[A. Board Member Comments]

OKAY. I WOULD LIKE TO CALL ON EACH BOARD MEMBER FOR THEIR COMMENTS. DR BAUER. WOULD YOU PLEASE START US OFF? SURE. GOOD EVENING, EVERYBODY. DURING THE LAST MEETING. I BROUGHT UP FLORIDA'S NEW QUOTE, DON'T SAY GAY BILL. IN PARTICULAR, POINTING OUT THAT THIS BILL ENCOURAGES LAWSUITS AND HAS A SPECIAL PROVISION WHEREBY A PARENT OF A STUDENT CAN WASTE PUBLIC MONEY. BY CLAIMING GOOD CONCERN AND FORCING THE SCHOOL DISTRICT TO PAY FOR A SPECIAL MAGISTRATE TO RULE IN THE CASE. MOUTH FLORIDA HAS JUST PASSED ANOTHER LAW. THIS ONE QUOTE INSURERS CURRICULUM TRANSPARENCY. THE POLICE WHERE I RAN ACROSS. THIS POINTED OUT THAT THE LAW ALLOWS ANY PERSON IF THEY'RE TOTALLY UNCONNECTED WITH THE SCHOOL SYSTEM TO CHECKED TWO MATERIALS THAT THE DISTRICT HAS I WENT TO READ THE ACTUAL TEXT OF THE LAW. THEY FOUND THE FIRST PART OF THE BILL IS ACTUALLY ABOUT ADDING TERM LIMITS. THE SCHOOL BOARD MEMBERS NOW, IN MY MIND, TERM LIMITS ARE UNCONNECTED TO CURRICULUM TRANSPARENCY. READING THROUGH THE BILL. A LOT OF IT IS NOT ABOUT CURRICULUM, TRANSPARENCY, BUT RATHER CURRICULUM SELECTION.

THAT INCLUDES UNFUNDED MANDATES IN THE FORM OF TRAINING REQUIREMENTS. WITH THIS CONTEXT . IT IS AMUSING TO ME THAT I HAVE RECEIVED A COUPLE OF COMMENTS CONCERNING THE RENAMING OF WILLIAM PICK AND JOHN ARCHER. THAT SEE WE HAVE MORE IMPORTANT THINGS TO SPEND OUR TIME ON.

STATE LEGISLATORS AROUND THE COUNTRY ARE SPENDING IT AWFUL LOT OF TIME ATTACKING NON EXISTENT PROBLEMS IN PUBLIC SCHOOLS. MEANWHILE WE'VE HAD PLENTY OF PEOPLE WHO HAVE DESCRIBED WHY KEEPING WILLIAM PICKERS NAME IS A PROBLEM. THANK YOU. THANK YOU, DR BAUER. MR

[00:05:03]

CARDI. I HAVE NO COMMENTS THIS EVENING. THANK YOU. MISS KELLY. I HAVE NO COMMENTS, EITHER.

THANK YOU. DR HAROLD NO COMMENTS FOR ME. THANK YOU. MR JANSEN. THANK YOU. LAST SATURDAY. SORRY.

PROBLEM. PROBLEM A LOOK. YOU CALL ME ANYTHING. SO LAST SATURDAY, I HAD THE OPPORTUNITY TO ATTEND A REMEMBRANCE CEREMONY. THAT WAS HELD IN SHAMROCK PARK. AND THAT'S THEIR MOMENT. IT WAS AN HONOR. THREE AFRICAN AMERICAN MEN WHO WERE VICTIMS OF LYNCHINGS IN HARFORD COUNTY. MUCH WAS SHARED AND LEARNED ABOUT THE HISTORY OF LYNCHING IN HARFORD COUNTY AND AROUND THIS COUNTRY. IN ADDITION , MUCH FOR SHARING AND LEARNING ABOUT THE TRAUMATIC IMPACT OF LYNCHING ON FAMILIES AND COMMUNITIES. AND WHY I REMEMBER IT. CEREMONIES ARE IMPORTANT AND HOW THIS RACIAL TERRORISM CONTINUES TO IMPACT OUR COMMUNITIES TODAY. ALSO IN ATTENDANCE THAT THAT CEREMONY WAS COUNCILMAN CURTIS BUEHLER AND ANDRE JOHNSON. AND THEY BOTF A PROCLAMATION ON BEHALF OF THE CARVER COUNTY COUNCIL. COUNTY EXECUTIVE BARRY GLASSMAN WAS ALSO IN ATTENDANCE, AND HE ALSO PRESENTED A REVOLUTION. BUT THAT RESOLUTION WAS PUNCTUATED BY AN ANNOUNCEMENT THAT HE HAD MADE PREVIOUSLY DOING HIS STATE OF THE COUNTY ADDRESS IN JANUARY.

AND WHEN HE SAID THE FOLLOWING TO SUPPLEMENT THE APPROXIMATELY FOR $4 MILLION THAT I HAVE INVESTED IN HISTORIC PRESERVATION IN HARFORD COUNTY. I WILL BE SUBMITTING LEGISLATION TO DUPLICATE THE STATE'S AFRICAN AMERICAN HERITAGE PRESERVATION PROGRAM ON A LOCAL LEVEL TO PROVIDE FUNDING FOR SITES AROUND OUR COUNTY. THE FIRST OF THE BROTHER STATED THAT HE GAVE LITTLE PERSONAL INSIGHT, UH, TO THIS MATTER WHEN HE SAID THAT FROM HIS DAYS AS AN INTERN, HELPING CHRISTINE TOBER WITH THE FIRST HOSANNA SCHOOL BOARD SCHOOL BOND BILL. TO HIS EFFORTS TO HONOR ERNEST BURKE. HAVING A GRAZE COLORED SCHOOL AND SERGEANT ALFRED B. HILTON. WE KNOW THAT THERE THAT WE NEED A LOCAL PROGRAM TO RESTORE AND PRESERVE OUR RICH AFRICAN AMERICAN HISTORY FOR GENERATIONS TO LEARN ABOUT. AND HE ALSO SAID THAT IN ADDITION TO THAT IT'S GOING TO BE IT'S GOING TO DECLARE JIM TEETH AS AN OFFICIAL HOLIDAY. THE COUNTY EXECUTIVE'S PUTTING ACTION TO WORDS. SO WE JUST CAN'T SAY THAT WE WANT TO COMMUNITY THAT RESPECTS OUR PERSON, REGARDLESS OF THE COLOR OF THEIR SKIN. WE HAVE TO PUT ACTION WITHOUT WORDS, JUST AS THE COUNTY EXECUTIVE HAS PROPOSED. AND I'D LIKE TO JUST CLOSE WITH THIS. MM STAY A QUOTE BY BRYAN STEVENSON, FOUNDER OF THE EXECUTIVE IS THE FOUNDER AND EXECUTIVE DIRECTOR OF THE EQUAL JUSTICE INITIATIVE. THEY SAID THIS AND WE CANNOT HEAL. THE DEEP WOUNDS INFLICTED BY THE ERA OF RACIAL TERRORISM UNTIL WE TELL THE TRUTH ABOUT IT. BEST EXTEND MY COMMENTS. THANK YOU SO MUCH. DR PHILLIPS. EXCUSE ME JUST BRIEFLY. TONIGHT WE GET TO SAY THANK YOU AND GOODBYE TO PATRICK SPICER. THE. BORDER TERRIER OR THE SCHOOL ATTORNEY FOR 33 YEARS. I'VE KNOWN PAT FOR ALMOST 40 YEARS. WHEN I MET HIM WE USED TO PLAY. OVER 30 MEN'S BASKETBALL. IT SEEMED LIKE THE RIGHT HIGH SCHOOL MONDAY NIGHTS. AND I LOOK FORWARD TO THOSE NUMBER ONE BECAUSE I LOVE PLAYING BASKETBALL, BUT NUMBER TWO. I ALWAYS LIKED PLAYING AGAINST GUYS WHO WE'RE A LITTLE BETTER THAN ME AND MADE ME WORK HARDER. AND THAT'S HOW I LOOKED AT MY MATCHUPS WITH PAT. WE USUALLY PLAYED OPPOSITE POINT GUARDS WHEN WE GOT INTO THE GAMES TOGETHER. AND HE PROBABLY GOT THE BEST OF ME EIGHT TIMES OUT OF 10. BUT A COUPLE OF NIGHTS I WAS ABLE TO GET AROUND AND SCORE. IF YOU WANT HIM. WE HAD A LOT OF FUN. AFTER THE 10 YEARS OR SO THAT I STOPPED. I STOPPED PLAYING AFTER 10 YEARS AND WE KIND OF LOST TRACK OF EACH OTHER. BUT I GOT TO MEET UP WITH HIM AGAIN 2.5 YEARS AGO SINCE SITTING ON THE BOARD AND HE'S BEEN A CONSUMMATE PROFESSIONAL. HE HAS DIRECTED THE SCHOOL SYSTEM FROM A LEGAL STANDPOINT IN IN IN WAYS THAT I REALLY NEVER HAD IMAGINED PRIOR TO BEING SETTING UP HERE. AND. WERE SERVED. THE SCHOOL IS

[00:10:04]

CERTAINLY GOING TO MISS YOUR GUIDANCE. MM THANKS FOR EVERYTHING YOU'VE DONE FOR HARFORD COUNTY AND GOOD LUCK TO YOU AND YOUR TRAVELS AND DON'T STAY A STRANGER, RIGHT? MRS KARWACKI. JUST WANT TO ACTOR THAT MR SPICER. HE WILL BE MISSED. YOU HAVE DONE SO MUCH FOR HARFORD COUNTY PUBLIC SCHOOLS. AND I HOPE YOU KNOW HOW MUCH YOU WERE APPRECIATED. I WOULD LIKE TO ASK A FAVOR OF YOU. AT THIS TIME. WE HAVE A NEW ATTORNEY IN THE ROOM. AND WOULD YOU BE SO KIND AS TO INTRODUCE HER? CERTAINLY IT'S MY PLEASURE TO INTRODUCE MISS KIMBERLY NEAL, WHO COMES FROM TO US FROM CHILDREN'S GUILT. SHE WAS FORMERLY GENERAL COUNSEL AT THE MARYLAND CHILDREN'S GUILT. WHERE SHE, UM. HAD A GREAT DEAL OF EXPERIENCE AND EDUCATION LAW. IN A NUMBER OF AREAS AND. AND I HAVE BEEN WORKING TOGETHER IN THE LAST COUPLE OF DAYS, TRANSITIONING FROM HER TAKING ME LEAVING THE ROLE AND MS NEAL, ASSUMING THE ROLE GENERAL COUNSEL. AND I CAN TELL YOU THAT I FEEL HIGHLY CONFIDENT THAT THE BOARD. IN THE SCHOOL SYSTEM IN PARTICULAR WILL BE IN GOOD HANDS. TOM WITH MISUNDERSTAND THIS NEIL'S GUIDANCE AND LEGAL ADVICE AND REPRESENTATION. THANK YOU AGAIN FOR EVERYTHING. THANK YOU. MISS HOLCOMB. I HAVE NO COMMENTS THIS EVENING. THANK YOU. MR SCARIER. THANK YOU. CAN YOU GUYS HEAR ME? YES. GREAT. MR SPICER. YOU WILL BE VERY MESS. I AM ENJOYED ALL OF OUR TIME TOGETHER AND YOU'RE WILLINGNESS TO HELP ME WITH JUST TRYING TO UNDERSTAND SOME THINGS IN YOUR HUMOR WILL BE GREATLY MISSED.

BUT I WISH YOU THE VERY BEST OF EVERYTHING AND HOPE YOU GET TO TRAVEL AND EXPLORE HISTORY AND DO ALL THE THINGS THAT YOU LOVE. BUT YOU CAN ALWAYS COME BACK AND VISIT AND TUNE IN WHENEVER YOU LIKE. WE WOULD LOVE THAT. OKAY. THANK YOU. THAT'S ALL FOR ME. THANK YOU. I'D LIKE TO ECHO THAT ALSO, AND I HOPE YOU SHARE YOUR TRAVEL ADVENTURES WITH ME. SO I KNOW WHERE TO GO WHEN I GET THE TIME. SO THANK YOU VERY MUCH FOR ALL THAT YOU'VE DONE FOR US. THANK YOU ALL FOR YOUR KIND

[B. Public Comments]

COMMENTS. AND I WILL SHARE MY TRAVEL ADVENTURES. APPRECIATE THAT. SO NEXT. WE HAVE PUBLIC COMMENTS. SO THE IN PERSON SPEAKERS WILL PROCEED. FIRST, THEY WILL BE CALLED ON BY THE BOARD SECRETARY. REMOTE SPEAKERS WILL PROCEED NEXT. THEY WILL BE ADMITTED TO THE MEETING BY HCPS STAFF MEMBER WHEN IT IS THEIR TURN TO SPEAK. I'LL SPEAKERS WILL RECEIVE THREE MINUTES TO SPEAK DUE TO THE NUMBER OF REGISTERED SPEAKERS. SPEAKERS MAY BE INTERRUPTED AND BE GIVEN NOTICE WHEN THEY HAVE 30 SECONDS LEFT WHEN SPEAKERS HAVE REACHED THEIR THREE MINUTE MARK. THEIR TIME WILL EXPIRE. MRS RALLO, WILL YOU PLEASE BEGIN THE IN PERSON REGISTERED PUBLIC SPEAKERS. YES UM, WE HAVE MICHELLE SPENCER, FOLLOWED BY JOHN DAVID'S. GOOD EVENING WHERE MEMBERS IN DR BOLSON. MY NAME IS MICHELLE SPENCER AND I'M PROUD FIRST GRADE TEACHER AT CHURCHILL ELEMENTARY SCHOOL. I'M HERE TONIGHT TO SPEAK ON BEHALF OF THE UNITS OF STUDY. AS AN EDUCATED FOR HARFORD COUNTY PUBLIC SCHOOLS FOR 21 YEARS, I'VE APPRECIATED LUCY CALKINS AND HER LEADERSHIP ROLE IN THE LITERACY FIELD SINCE THE COUNTY FIRST ADOPTED THE WRITING UNITS OF STUDY SIX YEARS AGO. LUCY CONTINUES TO EVOLVE THE UNITS TO STUDY AND TO COLLABORATE WITH RENOWNED LITERACY EXPERTS KEEP RELEVANT AND TO CREATE A CULTURE OF CONTINUOUS IMPROVEMENT. HER APPROACH RAISES THE LEVEL OF TEACHING, READING AND WRITING. FOR ALL EDUCATORS AND EMPOWERS EACH STUDENT AND TEACHER TO BECOME THE BEST SELVES. THIS IS EVIDENT IN MY FIRST GRADE CLASSROOM. MY STUDENTS ARE PROGRESSING THROUGH LEVELS OF TEXTS THAT ONLINE WITH THE BENCHMARK EXPECTATION. THE READING AND WRITING WORKSHOP APPROACH HAS THE ADDED BENEFIT OF BOTH SMALL GROUPS AND CONFERENCES. THIS IS WHERE I CAN DIFFERENTIATE MY INSTRUCTION TO BETTER MEET THE NEEDS OF MY STUDENTS CURRENTLY IN MY CLASS OF 17 STUDENTS. NINE STUDENTS HAVE ALREADY MADE THEIR END OF THE YEAR EXPECTED GROWTH AT THE MIDDLE OF THE YEAR. DATA POINT AT THE AND 17 OF MY STUDENTS. 10 ARE VERY OUT OF 17 UNITS. 10 ARE READING AT THE SECOND GRADE. AND FOR THOSE STUDENTS WHO WERE IDENTIFIED WITH THE DOUBLE SCREENING AND QUALIFIED FOR SUPPLEMENTED INSTRUCTION, SIX REPLACED AN INTERVENTION AND OUR PROGRAM PROGRESS MONITORED MONTHLY. TWO OF THE STUDENTS HAVE NOW MADE THEIR END OF THE YEAR GROWTH ALSO, AND FOR THROWN AT LEAST THREE LEVELS IN THE SPINDLE BENCHMARK ASSESSMENTS. I ATTRIBUTE THIS SUCCESS TO MY

[00:15:05]

ONGOING PROFESSIONAL DEVELOPMENT WITH BOTH THE TEACHING COLLEGE AND THE REAL OFFICES. THEY'VE ENHANCED MY SMALL GROUP INSTRUCTION TO ALIGN WITH BEST PRACTICES, I BELIEVE, WITH THE NEWLY IMPLEMENTED FOX PHONICS UNITS OF STUDY. AND THAT CONNECTION BETWEEN ALL THREE WORKSHOPS PROVIDES CONTINUOUS REINFORCEMENT AND FOUNDATIONAL SKILLS. THROUGHOUT THE COURSE OF THE DAY. THE REPETITION AND REINFORCEMENT IS SO CRITICAL FOR BEGINNING READERS. AND IN ALL MY YEARS OF TEACHING, I'VE KNOWN THE IMPORTANCE OF KNOWING WHERE MY STUDENTS ARE PLAN ACCORDINGLY FOR INTENTIONAL INSTRUCTION. THE UNITS STUDY HAVE GIVEN ME A POWERFUL PLATFORM. TO BUILD MY TEACHING CAPACITY AND TO GUIDE MY STUDENTS ALONG THEIR LEARNING PATHS. THANK YOU FOR SUPPORTING THE UNITS STUDY IN OUR ELEMENTARY SCHOOLS. GOOD EVENING BOARD MEMBERS AND DR BOLSON. MY NAME IS JENNIFER DAVIDSON. AND I AM A THIRD GRADE TEACHER, CHURCHILL ELEMENTARY. I'VE BEEN IN EDUCATION FOR 12 YEARS AND SAID SEVEN OF THOSE YEARS HAVE BEEN AT CHURCHILL. I'M HERE TONIGHT, SPEAKING IN SUPPORT OF THE LUCY CAULKINS UNITS OF STUDY. I'M IN A UNIQUE POSITION WHERE WE ARE DEPARTMENTAL IZED, WHICH MEANS I HAVE THE PRIVILEGE OF TEACHING THE UNITS OF STUDY AND READING TO EVERY THIRD GRADE STUDENT AND TEACHING RIGHT INTO MY HOMEROOM STUDENTS. THIS ALLOWS ME TO UTILIZE THE WORKSHOP TO MEET THE NEEDS OF MY STRIVING AND THRIVING READERS WITH SMALL GROUP INSTRUCTION. I CAN EASILY DIFFERENTIATE TO RETEACH COMPONENTS OF A MINI LESSON. SEE WHERE SKILL GAPS ARE OCCURRING AND PROVIDE EITHER SUPPLEMENTAL SUPPORT OR ENRICHMENT. THE APPROACH TO LEARNING IN THE READING WRITING WORKSHOP INCLUDE PEER COLLABORATION AND FEEDBACK. STUDENT LED DISCUSSIONS, GOAL SETTING AND CHOICE. AS BOTH THE PARENT AND AN EDUCATOR. I'VE WITNESSED FIRSTHAND HOW STUDENTS ARE MOTIVATED WHEN THEY GET TO CHOOSE THE BOOKS THAT THEY WILL READ. FROM THE START OF THE YEAR WHEN STUDENTS BEGIN THE FIRST UNIT BUILDING A READING LIFE TO THE FINAL UNIT, THE ENGAGEMENT AND MOTIVATION TO READ CONTINUES TO MATURE WITH STAMINA AND VOLUME. IT IS EXCITING TO SEE THIS LOVE OF READING DURING THE WORKSHOPS, WHILE THE PROGRESS OF MY STUDENT STUDENTS RANGES THE GROWTH IN READING GRADE LEVEL TEXTS AND COMPREHENSION IS A FOCUS FOR ALL STUDENTS. I HAVE 12 3RD GRADE STUDENTS OUT OF 59 WHO ARE RECEIVING SUPPLEMENTAL SUPPORT IN READING INSTRUCTION. THESE STUDENTS ARE PROGRESS, MONITORED AND SCREENED WITH THE DEVIL'S ASSESSMENT. THEY ARE PROVIDED MORE SMALL GROUP SUPPORT WITH ALL HANDS ON DECK THAT INCLUDES SPECIAL EDUCATORS. GT TEACHERS AND PEER EDUCATORS.

ANOTHER VERY IMPORTANT PART OF THE UNITS OF STUDY IS CONFERENCING, WHETHER THAT BE 11 ON ONE OR SMALL GROUP INSTRUCTION. THIS ALLOWS THE TEACHER TO ENRICH RETEACH AND CHECK IN WITH STUDENTS. IN SMALL GROUPS, STUDENTS BUILD UPON ONE ANOTHER AND THEIR DISCUSSIONS ABOUT THE BOOK ABOUT THEIR BOOKS . ONE THING I LOVE ABOUT CONFERENCING IS SMART IN SMALL GROU WHEN STUDENTS BEGIN TO MAKE CONNECTIONS WITH THEIR OWN LIFE. OR SOMETHING THAT HAPPENED IN SCHOOL WHEN YOU CAN MAKE A CONNECTION YOU WON'T FORGET WON'T FORGET IT, AND THE LEARNING IS INTERNALIZED. AS YOU CAN SEE, I'M PASSIONATE ABOUT TEACHING THE UNITS OF STUDY. THE BENEFITS ARE HUGE. WE WANT CHILDREN TO LOVE TO READ THIS INSTILLS A LOVE OF READING AND LEARNING WITH BEST PRACTICES AT THE HEART OF INSTRUCTION. WE'RE ALL HERE TONIGHT WITH THE SAME GOAL IN MIND TO GIVE OUR STUDENTS THE BEST EDUCATION POSSIBLE. KEEPING THE UNIT'S A STUDY IN OUR ELEMENTARY SCHOOLS WILL ENABLE STUDENTS TO BE LIFELONG READERS AND WRITERS.

THANKS FOR YOUR TIME. NEXT WE HAVE DAVE BRIDGE JUNE, FOLLOWED BY CINDY HOPER. I'M HERE TONIGHT TO COMMENT ON THE DECISION OF THE BOARD TO CHANGE THE NAMES OF JOHN ARCHER AND WILLIAM PACKAGE SCHOOLS MY STATUS TO SPEAK AS A 40, A 40 YEAR CIVIL WAR REENACTOR I HAVE PERSONALLY HELPED RAISE OVER $14 MILLION FOR BATTLEFIELD PRESERVATION. FOR MY WORK AND HELPING TO PRESERVE OUR NATION'S HISTORY. I'VE RECEIVED AWARDS FROM SUCH ORGANIZATIONS AS THE SHENANDOAH VALLEY BATTLEFIELD FOUNDATION. I'VE DONE SCORES OF LIVING HISTORY PRESENTATIONS FOR SUCH AGENCIES AS A NATIONAL PARK SERVICE, MARYLAND STATE PARKS AND IN YEARS PAST THE HARFORD COUNTY SCHOOL SYSTEM. I AM THE FATHER OF A DAUGHTER, WHO ATTENDED JOHN ARCHER. AND ONLY LEFT BECAUSE SHE HIT THE LEGAL AGE WHEN SHE COULD NO LONGER RECEIVE SERVICES. AT THE LAST BOARD MEETING, MS KARWACKI SPOKE ABOUT QUOTE HISTORY THAT WE DO NOT KNOW ON QUOTE. MR SPICER AND HIS WOEFULLY INADEQUATE PRESENTATION. GAVE WILLIAM PACEMAKER LIFE A MERE 25 SECONDS, LEAVING OUT PACK OF ORGANIZED MARYLAND RESISTANCE TO THE STAMP ACT. HE FOUND THAT THE SONS OF LIBERTY IN MARYLAND HE'S A MARYLAND DELEGATE THAT BOTH THE 1ST AND 2ND CONTINENTAL

CONGRESS IS HE VOTED FOR THE ADOPTION OF THE DECLARATION OF INDEPENDENCE IN JULY. 17 76. HE GAVE US A PERSONAL FORTUNE TO HELP FEED AND CLOTHE WASHINGTON'S OR ME. STUFF IS WARTIME SERVICE PACK THAT WAS MADE A MEMBER OF THE SOCIETY OF THE CINCINNATI BY PRESIDENT WASHINGTON A REMARKABLE ACHIEVEMENTS. FOR ME OFF. AMENDMENTS TO THE NEW CAR. AND MANY. PROPOSED AMENDMENTS OF HIS BECAME A PART OF OUR BILL OF RIGHTS. REFERRED TO PACA AS THE QUOTE, DELIBERATE ER ON QUOTE AND WROTE THE SAMUEL CHASE AND 17 76 THAT QUOTE PACHTER ACTED GENEROUSLY AND NO BELIEVE DURING THE CONVENTION. TWO FINER. QUOTE BE LOVED AND RESPECTED BY ALL WHO KNEW HIM AND CONSIDERED AT ALL TIMES A SINCERE PATRIOT AND HONEST MAN. WILLIAM PACA WAS AND WALKED WITH GIANTS. TIME LIMITS PREVENT ME FROM SPEAKING ON JOHN ORCHARD COMMANDED A BATTALION AND WASHINGTON'S ARM. FORM. THE MILITIAS OF HARPER CAN ROD EWING. THAT THE CEASED PRINCIPLE OF JOHN ARCHER, WHO I CONSIDER THE GREATEST EDUCATOR THE NEVER WORKED IN THIS COUNTY, A CHRISTIAN SPOKE OF THE ALL MEN ARE FLAWED AND.

GOOD EVENING. TONIGHT I'D LIKE TO ADDRESS BULLYING AND HARASSMENT. POLICY. YOU WILL BE VISITING LATER TONIGHT. BLING AND HARASSMENT ARE NEVER OKAY. THEY'RE NOT ACCEPTABLE IN OUR SCHOOLS, AND THEY SHOULD NOT BE ACCEPTABLE AT OUR BOARD MEETINGS. I WOULD LIKE TO ADDRESS THE LONG RUNNING, BULLYING AND HARASSMENT OF ONE OF THE MEMBERS OF THE BOARD. DR BAUER HAS BEEN REPEATEDLY BULLIED AND HARASSED BY A MEMBER OF THE PUBLIC SPEAKING HERE FOR THE PAST YEAR. I'M CATEGORIZING THESE EVENTS AS BULLYING AND HARASSMENT AS THE SPEAKER HAS SINGLED OUT DR BAUER AND TARGETED HIM FOR HIS CHOICE TO REMAIN VIRTUAL, EVEN THOUGH OTHER MEMBERS OF THE BOARD HAVE MADE THE SAME CHOICE. THIS SPEAKER AND OTHERS HAVE BERATED THIS BOARD OVER MANY POLICIES AND DECISIONS, CITING FREEDOM OF CHOICE AS THEIR REASONS FOR DISAGREEMENT. APPARENTLY FREEDOM OF CHOICE EXISTS ONLY AS IT APPLIES TO THEIR FREEDOM OF CHOICE AND NOT TO OTHERS. THE OTHER PROBLEM I HAVE WITH THE BULLYING AND HARASSMENT IS THAT IT COMES FROM A GROUP OF JOHNNY COME LATELY. HAD THIS INDIVIDUAL AND OTHERS ACTUALLY HAD A GENUINE CONCERN OR INTEREST IN THE SCHOOL SYSTEM, THEY WOULD HAVE ANSWERED THE MANY PLEAS FOR PUBLIC INVOLVEMENT MADE PRIOR TO THE PANDEMIC. FOR YEARS, PLEASE HAVE BEEN MADE TO THE PUBLIC TO ENGAGE WITH THE BOARD. THE COUNTY COUNCIL, THE COUNTY EXECUTIVE REGARDING THE BUDGET, AND OTHER ISSUES, THE POLICE, WE REPEATEDLY MET WITH CRICKET. MY FINAL CONCERN IS THAT THE SPEAKER OF BEEN REFERRING TO AND OTHERS HAVE EITHER FILED AS CANDIDATES FOR BOARD SEATS OR ARE WORKING WITH CANADA DECLARED CANDIDATES. GET THE MAJORITY OF THEM HAVE NEVER STAYED AT A BOARD MEETING PASSED THE PUBLIC COMMENTS SECTION THEY HAVE NO IDEA WHAT ACTUALLY HAPPENS IN A BOARD MEETING AND APPEAR TO HAVE ABSOLUTELY NO INTEREST IN THE ACTUAL WORKINGS AND BUSINESS OF THE BOARD. THE ATTACKS ON DR BAUER AND THE BOARD IS A WHOLE THAT HAVE OCCURRED OVER THE PAST TWO YEARS. THE CONSTANT BARRAGE BASED ON FALSE AND MISINFORMATION ARE SOME OF THE REASONS THE GOOD PEOPLE. WITH THE BEST INTERESTS OF THE SCHOOL SYSTEM, AND ITS STUDENTS ARE RELUCTANT TO RUN FOR BOARD OF EDUCATION SEATS. I'M ASKING THE CHAIR AND THE GENERAL COUNSEL TO BRING AN END. TO ANY FURTHER BULLYING OR HARASSMENT OF ANY BOARD MEMBER FOR ANY REASON.

THIS BEHAVIOR HAS NO PLACE IN OUR SCHOOLS IS NOT ACCEPTABLE AND HAS NO PLACE IN OUR BOARD MEETINGS, EITHER. THANK YOU. NEXT. WE HAVE JACOB BENNETT, FOLLOWED BY PAULA. HELLO LAST

[00:25:09]

WEEK, SEVERAL MEMBERS OF THE PUBLIC SAID THAT I HAD STATED FALSEHOODS ABOUT THE LUCY CAULKINS UNIONS HAVE STUDIED. UM THANKFULLY, I HAVE ANNOTATED NOTES OF THE ENTIRE KINDERGARTEN PHONICS GUIDEBOOK AND I WILL BE USING MY THREE MINUTES TO READ FROM SO THE FIRST THING YOU'LL SEE IN CHAPTER ONE OF THE GUY TO THE FINANCE OF YEARS OF STUDY IS A STATEMENT SUGGESTING THAT JUST 6 TO 10 HOURS OF INSTRUCTION ACROSS THE ENTIRE YEAR CAN MAKE THE DIFFERENCE. WISER PHONICS IS BETTER. NOT MORE PHONICS EQUATES TO 10 HOURS THROUGHOUT THE YEAR OF THE 3.5 MINUTES PER DAY, OVER 100 DAYS SCHOOL DAYS. THEN WE GO A LITTLE FARTHER INTO THAT SAME GUIDEBOOK, AND THERE'S A SUGGESTION MADE ON PAGE FOUR THAT THERE IS NO EVIDENCE THAT SYSTEMATIC PHONICS CURRICULUMS LEAD TO IMPROVEMENT AND STUDENTS PERFORMANCE. AND IT TALKS ABOUT READING FIRST BEING A FAILURE, ALTHOUGH WHEN YOU LOOK AT THE HISTORY OF READING FIRST THE YEARS FOLLOWING THAT IS THE ONLY TIME IN RECORDED HISTORY THE UNITED STATES ON INCREASE IN FOURTH GRADE READING PROFICIENCY. SINCE THEN IT HAS NOT HAPPENED. IT WAS ONLY ATTEMPT WE'VE EVER MADE NATIONALLY TO MAKE A PUSH FOR SYSTEMATIC PHONICS. INSTRUCT. YOU LOOK A LITTLE BIT FARTHER, AND IT TALKS ABOUT HOW WE SHOULDN'T WORRY ABOUT TEACHING TO MASTERY WITH THE LETTERS OF THE ALPHABET DON'T STRESS OVER THE WHOLE SET, CHILDREN FIND AND THEIR MISUNDERSTANDINGS.

ALPHABET. BECAUSE WE'RE NOT SIMPLY TEACHING LETTERS WERE ALSO TEACHING THEM HOW TO TEACH THEMSELVES. THE LETTER. NOW LET'S LOOK AT THE GUIDEBOOK STARTING WITH UNIT THE LETTERS THAT ARE EXPLICITLY LAID OUT TO TEACH OUR W M T AND L R AND A AFTER THAT, NO LETTERS ARE EXPLICITLY SAID TO BE TAUGHT AND THEN IN THE GUIDEBOOK, IT SAYS, SURE YOU CAN SLOW DOWN AND TEACH EACH AND EVERY LETTER. THE DOWNSIDE IS IF YOU'RE TEACHING PERCEIVES TOO SLOWLY. CHILDREN WILL LOSE ADVANTAGE AND YOU WON'T HAVE TIME FOR READING AND WRITING INSTRUCTION. I'M NOT SURE WHAT READING AND WRITING INSTRUCTION IS IF CHILDREN DON'T KNOW LETTERS. BUT LUCY THINKS DIFFERENTLY. SO YOU MIGHT THINK IT'S ONLY THE LETTERS OF THE ALPHABET. THAT'S MY ONLY ISSUE.

BUT LET'S TALK ABOUT SYSTEMATIC PHONICS INSTRUCTION. IN THE PAST AS A KINDERGARTEN TEACHER. I'VE TAKEN FIVE WEEKS TO TEACH THE DIA GRAPHS S EACH TH CH PH. WE FINISHED WITH A DIAGRAM WEDDING WITH CAKE. A DANCE FLOOR. I CONSIDER THAT ENGAGING LUCY CAULKINS UNITS OF STUDY TEACHES DIAGRAMS ACROSS TWO LESSONS. LESSONS 15 16 UNIT THREE. FOLLOWED BY ONE LESSON. 17 LESSONS LATER IN UNIT FOR WHICH BY THE WAY, WAS PRECEDED BY THE ONLY LESSON TEACHING LONG VOWELS OF THE ENTIRE YEAR. JUST A QUICK NOTE OF BY THE WAY VALVES CAN MAKE MORE THAN ONE SOUND. SO WHILE IT SUGGESTED THAT THE UNITS OF STUDY DON'T TEACH ALL THE PLAYERS WITH ALPHABET TO GET TWO MORE THINGS, IT GETS ALMOST NOTHING THROUGHOUT THE ENTIRE YEAR AND FAILS TO GIVE CHILDREN THE EXPLICIT INSTRUCTION. THE THING. GOOD EVENING BOARD. DR BOLSON.

MY NAME IS PAULA HARMON. AND I AM HERE TODAY THIS EVENING TO EXPRESS MY THOUGHTS AND DISAPPOINT IN YOUR UNANIMOUS DECISION TO RENAME WILLIAM PACA ELEMENTARY SCHOOL IN THE JOHN ARCHER SCHOOL. I WISH TO PREFACE MY REMARKS WITH TWO STATEMENTS. FIRST IN NO WAY DO I CONDONE SLAVERY AND SECOND? I AM NOT A RACIST. WHAT I AM IS A RESIDENT OF HARFORD COUNTY FOR OVER 60 YEARS WHO TAKES GREAT PRIDE. IN THIS COUNTY'S HERITAGE. I AM ALSO A FARMER, AND I RECOGNIZE THAT SLAVERY WASN'T ACCEPTED PRACTICE BACK IN THE 17 HUNDREDS . IT'S SLAVERY. GOOD ABSOLUTELY NOT. BUT IT WAS THE NORMAL COURSE OF AGRICULTURE AT THAT TIME. SLAVERY HAS BEEN A PART OF ALMOST EVERY SOCIETY SINCE CIVILIZATION BEGAN, AND UNFORTUNATELY, IT'S STILL EXISTS TODAY, ESPECIALLY IN COUNTRIES RUN BY DICTATORS AND WITHOUT THE FREEDOM OF SPEECH. ISN'T IT IRONIC? YOU WERE CHOOSING TO CANCEL TWO GENTLEMEN WHO WORKED SO HARD TO CREATE AMERICA'S FORM OF GOVERNMENT, A DEMOCRACY WHICH EVENTUALLY ENABLE PEOPLE TO BE ABLE TO STAND UP AGAINST SLAVERY AND HAVE IT REMOVED FROM OUR COUNTRY. BOTH WILLIAM PACA AND DR JOHN ARCHER WERE BORN IN THE VERY EARLY 17 FORTIES AND LIVED THE PRIME OF THEIR LIVES BEFORE THE CIVIL WAR EVEN STARTED. MR PACKER HELPED LEAD A LOCAL OPPOSITION AND I'M GOING TO I AM GOING TO REFRAIN FROM SAYING ALL OF HIS ACCOMPLISHMENTS BECAUSE THE GENTLEMAN BEFORE ME DID SAY THERE'S ALSO DR JOHN ARCHER IS WELL KNOWN FOR BEING THE FIRST MEDICAL SCHOOL GRADUATE IN AMERICA, BUT HIS HISTORY OF BEING A SOLDIER OF THE AMERICAN REVOLUTION IS OFTEN OVERLOOKED. AFTER HIS GRADUATION FROM MEDICAL SCHOOL. HE CHOSE TO RETURN TO HIS NATIVE PARKER COUNTY, ENROLLING IN THE FIRST

[00:30:05]

MILITIA COMPANY IN THE COUNTY AS A CAPTAIN LATER COMMISSION DOESN'T MAJOR HE WAS ELECTED AS A MEMBER OF THE CONVENTION, WHICH FRAMED THE MARYLAND CONSTITUTION AND ITS SUBSEQUENT BILL OF RIGHTS. AFTER SERVING IN THE WAR HE TRAINED ABOUT 50 MEDICAL STUDENTS IN HIS OFFICE NEAR MEDICAL HALL FARM IN CHURCHVILLE. HE WAS ELECTED A MEMBER OF COMMERCE. OF CONGRESS AND SERVED TWO TERMS PRIOR TO HIS DEATH IN 18. I HAVE A QUESTION THAT I WOULD LIKE YOU TO CAREFULLY CONSIDER IF WE HAD SCHOOLS IN OUR COUNTY NAMED GEORGE WASHINGTON OR THOMAS JEFFERSON, WOULD YOU VOTE TO RENAME THEM? JUST IMAGINE WHAT OUR COUNTRY WOULD BE LIKE WITHOUT THE LIBERTIES AND FREEDOMS THAT THESE MEN FOUGHT. REMEMBER, EVERY SAINT HAS A PAST. EVERY CENTER HAS A FUTURE. I AM GRATEFUL THAT WILLIAM PACA AND DR JOHN ARCHER DID FOR OUR COUNTRY. WHAT THEY DID, DESPITE THEIR SIN OF OWNING SLAVES. PLEASE DO NOT SUCCUMB TO THE CANCEL CULTURE MENTALITY AND ERASE THE ACHIEVEMENTS OF OUR FOUNDING FATHERS. I WOULD HOPE THAT YOU WOULD RECONSIDER YOUR DECISION AND LET THE NAMES OF WILLIAM PACKETT ELEMENTARY AND THE JOHN ARCHER SCHOOL REMAINS. THANK YOU SO MUCH. BENJAMIN HEUSER, BY KAYLA MARIKANA. GOOD EVENING. ONCE AGAIN. I WOULD STILL LIKE TO SEE. DR DAVID BAUER. SHOW UP. I'D LIKE TO SEE A SIGN OF LIFE. I'D LIKE TO SEE WHO HE IS. I'D LIKE TO SEE WORDS OUT OF HIS MOUTH. I HAVE SEEN EVERY OTHER BOARD MEMBERS SHOW UP HERE. JUST NOT HIM. I'M NOT SINGLING HIM OUT. IT'S JUST TWO YEARS. HE DOESN'T WANT TO SHOW UP. WHAT'S GOING ON THERE. UM. NOW AS FAR AS RENAMING THE SCHOOLS. I REALLY DON'T SEE IT BEING TOO UNFAIR TO ACTUALLY PUT OUT A SURVEY. TO ALL THE PARENTS TO FIND OUT WHAT THEY THINK ABOUT IT. RATHER THAN SOME SORT OF PETITION THAT SOMEHOW JUST SURFACED OUT OF NOWHERE. I'M NOT GOING TO GO THROUGH EVERYTHING THAT JOHN ARCHER AND WILLIAM PARKER HAS DONE EXCEPT FOR ONE THING THAT WAS MISSED ABOUT JOHN ARCHER. HE DID SERVE THE 7TH 8TH AND PART OF THE NINTH CONGRESS AS WELL. YOU KNOW, MANY STATES DO NOT HAVE THE LIBERTY LIKE WE DO HERE IN MARYLAND TO CLAIM SUCH HISTORY. THERE SO MANY STATES THROUGHOUT OUR WHOLE COUNTRY THAT NEVER GET THE OPPORTUNITY TO SAY THAT WE HAD A FOUNDING FATHER EVEN WALK THROUGH OUR STATE. MORE OR LESS BE BORN IN OUR STATE RESIDE IN OUR STATE REPRESENT OUR STATE.

HOW LUCKY WE ARE. HOW LUCKY WE ARE TO HAVE SUCH BRILLIANT INDIVIDUALS NOT ONLY A THIRD TIME, BUT IF ANY TIME IN HISTORY YET WE DECIDE ON A WHIMS NOTICE THAT WE JUST WANT TO GO AHEAD AND ERASE THEM OFF OF THE SCHOOL. MAKES ABSOLUTELY NO SENSE BECAUSE THESE ARE THE TRAILBLAZERS, THE PEOPLE THAT ARE THE TOP OF THE TOP THE BEST OF THEIR GAME IN HISTORY. WE JUST WANT TO WIPE THEM OFF AS IF THEY'RE JUST SOME SORT OF DRY RACE MARK. THESE ARE THINGS THAT THE REST OF THE PUBLIC SHOULD HAVE AN OPPORTUNITY TO ACTUALLY SPEAK ON NOT BE PROVIDED 10 HOURS NOTICE, ESPECIALLY WHEN IT CAME TO THE JOHN ARCHER. THIS SHOULD BE TOTALLY OUT THERE AS FAR AS THE PUBLIC DIDN'T AMPLE OPPORTUNITY TO COMMENT ON I REALLY DO FIND THIS COMPLETELY AND UTTERLY IRRESISTIBLE. WE SHOULD ACTUALLY ENJOY THE FACT THAT BALTIMORE WAS ONE OF THE MOST HISTORIC PLACES. EVER IN HISTORY. WE'VE HAD ZIMMER'S HISTORIC LEGENDS THAT HAVE EVER GRACED THE EARTH HERE. HERE. WE SHOULD BE PROUD OF. WE SHOULDN'T BE ERASING. THANK YOU.

HELLO. KAYLA MUELLER, SPANISH. WITHOUT MASKS, CENKOVA NUMBERS TO DISCUSS WE CAN START TO ADDRESS THE REAL CRISIS HAPPENING IN OUR PUBLIC SCHOOLS , EDUCATION LOSS, MENTAL HEALTH , THE EXTREME INCREASE IN VIOLENCE AND SEXUAL GROOMING AND POLITICAL INDOCTRINATION OF OUR CHILDREN. THE MARYLAND STATE DEPARTMENT OF EDUCATION REDUCED THE TEST DIFFICULTY FOR THE CAPS . THE TESTS WERE MADE SHORTER AND GIVEN FOR A GREAT LOWER, BUT WE KURT BELOW THE CURRENT GRADE LEVEL OF THE STUDENTS. EVEN WITH THESE ADJUSTMENTS, THE END CAPS TAKEN IN THE FALL SHOW DIRE NUMBERS IN PROFICIENCY. WITH WHILE THE TEACHER'S UNIONS ALONG WITH MSD, AND THIS BOARD CLOSED OUR SCHOOLS. WE FOUGHT TO KEEP THEM OPEN FOR THIS VERY REASON. HERE WE ARE. TWO YEARS LATER,

[00:35:05]

WITH THE MAJORITY OF OUR STUDENTS NOT PROFICIENT IN MATH OR LANGUAGE ARTS. THE WORST PART IS, WE SAID OVER AND OVER AGAIN. THIS WOULD HAPPEN, BUT YOU DIDN'T LISTEN. SYMPTOMS OF DEPRESSION AND ANXIETY HAVE DOUBLED AMONG ADOLESCENTS. WE ARE EXPERIENCING A HUGE INCREASE IN NEGATIVE BEHAVIORS LIKE VIOLENCE AND SEXUAL ASSAULT, THE NUMBER OF CHILDREN VISITING THE ER FROM MENTAL HEALTH ISSUES INCREASED DRAMATICALLY. ACCORDING TO THE CDC, CAUSING THREE CHILDREN'S HEALTH ORGANIZATIONS TO RECENTLY DECLARE MENTAL HEALTH STATE OF EMERGENCY RIGHT HERE IN HCPS, THERE HAS BEEN A STEADY INCREASE OF SUICIDAL IDEATION REPORTS ALONG WITH MULTIPLE SUICIDE ATTEMPTS. THE WORST PART IS WE SCREAMED FROM THE TOP OF OUR LUNGS THAT OUR CHILDREN WERE HURTING, BUT YOU DIDN'T LISTEN. THERE WAS A SHARP IN VERY CONCERNING RISE IN SCHOOL VIOLENCE. FIGHTS ARE HAPPENING AT AN ALARMING RATE. STUDENTS ARE NOW DISPLAYING A RANGE OF CRISIS REACTIONS, WHICH INCLUDE AGGRESSION IN RESPONSE TO THE LOSSES AND POLICIES OF THE LAST FEW YEARS. THESE FIGHTS ARE NOT SCUFFS IN THE HALLWAY. THEY ARE LONG, VIOLENT BEATINGS WHERE YOUNG CHILDREN ARE STANDING AROUND RECORDING AND WATCHING.

WHAT ARE THE MENTAL HEALTH OUTCOMES FOR THE CHILDREN? WITNESSING THESE ACTS OF VIOLENCE? WE EXPRESS OUR CONCERNS ABOUT THE REPORTS OF INCREASE OF RISKY BEHAVIORS AMONG OUR STUDENTS. BUT AGAIN YOU DIDN'T LISTEN. LASTLY I WOULD LIKE TO ADDRESS THE GARBAGE THAT MSD IN THIS BOARD CONSIDERS TO BE GOOD CURRICULUM FOR OUR CHILDREN. JUST BECAUSE A CHILD CAN LEARN SOMETHING DOES NOT MEAN ITS DEVELOPMENT TO LEE APPROPRIATE FOR THEM. MOST OF US AS PARENTS PAY MONEY TO HAVE THIS TRASH BLOCK FROM OUR CHILDREN'S PHONE AND TABLETS, AND IT IS INFURIATING TO KNOW THAT NOT ONLY CAN THEY GO RIGHT TO THE LIBRARY AND GET IT BUT A LOT OF IT IS BEING TAUGHT RIGHT IN THE CLASSROOMS. I AM A GROWN ADULT, AND I COULD NOT CONTINUE TO READ ONE OF THESE BOOKS BECAUSE IT'S GRAPHIC. SEXUAL NATURE MADE ME TOO UNCOMFORTABLE. I CANNOT EVEN IMAGINE 1/6 GRADER READING THAT AND TRYING TO PROCESS WHAT THEY HAVE READ. IT'S DISGUSTING. AND YOU ALL SHOULD BE ASHAMED OF YOURSELF. IF WE HAVE TO KNOCK ON EVERY DOOR IN HARPER COUNTY TO SHOW PARENTS WHAT THIS BOARD THINKS IT'S ACCEPTABLE FOR OUR CHILDREN, THEN THAT IS WHAT WE WILL DO. OUR COMMUNITY, ESPECIALLY OUR CHILDREN ARE WORTH FIGHTING FOR. THEY'RE THE FUTURE OF HARFORD COUNTY AND THE FUTURE OF MARYLAND. THE TIME IS NOW FOR PARENTS TO SPEAK UP. WE ARE HERE TO TELL THIS BOARD WE WILL NOT ALLOW THE SEXUAL GROOMING AND POLITICAL INDOCTRINATION OF OUR CHILDREN. WE WILL NOT BE POLITICIZED OR CHARACTERIZES HOMOPHOBIC TRANSPHOBIC BIGOTS, RACISTS OR ANY OTHER LABEL THAT YOU WISH TO USE AN ATTEMPT TO HIDE THE TRUTH ABOUT WHAT'S REALLY GOING ON INSIDE OF OUR SCHOOLS. AND MOST IMPORTANTLY, WE WILL NOT STOP UNTIL EVERYONE IS LISTENING. LAST AND PERSON SPEAKERS MICHELLE WILLOUGHBY. MICHEL WILL BE AND I'M GOING TO SPEAK TO THIS YOUNG LADY'S BULLYING COMMENTS. UM MY KID HAD TO WEAR A MASK FOR TWO YEARS. YOU CAN SHOW UP IN PERSON TO FACE YOUR CONSTITUENTS. YOU WANT TO TALK ABOUT BULLYING? WHAT ARE YOU GUYS DOING ABOUT THE BULLYING THAT'S GOING ON IN OUR SCHOOLS RIGHT NOW, BECAUSE I KNOW THAT THE TEACHERS ARE BEING TOLD NOT TO GIVE REFERRALS. BECAUSE IT'S MAKING THE SCHOOL BOARD LOOK BAD. THIS IS UNACCEPTABLE.

THERE'S VIDEOS THAT I'VE SEEN WITH MY OWN EYES. A VOICE BEATING GIRLS UNCONSCIOUS OF BOYS BEATING OTHER BOYS. AND NOTHING IS BEING DONE. THE BULLYING IS OUT OF CONTROL. AND YOU GUYS WANT TO MAKE SURE YOU LOOK GOOD. YOU'RE JUST NOT SO DISTANT.

RELATIVES OWNED SLAVES BACK IN THE DAY. DOES THAT MEAN WE CAN CANCEL YOU? DOES THAT MEAN YOU'RE GOING TO STEP DOWN? BECAUSE I'M SURE THAT THROUGHOUT HISTORY EVERY ONE OF US HAS SOMETHING THAT'S NOT SO GLORIOUS IN OUR PAST. AND THAT'S WHY IT'S THE PAST WE LEARNED FROM IT WOULD BECOME A BETTER SOCIETY. THIS CANCEL CULTURE AND THIS TOUCHY FEELY BULLCRAP. IT'S GOTTA STOP. I MEAN, IT'S RIDICULOUS. THIS GUY MR BOWERS NEEDS TO GET HIS BUTT IN HERE. I CAN'T SEE HOW. HE CAN SIT UP THERE AND TALK IN HIS, UM MR ROGERS VOICE. AND NOT SITTING HERE. TALKING ABOUT FLORIDA. LET'S TALK ABOUT HARFORD COUNTY FOR A MINUTE. I CAN'T WAIT TILL EVERY SINGLE ONE OF YOU REPLACE . AND SINCE I REALLY DIDN'T, UM , HAVE ANYTHING PREPARED? LET ME READ SOME MORE PORNOGRAPHY THAT'S IN THE CLASSROOM. AM I A BOY AND MY GIRL AND MY BOTH MY KNEES. HE DIDN'T KNOW I WAS A VIRGIN. I DID MY BEST TO ACT AS DOMINANT LIKE MY FAVORITE PORN

A FOUR YEAR OLD COULD BE LISTENING TO THIS FOR YEAR OLDS. MA'AM, YOU NEED TO LEAVE. THANK YOU. MOMENTS LATER, WOULD YOU PLEASE BEGIN THE VIRTUAL PUBLIC SPEAKERS? YES, MA'AM. JUST AS A REMINDER TO THOSE WAITING IN THE LOBBY THERE IS THAT 30 MINUTE MAXIMUM , WAIT TIME. SO IF YOU ARE, IF YOU DO FIND YOURSELF REMOVED FROM THE MEETING, PLEASE CALL BACK RIGHT AWAY, AND I WILL KEEP AN EYE ON THE NUMBERS LISTED IN THE LOBBY AND DO MY BEST TO ENSURE THAT THOSE THAT ARE WAITING THAT WE GIVE YOU A MOMENT IF YOU'RE KICKED OUT OF THE LOBBY OF THE LOBBY RIGHT BEFORE YOUR TURN TO SPEAK. AND WITH THAT, I WILL ADMIT THE FIRST SPEAKER. GOOD EVENING. YOU ARE NOW ON THE BOARD OF EDUCATION MEETING BEFORE YOU BEGIN YOUR PUBLIC COMMENT, PLEASE STATE YOUR FIRST AND LAST NAME. YOUR TIME WILL CONCLUDE IN THREE MINUTES. YOU WILL HEAR A BELL RING WHEN YOU HAVE 30 SECONDS REMAINING. PLEASE INTRODUCE YOURSELF AND YOU MAY BEGIN YOUR PUBLIC COMMENT NOW. HI. MY NAME IS LINDA RICHARDSON . I TEACH KINDERGARTEN SCHOLARS OF ROY WILLIAMS ELEMENTARY SCHOOL. WHILE I'VE BEEN IN HTTPS FOR FOUR YEARS, I'M IN MY 28TH YEAR OF TEACHING AND FIRST WANT TO THANK YOU. BOARD OF EDUCATION AND DR BOLSON FOR THE JOB THAT YOU DO FOR THESE PAST FEW YEARS HAVE BEEN A DIFFICULT KIND OF DIFFICULT THAT YOU HAVE DIFFERENT KIND OF DIFFICULT AND YOU'VE BEEN WISE AND GRACEFUL IN YOUR LEADERSHIP. I WANT TO TELL YOU ABOUT THE READING SCORES WITH THIS YEAR'S KINDERGARTEN COHORT AT ROY WILLIAMS. IT TELLS A DIFFERENT STORY THAN SOME OF THE DATA THAT'S BEEN SHARED WITH YOU RECENTLY. THIS YEAR'S MIDDLE OF THE YEAR. DATA IS ASTONISHING. KINDERGARTEN HAS ONLY SEVEN STUDENTS OF 56.

STILL, I'M CONCEPT OF PRINTS. MEANING THEY'RE NOT QUITE READY TO READ. IN 19 4020. THE LAST TIME WE HAD MIDDLE OF THE YEAR DATA. THERE WERE ONLY THERE WERE 34 STUDENTS. ARE READING LEVELS ARE COMPARABLE TO THIS AS WELL. OUR MIDDLE OF YOUR DATA IS REMARKABLE IN THAT 39 OF OUR 56 STUDENTS, 75% OF THEM ARE ON TARGET FOR MEETING THEIR END OF YOUR READING GOAL. COMPARE THAT 42% IN THE MIDDLE OF THE YEAR DATA LAST YEAR. PRETTY AMAZING FOR A LOW PERFORMING SCHOOLS.

WHY THAT'S IMPORTANT, ENORMOUS INCREASE IN THE SCORES. WHAT'S HAPPENING AT ROY WILLIAMS? WELL, I KNOW THERE'S NOT JUST ONE REASON THERE ARE LOTS OF REASONS CURRICULUM, EMPLOYMENT, ATION, TEACHER EXPERTISE AND TEAM MARK AND OVERALL CLIMATE. THIS IS THE FIRST YEAR THAT ROY WILLIAMS HAS IMPLEMENTED THE LUCY CAULKINS UNITS OF STUDY FOR PHONIC, AS WELL AS A GRITTY FOR ANEMIC AWARENESS. WE ALSO TEACH FOR THE PEACOCK IN WRITING IN IT. THE BALANCE OF THESE CURRICULA IS CURRICULUM IS CRITICAL. AND THAT THERE'S NO PERFECT PROGRAM FOR ALL STUDENTS. IN REGARD TO THE PHONICS PROGRAM. WHILE IT'S TRUE THAT NOT EVERY LETTER HAS THIS OWN SPECIFIC LESSONS, IT IS ALSO TRUE THAT THE EXPECTATIONS THAT EACH PROFESSIONAL EDUCATOR ADDRESSED THE INDIVIDUAL NEEDS OF STUDENTS IN FRONT OF THEM. THAT IS JUST IT. THE UNITS OF STUDY IS DESIGNED FOR TEACHERS TO UTILIZE THE TEACHING AND LEARNING CYCLE. ESPECIALLY APPRECIATE THAT I'M GIVEN THE AUTONOMY TO MEET THE NEEDS OF STUDENTS IN MY CLASS ARE DIFFERENTIATION. OUR DISTRICT SUPPORTS THIS BY GIVING US A LARGER WINDOWS AND THE LESSONS IN THE BOOK SO THAT WE CAN MEET THE NEEDS OF THOSE CHILDREN. ON THE OTHER HAND, INTEGRITY IS A SCRIPTED TOOLS USED DAILY TO ENGAGE STUDENTS AND THINKING ABOUT HOW LETTERS AND WORKS WORKS. I WAS REALLY SKEPTICAL AT FIRST. THERE'S NO SPECIFIC TIME TO TEACH THE CONCEPT WITHIN THAT 10 MINUTES ALL AND REPEAT LESSON , BUT THE TRANSFER OF SKILLS FROM BOTH PROGRAMS HAVE BEEN AMAZING. IT IS THE CRITICAL BALANCE OF CURRICULAR RESOURCES. USED WITH FIDELITY AND INTENTIONAL PLANNING. THAT I'M EXCITED TO SEE WHAT PROGRESS IS POSSIBLE. AFTER GIVEN TIME TO PERFECT OUR IMPLEMENTATION OF THESE CURRICULUMS. TRUE IMPLEMENTATION TAKES TIME. FILE A STANDARDS BASED CURRICULUM IS THE TOOL. IT DEPENDS ON THE EDUCATORS DELIVERING THE LESSONS . THIS IS A THIRD YEAR, THIS TEAM OF KINDERGARTEN WITH THE THREE MINUTE MARK. THANK YOU. GOOD EVENING. YOU ARE NOW IN THE

BOARD OF EDUCATION MEETING BEFORE YOU BEGIN YOUR PUBLIC COMMENT, PLEASE STATE YOUR FIRST AND LAST NAME. YOUR TIME WILL CONCLUDE IN THREE MINUTES. YOU WILL HEAR A BELL RING WHEN YOU HAVE 30 SECONDS REMAINING. PLEASE INTRODUCE YOURSELF AND YOU MAY BEGIN YOUR PUBLIC COMMENT NOW. HI. MY NAME IS DESTINY, ABLES. DEAR HARPER COUNTY BOARD OF EDUCATION AND DR BOLTON. THANK YOU VERY MUCH FOR YOUR TIME TONIGHT. I'M A FIRST GRADE TEACHER AT ROY WILLIAMS ELEMENTARY SCHOOL. I WOULD LIKE TO TAKE THE OPPORTUNITY TO INFORM THE BOARD ABOUT HOW VITAL THE LUCY COGGINS FROM PANIC. BREAKING ON HAS BEEN TO MY STUDENTS THIS YEAR. WE HAVE CURRENTLY IN OUR FIRST YEAR OF IMPLEMENTATION OF THE LUCY FUND. AND THERE'S A CLEAR DIFFERENCE FROM THE FOUNDATIONS. CHRISTIE AMUSED PRIOR THIS PROGRAM HAS BEEN IMMENSELY BENEFICIAL TO MY STUDENT. STUDENTS ARE STILL TRANSITIONING BACK FROM THE COVID CLOSURES AND VIRTUAL LEARNING. MY STUDENTS HAVE TRULY BECOME WORD DETECTIVES AND WORD VOTERS. I BELIEVE THE LUCY PHONICS CURRICULUM HAS GREATLY AIDED THEIR GROWTH AND READER. GROWTH AS READERS AND WRITERS.

MY STUDENTS ARE INDEPENDENTLY STUDYING WORDS AND EXCITINGLY ABLE TO IDENTIFY THE ANEMIC ELEMENTS WHEN THEY CATCH THEM IN ANY TIME. STUDENTS CAN INDEPENDENTLY IDENTIFIED THAT ALL TEAMS BLENDS DIA GRAFT AND SNAP WORDS. ON THEIR OWN LIKE I'VE NEVER SEEN BEFORE. IN MY 12 YEARS OF TEACHING EARLY CHILDHOOD, I LOVE THAT THIS PROGRAM IS NOT ISOLATED THE TRANSPARENCY BETWEEN READING WRITING AND PHONICS IS TRULY BREATHTAKING WITH STUDENTS CAN INDEPENDENTLY DECODE UNKNOWN WORDS USING DIRECTLY SKILLS THAT THEY HAVE LEARNED AND FUNNY. AS WELL AS WRITE AND SPELL UNIQUE WORDS CORRECTLY, WITH VALENTIN SPLENDID AND DIAGRAM AGAIN, ALL LEARNING PHONICS. YOU DIRECTLY SEE THE BENEFICIAL CORRELATION. JUNE SUCCESS IS AT THE HEART OF THIS CURRICULUM CHOICE FOR OUR STUDENTS. LUCY CAULKINS PROGRAMS , UNITS OF STUDY AND SONIC ALIGNED WITH OUR NORTH STAR GOALS OF HAVING OUR STUDENTS BECOMING READERS AND WRITERS.

THIS SPANISH CURRICULUM TRULY BUILD THEIR FOUNDATION AND UNDERSTANDING OF WORDS AND ANEMIC ELEMENTS THAT SUPPORT IN GROWTH AS READERS AND WRITERS. I INVITE ANY BOARD MEMBER THAT WOULD LOVE TO SEE THE PROGRAM IN ACTION TO COME INTO MY CLASS. OUR STANDS ARE TRULY AMAZING.

AND LUCY CAULKIN SPANISH CURRICULUM ALONG WITH THE UNITS OF STUDY, IT'S ONLY SUPPORTED OUR STUDENTS THEIR GROWTH AS YOUNG LEARNERS REACHING TOWARDS OUR NORTH STAR GOAL. THANK YOU.

PHONE NUMBER ENDING IN 4486. CAN YOU HEAR ME? PHONE NUMBER ENDING IN 4486. PLEASE TRY PRESSING STAR SIX. I THINK YOU MAY BE MUTED. I THINK WE I THINK YOU CAN HEAR YOU. NOW YOU HAVE THREE MINUTES. YOU'LL HEAR A BELL RING WHEN YOU HAVE 30 SECONDS REMAINING, PLEASE INTRODUCE YOURSELF AND YOU MAY BEGIN YOUR PUBLIC ON THAT NOW.

GOOD EVENING. MY NAME IS HEATHER MORRIS. I'M CURRENTLY THE READING SPECIALISTS THAT RAY WILLIAMS ELEMENTARY SCHOOL. I'M SPEAKING TONIGHT TO SHARE THE INCREDIBLE SUCCESS THAT OUR STUDENTS AND TEACHERS HAVE EXPERIENCED BECAUSE OF ADOPTING INTEGRITY AND THE UNITS OF STUDY CURRICULUM. HARFORD COUNTY PUBLIC SCHOOLS HAS FAMILY FOUND THE CURRICULUM THAT SUPPORTS LITERACY AS A WHOLE. I HAVE NEVER WITNESSED CHILDREN SO EAGER TO STATE AND LEARN THEY TRULY SEE THEMSELVES AS READERS AND WRITERS. THE PHONICS, READING AND WRITING CURRICULUM WORK TOGETHER TO REINFORCE ONE ANOTHER. SO STUDENTS ARE NOT JUST LEARNING, BUT APPLYING WHAT THEY'VE BEEN CALLED. THIS IS RESULTING IN UNPRECEDENTED GROWTH. TODAY IN THE FIRST THREE PHONICS LESSON, WE FOCUSED ON HOW THE VALVE TEAMS E AND E. A USUALLY REPRESENT THE LONG TOWN.

THE SKI PARTNERS, THEN WENT ON A WORD HUNT IN THEIR BAG OF BOOKS TO FIND E A WORD. AS A LESSON CAME TRUE. CLOSE. WE CAME BACK TOGETHER TO SORT THE WORD. ONE COLUMNIST TITLED WOLF FOLLOWERS , AND THE OTHER COLUMN WAS TITLED FULL BREAKERS. WHILE THE MAJORITY OF THE WORDS THAT UNDER THE HEADING RULE FOLLOWERS THERE ARE A FEW WORDS SUCH AS HEAD THAT WAS LOVE WITH D A BUT DOES NOT FIT ALONG EACH PATTERN. THIS IS AN EXAMPLE OF HOW GREAT THE UNITS OF STUDY IS A STUDENT. THE STUDENTS ARE TAUGHT TO BE FLEXIBLE WHEN DECODING, THEY NEED TO START SOUNDING WORDS OUT USING CHRONIC SCHOOLS THAT WORK MOST OF THE TIME. BUT TO BE AWARE THAT SOMETIMES THEY WILL NEED TO TRY ANOTHER STRATEGY. WHEN THE YEAR BEGAN 16 OUT OF THE 20 STUDENTS IN THIS FIRST GRADE CLASSROOM. WE'RE READING BLOOD GRADE LEVEL. NOW 90% OF THE CLASS IS READING AT OR ABOVE GRADE LEVEL STANDARD. THIS HAS NOT HAPPENED IN THE PAST. WITH THE UNITS OF STUDY. INTRINSIC

[00:50:03]

MOTIVATION HAS BEEN TAUGHT. PREVIOUS CURRICULUM TAUGHT READING, WRITING AND PHONICS AND ISOLATION. WE HAD TO DO CARTWHEELS ACTUAL CART WHEELS. TO GET STUDENTS TO PAY ATTENTION. WITH THE UNITS OF STUDY. THE STUDENTS ARE NATURALLY ENGAGED. BEING NO LONGER FEEL THAT LEARNING IS BEING PUSHED UPON THEM. THEY SEE HOW THE MANY LESSONS IN THE SMALL GROUP INSTRUCTION CONNECT FROM ONE LETTER PEOPLE OFF THE OTHER AND THEY LIGHT UP WHEN THEY SEE THESE CONNECTIONS. WITH THE UNITS OF STUDY READING STAMINA IS ALSO OFF THE CHARTS.

STUDENTS ARE NO LONGER BOARD OR AVOIDING READING. THEY'RE NO LONGER ASSIGNED SPECIFIC BOOKS OR PAGES TO READ BY THEIR TEACHERS. INSTEAD THEY'RE TAKING BOOK COLLECTIONS. UTILIZING THE LIBRARY WOMAN TURNS LATCHING ONTO ENTIRE BOOK SERIES. CHILDREN AND ROY WILLIAMS LOVE READING LIKE THEY HAVE NEVER LOVED READING BEFORE. I THOUGHT READING FOR 14 YEARS ENTITLED ONE SCHOOLS IN THE STATE OF MARYLAND, AND I'VE BEEN A READING SPECIALIST FOR THE LAST EIGHT YEARS WHERE I WORKED WITH TEACHERS AND STRUGGLING WHERE YOU'RE STAYING AND DAY OUT. I'M TRAINED IN INTERVENTIONS SUCH AS SPORT AND WILLINGHAM, PLUS WILSON'S FOUNDATIONS AND MANY OTHER INTERVENTIONS. SO I FEEL QUALIFIED TO SHARE THAT AFTER 24 YEARS IN EDUCATION, WE HAVE FOUND A CURRICULUM THAT MAKES THE DIFFERENCE FOR LITERACY AND CHILDREN. IF YOU HAVE QUESTIONS ABOUT THE CHALLENGES OF TAKEN STRUGGLING READERS OR HAVING READING INSTRUCTIONS BREAK IN THREE DAYS, I WOULD LOVE TO SHARE THAT WITH YOU, MA'AM. THANK YOU. THANK YOU. THANK YOU.

I'M BOARD MEMBERS. MY NAME IS LAURIE SAPPINGTON.

I'M THE PARENT OF 1/4. GRADER YOU KNOW, HARTFORD COUNTY THIS YEAR. IT'S NICE AND VIRTUALLY MEET YOU. I WISH I COULD SEE YOUR FACES. I WORK IN THE EDUCATION SPACE. FOR THE LAST TWO DECADES. I'VE BEEN A TEACHER. THE BALTIMORE COUNTY HAS BEEN A DISTRICT LEADER WITH BALTIMORE CITIES AND I'M GOING TO LEADER AT THE MARYLAND STATE DEPARTMENT OF EDUCATION.

CURRENTLY I WOULD FOR GREAT MINDS, WHICH IS A HIGH QUALITY CURRICULUM ORGANIZATION AROUND THE WORLD. I ALSO WAS A PODCAST. ABOUT LITERACY ON THE PODCAST. WE HELPED TEACHERS, EDUCATORS EVERYWHERE ALONE ABOUT SCIENCE OF READING, KNOWLEDGE BUILDING AND HIGH QUALITY MATERIALS. I HAVE BEEN INSTRUCTION IN CLASSROOMS ACROSS OUR STATE OF MARYLAND AND ACROSS THE ENTIRE UNITED STATES. PRIOR TO LEARNING ABOUT READING SCIENCE. I WOULD HAVE THOUGHT THAT THE READING WRITERS WORKSHOP MODEL WAS REALLY GOOD WAY TO TEACH STUDENTS. IN FACT, I EVEN THOUGHT THAT WAY WHEN I WAS A TEACHER, UM, A WHILE AGO. AND I USED THE LEVEL OF APPROACH. I THOUGHT IT WORKED BECAUSE STUDENTS WERE GETTING WHAT THEY NEEDED. BUT AFTER LEARNING THE READING SCIENCE IMPOSSIBLE TO UNLEARN IT ONCE YOU KNOW BETTER, YOU HAVE TO DO BETTER. STILL ANNOUNCING OUT OF YOU TONIGHT, AND I'M ASKING THAT OF OUR CHURCH. WILL EDUCATORS IN THE ROOM? I'M A BIG FAN OF TEACHERS, LOVE TEACHERS, AND I HEAR THEY'RE IN THE SPACE TONIGHT.

PRICE SURGICAL EDUCATORS. IT'S STILL NICE TO MEET YOU. AND I'M ALSO GOING TO ASK THIS OF THE CALLER WHO CALLED IT IN WITH THE FOUNTAINS AND CANAL DATA. I'M SIMPLY ASKING YOU TO RETHINK WHAT YOU THINK, YOU KNOW. I'M ALSO ASKING FOR A PLEA TO TRANSITION TO SCIENCE BASED APPROACHES TO TEACHING LITERACY . THIS IS NOT A PERSONAL ATTACK ON ANY TEACHER OR EDUCATOR IN THIS 20. IN FACT, HE'S TEACHING AND LEARNING SCIENCES OR ANYTHING BUT PERSONAL TO TEACHERS. BUT THEY ARE INCREDIBLY PERSONAL TO OUR STUDENTS WHO WE SERVE. DOCTOR STEVEN DYKSTRA IS A CLINICAL PSYCHOLOGIST, HE SAID. I THINK STAFF AND INFORMATION ARE ONLY TOOLS AND WHILE WE MUST WIELD THEM CAREFULLY, WE SHOULD NOT BE AFRAID TO CALL OUT THE FAILURES AND INJUSTICE WE SEE. TOO MUCH DECISION. DECISION MAKING IS DRIVEN BY THE DELICATE FEELING OF ADULTS WHO, HOWEVER HARD WORKING AND WELL INTENTIONED, PROTECTED THEIR COLLEAGUES AND FRIENDS OVER THE INTERESTS OF OUR MOST VULNERABLE CHILDREN. WE'RE INVESTING THE LIVES OF OUR CHILDREN AND BAD DECISIONS IN ORDER TO AVOID THE SHAME AND DISCOMFORT OF ADMITTING WE WERE WRONG. THIS IS NOT UNPRECEDENTED. IT'S HAPPENED MANY TIMES BEFORE MANY PLACES SURROUNDING MONEY DECISIONS. BUT LIKE THOSE OTHER KINDS, THIS MUST END. ANY OTHER RESULT WOULD BE IMMORAL THE VICTIMS AFTER ALL OUR OUR CHILDREN. UNQUOTE. IN THE FOLLOWING MONTHS. I'LL SEE YOU AT EVERY BOARD MEETING AND I REALLY DO APOLOGIZE. I COULD NOT BE THERE IN PERSON TONIGHT TO MEET YOU AND SEE YOU. QUALITY COMMUTING. I WILL PROBABLY SHARE MY CHILDS WERE EXAMPLES. WITH HER HIGH QUALITY MATERIALS VERSUS OF WORK SAMPLES FROM HER TIME IN HARTFORD COUNTY, WITH UNITS OF STUDY. I'LL SHARE SUCCESS. STORIES OF DISTRICTS TRANSITION TO SCIENCE BASED APPROACHES. AFTER ADOPTING A LINE FOUNDATIONAL SKILLS PROGRAMS TO KNOWLEDGE BUILDING TRADED TEXT SETS THAT BUILD VOCABULARY INFLUENCE THERE. I'LL SHARE HOW TEACHERS NEED TRAINING TAX ACUTELY SCIENCE BASED PROJECTS BECAUSE THEY WEREN'T TAUGHT THIS IN COLLEGE AND BECAUSE THE WAVES ARE CURRENTLY TEACHING ARE EASIER THAN USING FINE. YOU HAVE REACHED THE THREE MINUTE MARK. THANK YOU. EIGHT. GOOD EVENING. YOU ARE NOW ON THE BOARD OF EDUCATION MEETING

[00:55:07]

BEFORE YOU BEGIN YOUR PUBLIC COMMENT, PLEASE STATE YOUR FIRST AND LAST NAME. YOUR TIME WILL CONCLUDE IN THREE MINUTES. YOU WILL HEAR A BELL RING WHEN YOU HAVE 30 SECONDS REMAINING.

PLEASE INTRODUCE YOURSELF AND YOU MAY BEGIN YOUR PUBLIC COMMENT NOW. GOOD EVENING. MY NAME IS LINDSEY ELMORE. AFTER THE LAST BOARD MEETING, I WAS TALENTED, ENCOURAGED TO LEARN MORE ABOUT THE ORIGINS OF SCHOOL NAMES IN MY HOMETOWN OF ABERDEEN, AND I WOULD LIKE TO SHARE THIS STARTING WITH YOU. BAKERSFIELD IS NAMED FOR THE BAKER FAMILY, A PROMINENT ABERDEEN FAMILY OFFERED WHO OPERATED A FARM WITH BAKERSFIELD ELEMENTARY NOW STANDS. IT WAS BAKERSFIELD AND SO THE NEED BIGGER FIELD. YOU MAY HAVE KNOWN THAT, BUT DID YOU KNOW THAT THE OWNER, ONE OF THE OWNERS, GEORGE SPEAKER IS RECORDED IN THE 18 40 CENSUS IS HAVING ONE FEMALE SLAVE IN HOUSEHOLDS. I WAS. CROSSROADS HAS A SIMILAR BACKGROUND BACK BEFORE ABERDEEN WAS INCORPORATED INTO A TOWN. IT WAS MADE UP OF SEVERAL VILLAGES, ONE OF THEM BEING CALLED CALLED CROSSROADS. AND 17 20 CHARLES ALBERT, THE FIFTH LORD OF BALTIMORE GRANTED 1140 ACRES OF FERTILE LAND TO EDWARD HALL. WHAT WERE PEOPLE DOING WITH THAT MUCH FERTILE LAND BACK IN 17 20 YOU GUESSED IT, THE FAMILY OWNED SLAVES. STRAIGHT FROM THE DOCUMENT TITLED NATIONAL REGISTER OF HISTORIC PLACES. INVENTORY NOMINATION FORM POPULAR HILL, THE NAME OF THE RESIDENTS LOCATED IN PRESENT DAY ABERDEEN WAS ORIGINALLY OWNED BY AQUILA HALL AND THEN THE HEIRS OF JOHN D. HALL AND THE 17 98 FEDERAL TAX ASSESSMENT OF HARTFORD COUNTY. IT DESCRIBES THE HOUSE AND PROPERTY DOCUMENT ALSO STATED THAT HIS OTHER ASSETS INCLUDED 22 SLAVES. RIGHT THERE WITH THE DESCRIPTION OF THE PROPERTY AND THE FACILITIES FOR AGRICULTURE. THEY MENTIONED THE HUMANS THAT WERE SEEN AS MERE PROPERTY. I AM WELL AWARE THAT THE CULTURE AND WAY OF LIFE IN THOSE TIMES SOMETIMES MEANT THAT PEOPLE WON'T LEAVE. PERHAPS MANY OF US ARE DIRECT DESCENDANTS OF THOSE WHO ENSLAVE OTHERS. THIS IS A CHAPTER IN HUMAN HISTORY THAT I HOPE AND PRAY IS BEHIND US. BUT IF WE'RE AT THE BUSINESS OF RENAMING SCHOOLS ARE THERE OTHER SCHOOLS WE SHOULD INVESTIGATE. AT THE LAST BOARD MEETING, THERE WAS A VOTE ON WHETHER TO INTERPRET THE BOARD POLICY ON NAMING A PUBLIC SCHOOL BUILDINGS IN SUCH A WAY. THAT MEANT THAT THE JOHN ARCHER SCHOOL SHOULD RECEIVE A NEW NAME. I AM WONDERING WHY IT IS OKAY FOR SCHOOLS SUCH AS BAKERSFIELD IN HALL CROSSROADS CONTINUE WITH THEIR NAMES. I AM AWARE THAT THE SCHOOLS ARE NAMED FOR THEIR FAMILIES AND NOT INDIVIDUAL PEOPLE. BUT WHY SHOULD THAT MATTER IF THE POLICY IS BEING EQUITABLY INTERPRETED? THAT WOULD ALSO MEAN THAT BAKER AND WHOLE FAMILIES WERE NOT OUTSTANDING CITIZENSHIP AND CHARACTER IF THEY OWNED ENSLAVED PEOPLE TO IF THEIR NAMES CAN STAND AND JOHN ARCHER SCHOOL COULD BE RENAMED ARCHER SCHOOL. A TAKEAWAY SHOULD BE THAT ALL SCHOOLS IN THE COUNTY NEEDS TO TAKE TIME. THE FUTURE LEARN ABOUT THE ORIGINS OF THEIR NAMES, SO THEY'RE STAKEHOLDERS CAN MAKE INFORMED DECISIONS ABOUT WHETHER THEIR NAME REPRESENTS WHO THEY ARE. IS THEY SPOKE COMMUNITY IN PRESENT DAY. IF THIS INFORMATION IS SHARED WITH THE BIGGER FIELD IN HALLS, CROSSWORD COMMUNITY, BUT THEY CHOOSE TO KEEP THEIR NAMES. I ENCOURAGE EACH HARPER COUNTY CITIZEN TO LEARN ABOUT THE NAMES OF THE SCHOOLS THAT SERVE THEIR AREA AND SHARE THEIR KNOWLEDGE WITH OTHERS. YES, I CAN HAVE ONE HAS SURELY BEEN OPENED. I HOPE THAT THERE IS A LINE ITEM SOMEWHERE IN THE GPS OPERATING BUDGET TO FUND ALL OF THE REMAINING AND REBRANDING THAT WILL INSTILL THANK YOU FOR YOUR TIME. VICE PRESIDENT MUELLER

NOMINEES. I'M SURE YOU'RE GREATLY DESERVED THE RECOGNITION. NEXT I'D LIKE TO CALL ON MR DONOVAN BROOKS FOR HIS PRESENTATION ON HCPS, SAFETY AND SECURITY. STAYS AGAIN. I'M SORRY. WE GOT IT. YEAH WE'RE ALSO GONNA INTRODUCE DR STACEY GUARANTEES SHE'S CO PRESENTED WITH MR BROOKS THIS EVENING. I'M SO SORRY. FORGIVE ME, NOT YOUR FAULT. WALLS AND MEMBERS OF THE BOARD. DONOVAN BROOKS, CHIEF OF SAFETY SECURITY, JOINED BY, UH, DR STACEY GALLAGHER. WHO ALSO SERVES AS THE CO CHAIR. FOR A SORE SAFETY WORKROOM. TIME I CAME BEFORE. BOARD I SHARED SOME

[01:15:07]

INITIATIVES THAT WE'RE WORKING ON IN THE OFFICE OF SAFETY AND SECURITY. AND TONIGHT, I WANT TO PROVIDE SOME UPDATES ON SOME OF THOSE INITIATIVES THAT WE SHARED THE LAST TIME WE WERE HERE. WHAT WE TALKED ABOUT. WAS. WHAT WE LOOKED AT WHAT WE WERE LOOKING AT POST COVID LOCKDOWN. AS WE'VE COME BACK INTO THE PHYSICAL STRUCTURE OF BUILDINGS, SOME OF THE SAFETY AND SECURITY THINGS THAT WE HAVE IDENTIFIED. COME UP AS CONCERNS. AND HOW WE WOULD MOVE FORWARD TO ADDRESS SOME OF THOSE CONCERNS AND ALSO IDENTIFY SHROUDED SO THE LAST TIME I WAS HERE, WE TALKED ABOUT THE FACT THAT WE HAVE STAKEHOLDER OUTREACH. WELL, WE WOULD HAVE CONVERSATIONS WITH OUR STAKEHOLDER GROUPS. WE HAVE HAD THOSE CONVERSATIONS AND THEY'VE BEEN VERY ROBUST CONVERSATIONS.

I MY DAD AND WE ALSO HAD THE OPPORTUNITY TO HAVE SMALL GROUPS WITH SOME OF OUR BOARD MEMBERS AS WELL. WE ALSO IDENTIFIED THE NEED FOR PROFESSIONAL DEVELOPMENT IN THE AREA OF SAFETY AND SECURITY. AS WELL AS WE'VE HAD THE OPPORTUNITY TO WORK COLLABORATIVELY WITH OUR LAW ENFORCEMENT PARTNERS. SOME OF YOU MAY HAVE SEEN SOME OF THE REAL TALK VIDEOS THAT HAVE BEEN POSTED. WE'VE ACTUALLY CREATIVE SERIES. OF THOSE THAT WILL BE POSTED. SO AS WE. LOOK FURTHER INTO OUR SAFETY AND SECURITY AND LOOK AT OUR DISTRICT FOR OUR SAFETY AND SECURITY LENS. OUR SCHOOL SAFETY WORKGROUP REALLY WORKED TO IDENTIFY HOW WE CAN IMPROVE THE SAFETY AND SECURITY EXPERIENCE FOR ALL OF OUR STAKEHOLDERS. THE WE CAME UP WITH A COMPREHENSIVE LIST OF THINGS THAT WE DETERMINED WHERE AREAS OF IMPORTANCE FOR THE WORK GROUP. WE ALSO FELT IT WAS IMPORTANT TO HEAR DIRECTLY FROM THE STAKEHOLDERS ACROSS THE DISTRICT. AND SO THAT'S WHAT WE DID. WE SOUGHT OUT TO HAVE THAT CONVERSATION. AND SO WE? WE HAD VERY GOOD CONVERSATIONS, AND THOSE CONVERSATIONS CULMINATED WITH THE SURVEYS SURVEYS THAT WE ASKED OUR FOCUS GROUP MEMBERS TO FILL OUT FOR US SO WE CAN CAPTURE EVEN MORE DATA. THE DETERMINE HOW WE NEED TO ADDRESS OUR PROGRAMMING AND WITHOUT PRIORITIES NEEDED TO BE AND SO WITH THAT TONIGHT I'M HAPPY TO BRING TO YOU, UM SOME OF THE RESULTS EVEN THOUGH WE STILL HAVE SOME WORK TO DO IN THIS AREA. WE'VE DONE QUITE A BIT OF THE WORK ALREADY. AND SO WE WANT TO SHARE SOME OF THE FEEDBACK THAT WE RECEIVED FROM OUR FOCUS GROUPS. IF WE CAN GO BACK TO THE PREVIOUS SLIDE, WE WANT TO SHARE THAT INFORMATION AND DR GUARANTEE AT THIS TIME WE'LL SHARE SOME OF THE INFORMATION THAT WE WERE ABLE TO CAPTURE WHEN WE MET WITH OUR STAKEHOLDER GROUPS. GOOD EVENING. AS MR BROOKS NOTED, WE HAVE HAD THE PLEASURE OF MEETING WITH NUMEROUS STAKEHOLDER GROUPS TO GATHER THEIR PERCEPTION ABOUT SAFETY AND SECURITY IN OUR SKULLS. THE WAS FANTASTIC, PROVIDED INSIGHT AND YIELDED SEVERAL COMMON THINGS. OR OPERATIONAL PRINCIPLE GROUP REINFORCED SAFETY AND SECURITY MUST BE OUR SYSTEMS TOP PRIORITY. THE GROUP SHARED HARFORD COUNTY PUBLIC SCHOOLS NEEDS A CLEAR VISION AND A COMPREHENSIVE PLAN TO ENHANCE CONSISTENCY. OUR LEADERS RECOMMENDED THAT THE OFFICE OF SAFETY AND SECURITY BE EXPANDED.

FROM ITS CURRENT STAFFING BECAUSE IT'S JUST NOT ENOUGH. MOST STAKEHOLDER GROUPS SHARED CONCERNS FOR MENTAL HEALTH, SUICIDAL IDEATION AS WELL AS BULLYING AND HARASSMENT ARE STUDENTS AND PARENTS ALSO SHARED CONCERNS WITH BULLYING AND HARASSMENT. AND THE NEGATIVE IMPACT OF CELL PHONES AND SOCIAL MEDIA. BOTH GROUPS RECOMMENDED MORE TIMELY PRACTICE OF SAFETY DRILLS, WHICH WAS ECHOED BY OUR TEACHER LEADERS ARE TEACHER LEADER LEADERS REITERATED THE IMPORTANCE OF TRAINING, ESPECIALLY IN OUR SCHOOLS WITH NEW STAFF. AND FINALLY, ALL STAKEHOLDER GROUPS REINFORCED THE IMPORTANCE OF TIMELY, ACCURATE COMMUNICATION TO NOT ONLY SHARE ACCURATE INFORMATION BUT TO COMBAT MISINFORMATION FROM THAT RUMOR MILL. THANK YOU, DR GARRIGAN. SO WE KNOW THAT THD SECURITY CHANGED DRAMATICALLY IN THE AFTERMATH. THE STONEMAN DOUGLAS TRAGEDY. WITH THAT CAME TO MARYLAND SAFETY LEARN ACT WOULD ADD IT, WHICH ADDED EVEN MORE LAYERS AND RESPONSIBILITIES IN THE AREA OF SAFETY AND SECURITY FOR SCHOOL DISTRICTS ACROSS THE STATE. DURING THIS PROCESS, WE LEARNED, UM THAT WE HAVE CONCERNS BEYOND THOSE THAT ARE OUTLINED IN AMERICAN SAFETY LEARN ACT THAT ARE GERMANE TO OUR DISTRICT. WE ALSO LEARNED THINGS THAT WE WERE DOING WELL IN AREAS THAT WE CAN IMPROVE UPON. SO AS WE LOOK ACROSS THE DISTRICT AND WE THINK ABOUT THINGS THAT WE ENCOUNTER ON A DAILY BASIS. UM THROUGHOUT OUR 54 SCHOOLS ACROSS THE DISTRICT. WE ADDRESS THESE CONCERNS WITH THE TEAMS THAT WE HAVE BUT WE

[01:20:06]

HAVE TO REALLY SPREAD OUR FOOTPRINT. IN TERMS OF THE SUPPORT FOR THE SCHOOLS ACROSS OUR DISTRICT IN TERMS OF WHAT WE PROVIDE FROM THIS OFFICE. SO THOUGH WE RECEIVED MUCH FEEDBACK. AND MANY GREAT IDEAS ON THE ON WHAT WE CAN DELIVER. WE ALSO UNDERSTAND THAT THAT WOULD REQUIRE SOME EXPANSION OF THE OFFICE. IF WE'RE GOING TO TAKE IT, TAKE A LOOK AT THIS FROM A REALITY STANDPOINT. AND SO WHEN WE LOOK AT OUR CURRENT OPERATIONAL REALITY CURRENT OPERATION REALITY. LOOKS LIKE WHAT WE HAVE ON THE NEXT SLIDE. SO THE OFFICE OF SAFETY AND SECURITY, WHICH IS COMPRISED OF FROM OPERATIONAL SET AND ADMINISTRATIVE STANDPOINT, MYSELF AND MY MINISTRATIONS, ASSISTANT AND OUR RESPONSIBILITY FOR PROVIDING SAFE AND SECURITY , GUIDANCE, LOGISTICS AND OPERATIONAL SUPPORT. SPANS ACROSS OUR 54 SCHOOLS, 38,000 STUDENTS AND OUR 5000 PLUS EMPLOYEES. WITH THAT WE ALSO HAVE SUPPORT FROM MY EXTERNAL PARTNERS. IN THE FORM OF 23 SA ROSE, WHO PROVIDE DIRECT SUPPORT TO OUR SECONDARY SCHOOLS, AS WELL AS THREE HEROES WHO ARE CURRENTLY SPREAD ACROSS 27 SCHOOLS, WHERE THEY SHARE THE RESPONSIBILITY FOR PROVIDING COVERAGE OF THOSE SCHOOLS. IN THE FORMAT OF CLUSTERS. WE ALSO HAVE EIGHT SCHOOL SAFELY LIAISONS, WHICH WERE ADDED TWO YEARS AGO, AND THEY HAVE DONE A REMARKABLE JOB IN THE SCHOOLS WHERE WE HAVE THEM ASIDE SO MUCH SO THAT WE'VE IDENTIFIED WHERE WE CAN UTILIZE THOSE SAME TYPES OF POSITIONS TO PARTICIPATE. PORTS ARE SCHOOLS, ADMINISTRATION STAFF AND STUDENTS ACROSS THE DISTRICT. SE EXPECTATIONS AND THE NEEDS OF THE OFFICE OF SAFETY AND SECURITY HAVE EVOLVED AND GROWN EXPONENTIALLY OVER THE PAST FEW YEARS. AND THAT'S UNDERSTANDABLE BECAUSE THERE'S JUST BEEN A CHANGE IN THE WAY BUSINESS IS DONE IN THE AREA OF SAFETY SECURITY SPECIFICALLY WHEN WE TALK ABOUT K THROUGH 12 KT 12 ENVIRONMENT SO WE'RE WORKING DAILY TO MEET THE CHALLENGES AND THE CHANGES THAT HAVE IMPACTED THE WAY THAT WE APPROACH SAVED THE INSECURE AND. WITH THAT WORK AND THE WORK THAT WE'VE DONE ON THE SCHOOL SAFETY WORKGROUP. WE HAVE DEFINITELY IDENTIFIED SOME ADDITIONAL NEEDS AND WE BOUGHT THOSE NEEDS HERE. TO THE BOARD TONIGHT AND AS WELL AS GIVEN DR BOLSON AN OPPORTUNITY TO ALSO DISCUSS SOME OF THE INFORMATION THAT WE'VE SHARED WITH HIM, AND I LIKE TO TAKE A MOMENT, ALSO TO THANK DR ERIC DAVIS, WHO HAS BEEN VERY KEY AND INSTRUMENTAL SUPPORTING US THROUGH THIS PROCESS, PROVIDING OF WEALTH OF KNOWLEDGE AND GUIDANCE IN TERMS OF HOW TO CONDUCT THE PROCESS TO REALLY GLEAN INFORMATION THAT WE'RE LOOKING FORWARD TO IMPROVE, HOW WE APPROACH SAFETY AND SECURITY WITHIN THE DISTRICT. WITH THAT? I THANK YOU. LITTLE HARD TO READ AND INTERPRET IT FOR YOU, UM, SO BORED. I KNOW I WE MET WITH MANY OF YOU LAST WEEK AND SMALL GROUPS. YOU HEARD FROM MR BOOKS AND DR GUARANTEE OR A LITTLE BIT ABOUT THE CONCERNS AND SOME OF THE DATA. WHAT WE WERE. WE'VE BEEN WORKING ON. IS FINDING A WAY TO ADD MORE SUPPORT TO OUR SECURITY TEAM. SO WE'VE WORKED WITH MS JUDD. AND SORT OF GONE THROUGH THE BUDGET. AND SO I'M NOT ASKING FOR ANY KIND OF VOTE TONIGHT, BUT I WANTED TO SHARE WITH THE GROUP. THAT WE BELIEVE WITH THE FUNDS WE HAVE AVAILABLE THAT WE CAN MAKE ADJUSTMENTS AT BUDGET WILL RECONCILE IT AT THE END OF THE YEAR. SO WHEN YOU VOTE ON THE FINAL BUDGET, THIS WILL BE EXPECT. THIS WILL BE A PART OF IT, BARRING ANY OTHER BIG CHANGES BETWEEN NOW AND THEN. UM BUT WHAT? WHAT WE'RE PROPOSING TO INCLUDE THERE. IS A STRUCTURE THAT PROVIDES SECURITY LIAISON SCHOOL SECURITY LIAISON TO EVERY SECONDARY SCHOOL. AND ALSO LEAVING A TEAM OF FIVE WE HAVE HERE ON THE SCREEN FLOATERS , FIVE ADDITIONAL SECURITY LIAISONS WHO CAN BE ASSIGNED AND DEPLOYED. AS NEEDED. AND IN FACT YOU RECALL, YOU KNOW, WE'VE HAD INCIDENTS IN CERTAIN SCHOOLS RECENTLY, AND SOMETIMES THOSE HAVE BEEN ONGOING. SO THE ABILITY IN FACT, WHEN THAT OCCURRED, MR BOOKS ASKED SECURITY LIAISONS WHO? WHO OF THE EIGHT WE HAD IN OUR SCHOOLS, AS SOME OF THEM TO MOVE OVER. AS NEEDED. SO NOW WHAT WE'D HAVE IS WE'D HAVE A FULL TIME SECURITY LIAISON AT EACH OF THE SECONDARY SCHOOL. THOSE FIVE FLOATERS, AND THEN THEY WOULD HAVE SOMEONE WHO IS SUPERVISING THEM. WHO'S HELPING MR BROOKS IN TERMS OF SUPPORTING THE SECONDARY SCHOOLS. ADDITIONALLY, UM, I

[01:25:04]

DON'T. WE CAN'T AT THIS POINT, AFFORD A LIAISON FOR EVERY ELEMENTARY SCHOOL, BUT THE NEEDS ARE A LITTLE DIFFERENT. THERE ARE, YOU KNOW, BUT THERE CERTAINLY DO COME TIMES WHEN WE NEED THAT EXTRA SET OF HANDS TO JUST HELP. WITH THE SECURITY WORK IN THE DISCIPLINE WORK, AND SO WE'RE PROPOSING THAT THERE BE AN ELEMENTARY SUPERVISOR FOR THE GROUP AND FIVE FLOATERS TO BE ASSIGNED TO ELEMENTARY'S SO HOW? EXCEPT EXPECT THIS WILL WORK IS THIS FLOATERS WILL BE IN A SCHOOL EVERY DAY. UM, BUT POSSIBLY MOVED AROUND AS NEEDED . IF WE HAVE ONGOING ISSUES THAT NEED TO BE ADDRESSED IN THE SCHOOL SO THIS WOULD DRAMATICALLY INCREASE OUR SECURITY CAPABILITIES AND, OF COURSE, YOU KNOW WHAT. SECURING A BUILDING TAKES TREMENDOUS TEAMWORK. AND YOU KNOW, ONE PERSON CAN'T DO THAT ALONE. BUT ONE THING WE'VE LEARNED GOING THROUGH THIS PANDEMIC. YOU KNOW WHEN WE PUT UM WHETHER IT WAS THE ESTER SUBS OR THE DIFFERENT THING WE DID JUST TO PUT MORE HANDS MAKE HANDS AVAILABLE IN THE SCHOOLS WHERE WE COULD. IT'S MADE A DIFFERENCE. UM AND WE HAVEN'T DEPLOYED ANYONE IN THE LAST TWO YEARS WHO SAT WAITING FOR SOMETHING TO DO. I KNOW PRINCIPLES KEPT IN VERY BUSY. AND SO AS PEOPLE HAVE NOTED, WE HAVE SEEN CHANGES IN BEHAVIORS. WE'VE SEEN CHANGES IN STUDENT BEHAVIORS. WE'VE SEEN CHANGES IN ADULT BEHAVIORS, BOTH THOSE WHO WORK FOR US AND THOSE WHO DON'T AND, UM HAVING AN EXTRA SET OF HANDS TO HELP WITH SECURITY AGAIN. THIS TEAM CAN BE VERY WELL TRAINED. I MEAN, THEY CAN BE TRAINED AND EVERYTHING RELATED TO SECURITY, BUT ALSO WHAT WE NEED TO DEESCALATE SITUATIONS AND COUNSEL AND SUPPORT AS YOU KNOW, AS OFTEN COMES FROM EVERY ADULT WHO WORKS IN THE BUILDING TO BUILD SUPPORT KIDS SO THIS ISN'T A VOTE. THAT'S JUST INFORMATION TONIGHT.

BUT YOU WILL SEE THIS COMING DOWN SOON. I JUST WANTED YOU TO BE AWARE AND I THINK I HEARD COMMENTS FROM JUST ABOUT EVERY ONE OF YOU LAST WEEK. ABOUT THE NEED FOR SOMETHING LIKE THIS, SO I'M APPRECIATIVE THAT WE HAVE A TEAM. THAT'S YOU KNOW, DONE THE WORK AND IT'S BEEN. I FEEL VERY GOOD ABOUT THIS RECOMMENDATION. THANK YOU. UM MR BROOKS AND DR GAREN, JER, PLEASE ACCEPT MY APOLOGY FOR FORGETTING TO INTRODUCE YOU IN THE BEGINNING. THANK YOU SO MUCH FOR THE WORK YOU DO. WERE THERE ANY QUESTIONS FROM ANY OF THE BOARD MEMBERS, MISS KARWACKI? WHAT WILL HAPPEN TO THE CURRENT S R O POSITIONS, ZERO POSITIONS WILL REMAIN IN PLACE AND WHAT WE WILL, AS DR OLSON SAID. WILL CONTINUE TO UTILIZE THE SCHOOL SAFETY LIAISON POSITION IS THAT CAN DO IT BETWEEN OUR STAFF, OUR STUDENTS AND OUR SORROW BECAUSE THEY'VE BEEN SO KEY. BEING ABLE TO ADDRESS INTERVENTIONS THAT RISE TO THE LEVEL OF NEEDING THAT INTERVENTION ATTENTION BUT NOT NECESSARILY RISING TO THE LEVEL OF NEEDING LAW ENFORCEMENT INTERVENTION AND ATTENTION.

THANK YOU. TREES WAS RICCARDI. SO HAVE A COMMENT AND I HAVE A QUESTION. UM. DR BOLSON MENTIONED THAT WE'RE ALL AWARE OF SOME OF THE ESCALATIONS THAT HAVE HAPPENED OVER THE TIME.

PAST MONTH OR SO, AND THE PUBLIC WAS VERY CONCERNED AS THEY SHOULD BE WITH SOME OF THE BEHAVIORS THAT WE'VE SEEN. I'M REALLY HAPPY WITH WHAT YOU PUT TOGETHER, AND IT'S REALLY GREAT.

THE WAY YOU SOLICITED THE FEEDBACK. I'M DISAPPOINTED THAT , UM, THE PUBLIC THAT WE'RE VERY CONCERNED THIS EVENING COULDN'T HAVE STAYED LONGER. TO HEAR SOME OF THE OUTCOMES AND, UM MY REALLY APPRECIATE PERSONAL SCHEDULES AND HOW IT'S DIFFICULT . I'M HOPING THAT THEY WILL STREAM THIS BECAUSE THERE SEEMS TO BE A LOT OF MISINFORMATION OF WHAT WE ARE AND AREN'T DOING AND IT'S JUST DISAPPOINTING. I WISH THEY COULD HEAR THE FINE WORK THAT YOU KNOW YOU BOTH HAVE PUT TOGETHER FOR THIS. THIS THIS MIC TO MY QUESTION. THE TOTAL POSITIONS WILL THEY REPORT THROUGH DONOVAN OR HOW IS THAT GOING TO WORK? YES MAN. THEY WOULD ALL REPORT TO THE OFFICERS. CYGNUS SECURITY. MM THOSE WHO ARE SCHOOL BASE WOULD WORK UNDER THE DIRECTION OF THE PRINCIPLE OF THE BUILDING THAT THEY WILL BE ASSIGNED TO WHAT THEY WOULD DO THAT THROUGH THE OFFICE OF SAFETY. AND SO HOW WILL THOSE AND MAYBE WE'RE DIVING A LITTLE BIT TOO DEEP RIGHT NOW? AND YOU HAVE A MAP THAT OUT, BUT, UM, HOW IS THAT GOING TO WORK THAT YOU WILL KNOW WHERE THEY ARE? WHAT'S GOING ON? OR HOW IS THAT COMMUNICATION? GOING TO BE CIRCULATED BACK TO CENTRAL OFFICE. SO WE'RE ON THE SAME PAGE FROM SCHOOL LEVEL THROUGH WHAT THEY SHOULD BE DOING. SO THAT'S A GOOD QUESTION . SO AGAIN, AS WE LOOK IDENTIFIED THE SCHOOLS WHERE WE PUT OUR INITIAL A SCHOOL SAFE LIAISONS WILL WE WILL USE THAT SAME PROCESS. THE DIFFERENCE HERE IS THAT, UM THE PROPOSAL ALSO INCLUDES TWO REGIONAL SAFETY SUPERVISORS. WHERE ARE

[01:30:05]

SCHOOL BASED AND ARE FLOATERS WILL ANSWER IMMEDIATELY TO THEM . AND THEN OUR TWO REGIONAL MANAGERS, OF COURSE, WOULD ANSWER DIRECTLY TO ME. AND FROM THAT, THAT'S WHERE WE WILL CREATE. OUR ACCOUNTABILITY ARE SCHEDULING AND OUR ASSIGNMENTS. AND WHAT'S THE DIFFERENCE BETWEEN THE. THE SORROW AND THE FLOATER LIKE WHAT'S THE DIFFERENCE BETWEEN WHAT THE SCHOOL BASE AND FLOATER SO ARE FLOATERS? WOULD WOULD PRIMARILY BE UTILIZED TO GO IN TO OUR SCHOOLS? THAT WE NEED TO HAVE A SHIFT IN THE CULTURE AND CLIMATE. WE HAVE A HIGH SCHOOL RECENTLY WHERE WE HAD SOME CHALLENGES, AND THEY SEEM TO BE PERSISTENT. SO WHAT WE DECIDED TO DO WAS TO REASSIGN A COUPLE OF R S R. I'M SORRY OF OUR SCHOOLS SAFE LIAISONS. TO THAT SCHOOL THAT WAS EXPERIENCING THOSE CHALLENGES IN A VERY SHORT PERIOD OF TIME. OUR SCHOOLS SAFE LIAISONS WERE ABLE TO PROVIDE ADDITIONAL SUPPORT SO THAT WE COULD RESTORE AND MAINTAIN THE CLIMATE WITHIN THAT BILL. THEN THEY WENT BACK TO THEIR HOME SCHOOLS, WHEREAS THE FLOATERS WITH WOULD BE AVAILABLE TO GO INTO ANY TYPE OF SCHOOL. UM, THAT'S EXPERIENCING THAT TYPE OF SITUATION. NOW, IF WE DON'T HAVE THOSE SITUATIONS THAT THAT ARE ACTIVELY IN NEED OF A FLOATER, THEN ARE FLOATERS FROM DAY TO DAY WOULD BE ASSIGNED TO SCHOOLS THERE WILL BE SCHEDULED TO BE IN SCHOOLS AND AGAIN, WE WOULD USE THE SAME PROCESS AND FORMULA AND IDENTIFYING THE SCHOOLS THAT COULD MOST USED THAT LEVEL OF SUPPORT. AND SO WHEN THE FLOATER IS IN THE SCHOOL THERE OBSERVING THE SCHOOL, THEY MIGHT BE AWARE OF STUDENT WHERE ESCALATIONS HAVE HAPPENED, WHERE THEY MIGHT HAVE TO INTERVENE WITH THE STUDENT OR BEYOND THAT, DEPENDING ON THE PROTOCOL THAT'S IN PLACE, SO WHEN THEY'RE NOT REASSIGNED TO FLOAT AND SUPPORT ANOTHER SCHOOL. THEN THEY WOULD FUNCTION IN THE SAME WAY THAT SCHOOL BASED SCHOOL SAFELY EXONS FUNCTION. THANK YOU.

RESPONSIBILITIES WILL BE THE SAME. LET ME LET ME TAKE A MOMENT AND MAYBE PAINT A PICTURE SO YOU CAN UNDERSTAND WHAT WHAT THESE HANDS MAY HELP WITH. SO. IF THERE'S NOT OCCASIONS SCHOOL , PERHAPS YOU HAVE MULTIPLE PEOPLE INVOLVED. LET'S SAY YOU HAVE FIVE PEOPLE INVOLVED IN THE ALTERCATION. WHAT NEEDS TO HAPPEN IN THAT MOMENT, EACH OF THOSE FIVE NEED TO GO SOMEWHERE AND SOMEONE NEEDS TO SUPERVISE THEM, AND THEY NEED TO BE SEPARATE. THEY CAN'T BE IN THE SAME ROOM BECAUSE YOU NEED THEM SITTING IN WRITING. RIGHT IN YOUR STATEMENTS ABOUT WHAT HAPPENED, AND THEN SOMEONE NEEDS TO BE GOING OUT AND GETTING WITNESSES. THEY'RE COMING IN AND WRITING THEIR STATEMENTS AT THE SAME TIME WE'RE INTERVIEWING. AND SOMEWHERE IN THIS PROCESS FOR MAKING A DECISION ABOUT RESPONSES, CONSEQUENCES THOSE KINDS OF THINGS AND THEN WE'RE CALLING PARENTS AND THEN WE'RE BRINGING PEOPLE IN. THIS IS A LOT OF HANDS, AND SO IF YOU HAVE AN INCIDENT LIKE THAT, AND ONE SCHOOL THE ENTIRE ADMINISTRATIVE TEAM IS OFFLINE BECAUSE YOU NEED EVERYBODY. YOU NEED ALL THOSE HANDS TO DO THAT TO ADDRESS THAT INCIDENT IN A TIMELY AND COMPREHENSIVE MANNER. SO. IN THE CASE NOW WHERE WE MIGHT HAVE SOMETHING LIKE THAT OCCUR. WE NOW HAVE PEOPLE WE CAN DEPLOY AS NEEDED TO GO BE THOSE EXTRA SETS OF HANDS WHO CAN? WELL NO, THE WHOLE PROCESS WHO YOU KNOW, KEEPING KIDS SAFE, KEEPING THEM SEPARATE GETTING, YOU KNOW, DOING THE INVESTIGATION, GETTING THE STATEMENTS AND MM. THE FACT THAT WE HAVEN'T HAD THAT HAS BEEN A TREMENDOUS BURDEN ON THE ADMINISTRATIVE STAFF, BECAUSE USUALLY THERE THERE REALLY THE ONLY ONES AVAILABLE TO DO THAT TYPE OF WORK IF YOU HAVE A LARGER INCIDENT SO JUST ON THE DAY TO DAY BASIS UNFORTUNATELY THERE I MEAN, AS WE DISCUSSED, WE'VE HAD MORE INCIDENTS RECENTLY. I DON'T KNOW WE'RE GETTING TO THAT. WE NEED TO GET TO THE END OF THE YEAR AND GIVE EVERYBODY THE CHANCE TO CATCH HER BREATH. BUT TO HAVE A TEAM IN PLACE TO HELP WITH THAT, THAT'S TRAINED AND THEN YOU HAD THE BENEFIT OF SEEING OUR SECURITY LIAISONS HERE AND HOW PROFESSIONAL AND AMAZING NATHAN IN SECURING THIS THIS BUILDING WHEN WE'VE HAD SOME INTERESTING INTERESTING EVENINGS AND SO. YOU KNOW, WITH THE RIGHT TRAINING AND THE RIGHT TEAM WORK I CAN SEE CREATING MUCH, MUCH BETTER, SAFER PLACE. IT'S REALLY GREAT TO HEAR IT. A LOT OF COMMENTS ABOUT WE DON'T CARE WHERE WE IGNORE IT, AND IT'S REALLY NICE TO SEE THIS PROGRAM FORMALIZED IN THAT LINE AND REALLY APPRECIATE THE WORK. YOU BOTH DID. LAST QUESTION I HAVE IS I KNOW THERE WAS A SURVEY. IS THERE GOING TO BE ANY SUMMARY OF THE SURVEY THAT YOU'RE GONNA BE ABLE TO SHARE WITH THE BOARD? YES SO WE'RE STILL COMPILING THE INFORMATION? UM AND WE HAVE OUR MEMBER OF MPS. MR IS MONO WHO WILL COLLECT AND DISAGGREGATE ALL OF THAT DATA. AND WE'LL BE ABLE TO GIVE THAT TO US AND WE WILL SHARE WITH THE BOARD AND FROM THAT WILL ALSO BE ABLE TO ESTABLISH OUR PRIORITY. GREAT. THANK YOU. SO DR PHILLIPS HAS A QUESTION, BUT I WILL CALL THE ON THE REST OF YOU, UM TO MAKE SURE THAT WE DON'T MISS ANY COMMENTS OR QUESTIONS THAT YOU MIGHT HAVE. DR PHILLIPS. THANKS FOR THE PRESENTATION. SCHOOL SYSTEMS ABSOLUTE WORST NIGHTMARE. AN

[01:35:07]

ACTIVE SHOOTER. UM. WE'RE ONLY ABLE TO STAFF A CERTAIN NUMBER OF SCHOOLS WITH SAFETY SCHOOL RESOURCE OFFICER, WHICH I ASSUME ARE ARMED. WHILE ON SCHOOL PROPERTY, AND THAT'S PROBABLY THE QUICKEST WAY TO DEESCALATE. AN ACTIVE SHOOTER. WHAT PLAN AND OBVIOUSLY TIMING IS SO CRITICAL IN THOSE CIRCUMSTANCES, WHAT ALTERNATIVE THOUGHTS HAVE YOU ALL DISCUSSED. I DON'T NOTHING IS ON THE TABLE. ABOUT WHAT TO DO WHEN, IF GOD FORBID, AN EPISODE LIKE THAT SHOULD HAPPEN AT A SCHOOL WHERE THERE'S NOT AN S R O PRESIDENT AT THE TIME. ANY THOUGHTS ABOUT HAVING CERTAIN TEACHERS TAKE GUN TRAINING AND HAVE. FIREARMS AVAILABLE IN A SAFE OR SOMETHING. I MEAN, I DON'T I'M THINKING, YOU KNOW, I'M NOT POLICE OFFICER. I'M BUT I'M JUST WONDERING, YOU KNOW, WITH THAT TYPE OF SITUATION. DO WE JUST LET THE ACTIVE SHOOTER PLAY OUT UNTIL THE SHERIFF'S OFFICE GETS THERE? WHAT WHAT THOUGHTS HAVE COME ACROSS YOUR MIND. OKAY THANK YOU FOR YOUR QUESTION. I CAN TELL YOU I'VE HAD NO CONVERSATION REGARDING THE ARMING OF TEACHERS. I WILL TELL YOU THAT WE HAVE TRAINED, ASSERT ACTIVIST SALE AND CRITICAL RESPONSE TEAMS. IN EVERY SCHOOL THROUGHOUT THE DISTRICT. NOW WE'VE HAD A LAPSE IN TIME IN TERMS OF THE CONTINUITY OF THAT TRAINING BECAUSE WE WERE FORCED TO CLOSE BECAUSE COAT. WE'RE NOW IDENTIFYING DOCTOR GUARANTEE MYSELF AND OUR SCHOOL SAFETY WORKGROUP. ALL THOSE MEMBERS OF THE DISTRICT WHO HAVE NOT HAD THE ASSERT TRAINING WERE ALSO IDENTIFYING SCHOOLS WHERE WE NEED TO. ENSURE THAT WE HAVE OUR SEARCH TRAINING STAFF BECAUSE WHEN WE CREATED THE TRAIN THE TRAINER PROGRAM WE ENSURE THAT WE HAD TRAINERS IN EVERY ONE OF OUR SCHOOLS BECAUSE IT'S NOT JUST ABOUT WHETHER OR NOT WE HAVE A GUN IN THE SCHOOL. IT'S MORE ABOUT WHAT OUR RESPONSE IS AND HOW WE TRAIN MEMBERS OF OUR DISTRICT TO RESPOND. TO THOSE ACTIVISTS, SAILLANT SITUATIONS AND SO THAT'S ONE OF THE THINGS THAT EMERGED ON, UM, OUR CONVERSATIONS WITH OUR STAKEHOLDER GROUPS, AND THERE'S LEGITIMATE CONCERN AROUND THAT, AND THAT'S WHY WE ARE ON A TRAJECTORY TO GETTING BACK TO, UM, ORGANIZING AND DESIGNING A SCHEDULE WHERE WE CAN GET OUR MEMBERS OF THE DISTRICT TRAINED AND THOSE WHO HAVE ALREADY BEEN TRAINED, HAVE THE REFRESHER TRAINING. BUT I WILL TELL YOU THAT. CURRENTLY OUR SCHOOLS ARE NOT ONLY, UM EXPECTED, BUT THEY'RE ALSO CARRYING OUT ACTIVIST SELLING DRILLS, WHICH ARE MANDATED BY THE STATE OF MARYLAND, NOW AS A PART OF A CONTINUUM OF EMERGENCY DRILLS THAT HAVE TO BE CONDUCTED IN ADDITION TO THE EVACUATION DRILLS, FIRE DRILLS DISASTER DRILLS. THE ACTIVISTS SAILLANT DRILLS MUST BE CONDUCTED AS WELL . AND WE HAVE CREATED A FORMAT THAT DIFFERENTIATES WHAT THAT LOOKS LIKE FROM THE ELEMENTARY SCHOOL LEVEL AND GIVEN DIRECTION TO OUR ELEMENTARY SCHOOL KIDS.

AND AT THE SECONDARY LEVEL WHEN WE WORK WITH OUR MIDDLE SCHOOL STUDENTS AS WELL AS OUR HIGH SCHOOL STUDENTS, AND WE STILL DO HAVE MEMBERS IN OUR SCHOOL OF SCHOOLS ACROSS THE DISTRICT THAT DID RECEIVE THE TRAINING TRAINER. TRAINING THAT CAN ALSO GIVE GUIDANCE IN THE SCHOOLS.

BUT AS WE EXPAND THIS PROGRAM, WE WILL HAVE MORE TRAINED AND CERTIFIED PEOPLE TO REALLY SUPPORT THOSE EFFORTS THROUGHOUT THE DISH. DR PRIORITY. YOU HAVE ANY QUESTIONS OR COMMENTS? I HAVE NO QUESTIONS. THANK YOU. THANK YOU, MISS KELLY. NO QUESTIONS. THANK YOU FOR THE PRESENTATION AND HAPPY TO HEAR THAT YOU'RE GOING TO GET SOME MORE SUPPORT. DR HAROLD. THANK YOU VERY MUCH FOR THE PRESENTATION OF MY QUESTIONS HAVE ALREADY BEEN ANSWERED.

THANK YOU. MR ROBINSON. I HAD JUST ONE COMMENT. FIRST I THINK THAT THAT POZOLE IS AN EXCELLENT PROPOSAL. I THINK THAT WHEN YOU UM WHEN YOU LOOK AT THE HISTORICAL DATA AND OVERLY, UM, A LOT OF THE THINGS THAT'S GOING ON IN OUR COMMUNITY COUNTRY TODAY THAT WE. WE'RE WELL SERVED BY BACK STRATEGY SAID TO THAT, BUT MY QUESTION IS THAT RELATED TO THE FLOATER. WHAT IS THE TRANSPORTATION? HOW WILL YOU GET FLOATERS FROM. LET'S SAY YOU HAVE A SITUATION WHERE FLOATERS ARE ACTUALLY A. MM AS A SCHOOL WHERE THERE'S SOME ACTIVITY. ON SOME SOME, UH, ALREADY GOING ON,

[01:40:04]

AND THEN YOU IN THE MIDDLE OF THE DAY OR AFTER SCHOOL STARTS, SOMETHING HAPPENS AND YOU WANT TO GET ADDITIONAL PERSONNEL THAT THAT GROUP OF PERSONNEL. TO THAT LOCATION HAS ANY THOUGHT BEEN GIVEN TO HOW YOU SUPPOSED TO BE TRANSPORTED? HOW THEY'LL GET TO FROM FROM ONE LOCATION TO THE END? THANK YOU FOR THAT QUESTION , MR ROBINSON. NO WE HAVE NOT GONE INTO THAT PORTION OF THE OPERATIONAL PLAN IN TERMS OF HOW THEY WOULD GET THERE. CURRENTLY WHAT WE DO IN TERMS OF HOW WE RESPOND TO THOSE NEEDS THAT OTHER SCHOOLS IS I WOULD WRITE AN OPERATIONAL PLAN I WOULD CONTACT NOTIFIED THE PRINCIPLES OF THE SCHOOLS THAT WOULD HAVE THEIR SCHOOL SAFE LIAISON ALONE , AND THEY WILL BE NOTIFIED THAT THAT WILL BE THEIR REPORTING ASSIGNMENT FOR THE NEXT DAY UNTIL OTHERWISE NOTIFIED. IN TERMS OF RESPONDING TO, UM, CRITICAL INCIDENT. I WOULD SAY THAT RIGHT NOW. GIVEN THAT WE DON'T HAVE A STANDARD PROCEDURE FOR THAT RIGHT NOW, IF WE FOUND THE NEED AND WE NEEDED TO MAKE THAT CALL 11 O'CLOCK IN THE MORNING TO LET HER PRINCIPAL KNOW THAT A SCHOOL NEED SIGNIFICANT SUPPORT. UM THEN WE WOULD REDIRECT RESOURCES TO THAT SCHOOL TO SUPPORT THAT SCHOOL. NO. ONE QUESTION. THANK YOU. MS WELCOME. THANK YOU FOR THIS PRESENTATION. I HAVE NO QUESTIONS. THANK YOU. MISS GUTIERREZ. THANK YOU. I JUST WANT TO SAY THAT I GENUINELY APPRECIATE THE WORK AND EFFORT THAT WENT INTO THIS PLAN. AND THAT WE'VE BEEN VERY, VERY FORTUNATE WITH THE SAFETY LEAVES ON THAT. WE HAVE CURRENTLY. FOR THOSE OF YOU THAT HAVEN'T MET THEM. THEY'RE ABSOLUTELY WONDERFUL. THEY DO A TERRIFIC JOB, WATCHED THEM BUILD RELATIONSHIPS EVEN WITHIN THE BOARD OF ED BUILDING, AND THEY ARE MASTERS AT WHAT THEY DO SO YOU KNOW THEIR TRAINING AND THEIR PERSONALITIES AND EVERYTHING THAT GOES INTO GETTING THEM IN THE JOB IS OBVIOUSLY WORKED. UM SOME EXCEEDINGLY APPRECIATIVE OF THAT AND THANK YOU VERY MUCH FOR THE PRESENTATION. THANK YOU, UM. I WOULD ALSO LIKE TO ECHO THAT IN THAT I FIND THEM TO JUST BE MENTALLY EXTREMELY NICE PEOPLE, BUT VERY PROFESSIONAL PEOPLE. AND MR DOWN, MR BROOKS, I CAN'T SEE ENOUGH OF GOOD THINGS ABOUT YOU AND WHAT YOU'VE DONE FOR THE SCHOOL SYSTEM. AND I'M SURE DR GAREN JER HAS BEEN A GREAT ASSET IN GOING THROUGH AND DOING THIS WORK WITH YOU. SO THANK YOU BOTH VERY MUCH. THANK YOU GUYS. THANK

[H. Recommendation Regarding Proposed Revisions to Board Policy on Use of Equipment/Materials by Students, Patrick P. Spicer, Esq., General Counsel]

YOU. NEXT WE HAVE RECOMMENDATION AND PROPOSED REVISIONS TO BOARD POLICIES. EURO 20050. USED TO EQUIPMENT MATERIALS BY STUDENTS. MR SPICER, YOU ARE. I DARE SAY THIS MIGHT BE YOUR LAST DISCUSSION FOR US ONE MORE. ONE MORE. YOU GET TWO IN A ROW. SORRY. LAST TWO LAST TWO. THANK YOU AND GOOD EVENING. MEMBERS OF THE BOARD AND SUPERINTENDENT BOLSON. UM WE HAVE TWO POLICIES THIS EVENING THAT OUR PRESENTATION ITEMS ONLY, AND, UH, WON'T BE ACTED UPON.

DECISION AS DECISION ITEMS. AFTER THE 30 DAY PERIOD EXPIRES IN THE PRESENTATION TODAY. THE FIRST PRESENTATION CONCERNS USE OF EQUIPMENT AND MATERIALS BY STUDENTS. AND THAT'S A POLICY THAT, UM, BECAUSE ADOPTED MANY YEARS AGO OR SEVERAL YEARS AGO. AND LATE STUDENT USE OF SCHOOL PROVIDED OR A CPS PROVIDED EQUIPMENT EQUIPMENT THAT'S PROVIDED TO STUDENTS. AND SETS FORTH CERTAIN CRITERIA REGARDING THE STUDENTS RESPONSIBILITIES TO USE THE EQUIPMENT. NOW WITH ORDINARY CARE AND NOT TO BE NEGLIGENT NOT TO DO ANYTHING INTENTIONAL TO DESTROY OR DAMAGE THE EQUIPMENT. THE WITH THE ADVENT OF THE USE AND PROVISION OF QUIT MINT, TOO. SPECIFICALLY ELECTRONIC DEVICES IN THE FORM OF LAPTOPS. ONE BOX ETCETERA TO STUDENTS BY HTTPS. MM. WE NOW HAVE. AN ENVIRONMENT WHERE STUDENTS ARE UTILIZING HCPS PROVIDED EQUIPMENT. IN SCHOOLS.

THE POLICY CURRENTLY SAYS THAT IT APPLIES ONLY TO OFF SCHOOL PREMISES. USE OF EQUIPMENT, WHICH WAS THE CONVENTIONAL SITUATION. PRIOR. TO THE PROVISION OF ELECTRONIC DEVICES

[01:45:08]

TO STUDENTS FOR USE IN SCHOOL. UM SO WHAT WE ARE ASKING OR PROPOSING IS ADDING THE LANGUAGE TO THE POLICY, WHICH WOULD STATE THAT THE POLICY APPLIES NOT ONLY TO OFF SCHOOL PREMISES USE OF HTTPS PROVIDED EQUIPMENT BUT ALSO TO IN SCHOOL OR ON SCHOOL PREMISES USE OF EQUIPMENT BY STUDENTS. SO THAT WHAT WE HAVE NOW IS OUR STUDENTS BRINGING IN HCPS PROVIDED EQUIPMENT. IN BAGS OR JUST HANDLING THEM IN SCHOOL. UM, THERE'S BEEN. INSTANCES OF DAMAGES OR DESTRUCTION TO THAT EQUIPMENT. OH, AND. WE HAVE BEEN STYMIED TO SOME DEGREE WITH RESPECT TO EFFORTS TO OBTAIN RESTITUTION FOR COSTS RELATED TO UM, REPLACEMENT OR REPAIR OF THE EQUIPMENT. BECAUSE OF THE FACT THAT THE POLICY ONLY REFERS TO OFF SCHOOL PREMISES USE. SO BASICALLY, THIS IS AN EFFORT TO STILL A. ESSENTIALLY A LOOPHOLE IN THE POLICY WAS DEVELOPED THROUGH THE NOW SYSTEM. WIDE USE OF HCS HCPS PROVIDED EQUIPMENT IN THE FORM OF ELECTRONIC DEVICES TO STUDENTS. SO THAT CONCLUDES MY DISCUSSION ON THE ON THIS POLICY. I'D BE HAPPY TO TAKE ANY QUESTIONS REGARDING THIS, PAUL MR CARDI. SO HOW DOES THE CHANGE IN THE POLICY SUPPORT RESTITUTION? IN THE SENSE THAT WE HAVE HAD PARENTS WHO HAVE SAID WELL, I CANNOT YOUR POLICY SAYS THIS, UM DO THEY KNOW THE POLICY? THEY GO TO THE POLICY PARENTS HAVE GONE TO THE POLICY. PARENTS SIGN AND THE STUDENTS SIGNED AN AGREEMENT WHICH REFERENCES THE POLICY. PARENTS AND OR THE STUDENT. THEN LOOK AT THE LOOK AND GO TO THE WEBSITE AND LOOK AT THE POLICY, WHICH IS UNDERSTANDABLE, AND THEY SEE THAT THE POLICY ONLY RELATES TO UM, POSSIBLE GROUNDS ISSUES. ANS SERVICES DEPARTMENT HAVE ASKED TO TIGHTEN THAT UP SO THAT WE CAN RECOVER DAMAGES WHERE APPROPRIATE. RESTITUTION. ROUND FOR ON SCHOOL PREMISES. MM DAMAGE OR DESTRUCTION. ARE THERE ANY OTHER QUESTIONS OR COMMENTS?

[I. Recommendation Regarding Proposed Revisions to Board Policy on Bullying, Cyberbullying, Harassment, or Intimidation of Students, Patrick P. Spicer, Esq., General Counsel]

HEARING NONE. I'M GOING TO GO AHEAD AND GO TO THE NEXT ITEM RECOMMENDATIONS PROPOSED REVISIONS TO BOARD POLICY 24 DISHES 0006-0. BULLYING CYBERBULLYING, HARASSMENT OR INTIMIDATION OF STUDENTS. YES SO THANK YOU AGAIN AND THIS POLICY IS. A POLICY THE BULLYING HARASSMENT AND CYBER BULLYING AND INTIMIDATION OF STUDENTS AS A POLICY THAT UM, HAS BEEN REQUIRED BY STATE LAW FOR I GUESS I'LL SAY 10 YEARS ON THAT, BUT IT COULD BE MEMORIAL LESS TO ADDRESS INCIDENTS THAT, UM OH, THOSE KINDS OF ACTIVITIES IN SCHOOLS. TOM. THE STATUTE OR ONE OF THE STATUTES THAT AUTHORIZES AND REQUIRES THE THIS POLICY ALSO STATES THAT PERIODICALLY.

THE STATE DEPARTMENT OF EDUCATION IS TO PROVIDE UM UPDATES REGARDING PROPOSALS AND WHAT IT RECOMMENDS WITH STAKEHOLDER. COMMENT AND INPUT CHANGES TO ANY CHANGES TO UPDATE THE POLICY. AND THAT IN A WAY THAT WOULD. MAKE IT MORE EFFECTIVE POLICY BASED ON WHAT DO WHAT SCHOOL SYSTEMS ARE EXPERIENCING AND WHICH REPORTED BACK TO THE STATE DEPARTMENT OF EDUCATION. AND SO PERIODIC REVIEW WAS DONE. AND AS A RESULT OF THAT PERIODIC REVIEW VARIOUS CHANGES WERE PROPOSED AND. ATTACHED TO YOUR BOARD REPORT IS THE STATE SUPERINTENDENT.

MEMORANDUM OF DECEMBER 7TH 2021, IN WHICH THE. PROPOSED CHANGES ARE DISCUSSED AND ALSO A NEW PROPOSED MODEL POLICY. ISSUED BY THE STATE DEPARTMENT EDUCATION. IS REFERENCED AND DISCUSSED IN YOUR EXHIBIT. TWO DEER. COURT INFORMATIONAL REPORT. AND. WE HAVE WORKED INTERNALLY HERE. I WORKED WITH MR HENNIGAN, THE EXECUTIVE DIRECTOR OF STUDENT SUPPORT SERVICES AND DR PAULA STANTON, THE SUPERVISOR. EQUITY AND CULTURAL PROFICIENCY. AS WELL AS SOME OF THEIR PEOPLE THAT WORK FOR THEM, TOO. INCORPORATE THE NEW REQUIREMENTS OR PROPOSED CHANGES ACTUALLY

REQUIRED CHANGES IN THE NEW MSD POLICY. AND. THESE CHANGES I'VE LISTED IN THE BOARD REPORT. I'LL JUST REVIEW QUICKLY. TO OUR NEW AND ADDITIONAL DEFINITIONS OF BULLYING, CYBERBULLYING, HARASSMENT AND INTIMIDATION. IN ADDITION TO THE ONES THE DEFINITIONS OF THOSE TERMS UNLESS THEY DIDN'T APPEAR BEFORE. UM THAT ALREADY APPEAR IN THE POLICY. CORRECT AND OUR CURRENT POLICY TOM. THROUGHOUT THE TERM VICTIM HAS BEEN REPLACED WITH TARGETED STUPID WE ALSO HAVE INCLUDED IN THE POLICY. PROCEDURES LEADING TO INVESTIGATION AND REPORTING OF BULLYING, CYBERBULLYING, HARASSMENT, INTIMIDATION. AND AS MUCH AS THE STATE DEPARTMENT OF EDUCATION WANTED. THE PROCEDURES IN THE POLICY ITSELF. SO WE'VE INCORPORATED MOST OF OUR.

CURRENT POLICIES AND PROCEDURES POLICIES, BUT THE PROCEDURE IS GOING TO INVESTIGATION REPORTING IN THIS PROPOSED REVISED POLICY FOR US AND WE'VE ALSO. BUT NO UPDATE IN THE CONTACT INFORMATION FOR THE VERSUS PERSONS THAT MST WHO ARE COMING. HAVE WITHIN THEIR PURVIEW. UM, THIS THESE TOPICS BULLYING HARASSMENT, CYBER BULLYING, ETCETERA. I'LL JUST BRIEFLY GO OVER A COUPLE OF THE CHANGES THAT I THINK ARE MOST SALIENT. AND THERE'S BASICALLY DEAL WITH THE DEFINITIONS. THERE'S A NEW DEFINITION OF BULLYING, WHICH NOW IS DEFINED. IN ADDITION TO OUR OWN DEFINITION OF IRAQ'S OUR CURRENT DEFINITION, BUT A NEW DEFINITION WILL BE BULLYING MEANS UNWANTED, INTENTIONAL BEHAVIOR, WHICH IS DEMEANING. AMONG STUDENTS AND INVOLVES A REAL OR PERCEIVED POWER IMBALANCE. TOM. AND IT'S QUITE LIKELY OR HAS BEEN REPEATED OVER TIME. THERE'S A DEFINITION OF IMBALANCE OF POWER. CYBERBULLYING IS ALSO NOW DEFINED AS THE BULLYING THAT I JUST DESCRIBED EXCEPT BY CYBER MEANS. AND HARASSMENT ALSO HAS A NEW ADDITIONAL DEFINITION MEANS ACTUAL PERCEIVED NEGATIVE ACTIONS WHICH OFFEND RIDICULE OR DEMEAN ANOTHER STUDENT WITH REGARD TO RACE, ETHNICITY AND VARIOUS PROTECTIVE STATUSES. AND INTIMIDATION IS ALSO HAS A NEW DEFINITION. MM IN ADDITION TO THE ONE THAT IS ALREADY INCLUDED IN THE CURRENT OUT CURRENT POLICY. ANY COMMUNICATION OR ACTIONS DIRECTED AGAINST ANOTHER STUDENT THAT THREATENS OR INDUCES A SENSE OF FEAR OR INFERIORITY. SO THOSE ARE THE I THINK THE MOST SIGNIFICANCE OF SUBSTANTIVE CHANGES THAT WILL BE ADDED TO THE POLICY. THIS IS ESSENTIALLY THESE ADDITIONAL TERMS. THE DEFINITION AND THE OTHER COUPLE OF THINGS I MENTIONED ARE REQUIRED. BY MSD. SO WE'RE PROCEEDING TO GET THIS DONE AND GET IT HIT THESE NEW TERMS AND CONDITIONS IN OUR OWN BULLYING HARASSMENT. WE'RE GOING INTIMIDATION OF STUDENT POLICY.

SO WITH THAT, I'D BE HAPPY TO ANSWER ANY THIS KARWACKI GO AGAIN. UM I'M LOOKING AT PAGE 4 15 ON AN EXHIBIT TWO. WHICH IS PAGE EIGHT. IN THE BIG CHUNK HANDOUT. AND I'M TRYING TO FIGURE OUT. UM THE DEFINITION OF CYBER BULLYING BULLYING AS I READ IT. HAS NO MENTION OF.

INCIDENTS THAT. THAT HAVE OCCURRED RECENTLY, LIKE STUDENTS. STANDING AROUND. IN A MOB. UM RECORDING SOMEONE BEING BEATEN. OR HARASSED. OR BULLIED IN ANY WAY AND THEN SHARING THAT AMONGST EACH OTHER OR ON SOCIAL MEDIA. HOW WHERE DOES IT FIT INTO ALL OF THIS? FELT THAT FIRST OF ALL OUR CURRENT POLICY DOES NOT REALLY CONTAINED. A DEFINITION THAT I THINK WOULD ADDRESS THE SCENARIO YOU JUST DESCRIBED. BUT I THINK THE NEW DEFINITION WHICH WE'RE TRYING TO ADD THROUGH THE MSD POLICY, IF YOU LOOK AT CYBERBULLYING MEANS BULLYING, WHICH TAKES PLACE VIA DIGITAL DEVICES, INCLUDING THAT WITH ELEMENTS YOUR CELLPHONES, RIGHT, SO LET'S JUST GO WITH THAT. AND WHICH ALLOW. VIEWING PARTICIPATION IN OR SHARING CONTENT. UM AND SO BULLYING MEANS. CYBER BULLYING IS BULLYING, WHICH OCCURS OVER DIGITAL DEVICES AND BULLYING MEANS UNWANTED INTENTIONAL BEHAVIOR, WHICH IS THE MEANING. ABOUT THE REAL OR PERCEIVED POWER. REPEATED WORDS. HIGHLY UNLIKELY TO BE REPEATED OVER TIME. SO I WOULD ARGUE THAT SITUATIONS WHERE STUDENTS HAVE FILMED A VIDEO DAY, AN INCIDENT AND FIGHTING AND IT'S DEMEANING

[01:55:04]

TO SEE OTHER STUDENTS BEING BEATEN OR BEING IN A FIGHT. MOM, AND THAT'S GOING TO THAT EITHER COULD BE IS REPEATED BY SHARING WITH OTHERS FORWARDING THE VIDEO TO OTHERS OR LIKELY TO BE FORWARDED TO OTHER STUDENTS. WOULD CONSTITUTE CYBERBULLYING UNDER THIS NEW DEFINITION, AND WHEN WE REWRITE OUR POLICY WILL BE MORE EXPLICIT. DEFINING THAT WERE I JUST READ YOU THE DEFINITION THAT'S IN THE PROPOSED REVISED POLICY. SAYS EXACTLY WHAT I JUST SAID, WHICH I UNDERSTAND IT, BUT I'M THINKING ABOUT STUDENTS AND OTHER PEOPLE WHO MAY READ OUR POLICY. THAT MAYBE THEY WOULD NEED A LITTLE MORE. UM, DEFINITION. A LITTLE MORE SPECIFIC SPECIFICITY. TO BE SURE THAT THEY UNDERSTAND. THAT THOSE ACTIONS FALL UNDER THIS FELT. IT GETS. UNFORTUNATELY, THE STATE RECKON WHAT THE STATE HAS SENT US DOES NOT INCLUDE SPECIFIC EXAMPLES OTHER THAN WHAT'S IN THE DEFINITION NOW. TOM. NOR IS IT NECESSARILY TOM. ALWAYS ALWAYS A DEFECTIVE OR PRUDENT APPROACH TO LIST OUT SPECIFIC EXAMPLES OF SITUATIONS BECAUSE PEOPLE WILL ARGUE WELL, MY SITUATION WASN'T WITHIN THAT DEFINITION WASN'T LISTED IN YOUR IN YOUR LIST. UM SO I THINK IN THOSE INSTANCES YOU APPLY THE FACTS OF THE INCIDENT TO THAT POLICY AND THAT DEFINITION OF CYBER BULLYING AND YOU MAKE YOUR DECISION. SCHOOL ADMINISTRATORS WOULD MAKE A DECISION AND SAY WE CONSIDER THAT CYBERBULLYING AND IT'S UP TO THE STUDENT AND THEIR PARENTS TO, UM, APPEAL THAT OR REJECT THAT POSITION AS BEST THEY CAN. I FEEL FAIRLY CONFIDENT THAT WITH THIS BEING AN MSD POLICY AND BEING AND WITH THE EXPANSION THE OBVIOUS DESIRE ON THE PART OF M STE AND IN TERMS OF STATE BOARD AND THE STATE SUPERINTENDENT TO INCREASE THE LEVEL OF PROTECTION BECAUSE THESE NEW DEFINITIONS. INCREASED LEVEL PROTECTION FROM WHAT STUDENTS HAD PREVIOUSLY UNDER OUR CURRENT POLICY, AND I FEEL WITH THAT MENTALITY AND PHILOSOPHY THAT OUR POSITION WOULD BE UPHELD WHEN WE APPLY. THE FACTS TO AND DECIDE THAT YES, THAT FITS THAT SITUATION FITS WITHIN THE DEFINITION OF CYBER BULLYING BECAUSE I THINK IT'S EXACTLY ONE OF THE THINGS THAT THE DEFINITION WAS MEANT TO ADDRESS WHICH IS. STUDENTS VIDEOTAPING OTHER STUDENTS IN SITUATIONS I SEE VIDEOTAPING, BUT I MEAN STREAM HERE WHERE EVERY QUESTION, YOU KNOW, AND CIRCULATING THAT AND EMBARRASSING AS A RESULT, AND THAT'S THE WAY I WOULD UNDERSTAND IT, BUT WHEN WE'RE SHARING THIS KIND OF INFORMATION. WITH STUDENTS WHO HAVE BEEN PRONE TO PERFORMING THOSE ACTIONS. I THINK THEY NEED TO UNDERSTAND. WELL, THERE WOULD BE TRAINING WITH THE STUDENTS REGARDING THIS. THERE'S A TRAINING COMPONENT TO ALL OF THIS, BUT WITH RESPECT TO ADMINISTRATORS, TEACHERS AND STAFF AND THEN ALSO STUDENTS, SO THEY UNDERSTAND HERE'S AN EXAMPLE. AND BECAUSE IT'S A FREQUENT THAT'S YOU DESCRIBED IS A RELATIVELY IS A NOT INFREQUENT SCENARIO OF THAT OCCURS IN FRIGHTENING? YES. THANK YOU. WELCOME. OUR DID YOU HAVE ANY QUESTIONS OR COMMENTS? NO QUESTIONS AND NO COMMENTS. THANK YOU. MS RICCARDI. SO THIS IS THE POLICY AND AS A RESULT OF THE POLICY, THEN, UM DR BOLSON, THERE'LL BE OUTCOMES AS A RESULT THAT WILL. THE WAY WE'RE GOING TO DEAL WITH THESE ISSUES CORRECT. SO THIS IS THE POLICY AND THEN AS STUDENTS BREAK THE POLICY. THERE'S ANOTHER GROUP BROKE RIGHT, SO OUR PROCEDURES ARE OFTEN SOMETHING THAT WE NEED. REWORK BECAUSE. THEY NEED TO BE UPDATED ALONG WITH POLICIES, JUST CONSISTENCY AND APPLYING THEM ACROSS ALL SCHOOLS. US WHERE THE TRAINING COMES IN. I MEAN, WHERE THE TRAINING COMES IN PUBLIC THAT INCLUDE THE BORDER EDUCATION. WE COULD PROVIDE YOUR TRAINING. IF YOU WANT SOMEBODY I'M TALKING ABOUT. WHICH PART THAT CONSISTENCY SPEED. THE LANGUAGE SAYS TARGETED STUDENT NOT PERSON SO WELL. I CAN'T POINT TO A DIFFERENT POLICY. WE SPOKE A LITTLE BIT ABOUT THIS. OUR ADMINISTRATORS LAST WEEK. WE DO HAVE A POLICY FOR THE PROTECTION OF EMPLOYEES. IN FACT, STIR SPICER POLICY PROCEDURE. WE JUST ADJUSTED PROCEDURES. THANK YOU FIND IT ON OUR BOARD OF ED POLICIES AND PROCEDURES PAGE. AND WE EXERCISE THAT RECENTLY.

[02:00:02]

WHEN MR SPICER SENT MESSAGES TO SOME OF THE BOARD PARTICIPANTS WHO WOULD DISRUPTED. SO YES, WE DO ACTUALLY HAVE SOMETHING IN PLACE. FOR THAT, AND SO THAT'S UNDER BOARD OF EDUCATION POLICIES AND PROCEDURES AND ALL THESE POLICIES AND PROCEDURES WE'D BE ABLE TO FIND AND THAT SECTION ON THE WEBSITE GROUND IF YOU LOOK AT THE SECOND COLUMN WAS HIS EMPLOYEE SUPPORT. THAT'S THE PROCEDURES IS THE SECOND COLUMN THE POLICIES ARE AND I WAS TALKING TO. IT WAS BEING A LITTLE FACETIOUS. I UNDERSTAND WHEN I SAID THAT, BUT I JUST WAS REFERRING TO WHERE I CAN VIEW THE POLICY ON THE BOARD OF EDUCATION WEBSITE. SO THANK YOU. MISS KELLY. NO QUESTION. DR HAROLD. NO QUESTIONS. THANK YOU. MR ROBINSON. I'M GOOD. THANK YOU. YOU ARE GOOD. DR PHILLIPS.

SO I REQUEST. ATTACHMENT ONE EXHIBIT TO PAGE 10 OF 15. IT TALKS ABOUT DIRECTIONS, AND IT SAYS LIKE THE THIRD LINE. TALKING ABOUT DIRECTIONS, SCHOOL SPONSORED ACTIVITY OR EVENT OFF SCHOOL PROPERTY ON A SCHOOL BUS ON THE WAY TO AND FROM SCHOOL OR THROUGH ELECTRONIC COMMUNICATION ON SCHOOL PROPERTY. AND THEN YOU GET DOWN EVEN TO CYBERBULLYING WHERE IT TALKS ABOUT CELL PHONE . WHAT HAPPENS? I'M NOT SURE WHERE THE SEPARATION IS BETWEEN WHAT HAPPENS TO THE STUDENT AND WHAT HAPPENS TO JUST TWO KIDS WHO WERE INTERACTING WITH EACH OTHER ON A SATURDAY NIGHT ON THEIR CELL PHONES OR COMPUTERS. IT SEEMS TO ME THAT THERE'S NO INDICATION HERE THAT THAT SAYS THIS IS JUST ARE ISSUES THAT ARE JUST TO BE ADDRESSED. DURING SCHOOL TIME OR USING A SCHOOL DEVICE. YOU KNOW, AND IT KIND OF ALMOST CREATES A COMPLETE ENCOMPASSING BUBBLE. BECAUSE THAT. LAST SENTENCE IN THE DIRECTIONS OF THE FIRST PARAGRAPH. IT'S A SCHOOL STAFF WILL ADDRESS INCIDENTS THAT OCCUR AT SCHOOL OR HAVE CONNECTION. BUT NEXT IS BACK TO THE SCHOOL SETTING THAT CREATES A RISK OF HARM TO OTHER STUDENTS WHILE THEY'RE AT SCHOOL OR INTERFERE WITH THE EDUCATIONAL ENVIRONMENT. SO SOMETHING THAT HAPPENED OFF SCHOOL PROPERTY SATURDAY NIGHT, 12 O'CLOCK KIDS ARE PLAYING ON THEIR PHONE. THAT COULD LEAD TO WHAT ULTIMATELY WILL HAPPEN. AT SCHOOL ON MONDAY. BUT THE INCIDENT THAT HAPPENED HAD NOT ON SATURDAY HAD NOTHING TO DO WITH SCHOOL. HOW DO WE INTERACT. ARE WE RESPONSIBLE TO INTERACT UNDER THOSE CIRCUMSTANCES? IF WE BECOME AWARE OF THAT? AS A PHENOMENON THAT KIND OF ACTIVITY THAT MM. THAT YOU DESCRIBED. SOMETHING HAPPENS OVER THE WEEKEND, AND WE BECOME AWARE OF THAT IN THE SCHOOL BECAUSE A STUDENT MAKES A REPORT OF IT. MM WE WOULD BE RESPONSIBLE. IT'S OUR OBLIGATION TO ADDRESSED THAT AS A AS A POTENTIAL INCIDENTS OF BULLYING OR CYBER ACTUALLY CYBERBULLYING IN THAT INSTANCE. UM WE HAVE MARYLAND STATE BOARD OF EDUCATION CASES THAT HAVE HELD THAT PARTIES THAT HAVE OCCURRED ON SATURDAY NIGHTS AND THAT IMPACT THE EDUCATIONAL ENVIRONMENT ON MONDAY. ARE WITHIN THE SCOPE OF THE OF THE PARTICULAR SCHOOL SYSTEMS AUTHORITY TO ADDRESS THOSE THOSE KINDS OF STUDENTS THAT MAY BE INVOLVED IN THAT, AND IT WAS DISCIPLINARY FASHION IF WE CAN DEMONSTRATE AN IMPACT TO THE SCHOOL ENVIRONMENT. STUDENTS AFRAID TO COME TO SCHOOL. A STUDENT IS CRYING IN SCHOOL. A STUDENT IS SAYING I'M NOT PERFORMING WELL BECAUSE SUCH AND SUCH HAPPENED TO ME SUCH AND SUCH IS HAPPENING TO ME. THE A SOCIAL MEDIA. THERE'S ALL IN MY JUDGMENT CAN BE AND SHOULD BE ADDRESSED. OH, AND IT MUST BE ADDRESSED IN BY THE SCHOOL AND SCHOOL SYSTEM WHEN IT BECOMES A PHENOMENON KNOWN TO US HUGE RESPONSIBILITY ON THE SCHOOL SYSTEM. IT IS, BUT. BECAUSE OF THE PROLIFERATION OF SOCIAL MEDIA. WE REALLY LIKE MANY THINGS IN OUR SOCIETY AND OUR CULTURE. WE ARE AS A SCHOOL SYSTEM AND ALL SCHOOL SYSTEMS, PUBLIC PUBLIC SCHOOL SYSTEMS. ARE NOW. HAVE A MUCH.

EXPONENTIALLY GREATER EXPANSION OF RESPONSIBILITIES, THEN. BEFORE THE ADVENT OF SOCIAL MEDIA AND DIGITAL COMMUNICATION. NO, I. NOW REMEMBER THAT WE ARE WE DON'T HAVE RESPONSIBILITY UNLESS WE BECOME AWARE OF A SITUATION. THINGS COULD BE HAPPENING ON ON THE WEEKEND AND WE NEVER HEAR ABOUT IT. IT'S NEVER MANIFESTED THE RESULTS AROUND. ISSUES RESULTING FROM THAT FROM HIS ACTIVITIES WERE NOT MANIFESTED IN SCHOOL AND WE DON'T HAVE BECOME AWARE OF IT.

[02:05:02]

WE DON'T HAVE TO GO OUT AND LOOK FOR IT. OR MONITOR SOCIAL MEDIA CHANNELS. BUT WHEN WE BECOME AWARE OF THINGS THAT ARE NEGATIVELY AFFECTING STUDENTS AS A RESULT OF CYBERBULLYING. IT'S OCCURRING OFF SCHOOL HOURS THAN WE DO HAVE A RESPONSIBILITY TO ADDRESS IT. THIS WHOLE COME. I HAVE NO QUESTIONS. THANK YOU. MRS ROUTIER. THANK YOU, UM. DR PHILLIPS. I WILL TELL YOU QUITE HONESTLY, THE VAST PORTION OF MY DAY TODAY. WITH THE DEALT WITH DEALING WITH THE PROBLEM EXACTLY IS WHAT WHAT WAS DESCRIBED THINGS THAT HAPPENED OVER THE WEEKEND THINGS THAT HAVE BEEN HAPPENING ON SOCIAL MEDIA OUTSIDE OF SCHOOL HOURS THAT ARE BROUGHT INTO THE SCHOOL. BETTER THREATS AND PERCEIVED AS THREATS. UM KIDS THAT HAVE BEEN BULLIED KIDS THAT ARE AFRAID TO COME INTO THE BUILDING PARENTS THAT ARE AFRAID TO SEND THEIR CHILDREN. THOSE ARE THINGS THAT HAPPEN OFTEN. SO YOU WOULD BE ABSOLUTELY STUNNED AS I THINK MOST PARENTS WOULD AT HOW MUCH THEIR CHILDREN'S YOU KNOW. LATE SATURDAY NIGHT, MESSING AROUND ON THEIR COMPUTER OR THEIR PHONE TURNS INTO PROBLEMS ON MONDAY MORNING. SO IT IS A HUGE RESPONSIBILITY THAT SCHOOLS AND THIS IS A CHANGE THAT NEEDS TO HAPPEN. SO DOCTOR, MR. SPICER I THANK YOU VERY MUCH FOR YOUR PRESENTATION. I DON'T HAVE ANY QUESTIONS. YOU'RE WELCOME. THANK YOU, RACHEL. AND I THINK EVERYTHING THAT I HAD A QUESTION ON HIS ALREADY BEEN COVERED. BUT I WOULD ASK MR SPICER THAT YOU JUST STAY RIGHT WHERE YOU ARE. WE HAVE AN ADDITIONAL NON PUBLISHED ITEM ON THE AGENDA.

AND I JUST WANT YOU RIGHT THERE. SO I WOULD LIKE TO READ A RESOLUTION REGARDING PATRICK SPICER'S SERVICE AS THE GENERAL COUNCIL OF HARFORD COUNTY PUBLIC SCHOOLS. WHEREAS PATRICK P.

EVERYBODY. THANK YOU SO MUCH. I'M HUMBLED. BY YOUR KIND WORDS EARLIER TONIGHT, AND ALSO BY THIS PROCLAMATION I, FOR WHATEVER REASON. I. I WAS APPROACHING THIS AS A REGULAR BOARD MEETING AND SUDDENLY WHEN DR PHILLIPS SAID. A FEW WORDS VERY KIND WORDS THAT I APPRECIATE GREATLY, I REALIZED. OH THAT'S GREAT. THIS IS MY LAST BOARD ME. I MEAN, I KNEW IT GOING IN. BUT WHEN I GOT IN HERE, I WASN'T EVEN THINKING IN THOSE TERMS. AND IT KIND OF TOOK ME BY SURPRISE, AND I AM DEEPLY GRATEFUL. NOW ON TO ALL THE BOARD MEMBERS. TIME. DEEPLY

[02:10:01]

GRATEFUL TO SO MANY PEOPLE THAT I'VE WORKED WITH AND HARFORD COUNTY PUBLIC SCHOOLS AND AS I SAID A COUPLE OF TIMES DURING THE LAST WEEK OR SO, UM, I HAVE HAD THE GREATEST, UM ADMIRATION.

FOR SO MANY PEOPLE THAT I'VE WORKED WITH. UM A IN THE SCHOOL SYSTEM. UM TEACHERS, SPECIAL EDUCATORS, ADMINISTRATORS. WHO HAVE. DEMONSTRATED THE HIGHEST LEVEL OF DEDICATION AND COMMITMENT TO STUDENTS. THAT I WOULD THINK THAT NOT EVERYONE REALIZES HOW THE LEVEL OF COMMITMENT THAT SO MANY OF OUR EMPLOYEES HAVE, AND IT'S BEEN A REAL HONOR AND PRIVILEGE FOR ME TO REPRESENTS THOSE INDIVIDUALS. AH, AND TO PROVIDE SERVICES TO THEM. AND I I'LL SAY THIS. THAT UM. SOMETIMES YOU WONDER. GEE, MY CAREER WENT THIS WAY OR MICRO WENT THAT WAY. BUT I CAN TELL YOU THAT OVER THE LAST FEW WEEKS AND MONTHS, I WOULDN'T HAVE IT ANY OTHER WAY THAN HAVING BEEN THE ATTORNEY FOR THE CORPORATE COUNTY POLITICAL SYSTEM. SO THANK YOU VERY MUCH. THANK YOU, UM, AT THE GERMAN. WE'D LIKE TO TAKE A FEW MINUTES AND HAVE SOME PICTURES TAKEN. IF YOU DON'T MIND. THANK YOU. OH, KATE. OH I GUESS WE'RE DOWN TO DR BOLSON SUPERINTENDENT'S REPORT.

[J. Superintendent's Report]

APPRECIATE YOU REMEMBER ME. PERSON APPRECIATE. REMEMBER HIS NAME? I DO YOU KNOW, I'M SORRY.

CRITICIZING YOU. IT WAS A PINCH HITTER. YOU KNOW, I HAD SO MUCH NOTICE THAT I WAS GOING TO DO THIS COUPLE TIMES IN THE PAST, WHEN? WHEN? BOARD WENT STRAIGHT TO A GERMAN AND DECIDED THAT WE HAD TO JUMP OVER ME. BUT THANK YOU FOR NOT DOING THAT TONIGHT. I WOULD ALSO LIKE TO CONGRATULATE MR SPICER. UM AND I MEAN IT'S. IT'S NO PAINT AS I DON'T HAVE THAT LEVEL OF INSTITUTIONAL KNOWLEDGE HERE, PARTICULARLY COMING IN AS A NEW SUPERINTENDENT NOW, NEARLY FOUR YEARS AGO. TO KNOW THAT I HAD SOMEONE WITH THAT HISTORY AND THE DEPTH OF UNDERSTANDING OF THE WORK WE DO AND JUST HOW THINGS HAVE GONE OVER THE YEARS. IT'S BETTER THAN AMAZING RESOURCE AND WE MEET REGULARLY AND USUALLY TALK THINGS RELATED TO THE LAW. BUT JUST HIS PASSION FOR HISTORY, HIS PASSION FOR SPECIAL EDUCATION IN PARTICULAR. IS ALSO SOMETHING THAT JUST BRINGS GREAT VALUE. BUT ALSO I MEAN GREAT INTEREST IN TERMS OF BEING AN EDUCATOR HARFORD COUNTY, SO THANK YOU FOR EVERYTHING. LOOK FORWARD TO HAVING YOU VISIT FROM TIME TO TIME. SHARE SOME OF THAT WISDOM. I'D ALSO LIKE TO TAKE A SECOND TONIGHT TO CONGRATULATE OUR TEACHER OF THE YEAR FINALISTS LOOKING FORWARD TO THEIR EVENT ON APRIL 12 SHOULD BE VERY NICE.

JUST A COUPLE OF QUICK ANNOUNCEMENTS ON APRIL 8TH, OR TRANSPORTATION DEPARTMENT WILL BE HOLDING A HIRING EVENT AT THE LEADING EDGE TRAINING CENTER FROM 9 30 TO 11 AND WHAT'S UNIQUE ABOUT THAT IS JUST A QUICK REMINDER. THE LEADING EDGE IS THE TRAINING CENTER OPENED UP WITH THE BOYS AND GIRLS CLUB IN EDGEWOOD. AND ONE OF THE PROGRAMS THEY OFFER. THERE IS CDL TRAINING FOR PEOPLE TO BECOME LICENSED, AND SO TO HAVE THAT GREAT RESOURCE FOR HARFORD COMMUNITY COLLEGE DOWN IN EDGEWOOD, SO WE'RE HOPING TO HAVE VERY SUCCESSFUL HIRING EVENT BECAUSE WE KNOW WE NEED MANY MORE TRAINED DRIVERS. UM ALSO LIKE TO THANK THE EDUCATION FOUNDATION AGAIN. THEY OPENED THEIR TOOLS FOR SCHOOLS RESOURCE CENTER LAST WEEK AND WELCOME SOME OF OUR TEACHERS TO GET SUPPLIES FOR THEIR CLASSROOMS. AND ONE LAST ANNOUNCEMENT. THIS IS SORT OF A LAST CALL HERE FOR SENIORS. BUT STUDENTS WHO ARE GETTING READY TO GRADUATE. UM IT'S NOT TOO LATE FOR SOME OF THE SCHOLARSHIPS THAT ARE OUT THERE. IF YOU LOOK ON OUR WEBSITE, AND I'M GOING TO GIVE YOU SEARCH EITHER. SCHOOL COUNSELING ON THE WEBSITE OR SCOOPS SEARCH FOR STUDENT SUPPORT. YOU GET INTO THE STUDENT SUPPORT SERVICES WEBSITE . THERE IS ACTUALLY A TAB RIGHT AT THE TOP. THAT SAYS SIGN UP FOR NOTIFICATIONS ABOUT SCHOLARSHIPS. THE LIST IS THERE ON THE PAGE. MANY OF THE DEADLINES HAVE PASSED, BUT MANY OF THEM HAVE NOT SO FOR SOME OF THOSE SCHOLARSHIPS THAT ARE OUT THERE. MOSTLY THESE ARE MOSTLY COMMUNITY SCHOLARSHIPS OF VARYING AMOUNTS. BUT FOR THOSE STUDENTS GETTING READY TO GRADUATE, TAKE A LOOK. YOU MIGHT FIND SOMETHING THAT FITS YOUR INTERESTS. SO WITH THAT SAID,

[Future Meetings Review Adjournment]

THANK YOU ALL WE'LL SEE YOU IN A COUPLE WEEKS. HAVE A GREAT NIGHT. THE NEXT BOARD MEETING IS
