I WOULD JUST LIKE TO END BY SAYING HAPPY HOLIDAYS. TO THOSE OF YOU WHO. UM CELEBRATE DIFFERENT HOLIDAYS.

AND MERRY CHRISTMAS. AND HAPPY NEW YEAR. HAPPY HANUKKAH, EVEN THOUGH IT'S PAST AND IN GENERAL.

DR BAUER. THANK YOU. GOOD EVENING, ALL. THIS EVENING. I'D LIKE TO BRIEFLY TOUCH ON SEVERAL DIFFERENT TOPICS LOOSELY CONNECTED BY THE THEME THAT THE ISSUES WE FACE IN THIS COUNTY ARE LARGELY WAS SAM

[00:05:07]

AS OTHER SCHOOL DISTRICTS AROUND THE COUNTRY OR FACING. ON THE TOPIC OF MENTAL HEALTH. I'LL BEGIN WITH THE THANK YOU TO OUR PREVIOUS STUDENT BOARD MEMBERS AND ADMINISTRATION FOR RAISING UP STUDENT MENTAL HEALTH AS A MAJOR ISSUE YEARS AGO. I STILL REMEMBER THIS STOP THE STIGMA EVENT BACK IN THE FALL OF 2019. WITH THE PANDEMIC OR COLLECTIVE MENTAL HEALTH HAS TAKEN A BIG HIT. WE ARE QUITE AWARE OF THAT. AND I WANT TO BE CLEAR. THIS IS A NATIONALIST ISSUE. RECENTLY THE U. S. SURGEON GENERAL'S OFFICE RELEASED A NEW REPORT ON CHILDREN'S MENTAL HEALTH. TITLED PROTECTING YOUTH MENTAL HEALTH. SURGEON GENERAL, MURTHY SAID. MENTAL HEALTH CHALLENGES AND CHILDREN I DON'T LESSONS AND YOUNG ADULTS ARE REAL AND WIDESPREAD. EVEN BEFORE THE PANDEMIC, AN ALARMING NUMBER OF YOUNG PEOPLE STRUGGLED WITH FEELINGS OF HELPLESSNESS, DEPRESSION AND THOUGHTS OF SUICIDE. ENTREATS HAVE INCREASED OVER THE PAST DECADE. THE COVID 19 PANDEMIC FURTHER ALTERED THEIR EXPERIENCES AT HOME SCHOOL AND IN THE COMMUNITY. AND THE EFFECT ON THEIR MENTAL HEALTH HAS BEEN DEVASTATING. THIS REPORT CONTAINS A LOT OF RECOMMENDATIONS, INCLUDING A SECTION AIMED SPECIFICALLY AT SCHOOL SYSTEMS. NONE OF THE RECOMMENDATIONS ARE ABOUT MASKS OR OTHER PANDEMIC SAFETY MEASURES. LIKEWISE THE REPORT DOES NOT RECOMMEND REMOVING CONTROVERSIAL BOOKS FROM SCHOOLS AND LIBRARIES. THESE ARE NOT MENTAL HEALTH ISSUES. SWITCHING TOPICS. ALSO ABOUT TWO WEEKS AGO , THE CDC UPDATED THEIR GUIDANCE ON MASK WEARING. IF YOU WANT TO SEARCH FOR IT, THE TITLE IS COMMUNITY USE OF MASKS TO CONTROL THE SPREAD OF SARS. COV TWO. IN THIS UPDATE. THE CDC HAS ADDED DISCUSSION ABOUT STUDIES ON CHILDREN WEARING MASKS BOTH IN TERMS OF SAFETY AND IN TERMS OF POSSIBLE INTERFERENCE WITH EARLY LANGUAGE LEARNING. THEIR CONCLUSION REMAINS THAT WEARING MASKS IS SAFE FOR CHILDREN AND BENEFICIAL FOR REDUCING INFECTIONS. ALSO ON THE TOPIC OF THE CDC AND COVID AND TO CONTINUE SOME DISCUSSION FROM THE LAST MEETING CONCERNING THE QUESTION OF VACCINE SAFETY. THE CDC SAID. QUOTE THAT HASN'T DETECTED ANY UNUSUAL OR UNEXPECTED PATTERNS FOR DEATHS FOLLOWING IMMUNIZATION. THAT WOULD INDICATE THAT THE COVID 19 VACCINES OR CAUSING OR CONTRIBUTING TO DEATHS OUTSIDE OF SIX CONFIRMED DEATHS FOLLOWING THE JOHNSON JOHNSON VACCINE IN QUOTES. AND FINISHING WITH THE TOPIC OF BOOKS. SO I RAN ACROSS A NEW STORY OF ANOTHER DISTRICTS EXPERIENCE WITH A COMPLAINT ABOUT ONE OF THE BOOKS BROUGHT UP DURING PUBLIC COMMENTS THAT ARE LAST BUSINESS MEETING. THE BOOK. ALL BOYS AREN'T BLUE. OF NOTE. QUOTE DISTRICT COMMITTEE APPOINTED TO REVIEW IT UNANIMOUSLY FOUND IT APPROPRIATE FOR USE AND AVAILABILITY ON LIBRARY SHELVES IN QUOTE. SO I RAN ACROSS THIS ARTICLE READING A FORUM DISCUSSION ABOUT COMMUNITY COMPLAINTS ABOUT BOOKS AND OTHER CLASSROOM MATERIALS. TO BE CLEAR. THIS IS NOT A LOCAL FORUM. I SEE THIS AS PART OF A WAVE OF COMPLAINTS HAVING MORE TO DO WITH INTERNATIONAL POLITICAL CLIMATE THAN ANYTHING WE WERE DOING HERE AT THE LOCAL LEVEL. SO THANK YOU ALL AND HAPPY HOLIDAYS, EVERYBODY. ALL RIGHT, MR ROBINSON. COMMENTS IF THANK YOU, MISS HOLCOMB. I JUST WANT TO WISH EVERYONE HAPPY HOLIDAYS. I HAVE NO OTHER COMMENTS. OKAY, THANK YOU. MR CARDI. THANK YOU, PRESIDENT GAUTIER. I DID. I JUST WANTED TO MENTION THAT I KNOW THAT THERE'S A LOT OF, UM. ANXIOUS NOUS IN THE IN THE COMMUNITY AND. UM THERE'S A LOT OF STORIES THAT ARE HAPPENING IN THE COMMUNITY AND WE SEE IT ON SOCIAL MEDIA AND MM HMM. WE ARE REQUIRED AS A BOARD. TO NOT VIOLATE THE OPEN MEETING ACT. AND I THINK IT'S VERY IMPORTANT TO KNOW THAT, UM WE AS A BOARD MEET IN PUBLIC. ONLY AS A GROUP. AND I JUST WANTED TO MAKE SURE THAT POINT IS CLARIFIED BECAUSE THERE'S A LOT. OF WHAT SEEMS TO BE RUMORS THAT ARE KIND OF. GENERATING UPON THEMSELVES AND SOCIAL MEDIA . WE ALL PARTICIPATE IN SOCIAL

[00:10:08]

MEDIA. I THINK IT'S A GREAT WAY FOR US TO COMMUNICATE WITH EACH OTHER, BUT UNFORTUNATELY IT CAN SOMETIMES TAKE ON A LIFE OF ITS OWN. AND I JUST WANTED TO ADDRESS THAT PUBLICLY. I DID WANT TO REITERATE. SOME OF MY FELLOW BOARD MEMBERS COMMENTS WITH THE HOLIDAY APPROACHING.

AND HOW MUCH WE DO APPRECIATE. THE COMMUNITY AT LARGE AND THE. COMMENTS WE GET AT LARGE AS A COMMUNITY AND REALLY, REALLY APPRECIATE EVERYONE THAT COMES TO THESE BOARD MEETINGS AND SHARES THEIR CONCERNS. WITH THE BOARD BECAUSE IT'S OUR JOB AS A BOARD TO LISTEN TO ALL PUBLIC COMMENTS AND REALLY TRY TO ADVOCATE TO THE BEST OF OUR ABILITIES. FOR THE STUDENTS IN HARFORD COUNTY PUBLIC SCHOOLS, AND I JUST WANTED TO GO ON RECORD FOR SAYING THAT. AND I WISH EVERYBODY A VERY, VERY HAPPY HOLIDAY. THANK YOU. THANK YOU, DR PHILLIPS. THANK YOU.

JUST A COUPLE OF COMMENTS. FIRST OF ALL, THERE WAS AN EMAIL SENT TO US A COUPLE OF WEEKS AGO. AND YOU DON'T THINK WE READ THEM, BUT WE DO. ABOUT THE INACCURACIES OF DEATH CERTIFICATES. AND CAUSE OF DEATH ON SOME OF THESE DEATH CERTIFICATES FROM COVID. FIRST OF ALL AS ANYBODY IN THIS ROOM EVER FILLED OUT A DEATH CERTIFICATE. BUT EVER LOOKED AT ONE. I HAVE MAYBE HUNDREDS OF OVER A 40 YEAR CAREER. AND WHILE THE DEATH CERTIFICATE ASKED FOR IS IMMEDIATE CAUSE OF DEATH. SO IF SOMEONE IS DRIVING DOWN THE ROAD AND HAS A HEART ATTACK. AND DIES AS A RESULT OF THAT CAR CAR ACCIDENT FROM THE HEART ATTACK THE IMMEDIATE CAUSE OF DEATH. IS A CAR ACCESS. BECAUSE IF THEY WOULD HAVE HAD THE HEART ATTACK ELSEWHERE, THEY MAY NOT HAVE DIED. SO. WHEN YOU LOOK AT A DEATH CERTIFICATE FROM COVID. IT MAY SAY RESPIRATORY FAILURE. IT MAY SAY HEART ATTACK. AND THEY SAY DIABETIC KETOACIDOSIS MAY SAY VARIETY OF THINGS AS THE IMMEDIATE CAUSE OF DEATH. DUE TO A CONSEQUENCE OF COVID 19. SO I JUST WANT YOU TO BE TO BE CLEAR THAT. WHEN WE'RE TALKING ABOUT STATISTICS AND NUMBERS OF CAUSE OF DEATH THAT THESE NUMBERS ARE INDEED. ACCURATE NUMBER ONE NUMBER TWO JUST TO LET YOU KNOW THAT. THIS IS AFFECTING ALL OF US LOCALLY. IF YOU HAVE ANY FRIENDS, FAMILY OR EVEN SOME OF YOU SITTING HERE TONIGHT. MAY HAVE HAD SOME OF YOUR SURGERY'S CANCELED BECAUSE OF THE HOSPITALS BEING OVERWHELMED.

JUST TO GIVE YOU AN UPDATE ON TO THE ACTUAL NUMBERS. AND THIS IS AS OF 4 30 THIS AFTERNOON THAT I GOT FROM THE MEDICAL DIRECTOR FOR PREFER. UPPER CHESAPEAKE. WE'VE GOT 53 PATIENTS PARTICIPATE WITH COVID 21 AT HARFORD. 70% OF UNVACCINATED. IN THE ICU, 18 OUT OF 22 OR UNVACCINATED. THREE ON THE VENTILATE. THIS IS AN UPPER CHESAPEAKE, THREE ON THE VENTILATOR. UNVACCINATED. AT HARFORD. IN THE ICU 80% ARE UNVACCINATED SMALL NUMBER FOUR OUT OF FIVE BUT STILL 80% ON VACCINATING THE OF THOSE VACCINATED PATIENTS. AT A PURCHASE. A P 50% DID NOT HAVE A BOOSTER. AT HARTFORD, 100% DO NOT HAVE A BOOSTER. SO IT'S AFFECTING US LOCALLY. AND THE OTHER ONE THING I WANTED TO STATE IS THAT YOU KNOW, WE MAY NOT ALL AGREE WITH THE PROCESSES AND PROCEDURES. THAT WE'VE. BEEN IMPLEMENTING OVER THE PAST ALMOST TWO YEARS NOW WITH THE PANDEMIC. BUT FOR THOSE OF YOU WHO STATED THAT WE DO NOT CARE ABOUT STUDENTS. YOU COULDN'T BE FURTHER FROM THE TRUTH. THAT'S THE ONLY REASON WE'RE SITTING UP HERE TONIGHT. THAT WE DO CARE ABOUT STUDENTS. THANK YOU. THANK YOU, DOCTOR HEALER. SO THE ONLY THING I WANTED TO SAY IS I WANTED TO THANK OUR NURSES AGAIN . I KNOW THIS HAS BEEN A PARTICULARLY ROUGH TIME FOR THEM. AND ALSO THE TEACHING STAFF WILL ALL THE STAFF I MEAN, THIS HAS JUST BEEN DIFFICULT FOR EVERYBODY AND I WANT TO LET YOU KNOW THAT YOU ARE APPRECIATED.

WE DO CARE ABOUT YOU. AND THANK YOU FOR ALL THE WORK YOU'VE DONE , AND I HOPE THAT THIS NEXT WEEK IS, UM AFTER WHEN WE HAVE BREAK IS A TIME OF RELAXATION AND REJUVENATION FOR YOU. THANK YOU.

AND THEN WE'RE JUST LEFT WITH ME. UM. GUILT TRIP IS CANCELED EVERYTHING I HOPE EVERYBODY HAS A WONDERFUL HOLIDAY. WE APPRECIATE EVERYONE. STICKING WITH US THIS YEAR. IT'S BEEN A ROUGH HERE FOR EVERYBODY, GUYS, I'M DON'T KNOW ANYBODY THAT IT HAPPENED THEN. UM I WILL SAY, I

[00:15:03]

DID HEAR A RUMOR FROM A STUDENT AT NORTH HARFORD THAT THEY. THEY WERE TOLD BY A TEACHER SUPPOSEDLY. THAT THERE IS NO SCHOOL TOMORROW, AND THAT JUST ISN'T TRUE. WE EXPECT YOU ALL IN SCHOOL. UNTIL THURSDAY. SO PLEASE SHOW UP. YOUR ATTENDANCE WILL COUNT. AND WITH THAT. TIME

[B. Public Comments]

GOING TO START THE PUBLIC COMMENT PART OF THIS, SO WE HAVE 10 IN PERSON AND TO I BELIEVE VIRTUALLY. IN PERSON. SPEAKERS WILL PROCEED. FIRST THEY WILL BE CALLED BY THE BOARD SECRETARY.

REMOTE SPEAKERS WILL PROCEED NEXT. THEY WILL BE ADMITTED TO THE MEETINGS BY HCPS STAFF MEMBER WHEN THEY'RE TURNED TO SPEAK. ALL SPEAKERS WILL RECEIVE THREE MINUTES TO SPEAK DUE TO THE NUMBER OF REGISTERED SPEAKERS. SPEAKERS MAY BE INTERRUPTED AND BE GIVEN NOTICE WHEN THEY HAVE 30 SECONDS LEFT WHEN SPEAKERS HAVE REACHED THEIR THREE MINUTE MARK. THEIR TIME WILL EXPIRE AND THE ONLY THING I NEED TO ADD IS PLEASE REMEMBER. IS A FAMILY SHOW, FOLKS. WE DO HAVE PEOPLE WITH YOUNG CHILDREN THAT DO LIST. UM, MISS RALLO. STEPHEN HERE WE HAVE GINA GIBSON THOUGHT BY LAURA WAY. GOOD EVENING. HOW. THIS IS THE FIRST TIME I'VE BEEN TO ONE OF THESE BOARD MEETINGS AND PERSONAL WHO HAVE WATCHED ON TELEVISION. AND UM, I APPRECIATE YOU ALL BEING HERE. I WAS READING OVER THE INFORMATION ONLINE ABOUT ALL OF YOU TODAY. YOU CERTAINLY THIS IS A GROUP OF VERY EDUCATED, QUALIFIED PEOPLE THAT ARE ON THIS BOARD AND I APPRECIATE YOUR SERVICE. AND NO DOUBT WE ALL HAVE THE SAME. YOU KNOW THINGS IN MIND. WE ALL LOVE OUR CHILDREN. WE WANT WHAT'S BEST FOR OUR CHILDREN. AND I'M SURE THERE'S ALWAYS DEBATING OPINIONS ABOUT WHAT IS BEST RIGHT. WE ALL HAVE. SOMETIMES THEY'RE NOT ALWAYS GOING TO ALIGN. UM. I'M A LITTLE BIT CONCERNED ABOUT THE SOME OF THE COMMENTS THAT WERE MADE JUST IN THE OPENING, PARTICULARLY REGARDING THE BOOKS THAT WERE DISCUSSED AT THE LAST MEETING. I HADN'T PLANNED ON TALKING ABOUT THAT. BUT I'LL JUST SAY REALLY QUICKLY THAT THE GENTLEMAN INDICATED THAT. THAT WAS A NATIONAL ISSUE AND ABOUT MAYBE THE POLITICAL. YOU KNOW CLIMATE IN OUR COUNTRY. I WOULD ARGUE THAT POINT THAT ALTHOUGH, UM YOU KNOW THERE IS A LOT GOING ON IN OUR COUNTRY POLITICALLY RIGHT NOW. HOW SUITABLE A BOOK IS FOR THE SHELVES OF OUR LIBRARIES IS A VERY LOCAL ISSUE , AND I DON'T KNOW YOU KNOW WHAT THE CRITERIA IS, BUT CERTAINLY THE. PART OF THE TEXT THAT WAS READ AT THE LAST MEETING WAS VERY CONCERNING AND I FIND IT VERY DIFFICULT, UM, TO SEE HOW A BOOK THAT WOULD DISCUSS IN. YOU KNOW SO VIVIDLY SEXUAL CONDUCT WITH YOUNG PEOPLE WOULD BE APPROPRIATE. SO UM, YOU KNOW, MAYBE YOU KNOW, WE'RE NOT GOING TO START BANNING BOOKS. BUT DO WE NEED TO PUT THEM ON OUR LIBRARY SHELVES IN OUR SCHOOLS? MAYBE NOT. SO UM, YOU KNOW, THAT'S A CONSIDERATION. ALSO I WAS GLAD TO HEAR THAT GUY INDICATE ABOUT THE MENTAL.

HEALTH OF OUR STUDENTS. THAT WAS SOMETHING THAT I WAS VERY CONCERNED ABOUT THAT I WANTED TO TALK ABOUT THIS EVENING. MY SONS ARE BOTH STUDENTS AT NORTH HARVARD MIDDLE SCHOOL. AND I RECENTLY WAS SPEAKING WITH THE COUNSELOR THERE BECAUSE I HAD SOME CONCERNS ABOUT MY SON AND I SAID TO HIM, MR GOOD. IT SEEMS LIKE THAT THE WHOLE WORLD IS WORRIED ABOUT COVID. WHEN THAT'S NOT A REAL MEDICAL CONCERN FOR OUR YOUNG CHILDREN, AND YOU KNOW THE SCHOOL IS ALL WORRIED ABOUTE WE'VE GOT SOME CRAZINESS GOING ON AS FAR AS THE KIDS FEELING SAD. AND DEPRESSED ANXIETY.

THESE ARE REAL ISSUES PLAGUING THE STUDENTS, SO I'D LIKE TO SEE SOME MORE PROACTIVE MEASURES BEING TAKEN IN THE SCHOOLS TO ADDRESS THAT. WITH ASSEMBLIES THINGS OF THAT NATURE. THANK YOU.

GOOD EVENING. I'M SPEAKING TONIGHT TO SHARE PERSONAL STORY AND TO BRING AWARENESS TO THE MENTAL HEALTH ISSUES IMPACTING THE CHILDREN IN OUR COMMUNITY. I COULD HAVE BEEN A POSTER FOR DRUGS, DEPRESSION AND SUICIDE. INSTEAD I'M THE POSTER CHILD OF RESILIENCY BECAUSE OF AN UNUSUAL EARLY INTERVENTION. I GREW UP AND ATTENDED SCHOOL IN ONE OF THE WORST CITIES IN THIS COUNTRY. I WAS IN THIRD GRADE WHEN MY TEACHER CALLED MY FATHER TO ASK IF SHE COULD TAKE ME TO SUNDAY SCHOOL. WHEN THAT FIRST SUNDAY. I WANTED TO MAKE A GOOD FIRST IMPRESSION, BUT I FELT

[00:20:03]

SHAME, AS I PUT ON MY HAND ME DOWN DRESS AND MY LITTLE BLUE SHOES WITH HOLES IN THE BOTTOM OF THEM. BUT THAT FEELING CHANGED AS I OPENED THE DOOR TO THE VAN, MY TEACHERS FAN TO GET IN AND FOUND SEVERAL OF MY LITTLE CLASSMATES ALREADY THERE APPEARING OUT AT ME. ALL OF US COMING FROM DYSFUNCTIONAL FAMILIES. AFTER SUNDAY SCHOOL THAT DAY, AND MANY SUNDAYS THEREAFTER WE WERE TREATED TO A 25 CENT ICE CREAM CONE. TO THIS DAY, THE MEMORY THAT SOMEONE CARED ENOUGH TO BUY ME AN ICE CREAM CONE IS WORTH A MILLION DOLLARS. MY TEACHER'S NAME WAS JUANITA TANS, COCKY. AND SHE KNEW SHE WAS DYING FROM BRAIN CANCER WHEN SHE MADE THAT CALL TO MY FATHER. THE SIGNIFICANT IMPACT OF A CARING RELATIONSHIP MITIGATED WHAT WE REFER TO TODAY AS ACES ADVERSE CHILDHOOD EVENTS , WHICH CAN LEAD TO POOR RELATIONSHIPS, DRUG USE DEPRESSION AND SUICIDE IN LATER YEARS. WITHIN 12 HOURS OF MY LAST TESTIMONY TO THIS BOARD, THE U. S SURGEON GENERAL ISSUED A STARK WARNING OF AN EMERGING YOUTH MENTAL HEALTH CRISIS AND ISSUED AN IMMEDIATE CALLED ACTION. HE STATES THAT IN EARLY 2021, US ER, VISITS FOR SUSPECTED SUICIDE ATTEMPTS SOARED BY NEARLY. 51% AMONG GIRLS 12 TO 17 COMPARED TO THE SAME TIME PERIOD IN EARLY 2019. I HAVE ZERO MENTAL HEALTH TRAINING, BUT GOD GAVE ME THE ABILITY TO THINK CRITICALLY TO PROBLEM SOLVE AND TO USE MY VOICE TO SPEAK OUT WHEN COMPELLED TO DO SO. I WILL SCOUR THIS RARE ADVISORY TO LEARN MORE ABOUT HOW I CAN RESPOND TO THIS EARLY TO THIS URGENT CALL OF ACTION AS AN INDIVIDUAL. IT IS MY HOPE THAT THIS BOARD WILL ALSO READ THIS ADVISORY AND TO FIND COMMON GROUND WHERE IN SCHOOLS AND THE COMMUNITY WILL WORK TOGETHER. TO START BRINGING A SENSE OF CALM BACK INTO THE LIVES OF OUR BEAUTIFUL CHILDREN.

EACH OF US HAVE A MORAL OBLIGATION TO ACT. I'M GOING TO CLOSE WITH THE NATIONAL SUICIDE PREVENTION NUMBER, WHICH IS 1 802 738255 AND ALSO TO PLEASE REMEMBER TO CHECK IN WITH YOUR COWORKERS. THEY'RE HURTING ALSO. AND OUR LOCAL SHUT INS AND OUR ELDERLY DURING THE HOLIDAY SEASON. THANK YOU. EATERS FOLLOWED BY MICHELE WILL OCCUR. GOOD EVENING. SO, UM. LIKE TO ADDRESS A COUPLE OF ISSUES SPOKEN HERE TONIGHT. THE FIRST THING I WANT TO DRESS AS A MENTAL HEALTH ISSUES. SO I BELIEVE THE MENTAL HEALTH ISSUES EVEN THOUGH THEY'VE BEEN SOMETHING THAT OUR COUNTY HAS STRUGGLED WITH FOR QUITE SOME TIME. THESE ISSUES HAVE BEEN RISING FOR QUITE A WHILE. AND IT'S A DIRECT RESULT OF THE DECISIONS THAT ARE BEING MADE FOR OUR CHILDREN. IN OUR SCHOOL SYSTEM. PARTLY BECAUSE CHILDREN ARE NOT MEANT TO BE LOCKED DOWN . THEY'RE NOT MEANT TO BE COVERED WITH THE FACIAL DIAPER. THEY'RE NOT MEANT TO BE SOCIALIZED CHILDREN ARE MEANT TO THRIVE AND THEY'RE MEANT TO THRIVE IN POSITIVE WAYS WHERE THEY CAN SEE EXPRESSIONS OR THEY CAN SMILE. WHERE THEY CAN OPEN. THEY CAN REACT AND THEY CAN SOCIALIZED. BUT THERE APPEARS WHAT WE'RE DOING TO OUR CHILDREN IS CHILD ABUSE, AND YOU SHOULD ALL BE ASHAMED THAT YOU'RE PART OF THIS DECISION MAKING. CONCERNING THE BOOKS THAT ARE BEING TAUGHT TO OUR CHILDREN AND THAT ARE BEING ACCEPTED IN OUR SCHOOL SYSTEM. I CONSIDER THESE THINGS TO BE DISGUSTING AND LACK OF MORALS ARE CHILDREN SHOULD NOT BE TAUGHT ANYTHING IN OUR SCHOOL SYSTEM EXCEPT THE CORE VALUES AND THE CORE SUBJECTS LIKE MATH, ENGLISH READING. AND THOSE THINGS ARE GOING TO HELP THEM BECOME INDIVIDUALS. IT'S NOT UP TO YOU TO TEACH OUR CHILDREN, PORNOGRAPHY OR ANYTHING SEXUAL OR ANYTHING THAT EVEN IS REGARDING SEXUALITY PORNOGRAPHIC. AN IMMORAL WAY. YOU WILL ALL HAVE TO ANSWER TO GOD FOR THE DECISIONS THAT YOU ARE MAKING BECAUSE WHETHER YOU THINK IT'S RIGHT OR YOU THINK IT'S WRONG. YOU WILL HAVE TO ANSWER TO GOD BECAUSE THEY ARE IMMORAL AND THEY ARE WRONG. CONCERNING OUR CHILDREN BEING VACCINATED OR UNVACCINATED OR THE ISSUES IN OUR IN OUR COMMUNITY, WHETHER THEY'RE POLITICAL OR NOT POLITICAL. THIS IS THE UNITED STATES OF AMERICA. AND WE ARE SUPPOSED TO BE A FREE NATION. HARFORD COUNTY IS ONE OF THE LEAST FREE. MARYLAND IS ONE OF THE LEAST FREE STATES IN IN THE IN THE NATION. 45TH, ACCORDING TO THE CATO INSTITUTE. 45TH AND FREEDOM, PERSONAL AND ECONOMIC FREEDOM. AND ONCE AGAIN I HELP I HOLD YOU ALL RESPONSIBLE FOR WHAT YOU ARE

[00:25:01]

DOING TO OUR CHILDREN. YOU SHOULD BE ASHAMED OF YOURSELF. THANK YOU. GOOD EVENING. MY NAME IS MICHELLE WILLOUGHBY. FIRST I'D LIKE TO ADDRESS DR BOWERS. THE FACT THAT YOU CAN SIT THERE AND SAY THAT THESE BOOKS ARE ACCEPTABLE. IN OUR SCHOOLS IS DISGUSTING. AND ONCE AGAIN YOU DO NOT BELONG ON THE SCHOOL BOARD. YOU BELONG ON THE NATIONAL SEX REGISTRY LIST FOR EVEN PROMOTING. INCEST CHILD PORNOGRAPHY. PEDOPHILIA BECAUSE THAT'S EVERY SINGLE TOPIC THAT ARE IN THESE BOOKS THAT ARE BEING IN OUR CLASSROOMS. IT'S DISGUSTING. AND ALL OF YOU ARE RESPONSIBLE. I DON'T CARE IF ONE OF YOU STAND UP AGAINST WHOEVER'S IN CHARGE AND SAYS THIS IS NOT RIGHT. DO YOUR JOB. WE'RE NOT HERE. YOU'RE NOT HERE TO JUST COLLECT THE PAYCHECK.

YOU'RE HERE TO PROTECT THE KIDS . AND I HEAR YOU SAYING YOU'RE TRYING TO PROTECT THE KIDS, AND IT'S A LIE BECAUSE THIS DISEASE COVIC. HAS AFFECTED 0.2. 2.2% OF DEATHS OF CHILDREN. HOW MANY DEATHS HAS THIS. MANDATE COST JUST IN HARFORD COUNTY. OVERSTATED. HOW MANY OF THEM HAVE HAD TO BE, UM, PSYCHOLOGICALLY TREATED. YOU PUT ON MEDICATION. HOW MANY OF THEM COMMITTED SUICIDE? HOW MANY OF THEM ARE AT HOME BEING ABUSED RIGHT NOW BECAUSE OF DECISIONS YOU GUYS ARE MAKING. UP UNTIL THE VACCINE BECAME UM. IN THE AGE GROUP OF THE SCHOOL KIDS. WE WEREN'T HAVING AN OUTBREAK. NOW ALL OF A SUDDEN, THESE KIDS ARE GETTING VACCINATED AND THE NUMBERS ARE THROUGH THE ROOF. THIS DOESN'T AFFECT THEM. IT'S THE FLU FOR THEM. DO YOUR JOB. I DON'T. THIS ISN'T ABOUT POLITICS , AND I FEEL LIKE YOU GUYS ARE VERY MUCH MAKING YOUR. DECISIONS BASED ON POLITICS BECAUSE YOU'RE NOT DOING WHAT'S BEST FOR THE KIDS. COVID IS NOT KILLING THEM.

YOU ARE. GET RID OF THE MASK. GET RID OF THE PORNOGRAPHY, GET RID OF THE HATRED AND DIVISION THAT YOU'RE CAUSING IN OUR SCHOOLS. DR BOLSON. WE'LL GO HOME TO HIS $3 MILLION HOUSE IN MONTGOMERY COUNTY WITH HIS KIDS IN PRIVATE SCHOOL, YOU LOCALS, MADAM PRESIDENT WHILE YOU LOCAL PERSONAL ATTACK. HERE THAT ARE SUPPOSEDLY ON THE SCHOOL BOARD. THESE ARE YOUR KIDS. YOU DON'T GIVE A ABOUT, UM DO SOMETHING. WE ONLY KNOW ADMIRES, FOLLOWED BY MICHELE PINDER. I'M JUST GENTLEMEN, AND EVERYONE IN BETWEEN. GOOD EVENING. I STAND BEFORE YOU ALL TODAY. SHOCKED APPALLED, APPENDED DISGUSTED BUT MOST OF ALL, COMPLETELY AND UTTERLY TERRIFIED. WHY BECAUSE WE ARE ALL IN DANGER AND NOT ENOUGH IS BEING DONE NOT BY THE GOVERNMENT, NOT BY US AS CONSTITUENTS BY THE SO CALLED STRONG PATRIOTS AND MOST DEFINITELY NOT BY OUR PARENTS AND GUARDIANS. LIAM'S YOU ALL COME HERE AND TALK ABOUT THE CHILDREN'S YOU WHO YOU CHERISH LIKE PRECIOUS BLOCKS OF GOLD, CLAIMING TO WANT THE BEST FOR THEIR EDUCATION, MENTAL HEALTH AND SAFETY, ALL WHILE IGNORING THE RACIAL AND GENDER IDENTITIES AND THE PANDEMIC THAT CONTINUES TO ENDANGER ALL OF US. DIRECT LIKE HAVING OUR CHILDREN LEARN ABOUT OTHER CULTURES AND DIFFERENT IDEAS OR TWINNING GROUPS AGAINST EACH OTHER, LIKE WHITES AGAINST BLACKS OR GAYS AGAINST RATES AND OTHER ABSOLUTE NONSENSE IN REALITY. IF A VOICE BEING HEARD OTHER THAN YOUR OWN OFFENDS YOU, YOU WERE PART OF THE PROBLEM IF YOU ARE TOO HEADSTRONG TO TAKE PRECAUTIONS AGAINST AN EVER CHANGING DRIVERS, YOU ARE PART OF THE PROBLEM. BEING AND FEELING SAFE HAVING YOUR IDENTITIES REPRESENTED IN HEARD HAVING YOUR PREFERRED PRONOUNS RESPECTED AND THE WORLD NOT BEING IN TURMOIL LITERALLY HELPS THE MENTAL HEALTH OF YOUR CHILDREN. THIS IS INSANITY. WHILE I AM ONLY 20. I REMEMBER AS A CHILD WHEN SOMETHING WAS WRONG AND I DIDN'T UNDERSTAND. I WAS FORCED TO LOOK AT LOOK TO MY PARENTS AND COMMUNITY LEADERS FOR GUIDANCE.

IT'S THE VERY SAME FOR YOU AND YOUR CHILDREN. AND LET ME TELL YOU THIS IS NOT A PRETTY SIGHT.

WHEN YOUR GPS LOW YOU STUDY HARDER AND RAISE IT. WHEN YOUR FAUCET IS LEAKING, YOU CHECK IT OUT AND GET HELP WITH THE PROBLEM WHEN THERE IS A LITERAL GLOBAL PANDEMIC, YOU PUT YOUR DIFFERENCES ASIDE AND DO WHAT'S NEEDED TO PROTECT EVERYONE AND YOU. AND EVERYONE AROUND YOU. I

[00:30:02]

WEAR A MASK, STAY HOME, GET BOOSTED AND VACCINATED AND GO VIRTUAL IF NEEDED. I THINK THE BOARD FOR THEIR EFFORTS THUS FAR , BUT MUCH MORE NEEDS TO BE DONE. WE ALL NEED TO DO BETTER.

I DON'T CARE WHO YOU ARE OR WHAT YOU CAN CLAIM TO BELIEVE IN. THIS IS WRONG. THANK YOU. MARK TWAIN SAID. IT'S EASIER TO FOOL PEOPLE THAN IT IS TO CONVINCE THEM THAT THEY HAVE BEEN FOLD.

AND YOU, MY FRIENDS HAVE ALL BEEN FAULT AND I KNOW THIS. BECAUSE YOU HAVE FOLLOWED THE CDC GUIDELINES AND RECOMMENDATIONS TO A T AND LOOK WHERE IT'S GOTTEN US. NOWHERE.

WE HAVE MORE CASES THIS YEAR. NOW THAT WE HAVE VACCINATIONS THAN WE HAD LAST YEAR WITHOUT VACCINATION. WE HAVE BOOSTERS. WE'VE HAD VIRTUAL LEARNING, SOCIAL DISTANCING DISCRIMINATORY TESTING FOR THE UNVACCINATED KIDS. AND YET. WE HAVE MORE CASES THAN WE HAD PRIOR. YOU HAVE GOT TO STOP BLINDLY FOLLOWING WHAT THE CDC STATS. ALL LIFE HERE IS THAT YOU ALL QUOTE THE CDC. YOU JUST REGURGITATE. I DON'T HEAR ANY OTHER SOURCES. THERE ARE A LOT OF OTHER OPINIONS OUT THERE. BRILLIANT DOCTORS, UM SCIENTISTS THAT HAVE MANY OTHER OPINIONS IN DIFFERENT ALTERNATIVES FOR A BETTER WAY OF DEALING WITH THIS. PANDEMIC. REMEMBER THE SIX FT, SOCIAL DISTANCING. RECOMMENDATION THAT CAME DOWN LAST YEAR. THAT WAS THE REASON YOU ALL GAVE FOR KIDS NOT BEING ABLE TO GO BACK TO SCHOOL. THE FORMER FDA COMMISSIONER SCOTT GOTTLIEB, JUST SAID. WE HAVE NO IDEA WHERE THAT CAME FROM. IT WAS JUST AN ARBITRARY NUMBER THAT KEPT OUR SCHOOL KIDS OUT OF SCHOOL FOR A YEAR. ASK YOURSELFT MONOCLONAL ANTIBODIES? WE KNEW OVER A YEAR THAT THEY CURED COVID. WHY HAVE THEY CENSORED SO MANY EARLY TREATMENTS FROM. MANY COUNTRIES ARE USING IVERMECTIN AND HYDROXYCHLOROQUINE TO SECURE COVID. OUR FDA POSTED A TWEET INSINUATING THAT IVERMECTIN IS ONLY USED FOR ANIMALS. THERE ARE LOTS OF DOCTORS NATIONWIDE THAT HAVE HAD VERY GOOD SUCCESS USING IT CURING PATIENTS FROM COVID. THEY KEEP IT FROM US. WHY? UM. I RECOMMEND EVERYBODY READ THIS BOOK, THE REAL ANTHONY FAUCI. DR BAUER ESPECIALLY SHOULD READ THIS AND DR PHILLIPS. ACTUALLY I BROUGHT THIS COPY FOR YOU AND EARLY CHRISTMAS GIFT. BECAUSE YOU HAVE PROFESSED TO ME YOUR ADMIRATION OF DR FAUCI. SO I THINK IT'S IMPERATIVE THAT YOU READ THIS AND I HOPE THAT EVERYBODY WILL READ THIS. IT WILL OPEN YOUR EYES. OH, HOW CORRUPT OUR AGENCIES HAVE BECOME. HOW THEY MANIPULATE DATA. HOW THE, UM PHARMACEUTICAL COMPANIES MANIPULATE DATA HOW THE FDA AND THE CDC'S HAVE FOREGONE ALL THE SAFETY. UM MECHANISMS THAT SHOULD BE IN PLACE TO PROTECT US. FOR THESE VACCINES AND PUSH THEM THROUGH.

AND IT IS THE MOST WELL SOURCED BOOK I HAVE EVER READ SO IT AND IT'S NOT RIGHT WING CONSPIRACY THEORISTS. IT'S ROBERT KENNEDY JR. A LEFT LEANING DEMOCRAT, WROTE THIS. AND YOU DON'T HAVE TO TAKE HIS WORDS FOR IT. HE HAS SOURCED EVERYTHING. STUDIES OTHER BRILLIANT DOCTORS AND SCIENTISTS.

GENTLEMEN HEUSER, FOLLOWED BY MR LANE LEWIS. GOOD EVENING. MY NAME IS BEN HEUSER BEFORE I ADDRESS THE ELEPHANT IN THE ROOM. I WOULD LIKE TO KNOW WHAT DR BAUER WAS CITING WITH THE CDC BEING THAT HE CITED WIKIPEDIA IN SEPTEMBER, SO. UM I HAVE A HARD TIME BELIEVING THAT HE COULD CITE ANYTHING. AND I SHOULD HAVE YET TO MEET THE GUY. I'VE BEEN TO ALL THESE MEETINGS.

I DON'T KNOW WHERE HE IS. SO THE ELEPHANT IN THE ROOM IS THAT AHN THE PRESIDENT AND DR BAUER ALLEGEDLY HAD TO BEAT HAD A MEETING PERTAINING TO WHETHER OR NOT THE SCHOOLS WOULD EITHER REMAIN OPEN. OR HABIT, TOO WEAK, DEEP CLEANING EVENT. IF THIS IS TRUE, THEN YES, IT DOES VIOLATES AFTER BECAUSE THAT DOES CREATE A QUORUM IF IT TOOK PLACE. I'M JUST SAYING, IF IT'S A PLACE, SO IF WE HAPPEN TO HAVE A CONVERSATION ABOUT THAT, THEN IT MADE IT BASICALLY MEANS THAT IT DID TAKE PLACE. MOVING ON. WE'VE HAD ZERO DEATHS. PEDIATRIC WISE HERE IN HARFORD COUNTY, DUE TO

[00:35:06]

COVID. BUT WHAT ABOUT THE SUICIDE LAST WEEK? DR PHILLIPS. DID YOU SEE THAT DEATH CERTIFICATE? STUDENT OF BELLAIRE HIGH. GOING TO BRING THIS TO A QUICK CLOSING. CONSTANT MENTAL HEALTH AND THEY'RE QUITE A BIT ABOUT IT. I WAS 12. MY FATHER WAS MURDERED. POLICY WHERE THIS THERE'S INDICATORS. OF MY OF MY HEALTH. MY TEACHERS NEVER WOULD HAVE SEEN IT AND I NEVER WOULD HAVE GOTTEN THE HELP THAT I. IMAGINE HAVING SOMETHING DRASTIC HAPPENING IN YOUR FAMILY. TRY TO TALK TO YOUR FRIENDS, BUT YOU CAN'T BECAUSE YOU'RE WEARING. YOUR TEACHERS CAN'T SEE. HOW IS THAT KID? JUST. OTHER THING ABOUT VACCINES IF THEY'RE WORKING WHY ON EARTH. ARE WE JUST SO OFF THE RAILS RIGHT NOW? AS FAR AS POSIT FURTHERMORE, I KEEP HEARING THE DISCUSSION ABOUT SCHOOL COMMUNITY. WORRIED ABOUT SCHOOL COMMUNITIES. ALRIGHT TRANSMISSION IS TAKING PLACE INSIDE SCHOOLS FINE. IF YOU'RE WORRIED ABOUT THE COMMUNITIES OUTSIDE THE SCHOOL, THAT'S A PUBLIC HEALTH DEPARTMENT. THAT'S NOT HARFORD COUNTY PUBLISHED JURISDICTION ENDS RIGHT THERE. PUBLIC HEALTH DEPARTMENT PICKS UP WHERE YOU GUYS LEAVE OFF. RIGHT NOW KIDS ARE THE PERFECT PERFECT ENVIRONMENT FOR HER TO ME. IF YOU WANT TO REACH HERD IMMUNITY , GRAB A POPULATION THAT DOESN'T GET SICK. I MEAN, WHAT ELSE IS THERE? I MEAN, I'M NOT A DOCTOR . I DON'T PLAY ONE ON TV, BUT IT KIND OF SOUNDS LIKE THAT'S THE BEST THING FOR HER IMMUNITY.

THANK YOU ALL VERY MUCH. HI. MY NAME IS PLAIN LEWIS. I'M HERE TONIGHT. JUST TO THANK EVERYBODY . I KNOW IT'S BEEN A REALLY TOUGH YEAR, TWO YEARS. THANK YOU FOR EVERYTHING. JUST DONE THE CARE CONSIDERATION YOU'VE GIVEN TO THE SAFETY OF CHILDREN AND THE SCHOOL COMMUNITY AND THE LARGER COMMUNITY AS WELL. IT'S MUCH APPRECIATED, I THINK, BY THE MAJORITY OF PEOPLE IN HARTFORD COUNTY, AND I KNOW IT MAY NOT FEEL LIKE. SO I THOUGHT IT WAS IMPORTANT TO COME HERE TONIGHT AND SAY THAT I APPRECIATE THAT SHE USED OBJECTIVE STANDARDS TO LOOK AT AND MAKING YOUR DECISIONS SETTING GOALS. HOW THINGS WILL CHANGE HOW THEY WILL NOT CHANGE.

THAT'S SOMETHING THAT EVERYBODY CAN UNDERSTAND. REFERRING TO CDC GUIDELINES ALSO VERY USEFUL, VERY HELPFUL IN HELPING PEOPLE UNDERSTAND THE THOUGHT PROCESS. ONCE AGAIN. COME TONIGHT. SAY THANK YOU VERY MUCH FOR THIS TOUGH YEAR THAT YOU'VE HAD. FORWARD TO SEEING YOU NEXT YEAR.

I'M SURE MAYBE NOT EVERYTHING I'LL SAY TO BE QUITE SO POSITIVE , BUT I APPRECIATE IT VERY MUCH, BUT THANK YOU HAVING ME. NEXT WE HAVE TINA GRAPH, FOLLOWED BY LISA BROWN. UM FOR YOU BEGIN. I JUST NEEDED PUBLICLY THINK MICHELLE WILL BE ALTHOUGH I DON'T AGREE WITH HER ON MANY, MANY THINGS THAT SHE SAYS SHE WENT OUT OF HER WAY AT THE LAST BOARD MEETING I ATTENDED WHEN I WAS CONFRONTED AS I LEFT HERE BY AN IRATE PARENT. THANK YOU. MANY PEOPLE SPEAK ABOUT THE MENTAL HEALTH OF OUR STUDENTS, BUT MOST DO NOT TAKE INTO CONSIDERATION THAT OUR TEACHERS AND STAFF ARE SUFFERING AS WELL. I HEAR MANY QUESTIONS OR CHALLENGES THIS YEAR, AND ALTHOUGH I'M JUST A SECRETARY, I CAN TELL YOU FIRSTHAND. WE'RE DROWNING. SO THANK YOU, DR BOLSON AND THE BOARD OF EDUCATION FOR GIVING OUR TEACHERS EXTRA PLANNING TIME AND ALL OF US AN EXTRA DAY OFF DURING SPRING BREAK, IT IS MUCH NEEDED AND APPRECIATED. UNLESS YOU'RE RUNNING IN A SCHOOL. YOU HAVE NO IDEA WHAT WE ARE CURRENTLY EXPERIENCING. LAST WEEK. THREE OF OUR SPECIAL NEEDS KIDS DID NOT HAVE A BUS. FORTUNATELY, THEIR PARENTS WERE ABLE TO TRANSPORT THEM. I SPOKE WITH OUR TRANSPORTATION DEPARTMENT WHO SAID THAT THEIR VACANCIES ARE UNPRECEDENTED.

FROM NOVEMBER 29TH THE DAY WE RETURNED FROM THANKSGIVING BREAK UNTIL TODAY. WE'VE HAD 756 STUDENTS TEST POSITIVE FOR COVID AND 113 STAFF MEMBERS. WE'VE ALSO HAD 4439 STUDENTS AND 252 STAFF MEMBERS UP FOR QUARANTINE AND ISOLATION. HOWEVER THESE NUMBERS DO NOT ACCOUNT FOR ILLNESSES FOR WHICH WE HAVE HAD MANY VACATION DAYS OR PERCEIVED THREATS LIKE WE HAD ON FRIDAY.

WE'RE SHORT SUBSTITUTES, AND OUR TEACHERS ARE BEING PULLED TO COVER OTHER CLASSES WITHOUT ANY PLANNING TIME. MANY SCHOOLS ARE NOW BEING STAFFED WITH PEOPLE FROM CENTRAL OFFICE. SO WHEN I

HEAR PEOPLE SPEAK ABOUT THE MANY REASONS TO KEEP SCHOOLS OPEN, I BELIEVE WE ARE DOING OUR BEST.

THE RUMORS WERE RAMPANT ON SOCIAL MEDIA OVER THE WEEKEND AND TODAY WITH TALKS OF DR BALLSTON HAVING SECRET MEETINGS AND DISCUSSING DISCUSSING CLOSURES. I HOPE HE DID HAVE A SECRET MEETING AND I HOPE WE DO HAVE A PLAN IN PLACE IN CASE WE NEED TO CLOSE. IT'S NO SECRET WE ARE STRUGGLING TO STAY OPEN. BUT AT WHAT POINT DO OUR TEACHERS AND STUFF BURNED OUT FROM EXHAUSTION AND DECIDED TO LEAVE THEIR POSITIONS PERMANENTLY? PRIOR TO THE PANDEMIC. OUR TEACHERS WERE HAVING DIFFICULTIES. DURING THE PANDEMIC. WE BECAME PONDS AND A BIG GAME BETWEEN OUR GOVERNOR AND MSD. WE PIVOTED MORE TIMES THAN I WOULD LIKE TO REMEMBER.

AND EACH TIME WE DID IT WITHOUT QUESTION. I'VE SAT IN THIS ROOM AND LISTEN TO PEOPLE SAY THEY WANT TO CUT OUR BUDGET AND TRY TO COURSE OTHERS TO PULL THEIR CHILDREN FROM OUR SCHOOLS. I'VE HEARD HOW MUCH PEOPLE HATE MY BOSS DR OLSEN AND CALL MY SCHOOL AND INDOCTRINATION CAMP THAT THESE SAME PEOPLE ARE BEGGING TO KEEP THE SAME INDOCTRINATION CAMPS OPEN. AT WHAT POINT DO YOU THINK THE EMPLOYEES OF HARFORD COUNTY PUBLIC SCHOOLS WILL BREAK? IN ADDITION TO DEALING WITH COVID. WE'RE ALSO DEALING WITH THREATS ON SOCIAL MEDIA LAST FRIDAY, WE HAD OVER 300 STUDENTS OUT. BUT GUESS WHAT SOME AS MUCH AS SOME OF US WERE AS ANXIOUS STARS ARE STUDENTS.

WE SHOWED UP. THREE YEARS AGO, WE WERE PRACTICING ACTIVE SHOOTER TRAINING, AND NOW WE'RE JUST TRYING TO KEEP OUR HEADS ABOVE WATER. AS MUCH AS I WOULD HATE TO GO VIRTUAL. I HOPE WE DO HAVE A PLAN IN PLACE IN CASE WE NEED TO CLOSE AS I'M NOT AS AGILE AND HAVE DIFFICULTIES PIVOTING. I HOPE I ALSO HAVE. DOCTOR BOLSON IS RECEIVING GUIDANCE FROM OUR HEALTH DEPARTMENT, WHICH MEANS WITHOUT A HEALTH DIRECTOR. THANK. GOOD EVENING. MY NAME IS LISA BROWN.

I'M THE MEDIA SPECIALIST, SAID EDGEWOOD ELEMENTARY SCHOOL AND A 12 YEAR VETERAN OF THE UNITED STATES ARMY. I'M HERE TONIGHT TO ADVOCATE FOR AMENDING THE SCHOOL YEAR CALENDAR TO REFLECT SCHOOL CLOSING AND OBSERVANCE OF VETERANS DAY. THERE ARE APPROXIMATELY 19,000 VETERANS WHO LIVE IN HARFORD COUNTY, MANY OF THEM FAMILY MEMBERS OF STUDENTS AND STAFF. OTHERS WHO ARE FORMER STUDENTS AND HUNDREDS OF CURRENT STAFF MEMBERS. BEYOND THEIR COMMITMENT AND SELFLESS SERVICE TO OUR COUNTRY, ACTIVE DUTY AND VETERANS SERVE OUR SCHOOL COMMUNITIES AS VOLUNTEERS , MENTORS AND PRESENTERS AT CURRICULUM CONNECTED ACTIVITIES. HOWEVER AS THE SCHOOL SYSTEM WE MUST DO MORE TO RECOGNIZE THE SERVICE AND SACRIFICE OF OUR MILITARY MEMBERS. DURING THE 19 2020 SCHOOL YEAR, THE BOARD OF ED RECOGNIZED THE IMPORTANCE OF HONORING VETERANS AND DESIGNATED VETERANS DAY AS A HOLIDAY. ON VETERANS DAY, STUDENTS AND STAFF MEMBERS WERE ABLE TO HONOR VETERANS BY ATTENDANCE AT VETERANS DAY EVENTS AND OR COMPLETING AN ACTIVE SERVICE THAT WOULD MAKE OUR COMMUNITIES OUR COUNTRY A BETTER PLACE. IN THE TWO YEARS SINCE THEN, THE CALENDAR COMMITTEE AND BOARD OF ED HAVE DOWNGRADED THE HOLIDAY TO AN EARLY DISMISSAL. SITE PITTING HONORING VETERANS AGAINST CONCERNS OVER WHAT DAY THE SCHOOL YEAR WOULD END. THIS YEAR. HARTFORD COUNTY PUBLISHED SCHOOLS DID NOT EVEN RECOGNIZE VETERANS DAY IN PRINT OR VERBALLY. ALL VERSIONS OF THE HCPS CALENDAR AND ROBOCALLS SIMPLY STATED A THREE HOUR EARLY DISMISSAL WITH NO MENTION IN PRINT OR VERBALLY. OF THE VETERANS DAY HOLIDAY. THE PROPOSED CALENDAR FOR THE 2022 23 SCHOOL YEAR LIST. VETERANS DAY AS EARLY DISMISSAL FOR ALL SCHOOLS WITH PROFESSIONAL DEVELOPMENT IN THE AFTERNOON. SINCE STAFF MEMBERS CANNOT REQUEST LEAVE IN CONJUNCTION WITH PROFESSIONAL DEVELOPMENT. WE CAN'T EVEN ATTEND ANY EVENT TO RECOGNIZE VETERANS. REASONS GIVEN FOR NOT CLOSING VETERANS DAY. SCHOOLS ON VETERANS DAY INCLUDE THE CHALLENGES OF THE SCHOOL CALENDAR AND STAYING IN SCHOOL TO LEARN ABOUT THE HOLIDAY. THE SAME REASONING COULD BE SAID FOR EVERY SINGLE HOLIDAY. THE SERVICE OF OUR MILITARY AND THE VALUES THEY REPRESENT. CUT ACROSS ALL RACES , RELIGIONS, GENDER AND CULTURAL BARRIERS. IT SHOULD BE TAUGHT PRIOR TO AND THROUGHOUT THE SCHOOL YEAR. VETERANS DAY SHOULD BE DESIGNATED AS A NATIONAL SERVICE DAY A CALL TO ACTION WHEN STUDENTS, STAFF FAMILIES AND COMMUNITY MEMBERS AT ALL LEVELS PARTICIPATE IN SOME SERVICE ACTIVITY. ATTENDING A VETERAN'S DAY CEREMONY, WRITING NOTES TO VETERANS CLEANING UP COMMUNITY AREAS ARE HELPING A NEIGHBOR. IF ACKNOWLEDGING VETERANS DAY AS A HOLIDAY SEEMS TOO CHALLENGING, WHY NOT DESIGNATE THE DAY AS A VIRTUAL PROFESSIONAL DEVELOPMENT DAY LIKE NOVEMBER 12TH OF THIS CURRENT SCHOOL YEAR WAS. STAFF MEMBERS CAN DESIGN THEIR OWN PD , INCLUDING HONORING VETERANS OR ACTS OF COMMUNITY SERVICE. EVERY SINGLE DAY. WE CHALLENGE OUR STUDENTS TO BE COLLABORATORS, PROBLEM SOLVERS AND INNOVATORS. THESE ARE ALL COMPONENTS OF THE NORTH STAR INITIATIVE. LET US

[00:45:06]

LEAD BY EXAMPLE AND MAKE VETERANS DAY AND OPPORTUNITY FOR ALL OF US TO MAKE OUR COMMUNITY AND OUR WORLD A BETTER PLACE. BY OUR SERVICE TO OTHERS. THANK YOU. THE IN PERSON SPEAKERS, ALL RIGHT. MS LATER. GOOD EVENING, MISS GOODY. A. WE DO NOT HAVE ANYONE WAITING IN THE LOBBY FOR VIRTUAL PUBLIC COMMENT. DO NOT ALL RIGHT. ALONG WITH US. WE STILL LIVE ON. DR MUELLER. THE

[D. Update on Continuity of Learning, Dr. Sean Bulson, Superintendent of Schools]

UPDATE ON COMPANY WOULD HAVE LEARNING THANK YOU. WE'RE GOING TO START WITH MISSING A SUIT OF THIS EVENING. MARY, WOULD YOU LIKE TO PICK US OFF? CERTAINLY THANK YOU, DOCTOR. BOLSON GOOD EVENING, EVERYONE, AS MANY OF YOU ARE AWARE, THE MARYLAND DEPARTMENT OF HEALTH WEBSITE EXPERIENCED A CYBER BREACH DURING THE FIRST WEEK OF DECEMBER AND TODAY WAS THE FIRST DAY THEY WERE ABLE TO POST STATE DATA. BUT UNFORTUNATELY, NO COUNTY DATA IS AVAILABLE AT THIS TIME. THE STATE'S POSITIVITY RATE IS 10.27% WHICH IS IN THE HIGH CATEGORY. NO CASE COUNTS WERE REPORTED. BUT OUR HISTORY HAS SHOWN THAT BALTIMORE THAT HARFORD COUNTY'S POSITIVITY IS GENERALLY HIGHER THAN THE STATE . SO THIS IS CONCERNING IN OUR SCHOOLS. WE ARE SEEING EVIDENCE OF HIGH POSITIVITY. WE'RE EATING CASE COUNTS. OUR DISTRICT DASHBOARD TODAY, REPORTS 1166 STUDENTS IN ISOLATION 1507 STUDENTS IN QUARANTINE, 136 STAFF AND ISOLATION AND 19 STAFF IN QUARANTINE. OUR DIAGNOSTIC PROGRAM FOR COVID 19. WE'RE STARTING TO SEE INCREASES IN THE RATES OF POSITIVE RESULTS LAST WEEK, WE HAD 43 POSITIVE RESULTS . PCR A RAPID ANTIGEN SCREENING IN SCHOOL. WE CURRENTLY HAVE 16 OUTBREAKS REPORTED ON THE MARYLAND DEPARTMENT OF HEALTH WEBSITE. 11 OF THOSE OUTBREAKS ARE CONSIDERED SCHOOL OUTBREAKS . THE OTHERS ARE CALLED CLASSROOM OUTBREAKS. AND WE'VE TALKED ABOUT THESE DEFINITIONS BEFORE, BUT I THINK IT'S IMPORTANT TO REMEMBER THAT SCHOOLS REMAIN AN OUTBREAK STATUS UNTIL 14 DAYS HAVE ELAPSED WITHOUT A POSITIVE CASE RELATED TO THOSE IDENTIFIED IN THE OUTBREAK. SO WE STILL WILL SEE SOME OF THOSE SCHOOLS ON THAT LIST FOR SOME TIME SCHOOLS CONTINUE TO REFLECT THE LEVEL OF TRANSMISSION WITHIN OUR COMMUNITY. A QUICK NOTE ABOUT QUARANTINE QUARANTINE AND A PLEA TO OUR FAMILIES. PLEASE DO NOT SEND YOUR STUDENTS TO SCHOOL SICK. YOU REALLY CANNOT TELL IF ILLNESSES ARE COVID WITHOUT TESTING. IT MAY LOOK LIKE ALLERGIES OR STRAPPED OR CODE OR A STOMACH BUG THAT ALL OF THESE SYMPTOMS COULD BE COVID. SO WE ASKED FAMILIES TO MONITOR SYMPTOMS. OTHER STUDENTS CHECK THEIR TEMPERATURES AT HOME AND SPEAK WITH THEIR HEALTH CARE PROVIDER IF THEY HAVE QUESTIONS. THERE MAY BE SOME DISAPPOINTMENT . I'M MISSING HOLIDAY EVENTS, BUT I ASK YOU TO ACT WITH EMPATHY TOWARDS YOUR NEIGHBORS. YOU MAY NOT EVEN BE AWARE OF SOME OF THE HIDDEN VULNERABILITIES. THAT SOME OF OUR FAMILIES FACE PREGNANT MOMS , PEOPLE RECEIVING IMMUNOTHERAPY OR CHEMOTHERAPY, PERSONS WITH CHRONIC DISEASE OR ORGAN TRANSPLANTS, AND, OF COURSE, THE ELDERLY. THESE VULNERABLE PEOPLE , PEOPLE. THESE POPULATIONS RELY ON US TO DO OUR BEST TO KEEP THE COMMUNITY AND OUR SCHOOLS HEALTHY. AND ONE MORE PLEA AGAIN FOR CIVILITY. OUR SCHOOL NURSES ARE DOING THEIR VERY BEST UNDER EXTREMELY DIFFICULT CIRCUMSTANCES. WE NEED TO MODEL GOOD CITIZENSHIP AND EMPATHY. WE MUST SHOW OUR CHILDREN HOW TO SPEAK CALMLY AND RESPECTFULLY WITH OTHERS. REMINDER OF COURSE , AS I GENERALLY DO, GET YOUR COVID VACCINE AND BOOSTER AND REMEMBER THAT MASKS ARE EFFECTIVE AGAINST ALL THE VARIANTS. PLEASE WEAR YOUR MASK IN ALL PUBLIC PLACES AND TALK WITH YOUR DOCTOR TO GET ACCURATE INFORMATION. AND I NOW TURN IT OVER TO MR RIDGEWAY. THANK YOU VERY MUCH, MARY. GOOD EVENING.

AT THE BEGINNING OF THIS YEAR, WE ANNOUNCED THAT OUR NUMBER ONE GOAL AND OUR COVID 19 DECISION

[00:50:04]

MAKING AND PROTOCOLS WAS TO KEEP STUDENTS IN CLASS, FOR EXAMPLE, WEARING MASS ALLOWED US TO GAIN QUARANTINE EXCEPTIONS AND KEEP MORE STUDENTS IN CLASS. THEN WE COULD HAVE OTHERWISE. NOW AS WE EXPERIENCED SCHOOL WIDE OUTBREAKS, OUR DEDICATION TO THAT GOAL HAS BEEN TESTED AND RECONFIRMED. AS MARY SAID, WITH 11 SCHOOLS LABELED IN SCHOOL WIDE OUTBREAKS AND OTHER SCHOOLS WITH CLASSROOM OR COHORT OUTBREAK LABELS. THE DECISION TEAM HAS MET REPEATEDLY ABOUT OUTBREAK RESPONSE. AFFECTED MITIGATION MEASURES, IMPACT OF STAFFING COMMUNICATION TO AFFECTED FAMILIES. AND OUR COMMITMENT AND KEEPING SCHOOLS OPEN. WE HAVE A PROCESS TO REVIEW EACH SCHOOL'S UNIQUE OUTBREAK SCENARIO. AND WHAT IF ANY ACTION IS NEEDED BY THE SCHOOL OR CENTRAL OFFICE TEAM? AS A REMINDER THE CURRENT SCHOOLWIDE COVID 19 OUTBREAK DEFINITION AS DEFINED BY THE MARYLAND DEPARTMENT OF HEALTH IS WHEN THREE OR MORE CLASSROOMS MEET THE CLASSROOM OUTBREAK DEFINITION WITHIN 14 DAYS. OR 5% OR MORE UNRELATED PEOPLE HAVE COVID 19 WITHIN 14 DAYS AT SCHOOL. THE HARTFORD COUNTY HELPED DEPARTMENT SETS THE STATUS. WITH THE SCHOOLS WITHOUT BREAKS. WE HAVE A WIDE RANGE OF RESPONSES, DEPENDING ON THE UNIQUE CIRCUMSTANCES OF THE OUTBREAK. THIS HAS INCLUDED COHORT NG OR REDUCING MIXING OF CLASSES IN ELEMENTARY SCHOOLS. CANCELING AFTER SCHOOL PROGRAMS , CANCELING FIELD TRIPS, MAKING CHANGES TO LUNCH AND CONDUCTING VOLUNTARY TESTING CLINIC. WE HAVE BENEFITED FROM THE AFTER SCHOOL TESTING PROGRAM IN HIGH SCHOOLS AS AN EXTRA MITIGATION SO THAT WE HAVE NOT HAD TO CANCEL THE PROGRAMS LIKE ATHLETICS AND AFTER SCHOOL DRAMA PRODUCTIONS DURING THE SCHOOL WIDE OUTBREAK. OF COURSE, A BIG QUESTION IS WHEN WOULD WE SHUT DOWN THE SCHOOL DURING THE COVID OUTBREAK AND WHAT WOULD THAT LOOK LIKE? SINCE HER GOAL IS TO KEEP SCHOOLS OPEN. WE HAVE NO PLANS FOR A SYSTEM WIDE CLOSURE AND WILL ONLY CONSIDER CLOSING A SINGLE SCHOOL AFTER EXHAUSTING ALL OTHER OPTIONS. IF THOSE OPTIONS STILL LEAD US TO A CLOSURE DECISION, WE WILL WORK WITH THE HARTFORD COUNTY HELP DEPARTMENT, THE PRINCIPAL AND OPERATIONAL AND INSTRUCTIONAL LEADERS TO IMPLEMENT A SINGLE SCHOOL CLOSURE PLAN. THIS PLAN ALLOWS FOR SYNCHRONOUS VIRTUAL INSTRUCTION AND INCLUDES PLANS FOR ATTENDANCE. SPECIAL EDUCATION SERVICES, INTERNET HOTSPOT, DISPERSEMENT VIRTUAL ACCESS TO SCHOOL COUNSELORS, MEAL KIT DISTRIBUTION AND VARIOUS SUPPORT THAT ARE READY FOR BOTH THE NEEDS OF OUR STUDENTS. AND THE NEEDS OF OUR TEACHERS. THROUGHOUT THIS PROCESS, COMMUNICATION IS SHARED WITH FAMILIES EACH STEP OF THE WAY. FAMILIES RECEIVED NOTICE ABOUT SCHOOL WIDE OUTBREAK STATUS. ANY ADDITIONAL MITIGATION, POSSIBLE TESTING CLINICS OR UPDATE IF THE SCHOOL NEEDS TO PREPARE FOR VIRTUAL INSTRUCTION DUE TO CLOSURE? WE HAVE NOT CLOSED THE SCHOOL THIS YEAR, AND WE WILL CONTINUE TO WORK TOWARDS PREVENTING CLOSURE FOR THE REST OF THE YEAR. I UNDERSTAND. FAMILIES MAY WANT A HARD AND FAST METRIC FOR WHEN WE WILL CLOSE THE SCHOOL, BUT MANY, MANY FACTORS ARE INVOLVED. THESE INCLUDE THE IMPACT OF THE IMPACT ON OUR ABILITY TO STAFF A BUILDING THE RAPIDITY OF SPREAD . WHAT LINKS THERE MAY BE TWO COMMUNITY SPREAD OF COVID 19. AND HOW EFFECTIVE OUR MITIGATION IS, OR IS NOT AT STABILIZING THE EXPERIENCE OF THE OUTBREAK. THIS DIFFERENTIATED DECISION MAKING IS DESIGNED TO MAKE THOUGHTFUL CHOICES THAT GIVES OUR STUDENTS THEIR BEST CHANCE AT STAYING IN SCHOOL IN STAYING PERSONALLY CONNECTED TO THEIR TEACHERS AND FRIENDS. AS A REMINDER THE OUTBREAK STATUSES CAN MIRROR THE EXPERIENCE AND A COMMUNITY AS OUR STUDENTS AND FAMILIES ARE INTERCONNECTED. IT WILL TAKE ALL OF US WORKING TOGETHER TO KEEP STUDENTS IN SCHOOL. THANK YOU.

THIS CONCLUDES MY UPDATE FOR THIS EVENING. THANK YOU, MR RIDGEWAY BOARD ANY QUESTIONS? IN ORDER, MR KARWACKI. YES, UM DR BOTH. AND I HEARD SOME MISINFORMATION HERE. THIS EVENING. AND I WONDER IF YOU COULD CLARIFY UM. COMMENTS THAT WERE MADE ABOUT SECRET MEETINGS AND DECISIONS. SURE. SO LET ME. LIKE I SAID HE IS GENEROUS IN THIS RESPONSE IS I CAN BECAUSE.

THERE'S NO QUESTION WE HAVE TEAMS PLANNING EVERYTHING RIGHT ? AND YOU JUST HEARD MISS RIDGEWAY. WE'VE HAD A VERY ACTIVE GROUP. WITH MANY PEOPLE INVOLVED. WHO HAVE BEEN PARTICIPATING IN THE PLANNING. SHOULD WE NEED TO CLOSE THE SCHOOL AND THAT'S BEEN THE AGENDA AND THERE'S BEEN QUITE A LOT OF DISCUSSION AS YOU HEARD VERY DETAILED PLANNING. SO, YES , WE ARE WORKING ON PLANS FOR. ANY OCCURRENCE WHERE WE NEED TO CLOSE THE SCHOOL, BUT WE'VE BEEN

[00:55:06]

TRYING VERY HARD TO AVOID THAT. AS YOU'VE SEEN. WE'VE HAD A NUMBER OF OUTBREAKS NOW WITH THAT SAID. THE SUGGESTION THAT THERE'S SECRET MEETINGS AND WE'RE PLANNING THESE THINGS. I MEAN, THAT'S THAT'S NOT A FAIR, REASONABLE STATEMENT. I MEAN, I UNDERSTAND THAT THERE IS A LACK OF TRUST FROM MANY IN THE COMMUNITY. AND WE TRIED VERY HARD TO REMAIN TRANSPARENT WITH THIS. BECAUSE WE HAVE TO DO A LOT OF CONTINGENCY PLANNING, BUR IT, YOU KNOW, FOR THE RECORD FROM ME. I HAVE NO INTEREST IN PURSUING A SYSTEM WIDE SHUTDOWN OF OUR SCHOOLS. WE SAID SINCE THE BEGINNING THAT IF WE HAD TO ENGAGE IN ANY SHUTDOWN, IT WOULD BE SCHOOL BY SCHOOL. AND TO REITERATE WHAT YOU JUST HEARD, MISS RIDGEWAY SAY. PROBABLY THE BIGGEST FACTOR AND THIS IS WHAT'S BEEN THE CASE WITH THE SCHOOL WIDE OUTBREAKS THAT WE'VE EXPERIENCED. THE BIGGEST FACTOR IS WHETHER WE CAN STAFF THE SCHOOL. AND EVEN WHEN IT COMES TO THAT, LAST WEEK. WE ADJUSTED . WE HAVE MANY PEOPLE WHO WORK IN THIS BUILDING. NEARLY EVERY SINGLE PERSON IN THIS BUILDING WAS ASSIGNED TO A SCHOOL AGAIN BECAUSE WE WERE SEEING ABSENCES FROM. FROM OUR STAFF BECAUSE EVERYONE'S FEELING THE PRESSURE AND THE STRESS AND WE'VE HAD INCREASED ABSENCES FROM STUDENTS OUT FROM STAFF SO PRIOR TO MAKING ANY MOVE TO SHUT ANYTHING DOWN. WE SENT EVERYONE FROM THIS BUILDING SCHOOLS THAT HAS SLAUGHTER WORK IN THIS AREA, AND WE'RE GOING TO HAVE TO DO SOME CATCHING UP AFTER THE BREAK. BUT AGAIN, WE'RE DOING EVERYTHING WE CAN TO KEEP THE SCHOOLS OPEN. I KNOW THERE ARE RUMORS ABOUT CLOSING AFTERWARDS. WE'VE SEEN WHAT'S HAPPENED ELSEWHERE IN THE STATE. I THINK THIS BOARD WOULD AGREE WITH ME. I DON'T THINK I MEAN I FEEL COMFORTABLE SPEAKING FOR PRETTY MUCH EVERYONE ON THE SPORT. WE WANT TO SEE THE SCHOOLS OPEN. I SEE THE ENVIRONMENT SCHOOLS VERY FREQUENTLY. I SEE THE IMPACT OF LAST YEAR'S CLOSURE. I SEE IT ON THE STUDENTS. I SEE IT ON THE LEARNING. I'VE SEEN IT. OUR YOUNGEST KIDS WHO STRUGGLE TO EVEN HOLD PENS AND PENCILS. I KNOW IT'S THERE, AND WE HAVE A LOT TO CATCH UP. WE NEED THEM IN SCHOOL. MM. WHILE I'M ON A ROLL. LET ME ADDRESS ONE OTHER THING RELATED TO THIS. THE IMPACT. OF SOME OF THE SOCIAL MEDIA. PARTICULARLY THE PERPETUATION OF UNFOUNDED THREATS BY SHARING AND THINGS LIKE THAT. ON FRIDAY. WE WERE VERY AWARE OF SORT OF NATIONWIDE, VERY VAGUE THREATS THAT WERE MADE. UNFORTUNATELY EVERYONE'S HEIGHTENED STATE OF ANXIETY, PARTICULARLY FOLLOWING THE SHOOTING IN MICHIGAN. PARENTS ARE UNDERSTANDABLY SCARED, CONCERNED, UNCERTAIN WHETHER THEY CAN TRUST THE SAFETY MEASURES. UNCERTAIN HOW TO CONFRONT THAT. LACK OF PREDICTABILITY OF SOME OF OUR STUDENTS. BECAUSE. PEOPLE ARE UNDER A GREAT DEAL OF STRANGE.

OUR ATTENDANCE RATE DISTRICT WIDE. WE HAD MORE THAN 30% ABSENT. AS AN ON AVERAGE. THE TWO SCHOOLS I WAS IN AND I SPENT MOST OF MY DAY IN MAGNOLIA ELEMENTARY AND MIDDLE SCHOOL YESTERDAY THEY WERE BOTH 50% UPSET. MOSTLY BECAUSE PEOPLE UNCERTAIN HOW TO DEAL WITH THESE VAGUE SOCIAL MEDIA THREATS. IT'S BEEN A PRETTY. COMMON PRACTICE ACROSS THE STATE AND IN HARFORD COUNTY. WE'VE CONFRONTED SCHOOL FOCUSED THREATS. WE'VE HEARD THEM AT A COUPLE OF OUR HIGH SCHOOLS THAT THERE WERE THREATS THAT WERE COMING. AND THOSE HAVE IN EFFECT. CAUSE MANY. FAMILIES AGAIN OUT OF ABUNDANCE OF CAUTION TO KEEP THEIR CHILDREN HOME. AND. AGAIN THE IMPACT OF DISRUPTION TO STUDENTS HAS BEEN GREAT. AND SO IT HAS BEEN HARD TO KEEP THE MOMENTUM. AND ONE LAST TOPIC. I THINK MAYBE I'M ADDRESSING QUESTIONS THAT HAVEN'T BEEN ASKED YET. BUT WE WERE THE FIRST DISTRICT IN THE STATE. TO MOVE TO THE PRACTICE. ONLY DOING CLOSE CONTACT OF STUDENTS WHO WERE WITHOUT MASKS. WHEN THIS DISTRICT MOVED TO THAT? IT WAS MORE AGGRESSIVE THAN ANY OF THE 23 OTHER DISTRICTS IN THE STATE. WE CUT OUR QUARANTINES. IN HALF. AND THE NUMBER OF STUDENTS WHO WERE QUARANTINING WAS ABSOLUTELY UNSUSTAINABLE, AND WE WERE THE FIRST TO MOVE TO THAT LATER. THE STATE SUPERINTENDENT, THE STATE BOARD MARILYN DEPARTMENT OF HEALTH. PRODUCED THREE OPTIONS FOR QUARANTINING DISTRICTS COULD FOLLOW. THAT WAS ONE OF THEM.

AGAIN THAT WAS DUE TO THE OVERWHELMING DEMAND OF THE OTHER SUPERINTENDENTS. FOLLOW THE SAME MODEL WE FOLLOW. AGAIN WE SEE THAT THE ONGOING PRESSURE OF THE QUARANTINING IS. SUSTAINING THE PROBLEMS. I MEAN, PEOPLE ARE WEARING OUT AND WE KNOW THESE ABSENCES ARE REALLY UM. THERE ARE HUGE DISRUPTION TO LEARNING. FIRST DENT'S WE. ARE CLEARLY WALKING A LINE BETWEEN WHAT THE

[01:00:05]

PROTOCOLS. SOME DEGREE DEMANDED OF US BY THE DEPARTMENT OF HEALTH AND THE CDC. TRYING TO WALK THAT LINE FOR SOME OF THE PRACTICAL. THINGS WE COULD BE DOING WITH REGARD TO QUARANTINING. MM. OUR GOAL IS TO IDENTIFY THE STUDENTS WHO ARE MOST AT RISK OF BECOMING INFECTED. AND WE NEED TO BE LOOKING AT THE QUARANTINES FOR THEM. BUT WE ALSO KNOW THAT A LOT OF THE STUDENTS WERE QUARANTINING AREN'T GETTING SICK. SO ALL I CAN SAY IS THAT THIS POINT. WHERE REVIEWING THIS PRODUCT. THOSE QUARANTINING PRACTICES WERE WORKING CLOSELY WITH OUR HEALTH DEPARTMENT TO SEE IF WE CAN FIND A WAY TO MINIMIZE THE IMPACT ON OUR STUDENTS WHILE STILL KEEPING THE MOST LIKELY TO BECOME INFECTED. OUT OF OUR CLASSROOMS SO WE CAN MINIMIZE THE SPREAD AS MUCH AS POSSIBLE WITHOUT FURTHER CONTRIBUTING TO THE DISRUPTION.

AGAIN I KNOW I JUST TOUCHED ON THREE VERY DIFFERENT TOPICS, BUT I THINK THEY'RE I MEAN, THE WORK IS GOING ON TO DO THE PLANNING TO KEEP OUR STUDENTS IN SCHOOL AS MUCH AS POSSIBLE. WE HAVE NO INTEREST IN CLOSING. WE'RE TRYING TO FIND WAYS. KEEP AS MANY PEOPLE SAFE AS POSSIBLE, WHILE ALSO. UNDERSTANDING THAT YOU KNOW IN SCHOOL IS REALLY THE SAFEST PLACE. FOR MANY REASONS.

AND SO. THAT'S UNDERLYING ALL THE WORK WE'RE DOING, BUT I UNDERSTAND THAT. THERE ARE MANY PEOPLE CONCERNED ABOUT TRUST, AND WE WILL KEEP DOING WHAT WE CAN TWO. YOU KNOW, EARN THAT TRUST BACK EVEN THOUGH WE HAVE VERY SO VERY DIFFERENT VIEWPOINTS. SORRY NO, NO QUESTIONS. QUESTION COMPLETELY. ANYTHING ELSE APPRECIATE IT. THANK YOU. ALL RIGHT, MISS KELLY. ANY QUESTIONS? NO QUESTIONS. AFTER BAUER ANY QUESTIONS? YES, I DO. QUESTION PRIMARILY FOR MARIAN PSEUDO. WE HADN'T EMAIL THAT SEEMED TO STATE THAT SCHOOLS WERE RESPONSIBLE FOR MOST OF THE TRANSMISSION IN THE COUNTY. UM. I RAN THE NUMBERS AND IT DOESN'T WORK. IT'S IMPOSSIBLE, BUT. I WANTED TO KNOW IF YOU COULD GIVE US SOME MORE INFORMATION AND WHAT YOU ALL SEE FROM CONSCIENCE ATTACKED, TRACING. WELL, THANK YOU FOR THAT, DR BAUER WHAT WE FIND, UM AND THIS IS ANECDOTALLY AND WE CAN ALSO PROVIDE DATA FOR IT IS THAT IT'S THE COMMUNITY SPREAD INTO THE SCHOOL RATHER THAN THE SCHOOL SPREAD INTO THE COMMUNITY. AND SO WE'VE HAD A VENTS LIKE I'M SPORTING EVENTS WHERE WE FOUND THAT THERE HAVE BEEN MULTIPLE CASES, KIDS WHO REALLY SHOULD HAVE BEEN IN ISOLATION OF PARTYING, BUT SHOWED UP AT THESE EVENTS, AND THEN THERE WAS TRANS TRANSMISSION THERE. WE'VE ALSO SEEN. A LOT OF, UM SLUMBER PARTIES AND BIRTHDAY PARTIES. WHERE LO AND BEHOLD THE NEXT DAY, SOMEONE IS POSITIVE. AND THEN, OF COURSE THAT SPILLS OVER INTO THE SCHOOL. SO SCHOOL REALLY IS A VERY SAFE PLACE FOR CHILDREN ARE MASK MANDATES HAVE BEEN HOLDING US VERY SAFE. WE DO HAVE SOME TRANSITION IN SCHOOL WILL NOT DENY THAT. BUT ALMOST ALL OF THE CONTACT TRACING THAT WE ARE DOING IS, UM, HOUSEHOLD CONTACTS. WERE SOCIAL EVENTS THAT SPILL OVER INTO THE SCHOOL. AND, OF COURSE, THEN WE WORRY ABOUT TRANSMISSION WITHIN THE SCHOOL, BUT I THINK WE'VE SEEN THIS NATIONWIDE THAT THE SCHOOL IS REFLECTION OF THE COMMUNITY. AND THAT THE RATES ARE AT THE COMMUNITY OR LOWER IN A SCHOOL, AND I THINK WE'VE SEEN THAT THROUGHOUT THE PANDEMIC. THANK YOU VERY MUCH. ANYTHING ELSE? DR BAUER. NOW THIS TIME. THANK YOU, MR ROBINSON. ANY QUESTIONS? NO QUESTION. MISS HOLCOMB. I HAVE NO QUESTIONS. THANK YOU, MR CARTY. I HAVE NO QUESTIONS. THANK YOU. THAT'S ME. I'M DR PHILLIPS. AFTER MULAN. I'M GOOD. RIGHT AS A MY MALE, THREE. ALL RIGHT, MOVING ON TO THE NEXT

[F. Decision on Proposed 2022-2023 HCPS School Calendar, Ms. Jillian Lader, Manager of Communications]

NEXT UP IS MISS LATER DECISION ON PROPOSED 2022 2023 HCPS SCHOOL CALENDAR. COULD EVENING.

THANK YOU, PRESIDENT GLORIA AND BOARD MEMBERS. IT IS MY PLEASURE TO COME BEFORE YOU THIS EVENING IN ORDER TO PROVIDE THE OPPORTUNITY FOR THE BOARD TO MAKE A DECISION ON THE 2022 2023 CALENDAR. SO FIRST JUST A QUICK REVIEW FOR ANYONE WHO'S JOINING US WHO MAY NOT HAVE BEEN PART OF THIS CONVERSATION THAT WE BEGAN IN AUGUST WITH A CALENDAR COMMITTEE IN ORDER TO PROVIDE A PROPOSED CALENDAR TO THE BOARD ON SEPTEMBER 27TH. WE CAME TO YOU WITH THAT PROPOSAL AND THEN PUT THOSE WE PUT A PRE LABOR DAY IN POST LABOR DAY START CALENDAR. OUT FOR PUBLIC COMMENT FOR 60 DAYS. HUGE THANK YOU. IT WAS MANU OFFICE FOR ASSISTING US IN CREATING A SURVEY TO HELP OUR COMMUNITY BE ABLE TO PROVIDE FEEDBACK FOR YOU AS A BOARD AND TO THE CALENDAR COMMITTEE. THE CALENDAR COMMITTEE DID COME TOGETHER AGAIN ON DECEMBER 1ST TO REVIEW ALL OF THOSE COMMENTS THAT WE RECEIVED VIA THE SURVEY. AND THEN PUT THOSE THOUGHTS TOGETHER IN ORDER TO BRING OUR PROPOSAL TO YOU THIS EVENING. SO JUST A QUICK REMINDER FOR ANYONE WHO'S NOT FAMILIAR. WE DO HAVE CERTAIN REQUIREMENTS THAT WE MUST MEET WITH THE CALENDAR REAL QUICKLY. I WILL GO THROUGH THOSE BECAUSE I DO BELIEVE EVERYONE ON THE BOARD IS FAMILIAR WITH THEM. THE SCHOOL THAT SCHOOLS MUST BE OPEN FOR 180 DAYS FOR STUDENTS. 190 DAYS FOR TEACHERS. WE HAVE CERTAIN HOLIDAYS THAT WE HAVE TO ADHERE TO POUR THE NEGOTIATED AGREEMENT. AND THEN, OF COURSE, WE HAVE HOLIDAYS THAT ARE BORED OBSERVANCES AND WE ALSO WE ALSO DO OUR BEST TO PROVIDE THOSE PROFESSIONAL DEVELOPMENT BEST PRACTICES FOR OUR STAFF TO HAVE THOSE OPPORTUNITIES THROUGHOUT THE SCHOOL YEAR. AND THE BOARD POLICY DOES REQUIRE THAT WE BUILD SIX INCLEMENT WEATHER DAYS INTO OUR CALENDAR. AND THEN YOU'LL SEE THE QUICK LITTLE REMINDER, NOTING THAT WE DO TRY TO DESIGNATE THOSE FOUR QUARTERS WITH APPROXIMATELY THE SAME NUMBER OF DAYS PER QUARTER AS BEST WE CAN. SO AS A REMINDER THAT FIRST CALENDAR PROPOSAL STARTS ON AUGUST 29TH IN REVIEWING ALL OF THE SURVEY RESULTS THAT WE RECEIVED FROM OUR COMMUNITY. WE DID FIND THAT QUITE A FEW TOPICS TENDED TO BE SPLIT 50 50 AMONGST THE COMMUNITY. BUT A COUPLE OF THE THINGS THAT DID COME THROUGH PRETTY LOUD AND CLEAR WHERE THAT OUR COMMUNITY DID NOT WANT TO SEE A CONTINUATION OR DID NOT WANT TO SEE US CLOTHES FOR A WEEK AT THAT THANKSGIVING BREAK , SO YOU'LL SEE THAT CHANGE SPECIFICALLY IN NOVEMBER. THE 21ST AND 22ND WILL BE OPEN FOR STUDENTS, THE 23RD, WHICH IS ALSO SOMETHING THAT WE HEARD RESOUNDINGLY WAS AN EARLY DISMISSAL FOR THE ENTIRE SYSTEM,

[01:10:04]

SO THAT WOULD BE STUDENTS AND STAFF. YOU WILL SEE WE ARE PRESERVING THAT SPRING BREAK THAT WAS ORIGINALLY PROPOSED. THAT IS ANOTHER THING THAT WAS RATHER CONSISTENT IN THE SURVEY RESULTS THAT OUR COMMUNITY DID WANT TO SEE A FULL SPRING BREAK. IN ORDER TO PROVIDE SOME PROFESSIONAL DEVELOPMENT OPPORTUNITIES TO OUR STAFF. YOU'LL SEE APRIL 3RD AND FOURTH ARE DESIGNATED AS PROFESSIONAL DEVELOPMENT FOR STAFF, WHICH MEANS STUDENTS WOULD HAVE AN EARLY DISMISSAL THAT FRIDAY, MARCH 31ST AND STUDENTS WOULD NOT RETURN UNTIL TUESDAY. APRIL 11TH. THAT MONDAY, APRIL 10TH IS A NATIONAL HOLIDAY NATIONAL HOLIDAY THAT WE NEED TO OBSERVE.

IF WITH A START DATE OF AUGUST, 29TH RECOGNIZING THAT OUR COMMUNITY WANTED THAT WEEK LONG SPRING BREAK, CHANGING SOME OF THOSE PROFESSIONAL DEVELOPMENT DAYS AROUND NOVEMBER AND THE WEEKLONG CLOSURE, WE CAN HAVE OUR FINAL DAY WITH THAT START DATE WOULD BE JUNE 7TH. IF THERE WERE NO INCLEMENT WEATHER DAYS UTILIZED AND YOU'LL SEE THAT. SEE THAT ON THIS CALENDAR, SO TO SHOW YOU WHAT IT WOULD LOOK LIKE IF WE DID WAIT AND FOR A POST LABOR DAY START. I WILL FLIP THROUGH TO THAT OPTION. THIS SLIDE JUST SIMPLY SHARES WITH YOU A BREAKDOWN OF WHAT EACH OF THOSE DAYS WOULD BE JUST SPELLED OUT FOR YOU. AND THEN WITH A POST LABOR DAY START IF WE WERE TO COME BACK THE TUESDAY AFTER LABOR DAY AGAIN, OBSERVING WHAT WE DID SEE A MAJORITY OF OUR SURVEY RESPONDENTS SAYING ABOUT THAT NOVEMBER CLOSURE, THEY DID NOT WANT TO SEE THAT. BUT EVEN WITH A POST LABOR DAY START, THE FEEDBACK WAS, BUT THEY STILL WANTED TO SEE THAT FOR SPRING BREAK, SO MAKING THAT ADJUSTMENT IN THE CALENDAR THE LAST DAY. WOULD HAVE TO BE MOVED BACK. WE WERE ORIGINALLY PROPOSING MONDAY THE 12TH. BUT NOW IT WOULD BE WEDNESDAY, JUNE 14TH IF THERE WERE NO INCLEMENT WEATHER DAYS, UTILIZED. AND AGAIN WE HAVE OUR NEXT SLIDE THAT DETAILS WHAT EACH OF THOSE DATES ARE. BUT AT THIS TIME, I'D LIKE TO GO AHEAD AND OPEN THE FLOOR. IF WE HAVE ANY BOARD MEMBERS WITH ANY QUESTIONS, AND THEN UM, WOULD ASK FOR THE BOARD TO CONSIDER MAKING A DECISION THIS EVENING. ALREADY READY. SO, YES, KARWACKI. ANY QUESTIONS DISCUSSION? UM. BEAR WITH ME ONE SEC. JUST THINKING ABOUT THE CALENDAR AND WE HAD TO SPEAKER THIS EVENING. THAT ASKED US TO RECONSIDER. THE VETERANS DAY. ELYSE CLOTHING. INSTEAD OF A HALF DAY. MY FATHER WAS IN THE MILITARY. MY SISTER IS RETIRED U S AIR FORCE SO WE. MY STEP. DAD ALSO. UM MILITARY. WE HAVE A LOT OF PEOPLE IN OUR FAMILY. THAT SERVED THIS COUNTRY. AND THAT THEY DOES HONOR UM. THEIR COMMITMENT. TO THIS COUNTRY. I AGREE WITH THAT. WHAT CONCERNS ME. IS AND THIS HAS NOTHING TO DO WITH. WHEN WITH THE OPENING DATE IS OR WHAT THE ENDING DATE IS. THIS IS MY PERSONAL FEELING ABOUT THIS. I'LL MAKE THAT CLEAR. UM. AS A CLASSROOM TEACHER, A LIBRARY MEDIA SPECIALIST. CENTRAL OFFICE STAFF. AND SCHOOL ADMINISTRATOR.

I ALWAYS WORKED TO MAKE THAT DAY. ABOUT OUR VETERANS. AND. I'M AFRAID THAT. WHEN WE HAVE FULL DAY CLOSURES FOR HOLIDAYS LIKE THIS. THE REASON FOR THE HOLIDAY IS MORE FORGOTTEN AND LOST. THEN, IF TIME IS TAKEN IN THE CLASSROOM. TWO. PRESENT INFORMATION TO INFORM STUDENTS TO LET THEM CELEBRATE FAMILY MEMBERS. TO HAVE. EVENTS SCHOOL WIDE. THAT HONOR OUR VETERANS HAVING THEM IN UM, WE'VE THAT'SS NEED TO KNOW WHY THE SCHOOLS ARE BEING CLOSED. WHY DO WE CLOSE ON

[01:15:01]

LABOR DAY? KIDS DON'T KNOW. THEY'VE LOST THE SENSE OF MEANING ABOUT THAT. WHEN WE CLOSED FOR DR MARTIN LUTHER KING. EVERYBODY IS OUT SHOPPING AND DOING THIS AND DOING THAT.

VERY FEW PEOPLE TAKE THE TIME. IN THAT DAY TO THINK ABOUT WHY. AND WHAT HIS CONTRIBUTION WAS TO OUR SOCIETY. AND THE SAME CAN BE SAID OF PRESIDENT'S DAY AND MEMORIAL DAY. I JUST THINK THATO HONOR THOSE WHO SERVE. BUT I REALLY DO THINK THAT THERE'S A BETTER CHANCE OF THAT HAPPENING.

IF THE KIDS ARE IN THE CLASSROOM. AND IN THE SCHOOL. AND SCHOOL WIDE EVENTS HAPPENED.

AND I KNOW THAT ARE ASKED THE SCHOOLS THAT I'VE WORKED IN. UMY FOR 25 YEARS. ALWAYS TOOK THE TIME ON THAT DAY TO BE SURE THAT OUR STUDENTS UNDERSTOOD. WITH THE DAY WAS ABOUT AND WE CELEBRATED. THAT'S ALL. THANK YOU. THANK YOU, MISS KELLY. NO I APPRECIATE WHAT YOU SAID, AND IT MADE ME THINK ABOUT MY DAUGHTER. SHE'S IN THE THIRD GRADE. AND SHE CAME HOME ON VETERANS DAY THIS YEAR WITH. SHEIKH MADE OF FLOUR, RED FLOWER FOR MY FATHER WHO'S A VETERAN, AND THEY WILL LOT OF VETERANS IN MY FAMILY, TOO, AND SHE COULD NOT WAIT TO SEE HIM AND TO TELL HIM AND TO YOU, YOU KNOW, CELEBRATE HIM AND HE WAS SO TOUCHED. SO I AGREE WITH YOU. WELL, THANK YOU. DR BAUER ANY QUESTIONS OR COMMON? I HAVE NO QUESTIONS. UM. I HAVE THE COMMENT THAT BETWEEN THE TWO CHOICES PRESENTED TO US. I FAVOR THE PRE LABOR DAY START. UM AMONG OTHER THINGS WE HAD TO DISCUSSION. THAT. WE'RE TRYING TO DO MORE WITH FOR FREE COMMUNITY COLLEGE. AND THE PRE LABOR DAY START IS A BETTER MATCHED TO THEIR SCHEDULE FOR STUDENTS WHO ARE DUAL ENROLLED WITH HCC. THANK YOU. THANK YOU. MR ROBINSON. I HAVE. FEELINGS ABOUT THE VETERANS DAY PIECE. AS A VETERAN. I ENJOY. UM THE OPPORTUNITY AND THE FEDERAL GOVERNMENT GOVERNMENT EMPLOYEES ENJOY. ON THE OPPORTUNITY. TO UM , TO BE ALL AND REFLECT ON, UM. FIND SACRIFICES BY BY MY COLLEAGUE. BUT ON THE OTHER HANH CARL WAY. I THINK THAT. MM PROBABLY GOING TOO FAR CAN THE WRONG DIRECTION WHEN IT COMES TO TWO. TWO. HONORING WHY WHY WE OBSERVE SPECIAL SPECIAL THINGS.

BUT MY BIGGEST CONCERN IS AS A. YOU KNOW, A PG IS OUR LARGEST, IS THE LARGER THAN LAWYER IN HARFORD COUNTY. AND IT IS ALWAYS GOING WE CAN BOTHERED BY. THE FACT THAT YOU KNOW, WE. WE DON'T SEEM TO BE A MILITARY. COMMUNITY IF YOU KNOW IF YOU WILL WE DON'T. YOU KNOW, IT WOULD SEEM TO ME THAT THEN. THAT AND THE HAVING A MILITARY ORGANIZATION AND THIS COUNTY AND AT THE LARGEST EMPLOYER IN THE COUNTY. WE WOULD BE DOING. WE KNOW NOT JUST THE SCHOOL SYSTEM, BUT IN PARTICULAR THE SCHOOL SYSTEM. WE SHOULD WE WOULD BE DOING MORE TE YOU AN EXAMPLE. BABIES 45 YEARS AGO, WE JUST APPROVED. HAVING. MHM ROTC PROGRAM IN SCHOOL. I MEAN, EVEN WHEN YOU THINK ABOUT LAST SO. IF YOU KNOW WHAT HAVEN'T WE DONE THAT BEFORE? WHAT HAPPENED? WE WERE WE NOT THAT ONE. GUN THOSE KINDS OF THINGS IN THE PAST, BUT ANYWAY, WE CAN'T. LITTLE BIT DAVID DEAL

[01:20:09]

WITH THAT, BUT I JUST I JUST WOULD LIKE TO SEE US. DEMONSTRATE. MORE THAN APPRECIATION FOR ONE HOUR LARGE, THE LARGEST EMPLOYER IN THE STATE. THAT HAPPENED TO BE. A MILITARY BASE, BUT THAT'S THE EXTENT OF MY COMMENTS. ALL RIGHT. THANK YOU VERY MUCH, MISS HOLCOMB. I WOULD HAVE TO AGREE WITH THIS CAR LIKE HERE AS WELL , UM GOOD THINGS THAT WHEN THE OR IN SCHOOL, WE DO UNDERSTAND THE IMPORTANCE OF WHATEVER HOT ON IS BEING CELEBRATED. SO BUT FROM THE STUDENT PERSPECTIVE. THERE REALLY ISN'T A WHOLE LOT OF STUDENTS HAVE TO SAY ON THIS ISSUE. OKAY I FEEL LIKE YOU'RE GOING TO SAY ONE MORE THING DID I JUST MISREAD YOUR. NO I JUST LIKE, FORGOT TO END WHAT I WAS SAYING. THAT'S IT. SORRY I WAS READING A TONE. OKAY, GOOD. UM, MR HARDY. MS LATER WHEN YOU WERE TALKING ABOUT PROFESSIONAL DEVELOPMENT DAYS, I WAS TRYING TO SEARCH MY NOTES FROM THE MANY EMAILS YOU SENT WITH REGARD TO THE CALENDAR. SO. IF YOU SAID THIS, I APOLOGIZE FOR ANY REDUNDANCY. BUT I KNOW THAT WE HAD TO MODIFY THE CALENDAR THIS YEAR TO ACCOMMODATE EXTRA PROFESSIONAL DEVELOPMENT DAYS AND I KNOW THERE WAS INTENT. TO BRING THAT BACK TO THE CALENDAR COMMITTEE TO CONSIDER THOSE SO WE WOULDN'T HAVE TO MAKE ANY MIDYEAR CHANGES TO THE CALENDAR. THAT WAS DONE CORRECT. CORRECT SO AT THIS POINT THERE ARE, UM.

WE ADDED ADDITIONAL EARLY DISMISSALS TO PROVIDE ADDITIONAL PROFESSIONAL DEVELOPMENT THROUGHOUT THE CALENDAR. AT THIS POINT OF THE CALENDAR CREATION. AND IF I REMEMBER CORRECTLY WHEN I LOOKED AT THE COMMENTS ON THAT SPLIT BETWEEN PRE LABOR DAY AND POST LABOR DAY THERE WAS SUCH A SLIGHTLY MORE. PARENTS THAT WROTE IN MAYBE. 10% 15% MORE THAT ONE OF THE HOST LABOR DAY.

START. IS THAT CORRECT? TO THE EXACT NUMBERS. YOU GET 1304 PEOPLE. WHO SAID THAT THEY APPROVED THE PRE LABOR DAY START, AS IS NO CHANGES. AND THEN 1360. WHO SAID THEY APPROVED THE CALENDAR POST LABOR DAY START AS IS SO A 56. UM PERSON DIFFERENCE? UM AND I SHOULD KNOW THE ANSWER THIS HOW MANY FAMILIES IN HARTFORD COUNTY PUBLIC SCHOOLS. UHH WELL, THERE ARE 34 APPROXIMATELY 34,000 STUDENTS, RIGHT? I JUST WASN'T SURE IF WE KNEW WHAT THE FAMILIES. BECAUSE THERE'S SIBLINGS. I'M SORRY, AND MY NUMBERS CURIOUS. FACE EVERYTHING DON'T CONNECT BY LIKE WE HAD ABOUT 10% RIGHT IN SOUNDS LIKE ABOUT 10% THAT WROTE IN AND INTERESTING BECAUSE LAST YEAR WE HAD SO MANY MORE PEOPLE THAT WANTED THE POST LABOR DAY START.

AND THIS YEAR THERE DOESN'T SEEM TO BE AS MUCH CONCERN BECAUSE IT'S ABOUT SPLIT. CORRECT.

CORRECT SO I CAN SHARE WITH YOU THAT WHEN WE DID WHEN WE DID HAVE A RATHER ROBUST CONVERSATION AROUND THE LABOR DAY START, UM OF 520 PUBLIC INPUT. COMMENTS ABOUT THAT SPECIFIC TOPIC. THANK YOU. 144 WANTED PRE LABOR DAY 176 WERE IN SUPPORT OF POST LABOR DAY. THANK YOU. AND THEN JUST ON THAT SAME TOPIC. MR RICCARDI OF THIS ALSO HELPS, UM OUT OF ALL OF THE SCHOOL SYSTEMS IN MARYLAND FOR THE 2020 2021, THEN AGAIN FOR THE 2021 2022 SCHOOL YEAR, 16 SCHOOL SYSTEMS STARTED PRE LABOR DAY, EIGHT POST LABOR DAY OF WHICH WE WERE ONE. OKAY AND THEN WITH REGARD TO DR BOWERS COMMENTS ABOUT HARFORD COMMUNITY COLLEGE. WAS THERE MUCH CONVERSATION ABOUT TRYING TO MATCH HCPS TO HCC WITH THE CALENDAR. SO THE CALENDAR COMMITTEE DID HAVE CONVERSATIONS AROUND THE EFFECTIVENESS OF TRYING TO GET CLOSER TO THE HARPER COMMUNITY COLLEGE CALENDAR, WHICH WOULD REQUIRE US TO START PRE LABOR DAY. WE ARE NOT EXACTLY MATCHING UP WITH THEM, AS I'M SURE YOU'RE AWARE OF COLLEGE SCHEDULES ARE QUITE DIFFERENT FROM PUBLIC SCHOOL SYSTEMS. CALENDARS BUT THAT IS SOMETHING THAT WE DISCUSSED AND ONE OF THE REASONS WHY YOU HAVE TWO OPTIONS TO CONSIDER AS A BOARD. THANK YOU SO MUCH. YOU'RE WELCOME. RIGHT? DR PHILIP GILLIAN IS. ONLY ON VETERANS DAY IS THAT AFTERNOON. STILL A PROFESSIONAL DEVELOPMENT DAY FOR STAFF. YES IT IS A PROFESSION. IT IS A HALF DAY FOR STUDENTS

[01:25:08]

PROFESSIONAL DEVELOPMENT IN THE AFTERNOON FOR STAFF. WE DID SPEAK EXTENSIVELY WITH THE TEACHERS UNION WITH MR CRAWFORD'S MAKE GRACIOUSLY. ALWAYS COMES AND JOINS US ON THE CALENDAR COMMITTEE, AND WE DID RECEIVE SOME INPUT FROM HER ON USING UTILIZING THAT AFTERNOON FOR PROFESSIONAL DEVELOPMENT STAFF, PROFESSIONAL DEVELOPMENT FOR STAFF. SO THE REASON I'M ASKING THE WOMAN WHO SPOKE EARLIER DID MAKE A VERY COMPELLING ARGUMENT. UM, ABOUT ACTUALLY HAVING THAT AS A FULL HOLIDAY. BUT I THINK IF WE. ALLOWED IF WE ELIMINATED THAT PROFESSIONAL DEVELOPMENT DAY AND HAD EARLY DISMISSAL. FOR EVERYBODY WOULD GIVE THE STAFF AND SHE MENTIONED A LOT, MANY OF WHOM. ARE EITHER RETIRED MILITARY OR RELATIVES OF RETIRED MILITARY. WOULD GIVE THEM THE OPPORTUNITY TO PARTICIPATE IN WHATEVER COMMUNITY EVENTS WOULD BE GOING ON WHICH I THINK OF MOSTLY SCHEDULED FOR THE AFTERNOON TO ALLOW THE STUDENTS TO PARTICIPATE. SO MY ONLY COMMENT WOULD BE TOO KEEP IT AS A AS A HALF AS EARLY DISMISSAL DAY, AS WAS MENTIONED EARLIER FOR THE REASONS MENTIONED EARLIER BY MS KARWACKI AND OTHERS. BUT TO CONSIDER ELIMINATING THAT PROFESSIONAL DEVELOPMENT DAY FOR THE STAFF AND GIVE THEM. THE AFTERNOON OFF AS WELL SO THEY COULD PARTICIPATE IN WHATEVER EVENTS THEY MIGHT WANT TO. I DON'T KNOW IF IT'S TOO LATE TO AMEND THE CALENDAR FOR THAT OR NOT, AND I WAS GOING TO PIGGYBACK ON DR PHILLIPS COMMENTS. I'M SORRY TO INTERRUPT. BUT DO YOU HAVE ANY STATS ON THE COMMENTS FOR LABOR DAY? THAT MIGHT HELP US ALSO. I'VE BEEN MARRIED TO STAY.

EXCUSE ME. UM YES. YOU SHOULD HAVE RECEIVED ANY COMMENTS IN RELATION TO VETERANS DAY. UM IN THOSE EMAILS THAT YOU REFERENCED THOSE MULTITUDES OF EMAILS. I DO NOT KNOW THE EXACT NUMBER OF COMMENTS SPECIFICALLY ABOUT VETERANS DAY. UM I DID ALSO NOTICED IN THE COMMENTS THAT WERE SHARED EARLIER DURING PUBLIC COMMENT THAT SUGGESTION THAT. THAT AFTERNOON OF PROFESSIONAL DEVELOPMENT. THESE SET UP SPECIFICALLY TO ALLOW FOR STAFF TO PARTICIPATE IN VETERANS DAY ACTIVITIES, AND I DO NOT WANT TO SPEAK FOR THE PROFESSIONAL DEVELOPMENT OFFICE.

BUT I'M CURIOUS IF MISS CULTURE OR UM OR MR HARBERT ARE ONLINE AND WOULD BE WILLING TO ADDRESS THAT POSSIBILITY AS MUCH LATER LET ME LET ME PROVIDE JUST. ONE OBSERVATION ON THE CALENDAR THAT MADE BE USEFUL HERE. MM. MORE SO THAN PD. THE DAYS RIGHT AROUND THE END OF THE QUARTER. SO IF YOU LOOK AT THE LOOK AT THE CALENDAR IS THE LITTLE ORANGE TRIANGLE REPRESENTS THE END OF THE QUARTER. AND SO WHAT WE'VE TRIED TO DO. I BELIEVE THERE'S A REASON THAT THESE STATES ARE LINED UP. IT WASN'T ON THE CALENDAR COMMITTEE, BUT THAT UMR THE END OF THE GRADING PERIOD BECAUSE. PREPARATION OF REPORT CARDS ADDRESSING LATE ASSIGNMENTS, IT USUALLY COMES AT THE VERY END OF THE QUARTER. YOU KNOW THAT TIME FOR TEACHERS TO BE ABLE TO ENGAGE IN THE GRADING AND CORRECTING AND PREPARATION OF REPORT CARDS. THAT'S ONE OF THE REASONS WE TRY TO PUT. EARLY RELEASE OR PD TIME THEY'RE AVAILABLE NEAR. THE END OF THE QUARTER, SO I WOULD SUGGEST AGAIN. THAT THE REASON FOR HAVING THE 11TH BECAUSE USUALLY THEY HAVE A WEEK TO GET THESE THINGS INTO THE 11TH AS CLOSE ENOUGH THAT THAT WOULD BE A PREPARATION DAY FOR THAT END OF THE QUARTER, WHICH OCCURS IN THE FLOOR. SO THAT WOULD BE ONE OF THE REASONS FOR WANTING TO HAVE A HALF DAY NEAR THE END OF THE QUARTER BECAUSE YOU'LL SEE THAT THAT'S THE CLOSEST. YOU KNOW, OCTOBER THE LAST HALF DAYS OF 13TH, WHICH IS TOO FAR OUTSIDE THE WINDOW, SO. THAT WOULD BE ONE OF THE MAJOR REASONS FOR THAT. ANY OTHER QUESTIONS. NO IS IT JUST A CURIOSITY? IS IT TOO LATE TO ADDRESS THAT ISSUE OR. ARE WE LOOKING AT EITHER OR AS FAR AS HE'S CALENDARS ARE CONCERNED. CERTAINLY MAKE AMENDMENTS. YOU KNOW, WE CAN WEO CHOOSE SOMETHING. BUT IN TERMS OF IF YOU WANT TO AMEND THE CALENDAR AND MAKE A MOTION TO AMEND IT, YEAH, THAT CAN BE DONE. NOW WE'RE AT A LATER DATE. MAN. TODAY, OKAY? THAT'S NARROW PURPOSE BECAUSE I WOULD CREATE ACCORDING WEEKEND FOR KIDS. FOURTH, RIGHT. A LOT OF REALLY DISMISSIVE. SO THERE'S A LOT TO CONSIDER THAT YOU CAN TODAY? YES. BUT LET'S GET THROUGH. SEE IF DR MUELLER HAS ANYTHING ELSE TO SAY AND THEN WE CAN FIGURE OUT WHAT'S NEXT BECAUSE THEY. ONE OF THE THINGS WE HAVE TO TALK ABOUT IS HOW WE'RE GOING TO VOTE ON THIS AND HOW WE'RE GOING TO FIGURE IT OUT. I'M GONNA TURN THE DOCTOR TO MR SPICER FOR THAT ONE, PROBABLY, BUT. WE'RE GOING TO HAVE TO MAKE SOME CHOICES. SO LET ME LET THE DOCTOR SPEAK, AND THEN WE'LL GO BACK AROUND AGAIN. I WANTED TO SAY THAT I THOUGHT

[01:30:03]

THAT MR BROWN MADE A REALLY COMPELLING ARGUMENT. AS TO THE GENTLEMAN LAST WEEK. I HAD SPOKEN TO MS LATER ABOUT THIS BECAUSE I AM CONCERNED. ABOUT STAFF WHO WANTS TO PARTICIPATE IN VETERANS DAY ACTIVITIES. I UNDERSTAND MISS KARWACKI. HE'S UM, COMMENTS ABOUT STUDENTS JUST HAVE A DAY OFF, AND IT DOESN'T MEAN AS MUCH TO THEM AS IF THEY HAVE ACTIVITIES AROUND IT. BUT IF I UNDERSTOOD MISS BROWN CORRECTLY, IT WAS. IF WE MAKE IT A PROFESSIONAL DEVELOPMENT DAY, THEY CAN'T ASK FOR THAT TIME OFF. IS THAT ME SOMEBODY ELSE. THANK YOU. THANK YOU. THANK YOU FOR THE CLARIFICATION. UM I WOULD DEFINITELY LIKE TO SEE US DO SOMETHING THAT WOULD ALLOW STEP TO TAKE TIME OFF TO PARTICIPATE IN VETERANS DAY ACTIVITIES. HOWEVER, THAT MIGHT BE ACHIEVED. OKAY? AND ACTUALLY , THE ONLY THING I WANT TO THROW DOWN THERE. YEAH, THAT'S ALL I WANT TO DO. ALL RIGHT. THAT WAS REALLY GOING TO BE, UM. WHEN I WAS SIMILAR TO WHAT I WAS GOING TO ASK. IF WE'RE TALKING ABOUT AN EARLY DISMISSAL. AND WE'RE GIVING. CAN TEACHERS HAVE THE OPTION TO WORK ON REPORT CARDS OR GRADING? OR PARTICIPATE. IN EXTENDED ACTIVITIES. BECAUSE GRADING. IS NOT THE SAME AS HAVING. PROFESSIONAL DEVELOPMENT TEAM COME IN AND WORK WITH YOU ON REFINING YOUR SKILLS. UNDERSTAND SO CAN SOMEBODY ANSWER THAT ONE FOR ME TO ANSWER THAT YOU WANT ME TO BEND OR THAT WOULD PROBABLY BE MR RICHARDSON AND THIS ALFRED QUESTION. YEAH.

MR. RICHARDSON. ARE YOU STILL WITH US? I'M HERE, PRESIDENT GAUTIER. THANKS DID YOU CATCH THAT QUESTION? IT'S ESSENTIALLYR WE'RE TALKING ABOUT. THE VETERANS DAY HOLIDAYS IS TREATED THE SAME EQUALLY ON EITHER CALENDAR. IS IT POSSIBLE TO FIGURE OUT SOME WAY FOR US TO HAVE SOME FLEXIBILITY. TO ALLOW OUR VETERANS OR VETERANS WHO ARE TEACHERS EMPLOYEES. HCPS, TOO.

EVEN KNOW WHAT WE WOULD CALL IT FLEX TIME, YOU KNOW. YOU DON'T HAVE TO DO YOUR GRADES. YOU CAN GO AND DO AN ACTIVITY. GO TO ONE OF THE YOU KNOW MULTITUDES OF CEREMONIES THAT THERE ARE THAT ARE HONORING OUR VETERANS THAT THEY MAY WANT TO PARTAKE IN. OR TO SPEND TIME WITH THEIR FAMILIES, BECAUSE YOU KNOW OUR MILITARY FAMILIES SACRIFICE A LOT, I THINK. SOMETHING WE COULD BE A LITTLE FLEXIBLE ABOUT. I THINK YOU'RE ALLUDING TO MORE SELF DIRECTED. PD IT WOULD BE CORRECT KNOWLEDGE. HE THERE OKAY BY THAT. THAT'S DEFINITELY I'LL LARGER TIME. SELF DIRECTED PD.

SOUNDS GOOD TO ME LIKE THAT. YES, SUGGESTS NOT A COUPLE OF TIMES MYSELF. ALRIGHT. SO THAT IS SOMETHING THAT. WE DON'T NEED TO VOTE ON BUT THAT IS SOMETHING THAT CAN BE DONE. WELL I'D LIKE TO MAKE SURE THAT IT IS HONORED BECAUSE IF THERE IF WHAT I'M HEARING IS THAT PROFESSIONAL DEVELOPMENT. THAT THEY CAN'T TAKE TIME OFF. I WANT TO MAKE SURE THAT THEY CAN HAVE THAT TIME TOO. GO TO THE CEREMONIES OR WHATEVER THEY LIKE TO PARTICIPATE IN, AND IT SHOULDN'T BE RESTRICTED TO JUST VETERANS BECAUSE THEY MAY BE FAMILIES OF BETTER, RIGHT? I MEAN, I THINK WE PROBABLY ALL HAVE VETERANS IN OUR FAMILY ITSELF DIRECTED PD. AND THAT WOULD ALLOW THEM TO THAT WOULD ALLOW THEM TO ENGAGE IN ACTIVITIES RELATED TO THE HOLIDAY. AND THEY YOU KNOW IF I WANT TO DO MY REPORT CARDS AT HOME. GREAT PAPERS AT HOME. I CAN. CERTAINLY I SHOULD HAVE THE OPTION TO DO THAT. THAT'S JUST EVERYWHERE. EVERY WEEKEND AT MY HOUSE. UM ANOTHER RESCUE, SO LET ME ASK MR SPICER. I FEEL LIKE THAT THE CONTRACT ISSUE AND THAT'S A THAT'S A MANAGEMENT ISSUE. IS THAT SOMETHING THAT WE CAN VOTE ON? I THINK YOU CAN VOTE ON. YOUR VISION OF YOUR DIRECTION AS TO WHAT THE TOM. THE DAY. THE SECOND HALF OF THE DAY WOULD BE USED FOR BY, UM TEACHERS AND OTHER EMPLOYEES. WOULD WE NEED TO MAKE AGAIN REGARDLESS OF WHICH CALENDAR?

[01:35:04]

BUT WE NEED TO HAVE A MOTION MADE STATING THAT WE NEED TO THAT. WE. WOULD LIKE FOR IT TO BE SELF DIRECTED PROFESSIONAL DEVELOPMENT FOR ANY EMPLOYEES THAT AFTERNOON. I THINK THAT YOU CAN. STATE THAT AN EMOTION YES, AND SAY SOMETHING TO THE EFFECT IF I UNDERSTAND THE BOARDS POSITION CORRECTLY. OR VISION CORRECTLY WOULD BE THAT THE. FOUR DIRECTS THAT THE PROFESSIONAL DEVELOPMENT ALREADY PLANNED FOR I DON'T REMEMBER. THE DATE IS NEVER REALLY 11TH NOVEMBER 11TH. THAT'S NOVEMBER. THAT'S VETERAN FAVOR YEAR. I'M SORRY. UM SO. THAT THE PROFESSIONAL DEVELOPMENT PLAN FOR NOVEMBER THE 11TH WOULD BE USED AS SELF DIRECTED. MM PROFESSIONAL DEVELOPMENT FOR THE PURPOSES OF OBSERVANCE OF THE UM VETERANS DAY HOLIDAY. EVERYTHING GOT MOST OF THAT. BUT WE'LL PROBABLY NEED PROMPT LATER. DR. BOLTON DID YOU HAVE A SUGGESTION ? JULIAN MISS LATER MAY COME ACROSS THE AIRWAVES AFTER I SAY THIS ALOUD, BUT I'M GOING TO MAKE A SUGGESTION. UM. TO SOME DEGREE, JUST MAKING THAT HALF DAY MORE FLEXIBLE DOESN'T ADDRESS THE NEED FOR TEACHERS TO BE ABLE TO HAVE. GARDEN PLANNING PROTECTED TIME FOR REPORT PREPARATION. THE FIRST QUARTER AS YOU'RE SEEING THAT BOX ABOVE THE TWO DIFFERENT CALENDARS.

WELL, OKAY ON THE. PRE LABOR DAY AND THE FIRST CALENDAR. THE FIRST QUARTER IS 46 DAYS. SECOND QUARTER IS LONGER 50 DAYS, SO WE HAVE A SORT OF AN IMBALANCE. I WOULD SUGGEST. THAT ONE OF THE WAYS YOU CAN HELP BALANCE OUT A LITTLE BIT DOESN'T CHANGE THE DAYS, BUT IT PUTS MORE TIME. I WOULD SUGGEST ADDING ADDITIONAL HALF DAY IN THE FIRST QUARTER AND REMOVING ONE FROM THE SECOND QUARTER. SORRY YOU COULD LOOK AT SO THERE'S APPEAR TO HAVE BEEN EFFORTS. YOU CAN LOOK AT THE 2ND AND 3RD QUARTER YOU COULD THERE APPEAR TO HAVE BEEN EFFORTS TO CREATE LONG WEEKENDS FOR STUDENTS. WHEN YOU LOOK AT JANUARY, 13TH BEING A HALF DAY THAT'S A HALF DAY PRIOR TO THE MARTIN LUTHER KING. HOLIDAY RIGHTS CREATES A LONG WEEKEND. IF YOU LOOK AT. MARCH 10TH BEING A HALF DAY AGAIN. THAT'S SORT OH . BUT WE KNOW THAT FORWARD MARCH IS ALWAYS A LONG STRETCHED RESORT. MANY HOLIDAYS THERE, AND THAT'S THE TIME WHEN PEOPLE NEED A BREAK. BUT THOSE ARE THE TWO MONTHS WHERE YOU HAVE TO HAVE DAYS SCHEDULED. YOU MIGHT CONSIDER FOR EXAMPLE, TAKING JANUARY 13TH MOVING THAT TO NOVEMBER 4TH. LEAVING IT AS A HALF DAY. SO TEACHERS HAVE THE PLANNING TIME AND THEN TURNING THE 11TH INTO AN EARLY DISMISSAL . THE WAY THE 23RD IS AND JUST KEEP IT CLEAN AND TIDY. QUESTION WOULD. MEETING AND WORKING WITH THAT FOR STAFF. SO THAT WE DON'T HAVE TO GET INTO THIS PARTICULAR DETAIL THAT'S MEMORIALIZED IN THE CALENDAR WITHOUT NEEDING ANY EXTRA MOVES. I. AGAIN. I WASN'T PARTY TO GIVE AND TAKE. OF WHAT CAUSED THOSE DATES. SO IT DOES MAKE ME NERVOUS, TOO. HALF DAY, BUT AGAIN, IT APPEARS SOMEONE IN JANUARY. DELIBERATE TOO. PROVIDE AN EXTRA HALF DAY BUT ALSO EXTEND THAT WEEKEND A LITTLE BIT FOR THE STUDENTS. BUT LIKE I SAID, IF I HAD TO SUGGEST. I WOULD TAKE 13TH NOVEMBER 4TH A HALF DAY NOVEMBER 11TH. AN EARLY CLOSURE FOR ALL OFFICES. UM, THE LEAVES NOVEMBER KIND OF BROKEN UP, BUT WE OFTEN DEAL WITH THAT WITH THE THANKSGIVING HOLIDAY BECAUSE ESSENTIALLY, YOU HAVE. THREE OF THE FOUR FRIDAYS IN NOVEMBER WOULD BE SHORTENED. THE BETTER FRIDAYS THAN OTHER DAYS. AND SO THAT WOULD BE MY SUGGESTION TO THE GROUP. BUT AGAIN, THIS IS. BEFORE YOU GO INTO THE LONGER CONVERSATION, WHICH I THINK IS IMPORTANT AS TO WHETHER WE'RE DOING PRE OR POST LABOR DAY. I THINK WE DO. THAT'S CONVERSATION. WE NEED TO GET TO THE END OF BEFORE THE VOTE, SO RIGHT. I AGREE. ALRIGHT. SO DID ANYBODY HAVE ANY QUESTIONS OR COMMENTS BASED ON WHAT DR BOLTON WAS SUGGESTING UNDERSTANDING THAT WHAT MR SPICER IS SUGGESTING IS STILL GOING TO HAVE TO TAKE PLACE. REGARDLESS OF WHAT THEY WERE TALKING ABOUT. YES NO. MAYBE SO I THOUGHT I UNDERSTOOD DOCTOR BOLSON TO SAY NEVER 11TH WOULD BE A HALF DAY. STUDY AFTER PERIOD PERIOD CLOSURE LIKE THE 23RD, SO THERE'S NO QUESTION OF. PROTECTING THOSE THREE HOURS. THAT WOULD BE OKAY CLOSURE OF ALL OFFICES AND SCHOOLS SO STAFF WOULD BE ABLE TO GO HOME AT THE END. YOU KNOW, HALFWAY THROUGH THE DAY THAT, OKAY. AND MOVING THE HALF DAY KEEPS THE TOTAL NUMBER OF DAYS IN PLACE. I TOLD NUMBER OF HOURS IN PLACE. SO FROM JANUARY 13TH TO NOVEMBER FOUR. JANUARY 13TH AWAY.

[01:40:01]

NOVEMBER 4TH AT THE HALF. LATER. DID YOU FOLLOW ALL OF THAT? I WAS WAITING PATIENTLY. CHEST I WANT TO ADVOCATE FOR THE CALENDAR COMMITTEE WHO HAD MANY DISCUSSIONS AND DR BAUER CAN CORRECT ME IF HE DIDN'T AGREES. BUT THERE WERE EXTENSIVE CONVERSATIONS ABOUT ADDING AN EARLY DISMISSAL ON THE FOURTH AND HAVING THE 11TH BEING EARLY CLOSURE, AS DR BOLSON SUGGESTED.

WE DID HAVE REPRESENTATIVES FROM MULTIPLE TYPES OF, UM OF GROUPS , INCLUDING OUR SPECIAL EDUCATION FAMILIES WHO WERE ADVOCATING. FOR KEEPING SCHOOLS OPEN FOR THAT FULL WEEK AT THE BEGINNING OF NOVEMBER, UM IN ANTICIPATION OF KNOWING HOW CHALLENGING IT CAN BE TO BREAK UP THAT TIME, SO I JUST WANT TO MAKE SURE THAT I EXPRESSED THAT ON BEHALF OF THE COMMITTEE DO MY DUE DILIGENCE AS THE CHAIR TO SHARE THAT FEEDBACK. THANK YOU, MISS LATER. PRE. SHE ATE IT.

YEAH DR. MUELLER WHAT'S YOUR MUCH LATER? I WOULD SAY THE ONLY CAVEAT TO THAT IS BECAUSE I WAS ON THE CALENDAR CALENDAR COMMITTEE ALSO IS THAT I DID NOT REALIZE THAT IF IT WAS A PROFESSIONAL DEVELOPMENT THAT THESE STAFF COULD NOT TAKE OFF THAT DAY THAT HALF DAY. SO THAT CHANGES THE CONVERSATION A LITTLE BIT LEAST IN MY MIND. ALL RIGHT. ANYTHING JUST TALKING ABOUT LABOR DAY AGAIN. I'M SORRY . SORRY, VETERANS DAY. I'VE GOT THE PRE LABOR DAY THING IN FRONT OF ME. JUST TALKING ABOUT VETERANS DAY. REGARDLESS OF WHAT CALENDAR WE GO. DOES ANYBODY HAVE ANYTHING ELSE TO SAY ABOUT ADDING THE MEMBER FOURTH OF THE HALF DAY. TAKE AWAY JANUARY 13TH. AS A HALF DAY THAT WOULD NO LONGER BE A PURPLE DAY. AND THEN. DOING NOVEMBER 11TH, WHICH IS VETERANS DAY. AS A HALF DAY. HOWEVER IT WOULD BE SCHOOLS AND OFFICES CLOSE AT THE HALF DAY.

THIS IS DAVID. UM. I RECOGNIZE THAT THE JANUARY ONE IS BASICALLY BECAUSE WE HAVE A HOLIDAY BEFORE IT. AND. WE DO THAT FOR VIRTUALLY EVERY HOLIDAY . I DON'T SEE THAT WE HAVE TO. I DO HAVE A CONCERN ABOUT BREAKING THE PATTERN THERE. UM. I WOULD ALSO BE OPEN TO SAYING. WHAT IF WE ADD NOVEMBER 4TH WAS AN EARLY DISMISSAL MAKE THE 11TH THE EARLY DISMISSAL FOR EVERYBODY, BUT LEAVE. THE ONE IN JANUARY. UM I RECOGNIZE WE HAVE A BUFFER OF REQUIRED HOURS THAT IS LIMITED. AND I'LL BE HAPPY FOR INPUT FROM THE ADMINISTRATION ON WHETHER THEY THINK WE ARE STILL SAFE THERE. THE SECONDARY LEVEL, DR BAUER THAT WOULD LEAD IF WE ADDED EARLY DISMISSAL ON NOVEMBER 4TH AND KEPT THE JANUARY 13TH EARLY DISMISSAL AND MAINTAIN THE NOVEMBER 11TH EARLY DISMISSAL. THAT WOULD LEAVE US WITH ONLY THREE EXTRA HOURS AT THE SECONDARY LEVEL. OKAY? NOT WANT TO HAVE ONE LATE ARRIVAL AND WE'RE DEAD THERE. OKAY? MORE QUESTION. SURE. JULIAN IS ONE QUESTION YOU MENTIONED EIGHT OF THE 24 DISTRICTS IN THE STATE WHERE POST LABOR DAY. CAN YOU? DO YOU HAVE ANY IDEA WHAT THE CENTRAL MARYLAND AREA IT LOOKS LIKE IN OTHER WORDS ARE SURROUNDING COUNTIES. JUST HAD A CURIOSITY. NO I DO NOT. BUT I'M SURE I COULD SEND YOU SOMETHING AFTERWARDS. BUT THAT WOULD NOT BE IN TIME FOR YOU TO MAKE YOUR DECISION. TO HAVE THAT VISUAL MAP IN FRONT OF YOU. I APOLOGIZE. YOU'RE WELCOME. MILLION OUT OF THOSE 24. HOW MANY HAVE STILL NOT DECIDED. THAT WAS BASED ON LAST YEAR'S INFORMATION. I DO NOT HAVE THIS YEAR'S YET. EACH DISTRICT IS SLOW IS MAKING THAT DECISION AT THIS TIME, I THINK MAYBE AND DR WILSON MIGHT KNOW THIS BETTER THAN ME, GIVEN HIS CONNECTIONS, BUT MAYBE TWO OR THREE HAVE ALREADY VOTED ON THEIR CALENDARS. NOT I DON'T BELIEVE IN ANY HAVE HAVEN'T HEARD MUCH ABOUT ALL RIGHT. ANY OTHER. BUT WE STILL HAVE YOU KNOW THE WHOLE VETERANS DAY KIND OF MARINATING.

LET'S TALK ABOUT THE PRE LABOR DAY POST LABOR DAY. I'M GONNA START WITH MISS KARWACKI AGAIN.

IT'S GOING TO KEEP GOING AROUND GUYS BECAUSE WE'VE GOT TO HASH IT OUT. OH, GOSH ME TO START THE OTHER END. I CAN SORT OF I CAN'T EARLIER. OKAY THEN I'M GOING TO GO BACKWARDS. DR. MUELLER THAT

[01:45:05]

PUTS YOU IN THE HOT SEAT. SO I DID HEAR SOME COMPELLING ARGUMENTS FROM PEOPLE ABOUT THE COUNTY FAIR, WHICH USUALLY TENDS TO RUN VERY CLOSE TO THE OPENING OF SCHOOL STATE. EXCUSE ME, BUT I ALSO. YEAH I DON'T DO THOSE. I ALSO UNDERSTAND THE DESIRE TO BETTER LINE WITH HCC BECAUSE AS TIME GOES ON, WE KEEP GETTING MORE AND MORE STUDENTS THAT ARE DOING THE DUAL ENROLLMENT. SO AT THIS POINT, MY FEELINGS ARE LIKE TO SEE THE PRE LABOR DAY. RIGHT? SO GOOD. I WENT OUT THERE FIRST.

ALL RIGHT, YOU'RE OUT THERE. SOMEBODY HELP ME HERE, DR PHILLIPS. I MEAN, WELL. THIS PROPOSED TO COMMENT ON DR MULES COMMENT. THE COLLEGES TYPICALLY WOULD START EVEN A WEEK BEFORE.

WE WOULD START AT THE PRE LABOR DAY. CALENDAR SO WE'D ALREADY BE BEHIND EITHER CIRCUMSTANCE. UM YOU KNOW, I'VE ALWAYS BEEN A POST LABOR DAY TYPE OF PERSON IF THERE'S IF WE CAN CATEGORIZE YOURSELF THAT WAY. I JUST STILL LOOK AT LABOR DAY. IT'S KIND OF THE UNOFFICIAL END OF SUMMER.

AND. I JUST I'M PERSONALLY GOING TO VOTE IN FAVOR OF A POST LABOR DAY START. JUST FROM PRECONCEIVED NOTIONS OF WHAT THIS APPLICATION SHOULD LOOK LIKE RIGHT? MS RICCARDI ANY THOUGHTS? SO, UM. I THINK IT'S PRETTY INTERESTING BECAUSE IT WAS SO MUCH MORE PROPOSED PROPONENT THAT PEOPLE WANTED TO POST LABOR DAY LAST YEAR. AH, THAT IS PRETTY MUCH AN EVEN SPLIT RIGHT NOW. I RESPECT DR BOWERS COMMENTS ABOUT THE EARLY LABOR DAY. I MADE THE PRE LABOR DAY OPENING TO A LINE OR MORE CLOSELY ALIGNED WITH HCC, BUT WE'RE REALLY NOT CLOSELY THERE YET. BECAUSE IT'S STILL CONSIDERABLY SEPARATE. UM I REALLY WAS AN ADVOCATE. LAST YEAR FOR THE NORTH HARFORD COUNTY COMMUNITY WITH REGARD TO THIS THE FAIR. THE STATE FAIR AND THAT WAS SOMETHING THEY GROUP FELT THEY WERE UNDER REPRESENTATIVE ON THE O. AT THAT TIME, THE GROUP FELT THEY WERE UNDERREPRESENTED. ON THE CALENDAR COMMITTEE AND REALLY WAS LOOKING FOR SOME ADVOCACY TO MOVE TOWARDS A POST LIBERTY MOVE. SO, UM. I'M CLOSER TO PRE LIBERTY THAN I WAS WHEN I CAME INTO THIS MEETING, BUT I'M STILL TENDING TOWARDS POST LIBERTY.

OKAY? YOU'RE STILL SPLIT. ALRIGHT WORKING BACKWARDS STILL, MISS HOLCOMB, DO YOU HAVE ANY THOUGHTS? PRE POST YOU YOU'RE GOING TO BE IN COLLEGE. PHONE, RIGHT? BUT. SOME STUDENTS POSTS ARE JUST BECAUSE. ENGLISH AND BELIEVE IS THE FORCE THAT MOST STUDENTS WOULD BE LOOKING TO DO AND ROLLING THEIR SENIOR YEAR. AND. FOR ME OR THE STUDENTS AT MY SCHOOL, WHICH IS, YOU KNOW, AS SOON AS I GET TO ACCESS THE MOST IN HERE, GET THINGS ABOUT OUR COURSE FOR HTC STARTED THE FIRST DAY OF SCHOOL. SO IT DIDN'T START WITH THE HCC CONGRESS. WE WEREN'T NECESSARILY DOING WORK BEFOREHAND. BUT I DO UNDERSTAND THAT STUDENTS TAKE OTHER COURSES AT HCC. THEY DID START BEFOREHAND. OR BEFORE THE HCPS START DATING. THAT'S ALL. CAN I ASK YOU A QUESTION? YOU'RE SAYING THAT THE CLASS YOU TOOK OR THAT PEOPLE AT YOUR SCHOOL WE'RE TAKING DIDN'T START SO PEOPLE AT SCHOOL. PEOPLE AT MY SCHOOL WERE TAKING WHICH IS ENGLISH. ONE OR ONE. WE HAVE BASICALLY LIKE A CLASS THAT WAS EXCLUSIVE FOR IT. H THS STUDENTS BACK CLASS STARTED AT EIGHT CPS , UM, THE U. S CALENDAR ON THE FIRST DAY OF SCHOOL. THAT THAT MAKES MORE SENSE TO ME. GOTCHA.

ALL RIGHT, MR ROBINSON. RACHEL, I'M SORRY. HAVE A QUESTION PRESIDENT GUARDIAN. SO. CAN I MISS HOLCOMB? ARE YOU SAYING YOU SAID INITIALLY YOU WERE POST LABOR DAY CORRECT. OR YOU SPLIT.

POST LIBERTY. JUST CURIOUS. THANK YOU. COOL, MR ROBINSON. POSED. EXCUSE ME BOTH LABOR DAY.

YOU'RE LINKING POST, OKAY? DR BAUER. YOU SAID YOU LIKED THE PRE LABOR DAY. I'M GUESSING YOU STILL STICKING WITH THAT? YES, THAT IS CORRECT. ALL RIGHT? KELLY. SO IT'S DEFINITELY DIFFICULT POSITION BECAUSE I CAN SEE YOU KNOW WHAT WORKS FOR BOTH? BOTH CALENDARS. I THINK AS A PARENT UM, IT'S. REALLY HARD TO FIND CHILDCARE THAT LAST WEEU KNOW WHEN BEFORE SCHOOL STARTS,

[01:50:08]

THERE'S A LOT OF SUMMER CAMPS HAVE WRAPPED UP. THEY'RE OFFERING. SO YOU KNOW, AT FRIENDS AND YOU KNOW, JUST MY OWN. UM EXPERIENCES MOIST, KIND OF STRUGGLING TO FIND TO FIND CHILDCARE FOR THAT TIME, SO I AM LEANING TOWARDS PRE LABOR DAY. KARWACKI HIM BACK TO YOU. OKAY I WAS I COULDN'T FIND CECIL COUNTY'S 20. I DON'T THINK THEY'VE APPROVED THERE YET. BUT BALTIMORE COUNTY IS PRE LABOR DAY. CARROLL COUNTY IS POST SO IT'S A TOSS OF A COIN. UM. GOD WILLING, WE DON'T HAVE A LOT OF SNOW DAYS THIS YEAR. BUT. I KNOW THAT. UM. POST LABOR DAY. SEEMS TO BE REALLY IMPORTANT TO A LOT OF RESIDENTS. HERE IN HARFORD COUNTY. AS FAR AS THE STATE FAIRS CONCERNED. THE NUMBERS OF STUDENTS THAT WE HAVE THAT ACTUALLY PARTICIPATE IN THE FAIR. IS REALLY. MINUSCULE COMPARED TO THE ENROLLMENT IN OUR SCHOOL SYSTEM. BUT. HAVING WORKED IN THE SCHOOL SYSTEM AND HAVING HAD IT BOTH WAYS. WHEN THE KIDS COME BACK BEFORE LABOR DAY, THE TEACHERS COME BACK AND MID AUGUST AND. BEEN THERE DONE THAT. IT'S NOT MY FAVORITE THING TO DO. SO I'M GOING TO GO WITH POST LABOR DAY. RIGHT? IS ANYBODY HAVE ANY QUESTIONS REGARDING THINGS LIKE. HOW MANY KIDS DO WE HAVE INVOLVED IN FOUR H. HOW MANY KIDS DO WE KNOW OF THAT? GO TO THE STATE FAIR. NOTHING LIKE THAT. I'M JUST TRYING TO THINK OF OTHER QUESTIONS THAT WE'VE ASKED IN THE PAST THAT WE HAVE REPRESENTATION ON THE CALENDAR COMMITTEE THIS YEAR. MAYBE JILLIAN CAN HELP US WITH THAT. MOMENTS LATER. YES WE DID HAVE REPRESENTATION FROM THE AGRICULTURAL COMMUNITY. AND HE DID ADVOCATE FOR POST LABOR DAY.

OKAY AND HOW MANY CHILDREN ARE WE TALKING ABOUT? I CANNOT TELL YOU. THEY SHARE THAT INFORMATION. FEEL LIKE WE'VE STRUGGLED IN THE PAST, TRYING TO GET NUMBERS OF KIDS THAT ARE IN FOR AGES THAT ARE ACTUALLY SHOWING BUSH I COULD REMEMBER WHO I WHO I WAS TALKING TO, BUT IT WAS SOMEONE. IT CAN BE CHALLENGING TO OBTAIN THAT NUMBER WHEN THIS WAS A CONVERSATION PREVIOUSLY WE DID REACH OUT TO NORTH HARFORD HIGH SCHOOL WHERE WE ASSUMED WE WOULD HAVE A NUMBER OF STUDENTS. THAT WOULD BE AFFECTED. THE INFORMATION THEY SHARED AT THE TIME, AND THAT MAY HAVE CHANGED , BUT AT THE TIME THEY FELT AS THOUGH AT THAT POINT IN THE STATE FAIR, UM THAT IT WAS A EXTREMELY SMALL NUMBER OF STUDENTS THAT WOULD BE AFFECTED IT. AS I RECALL. IT'S A TWO DIGIT NUMBER LESS THAN 50. CORRECT, OK? OKAY? NOT REALLY SURE, MR SPICER, WHERE WE GO FROM HERE. I THINK THE NEXT THING IS WE NEED TO VOTE ON A CALENDAR. BUT SINCE WE HAVE THE TWO OPTIONS DO WE VOTE ON ONE FIRST OR DO WE JUST SAY? SO THIS IS DAVID. I'M MOVED THAT WE ACCEPT THE AH. PRE LABOR DAY START CALENDAR WITH POSSIBLE AMENDMENTS. LET'S VOTE. LET'S DISCUSS THAT VOTE ON THAT. AND SEE IF WE NEED TO. MAKE A SECOND MOTION AFTER. ALL RIGHT. DO I HAVE A SECOND FOR THAT MOTION FOR THE PRE LABOR DAY CALENDAR? CAESARIAN I SECOND OKAY? ALL IN FAVOR OF. DISCUSSION. PLEASE DISCUSSION. YEAH. ALRIGHT SO DISCUSSION ON THE PRE LABOR DAY CALENDAR KIND ALREADY HAD IT. CART BEFORE THE HORSE. SORRY ABOUT THAT. THAT'S GREAT. I WAS FINE. WHERE DO WE KIND OF DO WE FEEL LIKE WE NEED ANY MORE DISCUSSION ABOUT NO. THIS IS DAVID. UM, SEVERAL COMMENTS. RIGHT, SO. AND LABOR DAY. SO I'VE RECOGNIZED THAT, UM. I HAVE SEEN MORE FRANKLY. VOLUME. CONCERNING POST LABOR DAY START.

AND I BELIEVE THAT IT IS THAT IT IS. PEOPLE WHO WANT POST LABOR DAY START TEND TO BE LOUDER ABOUT IT. NOT THAT THEY'RE MORE NUMEROUS. UM. WHETHER THAT IMPACTS WHETHER HOW LIKELY THEY

[01:55:09]

ARE TO RESPOND TO DIFFERENT TYPES OF SURVEYS. MAKES PLAIN THE DIFFERENT TYPES OF NUMBERS.

WE HAVE GOTTEN. UM. WE WERE LOOKING INTO A SMALLER SAMPLE SIZE. OH BECAUSE 500 SOMETHING WHERE WE HAD OVERWHELMING. THE MAJORITY SAID PRE LABOR DAY ON THE OTHER HAND, ARE OPEN SURVEY.

AH WE HAD A VERY SLIGHT 51% OF 49% SAID. POST SLAVERY DAY. AND SO. I DO THINK THAT PRE LABOR DAY IS THE BETTER OPTION FOR SCHOOL SYSTEM. FOR THE COMMUNITY. UM TODAY WE TALKED ABOUT HCC. TWO YEARS AGO. WE TALKED ABOUT AP TEST AND I'D TESTS WHERE. FOR A LOT OF THOSE CLASSES. THE AP TEST IS KIND OF THIS IS YOUR END OF YOUR GOAL. YEAH, YOU MIGHT LEARN SOME STUFF PAST THAT. WE ALSO HAVE SOME FUN LABS SINCE SUCH PAST THAT. STARTING THE SCHOOL YEAR EARLIER , HAVING MORE TIME BEFORE THOSE TESTS IS DEFINITELY BENEFICIAL TO OUR STUDENTS WHO ARE DOING THOSE CLASSES. THE POST LABOR DAY START. THIS LATER GAVE THE ENDING DATES FOR NO IMPLEMENT WHETHER DATES USED. RIGHT NOW. THE POST LABOR DAY START GOES UNTIL JUNE, 23RD. IF WE USE ALL OF THE CURRENT WEATHER DAYS, WHICH MEANS WE DO NOT WANT PEOPLE SCHEDULING VACATIONS.

THAT START UNTIL AT LEAST THE NEXT DAY THERE. JUNE 24TH. SO THIS SEASON'S. I BELIEVE PRE LABOR DAY START IS BEST FOR UM I'M. MORE OPEN ON THE. ISSUES AROUND. NOVEMBER 11TH IN NOVEMBER 4TH THE DISCUSSION THERE. OKAY? ANYBODY HAVE ANY COMMENTS ABOUT WHAT DR BAUER JUST SHARED? AND I WILL ADMIT I TOTALLY FORGOT ABOUT AP EXAMPLES. CUSTOMER KID TAKING A PIZZA GETTING HERE IT LATER. UMS IMPORTANT THAT WE CONSIDER YOU KNOW WHERE THINGS ARE ENDING.

YOU KNOW, SO FOR THOSE OF US THAT ARE COMFORTABLE WITH HEY, JUNE, 7TH IS IT'S A DATE. IF WE DON'T USE ANY IMPLEMENT BETTER DAYS, WHICH. OR WE MIGHT NOT, BUT THE LIKELIHOOD IS WELL, AT LEAST USE A FEW. THEN WE WOULD END AT THE VERY LATEST JUNE 15TH. WITH A PRE LABOR DAY START. VERSUS THE LATEST WE WOULD GO WITH THE POST LABOR DAY START IS JUNE 23RD. AND IN MY MIND THAT PRETTY MUCH SHOOTS THE ENTIRE MONTH OF JUNE. I DON'T LIKE THAT. QUESTIONS, SIR. SO WHEN ARE THE AP EXAMS NORMALLY? AND MAKE IT SO THE. EARLIER WE CAN START THE MORE. TIME IN THE STUDENTS HAVE TO WORK ON THIS RIGHT? THANK YOU. I WAS GOING OUT TO MATCH. GERMANY FOR ONE.

MEMBER FOR RON. EVERY LITTLE WEAK HELPS, ACCORDING TO WHAT I KEEP HEARING. AND I HEAR A LOT.

AT HOME. SORRY. ALRIGHT. ANY OTHER. COMMENTS CONCERNS QUESTIONS. CALL THE QUESTION.

VOTE. ON THE CALENDAR GENERALLY SUBJECT TO AMENDMENTS . OKAY BUT IF WE WROTE THAT DOWN, WE HAVE TO RESTART IT. ANOTHER AMENDMENT AND FOR THE POST LABOR DAY, RIGHT WELL, THEN THE FLOOR IS OPEN FOR ANY MOTION. WELL, IF WE GO DOWN TO PRE, THAT'S ASSUMING WE'RE GOING WITH THE POST SOMETHING ON MOTION THAT'S CORRECT IF YOU GO DOWN THE PRE THAT RULES THAT OUT AS AN OPTION, SO THEN WE'RE GOING WITH THE POST. AND WE HAVE TO. HOW DO WE FACTOR IN THE.

VETERANS DAY ISSUE. THEN YOU MAKE A MOTION FOR THE POST LABOR DAY. WITH THE PASSPORT WITH WITH

[02:00:01]

THE AMENDMENT. WHATEVER AMENDMENT YOU WANT ANYBODY FROM THE BOARD WANTED TO MAKE REGARDING VETERANS. ALL RIGHT, SO NO MORE DEPRESSION ABOUT THE PRE WORK IT. ALL RIGHT. MITHRIL IS DO A ROLL CALL VOTE, PLEASE. BACKWARDS, PLEASE BACKWARDS. MY GOD. TALKED ABOUT OUR YES. MISS KELLY. YES. SPECTER, PHILIP NO. MR RICCARDI? NO. MR ROBINSON. NO. MISS HOLCOMB. NO. THIS KARWACKI. NO. VICEPRESIDENTE MILLER. YES. PRESIDENT GLORIA YES. QUESTION DOES NOT PASS, OKAY? MOTION DOESN'T PARIS SO BACK TO THE DRAWING BOARD AGAIN? MAKE CHECK SOMETHING. SURE I CAN'T REMEMBER THE BOARD MEMBERS COUNTS ON THE CALENDAR OR NOT. JUST WORN. IT DOES DUDE.

IMPORTANT MEMBER I THOUGHT. LIKE BIG IT DOES, YOU KNOW, FEELING PRETTY CONFIDENT. IT WOULDN'T MATTER. IT'S STILL FAILS BECAUSE THERE'S NO CLASSROOMS 45 4. 54 AGAINST. AND WHICH WAY DID MISSILE CAMBODIA? NO SHE WAS IN THE FIVE. SHE WAS IN THE FIVE HE WAS AGAINST. AGAINST YES. SHE WAS AGAINST HER VOTE DOES NOT COUNT AND IT WOULD BE A 44 VOTE . DRINK SURE, BUT IT DOESN'T PASS BECAUSE WE DON'T WE DON'T HAVE THE MAJORITY CORRECT. WITH THE PAST. I THINK THAT'S A THAT'S A CORRECTION. REGULAR IS IMPORTANT DOESN'T PASS EITHER WAY. RIGHT? HERE WE GO AGAIN.

SORRY CAN WE CONFIRM THE WEATHER? HER VOTE COUNTS, NOT BECAUSE I'M DOING THAT NOW IT'S GOING TO BE 44 AND THE OTHER ONE. AND I THINK TO REMEMBER THIS LAST YEAR YEARS AGO TWO YEARS AGO HERE, CONVERSATION. ALL RIGHT. IN THE MEANWHILE WHILE MR SPICER IS LOOKING AT HIM FOR US, YES. BLOOD PRIVATE CONVERSATION ABOUT THE POST LABOR DAY CALENDAR. I WOULD STILL NEED A MOTION. I CAN'T MAKE THE MOTION. I'VE MOVED THAT WE ADOPTED POST LABOR DAY.

CALENDAR WITH AMENDMENTS, ACCORDING. TO VETERANS DAY TO BE ADDED SUBSEQUENTLY. ALL RIGHT.

SOUNDS PRETTY GOOD. IN THE SECOND. THIS IS SONIA. I SECOND, ALL RIGHT. THAT SAME. DISCUSSION DO THEY MAY NEED TO HAVE A DISCUSSION ABOUT THE POST LABOR DAY START. WITH POSSIBLE AMENDMENTS REGARDING VETERANS DAY. EVERYBODY'S FEELING GOOD ABOUT THIS CONVERSATION, TOO.

MISS ROLA, WE'RE GOING TO GO WITH ANOTHER ROLL CALL VOTE, PLEASE. DR BAUER. NO. MS KARWACKI. YES. MISS KELLY. NO. DR PHILLIPS. YES. MS RICCARDI? YES. MR ROBINSON. YES. WELCOME.

NOW WE TALK ABOUT THE VETERANS DAY HOLIDAY AND HOW WE'RE GOING TO MANAGE HANDLE. LIKE, FIGURE OUT CAN DO WHATEVER YOU LIKE. SO HELP ME IF I'M NOT WORRYING IT RIGHT? YEP. THERE WE GO. THAT'S MY MOTION. ALL RIGHT. I CAN RIGHT, UM. I HAVE A FEELING THAT WE

[02:05:02]

HAVE A SECOND. YES BUT THE SCHOOL OF THE STUDENTS BOARD THE STUDENTS WERE MEMBERS VOTE DOES NOT COUNT WITH RESPECT TO THE SCHOOL CALENDAR. SERIOUSLY. YEAH. Q. THANK YOU. HUH? IT'S THE PAST. I MEAN, WE'RE STILL THAT'S JUST STRANGE, BECAUSE I KNOW THIS IS NOT THE CONVERSATION FOR NOW, BUT THE STUDENT REPRESENTS THE STUDENT POPULATION IN THE CALENDAR DIRECTLY AFFECTS THEM. SO I'M JUST SURPRISED THAT THEIR VOICE DOESN'T COUNT AND CHANGE. TODAY.

YOU COUNT FOR US. DO THEY DO? IT DIDN'T MATTER OF PAST. BUT I JUST SURPRISED. THANK YOU DOESN'T IT DOESN'T MEAN THAT THE STUDENT MEMBER CAN. HAVE AN OPINION. GIVE INPUT YOUR INFORMATION. INPUT IS HEARING IMPORTANTLY LIKE IT. ALL RIGHT, SO I HAVE A MOTION BEFORE ME WITH THE SECOND FROM DR PHILLIPS THAT WE'RE GOING TO HOLD ON. LET ME JUST SEE IF I GOT THIS. WE'RE GOING TO TAKE AWAY THE HALF DAY THAT IS CURRENTLY ON THE POST LABOR DAY CALENDAR ON JANUARY 13TH. TO TAKE ABOUT HALF DAY WE'RE GOING TO ADD IT TO NOVEMBER 4TH NOVEMBER, 4TH WILL NOW BECOME A HALF DAY. AND WE WILL KEEP NOVEMBER 11TH, WHICH IS VETERANS DAY. AS A HALF DAY.

HOWEVER WE WILL THEN CLOSE ON THE HALF DAY SCHOOLS AND OFFICES. EVERYONE GETS THE AFTERNOON OFF. THAT IS WHAT WE NOW HAVE. MS RALLO, CAN YOU PLEASE DO A ROLL CALL VOTE ON THAT. OH SORRY. ANY MORE DISCUSSION ABOUT THAT? I THOUGHT WE WERE DISCUSSED IT, BUT MAYBE I'M WRONG. ANYONE, EVERYBODY GOOD. OKAY. ALL RIGHT, MR L'OREAL PUBLIC FOR THAT, PLEASE.

PRESIDENT GLORIA RELATION PASSES, ALL RIGHT. SO WITH THAT LATER, YOU COULD PLEASE MAKE THE ADJUSTMENT ON THIS CALENDAR THAT WE'RE SHARING OUT THE ONE THAT YOU HAVE BEFORE YOU THAT IS THE MASTER MASTER CALENDAR. WE WILL NOW HAVE NOVEMBER 4TH IS A HALF DAY THERE WILL BE NO HALF DAY ON JANUARY 13TH NOVEMBER, 11TH WILL NOW BE A HALF DAY FOR EVERYONE. SCHOOLS AND OFFICES WILL CLOSE ON THE HALF DAY. AND I BELIEVE WITH THAT WE ARE DONE AND WE HAVE A 2022 2023 CALENDAR. YEAH. ALL

[G. Superintendent's Report]

RIGHT. THERE WE GO. DR BOLSON. YOU'RE TRYING AGAIN. THANK YOU, EVERYBODY FOR THAT, THANKS THIS LATER. THANK YOU, EVERYONE AND THANK YOU TO THE CALENDAR COMMITTEE. I KNOW IT'S A LOT OF WORK AND A LOT OF DISCUSSION AND A LOT OF DATA TO CONSIDER, AND IT'S NEVER EASY BECAUSE IT'S JUST SUCH THING AS A PERFECT CALENDAR. THERE'S ALWAYS SO MANY VARIABLES. I'D LIKE TO START MY REPORT WITH SORT OF A RECOGNITION AND APPRECIATION. THERE WAS A MESSAGE THAT CAME FROM THE COUNTY EXECUTIVE'S OFFICE TODAY. THAT. THINK BIG NETWORKS IS THEIR NEW PARTNER FOR HIGH SPEED INTERNET, PARTICULARLY NORTHERN PART OF HARFORD COUNTY. BEEN THROUGHOUT THIS PANDEMIC. I MEAN, ONE OF THE MAJOR THINGS WE LEARNED IS VERY EARLY ON WAS THE IMPORTANCE OF HIGH SPEED INTERNET. FOR FAMILIES AND, YOU KNOW, I KNOW IN EARLY CONVERSATIONS WITH MR GLASSMAN AND WITH THE COMMUNITY THEY EVER ASKED. YOU KNOW WHAT? WHAT DO WE REALLY NEED? I MEAN, JUST PROGRESS. ON CONNECTIVITY IN THE NORTHERN PART OF COUNTY. I KNOW THAT'S BEEN A REALLY CHALLENGING THING FOR THE COUNTY . THEY'VE BEEN VERY PERSISTENT ON THIS, SO I'M APPRECIATIVE FOR TWO COUNTY LEADERSHIP FOR CONTINUING TO PURSUE THIS TO SEEK SOLUTIONS. I KNOW THERE'S BEEN A LOT OF CHALLENGES THAT CONFRONTED BUT WE ARE EXCITED TO SEE PROGRESS WITH REGARD TO HIGH SPEED INTERNET IN THOSE PARTS OF OUR KENNEDY WERE, IN FACT CONNECTIVITY ISSUES, SO THANK YOU TO OUR COUNTY LEADERSHIP FOR SEEING THAT HAPPEN. I'D ALSO LIKE TO EXPRESS A THANK YOU TO MOUNTAIN CHRISTIAN CHURCH. I MEAN, THEY'VE BEEN GREAT PARTNERS FOR THE SCHOOL SYSTEM FOR A VERY LONG TIME. THEY JUST RECENTLY PROVIDED $10,000 GRANTS TO EACH OF WILLIAM PACA, OLD POST ROAD ELEMENTARY SCHOOL, EDGEWOOD ELEMENTARY SCHOOL. AND, UM. I'VE LOST THEM. I'M STRUGGLING WITH HAVING NAME PROBLEMS HERE. NOPE. RIGHT THERE. OH, GEE, ELIA. I'M JUST HAVING A BLOCK GL ES. BEFORE THEIR FOOD PANTRY NEEDS AT EACH OF THE SCHOOLS AND EDGE OF IT.

NO. THAT GEORGE L. GEORGE LISBIE GEORGE, LET'S BE ON IT. THANK YOU. FOR THEIR FOOD PANTRY NEEDS AFTER SCHOOL'S APOLOGIZED LISBIE FOR NOT. PRETTIER FOUR LETTER ACRONYM NETWORKING, RIGHT, UM.

[02:10:06]

BUT FOR THEIR FOOD PANTRIES AT THEIR SCHOOLS, NON CHRISTIAN IS MADE SIGNIFICANT DONATIONS TO HELP THE GROUP COUNTRIES IN A YEAR. WITH SO MUCH NEED, WE THANK THEM FOR THEIR CONTRIBUTIONS. UM. OVER THE BREAK. WE WILL HAVE A NUMBER OF OUR COMPUTER SYSTEMS THAT WILL BE OFFLINE DURING THE BREAK. ONE OF THESE WE DO THIS FOR MANY REASONS, BUT ONE OF THEM BEING SECURITY, THE SYSTEM. UM, WHAT MOST. WOULD PROBABLY BE MOST LIKELY TO IMPACT PARENTS IF THEY'RE GOING INTO THE HOME ACCESS CENTER LOOKING FOR INFORMATION. THAT SYSTEM WILL BE SHUT DOWN DURING THE BREAK. AND THEN, OF COURSE, WE WILL OPEN THAT BACK UP FOR ACCESS ON JANUARY 3RD SO JUST TO KNOW THAT WE'RE GOING TO BRING THAT DOWN AGAIN VERY MUCH FOR SECURITY REASONS AND OTHERS. OVER THE BREAK, SO SOME OF THE SOME OF OUR TECHNOLOGY SYSTEMS WILL BE SHUT DOWN. MSD TODAY RELEASED A STATEMENT SUPPORTING OUR POSITION THAT SCHOOLS SHOULD REMAIN OPEN FOR IN PERSON LEARNING. WE'VE SPOKEN ABOUT THAT AT LENGTH EARLIER IN THE COMPANY. WE'RE LEARNING, BUT I JUST WANTED TO TOUCH ON IT. JUST THE ONE REMINDER. HE'S WE'VE SAID THIS THROUGHOUT, PARTICULARLY THIS YEAR, BUT. OUR GOAL IS TO KEEP STUDENTS IN SCHOOL. HOWEVER IF YOUR CHILDREN ARE SICK, WE'VE SEEN A LOT OF STUDENTS GETTING SICK TO SHARE.

PLEASE, PLEASE, PLEASE KEEP THEM. AT HOME. BECAUSE THE CHALLENGES WE KNOW IT'S DISRUPTIVE. WE KNOW IT'S DIFFICULT LOGISTICALLY FOR PARENTS. BUT IF THEY COME AND SAY, YOU KNOW, WE'RE GOING TO NEED TO TURN AROUND AND SEND THEM HOME AND THEN IT MEANS IT HAS TO DISRUPT THE MIDDLE OF THE DAY, AND IT'S ALSO VERY LIKELY TO DISRUPT OTHERS WITH REGARD TO POTENTIAL QUARANTINES. SO JUST PLEASE. THE SAME THING TO OUR EMPLOYEES. WHEN YOU ARE SICK. WE DO ASK YOU TO STAY HOME AS WELL. AND SO YOU KNOW WELL. JUST WANT TO PUT THAT REMINDER OUT THERE THAT OUR GOAL IS TO STAY IN PERSON. BUT THAT MEANS INDIVIDUALS WHO REALLY NEED TO MAKE DECISIONS, PARTICULARLY WHEN YOU OR YOUR CHILDREN ARE SICK. I'D ALSO PLAN TO MAKE SOME COMMENTS. ADDRESSING THE TOPIC OF SOCIAL MEDIA THREATS. I SPOKE ABOUT THAT A BIT EARLIER, BUT I'D LIKE TO ADD ONE MORE DETAIL . AND SO I ASK IF PEOPLE SEE. SOCIAL MEDIA THREATS. IF THEY SEE THEM ONLINE, I ASKED KIND OF FOR TWO STEPS FIRST. FORWARD IT TO LAW ENFORCEMENT AND SCHOOL OFFICIALS. WE INVESTIGATE AND ASSESS EVERY THREAT. AND WE NEED TO DETERMINE IF THESE ARE REAL.

IF WE NEED TO ADJUST OUR SECURITY IF WE NEED TO DO ANYTHING MORE DRAMATIC THAN THAT, BUT THESE INVESTIGATIONS HAPPEN. SO AS I SAY THAT ALONG FORCE MINT PARTNERS HAVE BEEN INCREDIBLE. THE LAST FEW MONTHS AS THESE THREATS HAVE INCREASED. WE'VE WE'VE SEEN. THEIR EFFORTS TO INTERVENE TO ADDRESS AND, UM IN MANY CASES, YOU KNOW. MAKE IT CLEAR THAT YOU KNOW WE DON'T HAVE CREDIBLE THREATS, BUT EVEN IF THEIR ISSUES WHERE STUDENTS HAVE BEEN OF SOME KIND OF CRISIS , LAW ENFORCEMENT HAS BEEN AMAZING TO STEP IN AND HELP ADDRESS THAT. BUT WHAT'S STEP TWO TO MY REQUEST IS PLEASE PLEASE REFRAIN FROM FORWARDING THOSE THREATS TO A BROADER AUDIENCE AND SOCIAL MEDIA. THAT'S WHAT FUELS THE RUMORS IT INCREASES THE DISRUPTIONS. AND IT INCREASES THE WORK LAW ENFORCEMENT MUST DO TO UNTANGLE WHAT'S HAPPENING TO INVESTIGATE THE THREATS WHEN THEY GET BOMBARDED WITH YOU. SO AGAIN WE WANT. IF YOU SEE IT EARLY SEND IT WOULD RATHER GO TO LAW ENFORCEMENT. ENTER THE SCHOOL SO WE CAN INVESTIGATE NOWHERE.

SCHOOLS ARE IN PLACE. BUT THEN PLEASE DON'T SEND IT TO A BROADER GROUP BECAUSE. THEN EVERYONE GETS OVERWHELMED AND WE SEE THE TYPES OF IMPACTS WE'VE HAD SO AGAIN. THANK YOU FOR BEING THOUGHTFUL ABOUT THAT AND RESPONSIBLE WITH THE SOCIAL MEDIA. AND THEN SO I WANT TO CLOSE. AS WE HEAD INTO THE HOLIDAY BREAK. I WANT TO THANK OUR STAFF FOR THEIR INCREDIBLE EFFORTS DURING THIS MOST DIFFICULT YEAR. I THINK OUR PARENTS WHO HUNG WITH US THROUGH ALL THE CHALLENGES ALL THE DISRUPTIONS. WE KNOW THIS HAS BEEN HARD, THANK OUR STUDENTS FOR STICKING IT OUT AND WORKING HARD. I HOPE EVERYBODY STUDENTS , STAFF FAMILIES THAT WE HOPE EVERYONE HAS AN ENJOYABLE WINTER BREAK A RESTFUL WINTER BREAK. PLEASE STAY SAFE. TAKE CONDO, RECHARGE AND RETURN IN JANUARY. RHETORIC READY FOR A BETTER 2022. THANK YOU ALL GOODNIGHT.
