WHILE THE NUMBER OF STUDENTS OF COLOR HAVE CONTINUALLY GROWN THROUGHOUT THE YEARS, THE NUMBER OF BLACK ADMINISTRATORS HAS DECREASED. THIS RESULT IS DUE TO DELIBERATE ACTIONS OF THE SUPERINTENDENT. AND PARTICULARLY THE GERMAN PEOPLE WHO HAD WRESTLED WITH THE IDEA OF COLLECTIVE GUILT AND WHETHER SUCH WOULD FALL ON THE SHOULDERS OF THOSE WHO WERE NOT ALIVE AT THE TIME THAT THOSE DECISIONS WERE MADE. ONE OF THE CHALLENGES IN DESCRIBING THE WORK IS EXPLAINING OF THE DETAILS THAT WE PROPOSE IN THE SALARY PACKAGE BECAUSE WE HAVE TO NEGOTIATE THE DETAILS OF THE SALARY PACKAGE, WHICH ISN'T ACTUALLY WE DIDN'T WE DIDN'T HAVE FINISHED BY THE TIME WE BROUGHT IT TO THE BOARD, SO PUBLICLY DISCUSSING WHAT WE FEEL THIS BUDGET WILL DO FOR THE PARTICULARLY ASSOCIATIONS OF VARIOUS EMPLOYEE GROUPS WAS ONE OF THE REASONS WE WANTED TO GET SECOND AND TALK ABOUT. THAT WERE INCLUDED IN THAT NUMBER AS YOU CAN SEE FROM FY 19 THROUGH FY 23. WE'RE LOOKING AT A 32% INCREASE IN OUR COUNTY FUNDING LEVEL, WHICH IS QUITE IMPRESSIVE, AND WE'RE VERY APPRECIATIVE OF THE RECOMMENDATION FOR FULL FUNDING BY THE COUNTY EXECUTIVE. IN THAT $30.4 MILLION THAT INCLUDES A STEP INCREASE FOR ALL OF OUR ELIGIBLE STAFF, BASED ON EACH UNIT SALARY SCALE, RANGING FROM 1 TO 3. EACH UNIT HAS ITS OWN. PERCENTAGE BETWEEN STEPS. THIS INCLUDES A COLA INCREASE FOR ALL STAFF OF 7. THERE'S A MARKET ADJUSTMENT INCLUDED OF 6% WHICH WAS IMPLEMENTED IN JULY OF 2022 FOR PARAPROFESSIONALS, INCLUSION HELPERS, SCHOOL BASED TECHNICIANS AND DRIVERS IN ATTENDANCE. THERE'S AN ADDITIONAL MARKET ADJUSTMENT INCLUDED FOR THOSE SAME CATEGORIES OF STAFF. 21% TOTAL WITH 7% IN I'M SORRY. THE 6% IS PART OF THE 21% 7% WAS IMPLEMENTED IN JULY OF 21 8% IS WILL BE IMPLEMENTED IN JANUARY. 2022 WAS IMPLEMENTED. I'M SORRY. I'M LOOKING AT THIS BACKWARD. WE HAVE AN IMPLEMENTATION OF THE ASKED ME 15 STEPS SCALE, WHICH WAS A NEW SCALE FOR THE ASKED ME UNIT AND THE LOCAL PORTION OF THE NATIONAL BOARD CERTIFICATION STIPEND. SO TYPICALLY ARE. SALARY PACKAGES ARE STEPPING COLA. IT DOESN'T INCLUDE ALL OF THESE OTHER THINGS, SO WE WORKED VERY HARD WITH OUR UNITS TO COME UP WITH THIS PACKAGE. I'VE GOT TWO EXAMPLES OF SALARY INCREASES. UM OF THE CATEGORIES WE TALKED ABOUT, SO TEACHERS. WE HAVE A 28% STARTING SALARY INCREASE SINCE FY 16 WITH THE APPROVAL OF THE FY 23 INCREASE. THAT INCLUDES A MULTITUDE OF THINGS THAT HAVE HAPPENED OVER THE YEARS. SO EACH YEAR WE DID HAVE A STEP FROM FY 16 ON WE HAD MAKEUP STEPS THAT WERE INCLUDED. THE STEP PERCENT FOR TEACHERS WAS 3% AND THEN YOU CAN SEE IN THE LAST COLUMN. THE BURYING COLA AMOUNTS THAT WE'VE HAD AND AGAIN FY 23. WE ARE PROPOSING A 7% COAL INCREASE. IF YOU LOOK AT THE PARA EDUCATOR, SALARY INCREASES AGAIN, WE HAD STEP INCREASES OF 3% EACH YEAR FROM FY 16 ON. WE DID HAVE MAKEUP STEPS AS WELL FOR THESE INDIVIDUALS. AND THE COAL IS AGAIN RANGED WITH 7% AND THEN THE TOTAL MARKET ADJUSTMENT OF 21% BETWEEN FY 22 F Y 23. AND THAT'S A 44% STARTING SALARY INCREASE FOR A PARENT EDUCATORS SINCE FY 16. DR WILSON NOT TRYING TOBACCO VIDEO. UM SO A COUPLE OF THE HIGHLIGHTS. MISJUDGE SAID THAT 7% COLA IS A LITTLE UNUSUAL FOR US. AND WHILE WE'VE HEARD WE DON'T KNOW THE FINAL ANSWER OF ALL DISTRICTS IN THE STATE, BUT IN TERMS OF AN ACROSS THE BOARD COLA WE BELIEVE THIS IS THE HIGHEST NUMBER THAT WOULD APPLY TO ALL EMPLOYEES. US SOME PLACES IN THE STATE WHERE THEY'RE THEY'RE STILL FINISHING, AND THIS MAY GO UP. BUT I THINK NEEDLESS TO SAY, HOWEVER, THIS SHAKES OUT THIS YEAR WE WILL BE AMONG THE HIGHEST INCREASES. AND THEN THERE'S MR POINTED OUT FOR THE PAIR PROFESSIONALS, HELPERS , SCHOOL BASED TECHNICIANS, DRIVERS IN ATTENDANCE. THAT'S ON TOP OF THE MARKET ADJUSTMENT THAT WE HAD PREVIOUSLY GREAT BECAUSE WE WANTED TO MAKE SURE THAT WELL, THAT WAS 21% INCREASE OVER THE LAST YEAR AND A HALF ESSENTIALLY. UM THAT IF WE DIDN'T DO THIS 7% COOLER FOR THEM AS WELL. THEN YOU KNOW THAT AGAINST START FALLING BEHIND, SO THEY GOT INCLUDED IN THAT ALSO THIS IS THE THIRD YEAR RUNNING THAT OUR COUNTY EXECUTIVE HAS PROPOSED FULLY FUNDING THIS. AND, OF COURSE, THE FIRST TWO YEARS OF THAT THE COUNCIL THEN WENT ON TO ENDORSE THAT. SO WE'RE STILL WAITING ON THE COUNCIL VOTE, BUT YOU KNOW, WE HAVE CONFIDENCE THAT THEY WILL COME THROUGH AND SUPPORT THIS BUDGET ALSO SO THAT THAT'S A THAT'S A BIG DIFFERENCE FOR US. AFTER A HISTORY OF NOT SEEING FUNDING AT THIS LEVEL, AND KNOWING THAT SOME OF MY COLLEAGUES IN NEARBY DISTRICTS HAVE NOT. EXPERIENCED THIS. THERE'S SOME, THERE'S SOME DISTRICTS WHERE THE LEADERSHIP IS WAITING TO FIND OUT WHAT THE MAINTENANCE OF EFFORT IS BECAUSE THE STATE RECALCULATES THAT IN FACT, THEY'VE BEEN GOING THROUGH HOW THEY CALCULATE JUST SO THEY CAN DETERMINE HOW LITTLE THEY NEED TO PAY. HOW DO WE RETAIN OUR BEST AND BRIGHTEST? UM, SO THAT THEY CAN SERVE OUR STUDENTS. NEXT SLIDE, PLEASE. BUT. THE NEXT AREA OF TO HIGHLIGHT IS COLLEGE AND CAREER READINESS. UM THIS HAS THE GOAL TO PREPARE STUDENTS TO BE SUCCESSFUL IN A GLOBAL CHANGING ECONOMY. THIS ALIGNS WITH THE GOALS OF OUR NORTH STAR INITIATIVE. AND THIS IS SOMETHING THAT THE NORTH STAR INITIATIVE REALLY STARTED. GETTING US JUMP STARTED ON THIS WORK AND WE A LOT OF OUR WORK WILL HAVE SOME SYNERGY, AND WE JUST HAVE TO TWEAK A FEW TYPES OF THINGS. SO FOR THE NORTH STAR INITIATIVE, WE'RE LOOKING AT OUR MEETING OR GRADUATE OUTCOMES BY 12TH GRADE. BUT THE BLUEPRINT REQUIRES US TO LOOK AT COLLEGE AND CAREER READINESS BY THE END OF THE 10TH GRADE, AND IF A STUDENT IS COLLEGE AND CAREER READY BY THE END OF 10TH GRADE, THEN THEY CAN GO ON A PATHWAY OF EITHER EARLY COLLEGE, ADVANCED PLACEMENT OR RIGOROUS TECHNICAL EDUCATION FOR INDUSTRY RECOGNIZED CREDENTIALS. NOW IF THEY DO NOT MEET CCR, WHICH IS COLLEGE AND CAREER READINESS. BY THE END OF 10TH GRADE, THEN WE'RE REQUIRED TO CREATE AN INDIVIDUALIZED SUPPORT PLAN FOR THOSE STUDENTS, SO THERE WAS A LOT OF OTHER ASPECTS WRAPPED UP INTO THE LAW ABOUT COLLEGE AND CREW WRITING THIS ABOUT HOW WE'RE TRACKING STUDENTS AND WHETHER OR NOT THEY'RE GOING TO MEET THESE STANDARDS. THE TYPE OF EXPOSURE AND EXPERIENCE. THEY HAVE TWO CAREER FOR CAREERS IN MIDDLE SCHOOL AND THE TYPE OF COUNSELING THAT WE DO, STARTING IN MIDDLE SCHOOL AS WELL. SO THIS IS OBVIOUSLY ALIGNS WITH BOARD GOAL ONE, PREPARING EVERY STUDENT FOR SUCCESS IN POST SECONDARY EDUCATION AND CAREER. THE NEXT AREA OF THE BLUEPRINT, UM, TO FOCUS ON IS THE STUDENT SUPPORTS, AND THIS IS ABOUT PROVIDING MORE SUPPORTS TWO STUDENTS WHO NEED IT THE MOST. THIS HAS BROAD AND SUSTAINED SUPPORT FOR SCHOOLS SERVING HIGH CONCENTRATIONS OF STUDENTS LIVING IN POVERTY. IT ALSO ENSURES THAT STUDENTS HAVE ACCESS TO NEEDED HELP AND SOCIAL SERVICES, AND IT HAS INCREASED SUPPORT FOR ENGLISH LANGUAGE LEARNERS, SPECIAL EDUCATION STUDENTS AND, OF COURSE, AS WE KNOW, I CAN'T QUITE GET AWAY FROM COVID. IT HAS SOME COVID 19 TARGET. I'M TARGETED SUPPORT AND RECOVERY BUILT WITHIN THE LAW SO THAT THAT COMES IN PLAY WITH REGARD TO TUTORING AND SUMMER SCHOOL AND SOME THINGS TO ENSURE THAT STUDENTS WHO MIGHT HAVE FALLEN BEHIND DURING THE PANDEMIC ARE ALSO INCLUDED AS STUDENTS WHO NEED THAT ADDITIONAL SUPPORT. THIS ALSO ALIGNS WITH FOUR GOAL ONE BECAUSE MAKING SURE THAT WE SUPPORT THE ENTIRE, UH, STUDENT FROM ALL OF THEIR SOCIAL EMOTIONAL NEEDS WILL HELP MAKE SURE THEY PREPARE THEIR PREPARED FOR THEIR POST SECONDARY CAREER OR EDUCATION. OKAY, SO THAT'S THAT'S THE BIG PICTURE OVERVIEW. OF WHAT'S HAPPENED OF WHAT THE GOALS AND THE INITIATIVES ARE WITHIN THE BLUEPRINT. AS YOU CAN SEE, IT HAS MANY PIECES AND MANY MOVING PARTS EACH ONE OF THE PARTS IS GOING TO HAVE DIFFERENT CHALLENGES THAT WE HAVE TO FACE AS WELL AS DIFFERENT PUZZLES TO SOLVE OR DIFFERENT ALIGNMENT. ARE DIFFERENT THINGS TO CAPITALIZE ON. AND SO IN ORDER TO DO THIS WORK, WE'VE CREATED A COMMITTEE STRUCTURE THAT HAS A STEERING COMMITTEE THAT IS CHAIRED BY DR BOLSON, DR DAVIS AND MYSELF. AND THEN WE HAVE FOUR SUBCOMMITTEES EACH FOR EACH OF THE FOUR SUBCOMMITTEES IS WITHIN ONE OF THE CATEGORIES OF POLICY CATEGORIES AND IS CO CHAIRED BY A COMMUNITY MEMBER. WITHIN EACH COMMITTEE. WE ARE TRYING TO REALLY MAKE SURE THAT [01:00:03] WE HAVE DIVERSE VOICES AND DIVERSE STAKEHOLDERS. SO THE COMMITTEES ARE COMPRISED OF ONE THIRD OF HCPS CENTRAL LEADERSHIP. ONE THIRD OF HCPS SCHOOL BASED LEADERSHIP. WERE STAKEHOLDERS, NOT JUST LEADERSHIP, AS WELL AS COMMUNITY PARTNERS, AND THIS IS A FOUNDATIONAL ASPECT OF THE WORK THAT WE'RE DOING WITH THIS STEERING WITH ALL THE COMMITTEES. SO IN THAT IS STAKEHOLDER COMMITMENT. SO HAVING, UM, A LARGE AMOUNT OF COMMITTEE MEMBERS WITHIN OUR COMMITTEE EXCUSE ME A LARGE AMOUNT OF COMMUNITY MEMBERS WITHIN OUR COMMITTEES. IS VERY IMPORTANT TO THIS WORKS BECAUSE IT'S GOING TO TAKE MANY PIECES OF THE HARPER COUNTY COMMUNITY COMING TOGETHER TO HELP US ACHIEVE THESE GOALS. IT IS ALSO SOMETHING THAT THE POINT OF THE LEGISLATION IS TO REFORM. HOW WE GO ABOUT DOING EDUCATION. AND IT IS OFTEN HARD FOR ALL OF US WHO ARE DEEP IN THE WORK TO SEE OUTSIDE OF OURSELVES, AND THE COMMUNITY DOES A GREAT JOB AT MAKING SURE THAT WE ARE LOOKING AT THINGS IN NEW WAYS. THAT WE ARE LOOKING AT NEW SOLUTIONS AND THAT WE ARE LISTENING TO MANY DIFFERENT VOICES AS WE ADDRESS THIS WORK, AND SO NOT ONLY IS THE STRUCTURE OF THE COMMITTEES HAVE A STAKEHOLDER COMMITMENT, BUT WE ALSO ARE GOING TO DO OTHER THINGS TO MAKE SURE THAT VOICES ARE HEARD. WE HAVE ALREADY CONDUCTED SOME FOCUS GROUPS THAT INCLUDED PARENTS, SCHOOL BASED STAFF AS WELL AS CENTRAL OFFICE BASED STAFF, AND THAT FOCUS GROUP REPORT IS AVAILABLE IN HCPS .ORG. AND IT IS OUR BENCHMARK AND THAT IS WHERE WE ARE STARTING WITH PEOPLE'S PERCEPTIONS AND PRIORITIES WITH THE BLUEPRINT. WE ARE USING THAT FOCUS GROUP REPORT WITHIN OUR COMMITTEES TO TALK ABOUT THE WORK THAT WE NEED TO DO, AND THEN WE WILL. THEN WE VISIT THAT PROCESS AND SEE IF WE'VE IMPROVED AND SEE HOW WELL WE'RE DOING AS WE MOVE. THROUGHOUT THIS IMPLEMENTATION. BUT SOMETHING THAT'S UNIQUE AND WHAT WAS CREATED SPECIFICALLY FOR THE BLUEPRINT FOR MARYLAND'S FUTURE IS CALLED THE ACCOUNTABILITY IMPLEMENTATION BOARD. SOMETIMES YOU'LL HEAR IT CALLED A I. B. SO THE A I B IS THE ACCOUNTABILITY AND IMPLEMENTATION BOARD, AND THIS BOARD WAS CREATED SPECIFICALLY TO OVERSEE THE IMPLEMENTATION OF THE BLUEPRINT FOR MARYLAND'S FUTURE. THE BLUEPRINT HAS VARIOUS PARTS IN IT, SUCH AS PRIVATE PRE K PROVIDERS OR COUNTY GOVERNMENT FUNDING OR HIGHER EDUCATION OR COMMUNITY COLLEGE PARTNERS. AND IT HAS ALL [01:05:04] OF THESE DIFFERENT GROUPS THAT DOES THAT DOESN'T HAVE A SINGLE GOVERNING BODY OVER IT. AND SO THE ACCOUNTABILITY AND IMPLEMENTATION BOARD WAS PUT TOGETHER SO THAT THEY COULD HAVE AUTHORITY OVER ALL OF THOSE GROUPS AND THE IMPLEMENTATION, INCLUDING THE MARYLAND STATE DEPARTMENT OF EDUCATION, WHICH HAS ITS OWN REQUIREMENTS WITHIN THE BLUEPRINT. AND SO THAT'S AN IMPORTANT BOARD TO PAY ATTENTION TO REPORT AN IMPORTANT BOARD THAT YOU WILL HEAR US TALK ABOUT AS WE GO THROUGHOUT THIS IMPLEMENTATION BECAUSE THERE ARE ULTIMATE AUTHORITY IN TERMS OF HOW WE IMPLEMENT AND WHETHER OR NOT OUR IMPLEMENTATION IS GOING ACCORDING TO THE GOALS SET FORTH BY THE BLUEPRINT. SO AS WE NAVIGATE THE WORK AHEAD, IT'S REALLY IMPORTANT TO FRAME HOW THESE EXPECTATIONS KIND OF GO IN DIFFERENT DIRECTIONS. AND JUST HOW THIS WORK IS SOMETHING THAT, UM ALTHOUGH COMPLEX IS SOMETHING THAT WE HOPE TO BRING SOME CLARITY TO SO WE HAVE TO NAVIGATE QUITE A FEW THINGS. WE HAVE TO NAVIGATE THE PERCEPTIONS OF ANYONE WHO WAS FOLLOWING THE KERWIN COMMISSION AND THE RECOMMENDATIONS SET FORTH BY THE CURRENT COMMISSION. THAT RECOMMENDATIONS DID NOT TRANSLATE EXACTLY INTO WHAT ACTUALLY BECAME LAW AND WHAT ACTUALLY CAME INTO THE STATUTES. AND SO WE HAVE THE PERCEPTION OF WHAT'S IN IT. WE ALSO HAVE THE PERCEPTION OF WHAT THOSE GOALS WERE. BUT THEN YOU HAVE THE ACTUAL LAW AND THEN YOU HAVE THE AMENDMENTS TO THE LAW. AND THEN YOU HAVE THE INTERPRETATION OF THE LAW. AND WE HAVE FOUND THAT AS WE'RE NAVIGATING THIS SOMETHING IS VERY SIMPLE AS THE WORD TEACHER AND WHAT THE DEFINITION OF THE WORD TEACHER IS, IS EXTREMELY DIFFICULT TO INTERPRET BECAUSE IT HAS SUCH A SIGNIFICANT IMPACT AND ALL OF THE WORK THAT WE HAVE TO DO FOR BLUEPRINT, AND THAT'S JUST ONE WORD IN ALMOST 400 PAGES OF STATUTES. SO WE HAVE TO NAVIGATE THAT INTERPRETATION AND FOLLOW THE VARIOUS INTERPRETATIONS AS IT SET FORTH BY THE MARYLAND STATE DEPARTMENT OF EDUCATION OR FROM THE ACCOUNTABILITY AND IMPLEMENTATION FOR THE A. I. B. WE ALSO HAVE TO NAVIGATE THE TIMELINES THE TIMELINE SET FORTH IN THE BLUEPRINT. ARE ALREADY A LITTLE DELAYED BECAUSE OF THE COVID 19 PANDEMIC AS WELL AS BECAUSE OF THE VETO AND BECAUSE IT'S SOME FUNDING THAT LATE, UH, GOT STARTED LATE FOR THE A. I B AND THEY'RE JUST NOW GETTING THEIR GROOVE GOING. AND SO THE TIMELINES OF HOW IMPLEMENTATION WAS SUPPOSED TO SET FORTH IN THE LAW WAS CREATED. ARE OFF AND THE LAST LEGISLATIVE LEGISLATIVE ASSEMBLY DID PASS A BILL TO CHANGE JUST SOME OF THE TIMELINES BUT NOT ALL OF THEM. SO WE HAVE TO NAVIGATE ALL OF THAT WE HAVE TO NAVIGATE THE PRACTICAL NEEDS OF OUR DISTRICT AS WELL AS OUR OWN HISTORICAL STRUCTURES AND OUR OWN TIME EFFORTS, RESOURCES AND MONEY. AND SO THAT'S ACTUALLY REALLY SOMETHING TO DIG IN JUST A LITTLE FURTHER TO BECAUSE THIS IS ALL THE EXPECTATIONS, BUT WE ALSO HAVE TO NAVIGATE THE MONEY. THE BUDGET. AND SO THERE IS A LOT TO UNPACK AND A LOT TO UNFOLD AS WE MOVE FORWARD WITH THIS PROCESS, BUT SOME OF THOSE THINGS THAT WE HAVE TO NAVIGATE ARE WORTH MENTIONING. WE HAVE TO NAVIGATE THAT WHEN THE CURLING COMMISSION SET FORTH OR RECOMMENDATIONS TO UM TO THE LEGISLATURE. THEY HAD COST ASSUMPTIONS THEY USE CONSULTANTS THEY USE MODELING THEY USE FORECASTING TO ASSUME WHAT THE COST FOR ALL OF THESE PROGRAMS WOULD BE. AND SO THOSE ARE COSTS ASSUMPTIONS NOT COST REALITY. AND SO WE HAVE TO NAVIGATE. IF THERE ARE ANY DISPARITIES IN THAT. WE HAVE TO NAVIGATE THAT SOMETIMES MONEY COMES TO US IN A RESTRICTED FORMAT, MEANING WE HAVE TO SPEND IT IN A CERTAIN AREA OR AN UNRESTRICTED FORMAT WHERE WE CAN PUT IT IN OUR OPERATING BUDGET AND CHOOSE HOW TO USE THAT MONEY. THE BLUEPRINT CHANGES SOME OF THE RESTRICTED VERSUS UNRESTRICTED FUNDS. SOMETIMES YOU'LL SEE WHEN WE COME FORTH OR WHEN, UM MISJUDGED COMES FORTH WITH HER BUDGETS THAT THEY CHANGE. A JOB CODE OR JOB POSITION WILL GO FROM A RESTRICTED BUDGET TO AN UNRESTRICTED BUDGET. THAT'S SOMETHING THAT YOU MIGHT SEE. AS WE MOVE FORWARD WITH THE BLUEPRINT IS CHANGES IN HOW SOME OF THE PROGRAMS WE HAVE OR HOW THINGS ARE PAID. WITH REGARD TO SWITCHING IT BETWEEN RESTRICTED AND UNRESTRICTED. THERE'S ALSO SOME CAPITAL BUDGET IMPLICATIONS AS WE HAVE TO LOOK AT THE SPACE REQUIREMENTS FOR SOME OF THESE CHANGES. THINGS LIKE PRE K, YOU HAVE TO HAVE AN ACTUAL CLASSROOM TO HAVE PRE K AND THEN WE HAVE TO WORK WITH OUR COUNTY GOVERNMENT ON HOW THOSE COUNTY CONTRIBUTIONS WILL CONTRIBUTE TO THE WORK THAT WE'RE DOING AND HOW IT WILL ALIGN WITH THE BLUEPRINT. SO OUR GOALS ARE TO TAKE ALL OF THOSE WONKY ERRORS, ARROWS AND TRY TO STRAIGHTEN THEM OUT, AND WE'RE GOING TO DO THIS THROUGH STRATEGIC PLANNING , ALIGNING WITH THE WORK THAT WE ALREADY DO AND ALIGNING WITH ALL OF THE GREAT RESOURCES THAT EXIST IN THIS COUNTY. THERE WILL BE TIMES FOR ADVOCACY TO THE [01:10:06] MARYLAND STATE DEPARTMENT OF EDUCATION, AS WELL AS TO THE ACCOUNTABILITY AND IMPLEMENTATION BOARD. WE MIGHT NEED TO ADVOCATE ON THE DEFINITION OF COLLEGE AND CAREER READINESS OR ADVOCATE ON THE DEFINITION OF THE WORD TEACHER. WE WILL NEED TO SET OUR PRIORITIES AND SEE HOW IT ALIGNED WITH OUR VALUES AND OUR WORK HERE AT HARPER COUNTY, AND THERE WILL BE LOTS OF TIME AND OPPORTUNITY FOR PROBLEM SOLVING AND ENGAGEMENT WITH ALL OF OUR STAKEHOLDERS. SO WHERE ARE WE RIGHT NOW? WE'RE AT THE BEGINNING. RIGHT? SO WE ARE IN STRICT STRATEGIC PLANNING, STAKEHOLDER INPUT. AND THEN, UH , THIS SEPTEMBER. THE NEW TIMELINE THAT JUST GOT PASSED. THAT'S WHEN THE MARYLAND STATE DEPARTMENT OF EDUCATION WILL HAVE THE IMPLEMENTATION PLAN CRITERIA. TO THE ACCOUNTABILITY AND IMPLEMENTATION BOARD. THAT CRITERIA WILL THEN GET ADOPTED IN THE ACCOUNTABILITY AND IMPLEMENTATION BOARD WILL HAVE A FINAL PLAN IN DECEMBER. 2022. THEN WE AS A DISTRICT HCPS IS REQUIRED TO HAVE OUR IMPLEMENTATION PLAN BY MARCH 2023. NOW THIS IS JUST OUR PLAN . THIS IS WHAT'S ON PAPER. THIS IS WHAT WE STRUCTURE AND HOW WE SET FORTH WHAT WE'RE GOING TO DO AND HOW WE'RE GOING TO DO IT. IT IS NOT NECESSARILY ALL THE DIFFERENT BENCHMARKS THAT WE NEED TO MEET, AS THERE ARE MORE THAN 10 YEARS WORTH OF BENCHMARKS AND MILESTONES WITHIN THIS LEGISLATION, SO THERE IS A LOT THAT IS STARTING NOW. AND THEN THERE'S A LOT MORE WORK TO DO IN THE FUTURE, BUT THAT WILL BE LAID OUT ON PEYTON PAPER IN THE IMPLEMENTATION PLAN THAT IS DUE TO THE ACCOUNTABILITY AND IMPLEMENTATION BOARD IN MARCH. 2023. TO TRY TO FIGURE OUT WHERE TO START FIRST. THERE'S SOME TIMELINES, BUT YOU KNOW, WE'RE WE'RE WAITING ON A LOT OF POLITICS. ALSO BETWEEN A I B AND M STE AND THE STATE BOARD AND THE LEGISLATURE. CAUSE THEY'RE NOT ALL SETTLED. AND UM, OF COURSE, THIS IS COMING AT A TIME WHEN WE ALSO HAVE MANY OTHER THINGS WE'RE CONFRONTING WITH. RECOVERING FROM WHAT WE EXPERIENCED LAST COUPLE OF YEARS AND FIGURING OUT HOW TO MOVE SOME OF THESE REALLY BIG THINGS FORWARD, SO RELYING GREATLY ON THE COMMUNITY PARTICIPATION IN THIS. THAT'S A REQUIREMENT OF THE PLAN, BUT I THINK IT'S SOMETHING WE'VE WORKED REALLY HARD TO FIGURE OUT. CAUSE THAT TO OCCUR IN A GENUINE MANNER AND ADDRESS. SOMEBODY'S REALLY DIFFICULT TOPICS IN WITH MORE PUBLIC INPUT AND DOING THAT IS VERY HOW MANY THINGS ACTUALLY HAVE TO CHANGE IN A FAIRLY SHORT PERIOD OF TIME. IT'S A LOT OF CONVERSATIONS TO GO ON.
