TAKE A PHOTO FOR THAT GOOD. SO. BASED ON WHERE WE ARE WITH ELECTIONS AND THE FACT THAT NONE OF YOU RAN FOR SEATS ON THE BOARD MAKES IT EVIDENT THAT WE'RE CERTAIN YOU'RE NOT RETURNING AND MR ROBINSON IS THE SAME. HE'S JOINING US VIRTUALLY. HE'S APPARENTLY ON GRANDFATHER DUTY TONIGHT. UM BUT THIS IS OUR EVENING TO SAY OFFICIALLY GOODBYE TO YOU AS BOARD MEMBERS WHILE YOUR BOARD MEMBERS UNTIL DECEMBER 4TH WHEN WE WHEN WE SWEAR IN OUR NEXT INCOMING BOARD MEMBERS NOW. LIKE BOARDS AROUND THE COUNTRY. YOU HAVE SERVED ON THE BOARD DURING WITHOUT QUESTION, THE HARDEST TIME TO BE A BOARD OF EDUCATION MEMBER IN THIS COUNTRY. THROUGH THE LAST FOUR YEARS AND I KNOW FOR A FACT THAT NOT EVERYONE AGREED WITH EVERY DECISION YOU MADE. UM BUT YOU ALWAYS CAME INTO EVERY CONVERSATION. WITH THE IDEA OF TRYING TO FIND THE RIGHT WORK FOR THE MOST PEOPLE, MOST NOTABLY THE MOST STUDENTS BECAUSE IT'S THE STUDENTS MATTER, AND I KNOW EACH OF YOU FOR MR ROBINSON FOR EVERY OTHER BOARD MEMBERS HERE. BUT THAT IS HOW YOU WORK. AND HOW YOU THINK ABOUT THE JOB YOU HAVE HERE. AND I THINK. HE HAS BEEN HERE LONGER THAN ME. THE OTHER TWO STANDING HERE. CAME A LITTLE AFTER I STARTED AND YOU PROBABLY CAME ON THE BOARD. WITH SOME IDEAS ABOUT WHAT IT MIGHT BE LIKE, AND I'M GUESSING IT LIVED UP TO AND FAR EXCEEDED YOUR EXPECTATIONS. UM BUT PROBABLY WHAT YOU LEARNED ABOUT THE SCHOOL SYSTEM, EVEN THOUGH YOU HAVE VAST EXPERIENCE IS ANOTHER AREAS. UM YOU'VE YOU'VE SEEN A LOT IN THE 3.5 YEARS YOU'VE BEEN HERE. UM SO I AM. IMMENSELY GRATEFUL FOR YOUR SERVICE TO THIS COMMUNITY TO THIS BOARD, YOUR SUPPORT OF ME AND THE WORK WE'VE DONE. AGAIN WE'VE MADE DECISIONS. SOME HAVE GONE VERY WELL. SO I'M NOT SO [00:05:03] ELSE. UM, BUT, YOU KNOW, WE ALWAYS TRY TO DO WHAT WAS BEST FOR KIDS. AND I APPRECIATE YOU ALL DOING THAT SO IN ADDITION TO MY ANECDOTAL COMMENTS HERE. TO START WITH. WE HAVE RESOLUTIONS. SO, MR MR GLASSMAN. DIDN'T. CERTIFICATES FOR OUR OUTGOING BOARD MEMBERS. AND SO THIS IS GAUTIER. ACTUALLY HANDSHAKE. YEAH. I DON'T KNOW YOUR FUNDS. WITH THIS CROWD. GET ON THAT, AND THEN NO QUESTION. I'M GONNA HOLD IT. I THINK THAT I THINK YOU'RE QUITE LOOK LIKE. THAT STICK. OKAY? YEAH. CRYING. NOT GONNA WAIT FOR THIS ONE. SO LET'S SEE ANY SORRY. YOU HAVEN'T SEEN THESE ARE THE HATS. I DID IT. TO OUR UM, SCHOOL SYSTEM LEADERS. AND THESE ARE THE RECOGNITION IN I'VE GIVEN THAT A NUMBER OF THEM OVER THE LAST COUPLE OF YEARS, BUT THESE ARE ESSENTIALLY THE LEADERSHIP AWARD. FOR THE SCHOOL SYSTEM. AND SO ANY OF THE PRINCIPLES OR OTHER SUPERVISORS THAT YOU'VE SEEN WITH THEM ARE PART OF OUR DISTRICT LEADERSHIP. AND THE ONLY PERSON I'VE GIVEN ONE TO OUTSIDE OF OUR DISTRICT LEADERS . IS THERE OTHER DISTRICT LEADER, MR GLASGOW, AND I THINK IT'S PRETTY OBVIOUS WHY HE HAS EARNED ONE OF THESE FOR LEADERSHIP ALSO. UM SO THAT'S IT AGAIN. THANK YOU FOR THE WORK YOU'VE DONE AND LET'S TAKE A PICTURE. OKAY? DO THE SHOW. YOUR CART. THANK YOU VERY MUCH. ENJOY THAT HAT. HELPS ALRIGHT PUBLIC COMMENTS. IN PERSON. POST [A. Public Comments] SPEAKERS WILL PROCEED. FIRST, THEY WILL BE CALLED BY THE BOARD SECRETARY. REMOTE SPEAKERS WILL PROCEED NEXT. THEY WILL BE ADMITTED TO THE MEETING BY AN HCPS STAFF MEMBER WHEN IT IS THEIR TURN. ALL SPEAKERS WILL RECEIVE THREE MINUTES TO SPEAK DUE TO THE NUMBER OF REGISTERED SPEAKERS. SPEAKERS MAY BE INTERRUPTED AND BE GIVEN NOTICE WHEN THEY HAVE 30 SECONDS LEFT. SPEAKERS HAVE REACHED THEIR THREE MINUTE MARK. THEIR TIME WILL EXPIRE, MISS RALLO THIS EVENING. WE HAVE A TOTAL OF FIVE AND PERSON COMMENTS. WE'RE GOING TO START OFF WITH MISS DAVINA JONES FOLLOWED. BY TINA GRAPH. GOOD EVENING, EVERYONE. MY SON WAS DIAGNOSED WITH DESCENDS MASCARO JUST A FEE THE M D FOR SHORT AND 2018. DMG MOVED FAST, AND HE'S NOT WALKING A MONTH BEFORE HIS 10TH BIRTHDAY. WE HAD TO QUICKLY ADJUST TO A WHEELCHAIR. OVER THE SUMMER, HE HAD TO GO TO SCHOOL FOR TESTING. WE NOTICED THAT HE COULDN'T ASSIST HIMSELF IN THE BUILDING. SO AS HIS D. WARRIOR MOM, I SPRUNG INTO ACTION TRYING TO NOT MAKE IT THIS DIFFICULT TASK. [00:10:02] MAKE IT. THIS IS A DIFFICULT TASK AS I DIDN'T WANT HIM TO FEEL DISCOURAGED, BUT DIFFICULT. IT WAS I DIDN'T NOTICE THAT HIS SCHOOL IS NOT HANDICAPPED ACCESSIBLE. CARRIE CAN STILL USE HIS ARMS AND HANDS AND WANTS TO ASSIST ONCE TO ASSIST THE BUILDING INDEPENDENTLY. I FEEL THAT ALL SCHOOLS IN THIS COUNTY SHOULD BE HAPPY HANDICAP ACCESSIBLE AS SOME CHILDREN LIKE MY SON DON'T HAVE THE CHOICE AS THEY WERE BORN WITH THIS HORRIBLE DISEASE. I FEEL LIKE HARVARD COUNTY NEEDS TO DO BETTER AND THANK YOU FOR YOUR TIME. LAST MONTH IN THE PARKING GARAGE THAT MOST OF US PARKED IN TONIGHT, SOMEONE JUMPED TO THEIR DEATH IN AN APPARENT SUICIDE. I ANSWERED A LOT TONIGHT. I CANNOT HELP. BUT THINK ABOUT THIS MAN. WE HAVE NO IDEA WHY THIS 48 YEAR OLD DECIDED TO END HIS LIFE. BLACK WHITE DEMOCRAT, REPUBLICAN RELIGIOUS, ATHEIST, GAY OR STRAIGHT. DURING THE NEXT FEW MONTHS, AND IT SEEMS PERPETUALLY AT OUR BOARD MEETINGS. EMOTIONS WILL CONTINUE TO RUN HIGH. WE MAY NOT ALWAYS AGREE, BUT PLEASE BE KIND. WHETHER IN PERSON OR IN SOCIAL MEDIA. THE WORD YOU CHOOSE MAY AFFECT SOMEONE THAT YOU DON'T KNOW. EVEN A REAL COMMENT ON THE HCPS FACEBOOK SITE CAN BE SEEN BY THOUSANDS AND AS A REMINDER, AS I REMIND OUR STUDENTS, WORDS CAN HURT. OUR STAFF AND BOARD HAS BEEN CALLED PEDOPHILES, GROOMERS AND THEY WERE ABUSING AND INDOCTRINATING OUR STUDENTS. MY NURSE AND OUR PRINCIPAL HAVE RECEIVED DEATH THREATS ARE BORED AND OUR SUPERINTENDENT HAD THEIR ADDRESSES PUT UP ON SOCIAL MEDIA . AND AS AGAIN I TELL MY STUDENTS WHEN THEY BECOME INVOLVED IN DRAMA, STAY OFF SOCIAL MEDIA. STOP BELIEVING EVERYTHING YOU READ UNTIL YOU CAN CONFIRM IT YOURSELF. THE SAME MESSAGE FOR THE PEOPLE IN THIS ROOM AND OUR PERSPECTIVE BOARD MEMBERS. IF YOU SEE SOMETHING THAT YOU THINK MAY BE HAPPENING, WHY NOT CONTACT YOUR SCHOOL FIRST TO CONFIRM NOT EVERYTHING NEEDS TO BE POSTED ON FACEBOOK, AND IT PERPETUATES THE DRAMA. WAS SIGNED IN MY OFFICE THAT READS BEFORE YOU PUSH. ASK YOURSELF. IS IT TRUE? IS IT HELPFUL? IS IT INSPIRING ISN'T NECESSARY AND IS A KIND MADISON LAST WEEK IF WE FELT THREATENED BY HIM, ADMITTEDLY, I DID FEEL A BIT UNEASY WHILE HE WAS SPEAKING. PEOPLE ALSO COME TO THIS PODIUM AND SPEAK ABOUT GOD AND RECITE SCRIPTURE. THIS TRIM MAKES ME FEEL UNCOMFORTABLE. I BELIEVE IN GOD, AND I LOVE MY COUNTRY. BUT THE FACT REMAINS WE HAVE A SEPARATION OF CHURCH AND STATE. I DON'T PRAY WITH YOUR CHILDREN AT SCHOOL, JUST AS I DON'T TRY TO INDOCTRINATE THEM INTO BELIEVING THEY'RE SOMEONE THEY'RE NOT. BOTTOM LINE IS I TRULY BELIEVE MOST OF US IN THIS ROOM ARE MORE ALIKE THAN WE ARE DIFFERENT AND WE ALL WANT WHAT'S BEST FOR OUR STUDENTS. IN MARCH . I HEARD OUR NEW COUNTY EXECUTIVE SPEAK ON A BILL REGARDING TEACHERS, RESTRAINING STUDENTS, HE SAID. AND I QUOTE THAT'S WHAT THIS IS ABOUT GIVING TEACHERS THE LATITUDE TO TEACH TEACHERS TO ACT IN LOCO APPRENTICE TEACHERS THE LATITUDE TO THINK WE REQUIRE BACHELOR'S DEGREES. WE ENCOURAGE TEACHERS TO GO FOR THEIR MASTER'S DEGREES WERE VERY SELECTIVE WITH THESE PEOPLE. WHY DON'T WE TRUST THEM THEN TO DO WITH THE JOBS THEY WERE HIRED TO DO? ARE WE AFRAID OF THAT? SOMETHING'S WRONG HERE, FOLKS END QUOTE. HE WAS SPEAKING ABOUT RESTRAINING STUDENTS. BUT THE MESSAGE IS PRETTY CLEAR AND CAN APPLY ACROSS ALL OF OUR STUFF. WE'RE ALL WELL VETTED, QUALIFIED AND DEDICATED TO THE EDUCATION OF ALL OF OUR STUDENTS. THANK YOU, MR GAUTIER , DR. BAUER MRS KARWACKI AND MR ROBINSON TENURE AT THE BOARD WAS TUMULTUOUS ONE THAT YOU CERTAINLY DID NOT SIGN UP FOR ALL OF US APPRECIATE ALL THAT YOU'VE DONE FOR HCPS IN OUR COMMUNITY. LASTLY WHILE YOU'RE VOTING TONIGHT ON THE CALENDAR, PLEASE TAKE INTO CONSIDERATION THAT IF WE GO TO THE VERY END OF THE SCHOOL YEAR WITH ALL OF OUR DAYS OUR KIDS ARE GONNA HAVE TO HAVE OFF JUNE 19TH AND THEN COME BACK THE DAY AFTER. THANK YOU. NEXT WE HAVE SUSIE SCOTT CHRISTINA INERTIA. GOOD EVENING, SUPERINTENDENT LAWSON MEMBERS OF THE BOARD. LET ME EXPRESS MY GRATITUDE TOWARD DEPARTING BOARD MEMBERS FOR THEIR DEDICATED SERVICE AND TO THE STUDENTS AND PARENTS, TEACHERS AND STAFF OF HARPER COUNTY PUBLIC SCHOOLS, AND I'D LIKE TO I EXTEND MY BEST WISHES TO ALL OF YOU IN YOUR FUTURE ENDEAVORS. HARFORD COUNTY CHAPTER OF BOMBS FOR LIBERTY LOOKS FORWARD TO GETTING TO KNOW THE NEW MEMBERS OF THIS BOARD AND WE CONTINUE TO SEEK COMMON GROUND IN OUR SHARED GOALS OF ACHIEVING EXCELLENCE IN ACADEMIC INSTRUCTION. WE WILL CONTINUE OUR EFFORTS TO ADVOCATE FOR PARENTAL RIGHTS AND TO SEEK CONSENSUS WITH THIS BOARD. AS WE LOOK FORWARD TO A RENEWED FOCUS ON ACADEMIC ACHIEVEMENT FOR ALL OUR STUDENTS WHO ARE STANDARDIZED TESTING RESULTS SHOW HAVE FALLEN BEHIND AND READING, MATH AND SCIENCE. IT IS ESSENTIAL TO BRING OUR STUDENTS UP TO GRADE LEVEL NOW. AS WE MOVE INTO THE IMPLEMENTATION OF THE BLUEPRINT FOR MARYLAND'S FUTURE. WE'RE FACED WITH A WHOLE [00:15:01] NEW PARADIGM IN THE WAY EDUCATION IS ADMINISTERED IN OUR STATE. DECISION MAKING ABOUT WHAT HAPPENS IN LOCAL SCHOOLS AS BEING TAKEN OUT OF THE BOARDS OUT OF THE HANDS OF THE LOCAL ELECTED BOARDS OF EDUCATION AND COUNTY COUNCILS. THE BLUEPRINT IS PUTTING THE ENTIRE BUDGET UNDER THE DISCRETION OF THE STATE ACCOUNTABILITY AND IMPLEMENTATION BOARD, MADE UP OF APPOINTED MEMBERS WHO WILL ARBITRATE LOCAL EDUCATION BUDGETS AND FORCE. BOTH COUNTY COUNCILS AND BOARDS HAVE HAD TO FUND ANY PROGRAMS DEMANDED BY THE STATE SCHOOL ADMINISTRATION. THE BLUEPRINT IS ONE MANDATE AFTER ANOTHER. COULD THIS BE THE REASON WHY SCHOOL SYSTEMS ACROSS OUR STATE OR SUDDENLY STREAMLINING POLICIES? AND PUTTING THE POLICY POINTS INTO ADMINISTRATIVE REGULATIONS. AND ADMINISTRATIVE REGULATION IS NOT VOTED ON BY THE BOARD. WHILE POLICIES ARE ADOPTED BY THE BOARD. REGULATION IS A GUIDANCE OR PROCEDURE ISSUED BY THE SUPERINTENDENT REGARDING THE IMPLEMENTATION OF BOARD POLICIES , OMAR AND LAWS RELATING TO THE OPERATION OF THE SCHOOLS. ADMINISTRATIVE REGULATIONS DO NOT REQUIRE BOARD APPROVAL OR ADOPTION. WHAT DOES THIS MEAN THAT THE BODY ELECTED TO RUN THE SCHOOLS IS CUT OUT OF THE PROCESS. THEREFORE THE PUBLIC THE TAXPAYERS ARE ALSO CUT OUT OF THE PROCESS. SO MANY QUESTIONS REMAIN TO BE ANSWERED AS TO WHY THE SUDDEN MOVE TO CHANGE POLICIES TO ADMINISTRATIVE REGULATIONS. WHO IS PROMOTING THIS? WHY IS THIS REQUIRED BY THE STATE? WHOSE POWER DOES THIS? PROTECT? WHAT WILL BE THE RECOURSE OF THE PUBLIC AND PARENTS TO FIGHT REGULATIONS CREATED BY THE SCHOOLS. WE MUST KNOW THE RULES OF THE BATTLE. IT SEEMS THAT THE FEDERAL AND STATE GOVERNMENT SEEING THE RISE OF THE PARENTAL RIGHTS MOVEMENT, IS TRYING TO NEUTRALIZE US. GET USED TO OUR CONTINUED PRESENCE HERE AS WE FIGHT BACK AGAINST THE BEATINGS , WHICH OF EDUCATION AND PROFICIENCY AND ACADEMIC SKILLS TO AN EXTREMIST AGENDA GEARED TOWARD A DIVISIVE POLITICAL INDOCTRINATION. THANK YOU. WE DO NEED GOD BACK IN OUR SCHOOLS, SEPARATION OF CHURCH AND STATE IS TO KEEP CHURCH FROM RUNNING OUR GOVERNMENT AND THE GOVERNMENT FROM RESTRICTING OUR EXERCISE OF FREEDOM OF RELIGION . IT'S NOT TO KEEP RELIGION OR GOD OUT OF OUR SCHOOLS. LET'S GET THE BIBLE BACK AND THROW OUT ALL THE BOOKS THAT ARE SEXUALLY EXPLICIT AND ALL THE BOOKS WITH THE GRAPHIC ARTIST RENDITIONS OF PORNOGRAPHY AND ALL THE BOOKS THAT DIVIDE OUR CHILDREN BY RACE OR GENDER OR IN ANY OTHER WAY WE SHOULD LET THE PARENTS BE INVOLVED IN AND INFORMED OF WHAT ACADEMIC MATERIALS ARE BEING USED. ALSO LET'S STOP GETTING INVOLVED IN HEALTH CAUSE IS BEST LEFT TO THE PARENTS AND THEIR CHOSEN HEALTH PROFESSIONALS AND LET'S HAVE THE SCHOOLS ONLY FOCUS ON ACADEMICS, AT LEAST UNTIL WE HAVE REASONABLY GOOD PROFESSIONAL SEE RATES, READING AND MATH PROFICIENCY RATES AT 50% OR BELOW IS DEFINITELY NOT REASONABLY GOOD. I RECENTLY CAME UPON A QUOTE FROM A COUPLE OF YEARS AGO. FIRST WE OVERLOOK EVIL. THEN WE PERMIT EVIL. THEN WE LEGALIZE EVIL. THEN WE PROMOTE EVIL. THEN WE CELEBRATE EVIL. THEN WE PERSECUTE THOSE WHO STILL CALL IT EVIL THAT WAS FROM FATHER DWIGHT LONGENECKER. YES THESE BOOKS ARE DEFINITELY PUTTING OUR CHILDREN'S EMOTIONAL WELL BEING PSYCHOLOGICAL WELDING AND THEIR VERY SOULS AT RISK. EVIL PROVERBS 14 34 SAYS GUARDEDNESS MAKES A NATION GREAT, BUT SIN IS A DISGRACE TO ANY PEOPLE. MALIKI 3 17 18 20, THEY SHALL BE MINE, SAYS THE LORD OF POST MY OWN SPECIAL POSSESSION ON THE DAY WHEN I ACT AND I WILL HAVE COMPASSION ON THEM AS A FATHER HAS COMPASSION ON THE SON WHO SERVES HIM. THEN YOU WILL ONCE AGAIN SEE THE DIFFERENCE BETWEEN THE JUST AND THE WICKED BETWEEN THE ONE WHO SERVES GOD AND THE ONE WHO REFUSES TO SERVE HIM. BUT FOR YOU WHO FEAR MY NAME, THE SUN OF JUSTICE WILL ARISE WITH HEALING RAYS, YOU WILL EMERGE LEAPING LIKE CALVES RELEASED FROM THE STALL. REGARDLESS YOU ALL WITH WISDOM, COURAGE, PERSEVERANCE AND PLEASE. NEXT WE HAVE CHLOE. HELLO MY NAME IS CHLOE GAUTIER. I'M A JUNIOR AT HCPS. AND TODAY I'M HERE TO GIVE YOU SOME PERSPECTIVE ON WHAT IS ACTUALLY GOING ON IN OUR SCHOOLS. ONE LISTENING TO THESE MEETINGS, YOU HEAR A LOT OFBOUT THE BOOKS IN OUR SCHOOL LIBRARY. HOWEVER A QUICK SEARCH OF OUR SCHOOL LIBRARY ACTUALLY REVEALS WE ARE HIGHLY LACKING IN LGBTQ CONTENT. I HAVE BEEN IN HIGH SCHOOL FOR THREE YEARS. I CAN TELL YOU EVERY BOOK WE'VE READ IN THOSE THREE YEARS. ROMEO AND JULIET. TO KILL A MOCKINGBIRD NIGHT FAHRENHEIT. 4 51 MACBETH, THE LORD OF THE FLIES AND THE CRUCIBLE. MOST OF THOSE ARE ACTUALLY WIDELY CONSIDERED CLASSICS. NONE OF THOSE BOOKS HAVE ANYTHING EVEN REMOTELY INAPPROPRIATE. I CAN ALSO TELL YOU, OUR SCHOOL IS NOT EXACTLY LACKING CHRISTIANITY. WE HAVE OUR OWN FELLOWSHIP OF CHRISTIAN ATHLETES. THAT IS A CLUB THAT I KNOW IT'S ALL ACROSS THE COUNTRY IN MIDDLE SCHOOL AND HIGH SCHOOL. IT'S ONE OF OUR MOST POPULAR CLUBS. NO ONE IS A RACING CHRISTIANITY. IN OUR SCHOOL. IT IS TAKEN VERY SERIOUSLY. YOU KNOW WHAT? THAT [00:20:02] TREATMENT IS NOT EXTENDED TO A STRAIGHT ALLIANCES. I CAN SPEAK FROM PERSONAL EXPERIENCE. WE DON'T GET FUNDING FROM THE SCHOOLS. WE DON'T GET AN OPPORTUNITY FOR OUTSIDE FUNDING. ALMOST ALL OF OUR SUPPLIES COME DIRECTLY FROM THE POCKET OF OUR SUPERVISOR WHO WAS A TEACHER AT OUR OWN SCHOOL. WE DO NOT GET SPECIAL TREATMENT JUST BECAUSE WE'RE A G S A. WE DON'T GET ANY OTHER SPECIAL TREATMENT JUST BECAUSE WE CELEBRATE GAY PEOPLE . THE BIBLE SAYS IN LEVITICUS 1918 TO LOVE YOUR NEIGHBOR AS YOURSELF. THAT IS NOT THE MESSAGE THAT ARE CLEAR STUDENTS RECEIVE FROM OUR COMMUNITY WEEK AFTER WEEK. EVERY WEEK. I LISTEN TO PEOPLE IN OUR COMMUNITY. TELL ME THAT I AND MY FRIENDS AND MY FAMILY ARE GOING TO GO TO HELL. YOU DON'T KNOW HOW THAT AFFECTS THE MENTAL HEALTH OF A TEENAGER. MY PSYCHOLOGICAL WELL BEING ISN'T AT RISK BECAUSE I KNOW THAT PEOPLE EXIST AND I AM SAFE IN MY SCHOOL. IT IS WEEK AFTER WEEK HEARING THAT I AM GOING TO BE HARD. BECAUSE OF MY EXISTENCE . I AM A HORRIBLE HUMAN BEINGS. ANYTHING THAT ANYONE WANTS TO HEAR. AND I KNOW OUR BOARD HAS HAD EXPERIENCE WITH THAT. BUT IF YOU HAVEN'T HAD EXPERIENCE WITH THAT, IT'S NOT EXACTLY A PLEASANT THING. I AM HERE TONIGHT TO IMPLORE YOU AS OUR BOARD OF EDUCATION TO KEEP PROTECTING OUR FOR YOUR COMMUNITY AS WELL OR BOARD MEMBERS WHO ARE RETIRING SORT OF SEGUE. THANK YOU FOR BEING A VOICE FOR THE LGBTQ COMMUNITY. YOU DON'T KNOW HOW MUCH THAT ANSWER FOR US YEAR AFTER YEAR. AND EVERYONE ELSE. I'M HERE TO TELL YOU TO LOVE ALL YOUR KIDS. I LOVE ALL OF YOUR KIDS EQUALLY, REMINDED EVERYONE THAT THEY ARE LOVED VALUED. THANK YOU FOR YOUR TIME THIS EVENING. PRESIDENT GO HERE. THAT'S ALL THE SPEAKERS IN HOUSES DISAPPEAR. THANK YOU VERY MUCH. MS LATER. DO WE HAVE ANYONE ONLINE FOR VIRTUAL COMMENTS? THANK YOU, PRESIDENT GAUTIER. WE HAVE ONE SPEAKER WAITING FOR VIRTUAL COMMENT. I WILL ADMIT THEM AT THIS TIME AND GOOD EVENING. YOU ARE NOW IN THE BOARD OF EDUCATION MEETING BEFORE YOU BEGIN YOUR PUBLIC COMMENT, PLEASE STATE YOUR FIRST AND LAST NAME. YOUR TIME WILL CONCLUDE IN THREE MINUTES. YOU WILL HEAR A BELL RING WHEN YOU HAVE 30 SECONDS REMAINING, PLEASE INTRODUCE YOURSELF AND YOU MAY BEGIN YOUR PUBLIC COMMENT NOW. GOOD EVENING. I AM CRYSTAL DON PARKS. NOVEMBER IS TRANSGENDER AWARENESS MONTH. WITH THIS WEEK DESIGNATED TRANSGENDER AWARENESS WEEK. THE TRANSGENDER DAY OF REMEMBRANCE. IS NOTED ON NOVEMBER 20. THESE ANNUAL OBSERVANCES, EDUCATE PEOPLE ON TRANS ISSUES AND MEMORIALIZED VICTIMS OF ANTI TRANS VIOLENCE. OUR TRANS STUDENTS. FAMILIES. AND HARFORD COUNTY PUBLIC SCHOOL COMMUNITY DEPEND ON YOU. THE UPHOLD ENVIRONMENTS THAT ARE SAFE FOR ALL. THAT INCLUDES THE CLASSROOM. THIS VERY CHAMBER AND ONLINE FORUMS. 62 YEARS AGO, SIX YEAR OLD RUBY BRIDGES INTEGRATED HER ELEMENTARY SCHOOL IN LOUISIANA. SHE WAS FLANKED BY AGENTS FOR HER OWN PROTECTION AND TO ENFORCE FEDERAL LAW. THIS BOARD HAS A RESPONSIBILITY TO NOT ONLY MAIL LETTERS OF VIOLATIONS. BUT ALSO TO STOP SPEAKERS. AND FAN THEM PERMANENTLY FROM PROPERTIES. THE SAME HATE SPEECH THAT MRS BRIDGES WAS SUBJECTED TO AT SIX YEARS OLD SIX DECADES AGO. WITH NOT MUCH DIFFERENT THAN THE VILE RHETORIC. SPEWED TOWARDS THE END OF THE LAST MEETING. IT IS THE SAME DISCRIMINATION OF OUR LGBTQ FAMILIES. AS A LAW ENFORCEMENT FAMILY. I WAS EQUALLY UPSET. OVER THE COMMENTS THAT WERE ATTRIBUTED TO INDIVIDUALS IN THE BLACK LIVES MATTER COMMUNITY THAT WERE COMPLETELY FALSE. I SHOULD NOT HAVE TO HEAR THOSE. MY FAMILY SHOULD NOT HAVE TO HEAR THOSE. IT IS UNACCEPTABLE. OUR CONSTITUTION GRANTS FREE SPEECH. THAT IS DISTINCT. FROM HATE SPEECH. PLEASE ENFORCE THE LAW AND YOUR POLICY. HARFORD STANDS AGAINST HATE. BLACK LIVES MATTER. GOODNIGHT. THIS IS OUR VIRTUAL PUBLIC COMMENT FOR THIS EVENING. OKAY. THANK YOU VERY [B. Consent Agenda] MUCH. DR MUELLER. THANK YOU. THE CONSENT AGENDA, SO NUMBER ONE IS THE CONTRACT AWARD. MEADOWVALE ELEMENTARY SCHOOL CHILL A REPLACEMENT. NUMBER TWO CONTRACT AWARD ENGINEERING AND DESIGN SERVICES FOR PAVING AND A D, A APPROVED MINTS AT VARIOUS HARFORD COUNTY PUBLIC SCHOOL LOCATIONS. NUMBER THREE CONTRACT AWARD. BAKERSFIELD ELEMENTARY SCHOOL CHILL A REPLACEMENT. NUMBER FOUR CONTRACT AWARD NEW ENTERPRISE RESOURCE PLANNING SOFTWARE. AND NUMBER FIVE MINUTES OF THE PREVIOUS BOARD MEETING ON NOVEMBER 7TH 2022. 20 YEARS. HMM ALRIGHT. MAY I HAVE A [00:25:10] MOTION AND A SECOND TO APPROVE THE CONSENT AGENDA. THIS IS DAVID. I MOVED TO APPROVE THE CONSENT AGENDA. THANK YOU HAVE A SECOND. THIS IS SONIA I SECOND. THANK YOU VERY MUCH IN FAVOR. PLEASE SAY YES. YES YES. YES, OPPOSED. PLEASE SAY NO. ALREADY. FIRST UP ITEMS SEE DR DAVIS AND [C. Presentation on Proposed Inclement Weather Plan, Dr. Eric Davis, Chief of Administration, Mr. Philip Snyder,Supervisor of Accountability, Ms. Stephanie Wall, Graphic Design/Technical Specialist] TEAM AND ENTOURAGE. GOOD EVENING. FOR THE FIRST TONIGHT I HAVE WITH ME AND SUPERVISOR OF ACCOUNTABILITY. CHESTERFIELD SNYDER. INNOVATION SPECIALIST MISS STEPHANIE WONG. AND TONIGHT WE'RE GONNA CIRCLE BACK ON THE CONVERSATION THAT WE HAD ON OCTOBER. 24TH WHERE WE SHARED WITH YOU. THE IMPLEMENT WEATHER PLAN AND SO THIS IS MORE OR LESS JUST AN UPDATE THAT WE'RE GOING TO SHARE WITH YOU AS FOLLOW UP FROM THAT PARTICULAR EVENING. SO TONIGHT, YOU'LL GET AN OPPORTUNITY TO SEE THE FEEDBACK. WE'RE GOING TO TALK TO YOU A LITTLE BIT ABOUT THE GARDENS REGARDING TEACHING AND LEARNING ON ASYNCHRONOUS DAYS. UH AND THEN WE'RE GOING TO TALK TO YOU ABOUT A NEW COMMUNICATION DOCUMENT THAT WE'VE PUT IN PLACE. FOR ANNOUNCING CLOSED. SO FIRST AND FOREMOST, WE HAVE OUR FEEDBACK, AND AS YOU CAN SEE, WE HAD OVER 371 TOTAL RESPONSES. OUT OF THOSE RESPONSES, 284 WERE IN FAVOR. OF ASYNCHRONOUS. 68 WERE. WE'RE NOT. AND JUST FELT LIKE THEY DIDN'T WANT ANY TYPE OF VIRTUAL INSTRUCTION. AH 11 WERE IN FAVOR OF BOTH ASYNCHRONOUS AND SYNCHRONOUS INSTRUCTION, AND THEN WE HAD EIGHT OTHER RESPONDENTS AS WELL, TOO. WHO REALLY DIDN'T ANSWER THE QUESTION. BUT MORE OR LESS JUST PROVIDED INFORMATION ABOUT THEIR CURRENT SITUATION NOW. YOU SEE? THE NUMBER SIX THERE. AND IF YOU REMEMBER IN OUR CONVERSATION BACK ON OCTOBER 24TH, THERE WAS A LOT OF DISCUSSION ABOUT THAT 10 DAY WINDOW. FROM THE TIME THAT WE WOULD PROVIDE ASSIGNMENTS. SO BASICALLY, WHAT WE'VE DONE IS REDUCED THAT FROM 10 TO 3 BASED ON THE FEEDBACK AND YOU'LL HEAR A LITTLE BIT ABOUT THAT THROUGHOUT THE PRESENTATION THIS EVENING, AND SO WITH THAT I'M GOING TO TURN IT OVER TO MR PHIL SNYDER TO KIND OF WALK US THROUGH WHAT CURRICULUM DEPARTMENT HAS DONE. GOOD EVENING BOARD MEMBERS, SO I'M GOING TO START. WE HAD A CONVERSATION LAST TIME ABOUT REALLY HAVING A DIFFERENTIATED APPROACH BY LEVELS, SO WE'RE GONNA START WITH OUR PRE K STUDENTS. AT THIS POINT. WE'RE HAPPY TO SAY THAT IN 24 OF OUR ELEMENTARY SCHOOLS, WE HAVE PRE K PROGRAMS AND AS YOU ARE AWARE, WE'RE GETTING MORE AND MORE OF THE FULL DAY PROGRAMS, WHICH IS GREAT AND HELPING THEIR STUDENTS PREPARE THEM FOR KINDERGARTEN. OR SEPTEMBER, 30TH ENROLLMENT FOR PRE K WAS ACTUALLY TOPPED OVER 1000. WE'RE AT 1101 STUDENTS IN PRE K. EARLY CHILDHOOD OFFICE IN OUR DIVISION OF CURRICULUM, INSTRUCTION AND ASSESSMENT IS CURRENTLY WORKING ON PROVIDING PAC PACKS FOR THE STUDENTS. THEY WILL GO HOME. THEY'LL STAY AT HOME, SO THAT WAY THEY HAVE THESE MATERIALS AT ANY TIME THAT THEY NEED THEM, WHETHER IT BE A VIRTUAL INSTRUCTIONAL DAY OR ANY DAY THAT THEY NEED THESE MATERIALS, SO WE'RE EXCITED TO HAVE OUR TEACHERS TO GIVE THESE OUT VERY SOON TO THESE STUDENTS. AS FAR AS THEIR ACTIVITIES THAT THEY WILL BE ENGAGED IN DURING THE VIRTUAL LEARNING THEY WILL BE FOCUSED AROUND READING, WRITING OR LANGUAGE ARTS SKILLS AT THAT EARLY AGE, AS WELL AS MATHEMATICS. AND THEIR SUPPLIES AND MATERIALS WILL ASSIST. UM, WITH THAT. WELL CERTAINLY HAVE HARD COPIES THAT ARE TEACHERS WILL GIVE TO THE STUDENTS, PARENTS AND THEIR FAMILIES AND ALSO ELECTRONIC COPIES WILL BE AVAILABLE OF THEIR ACTIVITIES THAT THEY WILL BE ENGAGED IN. DURING THESE DAYS, AND THEY WILL BE POSTED TO OUR WEBSITE AS WELL . AND STEPHANIE. WELL, WE'LL BE TALKING TO YOU A LITTLE BIT ABOUT THEIR WEBSITE ABOUT THAT. SO LET'S SWITCH OVER TO OUR ELEMENTARY STUDENTS IN GRADES K THROUGH FIVE. WE REALLY WANT ONE PLATFORM FOR OUR STUDENTS ACROSS THE LEVEL TO GO AND TO ACCESS THEIR MATERIALS SO THAT WE'RE NOT HAVING DIFFERENT FAMILIES. DIFFERENT GRADE LEVELS SHOP AROUND FOR DIFFERENT SITES TRYING TO FIND THE RESOURCES. SO FROM HERE ON OUT ELEMENTARY, MIDDLE AND HIGH, EVERYTHING WILL BE HOUSED IN OUR LEARNING MANAGEMENT SYSTEM, WHICH IS CANVAS. STUDENTS ARE VERY COMFORTABLE WITH THAT. TEACHERS ARE LEARNING THE SYSTEM AND WE'LL TALK ABOUT SOME RESOURCES [00:30:04] ABOUT THAT IN A LITTLE BIT. FOR KINDERGARTEN STUDENTS THROUGH GRADE FIVE. THERE WILL BE FOCUSING ON WORK AND THEIR LITERACY SKILLS AS WELL AS MATHEMATICS, AND WE ALSO THOUGHT IT WAS IMPORTANT THAT THEY'RE GOING TO BE MISSING A UNIFIED ART THAT DAY, WHETHER IT BE PPE OR MUSIC OR MEDIA, WHATEVER UNIFIED ART THAT THEY WILL HAVE IN THAT ROTATION THAT DAY, THEY WILL ENGAGE IN THOSE ACTIVITIES AS WELL. SO THEIR TEACHERS WILL BE PUTTING THEIR LESSONS AND THEIR PLANS ON CANVAS AND WE'LL TALK ABOUT INFORMATION ON HOW PARENTS WILL ACCESS THEM AND STUDENTS WERE ACCESS TO THESE MATERIALS. WE CAN APPROXIMATE ABOUT 20 MINUTES PER CONTENT AREA FOR THAT DAY. AGAIN. WE STILL HAVE THAT THREE DAY WINDOW THAT IT SHOULD SOMETHING ARISE. THEY WILL HAVE THREE DAYS AFTERWARD TO TURN IN THE MATERIALS. AND SO HAVING AS WELL AS THE UNIFIED ARTS LESSON AS WELL THAT THEY WOULD HAVE REALLY HAD IN PERSON THAT THEY HAD BEEN A NORMAL SCHOOL DAY. LET'S GO TO OUR MIDDLE SCHOOL STUDENTS AGAIN EVERYTHING IN CANVAS AND THEY WILL BE WORKING ON WHATEVER CONTENT THAT THEY WILL BE MISSING AND THOSE CLASSES FOR THAT DAY. WE CAN EXPECT ABOUT 20 TO 30 MINUTES PER TIME, AND WE KNOW WE WANT THOSE MATERIALS TO BE ALIGNED TO THEIR CURRENT UNIT OF STUDY, SO IT IS MOST RELEVANT AND ACTUALLY ONE JUST INCREASE THEIR LEARNING WHILE THEY'RE AT HOME. AND FINALLY FOR OUR HIGH SCHOOL STUDENTS. WE HAVE GENERALLY FOR CLASSES, THE STUDENTS WILL TAKE OUT OF HIGH SCHOOL LEVEL AND THEIR EXCEPTIONS TO THAT IF THEY GO OVER TO HCC, OR ENGAGE IN OTHER ACTIVITIES. BUT FOR FOUR CLASSES , STUDENTS WILL BE EXPECTED TO SPEND ABOUT 30 TO 60 MINUTES PER CLASS, AND THAT WILL BE THEIR CLASSES THAT THEY WOULD REGULARLY ATTEND. THAT DAY. THEY'LL JUST BE DOING IT IN THE ASYNCHRONOUS FORMAT. UM SO THERE WAS ACTIVITIES AGAIN WILL BE POSTED BY THEIR TEACHER AND ALIGNED TO THEIR CURRENT UNIT OF STUDY IN THOSE COURSES. SO WE KNOW WE'RE GOING TO HAVE A LOT OF COMMUNICATION. FIRST IS FOR TEACHERS SINCE CANVAS AS YOU KNOW, THIS CANVAS IS NEW TO OUR SCHOOL SYSTEM. THE MAJORITY OF OUR TEACHERS ARE FAMILIAR WITH IT AND USE IT ON A REGULAR BASIS . UM, FOR THOSE WHO ARE NOT, WE DO HAVE MATERIALS FROM OUR DIVISION AND PARTICULARLY UNDER MARTHA BARWICK'S LEADERSHIP AND HER INSTRUCTIONAL TECHNOLOGY TEAM, SO THEY ARE WORKING RIGHT NOW TO PUT THESE MATERIALS TOGETHER FOR TEACHERS THAT WILL SHOW THEM SOME DIFFERENT OPTIONS AND MULTIMEDIA THAT TAKEN EMBED INTO THEIR LESSONS INTO THEIR ACTIVITIES FOR STUDENTS AS WELL AS ANY OTHER DIGITAL TOOLS THAT THEY WILL NEED. THERE'S DIRECTIONS WILL BE CREATED FOR STAFF MEMBERS AND TEACHERS, AND WE'LL BE SHARING THEM WITH THEM VERY SOON. AS WELL AS THE FLOW CHART TO KIND OF GIVE THEM A LITTLE BIT OF A LAYOUT OF EXACTLY HOW THESE SHOULD LOOK. AND MORE IMPORTANTLY, WE THOUGHT IT WAS IMPORTANT FOR OUR TEACHERS TO SEE A MODEL. OR AN EXAMPLE OF HOW WEATHER MODULE IMPLEMENT WHETHER MODULE SHOULD LOOK SO WE'LL HAVE AT EACH LEVEL EXAMPLE OUR LESSONS AND PLANS THAT TEACHERS CAN USE ACCORDINGLY. AND FINALLY FOR FAMILIES. OF COURSE, THE FIRST QUESTION IS HOW DO I GET ON CANVAS? HOW DO I ACCESS THAT, SO WE WILL BE HAVING THE GUIDING DOCUMENTS FOR FAMILIES POSTED ON OUR WEBSITE AS WELL. AND THAT WILL BASICALLY TELL THEM HOW TO GET TO THE CONTENT. PROBABLY THIS WOULD BE MORE PERTINENT TO OUR YOUNGER STUDENTS WHO MAY NEED SOME ASSISTANCE IN GETTING TO CANVASS SOME OF OUR OF COURSE, OLDER STUDENTS ARE VERY FAMILIAR WITH HOW TO GET THERE. FROM HOME. BUT ALSO INCLUDE HOW TO SUBMIT ASSIGNMENTS. WHEN THERE'S ASSIGNMENTS WILL BE DO HOW MUCH TIME THEY CAN PLAN ON SPENDING IN THOSE TASKS. AND THEN IF THERE ARE ANY SUPPORTS WHAT KIND OF RESOURCES WILL BE AVAILABLE? UM YOU MAY BE FAMILIAR THAT DURING COVID WE OPENED UP A SUPPORT CENTER IN THE CURRICULUM OFFICE JUST TO HELP PARENTS WITH CURRICULAR TECHNOLOGY NEEDS, UM AND SO THAT THAT RESOURCES WILL BE AVAILABLE AS WELL. UM SO THAT CONCLUDES MY SLIDES. I'M GOING TO TURN IT BACK TO DR DAVIS. ALL RIGHT. THANK YOU, MR SNYDER. SO WE MENTIONED THE NEW COMMUNICATION PROCESS THAT WE'RE GOING TO PUT IN PLACE IF THIS IS APPROVED TONIGHT, AND SO WE HAVE MISS STEPHANIE WALL WHO'S GOING TO SHARE WITH YOU. OUR NEW WEB PAGE THAT WILL HOUSE ALL THINGS IMPLEMENT WEATHER. THANK YOU. SO WE HAVE AN EXISTING PAGE ON OUR WEBSITE CALLED INCLEMENT WEATHER AND SCHOOL CLOSINGS AND THE CONTENT THAT IS CURRENTLY ON THAT PAGE DISCUSSES HOW WE COME TO THE DECISION TO CLOSE HAVE AN EARLY DISMISSAL. HAVE A DELAY THINGS OF THAT NATURE, SO WE'RE GOING TO BUILD ON THAT AND HAVE A SECTION FOR THE VIRTUAL INCLEMENT WEATHER DAYS. AND AS IT STANDS NOW, WE JUST HAVE A MOCK UP HERE TO SHOW OF THAT WEB PAGE AND WHAT IT COULD LOOK LIKE WE HAVE THE INFORMATION ABOUT THIS PROCESS WITH MSD E AND HERE WITH OUR BOARD MEETINGS. SUCH AS THE INFORMATION FROM OCTOBER 24TH. WE HAVE THE APPLICATION ELEMENTS SUCH AS THE DEVICE AND WIFI ACCESS, ATTENDANCE, COMMUNICATIONS, THINGS OF THAT NATURE, AND THEN THE THREE [00:35:02] BUTTONS THAT ARE SHOWN ON THE RIGHT HAND SIDE ARE FOR PARENTS, STUDENTS AND STAFF. SO THE IDEA BEHIND THESE IS THAT EACH DEMOGRAPHIC WOULD HAVE A SPECIFIC AREA WITH LINKS THAT ARE PERTINENT TO THEIR ROLE, WHETHER THAT IS SUPPORTING THE STUDENTS, THE STUDENTS THEMSELVES DOING WORK AT HOME OR STAFF MEMBERS WANTING TO KNOW HOW THEY CAN. SPORT. SO WE HAVE A COUPLE EXAMPLES HERE. THE GUIDANCE DOCUMENTS FOR PARENTS TECHNOLOGY SUPPORTS. WE'VE ALSO TALKED ABOUT DOING A PARENT ACADEMY. REAL TALK THAT TALKS ABOUT THESE VIRTUAL INCLUDE WEATHER DAY. SO IF WE DO THAT WE CAN HOUSE THAT HERE AS WELL FOR PARENTS TO COME BACK AND REFERENCE. THANK YOU, MISS WALL , AND SO AGAIN, UM, NEXT STEPS IN THIS PROCESS. TONIGHT. WE'RE BRINGING THIS TO YOU FOR APPROVAL AND UPON BOARD OF EDUCATION APPROVAL. WE WILL SUBMIT THAT APPLICATION TO MSD FOR THEIR APPROVAL. NOW THE GRAY AREA THERE IS WE DON'T KNOW HOW LONG THAT WILL ACTUALLY TAKE UNTIL AGAIN. WE WILL SUBMIT IT IF YOU APPROVE IT TONIGHT TOMORROW, BUT THEN WE WILL SEE WHEN WE GET THAT BACK. AND THEN AGAIN, IF IT'S APPROVED BY MSD, WE WILL POST IT TO OUR SITE. UH AND WE WILL BEGIN OUR SYSTEM WIDE COMMUNICATION PROCESS. SO WITH THAT WE'LL BE HAPPY TO TAKE ANY QUESTIONS. ALREADY ANY QUESTIONS? SO I KNOW THE ANSWER TO THIS, BUT I WOULD LIKE TO HAVE YOU SHARE IT WITH EVERYBODY . WHY DID WE DECIDE NOT TO DO SYNCHRONOUS DAYS BACK THAT UP AND SAY, WOULD YOU START WITH THE DEFINITION OF SYNCHRONOUS VERSUS ACRES? SECRET IS FOR THE PUBLIC. SURE, SO THAT'S FINE. SO THE DEFINITION OF SYNCHRONOUS INSTRUCTION IS BASICALLY REAL TIME FACE TO FACE INSTRUCTION COMPUTER BY THE TEACHER. SO YOU'RE THINKING WITH THE TEACHER THAT SYNCHRONOUS INSTRUCTION? A SYNCHRONOUS INSTRUCTION IS WHEN THE TEACHER POSTS, INSTRUCTION OR ASSIGNMENT TO THE LEARNING PLATFORM, AND THE STUDENTS HAVE AN OPPORTUNITY TO COMPLETE THAT IN A GIVEN TIME FRAME. AND THE REASON WE CHOSE NOT TO DO SYNCHRONOUS SO THE STATE OFFERED EIGHT VIRTUAL DAYS. UM AND THEY ONLY OFFERED THREE ASYNCHRONOUS DAYS AND WE JUST FELT LIKE OPERATIONALLY LOGISTICALLY. WE'RE NOT. WE WEREN'T EQUIPPED TO DO THE SYNCHRONOUS DAYS, BUT WE WERE EQUIPPED TO DO THE ASYNCHRONOUS. DAYS AND SO THE DIFFERENCE? OBVIOUSLY WE JUST SHARED BETWEEN ASYNCHRONOUS AND SYNCHRONOUS IS REAL TIME INSTRUCTION OR. POSTING TO THE LEARNING PLATFORM AND GIVING STUDENTS AN OPPORTUNITY TO COMPLETE THOSE ASSIGNMENTS AND GIVEN TIME FRAME, SO WE JUST FELT LIKE WE WERE LOGISTICALLY BETTER PLACE TO DO A SYNCHRONIZED AND THE REASON FOR THAT. IS THAT LIKE THERE COULD BE POWER OUTAGES. SOME PEOPLE DON'T HAVE REAL GOOD INTERNET CONNECTION, POWER OUTAGES, INTERNET CONNECTIONS, ALL SORTS OF SITUATIONS THAT COULD BE HAPPENING WITH OUR FAMILIES, BUT THIS JUST GIVES OUR FAMILIES AN OPPORTUNITY. TO BE ABLE TO GET THOSE ASSIGNMENTS COMPLETED IN A GIVEN TIME FRAME, AND WE FELT LIKE 10 DAYS WAS TOO LONG, BUT WE REDUCED THAT TO THREE. AND DID WE ANSWER MOST OF THE QUESTIONS THAT PEOPLE HAD POSED TO US? THE COMMENTS THAT WERE SENT TO US WHERE WE ABLE TO SATISFY MOST OF THOSE, I BELIEVE SO OKAY? ALL RIGHT. THANK YOU. I APPRECIATE THAT. RIGHT ANYONE ELSE? HOW CAN I TAKE YOU BACK? YES, MA'AM. SO BY HAVING THESE. THREE ASYNCHRONOUS DAYS DURING A SNOW DAY OR DURING THE DAY WHEN THE SCHOOL CALENDAR IS CLOSED. BASICALLY WE DON'T LOSE THOSE DAYS AND HAVE TO MAKE THEM UP AT THE END OF THE YEAR. THAT'S CORRECT. AND THE REASON WE DIDN'T SAY WE WANT ALL SNOW DAYS. TO BE A SYNCHRONOUS IS BECAUSE THE STATE WOULDN'T ALLOW US THREE. A LOT OF THE SOME SEVERAL COMMENTS COMMENCE. WE WANT THEM ALL. BECAUSE WE WOULD LIKE TO STILL HAVE SCHOOL. BUT WE CAN'T DO IT BECAUSE WE'RE NOT ALLOWED TO DO IT BECAUSE THE STATE ONLY OFFERED US THREE DAYS, THREE DAYS, SO I JUST TRY TO MAKE THAT CLEAR TO THE PUBLIC. AND UM SO BUT FROM WHAT WE SEE ON THE SURVEY, UM 284 OF THE 371 RESPONDENTS OR IN FAVOR OF THE ASYNCHRONOUS DAYS, SO IT LOOKS LIKE THE PUBLIC IS IN FAVOR. THE MAJORITY OF THE PUBLIC IS IN FAVOR. UM, SOMETIMES FOUR. WHAT 20% MAYBE WAS NOT IN FAVOR, BUT THE VAST MAJORITY. WAS IN FAVOR OF HAVING AN ASYNCHRONOUS DAY. AND THAT WAS IN LINE. YES YES, MA'AM, AND THAT WAS IN LINE WITH THE SURVEY THAT WAS SENT OUT BACK IN 2021 AS WELL WHERE THAT WAS HEAVILY MAJORITY ASYNCHRONOUS. GREAT. THANK YOU. UM, NOT A QUESTION JUST TO COMMENT. THANK YOU FOR HEARING US. AND FOR RESPONDING TO OUR CONCERNS ABOUT. THE [00:40:03] NUMBER OF DAYS THAT WERE PROPOSED ORIGINALLY. I THANK YOU ALL VERY MUCH FOR THE WORK THAT YOU'VE DONE ON THIS. ANYONE ELSE, MR ROBINSON? ANY QUESTIONS CONCERNS? NOT FOR ME. THANK YOU. THANK YOU, DR BAUER. SO I COMMENT, UM NOT QUESTION. SO OPEN SPLIT SKEPTICAL ABOUT THIS, UM RECOGNIZE THAT SERVICES VERY STRONGLY IN FAVOR OF DOING THIS. I WOULD PROPOSE THAT. FOR THIS YEAR. WE DO FEWER THAN THREE DAYS DISTURBED. AND SEE. HOW DOES IT GO? AND THEN EXPAND NEXT YEAR. DIFFICULT WELL WITH FEWER THAN THREE DAYS THIS YEAR. SO YOU'RE PROPOSING THAT WE DON'T APPLY FOR THREE DAYS. WE APPLY FOR ONE OR TWO. OKAY. I'M INTERESTED IN OTHER BOARD MEMBERS THOUGHTS ON THAT PROPOSAL. I DON'T THINK WE HAVE TO USE ALL THREE DAYS. WE HAVE AN OPTION TO USE UP TO THREE. IT COULD BE ONE. IT COULD BE TOO. BUT IT GIVES US THE FLEXIBILITY THEN IF NEEDED. YOU COULD HAVE TWO DIFFERENT WHETHER EVENTS OCCURRING YOU MIGHT USE ONE. ONE TIME YOU MIGHT USE THREE ANOTHER TIME. NO, I AGREE. THAT'S THE WAY I UNDERSTAND IT. I MEAN, FOR ALL WE KNOW THERE WON'T BE ANY SNOW DAYS. THAT'S WHAT THE WEATHERMAN SAYS COULD CERTAINLY HAPPEN. I'M HOPEFUL IT WON'T BUT IT COULD. ANYBODY COMMENTS? THOUGHTS. THAT'S PRETTY MUCH IT, OKAY? YOU NEED US TO VOTE MOTION , SO I DO NEED A MOTION AND THE SECOND WHO WOULD LIKE TO MAKE THE MOTION. I GUESS I WILL THEN MOVE THAT WE ACCEPT. THE PROPOSAL TO MOVE FORWARD. TWO. MSD FOR APPROVAL. THIS IS ARIANNA SECOND. THANK YOU VERY MUCH. ALRIGHT DO SAMPLE ROLL CALL. YEAH. THIS RALLY. BAUER. NO. MR KARWACKI? YES. MISS KELLY. YES. DR PHILLIPS. YES. MR RICCARDI? YES. MR ROBINSON. YES. MISS BANKEN. YES. PRESIDENT MUELLER. YES. HASN'T IT EARLIER? YES. MOTION PASSES. THANK YOU VERY MUCH. THANK YOU. PLEASE MAKE THAT APPLICATION, ALL [D. Presentation on Graduation Outcomes, Mr. Mike O'Brien, Executive Director of Middle & High School Performance, Ms.Katie Ridgway, Director of Strategic Initiatives, Ms. Sara Saacks, Coordinator of North Star & School PerformanceInitiatives, Mr. Robert Limpert, Supervisor of Magnate & CTE Programs, and Ms. Kay Malone, Supervisor of SchoolCounseling] RIGHT? THANK YOU VERY MUCH, ALRIGHT PRESENTATION OF HARPER COUNTY PUBLIC SCHOOLS, GRADUATION REQUIREMENTS, MR O'BRIEN. AND COLLEAGUES. WHO ELSE IS COMING? ORIGINALLY IT SUCKS. YOU HAVE A LOT OF PEOPLE AND CAME ALONG. I'M JUST SAYING THERE'S NO RUSH. ALL RIGHT. WE NEED ANOTHER CHAIR. OKAY. HE'S ON UP. BROTHER TEAM WITH US. JUST GO DOWN THE ROAD AND INTRODUCE THANKS. GOOD EVENING, PRESIDENT GAUTIER, VICE PRESIDENT EULER, SUPERINTENDENT PAULSON AND ESTEEMED BOARD MEMBERS. TONIGHT WE BRING BEFORE YOU REPRESENTATIVES OF FIVE DEPARTMENTS. WITH PROPOSED SHIFTS TO OUR HCPS GRADUATION REQUIREMENTS. MY NAME IS MIKE O'BRIEN. WE STARTED THIS WORK THREE. THREE YEARS AGO, ACTUALLY BEFORE COVID ALONG WITH ME. WE HAVE KATIE RIDGEWAY, DIRECTOR OF STRATEGIC INITIATIVES. WE HAVE ROB LIMPERT. HE IS SUPERVISOR OF MAGNET AND SETI PROGRAMS. WE HAVE CAME ALONE. KAY IS SUPERVISOR OF SCHOOL COUNSELING. AND WE ALSO HAVE SARAH, SEX COORDINATOR OF NORTHSTAR AND SCHOOL IMPROVEMENT. SO DURING THIS PRESENTATION. SO DURING THIS PRESENTATION, WE WILL SHOW YOU WHY A SHIFT IN GRADUATION REQUIREMENTS IS NECESSARY AT THIS TIME. THE BLUEPRINT FROM MARYLAND FUTURE AND NORTH STAR HAVE PROVIDED SO MANY OPPORTUNITIES FOR OUR STUDENTS THAT QUITE FRANKLY, WE DIDN'T HAVE HIS KIDS. THE SHIFT IN GRADUATION REQUIREMENTS WILL [00:45:05] HELP INCREASE OPPORTUNITIES FOR STUDENTS TO ENROLL IN EARLY COLLEGE PROGRAMS, APPRENTICESHIPS NON CREDIT, DUAL ENROLLMENT AND WORKFORCE DEVELOPMENT. ESPECIALLY FOR STUDENTS WHO NEED IT. THE MOST THE LOCAL REQUIREMENTS THAT WERE DEVELOPED WERE SOLID IN 2005. BUT NOW WITH SO MANY MORE OPPORTUNITIES FOR OUR STUDENTS THEY CAN BE A BARRIER FOR SOME OF OUR STUDENTS. WE LAST VISITED OUR GRADUATION REQUIREMENTS IN 5 4006. PRIOR TO THAT HARFORD COUNTY PUBLIC SCHOOLS REQUIRED 21 CREDITS FOR A HIGH SCHOOL DIPLOMA. AND THIS MATCH THE STANDARD THAT THE STATE OF MARYLAND HAD HCPS INITIATED CSS RP THE SECONDARY SCHOOL REFORM AT THAT TIME AND INCREASE THE LOCAL GRADUATION REQUIREMENTS TO 26 TOTAL CREDITS. THE STATE OF MARYLAND REMAINED AT 21. UNTIL JUST LAST YEAR, WHEN IT ACTUALLY RAISED IT TO 22, ADDING 1/4 MATH CREDIT THAT WE'VE HAD SINCE 2005. JUST TO LOOK BACK INTO C S S R P THIS PROGRAM WAS VERY IMPORTANT TO OUR WORK IN 2005 AND MANY OF THE INITIATIVES THAT WE PUT IN PLACE REMAINED. ALL HIGH SCHOOLS EQUALIZED CREDIT OPPORTUNITIES AT EIGHT PER YEAR FOR EACH STUDENT. THE TOTAL CREDIT COUNT INCREASED TO 26. WE BECAME BEGAN REQUIRING 1/4 MATH CREDIT AND THEN AN ADDITIONAL HALF OF PHYSICAL EDUCATION CREDIT. WE IMPLEMENTED WHAT WE CALLED A CAREER PATHWAY REQUIREMENT FOR STUDENTS WHO ARE NOT IN A STATE APPROVED SETI PROGRAM. THE LOCAL PATHWAY WAS DEVELOPED AS A SERIES OF FOUR COURSES IN A CONCENTRATED AREA SUCH AS PERFORMING ARTS, HEALTH AND HUMAN SERVICES AND SOCIAL SCIENCES. ADDITIONALLY WE BROUGHT OUR FIRST MAGNET PROGRAMMED ABERDEEN HIGH SCHOOL THE S M A THAT YEAR. WE ALSO CREATED A COURSE CALLED LIVING IN THE CONTEMPORARY WORLD THAT WE OFFERED ALL FRESHMEN, WHICH WE NO LONGER DO. I WILL NOW HAND IT OVER TO MY COLLEAGUE SARA TO DISCUSS OUR MARYLAND CURRENT REQUIREMENTS. GOOD EVENING. SO WHAT YOU SEE HERE THE CURRENT MARYLAND GRADUATION CREDIT REQUIREMENTS THAT WERE APPROVED IN JANUARY OF 21 BY THE STATE BOARD OF EDUCATION, AND THESE WERE BASED ON THE RECOMMENDATIONS FROM THE MARYLAND HIGH SCHOOL TASK FORCE GRADUATION TASK FORCE. HERE IN HARTFORD COUNTY. PUBLIC SCHOOLS ARE STUDENTS ARE REQUIRED THOSE 22 CREDIT COUNTS, PLUS ADDITIONAL EARNING A HALF HALF CREDIT MP FOR ADDITIONAL CREDITS OF LOCAL PATHWAY, AS MR O'BRIEN DESCRIBED AND OTHER ELECTIVE CREDITS THAT TOTAL UP TO THAT 26 COUNT. SO PART OF OUR TEAM WORK IN RESEARCH WAS REALLY REVIEWING OUR LOCAL CREDITS HERE THAT TOTAL COUNT AND COMPARISON ACROSS THE STATE. SO WHAT YOU SEE, HERE ARE THE VARIOUS COUNTIES NUMBER OF COUNTIES IN THE TOTAL CREDIT REQUIREMENTS THAT HAVE THOSE IN COMPARISON WITH US. THROUGH THAT RESEARCH THROUGH OUR COLLABORATION AND FEEDBACK FROM A VARIETY OF STAKEHOLDERS THAT LEAD THIS TEAM TO BRING THIS PROPOSAL RECOMMENDATION TO YOU. TO HAVE A SHIFT IN OUR OVERALL CREDIT REQUIREMENT FROM 26 TO 24. AND TO ELIMINATE THAT LOCAL PATHWAY REQUIREMENT. REALLY? OPENING UP THOSE OPPORTUNITIES THAT SPACE AND PLACE AND TIME AND A STUDENT SCHEDULE, WHICH WILL DESCRIBE LATER TO BE ABLE TO PARTICIPATE IN SOME OF THOSE OPPORTUNITIES. MISS RIDGEWAY WILL DESCRIBE NOW HOW WE'RE CURRENTLY ALIGNING ALL OF OUR INITIATIVES TO SUPPORT THIS SHIFT. THANK YOU, SARAH. GOOD EVENING, EVERYONE ADDS MR O'BRIEN AND SARAH HAD MENTIONED THAT, UM THE PART OF THIS WORK IS ABOUT INCREASING OUR OPPORTUNITIES, AND DR BOLSON HAD PREVIOUSLY BEGAN THE WORK OF INCREASING OUR STUDENTS OPPORTUNITIES WITH THE NORTH STAR INITIATIVE. SO THE NORTH STAR INITIATIVE HAD THREE BIG GOALS WHERE WE WOULD HAVE HIGH SCHOOL STUDENTS HAVE COLLEGE LEVEL WORK WHILE IN HIGH SCHOOL , UM AARON COLLEGE CREDIT AND HAVE CAREER CREDENTIALS WHILE IN HIGH SCHOOL. OPPORTUNITY TO GET CAREER CREDENTIALS. WHEN THE BLUEPRINT FOR MARYLAND'S FUTURE WAS PASSED. THERE WAS LANGUAGE IN THE LEGISLATION THAT REALLY MATCHES AND ALIGNS NICELY WITH THE HCPS NORTH STAR INITIATIVE WHEREBY THE LANGUAGE IN THE BLUEPRINT TALKS ABOUT POST COLLEGE AND CAREER READINESS PACK RAYS THAT ARE FOR ADVANCED PLACEMENT AND I INTERNATIONAL BACCALAUREATE, WHICH KIND OF ALIGNS WITH OUR COLLEGE LEVEL WORK WHILE IN HIGH SCHOOL. POST COLLEGE AND CAREER READINESS. DUAL ENROLLMENT, WHICH IS OUR EARNING COLLEGE CREDIT, POST COLLEGE AND CAREER READINESS, RIGOROUS TECHNICAL EDUCATION, WHICH IS OUR CAREER CREDENTIALING AS YOU CAN SEE THAT THAT, UH, EMPHASIS ON COLLEGE AND CAREER IS REALLY IMPORTANT IN BOTH OUR HCPS INITIATIVES AS WELL AS IN THE LEGISLATION THAT IS FACING US. [00:50:03] SOMETHING THAT IS DIFFERENT AND NEW IN THE BLUEPRINT FOR MARYLAND'S FUTURE. IS A STUDENT SUPPORT PATHWAY, SO AS YOU'LL SEE UNDER THE BLUEPRINT COLUMN OF THIS SLIDE, WE TALK ABOUT BEING COLLEGE AND CAREER READY. AND SO THE BLUEPRINT TALKS ABOUT STUDENTS WHO ARE NOT COLLEGE AND CAREER READY TO GO ON ONE OF THOSE PATHWAYS, AND THAT IS CALLED THE STUDENT SUPPORT PATHWAY, AND THAT'S WHERE A LOT OF INNOVATIVE OPPORTUNITIES WILL ARISE. WHEN WE WERE LOOKING AT THE HCPS NORTH STAR INITIATIVE. WHAT'S IN THE BLUEPRINT FOR MARYLAND'S FUTURE? WHAT MSD REQUIRES FOR GRADUATION CREDITS . THERE IS A LOT OF SYNERGY THERE FOR STUDENT OPPORTUNITY, BUT THERE IS ONE PIECE THAT REALLY WAS BECOMING A BARRIER IN THE WORK THAT WE NEEDED TO DO TO PROVIDE STUDENTS MORE OPPORTUNITIES, AND THAT WAS THE HCPS HISTORICAL LOCAL PATHWAY, WHICH REALLY JUST DIDN'T FIT INTO THE PICTURE ANYMORE. AND SO THEY'RE REALLY BRING HOME THAT POINT ABOUT OPPORTUNITIES. MISTER LIMPERT WILL SHARE SOME OF THE EXCITING THINGS HE'S DOING. GOOD EVENING AS MISS RIDGEWAY, MISS SAX, MR. O'BRIEN STRESSED OPPORTUNITIES AS THE KEY WITH THE SHIFT FROM 26 TO 24 . THIS SLIDE OUTLINES SEVERAL OF THE OPPORTUNITIES THAT SHIFT WOULD PROVIDE TO OUR STUDENTS FROM DUAL ENROLLMENT IN DUAL CREDIT TO EXPANDED OPTIONS FOR STUDENTS TO PARTICIPATE IN EXPLORE MAGNET COURSE OFFERINGS IN THE MAGNET PROGRAMS TO APPRENTICESHIPS, WHICH IS A NEW PROGRAM HERE IN HARFORD COUNTY. OUR STUDENTS CAN ALSO PARTICIPATE IN INTERNSHIPS WITH LOCAL BUSINESSES. ALSO, WE HAVE A BRAND NEW PROGRAM, WHICH WAS PILOTED LAST YEAR AND WE ARE RUNNING AGAIN THIS YEAR AND NEXT, WHICH IS CALLED R HARFORD INVESTMENT PROGRAM, PROVIDING STUDENTS UNIQUE OPPORTUNITIES TO BOTH THE COLLEGE AND CAREER READY WHILE THEY'RE STILL IN HIGH SCHOOL, IN PART, PARTNERING UP WITH LOCAL BUSINESSES UPON EXIT FOR JOB OPPORTUNITIES. ALL THIS REALLY HONES IN ON OUR STUDENTS HAVING THE OPPORTUNITY TO PERSONALIZE THEIR EDUCATION WHILE IN HIGH SCHOOL WHILE STILL BEING FUTURE FOR THINKING IN COLLEGE AND CAREER READY THIS PICTURE, YOU'LL SEE ONE OF OUR OWN RAS STUDENTS, WHICH IS ONE OF OUR MAGNET PROGRAMS, THE NATURAL RESOURCES AND AGRICULTURAL SCIENCE PROGRAM. THIS IS MIA COLEMAN. SHE'S HARFORD COUNTY PUBLIC SCHOOLS, VERY FIRST OFFICIAL DEPARTMENT OF LABOR, MARYLAND YOUTH APPRENTICE SHE SIGNED ON BOARD IN SEPTEMBER. SHE WILL BE WORKING WITH LABELLA PETS OUT OF ABERDEEN. THE NICE THING ABOUT OUR PARTNERSHIP WITH LABELLA PETS IS MONICA TAYLOR, WHO IS ALSO IN THE PICTURE. HERE IS A HARPER TECHNICAL HIGH SCHOOL GRADUATE AND ENTREPRENEUR AND A SMALL BUSINESS OWNER IN ABERDEEN . SO THE APPRENTICESHIP PROGRAM PROVIDES US THE OPPORTUNITY FOR OUR STUDENTS TO EARN WHILE THEY LEARN. THE SECOND OPPORTUNITY. I WANT TO TALK ABOUT SUNDAY'S OUR WORKFORCE INVESTMENT PROGRAM. THIS IS A PARTNERSHIP THAT HARPER COUNTY PUBLIC SCHOOLS ENTERED INTO WITH THE LEADS GRANT FOR OUR STUDENTS TO GET CAREER READY TRAINING COST FREE WHILE THEY'RE STILL IN SCHOOL. STUDENTS THAT ARE IN THESE PROGRAMS HAVE THE OPPORTUNITY TO EARN NON CREDIT CREDENTIALING THROUGH HARPER COMMUNITY COLLEGE , ALL WHILE HARPER COUNTY PUBLIC SCHOOLS PAYS FOR THAT OPPORTUNITY FOR THEM. IN THIS PICTURE, YOU'LL SEE AN EXAMPLE OF A STUDENT FROM OUR PILOT PROGRAM, WHICH WAS OFFERED UP IN 21 22. WE OFFERED THREE PROGRAMS WITH HARPER COMMUNITY COLLEGE IN CONSTRUCTION SKILLS, OFFICE SKILLS AND CYBER CYBER SECURITY. THIS YEAR STARTING IN JANUARY, WILL BE OFFERING FIVE PROGRAMS INSURANCE HELPDESK CONSTRUCTION SKILLS, LOGISTICS MANAGEMENT, OFFICE SKILLS AND SOCIAL MEDIA MARKETING. WE ALSO HAVE PLANS FOR NEXT YEAR, EXPANDING THE PROGRAM TO EIGHT, INCLUDING C N, A CERTIFIED NURSING ASSISTANT DENTAL ASSISTANT AND RETURNING THE CYBERSECURITY PROGRAM. SO SHIFTING IN THE CREDITS FROM 24 TO 26 TO 24 EXCUSE ME, PROVIDES OUR STUDENTS AS MR WINE TOUCHED UPON OUR MOST NEEDY STUDENTS THE OPPORTUNITIES TO EXPLORE THESE OPTIONS THAT HELP MAKE THEM CAREER READY. MR BRYANT. SO I'D LIKE TO SHOW YOU TWO STUDENTS AND THE IMPACT OF THIS WOULD HAVE ON THESE TWO PARTICULAR STUDENTS. STUDENT A IS TAKING A CURRICULAR PATH THAT WOULD REQUIRE FOUR PATHWAY COURSES AS SHOWN ON THE BOTTOM. AS LONG AS STUDENT A PAST ALL COURSES. YOU SEE THE OPPORTUNITIES THERE LISTED FOR SOME OF THE GREAT OPPORTUNITIES THAT MISTER LIMPERT SPOKE ABOUT. THERE'S ONE OPEN SPOT IN GRADE 11 5 OPEN SPOTS CURRENTLY IN GRADE 12. CAN MAKING THAT SHIFT FOR STUDENT A . IT DOES OPEN UP MORE OPPORTUNITIES. WE DID MAKE A SHIFT, SO THERE'S AN ADDITIONAL ELECTIVE THAT IS NOT A GRADUATION REQUIREMENT OPPORTUNITY IN GRADE 11 AND AN ADDITIONAL IN GRADE 12. PROBABLY A VERY IMPORTANT TO NOTE IS PATHWAY COURSES WOULD STILL REMAIN AS OPTIONS FOR STUDENTS. SO, UM, THE COURSES THAT KIDS CAN CAN STILL TAKE WOULD VERY MUCH BE THERE. THE ONLY DIFFERENCE IS THEY WOULDN'T NECESSARILY BE REQUIREMENTS FOR THEM TO TAKE SO EXAMPLES SUCH AS MUSIC, ART, DRAMA, PHOTOGRAPHY, [00:55:02] CREATIVE WRITING AND JOURNALISM , IMPORTANT COURSES FOR A LOT OF STUDENTS, AND IF THEY WANT TO TAKE THOSE COURSES JUST LIKE STUDENT A HERE SHE WOULD HAVE THE OPPORTUNITY OPPORTUNITY TO TAKE THOSE COURSES. STUDENT B IS A LITTLE BIT AND THIS IS THE SIDE BY SIDE OF A AND B WHERE YOU ARE A SIDE BY SIDE WITH 26 24. YOU CAN JUST SEE IT DID OPEN UP SOME OPPORTUNITIES IN THE STUDENT'S SCHEDULE. STUDENT B IS A LITTLE BIT DIFFERENT. THIS STUDENT IS IN TURN TO ALGEBRA AND ALGEBRA ONE IN NINTH GRADE. THE STUDENT IS IN BOTH ENGLISH NINE AND STRATEGIC READING. UM HE IS UP TO TWO GRADES BEHIND IN READING AND LANGUAGE ARTS. THE STUDENTS ALSO HAS A PATHWAY THAT HE NEEDS TO COMPLETE. AS YOU CAN SEE, STUDENTS BEING ONLY HAS THREE OPPORTUNITIES AND ALL IN THE SENIOR YEAR UNDER THIS CURRENT PLAN. STUDENTS HAD AN I P AND REQUIRED STUDY SKILLS THAT WOULD BE ONE LESS CHOICE AND BE DOWN TO TWO. STUDENT B FAILED ANY COURSES THAT WOULD TAKE AWAY OPTION THAT SENIOR YEAR AS WELL. UNFORTUNATELY UNDER THIS CURRENT PLAN, STUDENT B DOESN'T HAVE MANY OPPORTUNITIES FOR APPRENTICESHIP. DUAL ENROLLMENT WORKFORCE DEVELOPMENT UNDER THIS MODEL. UNDER PROPOSED MODEL WE SEE A LOT MORE FREEDOM. STUDENT B HAS MUCH MORE FLEXIBILITY. OPENS UP A SECTION IN GRADE 11. AND THREE ADDITIONAL SECTIONS IN THE SENIOR YEAR. THIS WOULD TRULY OPEN UP FOR THIS STUDENT, UM OPPORTUNITIES THROUGH NORTH STAR AND BLUEPRINT TO TAKE ADVANTAGE OF THE GREAT THINGS THAT WE NOW OFFER. JUST TAKING A LOOK AT IT SIDE BY SIDE. THIS IS REALLY THE STUDENT WHERE WE MAKE THE BIGGEST CHANGE. AND HONESTLY, THIS IS A STUDENT THAT PROBABLY NEEDS, UM, NEEDS IT THE MOST CHOICE OPPORTUNITY FLEXIBILITY AND THAT'S WHY WE'RE HERE TODAY. I'M GOING TO HAND THAT OVER TO MS MALONE, WHO'S GOING TO TALK A LITTLE BIT ABOUT OUR WAIVERS AT THIS TIME. THANK YOU, MR O'BRIEN. GOOD EVENING, EVERYONE. CURRENTLY WE DO HAVE A PROCESS FOR WAVING THE LOCAL GRADUATION REQUIREMENTS, BECAUSE OFTENTIMES, FOR INSTANCE, IF, UH STUDENT TRANSITIONS INTO HARFORD COUNTY PUBLIC SCHOOLS FROM ANOTHER DISTRICT OR ANOTHER STATE. LET'S SAY, SENIOR YEAR AND THEY'RE CONFRONTED WITH ACQUIRING 3 TO 4 CLASSES FOR LOCAL PATHWAY REQUIREMENT THAT WOULD PRECLUDE THEM FROM BEING ABLE TO GRADUATE ON TIME WITH THEIR PEERS. SO WE'VE HAD THIS PROCESS IN PLACE SINCE ROUGHLY 2013. IT IS AN APPLICATION. IT IS NOT NECESSARILY DONE, UM AUTOMATICALLY. IT GOES THROUGH THE SCHOOL, THE SCHOOL COUNSELOR , THE PRINCIPAL MYSELF, MR O'BRIEN'S OFFICE. UM AND YOU CAN SEE THE TOTALS FOR THE PRIOR YEAR'S RECENT YEARS. 2021 WAS 252 WAIVERS AND 2020 TO 208 WAIVERS ABOUT A THIRD OF THOSE PRIOR NOT LAST YEAR. BUT PRIOR TO THOSE YEARS ARE THE LOCAL PATHWAY REQUIREMENTS BEING WEIGHED. FOR THE VERY REASON I OUTLINED EARLIER. VERY IMPORTANT IN THIS PROCESS AS WE, UM DESIGN THIS PRESENTATION AND THIS PLAN FOR YOU ALL WHAT'S TO GAIN FEEDBACK FROM OUR STAKEHOLDERS, WHICH I THINK MISS SAXMAN TEND EARLIER. AND WE HAVE DONE THAT AND YOU CAN SEE ON THE SCREEN. SOME OF THE COMMENTS THAT WE HAVE GARNERED I'M GOING TO READ THEM TO YOU JUST TO ADD A LITTLE BIT MORE VALUE TO THEM. FORGING AHEAD. HOW CAN WE REMOVE RESTRICTIONS AND INCREASED ACCESS FOR ALL OF OUR STUDENTS? I'M EXCITED. HOW BLUEPRINT GIVES US REASON TO THINK WITH A MORE INNOVATIVE MINDSET, WHICH CAN BREAK DOWN SOME OF THE BUT THAT'S THE WAY WE'VE ALWAYS DONE IT OR THE GOOD ENOUGH NARRATIVE. UM POPPING OVER TO THE BOTTOM, THE LOCAL GRADUATION REQUIREMENT OF A FOUR CREDIT PATHWAY IS A BARRIER FOR STUDENTS. THIS ONE REALLY RESONATES WITH ME AS A SCHOOL BASED SCHOOL COUNSELOR FOR MANY, MANY YEARS WHEN THIS WAS IMPLEMENTED IN 5 4006, ESPECIALLY WITH OUR NINTH GRADE FAMILIES, BECAUSE FOLKS COME IN AND SAY, YOU KNOW, MY 14 YEAR OLD JUST NOT REALLY KNOW WHAT HE OR SHE WANTS TO DO AT THIS MOMENT. AND YET WE DO TAKE A LOOK AT CHOOSING THOSE PATHWAY REQUIREMENTS. MOSTLY TENT, BUT SOMETIMES NINTH GRADE. AND THEN FINALLY FROM OUR PARENT ADVISORY COUNCIL. THIS COMMENT MY EXPERIENCE WITH THE PATHWAYS WERE HUGE SCHEDULING PROBLEM. THE KIDS PICK THEIR OWN AT SCHOOL WITHOUT PARENTAL INPUT. IF THEY CHANGE THEIR MIND, THEY'RE STUCK. MY DAUGHTER CHOSE MUSIC AND WAS FORCED TO PARTICIPATE IN BEING SO HER PATHWAY TOOK UP MORE OF HER SCHEDULE DURING SCHOOL AND ALSO AFTER SCHOOL. AND THEN FINALLY, HERE ARE THE FOLKS THAT WE HAVE GAINED ARE GARNERED FEEDBACK FROM AND YOU CAN LOOK AT THE LIST. WE ARE CURRENTLY AT THE BOTTOM WITH THE BOARD OF [01:00:01] EDUCATION YOU ALL AND THEN LOOKING AT PUBLIC COMMENT. I BELIEVE FOR 30 DAYS. SO WITH THAT WE WILL TAKE ANY QUESTIONS THAT YOU ALL MAY HAVE. ALRIGHT I'M ANTICIPATING A NUMBER OF QUESTIONS. SO I'M GOING TO START WITH DR BAUER AT THE END THERE. THANK YOU. FIRST OFF. I VERY MUCH APPRECIATE THE WORK THAT YOU'RE DOING FOR THIS. I DO THINK WE NEED MORE FLEXIBILITY. UM I ACTUALLY WANT TO ADDRESS SLIDE, WAS IT. SLIDE 18 OR SO STUDENTS BE UM. SO OKAY, THAT ONE WORKS, TOO. SO IT WAS. IT WAS REALLY SCARY TO ME THE FIRST TIME I SAW THIS SLIDE. BECAUSE IT'S LIKE WHAT PERCENTAGE OF OUR STUDENTS FEEL LEAST THREE CLASSES IN HIGH SCHOOL. UM. SO ACTUALLY PULLED IT UP. IT LOOKS LIKE ABOUT 700 HIGH SCHOOL STUDENTS. BLAST YEAR. FAILED FOR MORE COURSES JUST IN THAT ONE YEAR. I DON'T KNOW HOW THAT GOES WITH THEM. TWO SEMESTERS AND HALF CREDITS. UM. AND I RECOGNIZE THAT THIS IS A PARTICULARLY BAD SCENARIO BECAUSE THE STUDENT HAS EXTRA READING AND MATH. BUT I DEFINITELY DEFINITELY SEE THE IMPORTANCE OF THIS FLEXIBILITY FOR STUDENTS LIKE THIS. IN ADDITION TO. THE STUDENT WHO MAY NOT BE AT ALL LIKELY TO DO ENROLLMENT. THERE IS MUCH MORE LIKELY TO DO SOME OF THE OTHER PROGRAMS. SO I THANK YOU FOR ADDING THIS OPTION. ALL RIGHT. GO VIRTUAL. MR ROBINSON. ANY COMMENTS? QUESTIONS CONCERNS. JUST THE COMMENT. I ENTHUSIASTICALLY SUPPORT THIS MOVE. ALRIGHTY. MR BLINKEN, I THINK IS A STUDENT. YOU'RE GOING TO HAVE A LOT TO SAY, OR HOPEFULLY WILL NO PRESSURE. NO NONE AT ALL. UM CAN YOU GUYS HEAR ME? OKAY. YES, WE CAN. OKAY, GOOD. SO GOING FROM EIGHTH GRADE TO HIGH SCHOOL. I YOU KNOW, WE HAVE TO PICK OUR PATHWAY PRETTY MUCH AT 14. AND IT SEEMED, THIS MIGHT NOT BE A POPULAR OPINION. BUT FOR ME, IT SEEMED PRETTY CLEAR. YOU KNOW, LIKE I GO TO A MAGNET PROGRAM, SO I IT WAS THAT'S MY PATHWAY IS MY MAGNET. THAT GOES FOR ALL TECH STUDENTS. ALL, UM I BE STUDENTS. S M A STUDENTS AS WELL. UM. NOW FOR MY FRIENDS THAT GO TO LIKE BEL AIR OR THEIR DISTRICT AT SCHOOL. THEY HAD A HARD TIME. REALLY HARD TIME ACTUALLY PICKING A CLASS AT 14 AND SAYING THAT THIS IS WHAT I WANT TO DO. EVEN NEXT YEAR, LET ALONE FOR THE REST OF MY LIFE. UM I LIKE THE FLEXIBILITY THAT THIS OFFERS THAT WE CAN NOW WE CAN CHOOSE A PATHWAY OR QUOTE PATHWAY, YOU KNOW, AND SAY FOR THE NEXT FOUR YEARS, I'M GONNA TAKE OFF BUSINESS CLASSES ARE ALL MUSIC CLASSES AND SO YOU GET TO JUNIOR YEAR AND YOU'RE LIKE, I DON'T WANT TO TAKE BUSINESS ANYMORE. YOU DON'T HAVE TO. THAT'S REALLY GREAT. UM OR YOU CAN CHANGE IT. SO I LIKE THIS. I'M INTERESTED. ALREADY. MR HOCKEY. I AM GOING TO AGREE WITH THE STATEMENT THAT WAS JUST MADE. I THINK THE FLEXIBILITY IS REALLY IMPORTANT. AH! I HAVE. FOR 15 YEAR OLD GRANDDAUGHTERS. I CANNOT IMAGINE THEM. LAST YEAR AT 14 HAVING TO MAKE A DECISION ABOUT TAKING. A PATHWAY FOR FOUR CONSECUTIVE YEARS. KIDS STATIC 20 TO TRY THINGS THEY WANT TO EXPLORE. SO IT GIVES THE OPPORTUNITY TO TEST SOME DIFFERENT OPTIONS, BUT ALSO FOR THE KIDS WHO ARE SET AND KNOW WHAT THEY WANT TO DO. GIVES THEM THAT FLEXIBILITY, THEN TO ADD MORE COLLEGE COURSEWORK INTO THEIR SCHEDULE. SO THAT'S WHAT I LIKE ABOUT IT. I THINK THE OLD METHOD THE OLD FORMAT WAS TOO RIGID. I ALREADY MISS KELLY. UM I AGREE. I THINK IT IS AWESOME. IT'S VERY INNOVATIVE. UM I AGREE , BECAUSE, YOU KNOW, I TELL MY STUDENTS ALL THE TIME, YOU KNOW, TO TRY DIFFERENT THINGS AND TO DO INTERNSHIPS AND YOU KNOW, BECAUSE YOU DON'T WANT TO GET STUCK IN A PATHWAY WHERE YOU KNOW YOU'RE STUCK. AND YOU DON'T YOU REALIZE YOU KNOW HALFWAY THROUGH IT THAT MAYBE THAT'S NOT WHAT YOU WANT TO DO. SO I APPRECIATE THE FLEXIBILITY AND I WROTE IN HIGHER EDUCATION FOR 20 YEARS AND I'VE REVIEWED COLLEGE APPLICATIONS AND YOU KNOW, JUST HAVING THESE EXPERIENCES ARE GOING TO MAKE OUR STUDENTS MUCH [01:05:03] MORE COMPETITIVE. SO THANK YOU. RIGHT, MR CARNEY. AND I JUST HAVE ONE QUESTION. WHAT IF I DECIDED I'M A STUDENT? THAT I JUST WANT TO LEAVE EARLY. SO WHAT'S THE WHAT? WHY SHOULD I STAY? IF I CAN LEAVE AFTER MY SECOND PERIOD ON 12TH GRADE AND HAVE THE DAY OFF. WHAT DO WE DO WITH THOSE STUDENTS? I CAN KIND OF START AND THEN I'LL HAND IT OFF TO MISS MALONE. UM THERE'S ALL KINDS OF OPTIONS FOR STUDENTS. WE HAVE STUDENTS GO INTO A FOUR YEAR SCHOOL. UM WHO HAVE THE NEEDS TO SAVE MONEY. SO THEY'RE ALREADY ACCEPTED INTO COLLEGE. THEY KNOW THEIR PLAN, AND THE BEST THING FOR THEIR FAMILY IS TO GO PARK DAY AND WORK. WHAT I LIKE ABOUT THAT IS THE FLEXIBILITY AND THE FREEDOM TO DO WHAT WORKS BEST FOR YOU AND YOUR FAMILY. AND UM AND I MISS MALONE. SHE SHE APPROVED ALL WORK EXPERIENCE. THERE'S A FULL APPLICATION, SO IF THEY DECIDE THEY HAVE TO GO THROUGH AN APPLICATION. YEAH, IT'S JUST NOT. YOU CAN LEAVE AFTER I WASN'T SURE. SO GO OFF AND DO WHAT YOU LIKE TO DO YET, AND THAT'S THROUGH THE STUDENT ENROLLMENT OPTIONS HAS BEEN IN PLACE FOR MANY, MANY YEARS. UM AND WE DO REVIEW THOSE APPLICATIONS ALONG WITH THE SCHOOL BASED ADMINISTRATION FAMILIES TO MAKE SURE THAT YOU KNOW THE THERE'S VALUE AND WHAT THE STUDENTS ARE DOING. OFTENTIMES AS MR O'BRIEN ALLUDED TO THEIR HARDSHIP FOR FAMILIES AND SO FINANCIAL CONCERNS AND THE ABILITY TO GO TO WORK RIGHT AFTER SCHOOL AND NOT HAVING TO WAIT UNTIL THREE O'CLOCK IS VERY ADVANTAGEOUS AND BENEFICIAL FOR OUR FAMILIES. THANK YOU IF I COULD POP IN REALLY QUICK UM, THIS WITH MY EXPERIENCE, I GO. I ONLY HAVE TO FINISH UM TWO MORE CREDITS AT THE HIGH SCHOOL. SO I'M TAKING IN AP ENGLISH CLASS AND THEN MY CAPSTONE TO FINISH OUT MY PATHWAY TO THE NATURAL RESOURCE AND ANIMAL SCIENCE PROGRAM. UM AND THEN MY OTHER TWO DAYS, SO I JUST GO TUESDAYS AND THURSDAYS EVERY OTHER FRIDAY TILL 10 30 IN THE MORNING, AND THEN I CAN GO HOME. UM ALTHOUGH THAT'S WHAT THEY SAY, LIKE, JUST GO HOME. JUST RELAX. THERE'S NO WAY THAT TWO DAYS 2 TO 3 DAYS A WEEK AND THEN THOSE OTHER TWO HALF DAYS. I CAN JUST LAY ON MY COUCH LIKE I DON'T KNOW ANYONE THAT CAN ALMOST EVERY OTHER STUDENT THAT DOES PART TIME. HAS A PART TIME JOB, IF NOT TWO. UM, AS WELL AS COLLEGE CLASSES. SO IT. I'M I'M NOT SURE THAT I KNOW ANYONE THAT JUST GOES HOME AND TAKES A NAP AND CALLS IT A DAY AND I WASN'T SURE THEIR REQUIREMENTS SO THAT'S A GOOD QUESTION. DOESN'T SOUND BAD NOW. ON DR PHILLIPS. I LIKE THE IDEA OF GETTING RID OF THE PATHWAYS. I MEAN, IF I WAS DOING I WAS LOCKED INTO WHAT I WANTED TO DO WITH 14 YEARS OLD. I'D BE DESIGNING AIRPLANES AND NOT VERY GOOD BECAUSE I COULDN'T DRAW A STRAIGHT LINE WITH A RULER. UM I STILL DON'T UNDERSTAND WHY WE HAVE TO ELIMINATE TWO CREDITS. UM. IF THESE ELECTIVES COULD BE CALLED INDEPENDENT STUDY OR SOMETHING LIKE THAT, AND MAKE THEM HAVE SOME TYPE OF REPORT BACK TO THEIR MENTOR, ADVISOR OR WHATEVER. THAT WOULD STILL BE, UM PROVIDE THEM ADDITIONAL CREDITS. WHETHER THAT THEY NEED IT OR NOT. MAYBE I'M MISSING THE FOREST FOR THE TREES. I'M NOT SURE BUT IT WOULD ALSO GET THEM OUT OF THAT POSITION. WHERE AS MR CODY JUST BROUGHT UP SOMEONE JUST SAYS, WELL, I'M DONE FOR THE DAY. MAYBE THEY'RE NOT AS DEDICATED AS UM AS OUR STUDENT BOARD MEMBER, UM, WHO HAS A QUITE AN EXTENSIVE SCHEDULE. SHE HAS TO ABIDE BY BUT YOU KNOW, JUST TO SAY THEY'RE OFTEN AN ELECTIVE AND THEN HAVE NO OVERSIGHT OF THEM. SO TO SPEAK IS I DON'T KNOW WHAT I'M MISSING. I'LL START THEN HANDED OVER TO MR LIMBERT. I THINK, UM , NOT ALL OF OUR PROGRAMS. THAT ARTICULATE OUR CREDIT BASED SO WHEN WE LOOKED AT, WE LOOKED AT THE YOU KNOW THE IDEA OF GOING WITH THE STATE 22. A LOT OF OUR SCHOOL SYSTEMS HAVE JUST 22 REQUIREMENT BECAUSE THAT PROVIDES THE ACTUAL MOST FLEXIBILITY. UM FOR STUDENTS IN A FOUR YEAR, FOUR YEAR TIME PERIOD. WE WE LANDED ON 24. WE FELT LIKE THAT WOULD GIVE US A LITTLE MORE FLEXIBILITY OF THE STATE ADDED REQUIREMENTS, WHICH IS ALWAYS A POSSIBILITY. UM BUT YOU KNOW, HAVING A STUDENT DO CERTAIN NON CREDIT COURSES THROUGH AGENCY C COULD PROVIDE JOB TRAINING. BUT IT WOULDN'T NECESSARILY BE A DUAL CREDIT. UM, SITUATION MIGHT BE, BUT IT MIGHT NOT BE I DON'T KNOW. ROB, IF YOU HAD OTHER KIND OF THOUGHTS, FOR EXAMPLE, OUR WORKFORCE INVESTMENT IS PART OF A NON CREDIT PATHWAY, SO THE STUDENTS ARE CURRENTLY ENROLLED IN THEIR THEIR EARNING INDUSTRY RECOGNIZED CREDENTIALS THERE BEING PARTNERED UP WITH LOCAL BUSINESSES RECEIVING WORKFORCE [01:10:02] TRAINING, HOWEVER, THOSE CREDITS ARE NOT COMING BACK TO HARTFORD COUNTY PUBLIC SCHOOLS FOR THEM TOWARDS GRADUATION. SO THESE OPPORTUNITIES SUCH AS THE WORKFORCE INVESTMENT INTERNSHIPS , SOME OF THEM ARE CREDIT BEARING SOME OF THEM NOT DEPENDING ON THE PROGRAM OF STUDY. A STUDENT IS ENROLLED IN BLANKEN TALKED ABOUT THE CAPSTONE EXPERIENCE. STUDENTS CAN ALSO DO INTERNSHIPS WITH THAT, BUT NOT ALL OF OUR PROGRAMS PROVIDE THOSE CREDIT BEARING INTERNSHIPS, AND THAT SHOULDN'T BE A BARRIER FOR STUDENTS WANT TO EXPLORE DIFFERENT CONTENTS OR DIFFERENT AREAS. IF THAT'S AN AREA OF INTEREST. SO OPENING UP THE CREDITS AND REDUCING IT TO THE 24 ALLOWS THE STUDENTS TO EXPLORE MORE. UM SEVERAL BOARD MEMBERS TOUCHED UPON MANY OF OUR STUDENTS DO NOT OR THEY GET STUCK IN A PATHWAY BECAUSE ONCE THEY START THE CREDIT, COUNTS THE CHASE AND ONCE THEY'RE CHASING THE CREDIT COUNT, THEY HAVE TO HIT THE 26. IF THEY'RE LOCKED IN BECAUSE OF AN ERROR THAT THEY HAVE IN GRADE NINE OR 10 AND HAVE TO REPEAT A COURSE THAT REALLY LOCKS THEM INTO POSITION WHERE THIS NEW OPPORTUNITY IF THEY START IN BUSINESS, TAKE A SECOND COURSE AND REALIZE AN ACCOUNTING IS NOT FOR ME. THEY CAN GO INTO A DIFFERENT PATHWAY SUCH AS ENGINEERING OR TECHNOLOGY, EDUCATION OR EARLY CHILDHOOD, AND IT STILL GIVES THEM THAT OPPORTUNITY TO FINISH THOSE PROGRAMS UP AND DO OTHER OPPORTUNITIES FOR JUNIOR AND SENIOR YEAR WITH DUAL ENROLLMENT , INTERNSHIPS AND OTHER OPPORTUNITIES, SUCH AS APPRENTICESHIP. NO I GET THAT I COMPLETELY AGREE OF ELIMINATING THE PATHWAYS. I'M JUST SAYING SOME OF THESE NON CREDIT COURSES THAT WE THAT YOU ARE PROPOSING. COULD THEY BE SET UP AS CREDIT COURSES WHERE THE STUDENT HAS SOME TYPE OF RESPONSIBILITY TO PROVIDE FEEDBACK? TO THEIR, UM TO THEIR ADVISOR. ALL OF THESE NON CREDIT COURSES THROUGH EACH EC DO HAVE A LEVEL OF EVALUATION , SO THEY ARE NOT JUST TAKING HIM THERE IS A REPORTING BACK TO THEM, DEPENDING ON WHICH OF THE COURSES THEY ARE. SOME OF THEM DO COME BACK WITH GRADES. OTHERS OF THEM COME WITH A PASS FAIL. AND WITH THE INDUSTRY RECOGNIZED CREDENTIAL AT THE END, THAT IS REALLY WHAT WE'RE SHOOTING FOR OUR STUDENTS TO EARN AS AN INDUSTRY CREDENTIAL. SO THERE IS A VALUATION THAT IS TAKING PLACE . THROUGHOUT THAT PROCESS. WE ARE COMMUNICATING CONSISTENTLY WITH HARFORD COMMUNITY COLLEGE. WE HAVE A MEMBER OF MY OFFICE IS ACTUALLY HAVE OVERSIGHT OR MISSPEAK WHEN ACTUALLY GOES OUT AND WILL VISIT WITH THE STUDENTS AND BE AT THE WORKFORCE INVESTMENT LOCATIONS, WHICH IS THE EDGEWOOD LIBRARY, THE BOYS AND GIRLS CLUB IN EDGEWOOD AND ALSO IN HARFORD COMMUNITY COLLEGE. SO THEY'RE STILL DOING WORK. IT ISN'T JUST DOING THE NON CREDIT AND NOT BEING EVALUATED OR ASSESSED. BUT DO THEY HAVE TO REPORT BACK TO SOMEBODY? IN HPCS TO GUARANTEE THAT THEY'RE THAT THEY'RE ACTUALLY PUTTING IN THE TIME AND DOING SATISFACTORY WORK AT THEIR PLACE OF EITHER EMPLOYMENT OR INTERNSHIP OR WHATEVER. YES, THEY DO THAT IS A PART OF THE APPLICATION PROCESS. AH THE ENROLLMENT PROCESS THAT WE DO WITH THEM, AND WE ACTUALLY MEET WITH THE PARENTS TO MAKE SURE THEY'RE FULLY ON BOARD AND UNDERSTAND THE EXPECTATIONS OF US HARPER COMMUNITY COLLEGE. AND THE COMMITMENT TO THE PROGRAM THAT THERE THERE ARE TAKING UP. THANK YOU. REALLY? I WAS GONNA ASK IF YOU COULD. MAYBE JUST FOR ARE. AUDIENCE AND OTHER PEOPLE THAT, UH GIVE SOME EXAMPLES OF SOME OF THE TYPES OF PROGRAMS YOU'RE TALKING ABOUT. LIKE WOULD THEY BE THINGS THAT ARE OFFERED ? LIKE THE LEADING EDGE, FOR EXAMPLE? OR MAYBE THE TRUCK DRIVING COURSES OR OR THOSE TYPES OF THINGS YOU'RE TALKING ABOUT? YEAH THAT'S EXACTLY THE BOYS AND GIRLS CLUB IS THE LEADING EDGE FACILITY OUT THERE IN EDGEWOOD. SO THAT IS WHERE WE WILL BE BASICALLY RUNNING THREE OF THE FIVE COURSES THIS COMING JANUARY. WE ARE UTILIZING THE BOYS OR THE EXCUSE ME THE EDGEWOOD LIBRARY BECAUSE THEY HAVE A FULL FUNCTIONING COMPUTER LAB IN THE BASEMENT AND THEN ALSO THE MAIN CAMPUS. THE TRUCK DRIVING THAT IS ONE THAT I FREQUENTLY UM, ASKED ABOUT THERE ARE RESTRICTIONS SUCH AS THE AGE OF THEY MUST BE 18 TO ENROLL IN SO MANY OF OUR SENIORS EITHER ARE TURNING 18 DURING THE YEAR OR ARE NOT OF AGE, SO THAT IS ALWAYS A BARRIER FOR US FOR THAT TYPE OF PROGRAM, BUT I WORKED VERY CLOSELY WITH THE SUSQUEHANNA WORKFORCE NETWORK, WHICH IS OUR WORKFORCE INVESTMENT BOARD FOR THIS REGION, BOTH HARVARD AND CECIL COUNTY. WE ARE CONSTANTLY REVIEWING LABOR MARKET DATA TO MAKE SURE THAT WE ARE ADDRESSING BOTH WITHIN CAREER IN TECHNOLOGY EDUCATION PROGRAMS. AND OTHER INITIATIVES THROUGH AFRICAN IN PUBLIC SCHOOLS IS TARGETING THE LABOR MARKET NEEDS FOR OUR AREA . SO THESE PROGRAMS IN CONJUNCTION WITH HARFORD COMMUNITY COLLEGE AND SWIMS WORKFORCE NETWORK ARE THE ONES THAT WE HAVE IDENTIFIED AS MAJOR AREAS THAT HCPS CAN HELP FIT THEIR NEED. OKAY JUST THIS IS A CURIOSITY KIND OF ON THE SIDE. THEY CAN'T DO THE TRUCK DRIVING TILL THEY'RE 18. CAN THEY DO THE HEAVY EQUIPMENT? HAVE YOU EQUIPMENT THAT WE DO IS ACTUALLY ON A SIMULATOR, AND I'D LOVE TO TAKE YOU OUT THERE AND LET YOU PLAN AT ONE TIME. YES I WILL TAKE YOU ABOUT IT IS IT'S YOU CAN RUN OVER BARRELS ON IT. I'M VERY GOOD AT IT. IT IS. IT IS A OVER EVERYTHING SIMULATOR. OKAY ALRIGHT, IMMERSION. YOU'RE AROUND MULTIPLE SCREENS AND ON IN THE COCKPIT OF THE VEHICLE, [01:15:03] AND AS YOU RUN OVER THINGS THAT MOVES YOU AND WILL STOP YOU. SO THEY'RE NOT ON THE EQUIPMENT. BUT WE DO SIMULATIONS WITH THAT. OKAY I THINK SHE ONLY KILLED TWO SIMULATED PEOPLE DOING THAT. BREAKING IS A LITTLE DIFFERENT. MUCH DIFFERENT. YES THANK YOU. SO MUCH FOR THE WORK THAT YOU'RE DOING. I MEAN, THIS IS AMAZING, AND I'M VERY MUCH IN SUPPORT OF LOWERING THE CREDITS TO ALLOW OUR STUDENTS MORE OPPORTUNITIES. SO THEN MY TURN. UM AND I WANT TO SAY HOW MUCH WE APPRECIATE THAT I THINK YOU ARE TAKING INTO ACCOUNT STUDENTS WHO ARE STILL CATCHING UP IN SOME CASES LIKE STUDENT BEING SITTING THERE THINKING OH, I HAVE THAT KID. I KNOW EXACTLY WHO THAT KID IS. YOU KNOW, I HAVE A GRADERS THIS YEAR AT MY OTHER JOB. AND I CAN SEE WHERE YES, THAT'S AND THEY'RE NOT GOING TO HAVE ALL THE OPPORTUNITY AND IT'S HEARTBREAKING TO HEAR THEM SAY YOU KNOW WHAT I REALLY WANTED TO SPANISH AND I REALLY WANT TO TAKE THIS. YEAH MAYBE THAT'S WHAT YOU GOTTA LEARN HOW TO READ IN ENGLISH FIRST. WE NEED THAT TO HAPPEN. UM SO THAT YOU CAN BE COMPETITIVE AND ALSO POINT OUT THAT COLLEGE IS NOT FOR EVERYONE. IT'S JUST NOT YOU KNOW, WORKFORCE DEVELOPMENT IS FABULOUS. TRADE SCHOOL IS AN OPTION AND IT NEEDS TO BE CONSIDERED FOR EVERYBODY. AND SOME OF THESE ELECTIVES THAT WOULD OPEN UP WOULD ALLOW MORE KIDS TO TAKE ADVANTAGE OF THOSE KIND OF SITUATIONS, BOTH AT HCC AND WITH THE WORKFORCE DEVELOPMENT OPTIONS THAT ARE OUT THERE. UM AND I THINK THAT THIS KIND OF A PLAN NOT ONLY MEETS THE NEEDS OF OUR KIDS AND OUR FAMILIES BUT ALSO OUR COUNTY. IN MANY, MANY WAYS, UM SO I THINK IT'S GREAT. I HAVE NO COMPLAINTS ABOUT IT WHATSOEVER. MY ONLY QUESTION AS A CONCERNED MOTHER. IS WIN WIN WIN. MIGHT THIS START? IF IT WAS IF IT WAS MOVED THROUGH WITH MY EIGHTH GRADER GOING INTO NINTH GRADE NEXT YEAR, ONLY NEED TO HAVE THE 24 CREDITS. YEAH THAT WOULD BE THE PLAN. NEXT YEAR'S NINTH GRADE. WE WOULD LIKE TO USE THE 24. WE HAVE THE WAIVER PROCESS AND WE'VE ALREADY KIND OF TRANSITIONED A LITTLE BIT WHERE WE'RE MORE, YOU KNOW, LIBERAL WITH THE WAIVER PROCESS THAN WE'VE EVER BEEN, BUT YOU COULD PROBABLY SEE IN THE NUMBERS SO YOU KNOW, WE WE'D LET PRINCIPALS KNOW THAT, YOU KNOW, TAKE EVERY EVERY CASE ON AN INDIVIDUAL BASIS, AND WE STARTED WITH NEXT YEAR'S NINTH GRADE. WONDERFUL. OKAY, QUESTION. I GUESS SO. ARE YOU GOING TO ASK IF YOU CAN GO PLAY WITH TRUCKS AGAIN? SO GETTING BACK TO THAT WHAT YOU SAID AS FAR AS NINTH GRADE WOULD BE. CURRENT STUDENTS STILL HAVE TO READ. CONTENT ABOVE. THEY'RE STILL LOCKED INTO 26 THE PATHWAYS OR CAN THEY GET OUT OF THE PATHWAY AT THAT POINT? THAT'S AN EXCELLENT QUESTION. UM SOME OF IT IS HOW HOW FAST WE CAN DO YOU KNOW THIS WAS ONE OF THOSE THINGS WHERE WE WORKED ON FOR SO LONG, BUT WE FELT LIKE WE HAD TO GET IT RIGHT BEFORE WE BROUGHT IT TO YOU. INTO A LOT OF THE OTHER STAKEHOLDERS LIKE WAIT BECAUSE THIS IS REALLY COMPLICATED, AND WE'RE ALSO PREDICTING INTO THE INTO THE FUTURE. WHAT SCHOOL GOING TO LOOK LIKE IN 56 YEARS, SO YOU KNOW OUR FEELING IS WE WANT THIS TO WORK FOR AS MANY KIDS AS WE CAN AS QUICKLY AS WE CAN SO YOU KNOW IF WE'RE ABLE TO YOU KNOW, KIND OF MOVE THROUGH THIS PROCESS AND HAVE IT BE NEXT YEAR'S NINTH AND 10TH GRADE. YOU KNOW, I'M SAYING LET'S GO. SO IT IS A BARRIER. AND SO AS MANY KIDS AS WE CAN TAKE THAT BARRIER AWAY AS QUICKLY AS WE CAN, THAT'S THAT'S WHAT WE WANT TO DO. WE HAD A COUPLE OF COMMENTS BECAUSE THERE'S ALSO SOME CONTEXT I WAS SUPPOSED TO SHARE AT THE BEGINNING, BUT THESE GUYS, WE HAVE THEM JUST JUMP IN. SO, UM SO. ONE IF YOU LOOK AT OUR BOARD POLICY ON GRADUATION REQUIREMENTS IT SAYS STUDENTS WILL BE REQUIRED TO DO CPS SAYS IT DOESN'T HAVE ANY OF THE SPECIFICS IN THERE. UM. THEY'VE NEVER BEEN IN THERE, AND IN FACT, THEY AREN'T EVEN IN OUR PROCEDURES, WHICH IS, YOU KNOW, SHE POLICY IS KIND OF THE STATE POLICY. THEN THERE'S OURS. THAT'S SORT OF THE STRICTEST THING. BUT THE BOARD RESPONSIBLE FOR AND THEN BELOW THAT YOUNG PROCEDURES. AND THEN BELOW THAT, YOU KIND OF HAVE, UM IMPLEMENTED POLICY LIKE WHAT DO WE DO, BUT IT'S NOT WRITTEN DOWN. WELL THIS ONE IS WRITTEN ONLY IN THE STUDENT HANDBOOK, WHICH IS THE ONLY PLACE DISAPPEARS IN WRITING, A PROCEDURE. IT'S NOT IN THE BOARD POLICY, AT LEAST NOT THE LEVEL OF DETAIL. YOU'RE HEARING FROM THIS TEAM. BUT IT CERTAINLY HAS BEEN THE PRACTICE. AND IT'S BEEN THE REQUIREMENT WE HAVE APPLIED TO STUDENTS SINCE 5 4006 SO LONG BEFORE MOST OF US WERE ENGAGED IN THIS CONVERSATION. UM SO NOW THE IDEA OF BRINGING THIS FOR COMMENT IS REALLY STILL JUST TO INFORM THE DECISION MAKING OF THIS. WHAT I'VE ASKED HAVE DONE BEFORE WE SORT OF FINALIZED AS WE TURN IT INTO AN ACTUAL PROCEDURE. SO ALL THE DETAILS ARE OUTLINED BECAUSE YOU CAN SEE OUR PROCEDURES AND THEN THAT WOULD BE ALIGNED TO THE BOARD POLICY, WHICH IS ALIGNED TO THE [01:20:02] STATE REQUIREMENTS, ONE OF THE REASONS FOR GOING WITH THE PROCEDURE OVER A POLICY IS, IF THE STATE CHANGES WHICH HAS DONE A NUMBER OF TIMES, THEN YOU HAVE TO CHANGE YOURS. YOU'RE ALWAYS PLAYING CATCH UP. SO IT LEAVES THE FLEXIBILITY KNOW THAT THE SORT OF THE STANDARD IS REALLY SET BY THE STATE, BUT YOU CAN ALWAYS ADD TO THE STANDARD, WHICH IS WHAT WE'VE DONE SINCE 2006. UM IN THIS PARTICULAR CASE. WE YOU KNOW WE HAVE THE WAIVERS BECAUSE IT'S ONLY OUR OWN POLICY THAT WE'RE WAVING. AND SO WE'VE USED THOSE AND WE STARTED WITH NORTH STAR. ON THE PREMISE THAT. WE WANT TO BE SURE THAT BEFORE A STUDENT LEAVES HIGH SCHOOL THAT THEY HAVE DEMONSTRATED THEY CAN BE SUCCESSFUL. AND AT LEAST ONE CAREER PATH EITHER. SHOW US YOU CAN DO COLLEGE LEVEL WORK, WHICH INDICATES YOUR LET BUT BETTER LIKELY TO BE SUCCESSFUL IN COLLEGE OR SHOW US THAT YOU'VE BEEN TRAINED AND YOU'VE EARNED AN INDUSTRY RECOGNIZED CREDENTIAL BEFORE YOU LEAVE HIGH SCHOOL, SO WE KNOW WHEN YOU LEAVE. THERE'S A JOB YOU CAN DO TO EARN A LIVING WAGE. AND THAT IS AN EXPECTATION AGAIN THAT WE HAVE PUT INTO PLACE NOT AS A REQUIREMENT FOR STUDENTS, BUT WE'VE BEEN PUSHING SCHOOLS TO MAKE THIS MORE AVAILABLE AND TO ENGAGE MORE STUDENTS IN IT, BUT WE HAVEN'T YET TURNED THAT INTO A REQUIREMENT FOR STUDENTS. JUST LIKE BLUEPRINT. WHILE THE REQUIREMENTS ON SCHOOL SYSTEMS TO OFFER THESE THINGS THERE'S NOT. THEY HAVEN'T CHANGED THE GRADUATION REQUIREMENTS. ANYONE MEET A BLUEPRINT STANDARD TO GRADUATE. SO WHEN MR O'BRIEN SAYS, YOU KNOW, WE DON'T KNOW THE DIRECTION THIS IS GOING TO GO. I DON'T KNOW IF THERE'S GOING TO BE SITUATIONS WHERE THE STATE CHANGES ITS REQUIREMENTS. BUT WHAT WE FEEL WE'RE DOING IS RESPONDING TO A LOT OF FEEDBACK FROM THIS COMMUNITY ABOUT INTERESTING THINGS LIKE TRADES AND SORT OF WORK READINESS. AND I THINK YOU KNOW SOME OF THE REALLY INTERESTING THINGS YOU'RE HEARING ABOUT THE INVESTMENT PROGRAM WE HAVE NOW, WHICH IS ALL NON CREDIT BEARING, BUT VERY CAREER FOCUSED. UM TRYING TO FIND A WAY TO MAKE THIS MORE FLEXIBLE. WHILE ENSURING THAT WE'RE PUSHING STUDENTS TO GO BEYOND BASIC GRADUATION AND INTO SOMETHING THAT WOULD HELP US BE REASSURED THAT THEY'RE GOING TO BE SUCCESSFUL IN A CAREER WHEN THEY LEAVE. SO I KNOW THAT WAS KIND OF A MOUTHFUL. UM WE VERY MUCH APPRECIATE YOUR FEEDBACK AS A BOARD WHERE WE ALSO WANT TO HEAR MORE FROM THE COMMUNITY ABOUT THIS BECAUSE, LIKE I SAID, WELL, THIS DOESN'T THIS IS AN AWARD POLICY THAT WE ALL HAVE TO VOTE ON. IT'S SOMETHING THAT IT'S AN IMPORTANT CONVERSATION. THE IDEA IS TO REFLECT THE NEEDS OF THIS COMMUNITY, AND I THINK THE TEAM HAS BEEN WORKING HARD TO DO THAT. UM BUT SO NOW WE'RE GOING TO COLLECT FEEDBACK FORBIDDEN AND BRING IT BACK AND SORT OF SHOW PEOPLE WHAT WE'VE WHAT WE'VE DEVELOPED. INCLUDED TO INCORPORATE ALL THIS FEEDBACK SO ANYWAY, THAT WAS A LOT. THANK YOU. AND WITH THAT ANY MORE COMMENTS QUESTIONS? YES, SIR. OKAY SO CLARIFY UP. DR PHILLIPS QUESTION. WHEN THIS GETS IMPLEMENTED. IT'S GOING TO APPLY TO NEW INCOMING HIGH SCHOOL STUDENTS, BUT NOT THOSE ALREADY IN HIGH SCHOOL. IS THAT CORRECT? AT LEAST OUR NINTH GRADE STUDENTS. BUT AGAIN THAT AS MANY STUDENTS AS WE CAN GET THIS DONE WITH. I FEEL LIKE WE WILL. SO THAT'S KIND OF LIKE OUR REFLECTION. YOU KNOW, THAT'S WHERE WE'RE AT. HOW QUICKLY CAN WE GET THIS ACCOMPLISHED FOR HOW MANY STUDENTS BECAUSE WE HAVE TO KIND OF ANALYZE. OUR 10TH GRADE OR 11TH GRADE OR 12TH GRADE, AND THEY DO HAVE A PROCESS A WAIVER PROCESS THAT WE'RE TAKING FULL ADVANTAGE OF NOW. SO YOU KNOW, I CAN SAY DEFINITELY ARE NINE. WE CAN PROBABLY SWING TEND TO BECAUSE THEY ARE JUST STARTING THEIR PATHWAY. TO MOST LIKELIHOOD, DEFINITELY NINE. MOST LIKELY 10. WE COULD PROBABLY GET THAT DONE FOR NEXT FALL. SO THIS BUT THIS CURRENT EIGHTH GRADE AND CURRENT NINTH GRADE AND I WOULD ARGUE WITH SOMEONE IS ABLE TO DEMONSTRATE THEIR MEETING. WHAT WE SAID, IS THE NORTH STAR STANDARD. KPI BE COLLEGE COURSES, YOU KNOW ALREADY ON THE TRANSCRIPT, OR THEY CAN DEMONSTRATE THEY'VE HAD THEY EARNED AN INDUSTRY CREDENTIAL IF THEY CAN MEET THAT STANDARD, THAT WOULD BE, I THINK A REASONABLE STARTING POINT FOR A WAIVER. BECAUSE WE WANT TO SEE THE MOVE TOWARDS THAT AND THAT SO WE CAN CONSIDER THAT LOCALLY AND WAVING SO THAT COULD MAKE IT FLEXIBLE. YOU KNOW, AT ANY POINT AS LONG AS STUDENTS ARE HITTING THAT ADDITIONAL STANDARD. OUR GOAL HERE IS NOT TO REDUCE THE EXPECTATIONS AND RIGOR. YOU KNOW WHAT WE CAN FIND THEM ANOTHER WAY TO GET TO THOSE EXPECTATIONS. I THINK THAT'S WHAT WE USE THE WAIVER FOR, BUT WE DON'T JUST SAY OKAY, YOU'RE GONNA PASS NIGHT. YOU ONLY NEEDED 22 CREDITS. THANK YOU. AH OH, YOUR QUESTIONS. UM. HAVE YOU TRIED TO PROJECT WHAT THIS WILL DO TO INVOLVEMENT TO SOME OF THE COURSES CURRENTLY AT THE END OF THE PATHWAYS? LIKE DRAMA THREE YEARS THREE. IN WE'RE KIND OF GUESSING. AS A CURRENTLY STANDS AS QUESTIONS ARE PRETTY POPULAR FOR THE STUDENTS WHO REALLY LIKE [01:25:06] THOSE COURSES, AND SO YOU TAKE A STUDENT. WHO ENJOYS BAND. THEY THEY STAND BAND AND, UM, A LOT OF OUR STUDENTS WHO DO THE DRAMA PRODUCTIONS. THEY STAY IN THE DRAMA COURSES AS WELL AND STAY LINKED IN AND REALLY, THAT'S OUR THAT'S OUR BELIEF SYSTEM THAT WILL CONTINUE TO WORK. UM, WE DON'T FORESEE A LOT, OF COURSE, IS BEING CUT. IT COULD BE THE NUMBER OF COURSES IN TERMS OF THE NUMBER OF SECTIONS WE OFFER OF A PARTICULAR COURSE. BUT UM, ENROLLMENT DRIVE, SCHEDULING AN, SO THE KIDS DEMAND DRIVES WITH CLASSES WE OFFER THANK YOU. DID YOU HAVE SOMETHING ELSE? JUST A COMMENT. THIS IS MOVING US. I THINK TO WHERE UM ARE METERS IN MARYLAND ARE EDUCATION LEADERS. TRIED TO IMPLEMENT BACK IN THE NINETIES. THAT'S WHEN THE BUZZWORD COLLEGE AND CAREER WRITING THIS CAME OUT OF THE WOODWORK. BUT IT WAS MISINTERPRETED AS WE ALL KNOW. AND THE FOCUS BECAME COLLEGE WRITING THAT'S NOT COLLEGE AND CAREER. UM THEN, IN THE EARLY TWO THOUSANDS THEY CHANGED IT TO COLLEGE CAREER AND MILITARY PRESENT. UM READINESS. DO YOU REMEMBER THAT PART? BUT WE'RE FINALLY GETTING I THINK TO WHAT THEY IMAGINED IT SHOULD BE. ANDC SCHOOLS FOR BEING ON THE FOREFRONT OF THIS ALL RIGHT. ANYONE ELSE? HEARING NOTHING SEEN NOTHING. I THINK YOU ARE ALL OFF THE HOOK. THANK YOU VERY MUCH, MR MALONE. I WILL NOT SEE YOU AGAIN. THANK YOU FOR ALL YOUR SERVICE. YES, I WANT TO SAY THANK YOU. THANK YOU SO MUCH. [E. Decision on Capital Improvement Program Amendments and Presentation on FY 2024 CIP , Mr. Cornell Brown,Assistant Superintendent for Operations, Ms. Patti Jo Beard, Executive Director of Facilities Management, Mr. ChrisMorton, Supervisor of Planning and Construction, Ms. Missy Valentino, Facilities Planner] HELP TO GO DO SOMETHING FUN. OH, ALRIGHTY. AND NEXT UP, E. MR BROWN. AND FRIENDS, MR MORTON FEARED MS VALENTINO COME ON DOWN DECISIONS TO DECISION TIME FOLKS ON CAPITAL IMPROVEMENT PROGRAM AMENDMENTS AND PRESENTATION OF FISCAL YEAR 2024. C I P FOR THE THIRD TIME. FIT SPINNER FIFTH GOD STARVING STATE ALRIGHT? ALREADY FIFTH TIME'S THE CHARM. WE HAVE ONE MORE ACTIVE, RIGHT? GOOD EVENING. MY NAME IS CORNELL BROWN. I'M THE ASSISTANT SUPERINTENDENT FOR OPERATIONS. JOINING ME THIS EVENING IS OUR TEAM. UM MISS PATTY JO BEAR OUR EXECUTIVE DIRECTIVE FACILITIES MANAGEMENT, MR CHRISTOPHER MORE IN OUR SUPERVISOR, PLANNING CONSTRUCTION AND MISS MISSY VALENTINO, OUR FACILITY PLANNER. UM YOU ASKED THE QUESTION. HOW MANY TIMES WE'VE BEEN BEFORE THE BOARD? UM, STARTING IN JULY. AND UM AND SEPTEMBER THE BOARD APPROVED OUR STATE. PORTION OF OUR BUDGET. SO YOU KNOW WE MEET JULY, AUGUST, SEPTEMBER OCTOBER. AND HERE. WE ARE NOW IN NOVEMBER AND WILL BE BACK TO THE BOARD IN DECEMBER. AND TODAY'S CONVERSATION IS TWO PRONGED. UM YOU APPROVED THE CAPITAL BUDGET FOR STATE ELIGIBLE PROJECTS IN SEPTEMBER. UM, THERE'S BEEN CHANGES IN THE MARKET. THAT WILL REQUIRE SOME AMENDMENTS AND RESUBMISSION OF SOME REQUESTS TO THE STATE, SO WE WANTED TO HAVE THE DISCUSSION WITH THE BOARD TODAY ASKING THE BOARD TO MAKE A DECISION ON AMENDMENTS. MR MORTON HILL COVER THAT AND THEN WE'LL GO BACK TO OUR LOCAL PROJECTS. AND HAVE OUR SECOND DISCUSSION ON THE LOCAL PROJECTS THAT WE WOULD SUBMIT TO THE COUNTY WITH OUR OPERATING BUDGET IN LATE JANUARY, AND WE'LL CONTINUE THAT CONVERSATION AND MR VALENTINO, UM SHE'LL ADDRESS THAT AND THEN, UM WHAT? TURN IT OVER TO THE BOARD FOR QUESTIONS, BUT THE FIRST PEACE IS A DECISION. ACTION ITEM, UM LIKE TO MOVE FORWARD. ABSOLUTELY. WITH THAT. I'LL TURN IT OVER TO MR MORTON. THANK YOU. SO UH, JUST LIKE MR BROWN, UH, ARTICULATED. OH, WE APPROVED THE STATE BUDGET BACK IN, UH, SEPTEMBER MEETING THIS SLIDE SHOWS THAT WHAT THE WARD APPROVED. AH FOR THE INITIAL SUBMISSION. THE REAL MEAT [01:30:02] POTATOES IS ON THE NEXT SLIDE. SO. JUST LIKE THE BOARD HAS HAD A CHALLENGING TIME DURING COVID . WE'VE ALSO HAD A LITTLE BIT OF A CHALLENGING TIME TRYING TO DETERMINE OUR BUDGETS AND THINGS AND THIS TURBULENT TIMES BOTH MARKET CONDITIONS. GOOD RESULTS . WE KNOW THAT INFLATION IS TYPICALLY 3.5 4% A YEAR AND THE STATES SAYING 8 8.5% A YEAR AND INFLATION DOESN'T NECESSARILY JUST REFLECT THE MECHANICAL PRICES, THE ELECTRICAL PRICES THE SITE PRICES, IT'S NOT A STRAIGHT UP, YOU KNOW IT'S GOING TO BE 8% MORE THIS YEAR THAN LAST YEAR. IT DOESN'T KIND OF WORK THAT WAY. AH! SO THE TWO PROJECTS THAT WE CAME TO YOU AND SEPTEMBER AND ASKED FOR YOU TO PROVE THE BUDGETS AND WE SUBMITTED TO THE STATE AND OCTOBER WAS HARFORD TECHNICAL, HIGH LIMITED RENOVATION AND ABERDEEN MIDDLE SCHOOL SYSTEMIC. AH! THE BAD NEWS IS THIS IS KIND OF VIETNAM SLIDE BECAUSE THIS IS YOU KNOW, WE'RE GOING TO ASK FOR AN AMENDMENT IS THAT WE DEVELOPED UH, THE STORY EXTREMELY CHALLENGING TIMES BACK IN THAT TIME PERIOD, WE WERE DEVELOPING THOSE BUDGETS IN JUNE AND JULY AND SEPTEMBER. AND WITH HARFORD TECH WE BROUGHT ON THE ARCHITECT AND THE CONSTRUCTION MANAGER TO TAKE A LOOK AT THAT PROGRAM MOVING FORWARD. UH, FROW WE'RE MOVING INTO DESIGN DEVELOPMENT. SO WE COULD GO TO THE NEXT SLIDE. AS YOU CAN SEE, WITH THIS SLIDE. WE, UH. RCM CAME BACK AND BASICALLY SAID THAT ARE MECHANICAL OR ELECTRICAL NUMBERS WEREN'T WITH CURRENT MARKET CONDITIONS, PARTICULARLY THE MECHANICAL WHEN WE LOOKED AT HARFORD TECH WE KIND OF DO A MULTI PRIME CM METHOD. WE BREAK THOSE JOBS DOWN INTO MULTIPLE PRIME CONTRACTORS OF SITE, CONTRACTOR OR GENERAL CONTRACT. A WINDOWS PACKAGE. UH YOU KNOW A DRYWALL PACKAGE, BUT CAN ICAL ELECTRICAL WHEN WE ANALYZE WITH MY OFFICE, AND PARTICULARLY ME, IT'S ON MY BACK. AND ANALYZE THAT WHEN WE BROUGHT THE CME, AND THERE WASN'T SCOPE CREEP, IT WAS EVERYTHING WAS FINE WITH WHAT WE PUT TOGETHER PROGRAM. PROGRAMMING KLAY GLORIA. I DIDN'T SAY THAT RIGHT? FROM FROM THE PROGRAM SIDE. THANK YOU. I'M SORRY. IT'S BEEN A LONG AH, ARREST EMITS ON OUR ROOFING. WE'RE GOOD OUR ESTIMATES ON THE WINDOW AND STOREFRONT WERE GOOD AND THEN LINE BUT OUR ESTIMATES THAT WE PRODUCE FOR M AND A MECHANICAL ELECTRICAL. WE'RE ALL SO THAT'S THE PURPOSE OF THE AMENDMENT. THEN WE THEN TOOK THAT INFORMATION AND APPLIED IT TO THE ABERDEEN MIDDLE SCHOOL. SYSTEMIC BASED ON THE HARFORD TECH NUMBERS, BECAUSE THAT'S ALL THAT JOB IS HBC. MECHANICAL ELECTRICAL. NOW THERE IS SOME GOOD NEWS FOR THIS, AND A LOT OF PEOPLE DON'T EVEN REALIZE US HAVE ANY GRACE MIDDLE HIGH. WE WENT THROUGH THE CAPITAL IMPROVEMENT PROGRAM PROCESS. WE ACTUALLY ADJUSTED BECAUSE THERE ARE MULTI YEAR FUNDED PROJECTS. WE ADJUSTED THAT SECOND YEAR DOWN. FROM THE FIRST YEAR FOR THE SECOND YEAR AFTER RECEIVED BIDS. AND I'M KIND OF HOPEFUL THAT WE'LL BE ABLE TO DO THE SAME HERE. THAT. I CAN'T PUT A NUMBER ON IT. BUT HISTORICALLY AND THE AND THE COUPLE JOBS THAT YOU SAW TONIGHT WE'RE JUST VERY SMALL, SINGULAR CHILLER JOBS. THEY CAME IN UNDER BUDGET. THEY CAME IN UNDER OUR ENGINEERS' BUDGET. IN A VERY TOUGH MARKET. THIS IS MUCH MORE COMPLEX, MUCH MORE BIGGER, BUT THE RIGHT THING TO DO IS TO LISTEN TO OUR CONSULTANTS AND TO CREATE A BUDGET THAT IS ACHIEVABLE. BUT IF WE RECEIVED BIDS IN THEIR MULTI YEAR FUNDED, WE CAN ADJUST THAT OUT YOUR NUMBER DOWN IF IT TURNS OUT THAT WE DID BETTER ON MIDDAY, THEN WHAT ARE SEEING THIS SAYING THAT WE'RE GOING TO GET SO I THINK THE PRUDENT THING AND IT'S JUST MY TWO CENTS IS TO TAKE THAT INFORMATION USER CONSULTANTS AND ADJUST AND THEN LOOK TO SEE WHAT WE GET. AND THEN BUT JUST IN THAT OUT YOUR IF FEASIBLE. SO THAT'S REALLY WHAT THAT THAT SLIDER SHOWING. THE NEXT SLIDE. IS WE UNDERSTAND THAT THINGS ARE GETTING MORE EXPENSIVE. WE UNDERSTAND THE CAPITAL ONE OF THE THINGS I GUESS IT'S BAD NEWS. GOOD NEWS IS THAT WE LOOK VERY CAREFULLY. [01:35:03] THE STATE LOOK FOR CASH FLOWS AND TO BE FISCALLY RESPONSIBLE AND NOT HAVE A BUNCH OF MONEY JUST SITTING IN AN ACCOUNT NOT BEING UTILIZED. NOT NOT ACTUALLY PAYING CONTRACTORS OR DESIGNERS TO DO THE ACTUAL WORK. WE FIND OURSELVES IN THAT POSITION WITH HOMES THAT WE BUILD, OKAY. THE JOB WAS SCHEDULED TO BE YOU KNOW, WE WOULD HAVE BEEN STARTED THIS PAST SUMMER AND PEOPLE HAVE BEEN DOING WORK AND WE'D BE GETTING REQUISITIONS AND WE'D BE PROCESSING. ROUGHLY TWO MILLION A MONTH. WELL THINGS WERE MOVING OUT A YEAR. WE'RE IN LITIGATION . SO ONE OF THE STRATEGIES THAT WE COULD DO IS NOT ASKED FOR OUR LOCAL MONEY. THIS. AND ASKED FOR NEXT YEAR, BECAUSE IF WE GET IT, IT'S JUST GOING TO SIT IN THE BANK. IT'S NOT GOING TO GET SPAT. SO THAT'S THE PURPOSE OF SLIDE. FIVE. AND THEN THE NEXT SLIDE IS, UH, LIKE MR BROWN. YOU KNOW? THE AMENDMENT IS ASKING FOR AN ACTION, LITTLE MAN BOARD APPROVAL AND THE SUPERINTENDENT SCHOOLS RECOMMENDS THE BOARD OF EDUCATION APPROVED THE AMENDMENTS TO LINK 6,468,125. TO THE STATE ELIGIBLE FOR THE FY 24 CAPITAL IMPROVEMENT PROGRAM SO THAT WE CAN THEN ASKED THE STATE AH! SUBMIT THIS TO THE STATE FOR THEIR REVIEW AND APPROVAL AS AN AMENDMENT. AND THEN WITH THAT I CAN ANSWER ANY QUESTIONS WERE WE CAN HOLD TILL THE END. IT'S THE BOARDS. FOR TO DO IS ANY QUESTIONS ON THE SUPERINTENDENT'S RECOMMENDATION FOR THE AMENDMENT? THEN AFTER THAT, YOU LIKE THE BOARD TO MAKE A DECISION. I'M THINKING, ALL RIGHT QUESTIONS ABOUT THE AMENDMENT. ONLY WE'LL GET TO THE REST OF THIS STUFF. BUT WHERE ARE WE? ON THE. AMENDMENT AND THE POTENTIAL ADDITIONAL 6,468,120. DR BAUER. OKAY? SO THIS PUSHES OUR STATE TOTAL, I GUESS SIGNIFICANTLY HIGHER THAN I'VE SEEN BEFORE. WE ARE CONFIDENT IT'S GOING TO BE RELATIVELY. IT'S GOING TO BE FUNDED. OKAY SO WE CAN NEVER SAY THAT WE'RE CONFIDENT THAT THEY'RE GOING TO DO ONE THING OR THE OTHER. WE MAKE THE REQUEST AND WE MOVE FORWARD WITH THAT. UM, BUT THE HARVARD TECHNICAL PROJECT. WE ALREADY HAVE A COMMITMENT FROM THEM FOR THAT PROJECT, SO WE'RE NOT CONCERNED ABOUT THAT. BUT THEN WE DO HAVE SOME OF THE OTHER PROJECTS THAT WE'LL HAVE TO GO THROUGH THE PROCESS TO SEE HOW MUCH THEY WOULD ACTUALLY, UM, YOU KNOW AWARD FOR YEAR ONE, AND THEN WE'LL CONTINUE TO FOR A YEAR TO REQUEST SO JUST GET A LITTLE BIT. SO WHEN WE SUBMIT OUR STATE SIPS SIMILAR TO WHAT WE DO WITH OUR LOCAL SIPES THERE IN PRIORITY ORDER. UM IF A PROJECT IS ALREADY RECEIVED PARTIAL FUNDING THAT THE HIGHER PRIORITY THE STATES COMMITTED TO FUNDING THAT PROJECT AND MOVING THAT PROJECT FORWARD ALSO, IF A PROJECT HAS ALREADY RECEIVED LOCAL PLANNING APPROVAL THEY'RE COMMITTING TO FUNDING THAT PROJECT. UM THEY DON'T KNOW. MEANING THE I C DOES NOT KNOW WHAT THEIR BUDGET IS FOR THEIR CAPITAL IMPROVEMENT PROGRAM STATEWIDE UNTIL THE STATE ISSUES THAT TOTAL NUMBER UM THEY ARE INTO HATING AND INCREASE IN THAT , BUT HOW THAT, UM, COMES OUT AND DOWN TO US, MAYBE THROUGH DIFFERENT TYPES OF PROGRAMS, NOT JUST THROUGH THE TYPICAL CAPITAL PROGRAM. BUT THEY'RE EXPECTING AN INCREASE. UM BUT AGAIN THAT HAS TO BE APPROVED AT THE STATE LEVEL AND THEN ROLLED DOWN TO US . UM SO TYPICALLY, WHAT THEY'LL DO. IS THEY GO THROUGH? THEY REVIEW OUR REQUEST THE START AT THE TOP WITH WHAT THEY KNOW THEY'LL APPROVE THE FUNDING FOR THAT, AND THEN WE'LL MOVE DOWN TO THE SECOND AND THEN THE THIRD. BUT WE ARE ADJUSTING THE BUDGET FOR THOSE IT MAY CAUSE ONE OF THE OTHER PROJECTS TO BE DEFERRED A YEAR. SOMETIMES THEY'LL GIVE US PARTIAL FUNDING . SO MAYBE IF WE HAVE A ROOF PROJECT ALSO IN OUR STATE REQUESTS, SOMETIMES SO PARTIALLY FUNDED THE FIRST YEAR AND THEN, UM, GIVE US THE REST OF THE FUNDING THE SECOND YEAR. DEPENDING ON WHAT'S ALGEBRA AT THE STATE LEVEL, BUT THERE'S NO REAL WAY TO SAY YES OR NO AT THIS POINT. THANK YOU FOR THE CLARIFICATION. SO CAN I JUST JUMP IN AND JUST SAY THIS? WE CAN, HOWEVER, ASSUME THAT OTHER SCHOOL DISTRICTS ARE EXPERIENCING THE SAME PROBLEM AND THAT THIS ISSUE IS NOT JUST UNIQUE TO US. IT IS SOMETHING THAT IS BEING STATE AND MOST LIKELY NATIONWIDE IN TERMS OF CUSTOM MATERIALS COST OF LABOR. COST OF TRANSPORTATION, ETCETERA , ETCETERA GOING UP? YES THIS IS, UM IN THE CONSTRUCTION WORLD ALL ALL ACROSS THE BOARD, NOT JUST WITH SCHOOL SYSTEMS, AND I [01:40:04] KNOW THAT WE WERE LISTENING TO AMS WHEN THEY WERE TALKING ABOUT PUTTING IN THEIR STATIONS, AND A LOT OF THEIR BUDGETS WERE ALSO MAXED OUT, UM, OR OVER BUDGET. THEIR PROJECTS CAME IN OVER BUDGET. SO YES, THIS IS SOMETHING THAT WE'RE STAYING ACROSS THE BOARD. THEY ARE SEEING THIS A LOT AT THE STATE LEVEL. UM, IN FACT THAT THEY ARE TRYING TO WORK OUT. DIFFERENT WAYS FOR ELLA'S TO COME BACK AND ASK FOR ADDITIONAL FUNDING. GIVEN THAT CHANGE. OKAY ACTUALLY SAYING INCREASES. ACROSS THE BOARD IN ALL OF OUR AREAS AND OPERATIONS. UM OUR SUPPLIES AND OUR MATERIAL FOR TRANSPORTATION SERVICES FACILITIES, MANAGEMENT SERVICES. YOU KNOW, EVERYTHING THAT WE'RE BUYING IS ADDING INCREASED COST. I MEAN, WE'RE TRYING TO MANAGE AND STAY. YOU KNOW, WITHIN OUR BUDGET AS BEST WE CAN AND PROVIDE THE SERVICES THAT YOU KNOW WE'RE ACCUSTOMED TO PROVIDING, BUT EVERYTHING IS COMING OUT OF COST. UM THE SUPPLY CHAIN HAS BEEN WE ALL KNOW. SO AND WE'RE MANAGING IT, BUT EVERYTHING IS COMING OUT OF COSTS, AND THAT INCLUDES THINGS LIKE WHITE PAPER. AND PAPER TOWELS AND TOILET PAPER FOR A BATHROOM. I KNOW IT SOUNDS CRAZY, BUT I'M POINTING IT OUT BECAUSE THEY'RE REAL PROBLEMS THAT WE'RE HAVING IN OUR SCHOOLS. ABSOLUTELY GOOD NEWS. BAD NEWS IS, YOU KNOW THE BILL TO LEARN ACT? WAS WAS ALSO I MEAN, IT DID. PUT A SHOT IN THE ARM. FOR THE CONSTRUCTION AND GET SCHOOLS, YOU KNOW. OH, BUT IT'S ALSO PUT A LOT OF MONEY. INTO SURROUNDING COUNTIES THAT WERE THOSE SAME CONTRACTORS ARE COMING HERE AND DOING WORK AND IT'S A $2 BILLION INVESTMENT IN THE SCHOOL CONSTRUCTION. HOMESTEAD WAKEFIELD. WE'RE GIVING 36 MILLION THE BALANCE OF ITS GOING TO BALTIMORE COUNTY, BALTIMORE CITY. I'M JUST IT'S A LOT OF MONEY GETTING PUMPED IN TO PEOPLE THAT ARE DOING THE SAME THINGS WE ARE. I MEAN BALTIMORE COUNTY BECAUSE I WAS ONE OF PANEL THEY'RE PLANNING ON PUTTING UP 24 SYSTEMIC SIX NEXT YEAR. LIKE LIKE THE ABERDEEN CHILLER JOB. 24 JOHN, BUT. HI HOW ARE YOU? ALL RIGHT. ANY OTHER QUESTIONS CONCERNS. I MEAN HERE, MR ROBINSON, MISS BLANK IN ANY QUESTIONS. ALRIGHT QUESTIONS. THANK YOU. I THOUGHT, SHE SAID SHE HAD A QUESTION. NO ONE NO QUESTIONS. NO, MA'AM. I'M SORRY. I DON'T HAVE ANY QUESTIONS. I'M SORRY. OKAY. THANKS I JUST WANT TO MAKE SURE I DIDN'T MISS YOU. ALL RIGHT. WELL WITH THAT, BEN, I'M GOING TO ASK FOR A MOTION AND A SECOND. FOR THIS. UM AMENDMENT. THIS IS A P THIS IS DAVID. I MOVED THAT WE APPROVE THE RECOMMENDED AMENDMENT FOR THE CAPITAL IMPROVEMENT BUDGET. THIS IS SONIA A SECOND ALREADY. SO WHAT THEY FIRST AND A SECOND ANY FURTHER DISCUSSION. IF NOT, THEN MISS RALLO, WE'RE GOING TO DO A ROLL CALL VOTE ON THIS ONE. ALRIGHT MISS BLANKEN. DID YOU HEAR THAT? YOU'VE GOT A PREFERENTIAL VOTE ON THIS ONE. SORRY NO, IT KEEPS CUTTING OUT. BUT I YOU KNOW, I DIDN'T HEAR. MISS RALLO, UM YEAH, I'M FOR THIS. I'M SORRY. WE'RE JUST WE'RE JUST LETTING YOU KNOW THAT YOU HAVE A PREFERENTIAL VOTE. THAT'S ALL. I DIDN'T THINK THAT I DID HAVE A VOTE ON THIS, BUT YES, THANK YOU, RALLO. GO FOR IT. DR BAUER. YES. MS KARWACKI? YES. KELLY. YES. DR PHILLIPS. YES. THIS RECORDING. MR ROBINSON. YES, BLANKET. YES. BY PRESIDENT MILLER. YES. PRESIDENT GAUTIER. YES. MOTION PASSES. THANK YOU VERY MUCH. ALL RIGHT NOW ON TO THE NEXT PART OF YOUR BUSINESS. SO WITH THEN PRESENTING, UM, BASICALLY STEP SHOT AND PROGRESSION ARE BUILDING OUR CAPITAL PROGRAM THIS YEAR FOR THEIR LOCAL REQUESTS. UM SO NOW WE'RE HERE TONIGHT TO KIND OF PRESENT THOSE PRIORITIES AND PUT THEM IN A LITTLE BIT OF PERSPECTIVE TO WHAT THE NEEDS ARE AND WHAT THE PRIORITIES ARE, UM, SO JUST TO REVISIT THE PROCESS, BASICALLY, WE GO THROUGH IDENTIFY ALL OF THE NEEDS AND THEN WE BREAK THEM DOWN BY PROJECT CATEGORY, AND THEN WE LOOK AT DIFFERENT CONSIDERATIONS. UM, SAFETY AND SECURITY. WHETHER IT IMPACTS THN HAS IMPACT ON THE PROGRAMS. WE OFFER THINGS LIKE THAT, UM, IF IT'S ELIGIBLE FOR STATE FUNDING , UM OR IF IT'S ALREADY RECEIVED STATE FUNDING THAT WOULD IMPACT THE SCORE AS WELL AND THE LEVEL OF NEED CURRENTLY CRITICAL, POTENTIALLY CRITICAL NECESSARY [01:45:03] AND RECOMMEND IT. ALL THOSE ITEMS ARE THEN GROUPED BY THAT LEVEL OF NEED, AND THAT ALLOWS THOSE LOWER SCORE ITEMS THAT ARE STILL CRITICAL TO OUR OPERATIONS TO BE MOVED UP AND THEN THEY'RE ORGANIZED WITHIN EACH ONE OF THOSE LEVEL OF NEED BY THEIR TOTAL SCORE, WHICH GIVES US OUR FINAL PRIORITIZING SCORE WITHIN EACH FOR EACH ITEM. SO WITH THAT , UM, THIS FIRST SLIDE HERE. ARE THEY CURRENTLY CRITICAL ITEMS? UM IN THIS SLIDE, WE HAVE THE I WON'T READ ALL THESE, I PROMISE, BUT WE DO HAVE THE SPECIAL EDUCATION FACILITY IMPROVEMENTS . WE ALSO HAVE THE BLUEPRINT PRE K PROGRAM, UM. TO ADD A FULL DAY PRE K AT CHURCH CREEK ELEMENTARY SCHOOL. THEY CURRENTLY HAVE A HALF DAY PRE K. THIS IS GOING TO BE MORE MULTI YEAR, UM, IMPLEMENTATION TO GET OUR PROGRAMS UP TO FOUR DAY BUT WE ARE STARTING WITH THAT PROGRAM AT CHURCH CREEK. THEN WE HAVE OUR TECHNOLOGY AND FACILITIES AND TRANSPORTATION REQUIREMENTS AS WELL ON THE SLIDE. UM THE POTENTIALLY CRITICAL ITEMS NEXT ARE WE DO HAVE RELOCATED BOLS IN THERE. UM AND THEN WE HAVE OUR HEALTHY SCHOOLS THERE. SO IF YOU REMEMBER LAST YEAR WHEN WE MOVE FORWARD WITH OUR API REQUEST, WE WERE ABLE TO ALSO MOVE FORWARD WITH THE HEALTHY SCHOOLS REQUEST AND WE WERE ABLE TO ALIGN THIS THE STATE, HOWEVER, HAS ADJUSTED THEIR TIMELINE FOR THIS, SO IN ORDER TO HAVE THAT MATCH, READY TO GO IN THE SPRING, WHEN THEY OPEN UP THAT FUNDING SOURCE, WE NEED TO REQUEST IT AND THIS YEAR'S C I P SO THAT WE'RE ABLE TO TAKE ADVANTAGE OF THE STATE FUNDING THERE, SO THAT IS IN THAT CATEGORY AS WELL. WE DO IT GETTING THAT, YOU KNOW. FROM THIS L E. A HAS GOTTEN SOME LEVEL OF FUNDING JUST TO YOUR WE ANTICIPATE THAT WE SHOULD GIVE THEM. THE NEXT ARE THESE, UM, NECESSARY ITEMS IN HERE? WE HAVE OUR SCOPE STUDY. THIS INCLUDES LOOKING AT THE ADDITION AND MODERNIZATION OF HAVING AGREES ELEMENTARY AND MAGNOLIA AND THEN POTENTIAL FUTURE USES OF THE HARTFORD, THE EXISTING HARVARD ACADEMY BUILDING. UM, THAT WOULD HAVE TO PLAY OUT OVER TIME TO DETERMINE WHAT THOSE USES ARE, BUT THAT'S PART OF THAT PROCESS. UM WE ALSO HAVE OUR TYPICAL ENVIRONMENTAL COMPLIANCE. A D A. AND THINGS LIKE THAT IN HERE AND AGAIN. IF YOU HAVE ANY QUESTIONS ABOUT ANY OF THESE, I'D BE HAPPY TO ANSWER THEM. AND THEN FINALLY , WE HAVE OUR RECOMMENDED CATEGORY. UM. JUST DIFFERENT LEVELS OF ITEMS. FACILITY UPGRADES. UM, THINGS LIKE THAT IN THIS CATEGORY. AND THEN FINALLY, IT'S SUMMARIZED HERE. UM THESE NUMBERS THAT I HAVE ON THE SLIDE IN FRONT OF YOU DO REFLECT THE AMENDED BUDGET REQUEST TO THE STATE. UM, AND THAT WOULD BE A TOTAL STATE REQUEST OF 22,099,125. UM A TOTAL LOCAL REQUEST OF 74,330,600. WITH A TOTAL NEED OF 96,429,007. AND AGAIN THAT'S BURNING IT OUT BY EACH. UM, CATEGORY OF ME. UNDER THAT LOCAL REQUEST THAT INCLUDES THE SECOND CONSTRUCTION FUNDING LOCALLY FOR THE HUNCH THAT WAKEFIELD SO THAT THE BOARD WANTS TO CONSIDER THAT. AM I WRONG? I APOLOGIZE. I'M SORRY. IT'S NOT. WE DID NOT PUT IT IN THAT NUMBER. UM WHEN WE APPROVED THE FINAL C I P. WE CAN TAKE A LOOK AT HOW THE WORLD WANTS TO MOVE FORWARD WITH THE HOMESTEAD WAKEFIELD PROJECT. UM, IF WE WANT TO INCLUDE IT UM AND THEN, YOU KNOW. WANT TO DEFER THAT, BUT WE DID INCLUDE IT IN THE PRIOR SLIDE JUST TO LET YOU KNOW THAT THAT WAS SOMETHING THAT WAS AN OPTION THAT WE COULD TAKE A LOOK AT. ALREADY. QUESTIONS ABOUT THIS. THE SCHOOL YEAR. 2024 SEEMS LIKE A WAYS AWAY. MR CARDI. ANY QUESTIONS? AT THIS TIME. THANK YOU, DR PHILLIPS. NOT A QUESTION. YOU SAID YOU'VE BEEN IN FRONT OF US FIVE TIMES THAT RIGHT? AND IT'S TAKEN EACH TIME TO, YOU KNOW, FOR EACH OF US. TO ABSORB EVERYTHING THAT YOU'VE PRESENTED. THE NEXT TIME YOU MEET WITH US IS GOING TO BE FIVE NEW FACES UP HERE WHO ARE GOING TO ASK YOU? CAN YOU REPEAT THAT? YES. SO SOMEHOW OR ANOTHER. IF YOU CAN COME UP WITH SOME TYPE OF CLIFF NOTE PRESENTATION. UM I MEAN, I DON'T KNOW THIS IS GOING TO BE AN ARDUOUS TASK ON YOUR PART HAVING TO YEP, COMPRESS ALL [01:50:02] THE DATA THAT YOU PRESENTED TO US OVER THE PAST ONE THAT STARTS 67 MONTHS AGO. IN A HANDFUL OF VISITS BEFORE WE HAVE TO VOTE ON IT, SO JUST BEFORE WARNED IS TO BE FOREARMED. WELL, WE'RE ACCUSTOMED TO THAT. BECAUSE, YOU KNOW, UM HMM. WELL PRIOR BOARDS HAVE COME ON LIKE IN JULY, AND THEY'VE HAD 678 MONTHS TO ABSORB IT. THIS NEW BOARD WILL NOT HAVE THAT AMOUNT OF TIME. IT TAKES TIME. NOW YOU'RE YOU KNOW, WE'VE BEEN WORKING TOGETHER AND NOT JUST THANK YOU. IT'S BEEN GREAT. RIGHT AND. YOU KNOW, WITH THE CONVERSATIONS THAT WE'VE BEEN HAVING AND UM YOU'VE GROWN SO MUCH OF THE BOARD AND THE QUESTIONS THAT YOU ASKED NOW YOU'RE VERY COMFORTABLE THAT CAPITAL PROGRAM, UM WHAT WE DO HOW WE DO IT SO, BUT IT TOOK US SOME TIME TO EVEN GET TO THAT POINT. SO WE'RE JUST, YOU KNOW, DO WHAT WE ALWAYS HAVE DONE IS, YOU KNOW, DO OUR BEST TO EDUCATE PROVIDE THE INFORMATION, BUT THERE IS NO CLIFF NOTES AND CRASH COURSE, CAPITAL PROGRAM AND BUDGET OPEN YAHOO! YOU KNOW WITH OVER I MEAN, YOU KNOW, WE'VE PROBABLY NOT PROBABLY SITTING AT THIS TABLE OVER 100 YEARS OF EXPERIENCE WITH WORKING WITH OUR SCHOOL BOARDS, AND YOU JUST HAVE TO TAKE THE TIME AND ENGAGED FILLED THE QUESTIONS AND GIVE THEM THE INFORMATION. THERE'S NO SHORTCUT. OUR JOB IS ALWAYS THE SAME. ANSWER THE QUESTIONS. WE APPRECIATE IT. YEAH DR MUELLER. ANY QUESTIONS? UM NO, NOT REALLY. BUT I DO WANT TO THANK YOU ALL SO MUCH FOR THE WORK THAT YOU DO IN, UM IT VERY MUCH SADDENS ME THAT WE'RE LOOKING AT PUTTING OFF THE FUNDING FOR HOMESTEAD WAKEFIELD BECAUSE I WAS REALLY HOPING BY NOW WE WOULD HAVE SOME RESOLUTION ON THAT SO JUST A COMMENTARY ON MY PART. YEAH. I DON'T OKAY. MISS KELLY. THANK YOU FOR THE PRESENTATION. I DON'T HAVE ANY OTHER COMMENTS OR QUESTIONS. IT'S HER WACKY. NO CLIP NOTES. LET'S HOPE THEY'VE BEEN WATCHING THE BOARD MEETINGS AND LISTENING, OKAY? THAT WILL HELP. DR BAUER YOUR QUESTIONS. THANK YOU. MR ROBINSON. ANY QUESTIONS, COMMENTS? QUESTIONS OR COMMENTS? THANK YOU. ALL RIGHT, MISS BLANKEN QUESTIONS. THANK YOU. ALL RIGHT. YOU'RE RIGHT. THERE'S NO SPARK NOTES. I'M SORRY, AND I THINK MISSY COULD WRITE THEM. HONESTLY, I GOT IT IN HER. ALRIGHT I APPRECIATE YOU. THANK YOU. THANK YOU. AMAZING TEAM. ALRIGHTY THEN [F. Presentation on Proposed Revisions to Board Policy No. 02-0001-000 Student Attendance, Kimberly H. Neal, Esq.,General Counsel and Mr. Bernard Hennigan, Executive Director of Student Support Services] NEXT UP. MS NEAL AND MR HENNIGAN. PRESENTATION ON PROPOSED REVISIONS TO BOARD POLICY 02-0001. STUDENT ATTENDANCE. ALRIGHT I KNOW MY NAME IS ON HERE, BUT I'M REALLY GOING TO HAND THIS OVER TO BUCK HIM. MEGAN, WHO DID MOST OF THE WORK? I JUST REVIEWED IT ALL RIGHT TO GET UP AND MOVE FOR A MINUTE. SO EXCELLENT. GOOD EVENING, PRESIDENT CODY ER, VICE PRESIDENT MUELLER, SUPERINTENDENT PAULSON AND BOARD MEMBERS. SO WE'RE HERE TONIGHT TO BRING SOME PROPOSED CHANGES TO OUR STUDENT ATTENDANCE POLICY . ONE OF THEM IS DICTATED THROUGH LEGISLATION. AND THE OTHER TWO WERE JUST UPDATES THAT WE FELT, UM WERE NECESSARY BASED ON SOME CHANGES. UM. IN OUR CURRENT ENVIRONMENT, SO I'M GOING TO DIRECT DIRECT YOU OFF. I MADE TO PAGE THREE. FOR STARTERS, PAGE THREE OF THE AMENDED POLICY, SO I BELIEVE IN YOUR PACKAGE YOU HAVE THE ORIGINAL POLICY AND THEN IN A MINUTE POLICY. AND THE HIGHLIGHT. IT IS HIGHLIGHTED. YEAH. 13 HUGE 13. 30. SO NEW LEGISLATION WAS PASSED HOUSE BILL 1 18, WHICH DICTATED THAT ANYTIME A STUDENT IS ABSENT FOR A MENTAL HEALTH CONCERN, AND WHICH WOULD BE DOCUMENTED THROUGH AN ABSENCE. NOTE THAT WE MUST PROVIDE RESOURCES TO THE FAMILY OR TO THE STUDENT WITH MENTAL HEALTH RESOURCES ARE MENTAL HEALTH SPECIALISTS SCREEN AWESOME. CHRISTINA ON HAS CREATED A VERY NICE ONE PAGER OF RESOURCES THAT'S BEEN PASSED OUT TO SCHOOLS. SO THAT ANY TIME A SCHOOL RECEIVES A NOTE THAT THE RESOURCES WILL BE SHARED WITH THE FAMILY, SO WE'VE JUST CAPTURED THIS IN THE POLICY NOW TO SAY THAT WE ARE GOING TO BE DOING THAT. AND THE SECOND PIECE OF THAT LEGISLATION WAS TO SAY THAT IF A SCHOOL DICTATES THAT THEY WERE ONLY EXCUSE AN ABSENCE OF A STUDENT WITH A DOCTOR'S NOTE, WHICH SOMETIMES HAPPENS IN CASES WHERE WE HAVE CHRONIC SURE, INSEE, AND WE'VE ONLY RECEIVED NOTES FROM PARENTS. NO, NO DOCTORS DOCUMENTATION. THAT WE MUST ALSO ACCEPT DOCUMENTATION FROM A MENTAL HEALTH PROFESSIONAL. UH, NOT JUST A DOCTOR. A PHYSICAL HEALTH PROFESSIONAL. SO THESE ARE THE [01:55:08] CHANGES DUE TO THAT HOUSE BILL. AND THEN ALL JUST LIKE TO DIRECT YOUR ATTENTION TO PAGE SIX, OR MAYBE 16 16 PRESIDENT KODIAK. OKAY? SO IN OUR CURRENT POLICY, IT STATES THAT A STUDENT COULD. POSSIBLY FAIL A FULL YEAR COURSES OR A SEMESTER, OF COURSE, BASED ON THE NUMBER OF DAYS THEY WERE ABSENT. WE DID CHANGE THIS POLICY A FEW YEARS AGO BECAUSE IT SAID MUST, AND WE CHANGED IT TO MAY BECAUSE WE KNOW THAT STUDENTS HAVE ALL DIFFERENT TYPES OF CIRCUMSTANCES . AND WE DIDN'T WANT TO SAY THAT BECAUSE YOU HIT THIS EXACT NUMBER OF ABSENCES. YOU HAVE TO FAIL THIS QUESTION. WE CHANGED THAT BURBAGE. A FEW YEARS AGO. UM THE STATE HAS A THE STATE. LOOKS AT CHRONIC TRUANCY HAS 10% OF THE SCHOOL YEAR. SO WHEN THEY WHEN THEY CHANGES A FEW YEARS AGO TO SAY THAT IF A STUDENT MRS 18 DAYS OF THE SCHOOL YEAR OR 10% OF THE TIME, THEY'RE IN ATTENDANCE. THEY'RE CONSIDERED CHRONICALLY TRUE. SO WE WANT TO CHANGE OUR POLICY TO MIMIC THAT TO SAY THAT IF THEY MISSED NINE DAYS IN A HALF YEAR COURSE, OR 18 DAYS IN A FULL â– YEAR, OF&-PCE COURSE. BUT AGAIN, THAT'S UP TO TEACHERS. DISCRETION UM, SO TEACHERS ARE NOT EXPECTED TO FAIL. A STUDENT JUST BASED ON ABSENCES, PERFORMANCE SHOULD BE THE NUMBER ONE FACTOR THERE. BUT THE SIX AND 11 WERE SORT OF ARBITRARY WHO WANTED TO COME IN LINE WITH STATE STANDARDS WITH THE NINE AND 18. AND THEN LASTLY, ON THE FOLLOWING PAGE. THIS IS MORE ABOUT BRINGING OUR POLICY IN LINE WITH PRACTICE. SO WE HAVE STUDENTS IN THIS SCHOOL AND THEY RETURN AND TYPICALLY WILL BRING A NOTE EXPLAINING THEIR ABSENCE, BUT WHAT WE DID NOT WANT TO DO IS HAVE A STUDENT NOT BE ALLOWED TO RECEIVE MAKEUP ART BECAUSE THEIR PARENTS DIDN'T WRITE IT NOW. SO WE'RE LEAVING IN THE TEACHERS HANDS, WHICH IS REALLY WHAT'S REALLY HAPPENING IN PRACTICE. NOW, TEACHERS ARE MAKING DECISIONS ABOUT WHETHER THEY WHETHER THE CHILD WAS EXCUSED. ABSENCE OR NOT, SO WE'RE GIVING THEM THEIR LATITUDE AND THIS POLICY TO SAY IF YOU BELIEVE THE CHILD WAS ABSENT FOR A VALID REASON YOU CAN GIVE THEM MAKEUP WORK. AND IT'S NOT GOING TO BE A CASE OF SAYING, WELL, I CAN'T GIVE YOU THE MAKEUP WORK BECAUSE YOU NEVER BROUGHT ME A NOTE. THAT'S WHAT WE'RE DOING IS THEN. UM NOT HELPING THE CHILD BECAUSE MAYBE THE PARENT WAS NOT ABLE TO OR DID NOT WRITE A NOTE FOR SOME REASON. SO AGAIN, THIS GOES BACK TO TEACHER DISCRETION, WHICH IS AGAIN WHICH TYPICALLY HAPPENING IN PRACTICE. WE JUST WANTED TO MAKE SURE THAT OUR PRACTICES MATCHING OUR POLICY. THANK YOU. I DON'T KNOW. I'M NOT ABLE TO HEAR HEAR THOSE ARE REALLY THE THREE CHANGES THAT WE'RE PROPOSING TONIGHT. THIS WOULD GO OUT FOR 30 DAYS AND THEN WE WOULD BRING THIS BACK FOR A VOTE. I GUESS IN JANUARY SO, UM, WITH ADULT LEAVE IT OPEN TO ANY QUESTIONS. QUESTIONS ABOUT THE NEW ATTENDANCE POLICY THAT IS BEING SUGGESTED. YES, MISS KARWACKI QUESTION, BUT A TYPO OKAY? NO YES. ON PAGE. UM ONCE LIKE 13. YES THREE. SECOND LINE. THERE NEEDS TO BE A SPACE LOCATED AND I SAW THAT TOO RIGHT BEFORE LOCATED. BETWEEN LOCATED AND ADD, AND BETWEEN AT AND T U R L THANK YOU. FOR SOME REASON HIT THE SPACE PART KEPT MOVING IT ALL THE TIME. I THINK IT'S ACTUALLY A FORMATTING ISSUE BECAUSE YOU CAN SEE THE A B AND ALL THAT IS IN A DIFFERENT FIND. SO THAT'LL GET FIXED IN FORMALIN GET FIXED. ONCE WE HAVE ONE OF THE LIKE, THANK YOU. ALREADY THE TEACHER IN ME, I CAN'T HELP IT ISSUE I WOULDN'T HAVE FELL ASLEEP TONIGHT. SO EXPLORATION. ALRIGHT QUESTIONS CONCERNS NOTHING. OKAY? UM JUST ONE QUESTION REGARDING THE. MENTAL HEALTH ISSUE IF THE STUDENT AND OR PARENT DO NOT WANT. THE SCHOOL COUNCIL TO GET INVOLVED AND THEY HAVE THE OPTION OF TELLING THEM NOT TO GET INVOLVED. SURE SO THE WAY THE WAY THAT WE BECAUSE WE HAD TO REALLY THINK ABOUT THE BEST PRACTICE BECAUSE TEACHERS ARE RECEIVING THE NOTES, TEACHERS MAY NOT KNOW THE RELATIONSHIP. THE STUDENT ALREADY HAS THE COUNSELOR WHO'S WELL AWARE OR EVEN NOT WITH THESE SITUATIONS. SO THE WAY THAT WE OPERATIONALIZE THIS AS THE TEACHER WILL TELL THE SCHOOL COUNSELOR THAT I RECEIVED A NOTE THAT THIS CHILD WAS ABSENT FOR MENTAL HEALTH REASONS. AND IT'S UP TO THE DISCRETION OF THE COUNSELOR TO SHARE THOSE RESOURCES ARE NOT SO, FOR INSTANCE. THE COUNCIL MAY KNOW THAT SHE ALREADY SENT THOSE RESOURCES ON LAST WEEK. SHE'S NOT GOING TO SEND THE SAME FLYER TO THE PARENT. EVERY TIME A NOTE COMES IN, SO THE DEPENDING ON THE RELATIONSHIP THE COUNCIL ALREADY HAS WITH THE STUDENTS AND THEIR AWARENESS OF THE MENTAL HEALTH NEEDS. THEY WILL SHARE BASED ON THAT, SO BUT IF A PARENT WERE TO SAY, I DON'T WANT THESE RESOURCES ANYMORE, THEY [02:00:04] WOULD THEY WOULD STOP SHARING IF IT'S A NEW DIAGNOSIS. DOES THE COUNCILOR GO TO THE PARENT FIRST STATING THAT WE CAN PROVIDE YOU WITH INFORMATION OR DO THEY GO TO THE STUDENT FIRST TO BRING THE INFORMATION ON TO THE PARENTS? THE DIRECTION WAS FOR THE COUNCIL TO EMAIL THE RESOURCE TO THE PARENT AND ALSO SHARE A COPY WITH THE STUDENT, AND IT'S ALSO GOING TO DEPEND ON THE AGE OF THE STUDENT AS WELL. SO FOR ITS DEALING WITH THE 12TH GRADER VERSUS A KINDERGARTENER, BUT SO IT'S REALLY ABOUT DOES THE FAMILY KNOW WHERE TO GO FOR HELP FOR MENTAL HEALTH RESOURCES? THAT'S WHAT THE ONE PAGER WE'VE CREATED WAS FOR TO GIVE THEM ALL THOSE DIFFERENT. AVENUES IN OUR COUNTY FOR MENTAL HEALTH RESOURCES. THANK YOU. WELCOME. RIGHT. ANY OTHER QUESTIONS? COULD YOU REPEAT WHY WE SWITCHED FROM 6 TO 9 AND 11 TO 18 SO THE STATE CONSIDERS CHRONIC TRUANCY TO BE 10% OF THE SCHOOL YEAR, SO THAT IS THE 10% MARK FOR THE HALF FOR THE SEMESTER FOR THE SQUARE. AND THE LAST QUESTION I HAVE HAS TO DO WITH THE UM, THE MAKEUP WORK? UM, POSSIBLY BECAUSE THE PARENT DIDN'T SUPPLY NOTE. AND I GUESS IT'S UP TO THE TEACHERS DISCRETION WHETHER THEY THINK THE CHILD DIDN'T ASK FOR A NOTE. YEAH REALLY, REALLY BE MORE OF, UH, AN AGE ISSUE AS WELL. SO IF I'M A HIGH SCHOOL TEACHER AND A STUDENT GUYS COME TO MY CLASS, I MAY HAVE SOME MORE QUESTIONS THAN IF A KINDERGARTEN DIDN'T COME TO SCHOOL YESTERDAY AND DIDN'T BRING A NOTE TO SAY WHAT? I'M NOT GOING TO GIVE YOU YOUR MAKEUP WORK BECAUSE YOU DIDN'T BRING ME OUT. THANKS REALLY APPARENT. RESPONSIBILITY. THANK YOU. AND JUST FOR THOSE WHO ARE QUESTIONING WHAT THE 10% IS. WHAT IS THE GOAL ATTENDANCE THAT WE ARE ASKED TO HIT 100% WELL, THAT TOO, BUT MINIMUM, SO 90% WAS REALLY THE CHANGE. IT USED TO BE 94% AND THEN, UM THE STATE WHEN THEY STARTED DOING IF YOU REMEMBER THE STAR SYSTEM THAT WE HAD A FEW YEARS AGO, THEY WERE REALLY LOOKING AT A 90% ATTENDANCE RATE, WHICH THEY THEN HE THEN SAID 10% OF ATTENDANCE. TIME OF ENROLMENT. SO STUDENTS ONLY HERE FOR 20 DAYS, THEN THEY'RE LOOKING AT SO THE CHRONIC TRUANCY BUILDS THROUGHOUT THE SCHOOL YEAR, BASED ON THE NUMBER OF SCHOOL DAYS WE'VE HAD SO FAR, BUT AT THE END OF THE SCHOOL YEAR, 18 DAYS WOULD BE CONSIDERED SOMEONE WHO'S TRYING CHRONICALLY TRYING. AND JUST PUT THAT IN PERSPECTIVE, IT'S ALMOST HALF A QUARTER. WHEN YOU LOOK AT 18 DAYS, THERE'S TYPICALLY 40. BETWEEN 42 46 DAYS IN A QUARTER HALF A QUARTER OF ANY WORK. IN ANY CLASS. YEAH, IT'S GOING. TO SIGNIFICANTLY IMPACT A KID. YES AND YOU KNOW, IN MY CONVERSATIONS WITH PARENTS ABOUT ATTENDANCE, SOMETIMES PUTTING IN HOURS MHM. UH, HELPFUL TO 18 DAYS. 108 HOURS OF SCHOOL. THAT A CHILD'S MISS COMPARED TO THEIR PEERS THAT'S SITTING NEXT TO THEM. ALRIGHT, SO YOU I JUST NEEDED TO SHOOT. THIS IS JUST INFORMATIONAL. NOW IT'S GOING TO GET PUT OUT, AND I THINK IT WILL BE DECEMBER 19TH WHEN IT WOULD GO COME UP FOR A BIT. FROM ONE BEFORE CHRISTMAS ALREADY. NO NO FINAL QUESTIONS ABOUT ATTENDANCE. WE SPENT A LOT OF TIME ON THAT. ALRIGHTY THANK YOU VERY MUCH. THANK YOU ALL VERY [G. Presentation on Quarterly Financial Report for the Period Ending September 30, 2022 , Ms. Deborah Judd, AssistantSuperintendent for Business Services] MUCH. ALRIGHTY, MISS JUDD. SURE CASH NOW. GOOD EVENING, PRESIDENT GAUTIER VICE PRESIDENT MUELLER, DOCTOR BALLSTON IMPORTANT MEMBERS. I'M HERE TONIGHT TO REVIEW THE QUARTERLY FINANCIALS FOR THE PERIOD ENDING SEPTEMBER 30TH 2022. THIS IS THE FIRST QUARTER OF THE CURRENT FISCAL YEAR. WE DO NOT DO PROJECTIONS THAT THE FIRST QUARTER BECAUSE THERE'S SO MANY VARIANCES VARIABLES THAT REALLY WOULD MAKE THAT INFORMATION NOT USEFUL. REVENUES ARE AT 27% FOR THE YEAR SO FAR OF BUDGET. WHERE WE WOULD EXPECT THEM TO BE ONE QUARTERS PAST. SO WE HAVE 20% OF OUR REVENUE IN LOOKING AT OUR OTHER REVENUE WHERE WE HAVE A LITTLE BIT MORE OF A BREAKDOWN. WE'RE ABOUT 52% FOR THE YEAR. SOME OF THE UNBUDGETED ITEMS IN THIS AREA ARE SETTLEMENTS, HEALTH AND DENTAL. THE 505,000 ACTUALLY REPRESENTS OUR DELTA DENTAL SETTLEMENT THAT WE RECEIVED AND WE ALSO ARE OVER BUDGET IN OUR MEDICARE PART D SUBSIDY. FOR THE CURRENT YEAR, SO THAT SUBSIDY LINE WILL NOT BE THERE AFTER THIS YEAR. SO SINCE WE'VE SWITCHED RETIREES TO THE MEDICARE ADVANTAGE PLAN UM, WE WILL NOT BE ENTITLED TO THE SUBSIDIES SO THAT LINE ITEM WILL NOT BE IN NEXT YEAR'S BUDGET. OUR EXPENSES ARE AT 2020% OF BUDGET. SO AGAIN, THAT'S A [02:05:01] LITTLE BIT LESS THAN WHAT WE WOULD WOULD NORMALLY SEE IN A QUARTER, HOWEVER, BECAUSE THEIR 10 MONTH EMPLOYEES ONLY HAVE RECEIVED TWO PAYCHECKS, UM THROUGH SEPTEMBER 30TH BECAUSE THEY START BEING PAID IN SEPTEMBER. THAT'S GOING TO AFFECT A BIG PART OF THIS BUDGET BECAUSE SO MUCH OF OUR BUDGET IS SALARIES AND BENEFITS. SO THOSE NUMBERS ARE RATHER LOW AND OUR OTHER INSTRUCTIONAL COSTS LINE IS RATHER HIGH AT ALMOST 60% AND THAT IS OUR LEASE PAYMENTS ON OUR DEVICES. SO THOSE ALL OCCUR AT THE BEGINNING OF THE YEAR, SO OBVIOUSLY THE PERCENTAGE OF THE BUDGET IS GOING TO BE MORE HIGHLY SPENT EARLIER IN THE YEAR. AND THAT IS THE. PRESENTATION THERE IS NO FUN BALANCE PROJECTION AGAIN. WE'RE NOT DOING PROJECTIONS AT THIS TIME. SO UM, WHEN I COME BACK FOR THE DECEMBER 31ST UM QUARTER. WE'LL HAVE THAT INFORMATION AT THAT TIME IN JANUARY, SO ALRIGHT. ANY QUESTIONS CONCERNS? PROMISE, JUDD. MR ROBINSON, MR. BLINKEN ANY QUESTIONS ABOUT THE QUARTER LEASE? I DON'T HAVE ANY QUESTIONS ABOUT THE. I'M SORRY. I JUST CUT OUT DON'T HAVE ANY QUESTIONS ABOUT THE QUARTERLY'S MY ONLY CONCERN, WHICH I FEEL LIKE I HAVE AN ANGEL AND DEVIL MAY SHORTER PART OF ITS TELLING ME LIKE NO, IT'S OKAY. THE MENTAL HEALTH PART UM AND I FULLY FULLY TRUST MISS ALTON. I ADORE HER, UM AND I KNOW SHE KNOWS WHAT SHE'S DOING. BUT NOT BUT. OKAY CAN YOU GUYS HEAR ME? NO. I THINK YOU'RE TALKING ABOUT THE LAST PRESENTATION. OH YES. I'M SORRY, ARE WE? I'M SORRY. I THOUGHT IT WAS TWO IN ONE. SORRY NO, THIS IS MISS JUDD WITH THE QUARTERLY FINANCIALS. MISS JUDD, I'M SO SORRY. OKAY I'M LIKE FULLY FOLKS. I'M LIKE MY BRAIN IS ALL OVER THE PLACE. OKAY. I'M SORRY. WE'LL TALK. SORRY. OKAY DON'T WORRY ABOUT IT. WE GOT ANY QUESTIONS ABOUT THE BUDGET, THOUGH I MEAN, YOU KNOW NOT ABOUT THE BUDGET. I'M SORRY. JUST GO BACK TO YOUR HOMEWORK. OKAY SURE. BUDGET, EXCEPT NO, NO, I MEAN WITH MONEY, THOUGH. THERE WAS THIS REMEMBER THE JEWEL CASE? THAT WE HAD. CLASS ACTION SUIT AGAINST THAT WAS SETTLED, APPARENTLY. WE'RE SUPPOSED TO GET SOME MONEY FROM THAT. AND WHERE WAS THAT GOING TO GO? DO WE EVER GET IT? WHAT'S THE STATUS OF THAT? DO WE KNOW THAT ONE IF IT WAS COMING DIRECTLY TO US. WE HAVE NOT RECEIVED THAT. MONEY CAN BE FAMILIAR WITH THE NO, BUT I CAN CHECK PATRICK'S WE'LL GO BACK AND LOOK BECAUSE OBVIOUSLY FUNCTIONAL SETTLED AND THEY WERE SUPPOSED TO PAY A LOT OF MONEY TO A LOT OF SCHOOL SYSTEMS BUTTON THAT A FEW MONTHS AGO. MONEY LEGAL EVERYBODY INTO THAT SURE INVOLVES EVERYBODY. YEAH, ALRIGHT. ANY QUESTIONS, THOUGH ABOUT THE QUARTERLY'S AND MISJUDGED CAN ANSWER FOR US NOW. NO CONCERNS. ALRIGHTY DROPPED THE HOOK MONEY. THANK YOU. [H. Board Member Comments] ALRIGHTY. BOARD MEMBER COMMENTS. HERE WE GO. EVERY. I DON'T EVEN KNOW WE'RE GONNA START. OKAY, LET'S WE'LL JUST FOLLOW THE SAME THING I HAD BEFORE. DR BAUER. OKAY? GOOD EVENING, EVERYONE. UH SO MANY OF YOU ALL KNOW HAVE BEEN CONCERNED WITH THE REVISION CURRICULUM FOR A FEW YEARS, AND CERTAINLY NOT THE ONLY ONE. WE'VE HAD PUBLIC COMMENTS ABOUT IT, AND THE MARYLAND STATE DEPARTMENT OF EDUCATION HAS MADE IT CLEAR THAT NOT LIKE IT SUPPORT UM, BACK IN 2019 THE SELECTION OF THIS READING PROGRAM OF PERFECT BIG, MULTI YEAR PROCESS. STAFF RESEARCH CURRICULA. TIVE VALUATION. A BIG COMMITTEE CAREFULLY EVALUATED FIVE DIFFERENT PROGRAMS. TWO ARE CHOSEN FOR FIELD TEST AND THE UNITS OF STUDY OF READING PROGRAM WAS SELECTED. LET'S TALK ABOUT HALF A YEAR. THE LONGER PART OF THE PROCESS WAS THE PHASE IN AND EVALUATION. HTTPS HAD A GOOD PLAN, WHICH INCLUDED OBJECTIVE EVALUATION USING STANDARDIZED TEST. AND THEN THE PANDEMIC RUINED IT. SO. SUPPORTED BY SUBJECTIVE JUDGMENTS THAT SEEMED TO GIVE THE PROGRAM GLOWING WITH USED HTTPS CONTINUED THE PHASE IN REACHING ALL THE ELEMENTARY SCHOOLS LAST YEAR. CLARITY NOT ALL THE ELEMENTARY SCHOOLS. AND YET GOTTEN ALL PARTS OF THE READING PROGRAM LAST YEAR, BOTH STUDENTS AT LEAST HAD EITHER THE READING OR PHONICS PIECES. IT'S CPS COMMISSIONED AN EXTERNAL COMPANY TO PROVIDE EVALUATION. FINAL REPORT CAME OUT ONLY A [02:10:03] MONTH AGO. UNFORTUNATELY THE SCOPE OF THEIR VALUE WISHING WAS LIMITED. THERE IS NO ATTEMPT TO COMPARE THE UNITS OF STUDY CURRICULUM TO ANYTHING ELSE. SO THE EVALUATION DOES NOT ATTEMPTED TO ANSWER QUESTIONS LIKE DID STUDENTS AT SCHOOLS, WHICH HAD BEEN USING THE PROGRAM ? LONGER BETTER AND AVERAGE THAN PEERS AND OTHER SCHOOLS? THE ORIGINAL VALUATION PLANT. 2019 LOOKS LIKE IT COULD HAVE ANSWERED THAT. I DID MY OWN ANALYSIS TO ANSWER THAT QUESTION. AND THE ANSWER I GOT WAS NO. SO I'VE ACTUALLY BEEN DOING MY OWN ANALYSIS ON THIS. SINCE I FIRST STARTED GETTING GET IN JUNE. THE HEADLINE FINDING ACROSS HUGE PARTY OF ANALYSIS. STUDENTS IN THE GROUP OF SCHOOLS. THAT GOD, THIS READING CURRICULUM EARLIEST ARE LESS LIKELY TO BE PROFICIENT READERS FROM THEIR PEERS AT OTHER SCHOOLS. EVEN AFTER FOR ACCOUNTING FOR POVERTY AND RACIAL DEMOGRAPHICS. THE EFFECT IS SMALL. EXTREMELY ROBUST. AS A TANGENT. THE DATA WE ARE USING FOR THIS IS THE BIBLES AND THE READING INVENTORY DATA. WITH DIVORCED. SORRY WE HAVE NOT YET RECEIVED THE STATE CAP DATA FOR READING OR LANGUAGE ARTS, DESPITE PUBLIC COMMENTS, CLAIMING THOSE SCORES ARE LOW. THE EVALUATION REPORT DOES CONTAIN SOME FINDINGS FROM SERVING STAFF. ADMINISTRATORS AND READING SPECIALISTS GIVE THE READING PROGRAMS SKY HIGH RATINGS. THE TEACHERS DIDN'T. TEACHERS REDID THE PROGRAMS READING INFORMIX. BARELY ABOVE NEUTRAL. SPECIAL EDUCATORS AND CLASSROOM SUPPORT STAFF. READ IT. BOTH THE READING AND PHONICS PARTS OF THE CURRICULUM BELOW NEUTRAL. ON ALL THE MEASURES THAT WERE SURVEYED. CAVEAT THAT WAS A VERY SMALL SAMPLE SIZE ON THOSE AREAS. BUT STILL I SEE THIS AS A HUGE RED FLAG. SO NOW WHAT? I BELIEVE WE NEED TO DO AN OBJECTIVE EVALUATION OF THE UNIT OF STUDY, WHICH HCPS ORIGINALLY PLANNED TO DO. THIS WILL REQUIRE THE UNITS OF STUDY TO BE COMPARED TO A DIFFERENT MODERN READING CURRICULUM. AND I BELIEVE THIS COMPARISON USED TO BE FOR A FULL YEAR AND AT MULTIPLE SCHOOLS. I KNOW THAT THIS WILL BE A LOT OF WORK. AT THE TIME WHEN HCPS IS VERY BUSY WITH THE BLUEPRINT AND OTHER PARTIES. IT STILL NEEDS TO BE DONE. WE PUT A LOT OF WORK INTO READING SUPPORT PROGRAMS. FOUNDATIONS WILSON AND ORTON GILLINGHAM HAM. HOW MUCH TIME AND MONEY WOULD WE SAVE? IF WE COULD REDUCE OUR RELIANCE ON THOSE EXTRA SUPPORT PROGRAMS? ALSO ARE WE POTENTIALLY UNDERMINING THE EFFECTIVENESS OF THOSE PROGRAMS WITH OUR CHOICE OF PRIMARY READING CURRICULUM. LET'S DO THE WORK TO REALLY FIND OUT. SO DR GOLSON FELLOW BOARD MEMBERS AND THEN DO INCOMING BOARD MEMBERS. HAPPY TO DISCUSS THIS MORE EVEN AFTER MY TERM ON THE BOARD HAS BEEN COMPLETED. THANK YOU ALL. THANK YOU. MR ROBINSON. BOARD MEMBER COMMENTS. BELIEVING IN THAT I HAVE NO COMMENT. YOU'RE LEAVING, AND THAT'S IT. NO COMMENT. THAT'S IT. ALRIGHT, MISS BLINKEN. ANY COMMENTS? HI I HAVE NO COMMENTS THIS EVENING. I JUST WANT TO APOLOGIZE TO MY ABSENCE OF LAST MEETING. WE HAD A ACADEMIC AWARDS CEREMONY THAT EVERYONE ELSE CALLED OUT SICK ON. SO I WAS PRESENTING ALL OF THE ACADEMIC AWARD ALMOST ALL OF THE ACADEMIC AWARDS FOR NORTH HARFORD. IT WAS KIND OF IT WAS NOT WHAT I WAS EXPECTING, BUT I'M GLAD TO BE BACK. THANK YOU SO MUCH. THANK YOU. AND THAT SOUNDS FUN. ALRIGHT, MISS KARWACKI. I DO HAVE SOMETHING TO SAY. ALL RIGHT? NO SURPRISE, RIGHT? NOT AT ALL. I'M JUST GOING TO BE TIMING YOU ON HOW MANY TEARS WE HOW MUCH TIME WE HAVE BEFORE TEARS START. I JUST I WANT TO THANK YOU ALL FOR THE OPPORTUNITY TO SERVE OUR COMMUNITY FOR THE PAST 3.5 YEARS. I'M GOING TO MISS BEING ABLE TO VISIT THE SCHOOLS AND OBSERVED CHILDREN AS THEY LEARN. HAVING LIVED IN HARPER COUNTY FOR OVER 40 YEARS. I'VE HAD THE OPPORTUNITY TO OBSERVE CHANGES AND GROWTH IN THE SCHOOL SYSTEM. THERE WERE QUITE A FEW YEARS THAT EDUCATION WAS UNDERFUNDED AT THE LOCAL LEVEL. BUT IN THE PAST SIX YEARS, THANKS TO COUNTY EXECUTIVE GLASSMAN THE COUNTY COUNCIL. AND THEIR COLLABORATION WITH SUPERINTENDENT OLSON AND [02:15:03] HIS STAFF. WE HAVE BEEN ABLE TO PROVIDE COMPETITIVE SALARIES AND BENEFITS. THAT ALLOW US TO ATTRACT AND MAINTAIN NOT ONLY HIGHLY QUALIFIED TEACHERS BUT HIGHLY EFFECTIVE TEACHERS. OUR GREATEST CHALLENGE IN THE PAST 3.5 YEARS. CAME IN THE FORM OF A PANDEMIC. AND THE RESULTING IMPACTS IT HAD ON HEALTH AND SAFETY IN OUR COMMUNITIES. THE RESULTING FEDERAL AND STATE MANDATES NECESSITATED SIGNIFICANT CHANGES IN HOW ARE CHILDREN WOULD BE EDUCATED? THERE'S NO DENYING THAT THERE WERE NEGATIVE OUTCOMES AND STUDENT PROGRESS. BUT I DO BELIEVE THAT THE OPPORTUNITY EXISTS TO ACCELERATE LEARNING FOR OUR STUDENTS. BY WORKING IN PARTNERSHIP. BUT THEIR PARENTS AND TEACHERS. WE'RE FORTUNATE TO HAVE A LEVELHEADED LEADER IN OUR SCHOOL DISTRICT. AND A DEDICATED STAFF TO MOVE OUR CHILDREN FORWARD. I WILL MISS MY COLLEAGUES ON THE BOARD. WHILE WE DIDN'T ALWAYS AGREE, WHERE RESPECTED THE RIGHTS OF OTHERS TO DIFFER. I CAN HONESTLY SAY. THE CHILDREN WERE THE PRIMARY FOCUS OF EACH INDIVIDUAL ON THIS BOARD. TO THE NEWLY ELECTED MEMBERS OF THE BOARD. IT'S IMPORTANT TO NOTE. THAT THE AUTHORITY OF BOARDS OF EDUCATION VARIES FROM STATE TO STATE. PLEASE TAKE THE TIME TO READ KOMARA ONLINE TO BE CERTAIN THAT YOU UNDERSTAND THE REQUIREMENTS , RESPONSIBILITIES. AND RESTRICTIONS OF THE POSITION. AS IT RELATES TO SCHOOL SYSTEMS. IN MARYLAND, REMEMBER? THAT THE BALLOT DID NOT IDENTIFY YOU. WITH THE D AND R. AN L OR G. IT IDENTIFIED BOARD CANDIDATES AS NONPARTISAN. YOU MAY RECALL IN THE HANDBOOK YOU RECEIVED FROM THE BOARD OF ELECTIONS THAT THIS IS STATED TO REMIND US THE DECISIONS MUST BE MADE FREE OF SELF PREFERENCE. AND FREE OF INFLUENCE FROM POLITICAL ENTITIES. OR IDEOLOGIES. THERE MUST REMAIN A SEPARATION. OF ELECTED OFFICIALS PREFERENCES. AND WHAT IS NECESSARY AND CORRECT FOR OUR SCHOOLS. BE SURE TO ATTEND THE TRAINING THAT WILL BE OFFERED BY MAYB, THE MARYLAND ASSOCIATION OF BOARDS OF EDUCATION. THERE'S SO MUCH MORE I WANT TO SAY. BUT FOR NOW, I WISH YOU ALL WELL. AND I LOOK FORWARD TO ATTENDING OCCASIONAL MEETINGS FROM THE AUDIENCE AND NOT THE DAIS. BUT NOT UNTIL THE WEATHER IS WARMER. I THANK YOU ALL SO MUCH. THANK YOU. MISS KELLY. SO THIS IS MOST LIKELY MY LAST BOARD MEETING. BUT I JUST WANTED TO SAY THANK YOU. TO EVERYBODY, UM, FOR WELCOMING ME AND FOR YOUR SUPPORT AND YOUR FRIENDSHIPS. YOU KNOW, YOU'VE JUST GIVEN ME LIKE SO MANY NEW EXPERIENCES, AND I UNDERSTAND MM. THE COUNTY PUBLIC SCHOOL SYSTEM SO MUCH BETTER, AND I FEEL GOOD THAT MY KIDS ARE IN ALL OF YOUR HANDS. SO THANK YOU. THANK YOU. MISS RECORDING. THANK YOU, UM. THIS IS. AND MY TERM IS NOT FINISHED. I HAVE SIX MONTHS LEFT, AND I'M HAPPY TO STAY WITH THIS BOARD AND I'M HAPPY TO WORK WITH THE NEW BOARD SEVEN MONTHS. WELL STUDENT 30TH, BUT YES, UM, I'M ROUNDING A LITTLE BIT EARLY IN THE YEAR. BUT, UM DAVID I SO APPRECIATE YOU. YOUR CONTRIBUTIONS TO THIS BOARD YOUR ANALYTICS. THE WAY YOU LOOK AT THINGS, UM, THE COMPOSITION OF THIS BOARD. I HOPE THE PUBLIC APPRECIATES THAT YOU BROUGHT SO MUCH AND YOU ARE HAVE BEEN SUCH AN IMPORTANT PART OF THIS BOARD AND I IN YOUR CONTRIBUTIONS. UM SONIA, UM, YOU'VE BEEN EXTREMELY WONDERFUL WITH YOUR BACKGROUND AND EDUCATION. I'VE LEARNED SO MUCH FROM YOU, UM, YOUR PERSPECTIVE. UM WHAT YOU BROUGHT FROM THE COUNTY SECTION OF THE COUNTY YOU BRING BRING. IT'S BEEN SUCH A PLEASURE. ARIAN. UM ALTHOUGH NEW TO THE BOARD, I HOPE EVERYBODY APPRECIATES YOUR EXPERIENCE. FOR SUCH A YOUNG PERSON AND WHAT YOU BROUGHT FORWARD TO THIS BOARD. UM YOU'RE [02:20:04] QUIET. ELEGANCE HAS BEEN WONDERFUL. AND I REALLY SO MUCH APPRECIATE YOU. UM, RACHEL. WE HAVE. DEFINITELY NEVER ALWAYS SEEN EYE TO EYE, BUT AND IT'S OKAY THAT NOBODY KNOWS THAT. BUT WE AS A BOARD ARE UNITED AND I REALLY, REALLY APPRECIATE YOUR PERSPECTIVE AND WHAT I'VE LEARNED FROM YOU AS YOUR LONG TERM EXPERIENCE. THIS IS EIGHT YEARS. THAT YOU HAVE BEEN JUST JUST WONDERFUL, AND I APPRECIATE WORKING WITH YOU. UM JANSEN. I WISH YOU WERE HERE. I REALLY LOOKED AT JANSSEN AS A MENTOR. HE WAS, UH, SO GOOD TO ME AND REALLY HELPED ME WHEN I FIRST GOT ON THE BOARD AND IT'S AMAZING WHAT YOU DON'T KNOW. AND YOU START AND YOU DON'T KNOW REALLY WHAT TO ASK AND WHAT NOT TO ASK, AND YOU LEARN THAT EVERY QUESTION IS A GOOD QUESTION. IT'S OKAY TO ASK THEM, BUT, UM I REALLY WANT TO FOCUS EMPHASIZED TO EVERYBODY THAT OUR FOCUS IS THE CHILDREN. WE ARE NOT. WE REALLY WERE A TRUE NONPARTISAN BOARD, AND THERE WAS A LOT OF CONVERSATION IN SMALL GROUPS HONORING THE OPEN MEETING ACT THAT GO ON BEHIND AND CONTINUE TO GO ON BEHIND THE SCENES. SO WHEN WE ARE UP HERE WE REALLY, REALLY ARE TRYING TO BRING FORWARD WHAT WE BELIEVE IS BEST FOR THE CHILDREN IN THIS COUNTY. AND I REALLY WANT TO CONGRATULATE THE NEWLY ELECTED BOARD MEMBERS. HOPEFULLY THAT'LL BE FINALIZED, PROBABLY BY TOMORROW. ONE WOULD HOPE BY THE END OF THE WEEK AND I OFFER AN OPPORTUNITY TO MENTOR WITH THEM. IF THEY WOULD LIKE TO REACH OUT. I'M SURE THERE'LL BE SOME KIND OF FORMALIZED MENTORING OPPORTUNITY. I THINK THE WAY THIS NEW BOARD IS GOING TO BE CONFIGURED WITH THE ELECTED BEING ON THE OFF TIME IS GOING TO REALLY HELP MORE CONTINUITY TO THE BOARD BECAUSE WHEN WE CAME ON THIS BOARD, WE WERE A BRAND NEW BOARD, MOSTLY EXCEPT FOR RACHEL AND JANSEN AND, UM, THAT'S SO IMPORTANT, SO I REALLY CONGRATULATE THEM. I ENCOURAGE THEM TO STAY NONPARTISAN. I ENCOURAGE THEM. I KNOW THEIR THEIR HEART IS WITH THE CHILDREN IN HARFORD COUNTY AND TO DO THE BEST WE CAN TO HELP THE SCHOOL SYSTEM, MOVE FORWARD AND REALLY HELP OUR CHILDREN BE OUR FUTURE. SO THANK YOU. THANK YOU. DR PHILLIPS. OH, NO. JUST GET PAGES. WE HAVE ALL HEARD THE PHRASE TEAM CHEMISTRY. INTUITIVE. WE HAVE AN IDEA OF WHAT THAT REFERS TO BUT HOW DO YOU DEFINE TEAM CHEMISTRY? SIMPLE QUESTION IS MORE DIFFICULT TO ANSWER THAN I HAD ANTICIPATED. ULTIMATELY, THE ONE I FOUND THAT FIT BEST WAS PROBABLY THE ONE OF THE SIMPLER ONES. TEAM CHEMISTRY FIRST, THE ABILITY FOR MEMBERS TO COMPLEMENT AND SUPPORT EACH OTHER. I THINK THAT'S TRULY DEFINES HOW BORED FUNCTIONED OVER THE PAST 3.5 YEARS AND I AM PROUD TO HAVE BEEN A MEMBER OF THIS EXTREMELY TALENTED GROUP OF PEOPLE. THIS BOARD FACE SOME UNIQUE CHALLENGES DURING OUR TIME TOGETHER. SOME MAY NOT HAVE AGREED WITH A FEW OF THE DECISIONS TO THE SPORT MADE BUT I CAN SAY WITHOUT QUESTION THAT THIS BOARD ALWAYS ACTED IN WHAT WE BELIEVE WAS IN THE BEST INTEREST. OF THE STUDENTS OF HARFORD COUNTY. TONIGHT WE SAY THANK YOU AND GOODBYE TO FIVE OF THE MEMBERS OF THIS BOARD THE CONTRIBUTIONS EACH OF YOU MADE TO THIS BOARD WOULD TAKE TOO LONG TO RECITE. BUT I WOULD LIKE TO TAKE A MOMENT TO SAY A PERSONAL THANK YOU AND GOODBYE TO EACH ONE. ARIAN. YOU JOINED US JUST AS COVID ENTERED OUR LIVES, AND THIS CERTAINLY LIMITED OUR INTERACTION WITH EACH OTHER. NEVERTHELESS YOU WERE ALWAYS A STRONG ADVOCATE FOR YOUR CONSTITUENTS IN THE NORTHERN PART OF THE COUNTY. BOTH AS A BOARD MEMBER AND A MOTHER. AND THE HIGHER EDUCATION EXPERIENCE YOU BROUGHT TO THE TABLE PROVIDED US ALL WITH VALUABLE INSIGHT AS WE TRIED TO PREPARE OUR STUDENTS FOR THE NEXT LEVEL. YOUR CONTRIBUTIONS WILL BE MISSED. THANK YOU. DAVIT PEOPLE DURING MY ADULT LIFE. INCLUDING TWO OF MY COLLEGE FRATERNITY BROTHERS, WHO ARE RHODES SCHOLARS. BUT I CAN SAY THAT WITHOUT HESITATION, YOU RANK RIGHT UP THERE WITH THIS. SOME OF THE SMARTEST YOUR DATA ANALYSIS AND ATTENTION TO DETAIL WAS QUITE IMPRESSIVE, TO SAY THE LEAST. I SPECIFICALLY REMEMBER YOUR PREDICTION OF WHEN HARFORD COUNTY WOULD REACH ITS 100 COVID CASE. YOU MISSED BY ONE DAY. I SOMETIMES WONDER ABOUT SOME OF THE DATA REQUESTS YOU HAD FOR THE ADMINISTRATIVE STAFF, ONLY TO REALIZE THAT EVERY BIT OF THAT INFORMATION YOU REQUESTED WAS USED TO FORMULATE YOUR OPINION ABOUT A SPECIFIC TOPIC. YOUR CONTRIBUTIONS AND INPUT TO THIS BOARD WILL ALSO BE MISSED. THANK YOU. JANSEN UP THERE AND VIRTUAL AND THANK YOU FOR THE 7.5 YEARS OF SERVICE TO THE STUDENTS OF HARFORD COUNTY. AND THANK YOU FOR HELPING TO GUIDE ME TO THE FIRST TWO YEARS ON THIS BOARD AS OUR BOARD PRESIDENT. HE PRESIDED DURING AN UNPRECEDENTED TIME IN OUR NATION'S HISTORY AS WE ENCOUNTERED THE WORST PANDEMIC TO HIT THE U. S IN 100 YEARS. I KNOW THE AMOUNT OF TIME YOU SPEND CONFERRING WITH ADMINISTRATION DURING YOUR PRESIDENCY, AND IT MUST HAVE IMPACTED BOTH YOUR PROFESSIONAL AND PERSONAL LIFE SIGNIFICANTLY. [02:25:04] YOUR DEDICATION AND LEADERSHIP WILL BE MISSED. THANK YOU. RACHEL YOU TWO HAVE GIVEN 7.5 YEARS OF YOUR TIME IS IMPORTANT MEMBER THE LAST 1.5 YEARS AS PRESIDENT. YOU LET OUR STUDENTS BACK INTO THE CLASSROOM AND HAVE DEALT WITH SOME OTHER HIGHLY CONTROVERSIAL ISSUES WITH CLASS. WHAT WAS ALWAYS AT THE TOP OF YOUR PRIORITY LIST, HOWEVER, WAS THE BETTERMENT OF THE STUDENTS OF HARFORD COUNTY AND A HAPPY AND PLEASANT WORKING ENVIRONMENT FOR THE FACULTY AND STAFF. YOUR CONTRIBUTIONS AND LEADERSHIP WILL BE MISSED. THANK YOU. SONIA. THERE WAS EVER AN ARGUMENT FOR BOARD MEMBER FOR LIFE. A BOARD MEMBER EMERITUS. YOU WOULD HAVE TO BE ON THE TOP OF THAT LIST. THE EXPERIENCE YOU BROUGHT TO THIS BOARD WAS UNSURPASSED BY ANY AND THAT WOULD PROBABLY HOLD TRUE FOR ANY SCHOOL BOARD THROUGHOUT THE STATE. STARTING WITH A BUSINESS BACKGROUND EARLY IN YEAR PROFESSIONAL CAREER. GET INTO THE CLASSROOM, THEN TO CENTRAL OFFICE, AND FINALLY SENIOR LEVEL ADMINISTRATION WITH BALTIMORE COUNTY. NOT TO MENTION HAVING FIRST CHILDREN AND OUR GRANDCHILDREN, HARFORD COUNTY PUBLIC SCHOOLS. WHAT ADDITIONAL QUALIFICATIONS GO AND HAVE OUR BEING A PERFECT SCHOOL BOARD MEMBER. YOU HAVE ALWAYS ACTED WITH THE BEST INTERESTS OF STUDENTS IN MIND. THAT WAS ALWAYS YOUR NUMBER ONE PRIORITY. WHEN MY DEAR FRIEND AND MENTOR FOR THIS BOARD, KATHY CARMELA PASSED AWAY IN DECEMBER 2018. I WAS STILL A NOVICE ON THIS BOARD , AND I DIDN'T KNOW WHO I CAN TURN TO FOR GUIDANCE. LONG BEHOLD, YOU STEP TO THE PLATE OF SOMEWHERE. I CAN DISCUSS VARIOUS ISSUES WITH TO SEEK GUIDANCE FROM TO LEARN FROM YOU MADE ME A BETTER BOARD MEMBER. YOUR CONTRIBUTION TO THIS BOARD TO THE SCHOOL SYSTEM, AND ESPECIALLY TO ME ON THIS BOARD WILL SURELY BE MISSED. THANK YOU. COLLECTIVE. THANK YOU TO ALL FIVE. EVERY YEAR, CONTRIBUTIONS WILL BE SORELY MISSED. I HOPE ALL FIVE OF YOU FIND A WAY TO STAY ACTIVE WITH HARFORD COUNTY PUBLIC SCHOOLS IN SOME FASHION. AND I HOPE THE NEXT BOARD WITH FIVE NEW MEMBERS WILL DEVELOP THE SAME CHEMISTRY THIS BOARD HAD BECAUSE TEAM CHEMISTRY IS WHAT IS GOING TO BE NECESSARY TO GUIDE HARFORD COUNTY PUBLIC SCHOOLS, GIVEN SOME OF THE CHALLENGES FACING US THANK YOU AND GOOD NIGHT. THANK YOU, DR MUELLER. SO I FEEL COMPLETELY UNDERPREPARED. I DIDN'T WRITE ANYTHING OUT. BUT I WILL TELL YOU. UM JANSEN. YOU GAVE ME THE CONFIDENCE TO ASSUME A LEADERSHIP ROLE WHEN I WAS ONE OF THE NEWEST BOARD MEMBERS HERE AND FOR THAT, I TRULY THANK YOU. DAVID EVERYBODY SAID IT ALREADY.
