THAT WAS INCREDIBLY INFORMATIVE THAT WAS IN PARTNERSHIP WITH THE SHERIFF'S OFFICE. UM AND THEY HAD TO HOPE HOUSE THERE. I DON'T KNOW IF EVERYONE HAS HAD A CHANCE TO, UH, GO THROUGH THE HOPE HOUSE. BUT IF YOU'RE AT AN EVENT, YOU KNOW WHERE THE HOPE HOUSE IS AVAILABLE. PLEASE TAKE THE TIME TO DO THAT. AROUND THE SCHOOL SCHEDULE IS CREATED ISSUE FOR THAT. OKAY FOR THE OLDER, OLDER KIDS NOT BE READY TO BE HOME IN THE AFTERNOON. SO I ALSO SEE TWO OF THE EARLY THREE OF THE EARLY DISMISSAL DAYS OR END OF QUARTER DAYS. AND SO THAT'S HELPING THE ELEMENTARY TEACHERS TO BE ABLE TO GET THEIR GRADES DONE. ALL TEACHERS. YEAH BUT I MEAN EFFECT . EVERYONE HAS DIFFERENT OPINIONS OF THOSE, YOU KNOW, DEPENDING ON WHO YOU ASK TO TELL YOU, WHICH ONES THEY VALUE THE MOST, BECAUSE ESSENTIALLY, WE HAVE MANDATES AS WELL THAT, UM YOU NEED TO BE SHARED. THERE'S SOME THINGS THAT ARE A LITTLE MORE BUREAUCRATIC.WE'VE GOTTEN BETTER DOING VIDEOS AND STUFF LIKE THAT. UM BUT THERE, BUT THERE'S A LOT BECAUSE ONE THING THAT I STRUGGLE WITH THE LEGISLATURE ON IS THEY NEVER HAD A DOLLAR FOR DOLLAR AMOUNT WHEN THEY PUT IT INTO LAW THAT SAYS, YOU NEED TO TRAIN EVERYONE IN YOUR DISTRICT ON X AND FILL IN THE BLANK. AND THEN IT ALL COMES FROM TRYING TO FIX SOMETHING AND TRYING TO DO SOMETHING BETTER FOR KIDS OR FOR SCHOOLS. BUT BASICALLY THAT THE BURDEN LANDS ON TEACHERS WHO HAVE VERY LITTLE TIME FOR THIS PLANNING, AND SO WORKING ON PLANNING TIME IS SOMETHING THAT NOT JUST PLANNING , BUT ALSO TRAINING TIME IS SOMETHING THAT WE NEED TO CONTINUE TO FOCUS ON. BUT WE ALSO NEED TO THINK OF HOW WE DO THAT. WITHOUT PROVIDING THAT SORT OF DISRUPTION TO PARENTS SCHEDULES AND THOSE SORTS OF THINGS, WHICH IS HARD BECAUSE WE'RE KIND OF CASTLE IN CONFLICT WITH THAT. ONE THING ABOUT THE ALIGNMENT WITH HARFORD COMMUNITY COLLEGE. RIGHT NOW. ALL OF THE HCC COURSES ARE TAUGHT STRICTLY BY HCC FACULTY. AND NOW THAT'S NOW THERE'S A MODEL THAT USED MANY OF THE PLACES AND IN FACT, THE HCC. HTTPS. I'VE HEARD THIS FROM OUR ASSOCIATION. THAT. WE WOULD ACTUALLY LIKE OUR TEACHERS TO BE TEACHING SOME OF THOSE COURSES, PARTICULARLY IF THEY'RE TAUGHT IN THE ACTUAL HIGH SCHOOLS, AS OPPOSED TO ON CAMPUS. AND THAT'S A MODEL THAT'S USED AROUND THE COUNTRY, BUT IT DOES. THERE'S A LOT OF STEPS AND WE HAVEN'T GOTTEN THERE YET BECAUSE THIS IS, UM THERE'S A NUMBER OF THINGS TO COLLEGE NEEDS TO ESSENTIALLY CERTIFY THEM AS TEACHERS. WE HAVE TO WORK OUT THE FINANCIAL ARRANGEMENT WITH TUITION AND ALL THESE THINGS. ARE WE PAYING AS MUCH IF WE'RE DOING THE TEACHING? UM THE PROBLEM IS IF WE DON'T. THAT WILL BE A MUCH HARDER THING FOR US TO SOLVE.
YES UM, WE'RE NOT ON A MORE SIMILAR COUNTER BECAUSE IT'S UNLIKELY THAT ANY OF OUR TEACHERS WOULD ONLY TEACH HCC COURSES. SO IF THEY WERE TEACHING HCC AND HAD TO COME IN THAT WE GET AHEAD OF TIME. BUT THEN THEY WERE RESPONSIBLE FOR KIDS AND THEIR NON HCC COURSES AT THE END OF THE SCHOOL YEAR IS ALREADY OUT. THAT'S JUST GOING TO CREATE ANOTHER. KIND OF LOGISTICAL CHALLENGE. IT WILL MAKE IT HARDER FOR US TO GET TO THAT PLACE WHERE I MEAN, I HAVE HEARD THAT SOME OF OUR TEACHERS WANT TO BE TEACHING HCC COURSES, WHICH AGAIN WE SUPPORT THE COLLEGE SUPPORTS, BUT THE LOGISTICS WOULD BE ALMOST IMPOSSIBLE IF YOU WEREN'T THE SAME SCHEDULE. UM AND. NOW THAT WAS KIND OF A BIG ONE, BUT WELL , THE REASON THAT'S GOING TO BECOME A BIGGER DEAL AS EVERYONE HEARD. ALL OF THE COMMUNITY. COLLEGE COURSES ARE NOW ACROSS THE STATE OF MARYLAND FREE, TOO. STUDENTS ENROLLED IN PUBLIC HIGH SCHOOL. UM WHICH MEANS WE'VE SEEN. INCREASES IN STUDENTS TAKING THE COMMUNITY COLLEGE COURSES THROUGH DUAL ENROLLMENT.
UM BUT I SUSPECT THAT NUMBER IS GOING TO GO UP SIGNIFICANTLY QUICKER AND IT'S GOING TO PUT IT STAFFING CHALLENGE ON HCC, THE SOVIET URGENCY FOR US TO SOLVE THIS QUESTION. OF HOW DO WE GET OUR FOLKS TO BE CERTIFIED TO TEACH THOSE COURSES SO IT'S NOT KIND OF CUTTING INTO OUR STAFF THERE? UM. AND SO THAT'S JUST THAT'S A CHALLENGE THAT'S COMING OUR WAY. WE HAVEN'T I MEAN, THIS IS WHAT? BECAUSE THE CALENDARS AREN'T ALIVE. ONE OF THE REASONS WE HAVEN'T FIGURED THAT OUT, BUT THERE'S A NUMBER OF OTHER THINGS, TOO, IN TERMS OF BECAUSE THERE'S ALSO REQUIREMENTS FOR THEIR NUMBER OF GRADUATE CREDITS IN THE AREA. THE SENIOR YEAR INVOLVED UM SO IF YOU WANT A ROUGH NUMBER RIGHT NOW, WE'RE A LITTLE OVER 30% OF OUR SENIORS TAKING THIS AND THEIR SENIOR YEAR. UM I WOULDN'T BE SURPRISED TO SEE THAT. DETAIL OF OUR COMPREHENSIVE MAINTENANCE PLAN, BUT WE ALSO HAVE SOME ADDITIONAL ACADEMIC AND REGULATORY REQUIREMENTS AND WE START THAT PROCESS AND EARLY SPRING REALLY MEETING WITH STAKEHOLDERS TO DISCUSS THE NEEDS. AND THEN WE DO HAVE OUR INITIAL BOARD PRESENTATION IN JULY. AUGUST FOUR SEPTEMBER SUBMISSION UM AND THEN WE MOVE THEN AND PUT OUR FOCUS MORE TOWARDS THOSE LOCAL ONLY NEEDS BECAUSE THAT'S A DIFFERENT TIMELINE FOR SUBMISSION REQUIREMENTS. AND WE AIM TO SUBMIT THERE'S AS MR BROWN SAID IN JANUARY. UM PREVIOUSLY APPROVED FOR THE STATE'S MISSION . THE INITIAL INITIAL SUBMISSION WAS OCTOBER 4TH AND AMENDMENTS WERE MADE NOVEMBER 30TH. BASED ON SOME BUDGET ADJUSTMENTS. UM THOSE MAJOR PROJECTS, UM, INCLUDE THE HARVARD TECHNICAL HIGH SCHOOL LIMITED RENOVATION PROJECT, AND THAT IS THE SECOND YEAR OF A THREE YEAR FUNDING REQUESTS. THE HEAVY DEGREES ELEMENTARY SCHOOL ROOF REPLACEMENT PROJECT. AND THEN THE ABERDEEN MIDDLE SCHOOL SYSTEMIC PROJECT, WHICH IS THE FIRST YEAR OF THE SET OF TWO YEARS AND WE ARE ALSO REQUESTING LOCAL PLANNING APPROVAL FROM THE STATE AND THAT KIND OF LOCKS IN THE STATE'S COMMITMENT TO FUNDING THAT PROJECT FOR THE HARTFORD ACADEMY AT CAMPUS HILLS PROJECT. THE OTHER RECOMMENDATION WE ARE MAKING BASED ON THE TIMELINE OF THE HOMESTEAD WAKEFIELD PROJECT. BEING DEFERRED IS. DEFERRING THAT SECONDARY REQUEST FOR THE REMAINING FUNDS NEEDED TO COMPLETE THAT PROJECT. TO FY 25 TO FREE UP SOME CAPITAL FOR THE OTHER ITEMS THAT WE HAVE IN OUR PRIORITY LIST. SO I WANTED TO GO THROUGH A LITTLE BIT OF THE PRIORITIZING THAT WE GO THROUGH, SO WE MEET THROUGHOUT THE YEAR COLLECT ALL OF THE NEEDS DOCUMENT THE NEEDS. WE SPENT A LOT OF TIME BUILDING SCOPE. AND GETTING AN ESTIMATE FOR THOSE, BUT THEN WE ALSO HAVE TO LOOK AT ALL THE NEEDS AND DETERMINE WHICH WHAT YOU'RE THE HIGHEST PRIORITY IN WHICH ARE THE LOWEST PRIORITY. UM SO WE'VE DEVELOPED A DECISION MATRIX ON THAT. AND I DID PROVIDE A DETAILED DOCUMENT KIND OF OUTLINE HOW HOW THOSE ARE ACTUALLY RANKED AND GRADE IT , BUT BASICALLY, WE LOOK AT DIFFERENT CATEGORIES. WE LOOK AT IT IF A PROJECT IS ELIGIBLE FOR STATE FUNDING, THE AMOUNT OF LOCAL FUNDING THAT WE MAY RECEIVE UM AND THEN WE ALSO LOOK AT THE LEVEL OF NEED. IS THIS A CURRENTLY CRITICAL ITEM? IS THIS POTENTIALLY CRITICAL NECESSARY OR A RECOMMENDATION FOR STANDARD REPLACEMENT CYCLE? UM THEN THOSE ARE GROUPED BY THAT LEVEL OF NEED. UM, THIS ALLOWS ITEMS THAT MAY NOT GET A SCORED SOME OF THOSE OTHER CATEGORIES. UM BUDGET HEARINGS, AND THEN WE WOULD GO BEFORE THEM, UM, ALONG WITH SUPERINTENDENT AND, UM, STAFF TO PRESENT OUR OPERATING AND CAPITAL BUDGET, ANSWERING QUESTIONS THAT THEY HAVE UM, SO THAT INFORMATION IS PRESENTED TO, UM, YOU KNOW, TO OUR COUNTY EXECUTIVE AND COUNTY COUNCIL.
THE COUNTY EXECUTIVE MAKES A DECISION BASED ON YOU KNOW THEY'RE BUDGETING FUNDING AND THEY'LL, YOU KNOW, UM, FIND WHAT THEY THINK THEY CAN FUND BASED ON THE AMOUNT OF MONEY THAT THEY SAY THAT THEY HAVE. UM TO DEDICATE TOWARDS EDUCATION. THEY HAVE. UM SUPPORTED OUR SPECIAL ADD PROGRAMS IN THE LAST FEW YEARS. UM IF YOU COULD RECALL IF YOU WOULD CALL IT THE OUR BUSSES . INITIALLY WE WERE NOT RECEIVING FUNDING TO, UM, STAY ON THE STATE MANDATED 12 YEAR CYCLE. THAT'S BEEN SOMETHING THAT THE COUNTY EXECUTIVE YOU KNOW, HAS SUPPORTED. YOU KNOW, IN RECENT YEARS UM, BUT, YES, YOU'RE ACCURATE WHEN THEY LOOK AT THESE LISTS AND OUR PRIORITIES THAT WE, YOU KNOW, OFFER THEM. THEY ALSO HAVE THINGS THAT THEY THINK THEY'RE YOU KNOW, THAT'S THE PRIORITY THAT THEY'RE GOING TO FIND. I ALSO WANTED TO ADD THERE'S TWO TYPES OF FUNDING THAT THE COUNTY UTILIZES. WE HAVE BONDS AND PAYGO FUNDING. UM ARE BONDED PROJECTS ARE 15 YEAR PROJECTS. THEY HAVE A 15 YEAR LIFE CYCLE. UM AND THEN WE HAVE THE PAYGO, AND THAT'S THEIR EXISTING FUNDING THERE, SO IT'S THERE'S NEW BONDS REQUIRED FOR THAT. AND SOME OF OUR PROJECTS DO NOT QUALIFY FOR BOND FUNDING, SO THEY HAVE TO FUND THOSE OUT OF EXISTING FUNDS SO THAT CAN ALSO WEIGH IN ON THEIR DECISION MAKING. THANK YOU. MR RICCARDI.
