG POOR. OCTOBER 19TH IS A IS , UM, COATED PURPLE. THAT'S AN EARLY DISMISSAL BEFORE THE 20TH , WHICH IS A FULL PROFESSIONAL DEVELOPMENT CLOSURE TO STUDENTS STAFF HAD THE OPPORTUNITY FOR PROFESSIONAL DEVELOPMENT THAT IS ON OCTOBER 19TH AND 20TH AND I WANT TO GO ON RECORD AS SAYING THIS BECAUSE THAT'S WHEN WE ANTICIPATE MSC A WILL HOLD THEIR CONVENTION THIS YEAR. WE HAD A FEW FAMILIES UPSET WHEN WE CHANGED THAT LAST YEAR IN APRIL BECAUSE THE CONVENTION DATE WAS NOT THE DATE WE ANTICIPATED, SO I WANT TO MAKE SURE THAT FAMILIES KNOW THAT DAY THAT THAT LONG WEEKEND IN OCTOBER FOR THEM COULD CHANGE. BUT ONLY IF WE, UM, ANTICIPATE THE MSC A DATES WRONG. WE THINK WE'RE RIGHT. BUT I JUST WANT TO SHARE THAT BECAUSE I KNOW WE UPSET A FEW FAMILIES WITH THAT. AND THEN NOVEMBER. 3RD IS A FULL PROFESSIONAL DEVELOPMENT DAY AND IT'S HARD TO SEE IT ON THE SCREEN. BUT I KNOW YOU GUYS HAVE IT IN FRONT OF YOU ON NOVEMBER 2ND. THERE'S A LITTLE DIAMOND. THAT'S YOUR END OF THE FIRST QUARTER, AND THAT'S WHY WE HAVE THAT PROFESSIONAL DEVELOPMENT DAY RIGHT AFTER THAT. THAT HELPS STAFF TO HAVE THOSE AROUND THE END OF THE QUARTER BECAUSE YOU'LL SEE THOSE THROUGHOUT ON NOVEMBER 2ND AND THEN ON JANUARY 12TH MARCH, 22ND. AND THEN OF COURSE, YOU HAVE THE END OF THE SCHOOL YEAR FOR THE FOUR QUARTERS, SO JUST TO HELP GET AN UNDERSTANDING OF THAT. THE DATES THAT ARE OUTLINED IN PURPLE EARLY DISMISSALS FOR STUDENTS AND STAFF. SO YOU'LL SEE THAT ON THE 10TH AND THEN THE 22ND LEADING UP TO THE THANKSGIVING HOLIDAY, AND I'M SORRY I SAID ON THE 10TH AND DIDN'T SAY WHY. FOR VETERANS DAY IT'S RIGHT BEFORE VETERANS DAY. SO THE 22ND FOR THANKSGIVING BREAK, AND THEN YOU'LL SEE IN DECEMBER. WE HAVE AN EARLY DISMISSAL ON THE EIGHTH . WE TRY TO SPREAD THOSE EARLY DISMISSALS FOR STUDENTS OUT THROUGHOUT THE YEAR AGAIN SO

[00:45:01]

THAT STAFF HAVE THAT PROFESSIONAL DEVELOPMENT OPPORTUNITY. THE EARLY DISMISSAL ON THE 22ND OF DECEMBER IS TO STUDENTS AND STAFF AND THEN CLOSED FOR THE HOLIDAY FROM THE 25TH THROUGH JANUARY. 1ST REOPENING ON THE SECOND THERE IS AN EARLY DISMISSAL ON JANUARY 12TH AGAIN. THAT'S THE END OF THE QUARTER. AND THEN WE HAVE THE CLOSURE ON THE 15TH AND THEN AN EARLY DISMISSAL ON THE 26TH. I BELIEVE FEBRUARY WOULD DO THE SAME THING AND THE 16TH EARLY DISMISSAL BEFORE THE CLOSURE ON THE 19TH. WE FOUND THAT OUR FAMILIES AGAIN WE KNOW WE'RE NOT GOING TO MAKE EVERYONE 100% HAPPY, BUT WE HAVE FOUND THAT THE MAJORITY OF FAMILIES LIKED IF THERE'S A CLOSURE TO HAVE THAT EARLY DISMISSAL TACKED ONTO THAT SO YOU CAN KIND OF MAKE A LONG WEEKEND OUT OF IT. IN MARCH . YOU'LL SEE THAT SPRING BREAK THE CALENDAR COMMITTEE. UM LAST YEAR, WAS ADAMANT ABOUT GETTING THAT FOUR WEEK FOR THE STUDENTS, AND WE FOUND THAT WE HAD PRETTY POSITIVE RESPONSE TO THAT THIS YEAR. SO WE'RE, UM, THE CALENDAR COMMITTEE RECOMMENDED THAT AGAIN FOR THE UPCOMING SCHOOL YEAR, SO THAT'S WHY YOU'LL SEE THE 22ND AS AN EARLY DISMISSAL AT THE END OF THE QUARTER, AND THEN THE 25TH AND 26TH IS PROFESSIONAL DEVELOPMENT OPPORTUNITIES FOR STAFF. BUT THAT WHOLE WEEK FROM THE 25TH THROUGH THE 29TH STUDENTS THROUGH APRIL, 1ST WOULD BE CLOSED TO STUDENTS. AND THEN JUST JUMPING AHEAD BECAUSE I KNOW YOU GUYS NOW KNOW THE GREEN IS HOLIDAY. THE PURPLES ARE EARLY DISMISSALS JUST FOR STUDENTS. SO WITH THAT START DATE, YOUR PRE K THEIR LAST DAY WOULD POTENTIALLY BE JUNE 3RD IF WE DIDN'T HAVE ANY INCLEMENT WEATHER, AND, UM WE'LL KEEP OUR FINGERS CROSSED AND THEN JUNE 5TH WOULD BE THE LAST DAY FOR, UM K THROUGH 11 BECAUSE OBVIOUSLY OUR SENIORS WILL HAVE GRADUATED PRIOR TO THAT. SO YOU'LL SEE. WE HAVE SIX INCLEMENT WEATHER DAYS. THOSE ARE THOSE DATES OUTLINED IN BLUE. THOSE ARE YOUR POTENTIAL INCLEMENT WEATHER DAYS. AGAIN IF WE WERE TO APPLY FOR VIRTUAL INSTRUCTION NEXT YEAR IF THAT'S ANOTHER, IF THAT'S AN OPTION AGAIN NEXT YEAR, YOU COULD POTENTIALLY HAVE YOUR LAST DAY EVEN WITH SIX INCLEMENT WEATHER DAYS BE JUNE 10TH. AND THEN, OF COURSE, STAFF HAVE A PROFESSIONAL DEVELOPMENT DAY THE DAY AFTER THE LAST DAY FOR STUDENTS THANK YOU. OKAY I'M GONNA GET A DRINK OF WATER BECAUSE I KNOW THAT THAT WAS A LOT OF TALKING AT YOU AND EXPLAINING THROUGH THE CALENDAR , SO I WILL TAKE A BREATH AND I THINK, OPEN IT UP FOR QUESTIONS . IF ANYONE HAS ANY QUESTIONS FOR ME, WHY DON'T WE JUST GO AROUND? UM MRS ALVAREZ? YEAH A FEW FEW QUESTIONS BECAUSE, YOU KNOW, LOOKING AT THE DATA. I KNOW THAT THERE WAS THERE WAS MENTIONED THAT, UM, THE INFORMATION THAT WE COLLECTED, IT'S NOT NECESSARILY WHAT WAS USED TO CREATE THE CALENDAR. BUT THERE WAS A PREPONDERANCE OF PEOPLE THAT WANTED THE SCHOOL START DAY TO BE AFTER LABOR DAY, UM MORE THAN ROUGHLY TWICE AS MANY PEOPLE. SO WHAT WAS THE RATIONALE FOR CHOOSING THE START DAY? SO THERE WAS A ROBUST CONVERSATION WITH THE CALENDAR COMMITTEE AT BOTH MEETINGS ABOUT THE START DATE, SO THERE'S A COUPLE OF THINGS THAT THEY REALLY FOCUSED ON NUMBER ONE OBVIOUSLY IS INSTRUCTION. WHAT'S BEST FOR THE STUDENTS, AND WE HAD THE ADVANTAGE OF HAVING NO, UH, BE PART OF THAT CONVERSATION. UM AND NO. I DON'T WANT TO SPEAK FOR YOU. AND I'M KIND OF LOOKING AT THE CEILING BECAUSE YOUR VOICE COMES OUT OF THE SPEAKERS. I JUST REALIZED I'M LOOKING UP AT THE LIGHTS, BUT NOAH BEFORE I EVEN GO ANY FURTHER. WOULD YOU LIKE TO SPEAK TO THAT AS A STUDENT? I DON'T WANT TO PUT YOU ON THE SPOT. OH, ABSOLUTELY. UM I PUT A LOT OF THOUGHT INTO THIS AS A SENIOR AS I WON'T BE HERE NEXT YEAR. UM, BUT TALKING ON BEHALF OF THE INCOMING. AH HIGH SCHOOL CLASS I WAS GONNA SAY JUNIOR CLASS ONLY, BUT NO FOR ALL OF HIGH SCHOOLERS TAKING AN AP TEST. I KNOW WE HAD A PUBLIC COMMENT ABOUT IT THIS MORNING OR NOT. THIS MORNING EARLIER THIS MEETING I AND IN FULL SUPPORT ON BEHALF OF THE STUDENTS OF THE SCHOOL STARTING EARLIER. I KNOW ALL THOSE STUDENTS, MOST OF THE STUDENTS, EVEN PEOPLE HAVE TALKED TO IN THE HALLWAY AND PASSING THAT HAVE BROUGHT IT UP TO ME ABOUT. YOU KNOW THE START DATE BEING CHANGED. THEY OBVIOUSLY WANT MORE SUMMER. UM THERE IS NO CHANGE IN THE AMOUNT OF SUMMER WE'RE GETTING. WE'LL BE GETTING OUT SO EARLY. AND IF I HAD AN EXTRA WEEK OR TWO WEEKS OR HOWEVER LONG TO STUDY OR TO LEARN MORE MATERIAL OR WORK WITH THAT WORK WITH NEW MATERIAL WITH MY TEACHER. I WOULD HAVE BEEN SO MUCH BETTER OFF FOR MY AP EXAMS. SO I THINK THAT STARTING THIS IS SO FANTASTIC FOR THOSE OF YOU WHO DON'T UNDERSTAND WHAT AN AP EXAM IS AND HOW HEAVY WE HOW HOW HEAVILY WE RELY ON THESE TESTS.

THESE TESTS CAN PROVIDE UM COLLEGE CREDIT FOR STUDENTS FOR ONLY $100. AND THEY WERE WE WORKED SO HARD ALL YEAR LEARNING, MEMORIZING AND THEN EXECUTING. SHOWING OFF HOW WELL

[00:50:04]

WE'VE LEARNED THIS MATERIAL ON THE TESTS. AN EXTRA TWO WEEKS IS SO FANTASTIC SO I'M I'M FULLY IN SUPPORT OF THIS. I HAVE NO QUESTIONS ON THE CALENDAR. I'M SUPER SUPER EXCITED THAT WE'LL BE GOING GOING BACK EARLIER. DID I ASK WENDY AP EXAMS ARE I DON'T KNOW IF IT HAPPENED, RIGHT? OH I'M SORRY. GO AHEAD. NO. UH I DON'T KNOW IF THE TOP OF MY HEAD UM BUT I KNOW THAT THERE TOWARDS LIKE, BEGINNING OF FOURTH QUARTER. UM THEY'RE ALREADY POSTED ON COLLEGE BOARD IF YOU GO ON THEIR WEBSITE, UM, I KNOW THAT EVERY SINGLE AP EXAM TEST DATE THEY MIGHT EVEN BE OUT FOR NEXT YEAR AS WELL, UM, ARE ALREADY POSTED. IT'S USUALLY STARTS. RIGHT AROUND THE LAST WEEK OF APRIL AND GOING INTO MAY, AND SOMETIMES THEY DO RUN INTO GRADUATIONS SO RIGHT UP TO GRADUATION, SO USUALLY MADE FOR ON THIS CALENDAR. I WOULD SURMISE THAT IT'S PROBABLY MAKE FIRST THROUGH PROBABLY 17TH OR THE 21ST. I'M LOOKING RIGHT NOW. THE LAST EXAM IS GOING TO BE, UM , HELD FRIDAY, MARCH 12TH 2023 OR THE 2023 TESTS. WELL THE LAST ONE WILL RUN MAY 12TH AT NOON.

AND THEN THE FIRST ONE WILL BE MONDAY. MAY 1ST AT EIGHT AM OKAY . THANK YOU. AND THEN THERE WERE . THERE WERE A LOT OF COMMENTS FROM THE PUBLIC ABOUT EARLY DISMISSAL. 24 COMMENTS THAT SAID THAT IT INTERFERES WITH, YOU KNOW, CHILDCARE AND THINGS OF THAT AND UPSETS THE, UH, THE DAILY RHYTHM OF THE PARENTS. THAT WAS DISCUSSED IF I CAN BEFORE WE GO TO THAT NEXT QUESTION, BECAUSE I KNOW NOAH GAVE US SUCH A GREAT PERSPECTIVE , THE STUDENT PERSPECTIVE, BUT I JUST WANTED TO SHARE SOME OF THE OTHER THINGS THAT THE COMMITTEE TALKED ABOUT ABOUT WHEN THEY WERE DISCUSSING PRE IMPOSED LABOR DAY IF THAT'S ALL RIGHT, OKAY, SO THE OTHER THINGS THAT WE LOOKED AT WERE. WHAT ARE THE OTHER COUNTIES DOING AROUND THE STATE JUST TO MAKE SURE WE WERE ONE OF ONLY FIVE COUNTIES THIS YEAR THAT WENT BACK POST LABOR DAY. AND HERE'S THAT LIST, AND IN ADDITION TO THAT, I WENT AHEAD. OH, THAT'S VERY, VERY TINY. HOPEFULLY YOU GUYS HAVE THAT ON YOUR SCREENS. UM, I WENT AHEAD, STILL TINY ON YOUR SCREEN. HOPEFULLY YOU GUYS CAN EXPAND THAT AND INCREASE THAT SIZE. IF YOU CAN'T I CAN SEND YOU THAT LIST. UM I CONTACTED THE OTHER COUNTIES FOR THIS YEAR . WE ARE ONE OF THE EARLIEST COUNTIES TO APPROVE OUR UPCOMING CALENDAR. BUT OF THOSE THAT HAVE ALREADY, UM THERE WERE ABOUT 3456 OR SEVEN HAVE ALREADY APPROVED THEIR CALENDARS. ALL SEVEN ARE CONTINUING TO DO WHAT THEY DID LAST YEAR. SO SIX OF THEM ARE ALREADY, UM, SAYING THAT THEY WILL BE BACK BEFORE LABOR DAY JUST TO GIVE YOU AN IDEA OF THAT. UM SO AND THE OTHER THING THAT I ALWAYS LIKE TO POINT OUT TO FOR OUR START DATE ONE OF THE THINGS THAT I BELIEVE THAT DR BOLSON AND THE LEADERSHIP IN THE SCHOOL SYSTEM THEY'RE REALLY WORKING HARD TO ENSURE THAT OUR STUDENTS IN HIGH SCHOOL WHO WANT TO BE IN THOSE DUAL ENROLLED CLASSES AT HARFORD COMMUNITY COLLEGE, UM HCC STARTS THEIR SCHEDULE MUCH EARLIER THAN WE DO. SO THE LONGER WE WAIT TO START CLASSES, THE MORE DISPARITY THERE IS FOR THOSE STUDENTS WHO ARE TRYING TO DO THOSE DOLAN ROLE. MINT UM, CLASSES AT HCC, SO THE MORE CLOSELY WE CAN ALIGN TO HCC'S CALENDAR AS WELL, THE BETTER OFF WE'RE SERVING OUR STUDENTS, INSTRUCTIONAL E. SO NOW TO YOUR QUESTION ABOUT EARLY DISMISSAL DAYS, WE DID HAVE A HANDFUL OF COMMENTS ABOUT EARLY DISMISSAL DAYS AND YOU ARE CORRECT A NUMBER OF THEM. THAT CONCERN IS CHILDCARE. AND I'M STARTING TRYING TO GO BACK TO SEE TO PULL THAT UP SO YOU CAN SEE THE FULL LIST AS WELL AND YES, THAT THAT IS A CHALLENGE FOR FAMILIES, BUT IT DOES PROVIDE AN OPPORTUNITY FOR STAFF. TO CONTINUE THEIR PROFESSIONAL DEVELOPMENT THROUGHOUT THE SCHOOL YEAR, WHICH IS KEY TO MAKING SURE THAT EVERYONE IS BEST SERVING THE STUDENTS, SO I DON'T WANT TO STEP ON ANY TOES, AND I ALSO DON'T WANT TO PUT DR CARPENTER ON THE SPOT, BUT I WANT TO MAKE SURE I GIVE HIM A CHANCE TO ADDRESS THIS AS WELL BEING PART OF OUR PROFESSIONAL DEVELOPMENT OFFICE. EARLY DISMISSAL DAYS ARE USED FOR A VARIETY OF REASONS. UM ONE IS FOR PROFESSIONAL LEARNING, AND TYPICALLY, THOSE ARE EITHER SCHOOL BASED PROFESSIONAL LEARNING DAYS WHERE PRINCIPALS AND OTHER LEADERS MIGHT DIRECT THE LEARNING OF THE OF THEIR STAFF, OR IT'S USED FOR COUNTYWIDE PROFESSIONAL LEARNING WORK. CONTENT OFFICES HAVE AN OPPORTUNITY TO WORK WITH TEACHERS AROUND DEEPENING THEIR KNOWLEDGE OF CONTENT. SOMETIMES WE'RE ABLE TO PROVIDE PLANNING DURING THE THOSE EARLY DISMISSAL DAYS, AND ACTUALLY, HISTORICALLY , THAT'S WHERE THE EARLY DISMISSAL DAYS BEGAN. YEARS AND YEARS AND YEARS AGO IT WAS AN OPPORTUNITY TO EQUALIZE PLANNING

[00:55:04]

FOR ELEMENTARY ENVIRONMENTS BECAUSE THEY DID NOT HAVE THE SAME AMOUNT OF PLANNING AS THEIR SECONDARY SCHOOLS. AND SO THAT HAD EVOLVED INTO PROVIDING ADDITIONAL PROFESSIONAL LEARNING OPPORTUNITIES. MOVING FORWARD. ONE OF THE THINGS THAT I CAN SAY ABOUT THE OFFICE OF ORGANIZATIONAL DEVELOPMENT. WE EVALUATE EVERYTHING. AND SO, UM, WE ARE IN THE PROCESS RIGHT NOW OF WORKING WITH THE CURRICULUM OFFICE AT SERVICES AND OTHER OFFICES TO EVALUATE HOW WE DO USE EARLY DISMISSAL DAYS MOVING FORWARD, AND SO THEY ARE A CRITICAL PART, THOUGH OF OUR TEACHERS, PROFESSIONAL LEARNING WHAT DID WOULDN'T IT BE LESS DISRUPTIVE TO TAKE A FULL DAY? AND AS OPPOSED TO EARLY DISMISSALS. IT SEEMS LIKE THERE'S A LITTLE BIT OF A, YOU KNOW, DISRUPTION IN THE DAY. UM SO THIS IS WHERE WE GO BACK TO THE REQUIREMENTS FOR THE CALENDAR. WE HAVE TO HAVE 180 INSTRUCTION DAYS. EARLY DISMISSAL DAYS. COUNT TOWARDS THAT 1 80. IF WE MAKE IT A FULL CLOSURE, YOU HAVE TO ADD ANOTHER DAY TO THE END OF THE SCHOOL YEAR. SO AND IT'S NOT AS THOUGH THOSE EARLY DISMISSALS CAN ADD UP TO ONE DAY OFF. EACH OF THOSE EARLY DISMISSALS COUNTS IN OUR 1 80 DAY COUNT. I JUST I JUST SEE IT AS DISRUPTIVE TO THE EDUCATION TO THE CHILDREN AND ALSO DISRUPTIVE TO THE PROFESSIONAL DEVELOPMENT OF THE OF THE TEACHERS INSTEAD. SO THANK YOU FOR THAT FEEDBACK. AND I THE COMMENTS. YEAH OKAY, LET'S FIND A WAY. I DON'T HAVE ANY COMMENTS. OKAY UM, SO LET ME FIRST SAY THANK YOU GUYS FOR TAKING ALL THE TIME AND I REALLY APPRECIATE THAT. UM AS NOTHING PERSONAL AGAINST YOU GUYS. UM I BELIEVE THAT WE NEED TO HAVE AN AFTER LABOR DAY START. UM MY DISTRICT IS A AGRICULTURAL COMMUNITY AND IT'S REALLY IMPORTANT TO MY CONSTITUENTS TO START AFTER LABOR DAY SO THAT THEY CAN PARTICIPATE IN THE MARYLAND STATE FAIR. UM AND THEY HAVE A LOT OF SUPPORT FROM THE COMMUNITY MEMBERS BECAUSE IT'S A HUGE PART OF OUR COMMUNITY. UM I ALSO BELIEVE THAT VETERANS DAY SHOULD BE A FULL DAY SO THAT WE CAN HONOR OUR VETERANS. WE HAVE A LOT OF STAFF AND A LOT OF COMMUNITY THAT SERVED OUR COUNTRY AND I FEEL LIKE IT'S SUPER IMPORTANT FOR US TO HONOR THEM BY GIVING THEM A FULL DAY OFF SO THAT THEY CAN PARTICIPATE IN WHATEVER SERVICES. UM WE HAVE AVAILABLE OR WHATEVER IS GOING ON IN THE COMMUNITY FOR THEM TO BE ABLE TO PARTICIPATE WITH THOSE. UM I ALSO AGREE WITH DIANE AND I FEEL LIKE 12 DAYS FOR EARLY DISMISSAL FOR UP THE YEAR IS A LOT. UM I FEEL LIKE WE NEED TO CUT THOSE BACK SOME BECAUSE WE'RE DOING A DISSERVICE TO OUR CHILDREN. UM, BY HAVING SO MANY OF THOSE DAYS I CAN UNDERSTAND. YOU KNOW, A COUPLE BUT 12 IS A LOT AND YOU KNOW, KIDS HAVE 25 MINUTE CLASSES AND DURING THOSE 25 MINUTE CLASSES, THEY DON'T REALLY HAVE A LOT OF TIME TO LEARN. SO WE'RE CUTTING OUT ON INSTRUCTIONAL TIME WHEN WE'RE TRYING TO GET KIDS CAUGHT UP FROM COVID. UM THEY'VE LOST A LOT OF LEARNING AND I FEEL LIKE IT'S SUPER IMPORTANT FOR US TO MAKE SURE THAT WE'RE IN THE CLASSROOM AND WE'RE LEARNING.

AND YOU KNOW, 12 DAYS. THAT'S A LOT OF TIME THAT WE'RE MISSING OUT ON INSTRUCTIONAL TIME FOR THESE KIDS. I THINK THAT'S IT. UM I WILL SHARE WITH YOU THAT THE 2023, MARYLAND STATE FAIR GOES UNTIL SEPTEMBER 10TH. SO IF WE WAITED UNTIL THE END OF THE STATE FAIR, WE WOULD ACTUALLY NOT BE ABLE TO START UNTIL THE WEEK AFTER LABOR DAY JUST TO SHARE THAT, UM, VETERANS DAY WAS A VERY ROBUST CONVERSATION WITH PRIOR BOARD MEMBERS. I'M SURE DR MUELLER AND DR PHILLIPS AND DR HAROLD REMEMBER THERE WAS A LOT OF CONVERSATION ABOUT JUST THAT TOPIC BECAUSE WE WANT TO HONOR OUR STAFF AS WELL. AND UM, THERE WAS A LOT OF CONVERSATION BACK AND FORTH ABOUT THE FACT THAT WHEN OUR STUDENTS ARE IN SCHOOL , THIS SCHOOLS DO A LOT OF THINGS TO CELEBRATE VETERANS AS A SCHOOL COMMUNITY, AND THEN THAT EARLY DISMISSAL ALLOWED STAFF TO ALSO CELEBRATE AT HOME WITH THEIR OWN FAMILIES. I BELIEVE, BUT CORRECT ME IF I'M WRONG THAT HAVE ANY GRACE HAD COME AND SPOKEN. THEY HAD REPRESENTATION HERE AND THEY HAD THEY WERE IN AGREEMENT ON THE EARLY DISMISSAL, AND THEN THEY MOVED THEIR PARADE TO THE AFTERNOON SO THAT THAT COMMUNITY COULD PARTICIPATE IN SCHOOL FOR SCHOOL EVENTS AND THEN ALSO IN THE COMMUNITY FOR COMMUNITY EVENTS JUST TO SHARE A LITTLE BIT OF BACKGROUND ABOUT HOW WE GOT TO THE EARLY DISMISSAL ON THAT PARTICULAR HOLIDAY. BUT I REALLY APPRECIATE YOUR FEEDBACK AND YOUR YOUR THOUGHTS. DR HAROLD. THANK YOU SO MUCH. I'M REALLY EXCITED ABOUT THIS CALENDAR. I CAN TELL A LOT OF

[01:00:04]

WORK WENT INTO THE DEVELOPMENT OF IT. UM AND TRYING TO MEET ALL OF THE CRITERIA THAT YOU HAVE TO. I LOVE THE FACT THAT THERE IS A GREAT AND PRIMARY EMPHASIS ON THE CALENDAR BEING INSTRUCTIONAL E SOUND. YOU KNOW, AS A PARENT WITH STUDENTS IN THE SCHOOL SYSTEM AS A FORMER EDUCATOR UM. I'M VERY GRATEFUL THAT THAT WAS YOUR INTENTION AND YOUR FOUNDATION FOR BUILDING THIS CALENDAR. UM BECAUSE I THINK THAT NEEDS TO BE AT THE FOREFRONT AT ALL COSTS, PARTICULARLY, YOU KNOW, UM, COMING THROUGH A PANDEMIC WHERE YOU KNOW WE EXPERIENCED WHAT WE DID. SO, UM. HAVING HAVING THE CALENDAR THE WAY IT IS. I LOVE THE FACT THAT NOAH DEBUNKED THE WHOLE WE'RE MISSING OUT ON THE SUMMER BECAUSE YOU GET THE SAME AMOUNT OF SUMMER IS JUST YOU ALSO HAD THE ADVANTAGE. YOU WERE PUTTING OUR STUDENTS AT AN ADVANTAGE. INSTRUCTIONAL E, UM, FOR OUR AP STUDENTS, UM ATHLETES . UM AND JUST AS AN ASIDE I MEAN , MY KIDS WERE READY TO GO BACK TO SCHOOL. UM IT SEEMED LIKE THE SUMMER DRAGGED VERY, VERY LONG. UM AND I APPRECIATE WHAT YOU SAID ABOUT YOUR CONSTITUENTS. I'M JUST KIND OF TALKING ANECDOTALLY FROM MY EXPERIENCE, UM. OUTSIDE OF THE AGRICULTURAL PIECE, BECAUSE THAT IS A STRONG PIECE IN OUR COMMUNITY AS WELL.

BUT THE SUMMER DID SEEM VERY, VERY LONG. STARTING AFTER LABOR DAY, UM IS BUT SO MUCH PULLED. I WAS I WAS READING SOME OF THE COMMENTS FROM THE PARENTS FOR PUBLIC COMMENTS, BUT SO MUCH POOL TIME YOU CAN DO THIS, BUT SO MUCH THAT YOU CAN DO. OKAY ENOUGH ALREADY. LET'S GO BACK TO SCHOOL. MY KIDS WERE READY. AND SO, UM JUST AS IN THE SIDE THAT'S BEEN OUR EXPERIENCE AND YOU KNOW IN MY COMMUNITY AS WELL. UM I WANT TO KIND OF SPEAK TO, UM, THE EMPHASIS UM AFTER SPEAKING WITH KIND OF LIKE A SMALL GROUP OF TEACHERS AND SPEAKING TO TWO TEACHERS THROUGHOUT THE SCHOOL SYSTEM. ABOUT THE PROFESSIONAL DEVELOPMENT DAYS THAT ARE VERY CRITICAL. UM ARE TEACHERS HAVE A LOT OF PROFESSIONAL DEVELOPMENT THAT THEY REQUIRE IN ORDER TO BE THE BEST EDUCATORS? FOR WHAT THE SYSTEM WE ARE EXPECTING THEM TO DO. TO KNOW AND BE ABLE TO ACCOMPLISH. THEY HAVE TO KNOW THE PIECES OF THEIR CURRICULUM. THERE ARE THERE ARE THINGS THAT WE'RE PILOTING IN THE SCHOOL SYSTEM. THERE ARE THINGS THAT THEY'RE LEARNING ALL THE TIME THAT THEY'RE EXPECTED TO DO IN THE CLASSROOMS. THEY NEED TIME TO DEVELOP PROFESSIONALLY, UM, IN ORDER FOR OUR KIDS TO HAVE THE ADVANTAGE IS THAT WE WANT THEM TO HAVE THAT WE EXPECT FOR THEM TO HAVE SO UM THOSE 12 DAYS ARE REALLY IMPORTANT. I FEEL LIKE THEY COULD USE MORE IF YOU GAVE THEM FIVE MORE DAYS OF LIKE, YES, PLEASE GIVE US THE TIME BECAUSE WE WANT TO BE THE BEST FOR OUR KIDS. UM SO I'M GOING TO CHAMPION FOR THAT. UM I REALLY APPRECIATE THIS CALENDAR.

THANK YOU. THANK YOU, DOCTOR, HAROLD. OKAY SORRY. I WAS ACTUALLY LOOKING AT THE HCC CALENDAR TO SEE HOW WE WERE ALIGNING. SO I APOLOGIZE FOR THAT, UM, QUITE PERFECTLY ALIGNED YET, BUT, YOU KNOW, I AM WELL AWARE OF THAT, UM MRS PERRY. I JUST WANT TO ADD, UM I SUPPORT THE FACT THAT WE HAVE THOSE PROFESSIONAL DEVELOPMENT DAYS AND I BELIEVE THAT WE SHOULD MAKE SURE THAT YOU HAVE WHAT YOU NEED, BECAUSE IF WE DON'T STRESS THE INSTRUCTORS, WHAT? HOW ARE THEY GOING TO TEACH OUR CHILDREN? SO I AGREE WITH THE CALENDAR. MR RICCARDI.

I'M SO SORRY, DOCTOR MILLER. MY VOICE IS NOT ALLOWING ME TO MAKE ANY COMMENT. I APPRECIATE ALL THE COMMENTS PEOPLE ARE MAKING AND I'M GOING TO ESCAPE FOR ANY COMMENTS AT THIS POINT. THAT IT SAVE YOUR VOICE. MISS BLANKET. WAS THERE ANYTHING ELSE YOU WANTED TO ADD? DR PHILLIPS? SORRY SORRY. MY GOODNESS HERE SO WORRIED ABOUT THREE DIFFERENT TRICK I DO EVERY MEETING. JUST SPEAK UP, THROW THINGS, WHATEVER YOU NEED TO DO. UM HMM. A COUPLE OF COMMENTS AND QUESTIONS, MOST INVENT MAIN LOGISTIC, I THINK, UM. SO IN TALKING AND GETTING TO THE AP EXAMS, UM. I DON'T KNOW IT'S BEEN. I DON'T EVEN THINK I TOOK AP EXAMS EVEN IF THEY HAD THEM BACK WHEN I WAS IN SCHOOL, BUT TAKING PLENTY OF OTHER EXAMS OVER THE YEARS, AND VARIOUS SCHOOLS HAVE BEEN TO, UM IT SEEMS TO ME THAT IF WE'RE TAKING AN EXAM AND MARCH OR APRIL OR WHATEVER, MAY I'M NOT SURE,

[01:05:08]

THREE OR FOUR DAYS AND AUGUST. THAT IS A WHOLE HECK OF A LOT. I MEAN, I'VE TAKEN A LOT OF TESTS AND THROUGH MEDICAL SCHOOL AND ALL AND I WAS PREPARING FOR AN EXAM. NINE MONTHS DOWN THE ROAD.

I'LL TELL YOU THAT MUCH, BUT STICKING ON THAT TOPIC. THOUGH WE START SPORTS ON THE 15TH OF AUGUST, I BELIEVE LOGISTIC LEADERS ARE NOT A WAY TO MAYBE HAVE SOME OF OUR TEACHERS. BE AVAILABLE DURING BECAUSE THEY'RE ALREADY BACK IN SCHOOL THE WEEK BEFORE. I'M JUST GONNA POP IN REAL QUICK. UM, IT'S NOT THAT WE'RE PREPPING FOR A TEST NINE MONTHS IN ADVANCE, LIKE, WELL, I'M NOT GOING TO START STUDYING FOR A TEST. RIGHT NOW IN MAY, BUT UM, WHAT I TOOK, UH AP US HISTORY, FOR EXAMPLE, WE WERE LEARNING THE MATERIAL UP UNTIL THREE DAYS BEFORE THE TEST, AND THEN WE HAD THOSE THREE DAYS TO REVIEW NOW. FOR EXAMPLE, MY COUSIN WHO LIVES IN ATLANTA, SHE STARTS SCHOOL TAKING THE SAME CLASS. I AM LEARNING THE SAME MATERIAL TAKING THE SAME TEST ON THE EXACT SAME DAY SHE HAD MULTIPLE WEEKS PRIOR TO THE TEST TO REVIEW MATERIAL WITH THE INSTRUCTOR. THAT WE DIDN'T HAVE BECAUSE SHE STARTED SO MUCH EARLIER THAN WE DID NOW. SHE SCORED A FOUR WHILE I SCORED THREE. WHO'S TO SAY IF THAT'S BECAUSE SHE'S A BETTER TEST TAKER THAN I AM OR WHO KNOWS, YOU KNOW, BUT I'M GOING TO BLAME THAT ON THIS. I'M GOING TO BLAME THAT ON THE TIMELINE, YOU KNOW, THAT HAS NOTHING TO DO WITH MY INSTRUCTOR OR THE MATERIAL OR OR MYSELF. I'M GONNA PUT NONE OF THE BLAME ON MYSELF. IT'S ALL GOING ON THAT THAT TIMELINE. SO EVEN IF I WANTED TO START ON THE EXACT SAME DAY AS HER AND WE DID HAVE THE SAME AMOUNT OF TIME TO STUDY REGARDLESS. UM THE TEST SCORES ARE REFLECTING ON FOR THEMSELVES. AND THEY'RE SPEAKING FOR THEMSELVES. EXCUSE ME. BUT ALSO FOR THE PARENTS THAT LIKE TO THAT OR THE PUBLIC COMMENTS THAT ARE DISCUSSING THE TEST SCORES. UM. WHAT DID WE WANT TO START EARLIER AND HAVE MORE TIME TO REVIEW AND GET A MORE A BETTER UNDERSTANDING OF THE MATERIAL THAT WE ARE GETTING TESTED ON AND HAVING OUR STUDENTS TESTING ON, WOULDN'T WE WANT TO HAVE THEM IN THE CLASSROOM FOR AS MANY DAYS AS POSSIBLE, LIKE I THAT'S JUST DEFINITELY THINKING. OKAY. I GOT SOME OTHER COMMENTS, BUT ANYWAY SO JUST ONE THING LOGISTICALLY. IS IT NUMBER ONE TO ANSWER THOSE QUESTIONS? I'M SURE THERE'S DATA OUT THERE AND IN THE PUBLIC SCHOOL DOMAIN AS THE SCHOOLS THAT START PRE VERSUS POST LABOR DAY AND HOW WELL THEY DO ON THE AP EXAMS. I'M SURE THAT DATA IS OUT THERE SOMEPLACE IF WE REALLY IF WE REALLY WANTED TO LOOK AT, IF THAT WAS THE DECIDING FACTOR, I THINK WE WOULD HAVE TO GO BACK AND LOOK FOR THAT. BUT AS MY POINT I WAS TRYING TO MAKE IS IF WE'RE BRINGING ATHLETIC COACHES BACK ON THE 15TH OF AUGUST, CAN WE NOT FIND A POOL OF TEACHERS WHO TEACH AP CLASSES WHO MIGHT BE WILLING OR ABLE TO START THE AP PROCESS. AP EXAM EDUCATION DURING THAT WEEK PRIOR TO LABOR DAY, SIMILAR TO WHAT WE DO WITH WITH THE SPORTS TEAMS, THAT'S ONE COMMENT. I DON'T EXPECT ANSWERS. I'M JUST THROWING THIS OPEN FOR DISCUSSION. UM THE OTHER. COMMENTS I HAD SO AS FAR AS THE DUEL AND WRONG WITH HARFORD COMMUNITY COLLEGE, SAME TYPE OF THING. CAN THE STUDENTS START TAKING THEIR COLLEGE CLASSES? BEFORE THEY ACTUALLY START. THEIR HIGH SCHOOL CLASSES. SO THAT REALLY SHOULDN'T BE A LIMITING FACTOR PER SE. THEY CAN ACTUALLY ENROLLING THE CODE GO TO THE COLLEGE CLASSES DURING THAT WEEK THAT HTC IS OPEN AND WE'RE NOT CORRECT. UM AND AS FAR AS FOUR H IS CONCERNED, I APPRECIATE AND THAT WAS, I THINK THE ONE MAIN FACTOR THAT DROVE US TO KEEP TO KEEP WITH THE POST LABOR DAY OPENING OVER THE PAST COUPLE OF YEARS, BUT I THINK THIS PAST YEAR FAR MEMBER CORRECTLY UM, THE MARYLAND STATE FAIR INSTEAD OF HAVING OPENING FOR LIKE THE 10 GREAT DAYS OF SUMMER.

WHATEVER USED TO CALL IT, I THINK THEY HAD, LIKE THREE CONSECUTIVE THREE DAY WEEKENDS THAT THEY WERE OPEN. NOT DURING THE WEEK ACTUALLY SHUT DOWN DURING THE WEEK NOW, WHETHER OR NOT THE STUDENTS STAY UP THERE MAY BE LISTED CAN COMMENT FROM BEING THE RESIDENT IN NORTH HARFORD, WHETHER THEY HAVE TO STAY THERE. WITH THEIR ANIMALS DURING THE WEEK OR WHETHER THEY TRANSPORT THE ANIMALS BACK AND FORTH. I DON'T KNOW. UM I BELIEVE THEY LEAVE THE ANIMALS THERE AND THEY HAVE TO STAY THERE AND ATTEND TO THEM. OKAY, UM BUT THE FACT IS THE FAIR IF THEY FOLLOW THE SAME SCHEDULE THIS COMING YEAR THEY DID THIS YEAR. THEY'RE NOT OPEN DURING THE WEEK. IT'S ONLY THREE, MAYBE FOUR WEEKENDS. FRIDAY SATURDAY SUNDAY IF THEY'RE GOING THROUGH SEPTEMBER, 10TH, AS YOU SAID THURSDAY, FRIDAY, OKAY. UM SO THERE'S JUST SOME THINGS TO BRING UP AND I'VE BEEN THINKING ABOUT THIS CALENDAR FOR LITERALLY TWO WEEKS NOW, AND I'M STILL NOT SURE WHAT DIRECTION TO TAKE. I ALSO NOTICED SOME OF THESE OTHER SCHOOLS, UM AND GRANTED, YOU KNOW, MOST ARGUE FOR LABOR DAY, BUT THERE'S A THERE'S A COUPLE THAT ARE

[01:10:04]

ACTUALLY IN THE MID WEEK BEFORE THAT LABOR DAY WEEK, SO KIND OF, YOU KNOW, CUTS THAT TIME IN HALF A LITTLE BIT TO THIS. I THINK CECIL STARTS ON I THINK IT WAS SEPTEMBER 1ST. AND THEN IT'S ANOTHER AND CAROLINE COUNTY STARTED ON WEDNESDAY, AUGUST 31ST. SO THAT'S ANOTHER POTENTIAL POSSIBILITY. IF WE'RE TRYING TO, YOU KNOW, THERE'S A LOT OF COMPELLING ARGUMENTS BOTH WAYS. UM IT'S A HARD DECISION. I KNOW WE'VE SPENT HOURS UPON HOURS DISCUSSING IT. WE MIGHT WE MIGHT AGAIN TONIGHT CALENDAR COMMITTEE SPENT A LOT OF TIME THINKING ABOUT IT AND PROCESSING IT TRYING TO, YOU KNOW, REALLY EVALUATE THE INFORMATION THAT THEY RECEIVED FROM THE COMMUNITY AND ALWAYS GOING BACK TO WHAT'S MOST INSTRUCTIONAL SOUND FOR THE STUDENTS. THANK YOU. THANK YOU.

AND THANKS FOR YOUR TIME. VICE PRESIDENT SO. TWO DON'T GET A CHANCE TO SAY EVERYTHING. YEAH, I CALLED ON YOU DIDN'T. I'M GOOD. THANK YOU. FANTASTIC. OKAY, SO THANK YOU VERY MUCH.

AND THANKS TO THE CALENDAR COMMITTEE, ALL THE PEOPLE WHO SPENT THAT TIME WORKING ON IT REALLY APPRECIATE THAT. SO I JUST HAVE A FEW QUESTIONS. I'M CURIOUS. HOW MUCH CONSENSUS WAS WAS THERE IN THE CALENDAR COMMITTEE? IT WAS REALLY INTERESTING BECAUSE YOU SAW YOU SEE WHAT THE MAKEUP IS OF THE CALENDAR COMMITTEE, AND THIS YEAR WE SPENT A LOT OF TIME TALKING ABOUT HMM. WHAT MAKES AN INSTRUCTIONAL E SOUND CALENDAR? WHY WOULD WE EVEN CONSIDER GOING PRE LABOR DAY? AND WITH THAT CONVERSATION, MR TIBBS, WHO REPRESENTS OUR AGRICULTURAL COMMUNITIES, SO, UM, SO GRACIOUSLY HE HAS FOR THE PAST COUPLE OF YEARS. THANK YOU TO THE AGAIN LOOKING AT THE CEILING LIKE SHE'S UP THERE AGAIN AT THE RECOMMENDATION OF MS RICCARDI. I BELIEVE TWO YEARS AGO PUT MR RICCARDI OR MAYBE THREE. HE JOINED OUR GROUP AND YOU KNOW, HE SAID, I UNDERSTAND WHAT YOU'RE SAYING, YOU KNOW? AND SO I FELT AS THOUGH THAT WAS, UM, THAT WAS VERY, UM, THAT ILLUSTRATED THE AMOUNT OF TIME AND EFFORT THAT HAD GONE INTO EXPLAINING IT BECAUSE I KNOW THAT THAT IS SOMETHING HE HOLDS NEAR AND DEAR TO HIS HEART THAT POST LABOR DAY STARTS, SO TO HAVE HIM SAY OKAY, I UNDERSTAND WHY WE JUST REALLY APPRECIATED THAT. THE FACT THAT THE WHOLE COMMITTEE WAS REALLY LISTENING AND TRYING TO DEVELOP THAT CALENDAR FOR THE STUDENTS. SO UM, MR TIBBS? MHM. WHAT IS HIS ROLE? UM HE OWNS A FARM. I BELIEVE MR RICCARDI MIGHT KNOW BETTER. UM BUT HE'S JOINED US THE PAST COUPLE OF YEARS AS A STRONG ADVOCATE. UM AND AGAIN, HE HE VOICED HIS OPINION ABOUT ABOUT THAT START DATE NOT TO JUST POINT OUT MR TIBBS BECAUSE THERE WERE OTHERS AS WELL. WHO YOU KNOW, STARTED THE CONVERSATION OFF. UH WE HAVE A REPRESENTATIVE FROM A PG WE HAVE REPRESENTATIVES FROM ALL OVER AND WHEN WE KNOW THAT IT WILL IT CAN CAUSE SOME SOME RIPPLES IN THE COMMUNITY. BUT THEY ALL WENT BACK TO BUT WHAT'S BEST FOR INSTRUCTION IN HARTFORD COUNTY. IF I MAY IF I MAY UM, THERE WAS CONCERN AT THE TIME THAT THE NORTH HARFORD COMMUNITY WAS NOT REPRESENTED ON THE CALENDAR COMMITTEE AND I HAD QUITE A BIT OF DIALOGUE WITH NORTH HARFORD RESIDENTS REGARDING THE CALENDAR AND I WAS HAPPY TO SEE THAT WE WERE ABLE TO ACCOMMODATE AN ADDITIONAL PERSON REPRESENTING THAT COMMUNITY ON THE CALENDAR COMMITTEE. THANK YOU. THANK YOU, MR CARTY. THAT'S GREAT. YES SO I DEFINITELY UM YEAH. OKAY IT'S GONNA BE TOUGH TO MAKE EVERYONE HAPPY, RIGHT? BUT I THINK THAT IT'S REALLY IMPORTANT THAT WE TRY TO MITIGATE ANY IMPACTS THAT MAY HAVE TO CERTAIN COMMUNITIES LIKE THE COMMUNITY. SO IF WE ARE TO ADOPT THIS CALENDAR, AS IS UM , YOU KNOW FOR THOSE STUDENTS WHO ARE PARTICIPATING IN THE STATE FAIR IF THAT INTERFERES WITH THEIR INSTRUCTION IS THERE.

I MEAN, WHAT KIND OF ACCOMMODATIONS DO WE TYPICALLY GIVE THEM IS THERE IT IS. I GUESS MOST OF THE STUDENTS WOULD BE AT NORTH HARFORD, UM, NORTH HARFORD, MIDDLE OR HIGH OR EVEN AT THE ELEMENTARY SCHOOL LIKE I'M BIG COULD BE SPREAD THROUGHOUT THE COUNTY. REALLY BUT IS THERE ANY TYPE OF ACCOMMODATIONS THAT WE CAN GIVE TO THEM AS FAR AS MAKING SURE THAT THEY HAVE LIKE AVAILABILITY FOR THAT MAKE UP WORK THAT TYPE OF THING. I THINK I WAS LOOKING AT DR PAULSON, BUT. SORRY. I HAVE NOT BEEN INVESTED IN THEN. THE CONVERSATION AROUND HOW WE MIGHT ACCOMMODATE THAT BECAUSE I KNOW THAT'S A STRONG HOW MANY STUDENTS? ARE WE TALKING ABOUT THAT AND THAT'S THAT'S BEEN A QUESTION IN THE PAST, LIKE HOW MANY STUDENTS ARE ACTUALLY

[01:15:03]

INVOLVED WHEN IT GETS TO THAT POINT? IT IS A MY UNDERSTANDING AND WHAT HAS BEEN SHARED WITH ME IS THAT IT IS A VERY SMALL GROUP OF STUDENTS AT THAT POINT. SO I IT'S MY UNDERSTANDING THAT NORTH HARFORD ACCOMMODATES BECAUSE THAT IS PRIMARILY WHERE THE STUDENTS ARE REPRESENTED THAT THEY ACCOMMODATE THOSE STUDENTS IN THE SENSE OF ENSURING YOU KNOW, IT'S NOT GOING TO BE HELD AGAINST THEM WHEN IT COMES TO SCHOOLWORK, BUT AGAIN, PLEASE. WELL YOU'RE GOING TO QUOTE ME ON THAT BECAUSE I JUST SAID IT IN THE BOARD MEETING. UM BUT I COULD ALWAYS, UM, FOLLOW UP WITH NORTH HARFORD TO SEE IF WE CAN GET SOME MORE INFORMATION ON HOW TO HANDLE THAT AND AGAIN COULD BE ANY REALLY COULD BE ANY SCHOOL. THE ENTIRE COUNTY. BUT I THINK IT'S IMPORTANT IN THE STATE FAIRS ARE REALLY IMPORTANT THING. UM THE PARTICIPATION IN THE STATE FAIR IS VERY IMPORTANT FOR THESE FAMILIES. I RESPECT THAT, AND I THINK THAT WE NEED TO DO WHAT WE CAN AS A SCHOOL SYSTEM, TOO. ACCOMMODATE THEM, UM AND MAKE SURE THAT THEY DON'T THEY CAN DO THE MAKEUP WORK.

WHATEVER IT TAKES TO KEEP THEM, UM YOU KNOW UP TO SPEED WITH THE OTHER STUDENTS. UM. SO I REALLY THANK YOU FOR COMPARING OUR CALENDAR TO THE OTHER SCHOOL SYSTEMS AND WHAT THEY'RE DOING AND WHAT'S INTERESTING TO ME IS, YOU KNOW WE HAVE A GREAT CALENDAR COMMITTEE. VERY DIVERSE CALENDAR COMMITTEE. LOTS OF PEOPLE LOOKING AT THIS FROM ALL TYPES OF ANGLES. UM, BUT I ASSUME THAT ALL THE OTHER COUNTIES HAVE SOMETHING SIMILAR. RIGHT MAYBE NOT SO AS ROBUST AS US OR CANNOT SPEAK TO DETAILS OF THAT DID NOT SOMEHOW SOMEHOW THE OTHER COUNT COUNTIES COME UP WITH THEIR CALENDARS AND THE INTERESTING THING IS THAT ALMOST ALL OF THE COUNTY'S LAST YEAR WENT TO BEFORE LABOR DAY START SOME EVEN MORE SO THAN WHEN WE'RE TALKING ABOUT WE'RE TALKING ABOUT, LIKE, TWO WEEKS BEFORE A LABOR DAY AND NOW WHEN YOU FOLLOWED UP WITH THE COUNTY'S THIS TIME AND ONLY, YOU KNOW, LOOKS LIKE SIX OR SO HAVE ALREADY DECIDED WHAT THEY'RE GOING TO DO. UM ALL OF THEM ARE BEFORE LABOR DAY, SO WE HAVE TO LOOK AT THAT AND SAY WELL, YOU KNOW? AS SOON AS THEY HAVE SMART PEOPLE LOOKING AT THIS, TOO, AND THEY'RE DOING THIS. THIS THIS FOR SMART REASONS, AND YOU KNOW IF WE WANT TO TAKE INTO CONSIDERATION SOME FOLKS HAVE TALKED ABOUT ECONOMIC IMPACT OF THE SCHOOL CALENDAR. AND CERTAINLY THERE'S OTHER COUNTIES ARE ALSO THINKING ABOUT THAT. SO THEY HAVE ALL DECIDED. THAT BEFORE. LABOR DAY IS THE RIGHT THING TO DO, WHETHER IT'S FOR INSTRUCTIONAL REASONS WHETHER IT'S FOR ECONOMIC REASONS. UM THEY'VE ALL DECIDED THAT SO YOU KNOW, I HAVE FAITH IN THIS CALENDAR. UH, BECAUSE OF OUR COUNTER COMMITTEE. AND THE RESEARCH IS BEING DONE THE REASONS BEHIND IT BEHIND WHY WE'RE GOING THIS WAY AND ALSO THE FACT THAT THERE ARE YOU KNOW? ALMOST ALL THE OTHER SYSTEMS ARE ALSO ADOPTING THIS. SO I THINK THAT BEING UNITED ACROSS MARYLAND I THINK IT'S VERY IMPORTANT. THAT'S WHAT GOVERNOR HOGAN TRIED TO DO A COUPLE YEARS AGO WITH PUSHING US ALL TO POST LABOR DAY. UM AND THEN YOU KNOW, NOW WE'RE GOING NOW WE'RE ALL BASICALLY UNITED FRONT BEFORE. SO I THINK THAT THAT'S THAT'S IMPORTANT. UM AND THAT'S THAT'S REALLY WHY HAVE I JUST WANT TO THANK EVERYONE FOR THEIR HARD WORK ON THIS? THAT'S NOT THE QUESTION. KEVIN, DO YOU ARE YOU GOING TO? I WILL, BUT YOU CAN GO AHEAD OF ME. A COUPLE OF COMMENTS HAVE BEEN MADE AS FAR AS THE TWO HAVE IT IN SUCH A WAY THAT THE PRE LABOR DAY ALLOWS FOR MORE CONTINUITY FOR THE FOR THE EDUCATION, AND I'M JUST MAY BE DESCRIBED TO ME A LITTLE BETTER. WHY UM. WHY THAT IS. I MEAN, I DON'T SEE THE DIFFERENCE BETWEEN WHETHER YOU START PRE OR POST THAT IT'S GOING TO MATTER IN TERMS OF CONTINUITY FOR THE STUDENTS. YOU'RE GONNA STEP ON YOUR TOES.

OKAY? I THINK WHEN IT COMES DOWN TO IS WHERE THOSE ADDITIONAL TWO WEEKS LIE, AND SO ARE LATE, WHICH ONE? IT IS JUST TALKING ABOUT ONE WEEK REALLY? SO IF WE MOVE THAT TIME, IT PROBABLY WOULD GO TOWARDS THE END OF THE SCHOOL YEAR IN JUNE VERSUS PUTTING IT AT THE FRONT. WE'VE BEEN TALKING A LOT ABOUT DAWN RAHMAN IN AP EXAMS, BUT WE HAVE TO ALSO REMEMBER THAT OUR STUDENTS IN THIRD THROUGH EIGHTH GRADE, TAKE EM CAP. THE MARYLAND ASSESSMENT. THAT THEY HAVE TO TAKE IN APRIL AND SO THAT WEEK, ALSO OR WEEK AND A HALF ALSO FEEDS INTO THEIR ABILITY TO ENGAGE WITH CONTENT A LITTLE BIT EARLIER, SO IT'S EITHER I'M RIGHT OR WRONG GOING TO BE AT THE FRONT WHERE WE CAN GET CATCH THEM AND HAVE MORE TIME WITH OUR STUDENTS, OR IT'S GOING TO BE AT THE END AFTER ASSESSMENTS ARE COMPLETED ANDON'T HAVE IT. SO A LOT OF WHAT NOAH IS SAYING

[01:20:02]

IS NOT JUST FOR OUR AP STUDENTS. IT'S FOR OTHER STUDENTS AS WELL. AND THE OTHER THING THAT I WOULD ADD. WE HAD A LOT OF FEEDBACK FROM IN INSTRUCTORS FROM TEACHERS. UM ONCE THAT ONCE A MEMORIAL DAY HITS, YOU KNOW, ONCE EVERYONE'S TAKEN ALL THEIR TESTS THAN WHAT IS THAT TIME AFTER THAT POINT SO INSTEAD OF HAVING THAT WEEK THAT TWO WEEKS AFTER YOU FINISHED, ALL OF YOUR TESTING HAVE THE TIME AT THE BEGINNING SO THAT YOU CAN UTILIZE THAT TIME TOWARDS YOUR GOALS AT THE END OF THE SCHOOL YEAR. BECAUSE IF WE PUT THAT TIME AT THE END OF THE YEAR, YOU'RE JUST GOING TO SCHOOL THAT MUCH LONGER AFTER YOU'VE ALREADY YOU KNOW YOU'VE COMPLETED YOUR COURSE WORK. YOU'VE COMPLETED YOUR EXAMS. BUT THEN YOU STILL HAVE TO STAY IN SCHOOL TO MEET THAT 1 80 DAVE REQUIREMENT. AND SO THAT CAN BE CHALLENGING TO MAINTAIN A CLASSROOM AND YOU KNOW TO ENSURE THAT EVERYONE IS STILL STAYING ON TRACK WHEN WE'VE ALREADY ACCOMPLISHED OUR GOALS, AND WE'RE JUST MEETING THAT 1 80 DAY REQUIREMENT, BUT IF WE PUT THOSE DAYS AT THE BEGINNING OF THE YEAR, WE CAN USE THEM. TOWARDS THE END OF THE YEAR GOALS. BUT JUST REMEMBER, CORRECT. I THINK DR BAUER MADE THE COMMENT LAST YEAR THAT THE KIDS ARE GOING TO BE EXCITED ABOUT GETTING OUT OF SCHOOL. NO MATTER WHAT DAY IT IS. IF YOU SAY IT'S GOING TO BE APRIL, 15TH ARE GOING TO BE EXCITED. YOU KNOW, APRIL 1ST. IF YOU SAY IT IS JUNE 15TH GOING TO BE EXCITED. JUNE 1ST. I THINK THAT'S THERE. JUST LOOKING AT A DATE. UM AND THE OTHER THING.

I'M NOT A BIG PROPONENT OF AND YOU KNOW, MAYBE THIS MAYBE GET ME IN HOT WATER WITH SOME PEOPLE AROUND HERE ARE NOT A BIG PROPONENT FOR TEACHING TOWARDS THE TEST. UM YEAH, I THINK THAT'S SOMETHING THAT WE'VE MADE A COUPLE OF ERRORS IN AN EDUCATION PERSONALLY, UM, THAT WE NEED TO TEACH CONTENT CURRICULUM. AND IF WE DO THAT THE RIGHT WAY, THEN THE TESTING IS GOING TO FALL INTO PLACE. SO ELOQUENTLY STATED IN ITS THE TIME WITH HER CONTENT. RIGHT? UM I'M STILL WRESTLING WITH IT. YOU HAVE EVERY YEAR AND I GREATLY APPRECIATE I ALWAYS KNOW THAT YOU REALLY ARE LOOKING AT IT. YOU KNOW, I KNOW THAT YOU ARE INVESTED IN TRYING TO DO WHAT'S BEST FOR OUR STUDENTS AND OUR COMMUNITY. SO THANK YOU. SO I GUESS I HAVE A COUPLE OF COMMENTS. ONE IS THAT I HAVE HEARD A LOT OF COMPLAINTS ABOUT HALF DAYS. AND I AM ASSUMING THAT THESE PEOPLE BY THIS POINT , NO, THAT IF YOU HAVE A HALF DAY COUNTS AS ONE OF THOSE 1 80.

IF YOU HAVE THE FULL DAY OFF, IT DOES NOT. SO MY QUESTION IS AND I DON'T KNOW, BECAUSE THEY HEARD YOU WERE A JUDGE ADDRESSING THIS , WOULD YOU RATHER HAVE THE FULL DAY OFF AND ADD AN EXTRA DAY ONTO THE SCHOOL YEAR? SO THERE'S NOT A FULL DAY OF INSTRUCTION. WHAT THEY NEED SO MANY PROFESSIONAL DEVELOPMENT DAYS DURING THE SCHOOL YEAR. THE 10 THE 10 PROFESSIONAL DEVELOPMENT DAYS ARE ALREADY ROLLED INTO THE CALENDAR. IF YOU LOOK AT THE PROPOSED CALENDAR DISCUSSION IT IS THE 10 STEP. PROFESSIONAL DEVELOPMENT DAYS ARE ROLLED IN. THE THREE HOUR EARLY DISMISSAL DAYS ARE IN ADDITION. TO THAT THEY'RE NOT REQUIRED BY THE STATE. SO I'M NOT SAYING TAKE ALL OF THEM AWAY. BUT I'M SAYING THIS 12 EXTRA DAYS FOR PROFESSIONAL DEVELOPMENT IS A LOT AND THAT IS INTERRUPTING THE TIME THAT WE HAVE TO INSTRUCT OUR STUDENTS 25 MINUTES A DAY ON A HIGH SCHOOL LEVEL. UM THEY HAVE 25 MINUTE CLASSES. BY THE TIME THEY GET IN AND SIT DOWN.

THEY'RE NOT LEARNING ANYTHING IN THAT IN THOSE TIME FRAMES, SO THAT'S 12 DAYS. THAT WE'RE LOSING INSTRUCTION. FOR THESE KIDS. SO NONE OF THE DISMISSAL DAYS ARE COUNTED AS PROFESSIONAL DEVELOPMENT. SO A COUPLE OF POINTS OF CLARIFICATION. THERE ARE NINE EARLY DISMISSAL DAYS THAT ARE EARLY DISMISSAL. PROFESSIONAL DEVELOPMENT. THE OTHER THREE ARE AROUND HOLIDAYS AND STAFF ARE LEAVING TOO, JUST SO THAT WE'RE ALL ON THE SAME PAGE AND THINKING ABOUT THE NUMBERS IN THE SAME WAY. THE PINK DAYS ARE FULL PROFESSIONAL DEVELOPMENT DAYS, I HAVE HAD THE JOY AND PLEASURE OF WORKING WITH THE CALENDAR FOR SEVEN YEARS NOW , UM, AND HAVE SEEN EVERY DIFFERENT PERSPECTIVE AND APPROACH TO THIS. RIGHT NOW, AND WHAT'S HAPPENED THE LAST COUPLE OF YEARS THE PINK, WHICH ARE THE FULL PROFESSIONAL DEVELOPMENT DAYS ARE DIVIDED INTO THE BEGINNING OF THE SCHOOL YEAR, THE END OF THE SCHOOL YEAR AND TO GIVE KIDS LONGER SPRING AND, UM, SPRING BREAK TO GIVE THE KIDS THAT FULL WEEK OF SPRING BREAK KIDS AND FAMILIES AND THE REASON WAS INSTEAD OF HAVING LIKE FIVE OF THOSE FULL PROFESSIONAL DEVELOPMENT DAYS JUST SPORADICALLY THROUGHOUT THE YEAR, BECAUSE THE FAMILIES FEEDBACK WAS THAT THEY DIDN'T WANT THAT FULL CLOSURE. SO THAT'S WHY THE FULL CLOSURE FOR PROFESSIONAL DEVELOPMENT HAS BEEN MOVED TO STRATEGICALLY TO THE BEGINNING THE END AND BY HOLIDAYS. VERSUS THE EARLY DISMISSAL DAYS, BUT THOSE WERE INTRODUCED OR THOSE HAVE BEEN IN PLACE BECAUSE YOU STILL NEED TO

[01:25:06]

PROVIDE STAFF WITH PROFESSIONAL DEVELOPMENT THROUGHOUT THE SCHOOL YEAR, BUT INSTEAD OF CLOSING FOR THE ENTIRE DAY FOR PROFESSIONAL DEVELOPMENT AND ASKING A PARENT TO FIND COVERAGE FOR A WHOLE DAY ON A FRIDAY AND IN JANUARY INSTEAD OF DOING THAT , THEY GET THAT EARLY DISMISSAL DAY, SO THEY STILL GET INSTRUCTION FOR PART OF THE DAY AND THEN THE PARENTS ARE ONLY RESPONSIBLE FOR PART UP PORTION OF THE DAY VERSUS A WHOLE DAY. DOES THAT HELP AT ALL? OR DID I JUST CONFUSE THINGS MORE? HELP ME UNDERSTAND, THOUGH, BECAUSE, UM YOU KNOW, I KNOW THAT LIKE ON THE CALENDAR COMMUNITY, IT WAS A REPRESENTATIVE FROM THE UAE, RIGHT? THE WHY THROUGHOUT THE COUNTY OFFERS UH, AFRICARE, EVEN ON EARLY DISMISSAL DAYS. ONE MY ONE OF MY KIDS WAS IN, UM I KNOW THAT THE DAY THAT SOME OF THE DAYCARES OR LEARNING CENTERS THROUGHOUT THE COUNTY. THEY OFFER SHUTTLE THE SHUTTLE SERVICES TO AND FROM SCHOOL FOR AFTERCARE AS WELL. HELP ME UNDERSTAND? UM CHILDCARE HAS BEEN A BIG DEAL IN MY FAMILY TO ALRIGHT, THAT'S THE BOTTOM LINE , BUT JUST TRYING TO UNDERSTAND THE PERSPECTIVE. UM. THAT I MAY BE MISSING LIKE, WHAT ARE WHAT ARE PARENTS SAYING AROUND CHILD CHILDCARE BECAUSE YOUR CHILD CARE IS AVAILABLE FROM WHAT I UNDERSTAND EVEN YOU KNOW, WITH THE EARLY DISMISSALS? WHAT AM I MISSING? FROM WHAT I UNDERSTAND FROM PEOPLE THAT I'VE TALKED TO, YEAH. THE HALF DAY MAKING SURE THAT FOR INSTANCE. SOME FAMILIES THAT I KNOW THEY HAVE OLDER CHILDREN THAT ARE THEN RESPONSIBLE FOR YOUNGER CHILDREN BECAUSE PARENTS CAN'T GET OFF THOSE DAYS BECAUSE IT'S SO FREQUENT, SO NOT NECESSARILY BEING IN A TALK CARE CENTER, BUT I'M TALKING ABOUT LIKE AN IN HOME. SITUATIONS WHERE THE KIDS ARE HOME WITH SIBLINGS. MHM AFTER SCHOOL AFTER SCHOOL RIGHT , SO IT CAUSES AN ISSUE FOR YOU KNOW, BECAUSE THEY CAN'T GET OFF WORK ALL OF THOSE DAYS TO BE HOME AND THEY DON'T HAVE CHILD CARE BECAUSE THEY'RE ABLE TO WORK. AROUND THE SCHOOL SCHEDULE IS CREATED ISSUE FOR THAT. OKAY FOR THE OLDER, OLDER KIDS NOT BE READY TO BE HOME IN THE AFTERNOON. SO I ALSO SEE TWO OF THE EARLY THREE OF THE EARLY DISMISSAL DAYS OR END OF QUARTER DAYS. AND SO THAT'S HELPING THE ELEMENTARY TEACHERS TO BE ABLE TO GET THEIR GRADES DONE. ALL TEACHERS. YEAH BUT I MEAN EFFECT . ELEMENTARY ALWAYS HAS LESS PLANNING TIME THAN THE MIDDLE AND HIGH SCHOOL SO I CAN SEE WHERE THAT WOULD BE A BIG ADVANTAGE TO THEM TO HAVE THAT HALF DAY FOR THE GRADES AND STUFF. I MEAN, I'M JUST TRYING TO UNDERSTAND AND LOOK AT DIFFERENT WAYS THAT WE COULD POSSIBLY SOLVE THIS SITUATION. UM. BUT I UNDERSTAND YOU'VE BEEN DOING THIS FOR HOW MANY YEARS WHICH MEANS NOBODY LIKES YOU AROUND THIS TIME OF YEAR. 50 50 OKAY, 50, EVEN ON A SNOW DAY, NOTHING PERSONAL AT ALL. I DON'T CRY ANYMORE. WORRY YEAH, I GET IT. OKAY? YES WE HAVE SOME MORE COMMENTS. JUST JUST A COUPLE OF THINGS THAT KIND OF EMERGED DURING THE CONVERSATION. ONE SO HAVING SPOKEN TO THE CECIL SUPERINTENDENT? I THINK DR PHILLIPS POINTED OUT. THEY START SEPTEMBER 1ST THAT WAS ACTUALLY COMPROMISED WHEN THINGS CHANGED ABOUT SUMMER THAT SUPER 10 ESSENTIALLY COMMITTED TO THE COMMUNITY HAD NEVER START BEFORE SEPTEMBER 1ST. THEY WERE GOING TO GO BEFORE LABOR DAY, BUT SO YOU'LL SEE. THEY'RE KIND OF AN UNUSUAL DISTRICT STARTING THAT DATE. UM BUT AGAIN, THAT WAS A COMPROMISE. SORT OF RETURNING FROM, AND SO THAT'S JUST SOMETHING THEY DO THERE, AND I'M NOT ADVOCATING ONE WAY OR THE OTHER FOR THAT, BUT THAT WAS INTERESTING TO NOTE. UM I WOULD MAKE THE CASE THAT THE THAT WE DO NEED MORE PROFESSIONAL DEVELOPMENT TIME. I DON'T LOVE HALF DAYS, EITHER FOR THAT. I WOULD RATHER SEE THE FULL DAYS.

BUT THAT IS A PROBLEM FOR IT DOES GIVE US THE TROUBLE ON THE CALENDAR, BECAUSE I THINK WITH THE YOU KNOW, THE FIRE HOSE HAS BEEN TURNED ON FROM THE BLUEPRINT WITH EVERYTHING I MEAN. PREPARING IF YOU THINK ABOUT THE ROLE OF THE TEACHER, YOU KNOW, PREPARING TO BE ON STAGE AND DELIVERING HIGH QUALITY INSTRUCTION EVERY DAY. THERE'S I DON'T I CAN'T THINK OF ANOTHER PROFESSION. WHERE PEOPLE ARE EXPECTED TO BE ON STATION PERFORMING AS MUCH AS THEY ARE WITHOUT THE TIME TO SORT OF RESET AND REBUILD AND DO THAT, AND, UM, I THINK MULTI TEACHERS WOULD TELL YOU THAT. I MEAN, IT'S AMAZING THAT THEY ACHIEVED WHAT THEY DO IN TERMS OF THE PREPARATION WITH THE TIME THEY HAVE AND HAVING TIME TO RESET AND REALLY AND YOU KNOW OUR ALL

[01:30:01]

OF OUR PLANNING. TIME IS SORT OF DIVIDED THREE WAYS BECAUSE THERE'S INDIVIDUAL PLANNING TIME. THERE'S THE SCHOOL BASED PLANNING. TRAINING TIME. AND THEN THERE'S THE CENTRAL OFFICE BASED AND AGAIN. EVERYONE HAS DIFFERENT OPINIONS OF THOSE, YOU KNOW, DEPENDING ON WHO YOU ASK TO TELL YOU, WHICH ONES THEY VALUE THE MOST, BECAUSE ESSENTIALLY, WE HAVE MANDATES AS WELL THAT, UM YOU NEED TO BE SHARED. THERE'S SOME THINGS THAT ARE A LITTLE MORE BUREAUCRATIC.

WE'VE GOTTEN BETTER DOING VIDEOS AND STUFF LIKE THAT. UM BUT THERE, BUT THERE'S A LOT BECAUSE ONE THING THAT I STRUGGLE WITH THE LEGISLATURE ON IS THEY NEVER HAD A DOLLAR FOR DOLLAR AMOUNT WHEN THEY PUT IT INTO LAW THAT SAYS, YOU NEED TO TRAIN EVERYONE IN YOUR DISTRICT ON X AND FILL IN THE BLANK. AND THAT LIST IS VERY LONG. AND UM, YOU KNOW, SO JUST SQUEEZING THAT INTO THE TIME IS SORT OF FRUSTRATING FOR EVERYONE. AND THEN IT ALL COMES FROM TRYING TO FIX SOMETHING AND TRYING TO DO SOMETHING BETTER FOR KIDS OR FOR SCHOOLS. BUT BASICALLY THAT THE BURDEN LANDS ON TEACHERS WHO HAVE VERY LITTLE TIME FOR THIS PLANNING, AND SO WORKING ON PLANNING TIME IS SOMETHING THAT NOT JUST PLANNING , BUT ALSO TRAINING TIME IS SOMETHING THAT WE NEED TO CONTINUE TO FOCUS ON. BUT WE ALSO NEED TO THINK OF HOW WE DO THAT. WITHOUT PROVIDING THAT SORT OF DISRUPTION TO PARENTS SCHEDULES AND THOSE SORTS OF THINGS, WHICH IS HARD BECAUSE WE'RE KIND OF CASTLE IN CONFLICT WITH THAT. ONE THING ABOUT THE ALIGNMENT WITH HARFORD COMMUNITY COLLEGE. RIGHT NOW. ALL OF THE HCC COURSES ARE TAUGHT STRICTLY BY HCC FACULTY. AND NOW THAT'S NOW THERE'S A MODEL THAT USED MANY OF THE PLACES AND IN FACT, THE HCC. HTTPS. I'VE HEARD THIS FROM OUR ASSOCIATION. THAT. WE WOULD ACTUALLY LIKE OUR TEACHERS TO BE TEACHING SOME OF THOSE COURSES, PARTICULARLY IF THEY'RE TAUGHT IN THE ACTUAL HIGH SCHOOLS, AS OPPOSED TO ON CAMPUS. AND THAT'S A MODEL THAT'S USED AROUND THE COUNTRY, BUT IT DOES. THERE'S A LOT OF STEPS AND WE HAVEN'T GOTTEN THERE YET BECAUSE THIS IS, UM THERE'S A NUMBER OF THINGS TO COLLEGE NEEDS TO ESSENTIALLY CERTIFY THEM AS TEACHERS. WE HAVE TO WORK OUT THE FINANCIAL ARRANGEMENT WITH TUITION AND ALL THESE THINGS. ARE WE PAYING AS MUCH IF WE'RE DOING THE TEACHING? UM THE PROBLEM IS IF WE DON'T. THAT WILL BE A MUCH HARDER THING FOR US TO SOLVE.

YES UM, WE'RE NOT ON A MORE SIMILAR COUNTER BECAUSE IT'S UNLIKELY THAT ANY OF OUR TEACHERS WOULD ONLY TEACH HCC COURSES. SO IF THEY WERE TEACHING HCC AND HAD TO COME IN THAT WE GET AHEAD OF TIME. BUT THEN THEY WERE RESPONSIBLE FOR KIDS AND THEIR NON HCC COURSES AT THE END OF THE SCHOOL YEAR IS ALREADY OUT. THAT'S JUST GOING TO CREATE ANOTHER. KIND OF LOGISTICAL CHALLENGE. IT WILL MAKE IT HARDER FOR US TO GET TO THAT PLACE WHERE I MEAN, I HAVE HEARD THAT SOME OF OUR TEACHERS WANT TO BE TEACHING HCC COURSES, WHICH AGAIN WE SUPPORT THE COLLEGE SUPPORTS, BUT THE LOGISTICS WOULD BE ALMOST IMPOSSIBLE IF YOU WEREN'T THE SAME SCHEDULE. UM AND. NOW THAT WAS KIND OF A BIG ONE, BUT WELL , THE REASON THAT'S GOING TO BECOME A BIGGER DEAL AS EVERYONE HEARD. ALL OF THE COMMUNITY. COLLEGE COURSES ARE NOW ACROSS THE STATE OF MARYLAND FREE, TOO. STUDENTS ENROLLED IN PUBLIC HIGH SCHOOL. UM WHICH MEANS WE'VE SEEN. INCREASES IN STUDENTS TAKING THE COMMUNITY COLLEGE COURSES THROUGH DUAL ENROLLMENT.

UM BUT I SUSPECT THAT NUMBER IS GOING TO GO UP SIGNIFICANTLY QUICKER AND IT'S GOING TO PUT IT STAFFING CHALLENGE ON HCC, THE SOVIET URGENCY FOR US TO SOLVE THIS QUESTION. OF HOW DO WE GET OUR FOLKS TO BE CERTIFIED TO TEACH THOSE COURSES SO IT'S NOT KIND OF CUTTING INTO OUR STAFF THERE? UM. AND SO THAT'S JUST THAT'S A CHALLENGE THAT'S COMING OUR WAY. WE HAVEN'T I MEAN, THIS IS WHAT? BECAUSE THE CALENDARS AREN'T ALIVE. ONE OF THE REASONS WE HAVEN'T FIGURED THAT OUT, BUT THERE'S A NUMBER OF OTHER THINGS, TOO, IN TERMS OF BECAUSE THERE'S ALSO REQUIREMENTS FOR THEIR NUMBER OF GRADUATE CREDITS IN THE AREA. SO THERE'S A LOT OF OTHER THINGS THAT THIS IS SORT OF STUCK ON. BUT I WANTED TO PUT THAT OUT THERE AND THEN EDITORIAL EDITORIALLY. I'LL JUST ADD ONE OF THE THINGS SO OCTOBER. 20TH ISN'T JUST THE TEACHERS UNION AWARE BECAUSE OUR PRINCIPLES AND OUR SISTER PRINCIPLES THERE'S CONFERENCES USUALLY AROUND THAT FOR ALL OF THEM TO AND THAT IS THAT IS A BIG THAT IS A BIG TRAINING TIME AND IT IS IMPORTANT TO HAVE THAT TIME AND WE TRY TO HONOR THAT AS BEST WE CAN, BUT AGAIN. THEY DON'T ALWAYS GIVE US THE HEADS UP ABOUT THE DATE FOR SURE. UNTIL SOMETIMES IT'S TOO LATE. SO I JUST WANT TO PUT THAT OUT THERE ALSO, BUT THOSE WERE MY COMMENTS BASED ON JUST THE DISCUSSION. I'VE HEARD UP TO THIS POINT. SO, SEAN. THAT A LOT OF THAT ALIGNMENT WITH HTC TIMELINE FOR THAT. YOU KNOW, WE SHOULDN'T BE TRYING TO ALIGN WITH THAT NOW FOR A PROJECT THAT MAY NOT COME TO FRUITION FOR ANOTHER 3 TO 5 YEARS. WELL THE COURSES JUST BECAME FREE. SO WE'RE SEEING ME AND ROBIN THAT HAPPENED IMMEDIATELY TEACHING CERTIFYING OUR TEACHERS. UM YOU KNOW, UNTIL WE KNOW THAT THERE'S AN ACTUAL PROGRAM IN PLACE TO CERTIFY THESE FOLKS, I DON'T THINK IT SHOULD BE FACTORING

[01:35:01]

THAT IN OUR DECISION, SO WE HAVE SOME PEOPLE WHO ARE ALREADY ALREADY MEET. DID IT. SOME WILL TAKE A FEW YEARS. SOME COULD START TOMORROW. IF WE WORK OUT THE LOGISTICS WITH THE COLLEGE IF THAT MAKES SENSE, DEPENDING ON THE COURSE. UM SO THAT CREDENTIAL ELEMENT OF THAT. YES ACCORDING TO MY CONVERSATIONS WITH DR FELDER. A STUDENT. BUT SORRY TEACHER NEEDS A CERTAIN NUMBER OF GRADUATE CREDITS IN THE FIELD THAT THEY'RE TEACHING . NOW OUR TEACHERS GENERALLY DON'T, FOR EXAMPLE, NOT VERY FEW OF OUR MATH TEACHERS HAVE GRADUATE CREDITS AND MATH. A LOT OF THEM GOT THEIR UNDERGRADUATE DEGREES IN MATH THEY HAD. YOU KNOW, IF THEY'VE GOTTEN GREG GRADUATE WORK, IT'S BEEN SOMETHING ELSE, LIKE LEADERSHIP OR CURRICULUM OR SOMETHING LIKE THAT. SO IN TERMS OF TEACHING HTC MATH COURSES. WE HAVE VERY FEW PEOPLE. WILL THERE BE A TIMELINE? UM BUT OUR TEACHERS WHO TEACH THE TAN, FOR EXAMPLE THAT THE TEACHERS ACADEMY PROGRAM ALL OF OUR FOLKS ARE SET. WE HAVE MANY, MANY PEOPLE ALREADY WHO MET THE CERTIFICATION REQUIREMENTS FOR TEACHING A COLLEGE COURSE AT THAT LEVEL. SO IT REALLY DEPENDS ON THE COURSE. SO THIS ISN'T A 3 TO 5 YEARS THING. I MEAN, THIS COULD BE WORKED OUT THIS YEAR OR THE LATEST OVER THE SUMMER TO START THAT TO TRY TO GET OUR STAFF INTO THOSE TEACHING ROLES.

UM, AS SOON AS WE POSSIBLY CAN, BECAUSE JUST LIKE I MEAN, ACTUALLY SEE WHAT WHAT WILL ALSO BE STRUGGLING TO KEEP UP WITH DEMAND IF WE HAVE AS MANY NEW STUDENTS COMING INTO DONNA ROMANUS EXPECT. CAN I MAKE A COMMENT? UM IN MY PERSONAL EXPERIENCE WITH THE HTC DUAL ENROLLMENT. UM A LOT OF THE CLASSES ARE VIRTUAL. SO EVEN IF THEY ARE IF WE DO START AFTER LABOR DAY. UM THEY CAN STILL LOG ON AND PARTICIPATE WITH HCC CLASSES, EVEN THOUGH, BECAUSE THAT'S WHAT MY SON HAD TO DO. HIS CLASS STARTED PRIOR TO LABOR DAY. SO A LOT OF THE A LOT OF FRIENDS AND A LOT OF KIDS HAD TO WALK ON PRIOR TO THE ACTUAL FIRST DAY OF HCPS SCHOOL, UM, TO DO HTC SCHOOLBOY, SO AND THEN. THE IN PERSON AGAIN. THEY STILL THEY CAN MEET IN PERSON AT HCC, EVEN IF THE. HCPS SCHOOL SYSTEM ISN'T IN SESSION. YEAH. FOR THE STUDENTS THAT I MEAN THE BIGGER ISSUE WOULD BE SINKING AND TEACHER SCHEDULES BECAUSE IF THE TEACHER DOESN'T TEACH ALL OF ONE OF THE OTHER BECAUSE WHEN THEY REPORT IN THEIR THEIR SERVICE DAYS WOULD BE THROWN OFF BY HOWEVER MANY DAYS THE DIFFERENCES IN OUR CALENDAR AND WITH THE STUDENTS, THERE'S ONE OTHER THING THAT COULD HAPPEN WITH THE STUDENTS. IS THE BLUEPRINT LANGUAGE AROUND THE DOOR. ROMAN COURSES IS THERE'S A SUGGESTION IN THERE THAT ABOUT TRANSPORTATION, WHICH WASN'T ON THE TABLE FOR THIS YEAR. I JUST SAW MR BROWN SORT OF TWITCHED THERE. UM, BUT THE THERE. THAT IS A QUESTION HAPPENING AMONG SUPERINTENDENTS IS WHETHER WE'RE SUPPOSED TO BE PROVIDING TRANSPORTATION FOR ALL THESE DO ENROLLMENT COURSES THAT AND SO AGAIN, THAT WOULD JUST EXTEND THE TIMELINE FOR THAT BECAUSE WE HAVE A RESPONSIBILITY TO TRANSPORT STUDENTS IN THESE COURSES IF THEY'RE NOT VIRTUAL UM SO THAT'S JUST IT'S JUST A COMPLICATION AGAIN. WE CAN FIND SOLUTIONS ARE JUST THIS JUST A COMPLICATION. THE PERCENTAGE OF OUR STUDENTS IT WOULD BE LIKELY TO PARTICIPATE IN DUAL ENROLLMENT. UM I DON'T REMEMBER THE NUMBERS OFF AND WE HAD. NOW I'M GUESSING I LOOKED AT THE DATA, BUT I TEND TO LOOK AT IT ALL TOGETHER. UM IT'S I WANT TO SAY WE HAD ABOUT 40% OF BETWEEN 30 AND 40% OF OUR SENIORS TOOK AT LEAST ONE DUAL ENROLLMENT COURSE. BY THE TIME THEY SAID NO SENIORS. ONE OF LAST YEAR'S GRADUATES. IT WAS BETWEEN 30 AND 40% WHO HAD TAKEN OF COURSE BEFORE GRADUATING, MEANING THEY COULD HAVE TAKEN IT IN THEIR JUNIOR YEAR. THE SENIOR YEAR INVOLVED UM SO IF YOU WANT A ROUGH NUMBER RIGHT NOW, WE'RE A LITTLE OVER 30% OF OUR SENIORS TAKING THIS AND THEIR SENIOR YEAR. UM I WOULDN'T BE SURPRISED TO SEE THAT. BE THE QUICKEST GROWING AREA. THAT'S ONE OF THE NORTH STAR TARGETS. I SEE. I SEE THAT GROWING PRETTY QUICKLY, PARTLY BECAUSE IT'S NOW COMPLETELY FREE. SO IF WE ALIGNED WITH HARTFORD FROM THE SCHEDULE STANDPOINT. DO YOU FORESEE? YES, HAPPENING QUICKER.

IN TERMS OF. WE'RE GOING TO KEEP WORKING TOWARD IT ANYWAY. THEY JUST WOULD BE ANOTHER COMPLICATION. WE HAVE TO SORT OUT SO WE'RE GOING TO KEEP WORKING TOWARDS THIS. I HOPE THAT CALENDAR ISN'T THE STUMBLING BLOCK BUT PROBABLY WILL MAKE IT HARDER. FOR US TO IDENTIFY TEACHERS. IF THERE ARE , YOU KNOW, BECAUSE WE HAVE TO WORK OUT. I DON'T EVEN KNOW WHAT THE ACCOMMODATION LOOKS LIKE. AND I SURE MR RICHARDSON DOESN'T WANT ME TO GET INTO NEGOTIATING

[01:40:02]

SIDE OF THAT, BUT, UM, THERE'S A THERE'S A LOT TO BE DISCUSSED THERE WITH YOU KNOW THEIR DUTY DAYS AND THOSE SORTS OF THINGS THAT WOULD GET TRICKY. ANY OTHER DISCUSSION. SO RIGHT NOW. WE NEED TO HAVE A MOTION ON THE TABLE. VOTE. DO I HAVE A MOTION? TO ACCEPT THE CALENDAR AS PROPOSED. MOTION TO ACCEPT THE CALENDAR AS PROPOSED SECOND THANK YOU. WE HAVE A MOTION AND A SECOND, SO. MR ALAN, WOULD YOU DO A ROLL CALL VOTE ON THIS. ALVAREZ. NO, I DON'T LIKE THE HALF DAYS THAT ARE PROPOSED. FIRST, YES. THIS ONE? NO. DR HAROLD YES. PERRY. YES. DR PHILIP YES. MR RICCARDI. THIS, RICCARDI. NO. MS BLANKEN. YES. PRESIDENT SEWELL. YES. PRESIDENT MUELLER. YES. QUESTION PASSES WITH SIX AFFIRMATIVE VOTES AND ONE PREFERENTIAL STUDENT MEMBER VOTE. THANK YOU. THANK YOU. THANK YOU. HMM. SO NEXT. I'D LIKE TO CALL ON MR CORNELL BROWN

[F. Decision on FY 2024 Capital Improvement Program , Mr. Cornell Brown, Assistant Superintendent for Operations, Ms.Patti Jo Beard, Executive Director of Facilities Management, Mr. Chris Morton, Supervisor of Planning andConstruction, Ms. Missy Valentino, Facilities Planner]

AND HIS EQUALLY EXCITING TEAM. TO COME IN AND GIVE US THE CAPITAL IMPROVEMENT PROGRAM FOR FISCAL YEAR 2024. THAT WAS RIVETING. OH, THANK YOU. SO I'M GOING TO GET BETTER.

IT'S ONLY GONNA GET BETTER PRESIDENT MUELLER VICE PRESIDENT SO SUPERINTENDENT ON BOTH MEMBERS OF THE BOARD, MY NAME IS CORNELL BROWN. I'M THE ASSISTANT SUPERINTENDENT FOR OPERATIONS.

JOINING ME THIS EVENING FOR TONIGHT'S CONVERSATION AND PRESENTATION. WE HAVE MR CHRISTOPHER MORTON. HE'S OUR SUPERVISOR OF PLANNING CONSTRUCTION AND MISS MISSY VALENTINO. SHE'S A FACILITY PLANNER. UM TONIGHT'S PRESENTATION IS THE SIX PRESENTATION OF OUR 2020 CAPITAL IMPROVEMENT PLAN. THE FIRST THREE, UM, PRETTY MUCH FOCUSED ON UM, THE STATE FUNDED PROJECTS. AND IN SEPTEMBER AT THE SEPTEMBER BOARD MEETING, THE BOARD APPROVED THOSE PROJECTS THAT WE HAD TO SUBMIT TO THE STATE AND I TOBER FOR FUNDING.

UM THEN THE FOLLOWING. THREE FOCUSES ON THE LOCALLY FUNDED PROJECTS WHERE THERE IS NO STATE PARTICIPATION. UM SO, UM, WE'RE GONNA GO THROUGH THE PRESENTATION BECAUSE WE HAVE A NEW BOARD MEMBERS HERE. UM THAT'S UH, YOU KNOW, RECEIVING THIS INFORMATION FOR THE FIRST TIME. AND, UM, ON THE FIRST TIME WE'RE ASKING THE BOARD TO MAKE A DECISION. UM TONIGHT AND TO VOTE ON THE, UM YOU KNOW, CAPITAL BUDGET, THE LOCALLY FUNDED BUDGET THAT WOULD BE SUBMITTED TO OUR COUNTY EXECUTIVE ALONG WITH THE OPERATING BUDGET ONCE THE BOARD TAKES ACTION ON THAT, UM, AND THE START OF 2023. SO WITH THAT WE'LL TURN IT OVER TO MS VALENTINO. SHE'S GOING TO WALK US THROUGH, UM THIS EVENING'S PRESENTATION, AND THEN WE'LL BE HERE TO ANSWER ANY QUESTIONS THAT YOU HAVE IN HOPES THAT WE COULD, YOU KNOW, REACH A DECISION TONIGHT. SO WITH THAT.

GOOD EVENING. UM SO I'M GONNA START OFF WITH JUST EVERY CAP OF THE SIP PROCESS. AND REALLY THE SLIDE SHOWS IT IN A LINEAR FASHION, BUT IT'S AN ONGOING CYCLE. WE ARE CONSTANTLY IN SIPPY SEASON. UM REALLY, IF YOU LOOK AT THE, UM, TIMELINE HERE WE HAVE, UM THE EDUCATIONAL FACILITIES, MASTER PLAN AND THE COMPREHENSIVE MAINTENANCE PLAN, WHICH THE BOARD APPROVES IN, UM JUNE. TO SUBMIT TO THE STATE. THERE'S KIND OF ARE THE STARTING GROUND FOR BOTH ARE MAJOR CAPITAL PROJECTS. THERE'S AN OUTLINE OF THE MAJOR CAPITAL PROJECTS. UM AND ALSO JUST A

[01:45:01]

DETAIL OF OUR COMPREHENSIVE MAINTENANCE PLAN, BUT WE ALSO HAVE SOME ADDITIONAL ACADEMIC AND REGULATORY REQUIREMENTS AND WE START THAT PROCESS AND EARLY SPRING REALLY MEETING WITH STAKEHOLDERS TO DISCUSS THE NEEDS. AND THEN WE DO HAVE OUR INITIAL BOARD PRESENTATION IN JULY. UM THAT PRESENTATION IS FOCUSED MORE ON THOSE LARGER PROJECTS THAT WE ARE SUBMITTING FOR STATE FUNDING, AND THEN WE CONTINUE THROUGHOUT THIS CYCLE. WE DO REQUEST APPROVAL FOR STATE SUBMISSION IN. AUGUST FOUR SEPTEMBER SUBMISSION UM AND THEN WE MOVE THEN AND PUT OUR FOCUS MORE TOWARDS THOSE LOCAL ONLY NEEDS BECAUSE THAT'S A DIFFERENT TIMELINE FOR SUBMISSION REQUIREMENTS. AND WE AIM TO SUBMIT THERE'S AS MR BROWN SAID IN JANUARY. UM PREVIOUSLY APPROVED FOR THE STATE'S MISSION . THE INITIAL INITIAL SUBMISSION WAS OCTOBER 4TH AND AMENDMENTS WERE MADE NOVEMBER 30TH. BASED ON SOME BUDGET ADJUSTMENTS. UM THOSE MAJOR PROJECTS, UM, INCLUDE THE HARVARD TECHNICAL HIGH SCHOOL LIMITED RENOVATION PROJECT, AND THAT IS THE SECOND YEAR OF A THREE YEAR FUNDING REQUESTS. THE HEAVY DEGREES ELEMENTARY SCHOOL ROOF REPLACEMENT PROJECT. AND THEN THE ABERDEEN MIDDLE SCHOOL SYSTEMIC PROJECT, WHICH IS THE FIRST YEAR OF THE SET OF TWO YEARS AND WE ARE ALSO REQUESTING LOCAL PLANNING APPROVAL FROM THE STATE AND THAT KIND OF LOCKS IN THE STATE'S COMMITMENT TO FUNDING THAT PROJECT FOR THE HARTFORD ACADEMY AT CAMPUS HILLS PROJECT. THE OTHER RECOMMENDATION WE ARE MAKING BASED ON THE TIMELINE OF THE HOMESTEAD WAKEFIELD PROJECT. BEING DEFERRED IS. DEFERRING THAT SECONDARY REQUEST FOR THE REMAINING FUNDS NEEDED TO COMPLETE THAT PROJECT. TO FY 25 TO FREE UP SOME CAPITAL FOR THE OTHER ITEMS THAT WE HAVE IN OUR PRIORITY LIST. SO I WANTED TO GO THROUGH A LITTLE BIT OF THE PRIORITIZING THAT WE GO THROUGH, SO WE MEET THROUGHOUT THE YEAR COLLECT ALL OF THE NEEDS DOCUMENT THE NEEDS. WE SPENT A LOT OF TIME BUILDING SCOPE. AND GETTING AN ESTIMATE FOR THOSE, BUT THEN WE ALSO HAVE TO LOOK AT ALL THE NEEDS AND DETERMINE WHICH WHAT YOU'RE THE HIGHEST PRIORITY IN WHICH ARE THE LOWEST PRIORITY. UM SO WE'VE DEVELOPED A DECISION MATRIX ON THAT. AND I DID PROVIDE A DETAILED DOCUMENT KIND OF OUTLINE HOW HOW THOSE ARE ACTUALLY RANKED AND GRADE IT , BUT BASICALLY, WE LOOK AT DIFFERENT CATEGORIES. HOW IT IMPACTS THE WHETHER IT'S AN ACADEMIC REQUIREMENT OF FACILITY REQUIREMENT. WE'RE ALSO LOOKING AT ANY TYPE OF PROGRAM IMPACTS IF IT'S A SAFETY CONCERN THAT THE SCHOOLS ARE HAVING UM AND ALSO ENROLLMENT CAPACITY CONCERNS. THOSE ARE SOME OF THE MAJOR ISSUES THAT WE'RE LOOKING AT. WE LOOK AT IT IF A PROJECT IS ELIGIBLE FOR STATE FUNDING, THE AMOUNT OF LOCAL FUNDING THAT WE MAY RECEIVE UM AND THEN WE ALSO LOOK AT THE LEVEL OF NEED. IS THIS A CURRENTLY CRITICAL ITEM? IS THIS POTENTIALLY CRITICAL NECESSARY OR A RECOMMENDATION FOR STANDARD REPLACEMENT CYCLE? UM THEN THOSE ARE GROUPED BY THAT LEVEL OF NEED. UM, THIS ALLOWS ITEMS THAT MAY NOT GET A SCORED SOME OF THOSE OTHER CATEGORIES. BUT THEY'RE CRITICAL NEED FOR OUR SYSTEM TO BE BROUGHT UP INTO THAT CATEGORY, AND THEN THEY ARE THEN PRIORITIZED, ACCORDING TO THAT OVERALL SCORING SYSTEM. UM AND I DID PROVIDE THE ACTUAL SCORES WITH THE UPLOAD TO ALL THE DOCUMENTS AND IN THE PUBLIC SHOULD ALSO HAVE ACCESS TO ALL OF THAT, SO THEY CAN SEE HOW EACH PROJECT WAS SCORED AND THEREFORE RANKED UM, I WON'T READ ALL OF THESE. BUT YOU WILL SEE THIS HERE IS THE CURRENTLY CRITICAL WE HAVE 12 CURRENTLY CRITICAL ITEMS, ONE OF WHICH HAS BEEN A LARGE PRIORITY WAS THE SPECIAL EDUCATION FACILITY IMPROVEMENTS AND WE ALSO HAVE OUR BLUEPRINT CREEK. UM WORK. THIS IS MAINLY EXPANDING OUR HALF DAY PROGRAMS TO FULL DAY AND COMING UP THE SPACE FOR THAT. UM WE ALSO HAVE TECHNOLOGY , EMERGENCY SYSTEMS AND STANDARD THINGS. WE ALSO HAVE A SENATE BILL 5 28 CLIMATE SOLUTIONS NOW THAT'S FOR CONSULTING SERVICES TO LOOK AT CONVERTING OUR BUS FLEET TO ELECTRIC. UM AND THEN THERE'S A FEW OTHER THINGS HERE.

NEXT WE HAVE THE POTENTIALLY CRITICAL ITEMS AGAIN. I WON'T READ THROUGH ALL THESE. I DO WANT TO POINT OUT THE HEALTHY SCHOOLS AT NORTH HARFORD HIGH SCHOOL ENERGY RECOVERY UNITS. UM SO THE HEALTHY SCHOOLS IS A FORM OF STATE FUNDING THAT WE RECEIVED, UM, PREVIOUSLY THAT WAS ALIGNED WITH HER CAPITAL. UM, CYCLE, HOWEVER, THEY CHANGED THE TIMELINE FOR SUBMISSION. IN

[01:50:03]

ORDER TO QUALIFY FOR THAT FUNDING. YOU NEED TO HAVE YOUR LOCAL MATCH FOR THAT. UM SO WE'RE REQUESTING HERE LOCALLY ARE LOCAL MATCH AND WILL BE ABLE TO REQUEST THAT STATE PORTION IN THE SPRING WHEN THEY OPEN THAT PROCESS UP. SO THAT TOTAL NUMBER THERE FOR THAT STATE IS NOT INCLUDED IN THE TOTAL STATE. I JUST WANTED TO MAKE THAT CLEAR. UM THEN WE HAVE OUR NECESSARY ITEMS. AND THEN FINALLY WE WILL HAVE AND WE CAN ANSWER ANY QUESTIONS. I JUST DON'T WANT TO READ OFF OF THESE SLIDES. AND THEN WE HAVE OUR RECOMMENDED ITEMS. UM, JUST TO SUMMARIZE ALL OF THAT THE CURRENTLY CRITICAL TOTAL NEED AS $22,888,000. POTENTIALLY CRITICAL 8,335,600.

NECESSARY 4,000,200. YEAH $4,940,000. AND RECOMMENDED $1,673,000. TONIGHT WE ARE REQUESTING FOR THE LOCAL PORTION . 37,000,836 $600,000. UM AND WITH THAT WE CAN OPEN IT UP TO DISCUSSIONS AND QUESTIONS. GO DOWN. MUST MRS ALVAREZ. UM YEAH, I'M JUST LOOKING AT THE NUMBERS . I'M CHECKING. YOU KNOW, I'M NEW HERE, SO I GET IT THERE. SO IN ALL OF THE REQUESTED, THERE'S NO LIKE IN, YOU KNOW, AND ALL OF THE CRITICAL THERE'S NO STATE REQUESTED SO LOCAL REQUESTED. SO WHAT YOU'RE DOING IS JUST BRINGING IN FRONT OF THE BOARD WHAT YOU'RE REQUESTING LOCALLY, THEN WE GET TO SLIDE. UH, 11 OR 41, DEPENDING ON WHERE YOU'RE LOOKING AT IT, AND THEN WE HAVE STATE ELIGIBILITY, SO I SAW THE STATE ELIGIBILITY DOES THAT GO TOWARDS THE THINGS THAT YOU'RE REQUESTING, LIKE WITH. WHERE DOES THE STATE MONEY AND THE LOCAL MONEY KIND OF GET SURE, SO THERE'S ONLY CERTAIN PROJECTS ARE ACTUALLY ELIGIBLE FOR STATE FUNDING. MOST OF THESE WHAT WE ARE CALLING OR WHAT? WE'RE HERE ASKING FOR APPROVAL FOR TODAY, AND WE REFER TO HIM AS BELOW THE BELOW THE LINE ITEMS. THE STATE PROJECTS THAT ARE ELIGIBLE FOR FUNDING OR THERE'S LARGER SYSTEMIC PROJECTS. UM SCHOOL REPLACEMENTS. WE TYPICALLY DO ROOF REPLACEMENT EACH YEAR. UM, SO THOSE ARE THE ONES THAT WE HAVE ASKED FOR APPROVAL FOR IN THE PAST, THE ONES THAT YOU SEE HERE THERE IS ONE THAT SHOWS A STATE PORTION. SO IN ORDER TO QUALIFY, IT IS A 63 37% MATCH.

STATE AND LOCAL SO ANY PROJECT THAT WE'RE REQUESTING LOCAL FUNDING OUR STATE FUNDING FOR.

THE STATE ELIGIBLE AND WHAT AMOUNT IS 63% AND THE LOCAL WOULD BE 37% OF THAT TOTAL.

THAT'S AN ELIGIBLE CAUSE. BUT IS THAT WHOLE OTHER TOPIC, BUT SO AT THE SEPTEMBER MEETING, THE BOARD TOOK ACTION ON THE STATE ELIGIBLE PROJECTS ALREADY, SO WE ALREADY RECEIVED THE BOARD'S APPROVAL FOR THE FUNDING WE'RE REQUESTING FOR THOSE STATE FUNDED PROJECTS AND THE FIRST WEEK OF OCTOBER, WE HAD TO SUBMIT THOSE TO THE STATE. SO THEY'RE DO EVERY YEAR TO THE STATE BY OCTOBER OCTOBER, SO WE SEPARATE OUR ACTION FROM THE BOARD AND WE OVER THE SUMMER. WE JUST TALKED ABOUT PROJECTS LIKE THE HOMESTEAD WAKEFIELD PROJECT . UM HARFORD TECH. HAVE A GREAT ROOFING ABERDEEN MIDDLE, YOU KNOW, SO THOSE ARE THOSE PROJECTS THAT REQUIRES STATE ACTION. BECAUSE THEIR PROCESS STARTS SOONER THAN OUR YOU KNOW, COUNTY GOVERNMENT STARTS THEIR DELIBERATION ON CAPITAL FUNDING OR BUDGET DECISIONS, SO THAT WILL BE EVERYTHING WILL BE SUBMITTED TO OUR COUNTY EXECUTIVE ALONG WITH THE OPERATING BUDGET AND OF JANUARY BEGINNING OF FEBRUARY, AND THEN IN APRIL. THE COUNTY EXECUTIVE PRESENTS HIS BUDGET. MHM TO THE COUNTY COUNCIL. SO I GUESS WHAT I'M TRYING TO, I GUESS UNDERSTAND AS THE THINGS THAT COME DOWN FROM THE STATE AS REQUIREMENTS TO OUR LOCAL SCHOOL IS THAT TAKEN INTO CONSIDERATION IN THE FUNDING OF THOSE ITEMS? FOR THOSE, YES PRINT, FOR INSTANCE, OR THE SENATE BILL 5 28 AND YOU KNOW THINGS LIKE THAT IS THAT I MEAN, IS THAT IS THERE ANY CONSIDERATION OF THINGS THAT COME DOWN FROM THE STATE AS OKAY, SO THE STATE OF MARYLAND IS VERY UNIQUE WITH THE CONSTRUCTION PROGRAM. THERE'S 24 L E. A S IN THE STATE WHERE ONE OF THOSE HARFORD COUNTY'S AND ALL THE ASYSTOLE COUNTIES AND ALLIE A MONTGOMERY COUNTY ONE AND ONE THERE'S $280 MILLION THAT'S AVAILABLE, UH, HAS BEEN FOR THE LAST 10 YEARS THAT SPLIT AMONGST ALL THE L E. A S AND EVERYBODY PUTS THEIR PRIORITIES FOR IT. NOW WE'VE GOT MORE SUPPORTS MY THE TYPICAL CAPITAL

[01:55:04]

FUNDING, BUT SECURITY INITIATIVES HEALTHY SCHOOLS THE BILL TO LEARN ACT, SO THEY HAVE HAD ADDITIONAL STATE FUNDING AVAILABLE FOR VARIOUS PROGRAMS THAT YOU CAN APPLY. BUT WHAT MISS, HE SAID IS IT TAKES A MATCH, SO YOU HAVE TO HAVE YOUR LOCAL SUPPORT TO BE ABLE TO GET THE STATE MONEY. BUT THERE'S LIMITS TO HOW MUCH STATE MONEY IS AVAILABLE TO EACH. L D. A UH , IT'S NOT AN EXACT SCIENCE BECAUSE THEY DO TRY TO MOVE THOSE PROJECTS FORWARD THAT ARE MOST NEEDED BY ANY SCHOOL SYSTEM . SO ONE YEAR, A SMALL COUNTY LIKE CAROLINE COUNTY OR WHATEVER THEY MIGHT NEED A REPLACEMENT ELEMENTARY SCHOOL. THEY'VE BEEN WAITING FOREVER. SO THAT MAYBE THE TOP AND EVERYBODY ELSE MIGHT GET A LITTLE LESS, YOU KNOW, IS IT AH SO NOT EVERYTHING THAT THE STATE PUTS THROUGH IS 100% FUNDED. THERE ARE UNFUNDED MANDATES. OKAY AND THEN I'M LOOKING LOOKING AT THE AMOUNT THAT WAS IN THE BUDGET LAST YEAR . UM WHICH, IF I LOOKED AT THE RIGHT NUMBER, I'M NOT SURE IF I DID, BUT IT WAS 29 A HALF MILLION ROUGHLY UM, SO THIS YEAR , THERE'S A SIGNIFICANT INCREASE IN THE NUMBER. UM SO YOU KNOW, IT'S THEIR CONSIDERATION TAKEN INTO YOU KNOW, MAINTAINING, UM, EXPENDITURES OVER THE YEAR OR IS THERE A SURPLUS THAT'S GOING TO BE USED? OR WHERE IS THAT MAKEUP GOING TO COME FROM? SO THE CAPITAL IS FUNDED BY THE LOCAL JURISDICTION BY OUR COUNTY EXECUTIVE. AND THEY CHOOSE WHICH PROJECTS THEY WILL FUND, SO IT'S NOT. WE'RE GOING TO FUND EVERYTHING OR WE'RE NOT GOING TO FIND ANYTHING. IT'S MORE. I MEAN , THEY COULD TAKE OUR LAST PRIORITY IF THEY WANTED TO, AND FUND THAT AND NOT, YOU KNOW OUR NUMBER ONE PRIORITY THAT THAT'S REALLY A DECISION THAT'S MADE. OKAY THE CANDY EXACT LEVEL. OKAY AS RELATED TO THE BLUEPRINT, THINGS LIKE THAT I CAN SAY RIGHT NOW THERE'S NO FUNDING CAPITAL WISE TO MAKE IMPROVEMENTS TO FACILITIES. THERE IS DISCUSSION THAT DURING THIS LEGISLATIVE SESSION THAT THEY WILL BE LOOKING AT THAT AND SOME OF THOSE CAPITAL NEEDS, BUT THERE'S NO COMMITMENT TO ANY OF THOSE. UM THE SAME GOES FOR THE ELECTRIFYING OUR BUS FLEET AND THINGS LIKE THAT. UM, THERE'S ITEMS DON'T ALWAYS COME ACROSS WITH A CAPITAL. UM FUNDING TO GO THROUGH THOSE UPGRADES. SO THERE WHAT, MR MARTIN? WE PUT OUR SECOND PRIORITY WAS ON THE PRE K PROGRAM FOR THE BLUEPRINT. SO MAYBE YOU COULD WHAT WAS THE QUESTION AS IT STANDS NOW, THE STATE HAS NOT IDENTIFIED ANY FUNDING TO MODIFY OUR BUILDINGS FOR PRE K PROGRAMS. 24 C I P CYCLE. YET WE HAVE IT LISTED AS I GUESS CRITICAL. SO UM, FOR LOCALLY THAT WE'RE ASKING OUR LOCAL JURISDICTION TO PAY FOR IT BECAUSE WE ARE MANDATED TO HAVE AWFUL DAY PRE K BY 2025 TO FALL UNDER THE BLUEPRINT, SO WE ARE WORKING TO KIND OF SPREAD THAT OUT OVER THE NEXT FEW YEARS, TOO. UM UPGRADE THEIR FACILITIES AND TO ADD THAT SPACE SO THAT WERE NOT TAKEN AWAY AND NOT DECREASING. THE NUMBER OF STUDENTS WERE SERVING BECAUSE WHEN YOU TAKE A HALF DAY PRE K AND CONVERTED TO FULL DAY, EITHER YOU SERVE HALF THE NUMBER OF STUDENTS IN THAT ONE SPACE OR YOU HAVE TWICE THE AMOUNT OF SPACE IS REQUIRED TO SERVE THAT SAME NUMBER OF STUDENTS. SO, MS ALVAREZ ONE THING I HAD, UM PARTICULARLY ON THE PRE K. THE. CONCERNED IS THAT THE CAPITAL PART WAS NOT FUNDED IN THE BLUEPRINT, AND THAT'S SOMETHING THAT BOTH MADE. SO ESSENTIALLY, YOUR ADVOCATES HAVE BEEN ADVOCATING. FOR AND THAT SUPERINTENDENTS GROUP, BUT MY ADVOCATES ADVOCACY GROUP IS ALSO PUSHING FOR THAT. SO THERE IS. I THINK I'M GOING ADVOCACY FOR THE PRE K PIECE. UM BECAUSE I MEAN PART OF WHAT HAPPENED WITH THE PARTICULARLY THE PRE K PART OF THE BLUEPRINT WAS THERE WAS THIS EXPECTATION THAT PRIVATE PROVIDERS WOULD BE YOU KNOW, CONTRIBUTING A LOT OF THE SEATS , BUT THAT PLAN THAT WAS WRITTEN HAS NOT WORKED OUT VERY WELL.

AND WE HAVEN'T HAD THE PRIVATE PROVIDERS FOR A VARIETY OF REASONS. UM AND SO WE SEE MORE OF THE PRESSURE COMING ON THE PUBLIC SCHOOLS TO DELIVER THOSE PRE K SEATS BECAUSE THE BLUEPRINT RECORD ESSENTIALLY CREATING MORE DEMAND BY OPENING UP. UM ESSENTIALLY THERE, THERE.

CHANGING THE POPULATION WHO'S ELIGIBLE FOR PRE K AND JUST LIKE THE, UM, I'M SORRY. THE WEALTH LINE SO. THE PART OF THE PLAN, WHICH TALKS ABOUT WHO IS ELIGIBLE TO RECEIVE TO BE IN PRE

[02:00:07]

K IS MOVING FORWARD. WHILE IN THE CAPITAL SIDE. STATE REALLY HASN'T DONE A LOT TO BUILD THE CAPACITY AROUND PRE K FOR DISTRICT SO AGAINST SUPERINTENDENTS ARE ASKING.

SCHOOL BOARDS ASSOCIATION IS ASKING BECAUSE THIS IS A PLACE WHERE WE HAVE CONCERNS WERE NOT AS BAD OFF AS SOME PLACES. WE HAVE A LITTLE MORE CAPACITY IN OUR SCHOOLS FOR THIS. BUT THIS IS SOMETHING THAT WILL BE ADVOCATING FOR QUITE A BIT THIS YEAR. OKAY. THANK YOU. MRS BURST. THAT'S FINE. QUESTIONS. PUT YOUR HAIR. GLAD MRS PERRY. I JUST WANT TO CLARIFY YOU SAID THAT YOU'VE ALREADY RECEIVED 63% FROM THE STATE. PRIVEN THAT'S NOT INTERESTED. WE SO ALL OF OUR STATE PROJECTS ARE FUNDED 63 37% FOR ELIGIBLE COSTS. SO WHENEVER WE PUT IN A REQUEST TO THE STATE R C I P REQUEST, WE ALSO RECEIVED A LETTER OF SUPPORT FROM OUR COUNTY EXECUTIVE, SAYING THAT THEY WILL SUPPORT THEIR SHARE OF THAT COST IN THAT NEXT YEAR. C I P CYCLE, SO ANY OF THOSE PROJECTS THE ONE PROJECT THAT I HAVE LISTED HERE WE ARE OUT OF CYCLE WITH THE C I P PROCESS BECAUSE THEY CHANGED THE TIMELINE FOR SUBMISSION AND WE NEED THAT, UH, MATCH SO THAT'S WHY I LISTED IT HERE BECAUSE WE ARE REQUESTING THAT IN OUR C I P, BUT WE'RE NOT REQUESTING THAT PROJECT FROM THE STATE AND THE C I P SO IT'S NOT IN THEIR TOTAL. THAT THAT THAT ANSWER? MM HMM. ANYTHING ELSE YOU'D LIKE TO ASK. NEVER OKAY. DR PHILLIPS. THANK YOU. UM NO, I DON'T HAVE ANY QUESTIONS ABOUT THE NUMBERS. JUST 11 THING I'VE NEVER UNDERSTOOD SINCE I'VE BEEN UP HERE IS WE PRESENT TO THE COUNTY. ARE CRITICAL, AND I THINK I'LL PROBABLY ASK YOU THIS QUESTION EVERY YEAR, POTENTIALLY CRITICAL NECESSARY WHATEVER AND ULTIMATELY THEY CAN COME BACK AND PROVE WHATEVER THEY DEEM THEY FEEL AS NECESSARY. DO WE DO WE PRESENT? TO THEM WHY WE FEEL SOMETHING IS CRITICAL. AND THEN THEY STILL DON'T APPROVE IT. I MEAN, HOW DOES HOW DOES WHAT WHAT IS THE THOUGHT PROCESS THAT AT THAT? AT THAT LEVEL, AND IN THE PAST EVERY YEAR WE MEET WITH THE COUNTY EXECUTIVE AND THEIR BUDGET OFFICE AND WE DISCUSSED OUR PRIORITIES. AFTER THE BOARD TAKES ACTION. WE SCHEDULE A MEETING WITH THE COUNTY AND WE SIT DOWN AND WE GO OVER OUR PROJECTS. ANSWER ANY QUESTIONS THAT THEY HAVE AND THE COUNTY COUNCIL THEY ACTUALLY HAVE. UM BUDGET HEARINGS, AND THEN WE WOULD GO BEFORE THEM, UM, ALONG WITH SUPERINTENDENT AND, UM, STAFF TO PRESENT OUR OPERATING AND CAPITAL BUDGET, ANSWERING QUESTIONS THAT THEY HAVE UM, SO THAT INFORMATION IS PRESENTED TO, UM, YOU KNOW, TO OUR COUNTY EXECUTIVE AND COUNTY COUNCIL.

THE COUNTY EXECUTIVE MAKES A DECISION BASED ON YOU KNOW THEY'RE BUDGETING FUNDING AND THEY'LL, YOU KNOW, UM, FIND WHAT THEY THINK THEY CAN FUND BASED ON THE AMOUNT OF MONEY THAT THEY SAY THAT THEY HAVE. UM TO DEDICATE TOWARDS EDUCATION. THEY HAVE. UM SUPPORTED OUR SPECIAL ADD PROGRAMS IN THE LAST FEW YEARS. UM IF YOU COULD RECALL IF YOU WOULD CALL IT THE OUR BUSSES . INITIALLY WE WERE NOT RECEIVING FUNDING TO, UM, STAY ON THE STATE MANDATED 12 YEAR CYCLE. THAT'S BEEN SOMETHING THAT THE COUNTY EXECUTIVE YOU KNOW, HAS SUPPORTED. YOU KNOW, IN RECENT YEARS UM, BUT, YES, YOU'RE ACCURATE WHEN THEY LOOK AT THESE LISTS AND OUR PRIORITIES THAT WE, YOU KNOW, OFFER THEM. THEY ALSO HAVE THINGS THAT THEY THINK THEY'RE YOU KNOW, THAT'S THE PRIORITY THAT THEY'RE GOING TO FIND. I ALSO WANTED TO ADD THERE'S TWO TYPES OF FUNDING THAT THE COUNTY UTILIZES. WE HAVE BONDS AND PAYGO FUNDING. UM ARE BONDED PROJECTS ARE 15 YEAR PROJECTS. THEY HAVE A 15 YEAR LIFE CYCLE. UM AND THEN WE HAVE THE PAYGO, AND THAT'S THEIR EXISTING FUNDING THERE, SO IT'S THERE'S NEW BONDS REQUIRED FOR THAT. AND SOME OF OUR PROJECTS DO NOT QUALIFY FOR BOND FUNDING, SO THEY HAVE TO FUND THOSE OUT OF EXISTING FUNDS SO THAT CAN ALSO WEIGH IN ON THEIR DECISION MAKING. THANK YOU. MR RICCARDI.

I HAVE NO QUESTIONS AT THIS TIME. THANK YOU, MISS BLANKEN. I ALSO HAVE NO QUESTIONS. THANK

[02:05:02]

YOU. NICE PRESIDENT. SO, YES. SO THANK YOU. UM I KNOW HOW HARD YOU ALL WORK AND HOW LITTLE FUNDING YOU HAVE TO SPREAD ACROSS ALL THESE PROJECTS AND UM , YEAH, THAT'S DEFINITELY A FOCUS OF MINE. UM I THINK WE NEED CAPITAL IMPROVEMENTS. IT'S PRETTY IT'S PRETTY EVIDENT THAT WE NEED CAPITAL IMPROVEMENTS AND ACCELERATION OF THAT. UM. BUT I THINK YOU KNOW WHAT WHAT'S MISSING HERE IS THAT WE DON'T SEE ALL THE PEOPLE BEHIND THE SCENES IN YOUR DEPARTMENT THAT'S WORKING TO KEEP THINGS TOGETHER. WITH BAND AIDS. YOU KNOW? REALLY AGING EQUIPMENT AND FACILITIES AND HOW MUCH IT COSTS. AND, UH, BOTH. MATERIALS AND MANPOWER TO KEEP THINGS GOING. UM WAS IT OVER THE THANKSGIVING BREAK WHERE THE WATER MAIN BROKE AT HOMESTEAD WAKEFIELD IN THE NOW THE ABANDONED BUILDING, BUT WE HAD TO FIX IT. EVEN THOUGH WE'RE NOT REALLY USING THE FACILITY.

BECAUSE IT'S OURS TO MAINTAIN STILL UM. YOU KNOW, SO I JUST I JUST THINK IT'S IMPORTANT THAT YOU KNOW, WE FUND THESE AS MUCH AS POSSIBLE BECAUSE WE NEED TO GET AHEAD OF THE GAME. WE NEED TO TRY TO GET AHEAD OF THE GAME. UM AND YOU KNOW THE ONLY WAY THAT WE'RE GOING TO MAKE PROGRESS. UM IS TO BE PROACTIVE WITH OUR REPAIR REPLACEMENT RENOVATIONS, UM, DOING THINGS REALLY SMARTLY INVESTING WELL, YOU KNOW, INTO WHILE THE ROBUST INFRASTRUCTURE. UM SO I THANK YOU FOR THAT, AND I KNOW THAT YOU'RE UNDER A TREMENDOUS AMOUNT OF CHANGE. RIGHT NOW. THERE'S A LOT THAT'S DIFFERENT NOW THAN JUST A COUPLE YEARS AGO, RIGHT? THE BLUEPRINT. GAME CHANGER WITH PRE K RIGHT, ADDING THIS FACILITIES, THE CLIENT SOLUTIONS NOW ACT. THAT'S BRAND NEW THIS PAST LEGISLATIVE SESSION. UH AND THAT'S GOING TO BRING A WHOLE LOT OF CHANGE TO OUR FACILITIES AND, OF COURSE, WITH THE ELECTRIFICATION OF THE BUSSES, SO AH! THANK YOU FOR HANGING IN THERE. THANK YOU. NOW I DON'T REALLY HAVE ANY QUESTIONS. I JUST I JUST WANTED TO COMMENT THAT I KNOW THAT YOU GUYS ARE UP AGAINST A LOT. AND I'M SURE YOU HAVE SUPPLY CHAIN ISSUES OF YOUR OWN. I'M NOT TALKING ABOUT MATERIALS. I'M TALKING ABOUT PEOPLE. RIGHT? PEOPLE. SO THANK YOU FOR HOLDING IT TOGETHER FOR US. LIKEWISE. I DO APPRECIATE YOU ALL HAVE NO ADDITIONAL COMMENTS EXPLAIN, REALLY WANT TO ASK WHAT'S HAPPENING WITH HOMESTEAD WAKEFIELD, BUT I KNOW THAT'S OUTSIDE OF THE THIS DISCUSSION. UM SO I NEED A MOTION AND A SECOND TO APPROVE THE CAPITAL IMPROVEMENT PROGRAM IS PRESENTED. I MOVED THAT WE APPROVE THE CAPITAL IMPROVEMENT PROGRAM AS PRESENTED A SECOND. THANK YOU ALL THOSE IN FAVOR. PLEASE SAY YES. YES, YES, YES.

OPPOSED. AWESOME THANK YOU SO MUCH. IT'S PROOF PEST. THANK YOU. THANK YOU. AND NOW. YOU
