THERE ARE A NUMBER OF ISSUES I WOULD PREFER TO DISCUSS THIS EVENING, BUT I'M GOING TO FOCUS ON WHAT WILL LIKELY BE THE MAJOR TOPIC OF DISCUSSION DURING OUR PUBLIC COMMENT. THAT'S THE ONGOING MASS REQUIREMENT. IN HARFORD COUNTY PUBLIC SCHOOLS AND STILL THROUGHOUT THE STATE OF MARYLAND. FIRST OF ALL, I'M NOT GOING TO DEBATE THE ARGUMENT AS TO WHETHER OR NOT MASTER EFFECT THEY ARE EFFECTIVE IN REDUCING RISK OF TRANSMISSION, AND I HAVE STUDIES TO SUPPORT THAT.

HOWEVER, THAT'S A DIFFERENT DISCUSSION FOR A DIFFERENT I ASKED DR BOLTON LAST WEEK. IF THERE WERE ANY REALLY THERE REALLY ANY CONSEQUENCES IF HARPER COUNTY CHOSE TO DEFY THE MARYLAND STATE BOARD OF EDUCATION AND REMOVE MASK MANDATES. CONTRARY TO WHAT YOU MAY HAVE HEARD, EITHER DURING PRIOR BOARD DISCUSSION, PUBLIC COMMENTS GO THROUGH SOCIAL MEDIA. DR BOLSON CONFIRMED MY IMPRESSION THAT THERE ARE INDEED FINANCIAL LEGAL AND ADMINISTRATIVE CONSEQUENCE. IF THE SCHOOL SYSTEM ACTED IN DEFIANCE OF THE STATE BOARD REQUIREMENTS. BUT IT WAS HIS NEXT COMMENT, WHICH RESONATED THE MOST WITH ME. HE SAID RHETORICALLY. WHAT MESSAGE DO WE SEND TO OUR STUDENTS? IF WE SHOW THEM THAT IT IS OKAY TO BREAK THE RULES. WHO DECIDES WHAT RULES MUST BE FOLLOWED. WHAT RULES CAN BE BROKEN. SO WHO DOES GET TO CHOOSE THE RULES? WHO DECIDES IF IT'S OKAY TO BREAK THE RULES AND WHO DECIDES WHICH RULES WE SHOULD BE FOLLOWING. AND WHICH ONES WE CAN VIOLATE. IF EVERYONE LIVED BY THEIR OWN SET OF RULES. WE'D BE LIVING IN ANARCHY. THINK OF THE CONSEQUENCES OF SOME FOLKS DECIDED THAT THEY WOULD ONLY OBEY STOPLIGHTS. THE NUT STOP SIGNS. THE RULE IS YOU STOP IT BOTH. RULES ARE RULES AND AS A SOCIETY WE'VE ACCEPTED. THAT CERTAIN PEOPLE ARE ASSIGNED RULE MAKERS. WE DON'T LIKE THE RULES. 22ND. I BELIEVE. AND IF THEY DECIDE TO ELIMINATE THE MASK MANDATES STATEWIDE. THEN IT BECOMES A LOCAL DECISION. AT THAT POINT. YOU CAN HOLD OUR FEET TO THE FIRE. BUT UNTIL THAT TIME WERE OBEYING ALL THE RULES. AND HIS DOCTOR BOLSON POINTED OUT IN OUR LITTLE DISCUSSION.

THE ARRIVAL SOME OF THE ANIMAL FIGHTS CLASSES, UM THAT WERE YOU KNOW, I TOOK WHEN I WAS IN COLLEGE, SO I JUST WANTED TO SHOW MY LOVE AND APPRECIATION AND CONGRATULATE THAT THE AGRICULTURAL PROGRAM IN NORTH HARFORD. DESPITE THE PRESSURE AND SOMETIMES OUTRIGHT BULLYING FROM COMMUNITY MEMBERS AND PARENTS.

IT'S UNFAIR WHAT YOU HAVE ENDURED SIMPLY FOR THE SAFETY OF THE SCHOOL COMMUNITY AND FOLLOWING THE RULES SET BY THE STATE. I APPLAUD YOU FOR KEEPING THE SAFETY OF STUDENTS AND FAMILIES. HELLO HAPPY VALENTINE'S DAY. AND FOR THOSE OF YOU WHO ARE SINGLE, HAPPY FEBRUARY, 14TH. MY NAME IS ROB TUCKERMAN HCPS, EDUCATOR AND CITIZEN OF HARFORD COUNTY PUBLIC HARVARD COUNTY. MY LOCAL SCHOOL IS CHURCH CREEK. I'M HAPPY TO MENTION THAT ONE OF OUR OWN WAS NAMED AS A FINALIST FOR A TEACHER OF THE YEAR. IT'S NICE TO GET TO CELEBRATE THE EXCELLENCE OF OUR COLLEAGUES EACH YEAR IN THIS WAY. AND SPEAKING OF EXCELLENCE, I WOULD LIKE TO OFFER A FULL THROATED ENDORSEMENT OF DR POLSON TO BE RENEWED AS OUR SUPERINTENDENT OF SCHOOLS, AND I'D LIKE TO TALK A LITTLE BIT ABOUT WHY WHEN DR WILSON WAS HIRED, HE INHERITED WHAT I BELIEVE TO BE AN UNSUSTAINABLE ALLEGATION OF RESOURCE IS DESIGNED BY HIS PREDECESSORS TO DISGUISE THE FACT THAT OUR SCHOOLS WERE SEVERELY AS AS SEVERELY UNDERFUNDED AS THEY WERE. HE MADE A VERY PAINFUL DECISION TO CUT POSITIONS IN HIS FIRST YEAR , BUT I WASN'T MAD AT HIM BECAUSE FOR THE FIRST TIME A SUPERINTENDENT HAD TAKEN THE TIME TO THOROUGHLY EXPLAIN THE REASONS WHY NOW WHATEVER DECISIONS HE HAS MADE SENSE AND I STRUGGLE TO THINK OF ANY DISASTROUS ONES. DOCTOR BOLSON WILL ALWAYS TELL YOU MAYBE A LITTLE TOO EXTENSIVELY THE REASONING BEHIND HIS DECISIONS. LET'S BE HONEST, SEAN, YOU'RE VERY LONG. DON'T FIRE ME, PLEASE. BUT. WE WANT THAT TRANSPARENCY. WE NEED THAT TRANSPARENCY. THE DECISION BY THE WAY EXPOSED TO THE PUBLIC JUST HOW UNDERFUNDED OUR SCHOOLS WERE, AND WE HAVE FINALLY STARTED THE LONG JOURNEY TO IMPROVING THAT FUNDING AS A RESULT. IN THE PAST. I'D SAY THAT THE RELATIONSHIP BETWEEN HCPS AND THE EDUCATORS IN THE CLASSROOM WAS FRAUGHT. AND THAT WAS IN NO SMALL PART. THANKS TO THE LEADERSHIP AT THE TOP THAT DOESN'T IT FEEL GOOD TO BE WORKING COLLABORATIVELY WITH YOUR WORKERS IN THE BEST INTERESTS OF THE CHILDREN THAT WE SERVE? I DON'T BELIEVE THAT WOULD HAVE HAPPENED WITH AN INTERNAL HIGHER AND I DON'T BELIEVE IT WOULD HAVE HAPPENED IF IT WERE NOT FOR DR WILSON SEASON. NOW WE'VE ALL BEEN THROUGH HELL AND BACK, AND THAT MUCH IS TRUE. BUT HE HAS STUCK WITH US AND DID THE HARD WORK WHEN MANY OTHER SUPERINTENDENTS IN THIS NATION RAN, KICKING AND SCREAMING FROM THE JOB. AND EVEN IF YOU DISAGREE WITH MY ASSERTION THAT HE DID COVID PRETTY WELL, WE SHOULD STICK BY HIM TO IF NOTHING ELSE, WAYS YOUR JUDGMENT. PLEASE THINK OF OUR STUDENTS OR THINK OF ME. THINK OF HOW MUCH I LIKE BRAGGING TO MY COLLEAGUES WORKING ANOTHER COUNTY'S THAT MY SUPERINTENDENT IS BETTER THAN THEIRS. SO THAT INCREASED THE DEBT SERVICE SAVINGS TO HARVARD COUNTY PUBLIC SCHOOLS, UM, AND WITH INTEREST RATES BEING THIS LOW, IT'S UNLIKELY THAT HARVARD COUNTY PUBLIC SCHOOLS WOULD HAVE THIS OPPORTUNITY YOU REFINED AT A LOWER RATE IN GENERATE SIMILAR SAVINGS, SO IT'S THIS TRADE SAID BASED OFF OF THE 1.71% INTEREST RATE THAT STERLING BANK PROPOSED THE ESTIMATED DEBT SERVICE SAVINGS IS ABOUT 212 ALMOST $213,000 OR 3.5% MPV SITTING AT PRESENT VALUE SAVINGS, WHICH IS ABOVE THE 3% INDUSTRY. BENCHMARK 3% BENCHMARK IS WHAT WE TYPICALLY LOOK FOR WHEN WE'RE DOING A REFUNDING. I WANTED TO REMIND EVERYONE THAT SALARIES AND BENEFITS MAKE UP 85% OF OUR BUDGET AND 80% OF OUR BUDGET IS DIRECTLY SUPPORTING INSTRUCTION AND INSTRUCTIONAL SUPPORT. ARE RESTRICTED BUDGET DOES INCLUDE COVID RELIEF FUNDS FOR ADDITIONAL SUPPORTS FOR OUR STUDENTS AND STAFF. SO WE'RE PROPOSED 23 BUDGET IS $568.8 MILLION. THIS IS A SUMMARY OF THE REQUESTS. WE HAD A MANDATORY BASELINE BUDGET INCREASES IN VARIOUS AREAS TOTALING 46.7. A 9% INCREASE, AND THEN OUR PRIORITY SCHOOL ENHANCEMENTS. WE HAD 2.4 MILLION 0.5% INCREASE, WHICH TOTALED THE 9.5% INCREASE OF $49.2 MILLION. AND PART OF THOSE INCREASES WAS 138.2 FTE POSITIONS. UM AND THE CONCERNS THAT INDIVIDUALS HAD AT THE BEGINNING OF THE PROCESS. YOU KNOW SOME WORD DRESSED. WE KNOW THAT ALL THEY ALL WERE NOT ADDRESSED. THERE'S A RECOMMENDATION CITY UNDER THIS CATEGORY WHERE IT MAKES US 15 IS AN AREA WITHIN THE HAVING GRACE AREA AND WE WOULD LIKE TO MAKE ADJUSTMENTS TO ALLOW FOR FUTURE GROWTH AND HAVE THE GRACE AREA SO THAT THE, UM THE PLAN DEVELOPMENT AND CHEST 15 ONCE IT'S DEVELOPED, WOULD BE ASSIGNED TO SCHOOLS IN ABERDEEN . THERE'S NO CURRENT STUDENTS IN THIS AREA. BUT ONCE THE RESIDENTIAL DEVELOPMENT OCCURS AND FAMILIES. PURCHASE PROPERTY THERE, THEY WOULD KNOW THAT THERE WILL BE ASSIGNED TO SCHOOLS, UM, INHABITING, AND FINALLY WHEN LOOKING AT PATTERSON MILL MIDDLE HIGH SCHOOL. UM WE ARE WORKING WITH THE STAGE TO COMBINE THE STATE RATED CAPACITY OF THOSE TWO SCHOOLS. WE HAVE MIDDLE SCHOOL CAPACITY IN THE HOSPITAL CAPACITY IN THE MIDDLE SCHOOL IS OVER PASSIVITY. BUT WITH BUT IF WE CAN FIND THE TWO, WE CAN WORK WITHIN THE SCHOOL WITHOUT IMPACTING THE ADEQUATE PUBLIC FACILITIES ORDINANCE. RECOMMENDATION TO ADDRESS ELEMENTARY SCHOOL CAPACITY RECOMMENDATION IS TO IMPLEMENT ADJUSTMENTS IN THE 26 27 SCHOOL YEAR THROUGH THE CONSTRUCTION OF A COMBINED SPECIAL IN ELEMENTARY SCHOOL FACILITY THAT'S INTENDED TO ADDRESS THE FUTURE ELEMENTARY SCHOOL CAPACITY NEEDS. WITH THE NEW SCHOOL COMING ONLINE WERE THE LINE THE ADJUSTMENTS WITH THE NEW SCHOOL TENNIS AREA. UM AND BY DOING SO, WE WILL BE IN LINE WITH COMPLETING THE MAJOR PROJECT WITHIN THE TIMELINE THAT THE COUNTY HAS SET FOR US. WE'RE ONE MAJOR CAPITAL PROJECT AT THE TIME, WE WOULD NOT INTERFERE WITH THE CURRENT ORDER OF PRIORITY WITHIN OUR EDUCATIONAL FACILITIES. MASTER PLAN WE'LL BE ABLE TO ADDRESS THE NEEDS OF THE JOHN ARCHER STUDENTS. UM BYE. THESE ARE, OF COURSE, EVERYONE'S FAVORITE KIND OF ANNOUNCEMENT TO SURVEYS. I WANT TO BRING TO YOUR ATTENTION. YOU'VE PROBABLY SEEN THE FIRST MSD HAS DEVELOPED AN OPTION FOR LOCAL SCHOOL SYSTEM TO REPURPOSE INCLEMENT WEATHER DAYS AS VIRTUAL SCHOOL DAYS. IN THAT PLAN, THERE IS REQUIREMENT OF A MINIMUM OF FOUR HOURS OF LIVE INTERACTION. INSTRUCTION FOR ALL STUDENTS ON EACH VIRTUAL IMPLEMENT WEATHER DAY. TENANTS WILL BE TAKEN. WHAT WE NEED IS YOUR INPUT. WE'VE ALREADY HAD ACTUALLY, NEARLY 10,000. PEOPLE RESPOND TO THIS WOULD LIKE WOULD LIKE TO HEAR FROM MORE PEOPLE BEFORE WE COMPLETE A PLAN TO SUBMIT TO MSD. THAT SURVEY HAS ALSO BEEN PUSHED OUT TO EVERYBODY, AND IT'S PROBABLY EASIEST TO FIND ON OUR FACEBOOK PAGE. IF YOU'D LIKE TO GO AND LOOK THERE. SORT OF COMMUNITY SERVICE WORK. NOW A SECOND. FREEDOM, FEDERAL PROMOTION THAT'S BENEFIT AND THIS IS SOMETHING THAT WE'RE EXCITED ABOUT. IS A PARTNERED WITH THE SCHOOLS TO PROVIDE OUR NEW EDUCATORS TEACHING IN KINDERGARTEN AND KINDERGARTEN THROUGH SECOND GRADE, WITH STARTER LIBRARIES FOR THEIR CLASSROOMS. ACROSS THE COUNTY 42 NEW TEACHERS IN 22 DIFFERENT SCHOOLS WILL RECEIVE A BUNDLE OF OVER 500 GRADE SPECIFIC READING BOOKS APPROPRIATE FOR THEIR STUDENTS. AND ALIGNED WITH THEIR CURRICULUM. AND SO IT WAS NICE. WE WERE ACTUALLY ABLE TO BE ABLE TO KICK THIS OFF. AS THEY ROLLED UP BOOKS. UM THAT WE'VE HAD. WE'VE HAD OTHERS ROLLING OUT BOOKS IN THE IN THE SAME SETTING, SO IT'S WE HAVE SO MUCH GOING ON THE CLASSROOM READING, HAVING BOOKS AND KIDS HANDS IS SO IMPORTANT FOR WHAT WE'RE DOING, SO WE'RE EXCITED. FOR THE WORK THEY'RE DOING, AND THE LAST THING I THINK, IS SORT OF A FEEL GOOD STORY. IN FACT, RISK KELLY ALREADY TOUCHED ON THIS THIS EVENING.
