GOING ON. ACROSS THE WORLD. ACROSS OUR NATION. IN MARYLAND AND HERE IN HARFORD COUNTY. A LITTLE OVER 41 YEARS AGO. MY HUSBAND AND I MOVED HERE FROM BALTIMORE COUNTY. AND. I LOVED BEING HERE IT WAS PLACE. WHERE WE DIDN'T HAVE TO LOCK THE DOORS AT NIGHT. IN THE SUMMERTIME. THE WINDOWS COULD BE OPEN WITH THE SCREENS. TO GET NICE. THAT NICE COOL SUMMER BREEZE. AND I FELT TRULY TRULY SAFE. I'M REALLY SADDENED BECAUSE I NO LONGER FEEL SAFE.AND. A LOT OF THAT HAS TO DO WITH SOME OF THE BEHAVIOURS. THAT I HAVE WITNESSED. IN THE PAST FEW WEEKS. OF OUR RESIDENTS WERE LOST IN TERRORIST ATTACKS ON THE WORLD TRADE CENTER. THE PENTAGON. YOU KNOW, FLIGHT 93.ENDED UP IN SHANKSVILLE, PENNSYLVANIA. AT NINE O'CLOCK THIS PAST SATURDAY, I WAS NEAR THE EQUESTRIAN CENTER ON TOLLGATE ROAD. FROM THE NATIONAL ANTHEM WAS BEING PLAYED PRIOR TO THE START OF THE EQUESTRIAN EVENTS FOR THE DAY. I ALONG WITH EVERYONE ELSE IN MY IMMEDIATE SITE, CAUSE WHAT WE WERE DOING AT THE TIME. AND THEN REMOVE THEIR HATS. WE ALL START STOOD AT ATTENTION. FOR THE 2 2.5 MINUTES OR SO DURING THE PLAYING OF THE STAR SPANGLED BANNER. FOR THOSE FEW MINUTES, REFLECTING BACK. FOR A FEW WEEKS, MONTHS OR EVEN YEARS FOLLOWING 9 11. WE ALL CAME TOGETHER AS A NATION. WE WERE ALL PROUD TO BE AMERICANS. THIS REFERS TO BOTH CITIZENS AND NON CITIZENS RESIDING IN THIS GREAT NATION OF OURS. WHAT HAPPENED? WE NO LONGER HAVE CIVIL BUT INSTEAD CONTENTIOUS CONVERSATION. BECAUSE OF HARFORD COUNTY PUBLIC SCHOOL MASK MANDATES. WHICH IS NOW ACTUALLY COMING FROM THE STATE SUPERINTENDENT. THIS BOARD HAS BEEN COMPARED TO GERMANY. AND ACCUSED OF BEING CHILD ABUSERS AND SOME OF THE EMAILS THAT WE'VE RECEIVED. AND ON SOCIAL MEDIA SITES. AS I'M TOLD, I DON'T PARTICIPATE IN SOCIAL MEDIA. LET ME REMIND YOU THAT GERMANY EXTINGUISHED THE LIVES SIX MILLION INNOCENT PEOPLE. MEN, WOMEN AND CHILDREN. CHILD ABUSERS. LET ME MENTION THE NAMES OF LARRY DARNELL O'NEILL, A THIRD AND JOSH LYNN MARIE JAMES JOHNSON. THE NAMES RING A BELL TO ANY OF YOU. PROBABLY NOT. MASKS. REALLY? INCIDENTALLY BY TWO GRANDDAUGHTERS WEAR MASKS SCHOOL EVERY DAY. THEY HAVE DOZENS OF THEM. DIFFERENT COLORS AND DESIGNS AND MATCH THEM WITH THE OUTFITS FOR THE DAY. THEY MAKE IT A FASHION STATEMENT AND THEY LOVE IT. WHEN I ACCEPTED THIS POSITION ON THE BOARD OF EDUCATION, I TOOK AN OATH TO ACT IN THE BEST INTERESTS OF OUR STUDENTS, TEACHERS STAFF ADMINISTRATION. BUT MOSTLY THE STUDENTS. I BELIEVE THAT EVERY DECISION I AND THIS BOARD HAVE MADE AND WILL CONTINUE TO MAKE HAS BEEN WITH HAS BEEN AND WILL CONTINUE TO BE WITH THE BEST INTENTIONS IN MIND FOR OUR STUDENTS. I'M EXPECTING THE SUPERINTENDENT'S RECOMMENDATION FOR BALANCING INVOLVEMENT TO COME OUT SOON. WE SHOULD BE DISCUSSING THE INITIAL PROPOSALS FOR NEXT SCHOOL YEARS CALENDAR NEXT THING AS WELL UH, ALSO, I MEAN, JUST LAST WEEK, PRESIDENT BIDEN ISSUED TWO EXECUTIVE ORDERS CONCERNING COVID VACCINATION REQUIREMENTS. AND I'M STILL WAITING TO HEAR DETAILS ABOUT HOW THOSE WILL IMPACT US BECAUSE WE ARE A LARGE EMPLOYER. AS A REMINDER. HCPS CURRENTLY HAS NO VACCINATION REQUIREMENTS, BUT THE STATE OF MARYLAND DOES THE STATE VACCINATION REQUIREMENTS APPLY TO BOTH PUBLIC AND PRIVATE SCHOOLS. EQUALLY. WE ARE STILL IN THE PANDEMIC SITUATION AND MOVING FORWARD AS BEST WE ALL CAME. WE ARE FOLLOWING THE GUIDANCE THE ORGANIZATIONS THAT OUR SOCIETY HAS CREATED FOR THAT PURPOSE. AT THE LAST MEETING. I MENTIONED OUR LOCAL HEALTH DEPARTMENT, THE MARYLAND DEPARTMENT OF HEALTH AND OUR NATIONAL CENTER FOR DISEASE CONTROL. AFTER THE LAST MEETING. I SPENT SOME TIME LOOKING AT THE COVID RESPONSE PAGES OF THE HEALTH DEPARTMENTS OF OTHER STATES, INCLUDING SOME LIKE TEXAS AND FLORIDA, WHERE THE GOVERNORS HAVE BANNED MASK MANDATES IN SCHOOL. I WAS SPECIFICALLY LOOKING FOR. WHAT DID THEY SAY ABOUT MASKS? DID THEY DESCRIBE THE TYPES OF PROBLEMS THAT VARIOUS COME INTEREST TALKED ABOUT? SOME COMMENTS OR SAID. FOR EXAMPLE, ONLY IN 95 MASKS WORK. SOME SAID, EVEN IN 95 MASKS DON'T WORK TO BLOCK COVID. I LOOKED FOR STATEMENTS ABOUT CAUSING BREATHING, DIFFICULTY INCREASING CO TWO LIMITING OXYGEN. I DID NOT FIND ANY SO.
MY TAKE ON THIS IS THE AGENCIES WE HAVE. BOTH LOCAL TO US NATIONAL PREVIOUSLY ACTUALLY LOOKED IN. SOME FOREIGN COUNTRIES AND EVEN THE STATES THAT ARE DOING THINGS DIFFERENTLY. ARE STILL SAYING. YES YES, MASKS ARE USEFUL AND REDUCING THE SPREAD OF COVID.

WAS DRIVING INTO MY SUBDIVISION IN THE OTHER DAY AND WATCHED AS THE STUDENTS GOT OFF THE BUSSES FOR A MIDDLE SCHOOL AND THEY GOT OFF THE BUS WITH THE MASK ON AND THEY CONTINUE TO WALK DOWN THE ROAD WITH THE MASK ON.THEY DIDN'T TAKE THE MASK OFF AND THEY'RE OUTSIDE. THEY PROBABLY DID IT ULTIMATELY, BUT IT WAS INTERESTING THAT. HOW ACCEPTING THEY WERE OF IT, AND I KNOW IT'S NOT A GREAT THING TO WEAR A MASK. I DON'T LIKE IT MYSELF, BUT WE ARE TRYING TO MINIMIZE QUARANTINING OF THE STUDENTS AND TRYING TO KEEP AS MANY PEOPLE IN SCHOOL AS POSSIBLE. I ALSO WANT TO ECHO HIS CO AQI IS COMMENTS AND ASKED TO. SCHOOLS ARE KIDS THAT TENNIS AUSTIN HIGH SCHOOL THEY CURRENTLY TAKE A 20 MINUTE BUS RIDE TO SCHOOL AND THEN, LIKE I SAID, THAT'S ONLY FIVE MILES AWAY FROM OUR HOUSE, AND WE'RE GOING TO BE PUSHED UP THE NORTH HARFORD SCHOOLS, WHICH ARE 11 MILES AWAY. AND. JUST DRIVING THAT ALONE IS A 20 MINUTE DRIVE. SO UM, AS YOU'RE WELL AWARE, ONE OF THE PRIMARY GOALS OF THE BALANCING ENROLLMENT GUIDING PRINCIPLES IS TO HAVE BUS RIDES LESS THAN 45 MINUTES. WE DO NOT BELIEVE THAT WOULD BE ACHIEVED WITH THIS BOUNDARY CHANGE. SO THE SCHOOL DOES LOOK DIFFERENT FROM LAST YEAR, AND IT'S BEEN REALLY AN AMAZING START. UM WHEN THAT INCREASED LEVEL OF INTERVENTION IS NEEDED, ARE SUPER STAFF KNOW TO REFER OUR STUDENTS OUT TO THE STUDENT SERVICES STAFF OR STUDENTS, OFTENTIMES, WELL, SULFUR FOR OR PARENTS WILL REFER. THEM TO GET KIDS SOME ASSISTANCE FROM OUR MENTAL AND PHYSICAL HEALTH EXPERTS IN THE BUILDING WE HAVE APPROXIMATELY 250 COUNSELORS, PSYCHOLOGISTS PP, WS NURSES AND SOCIAL WORKERS ACROSS THE COUNTY. UM NURSES WHO ARE USING A POLITICS. COM STUDY TO HELP STUDENTS WORK THROUGH THEIR ANXIETY. UM AND THERE'S JUST THERE'S SO MUCH HAPPENING ON OUR BUILDINGS TO ADDRESS THE SOCIAL EMOTIONAL WELLNESS FOR OUR STUDENTS, AND I'M JUST SO IMPRESSED EVERY DAY. WITH THE WORK THAT ARE SCHOOL BASED STAFF FOR DOING, UH, AND THE SUPERVISORS OF THE CENTRAL OFFICE THAT GUIDE THEIR WORK.
YOU'VE ALSO DEVELOPED A NEEDS ASSESSMENT THAT WILL HELP US BETTER IDENTIFY THE NEEDS OF OUR STUDENTS. AND BETTER BETTER, YOU KNOW, POINT THOSE RESOURCES. UM AT THIS STUDENTS ARE GROUPS OF STUDENTS AS NEEDED. IN ADDITION, WE'VE ALSO USED A CONSIDERABLE AMOUNT OF R S R FUNDS AND BEHAVIORAL HEALTH GRANTS TO BE ABLE TO INCREASE OUR PROGRAMMING OVER THE NEXT FEW YEARS. I REALLY LOOKING FORWARD TO INCREASED EFFORTS. THAT THERE'S A GRANT PHONES, UH, WON'T ALLOW US TO EMPLOY AND I WOULD BE REMISS IF I DIDN'T MENTION HER SPECIAL EDUCATION STAFF. THEY REALLY PROVIDED VAST ARRAY OF RESOURCES TO OUR FAMILIES AND OUR STUDENTS. ALL 12 MONTHS OF THE YEAR. IT DOES NOT STOP WHEN THE SCHOOL YEAR ENDS, AND IN SOME CASES, THE WORK JUST BEGINS AT THE END OF THE SCHOOL YEAR AS WE RAMP UP FOR US, ONE OF THE THINGS, SO I WANT TO MAKE SURE THAT OUR STUDENT SERVICES ARE SPECIAL EDUCATION STAFF IS INCLUDING THAT AS WELL. BECAUSE THEY JUST DO SOME REALLY AMAZING WORK, AND SOME PARENTS HEAVILY RELY ON THE RESOURCES THEY PROVIDE TO THEM. BASICALLY FOR IMPROVING THE HEALTH OF PUBLIC SCHOOLS. THIS IS FOR ITEMS SUCH AS TREATING LEAD IN WATER H B A C INDOOR AIR QUALITY. UM. TYPICALLY WE LIKE TO KEEP THESE ITEMS IN THEIR OWN CATEGORIES, HOWEVER, THIS YEAR THERE'S A LOT MORE OVERLAPPING THEM SO IT LOOKS A LITTLE BIT MORE LIKE THIS, UM. BASICALLY EACH YEAR WE HAVE OUR ANNUAL SIP HAVE BEEN WORKING WITH OUR LIAISONS AT THE STATE AND THEY'RE RECOMMENDING AND REQUESTING US TO INCLUDE ALL OF THESE ITEMS IN OUR SIP. AND AS THE ITEMS ARE FUNDED THROUGH THE DIFFERENT SOURCES OF FUNDING THROUGH HEALTHY SCHOOLS AND BUILT TO LEARN THAT COME OUT OF THE SIPPY, UM, BUT IT'S JUST THE WAY TO TRACK AND KEEP THEM ON MOVING FORWARD. ANOTHER THING IS THAT THEY ALL REQUIRE THAT 37% LOCAL MATCH, SO WE'LL BE REQUESTING THAT 30% 37% LOCAL MATCH FROM OUR LOCAL FUNDING AUTHORITIES. THIS YEAR. UM IT LOOKS A LITTLE BIT LARGER FOR OUR STATE REQUESTS THAN TYPICAL JUST BASED ON THOSE DIFFERENT FUNDING SOURCES AT THE TOP OF THE LIST. I MEAN, GETTING SCHOOL STARTED REQUIRES A LOT OF HELP, A LOT OF COLLABORATION AND AT TIMES A LOT OF GRACE AND PATIENCE AND, UM, I MEAN, I THINK EVERYONE UNDERSTANDS IT'S KIND OF DIFFICULT HERE. UM. THAT SAID THE ENTHUSIASM TO BRING STUDENTS BACK IN PLACE HAS REALLY BEEN THE PREVAILING SENTIMENT. AND SO IT'S BEEN GREAT TO SEE THAT UM YOU ALSO HEARD MISS BENDIS TALK ABOUT THE. KIND OF THE STAFFING ISSUES. WE HAD THAT QUESTION THIS EVENING. THAT SAID. I MEAN, HER TEAM IS JUST AMAZING AND WHAT THEY'VE DONE TO OVERCOME SOME OF THOSE CONCERNS BECAUSE THEY'VE BEEN ABLE TO FILL IN THE GAPS AND MAKE SURE OUR STUDENTS WERE TRANSPORTED TO SCHOOL. SO THAT'S BEEN SO IMPORTANT. I DO WANT TO MENTION THIS IS. SOMETHING I SHARED IN MY COMMENTS AT THE END OF THE LAST MEETING OUT MY. FIRST RECOMMENDATION TO THE BOARD ABOUT BALANCING ENROLLMENT.
WILL BE SHARED WITH THE PUBLIC TOMORROW DURING THE DAY WILL BE SITTING OUT A REPORT CONNECTED TO THAT AND I WOULD ENCOURAGE. WE HEARD A LOT OF COMMENTS TONIGHT. SO THOSE WHO WE KNOW ARE SO YOU KNOW. EITHER CONCERNED OR JUST GENERALLY INTERESTED IN THIS WHOLE PROCESS, BUT IT WAS A LOT OF PASSION AROUND THIS. WE WOULD ASK PEOPLE TO LOOK CLOSELY AT THAT REPORT. WE WILL BE SENDING OUT DETAILS ABOUT OUR PUBLIC INFORMATION SESSIONS WHERE WE'RE GOING TO BE SEEKING INPUT FROM THE COMMUNITY ON THAT DRAFT GOES OUT, SO WE'LL HAVE MORE INFORMATION ABOUT THOSE PUBLIC INFORMATION SESSIONS COMING OUT. UH, SOON AS WELL. I WOULD ALSO LIKE TO MENTION SOMETHING ELSE. AS YOU KNOW, ONE THING HAS BEEN COMING UP A LOT AND ONE OF OUR BIG CONCERNS GOING THROUGH THE LAST TWO YEARS HAS BEEN THE OVERALL ENROLLMENT OF THE SCHOOL DISTRICT ARE PRELIMINARY ENROLLMENT FROM THE FIRST FEW DAYS SHOWS THAT AS OF RIGHT NOW WE. ROLL IT HAS US ABOVE 38,000, WHICH IS, UM, FAR BETTER THAN YOU KNOW, FAR HIGHER THAN I EXPECTED TO SEE THE SYSTEM AT THIS POINT, CONSIDERING THE NUMBER OF STUDENTS WHO MADE OTHER CHOICES DURING THE PANDEMIC. WE HAVE MANY OF THOSE STUDENTS THAT THAT SAID THE ENROLLMENT WILL STILL NEED. UH WE HAVE TO GO THROUGH THE SILENT PROCESS. WE HAVE TO LOOK, YOU KNOW, FOR ANY NO SHOWS AND THOSE SORTS OF THINGS. SO UM, TRACKING ENROLLMENT IS SOMETHING THAT DOES TAKE A LOT OF WORK AND IT TAKES A LITTLE TIME TO GET IT SETTLED OUT. UM BUT FROM ENROLLMENT PERSPECTIVE, I FEEL PRETTY GOOD ABOUT WHERE WE ARE AS THE SYSTEM KNOWING THAT WE SAW HAVE A LOT OF RECOVERING TO DO, BUT WE KNOW WE HAVE, UM. GRANT FOR PLANTS TO START A SCHOOL BASED PANTRY CALLED BLESSINGS IN A BACKPACK WHERE STUDENTS CAN STOCK UP ON NECESSITIES LIKE FOOD AND CLOTHING BEFORE WEEKENDS AND LONG BREAKS. SO NICE TO BE ABLE TO HIGHLIGHT SOME OF THOSE GREAT WORDS THAT ARE COMING OUT.
