HISTORICALLY. WE'VE HAD A LOT FEWER PEOPLE VOTE. WHEN WE DON'T HAVE A PRESIDENTIAL ELECTION LIKE THIS YEAR. BUT WHILE WE DON'T HAVE A PRESIDENTIAL ELECTION THIS YEAR , WE HAVE TONS OF RACISM ITEMS ON THE BALLOT TO VOTE FOR. FATHER IS SO MUCH THE BALLOTS THIS YEAR REQUIRED TWO SHEETS OF PAPER. 13 FRONT AND BACK WAS NOT ENOUGH TO HOLD IT ALL. INCLUDED ON THE BALLOT THIS YEAR IS ALL OF THE ELECTED SEATS FOR THE BOARD OF EDUCATION, AND ALL SIX OF THOSE RACES ARE CONTESTED THIS YEAR, UNLIKE FOUR YEARS AGO, LET'S SEE AH AS A SECOND TOPIC. I'D ALSO LIKE TO TOUCH BRIEFLY ON THE BLUEPRINT FOR MARYLAND'S FUTURE. WE HAD TO COMMENT ON BLUEPRINT IN THE LAST MEETING. AND SO HERE'S SOME HISTORY. WAY BACK IN 1999, MARYLAND, CREATED THE COMMISSION ON EDUCATION, FINANCE, EQUITY AND EXCELLENCE. LATER CALLED THE THORNTON COMMISSION. AT THE TIME . MARYLAND'S PERFORMANCE ON THE NATIONAL SYSTEM OF EDUCATIONAL PROGRESS WAS TRACKING RIGHT WITH THE NATIONAL AVERAGE. UM. SO THE COMMISSION FINISHED IN 2002 IN THE STATES FOR IMPLEMENTING THE RECOMMENDATIONS 2003 TO 2008 TIMEFRAME. SO STARTING IN 2003.AH! MARYLAND RIGHT 31ST IN THE NATION. ON THE NATIONAL ASSESSMENT OF EDUCATIONAL PROGRESS. UM. IN 2013, MARYLAND. REACHED THIRD IN THE NATION ON THAT SAME ASSESSMENT.
UNFORTUNATELY SINCE THEN, WE'VE HAD A. FALLING BACK TO THE MEAN SO. WHAT WE HAVE FOUND. IS THE FUNDING INCREASES FROM THE OTHER DEVELOPMENTS THAT 13 COMMISSION'S RECOMMENDATIONS BROUGHT. WE'RE NOT ABSTAINED WHEN WE HIT THE GREAT RECESSION. SO MARYLAND STARTED A NEW COMMISSION. AH THIS ONE GOT NAMED KERWIN COMMISSION. AND THE RECOMMENDATIONS THAT CAME OUT OF THAT COMMISSION BECAME THE BLUEPRINT FOR MARYLAND'S FUTURE. IT INCLUDES A LOT OF FUNDING FOR EDUCATION IN THE STATE. ALTHOUGH IT IS A LOT OF HIS DIRECTED AT SPECIFIC AREAS. UM TEACHERSSALARIES. OTHERS WHOLE CAREER LADDER. UH UM. THERE IS N SEGMENT, FOCUSING ON PRE K. WITH A FAIRLY COMPLICATED STRUCTURE WHERE THE STATE IS FUNDING. PRIVATE AH PRE K PROVIDERS. AS WELL AS SCHOOL SYSTEMS TO DO IT. SO THERE IS A LOT OF STUFF IN THERE. MILTON WRIGHT AND SPEND SOME TIME WITH MRS HERE'S TOWARD THE BUILDING. SHE TOLD ME ABOUT SOME NEEDS THAT THEY HAD. THERE WAS A VERY GOOD CONVERSATION, AND I APPRECIATE IT. AND I ALSO SAW AND IN PREGNANCY HIS NAME WRONG, SO I'M SORRY. TRUCE KOWSKI. THE PRINCIPLE OF SWAN CREEK. UM IT WAS AMAZING. HAD A GREAT TIME. UM JUST BRIEFLY IS THE STATE BOARD OF EDUCATION BECAUSE I'VE HEARD DIFFERENT THINGS FROM DIFFERENT PEOPLE THESE PAST FEW WEEKS ABOUT THE GUIDELINES AND FRAMEWORKS AND THE THINGS WE WORK UNDER FROM THE STATE BOARD OF EDUCATION. AND THE STATE BOARD OF EDUCATION IS ALL APPOINTED AND ITS APPOINTED BY THE GOVERNOR. SO IF YOU DON'T LIKE THE DECISIONS THEY MAKE YOU DON'T LIKE THE WAY THINGS ARE GOING THERE. IT'S THE GOVERNOR'S RACE THAT YOU SHOULD BE MOST CONCERNED ABOUT BECAUSE THEY'RE THE ONE WHO DOES THE APPOINTMENTS. SO UNDER THE AUTHORITY, THE STATE BOARD SETS , EDUCATIONAL POLICIES AND STANDARDS. UM AND ALSO FOR THE FOR THE SCHOOLS AND ALSO FOR JUVENILE SERVICES AND REHAB, VOCATIONAL REHABILITATION SERVICES. THEY PASS REGULATIONS THAT HAVE THE FORCE OF LAW AND THEY'RE EMPOWERED TO INTERPRET THE TRUE MEANING AND INTENT OF THE LAW. THE STATE BOARD REVIEWS AND APPROVES ANNUAL BUDGETS. BUT THEY'RE ALSO IN CHARGE OF THE CURRICULUM IN THE SCHOOLS IN THE STATE, AND I'VE HEARD SOME PEOPLE SAY, WELL, IT'S JUST A FRAMEWORK. WELL THAT'S BECAUSE CURRICULUM IS THE DAY TO DAY.
WHAT'S GOING ON IN THE CLASSROOM? AND SO, YEAH, IT'S A FRAMEWORK BECAUSE THEY'RE NOT GOING TO TELL THE TEACHER. THIS IS THE QUESTION YOU HAVE TO HAVE ON THE QUIZ, BUT THEY ARE GOING TO TELL THEM WHAT THEY NEED TO TEACH, AND I WANT YOU TO UNDERSTAND THAT THAT'S THE SYSTEM THAT WE WORK UNDER. UM SO IN MY DAY JOB, I'M, THE NATIONAL PROGRAM DIRECTOR FOR AN ORGANIZATION CALLED PRIVATE WORK. UM WHICH IS AN LGBTQ PLUS CONSTITUENCY FOR THE AIR FORCE CEO. BUT MY MOST IMPORTANT JOB IS THAT ON THE DEAD OF THREE HARFORD COUNTY STUDENTS, ONE OF WHOM IS TRANS AND YOU KNOW, I YOU KNOW, ONE OF THE THINGS THAT I HAD TO DO A LOT IN CECIL COUNTY. GOING FORWARD MEETINGS WAS REMIND PEOPLE THAT THE WHAT SETTLED LAW IS AND THE GUIDELINES THAT ARE SET BY THE STATE OR BECAUSE FEDERAL JUDGES HAVE RULED THE TITLE NINE APPLIES TO BATHROOMS, SO THERE'S NOT REALLY A LOT OF LEEWAY FOR THE SCHOOL BOARD TO GO AND CHANGE THAT. I MEAN THEY COULD, BUT THEN IT WOULD RESULT IN UNNECESSARY LITIGATION THAT BASICALLY HAVE A FEDERAL JUDGE. TELL THEM HEY, NO. THIS HAS ALREADY BEEN LITIGANT. SO THERE'S THAT. UH UM. YOU KNOW, ONE OF THE THINGS MY SON ACTUALLY HAS NOT HAS NEVER HAD ISSUES. MY SENTIMENTAL SCHOOL AND IT'S NEVER REALLY HAD ANY ISSUES INSIDE THE SCHOOL, WHICH IS FELLOW CLASSMATES. UM TEACHERS, ADMINISTRATORS, UM, AND A COUPLE OF DIFFERENT

SCHOOLS IN HARFORD COUNTY. SO I MEAN FOR ME, THAT'S POSITIVE. HE'S RESPECTFUL KID. VERY WELL ADJUSTED, YOU KNOW, LIKE I SAID. IS REALLY HAD NO ISSUES INSIDE THE SCHOOL, AND ACTUALLY, THAT'S A TESTAMENT TO THE, UM THE CARING NATURE OF THE HCPS STAFF. UM AND THAT'S REALLY SOMETHING THAT I DON'T THINK IT'S HIGHLIGHTED ENOUGH IS THAT THEY DO TREAT ALL OF OUR STUDENTS WITH UM YOU KNOW, DIGNITY AND RESPECT. UM AND REGARDLESS OF LIKE OUR DIFFERENCES, UM, YOU KNOW, IN POLICY AND THAT SORT OF STUFF, SOMETHING THAT GETS LOST IS THAT THESE YOU KNOW, THESE ARE KIDS. AND EVEN IF ALL THE STUFF WE DISAGREE ON THE ONE THING THAT WE DO AGREE ON IS THAT WE WANT OUR KIDS TO DO BETTER THAN WHAT WE DID. AND I KNOW THAT MY SON IS ALREADY DOING BETTER BECAUSE LIKE WE'VE ALL HEARD THE STATISTICS OF LGBTQ STUDENTS THAT UM, YOU KNOW THAT GO TO SELF HARM AT A MUCH HIGHER RATE, AND I WAS NOT SUPPORTED BY MY FAMILY AS A CHILD AND WAS ALMOST ONE OF THOSE STATISTICS. WHEN AND IT WAS IN HIGH SCHOOL THAT YOU KNOW, I TRIED TO END MY OWN LIFE, MAINLY BECAUSE OF BEING OSTRACIZED. SO EVEN IF WE DISAGREE ON POLICY IN THIS TYPE OF STUFF, I THINK WE SHOULD WE ALL CAN AGREE THAT NO ONE WANTS TO SEE ANYONE'S CHILD, REGARDLESS OF WHO THEY ARE. UM, YOU KNOW, SUFFER ANY TYPE OF HARM, OR, YOU KNOW, BE MISTREATED, AND I THINK WE JUST WE SHOULD ALL REALLY REMEMBER THAT. THANK YOU VERY MUCH. GOOD EVENING. AND WE ARE IN COMMUNICATION WITH THE STATE ABOUT NEXT STEPS FOR ALL OF THESE PROJECTS. SO WE ARE TURNING OUR FOCUS TO OUR LOCAL ONLY FUNDING REQUEST. AND FOR THIS, WE HAVE TWO MAIN SOURCES OF FUNDING UNDER THE LOCAL, WHICH WOULD BE THE OBLIGATION BONDS, WHICH ARE MORE OF THOSE LARGER PROJECTS WERE REALLY BORROWING MONEY TO AFFORD THE PROJECTS OR THE COUNTY IS BORROWING MONEY. AND THESE ARE FOR THOSE LONGER 15 PLUS YEAR LIFE EXPECTANCY. THESE ARE FOR THE PROJECTS THAT ARE FOR THE STATE MATCH TO OTHERS, LARGER PROJECT OR THE LOCAL MATCH TO THE STATE FOR THOSE LARGER PROJECTS, AND THEN WE HAVE THE PAY AS YOU GO OR OFTEN REFERRED TO AS PAYGO, AND THIS IS ACTUALLY EXISTING FUNDING THAT THE COUNTY HAS AND COMPAY. WHAT ABOUT THE WRONG WAY? SORRY. UM SO. HERE. I HAVE IN ALL OF THESE NEXT FEW SLIDES, UM, A SUMMARY OF WHERE WE ARE AND GATHERING INFORMATION AND DATA FOR OUR FY 24 C I P UM YOU'LL SEE A FEW AREAS WHERE WE'RE STILL WORKING THROUGH THE BUDGETS AND DEFINING THOSE BUDGETS. SOME OF THAT REQUIRES JUST A LOT OF INSIGHT, UM, GOING OUT TO VISIT THE SCHOOLS, MAKING SURE THAT WE HAVE AN UNDERSTANDING OF THE FULL SCOPE OF THE PROJECT. BUT WE'RE ALSO STILL MEETING WITH STAKEHOLDERS TO FULLY IDENTIFY WHAT THE NEEDS ARE. UM BUT WE WILL. I WILL KIND OF GO THROUGH THESE A LITTLE BIT OVER HERE.BUT THE NAME MAIN CATEGORIES THAT WE'VE BEEN GOING TO THROUGH . WE HAVE THE EDUCATIONAL FACILITY UPGRADES AND WE HAVE BLUEPRINT THIS YEAR. WE ARE LOOKING TO INCREASE. OUR PRE K FROM HALF DAY TO FULL DAY THROUGH THIS FY 24 SIP REQUESTS . WE'VE BEEN VISITING ALL OF THE HALF DAY THE SCHOOLS THAT CURRENTLY HAVE HALF DAY PROGRAMS AND DETERMINING WHAT IS NEEDED TO UPGRADE THAT SCHOOL TO AFFORD A PROGRAM WITHOUT DECREASING THE NUMBER OF STUDENTS BEING SERVED AND THOSE PROGRAMS, SO THAT MEANS BASICALLY, WE NEED TO DOUBLE THE NUMBER OF CLASSROOMS THAT WE'RE USING IN THEIR SCHOOLS. CURRENTLY WE'RE APPROXIMATELY 90% CAPACITY AT THE ELEMENTARY SCHOOL LEVEL ACROSS THE BOARD WHEN YOU TAKE ALL THE TURTLE ELEMENTARY SCHOOL SEATS THAT WE HAVE AVAILABLE, AND THEN ALL THE ELEMENTARY SCHOOL STUDENTS THAT WE HAVE IN THOSE SEATS WERE ABOUT 90% CAPACITY. SO IN SOME SCHOOLS, IT'S MORE ABOUT ISSUE. FINDING THERE'S A AVAILABLE CLASSROOMS THAN IN OTHERS WERE KIND OF WORKING THROUGH OUR PLAN. UM WHICH MAY INVOLVE TEMPORARY SOLUTIONS AND THEN LEAVING US TO THOSE PERMANENT LONG TERM SOLUTIONS FOR IMPLEMENTING BLUEPRINT. UM, I DO NOT READ EACH AND EVERY ONE OF THESE TO YOU, BUT ALL OF THIS INFORMATION IS AVAILABLE ON THE WEBSITE. NOW AS WE WORK THROUGH, AND WE WILL CONTINUE TO UPDATE THIS, UM, FOR OUR NEXT MEETING. BUT IT'S COMING WEDNESDAY WILL BE DOING THAT. WE'RE CALLING IT OUR BUDGET INPUT. UH, MEETING AND SO OBVIOUSLY, THE BUDGET PROCESS HAS MULTIPLE POINTS WHERE YOU GIVE INPUT AND THE THIS FIRST ONE IS PRIOR TO THE DEVELOPMENT OF A BUDGET SO WHAT I'M GOING TO DO THAT EVENING IS I'M GOING TO START WITH THE PRESENTATION REALLY ABOUT THE STATE OF THE SCHOOL SYSTEM GOING TO SHARE MANY OF THE THINGS THAT ARE GOING ON. AND SO WHILE WE GET STUDENT INPUT AND A NUMBER OF WAYS WE WANTED TO CREATE A STANDING COMMITTEE FOR, UM SAFETY AND SECURITY. SO WE NOW HAVE A TEAM. WE ARE 12 STUDENTS . WE INVITE FOUR FROM, I GUESS. WHAT DO WE SAY NORTH, CENTRAL AND SOUTHERN REGIONS, SO WE HAVE SOME SORT OF GEOGRAPHIC DIVERSITY IN THIS GROUP, AND THE PURPOSES RELATED TO DIRECTLY INCLUDE THE STUDENTS IN THE SAFETY AND SECURITY CONVERSATION PROVIDE THEM OPPORTUNITY TO SHARE THEIR VIEWS, EXPERIENCES AND PERSPECTIVES ON SAFETY IN OUR SCHOOLS, SO FIRST MEETING WAS VERY SUCCESSFUL LOOK FORWARD TO SEEING WITHOUT STUDENT STUDENT GROUP IS ABLE TO CONTRIBUTE GOING INTO THE FUTURE. LAST WEEK WAS NATIONAL SCHOOL BUS SAFETY WEEK WE HAD WE CELEBRATED OUR BUS DRIVERS ABOUT ATTENDANCE THROUGH SPIRIT DAYS AND EDUCATIONAL, SOCIAL MEDIA POSTS AND BOTH THE HCPS AND HARVARD COUNTY SHERIFF'S OFFICE TRAFFIC ENFORCEMENT. TO PROMOTE SAFETY AND KINDNESS ON SCHOOL BUS. UM NOVEMBER IS ALSO HCPS SAFETY AND SECURITY MONTH YOU'LL BE SEEING INFORMATION ABOUT SAFETY SECURITY IN SCHOOLS THROUGH SOCIAL MEDIA CHANNELS AND VIDEOS. WE HOPE YOU TUNE IN TO RECEIVING INFORMATION FROM OUR SAFETY AND SECURITY OFFICE ABOUT HOW TO SUPPORT THE SAFETY OF OUR SCHOOLS. WE HAD SOME SORT OF BUSINESS ORIENTED STAKEHOLDERS WHO HADN'T BEEN AT OTHER MEETINGS LIKE THIS, AND WE HAD SOME REALLY INTERESTING PERSPECTIVE FROM THEM. AND SO THANK YOU TO THE HARFORD COUNTY BUSINESS ROUNDTABLE FOR HOSTING THAT EVENT, AND IT WAS GREAT TO SEE THE COMMUNITY COME OUT AND THEN ON FRIDAY LAST WEEK, THE HARPER COUNTY EDUCATION FOUNDATION HOSTED THEIR EXCELLENCE IN EDUCATION BREAKFAST, WHICH WAS FANTASTIC.I MEAN, THEY'VE DONE THIS FOR MANY YEARS WORKED ON THE FORMULA AND THE LAYOUT, BUT I THINK THEY JUST REALLY NAILED IT. THIS PAST YEAR WE HAD UM, WE HAD A NICE THEY HAD PLACED PASS FOR A MEMBER TO AN ELEMENTARY SCHOOL. SO WE HAD THE VISUAL ARTS. WE HAD A DANCE GROUP FROM EDGEWOOD HIGH SCHOOL, SO WE HAD PERFORMING ARTS AND THEN WE ALSO HAVE THE JAZZ BAND FROM HAVING A GRACE SO ALSO MORE PERFORMING ARTS AND THEY PLAYED MULTIPLE TIMES BEFORE MIDDLE UM, AND SO IT WAS AMAZING TO SEE THE STUDENTS BUT THEN FOLLOWING A RECOGNITION WHERE WE RECOGNIZE THREE REALLY IMPORTANT EDUCATION LEADERS IN THE COUNTY JUDGE WILLIAM CAR, DOCTOR FEEL SECURE . OH, AND THEN OUR PRINCIPAL FROM HOMESTEAD WAKEFIELD, CHRIS COOK. AS SORT OF EDUCATION LEADERS TO BE CELEBRATING THE COUNTY VERY DESERVING. AND SO ONCE WE WENT THROUGH THE PRESENTATION, RECOGNIZE THEM THEN WHEN, AS PEOPLE EXITED WE HAD ANOTHER HOUR SET ASIDE IN THE AGENDA FOR THEM TO MEET WITH STUDENTS FROM NEARLY ALL OF OUR MAGNET PROGRAMS. SO WE HAD STUDENTS FROM EVERYWHERE FROM NORTH HARFORD TO DROP A TOWN TO HAVE DEGREES AND ALL THE PLACES IN BETWEEN THAT HAVE MAGNET PROGRAMS. AND SINCE I HAD THAT WHOLE TIME BLOCK THAT ON MY CALENDAR, I WAS ABLE TO GO AND SPEAK TO STUDENTS AT EVERY TABLE WAS ABSOLUTELY AMAZING WHAT SOME OF THESE STUDENTS ARE ABLE TO DO AND WHAT THEY'RE TALKING ABOUT. AND WHAT YOU KNOW WHAT THEY'RE ACHIEVING WHILE IN HIGH SCHOOL, AND SO YOU KNOW, WE'RE WE'RE IN THAT SEASON WHERE PEOPLE HAVE BEEN SUBMITTING THEIR APPLICATIONS FOR OUR MAGNET PROGRAMS, AND WE'VE HAD ALL THOSE MAGNET INFORMATION NIGHTS . I KNOW. ONE OF THE THINGS I ENJOY IN THE SPRING IS WHEN YOU START TO SEE, UM THEY'RE MADE THEIR YEAR END PROJECTS THAT THE THAT THEY COMPLETE WHETHER IT'S FOR S. M A OR FOR I B OR FOR THE, UM HOMELAND SECURITY AT JOPPATOWNE. UM WHO WILL BE PROVIDING FOOD PANTRIES TO SUPPORT FAMILIES IN OUR COMMUNITY SCHOOLS, INCLUDING EDGEWOOD. AND MAGNOLIA MIDDLE SCHOOLS, SO AGAIN. ONE OF THE. PRIORITIES OF HEALTHY HARFORD, WHICH IS ONE OF OUR LONGSTANDING ENTITIES HERE.
