YEAH.

HEY, THAT'S. YOU. TALK ABOUT MAN. ANYONE HERE CITE ME, A CDC. HERE IS WHAT.

HAIRDRESSER. THEY HAVE EVERYTHING. PLENTY OF IT. JOE DON'T MESS NOT ONLY THERE. CARS OR CYCLE. CERTAIN. MASKING. PROBABLY. BREAKING DOWN. VERY IN HERE. SERIOUS.

YOU AS ELECT. OTHER A LETTER.

[00:10:11]

MERIT. NO. I'LL GET MARKET, ACTUALLY. I REALLY WISH I'D BE. FUN. VERY BASIC.

GOOD EVENING. I'M HERE TODAY TO SPEAK ABOUT FORCING OUR CHILDREN TO TEST WEEKLY OR TO BE VACCINATED IN ORDER TO PLAY WINTER AND SPRING SPORT. DRAMA ACTIVITY. AS YOU'RE AWARE SINCE THE STUDENTS RETURNED TO SCHOOL IN APRIL, MANY OF THE HOUSE THESE. INCLUDING SOME INDOOR SPORTS, NOW, AFTER EIGHT MONTHS OF NORMALCY WITHOUT REQUIRED TESTING AND OR PROOF OF VACCINATION, THE SCHOOL SYSTEM IS CHANGING THE RULES AND MAKING THE STUDENTS GET VACCINATED.

WORK GET WEEKLY TESTING IN ORDER TO PROTECT VACCINATED STUDENTS DO NOT HAVE. DIDN'T REQUIRED WEEKLY TESTING DISCRIMINATING AGAINST OUR CHILDREN BECAUSE OF THEIR VACCINATION STATUS IS NOT ACCEPTABLE. OUR CHILDREN CAN TRAVEL ANYWHERE IN THE STATE OF MARYLAND AND YOU BASICALLY ANYTHING WITHOUT MASKS WITHOUT INVASIVE WEEKLY TESTING. AND WITHOUT PROVING THAT THEY ARE VACCINATED AND HAVE FOR THE LAST SEVERAL MONTHS, OUR CHILDREN CAN GO TO AMUSEMENT PARKS, CONCERTS, FOOTBALL GAMES, PARTIES, CHURCH AND ANYWHERE IN BETWEEN, WITH NO MASKS AND NO TESTING BEING REQUIRED. YOU ARE LITERALLY MAKING OUR CHILDREN CHOOSE BETWEEN PLAYING THE SPORTS OR PARTICIPATING IN THE EXTRA CURRICULAR ACTIVITIES THAT THEY LOVE AND BEING VACCINATED OR SUBJECTED TO WEEKLY INVASIVE NASAL TESTING. THIS RIDICULOUS REQUIREMENT. OUR CHILDREN ALREADY FRAGILE MENTAL STATE, BUT YET AGAIN BEFORE YOU AS A BORDER MADE. AND THE THINGS THAT YOU ARE UNNECESSARILY CHOOSING TO REQUIRE. FOR THE NIH SPORTS PROVIDE MANY. SUCH AS MAINTAINING PHYSICAL ACTIVITY. HELP AND ALL AROUND WELL BEING AND MAINTAINING A HEALTHY WEIGHT. IT ALSO HELPS WITH MENTAL ILLNESSES, DEPRESSION, ANXIETY AND STRESS RELATED DISEASE. LACK OF PHYSICAL ACTIVITY CAUSES WEIGHT GAIN, WHICH IS A STRONG CONTRIBUTOR TO HEALTH PROBLEM. HEALTH IS DEFINED BY THE W. H O AS A STATE OF COMPLETE PHYSICAL, MENTAL AND SOCIAL WELL BEING, AND NOT MERELY THE READ. BY REQUIRING HCPS STUDENTS TO CHOOSE BETWEEN PLAYING SPORTS AND BEING VACCINATED OR BEING TESTED WEEKLY WITH NASAL SWABS. AND MAKING THEM CHOOSE BETWEEN A HEALTHY LIFESTYLE AND SPORTS AND A SEDENTARY LIFESTYLE. THE NASAL TEST SWAPPED ON WE. THE NASAL SWAB CONTAINS HARMFUL CHEMICALS THAT HAVE BEEN PROVEN TO CAUSE CANCER COULD DAMAGE THE MEMBRANES IN THEIR NASAL CAVITIES, CAUSING BLEEDING AND SORENESS, POSSIBLE HEADACHES, WATERY EYES AND IRRITATION. BY MAKING THE CHILDREN OF HCPS TUESDAY CHOOSE NOT TO PARTICIPATE. THE RATE OF OBESITY WILL SURELY INCREASE AND NOW WILL BE DIRECTLY BECAUSE OF YOUR POLICY AND EVERY HEALTH ISSUE THAT'S DONE FROM THAT OBESITY.

WELL, THERE OH, CECIL COUNTY POSITIVITY RATE IS 7% CAROL CALBERT COUNT? RIGHT? JUST 4.9.

GREAT, JUST 4.97 YET SYSTEM COUNTY AND NOW CALVERT COUNTY WILL NOT REQUIRE THE TESTING OR VACCINATION IN ORDER TO FIGHT ENDURE. PORT. CURRICULAR. RECENTLY A SUIT THAT WAS FOLLOWED IN A FEDERAL COURT IN LOUISIANA HAS BLOCKED THE MANDATE THAT WORKERS GET TESTED WEEKLY BE VACCINATED BECAUSE THEY'RE GREAT, STATUTORY AND CONSTITUTIONAL ISSUE. EDDIE AND THE STATE WAS CORRECTED AND UPHELD FROM THE COURT BECAUSE THE ADMINISTRATION DOES NOT HAVE THE AUTHORITY. AND IT'S GOVERNMENT AND NOT. IT IS AGAINST THE CONSTITUTION OF THE UNITED STATES FOR YOU TO REQUIRE THOSE THINGS. PLEASE DO THE RIGHT THING FOR OUR CHILDREN.

CECIL ENCOUNTER COUNTIES HAVE DONE AND STOP THE TESTING. AND IF YOU MUST DO THE TESTING AND DO THE LESS INVASIVE MOUTH SWAB TEST. NEXT WE HAVE WENDY FISHER FILED BY JENNY MILLER.

[00:15:18]

SHE WAS TOLD.

STILL. UHH! WE'RE TEACHER. BECAUSE UM THIS FEATURE.

RATED EVERYTHING. 60 ANGRY, THE MEDICAL DISCRIMINATION. THREE.

THINK. FIRST THING, MISS JUDY SIMON FROM THE OFFICE OF THE SUPERINTENDENT. RESPONSE TO MY EMAIL LAST WEEK. THE OTHER ACKNOWLEDGEMENT I RECEIVED WAS FROM MRS KELLY AT 11 15 THIS MORNING. I DON'T KNOW ABOUT YOU GUYS, BUT I DON'T LEAVE MY DESK UNTIL ALL BUSINESS IN FRONT OF ME AS ADDRESSED. I KNOW THE CONCERN OF MEANT WAS ALSO ADDRESSED BY DR COLSON. SECTION FELL ON DEAF EARS. MY EMAIL ADDRESS CONCERNS WITH THE TESTING POLICY FOR WINTER SPORTS AND HER REPLYING THIS TIME. FOR THIS TESTING PROGRAM IS AN AS FOLLOWS, AND I QUOTE. GREECE TRANSMISSION OF COVID 19 BY EARLY IDENTIFICATION OF DISEASE, AND I SEE THE IDENTIFICATION.

ANOTHER WAY OF SAYING THAT WOULD BE IDENTIFYING EARLY OR BEFOREHAND. MANY SPORTS TESTING AFTER PRACTICE. AND, ACCORDING TO MISS SIMON RESULTS NOT BEING AVAILABLE FOR UP TO 48 HOURS.

[00:20:06]

SURELY ANYONE CAN SEE THAT THE PURPOSE OF THIS TESTING PROGRAM WILL NEVER BE ACCOMPLISHED. NOT ONLY CAN YOU NOT ESTABLISHED EARLIER IN OF DISEASE. IDENTIFICATION. SINCE WITH ASYMPTOMATIC DISEASE CANNOT BE MET WHEN YOU ARE NOT TESTING ALL INDIVIDUAL. NATION IN THE CBC HAVE MADE IT VERY CLEAR THAT VACCINATED INDIVIDUALS CAN CONTRACT COVID TRANSMIT COVID ALL WHILE REMAINING ASYMPTOMATIC. LISTEN FOLKS, THIS HAS BEEN A VERY TRYING ALMOST TWO YEARS AND IT'S OKAY TO ADMIT THAT YOU DON'T KNOW AND IT'S OKAY. THEY AREN'T SURE HOW TO HANDLE THIS NEW WORLD WE LIVE BUT LET ME TELL YOU WHAT IS NOT OK? IT IS NOT OKAY TO PASS AND ENFORCE POLICIES THAT AFFECT THE HEALTH AND MENTAL WELL BEING OF OUR CHILDREN. IT IS NOT OKAY TO DISCRIMINATE AND SEGREGATE THOSE STUDENTS EXERCISE. RIGHT TO MEDICAL FREED. TESTING SHOULD BE HALTED IMMEDIATELY. WERE ACTING, YOU'RE RESPONSIBLY AND GOING AGAINST EVERYTHING. THIS COUNTRY IS GREAT. SHIELDS CLUBS, ET CETERA. SHOULD VACCINE IS AVAILABLE. IN THEIR BEST INTEREST FOR THEIR HEALTH. RIGHTFULLY SO. IT'S SHAMEFUL WHAT THIS BOARD IS DOING. IT'S POINTLESS AND DISRESPECTFUL TO THE VERY STUDENTS. YOU, SIR. WHY WOULD THIS BOARD CONTINUED WITH SUCH A POINT WITH POLICY? WONDER WHAT THE DRIVING FORCE. SOMETHING IS POLITICAL. SURE.

SAY IT'S CONTROL. MAYBE. LET'S SAY IT'S THE CASH. I HAVE NO DOUBT THAT THIS IS PLAYING INTO SO MANY OF THE DECISIONS THIS BOARD MATES, BUT IT WILL TELL YOU WHAT IT IS NOT WHAT IS NOT THE DRIVING FORCE OF DECISIONS BEING MADE BY THIS BOARD. AND THAT IS OUR CHURCH. NEED TO DO BETTER BEAT LEADERS AND SET THE EXAMPLE STOP PASSING THESE RIDICULOUS POLICIES. YOU'RE EMBARRASSING YOURSELVES AND HARPER. NEXT WEEK HOW JOSHUA MILLER, FOLLOWED BY TOM FRY.

[00:30:13]

NICOLE. SUICIDE, FOLLOWED BY MICHELE KINDER. I HAD. NOT EVEN EXCITED TO GRANT AND JUST WANT TO GET. ADMINISTRATION. IN THE SUMMER. AND MANY OTHER. STOP. I MUST ASK THAT I ISN'T IT TO ALSO UNDERSTAND. SMALL PIECE IN THE KOREAN. BEING SAID. I WANT SOMEONE TO UNDERSTAND. NORTH. I. WE CHOSE TO MOVE HERE. EXTREMELY DISAPPOINTING. TO YOU. THREE DIFFERENT TO PLACE. WHY ARE WE ALLOWING OUTSIDE SOURCES? STAR STUDENT. OUR CHILDREN SHOULD BE EXCITED ABOUT GRADUATION, READY TO TAKE SAID. MANY JUST WANT TO ON TOP OF THIS NEW REVELATION OF ALL SCHOOLS. OUR CHILDREN. YOUR STUDENTS ARE STILL. SOMETIMES MORE. SAFER IF YOU PARK AND NOW WE'RE SINGLING OUT THOSE WHO ARE OR NOT. DO YOU REALIZE SOME CHILDREN CAN'T RECEIVE THE VACCINE. ARE NOW THE NEW MANDATE SINGLE DEPUTIES WHO ARE NOT FACT. WHAT DID THEY TELL THEIR FRIENDS? WHEN ASKED WHETHER OR NOT THAT. AND THEY GO AND EXPLAIN THEIR MEDICAL HISTORY.

WELL, THESE STUDENTS GET HARASSED OR BULLIED. THERE IS NO ANSWER BECAUSE NO ONE KNOWS YET.

BUT THIS. MANDATES AND CHANGES. IT JUST PROVIDES FOR A COMBUSTIBLE REACTION. HOW MUCH MORE CAN THESE CHILDREN ADORE? RIGHT? WITH THEM, THEY WILL NEVER RETURN.

PRACTICE THAT ACKNOWLEDGED BY. LATE TO STUDY.

I COULD GO ON AND ON THEIRS. WILL DORY. WHY HTTPS? IT'S STILL ACTING LIKE VACCINATE. WEEK TRYOUT START. AND MANY. RECEIVED THEIR COVID TESTS. MAKES NO SENSE AND THAT'S FOR RIGHT? APPEARS TO JUST BE A PUNITIVE. MANDATORY. I DON'T KNOW. BE AN FDA. WE TRUST LAST YEAR. I'VE

[00:35:14]

SPENT 20 YEARS AND HOW AND I REMEMBER. DEVASTATING TO REALIZ. QUESTION EVERYTHING. WE THAT TAKES A LOT. MANY PRACTICES. PEOPLE LIKE YOURSELF. FINE. RECENTLY, THE FDA. ONE OF THE. I QUIT. NEVER GOING TO LEARN. OUT SAFE. AND THEN THEY ALL. THEN THE CDC SENDS IT OUT AND ALL THE TOP. RIGHT? HAVE TINA GRAPH FOLLOWED BY MICHELE WHILE AGO. MICE. SURE. PICTURE OF OUR GYM WITH ONE SET. DID RACE. WELCOME HERE. THE HASHTAG THAT HCPS WAS USING AT THE TIME WAS LEAD WITH LOVE. IN HOURS. IT WAS SHARED OVER 500 TIMES AND REACH NATIONAL. REVIEW OF THAT 900 COMMENTS UNTIL. THE NUMBER OF TIMES I SAW OUR CURRENT ATTACHED. ELITE AND HARASSED YOU TO BEING DIFFERENT WAS ALARMING, AND I DIDN'T BELIEVE WAY ABOUT. LOT, BUT MY CHILDREN ATTENDED AS WELL. I LEARNED MANY THINGS DURING THIS TIME THAT I WOULD LIKE TO FORGET, BUT I'M OFTEN REMIND. RACISM DOES EXIST IN HARFORD COUNTY, AND IN OUR RECEIVED MANY EMAILS. NUMBER ONE SPOT. WHY DIDN'T YOU TELL? MANY THOUGHT THEY COULD BE TRUSTED. BUT THERE WERE THERE WERE TOO SCARED. I USED TO SAY I DIDN'T SHE COLOUR TO REINFORCE THAT I WAS NOT I DO. AND THAT THIS MANTRA IS QUITE PROBLEMATIC TO DIVERS. THE IDEA OF NOT SEEING SKIN COLOR IS NICE IN THEORY, BUT IN ACTUALITY IT'S IN ANYONE. C CAN DISCERN AND. TO SAY YOU DON'T SEE COLOR IS IN THIS NUMBER. HOW CAN YOU POSSIBLY FI. I EMAILED POLICY. EMBER 16TH OF THIS YEAR ASKING IF WE TAUGHT CRT IT MIGHT. I ALREADY ASKED HER DEPARTMENT CHAIRS AND OUR PRINCIPAL AND ALL GAVE ME CONFUSED. LOOK. POLICY RESPONSE WAS WE HAVE NEVER ONLY THING WE HAVE IN MAKING SURE THAT ALL OF US REALLY? BELONGING AND HAVE PERSONAL AND ACADEMIC SUCCESS, AND WE WILL KEEP ON DOING. I PROMISED OUR STUDENTS AND PARENTS THAT I WOULD CONTINUE TO BE THEIR VOICE. LIKE CHICKEN.

HERE OUR COMMUNITY AND WE WOULD LOVE IT AS WELL. I HAVE A MINUTE LEFT. TOWARDS THE IF IT'S SOMEBODY. WE'RE GOOD AT SCHOOL, AND I DO DEAL WITH SPORT. IT HAS BEEN. YOUR LAST YEAR TO THIS YEAR WILL NOT LAST. YEARS TO THE SHERIFF. NOT SEEING PRIEST. UM. WAS A LITTLE ALARMING AND PEOPLE HAVE BROUGHT THIS UP. I ASKED MY NURSE WHY ARE WE TESTING? PLANE. MAYBE IT'S JUST I'M THIS WAY. SO THIS WEEK IT IS MORE PRACTICE, MAYBE. HONEY, WHY IN THE WORLD CECIL COUNTY CHANGED THEIR POLICY. SO THE COACH WAS IN MY OFFICE TODAY. I SAID, YOU KNOW WHAT? HE NEVER HAD THE POLICY. I

[00:40:05]

DON'T UNDERSTAND THAT ESPECIALLY BECAUSE ART IN THE SAME WORD. SAY. SAME LEAGUE. I GUESS WE PLAY THOSE ATHLETE. WORK. RIGHT? TEAM. LIKE. NOT. I BELIEVE IN TESTING. I WOULD ASK. AS YOUR NURSE. I THINK THE NURSE. FIND OUT MORE. THANK YOU. I DON'T HAVE. WEIRD. IT. ANSWER ME THAT.

WHY ARE OUR KIDS WEARING MASKS IN SCHOOL OR DAY LONG WHEN THEY CAN SIT IN THE STANDS OUT? THE SOCCER AND BASKETBALL SORRY FOOTBALL. YES. OTHER SCHOOLS. HUNDREDS OF PARENTS HUNDREDS OF CIVIL AND IT'S NOT BE AN ISSUE. YET THEY COME INTO SCHOOL AND NOW THEY'VE GOT TO WEAR A MASK YEAH, THEY'VE GOT TO BE TESTED WHEN THEY'RE NOT BACK. VACCINATED PEOPLE. WHY AREN'T YOU SEE. THE VACCINE WORKS AND THE MASS WHAT THE HECK ARE YOU AFRAID OF? WHY ARE YOU YOUR FEAR. AND MIKE. WAIT. I HEAR THESE PEOPLE SAYING I'M DOCTOR. I'M A VIROLOGIST. I YOU KNOW, I KNOW THIS. I KNOW THAT. WELL SOMETIMES YOU GET A LITTLE OVEREDUCATED AND FORGET THE BASE. LIKE IMMUNE SO THESE MASKS WORK. WE HAVEN'T BEEN. TIME FOR EBOLA FOR EVERY OTHER RESPIRATORY ILLNESS THAT'S BEEN GOING AROUND FOR THE LAST 100 YEARS. HOW COME WE HAVEN'T BEEN WEARING MASKS THAT DID IT HELP? NONE OF IT MAKES SENSE THAT COMMON SENSE IS OUT THE WINDOW.

IT'S DISGUSTING. I'M TICKED OFF. A REALLY TICKED OFF HUMAN I HAVE BEEN DIGGING INTO SOME OF YOUR OFF. YEAH. VIDEOS AND SOME OF THE THINGS THAT YOU DO, PROMOTE. ALTHOUGH CRT PARTY. I WILL TELL YOU DIVERSITY. VERSION AND WHAT THAT DOES IS PUT OUR KIDS IN CAT. CREATE. IT SEGREGATES. WE DID AWAY WITH THAT YEAR'S YOU GO. AND NOW IT'S ALL JUST DIFFERENT COMPARTMENTS THAT YOU'RE PUTTING PEOPLE IN A STRAIGHT KIDS. DATA PLEASURE LEGION. GAY KIDS STARTS FASHIONABLE AND IT'S OKAY. IF U, A WHITE KID WANTS TO JOIN IN THE BLACK UNION. THEY HAD. THEN THE WHITE KIDS. THERE'S ALWAYS. AMOUNT OF RACES. BUT. OUR SCHOOLS ARE AT THE PEAK OF IT, AND I BLAME YOU. I BLAME YOU FOR BRINGING THIS DIVISION INTO OUR SCHOOLS HEIGHTENED IT UNDER DIVERSITY, EQUITY AND INCLUSION BECAUSE IF IT WAS EQUITY AND INCLUSION. EVERYBODY WOULD BE TREATED THE SAME. THERE SHOULD NOT BE AGAINST SWAG HANGING IN MY DAUGHTER'S CLASSROOM, BUT SHE CAN'T WEAR A SHIRT THAT SHOWS PRIDE FOR WHATEVER IT IS THAT HE THIS IS NOT. NOT EQUITY AND YOU KNOW IT. YOU KNOW EXACTLY WHAT YOU'RE DOING. I'M FOLLOWING THE MONEY. WHAT YOU'RE GETTING.

FORCE THESE BACK. OH, DON'T THINK WE DON'T KNOW. PEOPLE ARE GETTING PAID. DON'T THINK WE DON'T KNOW. TAX DOLLARS ARE PAYING FOR THESE CLASSES. REEDUCATE OUR TEACHERS AND WHITE FRAGILITY AND ALL THIS OTHER NUNS. DO YOU WANT TO HAVE OPEN DISCUSSIONS ABOUT RACING? YOU TALK TO ME. TALK ONE ON ONE. FINE. HAVE KAYLA AMERICANAS. FOLLOWED BY TURNING CANEDO.

[00:45:20]

LAMAR SPANISH. HTTPS STARTED THE RIDICULOUS TEST TO PARTICIPATE POLICY FOR WINTER SPORTS AND FINE ARTS. POINT OF THIS POLICY, AS YOU STATED IN WRITING IS TO DECREASE TRANSMISSION OF COVID 19 BY EARLY IDENTIFICATION OF DISEASE AND EARLY NATION OF PERSON WITH ASYMPTOMATIC DISEASE. TEAM FROM MEDCO MEDICAL WILL MAKE AROUND. THEY TEST COLLECT THESE TESTS. LAB FOR ESTIMATED 48 HOUR RESULT. WHILE AWAITING THESE TEST RESULTS ALSO RIGHT? ACTRESSES ARE BEFORE COVID TESTING. THEN THE COACH WILL IDENTIFY. WHERE EXACTLY IS YOUR EARLY IDENTIFICATION? SIT ON BACK. OKAY NOW. HOURS TO SPREAD COVID. FIRE TEAM. PRETTY MUCH THROWS OUT YOUR WHOLE ARGUMENT FOR EARLY. ADDRESS THE STUPIDITY AND DISCRIMINATION OF A POLICY. IS ALSO TO IDENTIFY CASES OF ASYMPTOMATIC STUDENT VACCINATION HAS BEEN PROVEN TO LET HOWEVER, HAS NOT TO STOP THE SPREAD OF FASCINATING STUDENTS COULD EASILY RIGHT? REALLY WAS A BIG SAFETY CONCERN OFF. HARD TEST. JULY 27TH TWO CDC UPDATED THEIR GUIDANCE DATING BACK TO NATIVE PEOPLE INFECTED WITH SARS COVID 19. JUST THIS CONTAGIOUS IS ON. STUDIES SHOW VIRAL TYPE. LOT. ARE AS HIGH IF NOT HIGHER THAN AN UNVACCINATED. FASCINATION WILL ADD A LAYER OF PROTECTION FROM THE VIRUS. BUT IF, IN FACT. VACCINATED AND UNVACCINATED, WELL PRODUCED AND SPREAD SIMILAR VIRUS. THESE STATEMENTS FROM THE CDC ITSELF DESTROYED ANY CLAIM THAT IN FACT, ARE SPREADING THE DISEASE AND PUTTING BACK YOU'RE CATION FOR THIS MANDATE THAT DISINTEGRATE. SO WHEN THE VACCINATED. INTO THE VACCINES. WAIT UNTIL THE UN BACKED. EIGHT HOURS OF LETTING THEM BOTH SPREAD THE VIRUS THAT ONLY THE UNVACCINATED PLAYERS WILL REQUIRE BE REQUIRED TO QUARANTINE WHILE THE VACCINATED PLAYER CONTINUES TO SPREAD THE VIRUS. WHEN I READ THIS OUT LOUD. STUPID AS IT IS. WE'RE WAY BEYOND THIS HAVING ANYTHING TO DO WITH PROTECTING THE HEALTH OF STUDENTS AND. ALL ABOUT FORCING COMPLIANCE ON PARENTS AND STUDENTS WHO CHOOSE TO EXPRESS THEIR RIGHT TO MEDICAL FRIDA. IT'S ANOTHER INCONVENIENCE ANOTHER WAY FOR YOU TO OUTCAST BELOW THE UNVACCINATED POPULATION. STAR INCENTIVE FOR THOSE WHO CHOOSE TO BE VACCINATED. EVERY ONE OF YOU SHOULD BE ASHAMED OF YOURSELVES FOR STANDING BEHIND A POLICY THAT DISCRIMINATES AGAINST WHAT YOU CALL YOUR STUDENTS EVEN MOR. SO YOU SHOULD BE UTTERLY EMBARRASSED THAT YOU ALREADY OVER SUCH A POLICY. SAW HOW COMPLETELY POINTLESS IT WAS BECAUSE THE MAIN PURPOSE EARLY IDENTIFICATION ISN'T EVEN BEING MET AND STILL ALLOWED THIS POLICY. DO BETTER.

[D. Update on Continuity of Learning, Dr. Sean Bulson, Superintendent of Schools]

AT GOOD EVENING, AND I'M I'M GOING TO FORGO MY GENERAL STATISTICS AND LET YOU KNOW THAT WE ARE STILL HOVERING IN SUBSTANTIAL OR HIGH RANGE THAT DESIGNATED BY THE CDC. TO CONTINUE WITH OUR DIAGNOSTIC TESTING. UM, AND THIS WEEK WE WERE ABLE TO WORK WITH THE HEALTH DEPARTMENT TO HAVE A REALLY SUCCESSFUL COVID PEDIATRIC CLINIC. KATIE. THANK YOU, MARY. I'D LIKE TO INTRODUCE LINDA WAGNER. WHO IS GOING TO PRESENT SOME INFORMATION. UM UH, FROM THE HARTFORD COUNTY HEALTH DEPARTMENT. I'M NOT SURE IF DR BOLSON YOU WANTED TO HAVE ANY OTHER FURTHER INTRODUCTION OF HER. QUICKLY. SO FOR THOSE OUT THERE, LINDA HAS BEEN A REGULAR.

FIVE WEEKLY WITH THE HEALTH APART. OUR. HEARD FROM MR SUIT. WAY. THE OWNER IS ONE OF THE REGULAR. ONE OF HER RESPONSIBILITY. USED AS WELL. COUNTING. FIRST THAT BOGER THANK YOU FOR YOUR WORK AND SUPPORT. GRAHAM. THANK YOU, DR BOLES. NOW CAN EVERYBODY HEAR ME? ON MY HOME COMPUTER, SO I JUST WANT TO MAKE SURE IT'S WORKING. PERFECT AWESOME. SO THE SLIDES ARE UP AS YOU CAN SEE, THANK YOU, EVERYONE FOR HAVING THE HEALTH DEPARTMENT WE BRING GREETING. DR WILSON, SAID. LINDA BOAT NORMAN, NURSE, FAMILY NURSE PRACTITIONER AT THE HEALTH DEPARTMENT, AND I SERVE AS THE DIRECTOR OF THE CLINICAL HEALTH BUREAU WITHIN THE HEALTH DEPARTMENT ITSELF. SO I'M GOING TO JUST TALK. I'M GOING TO JUMP RIGHT IN BECAUSE THERE'S A LOT TO TALK ABOUT. AND I'M SHARING MY TIME WITH DR BAUER. I BELIEVE SO I'M GOING TO GIVE YOU SOME COVID UPDATES MAINLY AT THE RELATED TO IT, UPDATES AND THEN GOING TO TALK ABOUT SOME TIMELY TOPICS RELATED TO GOOD AND THESE WERE CHOSEN MAINLY FROM INQUIRIES WE'VE GOTTEN FROM THE PUBLIC AND COMMUNITY. THE NEXT SLIDE. PERFECT RIGHT THERE. SOME OF THE DATA ONE. THE SLIDE IS ACTUALLY OLD BECAUSE I PULLED THIS TOGETHER LAST WEEK ANTICIPATION THAT WE WERE GOING TO DO THE PEDIATRIC CLINICS THIS PAST WEEK, SO HARFORD RIGHT NOW SITS AT ABOUT 5% POSITIVITY AND ABOUT 16 DAILY. CASES PER 100,000 PEOPLE AND CURRENTLY THESE METRICS ARE RISING. US IN GENERAL IS HOLDING OUT A STEADY PLATEAU OF DAILY PIECES, AND ABOUT A QUARTER OF THESE ARE CHILDREN. SO THIS IS A LITTLE WORRISOME, ESPECIALLY AS WE'RE HEADING INTO THE COLDER MONTHS. THIS COULD BE RELATED TO SOME PANDEMICS. THAT IGPA FACT THAT COVID 19 IS KIND OF SEASONAL LIKE FLU. THERE MAY BE VULNERABLE POCKETS STILL WHERE THERE'S LOWER IMMUNITY, AND MAYBE THE VACCINES ARE WAITING A LITTLE BIT, BUT EVERYTHING IN OUR PLAYBOOK REALLY HAS TO BE ON POINT. HOPEFULLY MOVING INTO THESE COLDER MONTHS TO PREVENT THIS FROM GETTING OUT OF HAND. SO NEXT SLIDE, PLEASE. IT'S KIND OF JUST SHOWS WHERE WE'RE SITTING IN TERMS OF HOSPITALIZATIONS. NOT TOO BAD.

WE'RE DOING PRETTY GOOD. HOSPITALS AREN'T TOO STRESSED IN TERMS OF CASES, ALTHOUGH, LIKE ONE OF THE SPEAKERS DID POINT OUT EARLIER THIS STAFFING. THERE IS A LITTLE BIT OF A STAFFING

[01:00:02]

SHORTAGE, WHICH WE'RE WORRIED ABOUT IN CASE NUMBERS TO RISE. WANT TO JUST MAKE SURE WE'RE ABLE TO COVER THIS IN THE HOSPITALS? NEXT SLIDE, PLEASE. AND IT'S JUST KIND OF SHOWS THA.

WE DID HAVE INCREASED HOSPITALIZATIONS IN THE 0 TO 4 RANGE, SO IT DID KIND OF HIT HER YOUNGER FOLKS PRETTY HARD EARLIER IN, UH, PROBABLY THE LATE SUMMER UNTIL SEPTEMBER FALL. OCTOBER TIMEFRAME, BUT THOSE NUMBERS HAVE COME DOWN PRETTY NICELY. SO WE'RE EXCITED ABOUT THAT. BUT IT DIDN'T DEFINITELY HIT OUR YOUNGER FOLKS. NEXT LINE. AND THIS ONE KIND OF JUSTICE TO SHOW YOU WHAT THINGS LOOK LIKE AND SURROUNDING STATES IN CASE WE'RE TRAVELING TO FAMILY AND FRIENDS OVER THE HOLIDAYS COMING UP MARYLAND'S DOING PRETTY GOOD. FORWARD AT THAT LOWER GREEN LINE THERE. PENNSYLVANIA VIRGINIA. SOME OF THE OTHER SURROUNDING. STATES ARE HAVING SOME HIGHER NUMBERS THAN US SO I CAN KIND OF HOLD NEURON, WHICH IS GOOD. NEXT SLIDE. IN TERMS OF VACCINATIONS, 59% OF HARFORD COUNTY RESIDENTS ARE FULLY VACCINATED. BUT CLOSE TO 90% OR EVEN A LITTLE BIT HIGHER OF OUR 65. PLUS RESIDENTS ARE FULLY VACCINATED. SO WE'RE SUPER SUPER EXCITED ABOUT THAT. AND LIKE, MARY SAID, WE JUST DID VACCINATE A LITTLE OVER 1105 TO 11 KIDDOS IN THE LAST COUPLE OF DAYS. SCREAMING AND CRYING GOING ON. BUT IT WAS DEFINITELY A MOVING EXPERIENCE AS THE PARENTS ACTUALLY BROKE INTO TEARS AS THEIR CHILDREN RECEIVE THEIR FIRST DOSE SYSTEM. VERY EXCITED ABOUT THAT. AND WE DO HAVE ANOTHER CLINIC. SOME OF YOU MAY HAVE GOTTEN THE ROBOT BALLS COMING OUT. WE'RE HOPING TO DO ANOTHER CLINIC ONE NOVEMBER 20 SECONDS. LOOK FOR THAT ON OUR WEBSITE AND ON THE SCHOOL'S WEBSITE. ONLY ABOUT 38% BACK TO THAT OTHER SIDE FOR JUST A SECOND. ONLY ABOUT 38% OF ELIGIBLE FOLKS HAVE RECEIVED BOOSTERS. SO WE'RE REALLY WORKING ON THAT GOOD MESSAGING OUT SO PEOPLE CAN GET VACCINATED. AND BOOSTED BEFORE THE HOLIDAYS. AND IN GENERAL, WE'VE SEEN INCREASING EQUITY IN VACCINATION RATES HIGHLY ATTRIBUTABLE TO ALL THE COMMUNITY WORK. OUR PARTNERS ARE DOING OUTREACH AND EDUCATION. SAY THANK YOU. ALL THOSE FOLKS. AND THEN THAT NEXT SIDE DID KIND OF SHOW YOU THE BREAKDOWN OF SOME OF THE PERCENTAGES. YOUNGER FOLKS STILL HAVE THE LOWER PERCENTAGES OF VACCINES. BUT HOPEFULLY THESE NUMBERS WILL INCREASE AS THE FDA HAS APPROVED VISOR FOR THE YOUNG. UNDER BOOKS. AND THEN THIS NEXT SLIDE. LET'S JUST TALK ABOUT BREAKTHROUGHS JUST FOR A MINUTE. I'D LIKE TO SHARE THIS SLIDE. IT KIND OF GETS YOU A PERSPECTIVE OF ALL THE BLUE DOTS OR FOLKS THAT HAVE BEEN FULLY VACCINATED AND THE SMALL NUMBER OF YELLOW DOTS AND THE PROPORTION OF THE BREAKTHROUGH CASES. SO LESS THAN 0.89% OF FULLY VACCINATED.

MARYLANDERS LATER TESTED POSITIVE FOR COVID 19. SO IT DOES LOOK LIKE THE VACCINES PRETTY EFFECTIVE. NEXT SLIDE. AND THEN OF THE CASE IS THAT. BROKEN THROUGH OUR POSITIVE, VERY FEW HAVE HAD TO BE HOSPITALIZED, AND WE'VE ALSO SEEN VERY FEW DUST THIS SORT OF ASSOCIATED WITH THE SCENARIO BREAKTHROUGH CASES. NEXT SLIDE. ONE OF THE QUESTIONS WE DO GET A LOT IS. US BACKED THAT PEOPLE SAY I'VE RECOVERED FROM COVID 19. SO WHY DO I EVEN NEED A VACCINE? AND THEY'RE BASICALLY FOUR REASONS WHY YOU SHOULD STILL GET A VACCINE. ONE NATURAL IMMUNITY CAN BE HIGHLY PROTECTIVE AND LONG LASTING, BUT THE RESPONSE IS KIND OF RANDOM AND UNPREDICTABLE. WE DON'T KNOW EXACTLY HOW LONG YOU WILL BE PROTECTED, AND WE DON'T KNOW IF YOU TRULY ARE PROTECTED. FOR EXAMPLE, PEOPLE WITH ASYMPTOMATIC OR MILD DISEASE MAY NOT MOUNT A STRONG ENOUGH RESPONSE FOR VARIANCE OF CONCERN LIKE DELTA OR ANYTHING NEW THAT MIGHT COME ABOUT. BUT PEOPLE WHO SURVIVED SEVERE INFECTION DO. SEVERAL PEER REVIEWED. STUDIES HAVE SHOWN THAT THREE INFECTION RATE IS 2.5 TO 5 TIMES HIGHER AMONG INFECTION INDUCED IMMUNITY COMPARED TO VACCINE INDUCED IMMUNITY. NEXT SLIDE, PLEASE. AND SO VACCINATION. UM ONE OF THE OTHER BUSINESSES THAT VACCINATION STRENGTHENS THE IMMUNE RESPONSE IS ESSENTIALLY GIVING YOU MORE SOLDIERS JUST LIKE THE VIRUS, WHICH IS A GOOD THING. NEXT LINE. STUDIES ARE SHOWING THAT THE VACCINES ARE ALSO PROTECTING AGAINST THE BEARINGS A LITTLE BIT BETTER THAN THE NATURAL IMMUNITY. AND I'VE HIGHLIGHTED SOME OF THE STUDIES THAT ACTUALLY SHOW THAT FACTORY IF YOU WANT TO KIND OF DO YOUR RESEARCH. NEXT LINE. NATURAL IMMUNITY ALSO SEEMS TO BE LUST FOCUS. THE VACCINE IMMUNITY NATURALLY IMMUNE ANTIBODIES BUYING TO ONLY A LIMITED NUMBER OF THOSE RECEPTOR SITES. WHEREAS THE VACCINE IMMUNITY BINDS TO MANY MORE SITES, GIVING MORE PROTECTION OVERALL. NIP SLIDE. AND THEN TALKING ABOUT OUR 5 TO 11. THIS IS KIND OF JUST A NICE CONVERSATION PIECE. THIS HIGHLIGHT THIS SLIDE IN THE NEXT SLIDE ACTUALLY HIGHLIGHTS SOME OF THE TOP RENTAL CONCERNS. WE HERE AND THIS IS DEFINITELY A CONVERSATION PIECE KIND OF ADDRESSES. HOW THE BACK TO THIS FACTOR. SOME OF THE SIDE EFFECTS THE KIDDOS MIGHT EXPERIENCE. THE MYOCARDITIS RISK WITH VACCINATION VERSUS ACTUALLY, UM, ACTUALLY GETTING THE COVID ITSELF. THE FACT THAT THERE DEFINITELY ISN'T NEED AND THEN

[01:05:02]

THE NEXT SLIDE WILL SHOW SOME OF THE OTHER CONCERNS. THE VACCINE GOT TO US FAST, BUT THERE WAS LOTS OF RESEARCH THAT CAME INTO THAT THE MRI DOES NOT CHANGE DNA. LONG TERM SIDE EFFECTS LIKE INFERTILITY OR HIGHLY UNLIKELY AND THEN YOU CAN ACTUALLY JUST SEE SOME OF THE DATA THAT PROVES THESE TALKING POINTS. CURRENTLY THIS IS ROLLING OUT THE 5 TO 11 ALLOCATIONS ARE ROLLING OUT IS LIMITED ALLOCATIONS TO THE HEALTH DEPARTMENT. SOME OF THE PEDIATRICIAN OFFICES ARE GETTING IT AND SOME PHARMACIES. IT IS OUT THERE, BUT IT'S JUST VERY LIMITED AT THIS TIME, AND AS WE GET OUR LIMITED DOSES WERE TRYING TO DISTRIBUTE THEM AS QUICKLY AS WE CAN. THUS THE CLINICAL NOVEMBER 22ND, WHICH WE'RE EXCITED ABOUT. HOWEVER IF WE CAN GET MORE VACCINE, ITS ALLOCATION TRULY DOES BECOME ENOUGH. WE WOULD LIKE TO GET INTO THE SCHOOLS IN COLLABORATION WITH MARY SCHOOL NURSES AND THEIR TEAMS, AND WE'LL WE'LL JUST KNOCK OUT AS MANY KIDS AS WE CAN IN SCHOOL, WHICH MIGHT MAKE. TAKE DOWN SOME BARRIERS MAKE IT EASIER FOR FAMILIES TO GET THEIR CHILDREN BACK. SOME DID THOSE THAT ARE INTERESTED. AND THEN THIS NEXT SLIDE SHOWS HOW THE BOOSTERS ARE OUT THERE NOW IS A MODERN A, J AND J THAT HEALTH DEPARTMENT DOES OFFER ALL THREE DOSES, WHICH IS EXCITING. UM, AND LIKE I SAID ONLY 38% OF THE ELIGIBLE ELIGIBLE FOLKS HAVE RECEIVED THE BOOSTER. SO JUST TRYING TO GET THAT OUT THERE IF YOU'RE INTERESTED IF THAT HOPEFULLY BEFORE THE HOLIDAYS. THE NEXT LEG TALKS ABOUT SOME OF THE TESTING STILL KIND OF A KEY PLAYER AND EVEN CONTROL OF DAVID. THERE ARE VARIOUS SITES THROUGHOUT HARFORD COUNTY THAT WILL TEST THE UNINSURED AND THE INSURED AND IT'S KIND OF IMPORTANT TO KNOW YOUR STATUS, ESPECIALLY IF YOU HAVE SYMPTOMS OR IF YOU'VE BEEN IN CLOSE CONTACT, SO YOU ENCOURAGE STILL. UM, GETTING TESTED. THIS NEXT SLIDE SHOWS OR TALKS ABOUT HOGA.

RAPID COVID 19 TESTS WE HOPE TO, ACTUALLY, I THINK TOMORROW AT THE HEALTH DEPARTMENT, WE'RE GETTING A DELIVERY OF SOME JUST HOME KITS THAT WE HOPE TO DO WELL LIKE COMMUNITY.

DISTRIBUTION HAVE HOPEFULLY AT LIBRARIES, SOME SITES AROUND THE TOWN AND THEN THE HEALTH APARTMENT WILL HOPEFULLY BE OFFERING SOME TESTING. WE DON'T AT THIS POINT, BUT HOPEFULLY ONCE WE GET ENOUGH TEST KITS, AND WE'LL BE ABLE TO OFFER THAT SERVICE. AND JUST REMEMBER, IF YOU'RE USING THESE HOME KITS THAT YOU CAN GET AT WALGREENS OR TARGET. YOU NEED. THEY'RE SUGGESTING TWO TESTS WITHIN 36 HOURS APART JUST TO MAKE SURE YOU'RE CATCHING THE VIRUS, BECAUSE SOMETIMES IF WE'RE TESTING TOO EARLY, YOU WON'T GET AN ACCURATE READING WITH THE HOME KIDS. THIS NEXT SLIDE SHOWS OR TALK FOR THAT RAPID MOLECULAR PCR TEST, WHICH IS A CONFIRMATORY TEST RESULTS ARE USUALLY IN 30 TO 40 MINUTES. I KNOW MEDSTAR IS OFFERING THIS TEST AND SOME OF THE LOCALS. PROVIDERS ARE ALSO OFFERING AT WHERE WE PLACED AN ORDER FOR THIS TYPE OF TEST. WE HAVEN'T GOTTEN IT IN YET, BUT WE'RE EXCITED TO BE ABLE TO OFFER THIS. AT THE BOTTOM BULLET POINT. IT DOES TALK ABOUT MULTIPLEX TESTING, AND THAT'S IMPORTANT BECAUSE WHEN A CHILD DOES COME IN WITH A SORE THROAT, YOU KNOW IN SCHOOL SURE WE CAN DO A COVID TEST WILL BE NEGATIVE. BUT WE HAVEN'T TRULY DETERMINE THE ACTUAL COST. SO WHAT IF THE CHILD DOES HAVE STREP RIGHT AND NEEDS TREATMENT THROUGH A MEDICAL EVALUATION AND APPROPRIATE EVEN SHOULD BE THE ULTIMATE GOALS. SO. BEING ABLE TO TEST FOR VARIOUS THINGS IS KEY. THIS NEXT SLIDE TALKS ABOUT CONTACT TRACING FULLY VACCINATED INDIVIDUALS DO NOT NEED TO QUARANTINE. THERE'S A DESCRIPTION OF WHAT A CLOSE CONTACT IS STILL PERCEIVED. YOU SEE, AND I KNOW SCHOOLS HAVE THE NEW QUARANTINE GUIDANCE OUT. HOPEFULLY DESIGNED TO ALLOW KIDS TO REMAIN AND SO. THE NEXT SLID. JUST KIND OF LIST. THE TIMELY TOPICS I'M GOING TO TALK ABOUT IF WE MOVE ONTO THE NEXT ONE. THIS IS A LIST OF YOU MOVE ON TO THE NEXT SLIDE, PLEASE. TALKS ABOUT MONICA AND ALL ANYBODY TREATMENT, WHICH REALLY HISTORY PROMISED THAT DECREASING COVID 19 RELATED HOSPITALIZATIONS AND DEATHS DOES HAVE CERTAIN CRITERIA. YOU CAN SELF ATTEST TO IT ON THE MARYLAND THE GOVERNOR'S MAYLAND PROVE IT. MARILYN CORONAVIRUS WEBSITE IF YOU NEED TO STOP THE TESTIMONY LOOKING FOR THAT TREATMENT AROUND THE TOWN. REGIONS THROUGH THERE TO GET THAT INFORMATION, AND THEN NEXT SLIDE ACTUALLY GIVES YOU THE LINK. AND IT IS FREE BY ADMINISTRATION. THERE MIGHT BE SOME, UH, IT'S FREE FOR THE TREATMENT ITSELF, BUT THERE MIGHT BE AN ADMINISTRATION FEE ASSOCIATED WITH IT. THERE IS NO IMPACT ON QUARANTINE. IF YOU GET THIS TREATMENT, AND IT'S NOT A SUBSTITUTE FOR VACCINATION, BUT IT IS HIGHLY EFFECTIVE. IF YOU DO HAVE COVID LIKE COVID SYMPTOMS. THE NEXT SLIDE TALKS ABOUT ANTIVIRAL PILLS, WHICH MAY OCCURRED ABOUT IN THE NEWS. THESE HAVE NOT BEEN APPROVED IN THE UNITED STATES. YET THAT FIRST ONE THE MALL NUCLEAR EARLIER. HAS BEEN APPROVED IN THE U. K IT'S A MERC FILL ANTIVIRAL PILL. YOU TAKE IT WHEN YOU GET SYMPTOMS WITHIN A DAY OR SO AND HOPEFULLY DECREASES. ON THE LENGTH OF TIME THAT YOU HAVE COVID DECREASES YOUR RISK OF HOSPITALIZATION. AS WELL.

REMDESIVIR IS THE ONLY FDA APPROVED ANTIVIRAL HERE IN THE STATES. RIGHT NOW IT'S IVY, THOUGH SO WE'RE KIND OF EAGER TO SEE IF THESE TOOLS WOULD BE. I'M USEFUL IN THE UNITED STATES.

[01:10:03]

WE'RE HOPING TO SEE IF ANY OF THOSE WILL BE APPROVED IN THE NEAR FUTURE. THIS WOULD ALSO BE USED IN PREVENTION. SO IF YOU WERE EXPOSED TO COVID 19 WE COULD USE THESE AS. KIND OF ABOUT PREVENTATIVE OR POST EXPO FOR PEOPLE THAT HAVE BEEN EXPOSED AS A CLOSE CONTEXT, AND HOPEFULLY THOSE PEOPLE WOULD NOT LIKELY DEVELOP SYMPTOMS. IF YOU RECEIVE THIS TREATMENT. WE KIND OF HAVE THIS MODEL IN PLACE WITH BLOOM WITH TAMIFLU. AND SAFE LUSA. AND THE NEXT SLIDE. JUST TALKS ABOUT BLUE. HOW IT IS IMPORTANT INDIVIDUALS, SIX MONTHS AND UP TO GET YOUR FLU SHOT AND YOUR COVID SHOT THIS YEAR. BECAUSE IMAGINE IF YOU HAD BOTH DEFINITELY REEKS HABIT OF HAVOC ON THE IMMUNE SYSTEM. HAVING ONE CAN POTENTIALLY MAKE YOU MORE LIKELY TO GET THE OTHERS THERE. DEFINITELY. UM, GET YOUR FLU SHOT IF YOU HAVEN'T ALREADY. THE NEXT SLIDE TALKS ABOUT LONG COVID. AND THAT'S NOT A CONCERN. WE ARE ACTUALLY SEEING ABOUT 7 TO 8% OF KIDS.

EXPERIENCES SYMPTOMS AND 13% IN ADULTS. AND EVEN IF YOU HAD NO SYMPTOMS ARE VERY MILD SYMPTOMS FIRST GO AROUND. YOU CAN DEVELOP THESE SYMPTOMS LATER UNIT FOUR WEEKS, EVEN. A LITTLE BIT LONGER THAN THAT. YOU MIGHT DEVELOP THESE SYMPTOMS AND THESE FOLKS REALLY NEED SUPPORT BECAUSE THEY HAVE CHILD PART PALPITATIONS, HEADACHES. DIFFICULTY THINKING, ESPECIALLY OUR CHILDREN. IF THEY HAVE SOME OF THE SYMPTOMS IN SCHOOL, THEY DEFINITELY NEED SOME SUPPORT TO ADDRESS THESE NEEDS AND CONCERNS AND IT'S REAL. AND THEN THIS LAST SECTION. I'M GOING TO TALK A LITTLE BIT ABOUT TRAVEL AND HOLIDAYS. WHEN WE'RE GOING TO HAVE VARIOUS SCENARIOS GOING TO GO HAVE OUR THANKSGIVING DINNERS AND CHRISTMAS DINNERS WITH OUR FAMILIES. YOU MIGHT HAVE SOME FOLKS THAT ARE 0 TO 4 WHO ARE IN A LOGICAL FOR THE VACCINE. WE MIGHT HAVE OUR 5 TO 11 YEAR OLDS WHO ARE FIRSTLY VACCINATED. YOU MIGHT HAVE ARE IMMUNO COMPROMISED WHERE THEIR PROTECTION MIGHT BE WANING. WE MIGHT HAVE SOME BETTER ON VACCINATED AND OF COURSE, WE'LL HAVE SOME FULLY VACCINATED. I WANT TO TALK A MINUTE ON THE NEXT SIDE IF WE MOVE TO THAT NEXT ONE. PEOPLE THAT ARE FULLY VACCINATED. REALLY WHEN WE GO TO THESE HOLIDAYS PROBABLY ONLY NEED MINIMAL TO NEW PRECAUTIONS. I WANT TO TALK A MINUTE ABOUT HOW THAT SCENES DO REDUCE THE TRANSMISSION. UM AND MOST CASES VACCINATED PEOPLE DO NOT SPREAD THE VIRUS AS MUCH AS UNVACCINATED FOLKS. VACCINES PREVENT INFECTION BY NOT ALLOWING THE VIRUS INTO THE HOSTAL, AND THEREFORE THE VIRUS IS NOT REPLICATED AND THE BACKS PERSON DOES NOT BECOME CONTAGIOUS. BUT NOT EVERYONE DEVELOPS. THIS AND. BUT IT DOES. VACCINES DO HELP WITH ABOUT 50 TO 75% REDUCTION IN INITIAL INFECTION RISK. SO IF YOU CANNO. TRANSMITTED INFECTION THAT YOU CAN'T GET TO SPEAK. BUT VACCINES ARE NOT PERFECT. YOU KNOW THAT SOMETIMES VACCINE INDUCED IMMUNITY WILL NOT BE ABLE TO PREVENT THE VIRUS FROM GETTING INTO THE HOST. BEGINNING IT'LL START BEGINNING TO REPLICATE. AND THEN THE PERSON DOES BECOME CONTAGIOUS. THE VACCINE STILL KICKS IN NOW. AND HOW DOES THIS WORK ONE? THE VACCINES CLEAR THE VIRUS FASTER. VACCINATED PEOPLE ARE CONTAGIOUS FOR ABOUT 3 TO 6 DAYS, BUT THE ON BAXTER CONTAGIOUS A LITTLE BIT LONGER THAN THAT. THEY'RE SAYING 13 TO 18 DAYS THAT CAN BE. CONTAGIOUS FASTER. VIRAL CLEARING LEADS TO DECREASE TRANSMISSION. AND THEN THE SECOND REASON VACCINES REDUCE THE NUMBER OF INFECTIONS PARTICLES. SO IN THE FIRST FEW DAYS, BREAKTHROUGH CASES HAVE THE SAME NUMBER OF VIRAL PARTICLES AS ON BACK SOMEWHERE, PULLING THAT THAT VIRAL LOAD. SOME FITS WERE TALKING ABOUT EARLIER. BUT THE VIRAL PARTICLES DOES NOT MEAN INFECTIOUS PARTICLES. SO ONE STUDY OF HEALTHCARE WORKERS SHOWED THAT THE BACK. AN UNBOXED WORKERS HAD THE SAME VIRAL LOAD, BUT THE ACTUAL INFECTIOUS VIRAL PARTICLES WERE LOWER IN THE VACCINATED. TO THE LESS INFECTIOUS VIRUS PARTICLES. ONE HAS THE LESS THE VIRUS IS TRANSMITTED. SO HOPEFULLY DURING THE HOLIDAYS, THE MAJORITY OF THE VACCINATED PEOPLE WILL NOT SPREAD THE VIRUS IF THEY ARE EXPOSED AND THEN AMONG THE BREAKTHROUGH CASES, VACCINES AND SHORT, LESS INFECTIOUS VIRAL PARTICLES WERE SHORTER PERIOD OF TIME. SO HOPEFULLY THAT ROOM FULL OF EX PEOPLE AT THANKSGIVING WILL HAVE MINIMAL TO NO OTHER, YOU KNOW, WITH USING MINIMAL TO NO OTHER PROPER PRECAUTIONS POSES LITTLE THREAT TO COMMUNITY TRANSMISSION. AND THEN THIS NEXT SLIDE KIND OF SHOWS THAT TO THAT GROUP OF PARTIALLY THAT'S PEOPLE WE WANT TO DO USE OUR COMMON SENSE, AND WE MIGHT NEED TO USE A LAYERED APPROACH. WE MIGHT NEED TO USE SOME MASKING IF THERE'S SOME CHILDREN OR VULNERABLE PEOPLE PRESENT FOR SOME PREGNANT WOMEN. WE MIGHT WANT TO USE THAT LAYERED APPROACH AND IF YOU GO TO THAT NEXT SLIDE KIND OF SHOWS THAT LAYERED APPROACH. INCLUDING TESTING. SORRY. NEXT SIDE. TESTING WEARING MASKS GETTING OUTDOORS IF POSSIBLE. INCREASE IN AIR FLOWS THING HOME IF YOU'RE SICK, MAYBE SMALLER. CELEBRATION SHOWS THAT LAYERED APPROACH AND FINALLY, THAT LAST SLIDE WON'T GO INTO TOO MUCH DETAIL THAT TRAVELER. FULLY BACK. DON'T THERE'S NOT REALLY TOO MANY PRECAUTIONS THERE. IF YOU DO DO SOME INTERNATIONAL TRAVEL, YOU MIGHT WANT TO GET TESTED 3 TO 5 DAYS AFTER TRAVELING BUT FELT QUARANTINES

[01:15:01]

ARE NOT REQUIRED AT THAT POINT, NOT BAD. IN STORE. AT CERTAIN DAYS. ALL THIS IS ON THE CDC WEBSITE. IN THAT BED. SO THE HEALTH DEPARTMENT WE TRULY APPRECIATE ALL THE WORK.

EVERYBODY'S BEEN DOING, OLIVER COMMUNITY PARTNERS IN THE COMMUNITY YOURSELF BEEN DOING ON DOING WHAT YOU'RE DOING TO KEEP OUR COUNTY STATEMENT HEALTHY. SO THANK YOU VERY MUCH. THIS IS A THIS WAS A VERY INFORMATIVE SLIDE PRESENTATION. AND. PRINT ON SOME OF THE SLIDES WAS REALL, REALLY TINY, AND I KNOW IT WAS PROBABLY DIFFICULT FOR PEOPLE IN THE AUDIENCE. TO, UM. READ IT AND HAVE THE TIME TO PROCESS THE INFORMATION. IS THIS POSTED ON YOUR WEBSITE? IT'S NOT CURRENTLY BUT WE COULD. WE COULD DO THAT. IF WE WERE GONNA BE HELPFUL, AND PERHAPS WE COULD PUT A LINK.

OKAY? YES, ESPECIALLY LIKE THAT TRAVEL THAT LAST SLIDE. LOTS OF GOOD INFORMATION, BUT, YEAH, DEFINITELY SMALL. SOME OF THE ONES UP FRONT TOWARDS THE BEGINNING OF THE PRESENTATION.

FOR REALLY. PACKED WITH INFORMATION AND HOPEFULLY WOULD ANSWER SOME. QUESTIONS THAT ARE BEING POSED AND PROVIDE CLARIFICATION. BECAUSE YOUR RESPONSES ARE VERY FACTUAL AND DATABASE. SO I THINK YOU'RE WELCOME. THANK YOU. THANK YOU. SO. WITH HARFORD, HAVING GONE BACK UP TO THE HIGH TRANSMISSION RANGE. DO YOU KNOW WHERE THE TRANSMISSION IS HAPPENING IN THE COMMUNITY? I KNOW FOR US. WHAT WE'RE SEEING IS I KNOW WE HAVE THE NUMBERS ON OUR WEBSITE.

ACCORDING TO ZIP CODES IF YOU WANTED TO LOOK BACK SPECIFICALL, BUT WE ARE SEET OF CHILDREN AND A LOT OF NURSING HOME OUTBREAKS CURRENTLY, SO IT'S STILL HITTING ARE VULNERABLE. RIGHT NOW. AND IT SEEMS TO BE MOSTLY ASSOCIATED COMMUNITY OF FIRED. FAMILY GATHERINGS. THAT TYPE OF THING. OKAY. THANK YOU. THANK YOU. YES, SEVERAL OF OUR, UM PUBLIC COMMENTS TODAY. ADDRESSED THAT THE TESTING WAS CARCINOGENIC THAT WE ARE PUTTING CARCINOGENIC MATERIAL AND THE NOSES OF OUR STUDENTS. WOULD YOU PLEASE RESPOND TO THAT? AND I. HEARD THAT SPECIFICALLY, A LOT OF THE KIDS ARE. YOU KNOW, TESTED CLEANED, THOROUGHLY SAFETY INSPECTED. IT'S A REQUIREMENT FOR ALL MEDICAL SUPPLIES, EVEN THINGS THAT WE USE WITHIN OUR CLINIC, AND I KNOW I THINK, DR BAUER, YOU'RE GOING TO TOUCH ON THIS A LITTLE BIT, ACTUALLY CITING SOME OTHER STUDIES REGARDING THIS, I BELIEVE YES, WELL, THE FDA DISCUSSION OF.

OKAY. THANK YOU. THANK YOU, EVERYBODY AND SO PART TWO. LIVERED BY DR BAUER. SOME DEGREE. SHARE INFORMATION. LAST HERE NOW. THANK YOU. GOOD EVENING, EVERYBODY. SO I'D LIKE TO CONTINUE ON THE THEME OF THE SCIENCE AROUND. NEXT SLIDE. UM. OVER THE PAST YEAR AND A HALF.

WE'VE HAD LOTS OF PEOPLE TELL US TO FOLLOW THE SCIENCE WITH RESPECT TO THE PANDEMIC. SOME OF THOSE PEOPLE SAID THAT IMMEDIATELY BEFORE OR AFTER MAKING STATEMENTS THAT WERE QUITE OUT OF LINE. THE SCIENCE WAS THE TITLE. WELL I'VE TRIED TO COVER SOME BASIC BACKGROUND.

ALMOST EVERY SLIDE IS ALSO A RESPONSE TO SOME PIECE OF MISINFORMATION THAT HAS BEEN ATTRACTED TO THE BOOK. ARE THERE IN PUBLIC COMMENTS OR AN EMAIL? NEXT SLIDE. LET ME WHAT DO WE

[01:20:02]

KNOW? ALONG. SO TO BEGIN WITH FOR SIMPLICITY. I'M GOING TO USE THE TERM COVID PREFER TO BOTH THE VIRUS AND THE DISEASE THAT THE VIRUS CAUSES. VIRUS IS OFFICIALLY CALLED THE SEVERE ACUTE RESPIRATORY SYNDROME CORONAVIRUS, TOO. IS RELATED TO THE VIRUS THAT CAUSED THE 2000 TO 2000 AND FOUR SARS OUTBREAK. IT IS NOT RELATED TO THE FLU. SERIOUSLY INFLUENCING CORONAVIRUS AREN'T EVEN IN THE SAME FILE UM, WE'VE HAD PEOPLE INDICATE THAT THEY WERE THE SAME THING. THE ORIGINAL COVID OUTBREAK WAS DETECTED IN DECEMBER OF 2019. BY JANUARY OF 2020. THE VIRUS HAD BEEN IDENTIFIED AS A CAREER IN ART. THE LEFT IMAGE. HERE IS A TRANSMISSION ELECTRON MICROSCOPE PICTURE OF THE VIRUS FROM FEBRUARY 2020. SMALLER IMAGE IN THE UPPER RIGHT IS A COMPUTER RENDERING. WHILE WE CAN'T MODEL OF THE IMPACTS OF THE VIRUS ON PEOPLE. VERY GOOD UNDERSTANDING THE BASIC INTERACTIONS BETWEEN THE FIRE SCIENCE STORY ITSELF.

SLIDE FOUR. MOVING ON TO COVID VARIANTS. ORGANIZATIONS AROUND THE WORLD HAVE BEEN SEQUENCING ARE ALL SAMPLES AND TRACKING THE ACTUAL RNA OF THE VIRUS SINCE NEARLY THE START OF THE PANDEMIC. WE DON'T HAVE THE RESOURCES NECESSARY TO SECRET. OH CASE IS THAT THE CDC AND OTHER ORGANIZATIONS SEQUENCE RANDOM SAMPLES. SOMETIMES ALL THE CASES THAT ARE TIED TO A SPECIFIC OUT BREAKERS SEQUENCED HER DETAILED RESEARCH AND MALCOLM IT SPREADS. SO THIS CHURCH SHOWS A FAMILY TREE OF A FEW 1000 SAMPLES. TIMES ON THE HORIZONTAL AXIS. THE VERTICAL AXIS IS ROUGHLY GENETIC DISTANCE. THE COLORS SHOW DIFFERENT PERIODS. THE ORIGINAL VIRUS. AN UNNAMED VARIANTS ARE GREAT. THE BREAK COLORS INDICATE VARIANCE OF INTEREST OR CONCERN.

IF YOU CAN READ THE KEY HERE, DELTA ACTUALLY COVERS THREE DIFFERENT SHADES OF GREEN AND TEAL. ALL THOSE GREEN UNTIL DOTS IN THE UPPER RIGHT OR ADULT. NEXT SLIDE. THIS CHURCH SHOWS THE PROPORTION OF COVID SAMPLES THAT WERE FOUND TO BELONG. WERE FOUND TO BELONG TO DIFFERENT VERY GROUPS. HORIZONTAL AXIS IS TIME AGAIN. ALTHOUGH THIS CHART ONLY GOES BACK TO NOVEMBER OF LAST YEAR. STARTING ON THE LEFT HAND SIDE, WHICH ARGUED THE SAMPLES ARE GREAT, UNNAMED VARIANCE. MOVING TOWARDS THE CENTER. THE BIG BLUE AREA IS THE ALPHA VARIANT. THE SURGE IN COVID CASES LAST SPRING WAS MOSTLY DUE TO THE ALPHA. VERY. OF NOTE THE CDC PER CORRECTLY PREDICTED THAT IN ADVANCE BASED ON THEIR PROJECTIONS. FURTHER RIGHT? WE SEE THAT BELT IT TAKES OVER. OF PARTICULAR IMPORTANCE HERE, THE ORIGINAL STRAIN AND EFFECTIVELY ALL NON DELTA STRAINS. HAS BEEN VIRTUALLY WIPED OUT. BETWEEN VACCINATION MASKS, INFECTIONS AND SOCIAL DISTANCING. WE HAVE SUCCESSFULLY DEFEATED THE OLDER VARIANTS OF COVID. UNFORTUNATELY DELTA IS SIGNIFICANTLY MORE INFECTIOUS. THE VIRUS REALLY HAS MOVED THE GOALPOST QUITE DRAMATICALLY.

NEXT SLIDE. MM. MOVING ON. LET'S LOOK AT THE IMPACT OF COVID. START THE BIG ONE. WE ASKED FIVE MILLION DEATHS WORLDWIDE. 750,000 IN THE U. S. THIS CHART SHOWS THE NUMBER OF WEEKLY DEATHS IN THE U. S FROM ALL CAUSES. THE HORIZONTAL AXIS IS THE WEEK OF THE YEAR SO YEARS WRAPAROUND. AND THE VERTICAL ACCESS IS THE NUMBER OF DEATHS. LOWER DOWN ON THE GROUND. THE YELLOW, GREEN, BLUE AND PURPLE LINES ARE PRE PANDEMIC 2016 TO 2019. GIVE US A BASELINE OF WHAT THAT NORMAL YEAR LOOKS LIKE. THE ORANGE LINE IS 2020 AND THE RED LINE IS 22.1. I'VE MARKED ON THIS GRAPH WHERE MARYLAND SCHOOLS CLOSED IN MARCH OF 2020. PRIOR TO THE BIG ORANGES BY.

THERE HAVE BEEN UPS AND DOWNS, BUT AT NO TIME I SAID DEATH RATE RETURNED TO THE BASE FLOOR. LAST WINTER WAS ESPECIALLY BAD AND RIGHT NOW WE'RE COMING DOWN. A LATE SUMMER SLASH EARLY FALL SEARCH. I MUST BE VERY, VERY CLEAR. THIS IS THE DEATH RATE THAT COVID HAS CAUSED THIS SPITE THE MEASURES HAVE TAKEN. THAT INITIAL EARNS SPIKE SHOWS THE DAMAGE THAT WAS DONE BEFORE THE INITIAL SHUTDOWNS REALLY TOOK EFFECT. THERE'S ALSO FEAR THAT CONCENTRATED GEOGRAPHICALLY IN

[01:25:04]

THE NORTHEAST. THIS RECENT SURGE THAT WE ARE JUST COMING DOWN FROM HAPPENED DESPITE ROUGHLY HALF OF THE COUNTRY BEING VACCINATED. FOR REFERENCE US ASKED 50% OF THE POPULATION HAVING AT LEAST ONE COATED VACCINE DOES BY JUNE, 1ST. WE PASSED 50% OF THE POPULATION BEING PLAYED VACCINATED. IN EARLY AUGUST. MARYLAND OF COURSE, IT'S BEEN WELL AHEAD OF THAT TRIP. EXCELLENT. GO BACK TO THE START OF THIS FOR US. MARCH 2020 WHY DID THE SCHOOLS CLOSE? THIS IS A CHART THAT I MADE BAC, THEN SHOWING THE PROGRESSION OF REPORTED CASES AGAINST TWO SIMPLE PROJECTIONS. EJECTIONS WERE CLEAR. IF WE DIDN'T DO ANYTHING, IT WAS GOING TO GET REALLY, REALLY UGLY. AND SO MARYLAND ORDERED SHUTDOWNS WHEN YOU HEAR JUST A SMALL NUMBER OF CONFIRMED CASES BEFORE WE EVEN GOT TO THE FIRST SPIKE IN DEATHS. BECAUSE IT WAS ALREADY VERY CLEAR THAT SEVERE MEASURES WERE NECESSARY. THE SHUTDOWNS WERE SUCCESSFUL AND FLATTENING THE CURVE. UNFORTUNATELY THEY WERE NOT SUCCESSFUL AND STOPPING THE SPREAD OF THE VIRUS ENTIRELY. THE SLUTTY. SO THE DIRECT IMPACT. OF COVID IS MUCH BROADER THAN JUST TALLIT EASE.

THIS SLIDE SHOWS A COLLECTION OF HEADLINES, JUST PEOPLE, ARTICLES AND STUDIES ALL RELEASED JUST LAST MONTH. THERE ARE TWO THEMES HERE. WHEN IS LONG COAT? PEOPLE CONTINUE TO HAVE SIDE EFFECTS FROM COVID WELL AFTER THEY'VE GOTTEN OVER THE INITIAL INFECTION. THE SECOND IS THE HOSPITALIZATION OF CHILDREN AND KOBE. COVID HITS OLDER PEOPLE MUCH HARDER THAN YOUNGER PEOPLE.

COVER VACCINATION RATES ARE MUCH HIGHER FOR OLDER PEOPLE. THE DELTA VARIANT ALSO APPEARS TO HELP CHILDREN WORSE THAN THE ORIGINAL PERSON, TOO. AS A RESULT, WE LAST FEW MONTHS, MANY PEDIATRIC HOSPITALS AND UNITS AND OVERWHELMED WITH COVID CASES. KIDS CAN GET COVID AND KIND OF VERY SEVERE OUTCOMES. NEXT SLIDE. LOOKING AT ONE SPECIFIC, FORTUNATELY, RARE SIDE EFFECT OF COVID AND CHILDREN. THIS GRAPH FROM THE CDC JUST CASES OF MULTI SYSTEM INFLAMMATORY SYNDROME IN CHILDREN. CASES IN THE U. S ROSE FROM EFFECTIVELY ZERO TO MORE THAN 5000 SINCE THE PANDEMIC STARTED. NEXT SLIDE. GIRL GIRL HAS MIRROR LINDEN. MARYLAND IS THE BLUE LINE AT THE BOTTOM. THIS GRAPH COVERS ROUGHLY PAST HALF YEAR. THIS BUCKNER SHOWED A COMPARISON BETWEEN MARYLAND AND THE SURROUNDING STATES THAT SHOWED, FOR EXAMPLE, PENNSYLVANIA TO BE WORSE THAN MARYLAND. HERE WE CONSIDER PENNSYLVANIA. MINE HAS ACTUALLY DONE QUITE WELL COMPARED TO SOME OTHER STATES. THE ORANGE LINE IS FLORIDA AND THE GREEN LINE IS MISSISSIPPI. WITH OF WHICH HAD DRAMATIC KUPETS SEARCHES. CHURCH IS JUST A FEW MONTHS AGO. NEXT SLIDE. HOW ABOUT REFERRED GUILTY SPECIFICALLY. HERE ARE FREE COUNTY IS THE BLUE LINE AT THE BOTTOM. THE YELLOW AND GREEN LINES ARE OUR NEIGHBORING COUNTIES TO THE NORTH YORK AND LANCASTER. SO AGAIN, WE HAVEN'T BEEN HIT AS BADLY AS OTHER PLACES. NEXT SLIDE. NOW LET'S MOVE ON TO MEASURES TO ADDRESS THE PENDULUM. TO BEGIN THIS SECTION. WE'VE RECEIVED A LOT OF COMMENTS BASED ON THE BINDER REVIEW. YOU WILL HAVE SOME THINGS LIKE IF THE VACCINE WORKS, THEN WHY? WHERE MASKS AND IF YOUR MASK BROOKS, IT SHOULDN'T MATTER IF I'M WEARING AMOUNTS. THIS STATEMENTS ONLY MAKES SENSE. THEY BINARY WORLD. FOR OTHERS. SOMETHING WORKS ENTIRELY 100% OR NOT AT ALL. PEOPLE HAVE SAID THAT MASKS CAN'T WORK. THE HOLES ARE TOO BIG. ACTUALLY A 95 MASKS OF A MINIMUM EFFICIENCY FOR PARTICLE SIZE APPROXIMATELY 0.1 TO 0.3 MICRON. WORK BETTER NOT JUST FOR LARGER PARTICLES, BUT ALSO FOR SMALLER PARTICLES. THIS ISN'T BINARY FOR CRITICAL IS ABOVE A CERTAIN SLIDES ARE BLOCKED AND SMALLER PARTICLES ALL GET THROUGH. GOT HER AND HER FITTING MASK. DO A BETTER JOB. THAT'S WHAT YOU EXPECTED. CLOTH MASKS STILL WELL. SO WEARING MASKS HUSBAND CHALLENGE TO REDUCE THE SPREAD OF COVID. THEN DATES TO

[01:30:04]

WEAR MASKS HAVE BEEN SHOWN TO REDUCE THE SPREAD OF COVID. ON THE BOTTOM LEFT HERE EXAMPLE.

STUDY. THIS ONE FROM ARIZONA. THAT SHOULD THAT THE ODDS BREAK COVID OUTBREAK IN SCHOOLS WITHOUT A MASK REQUIREMENT FOR 3.5. TIMES FIRED THEN IN SCHOOLS WITH THE MASK REQUIRED. WE ALSO GET OFF COMMENTS, SAYING THAT MASKS THAT WEARING A MASK SHOULD BE THE TRUTH. THE TIME CRIME ON THE RIGHT SHOWS WHY THAT DOESN'T WORK. YOU ARE KEPT SAFER BY THOSE ARE AROUND YOU WEARING MASKS AND BY YOU WEARING A MASK. EVEN BETTER IS BOTH YOU AND THOSE AROUND YOU WEARING MASKS.

WE'VE KNOWN SINCE EARLY IN THE PANDEMIC, BUT CUPID HAS A LOT OF SPREAD FROM ASYMPTOMATIC CARRIERS. SO WE HAVE A UNIVERSAL REQUIREMENT WHERE MASKS NEXT SLIDE. CONTINUING ON THE TOPIC OF MASKS, AS IN MANY STUDIES COVERING MANY SUB TOPICS. FOR EXAMPLE, THERE ARE CONTROLLED LAB STUDIES ON MATERIAL AND DESIGN. THIS THEIR POPULATION STUDY. WHETHER LOOKING AT INDIVIDUALS, SCHOOLS, COUNTIES OR STATES. FOR EXAMPLE, THE GRAPH ON THE LOWER LEFT HERE. IS FROM A STUDY OF COUNTIES IN KANSAS, SHOWING THE GROWTH OF COVID CASES PRIOR TO AND AFTER A STATEWIDE MASK MANDATE. THE STUDY SHOWED THAT BEFORE THE STATEWIDE MANDATES THE NUMBER OF CASES MUCH FASTER IN THE COUNTIES WITHOUT A MANDATE. AFTER A STATEWIDE MANDATE WAS IMPLEMENTED THE KEYS FOR BOTH THE CASELOAD FOR BOTH TYPES OF COUNTIES CONVERGED NEXT SLIDE.

FLIGHT 14. I'VE NOTED BEFORE MARYLAND AS A STICK BY REQUIREMENT FOR WEARING MASKS INSIDE SCHOOL BUILDINGS. I HAVE THAT YOU ARE THE ACTUAL REGULATION AT THE BOTTOM OF THE SLIDE, SOME NOTES HERE. AND YES HCPS DID REQUIRE MASKS PRIOR TO THE STATEWIDE ORDER. AS DID THE GREAT MAJORITY OF MARYLAND COUNTY. IT'S IN LINE WITH THE SCIENCE AND THE GUIDANCE WE WEREN'T PROVIDED. NEXT SLIDE. ONTO VACCINES. TO BEGIN THEIR AT LEAST NINE MAJOR OPEN VACCINES WORLDWIDE. THE CDC WEBSITE LISTS SEVEN THAT ARE ACCEPTED OR CONSIDERING A PERSON TO BE FULLY VACCINATED. SOMETIMES WE GET COMMENTS SERVED REALLY US FOCUS THAT REALLY DON'T MAKE SENSE WHEN TAKING THE WORLD WIDE VIEW. THERE ARE THREE COVID VACCINES CURRENTLY APPROVED FOR USING IT.

YOU. APPROVED FOR USE IN THE US ALL THREE OF THESE ARE USE INTERNATIONAL. FIND HER VACCINE WAS THE FIRST TO GET EMERGENCY AUTHORIZATION IN THE U. S. HAS NOW RECEIVED FULL FDA APPROVAL FOR AGES 16 AND UP AS WELL AS AUTHORIZATION FOR AGES. 5 TO 15. THE PFIZER VACCINE HAS ALSO RECEIVED FULL APPROVAL AND SOME OTHER COUNTRIES AROUND THE WORLD. THIS ONE OF THE MOST YEARS. THE FUNDS ARE VACCINE IS BASED ON MESSENGER RNA TECHNOLOGY, WHICH HAS STIRRED UP SOME REALLY WEIRD AND SPIRIT. SEE THEORIES ABOUT. THE MATERNITY VACCINE IS ALSO BASED ON MESSENGER RNA TECHNOLOGY. AS THE SECOND PART VACCINE AUTHORIZED IN THE U. S AND IT APPEARS TO BE DOING A LITTLE BIT BETTER THAN THE PFIZER VACCINE AGAINST THE DELTA. THE JOHNSON JOHNSON VACCINE IS. IT IS BASED ON THE 10 OF US RISK MODIFIED TO PRODUCE THE SPEC PROTEIN THAT THE CORONAVIRUS USES TO INTER CELLS. ONLY ONE SHOT IS NECESSARY TO BECAUSE SID ERRED FULLY VACCINATED. HOWEVER WITH JUST ONE SHOT IS NOT AS EFFECTIVE AS THE PFIZER MODERNA VACCINES. THE CDC IS AUTHORIZED AND RECOMMENDS A BOOSTER SHOT FOR ANYONE 18 YEARS OR OLDER WHO HAS GOTTEN THE JOHNSON JOHNSON VACCINE TWO OR MORE MONTHS AGO. WE HAVE GOTTEN COMMENTS, SAYING THAT WE COULDN'T ALSO HAVE DEVELOPED GOOD COVID VACCINE SO FAST. BECAUSE IT TAKES A LONG TIME TO DO IT RIGHT. WE'VE ACTUALLY SEEN IS A BUNCH OF DIFFERENT GROUPS HAVE BEEN SUCCESSFUL THAT QUICKLY PRODUCING THESE VACCINES. COURSE OTHER GROUPS ALSO TRIED AND UNSUCCESSFUL. THERE IS TO BE EXPECTED. THERE'S ALSO AT LEAST ONE COMPANY NOVA FAX THAT'S STILL WORKING ON GETTING APPROVAL FOR THEIR PROVEN VACCINE. NEXT SLIDE. SO LET'S

[01:35:01]

SUCCEED. BEGIN THAT THE VACCINE SAFETY TOPIC. PLEASE KEEP IN MIND THE SCOPE VACCINATIONS ALREADY GIVEN FRUIT WISE. THINK WE'VE NOW PASSED 7.5 BILLION DOSES. IN THE US, WE'VE ASKED 400 MILLION DOSES ADMINISTERED. THAT IS A TREMENDOUS SAMPLE SAUCE FOR DETECTIVE GRAYER SIDE BUCKS. MOVING ON THE SIDE EFFECTS. THE MAINSTREAM IS TRACK IS TRACKING FOUR DEATHS IN THE U. S. COVID VACCINES. I SAY ONLY HERE IN THE SLIDE BECAUSE WE'VE HAD PUBLIC COMMENTS WRONGLY CLAIMING SPOUSE ENDS OF DEATHS. ALL FOUR OF THESE WORK FROM A BLOOD CLOTTING DISORDER AND WHERE PEOPLE WHO RECEIVED THE JOHNSON JOHNSON VACCINE. THE CDC AND FDA PAUSE. THE USE OF THE JOHNSON JOHNSON VACCINE BACK IN APRIL TO EVALUATE. THEY DETERMINED THAT THE RISK FROM THE VACCINE WAS SMALL COMPARED TO THE RISKS OF THE VIRUS IN THE LOUD IT'S USED TO CONTINUE. THIS SIDE. NOTE THE ASTRAZENECA COVID VACCINE, WHICH IS ALSO BASED ON A MODIFIED VIRUS APPEARS TO HAVE CAUSED SOME OF THE SAME TYPE OF BOTTOM PROBLEMS. THE MESSENGER. RNA VACCINES HAVE A BETTER SAFETY RECORD, WHICH MAKES EVEN MORE DISAPPOINTING THE IGNORANT JACKSON. ALL OF THE VACCINES DO HAVE SIDE EFFECTS. SOME ARE VERY RARE BUT ALSO SERIOUS SIDE EFFECT. AND THEY'VE BEEN ASSOCIATED WITH ALL THE VACCINE, INCLUDING, FOR EXAMPLE, ALLERGIC REACTIONS. HOWEVER THE RISK OF PROBLEMS FROM COVID ARE MUCH HIGHER. HAVE ANOTHER SLIDE LATER THAT DISCUSSES THIS MORE. AND IF YOU WANT TO KNOW ABOUT HOW THE VACCINES WERE TESTED PRIOR TO THEIR AUTHORISATION. ACTION IS AVAILABLE ONLINE. AT THE BOTTOM OF THE SLIDE. I HAVE THE OR ELSE FOR THE ORIGINAL TRIAL DESIGN AND THE FACE BE RESOLVED WITH THE PFIZER VACCINE. NEXT SLIDE. SO VACCINE EFFECTIVENESS.

GETTING INTO DATA AND CRAFTS. I HAVE TWO SLIDES SHOWING THE IMPACT OF THE VACCINES ON WHOLE POPULATIONS. THIS SLIDE IS TAKEN STRAIGHT FROM THE CDC PRESENTATION. IT SHOWS COVID RELATED HOSPITALIZATION RATES AMONG ADULTS. THE TOP BLUE LINE. SHOWS. WELL THE RATE FOR UNVACCINATED PEOPLE THE PEAK THERE IN THE MIDDLE FROM LAST SPRING SEARCH. THE GREEN LINE ALONG THE BOTTOM, JUST THE RATE FOR VACCINATE PEOPLE. IT ALSO SHOWS INCREASING CASES DURING THE SPRING SURGE. IT'S VERY DIFFICULT TO SEE GIVEN THEM WHAT SMALLER RATE HOSPITALIZATIONS.

NEXT SLIDE. THESE TWO CRAFTS. OR FROM A REPORT FROM THE TEXAS DEPARTMENTS, STATE HEALTH SERVICES AT LEAST JUST A WEEK AGO. THE LEFT CRAFT SHOWS THAT THE COVID VACCINES ARE PRETTY EFFECTIVE AT PREVENTING COVID CASES IN GENERAL. UNVACCINATED PEOPLE HAD A 13 TIMES HIGHER RATE OF COVID CASES. THE BREAK CRAFT SHOWS THAT THE VACCINES ARE EVEN MORE EFFECTIVE AT PREVENTING DEATHS THAN JUST CASES. THE UNVACCINATED AT A 20 TIMES I RATE OF DEATHS DUE TO COVID. NOW THE CORRECT DOES SHOW THAT SOME BELIEVE X NEED PEOPLE WHO ARE ALSO DYING OF COVID.

VACCINES ARE VERY GOOD, BUT NOT 100% PROTECTION. VACCINATED PEOPLE STILL HAVE RISK. NEXT SLIDE. THIS SLIDE AND THE NEXT THREE ARE TAKEN FROM THE CDC PRESENTATION, COMPILING RESEARCH ON JUST THE PFIZER VACCINE LEADING UP TO ITS FULL APPROVAL. THIS SLIDE SHOWS THE EFFECTIVENESS AGAINST SYMPTOMATIC COVID BUSINESS. THE GRAPH SHOWS THE RESULTS MAY SERIOUS OF DIFFERENT STUDIES AND THE COMBINED RESULTS. THE VACCINE DID PRETTY GOOD WITH AN ESTIMATE EFFECTIVENESS OF 93. NO 92% EFFECTIVE IS NOT 100% OF BLACK. AGAIN. THIS ISN'T MY NAME. NEXT ONE. THIS SLIDE IS THE SAME AS THE LAST. BUT THIS ONE SHOWS THE EFFECTIVENESS AGAINST HOSPITALIZATION. THE ESTIMATE IS SLIGHTLY HIGHER AROUND 94% EFFECTIVE, ALTHOUGH THE DIFFERENCE DOES NOT APPEAR TO BE SUCH AS IF ALSO. IF YOU CAN READ THE LIST OF STUDIES ON

[01:40:01]

THE LEFT, YOU MAY NOTICE THAT ONLY TWO OF THEM WERE FROM THE U. S. UH THE OTHERS LISTED OUR FEET. DENMARK, ITALY, ISRAEL, SPAIN, CANADA AND THE UK. AGAIN THE EFFECTIVENESS AND SAFETY, BUT THESE VACCINES HAS BEEN STUDIED INTERNATIONALLY. THIS IS NOT US SPECIFIC. IS CERTAINLY NOT ONE PERSON SPECIFIC. NEXT SLIDE. THIS IS THE SAME THING. BUT THIS ONE SHOWS THE EFFECTIVENESS AGAINST DEATH. YES TIM. IT IS AGAIN SLIGHTLY HIGHE. AT 96% IT'S NOT SIGNIFICANTLY DIFFERENT THAN THE HOSPITALIZATIONS. NEXT SLIDE. OKAY AFTER GOING UP IN SEVERITY IN THE PAST THE SLIDES THIS SHOCKS. THIS SLIDE SHOWS THE EFFECTIVENESS AGAINST EAST SYMPTOMATIC CASES. AS WE KNOW THAT COVID CAN SPREAD FROM ASYMPTOMATIC CASES. IT IS GOOD TO SEE THAT THE VACCINE WAS ALSO RECENTLY EFFECTIVE IN THIS CASE. WE'VE HELPED PEOPLE SAYING THAT WE SHOULDN'T TREAT VACCINATED AND UNVACCINATED PEOPLE DIFFERENT. BECAUSE BACKS NEEDED PEOPLE WITH BREAKTHROUGH CASES CAN SPREAD THE DISEASE JUST AS MUCH AS UNVACCINATED PEOPLE. AND EFFICIENT TO MISS BARKER'S COMMENTS ON INFECTIOUS VERTICALS VERSUS SIMPLY VIRAL PARTICLES.

THIS ARGUMENT SKIPS THE STEP OF GETTING THE BREAKTHROUGH INFECTION IN THE FIRST PLACE.

SNAKE PEOPLE ARE LESS LIKELY TO BE ASYMPTOMATIC CARRIERS NECESSARILY LESS LIKELY TO CATCH THE DISEASE AT ALL. ON THE SLIDE 23. NOW AT THIS POINT IN THE PANDEMIC. MANY PEOPLE HAVE ALREADY HAD COKE. OTHERS VACCINE EFFECTIVENESS COMPARED WITH THE IMMUNITY FROM HAVING HAD COVID.

UH IT TURNS OUT THAT BEING VACCINATED SEEMS TO PROVIDE BETTER PROTECTION THAN HAVING HAD THE VIRUS. THIS IS FROM A STUDY OF CASES IN THE U. S. I FOUND. THOSE WHO ARE UNVACCINATED AND HAD A RECENT INFECTION OR FIVE TIMES MORE LIKELY TO HAVE COACH 19 THAN THOSE WHO WERE RECENTLY FULLY VACCINATED. AND DID NOT HAVE PRIOR INFECTION. AS SUCH, THE CDC RECOMMENDS THAT PEOPLE GET VACCINATED EVEN IF THEY HAVE ALREADY HAD CURVE. IT. NEXT SLIDE. GETTING BACK TO THE ISSUE OF SIDE EFFECTS FROM VACCINES. HERE'S A SLIDE FROM THE CDC COMPARING THE RISK. UH MY ARC MILE CARD ARTIST, WHICH IS AN INFLAMMATION OF THE HEART MUSCLE FROM THE PFIZER VACCINE. TO THE RISKS FROM COVID IN YOUNGER PEOPLE. WE SEE THAT THEY PROJECT THAT THE VACCINE WOULD PREVENT. THOUSANDS OF HOSPITALIZATIONS IN EXCHANGE FOR CAUSING TENS OF PROBLEMS. IN THE HIGHEST RISK CATEGORY, THE RATIO WAS DOWN TO ABOUT 7 TO 1. NOT IDEAL, OBVIOUSLY. BUT THE RISK ANALYSIS STILL FAVORS GETTING THE VACCINE OVER RISKING GETTING THE DISEASE. EXPLODE. SO THIS CRAFT IS SHOWING VACCINE EFFECTIVENESS. FOR PEOPLE WHO ARE VACCINATED AT DIFFERENT TIMES. THE COLORS SHOW WHEN PEOPLE WERE VACCINATED. THE CLOTHES SHOW WHEN PEOPLE WERE AT BACKSTAGE, STORING ON THE LEFT. SO WITH BLUE FOR JANUARY, GOING THROUGH FIGURE IN MARCH AS ORANGE AND GREEN AND THEN YELLOW FOR PEOPLE VACCINATED IN APRIL.

ABOUT THE PROBLEM. BARS ARE A WEIGHTED AVERAGE OF THE OTHER, SO I MADE EDITED VERSION WITHOUT THEM FOR A VISUAL CLARITY. NEXT SLIDE. SO IT IS CLEAR HERE THAT THE VACCINE WAS LESS EFFECTIVE IN THOSE WHO ARE VACCINATED EARLIER. LOOK AT DIFFERENTLY. EFFECTIVENESS OF THE VACCINE DECREASES OVER TIME. THE RIGHT TO GROUPS OF BARS SHOW THE EFFECTIVENESS AGAINST HOSPITALIZATIONS AND SEVERE CASES. IT LOOKS LIKE THE VACCINE GENTLY STAYED EFFECTIVE AGAINST SEVERE CASES DURING THIS TIME FOR HIM. IN LIGHT OF THIS AND SIMILAR RESEARCH. THE FDA HAS APPROVED BOOSTERS FOR MANY SITUATIONS. NEXT SLIDE. SO STEPPING BACK. LET'S LOOK MORE GENERALLY. WHY SHOULD THE VACCINE NEED TWO SHOTS? WHY WOULD WE NEED BOOSTERS? LOOKING

[01:45:03]

AT THE CDC IS RECOMMENDED SCHEDULED VACCINATIONS, A PIECE OF WHICH IS SHOWN IN THE UPPER RIGHT. WE CAN SEE EXAMPLES OF THREE REASONS WHY VACCINES MAY BE FIRED MULTIPLE SHOTS. FIRST SOMETIMES WE NEED MULTIPLE SHOTS SIMPLY TO GET A STRONG ENOUGH IMMUNE REACTION. FOR EXAMPLE, HEPATITIS B HAS GIVEN US THREE SHOTS BEFORE A CHILD IS 18 MONTHS OLD. THEN DOESN'T NEED TO BE GIVEN AGAIN UNLESS THERE'S A SPECIAL RISK FACTOR. SECOND SOMETIMES WE NEED MULTIPLE SHOTS. THEY'RE JUST NEW OR DIFFERENT VARIANTS. BEST EXAMPLE IN THIS CASE IS THE FLU SHOTS ARE REFORMULATED EVERY YEAR. THE DEAL DIFFERENT VARIANTS. THIRD SOMETIMES WE NEED EXTRA SHOTS TO ADDRESS A DECREASE IN THE IMMUNE SYSTEM'S RESPONSE OVER TIME. YES IS GIVEN FIRST AS A FIVE CHOPPED SERIES AND THEN A BOOSTER EVERY 10 YEARS AS WELL. SO THERE'S NOTHING UNUSUAL ABOUT NEEDING THIS THIRD SHOP FOR A SECOND IF YOU STARTED WITH THE JOHNSON JOHNSON VACCINE. AND IF WE END UP NEEDING MORE ROOSTERS IN THE FUTURE TO ADDRESS DIFFERENT VARIANTS. AND THAT'S NOT DIFFERENT WHERE CURRENT SITUATION WITH THE FLU. NEXT SLIDE. JUST BRIEFLY TOUCHING ON THE QUESTION OF MANDATORY VACCINATION. RIGHT NOW. MARYLAND HAS A LONG LIST OF VACCINATIONS REQUIRED TO ATTEND SCHOOL, PUBLIC OR PRIVATE. COVID VACCINATION IS NOT CURRENTLY ON THAT LIST. COVID VACCINATIONS FOR EMPLOYEES IS ANOTHER ISSUE. MY ONLY COMING ON THIS IS THAT I'M WAITING TO SEE WHAT MANDATES OR GUIDANCE THE STATE COMES OUT. NEXT SLIDE. CUT. UH THIS PARTNER SHOWED A VERSION OF THIS GRAPHIC ALREADY. THIS ONE IS MORE IN LAYERS. THEY ALSO DIVIDES THEM SOMEWHAT INTO PERSONAL RESPONSIBILITIES AND SHARED RESPONSIBILITY. THIS TERM.

LISTEN VACCINATION AS I SHARED RESPONSIBILITY BECAUSE IT PREDATES THE POLITICALIZATION OF THE VACCINE IS ACTUALLY REFERRING TO THE DEVELOPMENT, TESTING AND DEPLOYMENT OF VACCINES. NEXT SLIDE. LAST TOPIC. TASTIC. THEY'RE BROADLY TWO TYPES OF TESTS. RAPID ANTIGEN TESTS DETECTED VIRAL PROTEINS. YOUR TEST DETECT VIRAL RNA. THE PCR TEST ARE MORE SENSITIVE IN GENERAL. BOTH TYPES OF TESTS CAN BE VERY SPECIFIC WITH VERY FEW FALSE POSITIVES.

HOWEVER THERE'S A TRADE OFF BETWEEN SENSITIVITY AND SPECIFICITY. IF YOU WANT FEWER FALSE POSITIVES, THEN YOU HAVE TO ACCEPT MORE FALSE NEGATIVE. THIS IS BROADLY TRUE AND TESTING REGARDLESS OF SUCH. I SHOULD MENTION THAT EARLY, INDEPENDENT MICK. THERE WERE SOME ISSUES WITH LESS QUALITY. BUT NOW THINGS ARE PRETTY GOOD. NOT 100% BECAUSE AGAIN THIS ISN'T BINARY LOOK PRETTY GOOD. NOW FOR BOTH TESTS. THERE IS A DELAY WHEN THE PERSON IS INFECTED AND WHEN IT CAN BE DETECTED. CURRENT CDC GUIDANCE SUGGESTS 5 TO 7 DAYS FROM EXPOSURE FOR VACCINATING PEOPLE. FOR UNVACCINATED PEOPLE. THE CDC RECOMMENDS TESTING IMMEDIATELY UPON LEARNING ABOUT THE EXPOSURE. AND THEN AGAIN, I HAVE TO SEVEN DAYS FROM EXPOSURE OR IMMEDIATELY IF SYMPTOMS APPEAR. NEXT SLIDE. AND ADDRESSING, UH, SAFE GIFT TESTING. THIS IS MY LAST SLIDE SPECIFIC COMMENTS WE'VE RECEIVED. UH THIS INFORMATION IS FROM THE FDA. DISCUSSING THE TOP THE STERILIZATION OF TESTING SWAPS, IN PARTICULAR ON THE BOTTOM OF MEDICAL DEVICES IN GENERAL. SUMMARISED. THERE IS NO SIGNIFICANT RISK YOU. TO CONCLUDE. I'VE BEEN HEARING A LOT OF MISINFORMATION DIRECTED AT THE BOARD AND THE PUBLIC. FATHER MISINFORMATION SPANS A LOT MORE TOPICS THAN JUST COVID. DECIDED TO KEEP THIS PRESENTATION FOCUSED ON JUST THE PANDEMIC AND RESPONSE TO IT. I'M AWARE THERE IS A HUGE AMOUNT OF MISINFORMATION OUT THERE. SOME OF IT. ON SOCIAL MEDIA. BOTH RIDICULOUS AND BRUCE. SOME OF IT, ESPECIALLY FROM CERTAIN ECONOMIC THINK TANKS. PRIZE TO SPEAK THE LANGUAGE OF SCIENCE. WE'LL LIKELY MISINTERPRETING OR CHERRY PICKING FROM STUDIES. WE HAVE HAD A LOT OF PEOPLE WITH A WIDE FOR VARIETY OF VIEWPOINTS.

TELL US TO FOLLOW THE SCIENCE. SO REST ASSURED WE ARE FOLLOWING THE SCIENCE. THANK YOU ALL.

[01:50:13]

THANK YOU, DR BAUER. NO, AND WE KNOW. NO, MA'AM, WE'RE GOING TO CONTINUE. FORD HAVE ANY. SEND US AN EMAIL. SIMON. ALL RIGHT. IF THERE ARE NO QUESTIONS MOVING ON TO. MY OWN PERSON. RICHARD

[02:00:17]

ATTACHED TO YOUR REPORT. WITH ME TONIGHT. MISS LAUREN DALKOWSKI MENTIONED PREVIOUSLY. INTERNAL AUDITOR. WELL AS BOBBY BOBBY. BOSTON WHO IS THE VISOR PURCHASING. FIVE. KOWSKI MAKE COMMENTS REGARDING. HINTS OF HER THINKING AND. THINKING. UNDERLINE. BINGLEY. PRINCIPLE.

FIRE. OH, LONG ACCOUNT. HERE. SPEAK IF YOU'RE ON. CONNECTED HERE. IF YOU CAN GO AHEAD WITH YOUR COMMENTS, PLEASE. YES, SO EASY. THOSE WHO ARE PURCHASING AUTHORITY TO BE HELD ACCOUNTABLE FOR THE ONE POINT. PRINCIPLES ROUTINELY ENTER INTO AGREEMENTS ALL THE TIME, WHICH COMBINES AND HAVE THE AUTHORITY TO DO SO. SOMETIMES FOR THOUSANDS OF DOLLARS AND WHEN COMBINED WITH OTHER PURCHASES, BUT PUSH US OVER THE STATE'S PRESSURE. EXAMPLES ARE COMPETENT NEWS FUNDRAISERS. LOOK, THERE'S SPIRIT WHERE. EVEN THOUGH WE HAVE. DOESN'T NECESSARILY MEAN SCHOOLS ARE ALWAYS USING THE KIND. THE LONG FORM ALLOWS SYSTEM. WHAT'S THE VENTURE? AND FACILITY FACILITATE TRANSPORT. I'M GOING TO TURN IT BACK OVER TO MR SPICER. ALL RIGHT, AND IT JUST POINT OUT ASKING MS POPE. FAIRLY COMMON. STATEMENT. THIS IS BOBBY TOAST AND SUPERVISOR CHAIRMAN. I HAVE UH, THANK YOU. PRESENTATION REGARD. HI. COLLEAGUE TO BE ENTERTAIN. UH, ANSWERING. WELL, IF DR HAROLD, DO YOU HAVE ANY QUESTIONS? NO, I DON'T. YES, THANK YOU. SO I GUESS AS A POSSIBLE ALTERNATIVE. PHONE. HAVING PRINCIPLES. FELT THE LONG FORM. HOW MUCH, UM, TROUBLE WITH IT, CAUSE. BASICALLY TO SHIFT FOR THE UH O. SUCH CONTRACTS TO THE CENTRAL OFFICE FROM THE PRINCIPLES WELL, UM. THANK YOU, DR BARUCH. MY ANSWER TO THAT IS I THINK THERE WOULD BE PERIOD OF TIME TO DO THAT, AND I NEVER SULTAN. OINTMENT. IS MOVING IN THAT DIRECTION. THERE ARE SOME DYNAMICS, TOO. PRINCIPLES AUTHORITY THAT HERE. REMAINS.

CONCEPT THAT. OR SOME THINGS, THE PRINCIPLES STILL WANT TO, AND PERHAPS SHOULD. MAKE ABOUT AND I THINK. OUTLINED THOSE PROBLEM CONTRACTS. WE HAVE DJ CONTRACTS AND BUS CONTRACT.

CONTRACTS. THEN USE WHERE. THOUGHT THAT WHAT FIRST. IN THE AUTHORITY. B A THEY WOULD HAVE TO BE A CAREFUL AND. I REALLY THOUGHT OUT DECISION MAKING PROCESS ABOUT CALLE PRINCIPAL.

LONG WAY OF SAYING. UM THANK YOU. ALL RIGHT, MR ROBINSON. SO EARLY ON IN, UM IN NEW THE NATION. SPICER. YOU INDICATED THAT BOTH CURRENTLY. SHORT FORM WITH THREE QUESTIONS. AND YOU

[02:05:08]

THINK YOU SAID IT WORKED OUT PRETTY DIRECT. AND SO, MICHAEL. THAT SHORT FORM. ALLOWED LIKE THE INFORMATION THAT WE THAT IS NEEDED TO DETERMINE IF THERE IS A POTENTIAL CONFLICT. I THINK IT DOES, TO SOME EXTENT. SHORT. PROVIDE AS MUCH INFORMATION. CAN'T I CERTAINLY CAN. UM, DEGREE. BUDDY. WOW. MATTERS THAT MAY BECOME PLACE. THE ETHICS PANEL, WHICH REVIEWS ALL. SO SOME LAW LAURA. EVERYTHING HAVE WE ADD IN THE ANY INDICATION FOR INDICATORS. DURING DURING YOUR TENURE, HAS THE INTERNAL AUDITOR THAT WOULD LEAD US TO BELIEVE. THAT WE THAT WE THAT THERE MAY BE SOME PROBLEMS OR ISSUES THAT WE NEED TO FIT. NO, WE. BUT IF I COULD JUST JUMP BACK TO YOUR FIRST QUESTION, OKAY. ONE ITEM THAT I THINK IS MISSING. AND THIS IS MY OPINION IS THE SOURCE. BY EMPLOYEE OR SPOUSE FOR THAT UNDERSTOOD FARM. SO, BUT NO, I HAVE NOT. EXPERIENCE THAT SOMETHING WAS SLOW. AND GOING BACK. YOU INDICATED THAT WE HAVE ON AT LEAST TWO OCCASIONS. WAVE. RIGHT TIME. THE REQUIREMENT. YOU HAVE PRINCIPLES. ONE FOR REVIEW AND I THINK ONE BECAUSE IT WAS. WE? WE COMPLETED A CALENDAR YEAR. AND IT WAS JUST NOT THE RIGHT TIME TO IMPLEMENT. YEAH THERE'S ONLY BEEN ONE OF FORM. WELL THERE'S ONLY BEEN ONE OF FORMAL ACTION BY THE BOARD TO WAIVE APPLICATION OF MOMENT OF THE LONG FORM RELATIVE SUPREME. SO THIS LET ME THANK I JUST WANT. BRIEF COMMENT TO MY COLLEAGUE. THIS CAME UP. AT AROUND THE TWO THOUSANDS. 15 16 17. SETTLEMENT SETTLEMENT. AND IT WAS AT A TIME WHEN ALLAH ONE OF US SISTER COUNTY WHO. WHAT WAS WAS FOUND. WAS IN THE SPOTLIGHT. UNETHICAL BEHAVIOR, FINANCIAL BEHAVE. AND IT WAS THE THINKING OF THE BOARD. IN ORDER. THAT WE DIDN'T WANT TO. WE DIDN'T WANT TO GET INTO A SITUATION LIKE THAT WE DIDN'T BECAUSE THAT NOT, YOU KNOW, IT WAS EMBARRASSING. AND WE HAD ENOUGH ISSUE TO DEAL WITH. AT THE TIME AND WE FELT THAT. WE WOULD WE WOULD. WE WANTED TO HIT THAT OFF. UM. SO IT WAS AT THAT TIME THAT YOU KNOW WE HAD SOME DISCUSSIONS AROUND, UH, THE FINANCIAL DISCLOSURE AND ADDING. IDENTIFYING UH, PERSONNEL WHO WOULD BE ON THE PHONE, BUT AGAIN, IT WAS IN IT WAS. AND I DON'T WANNA SAY NIEKERK REACTION BECAUSE WE DIDN'T HAVE ANY. THERE WAS NO INDICATION THAT THERE WAS A PROBLEM HERE. IN OUR COUNTY AND WE FELT THAT WE JUST FELT THAT WE DIDN'T WANT TO. I GUESS WE WERE DIDN'T WANT TO HAVE A PROBLEM. IN THE FUTURE. WE PROBABLY CAME UP WITH A SOLUTION IN SEARCH OF A PROBLEM, BUT IT MADE UM, THAT THAT KIND OF. BROAD OVERVIEW AND. AND RACHEL. UH PRESIDENT DODEA CAN CAN CAN CAN EXPOUND ON THAT WAS THAT WAS KIND OF AT THIS PAUL WROTE. UM. I'LL I'M NOT SERVED ON THE ARCTIC COMMITTEE FOR AS A MEMBER OF THE CHAIR AND I HAVE NOT SEEN. IN THE ANY INDICATIONS INDICATORS RATHER. THAT WOULD LEAD ME TO BELIEVE THAT. THAT WE THAT WE HAD SOME ISSUES THAT

[02:10:09]

CONCERN THAT THAT YOU KNOW THAT THAT MAKES. IT DOESN'T ADDRESS THE ISSUE THAT LAURA RAISED, BUT AND SO I JUST. AND I JUST WANT YOU TO KNOW THAT JUST THAT'S SOMETHING THAT WITH YOU. WEATHER AS IF THEY WILL ISSUE THAT WE WERE TRYING TO GET. YEAH. WE JUST THOUGHT THAT WE WOULD WE ENTERED TRY TO HIT OFF PROBLEM. THAT WE DIDN'T HAVE. EVERYTHING. AND IN MY. QUESTIONS, BUT THE LAW. I. HAVING DEALT WITH SCHOOL, BUT. AND INDIVIDUAL SCHOOL BUDGET. I THINK THE LONG FORM. FOR THE LONG HAUL PROTECTS US. FROM. ANY POSSIBILITY. OF LIABILITY. AND AS ALWAYS THINKING ABOUT IT. BUDGETARY RESPONSIBILITIES OF THE SCHOOL. BUILDING. MM SCHOOL FACILITY. IT DIFFERS GREATLY FROM SCHOOL TO SCHOOL. BUDGET AND. EMERTON ELEMENTARY SCHOOL. THERE'S GOING TO BE VERY DIFFERENT. THEN THE BUDGET AND SEE NOT VERY HIGH SCHOOL, RIGHT? UM, FROM MY PERSPECTIVE, I WOULD AGREE, BUT I'M PROBABLY. COMING? YEAH. COMMON SENSE DOES TELL US THAT AND PERSONAL EXPERIENCE TELLS ME THAT THAT IS SOMETHING THAT WE DEAL WITH. I THINK THAT IN LIGHT OF THAT. ACTUALLY LESS EFFECTIVE TO HAVE. ALL OF THE CONTRACTS GO THROUGH CENTRAL OFF. PLACES UNDUE BURDEN ON CENTRAL OFFICE STAFF. BECAUSE YOU'RE TALKING. ABOUT SUCH DIVERSITY IN THE TYPES OF ME. FROM SCHOOL TO SCHOOL. AND. I THINK THE LONG FORM IS BETTER. AND IT ACTUALLY IN THE LONGER AND GIVES MORE AUTONOMY FOR SCHOOL SPECIFIC SPENDING. TO THE SCHOOL ADMINISTRATOR. AND THEN THE REPORTING PIECE HELPS TO ENSURE THERE IS NO CHANCE. OF PERSONAL CONFLICT OR VIOLATION OF ETHICS POLICY. THAT'S THE WAY I SEE. I SUPPORT CONTINUED. LONG FORM. NO QUESTION. BY THAT YOU MENTIONED EARLIER IN YOUR COMMENTS THAT ABOUT MAGNITUDE OF PURCHASE.

WHAT IS IT? CAN YOU QUANTIFY MAGNITUDE? WELL. OFFICE REGISTERED. JUST GIVE ME A NUT, SO I APPRECIATE UM I GUESS I'M CONFUSED. I DON'T. IF WE HAVEN'T REALLY HAD A PROBLEM. HAVE WAVED IT IN THE PAST. WANT TO IMPLEMENT IT NOW. RIGHT? LEAVE. WE HAVE AN AUDIT AND PLACE. FOR EACH SCHOOL SYSTEM THAT REALLY FOCUSED ON. GIVEN FUNDRAISERS AND OF THE SORT. SINCE THIS NEW BOARD HAS COME INTO PLACE AND SPEND MORE OF A FOCUS WITH YOUR COMMITTEE. UM. AND I'M NOT UNDERSTANDING WHY. THE NEED TO CHANGE IT NOW AT THE PRINCIPAL LEVEL WHEN WE HAVE THE CHECKS AND BALANCES AND PLACE A AND. IT'S MY UNDERSTANDING ANY QUESTIONS ARE BEING ESCALATED IN THAT SCHOOL AS THE PRINCIPLES RESPONSIBILITY ANY ANY QUESTIONS ARE BEING RESOLVED. AS A RESULT OF THE PRINCIPLES INPUT IN. IT'S MY UNDERSTANDING IF THERE IS ANY FAILURE TO FOLLOW PROCEDURE THAT IT BECOMES. UP PERFORMANCE ISSUE IF THAT EXISTED. SO I'M NOT CLEAR. SINCE WE HAVE THE CHECKS

[02:15:09]

AND BALANCES IN PLACE, SINCE WE HAVE A QUESTION ON THE SHORT FORM THAT SEASON SEEMS TO INDICATE IF THERE'S A CONFLICT OF INTEREST THE NEED TO CHANGE. PROBLEM. SETS OF COMMENT, AND I.

EARLY ON, LAURA, IF YOU WANT TO RESPOND YES. SO MM. I HAVE A VERY SMALL OFFICE, SO IT'S THE OPPOSITE TO AUDITORS. WE DEFINITELY CANNOT GET OUT TO EVERY SCHOOL. CHILD. WE DO.

ROUGHLY 10 SCHOOL AUDIT THE YEAR NO. LEAVE A LOT MORE SO. SO THIS IS REALLY JUST ANOTHER. GOES THROUGH THE ETHICS PANEL. BEING IT REALLY? LIKE I SAID, IT'S THE SHORT FORM IS SIMPLY MISSING THAT ONE PIECE THIS APPARENT SO THE SHORT FORM STATE. THAT YOU REPORT THAT? THAT COMPANY IS DOING YES. AND THE LONG FORM. YOU HAVE TO REPORT ANY RIGHT? I THINK IN MY MIND NEXT TO EAT PART THAT WE'RE MISSING. EDIFIED. ADMIT QUESTIONS. THANK YOU, DOCTOR MUIR. OKAY SO MY QUESTION IS, IS THERE A WAY IS IT POSSIBLE FOR US TO MODIFY THE SHORT FORM? YEAH, AND YOU.

PRINCIPLES IF WE ADD THESE ABOUT SOURCE OF EARNED IN SOURCES OF EARNED INCOME YES. OKAY. THANK YOU. ANYTHING ELSE ARE COMING. NO, BUT I. LIKE FOR US TO CONSIDER DOING THAT, RATHER THAN GOING TO THE FULL BLOWN LONG FORM. CAN WE HAVE A MODIFIED FORM THAT ADDED THE SOURCE OF EARN INCOME? I'D LIKE US TO CONSIDER. OR STATE THRESHOLD. WHAT WERE YOU TALKING ABOUT? IN TERMS OF THAT, FOR THE PRINCIPLES WE MIGHT BE GETTING CLOSE TO A STATE FROM.

ACTUALLY GOING TO TURN THAT OVER TO OUR SURPRISE ER, PURCHASING. SHE COULD PROBABLY BETTER ADDRESS. WELL, I GUESS I QUESTION MARK. MAKE SURE THAT I UNDERSTAND WHAT YOU WERE REFERENCING. SO WE HAVE A SMALL PURCHASING. THE RESTAURANT. UH $4999. WHICH, UM. ANYONE THAT HAS A P CARD HAS THAT THRESHOLD? UH ANYONE THAT HAS A BUDGET OR RESPONSIBLE FOR THEIR BUDGET HAS THAT THRESHOLD THAT THEY CAN SPEND UP TO THAT AMOUNT. WITHOUT ANY OVERSIGHT FROM MY DEPARTMEN.

IS THAT THE THRESHOLD THAT YOU'RE REFERENCING? YES. THAT'S MY RESPONSE THAT. PRINCIPALS HAVE THE AUTHORITY TO SPEND $4999. AS BUDGET MANAGERS WITHOUT ANY OVERSIGHT FROM THE PYRAMIDS PARK. ANY EMPLOYEE THAT HAS A PROCUREMENT CARD ALSO HAS THE AUTHORITY TO SPAN UP TO THAT AMOUNT WITHOUT ANY OVERSIGHT, BODY CAR. ANY LIKE IF THEY WANT TO. THEY'RE BUYING SOMETHING.

BRING OUT UM. BE FROM ANY SOURCE, AND THEY CAN USE THAT. ER THAT ONLY. SO WE HAVE APPROVED VENDORS. THAT THEY CAN USE THEIR P CARD WITH US OR WHAT WE CALL OUR SHOPPING PLATFORM.

THEY CAN ALSO PROCURE SERVICES THAT ARE NOT ON CHOPPED PLATFORM WITHOUT OVERSIGHT, AND THAT WOULD INCLUDE BOOKS. UH OTHER GOODS AND SERVICES THAT THE SCHOOLS MADE ME THAT WE DO NOT HAVE AN EXISTING CONTRACT IN PLACE FOR THAT. FEED THE LARGER ONE OR. YES SO THE SMALL PERSONS

[02:20:01]

AND THRESHOLDS. ALLOWS THE SCHOOLS SUSPEND WITHOUT HAVING TO COME TO THE CENTRAL OFFICE AND OUR MIND. WE CONSIDER THAT IS BEING, UH, LOW. OR LITTLE TO NO. BY. THE AGENCY. WE SET THAT AS A SMALL THRESHOLD. $4999 UP TO 24,999. THEY NEED TO GET QUOTES IF IT'S OVER 24,999 THAT'S CONSIDERED FORMAL. AND THOSE PURCHASES GO THROUGH MY DEPARTMENT FOR, UM, BIDDING PURPOSES IF THERE IS NO EXISTING CONTRACT. DOES THAT? ANSWER YOUR QUESTION? ANYTHING OVER. $30,000 NEEDS TO COME TO YOUR DEPARTURE. TO GO TO THE BED. BREAKTHROUGH. 25,000. YES, OKAY. AND FROM VENUES. THEN YOU THE CUSTOMER. HI. IT'S CLOSE. I DON'T KNOW ABOUT 25, BUT IT CAN CERTAINLY BE IN THE JEANS AND OVER 20. MY RECORD. SORRY. THE ETHICS PANEL. ASK QUESTIONS LIKE IF THEY'RE READING THROUGH ALL OF THESE. SHORT FORMS AND FOR WHATEVER REASON, SOMETHING CATCHES THEIR EYE. LESS. I WOULD LIKE TO ASK. COOL TOWN. UH, YOU KNOW ABOUT THIS? DO THEY HAVE THE ABILITY TO DO THAT? YES, ABSOLUTELY. AND THEY DO THAT. ROUTINELY WITH CERTAIN PERCENTAGE OF FILINGS EACH YEAR. ALL RIGHT, SO THEN MOVING BACK TO WHAT DOCTOR MILLER WAS TALKING ABOUT. IF WE ADD ON THAT PIECE. WORK. FOR DOWN. BYE. FOUR. WHAT YOU WOULD BE LOOKING FOR. I THINK IT SATISFIES LAURA'S CONCERN. I'M HEARING HER CORRECTLY. OR DID THAT SATISFY WHAT YOU'RE LOOKING FOR? YES. I OWN IT TRAVELING. I'M A COOK. WE WOULD USE THE SAME QUESTION THAT THAT IT'S IN THE LONG FORM. HERE RIGHT NOW. I CAN. I DON'T THINK THERE'S A REQUIREMENT TO STATE THE AMOUNT FRANKLY, CAN'T REMEMBER. AND MAYBE SOMEBODY IN THE MORNING WORK GROUP BECAUSE IF YOU GUYS HAVE FOUND, I THINK IT'S THE STATES THE SOURCE OF INCOME. THE SOURCES. YOURS. YES, WELL, THE NAME SO THE FIRST. INDIVIDUAL OR SPOUSE FOR DEFENDING THEIR RELATION. NAME OF BUSINESS. MY 15 YEAR OLD WENT UP AND GOT A JOB. WORKING AT TACO BELL. THING. LONGER. THING IF WE DECIDED TO SAY, HEY, LET'S CHANGE THE SHORT FORM IS THAT SOMETHING WE COULD DO TONIGHT? DOES IT HAVE TO DO WE HAVE TO KIND OF NEGATE ALL. RUNNING UP AGAINST A TIMELINE HERE BECAUSE ALL OF THIS. WE NEED TO KNOW WHAT THE REQUIREMENTS ARE GOING TO BE. BEFORE JANUARY, THE 1ST 2022. I THINK THE. I DON'T THINK WE CAN DO. ALTERED THE BEFORE. COUNT THE YEAR OF 20. BUT.

ADMINISTRATOR. TO DO THE SHORT FORM. THIS YEAR. CHANGE IT FOR NEXT YES. AND. I MAKE SURE JUST TO PUT IN THE FRAMEWORK PUT THI. VISION IN A FRAMEWORK FOR MAKING SURE THE BOARD UNDERSTANDS.

[02:25:02]

EATING REQUIREMENTS HERE. THIS IS A CHANGE TO BOARD POLICY. ETHICS POLICIES SO. ANY BOAT IS GOING TO REQUIRE FOR WHATEVER DOES THE MOTION. MAYBE. BROUGHT HIM TO THIS PROPOSAL. OR AGAINST THE PROPOSAL. WHATEVER YOU MAY, WHATEVER MOTION MAY MAKE GOING TO REQUIRE SUPERMAJORITY. OF AFFIRMATIVE VOTES. POLICY. THAT WOULD BE 77. WE WANT. TO BREATHER BUILDING TO ACCEPT IT.

OR IF WE WANT TO MAKE A MOTION TO ALTERING. REEBOK. THREE VINE. I THINK THIS ALL SCHOOL BASEMENT. ISN'T PRINCIPLES WERE ALREADY RECOMMENDING. SURE. I THINK THE VOTE SHOULD PROBABLY BE IN THE FOLLOWING SENSE. THAT YOU WOULD PROVE. IN OTHER WORDS, IF YOU LOOK AT. OR INTERNAL AUDITOR STAFF, ATTORNEY SUPERVISOR PURCHASE SAY. FIRED. PHONE. OFF THE BASE ADMINISTRATORS, INCLUDING SCHOOL PRINCIPALS. WIRED TO COMPLETELY SHORT FORM. AND. OR THE POSITIONS LISTED. THAT'S NO.

OCEAN BASED ON. ME PERSONALLY. YES. SO. I WANTED TO PLAY RAREFIED. SING. FOUR WEEKS NOW.

UM SO WE HAVE. POLICY. IN IN DECEMBER OF 2018. WAVE. TO COUNTER YEAR 2020. BUT IF WE DON'T DO ANYTHING, THAT WOULD BE THE POLICY THAT ISN'T A THAT'S EXACTLY GOING THE NEXT ONE POINT, DR BAUER. POLICY WHICH INCLUDES ALL SCHOOL BASED ADMINISTRATORS IS FOLLOWING THE LONG FORM. YOU DID NOTHING TONIGHT. DANCING. CHANGE OR AND THE MOTION. SHIN FAILED. OLD POLICY. ALL SCHOOL. THROUGH THE CLARIFIED UM YOU MAKE ANY CHANGE. POLICY CHANGE. WITHOUT DOING ANOTHER. GUESTS. 60 DAY COMMENT PERIOD. NO, THAT'S THE PROBLEM. IT'S WELL, IT'S A 38.

TOM THAT PERIOD, BUT WE'RE NOT GOING TO BE ABLE TO HAVE IT PRESENTED AND DONE BEFORE JANUARY 1 2022 SO ANYTHING THAT'S MATERIAL. WHAT. YOU'RE SORT OF UP IN UPPER DOWN ON WHAT'S BEEN PRESENTED TONIGHT AND THEN YOU CAN ADDRESS. CHANGES NEXT YEAR FOR THE 2020.

YOU CAN'T LOOKING SO. WHEN I HEAR IS WHAT WE NEED TO DO IS. UM PROBABLY ACCEPT THIS PROPOSA, AS IS AND THEN ALSO WAVE. TOM. PRINCIPLES FILLING UP THE LONG FORM. AND ONLY THE PART OF THEM TO FILL OUT THE SHORT FORM AS A TEMPORARY WAVING OF POLICY. I DON'T RECOMMEND THE WAIVER. WE ALREADY DID THE WAIVER. I THINK THE BOARD WOULD NEED TO DECIDE IF THE PRINCIPAL. AND WITH THAT DECISION IF IT IS NOT DONE AS A WAIVER ACQUIRE A READING. NO, BECAUSE THAT HAS BEEN. WELL,

[02:30:01]

THAT'S THE SUPERINTENDENT RECOMMENDATION. YOU CAN CAN ADD THAT. WELL, MAYBE MATERIAL. I THINK IT'S WHEN THE SCOPE OF. COLOR. I DO BECAUSE YOU KNOW, I COULDN'T LET THIS GO TOO EASILY.

ATTENDANCE RECOMMENDATION. WE CAN THEN. NEXT FOR THIS NEXT YEAR, COMING UP MODIFIED THE SHORT FORM THAT'S NOT NEGATING IS DOING THAT FOR NEXT YEAR. THAT IS CORRECT. BUT IF YOU ACCEPT THE PROPOSAL RIGHT NOW, AS IS YOU NEED TO ACCEPT OUT TH. ADVISED THE PROPOSAL AS TO THE PRINCIPAL. OKAY. THANK YOU. RING MADE. ONE WHO FORWARD AND SOME MOTION. IF ONE OF YOU HAS CORRECT LANGUAGE, GO AHEAD. MM. TO ACCEPT THE SUPERINTENDENT'S RECOMMENDATION, EXCLUDING SCHOOL ADMINISTRATORS FROM THE REQUIREMENT OF THE LONG FORM. ALL SCHOOL BASED IN THERE. BASE ADMINISTRATION ALL SCHOOL BASED ADMINISTRATOR. TO BE EXEMPT FROM A LONG FORM. AND THEY WILL CONTINUE THE SHORT FORM. PRETTY OLD SCHOOL BASEMENT. CARE OF MY SECOND. RIGHT? HELLO. DR BAUER.

YES. DR HAROLD YES. THIS KARWACKI. MISS KELLY? YES. DR PHILIP. MS RICCARDI. MR ROBINSON. YEAH. MISS HOLCOMB. VICE PRESIDENT MILLER. YES. PRESIDENT GAUTIER. YES.

SELECTION PACK. THINK. AND I ASK YOU A QUESTION. ENSURING. THE SHORT FORM OF THE DISCUSSIONS THAT WE'VE TALKED ABOUT. WOULD THAT BE LAURA? MODIFIED TO HERE. ANSWER. I DO THAT IN MY EYE SERVICE LEADS ONTO. SHORT FORM WILL NOT CHANGE RIGHT NOW. RIGHT? UNDERSTOOD. BUT I MADE THE MOVEMENT. RIGHT UNLESS THERE ARE ANY OBJECTIONS. I'M GOING TO MAKE A QUICK BREAK. UM. THAT WE'RE GOING TO TAKE A QUICK FIVE MINUTE BREAK. IT'S 906. LET'S TRY ME BACK HERE, BUT 9 11 9 12.

THE WAY RIGHT BACK WITH YOU FOLKS THAT ARE ONLINE. YEAH. THANK YOU FOR YOUR PATIENCE.

READING IN FROM. LIKE YOUR VICE PRESIDENT MUELLER, SUPERINTENDENT WILSON AND OTHER BOARD MEMBERS IN THE PUBLIC. I WANTED TO THANK YOU THIS EVENING FOR ALLOWING US TO HAVE AN OPPORTUNITY TO SHARE SOME INFORMATION REGARDING OUR ELEMENTARY READING PROGRAM. AND WITH ME THIS EVENING IS MRS CHRISTINE SCARY. OUR SUPERVISOR OF READING ENGLISH AND LANGUAGE OR. MR MARK HAMILTON PRINCIPLE AT RIVERSIDE ELEMENTARY. THIS IS AUDREY VOSS, PRINCIPAL AT MAGNOLIA ELEMENTARY. AND MR GIDEON TWIG. WHO IS OUR WORKING SPECIALISTS IN THE RIVER OFFICE.

WITH THAT I'M GOING TO TURN IT OVER TO MRS SCARY. UM AND I WILL BE DRIVING THE POWER POINT THIS EVENING AS SHE PRESENTS TO LEAVE THIS EVENING. AND THEN AT THE END, WE'LL TAKE ANY QUESTIONS THAT YOU MAY HAVE TO THANK YOU. GOOD EVENING BOARD MEMBERS. THANK YOU FOR HAVING ME THIS EVENING TO TALK ABOUT OUR ELEMENTARY READING PROGRAM. JUST TO GIVE YOU A BIT OF A HISTORICAL BACKGROUND UNTIL RECENTLY, ALL OF OUR ELEMENTARY SCHOOLS WERE IMPLEMENTING THE HARD COURT STORY TOWN BREEDING PROGRAM. THAT PROGRAM WAS ADOPTED IN 2000 AND SIX AND SO BY 2018. WE REALIZE THAT OUR PROGRAM WITH OUTDATED IT DID NOT ALIGN TO THE STANDARDS, THE MARYLAND COLLEGE AND CAREER READY STANDARDS THAT HAVE BEEN DEVELOPED BRITAIN. AND AFTER HEARING FROM TEACHERS AND ADMINISTRATORS, WE KNEW WE WANTED TO LOOK AT A NEW DIRECTION FOR OUR ELEMENTARY READING PROGRAM. AND SO WE GOT TOGETHER A GROUP ACROSS ALL OF OUR SCHOOLS. AS WE BEGAN THE JOURNEY TO LOOK FOR A NEW PROGRAM, AND WE ACTUALLY STARTED WITH WANTING TO KNOW FROM OUR TEACHERS AND OUR ADMINISTRATORS. WHAT IS IT THAT WE BELIEVE IS WE'RE ABOUT TO LOOK AT NEW PROGRAMS TO ADOPT WHICH IS A BIG DECISION. WHAT DO WE WANT FOR OUR STUDENTS? OUR YOUNGEST WHEN IT COMES TO LITERACY. AND SO WE BECAME UP WITH BELIEF STATEMENTS THAT WE WERE GOING TO LOOK AT PROGRAM. AND THINK ABOUT. HOW WOULD OUR STUDENTS EVEN MOTIVATED TO BE READERS AND WRITERS AND TO INCREASE THAT VOLUME AND STAMINA IN READING AND WRITING? WE KNEW WE WOULD WANT TO PROGRAM THAT WOULD BUILD ON FOUNDATIONAL SKILL. AND FUNDAMENTAL AWARENESS AND PHONICS. THAT ARE SO CRITICAL FOR ARCADIA TWO STUDENTS, A PROGRAM THAT WOULD PROVIDE OPPORTUNITIES FOR SUCCESS AND TO GIVE STUDENTS CHOICE. THERE'S RESEARCH AROUND. TO BE ENGAGED IN TEXT THAT YOU CHOOSE AND TO HAVE RICH. DISSIPATE IN REALLY

[02:50:04]

AUTHENTIC. RESPONSE TO THE READING THAT OUR STUDENTS ARE DOING AND THAT WOULD CONNECT.

READING AND WRITING, WHICH IS SO IMPORTANT. AND SO WE LOOKED AT FIVE DIFFERENT. PROGRAMS WE PUT TOGETHER A COMMITTEE OF 52 MEMBERS. EACH SCHOOL HAD REPRESENTATION AND A VARIETY. AT SPECIAL EDUCATORS, CLASSROOM TEACHERS, READING SPECIALISTS, ADMINISTRATORS, CENTRAL OFFICE STAFF. WE EVEN HAD MIDDLE SCHOOL REPRESENTATION SO THAT. WE WILL BE ABLE TO GET INPUT ON. HOW DID THEY FEEL THESE PROGRAMS WOULD HELP TO PREPARE STUDENTS FOR SECONDARY EDUCATION. AND AS THE COMMITTEE MET. EACH PROGRAM. UM HAD EQUAL TIME TO PRESENT AND THE 52 MEMBERS DELIBERATE.

REALLY THOUGHT ABOUT WHAT WOULD BE THE BEST FIT. FOR HARFORD COUNTY SCHOOL. AND WAS ALMOST A UNANIMOUS VOTE. 48 MEMBERS CHOSE THE UNITS OF STUDY IN READING, WRITING AND PHONICS. AND SO WE WENT TO THE GENERAL CURRICULUM COMMITTEE TO BEGIN THE PROCESS. REALLY WANTED APPROVAL TO PILOT IN 88 WHAT WE CALL FACE ONE. AND IN THE 2019 2020 SCHOOL YEAR, WE PREPARED THOSE SCHOOLS. WE HAD AN EXCITING KICKOFF, TEACHERS WERE EXCITED TO TRY A NEW PROGRAM, PROFESSIONAL DEVELOPMENT OCCURRED. UNFORTUNATELY IN THAT FIRST PHASE. NO ONE COULD HAVE EXPECTED THAT BY MARCH 2020, THE TEACHERS WOULDN'T BE ABLE TO COMPLETE THE FIRST FULL YEAR OF IMPLEMENTATION IN THE CLASSROOM. IN A TYPICAL YEAR. UM WE SPOKE TO THE PRINCIPLES INSTEAD WITH THIS WHOLE BIT CLOSURE. SHOULD WE CONTINUE WITH YOUR TEACHERS IMPLEMENTING AND TRYING A NEW PROGRAM OR WOULD YOU LIKE TO GO BACK UNTIL WE CAN SEE WHAT OUR FUTURE HOLDS, AND IT WAS ACTUALLY UNANIMOUS. SEE THE PRINCIPLES AND I KNOW BOTH. MR HAMILTON AND MISS VOSS, WHERE PHASE ONE PRINCIPLES AND WE'RE PART OF THAT DISCUSSION. THAT KNOW OUR TEACHERS, EVEN THOUGH WE'RE GOING TO GO TO THIS VIRTUAL TEACHING AND NOT KNOW EXACTLY, UM, HOW TO MOVE FORWARD. WHERE YOU WANT TO KEEP WITH THIS PROGRAM, AND SO, UM, BY THE SUMMER OF 2020. WE WERE PLANNING ON ROLLING IT OUT TO EIGHT ADDITIONAL SCHOOLS. BUT I HAD THAT SAME TYPE OF CONVERSATION SINCE WE DIDN'T KNOW WHAT THE SCHOOL YEAR WOULD HOLD. BUT THE PHASE TWO SCHOOLS DID MOVE FORWARD AND OUR TEACHERS IN EIGHT ADDITIONAL SCHOOLS. CONTINUED THE UNITS OF STUDY LAST FOUR YEAR. AND THEN THIS YEAR YOU CAN SEE WE ARE AND WHAT I CALL THE PHASE THREE WHERE ALL OF OUR SCHOOLS CURRENTLY HAVE THE UNITS OF STUDY. PHONICS CATER TO ALL OF OUR ELEMENTARY SCHOOLS HAVE THE UNITED STUDY READING FREEDOM FIVE. AND WE ALSO BROUGHT ON TO SUPPORT OUR YOUNGEST STUDENTS. HAGERTY FUNNY MICK AWARENESS PROGRAM IN ALL OF OUR SCHOOLS PAY TO ONE. JUST TO GIVE YOU A LITTLE BIT OF BACKGROUND ON THE PROGRAM. THE UNIT IS STUDYING PHONICS IS A ATTITUDE PROGRAM. AND. PROGRAM IS REALLY GROUNDED IN THE FOLLOWING PRINCIPLES.

THAT WE WANTED TO PHONICS PROGRAM THAT PROMOTES TRANSFER. IT ISN'T ABOUT LEARNING PHONICS.

JUST FOR THE SAKE OF THOSE SKILLS, BUT TO SEE HOW THOSE SKILLS ARE USED TO SUPPORT OUR STUDENTS IN THEIR ACTUAL READING AND WRITING. WE KNEW WE WANTED A PHONICS PROGRAM THAT FOLLOWED A RESEARCH BASED SEQUENCE AND THAT IT WAS NOT JUST ABOUT ITEM KNOWLEDGE BUT STRATEGY TO HELP OUR STUDENTS BE READERS AND WRITERS BUT ONE OF THE MOST UNIQUE. ASPECT OF THIS PROGRAM IN PHONICS OF ALL OF THE PROGRAMS THAT WE LOOKED AT. WAS THE COMMITMENT TO ENGAGEMENT.

WHEN YOU THINK ABOUT YOUNGEST LEARNERS, THEY HAVE IMAGINATIONS AND PLAY. AND SO WE WANTED UPON ITS PROGRAM THAT WOULD INCLUDE SINGING AND INVENTING AND PRETENDING. AND. STUDENTS WOULDN'T BE SITTING WITH JUST WORKSHEETS IN FRONT OF THEM, BUT THAT THEY WOULD HAVE HANDS ON MATERIALS. LETTER TILES. WHITE BOARD. WHERE THEY WOULD BE ENGAGED IN UNITS WHERE ONE OF THE UNITS IS CALLED BEING A WORD, DETECTIVE. AND SO INSTEAD OF JUST TEACHING PHONICS PRINCIPLE LIKE CBC, THE STUDENTS ARE TOLD THAT THERE'S A MYSTERY TO BE SOLVED. MYSTERY OF THE SILENT E. AND THERE'S ANOTHER UNIT WHERE IT'S ALL ABOUT SUPERPOWERS, AND SO THEY GET THEIR VALVE POWER AND. THESE ARE JUST PICTURES. ME. I SAW STUDENTS AT MAGNOLIA WHO PUT CAPES ON AND EACH TIME THEY LEARNED A NEW A NEW SHOWER PATTERN THEY COULD THEY COULD.

ARM THEMSELVES, AND AT THE END, THEY WERE, THEY WERE CREATING SHIELDS WHERE EACH VALVE BECAME

[02:55:04]

ABOUT POWER SHIELD THAT THEY WERE HOLDING UP AND ANOTHER UNIT. THEY BECOME WORDS.

SCIENTISTS. SO AGAIN, WE WANTED STUDENTS TO BE MOTIVATED TO BE READERS AND WRITERS, AND THAT'S DEFINITELY WHAT WE'RE SEEING IN OUR YOUNGEST STUDENTS. ANEMIC AWARENESS. SUCH A STRONG RESEARCH BASE. ONE STUDENT'S ABILITIES TO HEAR AND DISTINGUISHED SOUNDS. AND SO THE HICKORY ANEMIC AWARENESS PROGRAM IS 10 MINUTES OF DAILY, CONSISTENT PRACTICE WHERE OUR STUDENTS ARE DOING RHYMING. AND THEY'RE LOOKING AT BLENDING AND SEGMENTING SAN SHOOTING SOUNDS.

AND THINKING ABOUT HOW THOSE WORDS GO TOGETHER. UM. IN ORDER TO INCREASE THEIR SKILLS IN EARLY LITERACY. THE UNIT OF STUDY IN READING. IS REALLY FOCUSED ON HOW DO WE GIVE OUR STUDENTS THOSE STRATEGIES THAT THEY NEED AND THE UNIT ARE NICE BALANCE. EACH GRADE LEVEL HAS EQUAL UNITS TO FOCUS ON FICTION AS WELL AS NONFICTION TEXT. THE UNITS ARE OFTEN STRUCTURED AROUND STRATEGIES THEY ARE ALIGNED TO OUR STANDARDS. AND THERE'S MANY UNITS THAT THE STUDENTS ALSO ENGAGE IN GENRE STUDY, WHICH WE'VE BEEN HEARING FROM OUR TEACHERS THAT THE STUDENTS REALLY ENJOY THEIR GRADE DOESN'T MYSTERY UNIT AND FOURTH GRADERS ARE. IMMERSED IN HISTORICAL FICTION AND OUR FIFTH GRADERS HAVE FANTASY UNITS. AND ALL OF THESE IN THAT ALLOW FOR AUTHENTIC TEXTS. AUTHENTIC DISCUSSION. WHICH I THINK IS SO IMPORTANT WHEN WE THINK ABOUT OURSELVES AS READERS. UM. AS SOON AS I'M DONE READING. I DON'T WANT TO GET A WORKSHEET WHERE I JUST FILL IN THE BLANKS. I WANT TO BE ABLE TO SHOW STUDENTS THAT READERS THEY JOURNAL ABOUT THEIR READING. THEY HIGHLIGHT THEY TAKE NOTES. FROM THEIR STAFFS AND JOB. THAT THEY ENGAGE IN BOOK CLUBS, WHICH ARE INTERMEDIATE STUDENTS HAVE SAID IS ONE OF THEIR FAVORITE PART OF THE PROGRAM. AND WE WANT OUR STUDENTS TO HAVE THESE OPPORTUNITIES IN THIS FICTION AND NONFICTION TO THEIR BUILDING THEIR BACKGROUND KNOWLEDGE ON A VARIETY OF PUPPET. THEY ARE ENRICHING THEIR ACADEMICS OF CAVALLERI. AND IT'S OUR GOAL THAT THEY READ INCREASINGLY COMPLEX TEXT. AND THEY'RE SUPPORTED THROUGH RICH AND RIGOROUS COMPREHENSION STRATEGY INSTRUCTION. OUR TEACHERS NEED TOOLS TO ASSESS READERS AND TO GIVE FEEDBACK THAT'S TAILORED SPECIFICALLY TO THEM. AND IN THIS PROGRAM, WE'VE BEEN SEEING THIS IN OUR CLASSROOMS, THE CHILDREN'S READING VOLUME. THEIR STAMINA IS GROWING. THE NEXT PART OF THE PROGRAM THAT'S REALLY BEEN THE MOST ENGAGING IS GETTING AUTHENTIC BOOKS INTO OUR CLASSROOMS. AND SO THERE IS A LOT OF RESEARCH AROUND CLASSROOM LIBRARIES. RESEARCH THAT SAYS BOOKS WHEN THEY ARE IN. IN THIS SITE IN THE PROXIMITY OF OUR STUDENTS, IT WILL INCREASE THE AMOUNT THAT THEY READ. YEAH LEARNERS NEED ACCESS TO THESE BOOKS IN ORDER TO FIND SUCCESS AND THAT HAVE HIGH VOLUME IN THE READING. AND SO I RECOGNIZE THAT WE'VE BEEN ABLE TO SUPPORT OUR SCHOOLS ACROSS THE DISTRICT. IN PROVIDING TEACHERS. WITH CLASSROOM LIBRARY BOOK. FICTION AND NONFICTION. OF DIVERSE TIGH.

AND IT'S OUR TEACHERS THAT ARE BRINGING THESE BOOKS TO LIFE IN CLASSROOM LIBRARIES THAT ARE TRUE INVITATIONS TO READ. WHEN WE TALK TO OUR TEACHERS, THEY WANT THAT LIBRARY TO BE THE HEART OF THEIR CLASSROOM THAT IT BROUGHT THE STUDENTS ATTENTION. TOWARDS TOWARDS READING AND TOWARDS EXPLORING BOOKS AND THAT STUDENTS HAVE ACCESS SO THAT THERE'S A WIDE RANGE OF READING LEVELS SO THAT EVERY STUDENT CAN FIND A BOOK. MATCHED THEIR INTERESTS. AS WELL AS TO THEIR THEIR LEVEL. AS WE'VE BEEN EMBARKING ON THIS PROGRAM, IT IS IMPORTANT. THAT WE THINK ABOUT HOW RATE THE PROGRAM. AND I HAVE TO REALLY RECOGNIZE THE TEACHERS IN OUR ELEMENTARY SCHOOLS WHO HAVE BEEN COMMITTED, AND I THINK WE ALL AGREE WHAT THEY FACED IN TEACHING. OVER THE LAST FEW YEARS AND. STILL TAKING ON A NEW PROGRAM AND BEING VERY POSITIVE AS AS WE GO OUT. AND MEET WITH THEM AND WE ARE DOING AN INDEPENDENT PROGRAM EVALUATION. I HAVE TO REALLY RECOGNIZED BILL SNYDER FROM THE OFFICE OF ACCOUNTABILITY WHO'S WORKING WITH ME TO DO PRE AND POST SURVEYS. READING WALK THROUGH SO THAT WE CAN GO IN AND VISIT AND HEAR FROM OUR TEACHERS AND SEE INSTRUCTION. FOCUS GROUPS WHERE STUDENTS AND PARENTS AND ADMINISTRATORS CAN GIVE FEEDBACK. WILL BE COLLECTED. WE ALSO KNOW THAT GETTING A NEW PROGRAM. IS ABOUT PROFESSIONAL

[03:00:07]

DEVELOPMENT. AND SUPPORT FOR OUR TEACHERS. WE DIDN'T WANT TO JUST PURCHASE THE PROGRAM AND HANDED TO THEM, BUT HOW CAN WE SUPPORT THEM? ON THIS JOURNEY AND. ONE OF THE THINGS THAT'S INTERESTING ABOUT THIS PROGRAM IS THAT THE FOUNDER, LUCY HAWKINS. SHE REALLY BELIEVES IN. WHAT MATTERS IS BUILDING THE CAPACITY OF SUPPORTING TEACHERS AND BEING THE BEST READING AND WRITING TEACHERS. THEY CAN BE. AND SO IT'S WRITTEN IN A WAY THAT REALLY IS MEANT TO BE ALMOST LIKE PROFESSIONAL DEVELOPMENT IN A BOX AS THE TEACHERS READ THE LESSONS THEY'RE READING. LESSONS THAT THE LIVER INSTRUCTION. IN THE BEST POSSIBLE WAY, BUT WE'VE ALSO PROVIDED OPPORTUNITIES AT COUNTY LEVEL. CONTENT PROFESSIONAL DEVELOPMENT DAYS. AS WELL AS SCHOOL BASED WE ACTUALLY HAD A DAY LAST FRIDAY, WHERE IT WAS A FULL DAY OF PROFESSIONAL DEVELOPMENT FOR OUR TEACHERS, AND I HAVE TO SAY THERE WAS A. PLETHORA OF CHOICE. SO MANY THAT ARE TEACHERS COULD PICK AND, UM IT WAS EXCITING TO SEE WE HAD OVER 500 ELEMENTARY TEACHERS WHO SHOWED THEIR ENTHUSIASM AND WANTING TO CONTINUE TO LEARN THIS PROGRAM. BY ATTENDING WORKSHOPS THAT WERE OFFERED BY THE REAL OFFICE. AND I HAVE TO RECOGNIZE THAT AS WELL AS DOING COUNTY BASED PROFESSIONAL DEVELOPMENT. WE OFFERED A FOUR DAY SUMMER INSTITUTE. WHERE TEACHERS. PAIN FOR FOUR DAYS AND TEACHERS COLLEGE READING WRITING PROJECTS DEVELOPERS WORKED WITH OUR TEACHERS TO HELP PREPARE THEM. I THOUGHT GIDEON TWIG AND KRISTEN BARRED WORK IN THE REAL OFFICE, AND THEY ARE GOING OUT EVERY DAY INTO OUR SCHOOLS TO DO GREAT LEVEL PLANNING SESSIONS, DEMONSTRATION LESSONS COACHING WITH TEACHERS. IT HAS REALLY BEEN A COLLABORATIVE EFFORT.

TEACHERS COLLEGE, COLUMBIA UNIVERSITY. IS A LEARNING RESEARCH, UM, UNIVERSITY AND THEY HAVE STAFF DEVELOPERS. THAT WORK DIRECTLY, SOME OF THEM EVEN THE AUTHORS OF THE UNIT. AND I'M PROUD OF THE PARTNERSHIP THAT WE HAVE AT THE SCHOOLS IDENTIFIED. SEE ALSO AGAIN, MR HAMILTON AND MISS FOSS, WHO ARE HERE TODAY. OUR PARTNER SCHOOLS. AND THIS, UM ABILITY. TO STAFF DEVELOPERS COME OUT BUILD RELATIONSHIPS WITH OUR TEACHERS ACROSS A WHOLE SCHOOL YEAR AND AS THE RESEARCH ABOUT READING CONTINUES TO SHED LIGHT ON HOW CHILDREN READ. IT'S THE STAFF DEVELOPERS THAT ARE HELPING TO KEEP US IN CORPORATE COUNTY ON THE CUTTING EDGE OF RESEARCH AND HELPING TO REFINE INSTRUCTION AND TO IMPLEMENT THESE NEW FINDINGS, ESPECIALLY AS YOU SEE ACROSS SOME OF OUR TITLE ONE SCHOOLS. LUCY CAULKIN, THE FOUNDER, IS A TEACHER'S TEACHER. UM SHE BELIEVES IN COLLABORATIVE COMMUNITIES OF PRACTICE. PLEASE HEAL TEACHING IS MARKED BY TEACHERS WHO GET TO PLAN TOGETHER SHARE MATERIAL SHARE IDEAS. AND WE KNOW IN SCHOOLS WE CAN'T TEACH ALONE. WE MUST COLLABORATE. THE WORK IS TOO CHALLENGING FOR ANY ONE OF US TO BE AN EXPERT IN EVERYTHING, AND WE ALL GET BETTER. UH, A SHARING OUR EXPERTISE WITH ONE ANOTHER. AND SO WE SEE THIS ACROSS OUR SCHOOLS, TEACHERS COMING TOGETHER, AND IT'S BEEN REALLY EXCITING IS THE PHASE ONE SCHOOLS BECAUSE THEY WERE DOING IT A LITTLE BIT LONGER. ARE ABLE TO HAVE THOSE TEACHERS REACH OUT AND SUPPORT PHASE TWO AND PHASE THREE SCHOOLS AND THEY'RE THEY'RE COMING TOGETHER IN RICH COMMUNITIES VISITING EACH OTHER. EVEN IF IT'S THROUGH A TEAM MEETING. PARENTS AND COMMUNITY GAUGE MINT. I WOULD LOVE IT, UM MR HAMILTON AND MISS VOSS COULD SPEAK TO JUST. SOME OF THE INITIATIVES HAPPENING IN THEIR OWN SCHOOLS AS THEY'VE BEEN WORKING WITH OUR NEW PROGRAM. IT STARTED. UM THIS IS AUDREY. BOB THANK YOU SO MUCH, UM, FOR INVITING US THIS EVENING, WE HAVE HAD JUST LIKE SO MANY OTHER SCHOOLS. PARENT INVOLVEMENT ACTIVITIES, AND WE'VE HAD TO GET A LITTLE CREATIVE BECAUSE DURING SOME OF OUR TIME, AS YOU KNOW, WE HAVE BEEN AT HOME TO SOME OF THE EVENTS THAT WE'VE HAD BEFORE COVID HIT. WHERE SOME GREAT ACTIVITIES WHERE WE REALLY COULD BRING PARENTS INTO OUR BUILDING. TEACH THEM, UM, FOR EXAMPLE, LIKE IN PAJAMAS, I REMEMBER SITTING IN OUR CAFETERIA. PHASE ONE SCHOOL OF FOUR WE WERE SENT HOME. UM THEY WERE SITTING IN OUR CAFETERIA AND WE WORK REALLY TEACHING PARENTS ABOUT READ ALOUD STRATEGIES THAT THEY WOULD USE. WITH THEIR LITTLE, UM, ELEMENTARY STUDENTS, UM, AS THEY WERE READING THOSE BEDTIME STORIES AT NIGHT. SO INSTEAD OF JUST GOING THROUGH THAT BEDTIME STORY, HOW COULD THEY REALLY DRAW OUT THOSE PIECES FOR THEIR CHILDREN? AND THAT REALLY KIND

[03:05:05]

OF BRIDGE THE GAP BETWEEN WHAT WE WERE DOING IN THE SCHOOL AND HOW THEY COULD BRING IT HOME.

AND WE GAVE THEM SOME MATERIALS. THEY COULD PICK UP SOME BOOKS AND IT WAS A FANTASTIC EVENT AS A LITTLE BIT KIND OF TOOK OVER AND WE WERE SENT HOME. THIS IS A PICTURE OF ONE OF THE ACTIVITIES WE DID. AND WE DEVELOP LITERACY TIME WHERE WE DID SMORES WITH THEM. WE ALSO, UM SENT HOME SOME OTHER MATERIALS AND DURING OUR TIME TOGETHER, VIRTUALLY WE ALSO TALKED ABOUT THE ACTIVITIES THAT THEY COULD DO WITH THEIR KIDS THAT WOULD BRIDGE THAT GAP BETWEEN THE LESSONS THEY WERE SEEING IN LINE WITH TEACHERS AND WHAT THEY COULD DO WHEN THEY WERE READING WITH STUDENTS BECAUSE WE FELT LIKE IT WAS REALLY IMPORTANT THAT THEY SAW THOSE CONNECTIONS. SO IT TEACHERS WERE DOING AND WHAT THEY WERE DOING. UM, I'LL LET YOU GO AHEAD MARK. THANKS, AUDREY. YEAH, ABSOLUTELY. UM. ON THERE AND SAY THAT ONE OF THE BEST SOLVED. OPPORTUNITIES.

CURRICULUM ITSELF. BECAUSE I'VE GOT FIRST TIME I'VE BEEN IN THIS KINDERGARTEN. GREAT.

THEMATICALLY GAUGED IN INFORMATIONAL AND FICTIONAL TECH. THROUGH THESE THEMES. K THROUGH FIVE. WELL, IF I'VE GOT THREE KIDS IN AN ELEMENTARY SCHOOL I KNOW WHAT MY KIDS ARE DOING. KNOW WHAT THE THEMES ARE RIGHT NOW, AND I CAN. DEED WHAT MY FIRST GRADERS LEARNING ABOUT INFORMATIONAL TEXTS AND THEIR STRATEGY. BASICALLY WHAT THAT STRATEGY IS CALLED IN THIRD GRADE. AND THE DIFFERENT WORDS AND NUANCES THAT GO WITH IT IN THIRD GRADE AND MY FIFTH GRADE.

TAKING IT ALL THE WAY TO THE NEXT LEVEL. AND AS A PARENT. I CAN SEE THAT. OH, MY. I KNOW IT'S EXACTLY WHERE. FROM ANYTHING ELSE. I'LL JUST TELL YOU THAT BOTH AUDREY AND I WERE BOTH. LITERARY TRAINERS EARLIER ON IN OUR CAREERS IN HARFORD COUNTY. TRYING TO KEEP TEACHERS HAVE TO GET THEM BOWS OUT OF THESE ANTHOLOGIES. WE ARE CONTINUALLY BEING SOLD ACROSS THE COUNTRY LIKE HOW DO I MAKE THIS LIVE AND BREATHE FOR MY KID? MY CLASSROOM. IT WAS THAT WAS OUR JOB. TRY AND HELP OUR T SHIRT. OOH! THESE BIG BOOK. ALSO EXCERPT. SHORT STORY. COLLECTED FOR ALL ITS FIND IT. WAYS THAT THEY CAN USE THAT IN THEIR CLASSROOMS SO THAT IT'S REAL, AND WE CAN TEACH THEM WHAT REAL READING IS LIKE, AND NOW WE'VE GOT HONEST, TAKE EVEN BETTER, ALONG WITH THE WRITING. ALL THE WAY THROUGH ELEMENTARY SCHOOL. WITH ACTUAL BOOK DON'T LIE WHOLE LIBRARIES THAT ARE SUPPORTED WITH THE SAME COST BUYING DOLLARS. WELL. PHONE REALLY INVOLVES YOUR PARENTS AND WITH THE VIRTUAL WORLD THAT WE'VE GOT RIGHT NOW, AND YOU'VE GOT YOUR GRADE LEVELS FOR YOUR PIZZA IS. ALL STEP FORWARD DOING ON THURSDAY. WE'RE DOING A BIG CAMPFIRE READING NIGHT WITH OUR PEKKA IN CONJUNCTION WITH OUR READ A THON. REALLY NICELY AND EVERYBODY KNOWS WHAT'S GOING BACK. IN CLOSING ABOVE ALL, UM GOOD TEACHING IS WHAT MATTERS MOST AND IT IS IMPORTANT TO DEVELOP. CITIES AND TO CONTINUE TO LEARN FROM ONE ANOTHER. WE KNOW THAT THERE ARE SOME PRETTY. PROGRAM AND CRITICS OF THE WORKSHOP APPROACH TO THE TEACHING OF READING. WHERE THERE'S SOME ORGANIZATIONS LIKE ED REPORTS THAT HAVE REPORTED THAT THIS PROGRAM DOES NOT MEET THEIR CRITERIA. THIS PROGRAM HAS BEEN IMPLEMENTED ACROSS THE COUNTRY INITIAL POSITIVE RESULTS. YOU NEED TO STUDY WAS INDEPENDENTLY REVIEWED BY A I R.

THE AMERICAN INSTITUTE FOR RESEARCH WHERE COMPARATIVE ANALYSIS. FINDINGS SHOWED STATISTICALLY SIGNIFICANT INCREASES IN L. A SCORES AMONG SCHOOLS IMPLEMENTING THE PROGRAM. SO WE'RE EXCITED TO BE EMBARKING ON THIS NEW ERA OF READING INSTRUCTION IN HARFORD COUNTY PUBLIC SCHOOLS AND WE TRUST OUR TEACHERS, OUR ADMINISTRATORS AND OUR STUDENTS TO BE THE ONES TO PROVIDE THE FEET. AS WE EVALUATE THE PROGRAM. AND WE LOOK FORWARD TO HAVE THIS CURRICULUM WILL HELP US TO ACHIEVE OUR NORTH STAR VISION. FOR READERS AND WRITERS.

AND I THANK YOU AND I'M OPEN. OUR PANEL HERE IS OPEN TO ANY QUESTIONS, BUT I JUST APPRECIATE BEING ABLE TO SHARE THIS EVENING WITH YOU THE DIRECTION OF OUR ELEMENTARY LITERACY. GREAT.

[03:10:01]

THANK YOU VERY MUCH. START WITH MR CAR WAXING. I KNOW I GAVE YOU GUYS AND BEAUTIFUL. YOU HAVE, YOU KNOW SHE'S GOING TO HAVE THINGS THROUGHOUT. NO PRESSURE HERE GO WELL. YEAH, I HAVE AN ELEMENTARY SCHOOL BACKGROUND. AND ELEMENTARY SCHOOL. BUILDS THE FOUNDATION. UM. IF WE WANT OUR KIDS TO BE SUCCESSFUL. IN MIDDLE SCHOOL, HIGH SCHOOL AND BEYOND. WHAT WE DO IN THE ELEMENTARY GRADE. IS AT PLEASE. KING. I LOVE THE DESIGN THIS PROGRAM. YES, I'M GOING TO GET.

I'M GOING TO DO THAT, RACHEL. UM, PREVIOUS PROGRAMS. THAT I HAVE ENCOUNTERED. MIGHT HAVE BEEN WEAK IN THE AREA OF UPON IT. IN THE EARLY GRADE. WHICH NECESSITATED BUYING A SEPARATE FARMING'S PROGRAM. AND WHEN YOU DO SOMETHING LIKE THAT, YOU HAVE TO USE WHAT I REFER TO SHOW HORNS STRATEGY. MAKE IT FIT. AND IT DOESN'T FIT JUST RIGHT. SO. YOU'RE ALSO HAPPY OPPOSITE POSSIBILITY. YOU HAD SERIOUS OUT THERE WITH GREAT PHONICS PROGRAMMING. BACK. THEY WERE REALLY MEDIOCRE IN DEVELOPING FLUENCY COMPREHENSION. LAURIE. FOR EXAMPLE. AND. OUR CHILDREN WERE NOT. FLUENT READERS BY THE TIME THEY WERE IN THIRD GRADE, WHICH IS WHAT WE ANTICIPATE. UM CAULKINS. HOW. HAS TAKEN THE BEST STRATEGIES FROM MANY SOURCES. SHE'S POLISHED THEM BLENDED THEM. AND SHE'S CREATED A TRULY INTEGRATED LITERACY PROGRAM. THAT INCLUDES THE FOUNDATIONS. ANEMIC AWARENESS, PHONICS, READING AND WRITING. THE METHODOLOGY IN HER UNIT.

DIFFERENT. ANY OTHER READING SERIES. THAT YOU WILL ENCOUNTER. UM AND PROFESSIONAL DEVELOPMENT.

IS CARE. AND I'M GLAD TO SAY THAT HARFORD COUNTY PUBLIC SCHOOLS HAS A VERY STRONG.

COMMITMENT TO PROFESSIONAL DEVELOPMENT FOR TEACHERS. ONGOING IT'S ALWAYS UP TODAY.

AND THAT MAKE SUCH A DIFFERENT. BECAUSE I KNOW FROM PERSONAL EXPERIENCE. THAT WHEN YOU APPLIED THIS TYPE OF PROGRAM WITH FIDELITY. COMPONENTS OF THE PROGRAM TRULY HELP. DEVELOP A LOVE OF READING AND BECOME. LIFE LONG LEARNERS AND LIFELONG GRADER. SO I WANT TO THANK. THE PRETTIEST FORD WHO MADE THE DECISION. I'D LIKE TO THANK DR BROWN AND HER STEP. WHERE THERE CONTINUE. PORT OF THIS PROGRAM. AND ALL OF THE SCHOOL ADMINISTRATORS AND TEACHERS WORKING WITH IT. AND I GUARANTEE YOU. THAT YOU WILL SEE DIFFERENT LAUNCH TOODLE STUDY SHALL THAT.

WHEN YOU PUT ALL OF THESE PIECES TOGETHER. YOU WILL HAVE STRONG READER. YOU WILL HAVE KIDS THAT UNDERSTAND WHAT THEY READ. AND CAN THEN TRANSFER THAT KNOWLEDGE ACROSS ALL AREAS. COULD YOU.

OKAY, THAT'S GOOD. HEY, I'M GOING TO STOP. NO, I WAS NOT PAID FOR THAT, OKAY? ALL RIGHT, DR. HAROLD. ANY COMMENTS QUESTIONS? ANYTHING. WE HAVE BEEN EXPOSED ABOUT THIS PROGRAM SINCE. UH WE HEARD THAT IT WAS ON THE HORIZON. THANK YOU FOR THE PRESENTATION. I'M OVERJOYED.

AT THE INSIGHT HERE AND BUYING THAT. THE CURRICULUM IS MOVING FORWARD AND WITH A GREAT BENNET.

[03:15:09]

THANK YOU. HOME. AS MUCH AS I. FRIEND OF ONE OF PROVIDE ACCOUNTABLE BALANCE TO SUN IS VERY FLOATING DESCRIPTION. I'M JUST GOING TO SAY NO QUESTIONS. I LOOK FORWARD TO SEEING THE EVALUATION OF HOW IT PERFORMS. FIRST TIME LIKE TO TAKE HEARING. I'M NOT AGAINST BARS OR TRANSPORTATION ALL PAID UP THIS WAY. RIGHT DOWN, BUT I DON'T KNOW IF YOU COULD HEAR IT. I HEAR THE ENTHUSIASM. WHICH THEY SCRIBE AND TALK ABOUT PROGRAM. I MEAN IT. IT'S. I BELIEVE THAT THAT KIND OF CONFUSED AS, UM, IS CONTAINED. AND IT WILL BRING FORTH THE KIND OF RESULTS THAT SONIA BELIEVE THAT WE. SO IN JUST ONE MAYBE THIS IS THE DOCTOR. WHEN WILL WE SEE? FRUIT.

PROGRAM WHEN WE REACH WHEN WERE WE SEE THE FIRST? DANIEL CHANGE. UM, THIS FROM. MR ROBINSON. UM WE ARE CURRENTLY WORKING ON PULLING THAT DATA TOGETHER. UM WE HAVE BEEN DOING WALK THROUGHS SINCE THE INCEPTION, AND WE HAVE STUDENT AND UM STUDENT AND TEACHER DATA. AND COVID DID THROW US FOR A LITTLE BIT OF A LOOP. UM IN TERMS OF JUST IMPLEMENTING THE PROGRAM, AND THEN WE ALSO HAVE A MEETING COMING UP AN INTERNAL MEETING. WITH. MR GUZMAN YAKUBU, UH, WITH SNYDER, CHRIS CARRYING MYSELF TO DISCUSS. I'M LOOKING AT THE DATA AND THE PROGRAM EVALUATION AND ITS ENTIRETY. UM, BUT I WILL SAY. LITIGATED STANDPOINT AND AT LEAST WELCOME ANY BOARD MEMBERS TO COME WALK THROUGH. WE'LL WALK THROUGH WITH US. UM WE SEE IT IN CLASSROOMS. UM. WE SEE CHILDREN WHEN WE TALK TO THEM. WHAT IS YOUR FAVORITE SUBJECT? MANY OF THEM WILL SAY, READING AND OR WRITING. WE SEE CHILDREN GREETING AS YOU SAW IN THE PICTURES. WE SEE. TEACHERS CONFERENCING WITH CHILDREN. WE SEE STUDENTS REALLY OWNING, UM, THEY'RE LEARNING AND I THINK.

THE ENGAGEMENT THAT WE SEE ATTITUDE, PROFESSIONAL DEVELOPMENT AND BUILDING THE CAPACITY OF OUR TEACHERS AND OR ADMINISTRATORS. AND REALLY WHEN WE HAVE LEADERS SUCH AS MRS SCARY, MR HAMILTON. UM, MISS VOSS AND OUR OTHER PRINCIPLES AND INCLUDING. UM MR TWIG AND MISS BARD IN OUR CLASSROOMS, WORKING WITH NOT ONLY JUST THE TEACHERS BUT ALSO THE STUDENTS.

WE REALLY DO SEE A CHANGE IN PRACTICE FROM WHEN WE FIRST STARTED THIS SO TIGHT A LITTLE BIT OF A BUMP JUST SIMPLY BECAUSE OF COVID. BUT AS SOON AS WE HAVE MORE INFORMATION TO SHARE WILL BE GLAD TO DO SO. THANK YOU. I HAVE NO FURTHER QUESTIONS, OKAY? THANK YOU, MR KELLY. UM, I JUST WANTED TO SAY THANK YOU SO MUCH FOR THE PRESENTATION. I. WAS IMPRESSED, AND I HEARD IT THE FIRST TIME AND EVEN MORE IMPRESSED NOW, UM AND I DID I HAVE A KINDERGARTEN AND A THIRD GRADER AND. I DIRECTLY WHEN IT ASKED THEM ABOUT THEIR EXPERIENCE, AND THEY BOTH LIT UP AND WE'RE JUST SO EXCITED AND I ABSOLUTELY LOVE SCHOOL AND LOVE. LEARNING AND IT'S JUST BEEN. IT'S BEEN GREAT FOR THEM AND MY KINDERGARTENER WHO IS SHY AND A LITTLE BIT RESERVED. HE JUST. TOLD ME ALL ABOUT MABEL AND HOW MUCH HE'S REALLY JUST ONCE. WANTS TO LEARN HOW TO READ. SO THANK YOU. AND I WOULD LOVE TO HUB AND OBSERVES AT SOME POINT INVITE HER, PLEASE. THEY RATE MY BOARD MEMBER COMMENTS. VERY EXCITING TO SEE THIS NEW PROGRAM. MR

[03:20:02]

HAMILTON. YOU MENTIONED THE SYNERGIES BETWEEN THE. THE THREE LEVELS AND HOW GREAT IT'S EXCITING. IT'S GOING TO BE FOR PARENTS TO SEE THE CONNECTIVITY. THREE LEVELS, AND CERTAINLY.

YOUR EXPERIENCE, AND I'M JUST SCARY. THANK YOU SO MUCH AS. ARIANS SAID EARLIER THAT IT'S REALLY, UM. REALLY GREAT TO SEE IT. THE FIRST PRESENTATION TO THE SECOND IS THE MORE EXCITING AND. I TOO WOULD LIKE TO OBSERVE IF I COULD HAVE THE OPPORTUNITY. AND NOT A BLANKET AND. LOT AND.

THANK YOU FOR NO. RIGHT MIDFIELD. Q. FOR YOUR CONTRIBUTIONS. UM, I'M EXCITED TO LIVE THE EVALUATION. JUST REALLY HAPPY TO SEE SO MANY PEOPLE SO EXCITED ABOUT A READING PROGRAM, AND I MEAN THAT ESPECIALLY THE STUDENTS AND THE PARENTS. SO THANK YOU VERY MUCH FOR ALL YOU DO. AND HOW ARE THE TEACHERS? HUGE. FROM PREVIOUS PROGRAMS THAT WE'VE HAD TEACHERS. FEEDBACK ARE YOU GETTING FROM THEM? IS THERE ANYTHING YOU COULD SHARE? WE REALLY CAN'T. I'M GONNA ACTUALL. SEE ONE OF THE PRINCIPLES WANTS TO START. OBVIOUSLY. AND THE INSTAGRAM WORKS. ONE ON ONE WITH TEACHERS AND THEN GRADE LEVEL GROUPS EVERY SINGLE DAY. SO I WELCOME ANY OF MY COLLEAGUES SINCE I DID A LOT OF THE SPEAKING EARLIER AND I CAN FIGURE. DON'T. I WAS FIRST STARTED. MY BEST BREEDING TEACHERS. I FORCED BILL. WE'RE REALLY GUNG HO. FINALLY MODEL WHERE THEY WOULD BE ABLE DIFFERENTIATE TO MEET THE NEEDS OF THEIR THE NEW THEIR KIDS TO OTHER CLASS. AND TO DRIVE THE STAMINA OF READING ONWARDS WHILE THEY HAD TIME. TO WORK WITH HIM ON THE SKILLS THAT THEY NEEDED TO ADVANCE. SO I HAD A REALLY EASY, STELL. MY FIRST POOL. THEY HAD ALL THESE VERY RESPECTED FEATURES. DONE HOPE FOR IT. YOU KNOW WE'RE SELLING THE REST OF THEIR COLLEAGUES. IT'S A LOT OF WORK EVERY NEW CURRICULUM. A LOT OF WORK. THEY STARTED SEEING THE QUALITY OF BLOOD. BEING OFFERED MATERIALS THAT WERE BEING PURCHASED. AND THE PROFESSIONAL DEVELOPMENT. AVAILABLE. ALL REA. FOR ALL THAT AND NOT SOME AND PRESENTER. TRAVELS AROUND THE WORLD AND. EIGHT TO LIKE, STAND UP IN FRONT OF THE WHOLE BUNCH OF PEOPLE AND SPEAK FROM A POWER POINT LIKE ACTUAL READING. THEY WERE THEY WERE SOLD. THAT'S MY KIND. THAT QUESTION. THANK. THIS IS AUDREY. I'M JUST GONNA PIGGYBACK ON MARK SAID. I THINK WHAT WE DON'T ALWAYS REALIZE IS THAT OUR TEACHERS COME TO US. NOT WITH ALL OF THE TOOLS TO TEACH EVERY SINGLE GRADE LEVEL IN READING AND EVERY SINGLE GRADE LEVEL AND PHONICS. SO WHEN WE, UM GAVE TEACHERS THIS. IN CHURCH BILL, JUST LIKE MARK'S EXPERIENCE, THEY WERE VERY EXCITED. BUT AS I AM. SWITCH SCHOOLS. I HAD A LOT OF TEACHERS THAT WERE NON TENURE HAD NEVER TAUGHT. THEY WERE EQUALLY AS EXCITED BECAUSE THEY DIDN'T HAVE THOSE BACKGROUND TOOLS. AND THIS REALLY TAUGHT THEM. HOW DID PIDGE ON IT? HOW DO YOU TEACH A CHILD? MAGIC E WHEN YOU'VE NEVER EVEN HEARD OF MAGIC E, UM SO IT STEP BY STEP TEACHES THEM WITH EACH LEVEL. LEVEL NEEDS THAT THEY'RE PREPARED. UM AND I REMEMBER SITTING WITH TEACHERS AND SAYING, YOU KNOW, LOOK RIGHT HERE, IN THE SIDE OF THIS IS GOING TO GOING TO JUST TELL YOU WHAT TO TEACH. BUT IT'S GONNA EXPLAIN TO YOU WHY YOU'RE DOING IT. SO TEACHERS ARE JUST TEACHING THIS WITH NO REASONING OF WHY THEY'RE DOING IT. THEY KNOW. WHY AM I DOING THIS? WHY IS SHE TELLING ME TO DO THIS? SO I THINK IT GIVES THEM THAT SENSE OF. OF CONFIDENCE THAT THEY KNO. THE HOW AND THE WHY, AND THAT MAKES EVERYONE YOU KNOW, DEFINITELY REASSURED. READY AND. YEAH THIS IS GOOD HERE LIKE I'M

[03:25:01]

A CURRICULUM SPECIALIST WITH THE REAL OFFICE. AND LIKE CHRIS SAID, I'M IN. SINGLE DAY. UM LIKE, FOR INSTANCE, THIS WEEK, I'LL BE WORKING WITH EIGHT OF OUR ELEMENTARY SCHOOLS OVER THE COURSE OF THE WEEK. AND SO IT'S REALLY BEEN INTERESTING THIS YEAR TO HEAR TEACHERS. UM AND OF COURSE, THERE ARE ALWAYS LEARNING CURVES WHEN YOU'RE LEARNING A NEW CURRICULUM AND THINGS THAT THEY HAVE QUESTIONS ABOUT, AND THAT'S WHY I'M KRISTIN BARRED AND MYSELF WERE IN SCHOOLS ALL THE TIME SO WE CAN ANSWER THOSE QUESTIONS FOR TEACHERS RIGHT AWAY. WE DO A LOT OF WORK, DEMONSTRATING FOR TEACHERS TO HELP SUPPORT THEM. BUT I THINK WHAT I HAVE FOUND VERY INTERESTING AND TO BE HONEST, AND WHAT'S SURPRISING THIS YEAR IS HOW MANY SCHOOLS I'M GOING INTO WHERE THEY CATER TO TEACHERS ARE NOT YET USING THE READING WORKSHOP. WHO ARE ASKING ME? JUST START. CAN WE START DOING SOME PARTS OF WORKSHOP AND READING BECAUSE WE LOVE PHONICS AND WE WANT TO LIKE AND WE HAVE WRITERS WORKSHOP AND WE JUST WANT TO GO AHEAD AND PUT IT TOGETHER. THERE HAVE BEEN SO MANY GREAT LEVELS THAT. THE TEACHERS ARE ALREADY TRYING WORKSHOP EVEN WITHOUT AN OFFICIAL CURRICULUM, UM, BECAUSE THEY WANT. THEIR STUDENTS, EVEN THOUGH IT MEANS IT'S A LITTLE MORE WORK FOR THEM. SO I THINK I'VE BEEN KIND OF INSPIRED BY THAT ON THE ENTHUSIASM THAT TEACHERS HAVE. SORT OF BRING SOME CLOSURE WITH SOME COMMENTS.

FIRST OF ALL, TEAM THANK YOU SO MUCH FOR THE PRESENTATION. WE'VE HEARD COMMENTS ON THE ENTHUSIAST. AND THAT ENTHUSIASM. ONE OF THE REASONS FOR HERE. I WENT INTO SCHOOLS. SO I WANT TO JUST MAKE A COUPLE QUICK POINTS ONE. THERE'S NO WAY WE CAN DELIVER ON THE NORTH STAR. THAT WE'VE SET FOR OURSELVES GRADUATE. DON'T HAVE A VERY STRONG FOUNDATION. PRESS A BELL.

CURRICULUM BUT THIS ONE IN PARTICULAR BECAUSE IF YOU'VE HEARD OTHERS SAY THAT THIS IS A HARD CURRICULA. LOT OF WORK. WHAT I HEARD GOING IN IS YES, IT'S A LOT OF WORK. PORT THAT SPEAKS. SEE, SEE THE RESULTS QUICKLY. SO I DO THINK IT'S POSSIBLE IF SOME DISTRICTS HAVE STRUGGLED WITH HIS CURRICULUM BECAUSE THEY HAVEN'T INVEST. IN THE PD. HARD TO ROLL THAT OUT.

UM ONE THING I REALLY LIKE. LISTEN TO PRESENTATIONS WILL HURT. ABOUT THE PRODUCTS COMING OUT. COLLEGE. OH, DOING WELL. PHONICS WORK NOW. RELATIVELY NEW PRODUCT. NOT READING INSTRUCTION. HOW TO IMPROVE. DOWN AND THERE WERE. HERE. THINK THAT'S IMPORTANT THAT WE WERE WORKING WITH SOMETHING THAT WILL EVOLVE AS A SIGN. WORLD. AND THEN I WOULD FINISH. THIS IS MAYBE MORE OF AN ANECDOTE. MANY THINGS. GOT LOST DURING COVID. WE MISSED HIM. HERE. WE FIRST PILOT IN THE. ALL 20. DURING MY SCHOOL VISITS THAT FALL. IT WAS A COMMON THEME. WE'RE. REALLY PLEASED WITH THE INITIAL RESULTS WERE MONTHS. WE'VE ONLY. ONE BENCHMARK ASSESSMENT. WE ONLY REALLY GET THIS KIND OF WHAT WE'RE SEEING SOME PRETTY PROMISING RESULTS. THAT WAS THE PROBLEM. HEARING THAT UP UNTIL ABOUT JANUARY. 2020. BRING OF 2020 20 WAS TO BE THE LAST YEAR.

WHAT WE CALL IT, THEN THE PARK ASSESSMENTS. NOTHING. THEY WERE. THEY WERE PHASING THAT OUT. AND THAT WAS REALLY A LAST YEAR. FOR NOW. IN OTHER WORDS, WE HAD A CHANCE TO SEE IF THOSE EIGHT SCHOOLS STARTED TO SEE AN UPTICK IN MARINE PERFORMANCE COMPARED TO OUR OTHER SCHOOLS. WE HAD THIS ASSESSMENT THAT HAD BEEN IN PLACE FOR A NUMBER OF YEARS. SO WITH THE STATE TEST INFLUX, NOT JUST BECAUSE OF PROBABLY BUT THEY WERE PLANNED TO CHANGE DURING THIS TIME, AND WE DON'T KNOW WHEN THAT WILL. WE REALLY HAVE TO BE CREATIVE ABOUT OUR EVALUATION. TO NOT JUST TAKING RUNNING WITH IT. SOME OF THE STUDENTS OF READING IS WORTH NOTING. RIGOROUSLY. AWAY. REALLY GREAT AS PART. WORK. ANNIVERSARY. VERY ENCOURAGED, BUT. US OUT AGAIN. I APPRECIATE

IT, AND WE'RE LOOKING FORWARD TO KING OR READERS. MARIE. AROUND. ALL YEAR 2023 CAPITAL

[J. Presentation of FY 2023 Capital Improvement Program, Mr. Cornell Brown, Assistant Superintendent of Operations, Ms. Patti Jo Beard, Executive Director of Facilities Management, Mr. Chris Morton, Supervisor of Planning and Construction, Ms. Missy Valentino, Facilities Planner]

IMPROVEMENT PROGRAM. YES UH, GOOD EVENING OR PRESIDENT GAUTIER. VICE PRESIDENT MUELLER COMES AT THE BOARD SUPERINTENDENT BOSTON. BRINGING UP THE REAR AFTER VERY ROBUST AGENDA. BROWN JOINING ME PATTY OVER THERE. OUR EXECUTIVE DIRECTOR FACILITIES. CHRISTOPHER MORENO, SUPERVISOR PLANET CONSTRUCTION. AND MISSY VALENTINO, FACILITY PLANNER. AS YOU'RE AWARE THE COUNTY GOVERNMENT FIRES THAT WE SUBMIT OUR CAPITAL FUNDING EACH YEAR.

OVER THE SUMMER. THEN SHE WAS SEPTEMBER WE DISCUSSED AND WE GOT TO APPROVAL FOR THE STATE FUNDING CAPITAL PROJECTS THAT WERE SENT TO THE BOARD OF THIS EVENING IS R SIX PRESENTATION OF THE FY 2020 FT CAPITAL REQUEST. THIS. VALENTINO ALSO GO OVER THE LOCALLY FUNDED NEEDS AND PRIORITIES. IDENTIFIED AND WE'LL COME BACK TO YOU IN DECEMBER FOUR OF YOUR APPROVAL OF THE CAPITAL BUDGET THAT WOULD GO TOWARDS LOCAL GOVERNMENT. AT THE END OF OUR PRESENTATION. UM IF WE HAVE THE STRENGTH, WE CAN ARREST ME QUESTIONS AND DISCUSSION AND I'LL TURN IT OVER TO US. GOOD EVENING. THANK YOU, CORNEL. UM. SO AS UH AS I WAS SAYING, WE'RE GOING TO FOCUS TODAY ON THE PRIORITY OVER LOOK FOR ONLY NEEDS. WE STARTED LAST BOARD MEETING BY PRESENTING JUST THE NEEDS THEMSELVES. WE HAVE BEEN WORKING WITH STAKEHOLDERS TO MAKE SURE THAT WE SCREW THEM APPROPRIATELY, SO THAT THEY CAN BE PRIOR TO YOU ORDER. UM SO TODAY WE'RE JUST KIND OF GOING TO GO THROUGH SOME OF THOSE RESULTS. UM. BASICALLY WE'RE LOOKING AT MY BOOK CATEGORIES.

WE HAVE THE LEVEL OF NEED, WHICH IS WHETHER IT'S CRITICAL, POTENTIALLY CRITICAL NECESSARY.

RECOMMEND IT. WE'RE ALSO LOOKING AT CROTCH. HAD A GREAT. CLIENTS REQUIREMENTS, SOMETHING THAT WORKS MANDATED TO MEET IT RECEIVES A HIGHER SCORE THAN WE HAVE THE FACILITY AND ACADEMIC REQUIREMENTS AND THEN JUST GENERAL REPLACEMENT NEEDS. WE ALSO HAVE OUR CONSIDERATIONS FOR IMPACT FOR THIS. WE HAVE MULTIPLE CATEGORIES. WE'RE LOOKING AT LOOKING AT OPERATIONAL OR PROGRAM IMPACT SAFETY AND SECURITY. UM FACILITIES, SKATE RATED CAPACITY AND REGULATORY CLIENTS AND FISCAL CLIENT. UM AND FINALLY, WHERE Y'ALL STORE AND LOOKING AT WHETHER IT IS ELIGIBLE FOR STATE FUNDING OR IF IT HAS RECEIVED PREVIOUS STATE FUNDING. UM ALL THIS INFORMATION IS BREWED BY LEVEL OF ME. UM THIS KIND OF ALLOWS US TO BRING UP THOSE LOWER SCORING ITEMS THAT MAYBE DON'T GET A HIGH SCHOOL AND ALL THE CRITERIA. BUT ARE CURRENTLY CRITICAL. BRINGING THOSE UP TO THE TOP IN THEIR PRAYERS ARE TIES BY THAT, UM, SCORE BY LEVEL OF NEED, AND THEN THEIR SCORE. UM SO WITH THAT. UM JUST BRIEFL. I WON'T GO INTO ANY OF THESE IN ANY DETAIL. ALL THIS INFORMATION IS AVAILABLE ON OUR WEBSITE AND HAS BEEN PROVIDED TO THE BOARD WITH EACH PROJECT CATEGORY DESCRIPTIONS IN MORE DETAIL. BUT THESE ARE OUR CURRENT CURRENTLY CRITICAL NEEDS. UM WE HAVE TWO ITEMS HERE THAT STILL AREN'T. WE'RE WORKING TO FINALIZE THE BUDGET, AND THAT IS ABOUT THE SPECIAL EDUCATION FACILITY IMPROVEMENTS AND RELOCATE HERBAL IMPROVEMENTS. AND SOME OF THIS IS JUST RETURNING THE FINAL LOCATIONS FOR PROGRAMS WITHIN OUR FACILITIES AND THE NEED THAT THERE'S SCHOOLS THAT WE MAKE SURE THAT WE PROVIDES AN ADEQUATE BUDGET FOR THAT. OUR NEXT CATEGORY ARE THE POTENTIALLY CRITICAL ITEMS. UM.

AND THEN WE WILL GO INTO THE NECESSARY ITEMS, WHICH IS OUR THIRD LEVEL OF CRITERIA. UM, I DO WANT TO SAY THAT SOME THINGS ARE PUT INTO THESE. 10 SURELY CRITICAL AND NECESSARY BASED ON THE TIME FRAME ARE CRITICAL ITEMS ARE CURRENTLY CRITICAL ITEMS ARE 1 TO 2 YEARS IMPACT.

WE HAVE 2 TO 3 TO FOUR YEARS. I'M SORRY. UM HERE'S OF IMPACTO. SOME ITEMS THAT ARE FALLING LOWER IN THIS UM, PRIORITY THAT WOULD MAYBE BROUGHT UP. THAT WILL BE, UM. PROBABLY REEVALUATING AGAIN NEXT YEAR, BASED ON THE CURWEN IMPLEMENTATION OF KERWIN AND BLUEPRINT. AS WE MOVE FORWARD THAT THAT MAY IMPACT SOME OF THESE, UH LEVELS. OUR LAST GROUP ARE THE ITEMS THAT ARE RECOMMENDED FOR REPLACEMENT. AND THE BUDGET THAT COINCIDES WITH THE. HERE WE HAVE STATE FUNDING PROJECTS THAT WERE ALREADY APPROVED BY THE BOARD FOR

[03:35:08]

SEPTEMBER AND HALF BEEN COMMITTED TO THE STATE. WE ALSO HAVE OUR LOCAL ONLY PROJECTS. UM AT 30,438,000. CURRENTLY AS I STATED EARLIER. WE STILL HAVE THOSE TWO CATEGORIES THAT WE'RE FINALIZING THOSE BUDGETS FOR AND WE WILL HAVE THOSE AT THE NEXT MEETING. UM THAT WILL OPEN IT UP TO ANY QUESTIONS OR DISCUSSION. UM AND IF YOU HAVE ANY MORE DETAILS THAT YOU WOULD LIKE TO SEE ABOUT ANY OF THESE PROJECTS, ALL THAT INFORMATION IS ALSO IN ALL THE BUDGET WORKSHEET. ANY COURT. NO QUESTIONS. THANK YOU. READY, DR BAUER. YES, SIR. QUESTION. CAN YOU GO BACK TO SLIDES? SO CAN YOU CLARIFY FOR THE CAPITAL MOVEMENT PROJECTS? HOW MUCH CONTROL THE COUNTY HAS OVER. HAVE MONEY IS SPENT. FOR EXAMPLE, IF THEY DECIDED THAT THEY WANTED TO FUND. BARB PRIORITY. 24 REFERRED GLENN TRUST PRETTY REMOVAL. COULD THEY SPECIFY? HERE'S BLAME YOU FOR THIS AND IT HAS TO BE SPENT FOR THIS. SO WE HAVE DIFFERENT PROJECT CATEGORIES THAT THEY'RE SUBMITTED IN UM, THE ONE THAT YOU SELECTED IS ACTUALLY LOOKING ITS OWN OR SHAPE THEIR FORTS AND PROJECT CATEGORY. SO IF THEY SELECTED THE HARVARD FUND TRUST BRIDGE REMOVAL, UM AS SOMETHING THAT THEY WANTED TO FUND AND THEY DECIDED TO FUND THAT OVER ONE OF OUR OTHER HIGHER PRIORITIES, THE COUNTY HAS THE. ABILITY TO DO THAT, UM, WE PROVIDE THEM IN OUR. UM PRIORITY ORDER ACCORDING TO OUR SYSTEM AND OUR NEEDS AND OUR BELIEFS, BUT THE COUNTY DOES HAVE THE RIGHT TO CHOOSE THE ITEMS THAT THEY WILL FUND. AND WITH THAT, UM, WITH THE BUDGET BEING 125,000 WHEN WE GO OUT TO BED, UM WHATEVER FUN BALANCE WE HAVE, WE WOULD HAVE. THE OPPORTUNITY TO TRANSFER OF ANY BALANCE TO OTHER PARTIES AS THEY ARE IDENTIFIED. UH, OKAY. THINK. NO COMMENT. COMMENTS. KITCHEN. THANK YOU. PARTY. RECOMMENDATIONS. I SEE HOW WE'V.

RELATED TO SCORE ON SLIDE NUMBER FOUR. AS RECOMMENDED RECOMMENDED AREAS. UM, THAT YOU'VE IDENTIFIED. DOLLAR PAP OR IS THAT JUST. SOMETHING THAT'S COME YOU'VE COME UP WITH JUST BASED ON THE SCORING. SO. EARLIER AND NOW ACTUALLY BASED ON THE ACTUAL PROJECT NEEDS. SO BEFORE WE GO THROUGH AND SQUIRREL UP PRIORITIES WE MEET WITH ALL STAKEHOLDERS AND GO THROUGH WHAT THEIR NEEDS ARE, UM, A LOT OF THE CATEGORIES. HAVE NOT RECEIVED FUNDING SO THE NEEDS JUST KIND OF MOVE FORWARD AS AS WE CONTINUE, SO THE. FUNDING IN THAT SENSE, IT'S NOT CONSIDERED IN THE CALCULATION. BUT WE DO LOOK AT ANY TYPE OF PHYSICAL STRENGTH. SO IF THE CATEGORIES GOING ON SUNDAY FOR NUMEROUS, UM SEE I P SESSIONS OR THE THAT BUDGET ITEM THAT LYING OUT ON.

UM HAS AS CLOSE TO A ZERO BALANCE OR HAS A ZERO BALANCE THAN RECEIVE A HIGHER SCORE, BECAUSE, UM, THAT PROGRAM BUT MORE THAN LIKELY BE IMPACTED SOONER RATHER THAN LATER. YES, I'M CONFUSED. HOW? UM. MAJOR EXPECT REPAIRS POTENTIALLY CRITICAL WOULDN'T BE IN THE RECOMMENDED AREAS. JUST USING IT AS AN EXAMPLE. I'M NOT SAYING IT SHOULD IT SHOULD BE. BUT I JUST, UH IT SEEMS LIKE THAT MIGHT BE. A MAJOR AREA OR 88. YEAH. LISTED AS NECESSARY, BUT NOT RECOMMENDED. SO I KNOW AND, UM. IN THE SPIRIT CAN PROBABLY SPEAK A LITTLE BIT MORE TO HOW IT WAS IN EACH ONE OF THESE CATEGORIES. UM FOR THINGS LIKE THE 88 IMPROVEMENTS. UM WE DO TRY TO USE OTHER SOURCES OF FUNDING TO ACCOMPLISH SOME OF THE HIGHER PRIORITY PROJECT. IS ONE OF THE CATEGORIES THAT HAS FUN. ON MONDAY. IT, UM. TOWARD MANY YEARS. I DON'T HAVE THE EXACT NUMBER OF YEARS IN FRONT OF ME. UM BUT WE TRY TO REALIZE OTHER SOURCES, WHICH MAY PROVIDE IT AS

[03:40:01]

A LOWER UM, PRIORITY. GOOD EVENING, I WOULD SAY FOR THE GST MAJOR IS BASICALLY WE WERE ABLE TO TRANSFER SOME URINE MONEY AND SOME PROJECT BOUNCES. OVER SO WE DO HAVE SOME MONEY SITTING IN THAT CATEGORY, WHICH HAS BEEN A ABLE TO FUND. SOME OF THOSE. I'M A VIRGIN NEEDS THAT HAVE COME UP THERE SHELLER OR COMPRESSOR, MAJOR COMPETITORS THOSE TYPE OF THINGS. SO WE. AFTER THEY WILL GIVE UTILIZED THE MOTHER METHOD. TO MEET ALL THOSE NEEDS AS FAR AS THE A D A AND THE SPECIAL ED.

UM. PROJECT BUT WE HAVE BEEN DOING THEY HAVE BEEN. CREATING THAT BRIDGE TO BE ABLE TO MEET THOSE NEEDS. LEJ EYES FOR THE VIRTUAL ASKED JUST SPEAKING. YEAH. THANK. IT ANSWERS MY QUESTION. THANK YOU. ALRIGHT AND DR MUELLER. NO QUESTIONS. THANK YOU. MY ONLY COMMENT. KNOW THE PAGE BEFORE THE ONE I'VE SEEN IN FRONT OF THE MEDICAID. LIKE. THAT ONE. MAYBE WE COME UP WITH A BETTER PRINT AND THEN WHOA! ANYTHING ELSE OUT THERE? WELL, THOSE MIGHT BE SOMETHING WE CAN.

LIKE FEEL LIKE THAT COULD BE INTERPRETED IN SO MANY GUYS. AND WITH THAT, UNLESS ANYBODY HAS ANY OTHER QUESTIONS, COMMENTS OR VERY ABOUT WOLVES. RIGHT. THANK YOU GUYS, AS ALWAYS EXCELLENT.
