BOARD MEMBER COMMENTS AND WE'LL START WITH. OUR WITNESS REALISM SHE'S SITTING RIGHT HERE. I JUST WANT EVERYBODY TO NOTE THAT THIS IS PHOEBE'S LAST MEETING WITH US, AND I WANT TO SEE WHAT AN EXCELLENT JOB I THINK SHE'S DONE AND HOW MUCH I APPRECIATED BOOK. LITTLE BIT.I'VE GOTTEN TO KNOW HER. UNFORTUNATELY WITH US BEING VIRTUAL SO MUCH OF THE YEAR.
BUT I DO APPRECIATE HER AND I HOPE SHE GOES ON TO DO GREAT THINGS. THANK YOU. ABOUT. THANK YOU, UH, SO I WOULD LIKE TO SAY, I HAVE BEEN VERY IMPRESSED WITH ALL OF THE STUDENT BOARD
[00:05:02]
MEMBERS. UM. AND PHOEBE, YOU HAVE DEFINITELY CONTINUED THAT TRADITION. OF GREATNESS AMONG THE STUDENT BOARD MEMBERS. THANK YOU VERY MUCH. IT IS. THANK YOU, MISS KARWACKI. YES.THEN I'M GOING TO GO ALONG THE SAME THING. PD. YOU HAVE DONE A WONDERFUL JOB THIS YEAR IN SPITE OF ALL OF THE CHALLENGE CHALLENGES. AND I WISH YOU THE VERY BEST ISSUE TRANSITION INTO YOUR COLLEGE AND THEN FINALLY YOUR CAREER. THANK YOU, MISS KELLY. YES. HI, EVERYONE. I WANTED TO CONGRATULATE TV AS WELL. UM I KNOW WE DIDN'T WORK TOGETHER TOO LONG. BUT YOU WERE SO WELCOMING TO ME WHEN I STARTED. AND I WISH YOU THE BEST OF BLACK. AND I ALSO WANTED TO, UM JUST RECOGNIZE ALL OF OUR K THROUGH 12 STUDENTS FOR FINISHING THE SCHOOL YEAR AND RECOGNIZING OUR HARDWORKING TEACHERS FOR FINISHING STRONG. WHAT A CRAZY YEAR IT WAS. SO THANK YOU. YEAH. MM. THANK YOU. A COUPLE OF COMMENTS AGAIN, STEVIE. UM IT'S BEEN A UNIQUE AND CHALLENGING YEAR FOR, UH, FOR ALL BOARD MEMBERS AND WE GET FOUR YEARS TO, UH TRIED TO FAMILIAR WITH. PROCESS THEN YOU ONLY GET ONE AND UNFORTUNATELY, MOST OF THAT ABOUT ALL OF THAT WAS DONE NOT SITTING IN FRONT OF A COMPUTER TERMINAL, BUT YOU'VE DONE A FABULOUS JOB. AND I PERSONALLY AS WELL AS THE OTHER BOARD MEMBERS WISH YOU MUCH SUCCESS IN THE FUTURE IN SCHOOL AND IN GRADUATE SCHOOL. I UNDERSTAND YOU'RE INTERESTED IN LAW AND NO, THAT WILL. YOU WILL DO WELL IN ALL YOUR ACADEMIC ENDEAVORS. SECOND THING JUST PUTTING ON MY DOCTOR HAT FOR A MINUTE. UM, I JUST WANT TO CONGRATULATE THE STATE OF MARYLAND YESTERDAY. IT WAS THE VERY FIRST AID SINCE MID OCTOBER THAT WE DID NOT HAVE A SINGLE KOBE DEATH IN THE STATE ARE POSITIVITY RATE IS DOWN TO, UH 0.75% AND YOU KNOW MUCH OF THIS OBVIOUSLY IS DUE TO A COMBINATION OF MORE PEOPLE BEING SICK AND BECOMING IMMUNIZED. NATURALLY AS WELL AS THOSE WHO ARE TAKING THE VACCINE. SO FOR THOSE OF YOU WHO ARE IN THE LATTER GROUP, THANK YOU. FOR THOSE OF YOU WHO STILL NOT DECIDED. PLEASE RECONSIDER. THE THIRD THING I WANT TO MENTION IS I WANT TO CONGRATULATE THE ADDISON BILL GIRLS SOFTBALL TEAM FOR WINNING THE STATE CHAMPIONSHIP. UH, TWO DAYS AGO. AGAIN GIVEN THE FACT THAT THEY DID NOT GET TO PRACTICE VERY MUCH LEADING INTO THE SEASON. THIS IS A TREMENDOUS ACCOMPLISHMENT. CONGRATULATIONS TO THEM. ALSO, CONGRATULATIONS TO THE BOYS, FALLSTON HIGH SCHOOL BOYS LACROSSE TEAM. WHO ALSO WON THEIR STATE CHAMPIONSHIP THE OTHER DAY. UM. AND I WANT TO STAND A PARTICULAR RECOGNITION TO TWO YOUNG MEN ON THAT TEAM.
I'M NOT GOING TO USE THEIR LAST NAMES, BUT THEY KNOW WHO THEY ARE. THEY'RE LISTENING. JOSHUA NOAH. AND, GOSH, HIS DAD IS LISTENING AS WELL. THESE INDIVIDUALS WERE CAUGHT UP IN THE 14 VERSUS 10 DAY COVID RESTRICTION. AND IT LOOKED LIKE BECAUSE THEY FELL OUTSIDE THE BOUNDS BY JUST A COUPLE OF HOURS. TO BE QUITE HONEST WITH YOU. THEY WERE GOING TO LOSE OUT ON THE ON THERE AT THE END OF THEIR FINAL SEASON. I WAS IN CONTACT WITH THEM, LIKE DID MAKE A COUPLE OF FALLS ON THEIR BEHALF OF THOUGHT THAT WE COULD MAKE SOME ALLOWANCES HERE TO ALLOW THEM TO PARTICIPATE IN THEIR IN THEIR. THE LAST FEW GAMES OF THEIR FINAL SEASON, BUT UNFORTUNATELY THAT WAS NOT GOING TO HAPPEN. YOUNG MAN, UM, END OF THEMSELVES WITH EXTREME CLASS AND DIGNITY. AND I RECOGNIZE THEM FOR THAT. THEY THEY WERE EXTREMELY. THANKFUL FOR WHAT I TRY TO DO, BUT RECOGNIZED THAT THEY WERE BASICALLY CAUGHT, UM, BETWEEN THE RULE, AND THEY ACCEPTED IT WITH DIGNITY AND THEY WERE, UM. THEY SHOWED A LOT OF CLASS.
UNFORTUNATELY THE TEAM RALLIED AND WE'RE ABLE WAS ABLE TO MAKE IT TO THE. STATE FINALS AND THEY WON THE CHAMPIONSHIP AND. JOSHUA NO, UH WITH THEIR HOPE WHERE THEY'RE HOLDING UP THE CHAMPIONSHIP TROPHY. THEY'RE BOTH GOING TO UNIVERSITY OF MARYLAND AND THE HONORS PROGRAM, WHICH HAS BEEN EXTREMELY COMPETITIVE PROGRAM. AND. JUST FROM MY BRIEF INTERACTIONS WITH THEM. THESE YOUNG MEN ARE GOING TO DO VERY WELL AND WILL REPRESENT HARFORD COUNTY EXTRAORDINARILY WELL AT UNIVERSITY OF MARYLAND, SO MY HAT'S OFF TO THEM IN THE ENTIRE BOSTON HIGH SCHOOL BOYS TEAM AS WELL AS THE PATERSON MILL GIRLS SOFTBALL TEAM. AND WITH THAT, I'LL CONCLUDE. THANK YOU. THANK YOU. MR CARDI. I JUST WANT TO REITERATE WHAT MY FELLOW BOARD
[00:10:07]
MEMBERS HAVE SAID THANK YOU, PRESIDENT ROBINSON. UM PHOEBE, PLEASE KNOW THAT WE ARE HERE FOR YOU AS YOU APPROACH YOUR FUTURE ENDEAVORS WITH REGARD TO MENTORING. RECOMMENDATIONS WHATEVER YOU NEED, UM YOU'RE MOVING FORWARD AND CREATING A BRIGHT FUTURE AND SUPPORTIVE OF EVERYONE HERE IN HARFORD COUNTY, AND WE'RE SO VERY PROUD OF YOU AND WANT YOU TO KNOW WE STAND BY YOU AS YOU MOVE FORWARD, SO YOU NEED THE ASSISTANCE. IT WAS VERY DIFFICULT YEAR FOR EVERYBODY. I KNOW IT WAS A VERY DIFFICULT YEAR FOR YOU. AND UM SO PROUD OF YOU AND THE WAY YOU WERE ABLE TO STAND TALL AND I THANK YOUR FAMILY FOR LENDING YOU TO US THIS PAST YEAR. AND I DO WANT TO REITERATE, UM WHAT DR PHILLIPS SAID WITH REGARD TO CONGRATULATIONS TO BOTH CHAMPIONSHIP WINNERS AND FOR THE STUDENTS WHO DID HANDLE THE RULES, WHICH SET WITH SUCH GRACE AND STYLE. THANK YOU. THANK YOU. GOOD EVENING. YES, SIR. I'M GOING TO GO A LITTLE BACKWARDS WITH THAT. UM I WANT TO THANK ALL OF THE TEACHERS AND THE KIDS AND THE STAFF AND EVERYONE WHO REALLY. IN THE ROUGHEST YEAR IN EDUCATION THAT I THINK ANYONE HAS EVER SEEN, AND I APPRECIATE SO MUCH. AS I KNOW, EVERYONE DOES ALL THE EFFORT THAT WENT INTO MAKING THIS YEAR AS AS GOOD AS IT COULD BE. GIVEN THE CIRCUMSTANCES OF SOMETHING NONE OF US EVER THOUGHT WE WOULD SEE IN OUR LIFETIMES. WE'VE HAD. WE'VE HAD REALLY STRONG KIDS AND REALLY STRONG PARENTS AND REALLY STRONG TEACHERS AND. YOU KNOW, IT'S BEEN AN INCREDIBLE EVENT, AND I HOPE IT'S ONE WE NEVER HAVE TO DO AGAIN. BUT, UM YOU KNOW, IT'S. IT'S ONE THAT EVERYBODY'S GOING TO TALK ABOUT. THEY'RE GOING TO REMEMBER THEIR YOU KNOW, SECOND GRADE YEAR, THEIR SEVENTH GRADE YEAR, THEIR SENIOR YEAR BECAUSE IT'S BEEN SO CRAZY, AND HOPEFULLY THEY WILL REMEMBER IT WITH SOME FOND MEMORIES. UM. AS WELL AS THE DISAPPOINTMENT IN SOME THINGS.UM, LEADING UP TO THAT. AND THE NEXT THING, PHOEBE, I KNOW THIS YEAR WAS NOT WHAT SHE WANTED.
WHEN YOU STARTED THIS AND YOU KNOW, YOU JUST BEEN AMAZING. I'VE HAD THE PRIVILEGE OF SITTING IN MEETINGS WITH YOU. AND YOU CONDUCT YOURSELF SO WELL. AND YOU SPEAK FROM THE HEART AND YOU REPRESENT THE VOICE OF THE STUDENTS THAT YOU ARE THERE TO REPRESENT. WITH DIGNITY AND PRIDE, AND YOU'RE JUST PROUD TO BE THERE AND DO THAT, AND IT IS A PARENT. AND EVERYTHING YOU DO, AND FOR THAT. NONE OF US CAN NEVER THANK YOU ENOUGH BECAUSE, YOU KNOW, BEING THE STUDENT VOICE. IS DEFINITELY IN MY OPINION. THE MOST IMPORTANT JOB ON THE BOARD IS THAT'S WHO WERE THEREFORE. AND WITH THAT, I WANT TO JUST MENTION AGAIN THAT WE DO HAVE A LOT OF PUBLIC COMMENTS THIS EVENING. UM. PLEASE REMEMBER FOLKS AS YOU WERE SPEAKING. PLEASE DO NOT DISPARAGE OTHER PEOPLE'S SCHOOLS OR OTHER PEOPLE'S NEIGHBORHOODS. WE KNOW THAT REDISTRICTING IS ROUGH. WE KNOW THAT IT IS SOMETHING THAT IS VERY. YEAR TO EVERYONE'S HEART AND SOUL, BECAUSE IT'S OUR NEIGHBORHOODS AND OUR KIDS AND OUR SCHOOLS AND PEOPLE THAT WE LOVE AND CARE ABOUT AND YOU KNOW, HAVE SACRIFICED FOR BUT PLEASE MAKE SURE THAT WE'RE NOT DISPARAGING OTHER SCHOOLS AND OTHER PEOPLE, SAFE PLACES AND OTHER TEACHERS AND OTHER STUDENTS AND THEIR SAFE PLACES. THANK YOU. THANK YOU, MISS BAILEY. YEAH. RIGHT? YEAH. STUDENTS OF HARFORD COUNTY PUBLIC SCHOOLS FOR TRUSTING ME, UM, TO REPRESENT YOUR VOICE ON THE BOARD OF EDUCATION. IT WAS DEFINITELY AN HONOR TO DO SO.
AND I HAVE FAITH. OUR NEXT STUDENT MEMBER CAN THEY WILL SORT OF THIS POSITION WITH GRACE AND HUMILITY. SO THANK YOU ONCE. BARELY. YOU KNOW HOW I FEEL ABOUT YOU. YOU HAVE MINE. THIRD DOOR. I'M HIM. JUST ENJOYED BEING AROUND. JUST ENJOYED WORKING WITH YOU AND THE WAY THAT YOU HANDLED YOURSELF. I'M REALLY I'M PROUD OF YOU. I'M PROUD OF YOU WITH ANY FATHER WOULD BE OF HIS CHILD. HAVING SAID THAT? WE'RE GOING TO MOVE NOW TO THE. OF

GOOD EVENING, DR BOWLS AND BOARD OF EDUCATION MEMBERS.
MY NAME IS MELISSA SELF SINGERS. I AM HERE WITH ANOTHER SET OF PARENTS. WE ARE PARENTS, HOMEOWNERS AND ADVOCATE TO REPRESENT THE INTERESTS AND OTHER RESIDENTS LOCATED IN THE SCHOOL REDISTRIBUTING AREA NOTED AT P W ONE THEY THINK WAS AN ESTIMATED NUMBER OF 130 CHILDREN. WE UNDERSTAND THE NEED TO BALANCE ENROLLMENT AND REDISTRICT SCHOOL. WE SPEAK YOUR PARTNERSHIP AS WE STRIVE TO IDENTIFY THE MISTAKE AND REASONABLE SCHOOL. WE'RE JUST BEING OUTCOME FOR ART JOBS, ONE FAMILY. WE ARE CONCERNED ABOUT WHAT CHANGES JUST SUPPOSED AND HOW IT WILL IMPACT CHILDREN BY SELF SAFETY, TRANSPORTATION AND THEIR EDUCATION. WE FROM OUR HOME TO USE BENEFITS ELEMENTARY SCHOOL. IT IS THREE MILES BY FAR DEEP CLOSEST ELEMENTARY SCHOOL WHO ARE HOME AND NEIGHBORHOOD. THROUGH BOSTON MIDDLE IT IS FOUR IN BOSTON HIGH. IT IS FOUR MILES. WHEN THE REDISTRICTING PROCESS BEGAN OUR NEIGHBORHOOD WHAT REDISTRICTED SOME PARTS PLACED ELEMENTARY SCHOOL TO USE BENEFIT, WHICH MAKES SENSE AS TO USE BENEFITS ELEMENTARY SCHOOL. IT'S THREE MILES FROM OUR HOME. IT IS THE PHYSICALLY CLOSEST SCHOOL TO OUR HOUSE. MY PARENTS AND HOMEOWNERS WERE STUCK WITHOUT ESCAPES.
JARRETTSVILLE ELEMENTARY STUFF FAR THIS FOUR OTHER ELEMENTARY SCHOOLS FROM OUR PHONE. IT IS IN MILES FROM OUR HOMES CHARACTER ELEMENTARY SCHOOL. WE ARE HAPPY WITH OUR FORESTS LAKES ELEMENTS BEFORE IT IS ONLY A SIX MINUTE BIRD TRY FROM OUR HOMES, WHICH TRANSLATES INTO A 45 MINUTE BUS RIDE FOR OUR CHILDREN. WHO ARE RIGHT HOME ALREADY AT 4 45. YEAH.
THEY'RE STILL ELEMENTARY IS EIGHT MILES. IT IS A 19 MINUTE CAR DRIVE FROM OUR HOMES AND WE ARE ALARMED AT HOW THAT MIGHT STAND PLATE INTO AN UNACCEPTABLY LONG BUS RIDES FOR OUR YOUNGEST CHILDREN. AT WHAT OUR OUR FIVE YEAR OLD KINDERGARTNERS ARE RIGHT HOME TO US. WE HAVE CONSIDERED THE SIGNIFICANT PRACTICE WOULD HAVE IN OUR CHILDREN'S WELLBEING THEIR ABILITY TO MAKE HOMEWORK EXPECTATIONS, FAMILY LIFE AND ABILITY TO PARTICIPATE.
EXTRACURRICULAR WE RECOGNIZE SOME NEIGHBORS. ACROSS THE COUNTY IS SUCCESSFULLY LOBBIED FOR THEMSELVES. WE HOPE TO DO THE SAME BY ORGANIZING CLEARLY EXPRESSING OUR CONCERNS AND PARTNERING WITH YOU REPAIRED AND HOMEOWNERS OF CW ONE ARE OPEN TO REASONABLE RESISTING THE PAST RIGHT DESSERT HOMAGE TO FAR TOO LONG AND UNSAFE FOR OUR K THROUGH FIFTH GRADERS. BE EXPECTED TO ENDURE. WE RESPECTFULLY REQUEST THAT YOU EITHER KEEP US AS FAR AS LIKE ELEMENTARY SCHOOL OR YOU SWITCH US TO THE ORIGINALLY PROPOSED REGIS EXCHANGE FOR CW, ONE WHOSE BENEFIT ELEMENTS. WE UNDERSTAND THAT YOU ARE GOING TO BE LOOKING AT HER POST MIDDLE AND HIGH SCHOOL FOR AREA, CW ONE AND WE ARE CURRENTLY BOSTON MIDDLE AND BOSTON HEIGHT BY FAR THAT IS PHYSICALLY CLOSEST MIDDLE SCHOOL IN HIGH SCHOOL TO OUR HOUSE, JUST FOUR MILES FROM OUR HOPE. WE ARE VERY ACTIVE INVOLVED GAVE NUMBERS, PARSLEY, SALT, THE MIDDLE AND BOSTON HIGH. OUR FAMILIES HAVE INFECTED. YEARS OF CURRENT TENS OF THOUSANDS OF DOLLARS AND MANY OTHER RESOURCES. WE ARE RE VOTE AND ARE REPRESENTED BY DISTRICT SEAT THAT IS INSULTED. YOU HAVE REACHED THE THREE MINUTE, MARK. THANK YOU. THANK YOU SO MUCH. GOOD EVENING. YOU ARE NOW IN THE BOARD OF EDUCATION MEETING BEFORE YOU

BEGIN YOUR PUBLIC COMMENT, PLEASE STATE YOUR FIRST AND LAST NAME. YOUR TIME WILL CONCLUDE IN THREE MINUTES. YOU WILL HEAR A BELL RING WHEN YOU HAVE 30 SECONDS REMAINING.PLEASE INTRODUCE YOURSELF AND YOU MAY BEGIN YOUR PUBLIC COMMENT NOW. GOOD EVENING. I'M SHARON DOUGHERTY, A RESIDENT OF THEATRE DAY WITHIN THIS BS, SEVEN AN MHS FOUR BOUNDARIES.
WOULD LIKE TO FIRST THING FLOW AND THE ADVISORY TEAM FOR KEEPING OUR LONG STANDING COMMUNITY AT HOSTED WAKEFIELD ELEMENTARY. WE HAVE ATTENDED TIME SAID WE KILLED SINCE WE WERE ESTABLISHED IN 1995, AND OUR COMMUNITY HAS BEEN EXTREMELY INVOLVED FROM MY PARENTS AND PCA ASPECT TO HELP MAKE IT WHAT IT IS TODAY AND HEAVILY ADVOCATED FOR THE NEW BUILDING THAT IS SCHEDULED TO STEP TO START IN THE NEXT YEAR. YOU'RE HAPPY TO SEE US THROUGH AND HAVE OUR CHILDREN CONTINUE THE WILDCAT LEGACY. HOWEVER I ASKED THE BOARD TO REJECT FLOWS RECOMMENDATION THAT OUR COMMUNITY BE REDIRECTED FROM PATTERSON MILL TO SOUTHAMPTON AND C. MILTON WRIGHT. OUR COMMUNITY IS LOCATED AT THE END OF PATTERSON MILL ROAD, WHICH IS EXACTLY A THREE MINUTE DRIVE HOME. THE ROUTE FROM THE FRONT END OF THE SCHOOL IS JUST UNDER FIVE MINUTES, ALLOWING OUR STUDENTS TO TRAVEL SPACE, LOW MILEAGE ROADS EFFICIENTLY AND SAFELY ARE UNIQUE POSITION ALONG WHEEL AND PATTER. SINGLE ROAD. ALSO GIVE STUDENTS PARTICIPATING IN AFTER SCHOOL ACTIVITIES THE OPTION TO WALK HOME. IT IS MY UNDERSTANDING THAT OTHER NEIGHBORHOODS ALONG WHEEL ROAD THAT DO NOT SHARE THIS UNIQUE PROXIMITY ARE BEING KEPT AT PATTERSON MILL. WHILE WE ARE SETTLED OUT FOR AN EXCESSIVE DURATION. OVERRODE THAT HAVE BEEN DEEMED PROBLEMATIC BY HER OWN HARPER COUNTY GOVERNMENT. AND COMPLETELY REMOVED OPTION TO WALK HOME FOR MANY OF OUR STUDENTS. WE ALSO ASK THAT YOU CONSIDER THE NEGATIVE IMPACT TO OUR SCHOOLS AS YOU RELOCATE ARE LARGE STUDENT POPULATION INTO AN AREA FAR AWAY. IT IS PROJECTED TO HAVE A HEAVY DEVELOPMENT OVER THE NEXT YEAR OR 25 YEARS. PATERSON NO, IS NOT PROJECTED TO BE OVERCAPACITY AND WHAT TEACHER STUDENT RATIO RAMIFICATIONS WELL NOW EXISTS, PARTICULARLY WHEN IT COMES TIME TO OFFER HIGH SCHOOL ELECTIVE, AN EXTRA TO REGULAR STAFFING AND COACHING SHORT BULBS. WE IMPLORE YOU TO PLEASE CONSIDER THESE COMMON SENSE FACTORS INSTEAD OF STRICTLY LOOKING FROM A NUMBERS PERSPECTIVE. OUR SCHOOLS AND COMMUNITIES ARE SO MUCH MORE AND WE KNOW YOU UNDERSTAND. THOSE ARE THE THINGS THAT TRULY MAKE HARPER COUNTY SUCH A WONDERFUL AND COVETED PLACE TO LIFT. THANK YOU AND HAVE A WONDERFUL SUMMER. GOOD EVENING. YOU ARE NOW ON THE BOARD OF EDUCATION MEETING BEFORE YOU BEGIN YOUR PUBLIC COMMENT, PLEASE STATE YOUR FIRST AND LAST NAME. YOUR TIME WILL CONCLUDE IN THREE MINUTES. YOU WILL HEAR A BELL RING WHEN YOU HAVE 30 SECONDS REMAINING. PLEASE INTRODUCE YOURSELF AND YOU MAY BEGIN YOUR PUBLIC COMMENT NOW. GOOD EVENING. MY NAME IS LESTER AND I'M A RESIDENT OF THE THEATER.
GAY COMMUNITY. THANK YOU FOR TAKING THE TIME TO HEAR MY GRIEVANCES WITH THE PROPOSED YOUR DISTRICTING OF OUR COMMUNITY FROM PATERSON. NO MIDDLE IN HIGH SCHOOL TO SOUTHAMPTON, MIDDLE. CALL AND EMAIL. GREAT BASEBALL. I WOULD LIKE TO BEGIN BY DRAWING YOUR ATTENTION TO THE OBVIOUS ISSUE THAT ESTEEM WHEN LOOKING AT THE HARFORD COUNTY REDISTRICTING MAP. M H F FOUR, HAS MULTIPLE LARGE GROUPS. COMMUNITIES LASTED MEET THE AGENDA OF REALLOCATING STUDENTS IN THE REDISTRICTING EFFORTS WITH THEATER, GAY COMMUNITY AND THE FARTHER SEVEN PART OF THE GROUP OF COMMUNITIES. HAVE TROUBLE SEEING THE LOGIC. WE WOULD HAVE.
OUR COMMUNITY RELOCATE PAST OUR CURRENT MIDDLE AND HIGH SCHOOL, WHILE OTHER RESIDENTS DEMOGRAPHICALLY CLOSER TO SEE MOUNT RIGHT HIGH SCHOOL IN SOUTH CAMP INN REMAIN IN PLACE IN THE NORTHERN PART OF PATERSON, NO BOUNDARIES. SUCH A MOVE WAS WARRANTED. WOULD IT NOT MAKE SENSE TO REDISTRICT NEIGHBORHOODS FURTHER NORTH? RATHER THAN THE STRENGTH ESTABLISHED PROPOSED IN NORTHERN SECTIONS. NORTHERN SECTION OF THE COM PATERSON MILE BOUNDARY HAS COMMUNITIES THAT ARE WITHIN FOUR MILES OF THE MOUNTAIN RIGHT. 2.5 MILES TO SOUTHAMPTON FROM THEATRE DAY TO SEE MOUNTAIN RIGHT. THE TOTAL DISTANCE ONE MADE 8.5 MILES. 6.2 MILES. ONE WAY TO SOUTHAMPTON MIDDLE SCHOOL FROM SATURDAY, THE TOTAL DISTANCE OF PATERSON L IS 1.5 MILES ONE WAY A REASONABLE CONCLUSION WILL BE CONSIDERED A IS THE FARTHER SOUTHERN COMMUNITY. AND THE NHS FOR LOOP. WE ARE HAVING OUR CHILDREN THAT FURTHER DISTANCE CASTLE CURRENTS BALLS WHILE NORTHERN COMMUNITIES A 10 PATTERSON MILL'S YET NORTHERN COMMUNITIES ARE CLOSE CITY SCHOOLS PROPOSED FOR REDISTRICTING. BREAKDOWN OF THE NUMBERS THAT ARE PROVIDED IN THE DAB AT THE DETAILS. WHY THIS MOVE MAKES LITTLE SENSE.
MULTIPLYING IN TOTAL MILES TO SET PREVIOUSLY WITH 180 DAY SCHOOL CALENDAR. THEATER DAYS THAT THE MOUNTAIN BREAK THE TOOL ANNUAL MILES ROUND TRIP WILL BE 3000 AND 60, MILES SOUTH KAMPEN. 2230 TOO MUCH. PETER DATA. PATTERSON MILL ROUND TRIP ANNUALLY, FIVE

MINUTE AND 40 MILES. THIS IS AN ANNUAL INCREASE IN 83% MORE MILES TO TRAVEL TO BEEF MELTING, BRIGHT AND 76% MORE AMOUNT OF THE TRAVEL WITH RALPH SAMPSON. HAVE NOT EVEN DISCUSSED THE HOURS IN RELATION TO THE MILES DUE TO MY WHOLE BODY IS FINE, ALTHOUGH THE PERCENTAGES ASSESSES DISTANCE CAN EASILY BE ATTRIBUTED TO TIME. IF WE LOOK AT SAFETY, OF COURSE, MORE MILES DRIVEN. IS AN INCREASED RISK FOR THE CHOSEN DAILY. IF YOU LOOK AT THE NORTHERN COMMUNITIES THAT ARE NOT REDISTRICTING OUT OF PATERSON, NO NUMBERS ARE GREATLY REDUCED IN TIME AND DISTANCE OPPOSED TO THE THEATER, DAVID DISTRICTING. AS A TAXPAYER. I HAVE TO ASK.ARE WE USING FUNDS PROPERLY? THIS WILL SURELY INCREASE THE COST OF GAS AND PAY FOR BUS DRIVERS. MOST CHILDREN CAN EITHER WALK BIKE OR HAVE SORT SPECIAL RIDE CURRENTLY TO PATERSON MILK. THIS WOULD ALL SAY THAT THIS PLAN IS NOT RECONSIDERED. YOU HAVE REACHED THE ONE MINUTE MARK. THANK YOU. THANK YOU. EVENING MY NAME IS LATE, TONY. THANK YOU FOR GIVING ME THE OPPORTUNITY TO VOICE MY OPINION. MY CONCERN IS WITH THE MHS FORM, IN PARTICULAR THE SEAT OF THEIR COMMUNITY. HELL THE COMMUNITY IS WITHIN TWO MILES OF MADISON MILL, AND CURRENTLY THE SATURDAY HIGH SCHOOLERS ARE PICKED UP AROUND 6 45 AM WITH THE RUSSELL 10 MINUTE BUS RIDE, STATUS AND MILK. REZONING THEM. SHE NOT WILL NOT ONLY INCREASE BUS RIGHT TIME CONSIDERABLY, BUT ALSO ELIMINATE THE WALKING TO SCHOOL FORCE THESE KIDS TO WAKE UP MUCH EARLIER. COME BACK LATER. LIMITS ACTIVITIES REDUCE HIS REST. WORK AND SLEEP TIME, WHICH GOES AGAINST BBC STANDARDS. LISTENING TO ALL THE SPEAKERS FROM THE LAST HEARING AS WELL AS TODAY, THERE HAS NOT BEEN A SINGLE THUMBS UP POSITIVE COMMENTS FROM THE PUBLIC. SO WHAT SEEMS TO BE ABROAD AND INACCURATE STUDY THAT IS CAUSING NOTHING BUT A THIRD ANIMOSITY AS TRUST FOR ALL THE COMMUNITIES. I URGE THE BOARD. PLEASE LISTEN TO THE PUBLIC AND SEES THE REZONING OR BALANCING PROCESS AND CONCENTRATE ON ALLOCATING FUNDS, THE BUILDING MORE SCHOOLS SO FAMILIES DON'T HAVE TO DESTRUCT THEIR LIVES AND HAVE. ONE LESS THING TO WORRY ABOUT THE DYNAMIC WORLD. I CONCLUDE WITH THE WASHINGTON EXAMINERS ARTICLE WRITTEN IN 2000 AND SEVEN, WHICH STATES EVENTUALLY A SEPARATE MIDDLE SCHOOL WILL BE CONSTRUCTED IN DALLAS AND MILK AND THE EXISTING BUILDING WILL BECOME A 1600 FT HIGH SCHOOL. SO LET'S NOT WASTE ANY MORE TAXPAYER MONEY, AND, UH UNNECESSARY STUDIES AND BUILD SCHOOLS. THANK YOU. GOOD EVENING. YOU ARE NOW IN THE BOARD OF EDUCATION MEETING BEFORE YOU BEGIN YOUR PUBLIC COMMENT, PLEASE STATE YOUR FIRST AND LAST NAME. YOUR TIME WILL CONCLUDE IN THREE MINUTES.
YOU WILL HEAR A BELL RING WHEN YOU HAVE 30 SECONDS REMAINING. PLEASE INTRODUCE YOURSELF AND YOU MAY BEGIN YOUR PUBLIC COMMENT NOW. YES, CHRIS ELLIOTT. I CURRENTLY RESIDE PER DAY THEY MESS MHS FOUR, WHO SPECIFICALLY CHOSE OUR HOUSE BECAUSE OF PATERSON, BILL, MIDDLE AND HIGH SCHOOL. MY FAMILY NOT VERY ACTIVE WITHIN THE SCHOOL COMMUNITY. CHOOSE TO BE ACTIVE. CAUSE IT IN OUR COMMUNITY. WITH THE PEOPLE THAT WE SEE ON A REGULAR BASIS. THE SCHOOL WAS LESS THAN TWO MILES FROM OUR FRONT DOOR. FROM A BUSINESS PERSPECTIVE, IT MAKES ZERO SENSE. BUS OR KIDS SEVEN MILES AWAY. INCREASED BOSTON, THE DISTRICT THAT WILL COME FROM GAS AND BOSS STATEMENT MAKE THIS VERY FOOLISH PROPOSAL. I WOULD ALSO LIKE TO REMIND YOU THAT THE SCHOOL IS NOT ACTUALLY OVERCROWDED. MIDDLE SCHOOL IS SLIGHTLY OVER CAPACITY, BUT THE HIGH SCHOOL IS NOT. AS WE HAVE LISTENED TO THE MEETINGS REGARDING THIS, THE IDEA OF REALLOCATING THE CURRENT RESOURCES AVAILABLE TO ACCOMMODATE TURN BOUNDARIES IS DISMISSED QUICKLY. AGAIN IT SEEMS LIKE A WALL CROSS WAY TO MAKE MOST OF OUR SCHOOL. AS YOU CONTINUE TO LOOK AT THE BALANCE TINA SCHOOLS, I SUGGEST YOU RE LOOK AT THE GUIDING PRINCIPLES.
MANY OF THESE PRINCIPLES SET FORTH BY THE SCHOOL DISTRICT ARE NOT BEING MET. THIS TIME WITH THE DECISION. THANK YOU.
[00:30:03]
GOOD EVENING. YOU ARE NOW ON THE BOARD OF EDUCATION MEETING BEFORE YOU BEGIN YOUR PUBLIC COMMENT, PLEASE STATE YOUR FIRST AND LAST NAME. YOUR TIME WILL CONCLUDE IN THREE MINUTES.YOU WILL HEAR A BELL RING WHEN YOU HAVE 30 SECONDS REMAINING. PLEASE INTRODUCE YOURSELF AND YOU MAY BEGIN YOUR PUBLIC COMMENT NOW. YEAH. SO NUMBER EIGHT IN HIS COAT. THANK YOU.
HI. MY NAME IS KELLY BLOCK AND MY FAMILY LIVES IN THE COACH KELLY GLENN DEVELOPMENT, WHICH IS PART OF NHS SIX. MANY FAMILIES DON'T HELP HOMES HERE BECAUSE THIS PART OF THE BEL AIR MIDDLE AND BELLAIRE HIGH SCHOOL DISTRICT. KIDS LOVE BEING PART OF BANDS AND BOB COMMUNITIES. THEY HAVE THE BEL AIR PRIDE, AND THEY ARE PROUD TO REPRESENT STAMPS AND BARS.
MANY OF OUR KIDS ARE INTERESTED IN THE BIOMED PROGRAMME, A BELL OR HIGH SCHOOL. OTHERS ARE LOOKING FORWARD TO PLAYING ON THE BELLER SIZE 14. AND STILL OTHERS ARE JUST INTERESTED AND STARTED FINISHING THEIR SCHOOL CAREER WHERE THEY STARTED IT AT THE BELLER HI PRESCHOOL PROGRAMS. THE ENROLLMENT NUMBERS HAVE. HAVE KINGS A LOT BETWEEN 2019 IN 2020. THAT INTO THE REDISTRICTING FIRM PROVIDED IS INCORRECT STANDS CURRENTLY HAS. I BELIEVE TWO PODS AND KILLED MY KIDS HAD MASKS AND, UM, POD NUMBER TWO. HAD NO ISSUES BEING IN TODD'S, SO WHY NOT JUST ADD A COUPLE MORE? NOT A BIG DEAL, HOWEVER, CHANGING THEIR SCHOOLS IS A GREAT BIG DEAL FOR OUR KIDS HAVE BEEN ON AN EMOTIONAL ROLLERCOASTER AND THEN THE KIDS. CAN'T HANDLE IT.
UM, ONE OF MY CHILDREN FOR ONE HAS TO BE IN THERAPY BECAUSE OF ALL THE CHANGES. WE FEEL THESE BIG CHANGES ARE NOT WITH THE KIDS NEED RIGHT NOW, AND WE BEGGED THE BOARD. PLEASE KEEP AND HS SIX AT BAYLOR MIDDLE SCHOOL, AND THERE ARE HIGH SCHOOL THANK YOU AND HAVE A GREAT WEEK.
HELLO MY NAME IS KELLY AND DRESS AND I LIVE IN CEDAR DAY. M. H S FOUR. WE MOVED HERE, UM, DUE TO THE PROXIMITY, THE SCHOOL'S STATUS THE MILL OF LESS THAN TWO MILES AWAY. MY KIDS CAN BIKE OR WALK HOME FROM AFTER SCHOOL ACTIVITIES. CAN'T DO THAT FROM SOUTHAMPTON OR C. MELTON'S IN FACT, MY KIDS MIGHT NOT BE ABLE TO DO SOME OF THEIR AFTER SCHOOL ACTIVITY. TRANSPORTATION TO AFTER SCHOOL ACTIVITIES, WHICH NORMALLY OCCUR DURING PEAK TRAFFIC TIMES, WHICH WILL DOUBLE IN TRIPLE TIME NEEDED TO GET CHILDREN'S ACTIVITIES ON TIME. MAKES IT DIFFICULT FOR WORKING FAMILIES. PLUS SOCIALLY GETTING CHILDREN OF SOCIAL ACTIVITIES. THE NEW COMMUNITY CREATES AN ADDITIONAL CHALLENGE WHEN THE MAJORITY OF CLASSMATES WILL ALSO LIVE SEMINAR MORE MILES AWAY. NOT TO MENTION PUTTING YOUNG DRIVERS ON THE ROAD AT THIS TIME IS A SAFETY ISSUE. CURRENTLY PATTERSON HIGH SCHOOL IS 127 STUDENTS UNDER CAPACITY PATTERNS. THE MIDDLE IS 88 STUDENTS OVER CAPACITY. PATERSON MIDDLE HAS 50 STUDENTS. BOUNDARY EXCEPTIONS. WHY ARE YOU PUSHING PATTERSON MILL SOON OUT THE FIFTIES BOUNDARIES ACCEPTED. THERE ARE SOME SOLUTIONS, UH, REASSIGNED MIDDLE SCHOOL CLASSROOMS TO THE HIGH SCHOOL SINCE UNDER CAPACITY. DON'T RESPECT REDISTRICT HIGH SCHOOL BECAUSE. IT'S NOT OVER CAPACITY. THE MOST RECENT BOUNCING ROMANCE THAT WAS DONE IN 4011 LEFT AMERICAN ELEMENTARY UNDER CAPACITY. ONLY TWO YEARS IS SHUFFLING ALL THESE STUDENTS AROUND SOLVING ANY OF. PROBLEMS WITH OVERCROWDING. WE NEED TO LOOK AT REAL LONG TERM SOLUTIONS, AND THAT INCLUDES BUILDING NEW SCHOOLS IN OUR ACCOUNTS. THANK YOU. GOOD EVENING, YOU RIGHT NOW ON THE BOARD OF EDUCATION MEETING BEFORE YOU BEGIN YOUR PUBLIC COMMENT, PLEASE STATE YOUR FIRST AND LAST NAME. YOUR TIME WILL CONCLUDE IN THREE MINUTES. YOU WILL HEAR A BELL RING WHEN YOU HAVE 30 SECONDS REMAINING, PLEASE INTRODUCE YOURSELF AND YOU MAY BEGIN YOUR PUBLIC COMMENT NOW. GOOD EVENING. MY NAME IS KIM GRIM THREE. AND I AM SPEAKING TONIGHT TO REQUEST THAT THE HARFORD COUNTY PUBLIC SCHOOLS REOPENED ITS USE OF INDOOR FACILITIES THIS SUMMER AND ONGOING THROUGHOUT THE SCHOOL YEAR. OTHER SCHOOLS HAVE REOPENED FOR THE PAST FEW MONTHS. THE USE OF INDOOR FACILITIES FOR CAMP AND OTHER PROGRAMS AND SPORTS REMAIN CLOSED. MY CHILD, LIKE MANY OTHER CHILDREN IN OUR COUNTY PLAYS A FALSE SPORT. THE CHILDREN IN HARFORD COUNTY WHO PLAYED BALL IN WINTER SPORTS LOST THEIR ENTIRE SEASON WHILE THEY WATCHED OTHER STUDENTS AND COUNTIES AROUND THEM. OR EVEN PRIVATE SCHOOLS IN THIS VERY COUNTY CONTINUE WITH THEIR SEASON. THESE EXTRACURRICULAR OPPORTUNITIES HELP MAKE UP THE MOMENTS THAT ARE BUILDING BLOCKS FOR THESE CHILDREN IN THEIR GOALS, THEIR LIFE LESSONS
[00:35:04]
HIGHER LEVELS OF SCHOOL, POSSIBLY EVEN COLLEGE AND EVEN FURTHER IN THEIR CAREERS. IT IS INCREDIBLY TOUGH AND PAINFUL FOR THESE CHILDREN TO WATCH OTHERS OUTSIDE THEIR COUNTY AND PRIVATE SCHOOLS OR IN PRIVATE SCHOOLS IN THIS COUNTY CONTINUE TO HAVE THE OPPORTUNITY. WHILE THE DOOR IS LOCKED UP TO THE HARPER COUNTY CHILDREN, AND IT'S BEEN LOCKED UP FOR THE PAST 15 MONTHS. ON JUNE, 15TH GOVERNOR HOGAN STATED THAT MARILYN WILL NO LONGER BE UNDER A STATE OF EMERGENCY. AS OF JULY, 1ST. NOTING THAT THE COVID POSITIVITY RATES IS ANY RECORD LOW, ALTHOUGH THIS ANNOUNCEMENT BY OUR GOVERNOR WAS MADE THE HARFORD COUNTY WEBSITES COVID 19 UPDATE AS OF TODAY. THAT THE USE OF FACILITIES WILL BE ACCEPTED FOR OUTDOOR USE, ONLY LEAVING ANY INDOOR SUMMER PROGRAMS FOR FALL AN IN THE DARK AGAIN, AND THERE'S BEEN NO OFFICIAL WORD AS TO WHAT WILL HAPPEN ONGOING. THE BOARD. I SAY OUR COMMUNITY AND OUR CHILDREN NEED YOUR HELP, AND THEY NEED IT NOW THERE ARE STILL OPPORTUNITIES FOR OUR COMMUNITY AND KIDS TO TAKE CARD IN IF YOU UNLOCK THE DOORS TO THE INDOOR FACILITIES. THEY'RE EVEN SUMMER PROGRAMS FOR OUR CHILDREN. THAT COULD BE EXTREMELY BENEFICIAL AND THEN IT GIVES THEM OPPORTUNITIES. IT GETS THEM MOVING AGAIN, AND A SENSE OF PURPOSE RATHER THAN AN IDLE MIND AND AN IDLE BODY WHICH AS I AM SURE, YOU KNOW, CAN LEAD TO SO MANY PROBLEMS FROM EMOTIONAL AND MENTAL HEALTH ISSUES, BUT PHYSICAL HEALTH AND HARM. I'M HERE TODAY, RESPECTFULLY ASKED, AND TO PLEAD THAT YOU BE THERE FOR OUR CHILDREN AND OUR COMMUNITY AND YOU UNLOCK THE HARPER COUNTY FACILITY DOORS AND ON THE LOWER INDOOR PROGRAMS. WILL ONCE AGAIN COME ALIVE, WHICH WILL HELP OUR CHILDREN GROW. LEARN HOW THE OPPORTUNITY AND MORE OPPORTUNITIES THAT THEY SO DESPERATELY NEEDS AND VERY MUCH SISTER. THANK YOU. HELPS GOOD EVENING. YOU ARE NOW ON THE BOARD OF EDUCATION MEETING BEFORE YOU BEGIN YOUR PUBLIC COMMENT, PLEASE STATE YOUR FIRST AND LAST NAME. YOUR TIME WILL CONCLUDE IN THREE MINUTES. YOU WILL HEAR A BELL RING WHEN YOU HAVE 30 SECONDS REMAINING.PLEASE INTRODUCE YOURSELF AND YOU MAY BEGIN YOUR PUBLIC COMMENT NOW. PHONE NUMBER ENDING IN 5333. CAN YOU IF YOU CAN HEAR ME? NOW UH, WHEN WE WERE ABLE TO HEAR THE INTRODUCTION, ARE YOU OKAY TO GO AHEAD WITH YOUR PUBLIC COMMENT? OKAY. THANK YOU. DEAN SMITH. GOOD EVENING, PRESIDENT ROBINSON, VICE PRESIDENT GO TA, SUPERINTENDENT BOLTON AND BOARD MEMBERS. THANK YOU FOR LISTENING TO PHYSICIANS TRAINED IN PUBLIC HEALTH, INFECTIOUS DISEASES AND YOUR DECISIONS FOR THE SCHOOL SYSTEM. IT IS UNFORTUNATE THAT THE COUNTRY AND COUNTIES BECOME SO POLARIZED OVER MASKING PRECAUTIONS TO COMBAT BECAUSE THE 19 PANDEMIC. YES, THE PANDEMIC THAT HAS KILLED OVER 600,000 AMERICANS, AND THEY ARE NOT ALL NURSING HOME PATIENTS. THE FIRST INDIVIDUAL TO DIE IN HARPER COUNTY HAD A PRE EXISTING MEDICAL CONDITIONS. HE WAS 27 YEARS OLD. CHILDREN USUALLY FAREWELL FROM THIS VIRUS, BUT ARE ABLE TO CARRY IT AND SPREAD IT TO INDIVIDUALS WERE MORE VULNERABLE, LIKE THEIR PARENTS AND GRANDPARENTS. DR BOLTON ASK FOR GUIDANCE CONCERNING STUDENTS PARTICIPATING THE FOURTH OF JULY PARADE IF THEY WEREN'T VACCINATED. BECAUSE DR BOLSON TOOK THE ADVICE OF THE COUNTY HEALTH OFFICER AT THAT SIGN HE SHOULD RESIGN. SOME PEOPLE WERE MASK AND OTHERS DO NOT EVEN AFTER THE MASK MANDATE WAS LIFTED. BUT THE CDC DIRECTOR SAID FULLY VACCINATED PEOPLE CAN GO WITHOUT MATH. THOSE NOT VACCINATED ARE STILL AT RISK AND SHOULD FOLLOW, MASKING AND DISTANCING GUIDELINES. I LISTENED TO SOME OF THE COMMUNITY MEMBERS ADDRESS THE COUNTY COUNCIL OVER THE PAST MONTH, ONE SPEAKER INFORMED THEM THAT A HOPKINS PHYSICIANS STATED CDC GUIDELINES WERE TOO RESTRICTIVE. AND THAT WE HAD REACHED HERD IMMUNITY. A DOCTOR MARQUIS, WHO IS A SURGEON AND PROFESSOR, A HOPKINS SCHOOL OF MEDICINE. HE IS NOT AN INFECTIOUS DISEASE OR PUBLIC HEALTH POSITION IF MY CHILD HAS AN INFECTIOUS DISEASE HAVE NOT TAKEN TO A SURGEON FOR TREATMENTS OR ADVICE. ITS DELEGATES. ERIC CONN. AND PHYLLIDA DISAGREE IN THE FUTURE WITH DR BOLSON DOCTOR BUSH I IT WOULD BE NICE IF THEY COULD SIT DOWN AND HAVE A CIVIL CONVERSATION WITH THEM TO ADDRESS THEIR CONCERNS. INSTEAD OF ASKING FOR THE RESIGNATION. HOWEVER THE ART OF SITTING DOWN

AND IRONING OUT ISSUES FROM THE FEDERAL TO THE COUNTY LEVEL BEING BE A LOST ART. THANK YOU.IS A PUBLIC GOOD EVENING.
MY NAME IS SHANNON POLLING AND I'M OPPOSED TO THE PROPOSED CHANGE FOR THE M S H FOUR THINKING MY COMMUNITY OF THEATRE DAY OUT OF PATERSON MILL. AND THIS IS WHY. SATURDAY, HAS BEEN ATTENDING PATTERSON MILL FOR 14 YEARS SINCE ITS OPENING IN 2000 AND SEVEN PATTERSON MILL ROAD ENDS AT THE ENTRANCE FOR COMMUNITY. IT IS A SHORT TWO MINUTE RIDE FROM PATTERSON MILL TO SEE TODAY. IMAGINE THAT WAS SPECIFICALLY BUILT OFFLOAD THE SCHOOLS OF BEL AIR. OFTEN SOUTHAMPTON FEMALE TURN RIGHT, ETCETERA. ESPECIALLY BECAUSE THE BREATH RELOCATION WAS COMING. AND WE KNEW THERE WAS GOING TO BE A LOT MORE CHILDREN. THE SEPARATE MIDDLE SCHOOL LOOKS TO BE BUILT. MAKE THE HIGH SCHOOL A 1600 FT HIGH SCHOOL AND HAVE A SEPARATE MIDDLE SCHOOL. I WOULD LIKE TO KNOW WHAT HAPPENED TO THOSE FUNDS. AND WHY IS BUILDING A SEPARATE MIDDLE SCHOOL OFF THE TABLE? MAYBE IT'S BECAUSE THE DATA DOES NOT SUPPORT THE GROWTH AT PATTERSON MILL. PROJECTED NUMBERS SHOW DECLINE IN HIGH SCHOOL ATTENDANCE AT PATTERSON MILL, BUT GROWTH OVER IT'S BEEN NOT RIGHT. THE MOVING THEATRE DAY OUT OF PATERSON MILL ONLY TO OVERCROWD STEVE MILTON, RIGHT, IT'S NOT A LONG TERM SOLUTION AND WILL RESULT IN ANOTHER RESULTING IN THE NEAR FUTURE. THE MIDDLE SCHOOL OF PATTERSON MILL IS OVERCROWDED. WHY NOT LIMIT THE BOUNDARY? EXCEPTIONS, THE PATERSON THEY'LL SCHOOL. WE'RE ONLY OVER BY A FEW KIDS. THERE ARE BETTER OPTIONS FOR COMMUNITIES LOCATED CLOSER PROXIMITY TO SEE NOTHING RIGHT BEFORE REMOVING THE KIDS FROM SATURDAY, WHICH IS OVER SEVEN MILES AND 20 MINUTES AWAY. IT DOESN'T SEEM LIKE MUCH IF YOU DON'T LIVE IN THE AREA, BUT IT CAN BE 40 MINUTES TRAVEL DURING PEAK TRAVEL TIME WITH LIGHTS AND TRAFFIC. KIDS ARE ON THE BUS FOR 5 TO 10 MINUTES. NOW THEY'LL BE UPWARDS OF 40 TO 45 MINUTES IN MY BEST GUEST. THE FOCUS SHOULD BE ON KEEPING KIDS IN THEIR LOCAL COMMUNITIES AND NOT PLUCKING JUST THE PERFECT AMOUNT OF KIDS FROM THE COMMUNITY THAT'S OVER SEVEN MILES AWAY. THE KIDS IS THEATER DAY ARE MORE THAN JUST THE PERFECT NUMBER OF KIDS TO MOVE TO SATISFY RATIOS. PLEASE.
LET'S LOOK AT OTHER OPTIONS. KIDS WHO ARE INVOLVED IN EXTRA SCHOOL EXTRACURRICULAR ACTIVITIES AFTER SCHOOL DO HAVE THE OPTION TO WALK AND BIKE THE SHORT TWO MILES HOME OR THEY CAN EASILY BE PICKED UP BY A NEIGHBOR FROM THE DEVELOPMENT OR A NEIGHBORING COMMUNITY.
THIS IS NOT LIKELY AN OPTION OF OUR KIDS ARE MOVED TO SEE NOTHING RIGHT. IT DOESN'T LOGICALLY MAKE SENSE FOR A PARENT TO ASK SOMEONE. IN THE. AND IN THE FEMALE IN RIGHT AREA TO DRIVE 20 MINUTES OUT OF THEIR WAY TO BRING KIDS HOME TO SATURDAY. PUTS OUR KIDS AT A DISADVANTAGE IN EXTRACURRICULAR ACTIVITIES. SHUFFLING ALL THE STUDENTS AROUND SOLVING ANY OF THE PROBLEMS. WE NEED TO LOOK AT REAL LONG TERM SOLUTIONS, INCLUDING BUILDING NEW SCHOOLS.
THIS POTENTIAL CHANGE WILL IMPACT SO MANY LIVES FOR SUCH A LITTLE DIFFERENT. THANK YOU. I YIELD MY TIME BACK.
THANK YOU. MY NAME IS RACHAEL COONS AND I LIVE IN THE THEATER DAY COMMUNITY. I HAVE TWO CHILDREN WHO ATTEND PATTERSON MILL MIDDLE HIGH SCHOOL AND WHO ARE ACTIVELY INVOLVED IN THE SPORT EXTRA CURRICULAR ACTIVITIES. I AM OPPOSED TO THE PROPOSED CHANGE TO MHS FOR TAKING MY COMMUNITY OF THEATRE DAY OUT OF PATERSON MILL. AS STATED BEFORE PATTERSON MILL HAS BEEN OUR NEIGHBORHOOD SCHOOL SINCE IT OPENED IN 2007 AND PATTERSON MILL ROAD ENDS AT THE ENTRANCE OF OUR COMMUNITY, AFFORDING OUR CHILDREN THE OPPORTUNITY TO WORK. WALK OR BIKE HOME AFTER SCHOOL OR ACTIVITIES, ADDITIONALLY, BECAUSE OF OUR WORK SCHEDULE, WE HAVE BEEN FORTUNATE ENOUGH TO BE ABLE TO RELY ON OTHER PARENTS PICK UP AND DROP OFF TO AND FROM OUR HOME. TO ENSURE OUR KIDS WERE ABLE TO MAKE PRACTICE OR ATTEND AFTER SCHOOL MEETINGS. MOVING OUR KIDS SO FAR AWAY SEVERELY LIMITS OR ELIMINATES THEIR ABILITY TO PARTICIPATE IN SPORTS. OR AFTER SCHOOL ACTIVITIES BECAUSE OUR CAR FULL OPTIONS WITH NEIGHBORS WHO LIVE WITHIN A MILE DRIVE WILL VANISH. ANYONE WITH KNOWLEDGE OF HARFORD COUNTY, PARTICULARLY THE BEL AIR SOUTH AREA WOULD REALIZE HOW NONSENSICAL IT IS TO MOVE CHILDREN RESIDING IN
[00:45:02]
CEDAR DAY FROM A SCHOOL TWO MILES AWAY ACROSS THE COUNTY SCHOOL, TRIPLE THE DISTANCE AWAY. THERE ARE BETTER OPTIONS FOR COMMUNITIES CLOSER IN PROXIMITY TO THE MILTON RIGHT, INCLUDING THOSE THAT ARE FURTHER AWAY THAN OUR COMMUNITY. YET IN THIS PROPOSAL REMAIN IN PATERSON MILL. LOOKING AT THOSE COMMUNITIES WOULD MAKE BETTER SENSE FROM A LOGISTICAL SAFETY IN SCHOOL COMMUNITY PERSPECTIVE. AS YOU ARE ALL MEMBERS OF OUR COMMUNITY WHO ARE FAMILIAR WITH THE COMMUNITIES AND THE AREA ROADS. I URGE YOU TO REJECT. THE PROPOSALS HAS BEEN CHILDREN IN THE THEATER DAY COMMUNITY ACROSS THE COUNTY TO SEE MILKEN RIGHT IN SOUTH, HANDSOME MIDDLE. THE FOCUS SHOULD BE ON KEEPING KIDS WITHIN THEIR LOCAL COMMUNITIES ADHERING TO THE GUIDING PRINCIPLES PARTICULARLY DEEP. OPERATE IN THE BEST INTERESTS OF STUDENTS BY PRIORITIZING EQUITABLE ACCESS TO STEVE HIGH QUALITY EDUCATIONAL ENVIRONMENTS FOR ALL AND MAINTAINED NEIGHBORHOOD SCHOOLS. OPTIMIZED PROXIMITY TO HOMES PRIORITIZED SAFE, LOCKABLE PASSAGES TO AND FROM SCHOOL AND TAKE INTO ACCOUNT THE BOUNDARIES OF EXISTING AND PLANNED COMMUNITY DEVELOPMENT. AGAIN AS MEMBERS OF OUR COMMUNITY WHO ARE MOST FAMILIAR WITH THE AREA, THE COMMUNITIES AND OUR SCHOOL. I URGE YOU TO REJECT THE PROPOSAL TO MOVE THE CHILDREN OF THEATRE DAY TO SOUTHAMPTON, MIDDLE AND C.MILTON WRIGHT. THANK YOU AND HAVE A GREAT EVENING. GOOD EVENING. YOU ARE NOW ON THE BOARD OF EDUCATION MEETING BEFORE YOU BEGIN YOUR PUBLIC COMMENT, PLEASE STATE YOUR FIRST AND LAST NAME. YOUR TIME WILL CONCLUDE IN THREE MINUTES. YOU WILL HEAR A BELL RING WHEN YOU HAVE 30 SECONDS REMAINING, HE'S INTRODUCE YOURSELF AND YOU MAY BEGIN YOUR PUBLIC COMMENT NOW. HELLO. MY NAME IS HEATHER REID AND I'M THE PRESIDENT OF THE FEATURED A COMMUNITY. I CURRENTLY HAVE THREE CHILDREN IN HARFORD COUNTY PUBLIC SCHOOLS. I'M HERE TO EXPRESS MY CONCERN ABOUT THE PROPOSED MIDDLE AND HIGH SCHOOL JUST REGIME PLAN. THE CURRENT PROPOSAL SHIP STUDENTS OUT OF OUR CURRENT COMMUNITY OF PATTERSON MILL, MOVED US TO SOUTHAMPTON AND C. MILTON WRIGHT. THESE PEOPLE'S CHANGES ARE IN DIRECT VIOLATION OF SEVERAL OF THE GUIDING PRINCIPLE OF COURT PUT FORTH BY HARFORD COUNTY SCHOOLS. WE'RE LESS THAN A MILE FROM PATTERSON MILL, MIDDLE AND HIGH AND WITH THE PROPOSED CHANGE TO SEE MOUNTAIN, WE WOULD BE OVER SEVEN MILES FROM OUR SCHOOL AND, MORE IMPORTANTLY, COMPLETELY TRANSFERRED TO A DIFFERENT COMMUNITY. THOSE TWO MILES ARE CRITICAL. WITHIN THOSE TWO MOUTH IS THE HEART OF OUR COMMUNITY. IT IS OUR CHILDREN'S VILLAGE. IT'S WHERE THEY PLAY WHERE THEY GO TO CHURCH WHERE THEY MEET UP WITH FRONT. IT'S WHERE THEY LIVE IN EUROPE. ADDITIONALLY GROUPING STUDENTS FROM ELEMENTARY MIDDLE TO HIGH. HAS BEEN A HIGH PRIORITY FOR HARFORD COUNTY SCHOOLS AS AT LEAST THE POSITIVE, SOCIAL, EMOTIONAL AND INTELLECTUAL DEVELOPMENT. THIS FOCUS HAS LED TO DECISIONS BY HTTPS TO KEEP AS MANY ELEMENTARY SCHOOLS A SINGLE THEATERS IMPOSSIBLE. THE NEW PROPOSAL FOR SOUTHAMPTON MIDDLE AND THE MOUNTAINS WILL NOW MAKE THEM FOR THE WAY TO BUILD A THREE FEEDER ELEMENTARY SCHOOL AND FURTHER DIVIDE OUR CHILDREN. STILL WHAT OR, IN OTHER WORDS, FURTHER DIVIDE THEIR COMMUNITY. AND AS OTHERS FROM OUR COMMUNITY HAVE SHARED TONIGHT. PATTERSON MILL HIGH IS ACTUALLY NOT OVERCROWDED. NOR IS IT PROJECTED TO BE OVER IN THE FUTURE, AND THE MIDDLE SCHOOL IS OVER BY SMALL NUMBER THAT COULD BE FALL BY RIGS THAT MEANS OUT THEIR EXPRESSION. YOU ARE ALL WELL ACCOMPLISHED BUSINESS SPECIFIC LEADERS. MY JOB BEING ASKED NOT TO DO THINGS THE WAY WE DID THINGS IN 2000 AND 18. AND THEY HAVE TO DO THINGS DIFFERENTLY. INNOVATE BUT IN FRONT OF THE NEXT CRISIS PLAN FOR THE FUTURE AND THE UNEXPECTED. I'M ASKING THIS BOARD AND OTHER LEADERS IN HARFORD COUNTY TO DO THINGS DIFFERENTLY. AFTER REVERTING BACK REDISTRICTING EFFORTS THAT ONLY SUCKLE KIDS FROM SCHOOL TO SCHOOL EVERY FEW YEARS. I'M ASKING YOU NOT TO RUBBER STAMP THE CURRENTLY JUST THAT YOU PROPOSAL AND ASKED FOR NEW AND DIFFERENT IDEAS, EXPLORER. WE ARE BEING GIVEN A GIFT RIGHT NOW EMERGING FROM THIS PANDEMIC AND ENTERING SUCH A NEW WORLD, WE'RE BEING GIVEN THE OPPORTUNITY TO REALLY REIMAGINE WHAT HARPER PEOPLE SCHOOLS LOOK LIKE IN THE FUTURE. WE ARE LIVING IN UNPRECEDENTED TIMES AND OUR CHILDREN DESERVE UNPRECEDENTED LEADERSHIP AND SOLUTION. I LOOK FORWARD TO WORKING TOGETHER WITH YOU AND OUR COMMUNITY MEMBERS ON A BETTER SOLUTION FOR OUR CHILDREN.
HELLO. MY NAME IS CHRISTOPHER RIDER OF RESIDE IN THE CAMPBELL OF CAMPBELL ROAD AND THE PLEASANT VIEW FARMERS COMMUNITY. UM I'M PLANNING ON MEETING TONIGHT ABOUT. WHAT'S BEEN BROUGHT TO MY ATTENTION ABOUT A POSSIBLE RELOCATION OR REDISTRICTING OF OUR SCHOOL DISTRICT, MOVING FROM. BOSTON MIDDLE AND HIGH SCHOOL TO THE NORTH HARFORD COMMUNITY. JUST HAVE SOME CONCERNS ABOUT THAT.
ENUMERATE THOSE AS FOLLOWS. UM CURRENTLY MYSELF. YOU WHEN HE GOES TO MIDDLE SCHOOL HIGH
[00:50:02]
SCHOOL WOULD BE. AROUND FIVE MILES. THE CHANGE. LOCATION WOULD INCREASE THAT. GREATLY, UM, IN THE RANGE OF LIKE 12 TO 13 MILES. THIS NEW BUS DRIVE WOULD NEARLY DOUBLE THAT CURRENT RIDES, UM FORMER STATES OF THAT ALONE. I THINK THAT'S A REAL HARDSHIP. UM, AND THE ROADS THAT WISH. MY JOB WOULD HAVE TO TRAVEL OR MUCH MORE DIFFICULT THAN THE ROUTE THAT WE HAVE NOW, WHICH IS. ABOUT 10 MINUTES FROM ALL RIGHT, COOL, DESPERATE THING. SECOND MY CHILD HAS ESTABLISHED THE VERY CLOSE NETWORK OF FRIENDS AND OUR BOSTON FORRESTAL COMMUNITY, AND IT TRULY IS A COMMUNITY. THAT'S KIND OF THE WHOLE PURPOSE OF THIS WHILE WE MOVED HERE. IN FACT, I'VE LIVED IN JARRETTSVILLE BEFORE AND I LOVE THE AREA. I THINK THE SCHOOL DISTRICTS GREAT. UM, BUT WE HAD A LONGER COMMUTE WHEN WE LIVED IN NORTH HARFORD AND I WANTED TO SHORTEN THAT COMMUTE, AND THAT'S WHY THIS COMMUNITY WE SAW BECAUSE OF THE PROXIMITY TO SCHOOL AND ALSO THE TIGHT COMMUNITY WITH THE SPORTS PROGRAMS AND OTHER PROGRAMS THAT MY SON. PARTICIPATE THEN SO HIS PEER GROUP IS HERE IN THIS COMMUNITY, AND THAT'S WHERE I THINK IT SHOULD SAY THERE'S A LOT OF ESTABLISHED RELATIONSHIPS ALREADY IN HIS YOUNG LIFE. I THINK THAT NEEDS TO BE THAT NEEDS TO BE TAKEN IN CONSIDERATION. AND THEN LOOKING AT THE CURRENT CAPACITY AT BOSTON MIDDLE AND HIGH SCHOOL. I SAW NOTHING THAT SHOWED ANY KIND OF OVERCAPACITY IN THE NEXT SEVEN YEARS, SO THERE'S NO REAL URGENT. NEED TO REDISTRICT US FROM OUR COURT. CURRENT SCHOOL DISTRICT. WE ARE A SMALL POCKET COMMUNITY, NOT A HUGE FOOTPRINT OF CHILDREN, I THINK, UH, CLOSE CONSIDERATION AND THEN A REAL THOUGHTFUL.CONVERSATION SHOULD BE HAD ABOUT THE POTENTIAL OF RELOCATING OR REDISTRICTING.
THIS PARTICULAR AREA. UM. MY CHILD IS HEAVILY INVOLVED IN SPORTS IN AREA AND SO ARE MANY OF THE KIDS IN OUR NEIGHBORHOOD. ATTENDANCE FOR CURRICULAR ACTIVITIES IF I HAVE TO PICK MY SON UP AFTER BEING REDISTRICTED WOULD ADD, UM. HUGE BURDEN. WE'RE LOOKING AT A BUS RIDE THAT WOULD DOUBLE UM IF THE SCHOOL ACTIVITIES START LATER, FOR INSTANCE, THERE'S A POTENTIAL LIKE A SON TO SPEND AN HOUR AND A HALF, TRAVELING BACK AND FORTH THE PRACTICES OR GAMES. I JUST THINK THAT'S UNACCEPTABLE, ESPECIALLY WHEN WE'RE ONLY 10 MINUTES AWAY FROM OUR CURRENT LOCATION. I THINK ALL THAT MAKES HIM DEEPLY CONSIDERED. I NO, NO, THIS IS FINE OFFICES, THIS INFORMATION THAT CAME TO MY ATTENTION. I JUST WANTED TO MAKE THESE INITIAL POINTS MADE TO THE BOARD AND I DO APPRECIATE YOU HEARING MY COMMENTS. IF THIS LOOKS LIKE STUFF, AND THAT'S TRULY GOING TO BE, UH, YOU HAVE REACHED THE THREE MINUTE MARK.
THANK YOU. ITSELF. MHM.
HELLO. MY NAME IS JOE WORRY ABOUT, UM, I AM CALLING FROM M. H S SIX. RECENT PURCHASES A RECENT HOME PURCHASES IN THE PAST YEAR HAVE BEEN MADE ONLY ON WHICH SCHOOLS THEIR CHILDREN WILL BE ATTENDING. WHOLE BROTHERS NEW COMMUNITY WAS SOLD WITH THE EDGE WITH SCHOOLS. BUT IS NOW BEING REDISTRICTED THE PATERSON MILL, THE CAPITAL, UM, EDUCATIONAL FACILITIES, MASTER PLAN NOWHERE STATES BELLER MIDDLE SCHOOL BEING REBUILT. THIS SCHOOL IS A MAIN TRIGGER FOR HAVING OTHER SCHOOLS BEING REDISTRICTED FELLOW MIDDLE SCHOOL WAS BUILT IN 1961. AFTER.
HOMESTEAD WAKEFIELD, IT IS JOHN ARCHER THAT WILL BE REBUILT AND THEN WILLIAM PACA OLD POSTS, BUT NOWHERE IN THE MASTER FACILITIES PLAN. DOES IT STATE THAT BELLER MIDDLE SCHOOL WILL BE BUILT? I URGE YOU TO LOOK INTO BUILDING NEW SCHOOLS RATHER THAN REDISTRICTING. OUR CURRENT SCHOOL REDISTRICTING EVERY COUPLE OF YEARS IS NOT SOLVING THE ISSUE. LAST TIME, EVERY DISTRICT IN CAPITAL WAS 2011 AND YET. NO NEW SCHOOLS WERE BUILT WHERE THEY WERE NEEDED. 278 STUDENTS ARE BEING REDISTRICTED FROM BEL AIR MIDDLE SCHOOL, WHICH IS THEIR CURRENT HOME SCHOOL. THIS IS TRIGGERING A DOMINO EFFECT AND A TOTAL OF 101,000 OVERALL BEING REDISTRICTED. SELLER. MIDDLE SCHOOL IS CURRENTLY OVER CAPACITY BASED ON THEIR FACILITY CAPACITY OF 1243. I PROPOSE. PLACE LEARNING POSSIBLE IN MIDDLE SCHOOL. BUT GUESS WHAT? THE PAWS ARE ALREADY THERE IS A PART ALREADY THERE. YOU ALREADY INVESTED IN IT. THEN WHY ARE YOU REDISTRICTING 1259 STUDENTS? IT IS USELESS SCALE ABILITY THAT GROWS WITH THE COMMUNITY IS KEEP. WE DO NOT WANT TO BE IN THE SAME SITUATION EVERY COUPLE OF YEARS. YOU DO FOUR PLANNING TRAFFIC STUDIES NEED TO BE COMPLETED. VIRTUAL LEARNING ENROLLMENT ALSO NEEDS TO BE TAKEN INTO ACCOUNT. AVERAGE COMMUTE TIME FOR BUSES SHOULD
[00:55:02]
BE A STANDARD ACROSS THE COUNTY. YOU ARE YOU'RE YOU ARE OUR REPRESENTATIVES AND DECISION MAKERS, AND WE LOOK TOWARDS YOU TO MAKE THE RIGHT DECISION. PLEASE KEEP IN MIND.OUR CHILDREN'S HEALTH AND WELL BEING TO BE THE FIRST PRIORITY. THEY ARE NOT JUST NUMBERS AND STATISTICS. THEIR WELL BEING DEPENDS ON YOUR DECISION. THANK YOU. GOOD EVENING. YOU ARE NOW ON THE BOARD OF EDUCATION MEETING BEFORE YOU BEGIN YOUR PUBLIC COMMENT, PLEASE STATE YOUR FIRST AND LAST NAME. YOUR TIME WILL CONCLUDE IN THREE MINUTES. YOU WILL HEAR A BELL RING WHEN YOU HAVE 30 SECONDS REMAINING, PLEASE INTRODUCE YOURSELF AND YOU MAY BEGIN YOUR PUBLIC COMMENT NOW. ALL RIGHT. THANK YOU. I APPRECIATE YOU HEARING ME. I'M STEVE FRISKY.
UM. I'M SPEAKING TODAY TO GIVE MY PERSPECTIVE ON THE PROPOSED CHANGES THAT WILL AFFECT MANY OTHERS AND MYSELF. MOVED TO HARVARD COUNTY IN 2016 WITH A FAMILY OF FIVE. A PRIMARY REASON FOR MOVING WAS FINDING THE BEST MIDDLE AND HIGH SCHOOL POSSIBLE AS PRIVATE SCHOOLS OUT OF OUR BRIEF. PERFECT FIGURE HOME WAS A COMBINATION OF. DECADE WORTH OF PLANNING, SAVING AND SACRIFICE. THE PROPOSAL. THE NEW DISTRICTING AFFECTS MANY PEOPLE IN MY DISTRICT. AN UNJUST WAY, TAKING FROM US TO SOLVE A PROBLEM. WE DIDN'T CREATE GETTING OUR SOLUTION. DISTRICTING IS TAKING, TAKING FROM A SELECT FEW. FIRST YOU'RE TAKING A PORTION OF MY PROPERTY VALUE. AS A MORE DESIRABLE SCHOOL DISTRICT ADDS MORE VALUE TO A HOME WORK. IMAGINE SOMEONE TAKING A PORTION OF YOUR 41 K TO FIX THE BUDGET SHORTFALL IN A COUNTY SCHOOL SYSTEM JUSTIFYING WITH THE STOCK MARKET STUFF. DON'T WORRY ABOUT IT. SECONDLY, YOU'RE TAKING MY KIDS OUT OF SCHOOLS THAT BY MANY RANKINGS ARE TOP THREE SCHOOLS IN HARFORD COUNTY, MOVING THEM WITH A FLOOR, LOWER RANKING SCHOOLS JUST AGAIN AS A.
WERE TO PAY FOR A PRIVATE SCHOOL, JOHN CARROLL. ONLY FOR THEM TO KEEP MY MONEY AND TELL ME TO. YOU KNOW THEY'RE FULL. WE HAVE TO SEND YOUR KIDS TO MOUNT CARMEL. I DON'T THINK THAT WILL GO OVER. WELL, THE PRIVATE SECTOR. THIRDLY YOU'RE TAKING MY KIDS OUT OF A COMMUNITY IN WHICH THEY MADE MANY TIES AND HAVE BEEN EXTREMELY SUCCESSFUL. AGAINST THEIR WILL. AND OR MOVING THEM TO A NEW AND UNKNOWN ENVIRONMENT. CHILDREN HAVE ENOUGH PRESSURE FUNDING AWAY. IT'S THE. AND STABILITY ADDS GREATLY TO THAT OUR SUCCESS. I DON'T THINK TAKING AS AN ACTION WE WANT TO IMPLEMENT AS A SOLUTION TO A PROBLEM, ESPECIALLY AT THE HIGHEST LEVEL OVER HARFORD COUNTY SCHOOL SYSTEM. ALLOWING THE CHILDREN HAVE ALREADY HAVE PROMISED HAD BEEN PROMISED AT SCHOOL DISTRICT THROUGH THEIR HOME ADDRESS TO FINISH THEIR 12 YEARS OF EDUCATION. THEN CONVERTING THE ADDRESS TO A NEW DISTRICT WOULD BE A MORE RESPONSIBLE APPROACH. IN TURNS. REDISTRIBUTING THE ADDRESSES WITHOUT CHILDREN AND GRADUALLY CONVERTING THE OTHERS AS CHILDREN GRADUATE. THAT'S ALL I REALLY HAVE TO SAY. I THANK YOU FOR YOUR TIME, AND I TRULY HOPE YOU CONSIDER MORE JUST APPROACH TO THE ISSUE OF REDISTRICTING.
HI. MY NAME IS SUZANNE ME. UM, I HAVE FOUR KIDS IN THE HARVARD COUNTY. UM, SCHOOL SYSTEM. I WANT TO START WITH, UM, THE FACT THAT I LIVE ON FELIX SPORTS IN DEER RUN. IT SEEMS THAT. REDISTRICTING IS PART OF THIS. NEIGHBORHOOD AS MUCH AS IT IS WITH THE NEIGHBORS AND EVERYONE ELSE.
YEARS AGO. IT WASN'T THERE WAS A TIME THAT THEY WERE GOING TO REDISTRICT. DEGREE ELEMENTARY SCHOOL. UM, THE ARGUMENT WAS THAT IT WAS A FEEDER SCHOOLS. OR SOUTHAMPTON AND SEE MOUNTAINS. THAT WAS SOMETHING THAT WAS. IT DOWN. UM THAT THE INDIVIDUAL CHILD AND THE GROUP WERE MORE IMPORTANT. UM AND TO NOT UPROOT. CHILDREN THAT HAD ROOTS IN THOSE SCHOOLS. NOW IT SEEMS THAT THAT SAME ARGUMENT IT'S JUST BEING. YOU KNOW, BROUGHT UP AGAIN USE BEGAN. FOR WHATEVER, UH, READ THAT THE SCHOOL HAS. YOU KNOW THERE'S BUILDING THERE'S CONDOS.
THERE'S ALL THESE THINGS THAT ARE MOVED IN. AND NOW THE CHILDREN ARE GOING TO BE
[01:00:02]
UPROOTED. I BELIEVE WAS THE BOARD OF EDUCATION THAT WENT ON TO ONLINE SCHOOL, AND THAT WAS SOMETHING THAT WAS A DECISION TO KEEP PEOPLE SAFE DOWN SOUTH. THEY DIDN'T DO THE SAME.PRIVATE SCHOOLS. THAT'S IN THE SAME, BUT IT DID IMPACT THE CHILDREN. AND NOW MY CHILDREN ARE GOING TO BE IMPACTED. UM YET AGAIN WITH THE CHANGE. YOU'RE GONNA SPLIT UP MY FAMILY. UM BASICALLY, I HAVE A SENIOR WHO WILL BE GRADUATING NEXT YEAR. THEN I HAVE A JUNIOR WHO WILL BE A SENIOR, AND MAYBE HE'LL GET TO STAY IN THE SCHOOL IS SISTER HAS TURNED DOWN. UM SCHOLARSHIP FOR SOCCER. TWO NDP AND BEING RECRUITED BY MCDONALD. WE TURN THOSE DOWN BECAUSE WE WANTED OUR FAMILY TOGETHER. MY YOUNGEST HAS BEEN ENFORCED. IN BEL AIR, BECAUSE WE KNEW HE'D BE GOING TO BEL AIR. AND BELLER MIDDLE AND WE HAVE A VERY DEEP ROOTED SENSE FROM HAVING THREE KIDS THROUGH NOW. HE WON'T BE ABLE TO BE PICKED UP BY HIS SISTER OR WALKED OVER. UM NICE BUSINESS. I HAVE AN ALLSTATE OFFICE. IS DIRECTLY ACROSS THE STREET. I MOVED MY BUSINESS ACROSS THE STREET TO BE WITH THAT COMMUNITY TO BE WITH THAT FELLER COMMUNITY. I'VE DONE GROUP GRANTS FOR THE LACROSSE TEAM OF DONE. GROUP GRANTS FOR THE BELLER MIDDLE SCHOOLS, AND THEY ARE PART OF MY FAMILY. AND NOT ONLY ARE WE SPLITTING FROM MY ACTUAL FAMILY. WE ARE SPLITTING FROM THE FAMILY THAT I HAVE DEVOTED TO, UM AND MY KIDS. HAVE THE VERDICT HERE.
UM, I HAVE 30 SECONDS. I'M JUST GOING TO SAY, YOU KNOW. TAKING OFF THESE KIDS AND NOT. NOT FAIR TO THEM. IT'S NOT FAIR TO THE FAMILY SEEMINGLY HAVE ROOTS THERE. UM I'VE BEEN ON THE PITA. I'VE GIVEN MY TIME AND I DON'T WANT TO MOVE. IT WOULD BE SO DISRUPTIVE. IT'S THE ONLY TIME I SEE THEM. THEY WALK ACROSS THE STREET. AND I GET TO BE WITH MY CHILDREN, BUT BECAUSE OF THE NUMBER. BECAUSE SOMEBODY NEEDS SOMETHING FROM BUILDING CODES. PERMIT WHATEVER THEY WANT TO MATCH THAT NUMBER. WE'RE GONNA BREAK REACHED THE THREE MINUTE, MARK.
HELLO. MY NAME IS MIKE REED. I'M IN THE THEATER DAY COMMUNITY WITH MY. ME AND MY LIFE AND MY THREE KIDS ARE OLDEST IS AT PATTERSON MILL.
UM, ARE MIDDLE MIDDLE DAUGHTER IS GOING INTO PATTERSON MILL, HOPEFULLY TO CONTINUE IN HER YOUNGEST IS AT HOMESTEAD WAKEFIELD. PART OF WITH. GOT ME THE MOTIVATION TO DO. THIS IS MY SON WHO WAS IN PATERSON MILL WHO USED TO COME TO, UH TO THE BOARD OF EDUCATION MEETINGS, UM SEVERAL YEARS AGO AND SPEAK ON BEHALF OF. ROOMS THAT WEAK FIELD AND THE NEED FOR, UM NEW PLAYGROUNDS AND, UH, LESS CROWDING AT THE SCHOOLS. SO THAT GAVE ME AND HE ONLY TOLD ME I'M DOING THIS. I'M MOVING ON THE BETTER SCHOOL. I'M DOING THIS FOR RIGHT. YOUNGER SISTER.
SO I, UM I AT LEAST HAVE TO DO THAT. AND THAT'S WHY I'M CALLING YOU TODAY. UM. I DO, AND I CAN A LOT OF THE ECHOES OF WHAT I'VE HEARD SO FAR FROM THE THEATER DAY COMMUNITY IS IT'S REALLY ABOUT THE LOCATION OF THE SCHOOL. UM, THE FACT IS, WE ARE, UM, SEVERAL MILES FROM THE SCHOOL. BECAUSE THEY'VE LOOKED FORWARD TO AFTER LACROSSE PRACTICE THINGS LIKE, UM, YOU KNOW, UM, THEATER AND CHEST CLUB MEETINGS AND THINGS LIKE THAT. THEY CAN WALK HOME AND NOW WE'RE TELLING THEM THAT THEY NEED TO THE BUS, MILES AND MILES AWAY. AND I THINK THAT THAT'S UM. NOT NOT WHAT'S BEST FOR THE COMMUNITY. BUT I DO WANT TO THANK EVERYBODY FOR THE.
THIS PROCESS AND HOW ALL OF IT EVERYTHING WAS A TRANSPARENT PROCESS. UM, FLOW ANALYTICS HAS DONE A GREAT JOB. I KNOW THAT THERE'S BEEN SOME COMMENTS WITH SOME OF THESE MEETINGS ABOUT.
HOW UM WHY WAS THAT? A LOCAL FIRM SELECTED, BUT I DO APPRECIATE THAT HARFORD COUNTY SCHOOL BOARD CHOSE WHO THEY FELT BEST FOR THIS PROCESS. AND UM, THE FACT THAT THEY'RE NOT LOCAL MEANS THAT THEY CAN MAKE A REAL DECISION, BUT I HOPE THAT THEY FEEL, UM, EMPOWERED TO MAKE THE BEST DECISION BECAUSE THINGS HAVE CHANGED. WITH WITH COVID. THINGS HAVE CHANGED. UM WE'RE IN A DIFFERENT WORLD NOW, UM, THE BEST DECISION NOW SHOULD BE BASED ON WHAT INFORMATION WE HAVE NOW. AND THAT DECISION COULD BE, UM NOT MOVING COMMUNITY. UM SO I HOPE THAT FLOW ANALYTICS FEELS EMPOWERED. THE BOARD FEELS EMPOWERED. THE SUPERINTENDENT FEELS ABOUT POWER TO UNDERSTAND THAT. WE SAID THEY SHOULD NOT BE FORCED TO MAKE A DECISION JUST BECAUSE WE STARTED THIS PROCESS. THAT THE BEST DECISION MIGHT BE.
BASED ON WHAT INFORMATION WE HAVE NOW, SO I'M SURE THEY WILL MAKE THAT DECISION. UM, BASED ON THE CURRENT CIRCUMSTANCES, BUT I HOPE THEY SAID THAT THEY DO. AND I HOPE THAT THEY FEEL EMPOWERED. THANK YOU. GOOD EVENING. YOU ARE NOW ON THE BOARD OF EDUCATION MEETING
[01:05:12]
BEFORE YOU BEGIN YOUR PUBLIC COMMENT, PLEASE STATE YOUR FIRST AND LAST NAME. YOUR TIME WILL CONCLUDE IN THREE MINUTES. YOU WILL HEAR A BELL RING WHEN YOU HAVE 30 SECONDS REMAINING.PLEASE INTRODUCE YOURSELF AND YOU MAY BEGIN YOUR PUBLIC COMMENT NOW. HELLO. MY NAME IS JOSH BUS AND BILLY GLENN BEL AIR, UM, PART OF THEM. H S SIX. I WAS GOING TO SAY A LOT OF THINGS, BUT, UM ALL ABOUT THIS STICKS NUMBERS, LOGICAL EXPLANATIONS. WHY? THIS IS NOT A GOOD IDEA, BUT I'M GLAD THAT ALL OF THOSE THINGS HAVE ALREADY BEEN BROUGHT UP BY MAY OF FELLOW CITIZENS HERE IN OXFORD COUNTY. SO I'M GOING TO TALK ABOUT MY PERSONAL, UM, STORY HERE. HOW DID IT AFFECT ME AND MY FAMILY PERSONALLY? SO I HAVE THREE KIDS. ONE IS IN, UM. ONE OF THE OLDEST ONE JUST GRADUATED FROM. HELLER MILL IS GOING TO GO INTO BELLAIRE HIGH, HOPEFULLY, UM, SHE QUALIFIED FOR THE BIOMED PROGRAMME THAT SHE WORKED REALLY HARD FOR. AND UH, HER FRIEND IS NOT GOING TO BE IN BEL AIR MEDAL BECAUSE NOW BECAUSE OF THIS REDISTRICTING, AND IT'S SUCH A DIFFICULT TIME FOR MY 14 YEAR OLD. THAT SHE HAS TO CHOOSE BETWEEN HER BEST FRIEND AND THIS ENVIRONMENT PROGRAM THAT YOU THINK IS GREAT FOR HER THREE YEARS. UM AND AGAIN, SHE'S 14 CAN'T IMAGINE HER THINKING ABOUT IT. I'LL GO, BUT, UM COME TO MY SECOND DAUGHTER WHO'S THE MIDDLE SCHOOL? VERY DIFFICULT CHILD IN TERMS OF MAKING FRIENDS, SHE FINALLY MANAGED TO MAKE ONE FRIEND DURING THE STAND, EMMICK AND THAT ALSO IN THE LAST TWO MONTHS. AS WE WERE IN SCHOOL AND NOW DECIDE ABOUT THAT AGAIN. HER TURN IS GOING TO BE IN IN A DIFFERENT SCHOOLS. UM. I'M GOING TO SOON BE LOOKING FOR A CHILD THERAPIST. THAT'S FOR SURE. UM I'LL GO BACK WITH TURTLES COME TO MY THIRD CHILD WHO'S IN ELEMENTARY SCHOOLS.
AND UM I DON'T KNOW. I'M NOT ACTUALLY THINKING ABOUT BECAUSE I KNOW HER FRIENDS FROM LAST 2 TO 4 YEARS. THEY'RE ALSO GOING TO BE SEPARATED. THAT'S ALL THE EMOTIONAL TOLD THAT THIS REDISTRICTING WHICH MAKES ABSOLUTELY NO SENSE TO ME, IT LOOKS LIKE THAT. I'M SURE WE CAN COME UP WITH A BETTER SOLUTION BETWEEN MY OPINION WOULD BE BUILDING NEW SCHOOLS RATHER THAN IMPACTING. UM AND JUST THE FAMILY. AND THEN I'LL COME TO MYSELF FINANCIALLY AGAIN, THINGS THAT HAVE BEEN REPEATED SO FAR. I PRETTY MUCH HAD ALL MY SAVINGS INTO THIS HOUSE BECAUSE I THOUGHT THIS WAS GONNA. THE HOUSE WHERE MY KIDS GOING TO THESE SCHOOLS AND PROGRAMS, AND I'M LITERALLY, UM. $150,000 SCORE, WHICH IS PART OF MY BASICALLY LIFE SAVINGS.
AND, UM GOING FORWARD. MY WIFE IS GOING TO HAVE TO DEAL WITH HE CAN CONTINUE DIFFERENT SCHOOLS AND IF ONE MINUTES OF US AND THAT'S UH, A BIG PROBLEM, AND IF MY OLDEST ONE DECIDES TO STAY WITHIN THE PROGRAM FOR BIOMED. THEN DRIVING HER BACK AND FORTH IN THE MORNING WHEN BOTH OF US WORK AND OTHER TOOLS HAVE CERTAIN SCHOOLS. UM, AGAIN CHALLENGING SO AGAIN OUR REQUEST. PLEASE RECONSIDER THIS. I'M SURE THERE ARE BETTER OPTIONS THAN IMPACT IN 100 OR SO FAMILIES. UM, THANK YOU VERY MUCH. PRESIDENT ROBINSON THAT CONCLUDES PUBLIC COMMENT FOR THE EVENING. THANK YOU, MISS LATER. WE WERE AT A 0.46 POSITIVITY RATE FOR COVID AND OUR PER 100,000 PERSON, SEVEN DAY AVERAGE IS LESS THAN ONE. UM, WE'RE AT 10.73. THAT'S JUST INCREDIBLE. FOR ALL OF YOU WHO HAVE BEEN ON EVERY BOARD MEETING AND FOLLOWED US ALONG ON THESE METRICS FOR THE LAST YEAR AND A HALF. UM THOSE NUMBERS ARE JUST SO INCREDIBLY HOPEFUL. UM AND IT'S SOMETHING THAT WE CAN START TO ENVISION WHAT THE WORK AHEAD WILL BE LIKE. AND WHAT, UM, SCHOOL WILL LOOK LIKE AHEAD OF US. UM, YOU ADD TO THAT THAT THE GOVERNOR LIFTED THE MASK MANDATE FOR SCHOOLS LAST WEEK, HE MADE IT EFFECTIVE JULY 1ST. AND SO THAT WAS ALSO ANOTHER EXCITING DEVELOPMENT THAT WE WERE ABLE TO UPDATE OUR OWN. UM PROTOCOLS ON OUR OWN STATUS TO REFLECT THE GOVERNOR'S MASS MANDATING LIFTED. STARTING JULY 1ST. WE WILL BE MASKED, OPTIONAL FOR SCHOOL SPONSORED ACTIVITIES AND, UM, WE DID THAT BLEW A COMMUNICATION THROUGH OUR GILLIAN LATER AND WE ALSO HAVE AN ONGOING OPERATIONAL STATUS. GRAPHIC THAT SHOWS WHERE WE ARE, UM, WITH OUR COVID PROTOCOLS. WE ARE GOING TO CONTINUE TO CHANGE THAT. AND RIGHT NOW THE ONE THAT WAS JUST. JUST RELEASE TWIST FOR JULY 1ST, BUT WE'RE EXPECTING THAT FOR THAT TO HAVE ANOTHER CHANGE OR MAYBE MULTIPLE CHANGES OVER THE SUMMER BECAUSE THERE ARE GOING TO BE TO OTHER AREAS THAT WILL RELEASE NEW GUIDANCE. SO WE ARE WAITING. THE CDC GUIDANCE FOR THE 21 22 SCHOOL YEAR RIGHT NOW THEY HAVE A MESSAGE POSTED ON THE CDC WEBSITE. UM, THAT SAYS THE CPC IS RESPECTING THAT WE'RE WAITING FOR THE 2021 SCHOOL YEAR TO CLOSE AND THAT COVID PROTOCOLS ARE TO STAY IN PLACE UNTIL THEN, AND THAT THEY ARE GOING TO RELEASE NEW GUIDANCE. SO THAT WILL FORM A LOT OF OUR DECISION MAKING AND GIVE US A REAL GOOD LOOK ABOUT WHAT'S AHEAD. M. STE WILL FOLLOW THAT AND WILL ALSO RELEASED NEW GUIDANCE FOR SCHOOLS REGARDING COVID. UM, WE DO, OF COURSE, HOPE THESE NEW GUIDANCE THINGS ARE SOONER THAN LATER. BUT WE'RE READY WITH PLANS AND WE ALREADY KNOW A FEW THINGS. WE ALREADY KNOW THAT WE WILL CONTINUE DIAGNOSTIC TESTING. WE KNOW THAT IF THERE ARE ISOLATION AND QUARANTINE REQUIREMENTS THAT WE WILL FOLLOW THAT WERE NURSES. UM WE'LL CONTINUE TO FOLLOW THE DECISION. AIDS AND DECISION TREES FOR HOW TO HANDLE IF WE HAVE A COVID CASE, BECAUSE, ALTHOUGH, UM, WE SEE THE LIGHT AT THE END OF THE TUNNEL. WE DO STILL HAVE COVID IN OUR COMMUNITY. AND SO OUR NURSES WILL BE READY TO RESPOND IF THAT HAPPENS. AND WE WILL ALSO STILL CONTINUE TO ENCOURAGE ALL TO STAY HOME WHEN SICK AND THIS IS SOMETHING THAT I THINK WE WILL LEARN. UM, A HUGE LESSON FOR WITH PUBLIC HEALTH IN OUR SCHOOLS AND SOMETHING THAT WE WILL ENCOURAGE AND CAMPAIGN ON DURING FLU SEASON AND ALL SORTS OF THINGS. WE REALLY ENCOURAGE ALL TO STAY HOME WHEN SICK BECAUSE THAT, YOU KNOW, DIRECTLY IMPACT OUR EXPERIENCE IN THE SCHOOLS WITH GETTING OTHERS SICK, SO WE'RE GOING TO
[01:15:03]
CONTINUE TO USE OUR OPERATIONAL STATUS CHART TO SHARE THOSE CHANGES. SO AS OF RIGHT NOW, THERE'S ONE THAT'S RELEASED THAT SAYS JULY ONE. BUT UM, JUST KEEP WATCHING BECAUSE THERE WILL BE MORE AS THE CDC AND MSD RELEASE THEIR GUIDANCE AS WELL. DOCTOR BOLSON, THAT'S ALL MY UPDATES FOR TONIGHT. THANK YOU, MR RIDGEWAY. QUESTIONS. NO NO, ACTUALLY.WELL, MY PAWS THAT LET ME ASK MISS VILLARREAL AND MR O'BRIEN TO SPEAK BRIEFLY BECAUSE I THINK THEY'RE VERY SHORT UPDATES, AND THEN WE CAN GO TO QUESTION. MS VILLARREAL, WOULD YOU, UH, WILL STEP IN WITH JUST SOME OF THE BASIC ELEMENTARY UPDATES THAT WE HAVE. YES THANK YOU, DOCTOR, BOLSON AND GOOD EVENING, EVERYONE. I'M RENEE VILLARREAL AND THE EXECUTIVE DIRECTOR FOR ELEMENTARY. UM RICK SWAN CREEK UPDATE. UM RIGHT NOW WE HAVE A TOTAL OF 236 ELEMENTARY STUDENTS THAT WILL BE ATTENDING SWAN CREEK IN THE FALL. WE ARE FULLY STAFFED FOR K 25 WITH CLASSROOM TEACHERS. THAT'S REALLY GOOD NEWS. AND WE ONLY NEED THREE POSITIONS LEFT. THERE ARE ONLY THREE LEFT TO BE HIRED. THAT'S US, UH, SPEECH AND LANGUAGE PATHOLOGIST. AND ED EVALUATOR AND AN ART TEACHER. WANTED TO TAKE A MINUTE JUST TO THINK THE ADMINISTRATORS AT SWAN CREEK OR OTHER HARD WORK THESE LAST FEW MONTHS IN PREPARING FOR THE FALL. I KNOW IT'S BEEN A TREMENDOUS AMOUNT OF WORK, AND THEY'VE DONE A WONDERFUL JOB, SO THANK YOU TO THEM. FOR SUMMER SCHOOL, UM, WANTED TO JUST GIVE YOU A QUICK UPDATE FOR THE FIVE REGIONAL ELEMENTARY SITES. I'M CURRENTLY WE DO HAVE 656 STUDENTS SIGNED UP. UM. I WANTED TO. I'VE TALKED ABOUT NUMBERS BEFORE IN THE SIGHTS, BUT I WANTED TO SHARE A LITTLE BIT ABOUT THE CONTENT THAT WILL BE DELIVERED DURING SUMMER SCHOOL. WE WILL BE ACTUALLY USING EXTENSIONS OF OUR LUCY CAULKINS CURRICULUM FOR RILA, WHICH, UM, IS REALLY EXCITING TO ME BECAUSE IT'S NICE TO HAVE KIDS IN THE SAME TYPE OF STRUCTURE AND FORMAT THAT THEY'VE BEEN USED TO. SO WE WILL BE EXTENDING THAT CURRICULUM THROUGH THE SUMMER.
WILL ALSO BE USING SOME. OF OUR ENVISION THAT WILL ALSO BE EXTENDED OR ENVISION PROGRAM FOR MATHEMATICS. ALL STUDENTS AND ALL FIVE SITES WILL ALSO GET, UM ACCESS TO ALL THE INTERVENTIONS THAT WE'VE UTILIZED THIS YEAR IN OUR IN OUR SYSTEM. THOSE WILL BE, UM, THREAD THROUGHOUT THE DAY FOR STUDENTS, AND THEY'RE ALSO CAMP LIKE ACTIVITIES THAT WILL BE WOVEN THROUGHOUT THE DAY. UM FOR KIDS. IT'S GONNA BE REALLY FUN AND VERY MOTIVATIONAL FOR THEM. UM. ALSO JUST QUICK, QUICK UPDATE FOR TRANSPORTATION FOR THOSE ELIGIBLE FAMILIES, YOU WILL BE CONTACTED VERY SOON IF YOU ARE ELIGIBLE FOR TRANSPORTATION FOR YOUR CHILD FOR THE SUMMER PROGRAMS, SO BE ON THE LOOKOUT FOR THAT CONTACT. AND JUST WANT TO THANK DAWN LIGON. UM CAITLIN, PROTEST CEO AND BECKY CAN SORROW FOR ALL THEIR HARD WORK IN PLANNING FOR THE SUMMER OPPORTUNITY FOR OUR KIDS. WANT TO THANK THE FIVE ELEMENTARY SCHOOLS. UM THE ADMINISTRATIVE STAFF. THEY'VE ALREADY BEGUN PREPARING FOR THIS, AND WE ALSO HIRED FIVE OF A SUMMER SCHOOL COORDINATORS WHO ARE TEACHERS. AND THEY'LL ACTUALLY OVERSEE THE DAILY OPERATIONS OF THE SUMMER PROGRAMS. SO THANK YOU TO THEM, AND FOR ALL THE TEACHERS THAT SIGNED UP TO TEACH SUMMER SCHOOL, WE APPRECIATE YOU VERY MUCH. UM, THAT'S ALL I HAVE FOR TONIGHT. I GUESS, MR O'BRIEN. MS VILLARREAL. THIS IS MIKE O'BRIEN. I'M THE EXECUTIVE DIRECTOR OF SECONDARY SCHOOL. BRIEFS. ONE CREEK UPDATE. WE HAVE 211 MIDDLE SCHOOL CONFIRMATIONS FOR SWAN CREEK. 223 HIGH SCHOOL CONFIRMATIONS FOR SWAN CREEK. WE HAVE HAD A FEW RECENT INQUIRY INQUIRIES RELATED TO THE UPDATED MASK MANDATES. THOSE NUMBERS AREN'T SIGNIFICANT, BUT A FEW FAMILIES WHO WISH TO OPT IN AND A FEW FAMILIES WHO WISH TO OPT OUT.
SO AGAIN FOR ANY FAMILY INTERESTED IN SPEAKING WITH ADMINISTRATION IT SWAN CREEK.
THEY SHOULD REACH DIRECTLY OUT TO MR DELIVER THE PRINCIPAL OF THE SCHOOL. AND HE WILL SEE WHAT HE CAN DO IN MEETING THOSE NEEDS. SWAN CREEK FOR SECONDARY IS FULLY STAFF EXCEPT FOR A MEDIA SPECIALIST POSITION THAT WAS RECENTLY POSTED. WE'RE EXCITED THAT WE'VE GOTTEN VERY CLOSE TO OUR EXACT OFFERINGS. WE'VE DESIGNED THE SCHOOL AROUND WHAT THE KIDS WHO HAVE SIGNED UP FOR AND THE COURSES THEY WANT. WE'LL EVEN HAVE SOME AP OFFERINGS AT SWAN CREEK, INCLUDING AP LANGUAGE AP LITERATURE AND AP US HISTORY. THE FIRST TIME ARE ALL OF OUR COMPREHENSIVE HIGH SCHOOLS. AND SWAN CREEK WILL BE ALIGNED WITH THE BELL SCHEDULED FOR THEIR FIRST TWO PERIOD. A COUPLE OF THE HIGH SCHOOLS HAVE DONATED A SECTION TO SWAN CREEK. WE'LL
[01:20:04]
HAVE SOME SWAN CREEK SECTIONS AT OUR COMPREHENSIVE SCHOOLS. INCLUDING TECHNOLOGY, EDUCATION AND PATTERSON MILL. HABIT OF GRACE PRE CALCULUS AT ABERDEEN HIGH ALGEBRA AT BOSTON HIGH AND GUITAR LAB AT HEART FOR TECH. SUMMER SCHOOL WILL HAVE SUMMER SCHOOL DEVICE DISTRIBUTION.THAT'S ON JUNE 28 AT EACH OF OUR REGIONAL SITES FROM 7 TO 5, AND THAT'S FOR A VIRTUAL SUMMER PROGRAMMING. IN PERSON. SUMMER SCHOOL STUDENTS WILL RECEIVE THEIR DEVICE ON THE FIRST DAY OF SCHOOL. MIDDLE SCHOOL SUMMER SCHOOL BEGINS JULY 6TH AND IN JULY 28. SO IT'S COMING UP IN JUST A FEW WEEKS. HIGH SCHOOL, THE SUMMER SCHOOL FOR CREDIT RECOVERY ALSO BEGINS JULY SIX AND ENDS ON AUGUST. 5TH. JUST TODAY, GUIDANCE WAS PROVIDED BY MS STEADY BASILAR, OR SUPERVISOR OF ATHLETICS TO PRINCIPAL'S AND COACH'S REGARDING SUMMER CONDITIONING FOR ALL ATHLETES, SO WE'RE EXCITED TO GET OUR FALL ATHLETES. CONDITIONED AND READY FOR FALL SPORTS. THAT IS ALL FOR, UM THE SECONDARY UPDATE. THANK YOU VERY MUCH. THANK YOU BOTH. FLORIDA ANY QUESTIONS? SO WHAT WE WILL DO IF THIS MISC DR MUELLER RIGHT TO MY LAP, WE'LL START WITH HER AND WE'LL WORK AROUND. I GUESS THE ONE QUESTION THAT KIND OF POPS INTO MY MIND. IS WHEN OR IF WE ARE GOING TO REOPEN OUR INDOOR FACILITIES FOR SPORTS. MIGHT BE FURTHER. I'M NOT SURE WHERE WE ARE WITH WITH THAT CONVERSATION RIGHT NOW, LET ME MR BROWN. I DON'T KNOW IF YOU HAVE SOME INSIGHT INTO THAT CORNELL BROWN. UM OR THAT MIGHT BE SOMETHING. WE NEED TO GET BACK TO IT, MR BROWN. YES GOOD EVENING, EVERYONE. YEAH THAT'S SOMETHING WE WOULD DEFINITELY HAVE TO GET BACK TO THE BORDER ON, UM, WITH. UM ASKED. MISS RIDGEWAY DID MENTIONED WAITING FOR SOME ADDITIONAL GUIDANCE FROM CDC. JUST SO THAT WE KNOW WHAT THE EXPECTATIONS ARE FOR KEEPING UP WITH COVID CLEANING AND SANITATION. I MEAN, IT'S FROM THERE. UM, YOU KNOW, WE'LL MAKE DECISIONS ON HOW WE WANT TO PROCEED THROUGH THIS SUMMER.
MAKE THESE DECISIONS SOONER RATHER THAN LATER BECAUSE THERE'S BEEN I KNOW ONLY ONE PERSON TONIGHT MENTIONED IT, BUT I'VE HEARD THIS FROM OTHER PEOPLE AND, UH. THERE'S A STRONG MOVEMENT THAT WANTS THE SCHOOLS OPEN FOR THE. INDOOR FACILITIES FOR THE SPORTS, SO.
I HOPE THAT YOU CAN TAKE CARE OF THAT. QUICKLY. THANK YOU. YEAH, WE WANT THE SAME. UM YOU KNOW, WE'RE VERY ANXIOUSLY AWAITING FOR UPDATING DIRECTIONS SO THAT WE CAN MOVE FORWARD WITH OUR PLANS TO RETURN TO NORMAL. BUT AGAIN, I STATED EARLIER. WE'RE JUST WAITING TO GET SOME ADDITIONAL GUIDANCE SO THAT WE CAN. I'LL MAKE THOSE DECISIONS AND CHANGES IN OUR OPERATIONAL STATUS. THANK YOU SO MUCH. THANK YOU, DOCTOR MILLER. MM.
DOCTOR ABOUT. THANK YOU. OH, GOOD. IN ON CLARIFYING SOME SECTIONS OF. ONE CREEK HIGH SCHOOL CLASSES WILL BE TAUGHT BASICALLY FROM THE COMPREHENSIVE HIGH SCHOOLS, UM.
I AM ASSUMING THAT THIS IS TEACHERS THAT WOULD BE DOING THIS FOR ONE OR TWO PERIODS.
YES, NO. THAT IS CORRECT. UM, SO IT'S ONE SECTION TO ONE TEACHER. ONE SECTION WILL BE TEACHING THAT THERE WAS FIVE SCHOOLS THAT I HAD MENTIONED. INTO THE SWAN CREEK. CATALOG BASICALLY, ONE OF THE EXCITING THINGS REALLY IS, UM. AS WE KIND OF GO INTO THIS, YOU KNOW, THERE WILL BE OPEN SEATS, SO LET'S SAY, FOR EXAMPLE, A STUDENT, UM COULDN'T FIT AP US HISTORY INTO THEIR SCHEDULE. BECAUSE IT'S ALSO OFFERED VIRTUALLY IT'S ONE CREEK.
STUDENT LET'S CALL IT AT C. MILTON WRIGHT HIGH SCHOOL WHO WOULDN'T BE ABLE TO FIT IT INTO THEIR SCHEDULE WOULD BE ABLE TO BE ADDED INTO A SWAN CREEK SECTION. NOW THAT WE'VE ALIGNED THE BELL SCHEDULES FOR 1ST AND 2ND PERIOD SO IT REALLY CAN ASSIST BOTH THE COMPREHENSIVE SCHOOLS. THEN SWAN CREEK TO OPEN UP OUR CATALOGUE TO MORE OPTIONS FOR KIDS WHO COULDN'T POSSIBLY GET INTO. OF COURSE IN THEIR HOME SCHOOL, SO IT REALLY WORKS BOTH WAYS. THANK YOU.
THAT SOUNDS GOOD. DEDUCTIVE POWER. KELLY. DON'T HAVE ANY QUESTIONS AT THIS TIME. THANK
[01:25:01]
YOU. TO FILL UP. UH, JUST ONE QUICK. HEAD ON. TO DR MUELLER'S QUESTION ABOUT SUPPORTING ACTIVITIES INSIDE, I GUESS, BUT THAT'S NOT A SOMETHING THAT I GUESS WE'LL HAVE TO REALLY ADDRESSED WITH THE SCHOOLS. TOLD POYNTER SEASON BUT MAYBE VOLLEYBALL, I GUESS, BUT THERE'S SOME COMMUNITY. CONCERNS ABOUT THE SCHOOLS THING SHUT DOWN. WERE SOME OF THE COMMUNITY ACTIVITIES THAT OCCUR. UM, INDOORS IN PARTICULAR, YOU KNOW, THERE'S A FEW OF THE SCHOOLS PARTICIPATED. NIGHTTIME BASKETBALL. UM. AND I KNOW I'VE HEARD SOME FEEDBACK REGARDING FROM SOME OF THESE FOLKS PRETTY ALREADY, UM I'M HAVING A. ACCESS TO THE SCHOOLS, AT LEAST IN THE FALL. I MEAN, THEY'VE MISSED THE WHOLE YEAR AS AS EVERYBODY ELSE, OBVIOUSLY. SO UM AGAIN, I GUESS THEY THE COMMUNITY JUST WANTS TO HEAR THAT THE SCHOOLS ARE NOT ONLY GOING TO BE. OPEN FOR THE STUDENTS, BUT OPEN FOR THE TO THE EFFORT POST AS WELL FOR THESE ADULT ACTIVITY. THANK YOU. REGARDING. THANK YOU, PRESIDENT ROBINSON. I DO WANT TO REITERATE WHAT DR MUELLER SAID IN DOCTOR, PHILLIPS SAID, UM, WITH THE ELIMINATION OF COVID RESTRICTIONS. UM, WE REALLY IMPLORE YOU TO MAKE A DECISION. SOONER OR LATER, I GET BACK TO THE PUBLIC. WITH HOW WHAT OUR POSITION IS GOING TO BE GOING FORWARD. MR BROWN.I REALLY, REALLY APPRECIATE THAT. YOU ARE ANXIOUS TO ALSO FINALIZED AND ALSO APPRECIATE THAT, ALTHOUGH THE COVERT RESTRICTIONS HAVE BEEN LIFTED THAT WE STILL HAVE TO TRY TO COORDINATE THE CLEANING AND FIGURE IT OUT, BUT. THINK THIS IS REALLY IMPORTANT, NOT ONLY ESPECIALLY FOR THE STUDENT ACTIVITIES, BUT FOR THE COMMUNITY THAT REALLY WANTS TO GET BACK TO NORMAL. SO JUST KIND OF AN EDITORIAL COMMENT THAT I WANTED TO LEAVE. AND THEN SECONDLY, I, UM WANTED TO TALK ABOUT, UM THE WHOLE. THE. OUR POSITIONING ON COVID. AND IN THE FALL I'VE HAD SOME FEEDBACK FROM PARENTS THAT THEY'RE CONCERNED THAT WE'RE GOING TO BE SWITCHING BACK AND NOT FIVE DAYS A WEEK AND JUST WANT TO IMPLORE THAT WE. REALLY REINFORCE THE PUBLIC THAT WE ARE GOING TO BE FIVE DAYS A WEEK IN THE FALL, UM, SEEMS TO BE A LACK OF TRUST, AND WE ARE JUST TRYING TO FOLLOW THE CDC GUIDELINES. AS WE MOVE FORWARD AND AGAIN, THAT'S JUST AN EDITORIAL COMMENT. BUT I APPRECIATE THE OPPORTUNITY TO HAVE MY VOICE HEARD. THANK YOU IS BAILING. THANK YOU, MISS CODY, ER. ACTUALLY WANTED TO FOCUS ON ANOTHER PART THAT I HEARD. SO IT SOUNDS LIKE WE ARE PLANNING ON FIVE DAYS A WEEK.
WITHOUT MATHS, OR I'M SORRY. OPTIONAL. AND WE ARE PLANNING ON A FULL SEASON OF FALL. SPORT IS ALL OF THAT PRETTY ACCURATE. YEAH. CAN WE JUST STAY IT ONE MORE TIME SO THAT EVERYBODY HEARS IT FIVE DAYS A WEEK. AS IT WAS BEFORE MATH OPTIONAL BECAUSE THERE ARE SOME FAMILIES WHO WILL CHOOSE TO HAVE THEIR CHILDREN WEAR THEM, AND THAT'S OKAY. AND WE WERE PLANNING ON A FULL FALL SPORTS SEASON. WHATEVER SPORTS THAT ENTAILS, BECAUSE HONESTLY, ALL I CAN THINK OF RIGHT NOW IS FOOTBALL AND CROSS COUNTRY. I APOLOGIZE FOR THAT. THAT'S IT FOR ME.
THANK YOU, MR MCCARTY. ENERGY RIGHT THERE. I APOLOGIZE. I HAD ONE OTHER QUESTION THAT I WANTED TO ASK AND ASKED TO DO WITH THE SWAN CREEK SCHOOL. UM AND, UH AND THIS MAY BE A QUESTION FOR MR O'BRIEN AND WE HAVE DISCUSSED THIS BEFORE, BUT. IT'S MY UNDERSTANDING. THERE'S BEEN PARENTS THAT ARE VERY CONCERNED WITH THE SWANS CREEK SCHOOL THAT THEIR CHILDREN WANT TO GO THERE BECAUSE THEY'RE BETTER AT VIRTUAL LEARNING, BUT THEY REALLY WANT TO HAVE THE PARTICIPATION IN SPORTS AND. PARTICIPATION IN ACTIVITIES SO THAT THEIR CHILDREN STILL HAVE INTERACTION WITH OTHER STUDENTS. AND, UM, FROM WHAT WAS EXPLAINED TO ME THAT WE'RE THEY'RE ABLE TO DO THAT. AND CECIL COUNTY, WHERE CECIL COUNTY STUDENTS. CAN PARTICIPATE IN SPORTS. IN A HOME SCHOOL RATHER THAN THE SCHOOL THAT IS GOING TO BE PROVIDING THEIR WORK LEARNING, AND THE REASON THAT CAN HAPPEN IS BECAUSE IN CECIL COUNTY, IT'S A PROGRAM. VIRTUAL LEARNING HIS PROGRAM VERSUS A SCHOOL AND IN HARFORD COUNTY.
WE HAVE IDENTIFIED SWAN CREEK AS A SCHOOL AND DOING SO WE'RE GOING TO HAVE BETTER MEASUREMENTS OF OUR SUCCESS. WITH VIRTUAL LEARNING AND THAT SCHOOL BUT RIGHT NOW BECAUSE IT'S SUCH A NEW PROGRAM, WE DON'T HAVE THE OPPORTUNITY. UM FOR CLUBS AND ACTIVITIES, SO.
[01:30:01]
MR O'BRIEN, WOULD YOU? UM, ADDRESS THAT ISSUE? CAN AND YOU ACTUALLY SUMMARIZED IT PRETTY WELL. THIS IS MICRO BRIAN AGAIN, SO UM. STUDENTS WILL NOT BE ABLE TO PARTICIPATE IN ATHLETICS AS SWAN CREEK WILL BE THEIR HOME SCHOOL. SO, UM, IT REALLY IS A CHOICE. UM. BUT, UM, FOR US, IT'S NOT A PROGRAM. IT'S NOT AN EXTENSION OF THE HOME SCHOOL. ONE CREEK IS ITS OWN SCHOOL SO THEY WON'T BE ENROLLED IN ANY OTHER SCHOOL OTHER THAN SWAN CREEK, AND THEY WON'T BE ELIGIBLE TO PARTICIPATE IN SPORTS. NOW THE STAFF AT SWAN CREEK IS LOOKING TO DO BOTH VIRTUAL AND IN PERSON ACTIVITIES BASED ON. YOU KNOW HOW THE STUDENTS EXPRESS.YOU KNOW WHAT THEY WANT TO DO. SO UM, PRINCIPAL DILEMMA IS VERY OPEN. TWO OFFERINGS SUCH AS INTER MURAL ACTIVITIES, CLUBS. UM THOSE TYPE OF THINGS BOTH IN PERSON THAT STUDENTS ARE INTERESTED AND OR VIRTUAL AND THAT'S KIND OF BEING PLANNED AROUND. YOU KNOW WHAT STUDENT INTERESTED? UM COME COME FALL, SO, BUT INNER GLASS EXPORT WILL NOT BE.
PARTICIPATED IN IN THE COMPREHENSIVE. THANK YOU VERY MUCH TONIGHT WOULD IMPLORE THE STAFF TO AS THEY GET FEEDBACK FROM THE STUDENTS TO TRY TO COME UP WITH SOMETHING SO THAT THOSE STUDENTS DON'T LOSE THE INTERPERSONAL THAT THEY. WOULD IF WE DIDN'T HAVE THOSE EXTRA CURRICULAR ACTIVITIES. THANK YOU. THANK YOU. IS THERE ANYONE ELSE? SEEING ANY HAND. YEAH.
WAS BAILED. SCHOOL IS CONCERNED. I KNOW THAT THERE WAS, YOU KNOW, OBVIOUSLY THEY WON'T PARTICIPATE IN SPORTS, AND WE'RE NOT. BUT AS FAR AS YOU KNOW, UM, DANCES OR, YOU KNOW.
SCHOOL SPEAR EVENTS WILL THOSE BE AFFECTED AS WELL? THANK YOU. PHOEBE, THIS IS MICHAEL BYRNE AGAIN. SO. UM STUDENTS WOULD BE ELIGIBLE TO GO TO A DANCE, FOR EXAMPLE, JUST LIKE THEY WOULD AS A GUEST. SO LET'S SAY A STUDENT. UM. LIVES IN THE BOSTON DISTRICT WANTED TO GO TO THEIR HOMECOMING DANCE. THEY CERTAINLY CAN GO AS A GUEST, JUST LIKE THEY WOULD TO ANY SCHOOL. IN TERMS OF WHAT? SWAN CREEK HABIT, DAVE. I THINK ANYTHING'S POSSIBLE. UM YOU KNOW WHAT WE'VE BEEN REALLY AT THE MACRO LEVEL OF PLANNING WERE BUT JUST KIND OF GETTING DOWN TO A LOT OF THE FINER DETAILS OF THE SCHOOL. AND I KNOW MR D LEVEL IS REALLY OPEN TO ANY POSSIBILITY. SO UM, THEY CAN CERTAINLY ATTEND DANCES AND SUCH. IT JUST WOULDN'T BE AS A MEMBER OF ANOTHER SCHOOL, IT WOULD BE AS A GUEST. OF, UM. PERHAPS THEIR PREVIOUS SCHOOL OR THE SCHOOL THAT THEY WOULD BE DISTRICTED TO OKAY. THANK YOU. YEAH. ANYONE ELSE? PLEASE RAISE YOUR HAND. DON'T SEE ANY HANDS RAISED DOCTOR BOTH. LIKE MOVE WE CAN MOVE TO THE NEXT
[F. Decision on the 2021 Educational Facilities Master Plan and Comprehensive Maintenance Plan]
AGENDA ITEM, MR BROWN. BRING BACK THE EDUCATIONAL FACILITIES MASTER PLAN FOR A DECISION FROM THE BOARD. YES. GOOD EVENING AGAIN. CORNELL BROWN, ASSISTANT SUPERINTENDENT FOR OPERATIONS.JOINING ME IS MR CHRISTOPHER MORE IN OUR SUPERVISOR PLANNING CONSTRUCTION. AND I MISS MISS YOU. VALENTINO, OUR FACILITY PLANNER. AS YOU'RE AWARE, OUR EDUCATIONAL FACILITIES, MASTER PLAN AND OUR COMPETENCE OF MAINTENANCE PLAN. UM. YOU KNOW, WE COME TO THE BOARD EVERY YEAR BECAUSE THE STATE REQUIRES THAT ELIA SUBMIT THEIR DOCUMENTS FOR APPROVAL. THE EDUCATIONAL FACILITY'S MASSIVE PLAN IS DUE TO THE TO THE STATE. BY JULY ONE. AND OUR COMPREHENSIVE MAINTENANCE PLAN. UM, HIS DUE TO THE STATE BY OCTOBER, THE FIRST. SO WE CAME FOR A BOARD.
UM, YOU KNOW, PREVIOUSLY AND IF YOU CAN GO BACK, MISSY. AS WE HAD DISCUSSED OUR EDUCATIONAL FACILITY'S MASSIVE PLAN OUR COMPETENCE OF MAINTENANCE PLAN ARE BASED ON THE BEST INTERESTS OF OUR STUDENTS. WE HAVE FACILITIES AND PLANNING CONSTRUCTION STAFF WHO WOULD
[01:35:04]
WORK WITH OUR INSTRUCTIONAL, UM, DEPARTMENTS TO MAKE SURE THAT OUR, UM PROJECTS IN OUR FACILITIES I'M FOCUS ON. ON THE BOARD OF EDUCATION, STRATEGIC PLAN. GOAL. UH, NUMBER FOUR, WHICH IS PROVIDING SAFE AND SECURE, HEALTHY LEARNING ENVIRONMENTS. MORE EDUCATIONAL FACILITIES. MASTER PLAN. IT JUST HELPS US. UM NO PLAN FOR FUTURE IMPROVEMENTS, MAKING SURE THAT YOU KNOW WE HAVE THE BEST LEARNING ENVIRONMENT. OUR COMPREHENSIVE MAINTENANCE PLAN.HOPE GOD, OUR MAINTENANCE OF OUR FACILITIES OF THESE TWO TOGETHER AND HELP INFORM OUR CAPITAL IMPROVEMENT PROGRAM AND WE'LL BE BACK. YOU KNOW, IN FRONT OF THE BOARD. LATER ON THIS SUMMER AND EARLY FALL ON TO DISCUSS OUR NEXT FY 23 C I. P NEXT LINE. THE MAIN MEAT OR THE MAIN ACTION THAT WE'RE ASKING OF THE BOARD. UM. IS TO LOOK AT OUR, UM, TIMELINE FOR CAPITAL PROJECTS. WITHIN OUR EDUCATIONAL FACILITIES MASTER PLAN. THE STATE REQUIRES THAT WE GIVE THEM HIGH LEVEL EXPECTATIONS. AS FAR AS, UM YOU KNOW WHEN WE'RE GOING TO SCHEDULE OUR CAPITAL PROJECTS AS YOU'RE AWARE, JOPPATOWNE HIGH SCHOOL LIMITED RENOVATION PROJECT IS CURRENTLY UNDERGOING RENOVATIONS. AND WE EXPECT THAT IN THE 22 23 SCHOOL YEAR, THAT PROJECT WILL BE COMPLETED. LATER ON THIS EVENING, WE'LL BE BRINGING TO THE BOARD ARE, UM, EDUCATIONAL SPECIFICATIONS FOR THE HOMESTEAD WAKEFIELD ELEMENTARY PROJECT. THE BOARD TOOK ACTION UNDER THE CONSENT AGENDA TO APPROVE. CONTRACT FOR DESIGN SERVICES FOR HOMESTEAD WAKEFIELD. THE BALANCING ENROLLMENT INITIATIVE. NOT ONLY THAT WE ENGAGE FLOW ANALYTICS TO ASSIST US AND ANALYZING STUDENTS MOMENT. UM BUT THEY HAVE SUB CONSULTANTS WHO ARE WORKING WITH US. TO LOOK AT THE HOMES THAT WAKE THE ELEMENTARY SCHOOL PROJECT. UM, AND THE EDUCATIONAL SPECIFICATIONS AS A RESULT OF THAT, UM, AND EARLIER THIS YEAR, THE BORDER DID APPROVE THE SCOPE. STUDY FOR THE HOMES THAT WAIT FOR YOUR PROJECT. AS MENTIONED AT OUR LAST BOARD MEETING ON THE BOARD DID ASK THAT WE, UM REVALUATE THE LOCATION FOR THE NEW JOHN ARCHER SCHOOL. SO WE ARE FINALIZING, YOU KNOW THAT EVALUATION AND WE'RE VETTING.
UM YOU KNOW THAT THE RESULTS OF OUR STUDY WITH OUR SPECIAL ED DEPARTMENT AND. WITH THE ADMINISTRATION AT JOHN ARCHER SCHOOL. SO WE'RE GOING TO, YOU KNOW, TIE TIDY UP THAT YOU KNOW AND THEN COME BACK TO THE BOARD AFTER WE HAVE A DISCUSSION WITH THE SUPERINTENDENT, UM, TO SEE HOW WE WOULD LIKE TO MOVE FORWARD WITH THE RECOMMENDATION. AND AFTER THAT, JOHN ARCHER, CURRENTLY WILLIAM PINK ELEMENTARY, UM, IS THE NEXT SCHOOL. UM, THAT IS ON THE.
THE NEXT PRIORITY IN OUR CAPITAL PROGRAM. AND. SCHOOLS AFTER THAT, HAVE NOT, UM, YOU KNOW, THEN PRIORITIZED AS WE HAD MENTIONED PREVIOUSLY, THE STATE IS FINALIZING THEIR FACILITIES ASSESSMENT WE HOPED AT THE END OF THIS COUNT OF THE YEAR WILL HAVE INFORMATION FROM THEM. THAT WILL HELP US. UH, TAKE A LOOK AT. THE NEXT GENERATION OF SCHOOL PROJECTS AND THEN AND NEXT YEAR'S EDUCATIONAL FACILITIES. MASTER PLAN WILL HAVE SOME ADDITIONAL INFORMATION THAT WE COULD PRESENT TO THE BOARD THAT COULD YOU KNOW, SHOW. WHAT THE NEXT PROJECT WILL BE AFTER WILLIAM PICKER OLD POST ELEMENTARY NEXT SLIDE. COMPREHENSIVE MAINTENANCE PLAN. IS THE SECOND DOCUMENT THAT WILL BE ASKING THE BOARD. UH, YOU KNOW TO APPROVE TODAY. UM, THE COMPREHENSIVE MAINTENANCE PLAN IS A TOOL THAT HELPS, UH, YOU KNOW. PROVIDE OUR BUILDINGS WITH EFFICIENCY. UM, IT LAYS OUT OUR MAINTENANCE PLANNED FOR NOT ONLY OUR BUILDINGS, BUT ARE GROUNDS AND ARE FIXED EQUIPMENT. JUST MAKE SURE THAT WE'RE OPERATING ALL OF THOSE, UM, WITHIN SAFETY STANDARDS. UM, THAT PROVIDES INFORMATION.
UM THAT SHOWS HOW WE SHOULD USE OUR FACILITY. SO UM, THERE WITHOUT DISRUPTION TO THE EDUCATIONAL PROGRAM. I MEAN, IT REALLY IS PLANNING TO THAT, UM, JUST HELPS US SCHEDULE REPAIRS AND PREVENTIVE MAINTENANCE. WE HAVE AN ENERGY CONSERVATION PROGRAM TO MAKE SURE THAT, UM WE ARE OPERATING EFFICIENTLY. AND IT GIVES US JUST A OUTLINE OF THE MAINTENANCE REQUIREMENTS AND HELPS US TO BUILD OUR OPERATING BUDGET. BECAUSE, AS DISCUSSED, UM. NO AT OTHER
[01:40:02]
BOARD MEETINGS ARE OPERATING IN OUR CAPITAL PROGRAM, UM, IS LINKED. SO A LOT OF WHAT WE DO ON A CAPITAL, UM, SIDE OF THE HOUSE INFLUENCES, UM, OUR BUDGET REQUIREMENTS ON THE OPERATING INSIDE THE HOUSE AND VICE VERSA WHEN WE PLAN. FOR MAINTENANCE PROJECTS. WE ALWAYS HAVE TO, YOU KNOW, TAKE A LOOK AT OUR CAPITAL PROGRAM TO MAKE SURE THAT WE'RE ADDRESSING THINGS ON BOTH SIDES. SO WITH THAT. THAT IS JUST OUR OUR BRIEF. UM, YOU KNOW, PRESENTATION FOR THIS EVENING. AND WE CAN OPEN IT UP FOR ANY QUESTIONS AND DISCUSSION, AND THE SUPERINTENDENT RECOMMENDS THAT THE BOARD OF EDUCATION ENDORSED THE 2021 EDUCATIONAL FACILITIES MASTER PLAN. IN THE 2021 COMPREHENSIVE MAINTENANCE PLAN FOR SUBMISSION TO THE STATE. YEAH. ARE THERE ANY QUESTIONS? AND ANY QUESTION FROM LIFT THE BRANCH. DIFFERENT RACHEL. I JUST WANTED TO ASK ONE QUESTION, AND I KNOW THAT CORNELL AND CHRIS YOU BOTH ACTUALLY ANSWERED IT FOR ME IN THE PAST, BUT. AND I SWEAR I DO KNOW THE ANSWER, BUT I WANT TO MAKE SURE THAT OTHER PEOPLE HEAR THE ANSWER A NUMBER OF OUR SPEAKERS TONIGHT. UM WHO WERE TALKING TO US. WE'RE SUGGESTING THAT THE U S PLAN WOULD BE TO JUST BUILD SOME MORE SCHOOLS.AND I KNOW THAT THAT IS NOT HOW IT ALL WORKS. AND THAT IS NOT AS EASY AS IT SEEMS. COULD YOU JUST REALLY BRIEFLY? TALK ABOUT WHY THAT IS NOT AN OPTION FOR US TO SOLVE THESE PROBLEMS THAT WE'RE HAVING WITH OVERCROWDING UNDER CROWNING, ETCETERA, AND WHY WE'RE DOING THE REDISTRICTING PLAN. YES, I'LL START OFF AND I KNOW YOU KNOW, MISS HE SHOULD JUMP IN, UM, TO KIND OF FILL IN THE GAPS. UH BUT THE BALANCING ENROLLMENT IS, UM. AND EFFORT THAT WE NEED TO FOCUS ON FOR, UM, FOR THE NOW, UM, MOVING FORWARD WITH NEW SCHOOL CONSTRUCTION IS AN OPTION, BUT THAT'S LONG TERM PLANNING. UM AND WE. UM, DO PLAN TO COME TO THE SUPERINTENDENT WITH RECOMMENDATIONS FOR NEW SCHOOL CONSTRUCTIONS. MAYBE SOME ADDITIONS TO DEAL WITH ANY GROWTH THAT WE SEE COMING DOWN THE PIPELINE. UM BUT BEFORE.
THE STATE WOULD ACTUALLY, UM FUND. ANY CAPACITY PROJECTS. UM FOR OUT YEAR GROWTH. THEY WANT TO MAKE SURE THAT LOCAL EDUCATION AGENCIES LOOK AT THEIR EXISTING INVENTORY TO BALANCE ENROLLMENT FIRST AND TAKE ADVANTAGE OF THE AVAILABLE SEATS. I'M THROUGHOUT YOUR DISTRICT. SO IF YOU HAVE A SCHOOL THAT'S 110% CAPACITY, THEN YOU HAVE A SCHOOL. THAT'S 70% CAPACITY. THEY WOULD LIKE TO SEE HOW YOU CAN BALANCE ENROLLMENT FIRST BECAUSE FUNDING IS TIED. TO CAPACITY AND ENROLLMENT AND WE WERE IN, UM WREAK THE BENEFITS OF ALL THE STATE FUNDS THAT WE COULD GET FOR SCHOOL CONSTRUCTION PROJECT. IF WE DID NOT BALANCE ENROLLMENT. UM NOW, WHEN, WHEN YOU START TO LOOK AT WHAT WE'VE DONE IN THE PAST, IN 2000 AND 10 WHEN WE MOVE FORWARD WITH, UM UM, THE BALANCE ENVIRONMENT FOR ELEMENTARY SCHOOLS. WE BUILT RED PUMP ELEMENTARY THAT CAME ONLINE. UM, WE EXPANDED THE CAPACITY OF DEERFIELD AND WE DID HAVE AN ELEMENTARY SCHOOL THAT WAS SLATED TO COME ON LINE WITH RED PALM. BUT WE GOT CAUGHT INTO THE RECESSION, AND THEN IT BECAME A FISCAL ISSUE, A BUDGET ISSUE AND THE COUNTY COULDN'T SUPPORT BUILDING RED PUMP AND CAMPUS HILLS. SO CAMPUS HILLS WAS WAS PUT ON HOLD BECAUSE OF FISCAL REASONS. SO NOW, UM. YOU KNOW THE COUNTY, YOU KNOW, DID RECOVER AND WE STARTED CONSTRUCTION ON PROGRAM, BUT IT WASN'T FUNDING TO SCHOOLS AT THE TIME. IT WAS JUST FUNDING ONE SCHOOL. AT THE TIME, SO WE MOVE FORWARD WITH YOUTH BENEFIT OF THAT WAS A YOU KNOW, RENOVATION PROJECT. UM AND SOON WE'RE HAD FROM HOMESTEAD WAKEFIELD AND IF WE WERE TO INTRODUCE. A NEW SCHOOL. THEN WE WILL HAVE TO LOOK AT OUR PRIORITIES GO BACK TO THE STATE AND SAY OKAY INSTEAD OF, FOR EXAMPLE, INSTEAD OF HOMES THAT WAKEFIELD BECAUSE WE ONLY GET BUT SO MUCH FUNDING. WE REALLY HAVE A CRITICAL NEED NOW FOUR.
YOU KNOW, UM, CAMPUS HILLS RIGHT NOW. BUT THEN THEY WOULD SAY, WELL, WHAT ARE YOU, YOU KNOW YOU'RE DOING ANY BALANCING ENROLLMENT LIKE YOU DID IN 2000 AND 10, SO THAT WOULD HAVE TO BE ALIGNED AND MOVE FORWARD TOGETHER. SO. UM THE FIRST STEP IS TO LOOK AT BALANCING
[01:45:01]
ENROLLMENT. BUT FOLKS JUST NEED TO UNDERSTAND THAT. UM BUT THE FUNDING IS 2021 NOW. AND UM, YOU KNOW, WE'RE JUST RECOVERING FROM, UM, YOU KNOW, ARE. YOU KNOW, FISCAL TROUBLES JUST A FEW YEARS AGO. UH SO. IT'S NOT SOMETHING THAT WE WOULD DO TODAY, BUT IT'S DEFINITELY SOMETHING THAT WE WERE PROPOSED TO THE SUPERINTENDENT TO THE TO THE BOARD TO THE COUNTY EXECUTIVE INTO THE STATE. MOVING FORWARD. NO, NO, MISSY HAD ANYTHING. UM, I DID A GREAT JOB DISCUSSING IT. REALLY IT'S JUST, ER, REMEMBERING THAT WE ALSO HAVE A LOT OF SYSTEMIC NEEDS AND OUR STATE FUNDING IS LIMITED. UM SO WE HAVE TO BALANCE SYSTEMIC NEEDS THE NEEDS FOR NEW BUILDINGS AND THEN YOU KNOW OUR REPLACEMENT SCHOOLS, ALONG WITH THE CAPACITY NEEDS THE COUNTY. UM SO WHEN THE STATE LOOKS AT FUNDING, IT'S DIRECTLY RELATED TO THE NUMBER OF STUDENTS SEATS IN A BUILDING AND ADJACENT BUILDINGS, SO WE STILL HAVE EMPTY. SEAT AND THEN ADJACENT FACILITY THAT IS REMOVED FROM THE NUMBER THAT THE STATE WILL FUND FOR A TOTAL OVERALL FUNDING AND BY STUDENTS SEEDS THAT DIRECTLY RELATES TO SQUARE FOOTAGE CALLS. THANK YOU, MISSY. THANK YOU, CORNEL. UM. BASICALLY BECAUSE WE PEOPLE DID GET USED TO AT A CERTAIN POINT, IT SEEMS, YOU KNOW, BUILDING THE TRUTHFUL THAT THE TIME AND IT WAS NICE WHILE IT HAPPENED. UNFORTUNATELY THAT DID PUT THE COUNTY IN A BIT OF A. GREAT JACKET WHEN IT CAME FOR THE, UH, WHEN THE MONEY ALL KIND OF FELL APART, SO NOW WE HAVE A FISCALLY CONSERVATIVE COUNTY EXECUTIVE WHO HAS BEEN VERY, VERY GOOD TO THE SCHOOL SYSTEM.AND VERY HELPFUL IN FUNDING. EVERYTHING INCLUDING THE NEW HAVE A DEGREE IN HIGH SCHOOL, WHICH WE HAVEN'T TALKED ABOUT VERY MUCH BUT IS BEAUTIFUL AND NEW AND SHINY. UM AND WE'RE IN A SITUATION WHERE THIS IS THE FIRST YEAH. IT'S REDISTRICTING, MAKING SURE THAT OUR BUILDINGS ARE AT THE CAPACITY WE NEED THEM TO BEFORE THEY WILL. EVEN THE STATE WILL EVEN CONSIDER HELPING US FUND. THEY ONLY CARRY A SMALL PORTION OF IT LIKE LIKE MISSY WAS SAYING THEY ONLY CARRY A SMALL PORTION OF ITS FUNDING FROM THE STATE IS LIMITED. IT REALLY IS. COUNTY DRIVEN. YEAH AND THAT'S A GREAT POINT. BECAUSE WHEN, UM THE PREVIOUS ADMINISTRATION WAS MOVING FORWARD WITH TWO SCHOOL PROJECTS AT A TIME. THE COUNTY WAS FORWARD FUNDING PROJECTS.
STATE WAS ONLY FUNDING ONE PROJECT AT A TIME WHEN THE COUNTY WAS TAKEN ON 100% OF THE BURDEN WITH THE UNDERSTANDING THAT IN FUTURE YEARS WE WOULD GO BACK TO THE STATE AND ASK FOR REIMBURSEMENT. SO WE IT WAS A CATCH UP GAME. SO IF THE COUNTY WAS TO GO AHEAD AND FUN TO PROJECTS AT A TIME, THE STATE WOULDN'T BE ABLE TO KEEP UP WITH THAT, WITH THE SCENT WITH THE CURRENT LEVEL OF FUNDING, UM, THAT THEY'VE AIR MARKED AND ALLOCATED FOR SCHOOL CONSTRUCTION. NOW THEY ARE TALKING ABOUT, YOU KNOW, OTHER FUNDING SOURCES, BUT THAT HASN'T BEEN, UM, YOU KNOW, FULLY EXPLAINED TO US ON HOW THEY'RE GOING TO DO THAT YET.
BUT WHEN WE WERE. BUILDING TWO SCHOOLS AT A TIME IT WAS ONE SCHOOL 100% ON THE BACK OF LOCAL TAXPAYERS, AND THEN THE OTHER SCHOOL. UM WAS THE SHARED. UM, YOU KNOW, PROJECT WHERE THE STATE ACTUALLY, UM TAKES ON ITS PORTION FOR CONSTRUCTION AND CONSTRUCTION ONLY BECAUSE THE COUNTY PAYS FOR YOU KNOW ALL THE SOFT COST THE DESIGN SERVICES CONSULTANT SERVICES.
NO, THOSE TYPE OF THINGS. UM, SO IT IS HARD TO SAY, LET'S DO A HOMESTEAD WAKEFIELD AND A CAMPUS HILLS AT THE SAME TIME, BECAUSE THEN WE WILL HAVE TO DETERMINE. WHICH SCHOOL WILL PAY FOR THROUGH LOCAL FUNDS ONLY, AND IT'S POSSIBLE BUT, UM, THAT'S SOMETHING WE NEED TO, YOU KNOW, UM, ENGAGE OUR LOCAL FISCAL AUTHORITIES TO SEE. YOU KNOW WHAT THEY CAN HANDLE, FISCALLY. RIGHT. AND OF COURSE WHAT'S COMING OUT WITH THE PANDEMIC? NO COMING OUT OF THIS AND. BEING VERY CAREFUL AND BEING FISCALLY RESPONSIBLE AS THEY HAVE BEEN, YOU KNOW, THAT'S NOT SOMETHING THAT'S REALLY REALISTIC FOR US TO BE ASKING FOR RIGHT NOW. WE NEED TO WORK WITH WHAT WE HAVE. AND. REDISTRICT AS NEEDED, WITH MOVING THE LEAST AMOUNT OF KIDS AS WE POSSIBLY CAN. THANK YOU. YOU'RE WELCOME. PLEASE RAISE YOUR HAND. MAY I HAVE A MOTION? EXCEPT THE SUPERINTENDENT RECOMMENDATIONS. THIS IS DAVID. I MOVE THAT WE ACCEPT THE

RECOMMENDATION ON THE EDUCATIONAL FACILITIES MASTER PLAN. THIS IS CAROL A SECOND.ANY DISCUSSION. AMEND THE. MOTION TO INCLUDE THE COMPREHENSIVE MAINTENANCE PLANT SINCE THOSE TWO PARTS ARE UP TOWARD ADOPTION THIS EVENING. SURE. MHM. I NEED TO WITHDRAW THE MOTION OR JUST UPDATED. HER FATHER? YEAH. 20 FAST. SORRY. PRESIDENT ROBINSON. YES, SIR.
YES. THINK THAT. YOU CAN JUST WITHDRAWAL, EMOTION IN RESTATED, AS SUGGESTED BY THE SUPERINTENDENT. YEAH. OKAY, THIS IS DAVID. I WITHDRAW MY MOTION. UM. AND I MAKE A NEW MOTION. I MOVE THAT WE ACCEPT THE RECOMMENDATION FOR THE EDUCATIONAL FACILITIES MASTER PLAN AND THE COMPREHENSIVE MAINTENANCE PLAN. THIS IS CAROL. I'LL SECOND STAGE ONE.
ANY DISCUSSION OF YOUR ADDRESS, SAYING, MAN, MISS ROLAND. YES. IT'S KARWACKI. I'LL COME BACK.
YES THANK YOU. MR WALKING. MISS KELLY. YEAH. DOCTOR MILLER? YES. PHILLIPS. YES. MR RICCARDI. YES. MISS BAILEY? YES. VICE PRESIDENT GODOY YEAH. EVIDENT. ROBINSON. YES. MOTION PASSES UNANIMOUSLY. THANK YOU NEXT ITEM ON THE AGENDA OF THE DECISION. AND THE EDUCATIONAL
[G. Decision on the Education Specification for the Homestead/Wakefield Elementary Replacement School]
SPECIFICATION FOR HOMES THAT WAY THROUGH ELEMENTARY, MR BROWN. YES CORNELL BROWN ASSISTANT SUPERINTENDENT OPERATIONS AGAIN, AND JOINING ME IS MR MORTON, OUR SUPERVISOR, PLAYING CONSTRUCTION AND MISS MISSY VOLUNTEER OR FACILITY PLANNER. UM. THIS VALENTINO.SHE'LL LEAD US AND TONIGHT PRESENTATION ON EDUCATIONAL SPECIFIC CASES FOR HOMESTEAD.
I'LL WAIT FOR ELEMENTARY SCHOOL. UM, I JUST WOULD LIKE TO REMIND THE BOARD, UM THAT IT'S BEEN 10 YEARS SINCE WE RECEIVED LOCAL PLANNING, UH, FROM THE STATE FOR THE HOME STATE WAIT FOR A PROJECT. SO AS MENTIONED EARLIER IN TODAY'S MEETING, THE BOARD DID APPROVE A CONTRACT FOR FLOW ANALYTICS FOR BALANCING ENROLLMENT. UM AND. IN THAT ONE DELIVERABLE AN ADDITIONAL DELIVERABLE THEY HAD WAS TO UPDATE THAT SCOPE. STUDY FOR HOMESTEAD WAKEFIELD. SO FED AT THE BOARD MEETING ON FEBRUARY THE 22ND. THE BOARD APPROVED OPTION THREE. UM. OF THAT UPDATED SCOPE STUDY TO COMPLETELY REPLACE THE HOMESTEAD WAKEFIELD ELEMENTARY SCHOOL. ON THE SIDE OF THE WAKEFIELD BUILDING. UM AND SO, MISS MISS VALLEY, TOO, YOU KNOW IS GOING TO WALK US THROUGH EDUCATIONAL SPECIFICATIONS AND WE'RE LOOKING FOR THE BOARD'S APPROVAL OF THIS DOCUMENT, SO WE COULD I'M SUBMITTED TO THE STATE AND CONTINUE WITH THE PROJECT. THANK YOU. MHM. SO JUST A LITTLE BIT OF UPDATES. SINCE WE WERE LAST IN FRONT OF THE BOARD WITH THE HOMESTEAD WAKE THE ELEMENTARY SCHOOL PROJECT WITH THE SCOPE STUDY.
UM WE DID RECEIVE LOCAL PLANNING APPROVAL FROM THE STATE ON MAY 27TH, WHICH.
BASICALLY MEANS THAT THEY'RE SUPPORTING THIS PROJECT AND FUNDING OF THIS PROJECT MOVING FORWARD. UM, AND WE'VE ALSO STARTED AND WORKED THROUGH THE EDUCATIONAL SPECIFICATIONS PROCESS AND REALLY, THE EDUCATIONAL SPECIFICATIONS DEFINES, UM, THE EDUCATIONAL ENVIRONMENT AND NEEDS FOR THE ARCHITECT TO MOVE FORWARD WITH PLANNING THE FACILITY. UM THROUGH THIS PROCESS. WE LOOK AT THE STUDENT'S NEEDS THAT INCLUDES CLASSROOMS, UM, SUPPORT SERVICES, SPECIAL EDUCATION SERVICES HEALTH. WE ALSO LOOK AT PARTNERSHIPS WITH THE PARENTS AND THE COMMUNITY. ALSO WITH PARKS AND RECREATION, UM PARKS AND RECREATION ARE CONTRIBUTING TO BUILD A LARGER 6000 SQUARE FOOT GYMNASIUM AND THEY HAVE SCHEDULED WE HAVE A LETTER OF SUPPORT SCHEDULING $700,000. INTO THEIR FY 24 CAPITAL. REQUEST TO, UM, TO
[01:55:04]
HELP CONTRIBUTE TO THAT PROCESS. WE ALSO LOOK AT LESSONS LEARNED RECENTLY WE COMPLETED IN ELEMENTARY SCHOOL PROJECT AT YOUTH BENEFIT ELEMENTARY SCHOOL, WHICH IS A VERY SIMILAR PROJECT. UM SO WE WENT BACK TO THAT PROJECT AND LOOKED AT OUR SUCCESSES. UM AND ALSO HOW WE CAN IMPROVE UPON WHAT WAS TAKING PLACE THERE. OF COURSE, TECHNOLOGY IS ALWAYS EVOLVING, UM, ITS USE IN THE CLASSROOM AND THIS YEAR WITH COVID 19. WE WERE ABLE TO TAKE A SECOND. LOOK AT THAT. AND THEN WE'RE ALSO LOOKING AT FLEXIBILITY. AND THIS IN A SPACE THESE BUILDINGS ONCE THEY'RE BUILT LAST MANY YEARS. AND THIS SPACE NEEDS TO BE ABLE TO BE FLEXIBLE ENOUGH THAT THEY CAN BE USED FOR MULTIPLE PURPOSES AND MULTIPLE TEACHING METHODS MOVING FORWARD. I'M NOT GOING TO GO INTO THIS TOO MUCH, BUT THERE WERE MANY PEOPLE THAT PARTICIPATED IN THE EDUCATIONAL SPECIFICATION PROCESS. UM THERE WERE PEOPLE FROM CENTRAL OFFICE AND. THERE WERE PEOPLE MANY OF THE TEACHERS FROM THE SCHOOL WERE ABLE TO PARTICIPATE, OF COURSE, PRINCIPAL AND, UM. ASSISTANT PRINCIPALS. UM SO WE'VE HAD A LOT OF CONTRIBUTIONS THROUGHOUT THE PROCESS. WE HAD OUR KICKOFF MEETING ON MARCH 25TH BETWEEN MARCH 25TH AND MAY 19TH. WE'VE HELPED MANY WORK SESSIONS. UM. KIND OF SMALL GROUP WORK SESSIONS WORKING WITHIN EACH DIFFERENT DEPARTMENT. UM MEETING WITH TEACHERS AND PARENTS AND TO GET THEIR INPUT ON WHAT'S REALLY NEEDED IN THESE SPACES, AND THEN WE ARE HERE TONIGHT, UM, TO PRESENT AND ASK FOR APPROVAL FOR SUBMISSION TO THE STATE BY JULY ONE. SOME OF THE MAJOR OUTCOMES FROM THIS PROCESS THAT ME YOU MAY SEE A DIFFERENCE FROM THIS THAN THAN MORE RECENT SCHOOLS, OF COURSE, TECHNOLOGY. WE DO HAVE 1 TO 1 DEVICE IS NOW SO WE'RE LOOKING TO INCORPORATE MORE OF THAT INTO THE CLASSROOM DESIGN. WITH THE MEDIA CENTRE.OUR LESSONS LEARNED AT, UM, USE BENEFIT WAS THAT WHEN YOU'RE ACCOMMODATING A LARGE POPULATION OF STUDENTS IN ONE BUILDING. SUCH AS THE USE BENEFIT PROJECT AND THE HOMESTEAD WAKEFIELD PROJECT. UM, THAT REALLY NEED TO CONSIDER THE LAYOUT OF THE MEDIA CENTRE SO THAT THEY CAN HAVE MULTIPLE CLASSES IN THERE AT A TIME AND ABLE TO CHECK BOOKS OUT. UM, WE'RE ALSO RE LOOKING AT TEACHER PLANNING AREAS AND WORK RINSE AND THAT'S KIND OF ASSOCIATED WITH THIS SPECIAL EDUCATION AND PULL OUT SPECIES. THIS ONE WAS ANOTHER LESSONS LEARNED AFTER MEETING WITH. UM, THE HUGE BENEFIT ELEMENTARY SCHOOL. AND THE TEACHER PLANNING AREAS IN THAT SCHOOL ARE CURRENTLY BEING UTILIZED MORE FOR SPECIAL EDUCATION PULLOUT SPACES BECAUSE THE BUILDING SO LARGE, IT'S DIFFICULT TO BRING STUDENTS FROM ONE END OF THE BUILDING TO ANOTHER IN A TRADITIONAL. SET UP WE WOULD HAVE ONE AREA THAT WOULD BE CONSIDERED SPECIAL EDUCATION, LOUD SPACES. AND SO THE CONCEPT HERE MOVING FORWARD WAS TO TAKE SOME OF THE SPACES FROM THE PLANNING AREAS. MOST OF THE PLANNING TAKES PLACE IN THE CLASSROOM AND MAKE THEM A LITTLE SMALLER WORK ROOMS FOR EACH GRADE LEVEL, SO THEY'LL STILL HAVE THE. AREA FOR SMALL, SMALL GROUPS AND, UM. YOU KNOW THEY'RE COPY MACHINES AND, UM, STORAGE OF ANY OF THEIR SUPPLIES AND THINGS LIKE THAT.
BUT THE REST OF THE SPACE THAT WOULD TYPICALLY GO TOWARDS THAT TEACHER, UM, PLANNING AREA COULD BE USED FOR SPECIAL EDUCATION PULL OUT SPACES BY GRADE LEVEL. AND RIGHT THERE ASSOCIATED WITH THAT GRADE LEVEL. WE ALSO BECAUSE OF THE SIZE OF THE SCHOOL, UM, LOOK AT THE DISTRIBUTION OF THESE SPACES AND STUDENT SERVICES THROUGHOUT THE BUILDING, SO STUDENTS ARE NOT WALKING FROM ONE END TO THE OTHER THAN TAKING MORE TIME OUT OF THEIR DAY. UM, IN THE CLASSROOM. THIS IS A SUMMER OF SPACE AND I WON'T GO INTO EVERY DETAIL OF IT, OF COURSE, THE LARGEST SPACES ARE THE CLASSROOM OF 42,000, UM 250 SQUARE FOOT. THE TOTAL NET PROGRAM SPACE IS 93,902 SQUARE FOOT, WITH A TOTAL ESTIMATED FIRST OF 6 129,009 AND THE DIFFERENCE THERE'S REALLY THINGS LIKE HALLWAYS, BATHROOMS, THINGS LIKE THAT THAT ARE NOT ACCOUNTED FOR. UM IN THE EDUCATIONAL SPACE HAS LISTED ABOVE. UM THE CAPACITY OF THE FACILITY WILL BE 1100 STUDENTS FOR THE STATE RATED CAPACITY.
THIS IS AN ESTIMATE BASED ON THE PLANS. IT HAS TO BE APPROVED BY THE MARYLAND DEPARTMENT OF PLANNING. UM BUT IT INCLUDES THREE UH, SPECIAL EDUCATIONAL, REGIONAL EARLY INTERVENTION PROGRAM CLASSROOMS AND THEN A GENERAL EDUCATION PRE K CLASSROOM. EIGHT
[02:00:05]
KINDERGARTEN CLASSROOM AND THEN SEVEN. GENERAL CLASSROOMS FOR GRADES ONE THROUGH FIVE FOR EACH GRADE LEVEL. UM AND REALLY YOU SEE A BROKEN OUT HERE BUT BASICALLY THE SIZE OF THE CLASSROOM AND THE BATHROOM IN THE CLASSROOMS WITH DIFFERENTIATES BETWEEN THE PRIMARY AND INTERMEDIATE GRADES. WE ALSO HAVE BUILT IN AND THIS IS ALSO AT YOUTHS BENEFIT ELEMENTARY, THE FLEX CLASSROOMS, SO WE HAVE ONE FOR THE PRE K CAME PRIMARY AND AGAIN. THE DIFFERENCE HERE IS IT INCLUDES A BATHROOM AND THE LARGER SIZE. AND THEN TO FLEX CLASSROOMS FOR THE INTERMEDIATE GRADE. AND THAT'S ALL. UM, I. GOING TO ANSWER ANY QUESTIONS THAT YOU HAVE ABOUT THE PROCESS AND YEAH. MEMBERS. DO YOU HAVE ANY QUESTIONS? REGARDING THIS PARTICULAR PRESENTATION. DR BAO. THANK YOU. UM, THIS IS A SMALL CURIOSITY QUESTION. ARE SOME OF THESE CATEGORIES DEFINED BY THE STATE. I'M LOOKING AT THINGS LIKE PRIMARY GRADE THREE BEING SEPARATED OUT FROM GREAT FOREIGN FIVE. SO WE ALWAYS REFER TO THE PRIMARY GRADES FIRST THROUGH THIRD, UM THE REASON IT'S SEPARATED OUT, AND MY SUMMARY IS BECAUSE HERE THE THIRD GRADE WILL BE IN THE CURRENT. UH SCHEMATIC IS ON THE SECOND FLOOR OF THE BUILDING.OKAY. THANK YOU. MR CARTY. THANK YOU, PRESIDENT ROBINSON AND I'M JUST GOING TO REALLY IN A CONVERSATION THAT MISSY AND I HAD EARLIER TODAY, AND IT'S JUST A CONCERN. IT REALLY HAS NOTHING TO DO WITH YOUR PRESENTATION THIS EVENING. IT HAS MORE TO DO WITH.
ENROLLMENT, AND I JUST WANTED TO GO ON RECORD WITH THIS THAT THE CAPACITY OF HARFORD EXCUSE ME, HOME SAID WAIT. FEEL AT 1100 STUDENTS. IS CONCERNING WITH 20 22ND 2026 PROJECTIONS.
OF, UH. 1116. SO WE'RE HEADING TOWARDS OVERCAPACITY IN FEW SHORT YEARS. I KNOW THAT OVER HAS HAD AN IMPACT OF A DECREASED POTENTIAL AND MOMENT. BUT MY CONCERN IS AS WE GET BACK TO NORMAL, WE WILL BE BACK TO NORMAL, AND IN THAT NUMBER OF YEARS WE COULD BE QUICKLY LOOKING AT OVER CAPACITY FOR THE SCHOOL ALREADY, WHICH IS. DEFINITELY SOMETHING THE PUBLIC IS NOT GOING TO BE ANXIOUS TO, UM, ADDRESS AGAIN, AND I APPRECIATE OUR CONCERNS AS A SCHOOL SYSTEM TO REALLY BEING MINDFUL AND WATCH ENROLLMENTS. AT ALL SCHOOLS, BUT WE ARE HEADING FOR OVERCAPACITY. AND WELCOME TO RESPOND. MISSIER CORNELL, I JUST WANTED TO MAKE THAT STATEMENT. AND I JUST I JUST WANT TO MAKE THAT CLEAR THAT THAT'S BASED ON CREE. UH HUH. ANY TYPE OF BALANCE OR ENROLLMENT. YEAH, I'M SORRY. ANY TYPE OF BOUNDARY CHANGES THAT ARE BEING RECOMMENDED. THERE'S NUMBERS. THANKS, MISSY. ANY OTHER QUESTIONS. HAVE A MOTION TO ACCEPT THE SUPERINTENDENT RECOMMENDATION. THIS IS DAVID. I MOVE THAT WE ACCEPT THE RECOMMENDATION ON THE EDUCATION SPECIFICATION. THIS IS RACHEL I SECOND THE MOTION. THANK YOU. IN THE DISCUSSION. SEEING NO HANDS TO FOLLOW. BAUER. YES. KARWACKI.
WACKY. MISS KELLY. YES. THIS IS MISS KARWACKI. YES. THANK YOU, MR WORK. DR MUELLER. DR PHILLIPS. YES. THIS RECORDING. YES. REALLY? YES. VICE PRESIDENT. GOOD EVENING. YES.
[02:05:01]
PRESIDENT ROBINSON. YES. MOTION PASSES CNN. THANK YOU THE NEXT ITEM ON THE AGENDA. AN ACTION[H. Decision on Proposed Student Attendance Policy No. 02-0001-000, Patrick P. Spicer, Esq.]
ITEM, AND IT'S A DECISION ON THE PROPOSED ATTENDED STUDENT ATTENDANCE POLICY. THE SPICES.YEAH. THANK YOU. PRESIDENT ROBINSON, VICE PRESIDENT GAUTIER, MEMBERS OF THE BOARD AND SUPERINTENDENT POLSON. THIS ITEM CONCERNED TO CHANGE TO THE BOARD ATTENDANCE POLICY BY UM STATE LAW, EACH FORD AND OF EDUCATION IN THE STATE IS REQUIRED TO HAVING THIS POLICY.
THE, UM. MARYLAND STATE DEPARTMENT EDUCATION MADE CERTAIN CHANGES TO ASPECTS OF.
ATTENDANCE REQUIREMENTS AND REPORTING REQUIREMENTS. UM REQUIRED OF LOCAL SCHOOL SYSTEMS. AND THOSE CHANGES ARE NOTED IN YOUR NATIONAL REPORT AND ALSO IN THE DRAFT OF THE OF THE PROPOSED PROVIDES POLICY. THIS, UM. PROPOSED REVISED POLICY WAS PRESENTED BACK ON APRIL 12TH AT THE BOARD MEETING, THEN. AT THIS POINT WE HAVE RECEIVED NO PUBLIC COMMENT. I WOULD DESCRIBE THESE CHANGES AS BASICALLY PRO FORMER IN THAT WE NEED TO ALIGN OUR POLICY WITH, UM MST REQUIREMENTS. AND THERE ARE FOUR ASPECTS THAT AGAIN OR NO, THAT THEN YOU'RE, UM, BOARD REPORT WAS FREQUENTLY THAT, UM, TRADE OR REFLECT THOSE CHANGES.
SO IF, UM, HAPPY TO TAKE ANY QUESTIONS THAT CONCLUDES MY REMARKS. THANK YOU. THANK YOU FOR MEMBERS. PLEASE RAISE YOUR HANDS. IF YOU HAVE ANY QUESTIONS FOR RIGHT? NO, I SEE NO HANDS. MAY HAVE EMOTION TO ACCEPT. REPORT. CHANGE THEMSELVES. THIS IS DAVID. I MOVE THAT WE ACCEPT THE PROPOSED STUDENT ATTENDANCE POLICY UPDATE. SECOND THANK YOU IN A DISCUSSION. BEING NINE. KUALA DR BAUER. YES. WACKY. YEAH. MISS KELLY. YEAH. MILLER? YES. TO FILL UP. YES. IT'S RECORDING. YES. DAILY. YES. VICE PRESIDENT GO TO YES. YEAH.
IMPASSES UNIT. THANK YOU. NEXT ITEM ON THE AGENDA OF THE SUPERINTENDENT REPORT THAT'S
[I. Superintendent's Report]
SUPPOSED. THANK YOU. UM, OF COURSE YOU WANT TO START THIS EVENING BY CONGRATULATING MISS BAILEY. AND I GUESS MAYBE THE BETTER WORDS BY THANKING HER FOR HER SERVICE. SHE IS AN ABSOLUTELY EXCEPTIONAL, EXCEPTIONAL HUMAN BEING. UM ONE DETAIL THAT STRUCK OUT WITH ME.AS I SPOKE TO HER A COUPLE MONTHS AGO, SHE SINCE SHE WAS DECIDING AMONG THE 13 COLLEGES AND UNIVERSITIES, AND SHE'D BEEN ACCEPTED TO SHE, OF COURSE, HAS MADE HER DECISION AND IS LOOKING TO STUDY. CRIMINOLOGY AT THE UNIVERSITY OF. UNIVERSITY OF BALTIMORE. SHE GAVE ME A NOD TO MAKE SURE HAD THAT RIGHT UM. JUST AMAZING, AND HER WORK HAS BEEN PHENOMENAL THIS YEAR. SHE'S BEEN SUCH A GREAT ADDITION. I THINK SHE'S REALLY DONE A GREAT JOB REPRESENTING OUR STUDENTS. IN A VERY HARD TIME, JUST LIKE EVERYONE ELSE SHE'S ENCOUNTERED SO MUCH, AND HER HER ACHIEVEMENTS ARE JUST AMAZING. SO WE WISH YOU GREAT LUCK. I DON'T THINK YOU NEED LUCK FROM US. SO JUST OUR BEST WISHES BECAUSE YOU ARE DESTINED TO BE VERY SUCCESSFUL. SO, PHOEBE, THANK YOU FOR YOUR YOUR SERVICE IS HERE TO THE BOARD. JUST A QUICK UPDATE. WE HAVE A NUMBER OF COMMUNICATIONS THAT WILL BE GOING OUT TO FAMILIES THIS WEEK.
KEEP AN EAR OUT FOR THOSE, UM. SOMETHING TONIGHT SHOULD HAVE COME OUT ABOUT VIRTUAL SUMMER PROGRAMS, PARTICULARLY DEVICE PICKUP FOR THOSE PROGRAMS. WE WILL BE ADJUSTING TO A HYBRID BOARD OF EDUCATION MEETING IN JULY. MORE INFORMATION WILL BE COMING ON THAT. WE. WILL BE COMMUNICATING WITH RISING THIRD GRADE STUDENTS ABOUT ADJUSTMENTS TO THEIR LOGIN INFORMATION. WE'RE GOING TO NEED TO BE UPDATING. SOME OF THE LOGIN, PARTICULARLY ARE.
SYSTEM SECURITY WILL REQUIRE US TO BE MOVING TO MORE PASSWORD CHANGES AND THINGS LIKE THAT.
SOON, UM SO LISTEN FOR THAT. UM WE ALSO HAVE A DRAFT. OF THE RESULTS OF PRELIMINARY RESULTS
[02:10:04]
FOR THE STUDENT ENGAGEMENT SURVEY. WE WANT TO SHARE THAT INFORMATION. WITH FAMILIES, SO THAT'LL BE COMING OUT LATER THIS WEEK. ALSO IF. YOUR CHILD IS ONE OF OUR LITTLE'S UNIVERSITY SCHOLARS. IT'S BEEN A FUN PROGRAM THAT WE GOT STARTED THIS YEAR. THE HARTFORD EDUCATION FOUNDATION. UH, IS. PROVIDING COPIES FOR PEOPLE WHO REGISTER ON OUR WEBSITE. SO IF THE NEXT JULY BOOK IS BLUEBERRIES FOR SOUTH, SO IF YOU WANT TO GO ON THE HARPER EDUCATION COUNTY EDUCATION FOUNDATION WEBSITE, YOU CAN REGISTER TO RECEIVE A COPY OF THAT. UM. WE ALSO HAVE AN UPCOMING DUAL ENROLLMENT EVENT FOR HARFORD COMMUNITY COLLEGE FOR ALL OF OUR HIGH SCHOOL STUDENTS, WE EXPECT TO HAVE MANY MORE OPPORTUNITIES THIS YEAR, AND THIS IS JUST ONE WAY WE'RE LOOKING TO REACH OUT AND INFORM PEOPLE OF THOSE. HCC IS PRESENTING THIS EVENT ON. EITHER. JULY 20 OR 21. I THINK WE'RE SO IF YOU WERE GOING AND REGISTER FOR THAT. I WOULD LIKE. TO CALL EVERYONE'S ATTENTION BRIEFLY. I JUST WANT TO HIGHLIGHT SOMETHING THAT WAS IN, UM, OUR CONSENT AGENDA THIS EVENING. I WANT TO THANK THE MEMBERS OF THE SPECIAL EDUCATION CITIZENS ADVISORY COMMITTEE. FOR THEIR UPDATE, WHICH THEY PROVIDED BOARD. YOU APPROVED IT IN THE CONSENT AGENDA. YOU HAD A CHANCE TO LOOK AT IT. BUT FOR THOSE WHO HAVEN'T GONE IN, THEY REALLY PROVIDED SOME GREAT HIGHLIGHTS.AND I THINK. THERE WERE, YOU KNOW A NUMBER OF LESSONS LEARNED THIS YEAR. BUT ONE OF THE EXCITING THINGS IS BECAUSE OF THE FORMAT, IN FACT, BECAUSE THEY MOVED TO A VIRTUAL FORMAT.
I THINK THE FIRST BULLET POINT WITH REGARD TO HIGHLIGHTS AS THEY HAD 270% MEETING ATTENDANCE INCREASE IN THE FIRST SIX MONTHS. WE KNOW THAT YOU KNOW, PARTICULARLY FOR LEARNING. THAT. THE MAJORITY OF OUR STUDENTS DO BENEFIT MUCH MORE IN PERSON. WE KNOW THAT THAT'S ABSOLUTELY CLEAR. WE DO HAVE SOME PEOPLE WHO DO BETTER, VIRTUALLY, BUT ONE THING THAT'S COME OUT IN TERMS OF OUR WORK WITH PARENTS. I FEEL LIKE WE'VE MADE A LOT OF PROGRESS IN TERMS OF CREATING VIRTUAL OPPORTUNITIES HAS BEEN LESS DISRUPTIVE. PARENTS DON'T NEED TO, YOU KNOW, GET COVERAGE AT HOME WHEN THEY'RE ATTENDING SOMETHING VIRTUALLY, AND WE'VE ACTUALLY SEEN SOME REALLY GREAT IMPROVEMENTS IN PARTICIPATION. YOU KNOW, WE'RE LOOKING FORWARD TO GOING BACK TO DOING MORE WORK IN PERSON WITH FAMILIES, BUT I THINK WHAT WE'VE LEARNED IN OUR ABILITY TO GROW IN TERMS OF, YOU KNOW, COMMUNITY ENGAGEMENT, FAMILY ENGAGEMENT.
AND SO IT WAS NICE TO SEE THAT HIGHLIGHTED BY THE SPECIAL ED CITIZENS ADVISORY COMMITTEE. WE THANK EVERYONE WHO PARTICIPATES THAT IN THAT FOR THEIR CONTRIBUTIONS. IT'S A LEARNING EXPERIENCE. THEY HAVE THE OPPORTUNITY TO INTERACT WHERE THERE'S A SPECIAL EDUCATION LEADERSHIP STAFF. AND SO AGAIN, THANK YOU FOR THAT COMMUNITY INPUT ON THAT FRONT. AND THEN, AS OTHERS HAVE INDICATED, YOU KNOW, THIS IS OUR FIRST BOARD MEETING SINCE THE OFFICIAL CLOSE OF SCHOOL FOR THE FOR THE SCHOOL YEAR IN OUR 10 MONTH, EMPLOYEES AND OUR STUDENTS ARE NOW AND THERE'S SUMMER BREAK. AND SO YOU KNOW, THIS WAS CERTAINLY A YEAR TO REMEMBER.
BUT I GUESS WHAT I WOULD LIKE TO SUGGEST AND I'VE SEEN THIS IN SO MUCH. I'VE SAID THIS IN MANY OF MY MEETINGS WITH STAFF. IS, YOU KNOW, PLEASE. I HOPE EVERYONE FINDS THE TIME TO TAKE THE BREAKS TO REST RECHARGE. BE HEALTHY THIS SUMMER. IT HAS BEEN A VERY TAXING YEAR FOR EVERYBODY. I'VE HEARD THOSE COMMENTS SO MANY TIMES. BUT THIS IS THAT TIME TO DO IF WE CAN TO RECHARGE BECAUSE WE STILL HAVE SO MUCH WORK TO DO WE KNOW THAT I'M VERY HOPEFUL ABOUT THE FUTURE OF THE SCHOOL SYSTEM AND THE PROGRESS THAT WE'RE SEEING. THE ENROLLMENT IN SUMMER SCHOOL WHAT WE'VE SEEN SOME OF THE END OF THE YEAR. DATA GIVES US HOPE THAT WE CAN.
WE CAN OVERCOME SOME OF THE THINGS THAT. WHERE STUDENTS MAY HAVE FALLEN BEHIND A LITTLE OR THINGS THAT HAVE BEEN LOST. I REALLY BELIEVE WE CAN OVERCOME THAT. WE HAVE A GREAT TEAM WORKING ON IT, SO THANK YOU TO EVERYBODY AND WE'LL SEE YOU AT THE NEXT MEETING. MM. MHM. AND
[Future Meetings Review]
