[A. Board Member Comments]

LIKE TO BEGIN BY TALKING ABOUT A DEBATE TECHNIQUE CALLED THE FISH. THIS TECHNIQUE INVOLVES PUTTING FORTH A LOT OF ARGUMENTS REGARDLESS OF WHETHER THEY'RE GOOD OR BAD, TRUE OR FALSE. THE IDEA. IS THAT IT TAKES THE OPPONENT LORD TIME TO REFUTE THE INDIVIDUAL ARGUMENTS, THEN IT TAKES TO MAKE THEM IN THE FIRST PLACE. WITH RESPECT TO PUBLIC COMMENTS WERE CONTINUING TO FACE GIFT GALLOP OF MISINFORMATION CONCERNING COVID EQUITY STATE WOOL TEACHERS, UNIONS AND MORE.

IN THE PAST YEAR AND A HALF TO TWO YEARS. WE HAVE REPEATEDLY ADDRESSED SOME OF THESE, ALTHOUGH WE HAVEN'T HAD TIME TO ADDRESS THEM PROBLEM. WE'VE HAD BOARD MEMBERS, STAFF MEMBERS AND THE COUNTY HEALTH DEPARTMENT. ALL WORKING TO EVERYBODY. MISINFORMATION FROM PUBLIC COMMENTS. BUT IT CONTINUES. FOR SOME OF THE COMMENTS. I BELIEVE THE SPEAKERS ARE HONEST AND THEIR INTENTIONS EVEN WHEN THEIR STATEMENTS ARE FACTUALLY WRONG. THERE ARE OTHER COMMENTS THAT I HAVE TROUBLE BELIEVING OR GIVEN IN GOOD FAITH. IF YOU THINK THAT A MEETING MIGHT VIOLATE THE MARYLAND OPEN MEETING FACT, THEN LOOK UP THE LAW AND SEE THE MARYLAND ATTORNEY GENERAL'S OFFICE HAS A HANDBOOK ON IT IF YOU PREFER AN INTERPRETED VERSION OF THE LAW. DO YOU THINK THAT MASKS ARE REGULATED AND ARE NEVER RECALLED? NO. THE CLIP PUSH FOR MASKIN RECALL SHOWS THAT SOME KIND OFTEN IF YOU THINK THAT YOUR PUBLIC COMMENT WAS CUT OFF AFTER LESS THAN THREE MINUTES AND THE VIDEO FOR YOU, THEN I RECOMMEND YOU ACTUALLY BEHIND IT FROM THE VIDEO BEFORE YOU BROADCAST THAT CLAIM. IF YOU SEND IN THE COMPLAINT, WERE YOU CITE A FEDERAL REGULATION. YOU SHOULD READ IT AND QUOTE THE FULL SENTENCES. CUTTING OFF THE PARTS OF THE SENTENCES THAT UNDERMINE THE COMPLAINT DOESN'T LOOK GOOD. PLEASE SHOW THE RESPECT OF

[00:05:06]

HONEST ARGUMENT. MOVING ON. BACK IN DECEMBER, I MENTIONED MY APPRECIATION OF WORK DONE PRE PANDEMIC ON THE TOPIC OF STUDENT MENTAL HEALTH. TONIGHT WE HAVE A FULL PRESENTATION ON MENTAL HEALTH. IT'S PUBLIC TO NOTE THE IMPLEMENTATION OVER TIME. THESE PROGRAMS. WE HAVE PROGRAMS GUNNED IN 2018 2019 2020 2021. I'VE BEEN. VERY HAPPY TO SEE ALL THE GOOD WORK BEING DONE IN THIS AREA. THANK YOU ALL. OUR DR HAROLD. I HAVE NO COMMENTS THIS EVENING. THANK YOU, RACHEL.

THANK YOU THIS CAR WAX. I'M. I HAVE NO COMMENTS AT THIS TIME. I JUST WANT TO SAY TO EVERYONE, PLEASE STAY WARM ON YOUR WAY HOME AND BE SAFE. THANK YOU, MR KELLY. NO COMMENT. THANK YOU.

THANK YOU, MR CARTY. NO COMMENTS, THINGS. THANK YOU, MR ROBBINS. NO COMMENTS TO SEE.

THANK YOU, DR PHILIP. GONNA TAKE SOME OF THE TIME THAT'S BEEN GIVEN UP BY MY COLLEAGUES, TOO.

MAKE A BRIEF STATEMENT. SO YES, I DO HAVE SOME COMMENTS. THIS BOARD HAS BEEN CRITICIZED ON MANY OCCASIONS FOR NOT ADDRESSING CONCERNS BROUGHT UP BY THE COMMUNITY. SO I WILL TRY MY COMMENTS THIS EVENING TO SPECIFICALLY ADDRESS SOME OF THE ISSUES BROUGHT TO MY ATTENTION.

FROM SOME COMMUNITY MEMBERS IN THE RECENT PAST. ONE MASKS. AT OUR CURRENT POSITIVITY RATE.

THEY ARE NOT GOING ANYWHERE RIGHT NOW. HOWEVER AS THE NUMBERS SEEM TO BE SHOWING SOME IMPROVEMENT, AS FAR AS THE METRICS ARE CONCERNED, WE CAN BE CAUTIOUSLY OPTIMISTIC. AND WE WILL BE APPROACHING THE METRICS SET BY THE STATE BOARD AND THE NOT SO DISTANT FUTURE. BECAUSE WE AND ALL OF THE DISTRICT OF THE STATE ARE NOT GOING ANYWHERE NEAR THOSE FIGURES ANNOUNCED BY THE STATE. IT HAS NOT BEEN DISCUSSED MUCH LATELY. AT LEAST AT THE BOARD LEVEL. I WOULD IMAGINE THIS WILL BE HITTING THE RADAR SCREEN IN THE COMING WEEKS. HAS A CAR RELATED TO THE MASK ISSUE. ONE SUGGESTION WHICH HAS BEEN MADE TO ME FROM THE CONCERNED CITIZEN. WAS TO ADOPT A POLICY OF A MANDATORY MASK CHANGE. FOR OUR YOUNG ELEMENTARY SCHOOL STUDENTS AT LUNCHTIME. UM GIVEN THE FACT THAT THEY BELIEVE SNEEZING OR COUGHING INTO THEIR MASK. AND THEY'RE NOT ONES TO RAISE THE CONCERN THAT THIS MAY HAVE THAT MAY NOT BE A BAD IDEA IN THIS IS THAT WE CAN CERTAINLY LOOK INTO TWO, GIVEN OUR CURRENT POLICY OF NOT ALLOWING SPECTATORS TO WATCH INDOOR SPORTING EVENTS, SOMEONE ASKED ME IF COLLEGE SCOUTS WOULD BE ALLOWED INTO AN EVENT TO WATCH A STUDENT. CURRENTLY I DO NOT KNOW THE ANSWER TO THAT QUESTION. BUT I DO KNOW THAT THE CURRENT SPECTATOR POLICIES BEING REASSESSED, AND I BELIEVE THAT AN ANNOUNCEMENT I'D BE FORTHCOMING SHORTLY. THREE BOOKS AND ONGOING ISSUE. SOMEONE SUGGESTED AN AGE APPROPRIATE LABEL BE PLACED ON THOSE BOOKS, WHICH MIGHT WHICH SOME MIGHT CONSIDER CONTROVERSIAL. PERHAPS SIMILAR TO THE RATING SYSTEM USED BY THE CINEMA INDUSTRY. AGAIN. NOT A BAD IDEA. AND THIS IS SOMETHING THAT WE CAN CERTAINLY LOOK INTO. FORK SR PROBLEMS ALREADY BEING DISCUSSED. BOTH BY THE COMMUNITY. AND BY ADMINISTRATION. IT IS CERTAINLY OUR HOPE. THAT THE METRICS. IMPROVE SUBSTANTIALLY ENOUGH BY PROMPT SEASON SO THAT PROBLEMS CAN BE HELD. WITH THE FULL SUPPORT OF THE ADMINISTRATION AND THE BOARD. FIVE SOMEONE ASKED ME ABOUT THE POSSIBILITY OF DONATING LEFTOVER FOOD TO VARIOUS SHELTERS AROUND THE COUNTY. GIVING STAFFING ISSUES WE HAVE RIGHT NOW, AS WELL AS THE POSSIBILITY OF LEGAL AND FOOD SAFETY MATTERS. I THOUGHT THIS WOULD BE A LOGISTICAL NIGHTMARE. HOWEVER I DID BRING THIS UP WITH THE SENIOR LEVEL MANAGER WHO ACTUALLY THOUGHT IT WAS A GOOD IDEA. AND THIS WILL BE PURSUED FURTHER. SO TO THAT PERSON WHO BROUGHT THIS UP? I AM HOPEFULLY MANY OTHERS IN THE COMMUNITY WHO MIGHT BENEFIT FROM SOMETHING LIKE THIS. HOPEFULLY CAN THANK YOU IF THIS DOES COME TO FRUITION. SIX WE RECEIVED MANY EMAILS ON A WEEKLY BASIS EACH ONE OF THOSE EMAILS AS READ BY EVERY ONE OF US, AND THE CENTER DOES GET A RESPONSE FROM THE BOARD OFFICE. INDICATING THE MAIL HAS BEEN RECEIVED. OUR POLICY IS TO FORWARD THOSE EMAILS TO INAPPROPRIATE PERSON CENTRAL OFFICE. WITH KNOWLEDGE OF THE CONCERNED AND LET THEM RESPOND ACCORDINGLY. THIS IS TO ASSURE THAT A CONSISTENT AND COMPLETE RESPONSE IS PROVIDED. I WILL SAY THAT SOME MAY NOT GET DIRECT RESPONSES IF THE ISSUE HAS BEEN DISCUSSED IN DIFFERENT FORUMS, SUCH AS BOARD MEETINGS THERE ARE SOME WHICH DO REQUIRE AN URGENT RESPONSE. SUCH AS THOSE RELATED TO BULLYING AS AN EXAMPLE. AND THESE ARE ADDRESSED IMMEDIATELY. MY EXPERIENCE HAS BEEN THAT EVERY ONE OF THOSE TYPES OF CONCERNS ARE RESPONDED TO EITHER THAT DAY AND NO LATER THAN THE FOLLOWING DAY. FINALLY WE ARE WELL AWARE OF THE CONCERNS WE ALL HAVE REGARDING THE MENTAL HEALTH OF OUR

[00:10:04]

STUDENT. THIS IS ACTUALLY THE MAJOR TOPIC OF DISCUSSION ON TONIGHT'S AGENDA, AND I THINK YOU WILL BE EXTREMELY PLEASED WITH THE PRESENTATION. AND I HOPE EACH AND EVERY ONE OF YOU HERE TONIGHT, YOU KNOW, NOT MANY. STICK AROUND AND LISTEN TO IT, I THINK WILL BE HAPPY. WHEN? WHAT YOU HERE THANK YOU. THANK YOU, MISS WELCOME. MISS HOLCOMB. CAN YOU HEAR ME? YEAH. THERE YOU GO. I HAVE NO COMMENTS THIS EVENING. THANK YOU. IF THEY HEAR DR MUELLER OKAY, MAN. THANK YOU AND I HAVE NO COMMENTS, AND I APOLOGIZE FOR NOT BEING THERE IN PERSON. JAMES MOM JOB GETS IN THE WAY OF THE FOURTH JOB. WITH THAT. WE ARE GOING TO START WITH PUBLIC COMMENTS. LET ME RAISE

[B. Public Comments]

THE RULES. IN PERSON. SPEAKERS WILL PROCEED. FIRST THEY WILL BE CALLED BY THE BOARD SECRETARY.

REMOTE SPEAKERS WILL PROCEED NEXT. THEY WILL BE ADMITTED TO THE MEETING BY AN HTTPS STAFF NUMBER WHEN IT IS THEIR TURN TO SPEAK. ALL SPEAKERS WILL RECEIVE THREE MINUTES TO SPEAK DUE TO THE NUMBER OF REGISTERED SPEAKERS. SPEAKERS MAY BE INTERRUPTED AND BE GIVEN NOTICE WHEN THEY HAVE 30 SECONDS LEFT. WHEN SPEAKERS HAVE REACHED THIS THREE MINUTE MARK, THEIR TIME WILL EXPIRE. ISRAEL. LIKE. FIRST NAME, BUT I BELIEVE IT OPEN. SCHOOL SYSTEM FUNDS TO OFFER VACCINE INCENTIVE TO EMPLOYEES. INITIALLY HE SAID HE WAS NOT INTERESTED IN DOING A MANDATE BUT LATER SAID HCPS HAS A WAY TO GO WITH VACCINE COMPLIANCE AMONG EMPLOYEES. HE SAID. THIS INCENTIVE WILL ALLOW A HIGHER PERCENTAGE OF VACCINE COMPLIANCE WITHOUT NEEDING TO MOVE TO A STRATEGY OF VACCINE REFORM. THE BUDGET FOR THIS PROGRAM WAS NOT DISCLOSED. BUT DR BOLSON ADVISED THERE WAS A CHANCE SOME EMPLOYEES WOULD NOT COMPLY. SO THE ACTUAL AMOUNTS BANK COULD BE LESS. COMPLY COMPLIANCE EMPLOYEES WON'T COMPLY AND STRATEGY OF THE VACCINE COMPLIANCE OR VACCINE REQUIREMENT. ARE THREATENING WORDS AND CAN BE PERCEIVED AS A FORM OF PRESSURING STAFF. REMAIN ON BACKS FOR MANY REASONS, INCLUDING MEDICAL AND RELIGIOUS REASONS. THE EMPLOYEE DATA MATCH PERFORMED WITH THE HEALTH DEPARTMENT FOUND 59% OF STAFF OUR BACKS, BUT THAT FIGURE DID NOT INCLUDE STAFF LIVING OUTSIDE OF THE COUNT. EVEN THOUGH BASIC DATA WAS NOT PROVIDED. ONE COULD EASILY APPLY A LOWBALL ESTIMATE OF AC STATIC COUNTY EMPLOYEES AT 20% FOR AN OVERALL VAX RATE OF 79. VACCINE INCENTIVES ARE GROUNDED IN THE PSYCHOLOGY OF HELP PEOPLE MAKE FINANCIAL AND HEALTHCARE DECISIONS. IT'S CONCERNING THAT NOT A SINGLE BOARD MEMBERS QUESTIONED THE POSSIBILITY OF THIS PROGRAM, CREATING WORKPLACE BIAS OR ASKEE CONSIDERED WHEN DESIGNING THIS PROGRAM, INCLUDING PERCEPTION OF COERCION TO MARGINALIZED EMPLOYEES, OR LACK OF EQUITY TO THOSE WITH MEDICAL ISSUES. RELIGIOUS BELIEFS OR DISCRIMINATION TO THOSE SEEKING MEDICAL FARIDA. WHAT IS THE FUNDING SOURCE AND HOW MUCH IS EACH SOURCE FUNDING? HOW MUCH WAS BUDGETED ONE MILLION MILLION THREE MILLION. HOW DID HCPS AND HEALTH DEPARTMENT PREVENT DISCLOSING EMPLOYEE MEDICAL INFORMATION DURING THE DAY TO MATCH I'M SURE SOME OF THESE QUESTIONS HAVE BEEN ANSWERED IN THE PAST. NO. SO I'M SEEKING ANSWERS TO THOSE QUESTIONS. I'M HOPING THE BOARD WILL MAINTAIN A CULTURE TRUST WITH THE COMMUNITY . THIS INCLUDES ETHICAL CONSIDERATIONS AND FINANCIAL ACCOUNTABILITY. BY ASKING QUESTIONS THAT PROVIDE CLARITY AND TRANSPARENCY TO THE PUBLIC. ESPECIALLY WHEN SPENDING AN UNKNOWN AMOUNT OF MONEY OF SCHOOL FUNDS WANNA HIGHLY POLITICIZED REWARDS PROGRAM.

THANK YOU FOR LISTENING. POPULIST. THE VERY SIMPLE NUMBERS. SPEAKER BY THE LAST NAME. OH, PRIME. MY NAME IS JUNE ā– K730 UPON A RESIDENT IN HALF ACCOUNT HERE. AH! THINGS THAT

[00:15:18]

ARE GOING AROUND MOSTLY. COUNTRIES THAT WE ARE HELPING. ONE THING THAT I HAVE IN MY CHILDREN IN SCHOOL AND HAVING A GREAT TIME. WE HAVE IN THIS ISSUE WITH KOBE. WE ALL KNOW GET AN INJECTION FOR 123, AND WE STILL KEEP ON TAKING HOW LONG ARE WE GOING TO TAKE AND OUR CHILDREN STILL BEING SICK? SCHOOL AND HALF A COUNTY. SUNKEN HOME AND SAID, OH, I DON'T HAVE SOMEBODY GOT A COLD. BUT I CAN'T SIT DOWN AND BEING A RESIDENT AND HELPING OVER 30 COUNTRIES.

WITH THE HELP OF ANTI MACRO WHAT YOURSELF NONTOXIC PRODUCT. HALF THAT WE HELP EVERY MOST OF THE OTHER COUNTRY. GO IN AND OUT. BUT. WE HAVE ANOTHER THING THAT BASICALLY IF NOT THAT IS ACTUALLY HELP. TO COUNTER AND EVERYTHING OUR SCHOOLS CAN BE ABLE TO BREATHE BETTER. BECAUSE WE GET AN INJECTION. AND IF YOU HAVE ANYTHING IN YOUR HOUSEHOLD AIDED THE NIGHT THAT WE NEED TO CLEAN AND PROTECT AND IT SIT THERE THIS PRODUCT SIT THERE FOR OVER THREE MONTHS. ONE PRODUCT SIT FOR ONE. WE WANT TO BE ABLE TO GET OUR HANDS. NUMBER TWO. I KNOW WE GO TO COURT HOUSE AND WE SEE THE METAL DETECTORS THAT WE GO THROUGH. WE HAVE ONE THAT IS CALLED A SYMPTOM SENSE. SYMPTOMS THAT SOME PEOPLE WOULD JUST PUSH THEIR CHILDREN TO SCHOOL, OR WE GIVE ONE TO NEW YORK POLICE OFFICERS AND THEY WILL PUSH THEIR CHILDREN TO SCHOOL. BUT YOU DON'T KNOW WHAT THEY GET. UM HERE. WE DON'T KNOW IF YOU'RE SICK OR WHATEVER IT IS WHEN YOU GO TO THAT SYMPTOMS, SINCE IT WAS SYMPTOM, THE WHOLE ENTIRE BODY NO MATTER WHAT, WHAT DO YOU GOT COLD. FEVER, WHATEVER THIS, SO THAT WAY, YOU CAN BE ABLE TO SEND THE PRESIDENT HOME RATHER THAN COME TO SCHOOL, HOSPITAL OR COLLEGE, HOWEVER, THAT WE CAN BE ABLE TO PROTECT OUR CHILDREN. WEBSITE. JAIL ANYWHERE THAT POSSIBLY WE CAN. IT'S TWO THINGS THAT I JUST BROUGHT FOR THAT PARTICULAR ANTIMICROBIAL, AND IT'S CALLED NOTE. NONTOXIC PROBLEM. AND AT THE SAME TIME AND BE ABLE. HAVE WE MAKING THE PRODUCT IN THIS COUNTRY THAT WE SEND IT OUTSIDE? WANT TO BE ABLE TO PRESENT MY LEADERS. SEE THAT WE CAN BE ABLE TO TAKE THE CASE AND HELP OUR COLLEGE AND SCHOOLS AND JAILS. WE HAVE MR BEN HEUSER, FOLLOWED BY MICHELE KINDER. GOOD EVENING. FIRST I'D LIKE TO THANK DR BOLSON FOR AH! ROCK QUICKLY, UM TAKING CARE OF THE GIRLS' BATHROOM. UM AT BEL AIR MIDDLE SCHOOL. I GREATLY APPRECIATE THAT. AS FAR AS DR BAUER. I WOULD STILL LIKE TO SEE HIM IN PERSON. UM I SPOKE WITH THE WITH THE WONDERFUL GENTLEMEN. WE HAD A VERY LONG CONVERSATION ABOUT A WHOLE VARIETY OF DIFFERENT THINGS. AND IT'S JUST KIND OF IRONIC THIS ONE PARENT JUST POSTED READ ABOUT? SHE GOT A PERMISSION SLIPS AT HOME, YOU KNOW? SO HER CHILD COULD EITHER READ THIS BOOK OR OPT OUT? IT'S INTERESTING NOW. I'VE HAD THIS CONVERSATION A COUPLE TIMES, AND THAT IS THERE'S A CONTROVERSIAL BOOK THAT REQUIRES APPEARED TO SIGN OFF ON IT. AND A NON CONTROVERSIAL BOOK. WHY ARE WE EVEN GOING FOR THE CONTROVERSIAL BOOK IS THE FIRST BOOK. MAKE A WHOLE LOT OF SENSE. WHY NOT JUST GO WITH THE EASY RATHER THAN THE HEART. JUST DOESN'T MAKE A LOT OF SENSE WITH ME. THERE'S A PLAN AND TO PLAY A B. CAN BE SAFE AND SCRIBE THE PLANET. I MEAN, THAT'S THAT'S SIMPLE. ALSO THURSDAY'S BUDGET MEETING THAT'S SCHEDULED AT FIVE O'CLOCK. A LOT OF US WORK 9 TO 5. IT'S A TOUGH ONE FOR US TO EITHER PARTICIPATE IN OR TO WATCH VIRTUALLY. IT'S MERELY JUST US ASKING YOU ALL IF YOU COULD JUST PUSH IT BACK. LEAST A HALF AN HOUR 45 MINUTES OR SOMETHING? BECAUSE WE NEED TO GET HOME. WE NEED TO TAKE CARE OF OUR KIDS, BUT WE ALSO WANT TO BE ACTIVE AS WELL. UM AND I KNOW THERE'S A LOT OF DISCUSSION ABOUT SENIOR PROBLEM. AND WE KNOW THAT YOU ARE TRYING YOUR BEST TO WORK ON SENIOR PROM. BUT I DON'T WANT YOU TO DISCOUNT THAT COMMUNITY'S INVOLVEMENT AS WELL. THAT THE COMMUNITIES WILLING. TO WORK WITH YOU AS

[00:20:06]

WELL TO MAKE SURE THAT IT'S A SIGNAL THAT IT'S A SUCCESS. YES, HAS SENIOR PROBLEM ALWAYS BEEN A BURDEN ON THE SCHOOL SYSTEM IS ALWAYS FALLEN ON THE SCHOOL SYSTEM. YES, IT ALWAYS HAS DOESN'T HAVE TO THIS YEAR. NO, IT DOES NOT. COMMUNITY CAN HELP. SO WHEN YOU COME ACROSS, THERE'S BARRIERS WHERE YOU'RE LIKE, MAN. HOW ARE WE GOING TO GET THIS TO HAPPEN? OR HOW CAN WE GET THIS OR HOW CAN HOW CAN WE MAKE THIS HAPPEN? WE'RE ALSO HERE TO WORK WITH YOU ON THAT AS WELL. THIS DOES NOT HAVE TO BE LIKE, ALL RIGHT. WE JUST CAN'T FIGURE IT OUT. INVITE THE COMMUNITY IN TO HELP BECAUSE IT IS A TWO WAY STREET. I WANT TO THANK YOU ALL VERY MUCH FOR YOUR TIME. THANK YOU VERY MUCH. EVERYONE I'M GOING TO SHOCK YOU ALL TONIGHT, AND I'M ACTUALLY GOING TO SAY THINGS. I APPRECIATE THAT SCHOOLS ARE STILL I KNOW THIS LATEST VARIANT IS CRUSHING LINE.

MY DAUGHTER, MY ENTIRE FAMILY. ALL OF MY KIDS FRIENDS HAVE HAD COVID IN THE PAST FEW WEEKS. UM SO I'M VERY THANKFUL THAT WE'RE CUTTING IT OUT. UM I'VE TALKED MANY TIMES ABOUT HOW WE'VE BEEN LIED TO AND DECEIVED BY THE CDCR HEALTH EXPERT. THE ARBITRARY SIX FT RULE THAT KEPT SCHOOLS CLOSED FOR ALMOST A YEAR ONLY TESTING QUARANTINING THE UNVACCINATED KIDS, WHICH, OF COURSE, LEFT ALL THE VACCINATED KIDS TO SPREAD THE VIRUS. COURSE. HERE WE ARE WITH EXCELLENT UPLOADING CASES.

BUT ANYWAYS, THE MASK USAGE. UM I DON'T KNOW IF YOU KNOW, BUT THERE'S BEEN SEVERAL ARTICLES HERE IS A REALLY GOOD ONE FROM THE ATLANTIC THAT HAS JUST COME OUT. AND TALKED ABOUT THE ACTUAL DATA BEHIND THIS STUDY THAT THE CDC PUTS FORWARD TO PROMOTE MATH. THIS WAS DONE IN ARIZONA.

THEY COMPARED TO DIFFERENT COUNTIES, ONE THAT HAD A MASK MANDATE, ONE THAT DID NOT HAVE MASK MANDATE. THEY LOOKED AT BOTH OF THOSE COUNTIES FOR 12 WEEKS. WHAT THEY DIDN'T MENTION IS THAT THE COUNTY THAT DID NOT HAVE MASKED WAS ACTUALLY IN SCHOOL FOR 12 OUT OF 12 WEEK.

THE COUNTY THAT THEY SAID HAD A MASKED MAN DATE AND HAD LESS CASES. WITH THEY WERE ONLY IN SCHOOL FOR SIX OF THOSE 12 WEEKS. OF COURSE, THEY HAVE LESS. THERE ARE MANY OTHER FLOCKS TO THAT STUDY. UM INCLUDING THAT USED SOME VIRTUAL SCHOOLS THAT DIDN'T EVEN SHOW UP TO SCHOOL. I MEAN, OUR SCIENCE THAT THEY PUT FORWARD IS JUST IT'S BEEN JOHN. UM AND YOU KNOW , A MORAL SOCIETY IS ONE IN WHICH THE ADULTS TAKE THE HITS FOR THE KID. BUT OUR SCHOOLS ARE FORCING THE KIDS TO TAKE THE HITS. IRRATIONAL FEARS OF THE ADULTS. THIS IS WRONG. THERE'S NO WAY TO JUSTIFY CONTINUE. POLICY. MOST OF THE COUNTRIES HAVE NEVER MASK THEIR KIDS. THE WH RECOMMENDS AGAINST IT. FLORIDA SCHOOLS HAVE BEEN UNMASKED FOR ALMOST TWO YEARS WITHOUT INCIDENT. VIRGINIA SCHOOLS JUST GOT RID OF THEIR MASK MANDATES. YES CASES ARE EXPLODING. BUT WE'VE HAD THESE KIDS MASKED UP THAT SO MANY PEOPLE ARE VACCINATED. WHEN ARE WE GOING TO REALIZE THAT? THAT IS NOT GOING TO HELP. LET THE KIDS BREATHE. YOU KNOW, FUN FACT THE SPANISH FLU MOST OF THE PEOPLE THAT DIED IN THE SPANISH FLU ACTUALLY DIED FROM BACTERIAL PNEUMONIA FROM DIRTY MATT. ANYWAYS I'M NOT BEING HYPERBOLIC WHEN I SAY WE HAVE WITNESSED TO TRUE CRIMES AGAINST HUMANITY OVER THE PAST TWO YEARS, AND YOU ALL HAVE THE POWER TO RIGHT THIS SHIP. PLEASE BRING BACK SOME HUMAN. OKAY? NEXT. WE HAVE PILLARS, FOLLOWED. BY TINA GRAPH. RIGHT? FIRST I WANT TO THANK EVERY TEACHER ADMINISTRATOR. COUNCILOR STAFF MEMBER AND BOARD MEMBER FOR PROTECTING THE CHILDREN OF THIS COUNTY BY PLACING AND ENFORCING A MASK MANDATE. AND ENCOURAGING VACCINATION AGAINST COVID 19. I KNOW THAT IT HAS NOT BEEN AN EASY DECISION. BUT I THANK YOU FOR PUTTING SCIENCE, HEALTH AND SAFETY FIRST. ULTIMATELY I'M HERE TONIGHT TO ASK YOU TO RENAME WILLIAM PICKER ELEMENT. WILLIAM PICKER WAS A SLAVE OWNER

[00:25:01]

. HE OWNED AT LEAST 100 SLAVES WHEN HE DIED IN 17 99. WHAT MESSAGE DOES IT SEND TO THE STUDENTS AT THAT SCHOOL FOR MAJORITY CHILDREN OF COLOR TO GO INTO A BUILDING? MORE REALIZING A MAN WHO OWNS SLAVE. MAKE THE DECISION TO CHANGE THE NAME, YOU'LL BE JOINING RESPECTED INSTITUTIONS LIKE TESTS AND UNIVERSITY. RENAME THE DORM BUILDING FIRMLY CALLED PICK A HALL. INSTEAD OF SLAVE OWNERS. WE SHOULD CELEBRATE THOSE WHO HELPED OTHERS. IMPACTED THIS COUNTRY FOR THE BETTER WITHOUT HARMING THEIR FELLOW ME. FIRST I WANTED TO SHARE SOME HAPPINESS.

LAST WEEK, I RECEIVED A CALL FROM MY MOM SAYING SHE WANTED TO PROVIDE LUNCH FOR OUR OFFICE TO SHOW HER APPRECIATION. SHE THEN PUT SOMETHING OUT ON SOCIAL MEDIA TO SEE IF ANYONE WANTED TO PARTICIPATE. AMAZINGLY WITHIN THREE DAYS SHE COLLECTED OVER $1500 AND WAS ABLE TO PROVIDE LUNCH FOR OUR ENTIRE STAFF. AND THE ENTIRE STAFF AT BOSTON MIDDLE SCHOOL LAST FRIDAY. I JUST WANTED TO GIVE A SHOUT OUT TO TIFFANY RECORD AND ALL THE PARENTS THAT CONTRIBUTED FOR THEIR GENEROSITY. IT TRULY MADE OUR DAY. AT THE LAST MEETING REFERRED TO THE TERM WORD SALAD, AND I FOUND IT QUITE APPROPRIATE TO WHAT I HAVE BEEN EXPERIENCING AT MANY OF OUR MEETINGS. THERE'S BEEN SO MUCH MISINFORMATION PRESENTED HERE DURING PUBLIC COMMENT. YOUR FIRST SOMEONE SUGGESTED THAT OUR UNION WASN'T INSATIABLE BEAST THAT WAS BULLYING, TERRORIZING AND ROBBING OUR MEMBERS FOR MONEY BY FORCING US TO JOIN. THE RECORD. WHEN I WAS HIRED 15 YEARS AGO, I WAS HANDED A PAPER FROM A CHART WITH INFORMATION ABOUT OUR UNION AND THE COST TO JOIN. CURRENT NEW HIRES IN MY BUILDING HAVE RECEIVED NOTHING FROM OUR SECONDLY, SOMEONE CLAIMED OUR TEACHERS WERE ACTING LIKE DOCTORS AND ASKED THIS BOARD IF THEY KNEW WHAT PSYCHOTROPIC DRUGS OR I CAN ASSURE YOU THAT OUR TEACHERS ARE NOT SUGGESTING YOUR CHILD TAKES MEDICATION.

PERHAPS IT MAY BE ARE OBSERVING SOME BEHAVIORS. HOWEVER SINCE THESE DRUGS INCLUDE ANTIDEPRESSANTS, STIMULANTS AND ANTI ANXIETY MEDS, I WOULD GUESS THAT MANY QUALIFIED PEDIATRICIANS AND THAT CHIROPRACTIC OFFICE MANAGERS HOSTING RADIO SHOWS. AND RUNNING FOR STATE SENATE POSITIONS ARE PUTTING SOME OF THESE KIDS ON THESE DRUGS AS NEEDED. ALTHOUGH I'M NOT AN ADVOCATE OF MEDICATION, WITH ALL THE SUICIDE IDEATIONS THAT WERE BROUGHT UP AT THE LAST MEETING, MAYBE SOME OF OUR STUDENTS AND STUFF ARE BENEFITING FROM THESE MEDICATIONS. THERE'S ALSO BEEN MUCH CONVERSATION ABOUT MENTAL HEALTH AND PEOPLE THINKING WE'RE NOT ADDRESSING OUR NEEDS. THIS IS UNEQUIVOCALLY FALSE. ALTHOUGH IT SHOULD BE A COLLABORATIVE EFFORT BETWEEN A PARENT AND THE SCHOOL KNOW THAT WE HAVE DONE MUCH WORK IN THIS AREA, AND WE ARE CONTINUING TO DO SO. I THINK THE MOST PAINFUL PART OF THIS WORD SOLID IS HEARING PEOPLE SAY THAT WE ARE ABUSING OUR CHILDREN. UNLESS YOU HAVE PERSONALLY FILLED OUT A REFERRAL TO CPS. YOU HAVE NO IDEA WHAT CHILD ABUSES. ALTHOUGH YOU NEED DISAGREE WITH MASKS, CHILD ABUSE IS SEEING A KID GET A CONCUSSION WHEN THEIR PARENTS SLAMS HER HEAD INTO A WALL, NOT FORCING YOUR KID TOUR A MESS. I DO THINK IT IS GREAT THAT WE HAVE MORE PARENTS WERE SEEING THEIR CONCERNS PUBLICLY, BUT IT'S DIFFICULT TO HEAR SOME OF THE DIALOGUE WHEN IT INCLUDES CUTTING OUR BUDGET BECAUSE YOU THINK WE HAVE PORN IN OUR LIBRARIES OR CONFUSING WORKING FROM HOME TO NOT WORKING AT ALL. CHOOSE YOUR WORDS CAREFULLY AS MANY OF YOUR BELOVED TEACHERS ARE LISTENING. AND WE WILL LOSE SOME OF THEM AT THE END OF THIS YEAR. A CLOSING BY SENDING MY CONDOLENCES TO THE FAMILY OF OUR LAST SUPERINTENDENT, DR ROBERT TEMBA, WHO DIED DECEMBER 23RD.

MANY OF THE PEOPLE IN THIS ROOM NEVER KNEW HIM AS HE WERE NOT AS INVOLVED AS THEY ARE NOW. BUT HE WAS ACTUALLY A NEIGHBOR OF MINE GROWING UP, SO MY CONDOLENCES GO OUT TO HIS FAMILY. THANK YOU.

PRESIDENT GLORIA THAT'S ALL THE EMPEROR SENT SPEAKER. OKAY, GREAT. PRESIDENT GO TODAY. WE DO NOT HAVE ANYONE WAITING IN THE LOBBY TO GIVE VIRTUAL COMMENT. SORRY WELL, I KNOW WE ONLY HAVE

[C. Consent Agenda]

ONE PERSON SIGN UP, AND THAT'S OKAY. THANK YOU SO MUCH. ALL RIGHT, DOCTOR MILLER, CAN YOU PLEASE READ THE CONSENT? AND TWO IS MINUTES OF THE PREVIOUS BOARD MEETINGS. DECEMBER 20TH 2021 JANUARY 10TH 2022. A MASK GOING TO HAVE THE MOST APPROVAL CONSENTED. THIS IS DAVID. I MOVE TO APPROVE THE CONSENT AGENDA. IT'S THE SONIA I SECOND THAT MOTION. THANK YOU VERY MUCH IN FAVOR, PLEASE. YES, YES. YES. ANY PROPOSED. RIGHT. MOST OF TALKS. DR COLSON UPDATED AND

[D. Update on Continuity of Learning, Dr. Sean Bulson, Superintendent of Schools]

CONTINUITY OF THE GAME. THANK YOU. THE NUMBER OF. SORT OF MINOR CHANGES OCCUR, BUT WE HAVE

[00:30:10]

MORE IN THE PIPELINE HERE WITH REGARD TO OUR ECONOMY DEAL DOING I'D LIKE TO ACTUALLY HAND IT OVER AT THIS TIME TO MISS NASUTI FIRST, AND THEN MR RIDGEWAY WILL FOLLOW AND GIVE AN UPDATE. MARY, YOU WANT JUMPING? THANK YOU SO MUCH, DOCTOR WILSON. GOOD EVENING, EVERYONE. WE'RE BEGINNING TO SEE SOME SLEIGHT. GLIMMERS OF HOPE THAT OUR METRICS, BUT IT'S IMPORTANT TO REMEMBER THAT WE REMAIN IN HIGH TRANSMISSION. TODAY'S POSITIVITY IS 18.89. BUT IF YOU'LL REMEMBER JUST TWO WEEKS AGO THAT POSITIVITY WAS 31.49 WHEN I PRESENTED HERE IN THE BOARD MEETING, AND OUR DAILY CASE RATE IS 67.35. PREVIOUSLY TWO WEEKS AGO 196 CASES SO THAT SHOWS THAT WE ARE DOING BETTER. BUT REMEMBER THAT COMMUNITY TRANSMISSION LEVELS THAT ARE DEFINED BY THE CDCR LOW, MODERATE, SUBSTANTIAL AND HIGH, WE REMAIN WELL INTO THE HIGH CATEGORY. WHICH WOULD BE A DAILY CASE RATE OF 100 DAILY CASE RATE OF OUR WEEKLY CASE RATE OF 100.

WE'RE AT 67, SO WE'RE WELL INTO HIGH TRANSMISSION THERE, AND THE HIGH TRANSMISSION CATEGORY ALSO IS 10% AND WE ARE AT AGAIN 18.89. OUR DISTRICT DASHBOARD SHOWS 543 STUDENTS IN ISOLATION AND 447 STUDENTS IN QUARANTINE, 119 STAFF AND ISOLATION AND 41 STAFF IN QUARANTINE. I BELIEVE OUR ISOLATION AND QUARANTINE MEMBERS SHOW THE IMPACT OF THAT SHORTENED ISOLATION AND QUARANTINE GUIDANCE TO FIVE DAYS AND ARE MORE FOCUSED. QUARANTINE UM CONTACT TRACING QUARANTINE, ONLY HOUSEHOLD CONTEXT AND HIGH RISK ACTIVITIES SUCH AS SPORTS THAT HELPED US KEEP MORE KIDS IN SCHOOL. IF YOU LOOK FURTHER INTO OUR DASHBOARD, YOU WILL SEE THAT WE HAVE 4244 STUDENTS AND 774 STAFF WHO HAVE REPORTED TO US THAT THEY HAVE TESTED POSITIVE FOR COVID 19 THIS SCHOOL HERE.

BUT EVEN MORE INFORMATIVE IS THAT ALMOST A HALF OF THESE POSITIVE PIECES WERE REPORTED TO US SINCE THE FIRST OF THIS CALENDAR HERE, THIS IS THE POWER OF OBAMA. FRANCE SCHOOLS CONTINUE TO REFLECT THAT LEVEL OF TRANSMISSION WITHIN OUR OWN COMMUNITY. WE CURRENTLY HAVE SEVEN OUTBREAKS REPORTED ON THE MARYLAND DEPARTMENT OF HEALTH WEBSITE. THREE OF THESE SEVEN OUTBREAKS ARE CONSIDERED SCHOOL OUTBREAKS, THE OTHERS CLASSROOM OR ALSO WATCHING SIX MORE CLASSROOM OUTBREAKS, WHICH WILL APPEAR ON WEDNESDAYS. MARYLAND DEPARTMENT OF HEALTH UPDATE AS YOU RECALL, THE MARYLAND DEPARTMENT OF HEALTH HAS CHANGED THEIR DEFINITION ABOUT BREAK COHORT OF CLASS OUTBREAK BEING THREE OR MORE CASES WITHIN 14 DAYS THAT ARE EPIDEMIOLOGICALLY LINKED. AND THE SCHOOL OUTBREAK THINGS FIVE OR MORE CLASSES OR COHORT AGAIN WITHIN THAT 14 DAY PERIOD BOOSTER COVID 19 VACCINES WERE OFFERED TO OUR STAFF ON JUNE 14TH AND 424 STAFF MEMBERS PARTICIPATED. OUR 10 TITLE. ONE ELEMENTARY SCHOOLS WILL BE OFFERING COVID 19 VACCINES THIS WEDNESDAY, JANUARY 26TH THROUGH THIS IN THE SCHOOL DAY, 130 STUDENTS HAVE REGISTERED SO FAR.

PLEASE CONSIDER ENROLLING YOUR CHILD IF YOU ARE IN A TITLE ONE SCHOOL COVID TESTING OPPORTUNITIES HAVE IMPROVED IN OUR COUNTY THERE NOW FOR CHESAPEAKE AND IT, RIPKEN. EVERY MINDER, PLEASE DO NOT SEND YOUR CHILD TO SCHOOL SICK. YOU CANNOT TELL IF ILLNESSES ARE COVID WITHOUT TESTING. IT MAY LOOK LIKE ALLERGIES OR STRIPPER COLD, BUT ALL OF THESE SYMPTOMS COULD BE CODED. MY ADVICE IS SIMILAR TO WHAT WE'VE SAID EARLIER IN THE PANDEMIC, WHERE I URGE EVERYONE TO MONITOR SYMPTOMS, CHECK THE TEMPERATURES AT HOME BEFORE ARRIVING IN ANY SCHOOL BUILDING. AND OF COURSE, PLEASE GET YOUR COVID VACCINE AND BOOSTER. AND REMEMBER, CONSISTENT AND WELL FITTING MASKS AND DISTANCING ARE EFFECTIVE AGAINST ALL THE AREAS . PLEASE WEAR YOUR MASK IN ALL PUBLIC PLACES, AND I'LL TURN IT OVER TO KATIE RIDGEWAY. THANK YOU VERY MUCH, MARY. GOOD EVENING TONIGHT. I WOULD LIKE TO HIGHLIGHT A FEW ANNOUNCEMENTS WE MADE FIRST STAFF LAST WEEK. FIRST HCPS PURCHASED K N 95 MASKS FOR ALL STAFF. WHERE EACH EMPLOYEE CAN GET A PACK OF 20 MATH. MANY SCHOOLS RECEIVED THEIR MATH STATEMENT LAST FRIDAY , WITH MORE SHIPMENTS ARRIVING TODAY AND THIS WEEK FOR OTHER SCHOOLS AND OFFICES. SECOND THE HARTFORD COUNTY HEALTH DEPARTMENT PURCHASED HOME COVID 19 TEST KITS FOR ALL STAFF. AND THOSE KIDS ARE EXPECTED TO SHIP BY THE END OF THE MONTH. AND THIRD. WE WORKED WITH OUR AFTER SCHOOL. MEIKO TO OPEN EXISTING AFTER SCHOOL CLINICS TO ANY STAFF MEMBER WHO WANTS TO TAKE A VOLUNTARY COVID 19 TESTS ANY EVENING OF THE SCHOOL. THESE WERE EACH IMPORTANT SAFETY TOOLS TO PROVIDE OUR STAFF. WE WILL CONTINUE TO EXPLORE WAYS TO SUPPORT STAFF DURING THE ONGOING PANDEMIC. AS A FINAL UPDATE. WE HAVE BEEN WORKING ON A NEW OPERATIONAL STATUS THAT WILL BE EFFECTIVE FEBRUARY 1ST. WE'VE BEEN FINALIZING THIS UPDATE AND WELL COMMUNICATED TO STAKEHOLDERS THROUGHOUT THE WEEK. THANK YOU. THIS CONCLUDES MY UPDATES FOR THIS EVENING. ALL

[00:35:02]

RIGHT, UM. ACTUALLY I'M GOING TO EDITORIALIZE FOR JUST A SECOND. ONE OF THE FAMILY. ONE OF THE TOPICS THAT WE HAVE INCLUDED IN THE AND THE OPERATIONAL STATUS IS AND THIS IS SOMETHING THAT DR PHILLIPS MENTIONED EARLIER. IT IS OUR INTENTION TO BRING BOTH SPECTATORS AND A LIMITED WAY.

AND REC SPORTS BACK INTO THE SCHOOLS AS SOON AS POSSIBLE. I'M HOPING TO BE ABLE TO DEATH FEBRUARY 1ST. THERE IS ONE OF THE THINGS THAT WE'RE LOOKING TO ROLL OUT BEGINNING NEXT WEEK, BUT WE HAVE DETAILS RELATED TO THAT. AND SO WE'D ASK YOU TO KEEP AN EYE FOR THE MESSAGING COMING OUT ABOUT THE OPERATIONAL STATUS THAT I KNOW THAT'S BEEN AN ISSUE THAT MANY PEOPLE HAD QUESTIONS ABOUT, AND WE'RE COMING TO THE END OF THE SEASON. SO I WANT TO MAKE SURE PEOPLE HEARD THAT TONIGHT. BUT PLEASE WATCH FOR THE DETAILS. THE COMMUNICATIONS COME OUT FROM OUR COMMUNICATIONS OFFICE. AND THESE WILL BE UPDATED. AS WE SAID, WE'LL HAVE TWO NEW OPERATIONAL STATUS. AVAILABLE PUBLICLY ON FEBRUARY 1ST. ANY QUESTIONS BOARD. FOR THE MAN. ALL RIGHT.

NO QUESTION. I THOUGHT THEY WOULD JUMP IN. I'M HAPPY TO GO AROUND. NO, I DIDN'T. NO ONE HERE WAS LOOKING AT QUESTIONS. I WILL MENTION ONE OTHER THING, BECAUSE I KNOW DOCTOR BILLS ALSO MENTIONED PROBLEMS THAT IS A WE EXPECT THAT COMMUNICATION OUT ABOUT THAT VERY SOON AS WELL. SO PLEASE, JUST LET EVERYONE KNOW THAT THAT'S COMING. WE HAVE ARRANGED THAT WE HAVE OUR FIRST PROMPT STARTING APRIL 8TH. AND THEN SOME. DON'T COME FROM MUCH LATER, SO WE DO HAVE TO CONSIDER WHERE WE ARE AT THAT TIME, BUT WE HAVE DEFINITELY WORKING ON THE PLAN. MM MM. MR KAISER'S OPERA WAS NOTED ALSO OF SEE THE DEGREE TO WHICH WE HAVE INVOLVED COMMUNITY IN THAT AS WELL.

ALRIGHT ANY OTHER COMMENTS OR QUESTIONS FROM THE REFLECTOR BOLSON? MISSING SUDHA, MR RIDGEWAY, ANYONE? RACHEL ALRIGHT, SO THE WAY RACHEL, THIS IS CAROL, I JUST WANT TO SAY I'M REALLY, REALLY HAPPY TO HEAR THAT WE'RE CONSIDERING, UM HAVING PEOPLE COME BACK INTO THE SPORTS PROGRAMS. AND ALSO THE REC SPORTS COMING BACK INTO THE BUILDING, BECAUSE I KNOW THAT IS A HUGE ISSUE FOR THE COMMUNITY. SO THANK YOU. AND THEN MY ONLY QUESTION IS THE TIMING OF IT, AND WE'RE GOING TO BE ABLE TO GET OUR SOME OF OUR SENIORS BECAUSE I KNOW LIKE WE HAVE SOME SHORTENED PEOPLE HAVE SENIOR WE HAVE CONSIDERED PROBABLY OUGHT TO MAKE ANNOUNCEMENT ABOUT. I KNOW THERE'S ANNOUNCEMENTS ABOUT THIS COMING OUT. WE ARE VERY MUCH LOOKING AT SENIOR NIGHT SO THAT FAMILIES HAVE AN OPPORTUNITY TO CELEBRATE THEIR SENIORS. AND SO WE ARE LOOKING TO MAKE ONE EXCEPTION THIS WEEK, AND I KNOW AGAIN. THERE WAS COMMUNICATIONS PLAN DISCUSSED ABOUT THIS, BUT OUR CHEERLEADING CHAMPIONSHIP IS ACTUALLY THIS THURSDAY, AND WE'RE LOOKING TO MAKE AN EXCEPTION THERE, BUT AGAIN THE DETAILS WE'LL GO OUT THROUGH THE COACHES AND THROUGH THE ATHLETE. THEY CAN HAVE THEIR FAMILIES PRESIDENT FOR ANY SENIOR NIGHT EVENT. UM OTHER TEAMS ARE STILL IN COMPETITION, SO THEY'LL HAVE A CHANCE TO HAVE TWO UNITES 13 BRING EVERYONE ELSE BACK IN. BUT THAT'S BEEN A SIGNIFICANT PART OF THE CONVERSATION. NOT A GREAT HERE.

ALRIGHT. ANYBODY ELSE WOULDN'T QUESTION GOING ONCE. HE'S LIKE. ALL RIGHT, MR HANNIGAN

I WAS ON YOU. COMMUTERS WERE NOT SEEING YOUR SCREEN. WHOEVER HAS THE PRESENTATION. AS IN THE BOOTH. IF YOU WOULD UPLOAD WE HAVE THE PRESENTATION. YOU GUYS NEED TO PRESENT FROM YOUR SIDE AS WELL. YOU KNOW, WE HAVE A DIFFERENT TEAM BACK THERE TODAY. WE HAVE IT ON OUR END, MR HENNIGAN. ARE YOU READY TO GO? HEAR US. OKAY. SORRY. CAN YOU HEAR ME NOW? YES,

[00:40:03]

YES. FREEZING. I'M NOT SURE WHY. IS MY SCREEN SHARING THIS ALRIGHT, GREAT MY POWER. SO GOOD EVENING, PRESIDENT CODY, A VICE PRESIDENT MUELLER, DISTINGUISHED BOARD MEMBERS AND SUPERINTENDENT BOLSON. I AM NOT HEADING IN THE EXECUTIVE DIRECTOR OF STUDENT SUPPORT SERVICES AND I'M HERE TONIGHT WITH MISS CAME ALONE SUPERVISORS, SCHOOL COUNSELING. MR STEVE RICHARDS, SUPERVISORS, SCHOOL PSYCHOLOGIST, PSYCHOLOGICAL SERVICES. AND MS CHRISTINA ON MENTAL HEALTH SPECIALISTS. WE'RE HERE TONIGHT TO PRESENT DISCUSSED THE VARIOUS MENTAL HEALTH RESOURCES AVAILABLE TO STUDENTS ATTENDING HARBOR COUNTY PUBLIC SCHOOLS. I'D LIKE TO START MY FIRST DISCUSSING THE STUDENTS. WE WORK WITH. THE STUDENTS WHO GENERALLY SEEK OUT MENTAL HEALTH SUPPORT FROM OUR STAFF. ARE THOSE WHO ARE TYPICALLY EXPERIENCING TEMPORARY CONCERNS WITH REGARDS SOME CONSULTATION, GUIDANCE AND OR RESOURCES SOURCE. HOWEVER SOME OF THE STUDENTS WE SERVICE ARE THOSE WHO HAVE PURPLE CURRENTLY OR HAVE IN THE PAST EXPERIENCE DISTRESS WHICH THE RESULT OF A TRAUMATIC EXPERIENCE IN THE PAST CURRENTLY IN THEIR LIVES. WE HAVE CERTAINLY SEEN AN INCREASE IN STUDENTS SEEKING ASSISTANCE AS A RESULT OF COVID. WHETHER IT BE TO DUE TO A LOSS IN THEIR LIFE, THEIR UNCERTAINTY REGARDING LIFE CIRCUMSTANCES WHICH HAVE BEEN DISRUPTED OR OTHER RELATED CONCERNS. WE ALSO HAVE STUDENTS WHO HAVE BEEN AFFECTED BY ONE OF THE 10 TRAUMATIC EVENTS THAT HAVE BECOME TOO KNOWN AS ACES ARE ADVERSE CHILDHOOD EXPERIENCE.

THE 10 TRAUMATIC OR STRESSFUL THAT YOU SEE ON THE SCREEN ARE THOSE THAT HAVE BEEN CONSIDERED TO BE A SINCE. THESE ARE EVENTS THAT THROUGH RESEARCH. I'VE BEEN KNOWN TO CONTRIBUTE FOR PHYSICAL AND OR MENTAL HEALTH IN ADULTHOOD. IF LEFT UNRESOLVED OR TREATED. AS A RESULT, WE HAVE DONE TRAINING WITH OUR SCHOOL STAFF ON ASIS SO THEY CAN BETTER ADDRESS THE NEEDS OF THEIR STUDENTS AND HELP PREVENT ADULT RELATED MENTAL HEALTH CONCERNS. STUDIES HAVE SHOWN. THAT ACES CAN BE MORE COMMON THAN PEOPLE THINK. STATISTICALLY 66% OF PEOPLE NATIONWIDE HAVE EXPERIENCED AT LEAST ONE THESE WHAT 12.5% OF EXPERIENCED FOR OR MORE IN HIS SCHOOL SYSTEM THE SIZE OF HARFORD COUNTY. THIS WOULD MEAN THAT APPROXIMATELY 4700 STUDENTS WILL EXPERIENCE FOR MORE ABUSES BEFORE GRADUATING HIGH SCHOOL. GIVEN THIS INFORMATION WE REALIZED WE HAVE TO HAVE A SYSTEMIC APPROACH TO HELPING OUR STUDENTS. WE SEE THIS APPROACH REQUIRING THREE INTERTWINED ACTIONS OF EARLY IDENTIFICATION. STIGMA REDUCTION. AND THE INVOLVEMENT OF OUR PARENTS AND COMMUNITY ORGANIZATIONS. WE KNOW THAT IN ORDER TO HAVE THE GREATEST IMPACT, WE NEED TO ADDRESS ANY MENTAL HEALTH CONCERNS OF OUR STUDENTS AS EARLY AS POSSIBLE.

WE HAVE ALSO WORKED VERY HARD TO HAVE MENTAL AND PHYSICAL HEALTH IF YOU TO THE SAME LANDS SO THAT OUR STUDENTS COULD JUST AS COMFORTABLE COMING TO ASK US TO ASK FOR HELP FOR THEIR MENTAL HEALTH. AS THEY DO FOR THEIR PHYSICAL HEALTH. AND LASTLY, WE KNOW WE CANNOT DO THIS ALONE, AND IT TAKES THE ENTIRE COMMUNITY IN ORDER TO MAKE THE IMPACT OF OUR STUDENTS AND GIVE THEM WHAT THEY NEED. MOST. TO FURTHER ILLUSTRATE THIS, YOU'LL SEE THAT THE CHILDREN OF HARVARD COUNTY ARE ONLY IN SCHOOL, APPROXIMATELY 20% OF A GIVEN WEEK DURING THE SCHOOL HERE.

AND, SURPRISINGLY ONLY 13% OF THE CALENDAR YEAR. SO KNOWING THAT A CHILD HAS BEEN APPROXIMATELY 87% OF VERY HERE, NOT IN A SCHOOL BUILDING. WE NEED TO BE SURE OUR PARENTS AND OUR COMMUNITY AGENCIES ARE TAKING ACTION TO ADDRESS THE MENTAL HEALTH NEEDS OF OUR STUDENTS. IN ADDITION TO THE WORK THAT WE'RE DOING IN THE SCHOOLS INTERESTINGLY, THIS ALTAR AND I SM STUDENTS LAST WEEK WHAT PERCENTAGE OF THE TIME THEY THOUGHT THEY SPENT IN THE SCHOOL YEAR INSIDE OF A SCHOOL BUILT SOME OF THEM, SAID 65% SOME STUDY 70% SOME EVEN SAID 80. I ASKED MY OWN FOURTH GRADE DAUGHTER LAST LAST WEEK AS WELL , AND SHE THOUGHT SHE WAS IN SCHOOL 70% OF THE YEAR. THEY WERE SHOCKED TO LEARN THAT THEY SPEND LESS THAN 15% OF THE YEAR WITH US. THIS REALLY SPEAKS TO THE NEED FOR TRUE PARTNERSHIP BETWEEN THE SCHOOL SYSTEM, OUR PARENTS AND OUR COMMUNITY. AS FOR THE SERVICES WE DO PROVIDE, I'D LIKE TO START WITH THE MENTAL HEALTH STAFF. THAT WE HAVE AVAILABLE IN OUR SYSTEM. BY THE STAFF YOU SEE ON THE SCREEN

[00:45:02]

OR THOSE WHO MAY HAVE SPECIALIZED TRAINING IN THIS AREA. WE KNOW THAT ALL STEP BY A MAJOR ROLE IN HELPING OUR STUDENTS WITH THEIR MENTAL ILLNESS. IT STARTS FROM THE FIRST INTERACTION IN THE MORNING WITH THEIR BUS DRIVER. TO THE RELATIONSHIP THEY MAY HAVE WITH THE FRONT OFFICE STAFF. TO THE TEACHERS WHO SEE THEM EVERY DAY. IT IS THE JOB OF EVERY STAFF MEMBER OF OUR SYSTEM TO ENSURE OUR STUDENTS FEEL SAFE AND COMFORTABLE WHEN THEY'RE IN OUR CARE. WE ARE SO PROUD OF ALL THE WORK OF OUR STUDENT SERVICES STAFF HAS DONE IN PROVIDING MENTAL HEALTH ASSISTANCE TO OUR STUDENTS. THIS IS TO INCLUDE OUR NURSES. OUR SCHOOL PSYCHOLOGISTS ARE SCHOOL COUNSELORS ARE SPOKE SOCIAL WORKERS ARE SPECIAL EDUCATORS AND THE LIST GOES ON.

IN ORDER REALLY HIGHLIGHT THE SERVICES WE WERE ABLE TO PROVIDE DURING THE TIME WITH SCHOOLS WERE CLOSED. I'D LIKE TO LIKE TO RECOGNIZE ONE GROUP OF INDIVIDUALS FROM WORK, WHOSE WORK WAS ABSOLUTELY INSTRUMENTAL TO OUR FAMILIES DURING THE PANDEMIC. AND THAT IS OUR PEOPLE, PERSONNEL WORKERS OR PP, WS THESE INDIVIDUALS ARE PRIMARILY THE ONES WHO VISIT WITH FAMILIES IN THEIR HOMES DURING IN NORMAL SCHOOL YEAR. SAID WELL, WE WENT VIRTUAL. IT SEEMED NATURAL FOR STAFF TO CALLING THEM TO ASSIST FOR THOSE FAMILIES WHO DO NOT HAVE AS MUCH ACCESS AS OTHERS. DURING THE PERIOD OF VIRTUAL LEARNING. THESE ARE MADE AMAZING INDIVIDUALS BANDED TOGETHER TO COORDINATE THE DELIVERY OF FOOD. OF HOT SPOTS, COMPUTERS AND ANYTHING ELSE STUDENTS AND FAMILIES NEEDED BROUGHT TO THEIR HOMES. THEY WENT OUT TO CHECK ON THE STUDENTS WHO WERE NOT LOGGING IN STAFF EXPRESSED SPECIFIC CONCERNS ABOUT. THEY HELP NEW STUDENTS GET ENROLLED VIRTUALLY AND HELP CURRENT STUDENTS TRANSFER SCHOOLS WHEN THAT WAS NEEDED. AS WE BEGAN REOPENING, AND SOME FAMILIES WERE NOT COMFORTABLE RETURNING TO IN PERSON LEARNING. IT WAS THE P PW TWO INFORMED AND FACILITATED ENTRANCE INTO PROGRAMS SUCH AS HOME SCHOOLING. HOME IN HOSPITAL. FOR OUR VIRTUAL SCHOOL, SWAN CREEK. THE SUPPORT PROVIDED DURING THESE TUMULTUOUS TIME TRULY CONTRIBUTED TO KEEPING MANY FAMILIES IN STUDENTS ENGAGED AND FEELING SUPPORTED BY THE SCHOOL SYSTEM. I WOULD NOW LIKE TO ASK MR RICHARDS TO DISCUSS SOME MORE SPECIFICS REGARDING OUR RESOURCES. GOOD EVENING BOARD MEMBERS AND MEMBERS OF OUR SCHOOL COMMUNITY. MENTAL HEALTH IS AN ESSENTIAL PART OF OUR OVERALL HEALTH AND WELL BEING. IT IS SHAPED BY MANY FACTORS, BUT BIOLOGICAL AND ENVIRONMENTAL EVERYONE WITHIN OUR HCPS SCHOOL COMMUNITY HAS A ROLE TO PLAY IN PROMOTING AND SUPPORTING POSITIVE YOUTH MENTAL HEALTH. ALL THINGS ASIDE. ONE THING THAT IS VERY CLEAR IS THAT STUDENTS WHO ARE PHYSICALLY HEALTHY AND MENTALLY HEALTHY TEND TO DO BETTER IN SCHOOL. THIS SLIDE, ALTHOUGH BY NO MEANS EXHAUSTIVE , ILLUSTRATES SEVERAL OF THE PROGRAMS AND INITIATIVES WE'VE INSTITUTED OVER THE PAST SEVERAL YEARS IN AN EFFORT TO SUPPORT THE SOCIAL, EMOTIONAL MENTAL HEALTH NEEDS OF OUR STUDENTS. AN ASSISTANT AND THEIR PERSONAL RECOVERY FROM THE AFTER EFFECTS OF THE COVID 19 PANDEMIC. WE WILL BE DISCUSSING EACH OF THESE INITIATIVES IN GREATER DETAIL DURING TONIGHT'S PRESENTATION. SO THAT YOU HAVE AN UNDERSTANDING OF HOW THEY OPERATE. AND THE CRITICAL RESPONSIBILITY WE ALL SHARE IN HELPING OUR CHILDREN AND YOUNG ADULTS DEVELOPED THE COPING SKILLS AND RESILIENCY, THEY WILL NEED TO SUCCESSFULLY NAVIGATE THE PATHWAY OUT OF THIS PANDEMIC WORK, BECOMING A HEALTHY AND PRODUCTIVE ADULT. NEXT SLIDE, PLEASE. WE KNOW THAT THE MENTAL HEALTH OF OUR YOUNG PEOPLE SHAPED BY HOST OF FACTORS, INCLUDING PHYSICAL AND MEDICAL ISSUES, ENVIRONMENTAL AND COMMUNITY VARIABLES. FOOD AND HOUSING INSTABILITY. GROWING UP IN UNSTABLE HOUSEHOLDS. WITNESSING OR EXPERIENCING COMMUNITY VIOLENCE. HAVING CHRONIC ABSENTEEISM. DISRUPTIVE, DIS REGULATED BEHAVIORS. CHRONIC MENTAL HEALTH CONDITIONS SUCH AS ANXIETY, DEPRESSION OR AT 88, FT . AND AS MR HENNIGAN JUST PREVIOUSLY MENTIONED TOXIC STRESS BROUGHT ABOUT BY REPEATED EXPOSURE TO POTENTIALLY TRAUMATIC CHILDHOOD EXPERIENCES. TOXIC STRESS CAN BE PARTICULARLY DEBILITATING IN THAT IT CAN LEAD TO CHANGES IN BRAIN CHEMISTRY AND ADVERSELY IMPACT THE BODY STRESS HORMONE REGULATORY SYSTEM, OTHERWISE KNOWN AS OUR FIGHT. FLIGHT OR FREEZE RESPONSE MECHANISM. IF A STUDENT STRESSED REGULATORY SYSTEM IS NOT FUNCTIONING PROPERLY. LEARNING TO MAKE ME COME QUITE A DIFFICULT TASK. EVEN BEFORE THE COVID 19 PANDEMIC BEGAN, THE AFOREMENTIONED FACTORS WERE SHAPING THE MENTAL HEALTH OF OUR CHILDREN AND YOUTH AND SOME OF OUR STUDENTS WERE EXPERIENCING PERSONAL MENTAL HEALTH CHALLENGES. RECOVERED 19 PANDEMIC HAS ADDED ANOTHER LAYER TO THIS BY CREATING FEAR AND UNCERTAINTY. DISRUPTIONS OF NORMAL SCHOOL AND FAMILY ROUTINES. DISAPPOINTMENTS AND LOST OPPORTUNITIES. INCREASED SOCIAL LICENSE REALIZATION.

REDUCED ACCESS TO SUPPORTIVE SERVICES AND FURTHER EXACERBATION OF PREEXISTING CONDITIONS. EACH OF OUR STUDENTS HAS BEEN UNIQUELY IMPACTED BY THE COVID 19 EXPERIENCE. FOR

[00:50:06]

SOME, THE IMPACT HAS BEEN MINIMAL. BROTHERS. IT'S BEEN PROFOUND. FORTUNATELY MOST OF OUR YOUNG PEOPLE ARE RESILIENT AND HAVE BEEN ABLE TO BOUNCE BACK RATHER QUICKLY AND FLEXIBLY SHIFT BETWEEN VIRTUAL AND IN PERSON LEARNING WITH LITTLE TO NO DISCERNIBLE ADVERSE EFFECT.

BEYOND THE CLASSROOM TEACHER, ANOTHER SCHOOL BASED SUPPORT STAFF, THE PRIMARY MECHANISM WE HAVE FOR PROVIDING TARGETED SUPPORT AND ASSISTANCE TO OUR STUDENTS IS THROUGH OUR STUDENT SERVICES TEAM PROCESS. THE SUIT . STUDENT SERVICES TEAM OR S S S S S T. AS WE CALL IT IS A MULTIDISCIPLINARY SCHOOL BASED GROUP CONSISTING OF MANY OF THE DISCIPLINES DEPICTED IN MR HENNIGAN'S EARLIER SLIDE. THAT'S THIS TEAM NEEDS REGULARLY TO DISCUSS AND PROVIDE ASSISTANCE TO STUDENTS WHO ARE HAVING DIFFICULTIES AT SCHOOL. OFTENTIMES PARENTS ARE INVITED AND ENCOURAGED TO PARTICIPATE DIRECTLY IN THESE DISCUSSIONS. TEAMS UTILIZE OUR ADMINISTRATIVE GUIDELINES AND ACCOMPANYING FORMS, ALL OF WHICH WERE REVISED IN JULY. 2018 TO DOCUMENT THE DISCUSSIONS AND RECOMMENDATIONS. LET'S JUST T TEAMS ARE USING PROBLEM SOLVING APPROACH TO IDENTIFY, IMPLEMENT AND EVALUATE INTERVENTION PLANS DESIGNED TO SUPPORT STUDENTS AND THEIR FAMILIES AND HELP MITIGATE ANY BARRIERS TO POSITIVE SCHOOL ENGAGEMENT AND LEARN THEM. THE STUDENT SERVICES TEAM ALSO SERVES AS A SPRINGBOARD FOR REFERRALS TO EITHER THE SCHOOL SECTION 5 14 TEAM IF A STUDENT IS SUSPECTED OF HAVING A QUALIFYING DISABILITY FOR ABOUT HELPING STUDENTS IN THE FAMILIES MAKE CONNECTIONS WITH SCHOOL OR COMMUNITY BASED AGENCIES FOR MORE INTENSIVE, LONGER TERM INTERVENTIONS AND TREATMENT NEEDS. SINCE MARCH 2020 WHEN OUR SCHOOLS WERE FORCED TO CLOSE DUE TO THE PANDEMIC. AND CONTINUING FORWARD TO THE PRESENT OR SST TEAMS, BUT HAVE BEEN TRACKING THE PROGRESS OF OUR STUDENTS. AND IMPLEMENTING BOTH UNIVERSAL AND TARGETED INTERVENTIONS TO COMBAT LEARNING LOSS AND PROVIDE SUPPORT FOR AT RISK LEARNERS.

NOW THAT OUR STUDENTS HAVE FULLY RETURNED IN PERSONAL LEARNING THIS SCHOOL YEAR WE HAVE SEEN AN INITIAL UPDATED, UPTICK AND JUST REGULATED BEHAVIORS AND SOME OF OUR YOUNGEST LEARNERS LIKELY BROUGHT ABOUT BY THE CHALLENGE OF RETURNING TO A MORE STRUCTURED SCHOOL ENVIRONMENT.

OR EXPERIENCING IN PERSON LEARNING FOR THE VERY FIRST TIME. ACCORDINGLY OUR STUDENT SERVICES TEAMS PARTICULARLY ARE SCHOOL BASED, EMOTIONAL WELLNESS TEAMS HAVE BEEN WORKING WITH THEIR SCHOOL ADMINISTRATIONS TO PUT INTERVENTIONS IN PLACE TO ASSIST OUR YOUNG GIRLS, THE YOUNGEST STUDENTS WITH THEIR READJUSTMENTS TO SCHOOL. MIXED LIKE PLEASE. FOR QUITE A NUMBER OF YEARS NOW, HCPS HAS BEEN ENACTING PROCEDURES TO RESPOND TO STUDENTS AND SCHOOLS EXPERIENCING CRISES. THESE PROCEDURES ARE INCORPORATED INTO OUR TRAUMA RESPONSE MANUAL. THIS MANUAL IS ROUTINELY UPDATED TO REFLECT EFFECTIVE RESPONSE TO CURRENT EVENTS THAT IMPACT THE LIVES OF OUR STUDENTS. THE CURRENT MANUAL FOCUSES ON BEST PRACTICE RESPONSES IN FOUR MAIN AREAS. THREATS TO HARM ONESELF. THREATS TO HARM OTHERS. CHILD ENDANGERMENT TO INCLUDE ABUSE, NEGLECT AND CHILD TRAFFICKING. AND GRIEF AND LOSS. OUR MANUALS ALIGNED WITH THE MANDATES OF THE 2019, MARYLAND SAFE TO LEARN AT PARTICULARLY REQUIREMENTS THAT LOCAL SCHOOL DISTRICTS ESTABLISHED BEHAVIOR THREAT ASSESSMENT TEAMS. AND THE CAPACITY TO EVALUATE AND INTERVENE WITH STUDENTS STAFF. PARENTS CONTRACTORS AND OTHER NON AFFILIATED INDIVIDUALS ON SCHOOL PROPERTY WHOSE BEHAVIOR POSES A THREAT TO THE SAFE OPERATIONS OF SCHOOL AND THE PHYSICAL SAFETY OF SCHOOL STAFF AND STUDENTS. NEXT SLIDE, PLEASE. THIS SLIDE ILLUSTRATES THE SPECIFIC STEPS WE TOOK A LITTLE OVER TWO YEARS AGO TO COMPLY WITH THE SAFE TO LEARN AT STARTING WITH THE APPOINTMENT OF MISS CHRISTINA ALDEN AS OUR MENTAL HEALTH SPECIALISTS CALL SHORTLY THEREAFTER ABOUT THE DEVELOPMENT OF A BORDER THAT ENDORSED POLICY INSTEAD OF PROCEDURES PERTAINING TO BEHAVIORAL THREAT ASSESSMENT. MODELED AFTER THE UNIVERSITY OF REGINA STUDENT THREAT ASSESSMENT GUIDELINES. DURING THE SUMMER OF 19 2080. CPS CONDUCTED THREAT ASSESSMENT TEAM TRAININGS WITH TEAMS FROM ALL 54 HCPS SCHOOL. AT THE SAME TIME, RELEVANT SECTIONS OF OUR TRAUMA RESPONSE TO MANUAL PERTAINING TO HARM THE OTHERS WERE REVISED AND UPDATED TO REFLECT FORMS AND PROCEDURES SPECIFICALLY CREATED FOR SCHOOL TEAMS TO USE AND CONDUCTING THREAT ASSESSMENTS. THESE TOOLS ARE SIX TEAMS AND DIFFERENTIATING SUBSTITUTE VERSUS TRANSIENT THREATS AND RESPONDING ACCORDINGLY. HTTPS CONDUCTS ANNUAL TRAININGS ON THIS MANUAL WITH ALL NEW STUDENTS SUPPORTS DEATH, ALONG WITH ANY OTHER STEP, INTERESTED IN REFRESHMENT. DURING THE COVID 19 PANDEMIC WHEN OUR SCHOOLS TRANSITION TO REMOTE LEARNING, WE ARE JUST THEREAFTER. TEAMS ALSO ASSISTS AS TEACHERS AND OTHER SCHOOL STAFF ON HOW TO RECOGNIZE AND RESPOND TO THREATENING BEHAVIORS IN A VIRTUAL ENVIRONMENT AND HOW TO REPORT THREATS TO THE TEAM FOR FOLLOW UP ACTION. WE ALSO ENCOURAGE REGULAR USE OF THE MARYLAND SAFE SCHOOLS ANONYMOUS REPORTING SYSTEM 1833 M D D SAFE MARYLAND'S 211 PRESS ONE HELP LINE OR ANY STUDENTS, SAFETY OR MENTAL HEALTH CONCERNS. ALONG

WITH MAKING DIRECT CONTACT WITH SCHOOL ADMINISTRATOR, SCHOOL ADMINISTRATORS OR OTHER SCHOOL OFFICIALS, OFFICIALS SUCH AS COUNSELORS, PSYCHOLOGISTS, SOCIAL WORKERS AND SCHOOL RESOURCE OFFICERS. AT THIS POINT, I'D LIKE TO TURN THE PRESENTATION OVER TO MY COLLEAGUE, MS. CAME ALONE SUPERVISOR SCHOOL COUNCIL. THANK YOU, STEVE. GOOD EVENING, EVERYONE. I WOULD LIKE TO CONTINUE TO HIGHLIGHT ARE MANY AND VARIED MENTAL HEALTH SUPPORTS THAT ARE IMPLEMENTED. IN HARFORD COUNTY PUBLIC SCHOOLS. LAUNCHED IN 2000 AND 18. WE FORMALIZE THE PROCESS FOR STUDENTS RETURNING FROM MENTAL HEALTH HOSPITALIZATIONS. CALLING THESE MEETINGS, REINTEGRATION MEETINGS, AND THE SOLE MISSION OF THESE MEETINGS IS TO HELP OUR STUDENTS TRANSITION BACK FROM A MENTAL HEALTH HOSPITALIZATION. AS SUCCESSFULLY AS POSSIBLE TO SCHOOL. TEAMS WERE DEVELOPED TO IMPLEMENT UPON RETURN, AND THESE TEAMS TYPICALLY INCLUDE THE SCHOOL COUNSELOR. FISCAL PSYCHOLOGISTS. SOCIAL WORKERS, SCHOOL NURSES. SOCIAL WORKERS, AND I SAID THAT SORRY SCHOOL NURSES THE ADMIN BUT MOST IMPORTANTLY THE STUDENT AND THEIR FAMILY TO LOOK AT THE TREATMENT PLAN THAT HAS BEEN DEVELOPED BY THE HOSPITALIZATION AND THEN TO TALK OF ANY NEEDS THAT THE STUDENT MAY HAVE AS THEY RETURNED TO SCHOOL. AND THEN THIS PLAN IS DEVELOPED AND IMPLEMENTED. SOMETIMES THE PLAN IS VERY MINIMAL BECAUSE STUDENTS ARE RESILIENT AND CAN RETURN BACK WITHOUT MUCH SUPPORT. SOMETIMES THE PLAN IS EXTENSIVE . AND IT'S UNIQUE TO ALL STUDENTS, FOR INSTANCE, WE MIGHT HAVE REDUCED WORKLOAD. IF THAT'S APPLICABLE. WE MIGHT HAVE CONVERSATIONS ABOUT HOW STUDENTS CAN RESPONDED. THIS STUDENT ASKED ONE OF THEIR PEERS WHEREVER YOU BEEN. WHY HAVE YOU BEEN ABSENT? UM, AND ALSO MAYBE A SHORTER DAY AS THEY TRANSITION BACK. LET THIS PLAN IS THEN, UM , TRANSITIONED AS THE STUDENT COMES BACK AND MAYBE REWORKED AS NEEDED. NEXT SLIDE, PLEASE. IN 2000 AND 18. HARFORD COUNTY PUBLIC SCHOOLS WAS ONE OF THE FIRST COUNTIES IN THE STATE OF MARYLAND TO PILOT THE HANDLE WITH CARE PROGRAM. THIS IS MODELED AFTER THE WEST AFTER THE WEST VIRGINIA PROGRAM.

ESSENTIALLY WHAT THE HANDLE WITH CARE PROGRAM IS IF THE POLICE CALL IS MADE TO HOME. WHERE THERE ARE SPLITS CHILDREN. AND THE OFFICE OF STUDENT SERVICES RECEIVED THAT NOTIFICATION. LET ME BE CLEAR. WE DO NOT GET NOTIFICATION OF THE NATURE OF THE POLICE CALL THAT IS COMPLETELY CONFIDENTIAL. JUST THAT POLICE WERE CALLED TO THE HOME AND THAT STUDENT THE NEXT TIME THEY RETURNED TO SCHOOL THE NEXT DAY OR AFTER THE WEEKEND MAY NEED SOME EXTRA SUPPORT.

EACH OF US AND STUDENT SERVICES HAS A DESIGNATED DAY. MIND IS FRIDAY. SO IF I GET THE NOTIFICATION ON FRIDAY, I SEND THAT NOTIFICATION TO THE SCHOOL PRINCIPAL. AS WELL AS THE SCHOOL COUNSELOR. AND AS IF THEY CHECK IN ON THE STUDENT. WE NEVER ASKED A STUDENT WHAT HAPPENED IN THE HOME AND WE DON'T SAY SPECIFICALLY THAT WE GOT A HANDLE WITH CARE NOTIFICATION.

HOWEVER WE USE OUR COUNSELING SKILLS JUST TO CHECK IN TO MAKE SURE ANY NEEDS AND THEN SUPPORT THOSE NEEDS, AS INDICATED. NEXT SLIDE, PLEASE. IN 2000 AND 19. THE OFFICE OF OH, I WOULD LIKE TO SAY THAT PHOTOS PROGRAMS DID , UM CONTINUED THROUGH THE PANDEMIC AND THE CLOSURE. IN 2019, THE OFFICE OF SCHOOL COUNSELING AND COLLABORATION WITH THE OFFICE OF TECHNOLOGY DEVELOPED THE SUICIDE IDEATION REPORT PLATFORM. TO DOCUMENT ANY REPORTS OF SELF FARM OF A STUDENT. PRIOR TO THIS, WE DID THIS DOCUMENTATION THROUGH PAPER AND PENCIL, BUT WE'RE NOW ABLE TO DO IT ELECTRONICALLY. WHICH GIVES US MORE INFORMATION TO DOCUMENT CURRENT TRENDS AND BE PREVENTATIVE AND PROACTIVE IN OUR SUPPORT. THIS INFORMATION OF SELF HARM CAN COME FROM MANY SOURCES, INCLUDING THE STUDENT THEMSELVES. FAMILY MEMBERS, STAFF FRIENDS, OTHER INFORMATION FROM OTHER SCHOOLS THAT COMMUNITY, EVEN SOCIAL MEDIA. AND I WANT TO HIGHLIGHT THE THESE REPORTS CAN RANGE FROM A LEVEL OF HARDLY ANY CONCERN BASED ON THE INFORMATION DURING THE ASSESSMENT. TO CAUSING CONCERN. TO PERHAPS HIGH RISK. FOR INSTANCE, LITTLE OR NO CONCERN WOULD BE A STUDENT WHO JUST SAYS SOMETHING OUT OF FRUSTRATION LIKE I'M NOT WINNING AT THIS GAME. I JUST WANT TO KILL MYSELF, BUT THEY DON'T HAVE A PLAN FOR SELF FARM. THEY DON'T INTEND TO HURT THEMSELVES, AND THAT COMES VERY CLEAR WITHIN THE ASSESSMENT PROCESS. CAUSING

[01:00:06]

CONCERN AND HIGH RISK WOULD BE DIFFERENT, CAUSING CONCERN AND EVEN THE HIGH RISK. WHAT WE DO IS WE WORK AND ALSO NOTEWORTHY IS THAT WE CONTACT THE GUARDIANS WITH ANY LEVEL OF RISK, AND THAT IS STATE MANDATE AND ALSO AN ETHICAL RESPONSIBILITY. SO EVEN IF A STUDENT WOULD COME TO ME AND SAY, MR MALONE AND I JUST SAID SOMETHING OUT OF FIRST STATION WILL COUNSELOR WOULD STILL NOTIFY THE GUARDIAN TO LET THEM KNOW WHAT HAS TRANSPIRED. IT'S INTERESTING BECAUSE I DO REVIEW EACH OF THESE AS SUPERVISOR SCHOOL COUNSELOR. INTERESTING TO ME THAT MANY OF THESE STUDENTS HAVE EITHER COMMUNITY BASED THERAPISTS OR A SCHOOL BASED THERAPIST IN PLACE.

AND SO WE WOULD BEND WORK WITH THE GUARDIAN TO FACILITATE PERHAPS AN EARLIER APPOINTMENT NOTIFICATION TO THAT THEY ARE PISTE TO DETERMINE WHAT NEXT STEPS WOULD BE TO KEEP THAT STUDENTS SAFE. IN THE CASES OF HIGH RISK. UM, WHAT WE WOULD DO IS WORK WITH THE GUARDIAN, TOO.

MAKE SURE THAT ANY EMERGING CARE IS GIVEN IMMEDIATELY AND WE WORK WITH OUR COMMUNITY PARTNERS TO DO SO. THIS WOULD INCLUDE MOBILE CRISIS, THE HARVARD CLIENTS, FAMILY CRISIS CENTER. AND, LASTLY, OUR EMERGENCY ROOM OPERATIONS. IT'S NO RESOURCES ARE IN PLACE FOR STUDENTS. WHEN WE ARE WORKING WITH THEM. WE WILL THEN WORK WITH THE GUARDIANS AND OUR COMMUNITY PARTNERS TO FACILITATE THESE RESOURCES ARE PUT INTO PLACE. NEXT SLIDE, PLEASE. IN THE FALL OF 2020. UNFORTUNATELY MISS CHRISTINA ALTERNATE MYSELF WERE IN ATTENDANCE AND OF GRIEF RESPONSE TEAM MEETING. EFFORT AFTER STUDENTS HAD SUFFERED THE LOSS OF ONE OF THEIR PEERS. AND AT THIS MEETING WE RESOUNDINGLY HEARD THAT STUDENTS WANTED MORE IN TERMS OF MENTAL HEALTH AND WELLNESS AND THAT WAS CURRENTLY BEING DELIVERED IN OUR SCHOOLS. UNTIL AS A RESULT OF THAT. THE SULTAN AND I FORMED A CURRICULUM WRITING TEAM, INCLUDING SCHOOL COUNSELORS AND SOCIAL WORKERS THAT CREATED LESSONS FOR GRADES 2468, 10 AND 12. THESE LESSONS ARE JUST DESIGNED TO HELP STUDENTS UNDERSTAND AND MANAGE THEIR EMOTIONS. UNDERSTAND HOW PEERS AND OTHER INFLUENCES LIKE SOCIAL MEDIA CAN IMPACT MENTAL HEALTH. LEARN ABOUT HEALTHY STRATEGIES TO MANAGE EMOTIONS AND STRESS. AND RESOURCES THAT CAN BE UTILIZED WHEN NEEDED. IN THE SPRING OF 2021. WE WERE GRANTED I WAS STATUS BY THE GENERAL CURRICULUM COMMITTEE, OR GCC, AND WE WILL REQUESTS REGULAR STATUS FOR THIS CURRICULUM. IN SPRING OF 2022 IS CURRENTLY BEING IMPLEMENTED.

THROUGHOUT HARFORD COUNTY PUBLIC SCHOOLS AS A PILOT PROGRAM. IN SPRING 2020. AS THE PEN PANDEMIC. CAME INTO REALITY. REALIZED IN STUDENT SERVICES THAT IT WOULD BE VERY IMPORTANT TO HAVE A DISTRICT WIDE EMOTIONAL RECOVERY TEAM IN PLACE. AND THIS TEAM, WHICH WAS MULTIDISCIPLINARY AND NATION. OUR NATURE WAS DESIGNED. TO IMPLEMENT DEVELOPED ELECTRONIC RESOURCES SUCH AS THE VIRTUAL CALMING ROOM. THIS WAS DEVELOPED BY A COUNTYWIDE. LIKE I SAID, TEAM ON VIRTUAL CALMING ROOM CAN BE USED CURRENTLY AND ITS ACCESS THROUGH HCPS FOR STUDENTS, STAFF AND OTHERS. WE ALSO DEVELOPED RESOURCE AND LESSONS TABLETS, AND IT NEEDS ASSESSMENT TO SEE WHAT THE NEEDS WERE DURING SPRING AND SUMMER SO WE WOULD BE READY FOR FALL. THESE TEAMS TRANSITION THAT TO NOT STAY JUST DISTRICT WIDE, BUT THE SCHOOL BASED AND SO WE CHANGED THE NAME TO EMOTIONAL WELLNESS TEAMS. MY COLLEAGUE STEVE RICHARDS REFERRED TO THEM EARLIER. THAT WORK AT EACH SCHOOL IN HARTFORD COUNTY, SO ALL 54 SCHOOLS AND DURING THAT TIME THEY WERE TASKED WITH LOOKING AT THE UNIQUE NEEDS OF THE SCHOOLS AND THIS BOOK COMMUNITIES IN WHICH THEY SERVE. THESE TEAMS ARE COMPRISED OF SCHOOL COUNSELORS, PSYCHOLOGISTS, PEOPLE, PERSONNEL WORKERS, SOCIAL WORKERS, SCHOOL NURSES AND OTHER SCHOOL PERSONNEL. AND THEN INVOLVED 2021. WE TRANSITIONED AGAIN AND EMBEDDED THEM WITHIN THE SCHOOL PERFORMANCE AND ACHIEVEMENT TEAMS STILL STAYING. THE EMOTIONAL WELLNESS TEAMS PART OF THE WELLNESS PART OF THAT PLAN.

NEXT SIDE. SO AS PART OF THOSE TEAMS WE IMPLEMENT, CREATED AND IMPLEMENTED A NEEDS ASSESSMENT THAT WAS DISTRICT WIDE AND FALL OF 2021. THIS IS VOLUNTARY FOR ALL STUDENTS DIFFERENTIATED FOR

[01:05:03]

ELEMENTARY AND SECONDARY. AND WE HAVE COLLECTED VALUABLE DATA TO JUST ASCERTAIN WHAT NEEDS ARE PRESENTING AND WHAT WE CAN DO TO SUPPORT THOSE NEEDS IN CONVERSATION WITH ONE OF MY SCHOOL COUNSELORS. 13 NOTICED THAT STUDENTS WERE REPORTING AN INCREASE AMOUNT OF LOSS, AND WE'RE LOOKING AT DESIGNING SOME SMALL GROUP COUNSELING SESSIONS TO SUPPORT THOSE NEEDS. NEXT SLIDE. AND WITH THAT, I WOULD LIKE TO TURN THIS PROGRAM OVER TO MY COLLEAGUE AND FRIEND, MS CHRISTINA, OFTEN. THANKS K. GOOD EVENING. IT'S A PLEASURE TO BE HERE TONIGHT. I'LL BEGIN BY DISCUSSING THE ROLE OF THE MENTAL HEALTH SPECIALIST AS MR RICHARD SHARED. THIS POSITION WAS MANDATED BY THE SAFE TO LEARN ACT IN 2000 AND 18 WITH AN OVERARCHING GOAL TO ENSURE THAT STUDENTS AND FAMILIES ARE AWARE OF AND HAVE ACCESS TO MENTAL HEALTH SERVICES, BOTH IN AND OUTSIDE OF SCHOOL. MANY DISTRICTS CHOSE TO HAVE OTHER POSITIONS SIMPLY ABSORB THESE RESPONSIBILITIES. HARFORD COUNTY QUICKLY REALIZED THAT TO ACTUALIZE THE GOAL OF THE POSITION THEY WOULD NEED TO GROW THEIR STUDENT SERVICES TEAM, AND THE POSITION WAS FILLED IN FEBRUARY OF 2000 AND 19. HIGHLIGHTED DUTIES OF THE MENTAL HEALTH SPECIALISTS INCLUDE COORDINATING SCHOOL BASED MENTAL HEALTH SERVICES. DEVELOPING RELATIONSHIPS WITH COMMUNITY MENTAL AND BEHAVIORAL HEALTH PARTNERS. CONSULTATION. CONSULTING WITH SCHOOL BASED STAFF REGARDING THE BEHAVIORAL AND MENTAL HEALTH NEEDS OF STUDENTS AND LINKING THOSE FAMILIES AND STUDENTS WITH COMMUNITY RESOURCES AS WELL AS DELIVERING TRAINING TO HCPS STUDENTS, STAFF MEMBERS AND PARENTS. WHILE MENTAL HEALTH TRAINING IS PROVIDED IN VARIOUS WAYS TO STAFF MEMBERS THROUGHOUT THE SCHOOL YEAR. WE ALSO OFFER THREE TARGETED TRAININGS, WHICH ARE EVIDENCE BASED AND ARE BOTH NATIONALLY AND INTERNATIONALLY RECOGNIZED. THESE PROGRAMS ARE MEANT FOR LAY PEOPLE. MEANING YOU DON'T HAVE TO HAVE ANY MENTAL HEALTH EXPERIENCE TO TAKE THEM. BUT YOU WON'T BE A MENTAL HEALTH PROFESSIONAL WHEN YOU DO. I LIKE IN ALL OF THEM TO AND COMPARE THEM TO CPR OR FIRST AID TRAINING. WHERE PARTICIPANTS ARE TAUGHT TO ADMINISTER EMERGENCY AID TO SUSTAIN SOMEONE UNTIL THEY CAN BE HANDED OFF TO A MEDICAL PROFESSIONAL. THE TARGETED TRAININGS THAT WE OFFER PROVIDE THAT SAME CARE, BUT THE FOCUS IS ON MENTAL HEALTH. YOUTH MENTAL HEALTH, FIRST AID AND MENTAL HEALTH FIRST AID TEACH PARTICIPANTS TO RECOGNIZE THAT AN INDIVIDUAL MAY BE STRUGGLING WITH A MENTAL HEALTH OR SUBSTANCE ABUSE CHALLENGE OR IS IN CRISIS. IT TEACHES HOW TO APPROACH THAT INDIVIDUAL AND ABOUT RESOURCE IS UNIQUE TO THE COMMUNITY IN WHICH THE COURSES BEING TAUGHT. THESE CLASSES ARE SIX HOURS IN LENGTH AND OFFERED TO PEOPLE AGES 18 AND UP. BOTH ARE VERY WELL RECEIVED BY HCPS STAFF MEMBERS WHO CHOOSE TO TAKE THEM AND WENT OFFER WHEN OFFERED CLASSES FEEL VERY QUICKLY, WHICH IS SIGNIFICANT AS THEY'RE OFFERED OUTSIDE OF OUR SCHOOL DAY. QUESTION PERSUADE, REFER, OR QPR DIFFERS FROM THE FIRST DAY OF CLASSES IN THAT IT FOCUSES SOLELY ON SUICIDE EDUCATION AND PREVENTION.

PARTICIPANTS LEARN ABOUT THE SIGNS AND CLUES THAT SOMEONE IS IN DISTRESS AND MAYBE CONSIDERING SUICIDE. HOW TO APPROACH AND ACTUALLY ASKED THE QUESTION. ARE THEY CONSIDERING SUICIDE? HOW TO PERSUADE SOMEONE TO GET HELP. AND AS WITH THE OTHER TWO CLASSES ABOUT RESOURCES AVAILABLE WITHIN OUR COMMUNITY, QPR CAN BE TAUGHT IN A MUCH SHORTER TIME, AND IT'S SHORT AS AN HOUR AND CAN BE OFFERED TO PEOPLE AGES, 12 AND UP AS THERE IS A VERSION SPECIFIC TO YOU. IN FACT, IN OCTOBER OF 2000 AND 19, I WAS APPROACHED BY THE ADMINISTRATION OF HARPER TECHNICAL HIGH SCHOOL WITH THE IDEA OF OFFERING YOU PR TO THEIR ENTIRE STUDENT BODY AND FACULTY. OVER A TWO WEEK PERIOD . WORKING WITH MANY OF OUR COMMUNITY PARTNERS. WE WERE ABLE TO DO JUST THAT. FEEDBACK FROM STUDENTS WAS OVERWHELMINGLY POSITIVE, WHICH REINFORCES THAT CONVERSATION THAT MISS MALONE REFERENCED EARLIER IN HER PRESENTATION. THE STUDENTS SHARED THAT THEIR ABOUT THEIR DESIRE TO LEARN MORE ABOUT MENTAL HEALTH AND TO SPEAK MORE FREELY. I'D LIKE TO NOTE THAT IN TOTAL, THESE CLASSES HAVE BEEN AT LEAST ONE OF THESE CLASSES HAVE BEEN OFFERED TO AND TAKEN BY MORE THAN 1400 OF OUR STAFF AND STUDENTS, AND THEY'RE BEING OFFERED THEY CONTINUE TO BE OFFERED TODAY. AS I SAID, MENTAL HEALTH TRAININGS AND PROFESSIONAL DEVELOPMENT ARE OFFERED TO STAFF WITH REGULARITY . AND CURRENTLY, MISS MALONE AND I ARE WORKING ON ENHANCEMENTS TO EXISTING TRAUMA MODULES TO INCLUDE MORE EDUCATION ABOUT MENTAL HEALTH ILLNESSES AND HOW TO BEST SUPPORT STUDENTS. THESE TRAININGS WILL BE PRESENTED TO

[01:10:04]

STAFF NUMBERS LATER THIS WINTER. ANOTHER SUPPORT OFFERED WITHIN OUR SCHOOLS IS SCHOOL BASED MENTAL HEALTH. IF YOU ARE UNFAMILIAR, THIS IS A PROGRAM IN WHICH EACH OF OUR SCHOOLS PARTNER WITH COMMUNITY COMMUNITY OUTPATIENT MENTAL HEALTH PROVIDER TO OFFER MENTAL HEALTH SERVICES DURING THE SCHOOL DAY. WE PROVIDE THE REFERRALS IN SPACE AND ARE PARTNERING AGENCY PROVIDES THE MENTAL HEALTH PROFESSIONAL. THIS PROGRAM BEGAN IN 2000 AND 17 AND ITS INCEPTION , IT WAS MEANT TO ELIMINATE BARRIERS THAT SOME FAMILY MADE SOME FAMILIES MAY EXPERIENCE WHEN ATTEMPTING TO ACCESS SERVICES, AND THERE'S AN ADDITIONAL SUPPORT BEYOND WHAT IS PROVIDED BY OUR VERY CAPABLE SCHOOL BASED STAFF. SCHOOL BASED MENTAL HEALTH IS AN INVALUABLE RESOURCE AND THAT BECAME EVER CLEAR TO US DURING THE PANDEMIC. AS STUDENTS WERE ABLE TO CONTINUE EXISTING RELATIONSHIPS WITH THEIR PROVIDERS VIA TELE MENTAL HEALTH SESSIONS. WE ALSO CONTINUE TO REFER STUDENTS DURING VIRTUAL AND HYBRID LEARNING. WE'RE VERY PROUD OF OUR PARTNERSHIPS AND CONTINUE TO GROW THIS PROGRAM WHEN I BEGAN IN THIS POSITION IN 2000 AND 19 . WE WERE WORKING WITH FOUR OUTPATIENT MENTAL HEALTH PROVIDERS AND HAVE SINCE GROWN THAT TO SEVEN. AND SOME OF OUR SCHOOLS HAVE ADDED IT IN ADDITIONAL PROVIDER TO MEET THE NEEDS OF THEIR STUDENTS. IN THE BEGINNING OF THIS PRESENTATION, MR HENNIGAN SPOKE ABOUT HOW HCPS RESPONSE TO THE MENTAL HEALTH NEEDS OF STUDENTS. AND AT THIS POINT YOU MAY BE ASKING. WHAT CAN I DO? FIRST TALKING ABOUT MENTAL HEALTH AND ADVOCATING FOR SUPPORT NORMALIZES THE ISSUE AND ULTIMATELY REDUCES STIGMA AND TRULY BEGINS TO EQUALIZE BOTH PHYSICAL AND MENTAL HEALTH.

CAREGIVERS AND COMMUNITY MEMBERS CAN EDUCATE THEMSELVES ABOUT THE SIDES THAT SIGNS TO LOOK FOR THAT MAY INDICATE A CHILD IS STRUGGLING. HOW TO RESPOND AND LISTEN NON JUDGMENTALLY. WHAT RESOURCES ARE AVAILABLE IN OUR COMMUNITY. SO THAT YOU WERE ABLE TO INTERVENE EARLY AND EFFECTIVELY SUPPORT STUDENTS AND CHILDREN. RESOURCES WITHIN OUR COMMUNITY ARE PLENTIFUL. AND IT WOULD BE AT THIS POINT THAT I WOULD COURAGE. I WOULD ENCOURAGE YOU TO TAKE A SCREENSHOT SO THAT YOU HAVE THIS AVAILABLE TO YOU AND YOUR PHONE. SHOULD YOU ENCOUNTER SOMEONE WHO IS IN NEED OF ASSISTANCE. WE HAVE SOCIAL SERVICES. SHOULD YOU HAVE AN ABUSE OR NEGLECT CONCERN FOR A CHILD? MENTAL HEALTH SERVICES THAT ARE AVAILABLE IN A CRISIS, INCLUDING MARYLAND 211 CLIENT FAMILY HARVARD CRISIS CENTER, AS WELL AS THE HARTFORD COUNTY MOBILE CRISIS UNIT THAT WILL COME TO YOU AND PROVIDE SUPPORT. AND SAFE SCHOOLS SCHOOLS MARYLAND THAT HAS A TIP LINE AS WELL AS AN APP FOR REPORTING SCHOOL SAFETY CONCERNS. I CAN ALSO REPORT THAT STUDENTS HAVE STARTED TO AND WILL BE RECEIVING BUSINESS CARDS THAT INCLUDE THESE RESOURCES THAT I'VE SHARED TONIGHT AS WELL AS OTHERS. FINALLY IT IS IMPORTANT TO TALK ABOUT SOME OF THE THINGS THAT CHILDREN AND ADOLESCENTS REQUIRE TO BE SUCCESSFUL. THEY SEEM ELEMENTARY, BUT THERE'S CERTAINLY WORTH REVIEWING. EXERCISE ON A DAILY BASIS. HOPEFULLY 60 MINUTES AND MAYBE OUTSIDE. 9 TO 10 HOURS OF GOOD SLEEP A NIGHT TO REST AND GROW THEIR BRAINS HEALTHY AND NUTRITIOUS EATING HABITS. PREDICTABILITY AS THAT BRINGS COMFORT SO THAT WHEN CHILDREN ARE STRUGGLING, THEY DO SHARE THAT WITH OTHERS. AS LITTLE AS LITTLE NEGATIVE STRESS AS POSSIBLE AND COPING SKILLS TO DEAL WITH STRESS AS THEY WILL INEVITABLY ENCOUNTER IT. AND IT'S ALSO WORTH NOTING THAT WE KNOW THE PRESENCE OF JUST ONE CARING ADULT MAKES ALL THE DIFFERENCE FOR OUR CHILDREN. MANY OF OUR STUDENTS ARE LUCKY ENOUGH TO HAVE MORE THAN ONE ADULT IN THEIR LIVES FOR SUPPORT . AND WITH THAT I RETURN THE PROGRAM TO MR HENNIGAN FOR ANY QUESTIONS THAT YOU HAVE. THANK YOU TOO MUCH. REALLY APPRECIATE THAT. UH SO JUST WANNA EMPHASIZE TO THE BOARD AND THE COMMUNION THAT THIS IS WORK THAT WE TAKE VERY SERIOUSLY BUT ALSO AT THE SAME TIME, REALLY ENJOY. THAT WE'RE ABLE TO PROVIDE THESE RESOURCES TO OUR STUDENTS WHEN YOU'RE IN OUR BUILDINGS AND PROVIDE THE RESOURCES OF COMMUNITY FOR ONE. THIS STUDENTS ARE NOT WITH US AT THIS TIME. I'D LIKE TO ASK DR BOLSON. HAS ANY COMMENTS HE HAS BEFORE WE TURN IT OVER TO THE BOARD FOR ANY QUESTIONS. THANK YOU, MR HENNIGAN. I JUST WANT TO UNDERSCORE A COUPLE OF THE THINGS YOU'VE HEARD. ONE IS WHEN I ARRIVED IN 2000 AND 18. I DID MY ENTRY PLAN. I STARTED TALKING TO PARTICULARLY PRINCIPLES BUT LOTS OF PEOPLE DURING THAT YEAR , AND I HEARD FREQUENTLY ABOUT THE SCHOOL BASED MENTAL HEALTH SUPPORTS. YOU. JUST HEARD. MR WALTON DESCRIBED THOSE BUT THAT WAS SOMETHING THAT WAS UNIQUE, AND SOMETIMES IT'S HARD TO KNOW.

[01:15:01]

IS THIS SOMETHING THAT EVERY SCHOOL DISTRICT HAS OR SOMETHING THAT'S UNIQUE TO US? WELL, I'VE WORKED IN OTHER DISTRICTS HAVE NEVER SEEN THIS SORT OF PERVASIVE OF US SUPPORT. MR HENNIGAN AND ARRIVED ON THE TEAM HERE ABOUT A YEAR BEFORE I DID. AND PEOPLE CREDITED HIM AND I'M SURE THERE'S OTHERS WHO HELPED LAY THE GROUNDWORK FOR THIS. BUT IN THE YEAR AFTER MR HENNIGAN ARRIVED, EVERY SCHOOL IN HARFORD COUNTY HAD IN SCHOOL MENTAL HEALTH SUPPORT FROM AN OUTSIDE PROVIDER. AND THAT SUPPORT AND ONE OF THE THINGS WE'VE HEARD IS WE'VE BEEN TALKING TO SCHOOLS LATELY ABOUT THAT. IS ACCESS TO MENTAL HEALTH SERVICES HAVE BECOME VERY HARD TO ACCESS. JUST LIKE EVERYTHING IN A WAY. THERE'S KIND OF A SUPPLY CHAIN PROBLEMS. THOSE PEOPLE ARE YOU KNOW THE PROFESSIONALS OUT IN THE WORLD, THE PRIVATE PROVIDERS. THEY'RE OVERBOOKED.

JUST LIKE OUR NURSES ARE OVERBOOKED AND EVERYTHING, AND WE'RE HEARING THAT ABOUT OUR SCHOOL BASED PROVIDERS. ALSO, THEY'RE BUSY IN THE SCHOOLS, DOING THE WORK THAT THEY WERE ENLISTED TO DO. SO THIS IS SOMETHING WHERE AGAIN ALL OF US WORKING TOGETHER AND MAKING SURE THAT YOU KNOW WE'RE ABLE TO PROVIDE THE SUPPORT FROM THE SCHOOL IS REALLY IMPORTANT. BUT NOW WE HAVE THOSE PARTNERS AS WELL. COUPLE OF THINGS. THE I KNOW WE SORT OF MOVED THROUGH IT QUICKLY. BUT WHEN MISS MALONE TALKED ABOUT THE MENTAL HEALTH ASSESSMENT CAUSE THAT'S ONE OF THE THINGS IN ADDITION TO THE WORK THAT WENT ON DURING COVID. UM I'M SORRY. THERE WAS A LOT THAT YOU HEARD TONIGHT. THAT WAS PRIOR TO COVID BECAUSE A LOT HAPPENED IN 2000 AND 18. WHEN THE LAW WAS PASSED FOR THE SAFE TO LEARN AT AND SO YOU SAW, I ASKED THE TEAM TO PUT DATES ON THIS PRESENTATION. SO PEOPLE CAN SEE HOW MUCH HAD BEEN CHANGING. AND A LOT OF THAT WAS INSPIRED BY WHAT WAS IN THE SAFE TO LEARN ACT, WHICH AGAIN WAS PASSED IN THE SPRING OF 2018. SO A LOT OF THOSE STEPS STARTED COMING IN. AND WE WERE DOING A LOT WITH SAFETY IF YOU'LL RECALL THE ACTIVISTS, TALENT CRISIS RESPONSE TRAINING WE DID THE ENTIRE FIRST YEAR. WHICH WAS THE SAFETY ORIENTED TRAINING ON PHYSICAL SAFETY, NOT ABOUT MENTAL HEALTH. AND THEN ALL OF A SUDDEN WE END UP IN THE PANDEMIC, AND WE'RE LOOKING AT A DIFFERENT TYPE OF SAFETY. WHEN WE STARTED ROLLING OUT NORTH STAR WE FIRST ANNOUNCED IT IN THE SPRING OF 2019. WE INCLUDED HEALTHY AS ONE OF OUR FIVE KEY ELEMENTS IN TERMS OF MEASURING STUDENT'S SUCCESS. MOST SCHOOL SYSTEMS DON'T SET HEALTHY AND WE'RE VERY MUCH INCLUDE PHYSICALLY AND MENTALLY HEALTHY.

IN OUR DEFINITION OF HEALTHY FOR OUR GRADUATE OUTCOMES. AND THAT'S SOMETHING THAT AGAIN PRIOR TO THE PANDEMIC. WE'VE BEGUN WORKING ON HOW WE WERE GOING TO MEASURE FOR PHYSICAL AND MENTAL HEALTH THROUGHOUT THE COURSE OF A STUDENT'S EXPERIENCE THAT HTTPS, BUT THAT'S SOMETHING OF COURSE ARE EXPERIENCED DURING COVID. IS GOING TO HELP US REFINE THAT AND GET STRONGER AND THAT ACCOUNTABILITY BUT THAT'S ALSO AN AREA THAT WE'VE MADE A COMMITMENT TO THE MENTAL HEALTH ASSESSMENT WE WERE TALKING ABOUT WAS WE HAVE ALWAYS OUR COUNSELORS HAVE ALWAYS WORKED.

TWO. ADDRESS MENTAL HEALTH NEEDS AND THEY WORK WITH STUDENTS, AND THEY THEREFORE ALWAYS INFORMALLY GATHERED DATA. BUT WHAT OCCURRED THIS PAST SUMMER WAS THE TEAM IDENTITY DEVELOPING A MENTAL HEALTH ASSESSMENT THAT ALL COUNCILORS COULD APPLY. EMPLOYEE ESSENTIALLY ASSESSED ALL OF THEIR STUDENTS SO THAT WE COULD ACTUALLY COLLECT DISTRICT WIDE DATA. AND THIS IS THE FIRST TIME WE'VE EVER HAD CONSISTENT DATA ABOUT MENTAL HEALTH AGAIN, AND THAT WILL BE SOMETHING THAT THE COUNSELORS CAN USE. AS WE'RE ABLE TO. BRING ALL OF THE DAY TOGETHER. LOOK FOR PATTERNS.

LOOK FOR GAPS. LOOK FOR PLACES WHERE WE CAN IMPROVE THOSE SERVICES. SO WHILE WE HAVE SO MUCH ALREADY GOING ON THE DATA THAT WE'VE COLLECTED THROUGH THIS MENTAL HEALTH ASSESSMENT OR SOMETHING WE CAN USE TO STRENGTHEN OUR RESPONSE. STRENGTHEN OUR OFFERINGS GOING FORWARD, SO IT'S NICE FOR FIRST TIME TO HAVE SYSTEM WIDE DATA. BUT AGAIN, WE'RE STILL JUST GATHERING, COMPILING AND ANALYZING. AND THEN I WOULD CLOSE WITH SORT OF COMMENTS. UM YOU ALSO HEARD THE PRESIDENT THE CONVERSATION ABOUT THE HANDLE WITH CARE. WHAT I WANT TO UNDERSCORE WITH HANDLE WITH CARE IS WE RELY ON THIS INCREDIBLE RELATIONSHIP WE HAVE WITH OUR LAW ENFORCEMENT PARTNERS IN HARFORD COUNTY. WE HAVE A VERY CLOSE RELATIONSHIP WITH THE SHERIFF'S OFFICE OFFICE AND THEN THE THREE MUNICIPALITIES IN ABERDEEN HARBOR DEGREES AND, UM BELLAIRE, WHO'S. OFFICERS YOU KNOW, WORKING. OUR SCHOOLS IS SA ROSE, BUT ALSO ARE THE ONES WE RELY ON TO SHARE THE HANDLE WITH CARE. INFORMATION THAT THEY BRING BACK TO US. AND WE COULDN'T DO THAT WITHOUT A FANTASTIC, COLLABORATIVE, TRUSTING RELATIONSHIP WITH LAW ENFORCEMENT SO WELL, THERE'S SO MANY CONVERSATIONS GOING ABOUT THE ROLE OF LAW ENFORCEMENT AND SCHOOL SYSTEMS. I DO WANT TO UNDERSCORE FIRST OUR APPRECIATION FOR LAW ENFORCEMENT HERE IN HARFORD COUNTY. BUT OF COURSE, THE IMPORTANCE OF OUR RELATIONSHIP WITH THEM. SO THAT WAS IMPORTANT TO PUT THAT OUT THERE. SO THAT SAID BOARD. ANOTHER WAS A LOT OF INFORMATION . WE DON'T USUALLY MAKE PRESENTATIONS THIS LONG, BUT BECAUSE WE HAD A LIGHTER AGENDA TONIGHT, WE THOUGHT THAT'S AN IMPORTANT TOPIC. TO GIVE YOU A LOT OF DETAIL, BUT I'D LIKE TO ASK IF YOU HAVE ANY ADDITIONAL QUESTIONS AFTER ALL RIGHT. ARE WE GOING TO GO AROUND A GROUPER

[01:20:01]

FOR? I JUST WANT TO CALL IT ACTUALLY, WHY DON'T YOU GO AROUND EACH PERSON? THAT'S MY SUGGESTION. ALREADY. DR BAUER. ANY QUEST. YES. DO YOU HAVE ONE? CONCERNING. YES THE AVAILABILITY OF THESE RESOURCES. YOU TALKED ABOUT THE IN SCHOOL. UM SUPPORT BEING BUSY, LIKE OTHER SCHOOL ONES. KIND OF WATER WE LOOKING AT FOR WAIT TIME FOR STUDENTS TO TALK TO OTHER. ONE OF THESE EXTRA PROVIDERS THAT'S IN THE SCHOOL OR TO SCHOOL COUNSELOR. OR OTHER FORM OF HELP. SO I'LL ANSWER THAT I'M A COUPLE DIFFERENT LEVELS WHEN WE'RE TALKING ABOUT SCHOOL BASED HCPS STAFF LIKE OUR SCHOOL COUNSELORS AND SOCIAL WORKERS, NURSES PSYCHOLOGISTS, HOWEVER, MAYBE PEOPLE. PERSONNEL WORKERS WERE NOT EXPERIENCING A WAIT TIME WE RESPOND TO STUDENTS IMMEDIATELY . IF IT'S A CRISIS IF IT'S A STUDENT, I MEAN, YOU CAN IMAGINE STUDENTS COME DOWN TO SEE OUR STAFF ARE MYRIAD OF BE ASKING YOU ABOUT COLLEGE. IT COULDN'T BE ASKING ABOUT HOW TO HANDLE THE SITUATION WITH APPEAR TO, UM UM IN IN A MINUTE, IMMINENT CRISIS, SO IF THERE'S A NEED TO SPEAK TO SOMEBODY IMMEDIATELY THAT WHAT HAPPENED IN EVERY CASE. IF THERE'S NOT, THEN WE WILL BE BACK WITH THAT STUDENT, USUALLY BY THE END OF THE DAY OR OR BY THE NEXT DAY, SO THAT'S WITH REGARDS TO OUR HCPS. STEPH. WE'RE TALKING ABOUT SCHOOL BASEMENT TO HELP. IT REALLY DOES VARY. SALT AND ALLUDED TO SOME OF OUR SOME OF OUR SCHOOLS HAVE TAKEN ON A SECOND PROVIDER.

BECAUSE OF THE NEED WHEN WE STARTED THIS, I DO WANT TO GIVE CREDIT TO MR STEVENS TASK. HE WAS IN THIS POSITION BEFORE ME WHO REALLY? BROUGHT THIS. THIS PROGRAM GOT IT STARTED. PRIOR TO ME ARRIVING AND THEN WE REALLY JUST SPREAD IT COUNTYWIDE. WHEN I GOT HERE IT WAS IN SIX SCHOOLS AND THEN WE WERE ABLE TO MAKE IT GET INTO ALL OF OUR SCHOOLS. WHICH HAS BEEN A GREAT RESOURCE REALLY ARE OUR INTENTION WAS FOR SCHOOL STAFF TO ALLOW STUDENTS TO ACCESS THAT IF THEY WERE NOT ABLE TO GET THERAPIST AFTER SCHOOL. SO FOR INSTANCE, WE DIDN'T WANT TO BE USING SCHOOL BASED MENTAL HEALTH. FOR STUDENTS WHO HAD HIS OWN CAR AND GET HIMSELF TO THERAPY VERY EASILY AND WAS JUST ACCESSING THAT DURING THE SCHOOL DAY, WE REALLY WANTED IT FOR STUDENTS WHO, IF NOT FOR SCHOOL BASEMENT TO HELP WOULD NOT BE ABLE AFTER SCHOOL DID THE TRANSPORTATION OR WHATEVER IT MAY BE, SO THAT'S ONE WAY WILL BE TRIED TO LIMIT THE STUDENTS THAT ARE ACCESSING IT, BECAUSE, UM, WE REALLY HAVE PROVIDED NO MORE. MANY CASES OF MANY SCHOOLS MORE THAN THE AGENCY CAN HANDLE, AND IT'S IN ONE WAY. IT'S A GOOD THING. WE'VE GOT A LOT OF STUDENTS GETTING HELP THAT THEY NEED. BUT IN ANOTHER WAY, IT SHOWS THE NEEDS THAT ARE OUT THERE, WHETHER IT BE SCHOOL BASED MENTAL HEALTH OR BEYOND, SO IN SHORT, I WOULD SAY, DR BARREL WHAT WE WERE TALKING ABOUT ACCESSING OUR STAFF THAT CAN HAPPEN IMMEDIATELY, OR THOMAS SCHOOL BASED MENTAL HEALTH AT ALL DEPENDS ON THE AVAILABILITY , BUT IT ALSO REQUIRES THE PARENT THE PARENT HAS TO DO AN INTAKE. THIS IS NOT SOMETHING WE CANNOT HAVE A CHILD ACCESS THE THERAPIST WITH KEY POINT IN OUR DIRECTION AND PARENT HAS TO DO AN ENTITY. THAT WHOLE PROCESS HAS TO HAPPEN. JUST AS IF I WERE TO TAKE MY DAUGHTER TO KEEP POINT AFTER SCHOOL AND THEN GET THAT SET UP. AND THEN WHAT HAPPENS? IS WE REALLY WHAT WE REALLY ESSENTIALLY HAVE DOLLARS.

REMOVE THE BARRIER TRANSPORTATION TO THAT CHARACTER APPOINTMENT NO LONGER EXISTS AS A BARRIER. CLASS. ACCESS TO THERAPISTS AND THERAPISTS DO A WONDERFUL JOB OF BEARING WHEN THEY PULL THE CHILD SO THAT MISSING THE SAME CLASS FOR THE SAME PERIOD IF THEY'RE MEETING WITH THEM ON A WEEKLY BASIS. THANK YOU. I HAVE NO FURTHER QUESTIONS. THANK YOU, DOCTOR.

HER ANY QUESTION. AH YES, I HAVE A QUESTION. UM FIRST THING FOR THE PRESENTATION. THIS IS EXTREMELY IMPORTANT TO ME. AND ALL OF US, I THINK, BUT I'M SPEAKING FOR MYSELF, OBVIOUSLY, UM, LOTS OF GREAT INFORMATION SO THANKS VERY MUCH. THERE WAS A PART IN THE PRESENTATION, WILL, UM, YOU SOMEONE SPOKE ABOUT, UM, THE SUICIDE IDEATION. UM AND THE ELECTRONIC DOCUMENTS DOCUMENTING OF, UM THOSE INSTANCES. UM YOU MENTIONED UM YOU KNOW, ANALYSIS OF TRENDS AND THE ABILITY THROUGH THAT TO ALLOW THE SCHOOL SYSTEM TO ENACT PREVENTATIVE MEASURES. UM THERE WAS SOME KIND OF LIKE UMBRELLA STATEMENTS LIKE YOU WORK WITH GUARDIANS. YOU WORKED WITH CAREGIVERS. CAN YOU GIVE US SOME EXAMPLES? UM SPECIFIC EXAMPLES OF WHAT THAT MIGHT LOOK LIKE IN TERMS OF PREVENTATIVE ACTIONS. AND MAYBE , YOU KNOW, THROUGHOUT THE SPECTRUM OF OUR AGENCY. SURE SO

[01:25:08]

WHEN? WHEN WE WENT TO START WITH THIS BALLOON AND READS EVERY ONE OF THOSE REPORTS HERSELF IN ADDITION TO THE SCHOOL BASED STAFF THAT ARE READING THEM. BUT WHEN WE LOOK AT THE PLATFORM, MISS MOLLOY ALLUDED TO. WE HAVE ALWAYS DONE SOON SUICIDE IDEATION REPORTS, BUT THEY WERE HANDED IN IN PENCIL AND PAPER, AND AT THE END OF THE YEAR, WE WOULD HAVE STAFF THAT WOULD DO THE DATA ENTRY TO SUBMIT TO MSD NOW THAT IT'S LIVE SCHOOL COUNSELORS AND NOT JUST A COUNSELOR, ANY ANY ENVIRONMENTAL HEALTH PROFESSIONALS IN THE BUILDING? CAN ACCESS THAT DATA TO SEE IF THEY'VE GOT TRENDS. ARE WE SEEING TRENDS WITH OUR CERTAIN GRADE LEVEL? OBVIOUSLY TRENDS WITH A CERTAIN STUDENT SEEING TRENDS WITH, UM THE METHOD BY WHICH STUDENT TALKED ABOUT THIS. AND BEING ABLE TO USE THAT DATA TO INFORM THEM AS TO NEXT STEPS. SALTON TALKED ABOUT QPR THE QUESTION PERSUADE REFER TRAINING THAT IS A PROACTIVE MEASURE THAT A SCHOOL IN ONE INSTANCE, DECIDED THAT BASED ON THE INFORMATION THEY HAD THEY WANTED TO TRAIN THEIR ENTIRE STUDENT BODY AND THE ENTIRE STAFF QPR. IT'S A DISCUSSION THAT WE'RE HAVING.

WELL BASED ON DATA THAT THEY HAVE THAT WHEN WE TALK ABOUT GUARDIANS ALLUDED TO IN EVERY INSTANCE OF A SUICIDE AVIATION REPORT, THE GUARDIANS CAN BE NOTIFIED BECAUSE WE ABSOLUTELY WANT TO MAKE SURE THAT THEY'RE AWARE THAT WHEN THE CHILD LEAVES OUR CARE THAT THE PARENT IS DOING ALL THEY NEED TO DO AND AGAIN THAT WILL RANGE BECAUSE OF THE IMPULSIVE COMMENT THAT ONE STUDENT THEY MAKE THAT REALLY HAS NO INTENT. ALL THE WAY TO THE OTHER END OF THE SPECTRUM TO THE STUDENT WHO HAS A PLAN AND AS ARTICULATED THAT SO THAT THE INTERVENTIONS ARE GOING TO RANGE, OBVIOUSLY BASED ON THE NEEDS OF THE STUDENT. MS BALLOONIST OR ANYTHING YOU'D LIKE TO ADD TO THAT. NO JUST THAT FOLLOW UP, SIR, MADE REGULARLY, AND WE DO UPDATE WITH WHAT NEXT STEPS MAY HAVE OCCURRED SO THAT WE KNOW THAT THE STUDENT IS GETTING THE SUPPORT THEY NEED. I THINK THE QUESTION WAS SOMETHING ABOUT SPECIFICALLY WHICH IS SORT OF HARD TO DO BECAUSE AS MR HENNIGAN SAID, EACH CASE IS UNIQUE, BUT I WILL SAY THAT THE TYPICAL STEPS THAT ARE FOLLOWED ALL AFTER THE ASSESSMENT IS NOTIFICATION TO THE GUARDIAN.

AND THEN PROVIDING AND FACILITATING THE SUPPORTS THAT ARE WARRANTED BASED ON THE UNIQUE SITUATION OF THE STUDENT AND THE SITUATION AND THE SCENARIO. SO THAT MAYBE, LIKE I MENTIONED IN THE PRESENTATION, THE SCHOOL COUNSELOR AT THE SCHOOL PSYCHOLOGIST MAY WORK WITH THE GUARDIAN TO KNOW THAT THE STUDENT HASN'T THERAPIST IN PLACE, AND YET WE NEED TO ACCESS THEM. MAYBE SOONER. MAYBE THEIR APPOINTMENTS IN TWO WEEKS, BUT WE TRY TO GET THAT SOONER RATHER THAN WAITING THE TWO WEEKS AND THEN IF INDEED NOBODY SOURCES ARE IN PLACE AND THEY ARE WARRANTED, THEN WE WOULD HELP TO FACILITATE THAT WITH THE GUARDIAN TO MAKE SURE THE STUDENT IS HAVING THE PROPER CARE. THEY NEED TO STAY SAFE. AND DOCTOR HAROLD NOBODY INTO THAT ANOTHER PROACTIVE MEASURE WE WOULD TAKE IS TO TRY TO GET A RELEASE OF RECORDS THAT WE CAN TALK WITH THE PSYCHIATRIST OR PSYCHOLOGIST, UH, TO WORK WITH THEM SO THAT WE'RE MANAGING WHAT'S GOING ON WITH THIS STUDENTS? SOME OF OUR STUDENTS ARE EXPERIENCING THIS DO TO CHANGE THE MEDICATION OR NEED FOR MEDICATION, AND THAT'S SOMETHING THAT WE WANT TO HAVE AN OPEN, CLEAR COMMUNICATION WITH THE PSYCHIATRIST OR PSYCHOLOGIST ABOUT SO THAT'S ANOTHER STEP THAT WOULD TAKE BECAUSE PRIOR TO THE SUICIDE IDEATION REPORT. WE MAY NOT HAVE KNOWN THE CHILDHOOD OF THERAPIST AND NOW THAT THAT'S MADE AND WE ARE AWARE WE COULD REACH OUT AND HELP THOSE RELEASE A RECORD SO THAT THERE COULD BE AT BACK AND FORTH DIALOGUE. BETWEEN THE SCHOOL BASED STAFF AND THE PROFESSIONAL STAFF THAT'S OUTSIDE OF ERBIL. THANK YOU.

THANK YOU VERY MUCH. UM, THAT'S THAT'S AWESOME. UM I HAD ANOTHER QUESTION. BUT IT WAS IT WAS. IT WAS ANSWERED BY THE LAST PART OF THE PRESENTATION. UM I'LL JUST NOTE IT REALLY QUICKLY. UM CAR.

THAT WAS A PART WHERE YOU WERE WHEN WE WERE TALKING OR DISCUSSING THE MENTAL HEALTH AND WELLNESS CURRICULUM. UM I THINK IT'S AMAZING THAT THAT, YOU KNOW. THAT YOU REACTED SO QUICKLY TO, UM THE NEED TO DEVELOP SOME BAD. YOUR CONTINUED TO DEVELOP OVER TIME. I WAS WONDERING AT THAT TIME. UM. ARE THERE ANY LIKE WAYS WITHIN THE CURRICULUM, OR PERHAPS LOOKING

[01:30:02]

INTO THE FUTURE TO INCLUDE, UM PORTS WHO IN HAVE INCLUSIONS WITH THE AT HOME, UM, ENVIRONMENT, WHETHER IT BE PARENTS OR CAREGIVERS, OR WHAT HAVE YOU AND SOMETIMES I KNOW IN SCHOOLS WE HAVE PARTS OF THE CURRICULUM THAT INCORPORATES THINGS. YOU CAN DO IT HOME AND INVOLVE YOUR FAMILY. UM I'M THINKING I WAS THINKING THAT BECAUSE OF THE IMPACT THAT COULD COULD HAVE ON THE WHOLE HOUSEHOLD IN THE CHILD. THE IMPACT. ON THIS CHILD COULD BE EVEN DEEPER, BECAUSE, UM, IT WOULD BE UM, INCLUSIVE OF THE HOME ENVIRONMENT. BUT THEN I WAS PLEASED TO HEAR ABOUT THE MENTAL HEALTH ASSESSMENT AND THEY KEEP ER, UM, CONCEPT AND DISCUSSIONS OF COPING SKILLS WITH STUDENTS BEING ABLE TO DEVELOP THOSE THINGS IN SCHOOL AS LIFE SKILLS.

AND SO I WAS VERY, VERY HAPPY TO HEAR THOSE STEPS. UM I HAVE NO FURTHER QUESTIONS. THANK THANK YOU. THANK YOU, DR HAROLD. MR KARWACKI. ANY QUESTIONS? I DON'T HAVE ANY QUESTIONS. I JUST WANT TO COMMEND THE TEAM. FOR WORKING SO COLLABORATIVELY AND BEING SO RESPONSIVE TO THE NEEDS OF THE STUDENTS. UM. THREE OF YOU ARE NEW TO ME, MR HENNIGAN AND I GO BACK A FEW YEARS. AND HE IS ALWAYS BEEN, UM VERY CHILD CENTERED AND VERY INNOVATIVE. IN DEVELOPING INITIATIVES AND FOLLOWING THROUGH TO MEET THE NEEDS OF STUDENTS. AND I THANK YOU ALL FOR YOUR EFFORTS ON OUR KIDS BE THANK YOU. THANK YOU, MR BROCKIE, MISS KELLY. UM I JUST WANTED TO SAY THANK YOU FOR THE PRESENTATION AND SO IMPRESSIVE TO SEE ALL OF THE DIFFERENT RESOURCES AND HEARING THE PRESENTATION EARLIER THIS WEEK. UM AND THEN AGAIN THIS EVENING, I FEEL LIKE I LEARNED EVEN MORE THAT YOU'RE DOING AND IT'S SO IMPRESSIVE. AND I LOVE THE FACT THAT YOU KNOW THERE'S THE QPR TRAINING AS WELL. WE DO THAT AT HIGHER, ED. I HAVE ALL OF MY STUDENTS STAFF TAKE IT. AND YOU TAKE IT AS STAFF MEMBERS, AND IT'S REALLY GREAT TRAINING. BUT THANK YOU SO MUCH. THANK YOU, MR ROBINSON. NO COMMENT. IN OUR LOCAL. THANK YOU, MR CARDING. PRESIDENT GAUTIER. FOUND THIS PRESENTATION PRETTY ENLIGHTENING IN THE BREATH OF ISSUES THAT CAN CAUSE STRESS WITH OUR STUDENTS AND OUR CHILDREN IN THE SCHOOL SYSTEM IN THAT WE'VE REALLY TRIED TO ATTACK THE BREADTH OF THOSE DIFFERENT AREAS. WITH A SUPPORT MECHANISM. FROM. REGARDING QPR AND MR HENNIGAN.

YOU KIND OF MORTY RESPONDED TO THIS, BUT I JUST WANT TO REAFFIRM THAT WE ARE LOOKING TO TRY TO EXPAND THAT WITH OUR STUDENTS AND FACULTY. IN THE SCHOOL SYSTEM, CORRECT. YES ONE OF THE THINGS WE'RE WORKING ON, IS PUTTING OUT A MESSAGE THAT WOULD GO INTO OUR SUPERINTENDENTS, BULLETS AND SO THAT PRINCIPLES CAN BE AWARE OF WHAT IT IS AND HOW TO ACCESS IT SO THAT WE COULD WORK WITH THEM TO PROVIDE TRAINERS. WE HAVE SEVERAL TRAINERS WITHIN OUR SCHOOL SYSTEM AND TRAINERS OUTSIDE OF OUR SCHOOL SYSTEM THAT MISS ALTON COLLABORATES WITH. IT'S USUALLY DONE IN A IN A PAIR OF TWO PEOPLE, SO IT'S AGAIN TO 60 TO 90 MINUTES. IT'S MUCH MORE DOABLE THAN OUR YOUTH MENTAL HEALTH FIRST DAY, WHICH IS A BIT LONGER, SO WE'RE PREPARING A MESSAGE TO GO OUT SO THAT STAFF CAN THINK ABOUT HOW AND WHY. INCORPORATE THAT INTO THEIR BUILDING TRAINING OF STAFF, OBVIOUSLY, UM IS A MUCH SIMPLER TASK THAT WE COULD DO AN ENTIRE STAFF IN AN HOUR HOUR AND A HALF DOING AN ENTIRE BUILDING OF MIDDLE OR HIGH SCHOOL STUDENTS. IT'S BEEN DONE SO WE DEFINITELY CAN REPLICATE THAT JUST TAKES A LITTLE BIT MORE TIME. OBVIOUSLY SO HEARTBREAKING WHEN A CHILD DOES MAKE THAT DECISION. UM IS THE SCHOOL SYSTEM. I'M ASSUMING THAT'S PRETTY PRIVATE WITH THE HEALTH DEPARTMENT AND THE POLICE DEPARTMENT THAT WHEN A CHILDREN CHILD PASSES THAT IS IN HARPER COUNTY PUBLIC SCHOOLS. ARE WE MADE AWARE OF HOW THAT CHILD PASSED? I'M ASSUMING NOT BECAUSE IT'S PRIVATE. WE TYPICALLY ARE TOLD BY THE PARENT. UM SO ANY TIME WE HAVE GREECE RESPONSE TEAMS, THAT'S ONE THING. WE DIDN'T INCLUDE THIS PRESENTATION . BUT ANYTIME WE HAVE A LOSS OF A STUDENT OR STAFF MEMBER UM, WE HAVE GREAT RESPONSE TEAMS THAT WOULD GO OUT TO SCHOOL TO WORK WITH THE STAFF AND THE STUDENTS RESPONDING TO THAT WE DON'T DO THAT IN OUR ANNOUNCE. THAT WE'VE LOST THE STUDENT OR STAFF UNLESS WE GET PERMISSION FROM THE FAMILY AND I CAN'T THINK OF ANY CASE. UM IN MY WHOLE CAREER

[01:35:06]

WHERE WE WEREN'T MADE AWARE OF WHAT HAPPENED IN THE PARENT, GIVING US PERMISSION TO RELEASED THAT INFORMATION SO THAT WE COULD THEN HELP STAFF AND STUDENTS PROCESS. SOMETIMES THE RESPONSE IS MINIMAL AND SOMETIMES IT'S OVER THE COURSE OF A COUPLE OF DAYS BECAUSE OF THE NEED. SO UM, THAT'S TYPICALLY NOT AN ISSUE FOR US TO BE TOLD. WHAT HAPPENED WHEN WE HAVE A LOSS OF THE STUDENTS? I'M WITH THE STRESS OF WHAT CHILDREN CAN JUST EVEN I FORGOT WHAT THE TERM YOU CALLED IT WITH FOUR OUT OF THE 18TH ISSUES. EVERY CHILD'S GOING TO YOU TALKED ABOUT SOME STATISTICS OF CHILDREN THAT ARE GOING TO HAVE SOME PRETTY HORRENDOUS, HORRIFIC THINGS HAPPEN TO THEM IN THE COURSE OF THEIR LIVES THAT THEY'RE GOING TO CARRY AND BRING TO SCHOOL. I'M HOPING THAT WHEN WE FIND OUT EVEN AT THE POINT OF THAT PARTICULAR CHILD WHEN SHE HE OR SHE PASSES THAT WE MIGHT BE ABLE TO LOOK INTO THAT AND MAYBE HELP OTHER SITUATIONS FROM WHAT WE LEARN, UM. TO TRY TO PREVENT THAT FROM SPREADING BECAUSE IT SEEMS LIKE A LOT OF TIMES. CAN PUT AN IDEA IN SOMEBODY'S HEAD. UH AND I WOULD THINK THAT THE QPR IS TERRIFIC ASSET TO HELP PREVENT FURTHER CHILDREN FROM DUPLICATING THAT ACTION. I'M ASSUMING THERE'S THAT'S USED WELL BEYOND. UM SUPPORTING OTHER STUDENTS THAT ARE TEACHERS THAT MAYBE COME IN CONTACT WITH THE CHILD TO DEAL WITH IT, BUT TO PREVENT OTHER STUDENTS FROM SECTIONING. YES AND I THINK ONE OF THE THINGS WHEN WE LOOK AT OUR SUICIDE IDEATION REPORTS, AND WE LOOK AT THE NUMBERS ONE OF THE TAKEAWAYS FROM THERE. IT IS ALSO THE FACT THAT WE ARE REDUCING STIGMA. WE ARE ENCOURAGING PEOPLE TO REACH OUT FOR HELP. SO WHEN WE SEE AN INCREASE, WE ALSO CAN YOU KNOW, TAKE A PERSPECTIVE DISABLE. WE'RE SEEING AN INCREASE BECAUSE STUDENTS NOW NO, I NEED TO TELL SOMEBODY I'M FEELING THIS WAY. WHERE STUDENTS DOWN? NO, I'M NOT GOING TO LET MY FRIENDS COMMENTS LIKE LAST NIGHT. GO I'M GOING TO TELL MY SCHOOL COUNSELOR TOMORROW AND WE HAVE SEEN SO MANY INSTANCES OF STUDENTS REPORTING THAT THEY SAW SOMETHING ON SOCIAL MEDIA, AND THEY FELT COMPELLED TO REACH OUT TO A SCHOOL BASED STAFF TO TELL THEM THAT'S NOT SOMETHING THAT WAS NECESSARILY HAPPENING. UM THE REGULARITY OF HELPS. IT HAPPENS NOW, SO IT'S ENCOURAGING TO KNOW. OBVIOUSLY, WE WANT THOSE NUMBERS TO BE ZERO. BUT IT'S ENCOURAGING TO KNOW THAT WE ALSO PART OF THE REASON WE HAVE THOSE NUMBERS IS JUST STAFF KNOW HOW MEAN STUDENTS UNDERSTAND THE NEED TO REACH OUT WHEN THEY'RE STARTING TO NOT FEEL WELL, I WOULD JUST SAY AS A PUBLIC SERVICE ANNOUNCEMENT. THIS IS PART OF CPR AND FIRST AID THAT YOU NEVER SHOULD NEGLECT TO ASK SOMEBODY IF THEY'RE FEELING SUICIDAL, BECAUSE YOU THINK YOU'RE GOING TO MAKE THEM THINK OF IT. THE RESEARCH SAYS IT DO YOU FEEL LIKE YOU HAVE TO ASK? ASK YOU'RE NOT GOING TO PUT THAT ON SOMEONE'S HEAD. UM IF THEY'RE IF THEY'RE THERE, THEY WERE ALREADY BEEN THINKING IT. SO THAT'S MY PUBLIC SERVICE ANNOUNCEMENT FOR ANYONE LISTENING IS, IF YOU EVER FEEL CONCERNED ABOUT SOMEBODY DON'T DON'T NEGLECT NEGLECT TO ASK THE QUESTION, EVEN THOUGH IT COULD BE ONE OF THE HARDEST QUESTIONS TO ASK, AND I THINK THEY'RE PRIOR STUDENT REPRESENTATIVES CHRISTIAN WALKER AND PHOEBE CATES WERE INSTRUMENTAL IN HELPING US DEVELOP. PERSPECTIVE FROM THE STUDENT AND I REMEMBER THE DON'T HAVE MY BRACELET ON TONIGHT. THE GREEN BREATH BRACELET ABOUT THE STIGMA THAT THEY CREATED. BUT THIS HAS BEEN GOING ON FOR A WHILE. IN HARFORD COUNTY PUBLIC SCHOOLS, AND I KNOW MENTAL HEALTH IS ONLY EXACERBATED BY COVID THE PEOPLE THAT STUDENTS LOSE DUE TO COVID THE MASK REQUIREMENT ADDS STRESS TO THEIR DAY TO DAY BASED ON WHICH ADDS TO EVERYTHING ELSE THAT YOU TALKED ABOUT IN YOUR PRESENTATION. I REALLY, REALLY THINK THIS WAS IMPORTANT. I'M HOPING WE HAVE HAD SO MANY PUBLIC COMMENTS ABOUT THE APPARENT LACK OF SUPPORT FOR HARVARD COUNTY PUBLIC SCHOOLS. OR EVEN BEING AWARE OF STUDENT MENTAL ILLNESS. I'M HOPING THIS REALLY HELPS ALLEVIATE SOME OF THAT CONCERN IN THE PUBLIC BECAUSE THIS IS TREMENDOUS AMOUNT OF WORK THAT HAS BEEN GOING ON FOR YEARS. AND I APPRECIATE THE PRESENTATION. THANK YOU. THANK YOU. ALL RIGHT, DR PHILIP. COUPLE OF COMMENTS NO QUESTIONS. I CAN'T COUNT. HOW MANY TIMES OVER THE PAST COUPLE YEARS WE'VE HEARD FROM OUR MM.

COMMUNITY WATER. WHAT ARE WE DOING? FOR THE MENTAL HEALTH OF OUR STUDENTS. I THINK THIS AWESOME PRESENTATION. AH, I CAN'T IMAGINE BEING I DON'T GET AROUND TO ANY OTHER SCHOOL SYSTEMS, BUT I CAN'T IMAGINE IT BEING DONE ANY BETTER THAN WHAT WE HAVE IN PLACE HERE, AND I JUST COMMEND BUCKING HIS ENTIRE TEAM FOR WHAT THEY PUT TOGETHER . I ALSO WANT TO MENTION THE

[01:40:06]

FACT THAT THERE WAS ONE STATISTIC HE MENTIONED VERY EARLY ON. AND THAT IS THAT OUR KIDS SPEND 13% OF THEIR TIMES. WE MOVE FOUR WALLS OF THE HARFORD COUNTY PUBLIC SCHOOLS, WHICH MEANS THAT THERE OUTSIDE OF OUR COMMUNITY ARE CLOSE KNIT COMMUNITY 87% OF THE TIME. SO IT JUST UNDERSCORES THE FACT THAT WE NEED TO ENGAGE. PARENTS GRANDPARENTS, CAREGIVERS, GUARDIANS, FRIENDS, WHATEVER. TO HELP AT EVERY STEP ALONG THE WAY, BECAUSE WHAT WE CAN DO IN HERE IS JUST THE STARTING POINT. YOU KNOW, 13 WHEN WE HAVEN'T FOR 13% OF THEIR TIME OVER THE COURSE OF THE YEAR. THAT'S NOT ENOUGH TIME TO GET KIDS OVER OVER A CRISIS SO THE IMPORTANT CENTRAL AND THE RESOURCES THAT WE'VE DEVELOPED AND LINKS TO THE COMMUNITY. THAT ARE PROFESSIONALS HAVE SET UP UNDERSCORES THE FACT THAT WE ALL RECOGNIZE THAT WHEN THEY WALK OUT OF THE DOORS HERE THAT'S ONLY THE BEGINNING. THEY NEED ONGOING INTERVENTION HAS A MOVE FORWARD. BUT JUST AN AWESOME PRESENTATION AND THIS HAS TO BE A MODEL, I THINK FOR WHAT THE REST OF THE STATE WOULD WOULD WANT TO DO. THANK YOU. THANK YOU. MISS HOLCOMB. ANY QUESTIONS? CAN YOU GUYS HEAR ME? MY LAPTOP HAS LIKE A WEIRD LINE TO IT. SORRY I'M ACTUALLY PARTICIPATED IN THE QPR TRAININGS ATTACK LAST YEAR, SO I'M EXCITED TO SEE THE TRAINING, EXPANDING TO MORE STUDENTS THIS YEAR AND HOPE IS WE EXPAND RESOURCES. WE CAN INCLUDE MORE SPECIFICALLY FOR PEOPLE OF COLOR BECAUSE STIGMA ON MENTAL HEALTH ACCESS USUALLY LOOKS DIFFERENT IN OUR COMMUNITIES, BUT THANK YOU ALL FOR THE PRESENTATION. I'M REALLY EXCITED FOR WHAT WE'RE DOING AND HOW WE'RE HANDLING SUCH SITUATIONS. THANK YOU. DR MULAN QUESTIONS COMMON? I DO, UM. ONE OF THE THINGS I'M CONCERNED ABOUT, AND IT'S A PERSONAL CONCERN IS PARENTAL ABUSE. AND YOU MENTIONED RIGHT AWAY. HOW YOU GET THE PARENTS INVOLVED. HOW DOES IT CHANGE WHEN IT'S A SITUATION WHERE THE PARENT IS ABUSING THE CHILD? WELL. I MEAN, THOSE ARE THOSE ARE VERY SENSITIVE. YES WHEN WE'VE GOT THAT KNOWLEDGE, BECAUSE AS YOU CAN IMAGINE THE SCHOOL SYSTEM EMPLOYEES PROVIDE A LOT OF THOSE REFERRALS BECAUSE WE WERE LAYING EYES ON THE STUDENTS, AND I'M SURE MOST OF YOU ARE AWARE THAT DURING DWAYNE COVID DURING THE CLOSURES THAT THOSE REFERRALS DROPPED DRAMATICALLY. SEX SCENARIO, BUT I WOULD SAY IF WE'VE GOT A STUDENT THAT WE KNOW HAS ENDURED ABUSE AT HOME, UM, THAT WOULD NOT PREVENT US FROM TELLING THAT PARENT THAT THE CHILD WAS SUICIDAL. IT MAY BE A DIFFERENT TYPE OF CONVERSATION. NUMBER WE HAVE MISS MALONE A LITTLE TOO EARLY AND ETHICAL RESPONSIBILITY TO MAKE SURE THAT WHEN THAT CHILD LEAVES OUR DOORS INTO O'CLOCK, FOUR O'CLOCK WHATEVER NUMBER TIME THEY'RE LEAVING THAT SOMEBODY IS AWARE THAT THEY WERE FEELING THIS WAY TODAY. UM SO THAT'S THAT'S IT'S A COMPLICATED SITUATION. UM DR MUELLER, BUT I WOULD SAY THE BEST I COULD SAY IS, IT WAS JUST CHANGE HOW THE CONVERSATION WOULD HAPPEN. UM BECAUSE WE ALSO HAVE TO CONSIDER IS THAT SITUATION LEADING TO THE CHILD FEELING THIS WAY? BUT WE HAVE TO REALLY MAKE SURE THAT WE ARE DOING RIGHT BY THAT CHILD.

THAT YOU KNOW, DR PHILLIPS JUST POINTED OUT FOR 87% OF THEIR YEAR. THEY'RE NOT WITH US, SO WE NEED TO MAKE SURE THAT PEOPLE THEY ARE WITH THAT. THAT TIME ARE AWARE OF HOW THEY'RE FEELING. THANK YOU. AND I REALLY DO APPRECIATE THE WORK THAT YOU ALL DO. AND I DO APPRECIATE THE PRESENTATION YOU GAVE. THANK YOU VERY MUCH. THANK YOU. ALRIGHT, MY TURN. THE HELL. EVERYONE SHOULD KNOW THAT MR HENNIGAN HAS ALREADY TOLD ME I CAN ASK WHATEVER QUESTIONS I WANT. AND AS A SCHOOL COUNSELOR. THIS IS TOTALLY MY WHEELHOUSE HERE LIKE I'VE DONE ALL THESE THINGS. SO I'M ACTUALLY NOT GOING TO ASK ALL THE QUESTIONS, BUT I DO WANT TO POINT OUT A FEW THINGS WHEN YOU SAY THAT KIDS ARE IN THE CARE OF THEIR PARENTS, THERE'S 8700 AND 60 HOURS IN A SCHOOL IN A YEAR IN A CALENDAR YEAR. AND OF THAT PERIOD OF TIME, OUR KIDS ONLY SPEND 1138 HOURS IN SCHOOL.

WITH US. SO BOTH ATTENDANCE. IS SO KEY BECAUSE. YOU'RE JUST NOT THERE THAT MUCH. AND WHEN WE HARP ON PEOPLE ABOUT ATTENDANCE , ATTENDANCE IS IMPORTANT LACK OF ATTENDANCE AND SOMETIMES BE SOMETHING THAT WE LOOK FOR WITH KIDS WHO HAVE DEPRESSION. UM IT CAN SIGNIFY A NUMBER OF THINGS WHEN PEOPLE ARE CALLING ABOUT KIDS ATTENDANCE. I THINK THAT EVERYBODY NEEDS TO KNOW WE'RE

[01:45:04]

ASKING A LOT OF QUESTIONS ABOUT WHY THEY'RE ABSENT. NOT JUST COVID. WE WANT TO MAKE SURE THEY'RE OKAY. AND THEY'RE SAFE AND THEY'RE BEING TAKEN CARE OF. UM YOU KNOW 20% OF YOUR WEEK.

KIDS ARE ONLY IN SCHOOL FOR 33 HOURS. THAT'S IT. ONE OF THE QUESTIONS I DID WANT TO ASK HER.

ACTUALLY, IT'S LIKE AN ASK IT'S CLARIFIED. IS WHEN WE TALK ABOUT THE SUICIDAL AVIATION NUMBERS WHEN, WHEN PARENTS AND OUTSIDERS , UM OUTSIDE OF OUR COMMUNITY REPORTERS ASK US FOR THE STATISTICS AND SUICIDAL IDEATION. WHEN THEY ARE GIVEN THOSE NUMBERS. THE NUMBERS THAT WE COLLECT THAT INCLUDES EVERYTHING FROM FROM YES, I HAVE A PLAN. I HAVE I HAVE ACTIONABLE PLANS. I HAVE ACCESS I HAVE. I HAVE IT ALL FIGURED OUT. ANYWHERE FROM THERE ALL THE WAY AT THE TOP ALL THE WAY DOWN TO I'M GOING TO KILL MY FRIEND FOR TELLING MY BOYFRIEND SAID, IS THAT CORRECT? THAT WOULD BE CORRECT. I DON'T KNOW IF MR MALONE WANTS TO EXPOUND ON THAT.

BEING THE PERSON WHO READS THEM. NO, THAT'S ACCURATE. AND I WOULD SAY THAT, UM THE LOWER RISK WHERE WE ARE WORKING WITH OUR STUDENTS WHO ARE EXPRESSING FRUSTRATION, FOR EXAMPLE, BY MAKING STATEMENTS LIKE THIS THAT IS THEN WORKING WITH THEM AND THEIR FAMILY WITH REPLACEMENT LANGUAGE. BUT YES, THAT THAT'S TRUE. SO THAT COVERS THE WHOLE HUGE SPECTRUM. JUST OUT OF CURIOSITY. HOW MANY WOULD YOU SAY ARE PERCENTAGE WISE? I KNOW WHAT I SEE IN MY SCHOOL. HOW MANY DO YOU THINK ARE MORE ON THE LOW AND LIKE THERE'S A THERE'S A THREE POINT SCALE ONES ARE VERY LOW. TWOS ARE THERE MIGHT BE SOMETHING THERE. AND THE THREES ARE THE REALLY I HAVE A PLAN ACTIONABLE. WE NEED TO GET YOU TO AN ER HOSPITAL PRETTY DARN SOON. UM HOW MANY WOULD YOU SAY ARE IN THE ONE SECTION WELL , IT VARIES BY YEAR, BUT WE DO HAVE REPORTS THAT WE CAN RUN THE ONE REPORT THAT WE ARE WORKING ON WITH. OUR OFFICE OF TECHNOLOGY IS, UM THESE VERY SPECIFIC TO CITE THE REPLACEMENT LANGUAGE ASSESSMENTS. SO THOSE WHO WERE JUST LIKE I SAID BEFORE EXPRESSING FRUSTRATION, BUT DON'T HAVE A PLAN. DON'T HAVE ACCESS TO A PLAN. DON'T WANT TO HURT THEMSELVES. UM I'VE LOOKED AT THE DATA AND IF WE'RE TALKING ABOUT THIS YEAR TODAY IT'S ABOUT A THIRD. OF THE REPORTS WOULD FALL AND THIS WOULD BE FOR THE LAST SEVERAL YEARS THAT I PULLED THE DATA INTO THAT HIGH. RISK. WITH THE OTHER TWO THIRDS CAUSING CONCERN, AND ONCE WE HAVE THE TOOL THAT CAN JUST RULE OUT THOSE FRUSTRATION, STATEMENTS, UM WE CAN BE MORE INTENTIONAL AND SPECIFIC ABOUT THAT. BUT, UM, SO FOR TODAY. I WOULD SAY APPROXIMATELY HALF OF THEM WERE JUST MADE STATEMENTS MADE OUT OF FRUSTRATION. THAT DOESN'T GIVE YOU THE SPECIFICS FOR THE ENTIRE YEAR. AND I APOLOGIZE FOR THAT, BUT DOESN'T GIVE YOU AN IDEA OF WHAT I WOULD SEE ON A PRETTY REGULAR BASIS. RIGHT, AND THAT'S WHAT I KIND OF WANTED EVERY WAY TO KIND OF UNDERSTAND. YOU KNOW, IT'S GREAT THAT WE'RE GATHERING DATA, BUT, YOU KNOW, JUST TAKE TAKING DATA ON FACE VALUE. ISN'T ENOUGH. THERE WE ARE, IN FACT, LOOKING AT IT IN DEPTH AND REACTING ACCORDINGLY. UM THAT'S KIND OF IT FOR ME. I GREATLY APPRECIATE IT. I THINK IT IS. ABSOLUTELY AMAZING. THAT WE HAVE AS MANY PEOPLE AS WE DO IN THE BUILDINGS THAT ARE REALLY GETTING TRAINED WITH MENTAL HEALTH THAT WE'RE FOCUSING ON THAT. I THINK IT'S ABSOLUTELY WONDERFUL. I HAVE HAD PERSONALLY I'VE HAD LUNCH, LADIES LUNCH, LADIES. ARE MY LUNCH LADIES AT MY SCHOOL. THEY KNOW MY KIDS. THEY GO THROUGH THE LINES. THEY TALK TO THEM. THEY KNOW WHO'S EATING AND WHO'S NOT. BUILT THEY'LL COME AND TALK TO THE COUNSELORS. WE HAVE SO MANY EYES ON OUR KIDS. TO SEE WHAT'S GOING ON IN SO MANY SOURCES OF INFORMATION. I MEAN, WE HAVE VERY CARING ENVIRONMENTS OF THESE. WE DO EVERYTHING WE CAN OUR PEOPLE PERSONNEL WORKERS ARE HEROES. IN MY EYES. OUR SCHOOL PSYCHOLOGISTS. THEY. MY GOSH, THEY HAVE SO MUCH TO DO. IT'S A HUGE JOB, AND PEOPLE ARE GETTING BURNED OUT, AND IT'S A LOT BUT THEY COME AND THEY DO IT EVERY SINGLE DAY BECAUSE THEY LOVE IT, AND THEY LOVE THE KIDS. ALL OF THIS WORK. EVERY SINGLE OUNCE OF IT IS TOTALLY WORTH IT BECAUSE WE ALL JUST LOVE OUR KIDS. SO WITH THAT I APPRECIATE ALL OF YOU. THANK YOU SO MUCH

[01:50:01]

FOR LOVING YOUR KIDS AS MUCH AS YOU DO, AND OUR COUNSELORS AND DPW'S AND SOCIAL WORKERS AND PSYCHOLOGISTS AND S LPS AND EVERYBODY WHO'S BEEN WORKING WITH HIM. JUST THANK YOU FOR TAKING CARE OF OUR CARETAKERS BECAUSE THAT'S WHAT YOU GUYS DO AS WELL. AND WE APPRECIATE THAT.

WELL, THANK YOU. MUTED MYSELF. ALRIGHT, DOCTOR BOLSON. OKAY, WE'RE READY FOR THE FUTURE,

[F. Superintendent's Report]

DENNIS REPORT. BEFORE I MOVE PAST THIS I DO WANT TO MENTION JOSTLE TARCZEWSKI, WHO'S BACK IN THE BOOTH THERE? HE WAS OUR STUDENT MEMBER OF THE BOARD OF EDUCATION. MY FIRST YEAR HERE, AND I REMEMBER THAT THE SUPERINTENDENT, STUDENT ADVISORY ALWAYS CHOOSES A THEME, AND IN FACT THAT YOUR MENTAL HEALTH WAS THE THEME THAT THEY'D CHOSEN AND ONE OF THE KEY TOPICS THAT YEAR WAS TO FOCUS ON. NORMALIZING PEOPLE'S UNDERSTANDING OF IT AND RAISING AWARENESS. AND SO THAT WORK STARTED. WITH HIS LEADERSHIP STUDENT MEMBER OF THE BOARD AND THE KIND OF THE UNOFFICIAL HEAD OF THE STUDENT ADVISORY, SO I WANT TO ACKNOWLEDGE HIM AND HE'S ALWAYS HERE, NOT PROVIDING OUR SUPPORTERS HERE AT EVERY BOARD MEETING AS ONE OF OUR EXCELLENT EMPLOYEES. SO, JOSH, THANK YOU. UM NEXT THING I'D LIKE TO MENTION WE HEARD MISS CRAFT MENTIONED ALREADY THIS EVENING, THE PASSING OF FORMER SUPERINTENDENT ROB TOM BACK PASSED AWAY IN DECEMBER, HE SERVED AS SUPERINTENDENT FOR ONE TERM. THERE IS ANOTHER AH! INPUT SESSION FOR THE COUNTY LATER THAT EVENING, WHICH IS WHY WE'VE MOVED OUR TIME AND MADE IT POSSIBLE FOR FAMILIES TO PARTICIPATE IN BOTH. ADDITIONAL INFORMATION, INCLUDING HOW TO SIGN UP TO GIVE VIRTUAL COMMENT CAN BE FOUND ON THE HCPS WEBSITE. WE ARE HOPING THAT PEOPLE WILL BE ABLE TO JOIN US VIRTUALLY AND GIVE US INPUT IN YOUR THOUGHTS ABOUT THE BUDGET AND BALANCING ENROLLMENT.
