BUT WHAT KIND OF CHANGE? WE DON'T YET KNOW. WE DO KNOW THAT FOR TOO LONG PARENTS OF BLINDLY PLACED THEIR TRUST IN OUR PUBLIC SCHOOL SYSTEM. WE BELIEVED OUR CHILDREN, TEACHERS, OUR NEIGHBORS AND OUR FRIENDS WERE ACTING IN GOOD FAITH, EDUCATING OUR CHILDREN AND SEEKING THEIR BEST INTEREST. WE TRUSTED THEM TO PROTECT OUR CHILDREN WHEN THEY WERE IN THEIR CARE AT SCHOOL. WE STILL HAVE FAITH IN MANY OF OUR TEACHERS AND ADMINISTRATORS, BUT THE COVID PANDEMIC PULLED BACK THE EDUCATION CURTAIN FOR PARENTS TO SEE THAT PUBLIC EDUCATION HAS GONE OFF THE RAILS, AT LEAST ILL LOVE AND TRUST. MANY OF OUR TEACHERS AND ADMINISTRATORS. WE SEE HOW THE FEDERAL AND STATE GOVERNMENT HAS SWEPT IN RADICAL CHANGES TO OUR SCHOOL'S POLICIES AND CURRICULUM. OUR TRUSTED TEACHERS AND ADMINISTRATORS FIND THEIR HANDS TIED BY THESE CHANGES, AND MANY OF OUR BEST AND TRUSTED TEACHERS HAVE LEFT THE PROFESSION. TOO MANY OF US HAVE BEEN COMPLACENT FOR TOO LONG. BUT NOW THAT WE SEE WHAT WE SEE, WE CAN'T REMAIN SILENT.

GROUPS LIKE MOMS FOR LIBERTY HAVE SPRUNG UP IN THE LAST YEAR AND A HALF IN RESPONSE TO THE DANGEROUS IDEOLOGY THAT HAS BEEN PRESENTED AS EDUCATION POLICY AND CURRICULUM. WE MAY NOT YET.

SEE THIS CURRENT SCHOOL BOARD ALIGNED WITH THE VALUES AND DESIRES OF MANY OF THE PARENTS WHO HAVE COME BEFORE YOU IN THE LAST TWO YEARS, BUT WE ARE NOT BACKING DOWN. WE WILL BE HERE FOR THE LONG HAUL, ADVOCATING FOR PARENTAL RIGHTS AND TRANSPARENCY IN EDUCATION. WE DESIRE THE BEST EDUCATION, NOT INDOCTRINATION FOR OUR STUDENTS . OUR FERVENT GOAL IS TO WORK WITH THIS BOARD TO ACHIEVE CONSENSUS IN WHAT CONSTITUTES A SOLID AND IMPACTFUL EDUCATION.

WE REJECT THE TOP DOWN FEDERAL AND STATE MANDATED APPROACH. THAT CURRENTLY IS BEING IMPOSED UPON US. OUR PUBLIC SCHOOLS SHOULD REFLECT THE TIRELESS PRINCIPLES AND VALUES THAT HAVE GUIDED THIS NATION AND OUR LOCAL COMMUNITY FOR GENERATIONS. WE DON'T HOLD MSD EIGHT D E S FUNDAMENTAL TRANSFORMATION OF OUR PUBLIC EDUCATION SYSTEM IN THE SAME LIGHT AS THE BUREAUCRATS AND CORPORATE INTERESTS WHO HAVE BEEN INSTRUMENTAL IN CRAFTING THIS NEW FRAMEWORK. OUR CHILDREN ARE FALLING BEHIND THEIR SUFFERING AT THE HANDS OF THE PEOPLE WHO HAVE TAKEN PUBLIC EDUCATION POLICY HOUSES, TOO RADICAL IDEOLOGIES. THESE SO CALLED EXPERTS ARE IN NO POSITION TO FIX THE VARIOUS SYSTEM. THEY HAVE DECIMATED AND SO WE WILL WATCH AND SEE WHAT THE VOTERS DECIDE TOMORROW. BUT WE KNOW OUR WORK IS JUST BEGINNING. AS THE MOTHER OF AN ELEMENTARY AGE STUDENTS. I'VE BEEN COMPELLED TO GET INVOLVED IN THE CONVERSATION REGARDING THE SWEEPING CHANGES THAT MSD IS IMPOSING OUR PUBLIC SCHOOLS. AND ALL THIS IN MY PERSONAL INVOLVEMENT IS SOMETHING THAT I WOULD NEVER SEE MYSELF DOING, BUT AS THE GOVERNMENT IS GETTING IN THE WAY OF THE PARENT CHILD RELATIONSHIP CAN NO LONGER SIT BACK AND REMAIN SILENT. PARENTS HERE IN HARFORD COUNTY AND ACROSS THE STATE ARE PUSHING BACK. THIS IS NOT WELCOMED BY THE RULING ESTABLISHMENT AT ALL LEVELS OF GOVERNMENT, BUT SO BE IT. IT APPEARS THAT MSD SEES THE REALITY ON THE GROUND, AND WE NOTICED IN RECENT REVISIONS TO THE MARYLAND BLUEPRINT FOR EDUCATION. RECENTLY ADDED TEXT TO THE SORRY INTO THE INTRODUCTION PAGE. WE NOTICED THAT THE MSD E IS ALLOWING LOCAL BOARDS OF EDUCATION TO ALLOW AN OPT OUT OPTION TO THE NEWLY REVISED FAMILY LIFE AND SEX EDUCATION CURRICULUM. INITIALLY THE PLAN DID NOT GIVE PARENTS A SAY, AND WHETHER OUR YOUNGEST CHILDREN WOULD RECEIVE THIS EDUCATION AND INSTRUCTION. BUT NOW MSD IS QUIETLY IMPLEMENTING A PROPOSAL TO ALLOW PARENTS TO OPT OUT OF THE FAMILY LIFE CURRICULUM. IS THIS A BACKHANDED ATTEMPT AT A COMPROMISE? WHEN WE CAME BEFORE THIS BOARD IN APRIL, WE WERE TOLD THAT WE WOULD BE GIVEN A PRESENTATION BY THE CURRICULUM COMMITTEE TASKED WITH WRITING A NEW FAMILY LIFE CURRICULUM. BUT AFTER SITTING HERE FOR HOURS, WE WERE TOLD THEY'RE STILL WRITING THIS CURRICULUM, AND IT HAS TO GO THROUGH MANY PROCESSES THAT YOUR POLICY REQUIRES BEFORE PARENTS WILL ACTUALLY BE ABLE TO REVIEW IT. I BELIEVE YOU TOLD US THEN THAT PARENTS WOULD BE ABLE TO OPT OUT. BUT THIS WAS NOT STATED IN THE MSD POLICY AT THAT TIME. THE CURRICULUM COMMITTEE TOLD US IN APRIL THAT THE CURRICULUM WOULDN'T BE READY TO BE REVIEWED BY PARENTS UNTIL SEPTEMBER AFTER SCHOOL WAS IN SESSION. WE ARE REQUESTING TRANSPARENCY IN THE CREATION AND THE PRESENTATION OF THIS NEW FAMILY CURRICULUM. BE TRANSPARENT AND SHOW US THE CURRICULUM. WE ALSO WOULD LIKE THIS CURRICULUM TO BE AN OPT IN OPT OUT POLICY. PARENTS WANT TO DELEGATE THE PARENTAL AUTHORITY ON THESE VERY SENSITIVE AND PERSONAL TOPICS, THEN LET THEM OPT IN FOR IT. THE VAST MAJORITY OF PARENTS IN THIS COUNTY STILL BELIEVE THEY ARE THE PRIMARY EDUCATORS OF THEIR CHILDREN, AND THAT MATTERS OF FAITH AND MORALS REST WITH THEM. THANK YOU. DURING THE COMMISSION , TEACHERS CAME THROUGH IN THEIR CARS BLARING HORNS, GIVING PARENTS AND STUDENTS THE MIDDLE FINGER WHILE YELLING AT EVERYONE ELSE THEIR WINDOW. THIS COMPEL POLICE TO INTERVENE ON OUR BEHALF BECAUSE YOU IMAGINE BEING A STUDENT HAVING TO WITNESS THIS FILE BEHAVIOR FROM THOSE WHO CLAIM TO CARE ABOUT YOU. PUBLIC HEARINGS WAS FIRST ADOPTED BACK IN 1992 AND HAD HAS NOT BEEN AMENDED SINCE JANUARY.

25TH 2005, AND THE PURPOSE OF THE POLICY IS TO ESTABLISH GUIDELINES FOR CONDUCT OF OFFICIAL BUSINESS, UM IN AN OPEN AND PUBLIC MANNER, KEEPING AS A PRIORITY THAT THE FOCUS OF THE BUSINESS OF THE BUSINESS MEETING AND ITS AGENDA. AS PART OF MY ROLE AS GENERAL COUNSEL FOR HARPER COUNTY PUBLIC SCHOOLS. UM I DO REVIEW OUR POLICIES AND LOOK TO THOSE THAT HAVE NOT BEEN AMENDED IN QUITE SOME TIME. AND THIS WAS ONE OF THOSE AS I SAID IT WAS BACK IN JANUARY OF 2005.

SO THE LENGTH OF TIME FROM THE LAST AMENDMENT PUT IT ON THE RADAR, AS WELL AS RECENT CHANGES IN PRACTICE. UM IN PARTICULAR THE COVID 19 PANDEMIC, THIS BOARD HAS HAD TO MODIFY ITS PRACTICES WHEN IT COMES TO PUBLIC COMMENT TO MAINTAIN THE HEALTH AND SAFETY OF EVERYONE WHO PARTICIPATES AND TO ENSURE SOME FLEXIBILITY. FOR EXAMPLE, THE BOARD PIVOTED TO VIRTUAL COMMENT, UM, AND THEN IS CURRENTLY STILL IN A HYBRID FASHION. SO TO ADDRESS SOME OF THOSE ISSUES AND AGAIN WITH THE WE LOOKED AT, UM WE CREATED SOME SMALL WORKGROUPS TO LOOK AT THIS POLICY AND DETERMINE WHAT AMENDMENTS WE SHOULD MAKE IT THIS POINT IN TIME IN 2022. WE LOOKED AT THIS PODCAST FROM OTHER MOTHERS. WHAT IS THAT GOING? SORRY WE LOOKED AT BEST PRACTICES FROM OTHER SCHOOL SYSTEMS IN THE AREA, UM, AS WELL AS OTHER NON EDUCATIONAL BOARD AND COUNCIL POLICIES, UM, TO KIND OF CRAFT WHAT WOULD WORK BEST FOR THIS BOARD AND TO ENSURE THE MOST COMPREHENSIVE GUIDELINES FOR A PUBLIC FOR AMENDMENTS? UM THIS IS NOT ALSO AMENDMENTS TO THE PUBLIC COMMENT . POLICY IS NOT UNIQUE TO HARTFORD COUNTY PUBLIC SCHOOLS.

OTHER BOARDS OF EDUCATION ARE ALSO MAKING AMENDMENTS TO THEIR POLICIES AS WELL, AS I SAID, AS A RESULT OF THINGS LEARNED THROUGH THE COVID 19 PANDEMIC AND OTHER REASONS. UM THE POLICY THAT HAS BEEN PROVIDED TO YOU. I'M GOING TO HIGHLIGHT SOME OF THE CHANGES BECAUSE IT DOES LOOK A BIT DIFFERENT FROM THE 2005 VERSION. WE ADDED IN A SECTION AS MOST OF OUR OTHER POLICIES NOW HAVE TO ACTUALLY ESTABLISH THE PURPOSE. SO AT THE VERY BEGINNING OF THE POLICY, THERE IS A STATEMENT OF THE PURPOSE. UM A BIG CHANGE TO NOTE IS THAT THERE WILL BE 45 MINUTES FOR PUBLIC COMMENT AT EACH OF THE REGULARLY SCHEDULED BOARD MEETINGS, BUT THERE IS SOME FLEXIBILITY. THE BOARD MAY GRANT ADDITIONAL TIME FOR PUBLIC COMMENT, UM BY GROUPS THAT ARE RECOGNIZED BY THE SCHOOL SYSTEM SUCH AS PTS AND UNIONS. UM, THE BOARD MAY ALSO ESTABLISHED SPECIAL SPECIAL PURPOSE PUBLIC HEARINGS WHEN THERE IS A PARTICULAR UM, AGENDA ITEM THAT IS GOING TO NEED MORE TIME FOR PUBLIC COMMENTS SO THAT WOULD BE OUTSIDE OF THE REGULAR MEETINGS.

UM GOING DOWN TO THE SECTION ON DISRUPTIVE CONDUCT? UM THERE IS A SLIGHT AMENDMENT WITH REGARD TO DEMONSTRATIVE ITEM ITEMS. THIS IS A PUBLIC SAFETY MEASURE TO MAKE IT VERY CLEAR THAT INDIVIDUALS WISHING TO MAKE PUBLIC COMMENT WOULD NOT BRING ITEMS INTO THE FORUM. UM WE ALSO CLARIFIED THERE WAS SOME JUST OLD LANGUAGE AND OLD PRACTICES THAT WERE REFERENCED IN THAT 2005 DOCUMENT WITH REGARD TO ACTUALLY HELP PEOPLE COME AND APPROACH THE BOARD AND SPEAK FOR PUBLIC COMMENT. UM SO WE MADE SOME CHANGES TO THAT AS WELL, UM, THERE WILL BE A MORE STREAMLINED WAY TO, UM TO ACTUALLY REQUEST AN OPPORTUNITY FOR PUBLIC COMMENTS SO INDIVIDUALS WILL BE ALLOWED TO SEND AN EMAIL TO A SPECIFIC EMAIL ADDRESS OR THEY WILL BE ABLE TO CALL AND THEY CAN DO THAT BY NOON ON THE DAY OF THE BOARD OF EDUCATION MEETING. UM THERE'S SOME SPECIFIC INFORMATION THAT THEY WOULD PROVIDE, UM AND THERE WILL BE PRIORITY THAT WOULD BE GRANTED TO INDIVIDUALS WHO WANT TO SPEAK ON AN AGENDA ITEM VERSUS SOMETHING THAT IS NOT ON THAT BUSINESS MEETING AGENDA. UM THE REQUEST FOR PUBLIC COMMENT ARE GOING TO BE PUT INTO A TRACKING SYSTEM AND IF THERE IS MORE THAN 15 PEOPLE THAT WISH TO PROVIDE PUBLIC COMMENT, THEN THE BOARD'S ADMINISTRATIVE SUPPORT COORDINATOR PREP PROVIDE AS I SAID PRIORITY TO THE REQUESTS FOR COMMENT ON AN AGENDA ITEM AND THEN RANDOMLY SELECT ADDITIONAL INDIVIDUALS TO PARTICIPATE IN PUBLIC COMMENT. SOURCES ARE PROGRAM NEEDS ANY CHANGES THAT ARE HAPPENING IN THE STATE CAPACITY. THERE'S A LOT OF THINGS THAT WE'RE LOOKING AT AND TRYING TO ADDRESS WITH THE C I. P ONE OF THE MAIN THINGS IS THE FUNDING SOURCE. SO WE HAVE THE TWO FUNDING STORES, SOURCES THE STATE FUNDING. UM THIS IS FOR MAJOR RENOVATIONS, SYSTEMIC PROJECTS, FULL REPLACEMENT PROJECTS. UM THEY ARE BOND FUNDS. SO WE HAVE A MINIMUM OF 16 YEAR AGE SINCE THE LAST TIME THE SYSTEM WAS REPLACED. WE ALSO USE THEM FOR THE SYSTEMIC SWITCH REQUIRES A MINIMUM OF $200,000, AND THIS IS ALSO BASED ON ENROLLMENTS AND CAPACITIES AT THE FACILITIES, UM , SUSTAINABLE COMMUNITIES AND ANY TYPE OF LOCAL PARTIAL PARTNERSHIP AND THOSE REQUIRE LOCAL PARTICIPATION FOR THE COST SHARE. THE FIRST, OF COURSE, IS LEVEL OF NEED, AND THEN WHETHER WHAT TYPE OF CATEGORIES AND SO WE HAVE SOME OF OUR, UM, COMPLIANCE REQUIREMENTS, THIS COULD BE EDUCATIONAL, BUT IT COULD ALSO BE CODE REQUIREMENTS SUCH AS FIRE ALARMS AND THINGS LIKE THAT. WE ALSO HAVE OUR FACILITY REQUIREMENTS THAT'S GENERAL REQUIREMENTS WITHIN EACH ONE OF OUR FACILITIES AND THEN ACADEMIC REQUIREMENTS AND THEN GENERAL REPLACEMENT AS THINGS AGE, WE NEED TO REPLACE THEM ON A REGULAR SCHEDULE. WE ALSO LOOK AT WHETHER PROJECTS AVAILABLE FOR STATE FUNDING. AND THEN LOOK AT MULTIPLE DIFFERENT CONSIDERATIONS, CAPACITY AND THINGS LIKE THIS. EVERYTHING IS GIVEN A SCORE AND GROUPED BY THE LEVEL OF NEED. WE HAVE ARE CURRENTLY CRITICAL ITEMS WHICH WILL BE THE FIRST ONES IN THE PRIORITY AND THEN THEY ARE GROUPED BY THEIR TOTAL SCORE HIGHEST TO LOWEST. AND THEN WE HAVE OUR, UM POTENTIALLY CRITICAL NECESSARY AND IN THOSE THAT WERE RECOMMENDING. UM WE HAVE A FEW THINGS THAT IMPACT OUR 24 C I P THAT WE'RE LOOKING AT AND TRYING TO ADDRESS NOW, UM , WE DID. WE WERE ABLE TO REALLOCATE SOME OF OUR OPERATING SAVINGS TO ADDRESS SOME OF OUR CAPITAL NEEDS THROUGHOUT THE SYSTEM, WHICH WAS VERY HELPFUL. UM, WE ALSO HAVE THE STATE HEALTHY SCHOOLS, SO I DON'T KNOW LAST YEAR IF YOU REMEMBER WE HAD A FEW PROJECTS THAT WE SUBMIT IT TO OUR LOCAL GOVERNMENT TO REQUEST THE MATCH FOR THE UM, STATE HEALTHY SCHOOLS FOUND, BUT THEY CHANGED THAT TIMELINE ON US THIS YEAR, SO WE WERE NOT ABLE TO INCLUDE THAT IN THIS YEAR'S CAPITAL. HOWEVER WE WERE TO ABLE TO UTILIZE SOME OF THAT END OF YEAR OPERATING SAVINGS TO PUT FORWARD A PROJECT AND PROVIDE A MATCH THAT WAY. UM WE ALSO ARE LOOKING FOR OUR STATE SAFETY GRANT PROGRAM, WHICH WE'VE BEEN ABLE TO SUCCESSFULLY UPGRADES, LOCKS AND CAMERAS AND SECURITY SYSTEMS. AT MANY OF OUR SCHOOLS . WE ARE STILL WAITING FOR THE FINALIZED STATE ASSESSMENT. AND THEN OF COURSE, WE HAVE THE BILL TO LEARN AT THAT. WE ARE MOVING FORWARD WITH THE HOMESTEAD WAKEFIELD PROJECT. ONCE WE COMPLETE THAT PROJECT IF THERE'S ANY BALANCE LEFTOVER AVAILABLE FOR US WILL BE ABLE TO ALSO MOVE FORWARD AND REQUEST THAT FUNDING IT CAN BE PUT IN WITH OTHER CAPITAL FUNDING THROUGH THE STATE'S SO IF IT'S NOT ENOUGH TO FUND THE WHOLE PROJECT, WE CAN COMBINE THOSE DIFFERENT FUNDING SOURCES. LOOKING FOR A HEAVY DEGREES ELEMENTARY SCHOOL ROOF REPLACEMENT PROJECT AND THEN THE ABERDEEN MIDDLE SCHOOL. MAJOR H B. A C S SYSTEMIC PROJECT. UM WE'RE STILL WORKING TO FINALIZE THE SCOPE ON THESE PROJECTS AND ALSO DEVELOPED THE BUDGET. WE DID RECEIVE NOTIFICATION FROM THE STATE THAT THEY'RE LOOKING TO INCREASE THEIR COST PER SQUARE FOOT CONTRIBUTION. THEY INCREASED IT BY 7.5% THIS YEAR, WHICH IS, UM VERY HIGH. TYPICALLY, IT'S RIGHT AROUND THREE BETWEEN THREE AND 4% SO WE'LL BE DEFINITELY LOOKING AT THAT, AS WE MOVE FORWARD WITH DEVELOPING OUR BUDGETS. UM AND SCOPES. AND THEN AGAIN, THESE ARE THE STATE PROJECTS WILL BE REQUESTING APPROVAL FROM THE BOARD. WITH THE FINAL BUDGETS AND, UM, IN SEPTEMBER FOR OCTOBER SUBMISSION. AND WE ARE ALSO MEETING WITH THE STATE TO DISCUSS OUR NEEDS AND SEPTEMBER AT JOHN ARCHER SCHOOL, SO THEY CAN TOUR THAT FACILITY BECAUSE THAT'S COMING UP AS ONE OF OUR NEXT PROJECTS. THESE HERE ARE THE LOCAL ONLY, UM, CATEGORIES. I'M PROVIDING THOSE MORE AS A REFERENCE JUST TO PREPARE YOU FOR THE NEXT SET OF DISCUSSIONS AS WE MOVE INTO THAT WE HAVE THE EDUCATIONAL FACILITY PROGRAM. OF COURSE, WE HAVE OUR TECHNOLOGY, LIFE AND HEALTH SAFETY. FLEET REPLACEMENT NEEDS, UM, OUR SITE IMPROVEMENTS , PAVING PARKING LOTS OF THINGS LIKE THAT, UM, I LIKE ANY OF OUR PLANNING. UM THESE ATHLETIC FIELDS, MAJOR HBC. UM AND THEN WE HAVE FACILITY REPAIRS AND THEN WE HAVE ANY LOCAL MAJOR PROJECTS. THESE ARE THINGS THAT ARE NOT ELIGIBLE FOR STATE FUNDING, BUT IT'S A LARGER PROJECT, SO IT GOES FORWARD SEPARATELY. UM AND THEN ANY RELOCATED BLES IF WE NEED TO REQUEST ANYTHING FOR RELOCATING BALS AS I MENTIONED WE ARE LOOKING AT BLUEPRINTS AND WE ARE STARTING MEETINGS TO PLAN FOR BLUEPRINT FOR MULTIPLE THINGS.

WE HAVE TO HAVE CAPACITY WITHIN OUR FACILITIES, WHICH WE KNOW IS LIMITED. UM OR LOOKING AT WHERE WE WILL BE ADDING PREKINDERGARTEN AND WHERE IT'S NEEDED IT, UM, COMMUNITY SCHOOLS WHEN YOU'RE LOOKING AT THESE THINGS, A LOT OF THEY ALSO REQUIRE SPACE WITHIN OUR FACILITIES. UM SMALL GROUP SERVICES STAFFING. SOMETIMES THAT'S JUST DIVIDING OF SPACES.

UM BUT IT DOES REQUIRE CODING AND THINGS LIKE THAT, SO WE WANT TO MAKE SURE THAT WE'RE MEETING WITH THE SCHOOL'S AND WE'RE ACTUALLY IDENTIFYING THESE PROJECTS AHEAD OF TIME SO WE CAN GET AHEAD OF THE NEEDS I HAVE EVER HAD THE SHORT TERM VERSUS LONG TERM. I THINK WE'RE GOING TO HAVE TO LOOK AT IMPLEMENTING THIS WITH SHORT TERM THINGS AND THEN PLANNING FOR THE LONG TERM.

IF WE HAVE CAPACITY ISSUES WE KNOW WE CAN'T GO IN AND THAT UM , SPACE TO ALL OF OUR BUILDINGS THAT ONCE SO WE'RE GOING TO HAVE TO COME UP WITH A LONG TERM PLAN TO FIGURE OUT HOW WE'RE GOING TO ADDRESS TO THE SHORT TERM NEED, BUT THEN HOW ARE WE GOING TO CATCH UP TO IT IN THE LONG TERM AND PERMANENT?
