[A. Board Member Comments]
ALL RIGHT. REMEMBER COMING? LET'S START WITH THOSE ONLINE. DR PHILLIPS. WOULD YOU LIKE TO START US THIS EVENING? I'M SURE GIVE ME ONE SECOND HERE. THANK YOU. UM I DON'T HAVE MUCH TO SAY. BUT I'M GOING TO SAY MAYBE SOUND LIKE A BROKEN RECORD TO SOME. AND I GUESS SOME OF THE YOUNGER GENERATION DOESN'T KNOW WHAT A BROKEN RECORD MEANS. BUT I WAS. JUST LOOKING AT THE UPPER CHESAPEAKE STATISTICS. FOR THIS MORNING. AS FAR AS HOSPITALIZATIONS. FOR COVID.THEY WERE. GET BACK TO IT HERE. QUICK HOLD ON ONE SECOND AND EXPECT TO BE CALLED FIRST. UM AS OF THIS MORNING, SO I DON'T KNOW WHAT HAPPENED. THERE WERE 40. COVID ADMISSIONS BETWEEN UPPER CHESAPEAKE AND HARTFORD MEMORIAL. UM THERE WERE 25 BORDERS OUT OF PARTICIPATING IN THE EMERGENCY ROOM. WHAT THAT MEANS IS THAT THESE ARE PATIENTS WHO NEED TO BE ADMITTED AND GET UP ON THE FLOORS. BUT THEY CAN'T GO ANY PLACE BECAUSE THE FLOOR IS.
BOGGED DOWN WITH OTHER PATIENTS AND AGAIN THESE ARE A LOT OF THESE PATIENTS ARE UH, COVID PATIENTS AND. SOME OF YOU ARE NOT GONNA LIKE TO HEAR WHAT I HAVE TO SAY. BUT ONCE AGAIN, THE VAST MAJORITY OF THESE BOATS ARE NOT VACCINATED. UM BACK AND WE HAVE SEEN A GREATER NUMBER OF BREAKTHROUGH INFECTIONS WITH. PAID WITH A DELTA VARIANT, BUT MOST OF THESE PEOPLE ARE NOT IN THE HOSPITAL THERE AT HOME. HARFORD COUNTY'S. VACCINATION RATE IS, UH, SOUTH OF 60% WITH. IS UH, NOT A VERY GOOD NUMBER. WHEN YOU LOOK AT THE STATE NUMBERS BEING SOMEWHERE AS IN THE SEVENTIES OR EVEN CLOSE TO 80. MAYBE UM SO I WILL JUST IMPLORE EVERYBODY ONCE AGAIN TO TRUMP. THINK ABOUT GETTING VACCINATED. NOT SO MUCH FOR WHAT YOU'RE GOING TO DO FOR YOURSELF, AND YOU'VE GOT TO KEEP THE OTHER THING I WANT TO MENTION BEFORE I FINISHED. IS THAT. SOME OF THE ELECTIVE SURGERIES HAVE BEEN POSTPONED. AND THE NUMBER
[00:05:01]
OF PATIENTS BEING IN MID NUMBER OF SURGICAL OCCASIONS CASES BEING ADMITTED. THE UPPER CHESAPEAKE THAT REQUIRE ADMISSION, THE CAP IS BEING DROPPED FROM SEVEN DOWN TO FIVE AGAIN. WE JUST NEED. EVERY BED POSSIBLE TO, UM, TAKE CARE OF THESE FOLKS. SO WE NEED TO DO A BETTER JOB WITH VACCINATIONS. UM LOOSE SEASON IS COMING. I JUST GOT MY FLU SHOT TODAY. UH AND, UM. YOU KNOW WHERE THE OVERALL NUMBERS AND. IN THE STATE OF MARYLAND, WITH COVID WITH THE DELTA VERY IN AND COOL WEATHER STARTING TO DROP A LITTLE BIT. WE'RE NOT SEEING A BIG DROP. AS OF YET IN HARFORD COUNTY. I DON'T KNOW. I HAVEN'T SEEN THE NUMBERS TODAY. REALLY NEVER CHANCE TO TAKE A LOOK. UM BUT JUST FROM WHAT I'M SEEING IN THE HOSPITAL AND WHAT'S BEING REPORTED TO US BY OUR MEDICAL DIRECTOR. WE'RE STILL DEALING WITH THE PANDEMIC, AND IT'S NOT OVER YET. SO PLEASE GIVE US A HAND AND TRY TO LET'S PUT IT INTO THIS AS QUICKLY AS POSSIBLE. THANK YOU. THANK YOU, DR BAUER. THANK YOU. NOT GOOD EVENING AND MY COMMENTS WASH REALLY GO WELL. WITH US, SO STARTING OFF, I SEEN SOME CONCERNS AND COMPLAINTS ABOUT PROBLEMS CAUSED BY STAFFING SHORTAGES. YES WE WERE HAVING SOME STAFFING PROBLEMS IN HCPS, LIKE MANY OTHER SCHOOL DISTRICTS ACROSS MARYLAND AND THE COUNTRY. WE'VE ALREADY HAD A NUMBER OF LOCAL NEWS STORIES ABOUT STAFFING SHORTAGES AND CHALLENGES THAT SPECIFICALLY SEEN LOCAL NEWS STORIES CONCERNING BUS DRIVERS, NURSES AND TEACHERS. IT'S CPS ALSO RELEASED A VERY NICE VIDEO CONCERNING THE CHALLENGES OR FOOD NUTRITION SERVICES DEPARTMENT. IT IS HAVING. I ASKED THAT PEOPLE, PLEASE, PETE EFFICIENT AND TRYING TO REMEMBER TO BE KIND. WHEN FACING THESE TYPES OF PROBLEMS. IN OUR MOST RECENT COVID MITIGATION, SMALL GROUP MEETING, WE DISCUSSED CONCERNS THAT STAFFING SHORTAGES AND THE RESULTING WORKLOAD AND STRESS OR COMPLICATING, OR COVID RESPONSE. ACCORDING TO THE STATE CORONAVIRUS WEBSITE, BOTH THE TEST POSITIVITY OF RATE AND THE CASE RATE FOR COVID OR HIGHER IN HARFORD COUNTY NOW COMPARED TO THE TIME FOR LAST MEETING. AT THE STATE WEBSITE SHOWS OR POSITIVITY AS ABOVE 5% AGAIN. SO PLEASE, PLEASE BE NICE TO SCHOOL STAFF AND OTHERS WHEN THEY COMMUNICATE ABOUT QUARANTINES, CONTACT FACING OR PREVENTATIVE MEASURES. THANK YOU. THANK YOU, MR ROBINSON. NO COMMENTS TONIGHT. MISS KELLY. NO COMMENT. THANK YOU. MR CARDI. THANK YOU. PRESIDENT ROBBINS, ROBINSON. PRESIDENT GO TO MY APOLOGIES. UM I HAD THE PLEASURE OF GOING TO THE, UH, INDUCTION OF 10 EDGEWOOD HALL OF FAMERS THIS PAST WEEK. AND UM, IT WAS JUST AMAZING TO SEE THE GATHERING FROM THE COMMUNITY FROM THE PAST WINNERS. IT WAS AT THE EPICENTER AND AS JUST HONORED TO BE A PART OF HARFORD COUNTY PUBLIC SCHOOLS AND WATCHING THESE INDIVIDUALS BE HONORED AS THEY WERE. IT WAS JUST DON'T REALLY HEARTWARMING, WONDERFUL EVENT AND I WAS PLEASED TO BE THERE. AND THAT'S WHY I REALLY HAVE THIS EVENING. THANK YOU. THIS WHOLE TIME. I THINK THANK YOU, DR MUELLER. WELL I JUST WANTED TO SAY AFTER LAST MEETING I HAD THE PLEASURE OF BEING IT WILLIAM PICKLED POST ROAD WHEN THEY WON THE FAMILY FRIENDLY SCHOOL AWARD. AND IT WAS JUST A WONDERFUL TIME. THE STUDENTS AND THE STAFF WERE SO EXCITED AND I'M REALLY GLAD THAT I GOT TO BE THERE AND SHARE THAT WITH THEM. THE OTHER THING I CAN I WANT TO ECHO WHAT DAVID WAS SAYING. I HAVE A.PERSON I'VE KNOWN FOR OVER 20 YEARS WHO WAS A SCHOOL NURSE AND. SHE SAID. IT'S JUST BEEN REALLY HARD WHEN THEY HAVE TO CALL PARENTS AND TELL THEM THAT SOMEONE WHO'S BEING QUARANTINED. THAT THE VITRIOL THAT SHE'S GOTTEN HAS MADE HER JOB VERY, VERY DIFFICULT. NOW, THIS IS SOMEONE WHO'S BEEN A DEDICATED SCHOOL NURSE FOR I THINK, SHE SAID. 30 YEARS NOW.
SO JUST AGAIN, TRY TO REMEMBER TO BE KIND. IT'S NOT THEIR FAULT. THEY'RE DOING THEIR JOB.
YOU MIGHT NOT AGREE WITH THE JOB, BUT THEY'RE DOING WHAT THEY NEED TO DO. SO THANK YOU VERY MUCH FOR YOUR PATIENTS AND YOUR KINDNESS MOVING FORWARD. THANK YOU. AND I JUST LIKE TO ECHO THAT WE HAVE OUR NURSES AND THEIR HEALTH ASSISTANCE WORKING SUPER HARD. UM, DEALING WITH THINGS THAT THEY HAVEN'T. HAD TO BEFORE AND YOU KNOW THEY'RE DOING THEIR JOB THEY CAN, AS IS EVERYONE ELSE, AND WE APPRECIATE THAT, AND WE APPRECIATE THE FACT THAT THIS
[00:10:01]
IS HARD FOR EVERYBODY. BETTER THAN ANYONE THAT'S BEEN SIMPLE FOR, UM. WITH THAT, ACTUALLY,[B. Public Comments]
WE'RE GOING TO GET TO PUBLIC COMMENTS. SO LET ME READ THE RULES FOR THAT. IN PERSON.SPEAKERS WILL PROCEED. FIRST THEY WILL BE CALLED BY THE BOARD SECRETARY. REMOTE SPEAKERS WILL PROCEED NEXT. THEY WILL BE ADMITTED TO THE MEETING BY AN HCPS STAFF NUMBER ONE. IT IS THEIR TURN TO SPEAK. ALL SPEAKERS WILL RECEIVE THREE MINUTES TO SPEAK DUE TO THE NUMBER OF REGISTERED SPEAKERS. SPEAKERS MAY BE INTERRUPTED AND BE GIVEN NOTICE. ACTUALLY, THEY WILL BE WHEN THEY HAVE 30 SECONDS LEFT WHEN SPEAKERS HAVE REACHED THEIR THREE MINUTE MARK, THEIR TIME WILL EXPIRE. WITH THAT, MISS RELA. GOING TO START OFF WITH EVA FITZGERALD, FOLLOWED BY MEGAN FITZGERALD. THIS MIGHT. I DON'T QUITE KNOW HOW TO USE THIS QUITE YET. LET ME. HEY THERE WE GO. THIS THING WORKING ALRIGHT, HERE WE GO. GOOD EVENING BOARD MEMBERS. MY NAME IS EVA FITZGERALD AND I ATTEND EDWARD MIDDLE SCHOOL. I'M IN SIXTH BREAD. I'M. HERE THIS EVENING TO TALK ABOUT SCHOOL LUNCHES. I'M GRATEFUL THAT IF CPS RECEIVES FEDERAL FUNDING TO PROVIDE FREE BREAKFAST AND LUNCH, EVERY STUDENT IN OUR SYSTEM. FLAVOR THERE ARE SOME PROBLEMS THAT I HAVE NOTICED MANY STUDENTS, ESPECIALLY IN HIGH SCHOOL, DON'T GET ENOUGH TO EAT WITH ONE ENTREE, AND THEY ARE NOT ALLOWED TO PURCHASE A SECOND OR ANY SEPARATE ITEMS FOR THAT MATTER. I CAN UNDERSTAND HOW WE DO NOT WANT STUDENTS PURPOSEFULLY RUNNING OUTSIDE OF FOOD. HOWEVER AS WE GROW LARGER, WE GET BIGGER STOMACHS THE BEST OF MY LAW KNOWLEDGE. AND THEY NEED A SECOND TO FILL FOR THE 7 67 HOUR DAY. THE SECOND ISSUE THAT HAS FATHER. MILK. EDGEWOOD MIDDLE SCHOOL. YOU CAN PACK A LUNCH OR GET A FREE LUNCH FOR MOST OF THE. SCHOOLS WHEN YOU PACK WATCH BRINGING MILK IS PRACTICALLY IMPOSSIBLE DUE TO THE ODOR AND POSSIBILITY OF SPILLING, LEAKING AND RUINING THE MEAL AND INTERIOR. SO OF COURSE, THE ONLY WAY TO GET MILK IS TO GO THROUGH THE LUNCH LINE. GO THROUGH WITHOUT BUYING THE LAUNCH. GET THE MILK AND GO RIGHT? ON. I'VE BEEN TOLD THAT YOU HAVE TO GET A FREE LUNCH WITH YOUR MILK, AND THERE IS NO OTHER WAY. THERE MAY BE AN OPTION TO BUY LOOK ON A TURN, BUT ACCOUNTS CANNOT BE SET UP IN HIS NOT FREE. FOOT OR WE DO NOT HAVE ACCESS TO ACCOUNTS IN THE CAFETERIA SO WE CAN'T PAY FOR EVEN IF YOU WANT. THE ONLY WAY I CAN GET MILK IS TO GO THROUGH THE LINE. TAKE A TIME I COULD HAVE SPENT EATING, GETTING ON TRAY OF SALAD. GRAND PACKERS OCCASIONALLY JUST TO GET THE MILK. I DID NOT WANT ALL THE SAME. I HAVE MY WANT THE MILK. WHEN THE DRINKING THE MILK AND THROWING THE UNEATEN FOOD AWAY. I CAN'T OFFER TOO MANY OTHER STUDENTS BECAUSE THEY ALREADY HAVE THEIR. UP HERE TO BE A BIG DEAL, BUT I FIND IT A NUISANCE THAT MILK IS SO HARD TO ACQUIRE FOR THE KIDS THAT PACK ONE. AND WE END UP WASTING SO MUCH FOOD THAT STARK AND KIDS MAKE ME. THANK YOU FOR LISTENING. AND PLEASE CONSIDER AT LEAST MAKING MONTH FREE. IT UP ACCOUNTS AND PAY, 50 SAID.
EACH DAY OR. SACRIFICE, HOWEVER, WHILE STRUGGLING WITH SETTING UP IN THE FIRST PLACE.
PAYMENT OPTION. ISN'T THAT. WHERE IT WAS. THANK YOU FOR LISTENING. MAKING A CHANGE.
SILLY GROUP. EVIL COULD STROKE SIXTH GRADER FROM EDWARD MIDDLE SCHOOL AND THANK YOU FOR GOING TO MY STEAM. RICKY LEVEL.
GOOD EVENING BOARD MEMBERS. MY NAME IS MEGAN FITZGERALD AND I'M HERE THIS EVENING TO TALK ABOUT HCPS ATHLETIC FIELDS THAT ARE USED BY HARFORD COUNTY PARKS AND RECREATION PROGRAM. MY DAUGHTER IS AN ATHLETE PARTICIPATING WITH JOPPATOWNE REC SOCCER. THE CONDITIONS OF THE FIELDS AT MAGNOLIA MIDDLE SCHOOL ARE SIMPLY APPALLING.
THE FIELD AT MAGNOLIA MIDDLE. THAT IS FARTHEST FROM THE PARKING LOT IS ALWAYS COMPLETELY UNDERWATER AFTER IT RAINS. THERE ARE CUTS ALL THROUGH THE FIELDS CAUSED BY DIRT BIKES AND AUTOMOBILES. NOT TO MENTION THE FACT THAT THE SOCCER FIELDS ARE MORE WEEDS THAN GRASS AT THIS POINT. HAVING FIELDS THAT ARE FULL OF CLUMPY WEEDS, RUTS AND DIVOTS MAKES FOR AN UNSAFE SPACE FOR PRACTICING SOCCER. I ALSO WANT TO ADDRESS THE REGULAR
[00:15:04]
MAINTENANCE OF THE SOCCER FIELDS USED BY JOPPATOWNE RACK. MY DAUGHTER'S TEAM PLAYED THEIR FIRST GAME AT JOPPATOWNE HIGH SCHOOL. DURING THE GAME, ONE OF THE FAMILY MEMBERS FROM THE OPPOSING TEAM ADDRESSED ONE OF OUR PLAYERS DURING THE GAME. AND THEY SAID, OH, I DIDN'T REALIZE WE WERE PLAYING IN THE GHETTO. THIS GRASS IS ALMOST AS TALL AS YOU ARE. OUR PLAYERS DESERVE BETTER. OUR PLAYERS DESERVE SOCCER FIELDS THAT ARE FULL OF GRASS KNOTWEED. OUR PLAYERS DESERVE SOCCER FIELDS THAT ARE REGULARLY MAINTAINED. RECENTLY BALTIMORE CITY APPLIED TO HOST THE WORLD CUP SOCCER GAME. REALLY SEEMS LIKE A CONFLICT OF INTEREST WHEN LESS THAN 45 MINUTES FROM HERE. BALTIMORE IS HOPING HER HOST THE BIGGEST SOCCER EVENT IN THE WORLD. AND HTTPS CAN'T EVEN PROVIDE ADEQUATE ATHLETIC FIELDS FOR OUR YOUNG ATHLETE.ULTIMATELY. IF HCPS CANNOT SPARE THE TIME, MONEY AND EFFORT TO PROVIDE ATTRACTIVE, SAFE ATHLETIC FIELDS FOR OUR REC TEAM. BACON PLEASE CONSIDER GIVING THAT RESPONSIBILITY TO AN ENTITY THAT CAN THANK YOU FOR YOUR TIME. NEXT WE HAVE BENJAMIN HEUSER, FOLLOWED BY KATIE YORK. GOOD EVENING. REAL QUICK ABOUT UPPER CHESAPEAKE. THE REASON THEY'RE SENT BACK DOWN. IT'S BECAUSE OF HER CHEST SPEAK, DECIDED. FIRE. EVERYBODY DIDN'T WANT TO GET BACK TO NEEDED SO. THERE'S YOUR PROBLEM THERE. I WANT TO TALK QUICKLY ABOUT MATH. YEAH, I DON'T LIKE THEM. I DON'T THINK OUR KIDS SHOULD HAVE. IN FACT, I THINK IT'S CRUELTY. HOWEVER. PARKER COUNTY IS NOT PUT OUT ANY TYPE OF GUIDANCE ABOUT MASS OTHER THAN WHAT THEY THINK IS SAFE AND WHAT'S NOT. NOW THIS CLOTH MASKS THAT YOU SEE, ESPECIALLY YELLOWS AND BLUES, IF YOU SEE MADE IN CHINA ON THEM. THEY GENERALLY HAVE FORMALDEHYDE IN THEM, AND THEY ALSO HAVE ARSENIC IN. AND I'M PRETTY SURE NONE OF YOU KNEW THAT. I WENT THROUGH NUMEROUS STUDIES FROM FINLAND, GERMANY, CANADA, MULTIPLE GOVERNMENTS WHO RAN SHORT OF PPE. WE'RE TRYING TO FIND ALTERNATIVES, AND THAT'S WHAT THEY FOUND OUT ABOUT THE CLOTH MASSES AT. THEY'RE INEFFECTIVE IN WHAT THEY CALL THEM OR NON MEDICAL MASKS. NOW ALL THE TESTS THAT ARE SITE ABOUT MASK A FEAT EFFICIENCY. HERE IN THE US ARE BASED OFF THAT AND 95 MASK. NOT BASED OFF MASS. LIKE WHAT? I'M WEARING HER WHAT SOME OF YOU ARE. LOT OF KIDS ARE GETTING SICK. MY DAUGHTERS, ONE OF. MY DAUGHTER. I CAN SHOW YOU THE MESSAGE FROM THE TEACHER TODAY. SHE CHEERED HER SEVEN MASS. FOOTHOLDS IN SEVEN MATCHES IN KINDERGARTEN. BUT SHE'S HAVING A DIFFICULT TIME BREATHING. WHY IS THIS I ALSO HAVE A SPECIAL NEEDS DAUGHTER. AND SHE'S IN PRE K NORTH BANK. HER SPEECH THERAPY. AND SHE CAN'T SEE THE TEACHERS MAN. THIS IS UNACCEPTABLE. WE HAVE TO HAVE RULES AND WE SHOULD ALSO HAVE GUIDELINES AND EXCEPTION. BUT THERE DOESN'T SEEM TO BE ANY ROOM FOR THAT HERE. I FIND THAT QUITE UNACCEPTABLE. BECAUSE I REALLY DO THINK THAT THERE SHOULD BE EXCEPTIONS TO EVERYONE. NOW. NOT GOING TO TRY. TO FOR YOU WITH OTHER FACTS AND FIGURES AND STUFF LIKE THAT, BUT UNDERSTAND THAT. A LOT OF PEOPLE WOULD SEE THE. GOING JAM BEING GOING VIRTUALLY. AND THAT AGAIN IS A VERY BAD IDEA. SO AN UPBEAT WE SAW A VERY LARGE UPTICK AND SUICIDE RATES LAST YEAR. AND THAT IS VERY LARGE.
DON'T WANT TO GIVE VIRTUALLY NO PARENT WANTS TO GO TO VIRTUAL VIRTUALLY. BUT NO PARENT WANTS FORCED VACCINATIONS, EITHER, WHICH WE SEE ON THE HORIZON. YES I WAS AT THE MSD BOARD AND I LISTENED TO THEM BEFORE THEY WENT. ON AIR, AND THEY WERE TALKING ABOUT THAT THEY WILL BE DEFERRING TO THE COUNTIES. ESPECIALLY THE SCHOOL BOARDS, WHETHER THEY WANT TO DO 100% VACCINATION MANDATE. FOR 5 TO 12. I WANT YOU TO SERIOUSLY CONSIDER. BECAUSE THAT WILL TRULY TRULY UPSET. INCLUDING MYSELF, BECAUSE I WILL NOT GET MY GIRLS VACCINE. AH! I'VE MET WOMEN WHOSE REPRODUCTIVE SYSTEMS HAVE BEEN MESSED UP. I CAN'T DO THAT TO MY GIRLS. I THINK YOU ALL FOR YOUR TIME. HAVE A NICE SEAT. YORK WAS GONE. THANK YOU. I JUST WANTED
[00:20:03]
THANK YOU FOR THE OPPORTUNITY TO BE HERE. ALSO WANTED TO ACKNOWLEDGE THAT TODAY'S INDIGENOUS PEOPLE'S DAY AND WE WERE STANDING ON NANTICOKE MONOPOLY AND PISCATAWAY LAND.WELL MANY ENTITIES CROSS US TO MAKING A CONSCIOUS CHOICE TO OBSERVE INDIGENOUS PEOPLES DAY ON THE SECOND MONDAY IN OCTOBER, AMERICAN INDIAN HERITAGE HAS ALSO BEEN FORMALLY RECOGNIZED THE MARYLAND FOR THE FRIDAY FOLLOWING THANKSGIVING FOR SEVERAL YEARS. YOU WILL HEAR A BELL RING WHEN YOU HAVE 30 SECONDS REMAINING, PLEASE INTRODUCE YOURSELF AND YOU MAY BEGIN YOUR PUBLIC COMMENT NOW. PHONE NUMBER ENDING IN 7496. CAN YOU HEAR ME? YES I CAN HEAR YOU. CAN YOU HEAR ME? I CAN NOW DID YOU ALREADY HEAR THE INTRO? OR WOULD YOU LIKE ME TO REPEAT IT? I KNOW. I THINK I'M OKAY. THIS IS TELLING MAN I LIVED IN, UM EXPORTS FELL EARLIER. THANK YOU GO AHEAD AND PROCEED WITH YOUR COMMENT. I JUST WANT TO SAY THAT I APPRECIATE THE WORK THAT THE BOARD OF EDUCATION IS DOING. EDUCATION TO ENLIGHTEN US WHAT THE LENS THROUGH WHICH WE VIEW THE WORLD. ECONOMIC GROWTH COURAGEOUS HERE IN NATION. AS YOU KNOW, RACISM CONTINUES TO BE A DESTRUCTIVE FORCE CULTURE IN SCHOOL. CURRENTLY AND ARE SOON IT IS VERY. EVEN INTEREST SUSPECT ONE THAT I WAS ABLE TO AVOID THE TOO LONG BECAUSE I WAS. MY SON ATTENDED HARFORD COUNTY PUBLIC SCHOOLS FOR MOST TEACHERS, AND MANY OF HIS CLASSMATES LOOKED LIKE HIM. IT DIDN'T OCCUR TO ME THAT WHAT IT WAS LIKE THE CHILDREN OF COLOR TO BE A THIN OF PREDOMINANTLY WHITE CLASSROOM. TEACHERS ARE MODELS. HOW WAS IT FOR A CHILD TO REALLY SEE A MODEL, BUT I CAN'T. WE KNOW NOW THAT CHILDREN BENEFIT IN MANY WAYS HAVING IT WON TEACHER OF THE SAME CREE CITY. I ENCOURAGE HARPER COUNTY PUBLISHED VIGOROUSLY PURSUED THE FIRST TEACHING STAFF. ADDITIONALLY WHAT EFFECT DOES IT HAVE ON A YOUNG PERSON OF COLOR? IMPORTANT EVENTS AND HEROES ARE EMBEDDED HISTORY. THEY'RE TALKING SCHOOL, I HOPE IS THE HARFORD COUNTY PUBLIC SCHOOLS ARE CAREFULLY EXAMINED THE CURRICULUM TO RESPECT THE TRUE HISTORY OF. AFRICAN AMERICAN EXPERIENCE AND UNITED STATES. THANK YOU SO MUCH.

PLEASE SAY YES. YES, YES, YES, YES. YES. ANY OPPOSED? PLEASE SAY NOW. MOTION PASSES. WHICH[D. Update on Continuity of Learning, Dr. Sean Bulson, Superintendent of Schools]
TAKES US. TO ITEM D UPDATE ON THE CONTINUITY OF LEARNING, DR OLSEN. YOU, EVERYBODY. THINK THIS WILL BE FAIRLY BRIEF THIS EVENING. I DO. BUT AS USUAL, I WOULD LIKE TO HEAR FROM. MISS RIDGEWAY AND MISS MISS SUDHA. UM. CAMERA START WITH MR SUIT. A VERY YOU WANT TO. YOU WANT TO TURN THIS OFF? CERTAINLY GOOD EVENING COUNTIES METRICS, WHICH HAVE BEEN SHOWING THE SLOW DECLINE IN RECENT WEEKS HAVE BEGUN TO CREEP UP AGAIN WITH THAT THREE DAYS OF POSITIVITY OVER 5% TODAY'S POSITIVITY IS 5.17. OUR DAILY CASE CAN'T REMAINS IN THE HIGH TRANSMISSION DESIGNATION AT 21.81. CURRENTLY WE HAVE 625 STUDENTS IN ISOLATION. 580 90 QUARANTINE 50 STAFF MEMBERS IN ISOLATION AND 15 STAFF MEMBERS IN QUARANTINE. THERE ARE NINE CLASSROOM OUTBREAKS LISTED ON THE MARYLAND DEPARTMENT OF HEALTH WEBSITE FOR HARPER COUNTY PUBLIC SCHOOLS. TWO OUTBREAKS HAVE BEEN REMOVED FROM THE LIST, SINCE THERE'S BEEN NO FURTHER ASSOCIATED CASES IN THE PAST 14 DAYS. IN OUR DIAGNOSTIC SCREENING PROGRAM. TO DATE, WE HAVE CONDUCTED 854 RAPID ANTIGEN TESTS 37 POSITIVE AND 831 PCR TEST 27 POSITIVE. I ECHO THE CAUTION THAT WE SHOULD REMEMBER THAT THIS COVID PANDEMIC IS NOT OVER AND I STRONGLY URGE EVERYONE TO FOLLOW THOSE MITIGATION STRATEGIES. STAYING HOME WHEN YOU'RE SICK, WEARING A WELL FITTING MASK CORRECTLY AND CONSISTENTLY. SOCIAL DISTANCING WHENEVER AND WHEREVER POSSIBLE, WASHING YOUR HANDS AND CONSIDERING VACCINATION IF YOU'RE ELIGIBLE. WE HAVE COMPLETED OUR FLU CLINICS LAST WEEK WITH THE HEALTH DEPARTMENT AND THE MARYLAND PARTNERS FOR PREVENTION 2590 DOSES WERE COMPLETED. AND I REMIND EVERYONE THAT NOW IS THE TIME TO GET YOUR FLU SHOT TO OUR SCHOOL NURSES ARE DOING AN AMAZING JOB UNDER VERY DIFFICULT CIRCUMSTANCES. I ASK FAMILIES TO REMEMBER THAT WE'RE WORKING TOGETHER TO ADDRESS A COMMON ENEMY. COVID 19, NOT EACH OTHER, AND I THANK EVERYONE IN ADVANCE FOR MAINTAINING KINDNESS AND CIVILITY. THERE HAVE BEEN SOME QUESTION THIS WEEK ABOUT OUTBREAKS IN SCHOOL. SO BEFORE I TURN IT OVER TO KATIE, I JUST WANT TO REMIND EVERYONE OF THE DEFINITION OF AN OUTBREAK SINCE IT SOUNDS SORT OF SCARY. THE MARYLAND DEPARTMENT DEFINES TWO KINDS OF OUTBREAKS. THE FIRST IS THAT CLASSROOM OR CO BOARD OUTBREAK? THAT IS WHERE AT LEAST TWO CONFIRMED COVID 19 CASES OCCUR AMONG STUDENTS, TEACHERS OR STAFF WITHIN A 14 DAY PERIOD. THOSE ARE EPIDEMIOLOGICALLY LINKED BUT NOT HOUSEHOLD CONTACTS. THEY ALSO HAVE A DEFINITION OF A SCHOOL WIDE OUTBREAK. AND HERE WE HAVE THREE OR MORE CLASSROOMS THAT THAT DEFINITION OR 5% OR MORE OF UNRELATED STUDENTS, TEACHERS AND STAFF BEING CONFIRMED WITH COVID 19 IN THE LAST 14 DAYS. WHEN THERE ARE CLASSROOM OUTBREAK PRINCIPLES WILL COMMUNICATE THIS TO THE FAMILIES OF THE STUDENTS IN THAT CLASSROOM, AND IN THE EVENT WE HAVE A SCHOOL WIDE OUTBREAK, WHICH WE'VE NOT HAD SO FAR. THE PRINCIPAL WILL COMMUNICATE THAT TO THE ENTIRE SCHOOL, SO I NOW TURN IT OVER TO MISS RIDGEWAY. ALL RIGHT. GOOD EVENING, MEMBERS OF THE BOARD AND MEMBERS OF THE COMMUNITY. UP IN THE LAST COUPLE WEEKS. GIFFORD LOTS OF FEEDBACK ABOUT OUR HCPS WEBSITE WITH REGARD TO COVID 19 RESOURCES AND INFORMATION BASED ON THE WAY THE PANDEMIC DEVELOPED AND OUR NEEDS CHANGED OVER THE LAST YEAR AND A HALF SOME OF OUR COVID 19 RESOURCES WERE IN DIFFERENT SPOTS ON THE WEBSITE. THINGS THAT ARE NEW TO THIS YEAR, INCLUDING THINGS LIKE TUTORING FOR QUARANTINE OR IN DIFFERENT PLACES THAT WE HAD FEEDBACK. THAT WERE HARD TO FIND. BUT WE'VE HEARD THAT MESSAGE AND WANTED TO HIGHLIGHT OUR EFFORTS AND IMPROVING OUR INFORMATION ON OUR WEBSITE. SO IF YOU GO TO HTTPS DOT ORG AT THE TOP OF THE PAGE, THERE IS A GRAPHIC THAT SAYS HCPS COVID 19 RESOURCES. WHEN YOU CLICK THAT.GRAPHIC IT WILL TAKE YOU TO A COVID 19 RESOURCES PAGE, AND THIS IS MEANT TO PROVIDE THE FRAMEWORK FOR ALL OF THE INFORMATION THAT WE THINK OUR FAMILIES ARE LOOKING FOR. IT IS OUR BEGINNING, AND THIS IS WHERE WE WILL CONTINUE TO BUILD. SO ANY NEW COVID RESOURCE IS THERE ANY NEW INFORMATION WILL BE HOUSED ON THIS PAGE. WHEN YOU GO TO THIS PAGE, YOU HAVE SEVERAL CHOICES, SUCH AS OUR CURRENT OPERATIONAL STATUS. MANY PEOPLE ASK HOW WE THEY WILL FIND OUT IF SOMETHING CHANGES WITH ALLOWING VOLUNTEERS INTO THE BUILDING OR USE THE FACILITIES AND ANYONE IS LOOKING FOR THAT INFORMATION. THEY CAN FIND THAT ON OUR CURRENT OPERATION STATUS. ALSO OUR CONTINUITY OF LEARNING, WHICH IS OUR COMPREHENSIVE PLAN THAT INCLUDES ALL THE ASPECTS FROM SAFETY TO CURRICULUM. UM ATHLETICS, TRANSPORTATION, THAT IS SOMETHING THAT GETS CONTINUOUSLY UPDATED AND CONTINUOUSLY REVIEWED AND THE MOST UP TO DATE VERSION OF THAT WILL BE FOUND RIGHT ON THIS WEBSITE. WE ALSO PROVIDED SOME
[00:30:04]
IMPORTANT LINKS SO THAT OUR COMMUNITY COULD FIND THE METRICS OF COVID 19 AND OUR COMMUNITY THROUGH HARTFORD COUNTY. WE ALSO HAVE THE OUTBREAK ER, THE OUTBREAK TRACKER FROM THE STATE, WHICH PROVIDES INFORMATION THAT MARY TALKED ABOUT WITH REGARD TO CLASSROOM OUTBREAKS. FOUR SCHOOL WIDE OUTBREAKS FOR ALL SCHOOLS IN MARYLAND. THIS IS AN IMPORTANT SPOT TO WEAR. THOSE CLASSROOM OUTBREAKS ARE AND WE HAVE YET TO HAVE A SCHOOL RIGHT OUTBREAK, BUT WE PROBABLY HAVE SOME, UH, CLASSROOM OUTBREAKS UP THERE THAT OUR CURRENT RIGHT NOW. WE ALSO HAVE A. FREQUENTLY UPDATED FREQUENTLY ASKED QUESTIONS. THIS IS WHERE ALL OF THE TYPES OF QUESTIONS ABOUT WHAT'S HAPPENING WITH ATHLETIC. WHAT'S HAPPENING WITH MATHS.WHY ARE WE DOING ONE CHORD TEAM PROTOCOL VERSUS ANOTHER? ALL OF THOSE ARE FOUND IN OUR FREQUENTLY ASKED QUESTIONS. WE ALSO HAVE A NEW CORENTIN RESOURCES PAGE WHEN YOU GO TO THIS PAGE. IT PROVIDES YOU WITH INFORMATION ABOUT TUTORING AND HOW TO GET ACCESS THAT SERVICE.
IT PROVIDES YOU MORE INFORMATION THAT ARE AVAILABLE IN OUR VIDEOS THROUGH REAL TALKS ARE LITTLES UNIVERSITY, UH, READING HOURS THAT GILLIAN DOES SO GREAT AND OTHER QUARANTINE RESOURCES FOR MENTAL HEALTH THAT ARE IMPORTANT FOR FAMILIES. WE REALLY HEARD THAT THIS WAS A DEFICIT AND OUR WEBSITE AND THIS IS THE AREA THAT WE'RE EXTREMELY FOCUSED ON AND PROVIDING, UM, ROBUST FIRST FAMILY. AND THEN THE LAST PART OF HER UPDATE IS IN OUR DISTRICT DATA DASHBOARD WE HAVE, WHICH IS, UH, ALWAYS BEEN THERE. UM, ALWAYS UH, DURING THE COVID 19 PANDEMIC. WE'VE HAD A DASHBOARD THAT SHOWED OUR DISTRICT WIDE TOTAL. NEW TO OUR WEBSITE IS A SCHOOL DATA DASHBOARD, SO WE HAVE HEARD FROM FAMILIES AND FROM OUR COMMUNITY MEMBERS THAT REALLY THINK IT'S IMPORTANT FOR THEM TO SEE THE BREAKDOWN OF OUR COVID 19 EXPERIENCE BY EACH SCHOOL AND THAT IS NOW AVAILABLE ON OUR WEBSITE. SO THIS IS THE BASIC FRAMEWORK FOR A NEW COVID 19 RESOURCES PAGE AND THIS IS WHERE WE WILL CONTINUE TO BUILD AND CONTINUE TO ADD RESOURCES AS IDENTIFIED OR OR AS WE HEAR BACK FOR FEEDBACK ABOUT WHAT IS NEEDED. THANK YOU VERY MUCH. ANY QUESTIONS? GOING TO JUST GO THROUGH THE LIST QUICKLY. DR PHILLIPS. DO YOU HAVE ANY QUESTIONS FOR MISS MINNESOTA OR MISS RIDGEWAY OR DR BOLTON REGARDING. I'M FINDING A COMPREHENSIVE FACILITIES ASSESSMENT. THIS STUDY ASSESSED EVERY FACILITY ASSET AND HOW IN HARFORD COUNTY. ON THE DATA WAS USED TO PRIORITIZE THE CAPITAL NEEDS FOR ALL COUNTY AGENCIES.THE 2000 AND 15 ASSESSMENT CONCLUDED THAT BOTH THE COUNTY AND A C FACILITY I'M RANKED.
I'M IN THE TOP 10 IN TERMS OF FACILITIES, CONDITION AND THE BUSINESSES. WITH THE COUNTY FACILITY BEING SECOND IN THE CPS MAN SMITH FACILITY. I'M BEING THE 10TH. IN 2000 AND 16 UNDER THE GLASS BEEN ADMINISTRATION, AKP'S AND COUNTY GOVERNMENT MEANT TO COLLABORATE ON POSSIBLE SOLUTIONS AND INITIATIVES. I'M GOING TO FOCUS ON ADDRESSING OPERATIONAL INEFFICIENCIES. AND A DEFICIENCIES THAT WOULD NOTED IN A 2000 AND 15 STUDY. DOING THESE DISCUSSIONS. WE COLLABORATED TO IT EXECUTE MOU. TO CONSOLIDATE THE MANAGEMENT OF FUEL SITES AND PURE TRANSACTIONS. UNDER THIS MOU WE WERE ABLE TO ABANDON AND ADEQUATE FUEL LOCATIONS AND INCORPORATE OPERATIONAL IMPROVEMENTS THAT BENEFIT OUR TRANSPORTATION FACILITIES, MANAGEMENT, FOOD SERVICES AND OTHER DEPARTMENTS THAT ARE SIGNED. THE SCHOOL SYSTEM VEHICLES. ADDITIONALLY A CONTRACT WAS ISSUED TO COMPLETE
[00:40:03]
A STUDY ON OUR FLEET MANAGEMENT FOLKS FUNCTIONS AND TO IDENTIFY AREAS OF IMPROVEMENT. AS A RESULT OF THE FLEET MANAGEMENT STUDY REPORT WAS ISSUED IN 2000 AND 17. THE REPORT PRESENTED RECOMMENDATIONS TO IMPROVE PRACTICES AND TO CONSOLIDATE PROGRAMS. ADDITIONALLY VALUATIONS WERE COMPLETED THAT RESULTED AND RECOMMENDATIONS TO RIGHT SIZE AND MODERNIZED. ON THE FLEET UPDATE THE TECHNOLOGY USED TO MANAGE A FLEET AND TO CONSOLIDATE BOTH LEAD MANAGEMENT OPERATIONS INTO A SINGLE FACILITY. AND EXHORTED THIS EFFORT. IS THAT THE COUNTY ALLOCATED FUNDING BUT PLANNING, DESIGN AND CONSTRUCTION OF A NEW FLEET MANAGEMENT FACILITY THAT WOULD BE OCCUPIED BY THE COUNTY'S, UM, BEAT MANAGEMENT SERVICES DEPARTMENT AND THE HARFORD COUNTY PUBLIC SCHOOLS. TRANSPORTATION DEPARTMENT. AND WITH THAT, I'LL TURN IT OVER TO THE SHAKE. YOU KNOW, AND THANK YOU TO SUPPORT FOR GIVING ME AN OPPORTUNITY TO SPEAK TONIGHT.THE MERCURY EVALUATION IDENTIFIED AN OPPORTUNITY FOR A JOINT FLEET AND FACILITY. THE REPORT RECOGNIZED THAT THE COUNTY AND THE BOARD OF EDUCATION FACILITIES WERE INADEQUATE. IN 2000 AND 17, THE COUNTY WAS ABLE TO SUCCESSFULLY PURCHASED BLEND 304 ENTERPRISE COURT IN 2000 AND 19, THE BORDEN COUNTIES SELECT AT THE FIRM MAN'S WOODWARD STUDIOS TO DESIGN THE SHARED FACILITY. IN THE SUMMER OF 2020. THE COUNTY AWARDED THE CONSTRUCTION CONTRACT PLANO CALLED IN TO BUILD THE 77,000 SQUARE FOOT FACILITY IN MOU FOR THE JOINT USE FACILITY WAS EXECUTED IN JUNE OF 2021 BY THE BOARD IN THE COUNTY. THE ANTICIPATED COMPLETION DATE AS EARLY DECEMBER OF THIS YEAR, WITH THE TENTATIVE MOVE IN DATE FOR OFFICE STAFF DURING THE HOLIDAY BREAK. WE ARE READING ON DELIVERY DEEP OR EQUIPMENT IN THE MEAT AND SHOPS. THERE'S A BOARDING COUNTY CAN MOVE TOGETHER AND YOU COME OPERATIONAL. WE ARE HOPING THIS WILL BE ACCOMPLISHED BEFORE MARCH 1ST OF 2022. THIS IS A BUILDING RUN DURING THAT WAS DONE AT THE DESIGN STAGE. HERE IS A FLOOR PLAN OF THE FACILITY.
IT HAS BEEN COLOR CODED TO SHOW THE DIFFERENT AREAS WHICH WILL BE SHARED AND THE DEDICATED SPACE FOR EACH OF THE GROUPS. THE FIRST FOUR RENDERING SHOWS THE THREE WINGS OF DAYS, THE INVENTORY CONTROL ROOM, AS WELL AS THE SHARED MEETING AND TRAINING SPACES. AFTER THE LAST LEVEL, SECOND FLOOR ARE THE OFFICE SPACES FOR THE PORCH, TRANSPORTATION DEPARTMENT AND THE COUNTY'S DECISION. NEXT SLIDE, PLEASE. THIS IS THE FLIGHT PLAN FOR THE PROPERTY, WHICH SHOWS THE FACILITY AND THE REQUIRED PARKING FOR THE OPERATION. NEXT SLIDE, PLEASE.
THERE ARE MANY BENEFITS AND OPPORTUNITIES FOR THIS PARTNERSHIP AND SHARING A FACILITY. THERE WILL BE A REDUCTION IN OPERATING COSTS ASSOCIATED WITH OPERATING ONE FACILITY THE OVERALL UNDER ROOF FOOTPRINT REQUIREMENTS WERE REDUCED BY SHARING SPACES SUCH AS CONFERENCE TRAINING, BREAK AND RESTROOMS. THERE WILL BE A SINGLE BOX. WILL IT DISTRIBUTION ROOM AND A SINGLE AIR COMPRESSOR ROOM WITH THE BOARD OF EDUCATION PURCHASING INVENTORY FROM FIRST VEHICLE SERVICES, PARKS, MANAGEMENT AND INVENTORY CONTROL WILL BE MORE EFFICIENT WITH A SINGLE ENTITY OVERSEEING THE ENTIRE INVENTORY CONTROL FUNCTION. THE COUNTY IS EXCITED ABOUT THIS PARTNERSHIP AND FACILITY. WE ARE NOT AWARE OF ANOTHER COUNTY WITHIN MARYLAND OR EVEN ANOTHER STATE, WHERE SCHOOL BOARD AND COUNTY GOVERNMENT HAVE COME TOGETHER TO SHARE, NOT JUST THE FACILITY FOR PROCESSES AND PRACTICES TO BECOME MORE EFFICIENT AND AFFECTED IN PROVIDING SERVICE. IT DOES TO ITS STUDENTS AND CITIZENS. I WOULD LIKE TO THANK CORNEL KATHY AND DON, FOR ALL THEIR HARD WORK TO GET US TO THIS POINT, AND THE COUNTY LOOKS FORWARD TO FUTURE COLLABORATIONS TOGETHER. AND YES, I JUST LIKE TO ADD, UM IT'S JUST BEEN A GREAT EXPERIENCE TO WORK WITH MISS SCHAEFER, UM, IN THE. YOU KNOW, COUNTY EXECUTIVE'S OFFICE. UM, SINCE WE'VE GOTTEN INTO. I'M REALLY LOOKING AT HOW TO COLLABORATE AND BUILD EFFICIENCIES THAT WOULD BENEFIT. UM YOU KNOW, BOTH THE COUNTY AND THE SCHOOL SYSTEM WHERE EXAMPLES WITH THE FUEL SYSTEM AND NOW WITH THIS WONDERFUL FACILITY, OUR TRANSPORTATION DEPARTMENT AND, UM, ARE. IN THE FLEET, THE MAINTENANCE STAFF THAT REALLY LOOKING FORWARD TO, UM THE UPGRADE, THEN FACILITY, UM IN SYSTEMS AND BEING ABLE TO IMPROVE AND BETTER PRACTICES. SO I THINK WE'VE DONE A LOT OVER THE LAST FEW YEARS. AND NOW WE'RE YOU KNOW ABOUT THE REALLY, UH, YOU KNOW, SEE, UM YOU KNOW THE FRUITS OF OUR LABOR, SO I THANK THE SHAPE. WE'RE WORKING WITH US. THROUGH THIS PROCESS, SO WITH THAT I'D LIKE TO TURN IT OVER TO THE BOARD FOR ANY QUESTIONS. THANK YOU VERY MUCH. ALL RIGHT. WE'LL GO THROUGH OUR LIST. DR PHILLIPS ANY QUESTIONS? UM, THANK YOU. FABULOUS CONCEPT,
[00:45:09]
OBVIOUSLY. YOU KNOW, SHERIFF, ASSIST YOUR FACILITY LIKE THIS. UM JUST WHAT IS THE ESTIMATED COST SAVINGS THAT THIS WILL PROVIDE FOR? HTTPS. THE MAIN IMPROVEMENT IS, UM, YOU KNOW, GETTING INTO UPDATED, UM, FACILITY. SO WE'LL REALLY START TO REALIZE WHAT THE SAVINGS WILL BE WHEN WE START TO LOOK AT THE PURCHASING OF THE MATERIALS WILL BE WORKING WITH THE COUNTY TO UTILIZE THEIR CONTRACTS. WHEN WE START TO, YOU KNOW, SECURE PRODUCTS THROUGH THAT AND WILL BE ABLE TO COME BACK TO THE BOARD AND, YOU KNOW, SHOW EXACTLY WHAT WE'RE SAVING IN TERMS OF DOLLARS AND CENTS. UM BUT THE MAIN PORTION OF THE SAVINGS IS IN OUR OPERATIONAL EFFICIENCIES WHERE OUR TRANSPORTATION DEPARTMENT WILL HAVE. YOU KNOW THE EQUIPMENT. IN THE BUILDING TO BETTER SERVE, UM, FOR MANAGING OUR FLEET. UM THE OTHER SIDE ALSO IS THAT WHEN TRANSPORTATION MOVES OUT OF HISTORY ANNEX THAT'S CURRENTLY CO OCCUPIED WITH FERTILITY MANAGEMENT DEPARTMENT. WE'LL BE ABLE TO LOOK AT THAT FACILITY TO SEE HOW WE CAN, UM, YOU KNOW, REALIZE SOME EFFICIENCIES WITH FACILITIES MANAGEMENT, UM, NO, NOT HAVING TO KIND OF SQUEEZE IN AND SHARE SPACE WITH TRANSPORTATION. OKAY, GREAT.THANK YOU. OUR. I HAVE NO QUESTIONS. THANK YOU. MR ROBINSON. ANY QUESTIONS? NO QUESTION YOU WANT COMMENT? I THINK THAT GOOD WORK TO ALL OF YOU. THIS HAS BEEN A. IVE CONVERSATION, NOT THIS PARTICULAR TOPIC, BUT ELABORATING ON. ON SAVING DOLLARS TAXPAYER DOLLARS AND BUSINESS SOURCE OF DISCUSSION FOR QUITE SOME TIME EVEN BEFORE I BECAME A MEMBER OF THE BOARD. AND SO I AGAIN GOOD WORK, BOTH. FOR EVERYONE INVOLVED IN THIS ON THE SCHOOL SYSTEM SIDE IN ON THE COUNTY SAID. THANK YOU. I AGREE WITH THAT ONE. MISS KELLY. NO QUESTION. THANK YOU SO MUCH. RIGHT, MR CARDI. THANK YOU. THANK YOU, PRESIDENT. GO TH THIS IS JUST FABULOUS. UM REALLY EXCITING. GLAD TO HEAR THAT. WE'RE. BUT MOVING FORWARD OR CONSIDERING MOVEMENT FORWARD WITH THIS AND A CORNELL AND TEAM. GREAT WORK. THANK YOU.
THANK YOU, MISS HOLCOMB. ANY QUESTIONS? HAVE YOUR QUESTIONS. THANK YOU FOR THE PRESENTATION.
THANK YOU, DOCTOR MILLER. SO THE BAD PART ABOUT GOING AT THE END HERE IS THAT EVERYTHING HAS BEEN SAID, BUT I REALLY APPLAUD THE FACT THAT WE'RE WORKING TOGETHER THAT WE'RE TRYING TO FIND WAYS TO SAVE MONEY BY WORKING WITH OTHER COUNTY AGENCIES. YOUR PRESENTATION WAS VERY GOOD AND THANK YOU FOR THE WORK THAT YOU'RE DOING. RIGHT AND I'M JUST ECHOING WHAT EVERYBODY ELSE THAT I THINK IT'S GREAT, AND IT'S WONDERFUL TO SEE THE COLLABORATION. I APPRECIATE EVERYBODY'S WORK ON IT. THANK YOU, MR. THANK YOU VERY MUCH, MR BROWN. THANK YOU
[G. Presentation Regarding Revision of Section V.C.1. of Board Policy 12-0001-000 Ethics , Patrick P. Spicer, Esq.]
HAVE EVERY NIGHT THING AGAIN. YOU TWO RIGHT. WHICH BRINGS US TO MR SPICER FOR THE PRESENTATION REGARDING REVISION OF SECTION V C. ONE OF BOARD POLICY. 12 DEATHS 0001 DEATH 000.TESTING TESTING. AND THEN WE DON'T HAVE TO HOLD. I'LL BE HOLDING IT DOWN. WANT TO MOVE UP HERE. NO, IT'S OKAY. I'LL HOLD IT DOWN. HMM. SO, UM THE FORM THAT. I WAS REFERRING AS REFERRING TO HAS GENERALLY BEEN KNOWN AS THE LONG FORM THE BOARD MEMBERS WOULD BE FAMILIAR WITH THAT. IN THE CASE OF IDENTIFIED STAFF. THE FINANCIAL DISCLOSURE STATEMENT HAD FOR A LONG PERIOD OF TIME. THEN THEY ONE PAGE DOCUMENT, WHICH BASICALLY REQUESTED INFORMATION
[00:50:05]
AS TO WHETHER THE STAFF BELIEVED THEY HAD ANY CONFLICT WITH RESPECT TO DOING BUSINESS WITH THE SCHOOL SYSTEM, OR AND THEIR SPOUSE HAD. A CONFLICT WITH DOING BUSINESS WITH THE SCHOOL SYSTEM OR ANY OTHER CONFLICT THAT THE. STAFF MIGHT THINK THEY WANTED TO REPORT AS A POTENTIAL CONFLICT THAT THAT FORM WAS GENERALLY REFERRED TO AS THE SHORT FORM SHORT FORM.MM. IN DECEMBER OF 2018. THE BOARD VOTED TO REQUIRE, UM. NOT ONLY DID THE BOARD MAINTAINED THE BOARD'S REQUIREMENT THAT IT FILED A LONG FORM, BUT ALSO THAT ALL IDENTIFIED STAFF AND THE SECTION B C ONE. SOME PEOPLE HAVE A LONG FORM. AND THE THAT REQUIREMENT WENT INTO EFFECT FOR THE FIRST TIME FOR CALENDAR YEAR 2020. BECAUSE THE FINANCIAL DISCLOSURE STATEMENTS ARE FILED PER CALENDAR YEAR AND NOT SQUARE. WHEN THAT REQUIREMENT BECAME, UM, WAS IMPLEMENTED. THAT THE SHORT FORM THE LONG FORM WE HAVE TO BE FILED BY STAFF. UM STAFF WAS REQUIRED. TO SUBMIT THAT FORM FOR ACCOUNTING FOR 2020, AND WE BEGAN TO RECEIVE CONCERNS AND OBJECTIONS FROM. SCHOOL BASED ADMINISTRATORS ABOUT FOLLOWING THAT FOR LONG FORM. SO AS A RESULT OF THOSE COMPLAINTS AND CONCERNS THE SUPERINTENDENT RECOMMENDED IN JANUARY OF 2021.
THAT THE BOARD WAVE FOR THE CALENDAR YEAR 2020 THE REQUIREMENT THAT. THE SCHOOL BASED ADMINISTRATORS, WHICH ARE PRINCIPALS AND ASSISTANT PRINCIPALS. FILE THE LONG FORM.
AND THAT THAT WOULD BE IN EFFECT FOR COUNTER YOUR 2020. AND THAT IN THE MEANTIME OR DURING THE. COME TO YOUR 2021. THAT STAFF WOULD REVIEW. UM, THE PROVISION IN QUESTION TO DETERMINE WHAT WHAT FORM THE FINANCE THE SCHOOL BASED ADMINISTRATORS SHOULD FILE LONG FORM OR SHORT FORM. AND THEN ALSO WHAT OTHER PROVISIONS OF THE. SECTION B C ONE MIGHT BE SUBJECT TO OR SHOULD BE REVISED IN SOME FORM OR FASHION. SO IN THE SUMMER OF 2021 I MET WITH UM. DEBORAH JUDE, ASSISTANT SUPERINTENDENT FOR BUSINESS SERVICES AND LARGE ACCOUNTS KEY.
UH THEY CHIEF INTERNAL AUDITOR TO REVIEW AND DISCUSS THOSE ISSUES. UM, AND AFTER.
REVIEWING THEM. WE MADE THE FOLLOWING RECOMMENDATIONS TO THE SUPERINTENDENT. UM FIRST THING. RECOMMENDATION WAS THAT. SCHOOL PRINCIPALS. THE CHIEF INTERNAL AUDITOR, THE INTERNAL AUDITOR AND STAFF ATTORNEY AND SUPERVISOR, PURCHASING FOB ALONG FORM. RELEVANT. THERE IS THE FACT THAT THE SCHOOL PRINCIPALS WERE UM SCHOOL BASED ADMINISTRATORS. AND THEY, UM, OUR GROUP AND THE SUPERINTENDENT BELIEVES THAT SCHOOL PRINCIPALS GIVEN THEIR CONTRACTING AUTHORITIES SHOULD BE INCLUDED. IN THE STAFF THAT FALLS ALONG FOR. THE OTHER POSITIONS THAT I MENTIONED OTHER THAN THE SCHOOL PRINCIPALS IN THE LIST. I JUST WENT THROUGH OUR. POSITIONS THAT HAD NOT PREVIOUSLY BEEN REQUIRED TO DO FILE ANYTHING.
IN TERMS OF FINANCIAL DISCLOSURE STATEMENTS, SO WE CERTAINLY WOULD THOUGHT IT WAS APPROPRIATE TO INCLUDE THE CHIEF INTERNAL AUDITOR. INTERNAL AUDITOR. STAFF ATTORNEY AND THE SUPERVISOR, A PURCHASING UM. THE GROUP AND THE SUPERINTENDENT RECOMMENDS THAT. SCHOOL BASED ADMINISTRATORS OTHER THAN PRINCIPLES, COMPLETE SHORT FORM BECAUSE THEIR RESPONSIBILITY IS THE LESSER DEGREE IN TERMS OF PURCHASING AUTHORITY AND MONETARY SPENDING. AND THEN FINALLY, THE LAST RECOMMENDATION WOULD BE TO REMOVE THE FOLLOWING POSITIONS FROM THE LIST OF ANY OF THE STAFF THAT NEEDS TO FILE ANYTHING. AND THAT WOULD BE HIS ASSOCIATE SUPERINTENDENT. FACILITATOR OF GOVERNMENT OVER RATIONS. DIRECTOR PURCHASING. AND THE FACILITIES, PLANNER, PLANNING AND CONSTRUCTION OF PLANNING AND CONSTRUCTION. UM THREE OF THOSE POSITIONS. ASSOCIATE SUPERINTENDENT, FACILITATOR OF GOVERNMENTAL RELATIONS AND DIRECTOR PURCHASING DO NOT EXIST ANYMORE, SO THERE'S NOBODY TO FOLLOW THOSE ANY. FINANCIAL DISCLOSURE STATEMENT WITH RESPECT TO THOSE POSITIONS. AND THE FACILITIES PLANNER IS AN EXISTING POSITION, BUT IT WAS FELT THAT THAT POSITION DID NOT HAVE. UM CONTRACTING AUTHORITY OR FINANCIAL SPENDING AUTHORITY THAT WARRANTED THAT POSITION FOLLOWING ANY SORT OF FINANCIAL DISCLOSURE STATE. SO THIS IS A PROPOSAL. THIS IS JUST A. SINCE A TESTER, BUT IT'S A IT'S A RECOMMENDATION MADE BY THE SUPERINTENDENT THIS EVENING. IT IS A CHANGE IN POLICY. SO THIS IS JUST FOR YOUR REVIEW TONIGHT.
IT IS NOT AN ACTION ITEM AND WOULD BE BROUGHT BACK UP FOR AN ACTION FOR BOARD ACTION. AT A LATER MEETING AFTER THE REQUIRED TIME PERIOD. FOR THAT ACTION. AND SO WITH THAT I
[00:55:02]
WOULD ENTERTAIN ANY QUESTIONS. ALREADY. DOES ANYONE HAVE? I'M GONNA START ACTUALLY NOT BE NOTHING. I'M GOING FIRST. UM SO THIS IS ONE THAT WE WILL HEAR HERE. WE WILL GO OVER IT AGAIN AFTER IT'S BEEN PUT OUT FOR PUBLIC COMMENT. CORRECT. THAT'S CORRECT. AND WHAT THAT DOES ANYONE ELSE HAVE ANY QUESTIONS? I'M NOT EVEN GONNA GO THROUGH THE LEFT. I SEE IT, SHAKING OF HEADS. ANYONE IN VIRTUAL, THIS IS DAVID. HERE WE GO. UM. CLEVER RANDOM QUESTION IF WE REINSTATED THE POSITION OF FACILITATOR OF GOVERNMENTAL RELATIONS. WITH YOU ALL NEED TO RELOOK WHETHER THAT POSITION REQUIRED. SHORT FORM LONG FORM OR ANY THERE. BOARD IS FREE.YES THE ANSWER IS YES. THE BOARD IS FREE TO ADD OR SUBTRACT AS WE'RE PROPOSING IN THIS ACTION ANY POSITION. MM TWO SECTION V C ONE. UM AND DETERMINE WHETHER THAT POSITION SHOULD FILE A LONG FORM OR A SHORT FORM. THE PROBLEM RIGHT NOW, OBVIOUSLY IS. IT JUST DOESN'T MAKE ANY SENSE. YOU KNOW THERE THERE IS NO EXISTING POSITION OF FACILITATOR OF GOVERNMENT RELATIONS. UNDERSTOOD. THANK YOU. TO NEED THE ADDED TO THE BUDGET FIRST CORRECT. ALL RIGHT, AND THE OTHER QUESTIONS OTHER THAN CAN WE FIND A SPOT IN THE BUDGET FOR SOMETHING LIKE THAT, DOCTOR BOLSON BECAUSE IT WOULD BE HELPFUL. IT WOULD I'M GAME IF YOU ARE I'M IN. TAKE YOUR TIME. DOCTOR POWER. THAT'S A REALLY GOOD QUESTION. BECAUSE. WE'VE HEARD FEEDBACK ABOUT AND I THINK WE WOULD BENEFIT FROM. BUT THAT OBVIOUSLY THE BUDGET CONVERSATION WE CAN WE CAN COME BACK TO THAT WHEN WE START TALKING ABOUT THE BUDGET IN A COUPLE OF MONTHS, BUT THERE MIGHT BE WORTH LEAVING IN RIGHT? NO OTHER QUESTIONS.
[H. Superintendent's Report]
THANK YOU VERY MUCH, MR SPICER. RIGHT. THANK YOU. RIGHT LEFT FOR THIS EVENING. WE HAVE SUPERINTENDENT'S REPORT. THANK YOU, UM. I WOULD LIKE TO START IN A SIMILAR PLACE OF SOME OF THE BOARD MEMBERS BEGAN. TO THANK ALL OF OUR EMPLOYEES, AND I WOULD NOTABLY LIKE TO CALL OUT BOTH OUR FOOD SERVICE WORKERS AND NURSES. AND MAYBE I SHOULD SAY TO BE AS INCLUSIVE AS POSSIBLE. ANYONE AND EVERYONE WHO'S BEEN CONTRIBUTING TO THE CONTACT TRACING EFFORTS. UM BECAUSE, YOU KNOW, I THINK EVERYONE MOVED INTO THIS SCHOOL YEAR.HOPING FOR MUCH MORE NORMAL YEAR WE KNEW WE HAD WORKED TO HELP CATCH STUDENTS UP. WE KNEW WE HAD A LOT OF ECONOMIC, ACADEMIC HEAVY LIFTING TO DO. FOR WHAT WE DIDN'T ANTICIPATE IS THE TOLL THAT DELTA VERY IT WOULD TAKE. THE NUMBER OF POSITIVE CASES WE'D SEE AND THE NUMBER OF. INVESTIGATIONS WE NEED TO DO AROUND STUDENTS WHO ARE EXPOSED TO THOSE WHO TURNED OUT TO BE POSITIVE. IT REALLY HAS TAKEN A VERY, VERY HEAVY TOLL ON OUR ABILITY TO LIVER IN A LOT OF PLACES, AND, UM OUR NURSES IN PARTICULAR. THEY HAVE A FULL TIME JOB WITHOUT CONTACT TRACING, WHICH HAS TURNED INTO MORE THAN A FULL TIME JOB IN ITSELF. WE HAVE SOME SOLUTIONS.
WE'VE WE'VE MADE SOME ADJUSTMENTS TO THE WAY WE CAN DO A BETTER INVESTIGATIONS AND THAT MADE A DIFFERENCE IN THE LAST COUPLE OF WEEKS. IN FACT, OTHER SCHOOL SYSTEMS ARE LOOKING AT THE APPROACH THAT WE'VE TAKEN. HAVE DIMINISHED THE CONTACT TRACING LOAD. UM WE'RE ALSO REACHING OUT TO FIND HELP IN OTHER PLACES, BUT ONE OF THE THINGS WE KNOW AND YOU HEAR FREQUENTLY IN PUBLIC. IS THAT MONEY ISN'T THE ISSUE. IT'S FINDING AVAILABLE PEOPLE TO HIRE TO DO ANY WORK PARTICULARLY WORK THIS DIFFICULT AND SO OUR CHALLENGE NOW IS. YOU KNOW HOW TO TAKE CARE OF THESE ADDITIONAL TASKS THAT YOU DON'T NORMALLY ENGAGE IN SCHOOL SYSTEMS. WHEN YOU HAVE SUCH A TIGHT WORKFORCE AND JUST PEOPLE. YOU KNOW, NOT INTERESTED IN DOING JOBS LIKE THIS. SO WITHOUT AND AGAIN WE'VE ALSO HEARD A LITTLE BIT ABOUT. WE HEARD A LITTLE BIT ABOUT FOOD SERVICES THIS EVENING. AND YOU KNOW THE YOUNG STUDENT WHO SPOKE. RAISED LEGITIMATE ISSUE AND WE WILL, UM, WELL, LOOK WORK ON FINDING A SOLUTION THERE, BUT THAT'S UH, BODILY WHEN YOU'RE DEALING WITH THE FEDERAL. REIMBURSEMENTS FOR FOOD. NUTRITION YOU RUN INTO SOME FUNNY RULES, SO WE'RE GOING TO SEE WHAT WE CAN DO.
BUT WITH THAT SAID. BUT WE'VE ALSO CONFRONTED IN MANY OF YOU MAY HAVE SEEN THE VIDEO THAT MR XENA PUT OUT, UH, LAST WEEK. AROUND THE KIND OF THE TWO FRONTS WERE STRUGGLING WITH SO NOT ONLY ARE WE CHALLENGED ON THE EMPLOYEE'S SIDE, WE HAVE VACANCIES THAT WE HAVEN'T BEEN ABLE TO FILL SINCE THE BEGINNING OF THE YEAR WITH REGARD TO FOOD SERVICE. AND
[01:00:03]
PART OF THAT, BECAUSE. WITH FREE MEALS THAT HAVE BEEN APPROVED BY, UM THE FEDERAL GOVERNMENT WERE ACTUALLY. PROVIDING MORE MEALS TO STUDENTS, AND WE WOULD EVEN IN A NORMAL YEAR, PARTICULARLY IF YOU'RE LOOKING AT BREAKFAST IN AN ELEMENTARY SCHOOLS WHERE THEY WOULD PROVIDE A SMALLER NUMBER OF MEALS WERE PROVIDING MANY, MANY MORE. AND THAT'S. AT THE TAXING AT A TIME WHEN OUR STAFF IS ALREADY SHORT FOR ALSO CONFRONTING SOMETHING. WITH REGARD TO THE, UH, SUPPLY CHAIN ISSUES, UM, ISSUES WITH THE ORDERING, BEING ABLE TO GET THE PRODUCTS IN THAT WE'RE USED TO GETTING IN. SO YOU'VE PROBABLY SEEN NATIONAL NEWS BECAUSE THIS IS NOT JUST A LOCALIZED ISSUE. OUR TEAM DOES FANTASTIC WORK DIMINISHED TO FIND A WAY AROUND MOST OF THESE CHALLENGES, BUT THAT IS SOMETHING THAT'S JUST CONTINUING TO ADD TO THE PRESSURE THERE. UM. COUPLE OTHER QUICK THINGS. UM UH HUH. EVERYONE MAKE SURE TO TAKE A LOOK AT OUR WEBSITE FOR OUR MAGNET OPEN HOUSES. THIS IS AN IMPORTANT TIME OF YEAR FOR LEARNING WHAT ALL LEARNING ABOUT ALL THE OPTIONS AVAILABLE IN THE SCHOOL SYSTEM. AND IT IS CERTAINLY SOMETHING THERE'S A LOT TO TALK ABOUT. SO JUST GO ON THE WEBSITE. LOOK FOR THOSE STATES FOR THE OPEN HOUSES AND LEARN EVERYTHING YOU CAN ABOUT THE APPLICATIONS AND DEADLINES.WHEN IN DOUBT, TALK TO YOUR COUNSELOR ABOUT THE SALSA. THIS MOSTLY APPLIES TO OUR EIGHTH GRADE FAMILIES BECAUSE THEY'RE THE ONES WILL BE LOOKING AT THIS PROGRAMMING FOR NEXT YEAR.
THE HARVARD EDUCATION FOUNDATION IS HOSTING ITS ANNUAL TOOLS FOR SCHOOLS. THEN ON FRIDAY, OCTOBER 22ND FROM EIGHT FROM 9 TO 10 A.M. SO PLEASE VISIT THEIR WEBSITE FOR MORE INFORMATION ON HEALTH. HOW TO HELP CELEBRATE THEIR WORK AND, UH, SUPPORT HCPS TEACHERS THROUGHOUT THE COUNTY. ALSO WANT TO THANK EVERYONE HAS ALREADY GIVEN SOME FEEDBACK TO THE PROPOSED CALENDAR FOR THE 22 23 SCHOOL YEAR, THE LAST BOARD MEETING, THE BOARD HEARD A PRESENTATION FROM THE CALENDAR COMMITTEE. WE WE WANT YOUR FEEDBACK SO THAT THE BOARD CAN TAKE THEIR FINAL ACTION. THE HOPE IS TO MAKE THAT FINAL ACTION ON DECEMBER 20TH. MANY OF YOU KNOW, BY NOW THAT I RELEASED THE RECOMMENDATIONS. IN SEPTEMBER. FOR THE BALANCING ENROLMENT. WE HELD THREE PUBLIC INPUT SESSIONS IN SEPTEMBER. 22 23 30. I'LL BE BRINGING BACK FINAL RECOMMENDATIONS TO THE BOARD ON OCTOBER, 25TH WILL BE INCORPORATING THE FEEDBACK WE'VE GOTTEN, BUT THERE WAS ALSO AND THEY'RE ALSO SPENT A SURVEY OUT THERE SO AGAIN IF YOU HAVE MORE THOUGHTS AND CONSIDERATIONS. FOR THE BALANCING ENROLLMENT PROCESS BECAUSE FIND INFORMATION ON OUR WEBSITE AND IF YOU HAVEN'T ALREADY PLEASE COMPLETE THE SURVEY. ON A RELATED NOTE WILL BE PUTTING ANNOUNCEMENT OUT THIS WEEK ABOUT. BUDGET PUBLIC INPUT SESSIONS. IT'S HARD TO BELIEVE WE'RE ALREADY THERE. IT FEELS LIKE WE'RE STILL TRYING TO GET THIS SCHOOL YEAR STARTED. UM, BUT THE BUDGET PROCESS HAS TO START VERY EARLY, SO. WE WILL BE LOOKING AT THOSE PUBLIC INPUT SESSIONS COMING UP IN OCTOBER. AND OF COURSE, WE'LL BE FOLLOWING THAT PROCESS YOU VIRGINS TO WORK ON THE CAPITAL BUDGET. BUT OF COURSE, THE OPERATING BUDGET WILL TAKE US FROM NOW UNTIL EARLY INTO THE NEW YEAR.
THURSDAY OCTOBER 14TH IS AN EARLY DISMISSAL IN OCTOBER. 15TH WE ARE CLOSE. STUDENTS WE HAVE PD FOR PROFESSIONAL ELEMENT FOR OUR STAFF MEMBERS, SO. OBVIOUSLY EVERYBODY'S TAKING NOTE OF THAT IN THE CALENDAR, AND I WOULD LIKE TO ACKNOWLEDGE, I THINK. AH DR MUELLER ALREADY INDICATED THIS EARLIER. THAT ARE FAMILY FRIENDLY SCHOOL. OUR VERY FIRST ONE WAS WILLIAM PICKLE, OLD POST ROAD. IT WAS AN EXCITING UH FIRST TIME FOR THE FAMILY FRIENDLY SCHOOLS AWARD. BUT OUR NOMINATIONS HAVE OCCURRED FOR THIS COMING MONTHS AWARD. MANY OF OUR SCHOOLS HAVE BEEN NOMINATED AND VOTING IS OPEN. SO. UM PLEASE GO ON, AND YOU DON'T HAVE TO VOTE FOR YOUR OWN SCHOOL THAT SUSPECT MOST PEOPLE DO. BUT TIMES. IT'S A NICE AWARD. IT'S A NICE WAY TO RECOGNIZE THE SCHOOLS ARE DOING SO MUCH ON BEHALF OF OUR STUDENTS. IF YOU LOVE YOUR SCHOOL AND THE WAY THEY SERVE YOUR STUDENTS AND YOUR COMMUNITY, PLEASE GO IN AND VOTE. FOR THE FAMILY FRIENDLY SCHOOLS. THE WORST. SO WITH THAT BOARD. THANK YOU SO MUCH FOR THIS EVENING. I WILL, UH I'LL SEE YOU AT THE NEXT. ALL RIGHT. THANK YOU VERY MUCH, DOCTOR BOLSON. UM, WITH THAT, UNLESS ANYBODY ELSE HAVE
[Future Meetings Review]
ANYTHING ELSE.
